LORD ASHCROFT ALMOST DIED IN TURKS AND CAICOS ISLANDS by Hayden Boyce Publisher & Editor-in-Chief
L
ord Michael Ashcroft says his life was saved by a doctor and medical staff in the Turks and Caicos Islands who diagnosed him with sepsis, a disease that almost killed him while he was here last year. In an exclusive interview with The SUN, Lord Ashcroft said: “I have long had a huge fondness for the Turks and Caicos Islands, which is why I am there so much for both work and play. However, my appreciation for islands was never greater than last year when, thanks to the prompt action and professionalism of its medical services, my life was saved.” Lord Ashcroft, 70, is one of the richest men in the United Kingdom and a Belonger of the Turks and Caicos Islands where he has significant investments. Ashcroft said he was on a business trip to Turks and Caicos Islands in September 2015, after leaving Turkey where he was visiting battlefields in Gallipoli to mark the centenary of the First World War landings. “On the final day in Turkey, I felt really ill but I decided to continue with my schedule and flew on to Turks and Caicos Islands,” he told The SUN. “I still felt ill, but I soldiered on because I didn’t think it was particularly serious. However, I saw a local doctor who felt I should go for a proper check-up, which I did. It was at a private clinic on the islands that I had the blood tests that revealed sepsis, signaled also by a sudden dramatic drop in his blood pressure. I was then admitted to hospital on Providenciales. Eventually, I was airlifted to a hospital in the U.S. where I spent 19 days in intensive care fighting for my life. It is a battle that I, fortunately, won and I am now on the road to a full recovery. In March of this year, although still not on top form, I was

The immune system attacks not only the invading bugs, but also its own tissues and organs. If spotted in time, sepsis is easy to treat with antibiotics, delivered intravenously, and fluids. Lord Ashcroft said his family were extremely worried and they wanted to be with him but he just wanted professionals around. “If I saw their emotion and concern I’d start getting upset that they were upset. They wanted to be with me, but my response was: “I’d feel better if I didn’t see you all being worried about me. People who know me well don’t think I’m emotional, but I can be. I just don’t necessarily show it.’

DPP John Masters resigns
Director of Public Prosecutions (DPP) John Masters has resigned. Dave Moore, Head of the Governor’s Office, confirmed to The SUN that Masters resigned earlier this week “for personal reasons”. Reliable sources said that Masters, who is from Australia, notified Governor Peter Beckingham of his decision and has already left the country. Angela Brooks is now acting DPP. Masters who assumed office in April 2015 after the departure of JoAnn Meloche in February of that year, had an adversarial relationship with members of his staff, members of the local Bar association and some members of the wider Judiciary. A qualified Barrister, he has 27 years post-admission qualification experience in UK, Australia and the Cayman Islands. Since his appointment, morale in the DPP’s office slumped to an alltime low, since he has been bringing in consultants and paying them hefty sums for areas which he was said to have expertise. “There is a lot of stupidness going on the DPP’s office that the public needs to know about. This man (Masters) gets appointed and they say that this man is a super attorney and has a wealth of experience, but there are cases that we believe he should be able to handle but he brings in consultants to do it. The things
he says he is expert in, he brings in people to do it,” a source told the SUN last year. The source revealed that consultants brought in are paid as much as $7,000 per week. One of the heftily paid consultants was said have been on vacation from his overseas job.“He brought in this guy and pays him $3,500 a week. The guy took six weeks leave from his job and comes to the Turks and Caicos Islands to get 3,500 a week. And within two days of that guy leaving, there was another that came in to get $7,000 a week. It is ridiculous to pay someone to do the same thing that you claim you are expert in,” the source said. Masters was recently dealt a devastating blow when Chief Justice Margaret Ramsay-Hale ruled that Magistrate Jolyon Hatmin was correct in refusing to allow one of Masters’ close friends to prosecute in criminal proceedings because he was not admitted to the local Bar. Stephen Hill, a barrister from England, was contracted by Masters to provide certain legal services which included appearing on behalf of the Crown in the court. When he sought to appear in the Magistrate’s Court on July 24th, 2015, Mr. Hatmin refused to hear him on the ground that he was not qualified to practice law in the Turks and Caicos Islands, not having been admitted to practice here nor deemed admitted under the provisions of the
John Masters Legal Profession Ordinance (“LPO”) which regulates the practice of law within the Islands. Masters challenged Hatmin’s decision, filing a judicial review in the Supreme Court, seeking, among other things, a declaration that his friend Stephen Hill was at all relevant times a subordinate officer of the Director of Public Prosecutions pursuant to section 100(3) of the Constitution; and a declaration that Hill was therefore exempt from the provisions of the Legal Profession Ordinance (Cap. 2.10). In a strongly-worded 12-page judgment dated May 17, 2016, Chief Justice Ramsay-Hale, in dismissing
the application for judicial review, stated: “No person is entitled to practice law in these Islands unless he or she is admitted to the Bar under and in accordance with the provisions of the Legal Professional Ordinance or is entitled to appear by virtue of any other enactment or rule of law. The DPP is a Crown law officer and as such, he is deemed under section 14(1) of the LPO to have been admitted to the TCI Bar and his name entered upon the Roll of Attorneys. Any attorney engaged by him to conduct matters in any of the Courts who is not a member of the local Bar or a Crown law Officer must be admitted in accordance with the provisions of the LPO.” She added: “The learned Magistrate was correct in refusing to hear Mr. Hill as he was not entitled to appear in criminal proceedings before the Magistrate’s Court, not having been admitted to the Bar as required by the LPO. Had he been so permitted to appear, he would have been committing an offence under the LPO, aided and abetted by the learned Magistrate.” Attorney Mark Fulford who last week called for the DPP to resign, said: “This is not to be seen as a small or insignificant occurrence. Tthis should be seen as a victory and a clear example of the power of even one voice calling for change. Now that the DPP is gone, the office can rebuild and get on with the business of the people.”
TCHTA concerned about tourist harassment, illegal beach vending An increase in illegal beach vending as well as tourist harassment is becoming very alarming and is raising concerns among the destination’s tourism partners especially its leading private sector association, the Turks and Caicos Hotel and Tourism Association (TCHTA). The Association’s Board met recently to address these concerns which have seen the once highly ranked tourism destination drop from the number 1 to number 5 island in the world and from the number 1 beach to number 4 beach in the world on the popular TripAdvisor site. In addition to the increase in illegal beach vending and tourist harassment, long lines in the departure area at the country’s
major airport and slow processing by Immigration as it relates to work permits were also discussed with the hope of finding quick and effective solutions which will alleviate the issues. The Board noted, “These rising negative trends are very alarming and we are finding ourselves working overtime to ensure that our tourism product is not tarnished severely. The Association and its members can continue to pump money into promoting the destination but this will all be for naught if visitors don’t feel safe and at peace when they visit. We rely on our visitors to help us promote TCI on sites like TripAdvisor through their positive reviews but not only are we seeing less visitors voting for us in the various categories but we
Regulation 7 of the Physical Planning (Development Permission) Regulations, 1990 An Application, REGISTERED PR-12696, by Leeward Waterfront Ltd has been submitted to the Department of Planning for consideration of a project to construct a T-head groyne to stabilize the inlet shoreline and support planned beach nourishment. The project is located at block/parcel 60901/118. Anyone wishing to make representation(s) may do so in writing to the Director of Planning, South Base, Grand Turk or through the Department of Planning, Emily House, Leeward Highway, Providenciales, within twenty eight (28) days of publication of this Notice.
are also seeing an increase in negative reviews.” They spoke about a recent incident involving a potential visitor, “Based on the negative reviews being written on TripAdvisor a potential visitor to Provo wrote about cancelling her trip but because of the Association’s damage control efforts she was ensured that the destination has more positives attributes than negative ones. Our efforts should be spent on promoting all the positive things about the islands for example our upcoming participation at Taste of the Caribbean in June and the Premier’s Sales Trip instead of constantly addressing negative comments and reviews.” The TCHTA said residents who are involved in these illegal activities especially on our beaches need to realise what damage they are doing to the tourism product, damage which may be irreversible in the long run. “Why jeopardise our industry for a quick dollar? The industry belongs to all of us and we all need to play a positive part in its growth and survival. A better partnership must also be forged with our tourism partners, TCIG and the Police Force
to resolve the issues at the airport, the illegal beach vending and tourist harassment in particular, “ the board said in a press release. The Board is also gravely concerned with the new Immigration processing rules which have created an enormous burden on businesses in the industry as they may not be able to reach their staffing levels required to run their operations effectively. The Board will be reaching out to all relevant groups in the near future to address the concerns and members will also sensitise and educate their staff who in turn will educate their friends and family about being a positive part of our tourism industry puzzle. The Turks and Caicos Hotel and Tourism Association (TCHTA) represents a wide range of members from hotels and resorts to insurance companies and financial service providers, from watersports operators to catering outlets, from taxi drivers to human resources. The Association aims to assist the organisations through networking opportunities, training, promotional activities and representation at all levels of decisionmaking in the Turks and Caicos Islands and the region.

Lillian Misick’s credibility questioned in court
The credibility of former TCI Invest manager Lillian Misick was questioned by a defence lawyer in the ongoing corruption trial last week. Jerome Lynch, QC, the lawyer for former Cabinet Minister McAllister Hanchell, was cross-examining Mrs. Missick about a report that was written by Stephen Turnbull about the closure of TCI Invest and which she wrote to the Governor complaining was “incomplete and flawed”. Lynch pointed out to Missick that she had previously testified in court that the report was “certainly not” incomplete and flawed. Missick said that at the time she wrote the report to the Governor, she felt that the report was flawed and incomplete. Under further cross examination by Lynch, she denied “making up” anything to the court. Lynch suggested that Missick, who is now the Governor’s Appointed Member in the House of Assembly, was being “less than frank” with the court but she denied this. She also refused to tell the court who gave her a copy of Turnbull’s report, saying that it was done in confidence. Lynch said: “These defendants are on trial and they are facing serious criminal allegations...It’s a question of credibility. As is clear from my questions, this witness’ credibility is
Lillian Misick an issue.” She was then asked to withdraw from the court and the judge ruled that she did not have to divulge who gave her the report . Missick said Mr. Stephen Turnbull did not give her the report and he did not consult her prior to the publication of the report but they had “casual conversations”. She added: “We had casual conversations and I don’t consider that consultation.” Lynch reminded her that two weeks ago he asked her if she had been consulted in relation to the report. He then referred to a transcript of
her evidence when she told the court “I feel compelled to state for the that she was in fact consulted about record how truly dismayed I am by the Small Business Division prior to the way you have gone about making, the preparation of his report, but she and informing us of, your decision maintained her position that there to abolish TCInvest. Shaaban Hoza, Government’s Chief Valuation Officer Shaaban Hoza, Government’s Chief Valuation Officer, said that his
land valuations were often regarded as being too high. Under cross-examination by Adrian Kayne, one of the lawyers for former Premier Michael Misick, Hoza said that former People’s Democratic Movement (PDM) deputy premier Hon. Hilly Ewing, former Chief Secretary Mrs. Cynthia Astwood and former Permanent Secretary Judith Campbell had complained that his land valuations were too high. However, he maintained that he did not agree with their opinions about his valuations. Asked if he ever wondered why those three individuals thought his valuations were too high, Hoza responded: “To be honest with you, it never crossed my mind that I was wrong.”

