A

s the high-profile corruption trial in the Turks and Caicos Islands has started, with the notable absence of foreign developers who have paid large sums to settle with the Helen Garlick-led Special Investigations and Prosecutions Team to avoid prosecution, the recently appointed Director of Public Prosecutions (DPP) has served notice that he will be going after corrupt foreign developers, regardless of who they are or where they live. “Gone are the days, if they ever existed, of mainly buying your way out of prosecution because you do not happen to live on the island or because you are a Belonger. If the people of Turks and Caicos Islands rather face the risk of prosecution and incarceration for offenses of corruption, you (foreigners) should not be exempt merely because your involvement originates offshore,” said DPP John Masters. “We’re going through a sensitive time at the moment in relation to a high profile prosecution, but I wish to deliver a shot across the bow to those involved in domestic corruption from a distance. To those involved in domestic corruption from a distance, the scourge of bribery and corruption is not confined to those within the shores of the Turks and Caicos Islands. It is not confined to Belongers. I will assure you that if you are an offshore person or entity engaged in corruption within the Turks and Caicos Islands, it is my resolve to help hunt you down wherever you are in the world and prosecute you to the full extent of the law,” said Masters, who is from Australia and who has worked in the Cayman Islands before coming here. The SIPT, whose lead prosecutor is British Queen’s Counsel Andre Mitchell, has been often and widely accused of selective prosecution and conducting a shambolic investigation by

The CARICOM team stated in a report that was presented to the Heads of Government Summit in Trinidad and Tobago, that “another common narrative in the Turks and Caicos Islands which bears examination is that the justice being administered by the SIPT has cost the people of the TCI some $46million with no end in sight” and that only

islanders are facing criminal charges and jail time when non-islanders have been able to purchase justice. Resident accused of tearing down locals and local businesses on Facebook Sara Alexandra Skye who resides in the Turks and Caicos Islands for many years is accused of tearing down locals and local businesses in the Turks and Caicos Islands due to a post she wrote about the Menu of well know restaurant ‘Crackpot Kitchen’ via social media Facebook on Monday January 18th, 2016. Salt Cay ferry ladder needs urgent repairs by Hayden Boyce Publisher & Editor-in-Chief

A metal ladder which residents and visitors to the island of Salt Cay have to use when boarding and disembarking the ferry is in dire need of repairs. In fact, Porter Williams, a spokesman for the residents of Salt Cay has warned that it is an accident waiting to happen and has been pleading with Government officials to give urgent priority to repairing the ladder before it’s too late. Dr. Rufus Ewing said it is a challenge attracting individuals and keeping them interested in getting projects and investments and development going in the Turks and Caicos Islands. This, he said, is why the launch of Invest TCI is such a significant accomplishment, as it will take some pressure off senior Government officials such as himself and the Minister of Finance. “Investment in the Turks and Caicos Islands is something that has the attention of persons around the globe. The new Center for Entrepreneurial Development (CED) has been incorporated in the Turks and Caicos Islands. The CED is a not for profit organization dedicated to supporting micro, small and medium enterprises who represent more than 95% of all businesses in the country. The CED has a Board of Directors that comes from across the country and includes a range of business interests. The CED will provide a range of services for small business including business advice, counselling and mentoring services, business start-up and operations training, financing advice and support to help access financing. Court Administrator to be appointed There will be a newly created post of Court Administrator who is intended to perform a similar role within the Judicial Administration as Permanent Secretaries perform in the Government Ministries. This was revealed by Chief Justice Margaret Ramsay-Hale during the opening of the new court session last week. “We are exceedingly lucky to have identified a candidate with not only legal but project management experience who will be able to bring to fruition our plans for a website where information on the Courts can be made available to the public including decisions of the Court, the digitisation of the Courts. The post-holder will also design and implement our e-court project intended to allow attorneys to electronically file documents with the

WHEN CHOOSING A LEADER In today’s world system the topic of leadership, more importantly ‘effectual fervent’ leadership that creates ‘positive change’, should be considered by constituents from all arenas whether communities, churches, school groups or other institutions. With the wealth of information, experiences, and examples of ‘effectual fervent’ leadership available, and each constituent’s ability to properly distinguish right from wrong, it is time for us to determine the types of leaders who are best suited to ‘serve’ in the various circles that we are a part of. We should desire those leaders who will ‘positively influence’ us, help us to be ‘transformed’, and ‘guide’ us to a brighter horizon where we will experience the unending blessings of God. I am referring to the type of leader who wants his/her followers to be just as good or even better than himself/herself – and yes, these types of leaders still exist. Turks and Caicos Islanders are a wonderful group of individuals divinely created to be a part of this beautiful country and we certainly have a right to participate in decision making regarding the affairs – political, social, and economical – of our country. We have people of wisdom here (not just knowledge but wisdom), people who are highly educated and can apply their knowledge successfully, people who are skilled in various areas, and people with vast experiences. As a collective people we have what it takes to lead strategically and to follow intelligently. I believe that now is the time for us to empower ourselves through Christ and navigate the course of our country, our communities, our families, and our institutions. Now is the time to help our people excel, and now more than ever we need to be the ones who truly possess the wealth, economy and resources of the Turks and Caicos Islands – this is something we have to do together. In a recent debate with friends about sports players we agreed that no player on any sports team, no matter how great he/she is, can win a game on his/her own. Although that player may be the fittest, and may possess the best skills and tactics thus emerging to the leadership role in the team he/ she cannot lead that team to victory on his/her own. Instead, that player/ leader needs to have the right group of persons propelling him/her forward. He/she would need to ‘appreciate the skills and experiences’ that each person brings to the team and ‘try to utilize the team members’

