By Todeline Defralien Premier Hon. Dr. Rufus Ewing says his Progressive National Party (PNP) administration deserves a second term in office because of its “awesome” performance over the past four years. Ewing said, “This Government in preparing for this upcoming election I can say that we have every right to expect and hope that the individuals/ the electorates in this country should return the Progressive National Party back to Government on Election Day. This Government has done a marvelous and awesome job given the odds that it has worked under over the

past three years,” the Premier said at a Progressive National Party (PNP) press conference held at the Opus Restaurant in Grace Bay, on Monday, July 4th. He added, “I’ve said time and time again that we were faced with the most adverts conditions, the finances of this country was in a state of austerity that when we came the Treasury was broke. We hardly could have paid salaries, but this Government came to office with a mission. The first mission was to restore the economy back to where it was, that we could then begin to work in earnest for the people and provide them with the necessary resources,

social services, infrastructure that we are now delivering on.” “Most of you would recognize that even from day one, even though we were broke this Government started delivering on its mandate. Education was our second priority and from day one we began rebuilding things that were demolished such as the Ona Glinton Primary School. We’ve put millions of dollars into rebuilding the Ona Glinton Primary School. We continue to build on education and rebuilding the HJ Robinson administration block. That block has been destroyed by fire and we now again rebuilding it. Again during this term in office, the first time in this country’s history over the

past 25 years that any Government has invested in a high school here in Providenciales because education is important to us, we spent millions of dollars in developing and rebuilding the new high school Long Bay High,” Ewing stated Ewing stated that this Government might not have had scholarship funding as they were in previous years when monies may have been flowing but with the little funds that they had, they ensured that those persons who are in need of scholarships were provided with the opportunities to have higher education. He continued: “We continue to work to reduce the cost associated with delivering healthcare at our secondary healthcare level at our hospitals and through the establishment of the health regulatory authority to better or regulate the quality of services that are delivered at our hospitals and all of our private sectors and public sector clinics across these islands.” He added that Government has already identified over $100 million worth of road works to be done to roads all across the Turks and Caicos Islands.

TCI going independent is up to the people, says Premier Rufus Ewing

By Todeline Defralien

Premier Hon. Dr. Rufus Ewing says Turks and Caicos Islands going independent is a matter for the people of country to decide. “The Turks and Caicos Islands and each and every one of us here should aspire to have a greater autonomy in the way we manage our affairs, and in my view is that we should continue to seek for greater autonomy in the management of our affairs,” the Premier said during a PNP press conference on Monday July 4th, at Opus Restaurant conference room in Grace Bay. “When that time comes, as it’s outlined in our manifesto... I’ve slated a number of things in our manifesto that will signal and trigger when it’s right.” Ewing added: “The people are the ones who will tell you and people will signal to you when they think its right for us to go to independence via referendum and you as a Government have to be sure that when you’re going to test the people you have to be sure

that you can win that test. (David) independence. Cameron will tell you. So it’s nothing In April 2013, while in Trinidad and to take lightly. It’s nothing to just jump Tobago, Ewing said the Turks and to. Yes, we all require some education Caicos Islands is still considering about independence and we have to political independence from Britain. continue to speak about independence Ewing told the Caribbean Media Corporation (CMC) that without getting nervous about it.” He added: “But we haven’t “independence remains a major issue”. He said then, “I think any been able to do so in this country because the minute you began to think right thinking country should have about independence there are some independence as its destination. The fear mongers among us who make time period however is the question. people believe that you’re going to The need for independence must be the go independent tomorrow and that a goal and so everything you do should be Government could push it down your to prepare your people and country for throat. No Government could make that giant step. There will be a number this country independent without you of factors that will come into play as the people deciding that you want to go to whether or not that time should be independent.” fast tracked or continue along the pace Ewing said that the power that you would desire to have or would is with the people of the Turks and like to have and that would depend Caicos Islands and not him because on the ongoing relationship with the he can say he want to go independent United Kingdom government and the all he likes but the people can tell him” people in the territory,” he said. the people to improve their standard of living and to prepare us for our plans for moving towards that step of independence. “If it doesn’t happen, all it does is to make the people even more convinced that independence is our only way out,” said Ewing, who was attending the 14th annual Caribbean Tourism Organisation organised Sustainable Tourism Conference (STC14). He told CMC that over the past three years, more citizens have become convinced “that independence is the way to go, more than ever before in the past because of the relationship we have had (with Britain) over the past three years. Ewing said then that while he would not commit personally to a timeframe” for independence, “what I know we will do is to appoint an independence commission from the House of Assembly to look at timeframes to look at milestones that need to be achieved and to look at referendum settings…”

Police issue prevention tips for businesses due to recent hike in arm robberies In light of the recent hike in robberies, the Royal Turks and Caicos Islands Police (RTCIP) are making no hesitation to urge the general public to be aware of their surroundings and remain alert to avoid being a victim of crime. Since the Friday 1st July to Tuesday 5th July 2016 there have been (5) five reports of Robberies reported to the police and since weapons are being used in these incidents, the RTCIP are concerned that someone can be seriously injured, hence the public are encouraged to report suspicious persons, activities and vehicles. If you observe an individual, or occupied vehicle, lingering around your business for a period of time, or in a manner that makes you suspicious or uncomfortable, write down the

license number, color of the car and description of the individual(s) and call the police non-emergency number (338-5901). Be sure to inform other employees of your suspicion. FOR BUSINESSES Good visibility allows employees to be aware of suspicions activities outside the building. It also increases the chance passerbys will observe robberies taking place inside the business. The cash register should be in a central place, clear view of the door with the customer’s back to the entrance. Make sure interior lighting provide good visibility in the store at all times and outdoor lighting should be even and directed toward the sides of the building, not outward where glare can create hiding places for

robbers. Clear access bushes around the building that can also create hiding spots. SECURITY DEVICES • Silent “hold-up” alarms should be considered. Alarm signaling devices can be installed on the floor and tripped by foot, wired to a money clip in the till, hidden under the counter or inside an office or freezer, among other possibilities Property Camera system- Proper surveillance cameras should be focus inside of the building near the cash register and the entrance area so that full and clear view of customers can be seen. Don’t use fake cameras. Robbers know the difference. Have several cameras connected to the system, some visible, some not. Only

the managers should have access to the tape. IDENTIFICATION Greet each customer. Establish eye contact and remember their general appearance. Good customer service discourages hesitant robbers as well as other thieves. Encourage staff to make notes of how frequent a customer come to the establishment and make notes of questions they asked. This attention to detail conveys control and puts people on notice that they have been observed and can be identified later. Place height markings along the vertical frame at the entrance. This allows employees the ability to tell how tall the robber is at a glance so employees can tell at a chance how tall the robber is.

Occupancy certificates on hold for Priton Development The Department of Planning has informed Priton Development that no more occupancy certificates will be issued until outstanding matters in the housing development in Wheeland have been addressed and resolved. This was stated in a press statement from the Turks and Caicos Islands Government which stated that Priton has an obligation to pave all roads, develop a park, install drainage system and install street lights. The press release said that approximately 65% of roads have been completed, some street lights have been installed, however the park is not yet developed and the drainage system is not yet completed. It for those reasons that no more occupancy certificates will be issued. Priton Development is a company which constructed affordable housing project in Blue Hills and off Millennium Highway Phase 1 and phase 2 respectively. Phase 1 consists of 130 homes and phase 2 consists of 297 homes from which approximately 250 homes were completed and received occupancy certificate. These homes are a prefabricated building system that was approved by the Physical Planning Board. The Department of Planning instructed Priton to upgrade the system that was used for phase 1 in

phase 2 by adding the following: Build cistern in each house; Install hurricane shutters on each building; Change the way of connecting the wall panels; to have three (3) supporting connections instead of two (2) connections; use holding down hurricane straps on the roof rafters instead of hurricane clips; use pressure treated timber or spray anti – termite substances on the timber used in structures. It was noted that all houses were inspected during construction and upon completion of construction (For Occupancy Certificate). The Government said it was found that one of the parcels had a natural hole and the Department of Planning investigated the problem and the initial investigation revealed that the building itself is not affected. Priton was instructed to conduct further structural assessment. Priton hired Civil and Structural Engineering Limited (CSE) and a foreign engineering firm to investigate the problem. Both company reported that the natural hole has no impact on the building and recommended to fill back the hole with stones and quarry. "Recently it has come to the Department’s attention that some houses have problems of storm water leaking, which cause damages on the tiles and walls.