He said there were situations where he reviewed his valuations and made them lower, after reasons were given to him. Hoza said that a Cabinet meeting in October 2006, he was told to show all comparable evidence in future valuations and to improve his practices and techniques. He also said that Misick told him that Government would use private valuations if he (Hoza) did not change his methods. He was then shown the
minutes of the Cabinet meeting of October 26th, 2006 which he attended and where he was told that his land valuations were too high and inconsistent with private land in the same areas, making it difficult for Belongers to acquire land. In the Cabinet minutes, the former Premier Misick said that Government should get value for money but he was concerned that in South Caicos, for example, Crown land was being valued for considerably more that private developers paid for land. The minutes also noted that the Premier said it was not desirable to contract work out, but that the TCIG needed a Valuation Department in which it could have full confidence, based on transparency and integrity.

Robert Been Jr. interested in running At Large for PDM
By Todeline Defralien Young businessman Robert “Bobby” Been Jr, is one of five candidates competing to fill two vacant At Large spots for the People’s democratic Movement (PDM) in the next general elections. In an interview with The SUN, Been, who impressed many observers when he took to the stage at a recent PDM rally in Downtown, Providenciales, said he is very impressed with the response he received when he spoke, and also since he first expressed his interest in elective politics. Bobby, the son of businessman Robbie Been (who was murdered in March 2014) and Sharon Been, said he recently went through the interview process with PDM executives and they are now conducting a survey to determine who will be the best two At Large candidates. Been said he always had desires to run for politics since he was in law school. He explained that he wanted to run in the 2020 election because his father was supposed to run in the upcoming elections. After his father’s death, he decided to step up to the plate and to go forward with some of his visions and ideas he had for the Turks and Caicos Islands. “I am very confident about being selected, but of course at the end of the day the decision is up to the people. People tell me that I have a
Robert Been Jr lot to bring to the table based on what they see on the outside of Government and what I do to assist people,” Been stated. He told The SUN that he has been receiving great support from family, members of the PDM, as well as members from other parties. “My main focus point as I mentioned at the public meeting will definitely be in the area of crime. Of course everyone knows that I was affected by crime. But I would also be focusing on the areas of health, unemployment and other national issues such as immigration, equal opportunity and so on,” Been added.
The young businessman said he plans to bring a different approach to politics. “I’ve listened to a lot of people speaking in their campaign for election as well as those potential candidates and everyone is coming off with the same exact topics. Everybody’s focus is on infrastructure, street lights, roads, health, immigration and so on,” he said.” But my understanding from most countries is that government is bigger than just those things. I don’t for example hear anybody talking about what assistance we are going to offer to people. We have a surplus now and Government had a loan guarantee but my opinion is that the bail-out helped the Government itself, but when is it going to become an opportunity for the people to get a bail out. And these are some of the things that need to be put in place. If you ask me, the government is only focusing on the upper class, because if you go to any home and you take a look at these people and ask them about their situation within the last four years and you will find that a lot of people’s situations have not changed for the better.” He said Government should implement new policies to improve social welfare and introduce unemployment benefits, help single mothers and the less fortunate in society. “For those that are fortunate, they probably don’t know the struggle but it’s real. I come into contact with
people every day and I do my best to assist in any way that I can. I’m here to help fix people’s situations. Let’s just present everything that will make Turks and Caicos Islands a better place. I’m trying to do something completely different that ahs probably never been done before by an At Large candidate or anyone who campaigned before. My campaign and my conversations will be different,” he added. Mr. Been stated that as far as experience in concerned, he’s a young guy but age will not deter him from making a decisive difference in how he approaches politics and campaigning. “I think a lot of young people do have the passion to go into politics but I just think that it’s just that situation of fear. It’s where you feel outcast sometimes because you have the mature crowd and sometimes when you present something to the table it gets knocked down or shut down so I think that’s the situation and some young people are just fed up and they don’t want to continue,” Been said. Robert Been Jr grew up in Five Cays, attended the Clement Howell School graduated and then moved onto Shaw University in North Carolina where he obtained his Bachelor’s degree in Criminal Justice. He then went on to University of Leeds and was able to obtain his law degree and then went on to complete his legal practice course but his father’s death prevented him from completing his legal certificate.

Governor hails JAGS McCartney’s vision
His Excellency Governor Peter Beckingham
Governor, Peter Beckingham has praised the vision of Turks and Caicos Islands National Hero JAGS McCartney and he encouraged local politicians to look beyond the short term. Speaking at the ceremonies on National Hero’s Day on May 30th, Governor Beckingham said: “Last year I emphasised our National Hero’s extraordinary energy, and achievements in such a short life span, and wondered what he could have achieved were he still alive today. This year I’d like to single out his vision for TCI. He was not a politician concerned only with the short term, but looked beyond the immediate to the longer term future of our country. He looked for the long term improvement” the Governor continued “of labour policy and the employment rights of workers. He also had a vision of an independent Turks and Caicos Islands, loosening its historic, traditional ties with the United
Kingdom.” The Governor said that with an election being held within about six months, he hopes “we can all encourage our politicians - and other leaders in the church, public service and education - to look beyond the short term and articulate their vision for this country”. He added: “It is easy to focus on the immediate, the quick road fix, or the next tourism development. But what we need is a long term vision for Turks and Caicos: its place in the region, its relationship with the UK, its approach to citizenship. These are all issues that JAGS McCartney did, and would have continued, to emphasise.” Beckingham said he was delighted that this year again McCartney’s achievements were marked in London by the flying of the Turks and Caicos National flag on one of London’s great state buildings, the Foreign and
Commonwealth Office. He noted that the building lies within a stone’s throw of Parliament Square where, among others, there are statues of Winston Churchill and Mahatma Gandhi. “The latter (Gandhi) led the campaign for independence for the world’s second largest country, India, and as well had a vision for his country free from its caste system of division and poverty. As we honour here and in London the visionary JAGS McCartney, I hope our leaders will look beyond the short term gains of re-election to their vision for the long term future of TCI,” the Governor added. “As I have said before, if they believe, like JAGS McCartney, that part of that vision should be an independent TCI, the Foreign Office will not stand in the way of the process to see if it is a vision shared by a majority of the population.”
PDA concerned about crime
The prevalence of violent crime in our Beautiful By Nature Turks and Caicos is at an alarming all time high and seems to be escalating daily in numbers and violent intensity. A robbery just last week of a Chalk Sound resident in Providenciales left the victim lying unconscious on his door step. He has since been flown to Jamaica and to date his condition has not improved. No one who has penetrated the depressed communities, interacted with the armies of unemployed and abandoned youth and see and feel their unfortunate plight, can dispute or deny
the fact that there is an inextricable synergy between escalating crime and the masses of unemployed youth throughout this country. This unprecedented level of despair and hopelessness among the unemployed is a recipe for social disaster as the number of unemployed is constantly growing. Unfortunately, the country is on the brink of hundreds of more high school graduates joining the swelling ranks of the unemployed in a matter of weeks as high school graduations take place. While the minister of finance boasts of yet another surplus totaling

over $10,000,000, absolutely no initiatives are being taken to implement work programs to assist in alleviating this serious unemployment and crime problem. I implore the government to seriously consider the distressful plight of our people, especially our youth and put in place a comprehensive relief employment program until such time as government shows some prudence, patriotism and intestinal fortitude and replace some current work permit holders with suitably qualified Turks and Caicos Islanders. This is an initiative that would go a long way in solving the
unemployment problem. Other effective steps that may be taken is for government to cease the indiscriminate issuance of further work permits without first insuring that capable locals Turks and Caicos Islanders are awarded some of these jobs. Finally, government should attract some new development to the islands which would create new jobs. This is an accomplishment which this PNP government has not been able to pull off in almost four years in office, an anomaly that has never happened in the history of ministerial government in the Turks and Caicos Islands.

TCI joins worldwide fight against online child sexual abuse imagery
The Turks and Caicos Islands launches a dedicated (Internet watch Foundation) IWF Reporting Portal, to allow web users to report images and videos of child sexual abuse safely and anonymously. The launch comes as part of an IWF initiative made possible by funding from the UK Foreign and Commonwealth Office Cyber Security Capacity Building Programme. It will provide a quick and easy way for citizens to report online images and videos of child sexual abuse, to a safe and anonymous hotline. The reporting Portal can be accessed here: www.report.iwf.org.uk/ tc The Royal Turks and Caicos Islands Police Force Acting Superintendant in charge of the Sexual Offences and Domestic Violence Unit, Mary Durham says: “Every way and means necessary to protect our children here in the Turks and Caicos Islands is of high importance. The introduction of the reporting Portal is certainly a great initiative and is impeccable as we move forward with an aim to stop child abuse images and video from surfacing on the internet.” IWF Reporting Portals have already been successfully established in Mauritius and Uganda.
Susie Hargreaves, IWF CEO says: “It’s great that the Turks and Caicos Islands has joined this groundbreaking initiative, to provide a first class Reporting Portal to protect their citizens. Child sexual abuse imagery is a global problem and we can only fight it with a truly global solution.” By working closely with internet companies, the IWF helps people who stumble across online child sexual abuse images and videos [sometimes known as child pornography] to report it anonymously, via a web-based reporting Hotline. A team of experienced IWF analysts then work directly with the internet industry and law enforcement, to have any abusive imagery removed quickly. The advantage of establishing an IWF Reporting Portal is that any reports of suspected online child sexual abuse imagery generated in the Turks and Caicos Islands will be assessed directly by one of IWF’s analysts. These analysts are respected globally for their experience. Today, the IWF Hotline provides one of the most successful reporting mechanisms in the world. When they were founded 20 years ago, 18% of the world’s online child sexual abuse imagery was hosted in the UK. Thanks to their analysts, that