Persist after your Goals By Zahrya Musgrove

I feel that too many of us lack motivation and persistence. We often forget that if we really want something it takes hard work but some of us, to be straightforward with you, are just plain lazy. We are not up for the challenge of putting in that extra time; that extra push that we need to get the job done. This is because all we think about is the work that we will have to do. Too many of us are not envisioning the end goal; the final destination of where we want to be after all the work is over. We need to remember that hard work does indeed pay off. We just need to continuously keep working towards

our goal and we will see results. Here is a short story to give you an example. A Crow perishing with thirst saw a pitcher, and hoping to find water, flew to it with delight. When he reached it, he discovered to his grief that it contained so little water that he could not possibly get at it. He tried everything he could think of to reach the water, but all his efforts were in vain. At last, he collected as many stones as he could carry and dropped them one by one with his beak into the pitcher, until he brought the water within his reach and thus saved his life. This tells me that you the road Zahrya Musgrove towards your success will not be a walk road but you must keep trying until in the park. It will be a hard and long you find a road that will take you to

So that at the end of the day we can say that we achieved all that we wanted to achieve and that we did the best that we could do. So those of you who are reading this, do not get discouraged and become stuck in one place. Remember persist after your goals because hard work pays off.

LIFESTYLE U.S. issues travel alert over Zika virus in Latin America, Caribbean

U.S. health officials on Friday issued a travel warning for 14 countries and territories in the Caribbean and Latin America where infection with Zika, a mosquito-borne virus, is a risk. The U.S. Centers for Disease Control and Prevention (CDC) in particular cautioned pregnant women not to travel to those areas as Zika has been linked to a serious birth defects. The travel alert applies to Brazil, Colombia, El Salvador, French Guiana, Guatemala, Haiti, Honduras, Martinique, Mexico, Panama, Paraguay, Suriname, Venezuela, and the U.S. Commonwealth of Puerto Rico. It also includes advice that women who are trying to become pregnant should consult with their doctor before traveling to those areas. Zika virus is transmitted by Aedes species mosquitoes, which also spread dengue and chikungunya viruses and are common in Texas, Florida and elsewhere in the United States. Zika is usually a mild illness with fever, rash and joint pain. There is

no preventive vaccine or treatment, according to the CDC. Dr. Lyle Peterson, director of CDC's division of vector-borne diseases, said the agency has confirmed that Zika virus was present in samples provided by Brazilian health authorities from two pregnancies that ended in miscarriage and from two infants with diagnosed microcephaly who died shortly after birth. Microcephaly is a birth defect where a baby's head is abnormally small and brain development is incomplete. Genetic analysis showed that the virus in the four cases was the same as the Zika virus strain currently circulating in Brazil. CDC officials said the biggest risk was in the first trimester of pregnancy, and continued into the second trimester. Petersen, speaking on a conference call, said the CDC had confirmed 26 cases of the disease among returning U.S. travelers since it was first reported in 2007, and is still receiving specimens for testing

Canada's high court gives green light to assisted suicide The Supreme Court of Canada decided on Friday to allow doctorassisted suicide across the country under certain circumstances, while giving the government more time to pass a law governing the practice. The decision came as officials confirmed that a patient had already been helped to die in the Frenchspeaking province of Quebec. The court had overturned a ban on physician-assisted suicide last February, putting Canada in the company of a handful of Western countries to make it legal. But it had said the decision would not take effect for a year, giving the government time to produce legislation.

The work got off schedule because of the October election and the defeat of the Conservative government by Prime Minister Justin Trudeau's Liberals. The newly elected justice minister had asked for the decision to be suspended for an extra six months. Instead, the court gave the go-ahead for assisted suicide to begin now under certain conditions and granted the federal government four more months to come up with a national law. The Canadian government said it respected the judgment and the additional time would help it develop an approach "that protects the most vulnerable among us while respecting the inherent dignity of all Canadians."

