SIPT BEING SUED by Hayden Boyce Publisher & Editor-in-Chief
T
he Helen Garlick-led Special Investigation and Prosecution Team (SIPT) is being sued for the false arrest and false imprisonment of Mrs. Jan Messam, the former Chief Protocol Officer with the Turks and Caicos Islands Government. According to court documents obtained by The SUN, Messam is also suing for damages to her reputation and for the return of several items which the SIPT allegedly took from her and did not return. Messam was the first person in the Turks and Caicos Islands to be arrested by the SIPT which became fully-operational in March 2010. Her arrest and imprisonment in January 2011, sparked national outrage because of the manner in which it was done. They went to her house at 6:30 one morning, arrested her, took her to a police station and proceeded to mistreat her while in custody. Most of the SIPT squad were retired officers from London’s Metropolitan Police Service (“MET”), which is regarded as one of the most racist police forces in the world and which the famous Macpherson Report described as “institutionally racist. SIPT officers created a terrifying climate of fear in the Turks and Caicos Islands, going to people’s houses and officers at ungodly hours and arresting and questions hundreds of persons throughout the country. They operated like the Gestapo, the secret state police in Nazi German which was known for its brutal methods of interrogation and operation. When contacted by The SUN about the manner in which they handled Messam at that time, SIPT Superintendant/ Deputy Senior Investigating Officer John Briggs stated, “It is completely inappropriate for the SIPT to respond in any detail to the allegations made as the matter has already been referred to the Commissioner for Independent Investigation and that SIPT are cooperating fully with the investigation into these allegations.” According to the court files, on the 18th January, 2011 at about 6:30a.m. Detective Inspector Allen Headley along with other officers from SIPT, knocked on Messam’s

The officers removed computer discs, files, bank statements, and other personnel and business documentation from the Messam’s home under the search warrant. Jan Messam was then interviewed by SIPT officers for seven hours at the Chalk Sound Police Station without a break and then placed in a cell for 2 ½ hours and had to stand for the entire time as there was no place to sit. She was only given water for the entire 9 ½ hours that she was detained in police custody.
The court documents stated that her husband Rex Messam brought her lunch while she was at the Chalk Sound Police Station but the SIPT officers refused to take the lunch from Mr. Messam. The court records also stated that Jan Messam was arrested and detained 6 times over a period of 13 months from the 18th January, 2011 through to the 21st March, 2012 by officers of the SIPT. Messam, who was
working for $71,230 per year, was eventually released of all charges by Superintendant/Deputy Senior Investigating Officer John Briggs and was never charged. The court document also stated that Superintendant/Deputy Senior Investigating officer John Briggs, inspector Carl Brown and Detective Inspector Allen Hedley were on a “fishing expedition over a period of 15 months” in investigating Messam. The statement of clam
said that Messam’s working life was destroyed in that she was dismissed from her job as Chief Protocol Officer without reason. It was further noted that because of Superintendant/Deputy Senior Investigating Officer John Briggs, Inspector Carl Brown and Detective Inspector Allen Hedley’s action in arresting the Plaintiff over a period of 15 months the Plaintiff ’s reputation was tarnished and sullied in the eyes of her pairs and the general public.

