LOCALS OUTRAGED OVER CROWN LAND RAFFLE

Spirit of unity at Sister Sister TCI’s Mother’s Day

Scores of women from a wide cross-section of the country came out to support the 3rd annual Sister Sister TCI’s Mother’s Day dinner which was held at The Palms Hotel last Friday, May 6th, 2016. The event was organised by Mrs. Lillian Boyce, Founder and President of Sister Sister TCI, whose By Todeline Defralien

everal natives of Turks and Caicos Islands have expressed anger and outrage about a decision by Government to raffle Crown Land to locals. Many of them vented their frustration on Facebook and other social media, while several others openly expressed their dissatisfaction with the new system when Government recently held a land raffle at the Gus Lightbourne Sports Complex, in Downtown Providenciales. The consensus among those

on social media is that the raffling of Crown Land is demeaning to locals, deprives them of their birth rights, prevents them from being empowered economically and reduces them to second-class citizens in their own country. At the recent raffle, only 36 parcels of land were made available and there were more than 500 applicants. One of upset Belongers, J. Hall, who attended the raffle, wrote on Facebook: “It was the worst day of my life and the worst day to be a Turks Islander. I witnessed allocation of land displayed at its most despicable way

ever. A RAFFLE. You heard it folks... RAFFLING our birth right to the lucky one. A few months ago I was informed a scheme was opening in the bight and I must apply. I mean why not, I own no land, both me and my fiancé are working, have kids and looking forward to the future. We applied. Being I am an avid reader I came across this tiny space in the paper that informed me of a raffle taking place for the issuance of crown land. Well, blow me down. At this circus they explained that they only have 36 parcels, over five hundred applied but three hundred made the list to raffle. Wow.......I am still confused as to why

they accepted so many applicants and monies knowingly that only 36 parcels are available. Maybe they should have only accepted the first 36 applicants but who am I to share an opinion.” He added: “They put all applicants name in a GARBAGE bag to be raffle.....I mean why not, the process is garbage anyway and shook it up until at one point names fell out of the bag. Names were called, feelings were hurt, young people got discouraged and to add fuel to fire they choose 36 more standby names. Continued on Page 2

Travel entry requirement for the United States The Ministry of Border Control and Employment was alerted to travel concerns expressed by some members of the public regarding a May 9, 2016 US Customs and Border Protection national media release captioned Clarifying the e-Passport Requirement for Visa Waiver Program Travelers. The release pertains only to persons that are traveling to the United States with an Electronic System for Travel Authorization (ESTA) and not those traveling on a United States Visa or Turks and Caicos Islands Police Record. The new requirement is that all persons travelling on an ESTA must do so on an e-Passport. Only Turks and Caicos Islanders who are holders of a British passport identifying them as a British Citizen are able to travel to the United States using an ESTA. The British passport is an

e-Passport. Persons who are in possession of a Turks and Caicos passport are still able to able to travel to the US using a United States visa or Turks and Caicos Islands Police Record. Turks and Caicos Islands passports issued before July 2015 are not e-passports, while those that have been issued post July 2015 and printed in the United Kingdom are e-Passports. Persons holding a Turks and Caicos Islands e-Passport do not qualify for entry into the United States using an ESTA. In a press release on May 9th, the Customs and Border Protection said that as part of the Visa Waiver Program Improvement and Terrorist Travel Prevention Act of 2015, Visa Waiver Program (VWP) travelers traveling to the United States with an Electronic

System for Travel Authorization (ESTA) must have an e-Passport as of April 1, 2016. This requirement was initially announced in August 2015 and the Department of Homeland Security has been making a concerted effort to notify travelers since November 2015. Travelers from VWP countries are still eligible to travel to the United States without an e-Passport if they have a valid nonimmigrant visa. Travelers can apply for a nonimmigrant visa at a U.S. Embassy or Consulate. U.S. Customs and Border Protection (CBP) encourages travelers to check their passports and their current ESTA status to make sure they are in compliance with the requirement. As a reminder, if a traveler has acquired a new passport, they must submit a

newESTA application. An e-Passport is an enhanced secure passport with an embedded electronic chip. E-Passports are issued by the proper passport issuing authority and must meet international standards for securing and storing information corresponding to the passport and the passport bearer. ESTA is an automated system that assists in determining a traveler’s eligibility to travel to the United States under the VWP and whether such travel poses any law enforcement or security risk. Upon completion of an ESTA application, a traveler is notified of his or her eligibility to travel to the United States under VWP. If an ESTA application is denied, the traveler will be required to apply for a nonimmigrant visa at a U.S. Embassy or Consulate.

Jamaicans in TCI claim victimisation

Two newspapers in Jamaica, the Gleaner and the Observer, are reporting that Jamaicans in the Turks and Caicos Islands are being victimised, largely because of issues surrounding work permits. However, Jamaica’s honorary consul in the Turks and Caicos Islands, Allan Hutchinson, said he is unaware of the reports. The Observer newspaper which is owned by Jamaican hotel magnate Gordon “Butch” Stewart, said the Jamaican reputation for being tough and fearless when going after their goals, no matter where in the world they are, seems to apply everywhere else but the Turks and Caicos Islands (TCI). According to the Observer, a large number of Jamaicans interviewed here speak forcefully about the discrimination they are facing from TCI authorities. But without exception, they asked not to be identified because of fear of retribution. “If you publish my name this morning, my work permit will be revoked by this evening,” said a Jamaican who left St Catherine three years ago to work in the thriving real estate business in this British-run archipelago. “I’m obviously exaggerating the speed, but you get the point. They might just decide not to renew my permit when it expires in less than a year’s time,” he said, insisting: “Remember not to call my name.” Said another Jamaican who has been living for seven years in the TCI: “I try to keep on good terms with my TCI co-workers because they have a tendency of reporting you to their Government, if you have a higher position than them, that you are occupying a position that they are qualified for. “The thing that bothers me is that those TCI people making the complaints don’t qualify for the positions they are quarrelling about. They just don’t like to see a foreigner, especially a Jamaican, over them. They want to cut you down. “Others I have met have said the same thing. You better bet their authorities will act on their complaints. I wish our authorities in Jamaica were like that — acting on our complaints.” Asked if she had made any complaints to the Jamaican authorities, she said no, adding that she was unsure whether that would help and might only “expose me to repercussions here…The Jamaican consul here is well established in business and it might not be fair to ask

Jamaica’s honorary consul in the Turks and Caicos Islands, Allan Hutchinson him to jeopardise his welfare in the TCI.” Several Jamaicans said their compatriots usually stand out where they work because of a higher work ethic, noting that some TCI citizens, or Belongers as they are called, don’t prove themselves to be good workers. “Very often you see that as soon as they have some money they take off, many to the United States, and only return to work when the money is finished. Employers prefer us Jamaicans because we are reliable. We don’t give one-hour notice when we can’t make it to work and cause pressure to be on our co-workers,” said a Jamaican who lives in Grand Turk, the capital. “We wouldn’t last long anyway.” Yet another said while he had not been harassed as a Jamaican, he had been having difficulty getting members of his family to join him, after nine years in the TCI. In the environment of tense uncertainty, a recent rumour caught fire that police were waiting at Moneygram outlets on the island to catch Jamaicans who are the biggest clients of the remittance agency. The rumour was never confirmed, but many Jamaicans were shaken. One Jamaican woman who runs a successful business in the TCI said she started worrying about her status when Finance Minister Washington Misick was quoted by the TCI Sun newspaper last year as launching a blistering attack on foreigners, including Jamaicans, bluntly telling them to stay out of his country if they want to engage in public celebration of their cultures. “I didn’t expect it. To me, as long as you were not breaking any law, you should be able to be yourself, no matter where you came from,” the businesswoman argued. “I do feel I am making a useful contribution to the Turks and Caicos Islands.” She added that before seeing

the newspaper statement, she had thought that the problem she was experiencing with getting work permits for Jamaicans to work in the business, because Belongers were uninterested, was just typical bureaucracy. “Now, I think differently. I hear others saying that they have the same problem with work permits. It seems they don’t want Jamaicans here. But it makes little or no sense because they don’t have the manpower that the country needs to develop,” she suggested. Jamaicans, at 1,768, are the second-largest group of foreigners in the TCI population

He said the TCI government has taken tangible steps in recent times to remedy the situation by making numerous changes to the process, with the most recent being the introduction of the 2016 Status Bill. “Except for a few isolated cases, I am not aware of any prevailing practice of Jamaicans losing their work permits merely on the basis of a Belonger making a complaint to Immigration. “In the instances where this happens and there is evidence of abuse or wrongful termination, there is sufficient recourse and legal framework for a complaint to be made and dealt MISTREATMENT FROM with via Labour Department, Labour AUTHORITIES Tribunal, Human Rights Commission, Integrity Commission, and to Office The Gleaner newspaper of the Jamaican Consul,” said Edenreported that Jamaicans in yet another Hutchinson. regional state are complaining about No one taken from store the treatment they are getting from He said he was not aware of authorities there, but the Ministry of any practice, especially on the main Foreign Affairs and Foreign Trade says island of Providenciales, where persons those complaints are yet to be reported were taken out of stores and their work to it. permits checked. Immigration minister concerned about increase in Haitian sloops Minister of Immigration and Border Control, Hon. Ricardo Donhue Gardiner has expressed concern about the increase in the occurrences of sloops transporting illegal migrants to the Turks and Caicos Islands. Following these events, Gardiner, met with the Haitian Consul Dr. Wencesclass Lembert to discuss this issue and to continue to work in concert with the Haitian government to stem the tide of illegal migrants to Turks and Caicos Islands. The Minister stated: “The issue of illegal migrants to our Turks and Caicos Islands is an ongoing security concern that requires vigilance and effective policies to deter those who would transport and smuggle illegal migrants into Turks and Caicos Islands. We are taking measures to enhance our border security and I continue to work with the Haitian Consulate here as well as the Haitian Government to address this issue.” In a press statement, the Ministry of Border Control cautioned those who would attempt to illegally migrate to Turks and Caicos Islands, that “these vessels will be detected by Turks and Caicos Islands Radar

