MIKE MISICK TRAVELED TO DR

ormer Turks and Caicos Islands Premier Michael Misick, who was once deemed a flight risk and restricted from even traveling to the sister islands, was recently granted permission to travel to the Dominican Republic by Mr. Justice Paul Harrison who is presiding over the high-profile corruption trial. In an interview with The SUN, Misick, who is on US$10million bail, confirmed that the judge gave him permission to travel in order to see a medical specialist in DR. Misick was not accompanied by any police officers or officials from the Special Investigations and Prosecution Team (SIPT). The 50-year-old politician who was extradited from Brazil in January 2014, is required to report to the police station daily and is under a midnight curfew. This is the first time he left the country since 2014. “I went to see a specialist. My lawyer and I had discussions with the prosecution and then the prosecution and my lawyer agreed that I would be able to go Sunday of last weekend and return on Thursday May 26th),” he told The SUN. “Initially they wanted to send two police officers with me and I told them that is not necessary because I’m coming back and they dropped it. Basically what I had to do is to inform the people who signed the sureties on bail and they had to sign saying either they agree or they have objections for me to leave the country to seek medical attention. I came back on my own.” Misick left the country on his own without any police traveling on InterCaribbean on Sunday and came back today (Date). When questioned about his current bail cost he said, “If I have to go to any of the other Islands I have to inform them that I’m leaving the and I can’t overnight anywhere else. My curfew is at my residence, so for example I can’t go to Grand Turk overnight. If I inform that I’m going to Grand Turk I have to come back before 12 a.m.” Misick said he believes is bail conditions are very strict, adding that his return from DR proves that he is not a flight risk.

Misick said, “I remember the Christmas before last (2014), I wanted to go and spend the Christmas with my mom when she was alive and I made an application, accompanied by lawyer Lara Maroof, before Chief Justice Margaret Ramsay-Hale and she turned me down. That was in North Caicos to go and spend Christmas with my mom. In fact, not only did she turn me down she made the comment that if she had anything to do with it she wouldn’t give me bail in the first place.” Meantime, Misick said that he is having serious issues with his local instructing attorney Beryn Duncanson who he wants to fire. “He (Duncanson) is not actively involved in the case and secondly he tried to give me a half a million dollar bill and I’m on legal aid. He tried to bill me for something to legal aid should cover and you can’t mix up legal aid with private money plus I don’t have any private money anyway and also he doesn’t have a relationship with the lawyers in the trial and they’ve had money issues with him. My QC Ralph Thorne is not completely paid off his brief fee. The Government paid him (Duncanson) $350,000 in brief fees and he has not paid my QC all is brief fees,” Misick added. Misick said he has serious concerns about the cost of the SIPT trial. “This trial is costing the Turks and Caicos Government and tax payers over a million dollars a month; it’s a waste of money. Over a million dollars a month when the education is lacking, The Government is not spending money as they should maintaining the infrastructure, they are not investing in any public infrastructure and so when you look at it our budget is going towards paying a trial that seems to have no end in sight.” Everyone that’s involved are getting rich off the backs of our country and as long as this trial hangs over the head of our country it’s going to affect investment. In seven years there’s not been a major new investments in this country since I left the office. Not only are we wasting the tax payers money but we are not attracting any new investments and we still have this climate if instability and the government

I actually just last week have written to the Chairmen of PNP to inform them that I will no longer seek the nomination for North Caicos but will be seeking nomination at large candidate for the PNP.”

More opposition to Dolphin Cove project

Dolphin Cove, the proposed captive dolphin facility on Grand Turk, has taken the next step toward gaining approval to move forward from the Planning Department. Recently we became aware that the Environmental Impact Assessment for that development had been submitted to the Planning Department. As soon as we became aware that the document had been submitted, we contacted both the Permanent Secretary for Infrastructure, Housing and Planning (Susan Malcolm) and the Permanent Secretary for Tourism, Environment and Culture (Desiree Lewis) on 2 May 2016. After 10 days with no response from either PS, we wrote to the Attorney General asking for assistance, as the Environmental Charter signed by the TCI Government and the UK Government in 2001 commits the TCIG to “open and consultative decision-making on developments and plans which may affect the environment;” (and) “ensure that environmental impact assessments

include consultation with stakeholders” (Clause 5). A day later, we received an email response from Ms. Malcolm stating: “The EIA, referred to in your letter, is available for viewing (time unrestricted) at the Department of Planning, Providenciales. There is a cost attached to the request that you may confirm with the Planning Department.” We were also told this by the Director of DECR. A trip to the Planning Department by a TCRF volunteer on 16 May 2016 to review the EIA was unproductive as the “gentlemen handling the file (Toriano Williams) was not available.” A second trip to Planning the next day our volunteer was told that the only thing she could review was the development plan, not the EIA. This prompted another email to the PS for Planning (Ms. Malcolm) to Don Stark - Chairman of the Turks and Caicos ask her to fix this problem. On the following Monday (23 May 2016), our volunteer called the Planning Department to see if Mr. Williams was in so she could review the EIA and was told he was “not available.” This has prompted us to send a second letter to the AG yesterday (24 May 2016) demanding that the EIA be made available to us unrestricted as promised by the PS for Planning. This is an important issue that we need to continue to push – not just for Dolphin Cove, but for all development proposals in the TCI. The Environmental Charter has been found in courts that it is a legally binding treaty between UK Overseas Territories and the UK and the EIA process in the TCI has never included any stakeholder input. Our next course of action may be a complaint to the Integrity Commission and potentially legal action. We will need support from everyone opposed to the Dolphin Cove development as well as concerned about the potential environmental impact of any new development (including 12 story buildings).

