T

he State Department of the United States of America has expressed concern about the involvement of the Turks and Caicos Islands (TCI) in the illegal drug trans-shipment trade, saying that the TCI represents “a regional vulnerability due to a lack of sufficient law enforcement resources”. The criticism of the TCI was contained in the justreleased 2016 International Narcotics Control Strategy Report (INCSR) from the State Department’s Bureau of international narcotics and law enforcement affairs. The State Department said investigations also revealed that Bahamian drug trafficking organizations continue to use the Turks and Caicos Islands as a transshipment point. “Strong family connections between the Turks and Caicos Islands and The Bahamas, coupled with direct flights between Haiti and the Turks and Caicos Islands, result in many Bahamian smugglers traveling to Haiti via the Turks and Caicos Islands with large amounts of cash for future smuggling ventures,” the report said. The document also revealed that the Drug Enforcement Administration (DEA) conducted polygraph examinations (lie detector tests) of 32 Turks and Caicos police officers, according to a report from the US State Department. The tests were done in order to help form Turks and Caicos Islands’ first vetted narcotics unit. “This was a welcome first step in developing a closer

75 percent of crimes in TCI undetected By Todeline Defralien A staggering seventy-five (75) percent of crimes in the Turks and Caicos Islands remain undetected and serious crimes are on the rise. This was revealed by Commissioner of Police James Smith in his latest crime report said the detection rate has increased from 24% last year to 25% this year. “However serious crimes continued to rise with gun enabled crime being a particular concern. The number of crimes reported per day remains stable at nine, across the country,” said Smith, who noted that crimes in the Turks and Caicos were down by one percent. He said last year there were eight murders. Of these, two cases have suspects that will appear in court. Chickenpox cases increase significantly

There has been a significant increase in the number of chickenpox/ varicella cases being reported this year as compared with 2015, particularly on the island of Providenciales, according to the Ministry of Health Agriculture and Human Services. Despite education and advice by health care providers to persons and parents of children diagnosed with the illness, there are still reports of new cases and issues with some parents’ reluctance to keep their child/children away from school while they are ill. As of the end of the week of April 23, a total of 327 cases have been reported for 2016. Of these, 41 were reported by persons under 5 years old and 296 were reported by persons above 5 years old. These cases were reported by TCI Hospital on Providenciales 234 and Grand Turk 5, with 28 cases in North Caicos and 60 cases in clinics in Providenciales. In summary, the majority cases are being reported from Providenciales (90%). For the entire year (2015) a total of 98 cases of chicken pox were reported by TCI Hospital in Providenciales. Of these, 23 were

reported by persons under 5 years old and 75 were reported by persons over the age of 5 years. The Ministry of Health strongly advises persons affected with chickenpox to remain at home during their sick leave period to prevent further spread of this illness within the community and schools. Information has been shared with schools in relation to precautions to be taken as a result of chickenpox. Chickenpox/varicella is an acute viral illness characterized by fever and a generalized itchy blisterlike rash that can spread over the whole body. Still no confirmed cases of Zika in TCI

The Turks and Caicos Islands has no confirmed cases of Zika virus, says the Ministry of Health. To date, 35 countries in the Americas have confirmed cases of Zika. Among those countries are: Aruba; Barbados; Bonaire; Cuba; Curaçao; Dominica; Dominican Republic; Guadeloupe; Haiti; Jamaica; Martinique; the Commonwealth of Puerto Rico, a US territory; Saint Lucia; Saint Martin; Saint Vincent and the Grenadines; Sint Maarten;Trinidad and Tobago; US Virgin Islands; Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua,Panama Persons with Zika are often not aware that they have the illness as they may not have any symptoms. The symptoms of Zika are similar to dengue and Chikungunya. Symptoms may include; fever, rash; joint pain; conjunctivitis (red eyes) and other common symptoms include muscle pain and headache. Zika virus is a vector borne viral illness which is spread by the bite of an infected mosquito. The mosquito responsible for the spread of Zika is the Aedes mosquito which is found in the Turks and Caicos and throughout the Caribbean region. Infection with Zika usually results in a mild illness and there is no specific medication to treat it. There are currently no vaccines to prevent Zika, however research is ongoing in this area. The concern with Zika is a

growing body of evidence about the connection between infection with Zika in pregnancy and microcephaly. Microcephaly is a condition where a baby’s head is smaller than expected which can be a result of poor development of the brain. Babies born with microcephaly may develop convulsions and suffer physical and learning disabilities as they grow older. In addition there has been an association with Zika and other neurological complications such as Guillain-Barré syndrome. The Ministry of Health Agriculture and Human Services has undertaken a number of activities to prepare for Zika including the following; Public education campaign, vector borne workshops for key stakeholders held in Providenciales and Grand Turk, clean up campaigns in collaboration with communities throughout the TCI, funding made available by the TCI Government to support Zika preparedness including enhanced vector control activities, technical support received from the Pan American Health Organization, collaboration with the Caribbean Public Health Agency for technical support and laboratory support for specimen testing and participation and in the first Caribbean Mosquito week which is being observed from the 9th – 15th of May. If anyone suspects they have Zika, please visit your health care provider who can submit samples for

testing to the National Public Health Laboratory. Additional advice will be given regarding supportive treatment and prevention of further mosquito bites. Pregnant women are being advised to take special precautions to avoid mosquito bites including sleeping under mosquito nets. Bite can be avoided by taking the following advice; • Apply insect repellents on exposed skin liberally • When weather permits, wear light colored long-sleeved shirts and long pants •Use air conditioning or window/door screens to keep mosquitoes outside • If you are not able to protect yourself from mosquitoes inside your home or hotel, sleep under a mosquito net •Help reduce the number of mosquitoes inside and outside your home by: •Checking around buildings for anything that could hold water, inspect your home and yard weekly •Turning containers over or cover them •Getting rid of or cover old tires •Properly disposing of all garbage/ refuse •Covering boats, children’s pools, water drums and rain barrels etc. •Cleaning rain gutters and make sure they are flowing properly •Checking screens for holes •Emptying standing water from containers such as flower pots or buckets

