HAITIAN BABIES OUT-NUMBER LOCALS by Hayden Boyce Publisher & Editor-in-Chief

H

aitian women living in the Turks and Caicos Islands are giving birth to babies at a rate that is almost double to indigenous mothers. This was revealed in official figures obtained by The SUN from Government’s statistical department. Between 2009 and 2015, there were 3,389 babies born in the Turks and Caicos Islands and 46 percent of them were born to mothers of Haitian nationality; 26 percent were born to Belonger women, 12 percent by Dominican women and six percent to Jamaicans. Between 2009 and 2015, there were 1,574 births by Haitian women, 888 by women from Turks and Caicos Islands, 407 by Dominican Republic women, 229 by Jamaica women, 23 from Bahamian mothers, 74 by Other Caribbean, 154 in a category called “others” and 39 by mothers whose nationality was not stated. An analysis of the figures showed that every year for the past seven years, Haitian mothers gave birth to more babies than women from the Turks and Caicos Islands. Every year for the same period, mothers from the Dominican Republic gave the third most births, followed by women from Jamaica, then The Bahamas. According to official figures, Turks and Caicos islands has a population of 31, 458, of which 12, 030 are British Overseas Territories Citizens and/or Belongers, 10,981 are Haitians, 1, 768 are Jamaicans, 1,476 from the Dominican Republic, 818 from the United States of America, 524 from The Bahamas, 403 from Canada, 381 from the United Kingdom, 374 from Guyana and 2,062 from other countries. According to the latest census that was done in 2012, the belonger population aged 18 or older stood at 9,853 in 2012 and their non-Bbelonger counterparts represented 13,337 persons.

over the census years it is interesting that in 1970, the overall population was 96.4% belongers and 3.6% nonbelongers. In 1980 the percentage allocation was 83.8% belongers and 16.2% non belongers. This declining

trend continued in 1990 and 2001 for the belonger group. Likewise over this same period the non-belonger group showed substantial increases. In 2001 the percentage allocation of non-belongers to belongers was 48% to 52%.

Withhold Mike Misick’s pension is wrong, says attorney Prominent Barbadian Queen’s Counsel Ralph Thorne says Government officials are wrong for freezing the pension of former Premier Michael Misick. Thorne, who is Misick’s lawyer in the ongoing corruption trial, told The SUN: “I feel duty-bound to make an appeal to all those public officials who may be concerned in the matter of paying Mr. Michael Misick’s pension. I am aware that the payment of Mr. Misick’s pension became due when he reached the age of 50 years in February this year. We believe that the Parliament and the Treasury have processed and expedited the matter of payment towards Mr. Misick but that there is an obstruction somewhere within the system.” Thorne added: “We are aware that there has been in effect a judicial freezing order of Mr. Misick’s assets. However, if the basis of a judicial

freezing order is that the asset may be tainted by suspicions or allegations of illegality, it cannot be said that my client’s pension falls within that category.” He said the entitlement to a pension derives from Mr. Misick’s public service as Premier, having been democratically elected into office. “In my considered view, any further withholding of my client’s pension while he is on trial infringes his constitutional right to a presumption of innocence. It would seem that my client is being punished although he has not been convicted of any criminal offence,” Thorne continued. “Mr. Misick has maintained a dignified public life and has complied with the very onerous conditions of his bail. For his impeccable record of conduct, he is now being exposed to further financial hardship without a proper legal basis. The rule of law