Polls show physician-assisted suicide has broad support but the issue has divided politicians in Parliament as they grapple with how to protect vulnerable Canadians while respecting their rights and choices at the end of life. The court ruled doctors would be allowed to facilitate the death of patients in Quebec, which had already put its own law into effect in December. Since the change in provincial law on Dec. 10, one person carried out an assisted suicide in Quebec City, a spokeswoman for the health and social services center for the Quebec City region said in an email. There is no way to say whether this was the first assisted-suicide under

the new laws as Quebec does not currently keep such statistics, said Joanne Beauvais, a spokeswoman for provincial Health Minister Gaetan Barrette. The Supreme Court ruling said people outside Quebec can apply to their provincial superior court for judicial authorization "to those who wish to exercise their rights" to doctorassisted death. Friday's decision was split 5-4, with Chief Justice Beverley McLachlin and three others disagreeing with giving an exemption to Quebec and to other individuals. The case is Carter v. Canada (Attorney General), 2016 SCC 4.

Eating green leafy vegetables may lower glaucoma risk People who eat more green leafy vegetables, a good source of nitrate, may significantly decrease their risk of developing glaucoma, according to a large study. Based on long-term data for more than 100,000 U.S. adults, those who consumed the most nitrate mostly from green vegetables like kale and spinach – were 21 percent less likely than those who ate the least nitrate to develop open-angle glaucoma by the time they were in their 60s and 70s. Open-angle glaucoma, which affects about 1 percent of the U.S. population, usually starts with loss of vision at the periphery due to fluid build-up and optic nerve damage. Impaired blood flow is implicated in the condition, the study team points out in JAMA Ophthalmology, and nitrates can be converted in the body to nitric oxide, which improves blood flow.

“Nitric oxide signaling is important for maintaining optimal blood flow, and some evidence suggests that it may also be important for keeping eye pressure low,” said lead author Jae H. Kang of Brigham and Women’s Hospital and Harvard Medical School in Boston. The researchers used data on more than 63,000 women followed from 1984 to 2012 in the Nurses’ Health Study, and more than 41,000 men in the Health Professionals Follow-up Study from 1986 to 2012. The participants were over age 40 at the beginning of the study period, had no open-angle glaucoma to start with, reported regular eye exams and completed dietary questionnaires including how often they ate green leafy vegetables like iceberg and romaine lettuces, kale, mustard greens, chard or spinach. Based on these questionnaires,

researchers calculated intakes of nitrate and of various groups of foods. They found that dark leafy greens were the biggest source of the nutrient, contributing 57 percent of the nitrate in the participants’ diets. The men and women were divided into five groups by their intake of greens and of nitrate, ranging from an average of one-third serving of leafy greens (80 milligrams nitrate) per day for the lowest-level consumers to an average one and a half servings of greens (240 milligrams nitrate) per day on the high end. By 2012, there were a total of 1,483 cases of open-angle glaucoma diagnosed. Risk differences based on nitrate consumption were very similar to those based on leafy-vegetable consumption. People who ate the most leafy greens were 18 percent less likely than

those who consumed the least greens to develop any form of open-angle glaucoma, and 48 percent less likely to develop the so-called paracentral form of the disease, which is particularly associated with blood flow, the authors note. In the study, people who consumed more nitrate also had higher consumption of other nutrients, exercised more, smoked less and were leaner, but the authors adjusted for these factors when calculating the risk differences linked to nitrate and greens. “The pro of increasing one’s dietary nitrate intake is that, by far, vegetables are the biggest source of dietary nitrate, and vegetables are part of a healthy diet,” Kang told Reuters Health by email. “Higher dietary nitrate intake has been linked to lower blood pressure, better blood circulation and better athletic performance.”

Bermuda government accused of selling out country in airport project

The newly published airport development agreement means the Bermuda Government has “put the Island out to any bidder, not even the highest bidder”, according to the Shadow Minister of Transport. According to the Royal Gazette newspaper, Lawrence Scott warned the 33-page document’s lack of specifics could threaten Bermudian workers’ jobs down the line. “There’s a lot of smoke and mirrors and a lot of unanswered questions,” Mr Scott said. “Then the more answers we get, the more questions there are.” The deal, struck between the Government and the Canadian Commercial Corporation, will involve LF Wade International Airport being replaced by a new $249 million facility. Among the perks granted to CCC and its subcontractor, construction firm Aecon — collectively referred to as Project Co —

will be an exemption from the employer’s share of payroll tax and customs duties on capital items such as construction materials. A minimum revenue guarantee also means that if annual income does not reach projections over the 30-year contract, the Government will make up the difference. Mr Scott called the guarantee “very troubling”. He added: “Let’s say, for whatever reason, the Government came to its better senses and said right now is not the time to build an airport, let’s focus on education instead. “Then if a Progressive Labour Party government comes in five or ten years down the line and decides to build an airport, Project Co has to be the one to build it. “This has committed not just the present government, but any and every government down the line to going along with this, even if they found a better

deal.” Mr Scott also expressed concerns over the contract’s Airport Personnel Transition Plan, which will see airport employees transferred to either Project Co, a new quango or Bermuda “on terms and conditions which, taken as a whole, are no less favourable than such employees’ existing employment terms and conditions”. The agreement said: “Subject to applicable laws (including labour relations and collective bargaining laws) and the terms and conditions of the project agreement, Project Co shall have the right to structure the company, Project Co senior management, its employees, its organisation, reporting structures and business operations in a way which it considers appropriate.” Mr Scott said: “I have a feeling that the workers will initially be given jobs, which won’t necessarily be a transition, and if they don’t