Border Control and AG Chambers staff obtain certificate in tackling human trafficking As Human Trafficking has quickly become one of the world’s fastest growing criminal enterprises, with an industry value of over $150 billion a year and an estimated 27 million victims, tackling human trafficking has by necessity become a critical focus for the international community, including the Turks and Caicos Islands which recently introduced a Human Trafficking (Prevention) Ordinance. To ensure that TCIG is adequately resourced and trained in the area of Human Trafficking, three public officers fully funded by the Turks and Caicos Islands Government Professional Development Fund, recently attended a certification program facilitated by the International Centre for Parliamentary Studies in London, England on Tackling Human Trafficking. Haitian detainees handcuff guard and escape Twelve illegal Haitians escaped from the Detention Centre in Five Cays, after choking a security guard and handcuffing him to cell. As the security guard was assisting him, a struggle ensued which resulted in the officer being choked and handcuffed to the cell door. Twelve male detainees were able to escape before assistance arrived, Clarke said.

RBC Royal Bank renews partnership with Turks and Caicos National Museum

The RBC Royal Bank renewed its partnership with the Turks & Caicos National Museum Foundation on Saturday April 30, 2016 by contributing $ 1,800.00 to support landscaping maintenance of the Caicos Heritage House’s agricultural, native plant, and medicinal plant gardens. The partnership began when the United Kingdom’s Overseas Territories Conservation Fund’s and Turks and Caicos National Museum’s Wise Water Project was awarded the RBC Royal Bank’s Blue Water Grant to help create water conservation gardens at the National Museum in Grand Turk and Caicos Heritage Garden in Providenciales. At the cheque presentation ceremony Ms. Sanfra Foster RBC Royal Bank’s Country and Branch Manager reiterated the bank’s global commitment to protecting the world's most precious natural resource: fresh water, through its wide ranging global Blue Water Project. She said that the bank was happy to partner with the Turks and Caicos National Museum in the Caicos Heritage House garden project. Museum Representative, Mrs. Candianne Williams thanked RBC Royal Bank for their continued

support and commended the bank on their commitment to partnering with the museum to promote water conservation through traditional wise water gardening. RBC Royal Bank’s staff members have also committed to voluntary service in the gardens. Their first project was planting Caicos pine trees in the garden. The Caicos Pine is the National Tree of Turks & Caicos Islands. Four Caicos pine trees grown by the Caicos Pine Recovery Project under the Department of Environment & Coastal Resources were planted at the Caicos Heritage House garden as part of the Project’s National Tree Restoration Strategy for outreach and education. The Caicos Heritage House garden is the only place on Providenciales where the National Tree can be seen publicly, so it will prove to be a valuable educational resource. B Naqqi Manco of the Department of Environment & Coastal Resources led the tree planting, explaining that the Caicos pine and its pine yard habitat was historically very important to the people of the Caicos Islands in the pre-Hurricane Donna time depicted by the Caicos Heritage House. Roofing timbers, timber and pitch for

boats, torches, lime kilns, and fence posts were supplied by the Caicos pine; other plants from the habitat provided thatch for roofs, food items, animal fodder, and medicines. The pine trees originate from seed collected on Pine Cay, and should fare well in the sandy soil of Grace Bay which is similar to their ancestral habitat. The population will provide a genetic reservoir, hopefully out of reach of the pine tortoise scale insect which has devastated wild populations of the National Tree on Pine Cay, North and Middle Caicos. Establishing small populations of pine on other islands for conservation and educational purposes is an important part of the National Tree Restoration Strategy, formally launched through the Ministry of Tourism, Environment, Culture and Heritage on April 6, 2016 by DECR and Royal Botanic Gardens, Kew. The Caicos pine joins a planting of over twenty native plant species of historical cultural importance in the Turks & Caicos Islands – a vital part of the postLoyalist economy and pharmacopeia. The plantings continue as part of a collaborative effort that demonstrates a commitment to the conservation of natural resources and historical preservation amongst

the private, non-government, and government sectors. The Caicos Heritage House and Garden, a representation of a Nineteenth Century Caicos Islands homestead, is open to visitors 9:00 am - 1:00 pm weekdays and is located in the Village at Grace Bay. Gaming consultancy team visits TCI A team of consultants from Gaming Lab International (GLI) have arrived in the Turks and Caicos Islands to conduct a review of the Gaming Policy and Ordinance. The visit, which is being coordinated by the Ministry of Tourism, Environment, Culture and Heritage, is particularly significant, as it represents the start of legislative reform to support the policy work undertaken by the Gaming Department for the sector. After proving to be a competent organization during the procurement process, Gaming Lab International was chosen to provide consultancy and technical assistance in reviewing the Gaming regulations and ordinance in the Turks and Caicos. GLI consultant Mr Kevin Mullally and his team made their first official visit to the Turks and Caicos Islands this week to attend a series of introductory meetings. During their visit, the team has met with the Minister responsible for Gaming, Hon. Porsha Stubbs-Smith,