12-storey decision not for judge to decide, says AG's Chambers Lawyers for the Attorney General's Chambers have called for the dismissal of the application for judicial review of Government's decision to raise the building height and density in the Turks and Caicos Islands. Helen Mountfield, QC, a UK lawyer hired by the AG's Chambers to argue teh case before Chief Justice Margaret Ramsay-Hale, said the 12-storey challenge "purportedly on the basis of ‘the rule of law’ is in reality an impermissible attempt to invite a judge to determine matters of public policy which are properly a matter for the elected branch of government". She said there is something "profoundly undemocratic" about this attempt. The Applicants for judicial review are the registered strata corporations of the two tallest strata developments at Grace Beach, known as ‘the Venetian’ and ‘the Tuscany’ respectively. Permission for the developments was granted in 2007 and 2006 respectively. Each permission was granted under a 2004 amendment to the Development Manual, made by the Governor pursuant to section 67 (now section 79) of the Physical Planning Ordinance 1989 (“the PPO”), which increased the permitted height for construction from five storeys to seven storeys. The Respondents, collectively, are parts of or responsible to the elected Government of the Turks & Caicos Islands (“TCIG” or “the Government”) with

responsibility for planning and development matters. The Interested Party is a development company which has an interest in developing site at Grace Bay to build a Ritz Carlton hotel. The intention is that the hotel buildings would, if permitted, be up to twelve storeys tall. No planning permission has been granted to date for this development by the Planning Board whose responsibility it is to grant or refuse applications for planning permission. A Cabinet decision of 2nd February 2015 to amend the Development Manual and the Governor’s decision to do so were challenged by way of judicial review in 2015. The grounds were that the regulations to amend the Development Manual to alter permitted building heights were ultra vires section 79 of the PPO as it then stood, and that the decision was vitiated by absence of consultation. The court did not admit evidence of a subsequent consultation and reconsideration, which in any event it considered to be too late to affect the validity of the decision. In a judgment of 12th November 2015 (“the 2015 ruling”) the Court held that under the PPO as it then stood, the Respondents had no power to amend the Development Manual so as to change building heights without first producing a development plan. The Government accepted the Court’s ruling on failure to consult. However, there was a wider concern at its ruling that no changes were permitted to the

Development Manual without a development plan having first been produced. Mountfield said that was not the understanding of the PPO which had been proceeded upon for changes to the Development Manual over many years, and – given the finding that the challenged amendment was ‘void and of no effect’ - placed doubt on the legality of previous developments. She noted that in the light of that ruling, TCIG took thre steps: a. First, the Respondents appealed the aspect of the ruling which concerned the interpretation of the PPO as it then stood; b. Second, it put in place funds to create a development plan for TCIG in the medium term (to do so properly is both costly and timeconsuming); c. Third, it invited the legislature to pass short-term legislation (subject to a twoyear sunset clause) to amend the PPO so that, in the interim, changes to the Development Manual to amend building heights could be made in the absence of such a comprehensive development plan, subject to consultation on those proposed changes. She noted that the legislature did amend the PPO, and on 17th December 2015, the House of Assembly passed the Physical Planning (Amendment) Ordinance 2015 (“the PPOA”) which inserted section 39A into the PPO. 10. The PPOA came into force on 22nd December 2015. "It is common ground that subject to this challenge, the effect of section 39A is to permit the First

Helen Mountfield, QC Respondent to make regulations amending the Development Manual as its provisions provide for building height and density even in the absence of a development plan. In the light of the change to the law, and also because the appeal against the First Ruling went to the reasoning and not the result, in a ruling dated 4th May 2016, the Court of Appeal declined to hear the appeal against the First Ruling on the basis that it was now academic," the QC noted. Following: a. the change in the law on 17th December 2015 which permits the First Respondents to make regulations relating to building height and density, and b. in the light of the January 2016 consultation Cabinet took a fresh decision to amend the Development Manual so as to permit an increase in building height, on the basis of which the Governor passed regulations to that effect.

Superintendant in charge of Tactical Unit, Darron Williams, said the shooting shows the dangerous nature of the job. “This goes to show the dangers police officers face each day, I am happy that her injuries were not serious or life-threatening and I

She handed them the bag which contained an undisclosed amount of cash as they made their escape towards the Millennium Highway road when they ran into the Police.

The culprits were able to escape further in the bushes. Heavily armed police blocked off the area and were seen searching the bushes. TCI demonstrates economic stability Global ratings agency Standard & Poor’s (S&P) has maintained its BBB+ rating with a stable outlook for the Turks and Caicos Islands (TCI) it was announced Wednesday, 29th June 2016. This is TCI’s third consecutive year with such a strong grading. A team from S&P made the annual visit to the islands in May and met with a range of officials as part of the review process. “This rating represents continued recognition of TCI’s economic growth and stability due to sound fiscal policy and prudent financial management. However, as pointed out by S&P, growth is now restricted by short supply in available rooms as new construction is being frustrated by ongoing litigation”, said Minister of Finance, Washington Misick. The S&P report reiterated that TCI’s relationship with the U.K. provides a benefit to local economic policies and judicial and institutional stability, all of which further support the ratings. “TCI continues to see strong

economic growth in its tourist-based economy, largely due to the ongoing economic recovery in its largest visitor market, the U.S. However, we expect that with existing hotels at capacity, tourist activity is likely to moderate in 2016, with real GDP growing about 3% in 2016, down from nearly 6% in 2015. Real GDP growth has been very strong in recent years and we expect it return to more sustainable levels in the medium term. We project that per capita GDP growth could average 1.3% annually in the next three-to-four years,” quoted from the S&P Global Rating Report. The BBB+ rating is a strong factor in attracting foreign direct investment to TCI and building confidence amongst its existing business community. Commenting on the announcement His Excellency, Governor Peter Beckingham welcomed the decision, stating; “This is great news for the TCI, and a welcome re-affirmation from a top rating agency that our economy is fundamentally sound and

PNP chairman accuses Mike Misick of destroying party By Todeline Defralien During a recent Progressive National Party (PNP) press conference, chairman Royal Robison accused former Premier Michael Misick of destroying the party, but the current premier Dr. Rufus Ewing quickly shut down the discussion and refused to let the chairman elaborate on his accusations. One of the most controversial aspects of the July 4th press conference at Opus Restaurant conference room in Grace Bay, centered around former Premier Michael Misick, who is now running as an independent candidate instead of At-Large for the PNP. In his opening remarks, Robinson listed Misick as one of the Nine PNP candidates who are vying to fill three At-Large spots. However, when he was questioned further about Misick’s candidacy, Robinson started reading from a prepared script in which, among other things, he accused Misick of destroying the PNP party and said that some people were following him blindly. Robinson said, “Mr. Misick’s application is still with the Progressive National Party, that is a fact but I can say this that as Chairman of this great party I will not sit and be mum to see someone hell-bent on destroying the very fabric of this party for his/her personnel gain. It is no secret that the Former Premier Hon. Michael Misick has been a very popular and charismatic leader of the party. It is

therefore right on his part and those and I told him that once he’s completed that are following blindly behind him. those pledges that information Is it not right therefore for him to would be sent to the NEC at its next destroy the very same party that he meeting and then he would be listed or says he espouses to love.” considered to be listed.” He added: “Our party at Robinson said he emailed its recent convention adopted and Misick on the 25th of June and Misick approved its new constitution. It has responded by saying: “I have not rules and placed obligations on its received confirmation that my name members. To not follow those rules is on the list for consideration as a as set down can result in disciplinary candidate at large. I did sign the pledge action taken against the individual and was informed by the Chairman or individuals that offend the party’s that my pledge was late. This is to constitution. We have recently inform you that I would like my name embarked on a process as I outlined to be removed from any consideration earlier on to find the makeup of as a candidate. I want to confirm that the fifteen persons for our slate of I’m a PNP however, due to the fact candidates. Mr. Misick was a candidate that it seems that I am not welcome who submitted his name first to be to be considered I have decided to admitted as a candidate for North offer myself as an independent PNP at and Middle Caicos but he withdrew large. I will always have the country that and submitted his application to and PNP at heart.” be considered for one of the all island Robinson said he responded to spots, all request for consideration had Misick saying, “As Chairman of this to be under the Chairman or Secretary party I have now had sight of your before the 3rd of June, 2016. All correspondence and all I can say to persons who submitted their names you is that what you have said with by the date were required to complete respect to not being included is not the two pledges by or before June 8th, true.” and if the pledges were not completed “So his name was included because he than the name would not go forward got the correspondence saying that his for further consideration.” name was included so for him to now Robinson said when he say that he was not included was not published the list on 17th of June, Mr. true in any material way,” Robinson Misick and another candidate were explained. not on the list because no pledges While Robinson was reading received from them. the statement, the facial expressions He added: “Mr. Misick claims that he of some of the PNP Cabinet ministers did not receive the requested pledges changed. They started messaging and so I provided him with the pledges each other, and then Deputy Premier

Akierra Missick was seen scribbling a note which she passed to Premier Ewing. When Robinson was asked to elaborate on how he felt Michael Misick was destroying the PNP, Premier Ewing quickly grabbed the microphone and did not allow the PNP chairman to answer the question. It was clear that the Premier wanted to shut down the Michael Misick issue, which is causing some tension in the PNP. Premier Ewing said, “This press conference is about the PNP selecting the slate of PNP candidates. This press conference is not about Michael Eugene Misick but what the Hon. Chairman Royal stated was that Hon. Misick put in an application to the party, was taking it through the process. He decided to withdraw his application and to run as an independent. Everyone has a democratic right in this country to put forward their name to run on any ticket PNP, PDM or otherwise and that is what he did, exercises his right. If he said that he’s a PNP, then so be it. He’s still a PNP but what I don’t want persons to get confused about is that he is not running on the PNP ticket. He is running as an independent candidate and he’s not running on the PNP ticket. The PNP will be fielding five members at large as part of the PNP ticket and that is all that we’re saying here, so I’m not going to get into anything about destruction and anything like that.”