figure is now 0.2%. These analysts are considered world-leaders for their expertise. Harriet Lester, the IWF’s Technical Projects Officer working with Royal Turk and Caicos Islands Police Force says: “The launch of the Reporting Portal in the Turks and Caicos Islands is a huge step toward our mission to remove child abuse images and video [sometimes known as child pornography] from the internet completely. “The response from people here has been overwhelmingly positive and we’re looking forward to helping them make their corner of the internet a safer place.” The IWF has worked closely with the Royal Turks and Caicos Islands Police Force and the UK Foreign and Commonwealth Office. UK Minister for the Overseas Territories, James Duddridge says:“This demonstrates the Overseas Territories commitment to protecting children from harm and builds on the excellent work of the Internet Watch Foundation, who remove child sexual abuse content hosted anywhere in the world. I am delighted the FCO, through our Cyber Security Capacity Building programme, have been able to support this.” Online child sexual abuse
images and videos are a very real problem across the globe. The IWF brings together governments, law enforcement, the online industry and civil society to do what’s needed to eliminate images of child sexual abuse from the Internet. In 2015 (figures published in April 2016) the IWF positively identified 68, 092 reports of child sexual abuse images or videos, which it then helped, remove from the internet. From that figure, 69% of the victims were assessed as ten years old or under. 1788 victims were assessed as two or under. Just over one third were category A – the rape or sexual torture of children. Removing these abusive images from the internet makes it a safer place for all. IWF make the internet a safer place. They help victims of child sexual abuse worldwide by identifying and removing online images and videos of their abuse. They search for child sexual abuse images and videos and offer a place for the public to report them anonymously. Then then have them removed. Combined Service of Appreciation at Church of God of Prophecy Bottle Creek Schools on North & Middle Caicos recently held a combined devotional exercise to show appreciation for Mr. Crawford Sherman, General Manager of Parrot Cay, whose imminent departure is sure to leave a void in the community. Mr. Crawford and his team thoroughly enjoyed the performance of each school, conducted by Mr. Benjamin Lewis who selected songs specifically giving thanks. Students from Charles Hubert James Primary, Adelaide Oemler Primary School and Raymond Gardiner High School all demonstrated the level of appreciation that was felt by all.
Mr. Jas Walkin, teacher of RGHS, brought a sermonette that emphasized that kindness of strangers as with the Good Samaritan. To underscore how deserving he is of such appreciation, during his service of thanksgiving, Crawford and Team Parrot Cay donated a cheque for $10,000.00 to the Raymond Gardiner High School towards their greenhouse project. Apart from providing boat service to and from Providenciales for students to compete or attend the myriad events that are held throughout the school year, Mr. Crawford
and his team have undertaken several community projects – the latest being the complete renovation of the drug center in Kew which is now a thriving Youth Activity Center. “Mr. Crawford Sherman will certainly leave a void in every community of North Caicos!” says District Commissioner, Ms. Cynclair Musgrove. “He and Team Parrot Cay could be relied upon to partner in any charitable project. The RGHS, CHJPS and AOPS all have benefited from his largess. We wish Mr. Sherman well in his new endeavours and wish to assure him that our home will always be his!”
Appropriate precautions when enjoying the waters of the Turks & Caicos A number of incidents within the waters of the Turks & Caicos recently have prompted the Department to Environment & Coastal Resources (DECR) to reiterate necessary etiquette while on holiday or enjoying a cooling swim. Early on Sunday morning in Grace Bay, a visitor exercising in the water received an injury to his big toe that was consistent with a bite from a marine animal. The visitor was able to swim back to shore and was taken for medical attention and will make a full recovery. Although the animal was not identified, DECR would like to remind visitors and residents that the ocean holds many creatures and that appropriate safety precautions should be taken. Globally such incidents are exceptionally rare and are typically associated with fishing or fish-feeding activities (the latter being banned in the TCI). The DECR also urges the public to be familiar with the following swimming, snorkelling and dive
etiquette prior to jumping into the water: •DO use biodegradable suntan lotion whenever possible and allow time for all lotions to soak into the skin before going into the ocean. Suntan lotion is toxic to the reefs; •DO NOT touch, stand on or kick the coral; it is a living animal and you will harm it; •DO employ the ‘buddy system’ (swim / snorkel / dive with a friend and make sure someone knows where you are at all times) whenever going into the ocean; •AVOID kicking sand with your fins when snorkelling so that fine particles do not smother and choke living coral; •DO NOT remove corals, sand, shells and wildlife, whether dead or alive, from the Protected Areas. It is illegal; •For your safety, please swim within the “swim zone” (within 300 feet of shore in designated areas); •DO NOT fish in protected areas such as National
Parks and Nature Reserves. It is illegal to do so. This includes ‘catch and release’ fishing or hunting for conch and lobsters; •Be cognisant of vessels in the water, even if you are within a demarcated swim zone; •If you are a first time snorkeler, please adhere to these guidelines: o Practice with your gear first; o Stay relaxed and reduce your effort; o Learn to read ocean conditions; o Choose your first location carefully; o Choose a calm spot; o Be a steward! The DECR hopes to encourage a safe and fun experience for both visitors to and residents of the islands, through the above guidelines. Should you have any questions on how to become a steward to your local environment, do not hesitate to contact the Department at 338-4176 or environment@gov.tc.

FLOW’S TV services reach new heights Revolution has a new name, as Flow announced today the rebranding of its cutting-edge Advanced Video Services (AVS) to Horizon from Flow. The rebrand will bring a refreshing upgrade to an already innovative TV product. The Company will roll out Horizon from Flow today in Jamaica and across its other Caribbean markets in the coming months. The new brand was unveiled just days after it was announced that Liberty Global (LG) had acquired Flow’s parent company, Cable and Wireless (C&W). It is likely the first of many upcoming positive changes for the residential quad-play provider – all of which will share the ultimate goal of revolutionizing the customer experience. Horizon from Flow offers customers unparalleled control when accessing its vast array of content, including a diverse range of blockbuster movies and TV series on its Video on Demand platform (VOD), with convenient features such as the ability to rewind live TV and the cloud Personal Video Recorder (PVR). The cloud PVR allows customers to access their favourite programs when they want and how they want, across multiple platforms. This benefit gives customers the ability to customize their viewing experience – meaning they can watch their favourite content whenever and wherever it fits into their schedule. In addition, Flow will continue to offer customers the best, most in-demand content in the region –
including access to coverage of the Premier League, Manchester United, the upcoming Rio Olympics, NFL and Caribbean’s Next Top Model. “At Flow we understand that our customers demand a convenient, personalized TV experience that fits their lifestyle,” said Niall Merry, CWC’s Chief Commercial Officer. “Now that we are a part of the Liberty Global family, we have an opportunity to bring even more benefits and enhancements to our product and services, and by rebranding Flow’s AVS to Horizon from Flow, we are aligning ourselves with a leader of innovative video entertainment. We couldn’t be more excited about what this means for the future of TV in the Caribbean – this is what our customers have been waiting for.” The rebranding will not affect any of Flow AVS’s already existing features; Horizon from Flow will continue to offer customers’ favourite programmes, and will still host all of its compelling features like VOD and PVR. Instead, by rebranding the product, Flow is signalling another shift in the right direction – and, as Merry notes, “is letting customers know that there is much more to come” “While Horizon TV is a well established brand in other regions, we are going to make it a Caribbean experience,” said Merry. “Horizon from Flow will stand up to the standards set by its counterparts, and will be tailored to our unique Caribbean audience.”
TCIG draws attention to foster care The Department of Social Development, Ministry of Home Affairs, Transportation and Communication, TCIG has recognized May as Foster Care Month, under the theme: “Be The Change A Child Needs: Foster Care is the Way to Go!.” Foster Care month shines a spotlight and gives well deserved recognition to the unsung heroes who have opened their hearts and homes to vulnerable and disadvantage children who are yearning for a sense of normalcy and identity by being a part of a family unit. Foster Care parents provide a safe haven, centered with love, security and support that affords a child the opportunity to develop healthy emotional intimacy, trust, self-esteem and the chance to learn valuable life skills. While Foster Care parenting is not without challenges, it is one of the most emotionally and rewarding jobs one can do. Witnessing the sparkle in a child’s eye, hearing the laughter in their voice and seeing the joy in their spirit, knowing that someone is on their side fighting for them, is an amazing feeling! It can be said that as the Turks and Caicos Islands continues to develop, the social issues will surge, and become more complex and the need for more loving, dedicated and committed Foster Care parents
will increase. Hon. George Lightbourne added; “The Department has come a long way in foster care but we still forge ahead to make a dream of safe homes for every child a reality. It is my hope that one day there will be no need for Foster Parents because that would mean every child is in a loving home. Until such time I encourage you to open up your hearts and your homes to a Child who is in need and be that change a Child needs. The Department of Social Development, TCIG encourages interested and responsible adults to become a Foster Care parent and be the change a child needs. The Department is conducting a Foster Care Parent Drive throughout the month of May and June. To all who have given their time, love, and commitment to the children in foster care and their families, on behalf of the Department of Social Development, We say a huge Thank You! Activities include: Parent - Child Day Educational Session with existing Foster Care Parents at the Dillon Hall, Grand Turk Workshop/Training Session for existing Foster Care Parents – Providenciales Foster Care Parent Drive – North/Middle Caicos & South Caicos .

Each year because of improved screenings and advanced treatment, more and more people are beating cancer. But, that doesn’t change the importance of being a cancer survivor and the hard fight that it takes to conquer and put cancer in its place is notably recognized. Hon. Lillian Misick, President of the TCI Cancer Foundation stated “that cancer survivors are strong and courageous”. More than 30% of cancer deaths could be prevented by changing or avoiding key risk factors, especially tobacco use. Studies have shown that tobacco use is the single greatest avoidable risk factor for cancer mortality worldwide, causing an estimated 22% of cancer deaths per year. Early detection, precise diagnosis, and effective treatment help increase cancer survival. “We honor and salute cancer survivors and their families who have