representatives from the Ministry of Tourism, Ministry of Finance, Attorney General Chambers and Financial Service Commission. In addition to these meetings, the team visited local gaming establishments and the lottery operations. GLI is the only independent gaming consultancy company that employees staff with legal, legislative, regulatory, technical audit, law enforcement and project management experience. GLI provides services to over 475 regulatory agencies world-wide and has provided expert advice to governments on six continents. The project leader for the TCI consultancy, Mr. Mullally is GLI’s Vice President of Government relations and General Counsel, who has been involved in writing legislation and administrative rules since 1984. Since 1994, Mr. Mullally has been involved in providing advice to nearly every new gaming jurisdiction in the U.S. and a number of governments in Latin American and Europe.

FSC accepted as full member of IOSCO The Financial Services Commission announced that it has been accepted as a full member of the International Organization of Securities Commissions (IOSCO). IOSCO, the world’s leading organization for securities regulatory agencies, is recognized as the global standard setter for securities regulation and provides an open forum for its 207 members on the development and implementation of securities regulation. Amongst its various responsibilities, IOSCO provides a general framework for worldwide securities regulation, while also respecting the right of each country to regulate its own markets. IOSCO has developed core standards, the “IOSCO Objectives and Principles of Securities Regulation” against which the securities industry of the Turks and Caicos Islands was assessed as a part of the World Bank and IMF’s Financial Sector Assessment Programs (FSAP’s). The formal acceptance of the FSC as a member of IOSCO is seen as major show of confidence in the regulatory framework in the Turks and Caicos Islands and

confirms its reputation as a wellregulated jurisdiction. The full membership was granted following a rigorous screening and assessment process. Speaking on the membership and its implications, Managing Director Niguel Streete noted that this latest positive development will provide greater certainty and build public confidence in the regulatory system, as it confirms the territory’s commitment to fully participate in cross-border information exchange and assistance. He nooted that historically there are challenges related to the full implementation of the Capital Programme, so Government has proposed to expand the Strategic Policy and Planning Department to include two new units. Additional posts are to be established to enhance the “capacity to implement and successfully conclude large scale projects”, he said, adding that a Project Manager, Policy Analysts and Technical Assistants are among the posts to be filled. “That expansion is intended to provide better planning, sequencing and scheduling of the various aspects of key large scale projects. This will provide a “nerve centre”, if you will, that will determine the types of skills sets that will be needed early to successfully complete these mega projects,” said Misick, was a former Chief Minister. “One of the benefits of this approach will be better coordinating mechanism that will help young people and emerging professionals to determine the areas through which they should pursue Tertiary Studies and other Professional Development and Skills Development Training Programme. This will result in more Turks and Caicos Islanders being fitted and able to take up the better paying jobs that will emerge from these and other projects,” he said. “In other words, over time this unit will be able

Office of the Deputy Governor Introduces New Deputy Director, DDME Turks & Caicos Islands Government is pleased to announce the appointment of Ms. Rikardia Pardo to the post of Deputy Director within the Department of Disaster Management and Emergencies (DDME). Ms. Pardo joined the DDME team in November 2012 as the Hazard Mitigation Officer with responsibility for the administration of the Department’s Mitigation & Planning Programme; which involves analyzing hazard data utilizing GIS software, developing hazard maps for the implementation of national pre-disaster planning and prevention measures, and recommending mitigation measures to support sustainable development and planning in the Territory. During this time she also played a key role in the development, maintenance and implementation of internal disaster plans and standard operating procedures (SOP) to be used in response to disasters/emergencies; spearheaded the coordination of trainings and emergency exercises (such as the Annual Regional Caribe Wave/Latex Exercises) to facilitate capacity building; assist in the functioning of the National Emergency Operation Centre (NEOC); and on occasions assumed responsibility for the department operations during to absence of senior officers. During the period of October 2015 to March 2016, she acted in the post of Deputy Director for the Department where she assisted

Beaches recognises employees with Long Service Award

Housekeeping Team Housekeeping and Laundry Team Members at Beaches Resorts received awards, prizes and surprises during a lavish ceremony held on Tuesday May 3rd in the Caribbean Village grand ball room to celebrate their long service, handwork and dedication to the resort over the years. South Caicos native and Assistant Housekeeper Marsha Seymour was recognized during the award, Seymour started with the resort in 1995 when they operated under the Royal Bay brand, then later the Beaches and the Sandals Resorts international. “I started as a room attended almost twenty years ago, and have worked my way up to supervisor and Quality Floor inspector and now the assistant Housekeeper,” she said, “it has been great journey and exciting one, I was able to see the company grow from the Caribbean village to the four

village operation.” “I am indeed grateful,” she continued, “First I would like to thank beaches for valuing the hard work and long years of service I have put into the company, thank you for the training and most of all, thank you for rewarding with this beautiful recognition event tonight— it is above and beyond my expectation.” During the opening remarks Hotel Manager Jamie McAnally said , “The housekeeping Service Awards is a true reflection of the company’s strong ‘People Philosophy”, which recognizes the commitment, dedication and values our employees bring to the organization.” Manager of the Housekeeping Staff Sharon Fagan and organizer of the awards said “This award signifies the relationships we have built with our employees over the years. Indeed, the event is a celebration of dedicated service and loyalty.”

