MIKE MISICK SHAKES UP TCI POLITICS Former Premier running Independent instead of PNP

By Todeline Defralien

F

ormer Premier Michael Misick shook-up the political landscape in the Turks and Caicos Islands by announcing that he will run At-Large as an Independent instead of trying to run on a Progressive National Party (PNP) ticket. The 50-year-old politician made the announcement during a press conference that was attended by several jubilant supporters at the Alexandra Resort on June 29th 2016. With the extremely popular Misick choosing to run as an Independent, it is widely believed that he will gain enough votes to land him in the top five At Large candidates. In fact, there are those in political circles who believe that given the positive feedback which Misick has been able to generate at his public appearances, on radio shows and when he announced his return to elective politics, there is a strong possibility that he could get more votes that People’s Democratic Movement (PDM) leader Hon. Sharlene Cartwright-Robinson who topped the list in the November 2012 elections with 3,400 and therefore more votes than Premier Hon. Dr. Rufus Ewing who got the second-most votes, 3,286. The PNP presently has two of the five At-Large seats (Ewing and Hon. Washington Misick, the brother of Michael Misick) and with a razor-thin 8 to 7 majority in the House of Assembly, the PNP must at least hold on to its two At-Large seats. It would therefore be a gamechanger if Misick wins his At-Large seat and the PDM holds on to its three at AtLarge seats (Hon. Derek Taylor, Deputy Speaker Hon. Josephine Connolly and Opposition Leader Hon. Sharlene Robinson. Exhibiting the trademark charisma and oratorical skills that were evident when he successfully led the PNP’s election campaigns in 2003 and 2007, Misick presented himself

I shouldn’t have to delay my career; they have already taken 6 to 7 years of my life. They are dragging on this trial and they are dragging for the exact reason to try and keep me out of politics to keep me from representing my people. I am saying no more. Let it be! Whatever has to happen, it will happen. But I believe I have faith that God will see us through and so I am not going to allow them to determine.

MIKE MISICK SHAKES UP TCI POLITICS Former Premier running Independent instead of PNP

I am taking my life, my future and my country future and my people’s future. I am not allowing them to no longer cause me to delay and delay; delay for what? $60 Million and there’s no evidence of any corruption. There’s a difference of policy, there’s policy differences. We are on trial because of our policy of empowerment. As long as there is a white man that is getting Crown land doing whatever he wants to do with it, that was called investment. When we gave crown land to Turks and Caicos Islanders that’s is called corruption and I will not sit idly by anymore and let them talk about delay. They should have killed me in jail in Brazil because I am fearless.” Wearing a T-Shirt with his campaign slogan “Power to the People; Building a secure and brighter nation”, Misick said: Misick said, “I’m seeking support of the electorate I respect and love my people, I believe that they respect and love me and as I said and I know that Turks and Caicos people are people that give second chances and the amount of work you do speaks for your and insight of what is going on and what has happened most people can say that during our time in office, during my time as Premier I worked very hard for the Turks and Caicos people and accomplished very much and so yes I believe that, the love and support is still there for me.” Misick continued: “Moses was in the wilderness for 40 years, the people of Israel were not led to the promise land until Moses came back. Not everyone has the same calling; my calling is different from Dr. Rufus Ewing’s calling. My calling is to empower and to lead my people to the promise land. Now he (Ewing) may not subscribe to my views; I don’t know

and I was a politician before him and so I am a PNP. My views are known to them and some of these things I’ve

Former Premier Mike Misick said now I’ve said to them two days ago and so sometimes you have to do things yourself. I am not here to campaign against anyone. I am here to answer people of the Turks and Caicos Islands to give me a second chance, to trust me, to believe and to walk by faith with me in this journey a journey of empowerment for our people. He said, “I believe that this is the best decision for this country because I believe that I have a contribution to make and I believe that I can continue to be the voice for the people who are voiceless and maybe this is the time that for now that I should do that as an independent candidate. I have not left the PNP I am running as an independent candidate.” Misick said he learnt from his

mistakes and he believes he can assist the country as it continues on the road of progress. “My God is a God of second chance and when gives a second chance he expects that we would learn from the mistakes of our first chance and to even excel and be better than your first time. I’ve learned something from my mistakes and even in the midst of the mistakes my heart was always in the right place and the right place is always with the people of the Turks and Caicos islands and to ensure that Turks and Caicos Islands and Turks and Caicos Islanders grow from strength to strength, be given the best opportunities be that in education, be that giving them the opportunity to own their own home, be that giving the opportunity to get crown land and develop a business, be that giving an opportunity to compete in this tourism sector.” Misick added that he will be on a crusade to eradicate poverty from the TCi. “In the land of plenty there should be no reason why people may go sleep hungry, or people can’t afford to buy food, or buy clothes, or buy text books for their children. Most of us live from pay cheque to pay cheque and if God forbid we lose our jobs we go from being able to pay our bills one day to not paying our bills the next day,” he added He continued: “So what is the most important thing our country needs now is representation for our people and unfortunately this PNP people don’t feel that they can call them for representation and the people feel like even if they call them they will not get the representation that they deserve and need. I want to be the voice for

the poor, I want to be the voice for the hotel workers, I want to be the voice for the taxi drivers, I want to be the voice for the civil servants, I want to be the voice for the office workers, I want to be the voice for the professionals, I want to be the voice for the local beach vendors, I want to be the voice for the watersports operators, I want to be the voice for the contractors and their construction company, I want to be the voice for all of our people to ensure that they get the representation that they need and deserve.” Misick said the Turks and Caicos Islands need to go back to a system where business owners especially foreign business owners respect Ministers and respect the Government. “Unfortunately today they have no respect for Ministers. If you said to your boss I’m going to call the Minister of Immigration they laugh at you because they feel that this whole system is turning on its head where Ministers and even Immigration Officers... and in fact one time I called an Immigration Officer and said you need to go and check out a particular situation and they told me that they were afraid to go because they’re afraid of the Integrity Commission, this cannot be right,” Misick said that the Turks and Caicos Islands needs to get back to a system where Turks and Caicos Islands citizens, workers generally do not feel intimidated, so they can feel that they can go about doing their work in a professional manner and if they have a legitimate claim that there’s someone that they can call who is not afraid and who has the courage to say that you cannot treat our people badly.

Mike Misick and PNP on collision course would be a breach of the law and as such, adverse consequences will flow to the offending party, entity or person. No one is entitled to use the letters “PNP” or the words “PROGRESSIVE NATIONAL PARTY” in anyway shape or form without the express written permission of the officers of the Progressive National Party who have the authority so to do. There is no such entity as an Independent PNP, as stipulated above, in law, there is but one entity within the Turks and Caicos Islands that can use the letters “PNP” or the words Progressive National Party. Anyone or entity purporting to use those letter letters or words will be guilty of an offence under the appropriate law. The Form of the Party Pledge under SCHEDULE 2, PART A, states among things and which each prospective candidate seeking the be the standard-bearer of the Progressive National Party as well as elected members of the House of Assembly were required to sign, before further consideration of their interest, contain in part, the following:

PNP Chairman Royal Robinson Former Premier Michael Misick and the Progressive National Party (PNP) are on a collision course because Misick is campaigning as an “Independent PNP”. Misick was belatedly included in the list of PNPs who are vying to fill three At-Large vacancies in the next general elections. However, he withdrew from that list and decided to run on his own. PNP Chairman Royal Robinson hinted of legal and disciplinary action against Misick in a June 27th letter to the party’s National Executive Council, National General Council, Stalwarts, prospective “I CONFIRM THAT I WILL NOT: candidates and ordinary members. Our Party has a number of rules and regulations as laid down in its Constitution and/or the By- Laws that flow from the Constitution. They are not to be flouted unless one wants to bear the brunt of the adverse consequences. Our Party is made up of a collection of persons from diverse backgrounds and personal views. However, we are bonded by the Constitution, Rules and Regulations of the Party that have been agreed by all as a way to govern our actions towards one another while we remain true to the ideals and principles of the Progressive National Party. Any deviation from the agreed precepts would result in chaos. Lest we forget, the last time that we had any real chaos within the Party was in 1988 when we lost the elections by an 11 to 2 margin! I have

Former Premier Michael Misick no interest in presiding over a Party in disarray. I am therefore urging all of you to stay the course with the core of our Party and not be persuaded by any renegade who is hell bent on perpetuating a fraud on the fragile mind of some of our members for their own personal gains and not the interest of this our great Party! I therefore urge you to stick with the structure of our Party and do not be persuaded to do otherwise. We have brought this country from the brink of disaster under this current leadership. Of course we have a number of challenges. But after we have done the yeoman’s job to bring us to where we are, it would be foolhardy for us to let selfishness cause us to turn a table set for future progress and success over to the PDM as happened in 1995, the PDA, or any other political entity for that matter! It is incumbent on all of us to set aside any petty personal difference in order to win the next General Elections, whenever they are called. God Bless you, our Party and these “Beautiful by Nature” Turks and Caicos Islands!”