QC Carlos Simons sworn in as magistrate By Todeline Defralien Prominent Queen’s Counsel Carlos Simons was sworn-in as an acting magistrate by Acting Governor Her Excellency Anya Williams on Friday May 20th, 2016 at the Governor’s Office in Providenciales. Simons is an attorney-at-law and senior partner in the law firm Miller, Simons, O’Sullivan. He practices in the area of Serious Commercial and Civil Litigation, with particular expertise in International Cross Border Dispute Resolution, Corporate Insolvency and Judicial Review Proceedings; Alternative Dispute Resolution, including Arbitration and Mediation. Commenting on the appointment Simons said, “I am privileged of course to have been offered the opportunity to again to serve in this position and I look forward to administrating justice according to the laws in the TCI.” Deputy Governor Anya Williams, said, “I am certainly happy to have QC Simons serving in the capacity of magistrate. This is actually his second time doing so, and we thought that he did an excellent job the first time. Certainly it’s a good faith gesture on his part because certainly we know that he’s an extremely busy attorney and he has a very successful

business here in the Turks and Caicos Islands. So we thank him for giving back to his country and certainly we’re grateful to him and we know that once again he’s going to do an excellent job.” Mr. Simons was born in Salt Cay on October 8th, 1954 to Carl and Susan Simmons. He grew up in a large family of four sisters and two brothers. He is the fifth of seven surviving siblings. When he was eight years old his family moved to Grand Turk so that the elder siblings could attend high school and except for periods of study abroad he has lived in Grand Turk and later Providenciales ever since. Mr. Simons attended the Salt Cay Primary School, the Grand Turk Primary School and the Turks and Caicos High School (now the H.J. Robinson High School). He then read A’ levels at Queens College in Nassau, Bahamas and subsequently in 1977 graduated with a first degree in history from the University of Guyana. Mr. Simons then did post graduate work at the University of London and was awarded an MA degree in the history and politics of Commonwealth Countries in 1980. Between periods of study abroad Mr. Simons taught History, Geography and English at the H.J. Robinson High School and between 1980 - 1981 served as Under-Secretary

in the Ministry of Education. From 1981 - 1983 Mr. Simmons read law in the UK and in July 1983 was called to the degree of Utter Barrister by the Honourable Society of Gray’s Inn and to the Bar of England and Wales. He was admitted to practice as an attorney of the Supreme Court of the Turks and Caicos Islands in January 1984 and has been in the practice of law in the TCI since that date. He is currently the Senior Partner of the Firm of Miller Simons O’Sullivan based in Providenciales. Mr. Simons served in the Legislative Council as elected member for Salt Cay between January 1986 and March 1988 and as a member of Executive Council between January 1986 and August 1987. He was appointed a member of the National Insurance Board upon the establishment of that scheme and in addition, served as the first Chairman of the Board of Governors of the Turks & Caicos Islands Community College. In January 2000 he was appointed to the offices of Justice of the Peace and Notary Public. He served as Chairman of the Public Service Commission of the TCI. He has also served as President of the Turks and Caicos Islands Bar Association and as a member of the board of trustees of private educational foundations. He presently serves as

Ronego Missick pleads to police for justice in his case

Ronego Missick By Todeline Defralien Ronego Missick, a young man who was badly beaten and had to be flown out to The Bahamas in March this year, is pleading to members of the Royal Turks and Caicos Islands Police Force for justice in his case. The 27-year-old Missick told The SUN he had to undergo brain surgery and plastic surgery to fix

broken bones in his face. “I’m also 100 percent blind now in one eye due to the impact that left my optic nerve completely destroyed,” he said. “I’ve given the police a statement identifying who I saw hit me with the brick that knocked me out and also others gave statements as well. However, the officer dealing with the matter said to me at one point in my house that she got a few statements saying the same thing that I last recalled and what took place after.” He added: “It’s about to be three months now since that happen. I’m now walking again but in pain for the rest of my life physically and emotionally because having one eye all of a sudden after living 27 years with two is painful. And because of the seriousness of the brain trauma I’m unable to get a job now and have no sort of income other than family support.

PPP removed as political party by Integrity Commission

Eugene Otuonye, Q.C., Director of the Integrity Commission The People Progressive Party (PPP) has been removed from the Integrity Commission’s Register of political parties. Eugene Otuonye, Q.C., Director of the Integrity Commission said the PPP ceased to be a registered party with effect from February 26, 2016 for failure to comply with its reporting and notification obligations under the Political Activities Ordinance. The PPP, which was founded by Harold Charles, contested the November 2012 elections but did not win any seats. Accordingly, to date, there are three (3) registered political parties in the Commission’s Register of Parties, namely: Progressive National Party

(PNP); Peoples Democratic Movement (PDM) and Progressive Democratic Alliance (PDA). The Political Activities Ordinance is the principal law that regulates the registration and financial activities of political parties and independent candidates, including donations to and expenditure by them. As part of its mandate to implement this Ordinance, the Integrity Commission wishes to remind the general public that the House of Assembly has amended the Political Activities Ordinance with effect from March 15, 2016. By this amendment, an individual who intends to contest elections in Turks and Caicos Islands as an Independent Candidate may now apply to be registered as such with the Integrity Commission. Where a political party, not yet registered, intends to field candidates in the elections, the requirement for it to register with the Integrity Commission still applies. However, with effect from March 15, 2016, any application for registration by an individual or any political party, not yet registered, shall be made no later than 5 days from the date of the election proclamation. Furthermore, on the date of any application for registration, an applicant, whether individual or unregistered political party, must file with the Commission, a report of all

Selver said that from time to time he raised concerns about the use of Section 70 of the Customs Ordinance with the Ministry of Finance. “I had a responsibility for revenue protection and I was seeking the minister’s cooperation in better managing the concessions,” he said. Selver explained that from a revenue protection standpoint there was no requirement for limits for concessions, bit it would be better if there were, adding that ministerial waivers resulted in revenue to the country being reduced.

Aunty Capron celebrates 90th birthday

Ms Helen Capron, also known as “Aunty Capron” of Grand Turk recently celebrated her 90th Birthday. Family and friends gathered in Providenciales this past Saturday May 21st to celebrate with a woman many know affectionately as Aunty Capron to help her blow out her candles and thank God for 90 Years of life. "I had a wonderful time. It was a beautiful dinner party. Thank you all so much, my friends and family. I love you all,” she said. Born in Salt Cay on March 10th, 1926 Helen Capron came into the world as a child of a salt minor. In her early 20’s she migrated to Grand Turk and raised 11 children, 9 of which are still alive today. She is also proud to boast of her adopted sons Pastor Brian Cox and Johnny Gardiner who were present to celebrate this day with her. Aunty Capron was always a hard working home maker and reminisce her proudest

achievements as being able to watch her children and grandchildren to grow and flourish in their lives and careers. She is grandmother to 15 children and has a number of great grandchildren that all bring a smile to her face. The secret to a long life might be simpler than anyone imagined, according to Aunty Capron, she insists that God has seen fit to give her grace and blessed her year after year. For this reward, she is a Christian and a woman of strong faith. Her faith has led her to the Christian Radio Station where a Jamaican DJ (Andre) gave her the nick name “Aunty Capron” and it has stuck with her ever since. She has seen so much and with God’s continued grace, she may live to see so much more. Aunty Capron is in great health and has no existing medical conditions. She has all of her faculties in full order and is happy to be enjoying life day by day.