It was the first award ceremony of its kind and under a Hollywood theme, the housekeeping staff dressed in their formal wear, had a night full of fun and entertainment. The awards were given based on the amount of years the employee served as housekeeping staff under four categories; Camera one 2-4 years of service, Camera two 5-9 years, Lights 11-15 years and action a category with persons who have served the company in housekeeping and laundry for 16-20 years. Marie Francis another recipient of the long service award has been a housekeeper for beaches for 20 years she said, “It was an unforgettable evening. I would like to thank beaches for giving me the opportunity to grow and learn.” 62 year old Francis says that she has loved her job for all those years, “I always loved my job and even after I retire I will always look

back and be grateful.” She added that the relationships she has built with members of staff and guest will never be forgotten. “These people have become my family, we worked together for so many years I have seen guest who came as children come back as adults. There was also a newbie raffle for new staff and staff serving less than two years with the company’s housekeeping and laundry department. Sharon Fagan said “It is all about our staff they keep this resort running they keep our guest happy and wanting to come back and some of them have been doing it for two decades. It was a pleasure to see their smiling faces and thank them personally for that.”

“I am pleased that the Disaster Management and Emergencies Department are beginning to prepare already for the hurricane season – although it only seems like yesterday we were tracking tropical storms near Turks and Caicos last year! “It’s a well-worn theme, but preparedness is crucial for every island in this region. I have met recently with colleagues from across the Caribbean OTs to discuss their preparedness efforts. “But it is clear that all of us, and especially those with hurricane preparedness responsibilities in the public sector, should take time during our work to consider what we need to do for our offices and departments. I look forward to meeting officials across the public service later this year to review their preparations. And it is vital that we all take every measure possible to ensure that our families and homes are safe. “With the visit in March of an EU team to look at the homes repaired and re-built following Hurricane Ike we have a reminder of how devastating a hurricane can be. MESSAGE FROM MINISTER OF HOME AFFAIRS, TRANSPORTATION AND COMMUNICATION FOR 2016 HURRICANE SEASON

My people of the Turks and Caicos Islands, as we approach the start of another Hurricane Season and as the Minister with responsibility for Disaster Management and Emergencies, I encourage you to make preparation for the 2016 season a priority. As a government, we are cognizant of our obligation to ensure the safety of our people and we do not take it lightly; but we cannot do it alone. It must be a combined effort, you the public must play your role and the government through the Department will play its role. I therefore call on you to begin your individual preparations, realising that ‘it only takes one storm to impact us and bring us to our knees.’

The Department is well advanced in preparation for this season having already ensured that each island has a Community Emergency Response Team; that shelter managers in all islands are well trained and a number of workshops have been held for both public and private sector stakeholders to continue to educate them. I again urge residents to begin to update their insurance policies and to develop an individual family disaster plan giving consideration to your elderly, infants and pets. Ensure that all your family’s basis needs are met, i.e. food, clothing, medication, water. Secure important documents and keep emergency numbers easily accessible. Ensure that you follow any instructions given by the department and take every precaution possible to secure your property and the lives of your family members. Complacency is not an option my people. So let us not be caught off guard; “Preparedness Makes Sense ……. There’s No Reason Not to Prepare” if we are going to reduce the damage and prevent any unnecessary loss of life during this season. May God continue to protect these beautiful islands but let us do our part to ensure our safety also.

MESSAGE FROM PERMANENT SECRETARY OF HOME AFFAIRS, TRANSPORTATION AND COMMUNICATION FOR 2016 HURRICANE SEASON

As the 2016 Hurricane Season is upon us, I would like to take this opportunity to remind the people of the Turks and Caicos Islands that the time to prepare for a hurricane or any hazard is before an event. According to the Department of Disaster Management and Emergencies (DDME) theme for Hurricane Preparedness Month (HPM) and for the 2016 Hurricane Season, “Preparedness Makes Sense…There is No Reason Not To Prepared!” This theme is current and relevant to our local context since the TCI is located within the hurricane belt and are vulnerable to hurricanes and tropical storms that track in the Atlantic Ocean. Regardless of the number of hurricanes or storms predicted by the scientist whether it is a normal, active or below normal season, residents in the TCI cannot afford to become complacent in their preparedness. There are actions that residents can undertake long before a storm threatens the TCI to ensure their safety and that of their family and to protect their homes and businesses. Actions such as: •Begin to assess your surroundings •Remove any loose items that could act as missiles during a storm; •Check your shutters, •Prepare your emergency packs, •Update your insurance policy, •Begin to store at least one week of rations and •Pay close attention to any updates and other information coming from the department. The DDME is actively working to ensure preparedness on their part, at the Government and community level. However I wish to also encourage you to play your part in ensuring that your household and businesses are also prepared to respond and to recovery quickly if impacted. Please feel free to contact the DDME for more information or advice on any aspect of your preparation. Turks and Caicos let us do our part as we help to mitigate