supported them along the way, it was not easy but, you made it, you have proven that there is life after cancer”, stated the Hon. Premier and Minister of Health Agriculture and Human Services Dr. Rufus Ewing who also acknowledged the efforts of the Cancer Society for their assistance in providing cancer prevention and awareness information for our communities. Modification of one’s diet is another important approach to cancer control as studies have also shown that there is a link between being overweight and obese to many types of cancer such as oesophagus, colorectum, breast, endometrium and kidney. A diet that is high in fruits and vegetables may have a protective effect against many cancers. Regular physical activity (exercise) and the maintenance of a healthy body weight, along with a healthy diet, will significantly reduce cancer risk. Alcohol use is a risk factor for many types’ of cancers these includes, cancer of the oral cavity, pharynx, larynx, oesophagus, liver, colorectum and breast. The risk of cancer increases with the amount of alcohol consumed. The risk substantially increases if the person is also a heavy smoker. The Ministry of Health Agriculture and Human Services and by extension the National Health Promotion and Advocacy Unit celebrates with persons who have overcome and survived cancer. Apostle Ruth Ariza: God’s Ambassador running with the Kingdom’s Agenda Apostle Ruth Ariza was born into a Christian family on the beautiful island of Grand Turk, Turks and Caicos Islands in the Caribbean. She is the youngest of twelve children of Alexander Adams and Ida Adams (both decreased). Apostle Ruth always knew that there was a call of God on her life, because her first encounter with God never left her. She grew up worshipping at the New Testament Church of God where her grooming and training took place. She served in just about every area in church, namely, as a Sunday School Teacher, Youth Minister, Altar Worker, Praise and Worship Minister, Youth Choir Minister and the list goes on. Everything she found her hands to do, she did it without murmuring and complaining, because she had found her spiritual passion, and that was to work in the House of God. In 2000, God spoke and Apostle Ruth answered the call and launched out in faith along with her husband and four children and established at her home “The Potter’s House” now known as “Revival Faith Center, The Potter’s House”. As an Ordained Pastor under Revival Faith Center covering, she pastored “The Potters House” for five years, growing their membership exponentially, and then gracefully passed on the mantle to another. God had another assignment, this time it was to birth another ministry, “New Beginnings Harvest Ministries, Int’l”, now, “New Beginnings Kingdom Ministries, Int’l “ which she now pastors. In November 2009, Apostle Ruth Ariza was officially ordained in the Office of an Apostle by Christian International under the leadership of Bishop Bill Hamon. Apostle Ruth was educated at
Apostle Ruth Ariza Eliza Simons Primary School, Helena Jones Robinson High School and after graduating from High School, she went on to achieve an Associate Degree in Computer Programming at Prospect Hall College in Hollywood, Florida, which became her natural passion. On graduating from College, she worked in various firms in Grand Turk, but is presently full time in ministry. She has also graduated with a Certificate in Biblical Studies from the Church of God Ministerial Internship Program at Lee College in Cleveland, Tennessee, holds a Certificate in Biblical Studies from Revival Faith Center School of Ministries and the Sure Foundation
Theological Institute in Seminole, Florida, USA. She has also completed three training classes in Ministering Spiritual Gifts with Christian International, Santa Rosa, Florida, whose founder is Bishop Bill Hamon. She also holds a Bachelor’s Degree in Theology, with North Carolina School of Theology. Apostle Ruth recently graduated with DOUBLE DOCTORATE DEGREES, DOCTORATE DEGREE IN DIVINITY and DOCTORATE IN PHILOSOPHY IN CHRISTIAN COUNSELLING from Kingdom Truth University in Jacksonville, Florida. On this occasion she received honours at her graduation where she was one of the Valedictorians and the recipient of DOUBLE SUMMA COM LAUDE and the awardee of the ELIM – PILLAR OF SUCCESS AWARD for being very active and involved in her community. During the Graduation Ceremony, she was instated as one of the PROVOST OF KINGDOM TRUTH UNIVERSITY and will be launching a Campus and Online Study for KINGDOM TRUTH UNIVERSITY in partnership with NEW BEGINNINGS SCHOOL OF MINISTRIES. An OPEN HOUSE is scheduled for first week in July 2016. Apostle Dr. Ruth is a powerful woman of God, a woman of holiness, a woman that God has raised up in this hour with an Apostolic and Prophetic anointing on her life. She is bold and has tenacious faith, mountain moving faith. She is a humble woman whose heart is set out for the Kingdom of God and the people of God and tirelessly works to nurture, uplift and encourage God’s children to identify and act on their God given gifts. She acknowledges that everyone has a role in the Kingdom of God and in the
work of the Kingdom and has placed herself to be used of God to achieve this goal. Much as her heart is for the betterment of her community and all those around her, what is of utmost importance to her is achieving the work that God has set her to do as a servant for the Kingdom of God at large. She is the founder and Senior Pastor of New Beginnings Kingdom Ministries, Int’l and also the founder of “Mizpeh, Int’l, God’s WatchTower (Generals of Intercessors for the Turks & Caicos Islands)”, of “The Birthing Chamber”. She is former President of God’s Leading Ladies in the Turks and Caicos Islands, Grand Turk Chapter. Apostle Dr. Ruth is on the Executive Board of K.AN.I. (Kingdom Apostolic Network International ) of which Apostle H. Daniel Wilson of Chicago, the visionaire of the Most Popular Gospel Singing Group “ Shekinah Glory” is founder and president. She is also on the Executive Board of Global United Fellowship TCI, whose founder and visionaire, is Bishop Neil Ellis, with Bishop Coleta Williams Ill, the Provincial Leader of G.U.F. Turks and Caicos Islands. She has also had the opportunity to hold positions in the community of Grand Turk as H.J. Robinson High School Chaplain and Member of the Prison Visiting Committee. Last, but not least, Apostle Dr. Ruth Ariza is married to the handsome and most charming John Carlos Ariza and God has blessed them with four beautiful children and five grandchildren. Other than her family, and church family, she shares her life with the local schools, prison, hospital and whatever else she sets her hands to. She is simply God’s Ambassador running with the Kingdom’s Agenda.
Strengthening local government through the establishment of district councils Given the state of our national affairs it is understandable why to date, the thrust of the Interim Government has been to improve our economic infra-structure; to pay debts, and to curb spending. These efforts, we hope, will enable us to have more. It is equally important therefore, that vigorous efforts be made to help community persons to become more. The cycle of accumulating wealth and things of monetary worth by any means is part and parcel of the alleged systemic weaknesses referenced by Sir Auld in the Commission of Enquiry (2009). One sure way of improving the system is to give way to a people-centred approach to governance. Returning to the status-quo is not an option. There is a yawning for collaboration, common good, diversity, participation, increased freedom of expression and social partnering. This model is not only desirable but necessary for building strong, stable communities. Furthermore, it is a precursor to a more strategic approach to assist
the Turks and Caicos Islands in preparing for self determination – a day that is inevitable and for which no form of preparation can be too soon. I am proposing the introduction of a decentralized Administrative model that allows District Councils constitutional powers to look after certain affairs at grassroots level. Such a model gives community persons the opportunity to become solutions to many of the everyday problems. It weakens the opportunities for unrealistic and unreasonable demands made by both the political directorate and the voters; it minimizes opportunities for polarization, nepotism and cronyism. An empowered community operating as key stakeholders is less likely to revere an elected official as the ‘only’ hope for community building even when it means a total disregard for institutional checks and balances. A combination of community responsibilities can include:Maintenance of parochial roads;Oversight of small projects;
Maintenance of government buildings;Operation and maintenance of public water system; Policing building regulations;Policing business licenses – especially as it relates to small stores operated in private homes without authority. Act as First Level Screening Agency for assessing recommendations for Belongerships within the respective community; Maintenance of public beaches; public cemeteries, public sanitary facilities, public dock facilities. In addition to a District Administration budget which should be managed by the Council, the Body should also be empowered to raise funds and solicit funds for projects under specific guidelines. It is recommended that these Council Bodies be presided over by an elected Mayor on the islands of Grand Turk and Providenciales and a Chairman on each of the other islands. Council Offices on Grand Turk and Providenciales may be staffed with two fulltime officers in addition to the leader, and three
part-time officers. On the other islands, the Chairman, two full- time officers and two part-time officers on the other islands should be adequate to commence this initiative. The benefits of operating a well-run Council on each island as suggested will far out way the expenditure and lack of preparedness of the next generation of persons to take responsibility for the direction of the TCI. The possibility of introducing this initiative as part of the Public Service reporting to the Deputy Governor but given sufficient flexibility to manage day to day affairs without constant reference to the DG should form a part of the debate. Matters of national consequences should be administered to in consultation with the DG. Under this model, Council’s power does not usurp that of MPs; Councils must work in collaboration with island representatives in order to maintain synergies but are not accountable to MPs.

Sleep training needn’t be stressful for babies Deciding when and how to train infants to sleep through the night is one of the hardest issues for new parents, but a small study suggests the process needn’t always be stressful for mothers, fathers or babies. Researchers followed 43 infants and their parents for one year after randomly assigning them to one of three sleep-training options. One group stretched out how long babies cried before the parents went to get them - a process known as graduated extinction. A second group delayed bedtime a bit longer each night to limit babies’ total time in bed – a process known as bedtime fading. The third group merely received education on infant sleep habits. Both sleep-training programs were linked to better sleep for babies, but parent education wasn’t, researchers report in Pediatrics.
At the start of the study, the babies were about 11 months old on average and healthy, but at least one parent said the child had a sleeping problem. Researchers asked families to stick with their assigned sleep program for three months, and then followed them for a year after the interventions ended. The parents kept sleep diaries and reported on their own stress levels. Researchers used motion detectors to see how babies slept, and they tested infant stress by measuring levels of the stress hormone cortisol in their saliva. After three months, infants assigned to graduated extinction fell asleep almost 13 minutes faster than they did at the start of the study, and babies in the gradual fading group fell asleep 10 minutes faster. Parent education didn’t help babies fall
asleep any sooner, though. Babies also improved how long they stayed asleep. The biggest gain was about 44 minutes, in the graduated extinction group. For bedtime fading, babies added about 25 minutes and with parent education infants gained about 32 minutes. With graduated extinction, babies also experienced about two fewer awakenings at night by three months, while there were no significant changes for bedtime fading or parent education. The babies’ stress hormone levels showed small-to-moderate declines in the graduated extinction and bedtime fading groups. Mothers’ stress showed small-to-moderate decreases in both of those groups, too, over the first month. At the end of a year, there were no significant differences in emotional and behavioral problems or
in attachment styles between groups. Most of the parents were affluent, married or in long-term relationships, and had attended college. “There can be medical reasons underlying babies’ sleep problems,” said lead study author Michael Gradisar, a psychology researcher at Flinders University in Adelaide, Australia. “If none are found, this suggests parents can try the techniques we evaluated in our study or other techniques they feel comfortable with,” Gradisar added by email. Beyond its small size, limitations of the study include the option for parents to switch from one sleep approach and a high proportion of participants who didn’t complete the study, the authors note.