Statement from Commissioner of Police James Smith on crime situation in TCI As Commissioner of Police it is my sworn duty to lead the Royal Turks and Caicos Islands Police Service and to uphold the law and protect life and property. Anyone who doubts my resolve and determination in this regard has never met me. Emotions are running high in the country for a variety of reasons and my officers, staff and I are using all the resources available to us to keep people safe and bring offenders to justice. In doing so I have enlisted assistance from colleagues in other overseas territories and partner agencies to provide technical support, ensured that the latest forensic techniques are used to help solve serious crime and gained the expert support of officers from the United Kingdom on short term appointments. At all times I operate within the limits of the criminal law and the Ordinances of Turks and Caicos when I seek to enlist help or acquire new equipment. I operate within the budget limit set by Government and seek to get the best value for Turks and Caicos. It is for that reason that I recommended to Government that we should continue to work with partners to install CCTV in the country and utilise our limited resources to purchase other much need equipment and support. Baroness Anelay new Foreign Office minister for Overseas Territories Baroness Joyce Anne Anelay is the new Foreign and Commonwealth Office Minister for the British Overseas Territories. On 19 July the UK Government announced Baroness Anelay’s appointment in the Theresa May-led administration. She replaces James Duddridge. Her responsibilities, according to the announcement, includes all FCO business in the Lords; the Commonwealth (as an institution); British Overseas Territories (excluding Falklands, Sovereign Base Areas (SBAs) and Gibraltar); the Caribbean; human rights; the United Nations, international organizations, peacekeeping and the International Criminal Court; climate change; and international energy security policy. On Monday (17 July) initial news the Sir Alan Duncan, the UK’s

uncomfortable ripples in some Caribbean islands when it was thought that he would replace Overseas Territories Minister James Duddridge. However, on Tuesday the UK government announced Baroness Joyce Anelay of St. Johns DBE as the Foreign and Commonwealth Office Minister for Overseas Territories. Sir Alan will serve under Foreign Secretary Boris Johnson and takes on responsibility for Britain’s relationship with Europe and the Americas. Baroness Anelay was appointed Minister of State at the Foreign and Commonwealth Office in August 2014. In July 2016 she was given additional responsibility for the Department for International Development. She was educated at Enfield County School and Bristol, London and Brunel Universities and has been married to
Richard Anelay QC since 1970. Baroness Anelay was raised to the peerage in 1996 and served as an Opposition Spokesperson for various departments until being appointed Opposition Chief Whip in 2007. She was appointed the Prime Minister’s Special Representative on Preventing Sexual Violence in Conflict in June 2015. Prior to this she was Chief Whip in the House of Lords and Captain of the Honorable Corps of Gentlemen-at-Arms. She was made a Privy Counselor in 2009. Baroness Anelay was a history teacher between 1969 and 1974 and served as a magistrate between 1985 and 1997. She was also associated with the Citizens Advice Bureau in Working from 1976 to 2010, including periods as a voluntary adviser, Chairman of the Management Committee and President of the CAB.

My fellow Turks and Caicos Islanders, I address you on the events as they unfolded (on Sunday July, 17th, 2016) during what should have been a peaceful demonstration by the Dominican community by way of expression of their grief over the recent loss of one of their own. The Turks and Caicos Islands is a country that is governed by the constitution and the rule of law. We as a people respect one’s constitutional right to assemble peacefully and the rights to freedom of speech as long as there is obvious respect for others and public order is maintained.
As a law abiding nation we all subscribe to the principles of justice and the desire to see those who are guilty of breaking the law brought to justice. However, we must all respect persons of authority at all levels, and especially our law enforcement officers. Let me say that I absolutely condemn the events of yesterday as this is not the Turks and Caicos that we know where police officers would come under attack for trying to enforce the laws of this country and leaving them no recourse but to use
forceful tactics to restore peace and order. We appreciate that there are many persons who are upset about the recent murders, we all are, but that does not give anyone the right to abuse the police and take the law into their own hands and where such situations exist, the police must do their utmost to protect themselves and to restore law and order. Chief Justice Margaret Ramsay-Hale She continued: “I do not accept that the Turks and Caicos Island Government’s failure to disclose the KPMG report or any advice it had been given undermines the consultation process. It is not required that the proposals be put into writing, neither did the Government err by failing to tell consultees that, by promoting the development of more 7 storey developments or increasing building heights to something less than 12 storeys, the Government could also achieve its stated objective. None of the alternatives referred to by the applicants have been excluded by the Government. No doubt 7 storey developments will continue and no guarantee has been given by the Government that all proposals for 12 storey developments on parcels over 5 acres will be approved. The Government did not disguise its reasons for making the proposal and no group was excluded from the process of consultation.” Chief Justice Ramsay-Hale noted that the fact that the Government changed the law to permit building heights to be changed by regulations without promulgating a development
plan and was seeking to develop draft regulations in advance of the consultation could admittedly give rise to the inference that it was committed to allowing 12 storey developments. “This, however, does not infringe the principle that consultation must take place at a formative stage. The principle does not require the decision-maker to have an entirely empty mind nor does it require the decision-maker to approach the consultation exercise without having formed a preliminary view on its policy preference. Whether the decision to adopt the proposal was the right one and whether 12 storey developments will in fact enhance the Turks and Caicos Islands tourism product and grow the economy are questions on the merits of the decision which fall outside the ambit of judicial review which in the present case is concerned only with the process by which the decision was made. Whether the prospective gains justify a change in policy is a political decision, not reviewable in a court of law.” She said the resolution of the issue of whether section 18 was breached depends on the content of the duty to give ‘due regard’ to particular considerations where that duty is to be balanced against an initiative introduced to promote the Islands’ economic and social development. The test of whether that duty has been properly exercised is not whether the TCIG or the Premier was right when it determined that the impact of such developments on the environment would be considered at the stage when planning approval is sought but rather whether they understood the Constitutional objectives of fostering and protecting the environment and took those objectives into account. It is plain from the evidence that they did.