Beaches promotes healthier lifestyles through Resort Boot Camp The Sports and Social Club of Beaches Turks and Caicos Resort Villages and Spa hosted its first ever Boot Camp which was aimed towards motivating and encouraging team members to live a healthier lifestyle through diet and exercise. Organizers of the club thought a Resort Boot Camp would be a great way for team members who are not as athletically inclined to learn new fitness exercise techniques. In total, 32 team members participated in the Boot Camp exercise which lasted for a total of 10 weeks. Simons explained that the camp went through 4 phases in order to assist participants in building strength and endurance all while losing weight at the same time. Overall champions of the Boot Camp Competition were Maureen Clarke from Spa and Latoya Graham

of Housekeeping that won the weight loss challenge tying at 15lbs each. Describing her experience, Maureen Clarke, said: “It was way more than I expected at the time but my goal was 15lbs and so I was very excited about reaching my target. I will definitely go for it again. Latoya Graham, said: "I encourage everyone to be a part of the camp next time around; Gustavo made it so easy for us especially those that are less physically active. Losing 15lbs was a breeze due to the exercise program we used. I am aiming for 20lbs next time around.” Gustavo Simons of the Sports and Social Club who also acted as the coach and fitness trainer for the camp said their goal was accomplished when in the end participants lost a combined weight of 121 lbs. “The end result was

unbelievable. All participants put their best foot forward and prove to me and more importantly themselves that they can do it, they can achieve their weight loss targets,” said Gustavo. “The first week we worked at phase one where we focused on stability and mobility using isometric movement to reinforce the weak muscle.” He continued, “We then move on to phase 2 where the participants progressed to 20 – 30 minutes of steady state cardiorespiratory exercise and increased the intensive workout with interval by doing five basic movements such as bending and lifting the leg, burpies, push and pull movements , spinal rotation , squats and sit ups.” During phase 3 participants went into full swing with muscle training by lifting heavy tires with isotonic movement. Phase 4 on week 4 was similar but with the use of heavier

tires which help with muscle training and resistance. Gustavo said “By week 10 which marked the end of the Boot Camp everyone was still ready to go and pumped up about exercise. Some of them even changed their eating habits to assist in the end result.” The Boot Camp was based on American Council on Exercise (ACE) the universal leader in group fitness, health coach and personal trainer certification. Beaches TCI continues to set the bar. This programme was introduced to promote healthier living, motivate employees to exercise and be more active while learning important healthy habits that can be applied to their everyday lives increasing their overall standard of livingGustavo says the BTC will be hosting another Boot Camp in the near future and hopes to see an even greater participation and result.

6th annual beach BBQ and bonfire a success

The 6th Annual Beach BBQ and Bonfire held on Saturday 21st May 2016 was a huge success, raising approximately $18,000 which will go directly to benefit the youth of the Turks & Caicos. The funds raised from this event allows the centre to provide young people with free extracurricular programs and services in an environment that enhances their ability to make smart, healthy choices. This year's event was a captivating show of various genres of dance, poetry and songs by the talented members of Youth Centre.

The sold out event demonstrated an array of talent from the Dance 101 program at the centre led by Ms. Tamara Megrelishvili and with MC William Elliot, the combination formed a magical evening of comedy and raw talent from the youth of Provo. Every year the event attracts a large cross section of the community and this year was no different. According to Director Roxann WakeForbes "It was a fantastic event and it's always such a pleasure to see the hard work of young people pay off. I could not have been prouder of what they achieved! Also the hard

work of our team of volunteers helped make the event run smoothly and one that we are able to do every year" Also included during the evening was DJ Viper, games for the kids, the fantastic fire dancer Johnny and the UNLV Dancescapes opened the show with an excerpt from their spectacular dance show. Maritime Department separate from DEMA The Maritime and Shipping Department would like to inform the public that on 1 April 2016, the Maritime Department separated from the Department of Environment and Maritime Affairs (DEMA), to form the Department of Environment and Coastal Resources (DECR). As a result of this separation, the Maritime and Shipping

Providenciales airport reserves area for handicap parking The Turks and Caicos Islands Airports Authority (TCIAA) has reserved an area for handicap parking to accommodate disabled travelers using Providenciales International Airport. The Airports Authority in responding to the needs of travelers using the airports, identified a suitable area and erected a handicap sign. Noting that the space had to be painted in a visible manner, the Guyanese Association of the Turks and Caicos Islands volunteered to paint the markings. A member of the Guyanese Association commented, “we saw fit to establish markings for disabled travels in the TCI though they are few. This is our way of giving back to the community which has given so much to all of us. We offer our sincerest

appreciation to all of the TCI and we hope to be more active within the community in the coming years.” Before designating an area for handicap parking, Lori MorrisHughes, a frequent visitor to the Turks and Caicos Islands in an email noted, that she and her family love the warm and beautiful weather of the TCI but with her medical condition, she was not able to park in the paid lot and walk the distance to the terminal. With Lori’s influence and in keeping with international standards, the Airports Authority had to find a position large enough to accommodate wheelchair access and to be close enough to the terminal facility. The location identified as most suitable was near the traffic roundabout and pedestrian crossing.

The intent is not to make money, but to serve as a deterrent for persons that do not follow proper protocol. It has been the intention of the TCIAA to better serve the traveling public in all ways possible and this is the perfect example of synergy. On Friday, May 20, 2016, the administrators, teachers and friends of the Clement Howell High School celebrated the internationally recognized POP (Put on Purple) Day in commemoration of Lupus Awareness Month. The hosting of this year’s event, (the second of its kind) saw teachers wearing purple shirts and purple and white POP Day t-shirts with the intention of raising awareness about the devastating effects of lupus. Additionally, the teachers gave donations towards establishing a Lupus Foundation. Lupus is a chronic, autoimmune disease that can damage any part of the body (skin, joints, and/or organs inside the body). Chronic means that the signs and symptoms tend to last longer than six weeks and often for many years. In lupus, something goes wrong with your immune

system, which is the part of the body that fights off viruses, bacteria, and germs. Normally our immune system produces proteins called antibodies that protect the body from these invaders. Autoimmune means your immune system cannot tell the difference between these foreign invaders and your body’s healthy tissues so the body creates antibodies that attack and destroy healthy tissue. These antibodies cause inflammation, pain, and damage in various parts of the body. It is important to know about lupus so that you can say no to lupus. So next year, you are invited to join the growing number of persons in the Turks and Caicos Islands who Put on Purple for lupus and tell people why. This is a very simple way to raise awareness about lupus and to show your support for those who are living with this condition.