It was pointed out to him that in his statement to SIPT he said that it was worth $50 or $60m and he insisted that now it probably is worth even more than that. When asked about his statement to SIPT Mr Hoza did not accept that he was worried about his own position. It was put to him that he was now admitting that he had deliberately lied about what he believed to be the true value of land, which if he was right has cost the TCI over $100m in lost revenue. ‘I made the Turks and Caicos Islands sexy’: Mike Misick The former prime minister of a British colony in the Caribbean, who is on trial for corruption, claims he is the victim of a ‘political witch-hunt’. In an exclusive interview Michael Misick told Mail Online he was on a ‘crusade’ to gain independence for the Turks and Caicos Islands, a tiny archipelago which is ruled as a British Overseas Territory. Misick, who was married to hip hop model and actress LisaRaye and attracted celebrities like Michael Douglas, Catherine Zeta-Jones, Chris Tucker and Lil’ Kim to the islands, said he was trying to make them ‘sexy’ and turn them into the Monte Carlo of the Caribbean. But he was forced to resign in 2009 and Britain then imposed direct rule from London which, he said, had ‘killed the buzz’ he had created and he added: ‘It’s going to take us 20 years to get it back’. Misick said there was no reason why the Turks and Caicos Islands - often known as TCI - could not be as successful as an independent country as places like Saint Kitts and Nevis, which was granted independence in 1983. He said it was ironic that the British people were voting on June 23 about whether they wanted their future to be in the European Union when the British government would not allow the Turks and Caicos islanders the same right of selfdetermination. Earlier this year Misick and eight other people, including several politicians from his Progressive National Party (PNP) went on trial in Providenciales, the capital of the Turks and Caicos Islands. Also on trial with Misick are the islands’ former Health Minister, Lilian Boyce, ex-Finance Minister Floyd Hall and senior politicians McCallister Hanchell, Jeffrey Hall and Clayton Greene. Misick and his co-defendants deny all the charges against them. London-based prosecutor Andrew Mitchell, QC, said the case was about ‘political corruption and financial greed’. Mr Mitchell has told the trial $13m (£9m) had been paid to PNP politicians during the period 20032008. Mr Mitchell claims Misick was one of the main beneficiaries and claims $23,400 (£16,330) was spent on a fashion consultant to ‘style the wardrobe of the Premier of the TCI’, $100,000 (£69,700) was spent

Queen’s birthday parade marks to major anniversaries

The Turks and Caicos Islands will join sister Commonwealth nations around the world in celebrating Her Majesty the Queen’s Birthday on Saturday, 11 June 2016. The ceremony will be held on the nation’s capital, Grand Turk, where the annual Queen’s Birthday celebrations will take place on the parade ground at 10am. “The Governor’s Office would

like to invite everyone to come out and enjoy this special event marking the ninetieth birthday of Her Majesty the Queen,” said the Governor, Peter Beckingham. “As this is a particularly special occasion, and also marks the 50th anniversary of the visit by Her Majesty The Queen to the Turks and Caicos Islands it would be great to a strong turnout to mark the event, and

$14,000 raised at Windvibes first Gala fundraiser By Todeline Defralien The Turks and Caicos Islands largest watersports event Windvibes kicked off its first ever Windvibes Gala in celebration of their 10th year anniversary on Wednesday June 8th, 2016 at Opus Bar & Grill in Providenciales. Windvibes hosted this gala focusing on supporting local charities through the watersports event. The event was a huge success raising $14,000 in their first attempt of raising funds to donate to ten different local charities in the Turks and Caicos

Islands. The Gala was the pre event to the main Windvibes event day which will be on Sunday, 10th July at Long Bay Beach. Windvibes Organizer Hope Levin told The SUN that they are still chasing some silent auction winners, but it looks like they just made it to $14,000 raised from the Gala. She said that it’s incredible and more than they thought they would have raised that night being that they never did the fund-raising gala before. Levin added: “We'd never done a formal fundraising gala, so we didn't know what the response would be towards the event. The evening went

above and beyond our expectations. We had more attendees than anticipated. The Gala was just part of our fundraising efforts and we're still inviting business to sponsor Windvibes, gain some publicity and help us reach our goal for $50,000. I feel certain we'll achieve it.” The event was started in 2007 with the goal of promoting fun, active and healthy watersports in the Turks and Caicos. As it gained popularity they’ve begun to use it as a platform for the good of the entire Turks and Caicos community. Last year they raised over $10,000 for the Turks and Caicos Hope Levin, Founder of Windvibes National Trust.

TCI exits third round follow up at CTATF June 2016 plenary

On Wednesday, June 8, 2016, in Montego Bay, Jamaica, at the 43rd Plenary of the Caribbean Financial Action Task Force (CFATF) it was determined that the Turks and Caicos Islands had made significant progress in addressing the deficiencies identified in the 2008 3rd Round Mutual Evaluation Report. It concluded that the Turks and Caicos Islands is now largely compliant with the Financial Action Task Force (FATF) Core and Key Recommendations and, thus, can exit the regular follow-up process. To make this determination, the CFATF conducted a robust desk-top review of the legislative and administrative measures undertaken by the Turks and Caicos Islands to address deficiencies in its regime to combat money laundering and terrorist financing. The CFATF is a FATF