Systems, and you will be intercepted and repatriated to your homeland”. In the statement, Gardiner said: “As a cautionary note to those in Turks and Caicos Islands that might be inclined to harbor illegal migrants, the penalties for harboring illegal migrants have been increased effective April 01, 2016. If you are caught providing assistance or shelter to an illegal migrant, you are subject to a fine of $20,000 on summary conviction or to a term of imprisonment of four years, or to both, as well as the possibility of revoking your status in Turks and Caicos Islands.” He said that over the next few months, the Ministry of Border Control will be implementing additional

security measures to further enhance the protection and integrity of Turks and Caicos Islands borders. Three sloops were detected and intercepted within the last seven weeks of which two were intercepted within three days of each other. The combined total was 230 persons. The staff at the Coastal Radar Station, the Royal Turks and Caicos Islands Police Force, the Immigration Department as well as all other front line and responding agencies are commended for their continued efforts in protecting the borders of the Turks and Caicos Islands. In an interview with the SUN earlier this year, Dr. Wencesclass Lembert said: “The person that left

Haiti for political reasons this person also has his family that is taking care of him so that he can have a better life and realizing that this person gets legal in that country somehow is going to have to pay these people back whatever, because these people risk everything that they have. Most of the people here left Haiti because of economic reasons but there are some people in the TCI who left Haiti because of political reasons and if they are here for political reasons they can go and apply for political asylum.” He added: “A lot of people are using these people taking money from them and make them pay and believe that because here is such a beautiful place they make them believe they are going to have jobs. A lot of the people who come here is like an investment. They pay for the boat and they pay these people because they think that they are going to get jobs.” Lembert said he plans to hire a TCI lawyer to make sure that when these people have problems they can help and are not exploited. He noted that there are some people who pay between US$3000 and US$5000 U.S dollars to come to the Turks and Caicos Islands.

Time was also spent viewing a number of attractions, such as, the Washington Monument, the Lincoln Memorial, the White House and the Smithsonian Art Museum. The fair occupied four floors and featured hundreds of exhibits so we were unable to view them all but one thing of note that we saw was a robot at one of the exhibits that was similar (but not autonomous) to the one we built for our science fair project. We were also able to market the Turks & Caicos Islands. Everywhere we went people asked about the Turks & Caicos Islands and where it was located. They were generally impressed by our pictures of home showing clear, clean, turquoise water and beautiful white sand beaches. We would like to officially say thanks to Fortis TCI for providing us with such a wonderful opportunity to participate in this awesome experience. The exposure was truly amazing. Thanks again.

Students of three Government Schools in TCI go on a health exercise The Department of Environmental Health continues to give knowledge to students and people of the Turks and Caicos Island on how to keep their environments clean and kept away from diseases. The Department hosted a field visit exercise in Providenciales and in the other Islands in the TCI taking students around the different areas to show them what they do in their field. Director of Environmental Health Kenrick Neely told The SUN the exercise showed the students how they collect the mosquitoes larva and pupa and also how they treat the swamps. “This is just one of the areas that we decided to bring the kids and show them our techniques of treating and dipping and the purpose of dipping is to check to see if the number of mosquitoes

that you would probably have here. When you do one dip we normally do a count to see how much larva, pupa was in that dip and that will determine and tell us our mosquito density if this area is not treated,” he said Neely added: “We do this exercise after rainfall, we come out and monitor our swamps. We do monitoring on a daily basis but after rainfall we do increase monitoring and treatment of the swamps because we have 309 swamps throughout Providenciales and we have about 100 of those swamps that are wet all year round. Those swamps have mosquito fish in them and you don’t have any problem with the mosquitoes because the fish will eat the larva once they develop and also eat the eggs and we also will treat those other swamps with a bait/ oil that is environmentally friendly.” This initiative is taken place in all of the different Islands in the Turks

and Caicos Islanders exactly like me. My older brother was born in Grand Turk, grew up on Good Street then later relocated to Breezy Brae and has lived in the USA for many years. Though seemingly similar, he is not exactly like me. However, the common thread we share is the fact that we are both Turks and Caicos Islanders in every sense of our national and cultural identity. So what are the solutions?? We need a name change, either in what we call ourselves or completely changing the name of the country. Hon. C. Washington Misick proposed Turcaisians many years ago; merging the Turks with the Caicos. This is a start. Whatever the combination, once it serves to unite us, it can work. The country name change may be the answer because historically countries that have an ‘and’ in them, the island coming behind it are treated poorer than the island(s) at the front. Usually, this is because the island before the ‘and’ is the economic hub, the seat of government or just simply bigger. An example here would be Trinidad and Tobago, Antigua and Barbuda, or St. Kitts and Nevis. What we have in the TCI is the opposite of many countries. The Caicos Islands are geographically bigger than the Turks Islands. Providenciales is now the economic hub, yet Grand Turk remains the seat of Government.

Though, for a brief point in our history, Kew, North Caicos was the capital. The perfect example of a uniting name is The Bahamas. The Bahamas has more islands and cays than the TCI; and like its name, the citizenry also has one unifying name: Bahamians. They have their issues I’m sure; but their national identity is not one of them. Also of note is that many former African colonies have changed their names on achieving independence, such as Ghana, which was formally known as the Gold Coast. Why should we have to wait for independence if a name change is desired by the people? The other solution or opportunity is that circumstances must get to the point across the length and breadth of this country where we have no other choice but to unite and conquer that which divides. Every Caribbean country has had that moment as a part of their story. We have yet to have ours, though some may opine we did with the Junkanoo uprisings. Nevertheless, what JAGS started in 1975 has yet to take root in this country and what he fought for has yet to be universally respected or accepted across the country. The time must come and I believe that time is drawing near and then and only then will we unite and define both our National and Cultural Identity.

they see in care givers, noted Dr. Sam Wass, a researcher at the University of East London and the University of Cambridge in the U.K. who wasn't involved in the study. "This paper isn't looking at attention span per se," Wass said by email. "Rather, it is about how second-by-second changes in a parent's attention influence a child's attention. So if I choose to pay attention to nice things, my baby is more likely to pay attention to them too."

E-cigarette poisonings on rise in young kids Electronic cigarettes are sickening a growing number of young kids, usually because children drink the liquid nicotine that’s used in the devices, a U.S. study of poison center calls suggests. Often, children aren’t seriously harmed, but several have had severe complications like comas and seizures and one child died from liquid nicotine poisoning. Even small amounts of liquid nicotine can cause serious poisoning or death in young children, said senior study author Dr. Gary Smith, director of the Center for Injury Research and Policy at Nationwide Children’s Hospital in Columbus, Ohio. The study, which focused on poison center calls about kids under six years old exposed to tobacco and nicotine, found e-cigarettes posed the biggest risk to toddlers. “Children in this age group are curious, have newfound mobility, explore their environment by putting things in their mouth, and do not recognize danger,” Smith added by email. Big U.S. tobacco companies are all developing e-cigarettes. The battery-powered gadgets feature a glowing tip and a heating element that turns liquid nicotine and other flavorings into a cloud of vapor that users inhale.

Smith and colleagues analyzed poison center data from January 2012 through April 2015. During that period, monthly calls related to e-cigarettes surged from 14 to 223, they report in the journal Pediatrics. Overall, there were 4,128 calls about e-cigarettes, accounting for about 14 percent of the roughly 29,000 total calls related to children’s exposure to nicotine and tobacco during the study. When kids got their hands on e-cigarettes, they were five times more likely to be admitted to a health facility and more than twice as likely to have serious medical problems compared to children exposed to traditional cigarettes, the study found. Most of the time, kids got their hands on e-cigarettes at home. Typically, symptoms from drinking liquid nicotine - like vomiting, nausea, and a rapid heartbeat - went away within a few hours. Among the children who needed medical care, less than 3 percent were hospitalized and roughly 2 percent had severe complications like breathing difficulties, seizures and comas. The study probably underestimates the risk of e-cigarettes, however, because it only includes cases voluntarily reported to poison control centers, the authors note. It’s

also possible physicians might be more inclined to report issues with e-cigarettes because the devices and the resulting medical problems are relatively new. Even so, the findings should serve as a warning to parents because drinking liquid nicotine can be much more toxic to kids than eating tobacco found in traditional cigarettes, said Dr. Sean Patrick Nordt, an emergency medicine researcher at the University of Southern California Keck School of Medicine who wasn’t involved in the study. Liquid nicotine is easier for the body to absorb than tobacco in cigarettes, Nordt said by email. Because cigarette tobacco also doesn’t taste very good, kids are less likely to ingest enough of it to seriously hurt themselves. By contrast, e-cigarettes “can look and smell like candy to children,” Nordt added. Nicotine is also much more concentrated in liquids than in traditional cigarettes, noted Dr. Kyran Quinlan, a researcher at Rush University Medical Center in Chicago and chair of the council on injury, violence and poison prevention for the American Academy of Pediatrics. A cigarette has about 1-2 milligrams of nicotine, but liquid refills for

An e-cigarette sits in a tray on the bar at the Henley Vaporium cigarettes are often contain at least 18 milligrams, Quinlan, who wasn’t involved in the study, said by email. “A small sip, say a teaspoon which is 5 milligrams, exposes a child to the nicotine of several packs of cigarettes all at once,” Quinlan said. “Parents should know that the highly concentrated liquid nicotine used in e-cigarettes is a new deadly poison,” Quinlan added. “The packaging, colors and flavors make these toddler magnets. Young children should have no access to e-cigarettes or their refill liquids because it could kill them.”