like the job they’ve been given, they’ll basically be let go. Then it won’t be the Government that causes these Bermudians to lose their jobs, it’s a private entity. “Also, will they get the same retirement benefits? Will they get the same pay? That’s troubling to me, and it will be to others as well. “The deal as a whole has issues. The PLP’s proposal is to create an airport authority first, then bring Aecon on board as a subcontractor, not the owner and operator. “That way, the Bermudians who work there now would essentially be undisturbed.” Bob Richards, the Minister of Finance, on Tuesday championed the “substantial advantages to the Government’s course in this redevelopment project”. He added: “Not the least of benefits is the ability to work with the triple A-rated Canadian Government

The Bahamas NHIS defends national health insurance scheme The National Health Insurance Secretariat (NHIS) says there has been “much misinformation” about the National Health Insurance (NHI) Bahamas scheme, insisting that its implementation “is a major advancement in moving our country forward and taking care of our people”. “This is not business as usual,” the NHIS said in a statement, adding that NHI Bahamas,” in short, is an initiative that will facilitate the provision of modern, accessible and affordable health care services to all legal residents in The Bahamas. “More importantly, it recognizes the right of Bahamians to accessible and affordable, high quality, health care. In order to build a more modern and prosperous Bahamas, we must improve our healthcare system.” NHIS said that at present, only one third of Bahamians have private health insurance and that the NHI will ensure that all legal residents of the Caribbean Community (CARICOM) country “will be entitled to have health insurance. NHI will bring about modern, affordable and accessible health care services to the Bahamas. Once fully implemented, NHI will offer a range of comprehensive benefits

Bar Association says advertising of services could be legalised

The president of the Antigua & Barbuda Bar Association said the body is not ruling out a possible revision of the Legal Professions Act of 2008, which bars members of the profession from advertising legal services to the public. Attorney-atlaw and Notary Public Debra Burnette said there is a possibility that the twin island state may soon follow the United Kingdom which has since relaxed the advertising aspect of the law. “It is still against the Code of Ethics under our laws to advertise for legal services,” she said. “While our laws, perhaps, would end up there, at present it does allow for limited advertisement in the form of publications or newsletters on legal issues,” Burnette said. She also pointed out that, in recent times, some members of the Bar Association has questioned why the law prohibits them from advertising. “I think that

FNM leader says PM Christie spreading false hope about Baha Mar sale

In a statement Dr Minnis said Prime Minister Perry Christie “is a proven talk first, think later leader.” He added: “As a result of the government’s missteps, Baha Mar has become a national burden and an international embarrassment for our country. Former Baha Mar board members have repeatedly presented the facts that connect Christie and his government’s poor decision-making which created this daunting delay saga. At a time when so many Bahamians are hurting, we have a prime minister shuffling in dreamland, detached from the glaring realities. We need change.” Dr Minnis said at the core of his

party’s platform is empowerment of Bahamians and entrepreneurship. “A newly elected FNM government will strengthen foreign investment policies to ensure that what occurred at Baha Mar is not repeated. While strategic efforts will be made by a newly elected FNM government to attract global investors, the ‘new Bahamas’ cannot be so desperately dependent on foreign investment.” “The FNM government will create opportunities to promote and enhance more Bahamian ownership.” Last week, Mr Christie said there are a “huge number” of internationally recognisable corporate names interested in investing in Baha Mar and he is doing “all he can” to ensure construction is restarted “very soon.” Speaking at the swearing in ceremony of Paul Andrew Gomez as the new Bahamas ambassador to the People’s Republic of China, Mr Christie said he has also been meeting with representatives from the China Export Import Bank, to ensure Bahamian employees and construction workers are protected. Mr Christie said he fears if the project is not restarted in the near future, the cost to complete the hotel would double. “I have been meeting with representatives of the employees, particularly casino employees who have had a number of meetings with me, whose employee benefits expire in two weeks time and therefore pending mortgage challenges are an issue. I have

been meeting with the China Exim Bank to ensure employees are protected,” Mr Christie said last week. “There are a huge number of very internationally recognisable corporate names interested in the product, who have made applications for the product, those will be brought to your attention because it is for the bank to make a decision, including both hotel casino firms, and Bahamian interests that are here and including Chinese interest in the huge multi-billion dollar project. “It makes no sense to allow that asset to continue to be exposed to the elements and be subject to deterioration because what starts off as a $300m exercise will end up costing $600m or $700m and counting.” Reiterating comments he told the press weeks ago, he said: “So for The Bahamas we have a situation where the construction company has taken the position that it does not want to start construction without paying their subcontractors and that includes the Bahamian subcontractors. And I’ve argued that I’m not prepared to accept that those contractors will be paid less than a dollar for a dollar for the work performed. So I’m anticipating that 2016, very early in 2016 that we’re going to have a major move for Baha Mar.” However, Dr Minnis said the prime minister should “stop shuffling with empty optimism on the Baha Mar matter and offer greater substance and sensitivity.” He added that Mr Christie’s “false predictions make a mockery of the situation and the Bahamian people.”