Attorney General Hon. Rhondalee Braithwaite-Knowles has announced the appointment of an Irishman as her new deputy, along with the promotion of two local female attorneys and one from St. Lucia to senior posts. He has expertise in criminal law especially involving any issue of intoxication or mental disorder, significant Judicial review experience, commercial law including franchise law and breach of confidentiality, mental health law, administrative law, professional negligence, financial services law, personal injuries, human rights and civil liberties, and constitutional law. Through training and development opportunities, AstwoodTatem has gained quality experience and expertise in commercial law. These include; Development Agreements, land acquisition, publicprivate partnerships, company law, civil litigation and appeals, industrial relations and employment, probate and wills, real property and conveyancing, personal Injuries. Statement from July 14th Cabinet meeting Her Excellency the Acting Governor Anya Williams chaired the 21st Meeting of the Cabinet held at the Hilly Ewing Building in Providenciales on Thursday July 14th, 2016. All ministers were present. At this meeting Cabinet: •Received a briefing from the Commissioner of Police on recent criminal activity; •Under the provisions of Regulation 5A of the Business Licensing Regulations, Cabinet denied a business license application from Fresh Products TCI to operate in a restricted business activity under the Business Licensing Regulations; •Approved a reduction of import duties from 10% to 0 on the importation of materials imported for the private construction of the Venetian Road and Ocean Drive in Providenciales; •Recommended the development of a policy by
the Public Works Department, Planning and Ministry of Finance to allow for concessions to be granted for the construction of privately owned primary and secondary roads traversed by the public; •Advised the Ministry of Finance to progress to the Secretary of State the Turks and Caicos Islands Airports Authority proposal for the refinancing of the TCIAA’s existing loan in order to facilitate the redevelopment of the South Caicos Airport; •Approved an amendment to Travel Policy pertaining to the local accommodation and subsistence rates in the Turks and Caicos Islands due to increases in the rate structure due to market demand; •Approved the entering of a lease for the Maritime Department at SDR Commercial Center, Unit 107, 176 South Dock Road, Providenciales for a period of 3 years; •Approved the Draft Gaming Policy and the necessary revisions to the Gaming Legislation in order to facilitate the establishment of a Gaming Commission;
•Advised Her Excellency the Acting Governor to approve the opening of the 2016-2017 Crawfish Season from August 15th 2016 to March 15th, 2017; •Approved the award of 169 new scholarship and grant awards as per the recommendations of the Education Advisory Committee. Award letters will be available for collection the week commencing July 29th, 2016; •Approved a proposal from Summerhill Developments Ltd to develop a 2 storey condominium hotel of 24 one, two and three bedroom units in the Bight and Thomas Stubbs, Providenciales subject to Planning approval •Recommended the establishment of a policy regarding refurbishments of developments previously constructed under Development Agreements and approved a request from the Sands Resort in this regard. Police and Dominicans clash after peaceful protest
By Todeline Defralien A peaceful march to protest violence against women in the Turks and Caicos Islands ended on an unfortunate note on Sunday July 17th. After a number of positive and encouraging speeches were made during the march in downtown Providenciales, an altercation between police and a Dominican man who allegedly illegally bought a beer, led to a number of police officers being assaulted by Dominicans. The Dominicans were given approval to stage the march by the police, but toward the end of the event, the situation became so tense, that police were forced to use pepper spray and tear gas to control the crowd that was protesting against the man being arrested. According to police spokesman Kevin Clarke, around 5 p.m. on Sunday July 17th, a 36-year-old male from the Dominican Republic was arrested for numerous offenses. Clarke said the man, who at the time appeared to be under the
influence of alcohol, got angry and pushed a police officer after he was informed that he cannot consume alcoholic beverage during the protest and that it was illegal for it be sold at the time. Clarke said when the officer approached the man he noticed that he had a small knife in his possession. With the assistance of other officers, the man who was resisting and behaving aggressively was arrested. Clarke said a group of persons approached the officers, making threats and using abusive words in Spanish, while trying to take the man away from the lawful detention of the police. A number of police officers were assaulted during this incident and the man was later release on police bail. In recent times, members of the Dominican Republic community have expressed anger and concern because they believe police have not been working hard enough to solve the murders of two Dominican women who were killed in TCI over the past three months and five in the past five years.