Royal Navy ship to visit TCI The Royal Navy’s Royal Fleet Auxiliary support ship, RFA Wave Knight, will visit Grand Turk from 8-10 July as part of its deployment to the region to provide support and assistance to the UK’s Caribbean Overseas Territories and Bermuda during this year’s hurricane season. RFA Wave Knight will arrive in TCI on Friday from the Dominican Republic which was the first port of call on its deployment to the Caribbean (and Bermuda) region during this year’s hurricane season. Four naval officers from the Dominican Republic will sail with the ship from Santo Domingo to Grand Turk to observe possible illegal fishing activity by DR fishermen in TCI waters. While in Grand Turk, the ship’s crew and accompanying Humanitarian Assistance and Disaster Relief (HADR) team of Royal Commando Engineers, who specialise in hurricane preparedness and disaster relief, will liaise with TCI’s Department for Disaster Management and Emergencies (DDME), emergency and medical services, Public Works Department and power and water utility companies to assess TCI’s state of readiness for this hurricane season and to see what assistance might be required, and where, in the event of a

hurricane striking TCI. The ship’s Lynx helicopter will carry out aerial mapping survey flights with DDME staff and coastal surveillance with and on behalf of the Department for Environment and Coastal Resources (DECR) to check for illegal fishing. In addition to working with those organisations, RFA Wave Knight will host tours of the ship for TCI’s boy scouts and girl guides as well as a delegation of church representatives.

The Commanding Officer, Captain Peter Selby, will host a reception on board RFA Wave Knight for a cross section of guests from TCI. During the ship’s visit, members of the HADR team and crew of RFA Wave Knight will be involved local community projects in Grand Turk. Commenting on the visit, the Acting Governor, the Hon. Anya Williams, said, “I am delighted that RFA Wave Knight is visiting TCI and extend a warm welcome to Captain

Selby and the ship’s crew to Grand Turk. At a time of severe pressure on the UK’s defence budget and stretched Royal Navy resources across the globe, the presence of RFA Wave Knight in TCI and the wider region throughout the hurricane season demonstrates clearly the UK Government’s continued commitment to support and provide assistance for the safety and security of the people of TCI and its neighbouring Overseas Territories.”

Hon. Sean Astwood complains about terrible state of roads in Five Cays

By Todeline Defralien

Five Cays MP Hon. Sean Astwood continues to bring the state of the terrible roads in the community of Five Cays to the attention of the Government and he continues to get shut down. Astwood took The SUN, on a road tour to the community on Thursday July 7th, to show the terrible state of the roads and to highlight the issues facing Five Cays with infrastructure, roads and street lighting. He said: “The situation that most of our subdivision roads have is that they are not being paved, they are not graded, they’ve been deteriorating pretty terribly over the last number of years. I’ve continuously called on the present Government to deal with the situation and they’ve chosen to ignore it.” Astwood added: “The means that I have at my disposal is to continue to highlight to the public what we are facing in Five Cays, but also to let the residents of Five Cays know that I’m representing on the issues that they care about most. Once they call me and talk to me, it’s my job to bring that to the attention of the powers that be. We

Five Cays MP Hon. Sean Astwood know that an election is coming up, so I am hoping that this might encourage them (Government) to do a bit more, but obviously over the last couple of years we have not seen where that was forthcoming.” Astwood said he recently visited a lady in Five Cays who told him that the jitney services are dropping people out at the main road in the middle of the night because of the poor state of the subdivision roads. He added: “So we have a situation where the roads are bad so

the public transportation that we have, the jitney services are not carrying people directly to their homes. They are dropping them at the main road and there’s no street lighting so single females have to walk from the main road late at night in the dark to get home. It’s a risky situation and I do know of persons that have been robbed in different areas because of this situation.” The Five Cays MP stressed that he has expressed this to the Government over a year ago and still

nothing has been done. Astwood said, “Only because of the election cycle it would not surprise me if we began to see a little activity, but I can assure you that even in that, it would not be to the level that it should be. These roads should be properly leveled out to prevent the flooding issues that we experience, properly graded and also paved with sidewalks. These are residential community areas and the people here are taxpayers like everyone else and I continue to say that about the community of Five Cays. We pay our taxes, we go to work and we work hard, we bust our butts like the rest of this country, so we deserve to be treated as everybody else is treated and we deserve attention from the Government that the people here are demanding. It is my job to continue to push for them, so if they decide to grab one of these roads as an example and do a quick grading to give the impression that they are really focusing on the community, it would be nothing more than bad politics. Once again, instead of the Government do their job they have chosen to let the people suffer and right before election they want to trick the people by just doing a little bit when a whole lot more should have been done a long time ago.”

PNP to pay $284,000 in back rent for headquarters

Renovations ongoing at the PNP headquarters By Todeline Defralien The Progressive National Party (PNP) has officially been granted re-possession of its headquarters on Airport Road, Providenciales, under a 99-year lease. PNP chairman Gordon Burton said the party reached an agreement

with the Crown to pay $30,000 a year in annual rent for the land on which the headquarters is located. He said they also agreed to pay the $284,000 in back rent over a one-year period. During a press conference held by the PNP on Monday at Opus Restaurant conference room in Grace Bay, it was stated that the PNP headquarters is under renovation in

time for the upcoming election season. Premier Hon. Dr. Rufus Ewing said, “In this lease the agreement also makes provision for the party to have a freehold title to the land once the law has been changed to allow such freehold since this negotiation started even before the law was changed in 2012. This is one of the legacy issues that would be addressed.” Ewing stated that the Progressive National Party feels delighted and they want to thank all of those individuals who were a part of the process of getting the headquarters back in the hands of the Progressive National Party. He added: “For those persons who presented obstacles in the way, as a good Christian I’ll say thank you too, because sometimes those obstacles makes you stronger. You know your enemies and you know your friends and so I would like to say thank you to them and those persons who have made this a most rewarding exercise over the past several year.” On July 12th, 2013, Chief Justice Margaret Ramsay-Hale ruled that the land on which the headquarters was built, has always been, and remains, Crown land. After

the court ruling, Attorney General Hon. Rhondalee Brathwaite-Knowles claimed victory. The judgment had stated, among other things, that “The only possible conclusion is that the beneficial and legal interest in the Land was always and remains in the Crown”. The Judge also ruled that the PNP, as an unincorporated association, has no legal personality and cannot sue or be sued. She therefore determined that the claims for damages could not be pursued against the PNP as a body, or Trevor Cooke, the Chairman of the PNP, since it had not been shown that he personally was a trespasser, nor was he deemed by the Court to be legally representative of all the PNP members. According to the Attorney General’s interpretation, the outcome of the case is that the Crown is entitled to parcel 60602/79 including the PNP headquarters, but it is not entitled to pursue its claim for damages against the PNP (because it does not legally exist according to the Court) or against Mr Cooke (because he has not personally been shown to be a trespasser).

The Alexandra Resort & Spa rewards staff T

he Alexandra Resort & Spa hosted a reward party for staff members for a job well done. The event took place on Thursday evening July 7th at Asú on the Beach restaurant in Providenciales. The night was filled with a lot of smiles and new memories were created as the staff members danced the night away while greatly appreciating the rewards that were given to them. Among the prizes were a round trip ticket to the United States or anywhere in the Caribbean, and an iPhone. Music was provided by Prime DJs. Gloria Thomas, General Manager at The

Alexandra Resort & Spa told The SUN, “We are appreciating our staff for their hard work and dedication. In this past year they’ve worked very hard to bring the resort from a number t28 on TripAdvisor to a number 17 and we did that in less than ten months. So the changes that occurred with them and the dedication they’ve shown with all the changes that we did last year has been amazing, so we wanted to appreciate them as our end of year bonus party. Organizers of the event said they wanted the staff members to get together, relax, take the day off, dress up and have a lot of fun. The following are photo highlights of the event.

