In an interview with The SUN, Edwin Hernandez, Assistant Consular for the Dominican Republic in the Turks and Caicos Islands, said the Dominican community “feels very bad and very disappointed” with the crimes that have occurred to Dominican nationals in the Turks and Caicos Islands in the recent years. He said: “In the past five to six years the Dominican community has lost 5 lives in the Turks and Caicos by way of murder and it seeing that the relevant authorities does

Out of those five Dominican nationals who have lost their lives in the TCI, four being female and one male, we believe that the authorities have done very little in regards to those crimes. A few years prior, a young mother-of-three from the Dominican Republic was found half naked and on fire in the vicinity of the Gustarvus
Lightbourne Sports Centre. The woman, 26-yearold Ramona Lopez Sanchez, also known as ‘Wendy Lopez’ of Santo Domingo, was believed to have been raped and then murdered. She was found with her head severely damaged with rocks and the upper half of her body engulfed in flames. In July 2011, a Dominican female, Santa Suarez Ramirez, was shot and killed while on the job at the popular seaside eatery Sailing Paradise Restaurant and Bar, Blue Hills.

Mary Lightbourne appointed Deputy Director of Tourism The Turks and Caicos Tourist Board is pleased to congratulate Mary Lightbourne on her successful appointment as the new Deputy Director of Tourism. Lightbourne is no stranger to the Turks and Caicos Islands Tourist Board as she brings with her 23 years of a diverse track record of work experience, of which 15 were spent at the Tourist Board taking on progressively responsible roles. She was previously employed as the Registrar of the Turks and Caicos Islands Community College and most recently employed with the Turks and Caicos Islands Government in a senior-level position as the Head of Secretariat to the Minister of Education. Lightbourne holds a Master’s of Science degree in Organizational Leadership from Nova Southeastern
University, a Bachelor’s Degree in Human Resource Management and Development from American Intercontinental University, and a diploma in Tourism and Travel Agency Management from Cambridge Tutorial College, UK. Lightbourne is not only academically motivated but also civic minded, evident through her involvement with the Rotary Club of Grand Turk where she has held the position of President. Director of the Turks and Caicos Tourist Board, Ralph Higgs said the tourism team welcomes Lightbourne’s capabilities and experiences, “Her appointment is consistent with our commitment to ensure the continual growth of our tourism industry and to guarantee the Tourist Board’s longevity.” Lightbourne commented that she is grateful for the opportunity to

Turks and Caicos mourns the loss of music legend Prince The Premier of the Turks and Caicos Islands, Dr. the Honorable Rufus Ewing and the Minister of Tourism, the Honourable Porsha Stubbs-Smith, on behalf of the people of the Turks and Caicos Islands expresses heartfelt condolences to the family, friends and fans of musician Prince. On his many visits he also worked with local artists helping them to improve their craft. One of those

Gordon Burton gives very little evidence for prosecution
Prosecutor Andrew Mitchell was not able to get much evidence from Gordon Burton, the treasurer of the Progressive National Party (PNP), because Burton only became treasurer of the party in 2010 which was after the period for which former Premier Michael Misick and others have been charged with alleged corruption. Burton, who is the managing director of Caribbean Management Services, which is a subsidiary of the law firm, Misick & Stanbrook, said although he was a supporter of the PNP “all my life”, he only became a member of the party in 2010 and was interviewed by officers from the SIPT in 2013. One of the charges against the former PNP Cabinet ministers who are on trial is that they defrauded the PNP between 2003 and 2008. Those charges were not brought by the party itself, but rather, by the Special Investigation and Prosecution Team (SIPT). Burton told the court that he has records going back to the time he was appointed treasurer and that former Deputy Premier and Minister of Finance, Floyd Hall was the holder