Style Regional Body of 27 member jurisdictions in the Caribbean basin that have all agreed to implement the international standards to combat money laundering and terrorist financing established by the FATF Recommendations. Since 2008, the Turks and Caicos Islands has worked assiduously, bringing together technical capacity and strong political will, to remedy the deficiencies described by the CFATF. Despite limited human and financial resources, the Turks and Caicos Islands has moved again and again to ensure the enactment of a number of legislative changes and implement numerous administrative changes, aimed particularly at addressing the deficiencies identified in its 2008 CFATF Report. The CFATF assessors made a detailed analysis of the deficiencies

In doing so, we have constructed a well diversified portfolio designed to ensure the longevity of the National Insurance Fund (NIF). The CFATF member countries expressed their congratulations to the Turks and Caicos Islands for what was described as a clear demonstration of hard work and commitment. Recognizing that there are outstanding deficiencies to be corrected, the Turks and Caicos Islands is actively considering further reform of the legislative and administrative regime for the gaming industry and has begun work on a National Risk Assessment using the World Bank tool in order to greater identify the vulnerabilities which may exist in our jurisdiction. The Turks and Caicos Islands has been a reviewer in the new 4th Round of Mutual Evaluations, maintained involvement with CFATF working groups as a member of the Steering Group including the Working Group on FATF Issues WGFI, the Co-Chair of the Human Resources Committee of the Steering Group, providing reviewers for the CFATF/ International Committee Review Group (ICRG) process, the Co-Chair of the CFATF Risks Trends and Methods Group, Deputy Chair of the CFATF as well as hosting of the 10th CFATF Compliance Conference. This involvement has assisted the Turks and Caicos Islands to gain a greater understanding to promote better implementation of a robust AML/CFT

regime within the Turks and Caicos Islands. Thanks to the staff of the CFATF, especially Ms. Dawne Spicer, Deputy Director, for assisting the jurisdiction to meet the standards necessary to exit the Third Round Follow-Up Process. Grand Turk Fisherman’s tournament a success

The 2016 Grand Turk Liquors & FLOW fishing tournament was a resounding success, with more fish caught than in any previous year. Conditions were stormy on Saturday but the 12 boats that entered made the most of the weather and local knowledge to bring in a record catch. Sunday’s conditions were perfect and saw even more fish brought to the scales. The event kicked off on Friday night with a lively event at the Salt Raker Inn hosted by Erika Faller, with the Calcutta bidding and live and silent auctions, also a lively bar for a great start to the annual fund raiser. For the second year in a row, Ralph Dietcshe’s “My Boat’ team took top honors as tournament champions with the heaviest overall catch of 163.4 pounds on day one, and 205.8 pounds on day two for a total of 379.2 pounds overall and six category wins to take

Sandals Foundation Help students “Get Prepared” For 2016 Hurricane Season

In preparation for the 2016 Atlantic Hurricane season, Sandals Foundation the philanthropic arm of Beaches Resorts hosted a funfilled ‘Let’s Get Ready’ hurricane preparedness seminar for over 90 local youngsters from three Government Schools on Providenciales. Windvibes celebrates 10 year anniversary W

indvibes did things a little different this year celebrating their 10th year anniversary. Windvibes hosted the first Windvibes Gala that took place on Wednesday June 8th, 2016 at Opus Bar & Grill in Providenciales. The event was well attended by a wide cross section of the community as well as international persons. The purpose of this event is to raise money for ten different local charities here in the Turks and Caicos Islands. Windvibes Organizer Hope Levin told The SUN, “Our fundraising Gala this evening is to raise money for the ten different charities. Right now our goal is