Four men charged with manslaughter out on bail

L-R (24-year-old Kirk Delancy, 20-year-old Lorvensky Joseph, 16-year-old Woody Baptiste and 25-year-old Evanson Capron By Todeline Defralien The four young men charged with the killing of teenager Kenley Walters, 18 months after he was stabbed to death during a fight at Club 2005 in Downtown Providenciales on December 27th, 2014 are now out on bail. The four men, 24-yearold Kirk Delancy; 20-year-old Lorvensky Joseph, 16-year-old Woody Baptiste and 25-year-old Evanson Capron, appeared before Magistrate Jolyon Hatmin in Court Number one, on Old Airport Road in Providenciales, on Monday June

27th. They were charged with manslaughter and not murder, and were remanded to Grand Turk Prison until a sufficiency hearing before Chief Justice Margaret Ramsay-Hale on August 5th, 2016. However, they applied to the High Court for bail and it was granted. Lara Maroof, of the lawfirm Stanbrooks Law, and Guy Chapman of Savory and Co, appeared for two of the accused, while two of them were unrepresented by counsel. Acting Director of Public Prosecutions Angela Brooks, appeared on behalf of the Crown.

Several family members of the four accused killers gathered outside the court where there was a strong police presence. Kenley Walters was knifed to death on the morning of December 27, 2014, while attending a party at Club 2005 in Providenciales. The club was packed with patrons when he was killed but none of the attendees are apparently willing to give the police any leads as to identities of the murderers. Walters, a former TCIPS Comprehensive High School student, was described by his family as “a good kid who loved basketball,

Kenley Walters and didn’t deserve to die the way he did.” “He was not involved in any form of gangs, he was not a trouble-maker, and he has never harmed anyone, nor has ever been in trouble with the police. He was a quiet young man with a caring heart, who loved his family very much, and who had a passion for playing basketball,” his older brother Kenrick Walters said during the news conference. Kenley Walters’ unsolved murder marks several recent killings that the police are yet to crack, mainly for lack of witnesses.

National Security Council reviews recent crimes, road safety, and private security The Governor, Peter Beckingham, The Premier, Dr Rufus Ewing, The Minister of Border Control and Immigration, the Hon. Donhue Gardiner, the Police Commissioner and his deputy, and the Deputy Governor and Attorney General attended a meeting of the National Security Council on Thursday, 23 June, in Providenciales. The Commissioner gave an account of recent criminal activities, and informed the NSC that

The Council discussed the work of the road safety department, and agreed that the Commissioner should commission a study to consider a more joined up IT system across government which should enhance the work of the Force. The Council discussed the regulation and control of private

security companies and agreed that the Cabinet should consider a short paper from the Commissioner recommending measures to implement supervision, along a UK model. The Council recommended that the matter of drink driving provisions of the Road Traffic Ordinance be referred to Cabinet and that the Attorney General draft regulations relating to the apparatus and calibrations for measuring alcohol content in the blood for consideration

by Cabinet. The Council also discussed changes to security at the National Detention Centre, illegal immigration, the use of drones for policing purposes and other issues. It agreed that a short ordinance about the National Security Council and its Advisory Group should be brought to the House of Assembly, and that a further meeting of the Council and the Advisory Group should be held in July or August.

Robbery and shooting accused freed The three men who were charged in connection with the shooting of Alboin Williams in April this year, are now free, after the prosecution admitted there was not sufficient evidence against them. The Haitian nationals, Reginald Presil, Wilbert Almonor and Fritzner Prevalus, appeared before Chief Justice Margaret Ramsay-Hale for a sufficiency hearing in Grand Turk on Friday June 24th, in connection with the April 10th robbery and shooting of security Williams, outside Sunny Foods wholesale store, in Five Cays. Acting DPP Angela Brooks informed the court that

her office was still awaiting additional evidence from the police department. It was found that the circumstantial evidence against the men was not sufficient, so they were free to go. The Chief Justice dismissed the charges and ordered that the Immigration Department be contacted, because they were in the country illegally. The men were represented by Clayton Green, Lara Maroof and Arthur Hamilton. Up to the time of this report, it could not be confirmed if they men were deported to Haiti.

Lunacy Ordinance Repelled and New Mental Health Ordinance Passes On 17 June 2016, the House of Assembly of the Turks and Caicos Islands (TCI) passed the Mental Health Bill, 2016. The last piece of mental health legislation was enacted in the TCI in 1902 and was last revised in 2009. Since this time, a number of key international and regional human rights instruments related to the rights of people with mental disorders have been developed. TCI was therefore obligated under international human rights laws to ensure that its legislation, policy and

practice conform to international human rights laws and this includes the protection of persons with mental disorders. People with mental disorders are, or can be, particularly vulnerable to abuse and violation of rights. This new Legislation is therefore designed to make better provision for the treatment, care, support and protection of people with mental disorders; and provide for the recognition of the role of care givers and families in providing care and support to people with mental

Parent has no confidence in GSAT marking system in TCI

By Todeline Defralien Some parents in the Turks and Caicos Islands are losing more confidence in the GSAT marking system every year claiming that student’s grades are not being calculated correctly. In an exclusive interview on Wednesday June 29th with Wilbert Jennings a very concerned parent of one on the students that sat the GSAT examinations this year he gave an insight on why he is losing confidence in the system. Wilbert Jennings said, “I want to congratulate those persons who have done well in the GSAT but I have some major issues with the GSAT. As a parent of two students who have taken the GSAT, I believe that the GSAT does not accurately reflect the hard work that our children have been doing. I believe that we have been far too quiet for far too long in regards to the results of the GSAT system.” He added: “I would like to go on record as saying that I have after my personal experience on two different occasions, I have no confidence in the final grades of this pass 2015 & 2016 GSAT examination. There have been too many and continues to be far too many errors coming out from the marking and of the final grades that is presented to each school. Our children are working too hard to be short changed in the grading process. Each year it seems as if our own people are

struggling to hand over an accurate representation of grades that reflects the work of our children.” Jennings, who is a pastor of kingdom dominion international and former US military officer, had an issue with his son’s marks and appealed to the Ministry of Education. He stated that he has spoke to Minister of Education Hon. Akierra Misick and the scores where checked, she then looked into it and when he got back to him she said that it was not intentional, it was human error. The overall average went up from 77.43% to 81. 24%. “There are quite a number of other persons who have taken the GSAT who have issues with the GSAT but who are maybe afraid to speak out or who realise that this is just the norm. I am saying as a parent, we cannot continue to tell our children to work hard, stay up late; we’re sending the wrong message to them. The fact is that if they are studying and they work hard they should be graded accordingly. So to say that it was not intentional that it was human error, it makes me wonder now how many other students took the exams and somewhere along the line because wherever there is human there’s going to be human errors. How many students along the lines who did not challenge it but the results went through and they didn’t say anything where there was human error but nobody found it, there was human error in my case how many

Wilbert Jennings others had human errors,” Jennings said. He continued: “At this point here I have no confidence in the whole GSAT marking process. I’ve lost confidence in it and I would like to go on record saying that and I want to make it very clear that Wilbert

Jennings has no confidence in the marking process in the final grade of the GSAT based on my personnel experience. The GSAT reflects how well the elementary level has served our children. The GSAT’s gives the parents an idea where their children are academically. We personally let our children take these exams because it trains them, it teaches them to take an exam under pressure but when our children are prepared to hear human error in a major exam like this it’s disheartening, it’s discouraging and it causes you to lose confidence in the system or the people behind the system.” Jennings said, “I am saying that as a concern parent going forward I’m going to think twice about allowing my child to take the GSAT if their whole marking procedure process does not change. Too many people, not only myself, have lost confidence in this GSAT system. I believe that a group that is external and outside entity so to speak who has no ties to Turks and Caicos Islands or a neutral group, should mark these papers. What is going on based on y experience it would give the impression that certain things are being done behind the scenes in order to promote certain schools over certain schools.” Jennings stated that he is breaking the silence, this is something that has been going on for a number of years now and he encourages more parents to speak out on the issue.