TCI passport applications to be sent to UK electronically Passport applications for a Turks and Caicos Islands passport will be transferred to the United Kingdom through electronic means. The Ministry of Border Control and Employment said the new method took effect from Thursday April 14, 2016. Having now entered the final phase of this project, passports can now be returned within 10 days. The implications of this is that persons who qualify and submit applications in accordance with published guidance will experience shorter processing times and by extension a swifter return of their printed Turks and Caicos Islands passport. The decision to transfer the printing of
passports followed recommendations made by UK Parliamentary Committees and the National Audit Office in 2007, that production of British passports be repatriated to Her Majesty’s passport Office (then the Identity and Passport Service) in the UK. A Working Group, consisting of senior officials from each of the UK Overseas Territories was set up in 2011 to identify potential issues and to ensure that the revised processes were workable and sustainable. “The transfer of passport applications from the Turks and Caicos Islands commenced in July 2015 and we are pleased that less than a year later, a time related element of the process has been
introduced which will result in faster turn-around times. In addition to this, British Overseas Territory Citizens of Turks and Caicos Islands are now bearing new style passports containing more sophisticated security features which meets international quality and security standards,” a press release from the ministry stated. DPP John Masters was a controversial figure in Cayman Islands
Director of Public Prosecutions, John Masters John Masters, who is presently at the centre of a number of contentious issues, litigation and an investigation in the Turks and Caicos Islands, was also quite a controversial figure when he was based in the Cayman Islands. Investigations by The SUN revealed that in 2011, Masters lost his three-year fight with the Water Authority over two disputed water bills of more than $650 each. According to a report in the Caymanian Compass, Masters appealed a decision by the Water Authority to disconnect his water supply in 2008 at his rented L’Ambience home for non-payment of money he claimed he did not owe. One bill, received in September 2008 was for $665.55 and the other, received the following month, was for $703.58. Turks and Caicos Islands Chief Justice Margaret Ramsay-Hale, who was the Cayman Islands Chief Magistrate at the time, delivered her written decision on the case on 5 December 2011 - more than three years after Mr. Masters first disputed the bills - in favour of the Water Authority. The first bill was issued 25 days after Mr. Masters and his family moved into the premises on 5 September, 2008, and was based on 29 days of usage from
a meter reading taken on 18 September. Mr. Masters, who was then a senior Crown counsel, disputed the bill and contacted the Water Authority, where a staff member told him no bill had been sent out in respect of the premises in three months. Mr. Masters offered to pay the Water Authority the pro-rated sum of $221.85 to cover the period of his tenancy. Ms Ramsay-Hale said Mr. Masters’ evidence was that the Water Authority staff member he spoke to agreed to accept this amount as settlement of the bill. However, the next bill he received from the Water Authority was for $665.55 minus the pro-rated sum, along with a further amount of $703.58 for his water use between September and October. After he protested this bill, the Water Authority and an independent testing agency overseas tested his water meter and both found it to be working properly. On 9 March, 2009, the Water Authority disconnected Mr. Masters’ water supply for non-payment of the bill. The chief magistrate said a letter from the Authority advising his landlord of the results of the tests and of the impending water supply disconnection was not received by the landlord nor sent to Mr. Masters and that it was disputed whether or not a disconnection notice was sent to Mr. Masters. The Water Authority reconnected the water the following day after strong protests by Mr. Masters, who filed his application to appeal the utility company’s decision to cut off his water supply the next day. On 27 March, 2009, Mr. Masters also tried to secure a court order to prevent the Water Authority from disconnecting his water supply pending the court decision, but that application

I am aware of the issues that are plaguing the Office of the Director of Public Prosecutions (DPP) and am astonished that the situation is being allowed to deteriorate at the level that it has, where the DPP is under investigation while in office, where persons continue to be suspended by him, where we have seen one resignation and where the public is getting more and more exposed to the internal wrangling. This office, being an institution for good governance, must operate above board and must maintain high standards and integrity while being the poster child, as it were, for these hallmarks. There was a whisper campaign that the DPP had been under investigation and I was alarmed that he saw it fit to confirm this to the media,