In a press release, Edwin Hernandez, Council for the Dominican Republic in the Turks and Caicos Islands, apologised for the unfortunate turn of events. On behalf of the Dominican community, he expressed appreciation for the protection and support provided by the authorities and the community in their search for justice. Hundreds of Dominicans and several Turks and Caicos Islands turned out for the march along Airport Road. The Dominicans mainly wore black and many of them were carrying placards. Among the speakers at the event were Minister of Infrastructure, Hon. Amanda Misick, who is the MP for Cheshire Hall, Former Premier Michael Misick, Former Deputy Premier and Minister of Gender Affairs, Lillian Boyce, and PNP candidate for Wheeland, Dameko Dean. Hon. Amanda Misick, who is the MP for Cheshire Hall said, “I just want to say that I am indeed happy to lend my support to you that Dominican

We are proud to have you as a part of our society and this stand that we take here today is not only to show our support to for violence against women in the Turks and Caicos but women throughout the world. Trio re-arrested and charged for Sunny Foods robbery
Robbery-accused Reginald Presil, Wilbert Almonor and Fritzner Prevalus being escorted to the police vehicle The three men whose charges for the Sunny Foods robbery and shooting were dropped last month, have now been re-arrested for the same offences. On Monday 19th July 2016 police charged Reginal Presil, Fritzer Prevalus and Wilbert Almonor for conspiracy to commit robbery in relation to an armed robbery report made at Sunny Foods wholesale in Five Cays, on Sunday 10th April 2016. During the incident, Alboin Williams, the
owner of a security firm, was robbed by three masked men of an undisclosed amount of money. The three men appeared before Chief Justice Margaret Ramsay-Hale for a sufficiency hearing in Grand Turk on Friday June 24th, 2016 and were let go after the prosecution admitted there was not sufficient evidence against them. Acting DPP Angela Brooks informed the court at that time that her office was still awaiting additional evidence from the police department. It was found that the circumstantial evidence against
the men was not sufficient, so they were free to go. The Chief Justice dismissed the charges and ordered that the Immigration Department be contacted, because they were in the country illegally. The men were represented by Clayton Green, Lara Maroof and Arthur Hamilton. They were taken to the Magistrate’s court on Tuesday 19th July 2016 where they were not allowed to enter a plea and remanded in custody until Friday 2nd September 2016 for a sufficiency Hearing.

Governor and police commissioner discuss security issues with DR community The Governor, Peter Beckingham, met separately on July 19th with Premier Hon. Dr. Rufus Ewing, Police Commissioner James Smith and representatives of the Dominican Republic community to discuss the recent murder of a DR citizen, and developments since then. Commenting on the meeting, the Governor said, “I told Edwin Hernandez, a member of the DR Consulate-General, and members of the community how saddened I was to hear in London, when I was there last week on official business, of the tragic murder of Sorineida Moreno-Arias. Following the earlier murder of another DR citizen this is a tragic loss of a young life. I told the community that we have also reported these incidents to our Ambassador in Santo Domingo.” He added: “I said to the community that I had complete confidence in the Police Commissioner and his team who I knew were doing everything in their power to bring the perpetrator of this awful crime to justice. Commissioner Smith, who joined me for the meeting, and I underlined that the Royal Turks and Caicos Islands Police Force would leave no stone unturned to arrest the individual or individuals concerned. Turks and Caicos Islands has one of the fastest growing populations in the Caribbean The population of the Turks and Caicos Islands could reach 55,498 people by the year 2027 – compared with 32,199 in 2012 – according to the medium projection in a joint report launched tby the Economic Commission for Latin America and the Caribbean (ECLAC) subregional headquarters for the Caribbean and the Statistics Department of the Turks and Caicos Government. Net migration accounts for 68 per cent of this projected increase with natural change (births less deaths) accounting for the remaining 32 per cent. Immigration of people from neighbouring countries seeking employment created by the development of tourism has been the main driver of population growth in the Turks and Caicos Islands since 1980 when the population was just 7,413. Citizens of the Turks and Caicos Islands, formerly called Belongers, constitute a declining proportion of the population. They represented 69 per cent of the total in 1990, falling to 37 per cent in 2012 and, if current trends continue, could represent less than a quarter of the population by 2027.