$250M Luxury Residential Development in Downtown Nassau
The Bahamas continues to attract new and significant foreign and direct investment, the latest of which is “The Pointe” a new $250million lifestyle and residential development that is under construction in Downtown, Nassau. The project, which will have 110 condos and 200 hotel rooms (including a Hard Rock hotel), stretching over 900,000 square feet, is being built next to the British Colonial Hilton, which was recently bought by Chinese developers. Amenities will include shopping and restaurants, as well as a performing arts center, high-end movie theatre, and bowling alley. It is slated to open in 2017 . Prime Minister Perry G. Christie said the new development a much needed boost to the country’s economy, adding that the multi-million dollar project would be a boost to the downtown area. “I would like to thank the Developer, China State Construction and Engineering Corporation, and Mr. Ning Yuan, its chairman, for the investment of $250 million in this harbour-front project, the 250
The Pointe is located next to the British Colonial Hilton which will also form a part of the property construction jobs being undertaken by Bahamians and the future employment prospects for 500 Bahamians in the operation and management of the hotel and residential units. This does not include the number of Bahamians who I expect will be employed by retail owners when the facility is fully subscribed and stores are operational,” said Prime Minister Christie. He said that as one of the largest construction companies worldwide, China State Construction and
Commission calls for Haiti elections to start from scratch PORT AU PRINCE, Haiti – The Independent Commission of Evaluation and Verification of Election (CIEVE) says the results of Haiti’s first-round presidential elections were such a disaster that the process should start all over. Commission, headed by former diplomat and businessman Francois Benoit Monday handed over the report containing its recommendations to Interim president Jocelerme Privert, on Monday. Haiti has been preparing for presidential and second round legislative elections ever since Michel Martelly left office in February and although Privert had been installed as interim leader to oversee a May 14 poll that has not materialised. The interim President has already said that the report of the CIEVE is essential to ensure the credibility of the electoral process. Privert has handed over the report to the Provisional Electoral Council (CEP) which will ultimately decide whether to accept the recommendation. It had planned to announce a new elections calendar on Tuesday. CIEVE said it had audited 25 per cent of the results, or 3,325 tally sheets from 13,000 polling stations across the country. “The conclusion we have reached is that the evil started not only within the polling stations, but a little higher in the distribution of (accreditation cards],)” Benoit said, referring to the tens of thousands of cards that were distributed to poll
workers and electoral observers and went for as little as three US dollars on election day. Benoit said that cards allowed individuals to vote multiple times and at any polling station. “We noticed that there were some liberties taken with the law with the electoral process with an array of zombie votes. The number of untraceable votes exceeded the legitimate votes acquired by politicians.” The report itself noted that in many instances, supporting documents like the partial voting list was missing, making it impossible to determine the validity of the vote and ultimately decide who among the 54 presidential candidates should be in the runoff. There were also deceased voters on the voting list, and voting cards were also trafficked and sold to the highest bidder. Haiti’s presidential runoff has been postponed three times because of allegations of fraud that forced the country into a polarizing crisis with violent street protests. In December, Martelly had tasked a Commission with evaluating the elections after the December 27 presidential runoffs seemed highly unlikely in the face of sustained street protests. The Commission found that the October 25 first-round presidential vote was plagued by irregularities and a high presumption of fraud. The Commission recommended sweeping changes to the electoral machine, including a new nine-member electoral body.
Engineering Corporation has, over the past several years, ‘demonstrated’ its capabilities in infrastructure and resort construction contracts and, more recently its commitment to The Bahamas in the acquisition of the British Colonial Hotel and its adjacent property. Chairman of China Construction America, Mr. Ning Yuan said that the new hotel represented the company’s first hotel and development acquisition in the Caribbean.
“The Pointe represents another substantial milestone for us in that, different from our other project in the Bahamas, China Construction America will be the sole investor, developer and contractor for The Pointe Project,” he said. President of the Pointe, Mr. Daniel Liu said that the world-class residential development is designed to delight residents and visitors alike. “Our commitment to the Bahamas is stronger than ever,” said Ning Yuan. “The Pointe is an exciting project that will create the ultimate downtown destination for both tourists and local Bahamians. It will contribute significantly to the Bahamian economy in the form of job creation and longterm tax revenue and will serve as a catalyst for redeveloping the entire downtown waterfront.” “This is a development that will delight residents and visitors alike,” said Daniel Liu, Senior Vice President of CCA and President of The Pointe. “It represents the beginning of the revitalization of the downtown area and will ensure Nassau is a thriving epicenter of culture, commerce and recreation.”
Suriname lands $478M IMF loan to boost economic reform plan Suriname has landed a $478 million loan from the International Monetary Fund to boost an economic reform program amid a drop in commodity prices, becoming the second South American country to seek such a bailout in nearly a decade. The IMF said it will immediately disburse $81 million as part of a two-year deal announced Friday that has been met with protests. Suriname is the first country in South America since 2007 to seek help from the IMF through what’s known as a stand-by-arrangement, in which loans are conditioned on a government adopting policies aimed at stabilizing its finances and economy. The last country to do so was Peru. The reform is designed to strengthen Suriname’s finances following a drop in prices for its principal exports including gold and oil. The country’s main alumina refinery also shut down last year. The IMF said Suriname faces what it called substantial fiscal deficits and a rundown of international reserves. “Implementing the structural
reform agenda is essential to ensure a prosperous future for Suriname,” the IMF said in a statement. Suriname plans to create a value-added tax and eliminate electricity subsidies as part of the reform, which also seeks to increase private-sector growth and attract more foreign investment. IMF officials said the drop in revenues from the sale of gold, oil and alumina caused Suriname’s fiscal deficit to reach nearly 9 percent of GDP last year, compared with a small surplus in 2011. Commodity prices fueled a region-wide boom in the past decade, but analysts say their collapse could cause more policy makers to swallow their pride and return to the IMF, which is widely mistrusted in the region for its role in Argentina’s 2011 financial collapse. Possible candidates are OPEC members Ecuador and Venezuela, which have seen their economies shrink as investment and oil purchases from a slowing China have fallen. Brazil, the region’s largest economy, is also fighting recession as prices for its grain and iron ore exports have collapsed.

U.S. Virgin Islands sues Takata, Honda over airbags The U.S. Virgin Islands sued Takata Corp and Honda Motor over the sale of millions of recalled airbags linked to deadly ruptures. The U.S. territory joins Hawaii, which earlier this month sued Takata and Honda, the largest user of recalled Takata air bags linked to 13 deaths and more than 100 injuries. The Virgin Islands suit, seeking civil and other penalties, claims the companies committed fraud, used unfair trade practices and were negligent in allowing the use of the unsafe airbags. Virgin Islands Attorney General Claude Walker said in a statement that there are about 7,000 cars in the U.S. territory equipped with Takata airbags. The U.S. National Highway Traffic Safety Administration has said longterm exposure in high absolute humidity areas poses the biggest risk. That includes the Virgin Islands, and Walker said a Virgin Islands resident on St. Croix was gravely injured when her Takata airbag ruptured. “Each of these vehicles could have a ticking time bomb hidden in the steering wheel or the dash-board,” Walker said. Honda and Takata did not
immediately respond to requests seeking comment. Takata faces an ongoing Justice Department criminal investigation. Both Honda and Takata also face class-action lawsuits from owners in a federal court in Miami, along with many other automakers that sold vehicles with Takata air bags. Late on Wednesday, Takata confirmed it had hired Lazard Ltd to help it pursue restructuring alternatives, including seeking an outside investor. Takata is in bailout talks with a number of potential investors, including private equity firm KKR & Co, people familiar with the matter told Reuters on Thursday. The news boosted shares of the embattled auto parts maker. Takata agreed earlier this month to expand its U.S. recall of defective airbag inflators by 35 million to 40 million, adding to the 28.8 million U.S. airbag inflators already recalled. Of 13 deaths worldwide linked to defective Takata inflators, 12 have occurred in Honda vehicles and 10 in the United States. One death occurred in a Ford pickup involving a driver in Georgia in December.
elections would be called so quickly, that the private sector council would have actually created a forum in order for both parties to be able to make a presentation to them in terms of their economic plans.” He added: “(As) for the civil society, I feel they have been very quiet. I say this not to chastise the civil society but that in a strong democracy, it requires the voice of civil society. It requires their participation in the process. This continual excuse of fear of victimization either says that something smells in Amsterdam or civil society is not playing its part.” Chastanet also chided the last administration for its heavy borrowing, adding that the corresponding consecutive years of negative growth defeated the purpose. He said interest payments on the national debt continue to tie central government’s hands to spend money on important projects. Since announcing his party’s intention to reduce and eventually remove the 15% VAT that came into effect in October 2012, Chastanet has come under fire for not outlining a clear plan on how to make up for the estimated EC$345 million that VAT brings in annually. The party leader said the aim is to arrive at a plan after discussions with the Ministry of Finance, the local private sector and international organizations. However, he said a sales tax of no more than 8% should suffice since a UWP government would drum up more investments to encourage consumption.

When he was appointed a senator and Minister of Foreign Affairs in 2013, Camillo noted his objection to having to swear allegiance to Her Majesty. In his contribution to the debate this week, Camillo said the Oaths Act is very near and dear to him. He told lawmakers that he is exceedingly proud that the Parliament has an opportunity to discuss and pass an amendment that is “in one sense short, relatively simply. “It is only a page and a half long and it changes a few words in a relatively obscure act, but, in another sense, it is a profound declaration of our national sovereignty, of our deepening political independence and our continued growth of our nation. “It is an amendment, Mr. Speaker that is not a rejection of anything or anyone, but rather an affirmation of our faith in God, of our faith in the Constitution of St. Vincent and the Grenadines, of faith in ourselves and of the fact that our primary obligation as representatives in this Honourable House, is to the people of St. Vincent and the Grenadines,” Camillo said.

Family will not sue Cincinnati zoo over child-gorilla incident
Flowers lay around a bronze statue of a gorilla and her baby outside the Cincinnati Zoo’s Gorilla World exhibit, two days after a boy tumbled into its moat and officials were forced to kill Harambe, a 17-year-old Western lowland silverback gorilla, in Cincinnati, Ohio, May 30, 2016 The family of a 3-year-old boy who fell into an animal enclosure, prompting the killing of an endangered gorilla, said on Wednesday that it would not sue the Cincinnati Zoo over the incident. The family, whose name has been withheld by police, said through a spokeswoman, Gail Myers, that the boy was doing well. They had said earlier on social media that he had a concussion and scrapes. They asked well-wishers not to send them financial gifts, but to make any donations to the zoo. A 17-year-old western lowland silverback gorilla named Harambe was shot and killed by zoo staff on Saturday after the boy fell into its enclosure. Witnesses have said the boy expressed a desire to get into the enclosure and climbed over a 3-foot (1-meter) barrier, then fell 15 feet (4.6 m) into a moat. Cincinnati police are investigating whether to bring charges against the child’s parents. Hamilton County Prosecutor Joseph Deters said in a statement that police would confer with his office after they had looked into the matter. The family declined to comment on the investigation. Mounting outrage over the killing of Harambe has sparked criticism of the zoo and the child’s parents. Online petitions at change.org have more than 676,000 signatures demanding “Justice for Harambe.” The Cincinnati Police Department released on Wednesday recordings of emergency calls made by the child’s mother and witnesses. “My son fell in with the gorillas. There’s a male gorilla standing over him. I need someone to contact the zoo, please,” the mother told an operator. “He’s dragging my son ...” The animal rights group Stop Animal Exploitation Now said on Tuesday it would file a negligence complaint against the zoo with the U.S. Department of Agriculture. The group is seeking the maximum penalty of $10,000. U.S. zoos are left to decide under federal rules how to make animal exhibits safe.

Prince died from painkiller overdose
Music megastar Prince died from an overdose of opioid painkillers, a law enforcement official told the Associated Press on Thursday. The official, a source with knowledge of the death investigation, spoke to AP on condition of anonymity because he was not authorized to speak to the media. Minnesota investigators have reportedly finished an autopsy and toxicology testing, but have not publicly released the findings. The news follows weeks of speculation that the 57-yearold singer was addicted to pain medications when he was found dead April 21 at his Paisley Park estate. Prince’s use of painkillers and how he obtained them has been the focus of a criminal investigation. A judge has sealed all records in the case, but no charges are known to have been filed. Prince, 57, died April 21 at his Paisley Park estate in Chanhassen, Minn. (File photo) Prince Rogers Nelson was pronounced dead at 10:07 a.m. April 21 — 19 minutes after emergency responders arrived and tried to resuscitate the iconic artist. Investigators said he was last seen alive at Paisley Park, a sprawling compound that doubled as the reclusive singer’s recording studio and home in Chanhassen, Minn., about 8 the night before. A former assistant to the star, Mariah Brown, told the Associated Press Prince didn’t even drink. She said during the two years she worked for him she never saw him take any pills, nor did she get any on his behalf. However, since the singer’s death, details have emerged about medical treatment he was receiving.
Prince’s unexpected death was caused by an opioid overdose, a Minnesota autopsy reportedly found In the weeks before Prince’s death, the musician met twice with Dr. Michael Todd Schulenberg, a 46-year-old family care physician who worked at a Minnetonka clinic a few miles from Prince’s Paisley Park studio and home, according to search warrant documents. The warrant documents say Schulenberg prescribed Prince medications in recent weeks, but what they were and whether Prince took them is unknown. Prince’s estate manager and personal assistant discovered the singer’s lifeless body in Paisley Park elevator about 9:40 a.m. Andrew Kornfeld, the son of
a well-known addiction and pain doctor, phoned 911 after arriving at the estate. An autopsy revealed no signs of trauma, and Carver County Sheriff Jim Olson has said previously that investigators don’t believe Prince committed suicide. Though the artist’s closest friends and family have not publicly addressed his alleged addiction, news reports have indicated Prince may have started abusing medications following hip surgery several years ago due to the pounding his body took from decades of lively stage performances. A week before his unexpected death, a private jet carrying Prince home from a concert in Atlanta had to make an emergency landing in Illinois when the singer reportedly suffered an opioid overdose and lost consciousness. Paramedics who met the plane reportedly gave Prince a shot of the opioid antidote Narcan. The sudden death of the entertainer has shed light on what the federal government recently called a national epidemic of opioid related overdose deaths. New guidelines from the U.S. Centers for Disease Control and Prevention urges doctors to avoid prescribing addictive opioid painkillers such as Oxycontin, Percocet and Vicodin whenever possible for patients with most forms of chronic pain. “More than 40 Americans die each and every day from prescription opioid overdoses,” CDC director Dr. Tom Frieden said in March. “Increased prescribing of opioids — which has quadrupled since 1999 — is fueling an epidemic that is blurring the lines between prescription opioids and illicit opioids.”