$50,000 so well be giving $5,000 to 10 different local charities. The support has been phenomenal; it’s amazing right now we’ve had so many people who came out, businesses that came out to support the event and most of all we have professional violinist Dave Kim of San Francisco who came in to perform for the event .” The event was started in 2007 with the goal of promoting fun, active and healthy watersports in the Turks and Caicos. As it gained popularity they’ve begun to use it as a platform for the good of the entire Turks and Caicos community. Last year they raised over $10,000 for the Turks and Caicos National Trust. In middle age, black Americans are four times more likely to die of stroke than whites, a U.S. study suggests. But the reason doesn’t appear to be differences in care after a stroke. Instead, it’s because African-Americans have more strokes at age 45 and throughout middle age, the study found. “This is important because it implies that the changes we have to make to reduce the disparity are community-based efforts to prevent and control risk factors, rather than hospital-based approaches about differences in the care of stroke patients,” said lead study author Dr. George Howard of the University of Alabama at Birmingham. To assess racial disparities in stroke rates and survival odds, Howard and colleagues analyzed data on more than 29,000 people living in the southern U.S. During an average follow-up period of almost seven years, there were 1,168 strokes including 242 that were fatal, researchers report in the journal Stroke, online June 2. By age 55, blacks were about three times more likely to die of stroke than whites. The odds of death from stroke were roughly doubled for blacks at age 65 compared to whites. On a case by case basis, however, blacks had slightly lower rates of death following stroke than whites. The higher mortality among blacks was almost entirely due to

higher rates of stroke, although that disparity steadily declined with age. From ages 45 to 54, blacks were about three times more likely to have a stroke. But there isn’t much difference in the odds of having a stroke by the time people reach ages 75 to 84, the study found. Roughly 40 percent of the racial disparity in the odds of having a stroke between ages 45 and 65 may be explained by risk factors such as hypertension or diabetes, the authors note. Both of these risk factors were more common among blacks than whites at those ages. Overall, 71 percent of blacks in the study had hypertension, compared with 51 percent of whites. About 31 percent of blacks had diabetes, as did 16 percent of whites. It’s also possible that these risk factors impact African-Americans differently, or that they might experience certain conditions like hypertension over longer periods of time than whites, Howard said. “To affect this, we need to make changes to prevent blacks from becoming hypertensive and diabetic, and then have better control of risk factors (blood pressure levels and glucose levels) in blacks,” Howard added. The rest of the disparity in stroke rates may be explained by problems such as limited awareness of risk factors and early symptoms for stroke or social and economic issues such as access and affordability of care, the authors note.

The committee also said it found that campaign management meetings were infrequent and there was not a sufficient mix of younger people involved in the leadership of the campaign. It also indicated that the PNP’s message of economic management “did not convey any hope of ease to the challenging economic circumstances of the electorate,” and any attempt to provide an ease to the lower socio-economic group was not evident. The Jamaica Labour Party (JLP) won the February 25 general election by a one seat majority in the 65-member Parliament. The Julian Robinson committee was established to conduct a formal assessment of the factors that contributed to the electoral loss. It presented its report to PNP executive members last Monday. It has not yet been made public. But both major newspapers have quoted extensively from the report that showed the PNP entered the election campaign with unresolved issues among members of its leadership team who did not trust each other, and this led to a dysfunctional and disjointed campaign. In addition, the Robinson-

led committee found that the party’s message did not communicate hope and was incoherent. The report is said to be critical of the PNP’s leadership regarding the timing of the election, with one newspaper reporting that “the report does not name the persons who should shoulder the blame but anyone who reads it would know at whose feet the blame should be laid”. Regarding the decision not to participate in the debate, there is the criticism that even after JLP leader Andrew Holness had answered questions regarding the consecution of his home, the PNP stuck to its position of not participating in the debates, a decision that the committee described as “fatal”. The issue of Holness’s house was raised during the campaign with the PNP insisting that he answer a series of questions before the party would agree to participate in three planned national debates. “Post-election polls and focus groups have indicated that this was the main reason we lost the election,” the committee reported, adding that the decision represented a missed opportunity to articulate the party’s message, influence the undecided, and debunk the J$18,000 (One Jamaica dollar =US$0.008 cents) rebate floated by the JLP. The report noted that the issue also “created the notion that the party was arrogant and nonchalant in its treatment of the public in general”. Caribbean tourism officials address Zika concerns Caribbean countries have been assured that the mosquitoborne Zika virus has not had a significant impact on the tourism industry, even though the mosquitoborne virus, which is linked to the birth defect microcephaly, has been detected in several countries in the region. However, President of the Caribbean Hotel Association, (CHA) Karolin Troubetzkoy told the media at Caribbean Week in New York that Zika is still being monitored. “The CHTA, we ran a survey with our own hotels and while some said yes there was an impact especially with wedding groups or babymooners, the overall response is that it has not affected business to the extent the numbers were down. “So it’s really very different from hotel to hotel, island to island, and I think there are still a lot of markets that are not concerned about the Zika virus, which as you know is a mild virus, only one in five persons would show symptoms,” Troubetzkoy said. She noted however, that for women who may want to conceive, the connection to microcephaly would certainly affect their choice of holiday destination. Tourism officials are working closely with the Caribbean Public Health Agency (CARPHA) to promote an education campaign on the prevention of the spread of Zika. Chairman of the Caribbean Tourism Organisation (CTO), Richard Sealy, added that there is