Between 1980 and 2012, the population of the islands increased four-fold from approximately 7,400 to 31,500. Since 1990, average annual immigration has moved from 255 to around 800. The focus of the growth in population over the twenty years has been the island of Providenciales. In 1990, Providenciales accounted for 42 per cent of the population of the Turks and Caicos Islands with a population of 4,821. By 2012, the share had increased to 75 per cent with apopulation of 23,769. This island accounted for 94 per cent of the growth of just over 20,000 to the Turks and Caicos Islands between 1990 and 2012. The report noted that such rapid population changes for the small island group present many social, economic, environmental and political challenges. “Population projections are essential so that policymakers and decision makers can make informed judgments about future strategies, policies and programmes. With the completion of the census in 2012, it was considered a particularly opportune time to develop population projections,” it
was stated. The Turks and Caicos Islands currently have one of the youngest populations in the Caribbean. This is partly because immigrants tend to be younger working age people. In 2012, the most populous age group was persons between 25 and 44 years (comprising 39 per cent of the population). However, the population is ageing; by 2027 the most populous age group will be those between 35 and 54 years (again 39 per cent of the total). The proportion of persons aged over 65 will remain relatively low, increasing from 3.5 per cent to 7 per cent over this period, but continuing to increase rapidly after 2027. Immigration and the growth of the non-belonger population will considerably impact the demographic structure of the population of the Turks and Caicos Islands over the next 15 years. Immigrants are also slightly more likely to be male than female. Under the medium growth scenario the excess of males over females will more than double from 531 at the base period to 1,240 by the end of the period. The sex ratio will move
simultaneously over the same period from 103 to 105. The age pyramids which are presented illustrate how the age structure of the population will change over the projection period. In 2012, the most populous age groups were those between 25 and 44 years (comprising 39 per cent of the population). However by 2027, the most populous age groups will be those between 35 and 54 (again 39 per cent of the total). The projections are based on census data, vital statistics and assumptions about future patterns of fertility, mortality and international migration. Population projections are used by policymakers and planners to analyse population trends and their implications for social and economic development including the future demand for resources and services. ECLAC worked in collaboration with the Statistics Department of the Turks and Caicos Government to develop the population projections and also provided training to the staff of the Statistics Department in the methods and software used to produce the projections.
Crawfish Season to commence on August 15th Fishing interests, restaurants and the general public are reminded of the opening of Crawfish Season next month. As has been the case for the past four seasons, the Crawfish Season will open on 15th August. This has proven successful in reducing the quantity of egg-bearing lobsters landed, and is believed to have contributed to increased abundance and landings of crawfish. The last day of the Crawfish season will be 15th March, 2017. “Last season the fishing community of the Turks and Caicos benefited from an increase in crawfish landings. This appears to be the result of the stock starting to rebuild, and as long as we continue to implement the measures we have in place we are confident that this rebuilding will continue to the benefit of fishermen and the environment alike” said Dr John Claydon, Department of Environment & Coastal Resources (DECR) Director.
Restrictions relating to crawfish, as per the Fisheries Protection Ordinance, are listed below: •Crawfish size restrictions are as follows: •When whole, a length of 3.25 inches measured from the front of the groove between the horns directly above the eyes, along the middle of the back to the rear edge of the back shell; or •When the tail has been separated, a tail weight of 5 ounces whether processed or not; •Fishers are not to be in the possession of any egg-bearing crawfish; •Fishers are not to remove eggs from egg-bearing crawfish; •Fishers are not to take or be in possession of moulting / softshelled crawfish or crawfish in early stages of spawning (described
as appearing ‘tar-spotted’); and •Fishers are to ensure that the crawfish are landed unharmed (except for those taken by hook) and landed whole prior to being processed on land (at a processing plant or at home), unless processed at sea as per the terms of the processing license. •The use of any noxious substance (e.g. bleach, detergent, gasoline) for capturing any marine product is prohibited. DECR appeals to citizens, residents and visitors in the Turks & Caicos Islands, to familiarise themselves with and to uphold the Fisheries Protection Regulations, and urges all responsible citizens to call DECR at 338 4170 or email environment@gov.tc to report any violations.