Another charge brought against St. Vincent opposition politician Opposition politician Ben Exeter was charged with carrying an offensive weapon without lawful authority, the fourth charge stemming from his December 29 arrest in Kingstown, where the opening of the 10th Parliament was taking place. Gonsalves, a lawyer and Minister of National Security, cited the Public Order Act in making his case, but said he was not commenting on any particular incident. Exeter was the main opposition New Democratic Party’s (NDP) candidate for Central Leeward in the December 9 general election, which the NDP is claiming that the Unity Labour Party (ULP) “stole”. Kay Bacchus-Browne, one of Exeter’s lawyers, told the Caribbean Media Corporation (CMC) that the charge is “ridiculous”. She accused the police of acting after Prime Minister Ralph Gonsalves said last week Thursday that it is an offence to carry a licenced firearm to a public meeting. Bacchus-Browne said that Exeter was charged with “carrying what they call an offensive weapon without lawful authority”. “It is a stupid charge. I intend to have a press conference on Monday and call in the press and talk about it. My interpretation of that is exactly

Exeter was arrested in Kingstown, where NDP and ULP supporters had gathered in protest and support as the opening of the 10th Parliament took place. He appeared in court on December 30 and pleaded not guilty to assaulting a police officer, resisting arrest and assaulting Granville De Freitas of Chester Cottage, causing actual bodily harm. He is due back in court on January 25. Bacchus-Browne said that it was not the first time that police were acting after Gonsalves commented publicly on a matter. “In the case with Ordon Graham, Ralph gets on the radio and talks follow-up. The same thing with Lynch follow-up,” she said. Graham is a former member of the SVG Green Party and Lynch is deceased, former host of the NDP’s daytime radio programme. “And now I see it is happening with Ben. I think it is political harassment. It is a stupid charge. The man has a licence to carry a firearm. You know what that would mean? That anybody who goes to a public meeting with a firearm can be charged. It is

stupid, and it is political harassment,” Bacchus-Browne said. She contrasted the response of the state to its response to an incident in which Carlos James, the ULP’s candidate for North Leeward in the December 9 general elections, discharged a firearm in Petit Bordel last November to quell what he said was a “rain of missiles” that NDP supporters were showering on ULP supporters at a ULP event. “So clearly, it is political harassment and I would like the comparison with Carlos James,” Bacchus-Browne said. “He (Gonsalves) gets on the radio, or wherever he was, and says what he has to say and then the police just follow on because Ralph is a lawyer,” Bacchus-Browne said in reference to the Prime Minister’s press conference last week. “It is ridiculous. I saw the charge and I call it a ridiculous charge. Just take the logical step, it means that anybody who goes to any public meeting with a firearm can be charged and it becomes an offensive weapon because it is a public meeting. Can that make sense?” Bacchus-Browne said. She believes the charge will not stand up in court “on an even playing field”.

‘Fearless’ Chicago TV Executive Found Dead During Belize Vacation

The battered body of Anne Swaney, 39, was found near the Nabatunich Farm, in San Jose Succotz, where she was staying during her vacation, reports ABC7 Chicago, where she worked as executive producer of online operations. Swaney was supposed to go horseback riding with a group on Thursday, but stayed behind to do yoga by the river, according to the station. Some of her personal effects were found on a deck by the water, and police began searching for her that night. They found her body in the river the next morning, with lacerations on her neck and head, local police told the station. “We suspect that she may have been sexually violated,” Benque Viejo Police Superintendent Daniel Arzu told NBC Chicago. “She had bruises around her neck that reveals that there might have been some strangulation or some sort of fight back.” Swaney’s cause of death was ruled asphyxia by compression of the neck, manual strangulation and blunt force trauma to the head and neck, according to NBC Chicago. CDC alert for Zika virus may curb Caribbean ‘babymoon’ vacations A travel notice issued by the Centers for Disease Control over the mosquito-borne Zika virus, which can cause babies to be born with brain damage, has Latin American tourism businesses on edge, particularly those in the Caribbean’s flourishing “babymoon” vacation business. The CDC had been urging all travelers visiting areas of Latin America and the Caribbean to take extra precautions against mosquito bites to avoid contracting the virus. But officials upgraded the warninglate Friday to a Level 2 travel notice and are now advising pregnant women and women trying to become pregnant to consider avoiding travel to the affected areas out of concern that Zika may cause a catastrophic birth defect called microcephaly. Most experts don’t expect a CDC alert to substantially hurt overall travel to Latin America. But the flourishing Caribbean “babymoon” vacation business, which offers pregnant women and their spouses or partners “one last, relaxing hurrah before the baby comes,” according to About.com’s family vacations editor Suzanne Rowan Kelleher, could be more vulnerable. The Caribbean Tourism Organization reports that 12.9 million American tourists visited the region in 2014, the most recent year for which statistics were available, a 5.5 percent increase over 2013. It is not clear what percentage of the travelers were on babymoon trips, but the percentage is small, experts say.