Barbados records economic growth in first quarter of 2016

The Barbados economy grew by an estimated 1.7 per cent during the first quarter of 2016, thanks to another strong winter tourist season, according to figures released Tuesday by the Central Bank of Barbados (CBB). It said that long-stay arrivals were up seven per cent, with continued improvement in the United States and United Kingdom markets. Retail prices are estimated to have remained unchanged for the quarter and unemployment for 2015 averaged 11.3 per cent, down from the previous year’s 12.3 per cent. The CBB said that international reserves at April 30 stood at BDS$938 million (One Barbados dollar =US$0.50 cents), equivalent to 14 weeks of import cover, an increase of BDS$11 million during the winter tourist season. The bank said that the current forecast for economic growth in 2016 is 1.6 per cent, mainly because of tourism and ancillary activity. “Summer airlift capacity is forecasted to be up 4.5 per cent, with increases from the UK and US. Total investment in infrastructure, tourism facilities and alternative energy is expected to be 23 per cent higher than last year.” It said the fiscal deficit for 2016/17 is projected to be five per cent of gross domestic [product (GDP), on the basis of expenditures approved by Parliament in March 20 16. This compares with projected nominal growth of GDP of 2.5 per cent – real growth of 1.6 per cent, plus a deflator of 0.9 per cent -, implying a further increase in the gross debt to GDP ratio. As has become the norm, a budget and financial statement is expected shortly, in an effort to close this gap.” The CBB said net private inflows increased by BDS$19 million, largely due to the proceeds from the sale of Banks Holdings Limited to the Brazilian conglomerate, Ambev, which yielded BDS$102 million for local shareholders and BDS$68 million

Flag of Barbados for overseas-based shareholders. It said that the proceeds from this sale contributed to an increase for the quarter of BDS$186 million in commercial banks’ net foreign assets. “Private net investment inflows are estimated at BDS$170 million for the quarter, above the average of BDS$BDS $83 million.” But the bank noted that there has been a slowdown in the installation of solar photovoltaic systems by homeowners and businesses. It said that three megawatts of energy was produced by new installations in the first quarter, compared with the four megawatts in the same period last year. The Barbados Light & Power continued work on its solar farm with a capacity of 10 megawatts, which is targeted to come on stream in September of this year. There are estimated to be 150 purely electric vehicles currently registered in Barbados, and 39 charging facilities that are accessible to the public are distributed across the country. Unlike most countries where electric vehicles are sold, Barbadian owners do not face a situation where the range of their vehicles is of concern,” the CBB noted. It said that companies and agents in the international business sector are adapting to the changing currents and opportunities in the sector.

“Although there was a two per cent decline in the number of total licenses awarded in the quarter, there has been an expansion in the number of societies with restricted liability and exempt insurance management companies.” Barbados’ largest physical export category, chemicals, was up six per cent, and exports of value added rum were about the same as for the period a year ago, but commodity rum exports were down. The bank said that fuel import prices fell by 37 per cent and the volume of fuels imported was down by 16 per cent, a saving of BDS$33 million, or five per cent of all imports for the first quarter of 2016. The figures show there were also declines in most other imported goods including food and beverages which contracted by four per cent. The CBB said that in response to the unsustainable deficit of 11 per cent in fiscal year 2013/14, Government committed to a new medium term programme of fiscal consolidation, which saw the reduction of the 2014/15 deficit to 6.9 per cent of GDP. It said the estimated deficit for fiscal year 2015/16 was 5.4 per cent, in excess of the targeted accrual deficit of 4.5 per cent at the time of the Minister of Finance’s Economic Statement in June 2015.

World leading tour operators convene in Barbados Global tour operators recently carved out critical time to meet with the leadership of Barbados’ tourism industry, from May 11-15, 2016. According to CEO of the Barbados Tourism Marketing Inc., William Griffith, the conference, dubbed Connect Barbados 50, was a major thrust by the industry to join in the 50 anniversary celebrations of Barbados’ independence, while affording local partners the chance to interact directly with some of the biggest sellers in tourism. “Over 950 meetings took take place and our partners had a golden opportunity to negotiate additional business for their respective properties, attractions, etc. For us at the BTMI, it was an important opportunity to get vital feedback from them while showcasing all that is new and

exciting about our destination.” The BTMI conference, which was hosted by Hilton Barbados, attracted tour operators from the USA, the UK, Canada, Europe and the Caribbean & Latin America, including major names such as Expedia, British Airways Holidays, Virgin Holidays, Thomas Cook, Apple Vacations, CheapCaribbean.com, JetBlue Getaways and more. The deals struck during the business-to-business (B2B) conferences often generate millions of dollars and provide hundreds of jobs for industry workers. During the conference, the operators explored the Museum of Parliament, learnt of the island’s Barbados’ history during the Holetown Heritage Walking Tour and savoured Barbados’ best epicurean offerings during several events.

CEO Griffith emphasized the importance of maintaining a strong reciprocal relationship with the tour operators indicating that it bodes well for the island’s tourism arrivals in the long term. “Tour operators are a major source of revenue for our country because of the hundreds of thousands of visitors they refer to our destination each year. At the same time, they rely heavily on us as destination marketing companies to provide them with up-to-date selling points that can match what visitors want. This week is therefore about empowering them to be true ambassadors for brand Barbados and we are pleased to be able to do this with the support of our partners, the Barbados Hotel & Tourism Association (BHTA) and the Barbados Tourism Product Authority (BTPA).”

The facade of the Arango Orillac Building, home of the Mossack Fonseca law firm in Panama City, Panama, which is the source of the vast trove of documents detailing offshore financial dealings The Cayman Islands plays only a minor role in the offshore data leak involving the Panamanian law firm Mossack Fonseca. Of the 214,000 offshore companies set up by the firm, none was incorporated in the Cayman Islands and only 104 had a link to Cayman. In almost all of these cases, the companies, although incorporated elsewhere, provided a Cayman Islands contact address or were set up on the instruction of a Cayman-based intermediary. About a third of the companies are still active. The International Consortium of Investigative Journalists on Monday published an online database of entities, officers and intermediaries linked to the Panama Papers release. The database does not contain all of the 11.5 million internal documents belonging to Mossack Fonseca because the ICIJ decided not to release files containing phone numbers, bank account information, financial transactions or passports for privacy reasons. As a result, the database does not always reveal the beneficial owners of the entities, but more commonly shows only a corporate service provider or parent company. However, the now-published data includes all of the 214,000 offshore companies established or administered by Mossack Fonseca between 1977 and 2015. In addition, the database contains about 14,000 intermediaries, such as law firms, banks and trust services providers who directed the Panama law firm to establish entities on behalf of their clients. A cursory search of the Cayman-linked entities, officers and intermediaries revealed the typical assortment of banks and trust services providers, investment entities and corporate directors that can be expected in a corporate database of offshore companies. In addition to 104 entities connected with the Cayman Islands, there were 32 Cayman intermediaries linked to entities set up by Mossack Fonseca. Cayman companies, service providers and individuals are named about 600 times as officers of entities created by the Panama law firm. In the international context, this means Cayman’s role in the Panama Papers is relatively benign as far as volume is concerned. Mossack Fonseca worked with intermediaries in more than 100 countries. An analysis by Swissinfo shows that the largest number of intermediaries that instructed Mossack Fonseca to establish companies or trusts came from Hong Kong (4,902), the United Kingdom (2,106) and the United States (1,540). Switzerland also played an important role, with at least 1,339 intermediaries setting up more than 34,000 offshore companies with Mossack Fonseca alone, Swissinfo reported. The largest number of offshore companies were set up on the instruction of the law firm’s intermediary clients in Hong Kong, Switzerland and the United Kingdom.