Kiwanis club and IGA serve 350 meals to GSAT students The Kiwanis Club of Providenciales put bright smiles on the faces of hundreds of students sitting GSAT examinations by provided lunches for them on Wednesday May 25th at the Gus Lightbourne Gym in Providenciales. There were 350 lunches served to the sixth graders from across the country with the gracious support of Grace Way IGA teaming up with the Kiwanis Club. With a very unusually long first day of GSAT, including delays at the beginning and in between, the session ended at 5 p.m. instead of 3 p.m. but the children looked happy

coming out with smiles on their faces when receiving their lunches. Organisers said the reason for this project was because they found out that last year many of the students sitting all important external exams went without a meal. Educational airport tour for comments and review

The Turks and Caicos Islands Airports Authority has done it again, by opening its doors to two schools and giving educational airport tours to students. First, a group of 20 students and 4 guides from the Alpha Christian Academy of Providenciales were given an extensive tour of the Providenciales International Airport (PLS). This group had students with age ranges from 4 years to 6 years old with one exception of a two year old toddler that joined the group. For some of the students, it was their first time visiting the international section of the airport. The students were treated to a behind the scenes tour of the airport where they visited the Airport Fire Station. The students watched the firemen put on their

fire gear and even spray water from a fire truck. The highlight of the tour for the students was watching the planes land and take off from the upper viewing gallery of the airport. The students were amazed of the little and large planes that they saw taxing the runway. Teacher and guide; Mrs. Dawn Forde commented, “School trips such as this is very important for young learners. At this age, what they see, hear and feel outside of the classroom leaves a lasting impression on their little minds, and we are grateful to the TCIAA for this opportunity.” According to the tour guides, one of the main purposes of the tour was to enhance the vocabulary of students as it relates to the Airport, Airlines and jobs in and around the

Aviation Industry. After returning to school, students were asked to draw a picture of what they saw at the airport. Some drew the terminal building, the firemen with truck and of course the airplanes. The second tour group consisted of more mature students from the third form of South Caicos based, Marjorie Basden High School. The focus of this tour was to highlight the many jobs/ career opportunities available within an international airport and to enhance the students’ knowledge of general aviation. The group consisted of twelve well-dressed students and two teachers that travelled to Providenciales to visit not just the airport, but also tour a number of local businesses.

The students were excited to enter the recently expanded upper International Departure Lounge and have a full view of the aerodrome and all flight operations. There, a large discussion ensued of possible careers in and around the airport, such as Pilots, Air Traffic controllers, firemen, maintenance engineers, support staff, IT staff, Finance, retail business and even aviation management. The TCIAA takes its commitment to social responsibility very seriously and makes time to embrace positive relationships within the community and support education however possible. Both tours ended with students receiving Provo Airport pencils and pens as a keepsake for students, teachers and guides.

Many people infected with HBV do not know they have the virus because symptoms can take two to six months to appear and only about 50 percent of people develop symptoms. During this time they can spread the infection to others. You may not know you have this infection until damage has already been done to your liver. How you can protect yourself and other against HBV? Hepatitis B vaccination is the best way to protect yourself against becoming infected. You can also reduce the risk of Hepatitis B infection by taking the following precautions: -Avoid sharing needles/ syringes, spoons, drug solutions or water, filters, cookers, pipes, straws used for snorting drugs and other drug related equipment. Cleaning with bleach may not kill HBV. -Practice safer sex. Use condoms/dental dams to reduce the risk of acquiring sexually transmitted and blood borne infections (STBBIs) including HBV. -Avoid dental, medical or

Champions for Christ International School of Excellence hosts annual food fair C

hampions for Christ International School of Excellence hosted their Annual food fair last week Saturday May 21st at their schools compound on 1041 Leeward Highway in Providenciales. This fundraiser/food fair was a cultural extravaganza that is hosted every year to promote culture in the Turks and Caicos Islands because of its diversity. There were a variety of food on display; and there was also a program that took place showing off the different dances, representing the

various types of cultures living in the TCI. The Annual Food Fair featured eleven countries, including The Bahamas, Dominican Republic, Granada, Guyana, Haiti, Jamaica, Nigeria, Philippines, St. Lucia, Unites States and Turks and Caicos Islands. Organizers of the event told The SUN that the event was very well attended and they were very overwhelmed with the support of the community towards this cause. The Hon Premier and Minister of Health, Agriculture and Human Services (MoHAHS), Dr. Rufus Ewing, honored nurses of Grand Turk, Salt Cay and South Caicos last week at an appreciation banquet held at the Carnival Cruise Welcome Center, downtown Grand Turk under the theme “Nurses leading the way… Nurses caring today for a healthier tomorrow”. George Lightbourne, Minister of Home Affairs, Communications and Transportation, Hon. Rhondalee Knowles, Attorney General, and Chief Nursing Officer, Mrs. Jacqueline Sutton. Mrs. Tamera Robinson, Deputy Secretary, welcomed guests to the banquet organized under the auspices of the Premier, Hon. Dr. Rufus Ewing. She invited everyone to relax, socialize and enjoy the evening. She acknowledged that the Nursing profession is not an easy one and that it takes a special person to be a nurse. Nurses were described by Hon. Dr. Rufus Ewing as being the six senses of the health system (the eyes, ears, smell, touch, taste and intuition). He acknowledged that nurses are the foundation of the health system, without which the health system would not function. He said doctors perform surgery and treatment, but