Stretching may ease women's depression and menopause symptoms Stretching just 10 minutes a day might help ease menopause and depression symptoms in middle-aged women, a small study suggests. “Light-intensity exercises such as stretching have not been previously evaluated for its impact on menopausal and depressive symptoms,” lead researcher Yuko Kai told Reuters Health by email. Forty Japanese women, ages 40 to 61 years, participated in the study at the Physical Fitness Research Institute, Meiji Yasuda Life Foundation of Health and Welfare in Tokyo. Twenty of the women were randomly assigned to stretch 10 minutes a day before bedtime for three weeks. The other 20 were instructed to remain sedentary before bed. The research team evaluated the women’s menopausal symptoms using 10 questions about vasomotor symptoms (such as hot flashes and chills), psychological symptoms (including mood and sleep disturbances) and body aches. They used a separate set of questions to evaluate symptoms of depression. At the start, the groups were generally similar. More than half the participants were postmenopausal and nearly two-thirds had depression. Most of the women were not physically active. On average, the stretching group stretched about five days per week. Overall, the women in the stretching group had improved scores on both sets of questions after the three-week study period, compared to the group that didn’t stretch before bed. The frequency of hot flashes wasn’t different in the two groups, however. While

stretching before bed isn’t a bad idea, Dr. JoAnn Pinkerton, executive director of The North American Menopause Society, told Reuters Health by email, “it is impossible to tell if the positive effect found from stretching on menopausal and depressive symptoms was due to the stretching, the increased movement, or not doing whatever they normally do during the 10 minutes before bed such as eat, smoke or drink, etc.” Pinkerton said the results would have been more interesting if the comparison group had been assigned a task to do before bedtime, to see if it was the stretching itself that was helpful or just the fact of doing something before bed. In most studies of methods for reducing hot flashes, the placebo group sees some improvement, too, she pointed out. In this trial, the comparison group had no improvement at all, which means, she said, that it was not an adequate control group. For more conclusive results, Pinkerton said, "this study needs to be replicated with larger, more diverse postmenopausal women with an active control group.” In the meantime, she added, women should remember that “being sedentary has been shown to be bad for (their) physical and mental health and to increase hot flashes. Being active every day has been shown to lessen severity of hot flashes, improve mood, coping ability and may decrease (their) risk of cognitive loss." Additionally, Pinkerton said, "if women were to exercise with light walking 30 minutes daily and then stretch for 10 minutes, they might improve health, menopausal symptoms, mood and cognition and, if stretching helps sleep, improve their sleep quality.”

CARICOM report condemns member states for free movement breaches GEORGETOWN, Guyana: A Caribbean Community (CARICOM) report has strongly condemned several member states it suggests are deliberately ignoring rules and court decisions to facilitate free movement, a guaranteed right under community laws. The report, seen by The Gleaner, has also revealed that several CARICOM states which have denied nationals entry have failed to submit the information to the Joint Regional Communication Centre, even in cases where the denials were widely reported in the media. “Member States are not submitting complete data to the Advanced Passenger Information System (APIS) as refusals that have been a matter of public record are not in the APIS,” read a section of the report distributed to CARICOM

While the report does not name the offending CARICOM countries, it pointed to the case of 12 Jamaicans who were denied entry into Trinidad and Tobago in March. Killing of boy at hotel pool raises concerns in Puerto Rico SAN JUAN, Puerto Rico — A 10-year-old boy died after being shot in the head near the pool of a well-known Puerto Rico hotel, sparking concerns about a rise in killings in the U.S. territory. The shootout late Monday at the Hotel Caribe Hilton scattered tourists and local residents gathered there to celebrate July 4th. The hotel is located next to an 18th-century fort as well as an expanding commercial area featuring high-end restaurants and boutiques. Ferdinand Perez, a former Puerto Rico legislator, told reporters he was at the hotel with his family when he the boy was shot. He said people began to run toward the elevators and hide under stairs. Injured in the shooting were the boy’s father and another man whom police say had a criminal record and may have been targeted. No one has been arrested, and police are reviewing hotel video surveillance tapes to determine who may have been involved, police agent Israel Arroyo said by telephone. “We are terribly saddened by this tragic news,” the hotel said in a statement, adding that the safety of guests is a top priority and that officials are reviewing security protocols. Hotel spokeswoman Betty Gonzalez declined to say whether any additional security measures would be created, adding that the hotel is focused on fully cooperating with police. Perez said he supports the idea of metal detectors being placed at hotels during big events. Monday’s killing of Michael Romero Rivera is one of 333 slayings reported in Puerto Rico so far this year, an increase of 54 killings compared with the same period last year. Prior to the boy’s death, police had already reported 11 killings and 12 shootingrelated injuries over the July 4th weekend, prompting Police Chief Jose Caldero to announce he was assigning more resources to cities including the capital, San Juan. The increase in killings in recent months follows a drop in slayings on an island of 3.5 million people that reported a record 1,164 murders in 2011. Officials have previously said they believe more than 70 percent of killings are drug-related.

Sudden deaths due to non-communicable diseases- Health Ministry BRIDGETOWN, Barbados – Health authorities here say there is no need for alarm following the recent deaths in Barbados dismissing social media reports that lead in the water system may be a factor. The Ministry of Health in a statement said that were also “not the result of a new public health issue”. It said “preliminary reports indicate that recent sudden deaths in Barbados were linked to “the usual causes of sudden death in Barbados and universally”. Acting Chief Medical Officer, Dr. Kenneth George, said these include myocardial infarction (heart attack), stroke, brain haemorrhage, acute pulmonary embolism (clotting in the lungs) and acute arrhythmia.

“According to autopsy reports, the majority of these deaths were the result of non-communicable diseases which were either poorly-controlled, undiagnosed, or untreated,” he added. The Chief Medical Officer said that that available statistics revealed only a slight increase in the number of sudden deaths in persons 60 years and under so far this year compared to last year. According to the statistics available up to June 16 this year, 24 sudden deaths were recorded as compared to 21 between January and June 16 last year. For the same period in 2015, 11 men and 10 women died suddenly, while this year, the figures stand at 12 men and 12 women. But Dr. George gave the commitment that a more detailed evaluation of

historical data, with comparison of sudden deaths for the past five years, will be carried out and an update given to the public when it has been completed. He is urging Barbadians to take care of their health by having regular medical check-ups and practising healthy lifestyle behaviours. Earlier this week, the Barbados Water Authority (BWA) dismissed growing concerns that a high level of lead in the water had contributed to the recent sudden deaths of a number of Barbadians. “The Barbados Water Authority is currently addressing a very malicious rumour that circulated on social media. I think Facebook from yesterday, and we, together

with the Environmental Protection Department, the Ministry of Health, the meter manufacturers, will be seeking to put this matter to bed,” said BWA Corporate Communications Specialist, Joy Ann Haigh. “It is a vicious rumour, it is not true, and we will be coming to the public shortly and bringing our scientific proof so the public will know the water metres are safe and our water quality is extremely safe and that we meet and continue to meet the standard of the World Health Organization,” Haigh added. The BWA has described the social media posts that there is lead in the water and this is partly responsible for the recent sudden deaths of a number of citizens, as a vicious rumour.

Radical changes coming to tackle murder wave, says Malahoo Forte

JAMAICA – Attorney General Marlene Malahoo Forte has sent a strong signal that the Andrew Holness administration is prepared to make radical changes to cramp the spiralling murder rate, declaring that some “fundamental rights and freedoms guaranteed to Jamaicans may have to be abrogated, abridged or infringed”. In her contribution to the Sectoral Debate in Parliament yesterday, Malahoo Forte suggested that the evidence of the brazen killings and other criminal acts have convinced the administration that “such action may be demonstrably justified in this free and democratic society”. However, experienced attorney-at-law K.D. Knight has issued a caution to the attorney general, noting that while he understood the grave concern about the state of crime in the country, “it is not necessarily the case that

if you abrogate the rights of the average citizen that that assists in the fight against crime”. The attorney general said she had already begun to discuss some of the proposals with the private and public Bar and Chief Justice Zaila McCalla in her administrative role as head of the judiciary. “While judicial discretion must be preserved and respected, Parliament, in the exercise of its powers to pass laws for peace, order and good government, will have to set the threshold for the consequences that will flow when people choose to murder and cause mayhem,” she said. “This attorney general is advising the Government very carefully. When we pass laws, they are presumed to be constitutional unless and until they are set aside by a court of competent jurisdiction, but we are prepared to pass the laws and have them tested in the courts because we must do something about the murder

problem.” The attorney general also made it clear that the Government would seek to amend the Bail Act again. In 2011, the Supreme Court declared certain amendments to the Bail Act a breach of the Jamaican Constitution, based on a challenge brought by two murder suspects. However, Malahoo Forte said the Government would seek to make amendments to other pieces of legislation such as the Criminal Justice (Administration) Act, the Jury Act, the Evidence Act, the Criminal Justice (Plea Negotiations and Agreement) Act, the Firearms Act and the Offences Against the Person Act. Knight argued that while he was not aware of the specific amendments being contemplated by the Government, “the attorney general should remember that there is no longer a presumption that what the State does is constitutional,

administration is also considering abolishing jury trials for non-capital murder and go “judge alone”. But Knight again warned against this proposed move, saying jury trial was so entrenched in Jamaica’s jurisprudence that to disturb it would be dangerous. On the question of the right of appeal for the Crown, Knight said if the Government pursued that proposal, it would be resisted by the Bar.