This, for me, showed a lack of professionalism as well as disrespect for his staff. This should not have happened and the descriptive words that he used has demonstrated to the public that all is certainly not well. On Friday of last week, the Premier, of course knowing more and understandably exercising caution, unlike in the case of the former AG, touched on this brewing issue during his press conference. About a year ago when I posed questions in the House of Assembly about the expenditure and operation of the DPP’s Office, the information was carried in great detail by a media house. This resulted in a war of words with a media house and the DPP himself. I am made to understand that this led to a tension-building environment in the office and things seem to have spiraled out of control to where the new DPP is
under investigation confirmed by him. He has described the environment in his office during this investigation as a bullying pit. Unlike other accused, he has remained in position. A member of staff has since resigned and an office that can boast of predominantly local attorneys is now threatened. We believe that the decision to allow him to remain in office sends the wrong message and in all instances has been done at all levels to protect the integrity of the institutions or departments. The DPP cannot be held to a different standard; and while we hear the cautious words of the Premier, this matter is in the public and the people deserve to know that there are steps being taken to address this long term brewing issue and to return the level of professionalism, dignity and standards to this Office. It is too critical an office to ignore.

Governor and Premier meet on controversial DPP

The controversy surrounding Director of Public Prosecutions (DPP), John Masters, who is under investigation by the Integrity Commission, has engaged the attention of Governor Peter Beckingham and Premier Rufus Ewing. The Premier told reporters that he met with the Governor after concerns about Masters were brought to his attention and he is confident that something will be done about the situation. “Several concerns have been registered about the Director of Public Prosecutions and those concerns landed on my desk and I have communicated these concerns with the Governor who has briefed me and reassured me that these have been addressed at the highest level and we will have some resolution in the very near future,” Premier Ewing said at a recent postCabinet press conference. “We know that there are certain issues that are right now in the courts with regards to the DPP, and because of that I will not be able to make additional statements, but I will say that I am satisfied and confident that these issues and concerns by our citizens, employees of Government will be addressed,” Ewing said. Staff morale in the DPP’s office has plunged significantly since Masters, who is from Australia, assumed office last year. His relationship with subordinates has been described as

adversarial. Masters recently sent Deputy Director of Public Prosecutions, Angela Brooks, on administrative leave for unknown reasons. Prior to that, he had stopped Brooks, a native of Grand Turk, from prosecuting matters in the High Court and he refused to let her act as DPP whenever he was away from office. Earlier this year, the Integrity Commission launched a major investigation into Masters, whose spending habits, hiring practices and management style have created a stormy relationship with his staff and engaged the attention of the Governor and members of both sides of the House of Assembly. Confirming that he is under investigation, Masters recently told the SUN: “Whilst I know that there is an investigation taking place with the Integrity Commission I do not know any details. I have not been contacted by the Integrity Commission but I
believe that members of the Office of the DPP have been spoken to. I add at this time it was with my full encouragement that they cooperate with the Integrity Commission whatever their investigation is about. I take this opportunity to say that it comes as no surprise that such a complaint has been made because I have made a lot of changes to unsatisfactory practices that have become entrenched in the Office of the DPP (ODPP). There has been a culture of internal bullying and self-interest by a few members of staff and I emphasise: only a few members of staff. The bulk of the staff, both administrative and lawyers, is professional. I am proud and feel privileged to be working with them.” He added: “Some of the matters that I have been forced to address are frankly unbelievable for an institution that should attract the respect and confidence of the community. It has undoubtedly become apparent to
those opposing change that it is going to happen unless I can somehow be undermined or made scared of reprisals unless I back down. But let me tell you, I do not react to threats.” The SUN obtained an email which Masters wrote to Chief Financial Officer Stephen Turnbull stating that he wanted spending powers that would allow him to “work on the same basis as the SIPT (Special Investigations and Prosecution Team). In that email, Masters wrote: “I am trying to resolve this pragmatically. Stephen, am I going to have to spend thousands briefing senior counsel to get legal advice on this? I cannot continue working it in this fashion. I am contemplating Contracting with an accounting firm to do a complete risk assessment on the financials of the ODPP. Again, this seems such a waste of resources if we can resolve it ourselves. Stating the obvious, I cannot sec the logic in accepting that the system cannot work for the SIPT but can work for us. We are speaking of discretionary spending of only tens of thousands of dollars. To give an example, if we had decided to pursue the recent prosecution or the Secretary for finance, for me to go to conferences with counsel would have necessitated me disclosing that fact to people who should not have known. I have like circumstances at the moment and am forced to disclose it. What if by the way, the person above says no, I will not approve it - do I drop the action?”