nurses provide the care necessary to heal patients, restore health and save lives. Hon. George Lightbourne said nurses are not just nurses, but they are caregivers, confidants, parents and friends. They provide for the needs of their patients in hospitals, health centres and communities. He admonished nurses not to devalue themselves and their contributions and encouraged them to always know their worth and be proud of their service. Hon. Anya Williams said that Nurses are hardworking and dedicated. She stated that nurses are special and uniquely suited for the nursing profession. She recognized the hard work teachers and nurses, and stressed that nurses are essential to the vitality of a society, even more so than teachers. She also acknowledged the work of nurses as priceless and said they deserve to be well compensated for their service. Chief Nursing Officer, Mrs. Jacqueline Sutton, described the qualities of a nurse as caring,

empathic, detailed-oriented, adaptable, hardworking, quick thinking, physical apt. She said they have good judgment and good communication skills. She emphasized that if a person comes to a nurse in a crisis, the nurse will not have time to read a book. He or she will know what to do and will respond quickly. She gave a special salute to all nurses especially those on the islands of North Caicos, Middle Caicos, South Caicos and Salt Cay who often have to run clinics without a fulltime physician and the benefit of a hospital on island. Each Nurse was presented with a beautiful plaque by the dignitaries present. Special recognition was given to Nurse Mary Forbes, Nurse Charlene Higgs, Nurse Aldora Robinson and Chief Nursing Officer Mrs. Jacqueline Sutton for their invaluable contributions to the Ministry of Health and the TCI. Guyanese Association gives back Guyana achieved its independence on May 26th, 1966 and observed 50 years of independence this 2016. To this end, the Guyanese Association of the Turks and Caicos Islands has decided to give back to the community in which they reside as part of the celebrations. The Association began their give back campaign this past weekend by painting the handicap parking space at the Providenciales International Airport, donating blood to the Cheshire Hall Medical Center and conducting a street clean up in the area of Kew Town, Providenciales. Guyanese association member, Scion Lewis c ommented, “My association members and I are happy to give back to this community in which we live. Many of us are unable to travel to Guyana to be a part of the Independence

celebration, so we decided to celebrate in our own way.” On the 28th of May, the Guyanese Association of TCI will be hosting an “AfterFete” at the Mid-wicket Bar in Kew Town. The general public is invited to support and celebrate by purchasing tickets. As an employer of several persons from the Guyanese community, the TCIAA acknowledges their contribution as they celebrate this important milestone in the history of Guyana. LIFESTYLE Immediate aspirin after ministroke cuts risk of major stroke Starting treatment with aspirin right after a mini-stroke greatly reduces the risk of a major stroke in the following days, according to a new analysis. Stroke causes one out of every 20 deaths in the U.S., killing nearly 130,000 people each year. In a mini-stroke, known technically as a transient ischemic attack (TIA), blood flow to the brain is only blocked for a short time, usually less than five minutes, according to the Centers for Disease Control and Prevention. Signs of a TIA can include face drooping, arm weakness, sudden confusion, trouble speaking or understanding, sudden trouble seeing in one or both eyes, sudden trouble walking, dizziness, lack of balance or coordination, or sudden severe headache with no known cause. More than a third of people who have a mini-stroke end up having a major stroke within the year if they don’t receive treatment. The American Stroke Association warns on its website that a mini-stroke “is more accurately characterized as a ‘warning stroke,’ a warning you should take very seriously.” “A great many people who

have (mini-strokes or TIAs) don’t seek medical attention, and don’t feel that it’s an emergency,” said lead author Peter Rothwell of the Stroke Prevention Research Unit in the Nuffield Department of Clinical Neuroscience at John Radcliffe Hospital in Oxford in the U.K. But seeking medical attention is incredibly useful, he said. Previous studies found that the risk of major stroke in the days after mini-stroke is greatly reduced with an intensive drug cocktail, but it was not clear if the benefit came from aspirin or other drugs, Rothwell told Reuters Health by phone. The researchers analyzed data pooled from more than 15,000 participants in 12 trials comparing aspirin to no aspirin treatment after mini-stroke. Taking aspirin reduced the risk of a recurrent stroke in the following six weeks by about 60 percent and the risk of disabling or fatal stroke was reduced even further, regardless of dose or patient age, they reported in The Lancet. Without treatment, ministroke may be followed by major stroke in 5 percent of cases within two days, 10 percent within a

week, and 15 percent within a month, said professor Graeme Hankey of The University of Western Australia, who wrote an accompanying commentary in the journal. “Aspirin reduces the aggregation of platelets, and hence helps prevent the formation of blood clots that may arise on ruptured/eroded atherosclerotic plaques in arteries supplying blood to the brain, and prevent the clots blocking the artery, or breaking away and (traveling) down stream to block a smaller artery in the brain, and cause a stroke,” Hankey told Reuters Health by email. As with a heart attack, if you feel any symptoms of stroke or mini-stroke, like weakness on one side of the body, vision problems or slurred speech, you should call 911 and take an aspirin, Rothwell said. “Even though the recommendation is there for heart attack, the benefit for TIA and stroke is much larger,” he said. All trials of the drug, designed to treat mood and anxiety issues as well as coordination disorders linked to neurological issues, have since been suspended. The victims were given the experimental drug made by Bial during a phase one trial at a private facility in Rennes, Brittany, run by France's Biotrial. "A final investigation report confirms that the conditions under which the test was approved did not breach existing legislation," Touraine told journalists. "Inspectors consider, however, that Bial and Biotrial are responsible on several counts; regarding the dosage prescribed (...) and the time taken to alert authorities," she said. An initial inquiry in February had already established that Biotrial had been too slow to react when the first subject became sick. Touraine said the five patients who had fallen ill after the trial were out of danger and no longer in hospital, but she criticized the way Biotrial had managed the crisis. In their final report, inspectors from France's IGAS social affairs inspectorate found that the company had not properly informed volunteers and had followed a flawed testing protocol. Biotrial has contested the IGAS findings, complaining of "carefully orchestrated leaks". Bial said it was "profoundly saddened" by the outcome of the Rennes trial but added there had been no data to suggest it should not proceed with the progressive dose increases approved by authorities beforehand. Touraine said on Monday that Biotrial had been given a month to outline measures it planned to take in order to avoid any repeat of the accident. France will work with the European Commission and the European Medicines Agency to improve trial practices at an international level, she said. In addition to the IGAS investigation, the affair is the subject of a separate judicial enquiry. Cases of early-stage clinical trials going badly wrong are rare but not unheard of. In 2006, six healthy volunteers given an experimental drug in London ended up in intensive care.