the effects of any disasters this hurricane season, by BEING PREPARED

MESSAGE FROM THE DIRECTOR OF DDME FOR 2016 HURRICANE SEASON

This year, scientists are predicting an average hurricane season, which means we can expect approximately 12 named storms, 5 hurricanes and 2 storms of category 3 and above. The predictions are only a guide as to what on average, the region can expect. However, what the scientists are unable to tell us is when, where, who, how the TCI will be impacted and if it definitely will be impacted. It therefore means that as a nation, we need to ensure that we are always in a state of readiness in the event of impact. Let us be reminded and be guided by the fact that it is never too early to prepare for an emergency. Since hurricane Ike in 2008, the TCI has been spared from direct impact of a major hurricane of category 3 and above. However we have experienced several smaller hurricanes and tropical storms such as Irene, Cristobal, Erika and Joaquin, which have caused the TCI millions of dollars in response and recovery. Given the fact that the TCI is located in the hurricane belt and therefore has a history of experiencing hurricanes and tropical storms residents in the TCI should have a hurricane plan for their homes and their businesses and be ready to respond quickly and effectively even if given short notice. Thanks to advancement in technology we can now be better prepared for the storms. Technology has resulted in improved forecasting and provided us with the capacity to better model impacts from storms and related hazards such as storm surges. By the same token, we now also have the ability to disseminate information and provide warnings in a more timely manner. This does not mean we should let our guards down. Every prediction or forecast has an element of error, or in other words, an element of unpredictability. DDME and its partners have continued their efforts to make the TCI more resilient to the impacts of tropical cyclones and their increasing intensities which result from a changing climate. The consensus among scientists globally is that climatic and weather events such as hurricanes will intensify as the effects of climate change become more entrenched. It does require the DDME to tell the residents of our low-lying islands that more intense storms means higher sea surge levels and greater flooding and destruction of life and property. However predicted devastations can be significantly mitigated through personal and collective efforts to be prepared. Responding to a hurricane is a team effort. From the Government level to the communities, we all have a role to play. So I encourage everyone residing in the TCI, no matter which island you live on, to check out our DDME website www.gov.tc/ddme where you will find information on making plans for your family, building an emergency supply kit, knowing what to do when disaster strikes. Remember, the best preparedness is the preparedness that’s being taken by individual families, homeowners, business owners. If they have a plan, if they have ideas about how they will respond to warnings, and they’re paying attention, then the collective effort obviously goes a lot more smoothly. THE UK FOREIGN AND COMMONWEALTH OFFICE (FCO) PARTNERS IN DISASTER PREPAREDNESS

The UK Foreign and Commonwealth Office is pleased to support the Turks and Caicos Islands in their ongoing efforts to strengthen disaster preparedness and build a nation that is more resilient to disasters. While we all must remain vigilant to the constant threat of hurricanes during the hurricane season, disaster management’s role encompasses a far greater range of potential hazards which could threaten this vulnerable island nation. Before, during and after disasters, personnel across all government organizations must ensure that disaster management remains a priority of business. The FCO continues to partner with the Department of Disaster Management and Emergencies to build capacity in the following areas: •Enhancing disaster command and coordination: The FCO supports a series of courses to enhance command and control of the responding personnel and aiding organizations. The Turks and Caicos Disaster Management Team is implementing an enhanced Incident Management System. This system integrates a standardized Caribbean approach to manage disaster personnel, resources, and information in the field and within the Emergency Operations Center. As all Caribbean nations begin to implement this unified system, we will create a more efficient, unified structure and standardized approach to disaster management. •Mass rescue at land and sea: The FCO, in partnership with the United States Coast Guard, the International Maritime Organization, the cruise ship and airline industries, have joined forces to enhance the islands ability to save lives in the aftermath of a significant transportation incident. Together, we are enhancing response protocols to save lives on land and sea, provide victim care, and safely return survivors home. •The royal navy stands ready to respond: The royal navy remains committed to their humanitarian mission in service to the overseas territories within the Caribbean and Bermuda. With well trained personnel, equipment, and supplies, the ship’s personnel conduct joint training and exercises ensuring a coordinated response as was illustrated in the ship’s 2015 responses to Hurricanes Erica and Joaquin. •Emergency Management Accreditation Program: The FCO supports Disaster Management’s efforts to obtain compliance with international standards within their comprehensive emergency management program. A recently completed baseline assessment illustrates significant achievements and highlights opportunities for future improvements allowing focused capacity building strategies. •Strengthening partnerships and building upon lessons learned: The FCO continuously sponsors participation in training courses, conferences, and workshops to build disaster response and recovery capabilities. Together we are building a stronger more resilient disaster management team by learning from our past and building stronger partnerships with our neighbors and the private sector. Through joint planning, training, and exercises we expand our ability to save lives and lessen the impact of disasters.

Johnson & Johnson ordered to pay $55 million in talc-powder trial Johnson & Johnson (JNJ.N) was ordered by a U.S. jury on Monday to pay $55 million to a woman who said that using the company’s talc-powder products for feminine hygiene caused her to develop ovarian cancer. The verdict, which J&J plans to appeal, was the second straight trial loss for the company, which is facing about 1,200 lawsuits accusing it of not adequately warning consumers about its talc-based products' cancer risks. Following a three-week trial in Missouri state court, jurors deliberated for about a day before returning a verdict for Gloria Ristesund. She was awarded $5 million in compensatory damages and $50 million in punitive damages. J&J spokeswoman Carol Goodrich said the verdict contradicted 30 years of research supporting the safety of cosmetic talc. The company intends to appeal and will keep