Dangerous migrant smuggling routes flourish in lawless Libya

people trafficking were thrown into disarray by the conflict that followed Libya’s 2011 uprising, and the coastguard feels abandoned. “The only assistance we have been offered so far is promises,” said Colonel Abdulassmad Massoud of the coastguard in Tripoli. Italy says arrivals so far in 2016 are down two percent on last year at about 40,000 landings, mostly from countries like Nigeria, Eritrea, Gambia and Somalia. There is little sign of a return of Syrian migrants, tens of thousands of whom were traveling through Libya until they switched to the Turkey-Greece crossing in 2015. Instead, smugglers enriched by those Middle Eastern migrants are again working long-established routes across thousands of kilometers of hostile desert between sub-Saharan Africa and western Libya.

Traffickers can cross that border freely he said, and convoys of as many as 25 vehicles then head north unhindered. “Sometimes there’s a checkpoint at the entrance of a city, but they can always take a different route.” There is no policing and little external aid. Germany has pledged 4.5 million euros ($5 million) to support communities in Sabha and Gatroun, two key southern areas on migrant routes, but Libyan officials complain that international efforts are too focused on blocking crossings at sea. Though the EU has warned of hundreds of thousands of displaced people who could cross the Mediterranean, officials and aid workers in Libya say a lack of data makes an accurate estimate impossible. The International Organization for Migration has identified 235,000 migrants in Libya, but says the real number is likely to be between 700,000 and one million. Migrants who are arrested often end up back in the smuggling networks after being released or even deported, officials and aid workers say. “It makes no difference because the flow coming in is much greater than the number being deported, and the ones who are sent back to their countries are returning because there is no security on the borders,” said Salem Ashwin, a migration official at Tripoli’s international cooperation ministry.
Thousands evacuated as France declares emergency over floods Torrential rains across France forced thousands of people from their homes and saw stranded motorists rescued by soldiers as flood waters rose, while in Paris a metro line was shut and staff at the Louvre museum were told the venue was likely to close. An 86-year old woman was found dead in her flooded house in a small town southwest of Paris late on Wednesday, apparently the first casualty from the heavy rains that caused the Loire and Seine rivers to burst their banks. President Francois Hollande declared a state of emergency in the worst affected areas and promised money to help local authorities deal with the flood damage. “Since yesterday it’s just been a deluge,” said Jerome Coiffier,
an inhabitant of Longjumeau, less than 20 km (13 miles) south of Paris, where firemen wading thigh-deep in water rescued inhabitants using inflatable boats. Prime Minister Manuel Valls visited Nemours, 75 km south of Paris, where at least 3,000 out of 13,000 inhabitants were evacuated, as flood water crept toward the second story of buildings in the town center. He called the situation “tense”. In the French capital, the Seine rose above 5 meters (16 feet), forcing the SNCF rail operator to close an underground commuter line that runs along the river and is used by tourists to reach the Eiffel Tower and Notre-Dame Cathedral. Meanwhile, Louvre museum chief Jean-Luc Martinez told employees in an internal email seen
by Reuters that it was highly likely that the museum would have to shut and would then seek help from volunteers. The Musee d’Orsay said it would close earlier than planned. In the Loire valley, the Chambord castle, a Unesco heritage site, found itself surrounded by water. The national weather service said the greater Paris region had in May endured its wettest month since 1960. In the Loiret region, where local officials called on the army to help evacuate motorists trapped on the A10 motorway, the floods are the most severe in 100 years. In Paris, the Seine could peak at 5.5 meter overnight or on Friday night, the environment ministry said in a statement. The river reached a Workers remove palm trees from the banks along the Seine River in Paris record high of 8.60 meters in 1910.
Man recovering after intimate attack by snake A Thai man is recovering from a bloody encounter with a 3-meter (10-foot) python that slithered through the plumbing of his home and latched its jaws onto his penis as he was using a squat toilet. Attaporn Boonmakchuay was smiling as Thai television stations interviewed him in his hospital bed about the intimate intrusion, and doctors said he would recover. But photos of his blood-splattered bathroom in Chachoengsao province, east of Bangkok, were testimony to his ordeal.
The 38-year-old told Thai TV Channel 7 that he struggled to remove the snake for 30 minutes Wednesday before he managed to free himself with help from his wife and a neighbor. After his wife tied a rope around the snake, Attaporn pried open its jaws before passing out. Emergency workers dismantled the Asian-style squat toilet, with the python still twined through it. The snake was taken away to be released back into the wild, according to an emergency responder cited by the newspaper Thai Rath.

US-backed Syrian force vows to take back city from Islamic State
Iraqi security forces and Shi’ite fighters fire artillery towards Islamic State militants near Falluja, Iraq, June 1, 2016 U.S.-backed Syrian militias vowed on Thursday to drive Islamic State (IS) from the city of Manbij and surrounding areas in northern Syria and urged civilians there to stay away from militant positions that would be targeted in the campaign. The Syria Democratic Forces (SDF) alliance, including the powerful Kurdish YPG militia, thrust into IS-held territory near the Turkish border this week. The attack is backed by U.S.-led air strikes and U.S. special forces on the ground. “We confirm that this campaign will continue until the liberation of the last inch of the land of Manbij and its rural areas,” said a joint statement in the name
of the SDF and allied Manbij Military Council. The statement was read out on the banks of the Euphrates River by Manbij Military Council commander Adnan Abu Amjad. “We urge our people in the city of Manbij to stay away from all centers and positions where the Daesh terrorists are present because they will be military targets for our forces. We call on them to take measures to ensure their safety,” he said. “We also call on our people in Manbij to offer support and help to our forces,” said Abu Amjad. He said the Manbij military council represented all the area’s ethnic groups, which he listed as Arabs, Kurds, Turkmen and Circassians.
The statement said control would be handed to a civilian council after the town was freed. “Oh brave people of Manbij, our forces are coming to liberate you from the shackles of the Daesh terrorist torturers,” it said. Thousands of U.S.backed fighters have opened a major new front in Syria’s war, launching an offensive to drive IS out of a swathe of northern Syria that it uses as a logistics base. The operation, which began on Tuesday after weeks of quiet preparations, aims to choke off the group’s access to Syrian land along the Turkish border that the militants have long used to move foreign fighters back and forth to Europe. A Kurdish source, speaking on condition of anonymity to Reuters in Beirut, predicted the Syrian militias would reach Islamic Stateheld Manbij within days, after advancing to within 10 km (6 miles) of the town. It was too early to say how the battle for Manbij would go, the source said, but added that IS defenses on the west bank of the Euphrates River had collapsed at the start of the campaign. The council due to manage the city’s civilian affairs was set up on May in the town of Sarrin, said Sheikh Farouk alMashi, head of the council. Sarrin was captured by the YPG from Islamic State last year.
Supreme Court rejects constitutional challenge to death penalty The Supreme Court on Tuesday refused to hear an appeal asserting that the death penalty violates the U.S. Constitution’s ban on cruel and unusual punishment filed by a Louisiana man convicted of fatally shooting his pregnant former girlfriend. Two of the eight justices, liberals Stephen Breyer and Ruth Bader Ginsburg, said they would have accepted the case, repeating concerns about the death penalty’s constitutionality they raised in a different case last year. Breyer’s comments echoed similar remarks he made in June 2015 when the court upheld Oklahoma’s lethal injection procedures. The shorthanded court has steered clear of taking major cases since the February death of Justice Antonin Scalia, but even at full strength may not have accepted this one. There is no indication the court is any closer to taking a case that would challenge the death penalty directly, with the court’s two other liberals, Sonia Sotomayor and Elena Kagan, not joining Breyer’s opinion. Four votes are needed for the justices to hear a case. The pregnant Sills had told Tucker she believed he was the father. Later testing showed Tucker, 18 at the time of the murder, was not the father. The fetus did not survive.
Philippines won’t be ‘lackey’ to anyone: incoming foreign minister
Philippines’ President-elect Rodrigo Duterte answers questions during a news conference in Davao City, southern Philippines May 31, 2016 The Philippines will not distance itself from its long-time security ally, the United States, but neither will it be a lackey to any foreign power, incoming Foreign Minister Perfecto Yasay told Reuters. In his first interview with the foreign media since being appointed by Presidentelect Rodrigo Duterte, the lawyer by training sought to underline the Philippines’ independence in dealing with disputes with China over the South China Sea. “We should not be a lackey of any nation,” Yasay said in Manila, the day after Duterte named his cabinet. Under outgoing President Benigno Aquino, the Philippines moved closer to Washington, in turn straining ties with China. Yasay said relations with China should improve. “For as long as it (China) adheres to the rule of law, respects our territorial integrity and sovereignty...we should continue to make sure that our friendship and relationship would be stronger,” he said. Duterte, the tough-talking mayor who takes office on June 30, said on Tuesday that the Philippines would not rely on Washington, signaling a potential shift in approach to the South China Sea and broader security issues. “He was simply articulating the position that, according to the constitution, we are supposed to carry an independent foreign policy,” Yasay said of Duterte’s remarks. Yasay added that the presidentelect would honor existing treaties with the United States, including the Enhanced Defense Cooperation Agreement that allows U.S. troops increased access to local bases. U.S. President Barack Obama called Duterte on May 17 to congratulate him on his election win. “That was a very strong indication about our friendship with America not being affected, and will not be affected by his election,” Yasay said. At the same time, Duterte has not ruled out renegotiating agreements in the future if it was deemed necessary. “When he said he is committed to agreements we have entered into...he does not discount the possibility that in the future, if it is determined that there is a need to further negotiate on these agreements on the basis of pursuing the mutual interest of both countries, we should not hesitate to do so,” Yasay said.