a health and tourism programme which has been addressing a number of health concerns over the past several years. “Because remember in 2009 it was H1N1 then in 20013-14 it was Chikungunya along with the threat of Ebola. Fortunately it didn’t come to the Caribbean region as far as we know. And of course now Zika is the flavour of the year,” said Sealy, who is also the Minister of Tourism In Barbados. But the statistical reality is that the incidence of Zika has been quite minimal in the Caribbean. We have members of CTO that haven’t had a single case. “We have some, most from the single digit numbers. It is not an epidemic in the Caribbean in the CTO as far as we see it but it is something we are very conscious of and as you heard we are working in the context of that regional programme and the combination of health and tourism, because it is one of the strong points of the Caribbean region. “There are people who come to the region for the very reason that they’re convinced that our infrastructure, as far as health is concerned, is strong,” Sealy said.

U.S. President Barack Obama formally endorsed Hillary Clinton’s White House bid on Thursday and called for Democrats to unite behind her after a protracted battle with Bernie Sanders for the party nomination. U.S. Senator Elizabeth Warren of Massachusetts also backed Clinton on Thursday, telling MSNBC’s “The Rachel Maddow Show” that presumptive Republican presidential nominee Donald Trump was “a genuine threat to the country.” Clinton, the presumptive Democratic nominee, said it “means the world” to her that Obama had her back in a bruising campaign for the Nov. 8 election. Clinton also said she had the “highest regard” for Warren, a fiery critic of Wall Street, and was “really pleased to have her good ideas and support.” Vice President Joe Biden also waded into the campaign on Thursday. “Whoever the next president is, and God willing in my view it will be Secretary Clinton,” Biden said in a speech at the American Constitution Society in Washington. The Obama endorsement increases pressure on Sanders, a U.S. senator from Vermont, to bow out of the race and lend his support to Clinton so that the party can focus on defeating Trump. “It is absolutely a joy and an honor that President Obama and I over the years have gone from fierce competitors to true friends,” Clinton told Reuters in an interview. After an unexpectedly tough battle against Sanders’ challenge from the left, former first lady Clinton made history when she reached the number of delegates needed to win the party nomination this week. In the endorsement video, Obama recalled the party unity that followed his prolonged primary battle against Clinton in 2008. “Secretary Clinton and Senator Sanders may have been rivals during this primary, but they’re both patriots who love this country and they share a vision for an America that we all believe in,” Obama said. Warren told MSNBC she was endorsing Clinton because “a female fighter in the lead is exactly what this country needs.” Warren’s populist credentials will boost Clinton’s ability to court Sanders voters as she prepares to battle Trump. Warren was the only female Democratic U.S. senator who did not endorse Clinton during the primary race. Clinton told Reuters she and Warren had similar views about issues such as economic policy and protecting the 2010 Dodd-Frank financial reform law and the Consumer Financial Protection Bureau, which Warren pushed to start. The department’s Civil Rights Data Collection for the 2013-14 school year showed that the higher rate of suspensions come as black students are more likely than whites to be absent and to have inexperienced teachers, and are less likely to have access to science and math courses. Education Secretary John King said the disparities shown in the survey of 96,000 schools and 50 million students underscored the continuing need to improve equity in U.S schooling. The data “illustrate in powerful and troubling ways disparities in opportunities and experiences that different groups of students have in our schools,” he said in a statement. The number of students from kindergarten to 12th grade (K-12) who were suspended one or more times fell to 2.8 million, down almost 20 percent from the previous survey in the 2011-12 school year. About 1.1 million black K-12 students were suspended, a rate 3.8 times that of white students. Black preschoolers were 3.6 times more likely to be suspended than whites, the data showed. Black K-12 students also were 1.9 times more likely to be expelled from school than white students. K-12 students with disabilities were more than as twice likely to be suspended as students without disabilities. Students with disabilities were two-thirds of students kept apart from classmates or restrained, even though they made up 12 percent of students overall, the study showed. Among academic subjects, a third of high schools with high black or Latino enrollment offered calculus, compared with 56 percent for those with low numbers of black and Latinos. Just under half of high schools with high numbers of black and Latino students offered physics, compared with 67 percent for those with low Latino and black enrollment. The survey defined high black and Latino enrollment as schools with more than 75 percent Latino and black students. Eleven percent of African-American students are in schools where more than onefifth of teachers are in their first year of teaching, versus 5 percent of white students. Eighteen percent of high-school students overall are chronically absent, or out of school 15 days during the year, while 22 percent of black students are chronically absent.