defending its products' safety, she said. Ristesund said she used J&J’s talcbased powder products – which include the well-known Baby Powder and Shower to Shower Powder – on her genitals for decades. According to her lawyers, she was diagnosed with ovarian cancer and had to undergo a hysterectomy and related surgeries. Her cancer is now in remission. Jere Beasley, whose firm represents Ristesund, said his client was gratified with the verdict. The jury's decision should "end the litigation" and compel J&J to settle the remaining cases, he said. J&J shares were down 18 cents in after-hours trading to $112.57. The verdict followed a $72 million jury award from the same court in February to the family of a woman who died from ovarian cancer after years of using talc powder for feminine hygiene. That verdict, which J&J is

appealing, sparked renewed interest in talc-powder lawsuits among plaintiffs' lawyers, as well as consumers familiar with J&J's powder products. But scientists have told Reuters the evidence of a real danger is inconclusive. Plaintiffs in talc litigation, which is concentrated in Missouri and New Jersey state courts, have accused J&J of failing for years to warn that talc was linked to an increased risk for ovarian cancer. J&J has said it acted properly in developing and marketing the products. The only other case to be tried involving talc powder and ovarian cancer resulted in a mixed verdict in South Dakota federal court in 2013. While those jurors found J&J was negligent, they awarded no damages to the plaintiff, whose cancer was in remission at the time of the trial. Sandals introducing over the water suites

Sandals Resorts will be debuting Over-the-Water Suites at their Sandals Royal Caribbean resort in Montego Bay, available beginning November 15, 2016, and Karisma Hotels & Resorts are on track to have their Palafitos – Overwater Bungalows available at El Dorado Maroma, a Beachfront Resort, by Karisma, this September, at Maroma Beach on Mexico’s Caribbean coast. The over-the-water suites at both resorts are available for booking now. Both properties are adults only and all-inclusive, meaning a single fee covers most of the expenses of the resort stay. One of the most appealing aspects of a South Pacific vacation – especially for honeymooners – is the opportunity to overnight in captivating over-the-water bungalows. For many travelers, especially from the northeast United States, a Fiji or Bora Bora vacation is a long haul and an expensive proposition. Travelers will soon have a more affordable and more convenient over-the-water suite option in two locations closer to home: Jamaica and off the Caribbean coast of Mexico. Sandals’ will have five Overthe-Water Suites at Sandals Royal Caribbean. Rescue workers pulled a six-month-old baby girl out of the rubble of a building in Kenya’s capital on Tuesday and reunited her with her father, more than three days after it collapsed following days of heavy rain. Police are questioning the owners after President Uhuru Kenyatta ordered them detained. “The child, who had been buried for about 80 hours, was found in a bucket wrapped in a blanket. She appeared dehydrated, and with no visible physical injuries,” the Kenya Red Cross said in a statement. The baby, named as Dealeryn Saisi Wasike, was identified by her father after making a rapid recovery in hospital. A Red Cross official said the fate of her mother was still not clear. The baby had previously been estimated to be about a year old. The collapse of the building was the latest such disaster in a fast expanding African city that is struggling to build homes fast enough. Like many other cities in Africa, the population of Nairobi has climbed dramatically in recent years. The Kenyan capital had almost 3.5 million people in 2011, about a third bigger than a decade earlier, according to U.N. figures. Islamic State kills U.S. Navy SEAL in northern Iraq Islamic State militants killed a U.S. serviceman in northern Iraq on Tuesday after blasting through Kurdish defences and overrunning a town in the biggest offensive in the area for months, officials said. The dead man was the third American to be killed in direct combat since a U.S.-led coalition launched a campaign in 2014 to “degrade and destroy” the jihadist group, and is a measure of its deepening involvement in the conflict. “It is a combat death, of course, and a very sad loss,” U.S. Defense Secretary Ash Carter told reporters during a trip to Germany. A U.S. defense official said the dead man was a Navy SEAL. The SEALs are considered to be among the most able U.S. special operations forces and capable of taking on dangerous missions. A senior official within the Kurdish peshmerga forces facing Islamic State in northern Iraq said the man had been killed near the town of Tel Asqof, around 28 kilometers (17 miles) from the militant stronghold of Mosul. The Islamic State insurgents occupied the town at dawn on Tuesday but were driven out later in the day by the peshmerga. A U.S. military official

said the coalition had helped the peshmerga with air support from F-15 jets and drones. The official, speaking on condition of anonymity, said the man was killed “by direct fire” from Islamic State. Carter’s spokesman, Peter Cook, said the incident took place during an Islamic State attack on a peshmerga position some 3-5 km behind the forward line. Such Islamic State incursions are rare in northern Iraq, where the Kurdish peshmerga have pushed the militants back with the help of coalition air strikes and set up defensive lines that the militants are rarely able to breach. The leader of a Christian militia deployed alongside peshmerga in Tel Asqof said the insurgents had used multiple suicide bombers, some driving vehicles laden with explosives, to penetrate peshmerga lines. The Kurdistan Region Security Council said at least 25 Islamic State vehicles had been destroyed on Tuesday and more than 80 militants killed. At least 10 peshmerga also died in the fighting, according to a Kurdish official who posted pictures of the victims on Twitter. The peshmerga also