$1.4 Million to remodel CIBC FirstCaribbean’s Leeward Highway branch By Todeline Defralien CIBC FirstCaribbean Bank’s main branch on the Leeward Highway, is about to benefit from a $1.4million renovation. This was announced by Mark St. Hill, the bank’s Managing Director, Retail, Business and International Banking, during a function at the Vix Restaurant in Providenciales, on April 15th, to launch CIBC FirstCaribbean joining with Massy United Insurance, one of this region’s leading insurers, to offer CIBC FirstCaribbean Home and Auto Insurance to their customers throughout the Caribbean. “Turks and Caicos Islands is, and will remain, an extremely strategic focus for us,” said St. Hill, who is based at the bank’s head office in Barbados. “The branch is also a part of total client experience and I am very pleased to make that announcement here.” St. Hill said the renovations, which should start in the next four to five months, will bring the Leeward branch in line with the bank’s modern standards. “Our footprint has evolved over the time. First Green Fitness Park breaks ground in TCI Government broke ground for a green fitness park in Yellow Elder Road, Leeward Palms on Wednesday April 13th. The ceremony was held under the auspices of Hon. Akierra Misick Deputy Premier, Minister of Education, Youth, Sports & Library Services, who is also the MP for the area. The Deputy Premeir said, “This has been not only a project that I promised when I was selected as a candidate for this constituency and I know that there is some fear that this is just a political ploy in order to look good for whenever the next election is; but it’s not just that one little boy that I made this promise to, there’s about 100 little boys and girls that live in this community that I told them that we will have a facility for them so that they can have safe access to clean fun in their own community.” A Green Fitness Park is taking an indoor gym and bringing it outside, so the same equipment you would get in a gym that is not electronic will be on the outside. Misick added: “We designed this space specifically here in Leeward Palms because we’re aware that the Home Owners Association has an interest in the space across from us, but what we have decided is that
when we selected this parcel is that it connects this community and persons can walk to this facility. The whole purpose is for the family, mummy, daddy, brother, sister and cousins to come to this facility and each and every single person find something for them to do here. Proposals for South Caicos Airport Terminal development unsealed
The Turks and Caicos Islands Airports Authority (TCIAA) on Friday, April 15 unsealed the proposals that it has received for the redevelopment of the South Caicos Airport terminal building. In a simple ceremony witnessed by staff and building contractors, the four proposals which were received ahead of the 2 p.m. deadline on that day were unsealed. Proposals including cost estimates were received from construction companies JACA, Dolmen, SDM and Stanley Candy. The works being bid for include the design and construction of the passenger terminal and combined services building at South Caicos
airport. The bids for the project range from $6,960,470 to $11,950,000. After revealing the bids, TCIAA CEO John Smith said, “a review will be carried out on all the proposals to see if the meet regulatory and other conditions following which, a determination will be made on which company gets awarded the contract.” He added, “The lowest bid may not necessarily be awarded the contract.” The review period is two weeks. The passenger terminal will comprise areas for domestic and international passenger check-in, passenger security screening, VIP lounge, retail concessions, domestic baggage claim, outbound baggage
screening, international arrivals and administration offices among others. The combined services building will comprise areas for fire and rescue vehicles and support functions, workshop, maintenance equipment and materials storage, and mechanical, electrical and janitorial rooms. Construction of the approximately 26,000 sq. ft. terminal building is scheduled to commence in May 2016. The construction of the passenger terminal and combined services building at South Caicos airport forms part of a larger project to refurbish the aerodrome. Under the overall project, the runway, taxiway
and apron will be upgraded. A new control tower building, construction of which has started, is also part of the project. The TCIAA is a statutory body that was established in 2006 following the split of the Civil Aviation Department into the Civil Aviation Authority and Airports Authority. TCIAA is mandated for the constructing, controlling and managing of airports; providing and maintaining runways, taxiways and terminals for the efficient operation of airports; providing facilities for Customs and Immigration services, and Health and Security checks; and for incidental and connected purposes.