Foundation volunteers donate 67 minutes for Nelson Mandela Day In celebration of Nelson Mandela day, Sandals Foundation volunteers visited the Edward Garthling Youth Centre to donate 67 minutes to youngsters while educating them one of the most prominent human rights figures of our time. “The overarching objective of Mandela Day is to inspire kids and individuals to take action to help change the world for the better,” said Elanor Finfin Krzanowski “Mandela was a man who dedicated his whole life to
fighting for basic human rights and equality and it important that we pass down this information to the youngsters of our communities so they can believe that they too have the ability to make a positive impact.” Every year on Mandela’s birthday, individuals and organizations across the world are asked to spend 67 minutes of their time helping people to recognize their own ability to have a positive effect on society. This is to commemorate the 67 years
Mandela, the first democratically elected president of South Africa and Anti-Apartheid activist, dedicated to the fight for human rights. Mandela stood for justice, democracy, and above all he was a humanitarian by carrying out a large outreach mission educating over 300 children across the Caribbean including the Turks & Caicos on the life and the work of the former South African President. Thirteen Year old Manville Gardiner, was excited to participate
in the Mandela Day initiative, along with “Mandela was a great man who fought for human rights in South Africa” he said, “I learned that Nelson Mandela was fighting for us to have rights and so that the Government would not be racially biased. It’s important because if he had not done it, it would have been another 20 years of it going on.” Sandals Foundation volunteers spent the afternoon teaching youngsters about the great leader through trough storytelling, coloring and interactive games.

LOCAL NEWS Health Advisory for Travelers to Rio De Janeiro,Brazil for Olympic and Paralympic Games The Ministry of Health, Agriculture and Human Services wishes to advise persons traveling to Brazil for the Olympic and Paralympic games to protect yourselves against the measles virus by getting vaccinated with a measles containing (MMR) vaccine two weeks prior to travel. The Olympic Games are scheduled to take place 5-21 August in Brazil, followed by the Paralympic Games during the period of 7-18 September 2016. In the Americas, endemic transmission of measles was interrupted in 2002 and rubella in 2009. But these diseases continue to circulate elsewhere in the world and could be reintroduced into the hemisphere by unvaccinated travelers. (PAHO/WHO July 2016 release). Measles is a highly contagious
disease characterized by a maculopapular rash, fever, conjunctivitis (red eyes) and rhinitis. Although it affects children mostly, adults who are not immunized against the virus are also at risk. Measles is transmitted through droplets from the nose, mouth, or throat of infected persons. This means that if an infected person coughs or sneezes on someone who is not immunized against measles, that individual is at risk of contracting the virus. Initial symptoms usually appear 10–12 days after infection and include high fever, runny nose, red eyes, and tiny white spots on the inside of the mouth. Several days later, a rash develops, starting on the face and upper neck and gradually spreading downwards. There is no specific treatment for measles and most people recover within 2–3 weeks.

Ministry of Education Host Development Training for Educators The Ministry of Education, Youth, Sports and Library Services hosted a one week leadership development training for Principals, Vice Principals and other Education Leaders. The training took place July 4th - 8th on Providenciales. Participants at the training included all Principals and Vice Principals of Public High and Primary Schools as well as Education Officers for the Primary and Secondary Schools, Training and Early Childhood Development. Dr. Jennifer Obidah and Dr. Ian Marshall, lecturers at the University of the West Indies, Cave Hill Campus, were the chief facilitators at the leadership development training. They conduct similar exercises across the region and on the Cave Hill campus. The training was funded by the Ministry of Education and by funds from the Professional
Development Fund managed through the Deputy Governor’s Office. Deputy Governor, Hon. Anya Williams visited the training to interact with the participants, she was pleased with their response and was happy to be able to contribute to the continued development of this important group of leaders. This training course is designed to equip educational leaders with the tools to become reflective practitioners, with a framework which they can discuss, analyze and utilise to enhance the critical areas of their emotional selves, to help them consistently notice the emotional reactions of persons in the workplace, but to be also mindful of their own emotional reactions and make deliberate decisions about how to handle emotionally-charged interactions. Where is Helen Garlick? by Hayden Boyce Publisher & Editor-in-Chief Special Prosecutor Helen Garlick has been conspicuously absent from the high-profile corruption trial in the Turks