CARPHA and TCI launch TCI CARE Tourism & Health Programme In a determined response to ensuring the health and safety of its visitors and residents, the Turks and Caicos Islands (TCI) in collaboration with the Caribbean Public Health Agency (CARPHA) launched the Tourism Health and Safety program (THP), under TCI CARE, on June 22 2016 at Grace Bay Club, Providenciales. Turks and Caicos is the first Caribbean country to officially launch the THP nationally, leading the way regionally for enhancing the health and safety of the tourism in this landmark event. Premier and Minister of TCI, Dr. Rufus Ewing emphasized that tourism is the mainstay TCI hence his vision of the TCI CARE National Initiative for sustainable tourism. This will ensure the health and safety of both the visitors and residents of TCI. He indicated that TCI CARE represents the fingerprint of tourism in TCI. It promotes the six features of the TCI tourism (Safety, Security, Service and Sun, Sand Sea), and TCI’s commitment to providing a unique and the highest quality tourism product in the world. The safety (health) component of TCI CARE will be executed under its national THP, led by the Ministry of Health in collaboration with CARPHA. Executive Director, CARPHA, Dr. C. James Hospedales indicated that tourism based illnesses are very common and thus has major negative economic impact in the tourism dependent

Caribbean economies. However, these events were preventable with good systems of surveillance, training and standards. CARPHA is confident that the THP will result in triple bottom-line returns in health (by having fewer and less costly outbreaks), in environment, and in the economy. The Permanent Secretary Ministry of Tourism, Mrs Desiree Lewis said that addressing health issues in tourism was critical for protecting and boosting tourism in TCI. She indicated that her Ministry fully supported the national THP initiative and was ready for immediate implementation. Dr. Lisa Indar, Head of CARPHA’s Regional Tourism and Health Programme, stressed that the THP offered the best solution to health, safety and environmental sanitation challenges being faced by Caribbean tourism. The regional THP is a win-win solution for both Tourism and Health, since it included a real time early warning and response system whereby negative health events in the tourism industry would be addressed immediately; health safety and environmental sanitation protocols, standards and certification; and an intense training and education initiative. The key benefit of THP will be fewer, less costly outbreaks and other negative public health events occurring in tourism and thereby a healthier, safer, more reputable Caribbean for

The highlight of the TCI CARE THP launch was at the end when the Premier indicated, “I give you TCI CARE’. This triggered a series of wonderful and exciting national infomercials on TCI CARE that demonstrated “whether you have a cold, headache, hangover, tummy ache, or even a sun burn, security or service issue, rest assured that TCI will CARE’. This was greeted with loud applause from the audience that included regional and national Government representatives. CARPHA is the Caribbean

CARPHA is mandated by Heads of Government to Prevent disease, Promote Health, Respond to Public Health Emergencies. CARPHA in partnership with the Caribbean Tourism Organisation (CTO) and Caribbean Hotel and Tourism Association (CHTA) established Regional THP in January 2014. TCI's immigration relationship with EU may change because of Brexit

by Oswald Skipping

Leader of the Progressive Democratic Alliance

The recent advent of BREXIT afforded the British people to make a bold move to determine their own destiny as they decided by majority, and to the dismay of their Prime Minister, to exit the European Union. While the British populace is uniting and embracing the timely opportunity to take authority and control their destiny as it relates to issues such as their money, their immigration, their security, their jobs and their social services, the British Government and its local administrators in collusion with locally elected officials, seem hell bent on opening up our doors for mass immigration to the extent of widening the franchise, leaving our borders unprotected facilitating the escalation of mass and dangerous crime, taking away from us the control of our money, and giving our jobs to foreign work permit holders thereby impoverishing and disempowering our people. This British European Union shift has changed the financial dynamics of the entire world however temporary and slowed down commerce and brought the British pound down

to its lowest in history, not to mention the escalation of the volatility of the financial market. Consequently, the threat of a United Kingdom breakup has become even more real and does nothing to calm the fears of the global community including the Turks and Caicos and its remaining Overseas Territories. Moreover, during the next few years while Britain negotiates what their actual relationship with the EU will be, the possibility of an even greater economic fallout is possible. One possibility is that our free-flow immigration relationship with the EU will automatically change along with the likely British passport changes and the future of EU grant funds to the Turks and Caicos will also be uncertain. Closer to home, the economic stability of the United States is heavily dependent on its ability to negotiate mutually beneficial arrangements with allies and other friendly jurisdictions and because of the global political, economic and Oswald Skippings industrial intricacy, that ability may now decrease, not to mention that longer to be apathetic and complacent when the US sneezes, the Turks and and remain immersed and lamenting Caicos catches influenza. in our dreadful past, we must awake However, regardless of past and arise and take our country back. mistakes and misdeeds, we cannot as a This is a wake up call for our clueless Turks and Caicos people continue any Turks and Caicos leaders to end this

political mediocrity and step up both their political and economic governance to avoid a relapse into recession and economic disruption. Because of a Draconian Colonial constitution and an impotent political directorate, we are being left drifting, merely going along with the flow and now more than ever, we need gifted, bold and visionary political leadership with proactive, creative and innovative ideas. Leaders who are able to plan and put in place strong economic, social and political strategies and progressive policies that would demonstrate that we are prepared for self-determination when the Turks and Caicos people so decide. Therefore for this upcoming election, the Turks and Caicos electorate has to become more politically conscious and much more election savvy in order to end our subservient and powerless status and secure a comfortable, safe and prosperous niche in this global community, a universally coveted position that only the Progressive Democratic Alliance is equipped and committed to accomplish in these difficult and trying times for our Beautiful By Nature Turks and Caicos Islands and its disempowered people. Territories as placing them beyond the need for assistance. Complex diplomatic maneuvering may also be required. The withdrawal of UK funding from the EDF after a ‘leave’ vote would seemingly make it unlikely that the EU would be disposed to provide support for territories associated with the UK. However, given the EU has always been keen to develop as direct a relationship as possible with all of Europe’s Overseas Territories, it may be possible for those in the Caribbean to negotiate an alternative form of direct partnership. Trade ties could also become a factor after any vote to leave. The EU’s 2013 overseas association decision, regarded Overseas Territories as trading partners able to enjoy duty and quota free access to the EU market. Although those promoting a decision to leave the EU suggest that a new trade relationship with the EU would be rapidly negotiated, the Overseas Territories might instead wish to develop alternative thinking about longer term options. They would also need to consider how, for example, trade disputes, the interpretation of the rules on cumulation, phytosanitary disputes, or compliance with EU import regulations relating to agriculture or fisheries imports, all of which have arisen previously, would in future be remedied. A vote to leave would also raise other practical issues including free movement within the EU’s Schengen area, how best to maintain the free association that brings the Caribbean Overseas Territories peripheral advantages, and questions about security co-ordination. Perceptual uncertainties might also emerge about financial services as there is still a significant lack of understanding in

many EU capitals about the centrality of the industry to the economies of the BVI and Cayman. The UK government’s stated policy is to make every effort to ensure that its Territories are consulted and their interests defended. This implies that if it comes to Britain having to negotiate an exit and develop a new relationship with Europe, some priority would have to be given to incorporating the thinking of its micro states. For this reason, some voices in Britain’s Overseas Territories see the issue as presenting the opportunity for a wider debate. They suggest that the proposed study on the implications of Brexit offers the opportunity, irrespective of the outcome of the UK vote, to enable Overseas Territories to identify and debate a new status with both the UK and the EU that advances the process of self-governance and self-reliance. They suggest that irrespective of whether the UK votes to remain or leave, consideration of the implications offers the chance to clarify the relationship with Europe and the UK and to determine where future opportunity lies. In most of the Overseas Territories there is a recognition that when the they have reached a higher level of development, selfdetermination will be the goal; a point made recently by the BVI’s Premier, Dr Orlando Smith, in a thoughtful conclusion to his annual budget speech. Brexit is an unknown quantity that would directly impact Britain’s Overseas Territories in the Caribbean. For this reason, an out vote requires consideration now. Understanding how it might relate to the UK Caribbean Overseas Territories’ longer term objectives could well be thought provoking for the region as a whole.