“We likely will see a significant decline in trips by women who are pregnant or trying to conceive to these regions in light of the apparent link between the virus and birth defects,” Euromonitor analyst Amanda Bourlier told NBC News via email before the CDC travel notice was issued. “But this demographic represents a relatively small subset of total travelers and as such we anticipate the economic impact from the tourism side should be limited.” Recent news reports about the rapid spread of Zika and growing evidence of its dangers don’t appear to have had much of an impact on the budding industry so far. Instead they will spend five days in Florida, she said. “We’re also checking with travel insurance companies to see if a CDC travel alert about the virus would be a covered reason for cancellation,” she said. The Cruise Lines International Association said it is in close contact with public health authorities about Zika virus concerns. “Cruise ships publish a daily flier which includes information for passengers relating to health and safety. Citizens of the 38, mainly European, countries in the U.S. Visa Waiver Program (VWP), who were previously able to travel to the United States for up to 90 days without a visa, must now obtain one if they have visited Iran, Iraq, Sudan and Syria since March 1, 2011. They must also obtain a visa if they are dual Iranian, Iraqi, Sudanese or Syrian nationals, the U.S. State Department said. Citizens from the 38 nations are required to obtain a travel authorization through the socalled Electronic System for Travel Authorization (ESTA) before coming to the United States. Palin’s endorsement fails to excite Trump rallygoers

There was no ecstasy in the crowd when the former Alaska governor and vice presidential nominee endorsed Republican front-runner Donald Trump at a rally in Ames, Iowa, on Tuesday night. And at Trump’s next appearance on Wednesday in Norwalk, people who came to see him - both hard-core Trump supporters and undecided voters - said Palin was not swaying them. “They’re going to have to do an image remake of her,” said Joani Estes, 56, of Indianola, Iowa. Estes said her Pentecostal Christian faith made her feel aligned with Palin, but it did not make her feel any more strongly about Trump. She liked him, she said, and was likely going to caucus for him during the state’s nominating contest on Feb. 1 - but she was also keeping the door open for his closest rival, U.S. Senator Ted Cruz of Texas. Her friend Jenny Terrell, 55, said Palin’s endorsement made her less certain about her support for Trump. A longtime Democrat, Terrell said she had been inspired by Trump but was put off by Palin’s extreme opposition to abortion rights. “I was a little disappointed,” she said, adding that even though she knew Trump had declared himself to be against abortion, she did not see him as being as fervently anti-abortion as Palin. As a strategic move in Trump’s competition against Cruz in Iowa, getting an endorsement from Palin made sense, political experts said. She is popular among tea party Republicans who rail against the political establishment, as well as blue-collar evangelical Christians, two groups from which Cruz draws strong support. It is not yet clear whether evangelical leaders in the state will follow Palin’s lead and choose Trump over Cruz. Former presidents rarely remain in Washington after living and working in the US capital’s oldest public building. Jimmy Carter headed home to Georgia, and Ronald Reagan went back to California. Bill Clinton built a new life in New York, where he created his foundation and where his wife Hillary -- the Democratic frontrunner vying to succeed Obama -- launched her political career as a senator. While some former presidents of the White House have faded into the background, others have made a significant mark during their so-called second act. John Quincy Adams, who left office in 1829 after failing to win re-election, returned to Congress where he stayed until the end of his life, using his gift for soaring oratory to make the case against slavery. William Howard Taft, who was president from 1909-1913, then became the chief justice of the US Supreme Court. Could Obama -- a former president of the Harvard Law Review who will be 55 years old as he starts his post-White House life -- be tempted by the high court? “I think being a justice is a little bit too monastic for me,” he told The New Yorker in October 2014. “Particularly after having spent six years and what will be eight years in this bubble, I think I need to get outside a little bit more.” The example of the two Democratic presidents before him -- Carter and Clinton, who both launched foundations that are respected beyond America’s borders -- could serve as a guide for Obama. Persistent rumors also suggest he could be interested in teaching courses at Columbia University in New York, where he studied in the early 1980s. “I love teaching. I miss the classroom and engaging with students,” he told The New Yorker. British lawmakers debate banning Trump after Muslim comments

British lawmakers on Monday debated a petition to ban U.S. Republican presidential candidate Donald Trump from Britain over remarks on Muslims, but while describing his comments as “crazy” and “offensive”, most said the ban would go against free speech. Members of parliament said Trump should be allowed into Britain where his views could be challenged, that a ban would give him more publicity or that it was not for Britain to get involved in U.S. affairs. Trump caused outrage last month with his comments that Muslims should be banned from entering the United States. He spoke after 14 people died in a shooting spree in California by two Muslims whom the FBI said had been radicalized. His comments prompted more than half a million Britons to sign a petition calling for him to be barred from entering the country, where he has business interests. Iraq searching for three U.S. citizens reportedly abducted Security forces in Baghdad were hunting for three U.S. citizens who Iraqi lawmakers said on Monday had been kidnapped, which, if confirmed, would make them the first Americans abducted in the country since U.S. troops withdrew in 2011. Unknown gunmen seized the trio from a private apartment on Friday in the capital’s southeastern Dora district, said Mohammed al-Karbouli, who sits on parliament’s security and defense panel. It was not immediately clear if their motives were political or criminal.