Exxon says data from the successful Liza-2 well test is being

assessed. The Liza-2 well was drilled by ExxonMobil affiliate Esso Exploration and Production Guyana Ltd., approximately 2 miles from the Liza-1 well. In a release on Thursday, Exxon said “The Liza-2 well encountered more than 190 feet of oil-bearing sandstone reservoirs in Upper Cretaceous formations. The well was drilled to 17,963 feet in 5,551 feet of water.” “This exploration success demonstrates the strength of our long-term investment approach, as well as our technology leadership in ultra, deepwater environments,” said Greenlee. The Stabroek block is 6.6 million acres . ExxonMobil, the largest publicly traded international oil and gas company, uses technology and innovation to help meet the world’s growing energy needs. ExxonMobil holds an industry leading inventory of resources, is the largest refiner and marketer of petroleum products, and its chemical company is one of the largest in the world.

The demonstration was largely peaceful at about 1 a.m. local time as about 300 protesters remained outside of the Triple S Food Mart, where Alton Sterling, 37, was pinned to the ground and fatally shot in the chest by two white police officers on Tuesday. “There is not going to be a riot until they show they are not going to prosecute these people,” said Arsby, a 53-year-old truck driver who declined to give his last name, as he stood outside of the store. “Right now it’s just started.” Some protesters blocked traffic while others marched, sang, and chanted, accusing the police of using “excessive force” against black residents. “If we stand divided, we are already defeated,” Bishop Gregory

WASHINGTON — The investigation into Hillary Clinton’s email server is over, Attorney General Loretta E. Lynch said on Wednesday. In a brief written statement, she said she accepted the F.B.I.’s recommendation that no one be charged in the case, which has engulfed Mrs. Clinton’s presidential ambitions for more than a year. “I received and accepted their unanimous recommendation that the thorough, year-long investigation be closed and that no charges be brought against any individuals within the scope of the investigation,” Mrs. Lynch said. The attorney general said she met with James B. Comey, the director of the F.B.I., and other prosecutors and agents on Wednesday afternoon before closing the case. Ms. Lynch had promised to accept the F.B.I. recommendations after creating a political furor by meeting on her airplane last week for 30 minutes with former President Bill Clinton. The announcement by Mrs. Lynch came on the eve of a congressional hearing Thursday morning at which Mr. Comey is scheduled to testify about the email investigation and the decision not to pursue charges. Mr. Comey announced his recommendation on Tuesday despite finding that Mrs. Clinton and her top aides were “extremely careless” in their distribution of classified information across unsecured email networks.

Hillary Clinton on Wednesday during a campaign appearance in Atlantic City, N.J. The apparent contradiction in Mr. Comey’s recommendation is expected to be the focus of sharp, bipartisan questioning at the hearing. But it is unclear whether Mr. Comey will be willing to provide any additional details about the investigation or the process investigators used to reach their conclusions. For Mrs. Clinton, the public announcement by the attorney general formally ends a legal cloud that has been shadowing her campaign and comes just weeks before she will accept her party’s nomination to be president. But as the Republicans’ quick decision to hold congressional hearings proves, the political damage from her use of a private email server is most likely not over. That damage was compounded on Tuesday when Mr. Comey said Mrs. Clinton should have known better than to allow such sensitive material to be sent over an unsecured network.

U.S. President Barack Obama, surrounded by U.S. Secretary of Defense Ash Carter (L) and the Chairman of the Joint Chiefs of Staff USMC General Joseph Dunford, Jr., (R) delivers a statement from the Roosevelt Room on Afghanistan at the White House in Washington U.S. July 6, 2016 President Barack Obama, calling Afghanistan’s security situation precarious, said on Wednesday he will keep U.S. troop levels there at 8,400 through the end of his administration rather than reducing them to 5,500 by year’s end as previously planned. Obama, in a statement at the White House, said the role of U.S. forces in Afghanistan will remain unchanged: training and advising Afghan police and troops, and supporting counterterrorism missions against the Taliban and other groups. Obama’s presidency ends in January. Obama’s plan still calls for a reduction in U.S. troop levels from the current roughly 9,800, but not as

much as previously planned. Obama, who took office in 2009 pledging to wind down the U.S. wars in Iraq and Afghanistan, said he had ended America’s combat mission in Afghanistan. But he acknowledged that security concerns persist. “The security situation in Afghanistan remains precarious,” Obama said. “The Taliban remains a threat. They’ve gained ground in some places.” Taliban forces now hold more territory in Afghanistan than at any time since the 2001 U.S.-led invasion, according to recent United Nations estimates. The Islamic State group has also established a small presence in Afghanistan. Obama’s decision, which came after a review submitted last month by the U.S. commander in Afghanistan, Army General John Nicholson, drew some criticism inside and outside his administration. Some Pentagon officials said that it does nothing to address the deteriorating security situation in Afghanistan. “It’s disappointing that the administration thinks that troop numbers are a substitute for a more comprehensive strategy,” said a U.S. defense official, who spoke on condition of anonymity. “This is neither the reduction that the White House seems to have wanted nor the current numbers that don’t seem to be sufficient to deal with the security problem.”

Father of toddler killed at Disney resort says two alligators were involved The distraught father of a 2-year-old boy dragged off and killed by an alligator at the Walt Disney World Resort in Florida last month has said he was attacked by a second alligator as he fought to save his son. Matt Graves, whose son Lane was killed in the Seven Seas Lagoon at Walt Disney World’s Grand Floridian Resort & Spa after being dragged off in shallow waters, gave details about the attack to a fire captain, the Orlando Sentinel reported on Sunday. The disclosure came via email messages obtained by the newspaper from the Reedy Creek Fire Department, in which Captain Tom Wellons relayed the father’s account from the day after the incident to his supervisors, the newspaper reported. Graves was en route to a hospital for treatment on injuries he sustained while trying to save his son when he shared “the horror that he experienced” as his son was being pulled into the water and “how another gator attacked him as he fought,” Wellons wrote

Lane Graves, a 2-year-old boy who was grabbed by an alligator in a lagoon at Walt Disney World, is seen in an undated picture from the Orange County Sheriff’s Department in Orlando, Florida in the email, according to the report. Assistant Chief Stan Paynter forwarded the email to Orange County officials to alert them about a second alligator. The Sentinel also reported that sheriff ’s office spokesman Angelo Nieves had said on Sunday a witness also said he had seen a second alligator attack the father. Trappers killed and opened up five alligators the day after the attack before the boy’s body was

found underwater and recovered intact. Walt Disney Co (DIS.N) has had more than 240 “nuisance” alligators captured and killed over the past 10 years at its Florida theme park property, according to state records. Florida has an estimated 1.3 million wild alligators, or about one for every 15 residents, according to the Florida Fish and Wildlife Conservation Commission.

Brother of Paris attacker sentenced to 9 years in jail

People mourn in front of the screened-off facade of the Bataclan Cafe adjoining the concert hall, one of the sites of the deadly attacks in Paris, France, November 26, 2015 a day before a ceremony to pay tribute to the 130 victims The brother of one of the Islamist attackers who killed 130 people in Paris was sentenced to nine years’ jail on Wednesday for traveling to Syria to train as a militant fighter. Karim MohammedAggad was one of a group tried over a trip to Syria in December 2013. His brother Foued was one of the three men who killed 90 people in the Bataclan rock

concert hall as part of a broader assault in and around Paris that killed 130 people in November 2015. Karim and six others, aged 24 to 27, were tried on charges of taking part in an Islamist recruitment network and receiving training from the Islamic State group, whose strongholds in Iraq and Syria are being bombed by French fighter

jets. A public prosecutor had requested that Karim Mohammed-Aggad be sentenced to 10 years in jail. Citing evidence gathered from wiretaps and from “jihad” documents found in the computers and mobile phones of the suspects, public prosecutor Nicolas Le Bris said during the trial each of the seven involved was determined to join a jihadi group and once in Syria “fitted in perfectly”. Karim Mohamed-Aggad sought to distance his case from that of his brother during the trial, saying at one point: “You choose your friends, not your family.” Some of defendants told investigators they had believed they were going to Syria on a humanitarian mission. Others said they left to fight Syrian President Bashar al-Assad’s forces but not to become Islamist militants.

Las Vegas police lead Michael Steven Sandford from Republican U.S. presidential candidate Donald Trump’s campaign rally at the Treasure Island Hotel & Casino in Las Vegas, Nevada June 18, 2016

Briton pleads not guilty to weapons charges over Trump rally incident A British man pleaded not guilty on Wednesday to weapons charges stemming from an incident where he was accused of trying to steal a gun from a policeman during a Las Vegas rally for Donald Trump, the presumptive Republican presidential nominee. Michael Steven Sandford, 20, of Britain, was charged with two felony counts of being an illegal alien in possession of a firearm and one felony count of impeding and disrupting the orderly conduct of government business, according to the U.S. Attorney’s Office in Las Vegas. Brenda Weksler, one of Sandford’s federal public defenders, declined to comment when reached by email on Wednesday evening. Sandford’s trial is set to begin on August 22, said U.S. Attorney’s Office spokeswoman Natalie Collins. Sandford was initially charged in a complaint filed in federal court on June 20 with an act of violence on restricted grounds over the June 18 incident at the Treasure Island casino hotel. The complaint said Sandford told a U.S. Secret Service agent he had driven to Las Vegas from California with the goal of shooting Trump. The indictment does not accuse Sandford of plotting to kill Trump. According to the June 20 complaint, Sandford said he had been in the United States for a year and a half. Court records said he had lived in Hoboken, New Jersey. Court records said Sandford went to the Battlefield Vegas gun range to practice shooting a day before the rally, and said he had never fired a gun before. While there, he fired 20 rounds from a Glock 9mm handgun, the complaint said.