Phase Two homeowners criticize Priton for their homes By Todeline Defralien Home owners of phase two housing project in Blue Hills have criticized Priton for their homes. At a meeting with home owners in that constituency last week. Multiple home owners expressed their outrage and concerns about the home that Priton has made available to the public. Delroy Williams representative for that constituency told media houses, “It’s actually heartbreaking when I go to Parliament and explain in Parliament what is going on here even go as far as bringing the Governor down here meeting with Ms. Parker and when he left we were excited because we believed that even thought I went to the Government already this was the Governor and that something would have been done, but nothing has been done. Someone also said those who feels it knows it, and for you to feel for people or for myself and the Government to feel what you’re feeling they need to come and visit the area, visit your homes and to see what are you experiencing.” Williams added: “I would not

take my money and invest in anything I can’t enjoy and I don’t expect for you the residents of phase two to do that. I have made calls to Mr. Wilson on a numerous of occasions. The feedback I get from him was good, but it hasn’t trickled down to anything. The problems are still there. We all have different issues in our home here no one should be living in molds, no one should be waking up not sure whether or not the kitchen is going to be there, not sure if you park your car in the yard whether or not it’s going to drop in a sink hole.” Williams said there are two things that can be done; there is a development agreement with Priton and the government that needs to be checked and there’s a development agreement between Priton and the home owners. “So they need to check both of those to elements because there is no way Government could sit back and allow a development to go on without planning being involved,” he added. “I am calling on the Government again like I did before and I’m calling on the Governor because his tenure is up in October and I am calling on you Mr.

Delroy Williams Governor do something with this before your tenure up in October and let us know that you have done something for the people of these islands instead of just having yourself a grand vacation.” . One of the home owners said, “I am living on holy grounds without it even being hurricane season, when the rain come down and people can lay

in their house and just relax and enjoy the rain I have to sit down and pace my house up and down to make sure that nothing is falling from the left or falling from the right. I don’t know how am I suppose to be living in something for the rest of my life and paying a bank a mortgage on it and I am living in fear every day.”

Morris, was pulled from waters in the Leeward Channel around 10:30 a.m. on Sunday, June 26th, after a boat in which he was travelling, sank the evening before. Police spokesman Kevin Clarke told The SUN that at 6:07 p.m. on Saturday June 25th, a tour boat operator contacted the police station and reported that he had just rescued a man who he found floating on the water. Clarke said the rescued man told the tour boat operator that he and Morris were on the boat when it started taking in water from the stern, which is the back part of the boat. The survivor told police that

due to the weight of the two engines, the boat began to submerge very fast. Both of them got off and starting swimming for shore, but Morris did not make it. Clarke said Marine Police and other boat operators began a search and rescue operation which was suspended at 9:45 p.m. on Saturday, due to poor visibility. The search resumed at 5:45 a.m. on Sunday and the body was found five hours after and transferred to the morgue. Police officers on Providenciales are investigating the circumstances that caused the white 20 foot speed boat with two 250 HP Engines to sink in the Leeward Channel, in the area of Heaving Down Rock on Saturday 25th June 2016. Beaches certifies over 1,200 food handlers professionals Beaches TCI continues to promote excellent food and health safety practices through its Environmental Health and Safety Department as this week the allinclusive resort held its third annual Food Handlers Screening in collaboration with Grace Bay Medical. The food handlers screening includes the examination of the ears, nose, throat, teeth, scalp and hands to exclude infections liable to be transmitted by food. Beaches EHS Coordinator Shuntal Gibson says that through staff completion of this exercise the resort remains in line with applicable environmental and safety laws and regulations which states that at least once in every calendar year a person carrying on a food business shall at his own expense cause any person engaged in the handling of food to be medically examined. According to Gibson well trained food handlers can improve

food safety and decrease risks and behaviors normally associated with foodborne illnesses and outbreaks. “It is part of our commitment not only to our guest but to our staff. We see to it that this is carried out annually and that the majority of our staff completes the program to ensure the highest level of health and food safety practices within the resort.” Although the course would only be required for those who deal with the handling, cooking and serving of food, the EHS Department has ensured that persons who do not deal with food directly completed this certification as well. “Our aim is that everyone in the stewarding, kitchen, dining room, weddings, food and beverage, bar and concierge department be screened. However, it is very important that at least one person from each department, even those that do not deal with food directly are screened to reduce the possibility of food contamination and

exposure to foodborne illnesses even more,” she said. A foodborne illness is a disease resulting from the food spoilage of contaminated food, pathogenic bacteria, viruses, or parasites that contaminate food. Such illnesses range from minor aches and pains to serious and life threatening complications. Gibson explained that the 1200 plus staff members that are certified make up more than 80% of the complete staff number. Grace Bay medical Certified Nurse Cynthia Joseph says that this year team members came in impressive numbers as the medical team examined more than 400 team members in the first week. “It has been a very busy week for us but Beaches has for the past few years ensured that this exercise is carried out. The results have been impressive and as the program continues we plan to implement

even more strategies to prevent food contamination and exposure to foodborne illnesses.” She added, “With this exercise, in the event something comes up we are able to inform the talent, send them to the nurses office where they are further examined and if there is anything that contradict proper food safety then that person is treated and put on leave until the concern is rectified, they then need to get do another screening for safety before allowed back on the premises. It is a very complex but necessary process and it ensure safety for all guests and team members alike.” Gibson says that with new Food and Safety laws in place the next step will be training for staff and proper food handling. “This will take safety practices a step forward. We have used a method of training called Serve Safe before in the past and we plan to do it again pretty soon.”

What is Zika virus infection?

By Aldora Robinson

Zika virus infection is cause by the bite of an infected Aedes mosquito. The illness is usually mild with symptoms lasting from several days to a week. Severe disease requiring hospitalization is uncommon. What are the symptoms of Zika virus? The most common symptoms of Zika virus infection are exanthema (skin rash) and mild fever, usually accompanied by conjunctivitis, muscle or joint pain and general malaise (sick feeling) that begins a few days after the bite of an infected mosquito. One out of four infected people develops symptoms of the disease that usually last about 2 – 7 days. How do you become infected by Zika virus? The virus is spread… 1.Predominantly by a bite from an infected mosquito. 2.From a mother to her fetus during pregnancy. 3.Potentially through blood transfusions and by an infected man to his sex partners. How is Zika virus treated?

There are no vaccine or medications available to prevent or treat Zika infections. However, you can treat the symptoms by: 1.Getting plenty of rest 2.Drinking fluids to prevent dehydration. 3.Take medicines, such as acetaminophen or paracetamol to relieve fever and pain. 4.Avoid taking aspirin and other non-steroidal anti-inflammatory drugs (NSAIDs), like ibuprofen and naproxen should be avoided until dengue can be rule out to reduce the risk of hemorrhaging. If you are taking medicine for another medical condition talk to your healthcare provider before taking any additional medication. What should you do if you have Zika virus? If you have Zika virus avoid mosquito bites for the first week of your illness, because: 1.During the first week of infection, Zika virus can be found in the blood and passed from an infected person to another through mosquito bites. 2.An infected mosquito can then spread the virus to other people. What can you do to protect yourself?

Aldora Robinson The best way to avoid Zika virus is to avoid mosquito bites. Defend yourself by using the 4Ds. Deet all day every day. Whenever you’re outside, use insect repellents that contain DEET or other EPA approved repellents and follow instructions.

Dress. Wear long, loose and light colored clothing outside. Drain. Remove all standing water in and around your home. Empty, remove, cover or turn upside down any containers that will hold standing water (bottles, cans, tires, buckets, flower pots, etc.). Change water in pet dishes, wading pools and birdbaths several times a week. Dusk and Dawn. Limit outdoor activities during dusk and dawn when mosquitoes are most active. In addition to the 4Ds, travelers can protect themselves by doing the following: Choose a hotel or lodging with air conditioning or screens on windows and doors. Sleep under a mosquito bed net if you are outside or in a room that is not well screened. Zika virus is cause for staying informed not for panic. Learning about the virus and ways to prevent infection is important, the steps you take can help protect you from other mosquito borne diseases, too. What the ocean means to me?