Finally allowed 2nd child, older Chinese parents turn to IVF
China’s decision to allow all married couples to have two children is driving a surge in demand for fertility treatment among older women, putting heavy pressure on clinics and breaking down past sensitivities, and even shame, about the issue. The rise in in vitro fertilization points to the lost dreams of many parents who long wanted a second child, but were prevented by a strict population control policy in place for more than 30 years. That, in turn, is shifting prevailing attitudes in China regarding fertility treatments — formerly a matter of such sensitivity that couples were reluctant to tell even their parents or other family members that they were having trouble conceiving. “More and more women are coming to ask to have their second child,” said Dr. Liu Jiaen, who runs a private hospital in Beijing treating infertility through IVF, in which an egg and sperm are combined in a laboratory dish and the resulting embryo transferred to a woman’s uterus. Liu estimated that the numbers of women coming to him for IVF had risen by 20 percent since the relaxation of the policy, which came into effect at the start of the year. Before, the average age of his patients was about 35. Now most of them are older than 40 and some of the women are fast approaching 50, he said. “They have a very low chance to get pregnant so they are in a hurry. They really want to have a child as soon as possible,” he said. Chen Yun is 39 and was in the hospital waiting to have the procedure for
Dr. Liu Jiaen, center, watches his staff member work on a laboratory dish during an infertility treatment through in vitro fertilization (IVF) for a patient at a hospital in Beijing. China’s decision to allow all married couples to have two children is driving a surge in demand for fertility treatment among older women, putting heavy pressure on clinics and breaking down past sensitivities, and even shame, about the issue. The rise in IVF points to the deferred dreams of many parents who long wanted a second child, but were prevented by a strict population control policy in place for more than 30 years. the first time. She and her husband already have a 7-year-old son and their families are encouraging them to have a second child. “We are coming to the end of our childbearing years. It may be difficult for me to get pregnant naturally because my husband’s sperm may have a problem, so we want to resolve this problem through IVF,” she said. Chen said she hoped having a brother or sister would make their son happier, more responsible and less selfabsorbed. “We had siblings when we were children. I had a younger sister and we felt very happy when playing together,” she said. “Now that every couple has one child, two generations — parents and grandparents — take care of the child. They give the only child too much attention.” If her son has a
younger brother or sister to look out for, he may not “think too much about himself like a little emperor,” Chen said. Over the past two decades, IVF technology has developed rapidly in China, where about 10 percent of couples are estimated to need the procedure to conceive. In 2014, 700,000 women had IVF treatments, according to the health commission’s Women’s and Children’s Department, which said in a statement that demand for all types of fertility treatment had risen following the policy relaxation, including the use of traditional Chinese medicine. “Currently, fertility centers at renowned medical organizations in Beijing and Shanghai and others are under increased pressure for treatments,” the department said. Previously, China limited most urban couples to one child and
rural couples to two if their first was a girl. There were exceptions for ethnic minorities, and city dwellers could break the policy if they were willing to pay a fee calculated at several times a household’s annual income. While authorities credit the policy introduced in 1979 with preventing 400 million extra births, many demographers argue the fertility rate would have fallen anyway as China’s economy developed and education levels rose. Intended to curb a surging population, the policy has been blamed for skewing China’s demographics by reducing the size of the future workforce at a time when children and society face increasing demands from the growing ranks of the elderly. It also inflated the ratio of boys to girls as female fetuses were selectively aborted, while compelling many women to have forced abortions or give up their second children for adoption, leaving many families devastated. The National Health and Family Planning Commission said in November that 90 million women would become eligible to have a second child following the policy change. Authorities expect that will add 30 million people to the country’s labor force by 2050. Those projections could be overly optimistic since many younger Chinese see small families as ideal and would be reluctant to take on the cost of raising a second child. When the policy was changed in 2013 to allow two children for families in which at least one parent was an only child, it spurred fewer births than authorities expected.
New York probing Trump’s closing of Trump Tower atrium for campaign events New York City is investigating Donald Trump’s practice of closing down the public atrium in Trump Tower for presidential campaign events that are off limits to the public. In order to add more floors than zoning rules would otherwise allow, Trump, the presumptive Republican presidential nominee, agreed to create a two-story public atrium on the ground and lower floors of the building, which opened in 1983 on Manhattan’s Fifth Avenue. But security staff wearing Trump badges spent several hours shooing away a growing crowd of New Yorkers and tourists from the doors on Tuesday morning after Trump decided to hold a news conference in the atrium to discuss his fundraising for veterans groups. “Department of Building inspectors will be investigating the allegations that the (public atrium) was closed contrary to the building owner’s agreement with the city,” Joe Soldevere, a department spokesman, told Reuters on Tuesday. There are scores of “privately owned public

In the case of Trump Tower, the 6,000-squarefoot public atrium, which is lined with pink marble, must be open to the public between 10 a.m. and 8 p.m. every day, a fact advertised in large gold letters over the building’s Fifth Avenue entrance. As with other such spaces, it can be closed up to four times a year for a private event after permission from city officials. Trump has held several events in the public areas of Trump Tower since launching his campaign in the atrium there last June. Officials at the Department of City Planning, which grants permission to close a POPS for an event, and the Department of Buildings, which investigates violations, said they had no record of Trump ever seeking or being granted permission to shut out the public for a campaign event. New facilities will begin to open in 2018, with plans to have the project substantially completed in 2022, the consortium said. The plan for the new terminal includes two pedestrian bridges spanning active aircraft taxi lanes, the first such design in the world, the companies said. It also includes food, beverage and retail stores and additional seating. The consortium got access to low-cost borrowing through the New York Transportation Development Corporation, which two weeks ago issued $2.5 billion of mostly tax-exempt municipal bonds. Altogether, two-thirds of the project is to be financed privately.
Snapchat raises $1.81 billion in new funding round Messaging app Snapchat has raised $1.81 billion in funding, the company reported in a U.S. regulatory filing on Thursday, a sign that investor interest is strong despite concerns among some venture capitalists that the platform is struggling to attract advertisers. Venture capital database PitchBook estimated the company’s valuation after the financing at $17.81 billion, up from $16 billion at it most recent financing in February. The company, which makes a free mobile app that allows users to send videos, photos and messages that vanish in seconds, did not respond to emailed questions about the financing. Snapchat, headquartered in Venice, California, has faced concerns from big investors familiar with the company that its estimated valuation is not justified because of an uneven revenue stream. Its advertising business, which began last October, is the company’s only significant revenue source. But, with a strong user base of 13- to 24-year-olds, the app provides an attractive platform to reach millennials and hook young consumers on brands. The company has more than 100 million active users, about 60 percent of whom are 13- to 24-year-olds. Snapchat early this year raised $175 million from Fidelity Investments in a “flat round” of financing that did not adjust the company’s valuation. The mutual fund bought shares at $30.72 each. Fidelity has repeatedly adjusted the estimated valuation of its stake in the company, slashing it by at least 25 percent last year only to boost it by more than 60 percent in February. Investors in this latest round include General Atlantic, Sequoia Capital, T. Rowe Price and Lone Pine, among others, tech blog TechCrunch reported on Thursday, citing unidentified sources. (tcrn.ch/1U95CAK) TechCrunch also reported that Snapchat’s revenues in 2015 were $59 million, according to a presentation to investors that was seen by the news site. That’s up from $3.1 million for the first 11 months of 2014, sources told Reuters last year.
Honda shows off self-driving cars Honda Motor Co gave a sneak preview of its self-driving prototypes on Wednesday, saying it was already on its way to offering semi-autonomous safety functions to the mass market. The Japanese automaker has been less vocal about its plans for selfdriving cars than larger rivals like Toyota and General Motors, which in recent months have shown off major research and development projects and big-ticket acquisitions. But under the radar, Honda has been building semi-autonomous functionality, including forwardcollision warning, lane- departure warning and lane-keeping assist. These features are already being rolled out in Honda’s Acuras and the Civic model year 2016, which costs about $22,000. “We under-promise and overdeliver as a promise, as a company. There are a lot of promises talked about by a lot of companies,” said Jim Keller, chief engineer for Honda
Research and Development Americas, referring to the pervasive industry hype. With the current roll-out of semi-autonomous functions, which it says will pave the way for full autonomy on highways by 2020, Honda says it differs from rivals, whose selfdriving efforts have centered on their luxury models. “This is a unique differentiator for Honda ... who is committed to the concept of safety for everyone,” said Keller. “Unless we democratize it across our lineup it will be just a niche.” Honda showed off two prototypes it has used in testing at the GoMentum Station, a 5,000-acre former naval munitions zone that features 20 miles of paved roadway, tunnels and other infrastructure ideal for testing. On Wednesday, reporters saw the cars accelerate, stop and cede the way for pedestrians, and turn in autonomous mode.

Besides Honda, the French maker of driverless shuttles, Easy Mile, also tests there. The auto industry has been marked by a series of high-profile
investments and acquisitions related to autonomous driving in recent months. General Motors in January bought autonomous vehicle technology start-up Cruise Automation for a reported $1 billion, while Toyota has committed to spending $1 billion over five years to develop technologies behind the self-driving car.

Apple Pay struggles outside US More than 18 months after Apple Pay took the United States by storm, the smartphone giant has made only a small dent in the global payments market, snagged by technical challenges, low consumer take-up and resistance from banks. The service is available in six countries and among a limited range of banks, though in recent weeks Apple has added four banks to its sole Singapore partner American Express; Australia and New Zealand Banking Group in Australia; and Canada’s five big banks. Apple Pay usage totaled $10.9 billion last year, the vast majority of that in the United States. That is less than the annual volume of transactions in Kenya, a mobile payments pioneer, according to research firm Timetric. And its global turnover is a drop in the bucket in China, where Internet giants Alibaba and Tencent dominate the world’s biggest mobile payments market - with an estimated $1 trillion worth of mobile transactions last year, according to iResearch data. Anecdotal evidence from Britain, China and Australia suggests Apple Pay is popular with core Apple followers, but the quality of service, and interest in it, varies significantly. To use Apple Pay, consumers tap their iPhone over payment terminals to buy coffee, train tickets and other services.

Drug makers failing to tackle corruption
A person holds pharmaceutical tablets and capsules in this picture illustration The global pharmaceuticals industry remains open to corruption abuse, despite a raft of scandals in recent years, with both companies and governments failing to tackle the issue adequately, according to Transparency International. The anti-corruption advocacy group said on Thursday there were dangerous loopholes across the drug supply chain, from lack of publicly available research data to underhand marketing practices to poor enforcement of manufacturing standards. “It is shocking that despite scandal after scandal involving pharma companies, still policy makers simply are not taking seriously the corrosive effect of corruption,” Sophie Peresson, its head of pharmaceuticals and healthcare, said. “The red flags are being ignored.” Drugmakers are certainly no strangers to corruption claims. Big Pharma has forked out billions of dollars to settle scandals
involving improper promotion of drugs in the United States and, more recently, bribes paid to foreign doctors have emerged as another area of malpractice. GlaxoSmithKline (GSK.L), for example, paid a record fine of nearly $500 million in 2014 for bribery in China and many companies face investigation under the U.S. Foreign Corrupt Practices Act. At the beginning of 2016, Transparency International said one in 10 corruption investigations by U.S. authorities involved pharmaceutical companies, significantly more than for the banking sector. The European Federation of Pharmaceutical Industries and Associations agreed good governance was vital but it criticized the report for failing to mention a host of positive industry-led initiatives in areas such as financial transparency, data sharing and the fight against falsified medicines.