Dominica signs multi-million dollar road rehabilitation project

National Authorizing Officer, Carleen Roberts signing the contract with Philippe Valbon, Managing Director of Trayvis EURL of Martinique More than 5,000 farmers are to benefit from a multi-million dollar agreement as the Dominica government moves to rehabilitate a number of feeder roads across the island. “This investment will serve 5073 farmers, providing access to an anticipated 16, 092 acres of productive land. This investment goes beyond the negative diatribe of non-believers, it proves that the government of Dominica is committed to agriculture,” Agriculture Johnson Minister Drigo said at the signing ceremony. Under the agreement, contracts were signed with companies from St. Lucia, Martinique and the host country Dominica totalling more than EC$20 million (One EC dollar =US$0.37 cents). The funds will come from the European Union through the Banana Accompanying Measures (BAM). Prime Minister Roosevelt Skerrit told the ceremony that “the specific objective of the feeder road rehabilitation project is to enhance the commercial competitiveness and productivity through an improvement of physical infrastructure”. He said the agricultural sector “has been and will continue to be a major contributor to rural employment specifically and economic development overall. “It has the ability to earn much more foreign exchange and is essential in our quest to feed ourselves in a sustainable manner.’ He said that notwithstanding the various challenges including the loss of preferential treatment on the European market for Caribbean bananas, the impact of diseases, “government’s investment in the sector has ensured that it remains strong”. He said the signing ceremony is a further indication of his administration’s efforts to continue the investment in the sector. “Under the BAM Euro15.27 million or approximately EC$45.81 million have been allocated for strategic development initiatives in the agricultural sector thereby helping the government to achieve some of its development objectives,” Skerrit said. The road rehabilitation exercise is expected to be completed within a 1 month period.

Zimmerman to auction gun he used to kill Trayvon Martin The Florida man who shot dead black youth Trayvon Martin in an incident that prompted nationwide civil rights protests will auction the gun he used on Thursday and use some proceeds to challenge presidential candidate Hillary Clinton’s gun control policies, the auction website said. The U.S. Department of Justice recently returned to George Zimmerman the Kel Tec 9mm gun that he used to kill Martin, an unarmed black teenager, on Feb. 26, 2012, according to Gunbroker.com, the website where the weapon is being auctioned. Zimmerman described the weapon as “a piece of American history”, according to the website. The one-day auction is scheduled to begin at 11 a.m. EST (1500 GMT) on Thursday with bidding starting at $5,000. Zimmerman, who was a neighborhood watch volunteer at the time of the incident, said the shooting was in self-defense. Bahamian accused of hacking celebrities’ emails pleads guilty in U.S. A Bahamian man accused of hacking into celebrities’ email accounts to steal unreleased movies and television scripts, personal information and sexually explicit videos that he then tried to sell pleaded guilty on Monday. Alonzo Knowles, who was arrested in December after allegedly trying to sell an undercover agent 15 scripts for $80,000, pleaded guilty in Manhattan federal court to charges of criminal copyright infringement and identity theft. “I am sorry for my actions,” Knowles said in court. Under a plea deal, Knowles, 24, agreed to forfeit $1,900 along with 25 unpublished movie and TV scripts and copies of unpublished music found on a DropBox account belonging to him. He also agreed to waive his right to appeal any sentence below 2-3/4 years in prison. His sentencing is scheduled for Aug. 25. According to authorities, Knowles maintained a list of at least 130 celebrities’ emails and phone numbers. His victims included movie and TV actors, a casting director, a popular singersongwriter and a hip-hop artist, authorities say. Prosecutors have not identified by name the celebrities or the titles of the scripts at issue. But one script he offered to sell to the undercover agent was for “All Eyez On Me,” the upcoming biopic of Tupac Shakur, who died in a 1996 shooting, the film’s production company has said. The probe began in December, after a person described as a “popular radio host” received an offer from someone for scripts of a TV drama’s upcoming season, authorities said. The radio host contacted the show’s executive producer, leading to an investigation by the U.S. Department of Homeland Security, authorities said. The investigation led to Knowles, who in video conference calls told the undercover agent that he had “exclusive content” that was “really profitable” and worth “hundreds of thousands of dollars,” prosecutors said. Knowles later traveled to New York, where he met the agent and provided the 15 scripts along with social security numbers for three professional athletes and an actress, authorities said. Prosecutors said Knowles told the agent he accessed the celebrities’ email accounts by sending a virus to their computers or by emailing a fake notification that their account had been hacked and asking for their passcodes. Following the meeting, Knowles was arrested.

British Overseas territories resist calls for concessions to end tax secrecy Key UK overseas territories led by the British Virgin Islands are still resisting David Cameron’s calls to make fresh concessions on ending tax secrecy at the prime minister’s anti-corruption conference in London on Thursday. The overseas territories have said they will not sign up to public central registers of beneficial ownership, one of the key demands of the charities and anti-corruption campaign groups eager to expose the money launderers hiding their gains in the BVI and elsewhere. Cameron knows his attempt for global leadership status on fighting corruption is being hampered by his inability to persuade the overseas territories to do more to end tax secrecy at a meeting which John Kerry, the US secretary of state, will also attend. Downing Street is increasingly confident that leaders from the key territories will at least attend the summit, after those from the Cayman Islands said they would come. However, the BVI government has yet to announce whether it will send representatives. More than half of the offshore companies set up by the Panamanian law firm Mossack Fonseca were registered in the BVI. In recent weeks ministers have started pressing the overseas territories to accept the so-called automatic exchange of information between a range of jurisdictions – a significant initiative agreed last month and backed by the UK, Germany, France, Spain, Italy and now 15 other countries. Analysis shows £900bn of assets from Russia sitting offshore, as David Cameron prepares to host anti-corruption summit Read more The UK Treasury wants the overseas territories to sign

up to the initiative, which covers company beneficial ownership registers and new registers of trusts that generate tax consequences. The Treasury says such automatic exchange would give tax and law enforcement agencies direct access to significant amounts of information, allowing for more effective investigation of financial crime. British officials speaking on Monday said only Anguilla, Montserrat, Gibraltar and the Isle of Man – representing smaller financial centres – have so far agreed to the scheme. The willingness of leaders from the Cayman Islands to attend the summit is a sign that they may be willing to compromise. Officials said they were in a dialogue with all the overseas territories, pointing out the EU wants to make automatic exchange of information a global standard. One official said he was confident some of the territories would attend the summit, but “a dialogue was underway on whether they would come and on what basis”. Advertisement Some of the overseas territories resent the fresh demands on sharing information only weeks after they had ended bruising negotiations with Whitehall by agreeing to a central register of ownership open only to UK law enforcement agencies. Cameron is prepared to accept criticisms from campaign groups on his failure to persuade the territories to back a public register, arguing that the territories have taken a great step forward by agreeing to any register. UK officials said the summit will issue a communique, a declaration and each attending country would publish its own action plan – a device for each

country to make pledges that go further than the declaration. The UK action plan will contain commitments on the disclosure of companies that purchase property in the UK. A diverse group of leaders are attending the summit, including the Nigerian president, Muhammadu Buhari, his Afghan and Columbian counterparts, Ashraf Ghani and Juan Manuel Santos, as well as the Argentinian foreign minister, Susana Malcorra. The conference will also be addressed by Sarah Chayes, author of Thieves of State: Why Corruption Threatens Global Security. Malta’s prime minister, Joseph Muscat, is giving a keynote address – although one of his ministers, Konrad Mizzi, featured in the Panama Papers. Mizzi set up a secret offshore trust in New Zealand, receiving help from Keith Schembri, Muscat’s chief of staff. Schembri, a former bank clerk, helped set up the trust and filled in much of the paperwork. His Maltese diplomatic passport appears in the Panama Papers. Mossack Fonseca identified him as a Pep, a politically exposed person. The revelations have caused a major political row in Malta. Last week, Mizzi narrowly survived a motion of no confidence in the country’s parliament. He was the only serving EU minister to be found owning an opaque offshore trust. Russia, meanwhile, is sending a top former spy to the summit. Oleg Syromolotov was the deputy director of the FSB, the agency which sent two assassins in 2006 to poison the Russian dissident Alexander Litvinenko. In January a public inquiry found that Vladimir Putin had “probably approved” the operation together with Nikolai Patrushev, the FSB’s then director.

London’s mayor an exception to proposed ban on Muslims: Trump

Republican presidential candidate Donald Trump, who has called for a temporary ban on Muslims entering the United States, suggested he would make an exception for London’s newly elected Muslim mayor, the New York Times reported. However, Sadiq Khan who was sworn in as mayor of the British capital on Saturday, dismissed Trump’s response, saying the real estate billionaire and presumptive Republican nominee had an “ignorant view of Islam”. “There will always be exceptions,” the Times on Monday quoted Trump as saying when asked how his controversial proposal would apply to Khan, the son of a Pakistani immigrant bus driver and a seamstress. Trump said he was happy to see Khan elected, the Times reported, adding: “You lead by example, always lead by example. If he does a good job ... that would be a terrific thing.” Trump put forth the idea of the ban after deadly attacks by Islamist militants in Paris and California last year. Muslim and human rights groups, Trump’s Democratic rivals and many of his Republican presidential opponents condemned the proposal as divisive, counter-productive and contrary to American values. Khan said Trump’s view risked alienating mainstream Muslims and played into the hands of extremists, making both Britain and the United States less

After his victory, he accused his opponents of using fear and innuendo about his alleged links to extremists to turn ethnic and religious groups against each other, which he described as “something straight out of the Donald Trump playbook”. In an interview with Time magazine, Khan said he wanted to go to the United States to see the interesting programmes the mayors of New York and Chicago were implementing, but that he would have to visit before January in case Trump won the Nov. 8 election.