By Hayden Williams

My father and mother told me that the first steps I took on the beach, I literally ran into the sea and it took all their efforts to hold me back. I was less than a year old, so I guess my love affair and fascination with the ocean began very early and has not diminished in the last ten years of my life. I was born on Providenciales in beautiful Turks and Caicos Islands. It is fair to say that you cannot drive for more than five minutes in any direction without seeing the beautiful waters that surround our tiny island. We are a country very dependent on the ocean and in many ways it is, and has become, a way of life for us. I believe we need the ocean more than it needs us. We need the ocean to survive. Oceans make up 72% of our planet, hold 97% of the planets water and provide 80% of the air we need to breathe. Humans need air and water and the oceans give us both.

The ocean represents life. It is the lifeblood of planet earth and it is home to the greatest diversity of life on earth. There is an entire ecosystem within our oceans and this is vital to the delicate balance of life on the planet. For many persons, the oceans provide food and is a vital source of protein. In some societies, life revolves around the ocean and it is their predominant source of food.

In my island nation, the oceans provide economic opportunities and provides employment to many persons. We rely on the beaches to encourage persons to visit our islands. Tourism is the main source of revenue and our main attraction are the beaches with the magnificent and breathtaking colours of the waters beyond our shores. There are many sea or ocean-based businesses such as diving operations, snorkeling, boat cruises, paddle boarding and kiteboarding. Oceans regulate CO2, Nitrogen and H2O and sustains and provide protection for mangroves, wetlands,

Overweight young men may face high liver disease risk later in life

Being overweight at 18 to 20 years old may signal that a man is headed for severe liver disease decades later, according to a large, long-term study from Sweden. Researchers followed more than 44,000 men conscripted for military service in 1969 and 1970, and found those who were overweight as young men were 64 percent more likely to have serious liver problems and liver-related deaths in the next 40 years compared to normal weight counterparts. “Most likely, these teens already had non-alcoholic fatty liver disease (NAFLD) at the start of the study, or developed it down the road,” said lead author Dr. Hannes Hagstrom of the Center for Digestive Diseases at Karolinska Institute in Stockholm. “We know that some persons with NAFLD do develop severe liver disease.”

50 Cent arrested and fined for swearing at concert in St. Kitts A foul mouth has added to 50 Cent’s legal woes. The hip-hop star was arrested Saturday after he uttered the word “motherf—–” at his performance in St. Kitts, where it’s illegal to swear in public, his rep confirmed to the Daily News. The rapper, whose real name is Curtis Jackson, was originally only scheduled to host the event, but he ended up performing at the organizers’ request. Police arrested the “Candy Shop” rapper after the show for cursing in front of the crowd of 40,000 people, according to TMZ. He was booked Saturday evening. 50Cent was arrested after his performance Saturday night, along with his bodyguard. They were charged with the offence of using indecent language. The men were granted EC 5000 dollars bail but had to surrender their passports. The courthouse was opened on Sunday for the trial. 50Cent and his bodyguard pleaded guilty and were fined EC 3000 dollars or US 1100 dollars each. The

50 Cent, whose real name is Curtis Jackson fines were paid forthwith. Information was that the opening of the courthouse on a weekend was to facilitate 50Cent’s travel plans for later that Sunday for him to attend the BET Awards in LA. Using profanity in public is a misdemeanor offense in St. Kitts, and could even land an offender in jail, according to the country’s Small Charges Act. “The show was a great success and he will make sure for future

trips to St. Kitts that he leaves the “motherf—–s” in the United States,” the rep said. It’s unclear how much the indecent infraction cost 50 Cent, but fellow artist DMX was forced to pay $376 for a similar offense in the Caribbean island nation in 2003. 50 Cent’s DJ didn’t play a censored version of the 2003 single at the St. Kitts Music Festival, but when the F-bombs were broadcast over the speakers, the rapper still muttered the profanities instead of sidestepping them. That was enough for authorities to charge 50 Cent with using explicit language in public. “[Curtis “50 Cent”] Jackson was only booked to host the show, when he arrived at the festival organizers asked him to perform, he obliged and used the DJ they had there,” the rapper’s representative wrote in a statement to Rolling Stone. “Unfortunately, they didn’t have the clean version to his tracks, so there were profanities used during his performance. The show was a great success and he will make sure for

future trips to St. Kitts that he leaves the ‘motherf*****s’ in the United States.” Had 50 Cent brushed up on his Eastern Caribbean Law prior to the St. Kitts performance, he would have read that cursing in public is illegal in the nation of Saint Kitts and Nevis. In 2003, rapper DMX was also arrested for cursing during a concert in the Caribbean country. “There was a contract signed in which it was made very clear long before the arrival of the artists that there are laws in St. Kitts that do not take kindly to the use of indecent language on stage,” Information Minister Jacinth Henry Martin said at the time of DMX’s arrest. The rapper denied signing any contract that warned that explicit language was prohibited. In the 50 Cent case, like in the DMX incident, it’s expected the rapper will pay a small bail – DMX was forced to pay $376 – before being released. However, 50 Cent must wait until Monday, when the St. Kitts court is in session, to face the profanity charge.

Sandals Resorts respond to Antigua and Barbuda Government on taxes accusations (Full statement from Sandals) Prime Minister of Antigua and Barbuda, Gaston Browne has taken the decision to withdraw a concession agreement formed with Sandals Antigua back in 2009 and has admonished the Caribbean hotel chain in a terse letter. What is particularly disturbing is that Prime Minister Browne is failing to recognize a legally-binding document and is insisting that Sandals ‘is failing to pay over’ agreed taxes without a single shred of evidence offered. Jamaica says Brexit could affect relationship with European Union KINGSTON, Jamaica – Jamaica joined the Caribbean Community (Caricom) countries in analysing the decision of Britain to leave the European Union saying it could also affect the island’s overall relationship with Europe. In a statement, Foreign Affairs and Foreign Trade Minister Kamina Johnson Smith said Jamaica applauded the United Kingdom “for the fact that the referendum (popularly known as “Brexit”) was conducted freely and fairly, with due regard for the strong democratic tradition, which has been the hallmark of the UK political process”. She added, “The margin was close, but ultimately the people have spoken and on the basis of the declared results, those in support of the UK’s withdrawal of its membership from the EU, have carried the day.” Britons voted to exit the European Union (EU) by a 52 to 48 per cent margin resulting in the announcement by Prime Minister David Cameron that he would be resigning and a new leader would be appointed in October. Johnson Smith said that Jamaica also acknowledges that the outcome means that the United Kingdom “will need to initiate the necessary legal and other steps to withdraw from the EU, in accordance with the relevant treaty obligations”.

PM pleased with growth of Grenadian economy Prime Minister Dr. Keith Mitchell says the Grenadian economy continues to grow and there is the general feeling that the economic storm of the recession years are over. But Prime Minister Mitchell acknowledged that “there is still a lot of work to be done to provide more employment and even housing for many, to lift them out of poverty. “But we are encouraged that hope reigns even among the people who have yet to feel the full positive effect of this rising tide,” he said in a radio and television broadcast on Tuesday night, adding that “based on first quarter performance for 2016, the local economy is expected to achieve at least the three per cent real growth targeted for this year, after having grown more than five per cent in 2015. “During the first quarter of this year, current revenue increased by over 10 per cent, when compared to the same period last year. At the same time, we were able to reduce expenditure by almost nine per cent,” Mitchell said, adding “there are strong, positive indicators in many sectors of the economy”. He said that in the tourism sector, first quarter stayover arrivals exceeded the comparable period in 2015 by 12.3 per cent and that this growth was led by a 32 per cent increase in arrivals from the leading United States market. Prime Minister Mitchell said arrivals from the other Caribbean countries increased by 26 per cent while the United Kingdom market recorded a 5.1 per cent increase. Cruise ship arrivals increased by nearly 35 per cent, he added. The government said that the construction sector is projected to continue its positive growth in 2016 with ongoing private sector developments being complemented by the implementation of public sector investments, including the construction of the Parliament building, several activities under the Disaster Vulnerability Reduction Project, and several road development works. The value of first quarter imports of construction materials increased by 18 per cent; while retail sales of building materials increased by 14 per cent. He said regarding pensions “government is fully committed to ensuring a just and equitable pension arrangement that would allow retired Public Officers the ability to have dignity and a high quality of life in post-retirement. “Government commissioned a study of the issue by the Caribbean Regional Technical Assistance Centre (CARTAC). We have received a draft report and are in the process of reviewing the initial recommendations to ensure that they provide a sound basis for an equitable settlement of this long outstanding issue. It should be noted with certainty that this Government is determined to resolve the issue once and for all.” In his broadcast, Prime Minister Mitchell said that his administration is backing efforts to reform the Constitution and urged citizens to “overcome this cultural fear of change. “This new world order of different challenges calls for a radical attitudinal shift to be able to fulfill our potential, and to continue to build a society for which the next generation could be justly proud. “It is that reality that has influenced the nation’s push for constitutional reform, which will set a more relevant legal framework for the advancement of our people, the enhancement of our dignity and the future of our children and grandchildren.”