For several decades, Selex has manufactured and installed VORs in more than 65 countries around the world. Installations in the Caribbean region include Aruba, Barbados, Cayman Islands, Curacao, Grenada, Jamaica, St. Maarten, St. Vincent and Trinidad.

DUTIES AND RESPONSIBILITIES The holder of this office has operational responsibility for the management of the Insurance Department, which is responsible for the licensing and regulation of insurance companies and intermediaries in the Turks and Caicos Islands. The Department has as its primary focus the stability, safety, integrity and efficiency of the insurance sector. The successful applicant will be required to lead a rigorous onsite and offsite supervision regime and to advise on an appropriate legislative and regulatory framework for insurance supervision in the islands. The office holder will also be expected to travel internationally to represent the Commission and the jurisdiction, and to speak on financial services regulation in the islands.
SPECIFIC KNOWLEDGE REQUIRED
The successful applicant should possess a sound knowledge of financial services principles, with an emphasis on Insurance Law and Regulations, Insurance Core Principles and the requirements of standards setting bodies, such as, OGIS, IAIS and CAIR. The applicant should have experience working with international insurance products and services, and be familiar with current and emerging trends in the regulation of domestic and international insurance markets.
EDUCATION AND EXPERIENCE
A Masters’ Degree in Finance, Business Administration, Accounting or a related discipline from a recognised university or equivalent professional qualification in insurance, such as ACII. At least eight years related experience, especially in a well-recognised international financial centre, of which at least four must be in a managerial position in a regulatory capacity.

First Annual GET MOVIN NOW Sporting Event The Nation’s Capital came alive on Saturday April 16th as The Women In Sports hosted its first annual GET MOVIN NOW sporting event, for the students on the island of Grand Turk. Hundreds of athletic students showed up at the Grand Turk Clock Tower where they engaged in a warm up exercise by our Senior Sports Officer Winston Quelch. The students then briskly walked over to the parade grounds where they were met
by beaming parents and well wishers from the community. Once on the parade, there was no stopping the little feet from prancing, running and enjoying the jovial atmosphere as they anticipated the running events. It was an afternoon filled with competitive running and relays by the students from the Ona Glinton Primary, Eliza Simmons Primary, Wesley Methodist and Helena Jones Robinson High School. Cultural Officer Ms. Angela
Freites taught groups of children and parents how to plait the maypole which was very intriguing. Children, as young as four years old, participated in the events during the day. The activities were generously supported by members of the community, who expressed their appreciation to the WIS for putting on this event, that engaged the youth on the island. The Honourable Attorney General of the Turks and Caicos Islands, Mrs. Rhondalee
Knowles showed here keen support by participating along with her son, Gary Knowles, who attends the Wesley Methodist School. The Honourable Premier also payed a surprise visit and gladly took photos with the athletes. Men and women with diabetes generally have shorter life expectancy and fewer years without disability than people without diabetes, according to a new study from Australia. “Most individuals with diabetes are familiar with the classical complications affecting eyes, kidneys, feet and cardiovascular system, but this study highlights another impact, especially about the number of disability free years which were lost,” said senior author Dianna J. High blood pressure “is the single-most modifiable risk factor for stroke, so avoiding (it) will help reduce the risk for stroke,” she said. “Other major conditions associated with (high blood pressure) include heart disease, heart failure, and chronic kidney disease, all of which shorten the life expectancy.”Women should discuss their history of gestational diabetes with their doctors, Bushnell said. And doctors should encourage women who had diabetes in pregnancy to adopt a healthy diet after giving birth, Zhang said.