Iskandar Witwit, deputy head of the same panel, gave a similar account citing senior security officials who said the civilians had been taken from the district’s Sihha residential complex. Iranian-backed Shi’ite Muslim militia fighters, seen as a bulwark in the fight against Islamic State militants, have a heavy presence in that part of the predominately Sunni district. Witwit said the three were employed by a private company and two of them also have Iraqi citizenship. Dora was a bastion of the insurgency against the

2003 U.S.-led invasion that toppled Saddam Hussein and the site of intense sectarian bloodletting that peaked around 2006-07. Federal police now run most checkpoints there. The capital of Iraq, OPEC’s second biggest oil exporter, has seen a proliferation in recent years of well-armed criminal gangs that carry out contract killings, kidnappings and extortion. Iraqi police set up extra checkpoints in Dora on Monday and sent out helicopter search parties. Two Iraqi army helicopters were

seen hovering over the district, while police vehicles patrolled the streets, residents said. The U.S. State Department said on Sunday it was working with Iraqi authorities to locate Americans reported missing, without confirming they had been kidnapped. The Iraqi government has struggled to rein in the Shi’ite militias, many of which fought the U.S. military following the 2003 invasion and have previously been accused of killing and abducting American nationals. Iraq has seen a

series of abductions of foreign nationals in recent months. At least 26 Qatari hunters kidnapped last month in the southern desert by unknown militants have not yet been found. Obama faces immigration hurdles even if he wins at high court If the U.S. Supreme Court endorses a key immigration initiative of President Barack Obama protecting more than 4 million illegal immigrants from deportation, his administration could face a surge of applicants and little time to process them before he leaves office in January 2017. Obama announced the action in November 2014 but it has never gone into effect, being put on hold by a federal judge in Texas in February 2015. The plan was designed to help illegal immigrant parents of children who are U.S. citizens or lawful permanent residents. It would protect them from deportation and give them work authorization. The Supreme Court on Tuesday said it would decide whether Obama acted lawfully in creating the program by executive order, bypassing a gridlocked Congress. If Obama wins when the court rules by the end of June, his administration would have just seven months to implement the

program. Obama’s victory could be short-lived because the next president, set to be elected in November, would have the final say on whether to keep the program in place. Democrats including presidential front-runner Hillary Clinton have embraced Obama’s plan. Republican presidential candidates including businessman Donald Trump and Texas Senator Ted Cruz have assailed it. Cruz said on Tuesday if elected he would rescind Obama’s order on the first day of his presidency. An earlier immigration program that gave similar relief to children of illegal immigrants who grew up in the United States showed that such policies take time to implement. Launched in June 2012, it took two months to put in place. After that, there were almost 408,000 applications in the first six months of the program, according to government

‘Affluenza’ teen to drop fight against Mexico deportation: source Lawyers for a Texas teen who killed four people in a so-called “affluenza” drunk-driving case have told Mexican authorities they want to drop their fight against his deportation to the United States, a Mexican official said on Wednesday. Ethan Couch’s legal team presented a document to a court in western Jalisco state seeking to end the effort, although the 18-year-old must still sign the paperwork and have it ratified by judicial authorities, the official said. That would pave the way for the teen to return to the United States to face charges he violated his probation in the 2013 drunk-driving case. He faces a hearing in February to see if his case will be transferred from juvenile court to adult court.

Couch’s lawyers in the United States said their client has filed paperwork that could see him soon return to Texas from Mexico. “It is our understanding that paperwork has been filed by Ethan’s counsel in Mexico that will terminate the ongoing Mexican immigration proceedings,” his lawyers, Scott Brown and William Reagan Wynn, said in a statement. “We believe that this will result in Ethan’s return to the United States within the next few weeks,” they said. Couch and his mother, Tonya, were arrested in Mexico last month following a more than two-week manhunt. His mother was deported to the United States last month. other areas in its hotels. Cardholder names, card numbers and expiration dates may have been exposed, the company said. Several other hotel chains reported being hacked last year, including Starwood, Trump Hotel Collection and Mandarin Oriental. Hyatt said the malware was found at many of its brands, including the Park Hyatt, Hyatt Regency and Andaz. About 100 of the hotels affected were in the U.S. The rest were abroad in cities including London, Paris and Shanghai. The Chicago-based company has about 630 properties.