Doctors diagnosed Hong Hong with polydactylism, a congenital condition that happens in humans, dogs and cats, giving them extra fingers and toes. Polydactyly is a pretty common condition, affecting about one in every 1,000 live births, according to Children’s Healthcare of Atlanta. Often, the extra digits are removed surgically. The number of U.S. energy bankruptcies is closing in on the staggering 68 filings seen during the depths of the telecom bust of 2002 and 2003, according to Reuters data, the law firm Haynes & Boone and bankruptcydata.com. Charles Gibbs, a restructuring partner at Akin Gump in Texas, said the U.S. oil industry is not even halfway through its wave of bankruptcies. “I think we’ll see more filings in the second quarter than in the first quarter,” he said. Fifteen oil and gas companies filed for bankruptcy in the first quarter. Some oil producers appear to be holding on, hoping the price

of crude stabilizes at a higher level. In February, oil slumped as low as $27 a barrel from peaks above $100 a barrel nearly two years ago. U.S. crude has recovered somewhat, and on Tuesday was trading a little below $44 a barrel. [O/R] Until recently, banks had been willing to offer leeway to borrowers in the shale sector, but lately some lenders have tightened their purse strings. A widely predicted wave of mergers in the shale space has yet to materialize as oil price volatility makes valuations difficult, and buyers balk at taking on debt loads until target companies exit bankruptcy. The telecom and energy boom-and-bust cycles have notable parallels. Pioneering technology brought an influx of investment to each industry, a plethora of new, small companies issued high levels of debt, and a subsequent supply glut sapped pricing just as

demand fell sharply. Neither this crash nor the telecom crack-up in the early 2000s rival the housing and financial bust in 2007-2009 in terms of magnitude and economic impact. But losses for energy investors in the stock and bond markets in the last two years are significant. It remains unclear how long it will take to get through the worst of the declines, and who will be left standing when it is over. A 60 percent slide in oil prices since mid-2014 erased as much as $1.02 trillion from the valuations of U.S. energy companies, according to the Dow Jones U.S. Oil and Gas Index .DJUSEN, which tracks about 80 stocks. This has already surpassed the $882.5 billion peak-to-trough loss in market capitalization from the Dow Jones U.S. Telecommunications Sector Index in the early 2000s. In the debt market, there are also signs that lots of money could be lost this time around, especially in high-yield bonds. During its boom, U.S. oil and gas companies issued twice as much in bonds as telecom companies did in the latter part of the 1990s through the early 2000s. Between 1998 and 2002, about $177.1 billion in new bonds were sold in the U.S. telecommunications sector; less than 10 percent were junk bonds. U.S. oil and gas companies sold about $350.7 billion in debt between 2010 and 2014, the peak years of the oil-and-gas boom, with junk bonds making up more than 50 percent of all issuance, according to Thomson Reuters data.

New York Times revenue falls on lower ad sales

New York Times Co (NYT.N) reported a 1.2 percent fall in quarterly revenue as ad sales fell in its print and digital businesses. Digital ad revenue, which contributes about a third of total ad revenue, fell 1.3 percent to $41.8 million, while print advertising revenue fell 9 percent, the company said on Tuesday. New York Times, like many other newspaper and magazine publishers, has been trying to cut costs and push further into digital content as it struggles with diminishing revenue from its print division. Circulation revenue from the company’s digital-only subscriptions rose 14.2 percent to $54.2 million in the first quarter. The company said paid digital-only subscriptions totaled about 1.4 million as of the end of the first quarter, a net increase of 87,000 from the preceding quarter. The company said in February that it aims to increase the number to a “million and a quarter” by the end of the year. Revenue fell to $379.5 million from $384.2 million. Excluding items, the company earned 10 cents per share. Analysts on average had expected a profit of 8 cents and revenue of $377.3 million, according to Thomson Reuters I/B/ E/S. Net loss attributable to shareholders narrowed to $8.3 million, or 5 cents per share, in the first quarter from $14.3 million, or 9 cents per share, a year earlier.

Drought-hit Zimbabwe sells off wild animals

Zimbabwe put its wild animals up for sale on Tuesday, saying it needed buyers to step in and save the beasts from a devastating drought. Members of the public “with the capacity to acquire and manage wildlife” - and enough land to hold the animals - should get in touch to register an interest, the state Parks and Wildlife Management Authority said. There were no details on the animals on offer or their cost, but the southern African country’s 10 national parks are famed for their huge populations of elephants, lions, rhinos, leopards and buffalos. A drought across the region has left more than 4 million Zimbabweans needing aid and hit the crops they rely on for food and export earnings, from maize to tobacco. It has also exacerbated an economic crisis in the cash-strapped country that has largely been deserted by foreign donors since 1999. Selling the animals would give some of them a new home and ease financial pressure on the parks authority, which says it receives little

government funding and struggles to get by on what it earns through hunting and tourism. “In light of the drought ... Parks and Wildlife Management Authority intends to destock its parks estates through selling some of the wildlife,” the authority said in a statement. It asked interested Zimbabweans to get in touch and did not mention foreign buyers. Parks authority spokeswoman Caroline Washaya-Moyo would not say whether the animals could be exported or how many it wanted to sell. “We do not have a target. The number of animals depends on the bids we receive,” she said. There was no immediate comment from the wildlife groups that protested loudly last year when Zimbabwe exported 60 elephants, half of them to China, where the animals are prized for their tusks. About 54,000 of Zimbabwe’s 80,000 elephants live in the western Hwange National Park, more than four times the number it is supposed to hold, the agency says.