Accused al Qaeda supporter in U.S. charged with seeking judge’s murder A man already awaiting trial on charges of conspiring to aid the late U.S.-born al Qaeda preacher Anwar al Awlaki and an al Qaeda affiliate in Yemen was indicted on Wednesday over accusations he plotted to have the federal judge presiding over the case murdered. Yahya Farooq Mohammad, 37, was accused in the three-count indictment handed down by a federal grand jury in Toledo, Ohio, with attempting to pay an undercover FBI agent $15,000 to have the judge killed. “Conspiring to have a judge killed is not the way to avoid being prosecuted - now Mohammad will be held accountable for additional serious federal charges,” Stephen

Anthony, special agent in charge of the FBI’s office in Cleveland, said in a written statement released with the indictment. Prosecutors say Mohammad was introduced to the undercover agent by another prisoner at the Lucas County Corrections Center in Toledo after telling that inmate that he was willing to hire someone to kill U.S. District Judge Jack Zouhary. Mohammad told the undercover agent that he would pay him $15,000 for the job and arranged to have his wife, identified only by the initials “N.T.”, hand over a $1,000 cash down payment at a post office in Bolingbrook, Illinois, according to prosecutors.

Mohammad told the inmate that the rest of the money would be coming from Dubai and would be routed to his wife through Texas and Chicago, prosecutors said. After the undercover agent showed N.T. a supposed photo of Zouhary’s dead body and asked for the rest of the money, she agreed to contact Mohammad, according to prosecutors. Mohammad was charged in the indictment with attempted first degree murder of a federal officer, solicitation to commit a crime of violence and use of interstate commerce facilities in commission of murder for hire. He faces a maximum sentence of 30 years in federal prison

if convicted at trial. Mohammad and three co-defendants were charged last November with conspiring to funnel money to Anwar al Awlaki and a Yemen-based affiliate of al Qaeda to which he belonged in support of attacks on U.S. forces. Awlaki, a cleric, was killed by a U.S. drone strike in Yemen in 2011. U.S. intelligence had identified him as the head of external operations for al Qaeda in the Arabian Peninsula, an offshoot of the militant group. The charges allege that from January 2005 through January 2012 the four men conspired to provide money, equipment and other aid to Awlaki.

Thousands march through London to protest against Brexit vote

Thousands of demonstrators marched through central London on Saturday in a raucous and colorful protest against last week’s referendum vote to leave the European Union. The marchers were nearly all young adults, and many were draped in EU flags while others waved banners bearing slogans such as “I’m with EU” or simply “Wrexit.” They chanted “what do we want to do? Stay in the EU,” as they headed towards the Westminster political district to a soundtrack of songs including Rick Astley’s “Never Gonna Give You Up” and Whitney Houston’s “I Will always Love You.” Buses full of tourists cheered and cars tooted their horns in support - although one van driver, invited to honk by the crowd, shouted “I’m for out.” Cries of “shame on you” rang out as the march halted briefly outside the Downing Street office of Prime Minister David Cameron, who had himself announced the referendum in 2013. Many taking part said they had been taken aback by the result of the vote.

People hold banners during a ‘March for Europe’ demonstration against Britain’s decision to leave the European Union, in central London, Britain July 2, 2016 “I was genuinely stunned on the morning after the vote,” said Nathaniel Samson, 25, from Hertfordshire, north of London. “I feel deeply uncertain about my future,” he added. “I’m on the march to voice my discontentment. I am accepting the result, but it’s to

show that we won’t accept it quietly.” London voted 60 percent in favor of remaining in the EU in last Thursday’s referendum, with younger voters widely in favor of staying in the bloc, but the overall result was 51.9 percent in favor of leaving. The vote to leave has

prompted a battle within the ruling Conservative party to succeed Prime Minister David Cameron who said he would resign after the result. The main opposition Labour Party has also turned on itself, with most of its lawmakers in parliament having voted to withdraw support for party leader Jeremy Corbyn after what they saw as his lackluster contribution to the ‘Remain’ referendum campaign. Tom Clarke, 29, from London said: “I’m struggling to find the words to describe how I felt the morning after the vote. I was in mourning.” Italian Pamela Zoni, 34, who has lived in Britain for 6 years said she was very upset and having second thoughts about taking British citizenship. “I would like a second referendum,” she said. “The first campaign was based on lies, and the margin was so tight: it was not a fair result.” The demonstration ended peacefully with a rally outside parliament. No police estimate of the turnout was immediately available but one organizer put it at 50,000.

Four U.S. airports to open automated security lanes this fall

Four major U.S. airports plan to speed up security checks by automating the distribution of bins for travelers’ carry-on bags, the U.S. Transportation Security Administration (TSA) and American Airlines Group Inc said on Tuesday. American’s hubs in Los Angeles, Chicago, Dallas/Fort Worth and Miami will open the automated lanes this fall, which are expected to decrease wait times by 30 percent, the airline and TSA said in a joint statement. Long security lines at U.S. airports this spring caused thousands of travelers to miss their flights and prompted criticism of TSA by airlines and other industry groups. In an interview last month, American’s CEO Doug Parker said the world’s largest airline was working with airports to roll out the faster lanes, already in place at rival Delta Air Lines Inc’s Atlanta hub. At the four airports, automated conveyer belts will move bins for carry-on luggage through

X-ray machines and divert those with suspicious items to a separate area, preventing bottlenecks. After screening is complete, the belts automatically move the bins back to the start of each lane. American and TSA also said they plan to add computed tomography, or CT, scans for carry-on bags at a checkpoint in Phoenix by year-end. The technology, currently in use for checked luggage, could allow travelers to leave carry-on liquids and laptops stowed in their bags. “Think of the time - and bins! - that saves,” American’s Chief Operating Officer Robert Isom said in a letter to employees on Tuesday, shared with Reuters, noting that the airline is spending nearly $5 million on the new lanes. “Neither initiative is a slam dunk to solve TSA woes, but they are An American Airlines airliner sits near a hanger at Dallas/Fort Worth International Airport, Texas April both huge steps in the right direction,” 4, 2012 he said. without relying on airlines to contract percent fewer agents. Italy recovers 217 bodies from hull of 2015 migrant shipwreck

The wreck of a fishing boat that sank in April 2015, drowning hundreds of migrants packed on board, is seen after being raised in the Sicilian harbour of Augusta, Italy, July 1, 2016

Italian emergency workers have recovered 217 bodies from the wreck of a boat that sank in the Mediterranean in April 2015, killing some 500 migrants, the Navy said on Thursday. The sinking was one of the worst known disasters involving migrants trying to reach Europe by sea. Thousands of people a year, many of them fleeing war in the Middle East, have crossed the Mediterranean in unseaworthy or overcrowded boats. In 2015, at least 3,770 people are thought to have

died on Mediterranean routes, mostly by drowning when their boats capsized. The vessel was hauled off the seabed and taken to a naval site in southeastern Sicily last week. Its sinking about 135 km (85 miles) north of Libya, from where it departed, jolted the European Union into stepping up Mediterranean rescue efforts. Originally at least 700 people were thought to have died in the disaster, based on survivor testimony. A Navy official said last week he thought some 300 bodies were still in the hold, which added

to 169 recovered from the nearby seabed would bring the death toll closer to 500. A team of 150 professionals and volunteers from the Navy, fire service, Italian Red Cross and a forensic team of Milan university professors have been working around the clock to remove bodies from the fishing boat and examine them. Autopsies have been carried out on 52 of the victims, and police scientists coordinated by a local public prosecutor have begun making reports on their findings.

Former London mayor Boris Johnson, who led the Leave camp and is bookmakers’ favorite to succeed Cameron, has suggested Britain could have full market access, including for the vital financial sector, without having EU rules enforced by the European Court of Justice or paying as much as London does now into the EU budget. He has also said British citizens would keep rights to live and work in Europe. His critics say his position is unrealistic. The political turmoil following Britain’s decision to exit the EU has not only triggered a leadership contest in Cameron’s ruling Conservative Party, it also caused lawmakers from the opposition Labour Party to turn on their leader, leftist Jeremy Corbyn, accused of leading a half-hearted campaign to stay in. Labour lawmakers voted no confidence in Corbyn on Tuesday, but he refused to step down, setting the stage for a bitter fight to push him out.

Party rivals want a stronger figure to lead Labour in a general election if the Conservative government falls or parliament is dissolved. The UK itself could split apart. Voters in Scotland and Northern Ireland voted to stay in the EU, and Scotland’s first minister Nicola Sturgeon has said Scots must not be taken out of the bloc against their will. Sturgeon visited Brussels on Wednesday to make her case to European leaders to keep Scotland in, hours after Cameron had left. She got a polite hearing but won no commitment, and Prime Minister Mariano Rajoy of Spain, which is concerned about separatism in its own Catalonia region, said Madrid would block direct negotiations with Scotland. “If the United Kingdom leaves, Scotland leaves,” he said. EU Commission chief JeanClaude Juncker agreed to meet Sturgeon, a decision that drew criticism from some EU diplomats who called it a provocation towards London. EU summit chairman Donald Tusk declined to meet her.