Major New York landlord accused of forcing out tenants to convert units

A man pauses in a park along the Hudson River in Hoboken, New Jersey April 7, 2016, as the skyline of New York’s Mid Town Manhattan and the Empire State Building is pictured during sunset A major New York City landlord was accused on Monday of using harassment, intimidation and fraud to force rent-regulated tenants out of his buildings in order to convert their apartments to more profitable market-rate units. Steven Croman, whose company owns more than 140 apartment buildings in Manhattan, was also criminally charged with falsifying mortgage documents to obtain more than $45 million in loans. The 49-year-old Croman pleaded not guilty at state Supreme Court in Manhattan on Monday to 20 felony counts including grand larceny and fraud. Rent-regulated

apartments, which limit the amount landlords can charge residents based on certain criteria, are a kind of Holy Grail in the city’s high-priced real estate market. In Manhattan, the median sales price for apartments hit $1.15 million in 2015, according to real estate firms. But the number of rentregulated apartments has steadily declined, prompting Mayor Bill de Blasio to promote affordable housing as a major priority. The criminal charges stem from false documents Croman submitted listing rent-regulated units as market-rate apartments and inflating his commercial rental rates to obtain better

refinancing, according to the office of New York State Attorney General Eric Schneiderman. Barry Swartz, Croman’s mortgage broker, was also charged and pleaded not guilty on Monday. A separate civil lawsuit filed by Schneiderman’s office detailed a variety of illegal tactics Croman allegedly used to force out tenants occupying rent-regulated units. Croman filed baseless lawsuits against residents to pressure them to move, the lawsuit said. In some cases, Croman’s employees refused to acknowledge receipt of rent checks and then sued tenants for unpaid rent, the complaint alleges. The lawsuit accuses Croman of hiring a former police officer to intimidate rentregulated tenants. In addition, Croman routinely engaged in shoddy construction practices, creating dangerous conditions, the lawsuit said. On more than 20 occasions, health department investigators measured illegally high levels of lead dust in Croman’s buildings, according to the lawsuit.

Dallas woman dies after being mauled by pack of dogs in city A 52-year-old woman bitten more than 100 times by a pack of dogs last week in a Dallas neighborhood has died, the county medical examiner said on Tuesday. Antoinette Brown, a grandmother who had served in the U.S. Army, died on Monday, a week after Dallas police said she was mauled by dogs who ripped off her flesh. She had been in a medically induced coma, with bandages covering exposed tendons and muscles, police said. “They ate her like they was eating a steak,” her mother, Barbara Brown told the Dallas Morning News. Dallas police said they did not find any dogs around Brown when they arrived at the scene but animal control officers later took custody of six canines from a nearby home that were suspected of attacking Brown. The owner of the dogs could face criminal charges, police said. In response to the mauling, Dallas Mayor Mike Rawlings told local media the problem of roaming dog packs in a few impoverished parts of the city had gotten out of hand and called for stepped up efforts to control the animals.

Florida man accidentally shoots himself, notices two days later A man accidentally shot himself in the arm while cleaning his gun but did not notice until two days later, according to Florida police. Michael Blevins, 37, of Deltona, said he did not feel pain from the bullet, which pierced skin and muscle before exiting his body, according to an incident report from the Volusia County Sheriff ’s Office. He also told a deputy that he did not notice the bleeding until he replaced a black shirt he was wearing with a brown one, and the wound created a stain. Blevins did not immediately respond to a request for comment on Tuesday. A woman who answered a telephone believed to be at Blevins’ residence, but would only identify herself as Lila, described him as a disabled worker and said she was his emergency contact. The shooting happened on Thursday in Blevins’ living room as he cleaned a revolver and loaded the cylinder while resting the gun on his chest so his dog would not jump on it, according to the police report. Blevins told a deputy his back suddenly gave out due to an old injury and he fell, striking his forehead on a table and accidentally firing the gun, the report said. According to the report, Blevins said the blow to his head, coupled with pain medication he takes for the back injury, likely distracted him from feeling the gunshot. Blevins took himself to Florida Hospital Fish Memorial on Saturday where staff reported the incident to the sheriff. The case was closed without charges as an accidental shooting.

Baltimore officer waives jury trial in death of Freddie Gray

Officer Edward M. Nero is pictured in this undated booking photo provided by the Baltimore Police Department A Baltimore police officer will be tried by a judge instead of a jury on charges stemming from the 2015 death of Freddie Gray, a black man who died in police custody, a Maryland judge ruled on Tuesday. Edward Nero, 30, is the second officer to face trial in Baltimore City Circuit Court over Gray’s death from a neck injury suffered in a police transport van. The incident sparked rioting and protests across the city of 620,000 and is one of those highlighted by the Black Lives Matter movement. Nero is charged with second-degree assault, two counts of misconduct in office and reckless endangerment. All are misdemeanors. Five other officers

also face charges over Gray’s death, ranging from misconduct in office to second-degree murder. In a pre-trial hearing, Judge Barry Williams granted a request by Nero’s lawyers to waive his right to a jury and have Williams decide his fate in a bench trial. Williams warned Nero that it was difficult to reverse his decision. “You generally can’t turn around and have a jury trial,” he said. Legal experts have said police officers normally waive their rights to a jury because they think judges are more likely to render a not guilty verdict or impose a lighter sentence. Defense lawyers had tried

to have the trials moved from Baltimore, saying media coverage had made it impossible to find an impartial jury in the majority black city. Williams said he was granting “at this stage” a defense motion for no discussion of a spring-assisted knife found on Gray. Prosecutors and the defense have sparred over whether the knife was illegal under state or city law. Testimony was set to start on Wednesday, but Williams allowed a one-day delay because of electrical work in prosecutors’ offices. He said the trial could run through at least May 18. Nero was among officers who arrested Gray, 25, in April 2015, when he ran from them, unprovoked. Gray was not secured by a seatbelt in the police van and an autopsy showed he died from a neck injury incurred during transport. The first trial, that of Officer William Porter, ended in a hung jury in December. Williams also denied a motion brought by media groups for access to sealed court records, trial transcripts and other documents. But he eased his restriction over transcripts, saying reporters could order them with the exception of bench conferences.

China scrambles fighters as U.S. sails warship near Chinese-claimed reef China scrambled fighter jets on Tuesday as a U.S. navy ship sailed close to a disputed reef in the South China Sea, a patrol China denounced as an illegal threat to peace which only went to show its defense installations in the area were necessary. Guided missile destroyer the USS William P. Lawrence traveled within 12 nautical miles (22 km) of Chineseoccupied Fiery Cross Reef, U.S. Defense Department spokesman Bill Urban said. The so-called freedom of navigation operation was undertaken to “challenge excessive maritime claims” by China, Taiwan, and Vietnam which were seeking to restrict navigation rights in the South China Sea, Urban said. “These excessive maritime claims are inconsistent with international law as reflected in the Law of the Sea Convention in that they purport to restrict the navigation rights that the United States and all states are entitled to exercise,” Urban said in an emailed statement. China and the United States have traded accusations of militarizing the South China Sea as China undertakes large-scale land reclamation and construction on disputed features while the United States has increased its patrols and exercises. Facilities on Fiery Cross Reef include a 3,000-metre (10,000-foot) runway which the United States worries China will use to press its extensive territorial claims at the expense of weaker rivals. China’s Defence Ministry said two fighter jets were scrambled and three warships shadowed the U.S. ship, telling it to leave.

Labour’s Khan becomes first Muslim mayor of London after bitter campaign Sadiq Khan, the son of a bus driver, became London’s first Muslim mayor on Saturday, seeing off a Conservative challenger who attempted to link him to extremism and securing a much-needed win for his opposition Labour Party. Khan’s victory, which also makes him the first Muslim to head a major Western capital, was confirmed shortly after midnight inside London’s futuristic glass and steel city hall following a day of mixed news for Labour in elections elsewhere in the country. Dealt a crushing blow in Scotland, where it came third behind the Scottish National Party and Britain’s ruling Conservatives, Labour did better than expected in England, saving its left-leaning leader from an early challenge. But the big prize was the London mayor vote, which pitted Khan, 45, who grew up in public housing in inner city London, against Conservative Zac Goldsmith, 41, the son of a billionaire financier. “This election was not without controversy and I am so proud that London has today chosen hope over fear and unity over division,” Khan said in a short speech after the results. “I hope that we will never be offered such a stark choice again. Fear does not make us safer, it only makes us weaker and the politics of fear is simply not welcome in our city.” Plaudits for Khan flooded in from as far afield as New York, whose mayor Bill de Blasio said on Twitter: “Sending congratulations to London’s new mayor and fellow affordable housing advocate, @SadiqKhan.”

Khan’s 13.6 percent margin of victory over Goldsmith was the widest in a London mayoral election in 16 years, showing that a bitter campaign marred by accusations that Khan had links to extremists and charges of antiSemitism within Labour ranks had failed to deter his voters. The Labour lawmaker replaces Conservative Boris Johnson, who ran the city of 8.6 million people for eight years. A top campaigner for Britain to leave the EU, Johnson is seen as a contender to succeed David Cameron as party leader and prime minister. The Conservatives were keen to keep hold of the post, which does not run the City of London financial district but has influence over government in lobbying for the capital. The mayor is responsible for areas such as policing, transport, housing and the environment. Khan, looking exhausted after a much delayed result, made an emotional speech referencing his Pakistani father, who he said would have been “proud that the city he chose to call his home, has now chosen one of his children to be the mayor.” Khan held his lead in the opinion polls, despite accusations by Goldsmith that he has shared platforms with radical Muslim speakers and given “oxygen” to extremists. Khan says he has fought extremism all his life and that he regrets sharing a stage with speakers who held “abhorrent” views. The Labour Party accused Goldsmith and the ruling Conservative Party of smearing Khan.