CCJ dismisses Guyana land appeal case The Trinidad-based Caribbean Court of Justice (CCJ) Friday dismissed a land appeal case emanating out of Guyana because of a fraudulent sale and transfer of a property in Bartica. The CCJ said that the dispute arose out of successive sales of a property at Bartica which had been originally owned by Chee Yui Kwang and occupied by Tsui Yokkei alias “Cheekee”. In dismissing the appeal, the CCJ agreed with and upheld the decision of the High Court and Court of Appeal of Guyana in this matter. The courts heard that Kwang orally agreed to sell the property to Cheekee for US$90,000, who began making payments amounting to US$20, 885

and agreed to pay the balance in instalments. Cheekee made several payments totalling US$34,399.99 via bank transfers and also effected substantial repairs to the disputed property totalling three million Guyana dollars (One Guyana dollar =US$0.004 cents) and paid all the rates and taxes on the disputed property. But Kwang subsequently sold and transferred ownership of the Bartica property to Millicent Murray. Cheekee took the matter to court on the basis that the transaction between Kwang and Millicent was fraudulent. In their defence, Kwang and Millicent

The mayor of the town of Chacao, to the north of here, Ramón Muchacho said that people have been reduced to hunting cats, dogs and pigeons for food. “As hunger deepens, we could see more Venezuelans fleeing by land or sea to an island,” Muchacho said. Venezuela saw a new wave of looting last week that resulted in at least two deaths, countless wounded, and millions of dollars in losses and damages, as desperation sets in among hungry residents and the country appears to be on the verge of complete collapse and chaos. On April 27, the Venezuelan Chamber of Food reported that the country’s food producers only had 15 days left of inventory. Oscar Meza, director of the Documentation Center for Social Analysis said that measurements of scarcity and inflation in May are going to be the worst to date. As the crisis continues, opposition politicians have handed in a petition with 1.85 million signatures to the electoral authorities requesting a referendum be held to recall President Nicolas Maduro from office. But Maduro’s deputy, Vice-President Aristobulo Isturiz, on Sunday ruled out such a referendum, saying the signatures were “fraudulent”.

The Trinidad-based Caribbean Court of Justice contended that Cheekee had failed to pay off the full purchase price for the dispute property by 2004 as agreed. They also argued that the 2006 sale was not fraudulent as Cheekee knew the disputed property was purchased by Millicent and failed to oppose the passing of transport. But Acting Chief Justice Chang ruled in favour of Cheekee, ruling that the actions of Kwang and Millicent amounted to fraud under section 22(1) of the Deeds Registry Act (the Act). Kwang was ordered to transfer ownership of the property to Cheekee upon receipt of the full balance due on the property. The Acting Chief Justice also ordered that the mesne profits derived by Millicent from her receipt of the rental payments since 2009 should be paid over to Cheekee within one month. He ordered costs in the sum of GUY$50,000 be paid to Cheekee. Both Kwang and Millicent appealed this decision at the Court of Appeal, which affirmed the ruling of the Acting Chief Justice.

St. Lucia’s ruling party urges voters not to gamble with their future The ruling St. Lucia Labour Party (SLP) has warned voters against accepting the promise of the opposition United Workers Party (UWP) regarding a promise to remove the value added tax (VAT) on goods and services here. “You can’t gamble with a man who is saying that he can stop the country from earning EC$346 million in revenue, when you need over EC$400 million to pay civil servants, teachers, nurses and police officers,” said SLP deputy leader Phillip Pierre told a public meeting here on Sunday night. Deputy General Secretary of the Antigua and Barbuda Workers Union Chester Hughes confirmed the ruling. In November 2015, the Magistrates’ Court granted an injunction to prevent the company from dismissing the workers and the matter was heard in the Industrial Court in March 2016. Speaking on the decision, Hughes said, “I’m happy to have heard the decision of the court. The court found that redundancy exists. Of course, we never questioned the whole issue of redundancy because the company had closed its stores and transferred its business over to another company. “What we were arguing was the whole question of the dismissal of the employees, and the court found that the dismissal of the employees was unfair. “The Court has asked both parties to meet and work out a compensation package by June 30 for each of the 13 employees that were dismissed by Cable and Wireless. If we can’t work out the package then the court will assist both parties in doing so,” Hughes added. “Definitely a victory for the staff, because at the end of the day our concentration will be a package above and beyond what they normally would have received, and, of course, these employees were still on the payroll because we were questioning the action of the company. “They were on the payroll until the decision was made, and the employees will now be taken off the payroll, so they will receive their May salary as their last salary from the company,” Hughes added. The ABWU filed an injunction against LIME which ensured the staff remained on the payroll.

Political leaders in St. Kitts condemn upsurge in crime and violence Prime Minister Dr. Timothy Harris has assured the security forces of support from his administration as the nation continues to grapple with an upsurge in crime and violence. Harris made the statement following reports of an armed robbery as well as a double murder on Friday. “My Government is concerned about the continuing homicides that threaten to besmirch and deface everything that our forebears have built with their sweat, blood and tears, as well as the hard-won gains they made, progressing gallantly and proudly on the road to freedom and self-sufficiency.” “We condemn these killings and are doing everything in our power to contain this situation, which regrettably started getting out of hand about 15 years ago, with the peak being reached in 2011 when there were a record 35 homicides in St. Kitts and Nevis.” Harris said his government is

also committed to providing material support to young people, “A small number of them have become caught up in drugs and gangs, and other illicit activities; the consequences of which have led to tragedy for themselves, their families, communities and our beloved country.” He said his Team Unity administration will continue to support the security forces as they endeavor to restore the safety and security of the country. “That is why the Ministry of National Security received one of the largest allotments in the Government’s EC$608.3 million Budget….that’s why we have invested in a new K-9 Unit. That is why we are pursuing the expansion of CCTV. That is why we increased the risk pay for our security forces by 20 percent – my Team Unity Administration firmly believes that an integrative, interdepartmental approach must be taken in this war on crime.”