Boris Johnson Won’t Seek to Succeed David Cameron as Prime Minister

LONDON — The race to succeed David Cameron as prime minister of Britain was turned upside down on Thursday when Boris Johnson, widely seen as the leading candidate, chose at the last minute not to run, after his close ally Michael Gove challenged him for the job. The unexpected turn of events was the latest political aftershock from Britain’s vote last week to leave the European Union, and it could benefit another candidate, Theresa May, the home secretary, who laid out her case on Thursday for why she should lead the party. Mr. Johnson said, “Last week, the people of this country voted to take a new path and a new direction for Britain, in a decision that I passionately support.” “It is vital now to see this moment for what it is,” he continued. “This is not a time to quail, it is not a crisis, nor should we see it as an excuse for wobbling or self-doubt, but it is a moment for hope and ambition for Britain. A time not to fight against the tide of history, but to take that tide at the flood, and sail on to fortune.” But Mr. Johnson, 52, said he was not the person to unite the party and the country. “Having consulted colleagues and in view of the circumstances in Parliament, I have concluded that person cannot be me,” he said. “My role will be to give every possible support to the next Conservative administration, to make sure that we properly fulfill the mandate of the people that was delivered at the referendum, and to champion the agenda I believe in.”

Clinton leads Trump by 11 points in U.S. presidential race

U.S. Democratic presidential candidate Hillary Clinton comments on the just-released Benghazi report as she speaks at Galvanize, a learning community for technology, in Denver, U.S. June 28, 2016 Democratic presidential hopeful Hillary Clinton posted an 11 percentage point lead over her Republican rival Donald Trump, according to a Reuters/Ipsos poll released on Tuesday, a small decline since late last week. The June 24-28 poll showed that 45.3 percent of likely American voters support Clinton while 34.1 percent support Trump, and another 20.5 percent support neither. Clinton’s lead was 14 points

The former secretary of state, senator and first lady was bolstered in recent days by endorsements from members of the Republican establishment, including Henry Paulson, Treasury secretary under former President George W. Bush. Her Democratic rival Bernie Sanders, a U.S. senator from Vermont, said last week he would vote for her to stop Trump even though his campaign said this was not a formal endorsement. Clinton is struggling to win over Sanders supporters after a hardfought campaign for the nomination. Critics have assailed her over her handling of emails and a 2012 attack on a U.S. mission in Libya while secretary of state. Trump got a brief boost in the days after the June 12 mass shooting in Florida, coming within nine points of Clinton as he fine-tuned a campaign promise to temporarily ban the entry of Muslim immigrants to shore up national security.

Ku Klux Klan dreams of rising again 150 years after founding BIRMINGHAM, Ala. — Born in the ashes of the smoldering South after the Civil War, the Ku Klux Klan died and was reborn before losing the fight against civil rights in the 1960s. Membership dwindled, a unified group fractured, and one-time members went to prison for a string of murderous attacks against blacks. Many assumed the group was dead, a white-robed ghost of hate and violence. Formed just months after the end of the Civil War by six former Confederate officers, the Klan originally seemed more like a college fraternity with ceremonial robes and odd titles for its officers. But soon, freed blacks were being terrorized, and the Klan was blamed. Hundreds of people were assaulted or killed as whites tried to regain control of the defeated Confederacy. Congress effectively outlawed the Klan in 1871, and the group died. The Klan seemed relegated to history until World War I, but it was resurrected as waves of immigrants arrived from Europe and elsewhere, and grew more as the NAACP challenged the South’s Jim Crow laws in the 1920s. The insurer, which bought the hotel from Hilton Worldwide Holdings Inc (HLT.N) in 2014 for $1.95 billion, plans to close the Waldorf for up to three years starting next spring, the report said. “We have not finalized any plans in terms of the scope, nature and details of the renovation project or the exact timing and duration of the hotel’s closure. ‘Brexit’ threatens to undermine U.S.-Britain special relationship

Russians to continue and probably intensify their campaign of supporting far-right nationalist movements in Western and Eastern Europe as part of their effort to neuter NATO.” Phil Gordon, a former senior foreign policy adviser to Obama, expressed concern that Europe will become inwardly focused on Britain’s departure and independence movements on the continent, leaving the United States to shoulder more of the international burden. “The more time it spends on doing that, the more resources it spends on coping with the consequences of that, the less time and money and political capital it is going to have to help us with global challenges,” he said. The administration of President Barack Obama was rattled by the stunning turn of events, including turmoil in world financial markets and British Prime Minister David Cameron’s subsequent resignation announcement. British officials sought to reassure their U.S. counterparts that Brexit would not portend a withdrawal from world affairs, a U.S. official said. Some of those officials may not survive the change of leadership or further British political upheavals that could be spurred by the vote.

‘She wanted me to suffer’ says Texas husband whose wife killed daughters The Texas mother who gunned down her two daughters at a suburban Houston home was angry about a pending marriage for one of them, and may have let her husband survive so he would have to live with the anguish of losing his family, police said on Wednesday. The mother, Christy Sheats, 42, called a family meeting on Friday to discipline her daughter Taylor, 22, who was to be married in a few days. The mother pointed a gun at her husband and then shot each daughter one time in the house, Fort Bend County Sheriff Troy Nehls told a news conference. The mother fired more shots inside as the husband and daughters fled. Christy Sheats was later shot by police as she stood with her fiveshot, .38 caliber handgun near her daughters. “According to Mr. Sheats, she wanted to blame him for what had taken place,” Nehls said. “He did state that she accomplished what she set out to do and that is to make him suffer.” On scream-filled 911 calls from the incident, the daughters pleaded for their lives. “Please. Forgive me. Don’t shoot,” one of the daughters said, and then a shriek is heard followed by crying, in the tape released on Tuesday by the sheriff ’s Office. “Please! I’m sorry,” said one of the daughters in the call placed from the phone of Madison Sheats, 17 who

Christy Sheats’ husband, Jason Sheats, can also be heard pleading to prevent the shooting. Christy Sheats went back inside apparently to reload and then shot Taylor once more, this time in the back, a witness told the sheriff ’s office. According to her Facebook page, Christy Sheats was a strong backer of gun rights. rebuke to the U.S. president, who made an unusually strong intervention into British politics against “Brexit” during a visit to London in April. Britain’s vote to leave the EU threatens not only Obama’s security efforts across the globe but the U.S. economic recovery and the international trade agenda he is pursuing in his final seven months in office. A similar mix of U.S. populist anger and anti-establishment sentiment has fueled the rise of Donald Trump as presumptive Republican nominee in the November U.S. presidential election. “The drivers of Brexit are the same as the drivers of nationalist movements in western Europe and the U.S.,” Clifford Young, President of Ipsos Public Affairs in the United States, told Reuters. Cameron has cooperated closely with Obama in the security sphere. Britain has been a major military player in U.S.-led campaigns against Islamic State militants in Syria and Iraq, an active ally on the ground in Afghanistan and a strong supporter of sanctions against Russia over its role in Ukraine’s separatist conflict. Heather Conley, director of the Europe Program at the Center for Strategic and International Studies in Washington, said Britain’s divorce from the EU, which could take up to two years, would now be “an allconsuming process” that could distract it from such efforts.