Sadiq Khan attends the signing ceremony for the newly elected Mayor of London, in Southwark Cathedral, London, Britain, May 7, 2016 Goldsmith denied the charge, saying he had raised legitimate questions over his opponent’s judgment - but the tactics do seem to have backfired, with some voters interviewed by Reuters saying they found the campaign “disgusting and slimy”. While fighting those charges, Khan, a former human rights lawyer, also distanced himself from the newly elected Labour leader, Jeremy Corbyn, after a row over anti-Semitism. The Labour leader ordered an inquiry into charges of anti-Semitism

after suspending Ken Livingstone, a political ally and a former London mayor, for saying Adolf Hitler had supported Zionism. The impact of the crisis was difficult to gauge in the election of more than 2,700 local officials and new devolved authorities in Scotland and Wales. Compared to the last regional elections in 2011, Labour’s share of the vote was down 9.2 percent in Scotland and 7.6 percent in Wales, allowing a strong showing for the antiEU UK Independence Party before a referendum on membership of the bloc on June 23. But, with fewer losses in England than expected, Corbyn was able to rally enough support to prevent an early challenge. Corbyn, who was elected as party leader last year on a wave of enthusiasm for change and an end to ‘establishment politics’ among mostly younger members, welcomed some of the results and said he would fight to re-establish Labour in Scotland. “We hung on and we grew support in a lot of places,” he said. But he did little to quell criticism of his leadership in a party which has moved from crisis to crisis, the latest the row over anti-Semitism forcing Corbyn to suspend Livingstone. Richard Angell, director of Labour activist group Progress, said the party had to refocus on issues that concern voters. “Corbyn need to shake up his operation, kick out Ken Livingstone as a first step to nailing the antiSemitism problem and focus on voterfriendly policy,” he told Reuters.

An Uber car is seen parked with the driver’s lunch left on the dashboard in Venice, California, United States on July 15, 2015 Uber [UBER.UL] will join with the International Association of Machinists to launch an independent guild to represent drivers of the ridehailing service in New York City, company officials said on Tuesday. Under a five-year agreement, the Independent Drivers’ Guild, which will be a branch of the Machinists Union, will aim to protect the current 35,000 drivers and any future drivers who work for Uber in the city, the guild said in a statement. “Forming this Guild is crucial for thousands of drivers who need a stronger voice and gives organized labor an opportunity to shape the new economy in a way that supports and values workers and their families,” said James Conigliaro Jr., founder of the Independent Drivers Guild. Uber has been trying to repair a sometimes rocky relationship with its drivers across the country. Some drivers have filed lawsuits contending that they should be classified as employees rather than contractors. According to court documents made public this week, drivers who worked for Uber in California and Massachusetts would have been entitled to an estimated $730 million in expense reimbursements over the past seven years had they been

officially employed by the company. Uber and the guild said the new organization would seek to improve the relationship between drivers and the company, insure discounted legal services, provide life and disability insurance, roadside assistance, education services and access to an online employee center. “This would not only mean more money for drivers, it would also free up resources for a new benefits fund administered by the Guild and used to cover benefits such as paid time off or parental leave,” Uber’s chief adviser, David Plouffe, said in a separate statement. The union will also give drivers the ability to appeal deactivation decisions, when Uber denies access to its app for drivers found to have broken its code of conduct. Being deactivated can limit or halt drivers’ ability to earn income. Plouffe said the union would also level the playing field for Uber drivers since rides on Uber will be taxed at the same rate as taxis and private drivers for the first time. Membership of the guild is currently free for all Uber drivers in New York City until the organization gains more members. Afterward, there will be a fee to join, according to the guild’s website.

WhatsApp logo Last year, WhatsApp introduced its instant messaging service to the web with WhatsApp Web. Fifteen months later, the chat client – which has more than a billion users – has taken things a step further and launched native desktop apps for both Windows and Mac devices. The Facebook-owned announced that its apps are now available for Windows 8 and above as well as Mac OS X 10.9 and above. They are synced with the app on users’ mobile devices. “Like WhatsApp Web, our desktop app is simply an extension of your phone: the app mirrors conversations and messages from your mobile device,” the company said in a statement.

“The app lets you message with friends and family while your phone stays in your pocket.” But for it to work, you need the mobile app running on your phone nearby while using your computer to send messages via WhatsApp. Although there are advantages to using a native desktop app. The statement adds: “Because the app runs natively on your desktop, you’ll have support for native desktop notifications, better keyboard shortcuts, and more.” After installing the app, you’ll have to scan a QR code using the app on your mobile. Once the QR code is recognised, you’ll be authenticated to use WhatsApp on the desktop.

Google says ‘no’ to payday lender ads

A security guard Google, a unit of Alphabet Inc (GOOGL.O), said it would ban advertisements for payday loans as these “deceptive or harmful financial products” take advantage of vulnerable customers. Google, which joins Facebook Inc (FB.O) in blocking ads by payday lenders, announced its decision a day after the U.S. Treasury suggested that online lenders support more transparency in their transactions. Payday lenders, which offer small loans at high interest rates that have to be repaid in a short period of time, have come under criticism as borrowers often fail to pay the loans or tend to refinance them, increasing their debt. “Research has shown these loans can result in unaffordable payment and high default rates for users,” David Graff, director of global product policy at Google, said on Wednesday on a Google blog. (bit. ly/1qe5nMP) Shares in online lender Enova International Inc (ENVA.N) fell 6.2 percent on Wednesday, while the World Acceptance Corp (WRLD.O) was down 3 percent. “It’s disappointing that a site created to help give users full access to information is making arbitrary choices on the advertisements users are allowed to see from legal businesses,” Kirk Chartier, Enova’s chief marketing officer, said in a statement. He added that Enova did not expect significant impact to its business from Google’s decision. The company will ban advertisements for loans where repayment is due within 60 days of the date of issue. In the United States, the company will also ban advertisements for loans with annual percentage rates (APRs) of 36 percent or more. Federal policymakers and regulators have in the past discussed and rejected the idea of capping APRs - or yearly interest rates on loans - at 36 percent. Some states, including New Hampshire and Montana, have done so at regional levels, however, according to the Consumer Federation of America. “To make an advertising rule that contravenes state and federal law is not only disturbing, but it’s discriminatory,” Lisa McGreevy, CEO of the Online Lenders Alliance, told Reuters. “A certain class of people who wouldn’t otherwise qualify for regular credit now can’t get credit ... It’s them (Google) deciding who can and cannot have information about credit.” Advertisements that appear on the top and right side of a Google search results page will no longer show marketing from the payday lending industry beginning July 13.

Report claiming bias in Facebook ‘trending’ topics sparks social media outcry Facebook (FB.O) workers have often omitted conservative political stories from the website’s “trending” list, the technology news site Gizmodo said on Monday in a report that sparked widespread comment on social media. An unnamed former Facebook employee told Gizmodo that workers “routinely suppressed news stories of interest to conservative readers,” according to Gizmodo, while “artificially” adding other stories into the trending list. Facebook told Reuters on Monday that there are “rigorous guidelines in place” to maintain neutrality and said that these guidelines do not prohibit any news outlet from appearing in trending topics. Facebook did not respond directly though to questions about whether employees had suppressed conservative-leaning news. “These guidelines do not permit the suppression of political perspectives. Nor do they permit the prioritization of one viewpoint over another or one news outlet over another,” a spokesperson for Facebook said. The report alarmed some social media users, with several journalists and commentators

A Facebook logo is pictured on an Apple’s Ipad in Bordeaux, southwestern France, March 10, 2016 criticizing Facebook for alleged bias. “Aside from fueling right-wing persecution, this is a key reminder of dangers of Silicon Valley controlling content,” tweeted journalist Glenn Greenwald (@ggreenwald). “Well, you go to Hell, Facebook,” tweeted Kyle Feldscher (@Kyle_Feldscher), a reporter at the Washington Examiner, a conservative-leaning publication.

“For anyone who cares about press freedom, this is frightening stuff,” tweeted Bloomberg Editor Bill Grueskin (@BGrueskin), with a link to Gizmodo’s story. “Former Facebook Workers” quickly became one of the top-ten trending topics on Twitter (TWTR.N) in the U.S. after the Gizmodo story broke. The Conservative Political Action Conference (CPAC), one of the groups reportedly blocked from Facebook’s trending list, said it would closely monitor how the claims against Facebook unfold. “If we can confirm that the allegations are true and accurate, that would be disappointing,” said CPAC Communications Director Ian Walters, who added that he was sensitive to the fact that the claims are as of yet unconfirmed. A post on Facebook’s help center said that the “trending” section of the site “shows you topics that have recently become popular on Facebook.” It lists “engagement, timeliness, Pages you’ve liked and your location” as some of the factors that determine what trends show up for each Facebook user. Facebook users can also manually remove certain topics from their trending list.