New Bermuda DPP hints at policy change over marijuana Bermuda’s new Director of Prosecutions, Larry Mussenden, says the island’s cannabis users could soon be given a formal police caution rather than the threat of prosecution. Mussenden is considering the change after government passed the Police and Criminal Evidence Amendment Act 2016. In a statement, Mussenden said “I am now considering issuing a formal caution guidance in respect of simple possession of cannabis. I have started some research on a guidance for simple possession of cannabis (i.e. below a certain weight to be determined). “I am consulting various stakeholders on the matter and I will review any previous guidance issued in relation to cautions. I welcome the

views of the general public on the subject and what a caution policy could look like to them. “No decisions have been made yet and I make no commitment to anyone that their view will be all or part of any guidance,” Mussenden said, adding he welcomed the public input on a number of points. He said these include determining if and why cautions should be granted at all for simple possession of cannabis, a blanket policy — formal cautions issued for all simple possession of cannabis or a one pass policy — formal caution issued for first offence for simple possession; second and subsequent offence results in a prosecution in Magistrates’ Court. He said the public will also

Baltimore police officer acquitted in Freddie Gray death

The first trial of an officer in 25-year-old Gray’s death ended in a mistrial. “Based on the evidence presented, this court finds that the state has not met its burden to prove, beyond a reasonable doubt, all required elements of the crimes charged,” Williams said. “Therefore, the verdict for each count is not guilty.” After the verdict, Nero leaned forward and wiped his eyes. He then hugged his attorneys. Baltimore was calm after the verdict, with only a handful of protesters. Gray’s death a week after his arrest sparked rioting in which nearly 400 buildings were damaged or destroyed in the majority black city of 620,000 people. The case helped stoke the national debate over policing in minority communities State’s Attorney Marilyn Mosby had charged Nero with arresting Gray without probable cause when he ran from him and other officers unprovoked. In Gray’s impoverished neighborhood in West Baltimore, residents said they were angry over the verdict but not surprised. “In Baltimore and all over the country, nobody pays attention to poor black people unless something goes wrong,” said William Griffith, a 65-year-old printer. Tim Maloney, a Maryland lawyer who has handled police misconduct cases but was not involved in this trial, said Nero’s acquittal raised questions for the prosecution about the remaining five trials, including whether to have police officers testify against each other. He said prosecutors might decide to drop or alter charges. Officers also might opt for bench trials, seen as more favorable for police than jury trials, he said. “This is a time for introspection for the state, although we haven’t seen much of that so far,” Maloney said. Earlier this month, TSA said it would add screeners at the country’s busiest airports. About 231 million passengers will fly on U.S. airlines from June through August, up 4 percent from the same period last year, according to trade group Airlines for America. In the memo, Neffenger said TSA is doing a better job of moving passengers through security at Chicago’s O’Hare Airport after particularly long lines at the nation’s second-busiest airport made national news several weeks ago. He also said TSA has established a National Incident Command Center at agency headquarters in Washington to track daily screening operations nationwide and shift resources in advance of higher predicted passenger volumes. Bayer defies critics with $62 billion Monsanto offer

German drugs and crop chemicals group Bayer has offered to buy U.S. seeds company Monsanto for $62 billion in cash, defying some of its own shareholders in a bid to grab the top spot in a fast-consolidating farm supplies industry. Monsanto Co’s stock rose 5 percent to $106.61 by midday trade on the New York Stock Exchange - well below Bayer’s offer price, in a sign that it faces a tough task convincing the St. Louis-based company’s shareholders to sign off on the deal. The non-binding bid was made to Monsanto’s management on May 10, Monsanto has said it would review the proposal. Some analysts have said Bayer might still have to pay more. “The price that has now been disclosed is at the upper limit and it is just about economical. Giving details for the first time, Bayer said on Monday it would offer $122 per share, a 37 percent premium to Monsanto’s stock price before rumors of a bid surfaced. “We fully expect a positive answer of the Monsanto board of directors,” Baumann told reporters on a conference call, describing criticism from some investors as “an uneducated reaction in the media” when deal terms were not yet known, and driven by an element of surprise. Monsanto, which said last week it had a received an approach from Bayer but gave no details, has yet to comment on the offer. The company did not immediately return a call seeking comment on Monday. Antitrust experts see an overlap in the seeds business, particularly in soybeans, cotton and canola. Bayer’s LibertyLink line of weed killers, plus crops that are resistant to it, are an important alternative for farmers suffering from weeds that have grown resistant to Monsanto’s Roundup herbicide. Shares of Bayer, which had already fallen 14 percent since rumors of a bid emerged last week, dropped as much as 5.4 percent on Monday to a new 2-1/2 year low of 84.68 euros. Nokia mobile phones are coming back The Nokia mobile phone is coming back. The Finnish telecoms company, which has focused on networks since it sold its troubled devices unit to Microsoft in 2014, said Wednesday it is bringing out “a new generation” of cellphones and tablets together with a new company called HMD. Nokia will not make the phones or tablets itself. Rather, HMD, which is led by a group of former Nokia and Microsoft executives, will produce them under the Nokia brand. No details were disclosed on when the first handsets might be ready for market, how many the companies plan to make, or what specifications they would

have. HMD will invest $500 million in the next three years. Huawei files lawsuits accusing Samsung of violating patents Chinese tech giant Huawei said Wednesday it has filed patent infringement lawsuits against South Korean mobile phone rival Samsung in the United States and China, in a case that highlights the rise of Asian competitors as technology creators. Huawei Technologies Ltd. said it wants “reasonable compensation” but gave no financial figure for its claim against Samsung Electronics Ltd. Huawei is a leading maker of network switching gear used by phone companies and launched its own smartphone brand in 2009. It became the No. 3 vendor last year and accounted for 8.2 percent of global sales in the first quarter of this year,

according to the International Data Corporation. Samsung is the biggest global mobile phone brand, with a 24.5 percent market share in the first quarter, according to IDC. Apple was No. 2 with 15.3 percent. The lawsuits against Samsung cover four patents for mobile devices and eight for networks, according to a Huawei spokesman, Joe Kelly. He said Huawei was not asking the court to restrict sales of Samsung handsets. In a statement, the president of Huawei’s intellectual property department, Ding Jianxing, expressed hope Samsung would sign a license agreement “and work together with Huawei to jointly drive the industry

forward.” In an email, Samsung said, “We will thoroughly review the complaint and take appropriate action to defend Samsung’s business interests.” Huawei says it spent 59.6 billion yuan ($9 billion) on research and development last year, which government data show is the biggest research budget of any Chinese company. Huawei says it has patent crosslicensing agreements with dozens of companies. Payments for such technology licenses can run to hundreds of millions of dollars a year. The cases were filed in U.S. federal court in California and in Shenzhen, the southern Chinese city where Huawei is headquartered, according to the company.