The tumor cells have unusually high amounts of what's known as HER2 receptors, a protein on the surface of cells that can help tumors grow and divide faster. Women with these malignancies have so-called HER2positive tumors. They can be treated with a targeted therapy called trastuzumab (Herceptin) that can slow or stop the spread of breast cancer by attaching to the HER2 receptors and blocking signals that trigger tumor growth. When researchers examined data from Medicare, the U.S. health program for people over age 65, they found just 40 percent of black women with HER2-positive tumors received trastuzumab, compared with 50 percent of white women. "A very substantial racial
disparity exists," said study leader Dr. Katherine Reeder-Hayers of the University of North Carolina Chapel Hill Lineberger Comprehensive Cancer Center. "Although we don't know for sure why this is happening, the fact that the treatment is relatively new, expensive, and lengthy may all be contributing," Reeder-Hayes added by email. Reeder-Hayes and colleagues looked data on about 1,400 women diagnosed with HER2-positive breast cancer in 2010 and 2011 and examined how many of them received trastuzumab in the year after their diagnosis. After adjusting for tumor characteristics, poverty and patients' other medical problems, black women were 25 percent less likely to get trastuzumab than white women, researchers report in the Journal of Clinical Oncology. Thieves target Tiida owners
Trinidad – The Nissan Tiida is the number one vehicle targeted by car thieves and the police is urging owners to install anti-theft devices to make it easier to recover. Speaking at yesterday’s weekly media briefing of the Police Service, Sgt Christopher Swamber, of the Stolen Vehicles Squad, disclosed that for the first three months of the year 211 cars have been stolen and only 61 have been recovered. Swamber said the Nissan Tiida, particularly those white and silver grey, were easy to blend in on the roads. Also at the briefing was public information officer ASP Michael Pierre who said for the year 39 Nissan Tiidas were stolen compared to 48 last year and overall 211 cars were stolen so far this year while 200 were stolen for the same period last year. Statistics from the Crime and Problem Analysis Branch of the Police Service reveal that for the period January 1 to March 31 there has been a total of 163 cars were stolen as compared to 178 for the corresponding period 2015. The figures also reveal that for the same period 48 motorists were victims of carjacking as opposed to 22 for the corresponding period last year. Swamber said the police believed the car-stealing ring comprised criminal deportees who have perfected the art of stealing vehicles in under five minutes and locating the global position system (GPS) devices and other car-theft devices and dismantling them. An official of the stolen vehicle recovery provider, CarSearch, said the majority of cars stolen were Nissan models followed by Toyota and Ford brands. The official, who spoke on the condition of anonymity, said for the past two years the majority of the vehicles stolen were along the East/West Corridor and they have also recovered most of the vehicles in that area. Second to the East/West Corridor is the Port-of-Spain Division for stolen cars, the information provided showed.