Disney shares stumble as expectations outpace reality For Walt Disney’s Peter Pan, flying was “all a matter of faith and trust.” Investors in Walt Disney Co showed a lack of both in the company’s stock on Wednesday. Disney’s shares fell 4.5 percent to $101.76 in morning trading and were the biggest drag on the Dow Jones industrial average after the entertainment conglomerate’s quarterly earnings and revenue fell short of sky-high estimates. As expected, Disney did get a boost from the success of the animated hit film “Zootopia” and “Star Wars: The Force Awakens”. But its cable business continued to struggle, theme park attendance was weaker than expected and product sales fell, leading to first miss on earnings per share in 19 quarters. “We believe the nature of Disney’s franchises like Star Wars has resulted in expectations running ahead of reality,” Barclays analyst Kannan Venkateshwar wrote in a note to clients. Venkateshwar rates Disney “underweight” on valuation, with a price target of $89. Disney has a forward price-earnings ratio of 17.3, compared with an average 14.4 for its peers. Thomson Reuters StarMine’s intrinsic valuation model, which takes into account analysts’ EPS forecasts, indicates

The entrance gate to The Walt Disney Co is pictured in Burbank, California February 5, 2014 Disney’s stock should be trading at $98.12 - about $4 below where it was trading on Wednesday. “We are reluctant to pay a significant premium to the group average (and market) for Disney given that historical and projected growth rates have not generally been superior to peers,” wrote Cowen & Co analyst Doug Creutz, who maintained a target of $88 on Disney’s shares. RBC Capital analyst Steven Cahall, who has a price target of $103 on Disney, was also cautious. “...We’re concerned that it’s at peak earnings with “The Force Awakens” potentially setting an impossible comparable, and domestic parks running low on headroom with record occupancy, especially if U.S. economic weakness sets in,” he wrote. For Goldman Sachs, troubles in Disney’s cable business, which includes sports network ESPN, “underscores

our bear concern about rising expectations.” Goldman analysts, led by Drew Borst, cut their price target to $109 from $111 - the only cut among brokerages tracked by Thomson Reuters. KING OF CONTENT Disney’s disappointing results had little effect on shares of other media companies, such as Viacom Inc, Time Warner Inc and Twenty-First Century Fox Inc. And some analysts saw the stock’s drop as a chance to buy. “Content is king and Disney is the king of content,” said Ivan Feinseth, an analyst at Tigress Financial Partners, which holds Disney shares on behalf of clients. David Miller, an analyst at Topeka Capital Markets, termed the results a “rare blip” and said the stock’s weakness was “an outstanding buying opportunity.”

Oil jumps on first U.S. drawdown since March; Brent up 4 percent Oil jumped on Wednesday, with Brent up more than 4 percent for a second day in a row, after the U.S. government unexpectedly said crude inventories fell the first time since March, adding to concerns over supply outages in Canada and Nigeria. The U.S. Energy Information Administration (EIA) said crude inventories fell 3.4 million barrels last week, compared with analysts’ expectations for an increase of 714,000 barrels and the American Petroleum Institute’s (API) build of 3.5 million barrels in preliminary data issued on Tuesday. [EIA/S] [API/S] The EIA report “has been quickly viewed as bullish, with the crude draw just about exactly opposite to what API had,” said Dominick Chirichella, senior partner at the Energy Management Institute in New York. Oil markets extended gains after the data. Brent crude futures LCOc1 settled up $2.08, or 4.6 percent, at $47.60 per barrel. In the previous

An oil pump jack can be seen in Cisco, Texas, August 23, 2015 session it gained 4.3 percent. The EIA, in a separate report on Wednesday, said it expected Brent to trade at $76 a barrel in the next year on continued increase in demand. U.S. crude’s West Texas Intermediate futures CLc1 rose $1.57, or 3.5 percent, to settle at $46.23. The rally in crude crossed over to refined oil products, with gasoline

settling up 6 percent and ultra-lowsulfur diesel, or heating oil, 4 percent. The refining margin, or “crack,” for gasoline 1RBc1-CLc1 had its biggest daily gain in three months, rising more than 14 percent to above $20 a barrel. Crude prices had risen earlier after Shell announced a Nigerian pipeline closure while Canadian energy companies tried to restart

closed facilities that had halted more than 1 million barrels per day (bpd) in supply after a huge wildfire in Alberta’s oil sands region. “We were not totally surprised with the draw after the shut-in in Canadian production,” said Tariq Zahir, trader and managing partner at Tyche Capital Advisors, New York. “But while the fires have taken tar sands production offline, we believe this will not be a prolonged event.” In Nigeria, a refinery official said crude flows were halted to the Kaduna and Warri refineries after a pipeline attack. Nigeria’s state petroleum company says the Kaduna refinery produces 1.5 million liters (12,579 liquid barrels) of fuel per day, while the one in Warri had a capacity for 125,000 bpd. On Tuesday, Royal Dutch Shell’s (RDSa.L) Nigerian unit said it had declared force majeure on Bonny Light exports following the closure of the Nembe Creek Trunk line for repairs after a leak.

Senate committee questions Facebook over news selection

The sun rises behind the entrance sign to Facebook headquarters in Menlo Park before the company’s IPO launch, May 18, 2012 A U.S. Senate committee launched an inquiry on Tuesday into how social media website Facebook selects its news stories after a report that company employees blocked news about conservative issues from its “trending” list. The Senate Committee on Commerce, Science and Transportation asked Facebook Chairman and Chief Executive Mark Zuckerberg in a letter to answer questions about the company’s news curation practices and its trending topics section. The investigation comes after Gizmodo reported on Monday that a

former Facebook employee claimed workers “routinely suppressed news stories of interest to conservative readers,” while “artificially” adding other stories to the trending list. U.S. Senator John Thune, the chairman of the committee, told reporters Tuesday his primary concern was that Facebook may be engaging in deceptive behavior if employees meddled with what trending news was displayed. “If you have a stated policy, which your followers or your audience knows to be the case, that you use an objective algorithm for trending topics

-- you better follow that policy,” Thune said. “It’s a matter of transparency and honesty and there shouldn’t be any attempt to mislead the American public.” The letter to Facebook includes requests for information on the organizational structure for the “Trending Topics feature.” Adam Jentleson, deputy chief of staff to Democratic Senator Harry Reid, balked at the request in a statement provided to Reuters. “The Republican Senate refuses to hold hearings on [Supreme Court nominee] Judge [Merrick] Garland, refuses to fund the president’s request for Zika aid and takes the most days off of any Senate since 1956, but thinks Facebook hearings are a matter of urgent national interest,” Jentleson said. A Facebook spokesman said it had received Thune’s request for more information about how “Trending Topics” works. “As we investigate, we will also keep reviewing our operational practices around Trending Topics — and if we find they are inadequate, we

will take immediate steps to fix them,” the spokesperson said. Tom Stocky, the vice president of search at Facebook, responded to the allegations Monday night in a lengthy post published to the social media site saying there are “strict guidelines” for trending topic reviewers who “are required to accept topics that reflect real world events.” He added that those guidelines are under “constant review” and that his team would “continue to look for improvements.” Katie Drummond, the editor-in-chief of Gizmodo, called her publication’s story “accurate” in a statement released to Reuters Tuesday. Gizmodo’s report alarmed several social media users, with some conservatives in particular criticizing Facebook for alleged bias. “’If a Conservative Speaks and Facebook Censors Him - Does He Make a Sound?’” Wisconsin Governor Scott Walker (@ScottWalker) wrote on Twitter Tuesday, with a link to a National Review story that detailed the allegations against Facebook.

U.S. posts $106 billion budget surplus in April The U.S. government posted a $106 billion budget surplus in April, down 32 percent from the same period last year, the Treasury Department said on Wednesday. The government had a surplus of $157 billion in April of 2015, according to the Treasury’s monthly budget statement. Analysts polled by Reuters had expected a $112 billion surplus for last month. Accounting for calendar adjustments, April

would have shown a $147 billion surplus compared with an adjusted $157 billion surplus in April 2015. The current fiscal year-to-date deficit was $355 billion, up 25 percent from a $283 billion deficit this time last year. On an adjusted basis, the gap was $310 billion compared with $283 billion last fiscal year. “It’s a hard business.” Asked about acquisition possibilities, Forster said future purchases would be on a similar scale to its recent deals in order to bring on new teams and technology. “I wouldn’t be surprised to see Spotify continue to invest in areas that are relevant or adjacent to our business,” he said. Revenues will continue to come largely from subscriptions but Spotify will also hunt for other income in areas such as concerts, merchandising and video, though Forster was quick to add that the company was “not trying to be a Netflix (NFLX.O)”. The company on Monday launched a new video offering which will include exclusive content, like short, behind-thescenes videos of artists. And Spotify has no intention of slowing its pace of expansion, having said in March that it had raised $1 billion in convertible debt from U.S. firms TPG Capital [TPG.UL] and Dragoneer Investment Group. Forster said that it was reassuring that the company’s conversion rate for turning new users of the advertising-based service into subscribers, had held up at 25 to 30 percent, despite its user growth. “That should have a negative effect on the conversion rate but it hasn’t,” he said. Asked whether Spotify could be an acquisition target for a larger technology company like Google or Facebook(FB.O), Forster said: “I’ve always felt Spotify likes being Spotify. We have fought to get to where we are today and we are quite happy and it would be emotionally hard not to be us, but who knows?” “I think that people have really woken up to the opportunity of streaming. We can see that it is just the beginning. We’ve never grown quicker than we have.”