Fresh details spur debate on police response to Orlando massacre The release of police dispatch records offering new details from witnesses of the Orlando nightclub massacre provided fresh grist on Wednesday for the debate about whether law enforcement waited too long to take out the gunman. About three hours passed on June 12 between the firing of the first shots and the killing of the hostagetaking shooter, prompting people to ask on social media and in emails to public officials whether quicker police action could have saved lives. Orlando, Florida, authorities on Tuesday released new details including 911 operator notes and text and email messages received by the police chief whose officers fatally shot the gunman, Omar Mateen, after he killed 49 people and wounded 53 more. The call log provides a minuteby-minute account as reported to emergency dispatchers, offering the most detailed timeline yet of the incident as it unfolded. The three-hour duration of the episode was already known. Some critics said the transcripts showed police should have acted faster to remove the threat, but others argued they did the best they could in chaotic conditions. Retired police sergeant Grant Whitus, who led the SWAT team during the Columbine High School shooting in Colorado in 1999, believes Florida officers should have pursued Mateen immediately inside the Pulse nightclub to “end it right there” before

he could take hostages. “How do you negotiate with a terrorist or mass murderer? You don’t,” Whitus said in a phone interview. “The more time you give him, the more people that are killed.” That view was echoed by critics including Facebook user Chris Byrne, who said the delay amounted to gross misconduct. “Do I blame the responding officers? Absolutely not ... I blame their ‘leadership,’” Byrne wrote. But several experts in tactical training and police performance cautioned against such judgments. They argued that, based on what is known so far, the deadliest mass shooting in modern U.S. history would have been even worse if not for the deliberate response by police. “It’s always easy to secondguess and hindsight when you have time to sit and think about things. But when you consider how dynamic that situation was, their actions undoubtedly saved lives,” Thor Eells, board chairman for the National Tactical Officers Association, said in a phone interview. Eells said he has trained SWAT members from the Orlando Police Department and other law enforcement agencies in Florida, and has been in contact with officers there since the shooting. He and two other police veterans said the first officers at the scene responded appropriately by seeking out the source of the gunfire and trying to address the threat.

IKEA recalls 36 million chests and dressers after six child deaths

Swedish furniture company IKEA Group [IKEA. UL] is recalling almost 36 million chests and dressers in the United States and Canada but said the products linked to the deaths of six children are safe when anchored to walls as instructed. The recall covers six models of MALM chests or dressers manufactured from 2002 to 2016 and about 100 other families of chests or dressers that the U.S. Consumer Product Safety Commission said could topple over if not anchored securely to walls, posing a threat to children. “It is simply too dangerous to have the recalled furniture in your home unanchored, especially if you have young children,” CPSC Chairman Elliott Kaye said in a statement on Tuesday. Tipped-over furniture or television sets kill a U.S. child every two weeks, he added. IKEA said that the recall was based on a standard applicable in North America for free-standing clothing storage units and that the products meet all mandatory stability requirements in Europe and other parts of the world. “When attached to a wall the products are safe. We have had no other issues with that in any other country,” said Kajsa Johansson, a spokeswoman for IKEA in Sweden. IKEA said it had no details on potential costs stemming from

Two U.S. toddlers died in separate 2014 incidents when MALM chests fell on them. A 22-month-old boy was killed last year in a similar incident, which occurred after IKEA had announced a repair program including a free wall-anchoring kit. None of the furnishings in the fatal incidents had been

As part of the recall, IKEA is offering refunds or a free wallanchoring kit. The U.S. recall covers about 8 million MALM chests and dressers and 21 million other models of chests and dressers. About 6.6 million are being recalled in Canada. Ikea has sold approximately 147.4 million chests of drawers globally since 1998.

Microsoft readies Windows 10 update, answers critics

Microsoft has a birthday present for Windows 10 users: more capabilities for its Cortana digital assistant and new ways to ditch passwords. The company is also changing the notices it sends to users of previous versions, following complaints that it was too aggressive in pushing them to get the free Windows 10 upgrade. Microsoft’s “Anniversary Update,” scheduled for release Aug. 2, will let users activate Cortana with a spoken command (“Hey Cortana”) even while their screen has gone into sleep mode. Cortana will be able to recall more types of information, such as frequent flier numbers or parking locations. Users can also ask Cortana to remember specific photos, such as a wine bottle to buy again later. For devices that allow sign-ins with a biometric identifier, such as facial recognition, the update will extend that capability to third-party websites and apps, so users won’t have to remember separate passwords. Other new features include Windows Ink, which will let users with a digital stylus add handwritten notes or reminders and draw on documents, maps or other apps. Video gamers will be able to start playing on an Xbox One console or a Windows 10 PC and resume on another device without losing their progress. The Anniversary Update, which was previewed at Microsoft’s developer conference this spring, is free for anyone who already has Windows 10. Users of previous versions must get the current version of Windows 10 by July 29 or pay $119 after that . “For the most part, all of those machines whose owners wanted the upgrade will hopefully have gotten one,” Microsoft corporate vice president Yusuf Mehdi told The Associated Press. There are now 350 million devices running Windows 10, which has been available since last July 29. Microsoft says adoption has been faster than previous versions. Getting more people to use the new software is a key element of CEO Satya Nadella’s strategy for rebuilding Microsoft’s business, which suffered in recent years as PC sales slumped.

CIBC to pay $3.8 billion for PrivateBancorp, expand in U.S. Canadian Imperial Bank of Commerce said it will buy Chicagobased PrivateBancorp Inc in a $3.8 billion cash-and-share deal, its biggest ever acquisition and a long-awaited expansion in U.S wealth management. CIBC has been in talks with potential U.S. targets for some time as it looked to expand its wealth management business. The bank sees the sector as a growth area that could help offset sluggish domestic growth and a lowinterest-rate environment. Some investors are also keen for Canadian banks to lessen their dependence on a domestic market that has been hurt by the prolonged slump in oil prices. “What we’re trying to achieve for our shareholders and for our clients is to have a business with a more diversified earnings stream than just relying largely on the Canadian market,” CIBC Chief Executive Officer Victor Dodig said on a conference call. Dodig said the combination with PrivateBancorp will enable CIBC’s U.S. banking business to contribute more than 10 percent of the bank’s net income over time, double the 5 percent the U.S. market now

A Canadian Imperial Bank of Commerce (CIBC) sign is seen outside of a branch in Ottawa, Ontario contributes. Chief Financial Officer Kevin Glass said the deal would not reduce the bank’s investment in Canada or its target to maintain its dividend payout at the top end of a target range of between 40 to 50 percent of earnings. He also said that, after closing the deal, CIBC’s core tier 1 capital ratio, a key measure of its financial strength, would remain above 10 percent. CIBC’s stock was down 3.1

percent in early trade, while shares in PrivateBancorp were up 22.4 percent to $43.99, below the $47 dollar value of the deal based on Monday’s closing CIBC share price. This reflected the market’s expectation that the price of CIBC shares would fall following the deal, given the strain it puts on CIBC’s capital strength and earnings in the short term. “The acquisition is sizeable but the bank has been quite clear

with its intentions and despite being somewhat pricey and likely near-term dilutive to earnings it should not be shocking to the market,” Barclays analyst John Aiken wrote in a research note. David Neuhauser, managing director at Livermore Partners, which owns shares of PrivateBancorp, said it was a good deal for the U.S. bank. “PrivateBancorp was reaching an inflection point where it was going to be harder for them to continue to grow their assets in the U.S. unless they were on the acquisition trail. It was ripe for consolidation,” he said. Barry Schwartz, portfolio manager at Baskin Financial Services, said Canadian banks need to reduce exposure to the Canadian economy and may have had to pay a full price to do that. “CIBC had no choice. They are looking for growth and growth doesn’t come cheap,” he said. Dodig said he had been working on the deal with his counterpart at PrivateBancorp, Larry Richman, for six to eight months. Richman will remain CEO of PrivateBancorp and become head of CIBC’s U.S. operations.