BMW to develop driverless car technology with Intel, Mobileye BMW (BMWG.DE) is teaming up with Intel (INTC.O) and Mobileye (MBLY.N) to develop new technology for the auto industry that could put self-driving cars on the road by around 2021. The alliance highlights a shift in the dynamics of research and development in the car industry, which until recently saw automakers largely dictating terms for suppliers to manufacture their proprietary technologies at specified volumes and prices. Now carmakers are increasingly striking up partnerships with technology firms using open technology standards, seeking to harness their expertise in areas including machine learning and mapping as they race against Silicon Valley companies such as Google (GOOGL.O), Tesla (TSLA.O) and Apple (AAPL.O) to develop driverless vehicles. “Highly autonomous cars and everything they connect to will require powerful and reliable electronic brains to make them smart enough to

May leads three-horse PM race as Brexit hits pound and property Interior minister Theresa May opened up a strong lead on Tuesday in what is now a three-horse race to become Britain’s next prime minister, but the first stage of voting was overshadowed by post-Brexit carnage for property investors and the pound. In symptoms of market concern about the economic impact of leaving the European Union, sterling hit new 31-year lows and three funds investing in British property said they were suspending trading because too many people were rushing to withdraw their money at once. May won 165 votes in a first ballot of Conservative members of parliament and Andrea Leadsom, a junior energy minister, won 66, increasing the likelihood that Britain will get only its second woman prime minister after Margaret Thatcher. Justice Secretary Michael Gove was third on 48. Former defense minister Liam Fox won the fewest votes, 16, and was eliminated from the battle to replace David Cameron, who has said he will step down after Britons voted in a June 23 referendum to break away from the EU. Soon afterwards, work and pensions minister Stephen Crabb, who placed fourth with 34 votes, said he was pulling out and throwing his “wholehearted support” behind May. Fox said he would also back her. May, 59, said: “There is a big

job before us: to unite our party and the country, to negotiate the best possible deal as we leave the EU, and to make Britain work for everyone. “I am the only candidate capable of delivering these three things as prime minister, and tonight it is clear that I am also the only one capable of drawing support from the whole of the Conservative Party.” ‘NO CORONATION’ The drawn-out selection process will ultimately be decided by about 150,000 Conservative Party members in September, once MPs have whittled the field down to two candidates. Given strong eurosceptic sentiment among grassroots Conservatives, Leadsom, 53, and Gove, 48, remain in contention. Both were leading voices in the victorious Leave campaign, while May favored remaining inside the 28-nation EU. Leadsom backer Stewart Jackson told Sky News: “This shows she’s ready to go all the way, there isn’t going to be a coronation” of May. In the meantime, signs are multiplying that concern about the impact of Brexit on trade, investment and business confidence is starting to hit the economy. The 4.4-billion-pound ($5.7 billion) Property Portfolio run by M&G Investments, the fund arm of

Britain’s Home Secretary, Theresa May, delivers a speech at RUSI (Royal United Services Institute) in London, Britain June 30, 2016 insurer Prudential (PRU.L), was the latest to suspend business on Tuesday afternoon. Insurer Aviva’s (AV.L) fund arm had earlier stopped trading in its 1.8-billion-pound UK Property Trust, while Standard Life Investments (SL.L) suspended a 2.9-billion-pound fund late on Monday. Shares plunged in other property-related funds, and asset

managers and insurers were also hit. The pound, which has borne the brunt of market concern about potential damage to the economy, plumbed new 31-year lows and is now down more than 12 percent since the referendum. “There is evidence that some risks have begun to crystallize. The current outlook for UK financial stability is challenging,” the Bank of England said, announcing measures to encourage banks to keep lending. In a possible blow to London’s financial center, Germany’s Deutsche Boerse signaled on Tuesday that the headquarters of a European giant to be created from its merger with the London Stock Exchange Group may now have to be outside the United Kingdom. Voters were bombarded in the run-up to the referendum with warnings from Cameron and a host of financial institutions and think tanks that Brexit would plunge Britain into a self-inflicted recession by jeopardizing its access to the EU’s tariff-free single market. The Leave campaign derided such arguments as ‘Project Fear’, arguing Britain would prosper by regaining ‘independence’ from Brussels and freeing itself to set its own laws, clinch its own trade deals and set a cap on immigration - something it cannot do under EU rules allowing free movement throughout the bloc.

Apple fires back at Spotify over music streaming claims Apple Inc fought back on Friday against Spotify’s claims that the U.S. tech giant had hampered competition in music streaming by rejecting an update to the Swedish service’s iPhone app. The two companies have gone head to head in the battle for music streaming customers since Apple Music was launched in more than 100 countries last year. Apple’s entry into the field sparked concerns from music streaming companies such as Spotify, which have argued that the 30 percent cut Apple takes of subscriptions in its App Store give its own service an unfair advantage. Spotify General Counsel Horacio Gutierrez reiterated those concerns in a letter to Apple first reported on Thursday as he protested the rejection of the latest version of the Spotify app. But Apple General Counsel Bruce Sewell countered that the company

Global sprinting superstar Usain Bolt will be named to the Jamaican team to the Rio Olympics at this evening’s meeting of the Jamaica Athletics Administrative Association’s (JAAA) Selection Committee in both the 100m and 200m events. Let’s just get that out of the way at the very start. The medical exemption rule in the JAAA selection criteria is a smart thing and a safeguard built into the system to protect against the very same thing we saw happening with Bolt last Friday when he had to pull out of the championships with an injury that should be cleared up within two weeks. Who cares what the Americans think? Their opinions don’t count towards anything. Mike Rodgers should concentrate on his race and leave

Bolt’s and Jamaica’s business alone. Stay in your lane, Mike, literally and figuratively. But I would still love to be a fly on the wall and hear the deliberations for several other athletes, and while I don’t think there will be any major omissions, there could be surprise inclusions. It just would not be Jamaican track and field if there were no drama involved. I expect two top hurdlers who got medical exemptions — Hansle Parchment in the men’s 110m and Janieve Russell in the women’s 400m hurdles — to be included, and I would not be surprised if World Champion Danielle Williams and multiple Diamond League champion Kaliese Spencer were also named.

Blake completes Jamaican sprint double in Bolt's absence Olympic double silver medallist Yohan Blake completed the sprint double at the Jamaican Championships when he easily won the men's 200 metres on Sunday. In the absence of the injured Usain Bolt, Blake covered the field by the 120-metre mark, before pulling away to win in 20.29 seconds, his best time since finishing second to Bolt at the London 2012 Olympics in 19.44 seconds. "I know I was working really hard in training and I just needed to get the race out of the way early, so I just relaxed and took it home, given that the wind was against me," Blake, who claimed the 100m in 9.95 seconds on Friday, told Reuters. "As you can see I'm very consistent last night in the semi and today is the same time, so I'm good," added the second fastest man in the history of the half lap event with his time of 19.26. He said he definitely planned to run the sprint double at the Rio Olympics next month. Behind Blake, Nickel Ashmeade and Julian Forte finished in second and third respectively, leaving Forte's Olympic

hopes hanging in the balance. The Jamaica Athletics selection committee is set to meet on Thursday to pick the team and decide if defending Olympic champion Bolt, who has a medical exemption, replaces Forte in the 200m. Bolt pulled out of the championships on Friday, citing a minor hamstring tear. In the women's 200m final on Sunday, Simone Facey won in 22.65, ahead of two-time Olympic champion Veronica CampbellBrown, 22.86. But the final was missing 100m winner Elaine Thompson and Olympic 100m champion Shelly-Ann Fraser-Pryce, who submitted medical exemptions for toe and hamstring niggles respectively. In the women's 100m hurdles, world champion Danielle Williams crashed out at hurdle six, after being in a close race with eventual winner Megan Simmons, who clocked a career best 12.79. Commonwealth Games champion Stephenie-Ann McPherson returned the sixth fastest time this year, 50.04 to win the 400m, while Javon Francis won the men's 400m in 44.95secs.

The rule allows for four athletes to be submitted for each event, but only three can enter. Providing that they meet the qualifying performance and prove their fitness, their names will be submitted at the technical meeting usually held a few days before the start of competition. I expect there will be some fireworks and the JAAA selection policies and medical exemption rules will be called into question with at least three instances at last weekend’s National Senior Championships where athletes finished in ‘qualifying positions’ but could miss out. Spencer, for example, was third in the women’s 400m hurdles, behind Ristananna Tracey and Leah Nugent, but which one of the three will be omitted to allow Russell — the

best female intermediate hurdler this year — to be selected if she recovers from her quad injury in time and proves her fitness? It is expected that Jevaughn Minzie, who lowered his personal best three times on his way to taking third in the men’s 100m, will step aside without fuss to allow Racers training partner Bolt to take his rightful place in the 100m. Will Julian Forte, who was third in the 200m, be as magnanimous to Bolt’s pursuit of the triple-triple- three gold medals in three straight Olympic Games? Technical Leader Maurice Wilson and his staff will have a massive task on their hands, but I suspect by the time August 5 rolls around and the Games start, all this will be a distant memory as the medal hunt gets underway in Brazil.