New Zealand plans to remove Prototype space station module inflated on logos from cigarette packs NASA’s second try
New Zealand on Tuesday announced it will push ahead with plans to force tobacco companies to remove their logos from cigarette packs and enhance graphic health warnings. Under draft regulations, cigarettes would be required to be sold in packs with plain background colors and with gruesome-looking images covering at least 75 percent of the front of each pack. The proposal has widespread support among lawmakers and comes just days after the government announced a tax measure that will hike the price of a pack of cigarettes to about 30 New Zealand dollars ($20), one of the highest in the world. The plain packaging law is expected to be passed this year with the changes enforced by early next year. Dozens of countries and territories around the world have adopted similar measures after Australia became the trailblazer in 2012. New Zealand first announced plans for plain packaging rules in 2013 but the legislation stalled. Prime Minister John Key said lawmakers held back as they awaited the outcome of lawsuits launched by tobacco companies in Australia. Those companies argued the law violated intellectual property rights and devalued their trademarks, but Australia’s highest court upheld the law. Tobacco giant Philip Morris suffered its latest legal setback in December when a Singapore court determined it had no jurisdiction to hear a case brought by Philip Morris Asia Ltd. “The world’s moved on, there have been quite a number of countries that have moved towards plain packaging,” said Key. “And the advice I’ve been getting from my officials is that it’s safer for us to proceed unilaterally.” The New Zealand branch
of British American Tobacco said Australia’s law had been a failure, and that New Zealand should not move forward until decisions are made on legal challenges to plain packaging with the World Trade Organization. “We remain strongly opposed to the plain packaging proposal in New Zealand,” said Saul Derber, head of legal and external affairs, in a statement. Associate Health Minister Sam Lotu-Iiga said the design and appearance of cigarette packs remains a powerful marketing tool for companies, and that smoking-related illnesses kill a dozen New Zealanders every day. New Zealand has set an ambitious goal of eliminating smoking by 2025.

Toyota recalls 490,000 vehicles in Japan, other regions over airbags Toyota Motor Corp said on Tuesday it was recalling a total of about 490,000 vehicles in Japan, China, Europe and other regions over potentially faulty air bag inflators produced by Takata Corp, further widening a massive global recall. The Japanese automaker said it was recalling around 45,000 vehicles from its Lexus line in Japan for passenger-side airbags produced between 2005 and 2011. It added that it was recalling around 140,000 Lexus
vehicles in China, along with 80,000 Lexus and Toyota vehicles in Europe and 120,000 vehicles from both brands in South America and other regions. Around 100,000 Toyota vehicles would be recalled in Mexico, the company said. Automakers are ramping up global recalls of Takata air bag inflators after the auto parts maker, under pressure from the U.S. government, agreed last month to declare more of its airbags as defective in the United States.

Microsoft, Facebook team up to build undersea Internet cable Microsoft and Facebook are building a new underwater Internet cable that will cross the Atlantic Ocean, carrying customers’ data between North America and Southern Europe. The giant tech companies say they helped design the highspeed cable to carry data for their growing numbers of online consumers and commercial customers. The project will be operated by an affiliate of
Spanish telecommunications firm Telefonica, which will sell unused capacity on the cable to other customers. It will connect data hubs in Northern Virginia and Bilbao, Spain. Internet companies often pay to use cables owned by telecommunications providers, but the new project won’t be the first to be owned by a U.S. tech company. Google has invested in subsea projects across the Pacific.

SPORTS WICB signs new deal with Digicel The West Indies Cricket Board has signed a new agreement with telecom sponsor Digicel for the next four years. Along with the men’s team, Digicel will also sponsor the women’s and the Under-19 teams this time. In addition, Digicel will help the Caribbean islands develop their coaching clinics to find and nurture players for the future. In a move to further develop the longer format in West Indies, the mobile phone network provider will also help the WICB broadcast the Professional Cricket League Regional 4-Day Competition, their domestic first-class competition, later this year. “The new partnership meets a number of our strategic commercial goals, and we are delighted to be continuing our long association with Digicel,” Michael Muirhead, WICB’s chief executive officer said. “This new era sees an expanded level of support for all of our teams and a focus on growing the next wave of Caribbean cricket champions in all formats.” John Delves, chief commercial officer at Digicel Group, said: “The stunning recent successes of the men, women’s and U19s teams have once again broadened the appeal of the game and excited new audiences. We are delighted to be involved now with all of the WICB teams and particularly pleased to be partnering on the coaching clinics which will help to nurture future champions from the Caribbean.” Despite ongoing issues with the WICB, West Indies have already won three ICC titles this year - the Under-19 World Cup, the men’s World T20 and the women’s World T20.

NBA player Bryce Dejean-Jones killed in Dallas shooting
Rookie New Orleans Pelicans basketball player Bryce Dejean-Jones died after being shot early on Saturday when he broke into a Dallas apartment, authorities said. Dejean-Jones, a 23-yearold shooting guard with the National Basketball Association team, kicked in the front door of an apartment, police said in a statement. The noise woke up the resident in his bedroom, they said, and Dejean-Jones failed to respond when the man called out. When Dejean-Jones kicked the bedroom door, the man shot him with a handgun, the statement said. Dejean-Jones collapsed in the apartment’s breezeway and died at a hospital. The shooting is under investigation, police said. Dejean-Jones was “believed to be breaking into the apartment of an estranged acquaintance” but entered the wrong one, the apartment complex manager said in an email to residents obtained by Dallas NBC television station KXAS. Sources told ESPN that Dejean-Jones was in Dallas to celebrate his daughter’s birthday and got into an argument with the child’s mother before the shooting. Dallas ABC television

Dejean-Jones, a native of Los Angeles, had signed a multi-year contract with the New Orleans club in February. “We are devastated at the loss of this young man’s life who had such a promising future ahead of him. Our thoughts and prayers are with Bryce’s family during this difficult time,” the team said in a statement.
Cavs, LeBron find same title hope obstacle in Golden State LeBron James and the Cavaliers rested up and waited through a tumultuous Western Conference finals before finding themselves right back where they were last year, going against the Warriors for the NBA title. James, on a stated mission to bring to Cleveland the city’s first major professional sports team title in 52 years, and the Cavs hit the road to open the bestof-seven against sharpshooter Stephen Curry and Golden State at the Oracle Arena in Oakland, California, on Thursday. Cleveland fell in six games in last year’s NBA Finals, but that was an undermanned Cavaliers crew. They were without injured power forward Kevin Love and lost point guard Kyrie Irving after one game of the Finals. This year they are at full strength and looking a different team under new coach Tyronn Lue, who has them running and gunning three-pointers as an Eastern Conference version of the Warriors. Rain wipes out play at French Open; first washout since 2000

Despite all this, the Warriors are heavy favorite, according to the early betting markets. A high octane Finals could be in the offing as they match their shooting prowess against Curry and All-Star backcourt mate Klay
Thompson, Golden State’s “Splash Brothers”. Cleveland should be the fresher of the clubs. “Feeling good right now,” coach Lue said. “Focusing on trying to get better, using each practice, all the time we have to get better.” It has been a much tougher return trip for the Warriors, who despite their NBA record 73-9 regular season mark, had to endure Curry’s knee injury earlier in the playoffs before a huge challenge from the Thunder. Oklahoma City not only had a 3-1 lead in their bestof-seven, but also double-digit cushions in both Game Six and Seven. “We weren’t just down 3-1, but we’d been blown out two straight games,” Warriors coach Steve Kerr said after Game Seven. “It’s a pretty remarkable comeback. It shows a lot about our guys and their will and their grit.” James, a four-time league MVP, has of course shown his grit over the years as best all-around player, with defensive skills to match his offensive prowess. This is his sixth NBA Finals in a row and seventh overall.
Persistent rain accompanied by a flood warning washed out an entire day’s play at the French Open on Monday for the first time since 2000, throwing an unwelcome spotlight on delayed plans to build a retractable roof over Center Court. The abandonment also created a scheduling headache for organizers, who called off play shortly before 2pm local time, pushing 10 fourth round singles matches, including those featuring world number ones Novak Djokovic and Serena Williams, back to Tuesday. While the three other grand slams -Wimbledon, U.S. and Australian Opens -- all have at least one showcourt with a roof, Roland Garros fans will have to wait till 2020 or later before any covering appears. French Open director Guy Forget said Monday’s non-event -- coming on top of four rainaffected days earlier in the tournament -- proved that installing a roof as soon as possible was essential. Roland Garros’s redevelopment plans have been put on hold by environmental activists looking to protect nearby greenhouses. “For those in our country who still have doubts and who ask themselves ‘do we absolutely need to modernize our stadium?’, look at the facts. Today offers proof that this is absolutely necessary,” Forget told reporters. Monday’s flood warning from the French national weather was at orange -- the second highest alert level -- and covered parts of northern France including Paris and surrounding areas, and said heavy rains could continue until Tuesday afternoon. Instead of staging just four quarterfinals on Tuesday, organizers -- who told soggy and disappointed fans to apply for refunds from the tournament’s website -- will have to clear the backlog of last-16 matches first. Now only two men’s quarter-finals will take place on Tuesday, defending champion Stan Wawrinka’s showdown with Albert Ramos Vinolas and second seed Andy Murray’s highly-anticipated duel with French favorite Richard Gasquet. The delays will also affect competitors as those hoping to win the title will have to play matches on successive days if the tournament is to finish on Sunday as scheduled. More than 50 first-round matches were held over during the previous washout on May 30, 2000. That tournament finished on time. Rain forced the postponement of the 2012 men’s final between Djokovic and Rafael Nadal, which was held over two days and finished on the Monday. While a handful of sodden spectators sat hunched under umbrellas on Court Philippe Chatrier on Monday watching a replay of Gasquet’s emotional win over Japanese fifth seed Kei Nishikori a day earlier, thousands of others took shelter by cramming into the corridors under the main showcourts.

LOCAL SPORTS WOMEN’S FOOTBALL LEAGUE 2016
The eagerly anticipated Women’s Football League (“WFL”) 2016 kicked off on Sunday, May 15, 2016. With the Academy Strikers -v- Academy Warriors. Team Captains Willandra Elliott and Patrice Senior, respectively, proudly lead their teams to the field. Fierce competition immediately came into play as each team’s hunger to score goals were evident. Ten year old Anika Sidden the youngest participant was given an opportunity to show case her talent as her teammates from the Academy Warriors ensured that she was given multiple opportunities to score goals. However within the first twelve minutes Willandra Elliott of the Academy Warriors came charging through with her normal defiant position and scored the first goal of the day. Ms. Elliott aka “the Wall” is known for her strong stance as a defender, however, given that her team had only eight players for the day she noted that a decision was made to have her at the fore-front for the day. Patrice Senior, Captain for Academy Strikers held her own as the strong defender she is known for. However, Ms. Senior also stepped outside of her playing zone by taking the position as Goal Keeper for her team. Academy Strikers made a few adjustments during the game which produced a positive result as Tanealsha Huggins was able to score her teams
only goal for the day. Ms. Huggins is a past player who have recently returned and her goal scored in the forty third minute of the game was an obvious motivator for both her and her team. The first match resulted in Academy Strikers 1 - 1 Academy Warriors. Sunday, May 22, 2016 saw Academy Warriors -v- Academy Hurricanes. Venisha Alfrena aka “Shrimpy” from Academy Warriors immediately kicked into super fast mode as a defender to shield her goal. Given her fast pace, Ms. Alfrena was able to cover both middle and back as Academy Hurricanes moved in to secure their first goal by player Emilda Burke, Coach of the North/Middle Academy who was obviously excited to play her first league game. Academy Warriors quickly tightened their defence and moved in to even the score with a goal by the swift feet of Sarah Cenary. Evident by their fierce plays Academy Hurricanes were eager to gain control of the game as Christma Jean Louis ensured that her team gained the edge by scoring another well deserved goal. Competition was in its highest gear during the second half as the more experienced players of the Academy Hurricanes ensured that many opportunities on goal were taken advantage of. However, this was to no avail as Ms. Cenary aka “Baller” was able to quickly move in and satisfy her