Men attempt to get a malnourished cow on its feet in rural Masvingo, Zimbabwe. The drought is expected to worsen an already critical water shortage in Hwange, which has no rivers and relies on donors to buy fuel to pump out underground wells. The privately-owned Zimbabwe Independent newspaper reported in February that Bubye Conservancy, a private game park in

southern Zimbabwe, could be forced to kill 200 lions to reduce over-population. Many hunters have stayed away, the paper quoted Bubye general manager Blondie Leathem as saying, since the furor over the killing of Cecil, a rare black-maned lion, by a U.S. dentist last year.

Cavaliers beat Hawks in series opener

A week off did not disrupt the Cleveland Cavaliers’ momentum, nor was it enough time to alter the Atlanta Hawks’ history against them. The Cavaliers still have never lost to the Hawks in the postseason, but this one was not easy. LeBron James scored 25 points and came up with two big steals late in the Cavs’ 104-93 victory on Monday against the Hawks to take a 1-0 series lead in the Eastern Conference semi-finals. It was the eighth consecutive victory for the Cavs over the Hawks after sweeping them in last year’s conference finals and winning all three meetings in the regular season this year. But they had to fight back after blowing an 18-point lead in the third quarter. “When you get it to 18, all you’ve got to do is lift the shovel up and pour dirt on ‘em, especially if you want to be a high-level team,” Cavs reserve Richard Jefferson said. “We didn’t do that tonight and it almost cost us.” A dunk by James with 3:56 left in the third quarter put the Cavs ahead 72-54 before the Hawks roared back, scoring 11 straight points and closing the third by scoring 16 of the last 18 points to pull within 74-70 at the start of the fourth. Al Horford’s dunk with eight minutes left gave the Hawks their first lead of the night at 8079, but Kyrie Irving countered on a corner 3-pointer -- his first basket since early in the second quarter. There were four lead changes and three ties in the final eight frenetic minutes. “I thought the way our guys competed for the whole night was what we need,” Hawks coach Mike Budenholzer said. “Going forward I think we can play better.” The Cavs pulled away for good when James stole the ball from Dennis Schroder with Cleveland clinging to a 92-88 lead and 3:11 left. The Cavs needed three cracks at the offensive end, thanks to two huge offensive rebounds, before James converted a three-point play to extend the lead to 95-88 with 2:09 left. It marked James’ first basket of the fourth quarter. He finished with nine assists and seven rebounds. “I just like how our guys come together when things get tough now,” Cavs coach Tyronn Lue said. “That’s the biggest thing for us. We’ve got a great team. When things get tough, we have to come together even more.” Irving had 21 points and eight assists and Kevin Love had 17 points and 11 rebounds despite a tough 4-of-17 shooting night. Love took another hard blow to his right shoulder on a foul late in the game, the same shoulder he injured during a Game 4 victory against the Detroit Pistons in the first round. The Cavs’ trainer worked on the shoulder during a timeout and Love was able to remain in the game. “I’m fine,” Love said. “I can’t catch a break with that shoulder, but I’m fine.”

Mayweather happy in retirement but hints at ring return

Floyd Mayweather Jr is happily retired but the 39-yearold unbeaten American hinted in an interview on Saturday that a return to the ring could not be completely ruled out. Mayweather quit boxing in September after accumulating a 49-0 record during a 19-year career that produced world titles in five weight divisions and earnings in excess of $800 million. The American says he is happy with life outside the ring but acknowledged he was in talks with television networks over a possible comeback fight. “Everyone is asking me ‘is Floyd Mayweather coming back?’” he said in an interview with Showtime. “Right now, I’m happy being on this side but I’ve been talking with CBS and Showtime and you just never know. But right now, I’m just happy on this side,” added Mayweather, who ended his career in the welterweight division. “As of right now, some crazy numbers have been thrown my way -- upwards, of course, of

the Village,” he said after a second-round victory over Radek Stepanek at the Madrid Masters on Tuesday. “I’m staying in an apartment with the rest of the team.” He said he had fun socializing with athletes from other sports in Beijing, but in Rio this August he decided to repeat the winning formula from London. “To be honest, when I stayed in the village in Beijing I had a great time,” said the No. 2-ranked Murray. “But my tennis was pretty bad there. I did something different obviously during London and that worked out well for me.” Murray said he wants to be as prepared as possible to contend for another medal, and to do that he will take on the Olympics as if it was any other big tournament on tour. “My job there is to try to prepare as best I can and win a medal for my country,” the 28-year-old British player said. “I think the best way to do that is to sort of prepare like you do for other events where you’re in your own space.” Murray also spent some time at the athletes’ village in London even though he was not based there. He said at the time that meeting with other athletes was part of the Olympic

experience. Many other tennis players did not stay at the village in 2012 because the Olympic tournament was played at Wimbledon, distant from the other main competition venues. Roger Federer is another top player who reportedly will skip the athletes’ village in Rio, although his staff was yet to confirm his official plans. Federer had problems at the Olympic Village in 2008 because of the constant requests from other athletes for autographs and photographs. Maria Sharapova also was constantly sought-after at the village in London. “It’s different than what we’re used to,” Murray said. “I think that’s why the players are staying outside.” Rafael Nadal was one off the main attractions at the Olympic Village in Beijing, when he won the singles gold medal. He has already said he wants to enjoy the same experience in Rio in a few months. The former No. 1 said that being with other athletes is one of the high points of being at the games. Top-ranked Novak Djokovic, the bronze medalist in Beijing, said that the Olympic tournament is one of his priorities. Like Nadal, he also stayed at the athletes’ village in 2008.