Facebook updates News Feed to show your friends’ posts first This 256GB SanDisk Extreme microSDXC UHS-I card World’s fastest microSDXC

This fingernail-sized 256GB microSD card is the world’s fastest SanDisk’s new 256GB microSD card isn’t the first of its kind, but it is, says parent company Western Digital, the fastest. The card has transfer speeds of up to 100MB/s and write speeds of 90MB/s — quick enough to transfer an entire HD movie in around 45 seconds. You’ll need that sort of performance though if you’re using the card for its intended purpose: recording and storing up to 14 hours of 4K footage from smartphones, action cameras, or drones. The 256GB SanDisk Extreme microSDXC UHS-I card is only slightly faster than Samsung’s own $249.99 256GB microSD card, but Western Digital also unveiled a slower cousin intended for a wider audience — the 256GB SanDisk Ultra microSDXC UHS-I Premium Edition. (Yes, those are some terrible, confusing names.) Both cards are waterproof, temperature-proof, shock proof, and X-ray proof, but the Premium Edition has slightly slower transfer speeds of up to 95MB/s (the company doesn’t mention write speeds). The Extreme microSD card will be available to buy for $199.99 from the fourth quarter of 2016, while the Premium Edition will go for $149.99 from August this year.

Sorry, but this new Apple patent could stop you from Snapchatting at concerts

People Snapchatting at a concert Apple has been granted a patent for technology that could disable video recording at concerts. Patently Apple, a blog that covers Apple’s intellectual property news, reported that the tech giant won a slate of new patents related to infrared technology. In its patent documents, Apple said that the an infrared receiver would allow a device to decode data about an image that a traditional camera cannot. This could be useful in a museum, allowing visitors to learn more about objects in an exhibit, Apple suggested. The company also said that an infrared emitter could be placed in areas where “picture or video capture is prohibited, and the emitter can generate infrared signals with encoded data that includes commands to disable the recording functions of devices.” The patent comes after entertainers have taken a stand on fan filming at concerts. Now, attendees of Alicia Keys concerts have to place their phones in a case that locks while they are in the phone-free zone. In May, Adele paused in the middle of a show to tell a fan that they could “enjoy it in real life, rather than through your camera.”

Terms of the three-way deal are not yet known, nor is it clear how the pact between Intel and Mobileye might affect the Israeli firm’s long-standing partnership with French-Italian chipmaker STMicroelectronics (STM.PA), which manufactures Mobileye sensor systems. A spokesman for STMicroelectronics declined to comment. In May, Mobileye and STMicro said they had agreed to extend a 12-year-old partnership to develop a fifth-generation Mobileye system, which they said would provide fully autonomous driving features for cars due to hit the road around 2020. These new systems will revolve around a computer chip, or central processing unit, that controls some 20 sensors throughout each vehicle, including the windshield and car bumpers, connected to radar systems, Mobileye and STMicro said. BMW, which has been a key customer of Mobileye systems dating back to its firstgeneration of sensors in 2007, is one of five automakers expected to deploy Mobileye’s fourthgeneration safety systems for new cars beginning in 2018, which primarily focus on object detection as cars move down the road.

Why LeBron James might not get 5-year max contract

Cleveland Cavaliers forward LeBron James Cleveland Cavaliers superstar LeBron James’ decision to opt out of the final year of his contract and become a free agent on July 1 is not a surprise. With the NBA’s unprecedented jump in the salary cap, James is maximizing his earning power. By opting out, he will make more in 2016-17 than he would have by remaining in his contract he signed last July. James’ agent informed the Cavs of the decision to opt out before Wednesday’s deadline, a person familiar with the decision told USA TODAY Sports. The person requested anonymity because he was not authorized to speak publicly about the situation. Since James returned to Cleveland in 2014, he has signed two, two-year contracts, opting out after the first season of each deal to capitalize on larger raises. James, the MVP of the 2016 Finals, could sign a two-year contract worth $56.3 million in July and opt out next season when he could sign a long-term deal with full Bird rights when the salary cap is projected to jump from $94 million in 2016-17 to $107 million in 2017-18. However, if James took that route, he is not able – under the current collective bargaining agreement – to a sign a five-year deal worth $200 million in the summer of 2017, three league executives told USA TODAY Sports. The people spoke on condition of anonymity because the free agency period hasn't started. It’s because of an obscure clause in the collective bargaining agreement known as the “over 36 rule.” The rule is complicated, but in essence, it prevents teams from giving four- or five-year deals to players who are unlikely to play the life of the deal with no salary cap consequences. For a player who is 36 years old in the last season of a five-year deal, his final annual salary

is applied proportionally to previous seasons and counts toward the team’s cap. Most players aren’t making the maximum at that stage of their career. Most players aren’t James. In James’ case, if he signed a max deal next summer, there’s no way to apply any money from the fifth and final year of deal – when he’s 36 years old – to his first season in 2017-18 because league rules prevent a player from making more than the maximum in a season. Again, it’s complicated. But bottom line: league rules prevent James from signing a five-year max deal worth $200-plus million next offseason. As of now. There’s an intriguing angle worth following. Either the players or league can opt of the current CBA on Dec. 15. If the two sides have to renegotiate a CBA, it’s possible that rule is altered – not an unrealistic scenario considering James is the first vice president of the National Basketball Players Association. Maybe it’s the over 37 rule, which would create a way for James to sign that massive five-year, $200 million deal next summer. That conundrum aside, nothing prevents James from signing a four-year deal next offseason with the Cavs or another team. Under current rules, James next July could sign a four-year, $156.8 million contract with Cleveland. If James decided to leave the Cavs after next season, he could sign a four-year, $150.4 million deal with another team. But James has other options, too. Since Cleveland does not have full Bird rights on James now – just early Bird rights – it can only sign him this offseason to a four-year contract worth $137.7 million. It’s easy to see though with the money at stake the direction James is inclined to go. Roger Federer in action against Argentina's Guido Pella

Sergio Aguero, Messi's best friend on the team, said he had never seen the mood in the dressing room so low while goalkeeper Sergio Romero suggested he might rethink his decision."I think Leo spoke in the heat of the moment because we missed that great chance," said Romero. Messi's retirement sparked disbelief in his homeland and sports newspaper Ole immediately launched a social media campaign, #NotevayasLeo, or Don't go Leo, to get him to stay. He may not have been the only player to exit the national squad, with later unconfirmed reports that midfielder Javier Mascherano had also retired

from the international game. Messi has won every trophy possible at club level with Barcelona, though his only titles with Argentina were the Under-20 World Cup and the 2008 Olympics. Those club successes led Juan Antonio Pizzi, the Argentine coach of Chile, to praise Messi's influence on the game at the post-match media conference, even though at the time he was unaware of his compatriot's decision. "I believe that Messi is the best player in history," Pizzi said. "Maybe for my generation, we're not able to compare him to (Diego) Maradona because of what Maradona did for Argentine football.

Windvibes Log Throwing Champion Will Return to Turks & Caicos to Defend Her Title

GraceAnn White of Natchez, Mississippi will be returning to the Turks & Caicos for Windvibes 2016 to defend her Log Throwing Champion title. She’s waited a whole year for Windvibes 2016 and is ready to defeat her opponents once again. We asked her thoughts on the previous competition and she said, “The Log Throwing event was quite unique and an excellent tradition for Windvibes Turks & Caicos! I am really looking forward to competing again this year!” We wanted to know how she and her family felt the moment she was crowned champion: “I was very surprised I won. My friend pushed me in the circle to throw the log; if not for her, I would never have thrown it!” Her family seemed equally astonished since she was only 16 years old. “All four of my older brothers played college football, so they were joking with me saying how I am the strongest

out of all of them.” Finally, we wanted to know if she had any special techniques to share with competitors: “Not really, I have only thrown a log once in my life so I have not practiced. If someone is strong, it should not be a problem.” We wouldn’t want to give away our secret either. Windvibes is the largest watersports event in the Turks & Caicos Islands. There are activities for everyone of all skill levels. A variety of amateur watersports and games will take place during the day including kiteboarding, swimming, stand-up paddle boarding, log throwing, tug-owar, and giant feet marching. There’ll also be food and drinks available on the beach and celebrity judges to round out the day. You can get even more involved by signing up for one of our Charity Challenge team. All other registration happens on the day on a first come, first serve basis. To celebrate the 10th

anniversary of Windvibes, we’ll be fund-raising for 10 charities. These can be found online: www.windvibes. com/charities. Windvibes begins with a walking parade through Grace Bay

on 9th July starting at 6:00 p.m. The action begins on Sunday at Long Bay Beach at 10:00 a.m. Everyone’s welcome. Be sure to come, we’ll be expecting you!