Jamaica: Man blames police for missing job opportunity The man who begged the police to return his documents and give him a letter to take to the relevant authorities to be reissued with a passport is now in possession of such a letter, but he is still not pleased. THE STAR understands that Orando Trusty missed out on a chance, once again, to travel to Barbados for a job opportunity on Monday. The first time this occurred was in December 2013, when he was taken from an aircraft by local authorities during an investigation for a murder which he was subsequently charged for. However, Trusty, 30, after
almost two years in prison and court appearances, was freed of all charges in March and has since been pleading with the police to write a letter for him to take to Passport Immigration and Citizenship Agency (PICA). After admitting that Trusty’s passport may have been misplaced during a recent relocation by the department, THE STAR gathered that a senior officer attached to the Major Investigation Task Force gave Trusty a letter to take to PICA only on Monday. Now, Trusty says all is lost for the job opportunity in Barbados and the police still haven’t taken full responsibility. “Mi thank unuh (THE STAR) for weh unuh do and

British Cricketer Adrian St John shot to death while vacationing in Trinidad
Trinidad – A second man, who went to the police yesterday to “clear his name” in connection with the murder of British national and aspiring cricketer, Adrian St John, has been arrested. The suspect, a man in his 20s and another suspect, a 24-year-old man, who went to the police to give a statement on Monday, will both be placed on an identification parade today. According to police sources the second suspect went to the St Joseph Police Station to give a statement. However, after finding that he had fit the description given to them by two
women, who are currently in protective custody, the officers arrested him. According to police, at about 8.30 pm on Sunday, St John went to Upper Gordon Street, Mt D’Or, to pick up a male relative of two female passengers when he was robbed. Police said as St John, 22, was leaving the poorly lit area, two men with T-shirts covering their faces approached and robbed the two women and St John of cash and other valuables. They then told St John to drive off. As he was doing so one of the men fired a single shot in the
direction of the car, hitting him in the head. One of the women steered the vehicle to the Eastern Main Road and flagged down a passing police car. St John was taken to hospital where he died while being treated. St John was the captain of the Chris Gayle Academy in London. His killing was reported by several media outlets in the UK. The High Commission has since updated its travel advisory, warning UK nationals about the high level of violent crime in the country and listed St John’s murder in the document.

In the later show, he coughed a few times, though the show was again energetic. Prince was slated to perform two shows earlier this week at the Fox Theatre in St. Louis but canceled last week because of health concerns. Sheila E. has told the AP that Prince had physical issues from performing, citing hip and knee problems that she said came from years of jumping off risers and stage speakers in heels. The Koh-i-Noor, on display in the Tower of London, is set in the crown worn by Queen Elizabeth, the mother of the reigning monarch, at the coronation of her husband George VI in 1937, and placed on her coffin at her funeral in 2002. The Duchess of Cambridge, who last week visited India with her husband, Prince William, will wear the crown on official occasions when she becomes queen consort. William is second in line to the British throne. During a visit to India in 2010, British Prime Minister David Cameron said that the diamond would stay in London. “What tends to happen with these questions is that if you say yes to one, then you would suddenly find the British Museum empty,” he said. U.S. home resales rebounded more than expected in March as supply improved, suggesting the housing market recovery remained intact despite signs that economic growth probably stalled in the first quarter. The sales surge at the start of the spring selling season was a sign of confidence in the economy, and the momentum is expected to be sustained given low mortgage rates, recent stock market gains and a firming labor market, analysts said. “There cannot be too much wrong with the economy if consumers keep buying new homes. It shows confidence,” said Chris Rupkey, chief economist at MUFG Union Bank in New York. The National Association of Realtors said on Wednesday that existing home sales surged 5.1 percent to an annual rate of 5.33 million units last month, beating economists’ expectations for a 3.5 percent increase. Sales were up 1.5 percent from a year ago. Existing home sales rose in all four regions in March, jumping by 11.1 percent in the Northeast and 9.8 percent in the Midwest. Single-family home sales vaulted 5.5 percent, while purchases of condominiums rose 1.8 percent. Sales were concentrated in the middle part of the market, with lack of inventory constraining transactions in the low-end segment. “It points to a very strong start to the crucial spring selling season, and initial anecdotal indications point to this positive momentum being sustained in coming months,” said Millan Mulraine, chief economist at TD Securities in New York. A separate report from the Mortgage Bankers Association showed mortgage applications last week rose to their highest level in nine weeks as interest rates on 30-year fixed-rate mortgages hovered at their lowest point in more than a year. Despite a report on Tuesday showing a plunge in housing starts and building permits in March, housing remains a bright spot amid indications that economic growth slowed to a crawl in the first three months of the year. It said it would record a pretax restructuring charge of $1.2 billion in the second quarter and expected annual savings of $1.4 billion per year starting mid-2017. expects the PC market to decline by a percentage in the high single digits in 2016 versus a prior forecast of a mid single-digit decline. Declines in China and other emerging markets are also leading to greater than anticipated reductions in worldwide PC supply chain inventory, Intel Chief Executive Brian Krzanich said on a conference call. “PC demand, at least in the eyes of Intel, is expected to be weaker than the industry originally anticipated,” said Angelo Zino, an equity analyst at S&P Capital Global Market Intelligence. He added that although the industry has already seen some of the weakness experienced by Intel, the company’s comments dashed any hope of recovery. The Santa Clara, Californiabased company has been focusing on its higher-margin data center business as it looks to reduce its dependence on the slowing PC market. Intel has also made inroads into the mobile devices market, although competitors Qualcomm Inc (QCOM.O) and Samsung Electronics Co (005930.KS) dominate there. Intel said in a statement the job cuts would be carried out by mid-2017 and the restructuring