The number of Americans filing for unemployment benefits rose to a six-month high last week, suggesting some loss of momentum in the labor market amid a sharp economic slowdown and major stock market selloff. Major drugmakers push back in U.S. price debate

With a backlash brewing over the price of medicines in the United States, drugmakers are pushing back with a new message: Most people don’t pay retail. Top executives from Eli Lilly and Co (LLY.N), Merck & Co (MRK.N) and Biogen Inc (BIIB.O) said in interviews with Reuters this week that the media focus on retail, or “list prices,” for branded medications is misplaced. They stressed that the actual prices paid by prescription benefit managers, insurers and other large purchasers are reduced through negotiated discounts. A couple of dramatic price hikes in 2015 exposed the whole industry to ongoing scrutiny in Congress and on Wall Street. Turing Pharmaceuticals raised the price of a generic anti-infective drug called Daraprim by 5,000 percent, and the larger Valeant Pharmaceuticals International (VRX.N) raised the price on a heart drug Isuprel by more than 200 percent. The largest drugmakers quickly portrayed those cases as outliers. But the industry practice of raising prices each year for treatments used by millions of people is attracting new attention. Adam Schechter, Merck’s president of Global Human Health, said the industry needs to better explain the value of drugs and how they can prevent healthcare costs

down the line. “We have to explain the difference between the list price and the net price,” he said in an interview. Toward that end, two drugmakers at the JP Morgan Healthcare Conference in San Francisco this week shared with Reuters some limited information on actual pricing. Eli Lilly said the actual average price increase on Humalog, its injectable insulin used to treat diabetes, has been a modest 1 to 2 percent annually over the last five years. The company declined to provide a list price. Horizon Pharma plc (HZNP.O), a small drugmaker, raised list prices across its business about 7 percent for this year, Chief Executive Tim Walbert said in an interview. But he said he expects the company’s actual price increases to be 4 percent or less. More recently, Pfizer Inc (PFE.N), one of the world’s largest drugmakers, raised U.S. list prices on more than 100 drugs as of Jan. 1, according to data from information services company Wolters Kluwer that was published last week by UBS Securities. The list included a 9.4 percent rise for pain drug Lyrica and a nearly 13 percent increase for erectile dysfunction drug Viagra. Pfizer said in an email the prices don’t reflect “considerable discounts” to many payers, but did not provide examples of net prices.

Sinclair fifth woman home in 10K event Jamaican Kenia Sinclair followed up her runner’s-up spot in Friday night’s elite women’s mile race with a creditable fifthplace finish in the women’s division of Saturday’s Bermuda Marathon Weekend 10-kilometre event held in wet and windy conditions. Sinclair, 35, was 14th overall in a time of 37 minutes and 42 seconds – almost two minutes behind the British female winner, Faye Fullerton. A sum of US$250,000 from the Cayman Islands Football Association, designated for the construction of a new football complex in Prospect, was used pay for a portion of Jeffrey Webb’s mansion in suburban Atlanta, Georgia, Canover Watson testified during his criminal trial Monday. Watson testified Monday morning that the deposit of US$250,000 was made in April 2011 into a Fidelity Bank account opened to receive funds from the Cayman Islands Health Services Authority. However, that deposit was not from the HSA, but came from a company called Black Holdings Ltd., which had received it from the local football association, Watson said. Statements made by prosecutors earlier in the trial indicated this money had originally come from the football association, but the Crown did not attach it to a specific project. During his testimony Monday, Watson did. Watson, an accountant by trade, said he reviewed all of the transactions into and out of the Fidelity Bank account held by AIS (Advanced Integrated Systems) Cayman Ltd. while preparing his defense in the criminal trial. Watson and Webb have been accused of personally benefiting from the award of the health authority’s contract for a hospital patient swipe-card system to AIS Cayman and its Jamaican partners, an award Watson is accused of directing as the former chairman of the Health Services Authority’s board. Watson’s attorney, Trevor Burke, QC, asked whether, in his review of the AIS Cayman financial records, Watson had discovered “other deposits” going into the Fidelity account for AIS. Watson noted that about US$250,000 from Black Holdings was placed into that account. Watson said he understood that company to be controlled by a man named Peter Campbell. Mr. Burke asked whether Watson was aware whether Black Holdings had received a “similar sum” prior to the payment into the AIS account. Watson responded that Black Holdings had a contract with FIFA, world football’s governing body, to build a football field at what is referred to as the “Centre of Excellence” in George Town, Grand Cayman. “These were monies due contractually from CIFA [the Cayman Islands Football Association] to Black Holdings,” Watson said. Watson was the treasurer of the Cayman Islands Football Association at the time the transfer was made to the AIS Cayman account. Webb was the association’s president. Around the time the Black Holdings cash transfer was done, another deposit of US$240,000 came into the AIS Cayman account from a company, J&D International, by way of a loan made to that company from Fidelity. Webb was a director of J&D International, which was ultimately controlled by Trinidadian politician and former FIFA Vice President Jack Warner. Upon a further review of the records, Watson said it appeared that the money from Black Holdings, the loan from J&D and other funds in the AIS account were used to pay US$520,000 for a home in Loganville, Georgia, that Webb bought in 2011. “That US$520,000 was the precise figure paid for [Webb’s] home?” Mr. Burke asked. Watson said he could not testify about a “precise figure” but that it did appear to pay for the purchase of the home in Georgia.