No criminal charges will be filed against the mother of the 3-year-old boy who fell into a gorilla enclosure at the Cincinnati Zoo, causing zookeepers to kill an endangered gorilla to protect the child, an Ohio prosecutor said on Monday. A 17-year-old endangered western lowland silverback gorilla named Harambe was shot by zoo staff in the minutes after the boy fell on May 28, touching off a storm of criticism aimed at both the zoo and the boy’s mother. Some critics had called for criminal charges against the mother, who was with the boy at the zoo, for reckless endangerment. Police and prosecutors did not provide the name of the mother, but multiple media reports identified her as 32-year-old Michelle Gregg, who works as a preschool administrator.

The boy suffered a concussion and some scrapes but escaped serious injury. The family previously said it does not intend to sue the zoo. “I am very sorry about the loss of this gorilla but nothing about this situation rises to the level of a criminal charge,” Hamilton County prosecutor Joseph Deters said on Monday. “Had she been in the bathroom smoking crack and let her kids run around the zoo that’d be a different story,” he told reporters on Monday. “She was attending to her children by all witness accounts and the 3-year-old just scampered off.” He said the mother, according to witnesses, never placed her son in danger and only turned away for a few seconds to deal with another child. “If anyone doesn’t believe a 3-year-old can scamper off very quickly, they’ve never

Masatoshi Ogihara, a Seven Bank spokesman, said the bank is strengthening monitoring and cooperation with police but declined to provide specifics for security reasons. China Union Pay cardholders used to be able to withdraw up to 200,000 yen at Seven Bank, Ogihara said, but are also now limited to 50,000 yen. Money was also taken at Japan Post Bank ATMs. Hayato Kayanuma, a spokesman for the postal bank, said it is working on plans to deal with the fraud but has not lowered the withdrawal limit. He added that the plans would not affect cards issued in Japan.

U.S. warns banks on cyber threat after Bangladesh heist

The notice from the Fed and other financial regulators came two weeks after the U.S. Federal Bureau of Investigation privately urged banks to look for signs of possible cyber attacks. That report asked them to hunt for technical clues that they have been targeted by the same group, according to a notification seen on Tuesday by Reuters. The warnings suggest that

U.S. government and law enforcement agencies are concerned that recent attacks on banks in emerging-market economies could lead to losses for big U.S. firms that rely on the socalled SWIFT fund-transfer network, which serves as the backbone of international finance. Concerns about cyber threats to banks have grown since Bangladesh Bank disclosed its heist in March. Similar cases later came to light including an earlier $12 million theft from Banco del Austro in Ecuador, an attack on Vietnam’s Tien Phong Bank and one on an unidentified victim in the Philippines. Dan Guido, a former member

of the security team for the U.S. Federal Reserve System, said he expects the hacker group will launch more attacks. “There is a hacker group out there that is polished and practiced. They know when they target a bank, they get in and get out and the attack will work,” said Guido, chief executive of cyber-security firm Trail of Bits. The Federal Financial Institutions Examination Council, or FFIEC, said that banks should review risk-management practices and controls over payment systems networks, including authentication, authorization, fraud detection and response management. The group did not issue new cyber security rules, but highlighted existing guidelines. It warned banks that they could suffer financial losses from cyber attacks involving wire fraud and also be scrutinized by regulators to determine whether they are complying with security regulations. The FFIEC’s members include the U.S. central bank, the Federal Deposit Insurance Corporation and the Comptroller of the Currency. FBI ALERT The FBI’s warning, which provided technical information about the recent