York City drivers

An Uber car is seen parked with the driver’s lunch left on the dashboard in Venice, California, United States on July 15, 2015 Uber [UBER.UL] will join with the International Association of Machinists to launch an independent guild to represent drivers of the ride-hailing service in New York City, company officials said on Tuesday. According to court documents made public this week, drivers who worked for Uber in California and Massachusetts would have been entitled to an estimated $730 million in expense reimbursements over the past seven years had they been officially employed by the company.

Tony Cozier: West Indian commentator dies aged 75

Legendary West Indian commentator Tony Cozier has died at the age of 75. A familiar and respected voice around the world, the Barbadian will be remembered for a career in TV, radio and journalism spanning 58 years. Born in Bridgetown in 1940, he made his BBC Test Match Special debut in 1966 and also wrote several books. "Tony was the master of going between TV and radio ball-by-ball commentary. He was the master of both," said BBC cricket correspondent Jonathan Agnew. "He's easily the best I've come across in 25 years at being able to do both disciplines." Barbara Slater, director of BBC Sport, said: "Tony will be remembered with fondness by everyone at the BBC. "Since his Test Match Special debut 50 years ago this summer, Tony has been a very popular commentator on the programme during matches against West Indies and throughout many major tournaments. Thompson clocks sizzling 10.71 in Kingston wind Elaine Thompson clocked a sizzling wind-assisted 10.71 seconds to win the 100 meters at the Jamaica International on Saturday, sending out a warning to her sprint rivals ahead of August's Rio Olympics. The Jamaican got off to a blistering start with English Gardner before pulling away from her rival in the last 40 meters to win by 14 hundredths of a seconds. American Gardner was second in 10.85 with the fast-finishing Michelle-Lee Ahye of Trinidad and Tobago third in 10.98, both also aided by an illegal wind of +2.4 meters per seconds. Thompson, who last summer logged 21.66 -- the fifth fastest 200m of all time -- to take silver at the Beijing world championships, told Reuters things were coming together nicely for what she hoped would be a twin sprint assault in Rio. "It's a stepping stone, so I'm taking it one step at a time. Each race that I run I'll see what I can correct with my coach and see what I have to do next," Thompson said. "I've been training really hard this year so I just went out there to execute and that's what I did and I came out victorious." Thompson, third in the 60m at the world indoors in March, would have become the second fastest Jamaican woman behind reigning Olympic and world champion Shelly-Ann Fraser-Pryce (10.70) had it not been for the wind. "My start isn't the best, but I’m working on it and I’ve been getting better," the 23-year-old said. There was also local success

Elaine Thompson of Jamaica celebrates her bronze medal finish in the women's 60 meters final during the IAAF World Indoor Athletics Championships in Portland, Oregon in the men's blue riband sprint when Kemar Bailey-Cole, who withdrew from last year's world championships with a hamstring injury, recovered from a poor start to edge American Mike Rodgers by two hundredths of a second in 10.01. His compatriot Julian Forte, who faded in the last 20 meters, was third in 10.06, while American former world champion Tyson Gay finished fifth in 10.08. The wind also robbed American Brianna Rollins, the 2013 world champion, of the year's second fastest time in the 100m hurdles, as her 12.52 was aided by a trailing wind of +2.9 m/s. World 400m silver medalist Shaunae Miller of the Bahamas ran a world leading 22.14 in the 200m but again the mark will not stand because of the +2.5 m/s wind.

Murray splits with coach Mauresmo

Andy Murray and his coach Amelie Mauresmo have agreed to end their two-year working relationship, the British world number three said on Monday. Twice grand slam winner Murray lost the Madrid Open final to Novak Djokovic on Sunday. "I've learned a lot from Amelie over the past two years," Murray said in a statement. "She's been a calming influence in the team and we'll miss having her around. "I'll take some time to consider the next steps and how we progress from here, but I'd like to thank her for everything she has done, she's been an invaluable member of the team." Mauresmo described working with Murray as being a fantastic experience.

'Wiser' Gatlin American Pharoah plots Bolt revenge is busy making money after Japan win in retirement

US sprinter Justin Gatlin clocked a time of 10.02 seconds in Kawasaki American Justin Gatlin roared to a 100 metres victory in Japan on Sunday, as track and field's pantomime villain kicked off his preparations for this summer's Rio Olympics. Floored by Jamaican sprint king Usain Bolt in the 100m and 200m at last year's world championships, two-time doping offender Gatlin clocked a time of 10.02 seconds into a slight headwind in Kawasaki in his first test of the season. "Definitely it's given me motivation, but also it's made me smarter and wiser," Gatlin told AFP, referring to his Beijing disappointment. "Usually you can come with a strategy that can combat the whole field," added the 34-year-old after finishing well clear of Japan's Ryota Yamagata (10.21) and Ramon Gittens of Barbados (10.26), despite a sore right ankle. "But when you go against someone like Usain, who is unique in stature and talent, you've got to come with a contingency plan, a plan B." Gatlin had been unbeaten in 28 races over two years before Bolt's ruthless Beijing take-down of his American rival, whose frustration at being demonised in the media was plain to see. "It has made me a smarter and wiser competitor to know when to stay within my technique, execute my race and just worry about myself," said Gatlin, who runs in Shanghai next week. "I rolled my ankle in November -- it was almost a break. It's still swollen so to be able to come out here and run this race, just smooth, I'm happy with that."

Local favourite Yoshihide Kiryu, who has run a wind-assisted 9.87, finished fourth in 10.27, just ahead of Japanese schoolboy sensation Abdul Hakim Sani Brown, the 17-year-old who broke Bolt's meet record in the 200m at last year's world youth championships. Former 400m Olympic champion Jeremy Wariner trailed home third behind Jamaican-born teenager Julian Walsh of Japan, who won in a personal best of 45.68 with Jarrin Solomon of Trinidad and Tobago (45.77). Wariner, hoping to make the United States team for Rio his country's Olympic trials in July, faded badly in the home straight to finish in 46.04. "No excuses," the 2004 Athens gold medallist and twice world champion told AFP. "It wasn't what I wanted. My (first) 200 was good but I think the wind got to me down the home stretch. "It is what it is," added Wariner, who took silver at the 2008 Beijing Olympics before a torn hamstring sabotaged his bid in London four years ago. "I've got some work to do." World champion Tianna Bartoletta won the women's long jump with a best leap of 6.61 metres, the American edging out Australian Brooke Stratton (6.55m) and China's Xu Xiaolang (6.47m). Canada's Shawn Barber, who captured pole vault gold in Beijing, claimed top spot in Kawasaki after clearing 5.62 metres. Asian champion Xie Wenjun led a Chinese double in the 110m hurdles, clocking 13.36 seconds with Zhang Honglin runner-up in 13.59 and Japan's Hideki Omuro third in 13.61.

American Pharoah has been a busy boy in retirement. Last year's Triple Crown winner has frolicked with more than 100 mares since he started his second act as a stud on February 15. And he has been paid handsomely for it: American Pharoah's fee is $200,000 for every healthy foal. You can do the math. More than $20 million is already due to Ashford Stud, the farm that bought his stud rights last year for an undisclosed amount. And he's only about halfway through his first breeding season. By comparison, American Pharoah won $8.7 million in his career, when he won 9 of 11 races. The $200,000 stud fee is an impressive amount, about twice what experts were estimating he might be worth last spring when he became the first Triple Crown winner in 37 years. And it's far more than any of the other 12 stallions on Ashford Stud's farm in Versailles, Kentucky, about an hour east of Churchill Downs. American Pharoah's stablemate, Giant Causeway, gets $85,000 in stud fees. But believe it or not, the $200,000 isn't the top stud fee on the market. Tapit, who won only three races in an undistinguished career, fetches $300,000 in stud fees. Why? His bloodlines and the success of his offspring, which include three that are entered in this year's Derby. There's no way to know how successful American Pharoah's offspring will be.

Send us your sports reports and photos to sun@suntci.com And we will publish them at no cost

None will be born until next year and won't be eligible to run in the Derby until 2020. But if they prove anywhere near as successful as their dad, American Pharoah's fees could rise to the top of the industry, said Evan Hammonds, executive editor of trade publication Bloodhorse. Still American Pharoah won't be able to approach the record $1 million stud fees that Northern Dancer was getting near the end of his stud career in the mid 1980s. The market for horses has changed since then. "There's a little more restraint among buyers on the high end of the market," said Hammonds. "They won't spend the crazy money any more. And that changes the market for stud fees." The mating season for thoroughbreds runs from midFebruary through late May or June because of when owners want foals to be born. Gestation for a horse is 11 months. Horses must turn 3 years old in the calendar year they run in the Derby, so no owner wants a horse born in the late in the year, which would make them much younger than the other competitors. American Pharoah is mating with two to three horses a day, seven days a week, although when he pulled a muscle in his back during mating earlier this year, it put him on the sidelines for about two weeks, Hammonds said.