Cuba to legalize small and medium-sized private businesses Cuba announced Tuesday that it will legalize small- and mediumsized private businesses in a move that could significantly expand private enterprise in one of the world’s last communist countries. Cuban business owners and economic experts said they were hopeful the reform would allow private firms to import wholesale supplies and export products to other countries for the first time, removing a major obstacle to private business growth. “This is a tremendously important step,” said Alfonso Valentin Larrea Barroso, director-general of Scenius, a cooperatively run economic consulting firm in Havana. “They’re creating, legally speaking, the nonstate sector of the economy. They’re making that sector official.” While the government offered no immediate further details, the new business categories appear to be the next stage in reforms initiated by President Raul Castro after he took over from his brother Fidel Castro in 2008. While those reforms have allowed about half a million Cubans to start work in the private sector, the process has been slow and marked by periodic reversals. The government has regularly cracked down on private businesses that flourish and compete with Cuba’s chronically inefficient state monopolies. Bleacher Report’s Timothy Rapp predicts Hield to fall to Minnesota at No. 5 while ESPN’s Jeff Goodman believes Boston should take him with the third pick. Draft Express meanwhile has Hield going No. 7 to Denver, indicating the only consensus on Hield seems to be his status as a bonafide lottery pick. The real question is whether the energetic guard will become a star for whichever team pulls the trigger. There’s little doubt Hield can score with the best of them. His game combines ambitious, fearless attacks to the rim with great range from the perimeter. Hield is also an excellent foul shooter, connecting on 176-of-200 trips to the stripe in 2015-16. But will his game translate to the

NBA level? Unlike past eras when the draft provided teams with professional ready contributors on a regular basis, long-term potential is the current buzz phrase when it comes to drafting players. NBA teams are more willing than ever to bring rookies along slowly and therefore allow for an adequate adjustment period. For Hield, that could turn out to be a good thing. While consensus top prospects Ben Simmons and Brandon Ingram toiled in college for just one season, Hield enjoyed a full fouryear collegiate career that saw him increase his scoring average from 7.8 points as a freshman to the 25 points he poured in as a senior. The end result was 2,291 career points in 132 games for Lon Kruger’s Sooners. Some teams may be concerned Hield’s 214-pound frame won’t hold up against bigger, bruising competition in the NBA. During his senior season, Hield finished with 42 steals while also grabbing a career-best 5.7 rebounds per contest. Nevertheless, at 6-foot-4, he may be susceptible to physical guards as he possessing an advanced post-up game. Thankfully, Hield has enough energy and intangibles to overcome such difficulties. Against Kansas on Jan. 4,

Hield logged an incredible 54 minutes while scoring 46 points on 13-of-23 shooting, nearly willing the Sooners to a win before ultimately falling to the Jayhawks in triple-overtime. Simply put, Hield has an elite level jumper which should provide plenty of opportunities for court time. Will Hield become a star? No one can know for sure since drafting is an inexact science often requiring a leap of faith. One thing does appear clear however. Hield is a hard worker who can score and has shown an ability to improve over time. He therefore fits the profile of a true professional and may make an NBA team very happy in the days and months ahead.

Baseball star Tony Gwynn's family sues tobacco companies over death The family of the late baseball star Tony Gwynn, a Hall of Famer who played with the San Diego Padres, has filed a lawsuit in California accusing makers of dipping tobacco of causing his death from cancer by getting him hooked at a young age. With the legal action, Gwynn becomes one of the most high-profile Major League Baseball stars to have his name used in a public attack on the tobacco industry. His family said Tuesday that Gwynn used "dip," which is tobacco placed between the lip and the gum, because he thought it would be more healthful than smoking. "Throughout his career, our dad was proud of his work helping kids and being a positive role model to his fans," his daughter Anisha Gwynn-Jones said in a statement Tuesday. "But the whole time, the tobacco companies were using his addiction to turn him into their ultimate walking billboard." The lawsuit filed on Monday in San Diego Superior Court alleges negligence, product liability and fraud. It comes two years after the player, often photographed with a wad of tobacco in his right cheek, died at age 54.

Over the decades, many baseball players have used smokeless tobacco on the field. Gwynn became addicted to smokeless tobacco beginning at age 17 as a freshman baseball player at San Diego State University, where he was given free samples in a marketing scheme that used contract employees to reach out to athletes, the lawsuit stated. Gwynn used dipping tobacco for over 30 years, often going to sleep with a wad in his mouth and even reaching for his pack of Skoal after a surgery in 1991 to remove a benign tumor, according to the lawsuit filed by his widow, Alicia, and the couple's two adult children. In 2010, Gwynn was diagnosed with cancer of his parotid salivary gland and died four years later of respiratory failure caused by the disease, the lawsuit stated. The civil lawsuit filed against Altria Group, one of the world's largest tobacco companies, and its subsidiary Smokeless Tobacco Company, which produces the brand Skoal, seeks damages in an amount to be determined based on evidence. CONCACAF Women's Football Day ("WFD") was celebrated on May 21st, 2016 with all 41 Member Associations participating in the day's activities, the Turks & Caicos Islands Football Association ("TCIFA") being no exception. As the sun beamed every so brightly and provided the perfect backdrop for the day's event, approximately forty-two U7, U9 and U15 girls full of energy filled the Academy as they registered and proudly wore the WFD t-shirts. The sound of the CONCACAF's official anthem brought everyone to attention as the parade of girls together with the Turks & Caicos Islands National Flag and the CONCACAF flag headed out to the lush grass pitch. Christma Jean Louis, TCIFA's National Team Player and Ambassador for FIFA Live Your Goals campaign commanded everyone's attention as she proudly belted out the National Song of the Turks & Caicos Island. WOMEN IN SPORTS On May 14th Women in Sports hosted its second mother/daughter walk on the island of Grand Turk. Participants met at 5:30am under the Gazebo and walked briskly to the Governors beach. The cool morning breeze was refreshing and welcoming to the ladies as they were enthused about the walk. Once on the beach they were greeted with fresh fruits and cool hydrated drinks. Mr. Quelch, a Senior Sports officer conducted the warm down stretches. In addition to the excellent health benefits of the walk some participants were the recipients of various gifts. Our oldest mom, Ms. Delores Berry, 63 years of