attacks, said a “malicious cyber group” had compromised the networks of multiple foreign banks. “The actors have exploited vulnerabilities in the internal environments of the banks and initiated unauthorized monetary transfers over an international payment messaging system,” the bureau said in a May 23 alert. The report, which did not identify specific victims, asks recipients to call the FBI if they find any of the technical indicators mentioned in the bulletin or have other “related information.” An FBI spokeswoman declined to elaborate on the notification. Bank security experts said that the FFIEC’s letter would have little impact because it was simply repeating previous recommendations. “It’s the duty of regulators to issue these kinds of statements,” said Bill Nelson, chief executive of the Washington-based Financial Services Information Sharing and Analysis Center, or FS-ISAC, which shares information on emerging cyber threats with some 7,000 members. Shane Shook, an independent financial security consultant, said he would like to see the U.S. government require stricter controls over employees’ use of bank messaging services.

U.S. presses China to reduce barriers for foreign business Senior U.S. officials pressed China again on Tuesday to reduce barriers for foreign businesses, saying concerns had grown as the regulatory environment became more complex, and they also bought up concerns over a new law on foreign non-governmental groups. Foreign business confidence has been affected by regulatory and protectionist worries, following a series of government investigations targeting foreign companies and China’s roll-out of a national security law limiting the use of overseas technology. U.S. business groups have also complained about new Chinese regulations they say favour local firms and make it more difficult to operate in China, as well as other laws related to national security. “Concerns about the business climate have grown in recent years, with foreign businesses confronting a more complex regulatory environment and questioning whether they are welcome in China,” U.S. Treasury Secretary Jack Lew told Chinese and American businesses and officials. “Our two governments have a responsibility to foster

conditions that facilitate continued and increased investment, trade, and commercial cooperation,” Lew said, on the second day of high-level talks between the two countries in Beijing. “This means enacting policies that encourage healthy competition, ensuring predictability and transparency in the policy-making and regulatory process, protecting intellectual property rights, and removing discriminatory investment barriers. These policies are vital as China seeks to build on its economic progress in recent decades.” Secretary of State John Kerry, speaking at the same event, said that as the two economies become more intertwined in shared prosperity, they have more “skin in the game” to keep their economic relationship on an even keel. Kerry expressed concern about China’s new law on foreign non-governmental organisations, which he said may have a negative impact on non-profit health care groups that want to do business in China. The law, which was passed by China’s parliament in April despite months of criticism

and lobbying by the West, brings NGOs under the Ministry of Public Security, giving police broad authority over their finances and work. A U.S. official said the law was a major topic of discussion throughout the two days of talks. In a press conference marking the end of the talks, Kerry said President Xi Jinping gave assurances that China “intends to remain open” and “does not see that these laws are going to be applied in any way whatsoever that affects the ability to open up and to do business”. “We have to sort of show some patience, if you will, to see how in fact it is interpreted,” Kerry said. “We could not have registered our concerns more directly or forcefully.” China says it is committed to welcoming foreign companies to the country, the world’s secondlargest economy. Usain Bolt could lose Olympic Gold after teammate tests positive

KINGSTON Jamaican Olympic relay gold medalist Nesta Carter‘s “B” sample for the use of a banned stimulant at the 2008 Beijing Games has returned positive, two sources familiar with the case told Reuters on Wednesday. The Jamaica Olympic Association (JOA) said last Friday in a statement it had received notification from the International Olympic Committee (IOC) that one of its competitors had returned an adverse analytical result but did not name the athlete. Neither Carter nor his agent has responded to repeated queries for a comment on the positive test. Carter, who has helped Jamaican 4x100 meter relay teams to Olympic and world championship titles, returned a doping violation for the banned stimulant methylhexanamin in a re-test of 454 samples from the 2008 Beijing Games ordered by the IOC. The same two sources told Reuters that the B-sample also came back positive. Methylhexanamine has been on the World Anti-Doping Agency (WADA) Code prohibited list since 2004 although it was reclassified on the 2011 list as a “specified substance”. “It’s now a matter of the next steps relating to the hearing,” said one of the sources who spoke on condition of not being named. The death of Muhammad Ali, the former heavyweight champion known as much for his political activism as his boxing brilliance, triggered a worldwide outpouring of affection and admiration for one of the best-known figures of the 20th century. Ali, who had long suffered from Parkinson’s syndrome which impaired his speech and made the once-graceful athlete almost a prisoner in his own body, died on Friday at age 74. The cause of death was septic shock due to unspecified natural causes, a family spokesman said on Saturday.