The number of Americans filing for unemployment benefits unexpectedly fell last week, hitting its lowest level since 1973, suggesting the labor market continued to gain momentum despite weak economic growth. Initial claims for state unemployment benefits declined 6,000 to a seasonally adjusted 247,000 for the week ended April16, the lowest reading since November 1973, the Labor Department said on Thursday. Claims for the prior week were unrevised. Economists polled by Reuters had forecast claims rising to263,000 in the latest week. Jobless claims have now been below300,000, a threshold associated with healthy labor market conditions, for 59 weeks, the longest stretch since 1973. The labor market is strengthening despite signs that economic growth braked sharply in the first quarter. But labor market strength, against the backdrop of weak growth and benign inflation, is probably insufficient for the Federal Reserve to move away from its policy of gradually raising interest rates. The Fed lifted its benchmark overnight interest rate in December for the first time in nearly a decade and policy makers recently forecast only two more rate hikes this year. The economy has been constrained by a strong dollar and weak global demand, which have undermined exports. Lower oil prices are also a drag, as they have eroded the profits of energy firms and prompted them to slash spending on capital projects.

A federal appeals court on Monday upheld the National Football League’s estimated $1 billion concussion settlement with thousands of retired players, calling the agreement imperfect but fair. A small group of players had objected to the deal, which was approved in April 2015 by U.S. District Judge Anita Brody in Philadelphia, because it did not cover potential victims of a degenerative brain disease that scientists have linked to repeated blows to the head. “It is the nature of a settlement that some will be dissatisfied with the ultimate result,” Circuit Judge Thomas Ambro wrote for a three-judge panel of the 3rd U.S. Circuit Court of Appeals in Philadelphia. “But they risk making the perfect the enemy of the good.” Steven Molo, the lead lawyer for the objecting players, said in an email his clients were disappointed and would consider their legal options. Samuel Issacharoff, a lawyer for players who accepted the agreement, said the decision would ensure that players who urgently need help will finally get it. “We are dealing with a situation in which NFL players are hurting,” he said in a phone interview. “We are going to give people serious compensation for truly terrible injuries.” A spokesman for the NFL

CTE has been discovered during autopsies for several former players, including Hall of Fame linebacker Junior Seau and Pro Bowl safety Dave Duerson, who both committed suicide. In March, the NFL for the first time acknowledged a link between football and CTE. But the appeals court noted that the research surrounding CTE is still nascent, with no current way to test for the disease while an individual is still alive. It also said many of the symptoms associated with CTE, such as memory loss, are eligible for compensation under the settlement.