Langer in awe of West Indies fast bowling talent

West Indies cricket would go a long way to reaching its potential if Caribbean pitches regained the pace and bounce of yesteryear, according to Australia's stand-in coach Justin Langer. After Australia won the triseries final against West Indies on Sunday, Langer said he had been in awe of the talent he had seen among local net bowlers over the past month. However, the pitches offered up during the series tended to be on the slower side, as has been the case in the region for many years. Langer said he found it baffling that pitches were prepared that would help spinners such as Sunil Narine, who he said was "still going to be a star" on any surface due to his natural talent, instead of fast bowlers who could rattle opposing batsmen. "There is so much fastbowling talent here," Langer said. "You've got big, tall, beautiful athletes, and they run in and bowl fast and they keep bowling all day, but I don't understand why they play on such dead, low, lifeless wickets. It doesn't make any sense to us. "If you could harness the natural ability you've got in the West Indies with those tall fast bowlers ... it would get the batsmen more used to facing fast bowling, more used to facing short-pitched bowling. And with the natural talent they've got it won't take long. But you've got to face it. You've got to be exposed to it. "There's so much natural talent. We've seen it in the net bowlers. I'm in awe of how many young fast bowlers you've got in the West Indies. We've seen it in Guyana, we've seen it in St Kitts, we've seen it in Barbados, and yet you play on wickets that bounce about this high. It doesn't make sense to me." The 19-year-old Leeward Islands bowler Alzarri Joseph was one such talent who impressed Langer with his work in the nets against the Australians during the St Kitts leg of the tour. Joseph was part of the West Indies side that won the

Under-19 World Cup in Bangladesh earlier this year, and Langer said he was seriously impressed by what he saw at training. "He reminded me of Andre Russell," Langer said. "He bowled fast, beautiful yorkers - and what an athlete. I reckon I've seen four or five who have really, really raw talent, and they just kept bowling. That's what I kept loving. They just kept running in and bowling all day. "In a lot of parts of the world now it's so structured with workloads and bowling loads. These kids just kept running in and bowling fast, and it was bloody hot … I do know they gave our batsmen a workout, and there was talent. The talent is very obvious." Langer, in charge of the Australian squad while Darren Lehmann had a break at home, emerged from the tour with a series win to his name, but he said West Indies should have a bright future judging by their performances this year. "West Indies cricket is so exciting," he said. "They won the T20 World Cup, they're so dangerous. They're like a boxer who's got the big right hook and could knock you out at any time. They've got so much talent. "I really respect and admire the guys who are playing, Jason Holder and Darren Bravo, Carlos Brathwaite to name a few - Narine, Pollard is always dangerous. [Johnson] Charles is a very dangerous player. Until we got him out I was nervous for the game, because he's a serious player. He whacks it - not a lot of foot movement but he's a dangerous player. If he could harness his ability and go out and score more hundreds ... Darren Bravo got a brilliant hundred the other day. "There's a lot of talent and I think they're playing really well. They made the final, they beat South Africa very well, who are on paper an unbelievable cricket team. West Indies have a lot to look forward to."

Barcelona's Messi gets Surprise as Pistorius jailed for 21 months for tax fraud, six years over girlfriend's murder unlikely to serve time

Barcelona's Argentine soccer player Lionel Messi (L) sits in court with his father Jorge Horacio Messi during their trial for tax fraud in Barcelona, Spain, June 2, 2016. Barcelona's Argentine soccer star Lionel Messi was sentenced on Wednesday to 21 months in prison and fined 2 million euros ($2.2 million) after being found guilty of three counts of tax fraud, although it is unlikely he will serve time. The Barcelona court handed the same sentence to the player's father, Jorge, with a 1.5 million euro fine. Both defendants have around five days to appeal to the supreme court, the Barcelona court said in its statement. Spanish law is such that any sentence under two years for a non-violent crime rarely requires a defendant without previous convictions to serve jail time. A spokeswoman for the court confirmed Messi was unlikely to be imprisoned. Messi, 29, and his father defrauded the Spanish tax office of almost 4.2 million euros between 2007 and 2009 by using a web of shell companies to evade taxes on income from the player's image rights, the court said in a written ruling. The companies - with names such as Sport Consultants and Sport Enterprises - were based in tax havens such as Belize, Uruguay and Switzerland where legislation kept the identities of their owners secret, according to the ruling. Messi, five-times World Player of the Year, admitted during the trial to signing contracts protecting his image rights but said he had no knowledge he was partaking in any wrongdoing or defrauding the Spanish state. He said his father had control over his financial affairs, but the court

said on Wednesday that this was not enough to avoid charges. "(His) avoidable ignorance, which was derived from indifference, is not an error, and it does not remove responsibility," the presiding judge, Mercedes Armas Galve, wrote in the statement. "The information that the accused avoided having was, in reality, within his reach via trustworthy and accessible sources." Messi, who has held Spanish nationality since 2005, and his father had already paid 5 million euros to the tax authorities as a "corrective" measure after formal investigations were opened. The footballer is 10th on Forbes Magazine's list of the world's highestearning athletes over the past decade, with an estimated income of $350 million during this period. Barcelona football club, of which Messi is the leading goal scorer of all time in all competitions, said in a statement on its website following the ruling that it considers the player to be free of criminal liability . "The Club ... considers that the player, who has corrected his position with the Spanish tax office, is in no way criminally responsible with regards to the facts underlined in this case," the club said. Messi, who has won eight La Liga titles, four King's Cups and four Champions League crowns with Barcelona, said last month he was quitting international soccer after the Argentine national side, of which he was captain, lost on penalties to Chile in the Copa America tournament.

Wade leaving Miami Heat for Chicago Bulls

Dwyane Wade is leaving the Miami Heat for the Chicago Bulls, returning to the city of his birth, multiple media outlets reported on Wednesday. The 12-time NBA All-Star guard had agreed a $47.5 million two-year deal with the Bulls, the Miami Herald reported. Wade's move brings down

the curtain on 13 seasons with the Heat, where he was an integral part of three championshipwinning teams, two of them with LeBron James as his team mate. The 34-year-old is a Chicago native, though he has played his entire NBA career in south Florida. Wade reportedly felt under-

appreciated by the Heat, after taking a pay cut in 2010 to allow the team come in under the salary cap. He has averaged 23.7 points and 5.8 rebounds during his NBA career. Wade is the second big name in the NBA to move this week, following Kevin Durant's switch from Oklahoma City to the Golden State Warriors.

However, while Durant joins a powerful team that won the 2015 NBA championship and were beaten finalists this year, Wade moves to an outfit coming off a middling 42-40 season. The Bulls enjoyed their most success as a franchise when Michael Jordan carried them to six championships in the 1990s.

Unlikeliest of losses ends Novak Djokovic's quest for more history The tides of history are as treacherous as they are powerful. When they are in flood, they can sweep a man like Novak Djokovic to astonishing heights. In ebb, they can suck him into unforeseen, inescapable eddies. On Saturday at Wimbledon, top-seeded Djokovic was caught in the ebb. It carried him to a most unlikely agent of disaster, a laid-back 28-year old Californian who had lost eight of his previous nine matches to Djokovic. The vicious surge ultimately carried away Djokovic's Wimbledon title, his attempt to tie Rod Laver's consecutive Grand Slam win streak at 31 and his drive to try for a calendar year Grand Slam at the US Open. Djokovc was sucked under and drowned in a sea of Sam Querrey aces and forehand blasts in a match played out over two days under angry skies and sun, through spitting rain and seemingly interminable rain delays. It took just 2 hours and 57 minutes, but it felt like a month. Querrey won it, 7-6 (6), 6-1, 3-6, 7-6 (5). "In sports, everything is possible," Djokovic said shortly afterward. "If you're playing somebody of as a high quality as Sam Querrey is on this surface, with a big serve, anything can happen. I was a few points away from losing last year against Kevin Anderson in a very similar match on the same court. Sometimes [a history of success] works in your favor, sometimes against. You got to deal with that." True, Querrey spat out aces

like an ATM discharging $10 bills. He cracked 31 in the match, 15 in the critical fourth set, many of them when he was break-point down. (Djokovic converted just one of 12 break points in the decisive set, mainly to Querrey's superb serve.) This was an unexpected show of resolve from a player who inspired so little confidence on the morning of the match that bookmakers installed Djokovic as a 3-1 favorite despite the fact that Querrey had won the first two sets late in the day Friday before rain canceled play. At the time, the postponement seemed like a reprieve for Djokovic. No one has accomplished more over the past two years since Roger Federer held his opponents gape-jawed awe in Novak Djokovic's loss ends a 30-match Grand Slam winning streak. the sweet spot of his career.