and Caicos Islands, at a time when questions and concerns are being raised in Government and among the general public about the staggering cost of the trial which is now expected to stretch into 2018. Since the trial officially started in January 2016, Garlick has hardly been in court, and whenever she appeared, it was only for very short periods. “Why on earth is Helen Garlick being paid so much money from the taxpayers of the Turks and Caicos Islands when she’s never here and hardly in court?” a senior Government official asked, when the matter was raised. “All she’s doing is confirming what everybody is saying; that this whole SIPT case is nothing more than a gravy train. It’s economic rape and a financial scandal; pure and simple.” The trial is costing tax payers in the Turks and Caicos Islands just over $1million per month, which is more than the budget for many Government departments. Garlick, the former deputy head of the UK’s Serious Fraud Office, is the instructing lawyer for the
Special Prosecutor Helen Garlick is very unpopular in the TCI case, while Queen’s Counsel Andrew Mitchell, also from the UK is the lead prosecutor and the one who is in court every day. Both Garlick and Mitchell have so far been paid millions of dollars from the Turks and Caicos Islands Government. Investigations by The SUN revealed that when Garlick is not in the Turks and Caicos Islands, she travels extensively and works from or for a law firm called Fulcrum Chambers, where she’s a senior partner. She recently resigned as a director a property management firm called West End Property Management Limited. Garlick, who was appointed in August 2009, has reportedly been on a multi-million dollar retainer for

the case, in addition to an exorbitant monthly salary along with expenses. Mitchell, who is extremely unpopular in the TCI, and who also been paid several millions so far for the case, is said to be paid three thousand (3,000) British pounds per day while the court is in session. This has nothing to do with the waterfront penthouse where he lives in Providenciales, or the US$500 he gets daily for per diems. Many residents regard Garlick, who is also extremely unpopular in Turks and Caicos Islands, as being extremely aloof, spiteful and condescending. She has been known to write threatening and intimidating letters to citizens and even the media, as a means of flexing her muscles and asserting the tremendous power which she has as Special Prosecutor. There are those who believe that she borders on abusing her powers. In November 2014, she was heckled and booed by demonstrators outside the court which is being presided over by Mr. Justice Paul Harrison. “You are unfair. You come to crash our country. You want to send Turks and Caicos Islanders to prison, while making deals with your white friends,” one of the protestors shouted. Another protestor remarked: “We are paying you millions of dollars each year for you to imprison our own. It is time for you guys to leave the Turks and Caicos.” It is believed that the 2014 demonstration led to Garlick making a case for bodyguards which were provided at a cost of US$4million per year to Turks and Caicos Islands tax payers. Although Garlick is hardly in the country, the six bodyguards, along with four local police officers, are still in court daily, and in many cases they are the only persons in the public gallery, which has seating for about 60 persons. There have been reports that the budget for the bodyguards will be slashed and that some of them will not be returning when the court resumes after the summer recess. The SIPT has been paid approximately US$11million a year over the past four years for investigations which have no end in sight and under an arrangement which some observers have regarded as an open-ended legal contract. Many
Lead Prosecutor Andrew Mitchell, QC, has made millions from the SIPT case local residents have expressed anger and outrage at the money spent on the SIPT investigations, especially given that the basic needs in the Turks and Caicos Islands are not being met because of budgetary constraints. Garlick came to the Turks and Caicos Islands after the SFO’s probe into BAE Systems’ £43bn Al Yamamah arms deal with Saudi Arabia. The SFO was investigating claims that BAE paid bribes to Saudi officials, but the probe was controversially ditched in December 2006 on the advice of then Prime Minister Tony Blair, who warned it could put Britain’s national security at risk. After that, Helen Garlick, who headed up the BAE investigation, received a pay-off of between £145,000 to £160,000. In February 2014, in a strong criticism that is similar to how many residents of Turks and Caicos Islands feel about the Special Investigation and Prosecution Team (SIP), the Public Accounts Commitee of Britain’s House of Commons has accused Helen Garlick’s former workplace the Serious Fraud Office (SFO), of wasting tax payers’ money, making a catalogue of errors and exercising poor judgment. A report from the Public Accounts Committee, Richard Bacon MP, of the Committee of Public Accounts, said: “The reputation of the Serious Fraud Office has been undermined by a catalogue of errors and poor judgment and the morale of its staff has suffered as a result. The former director Richard Alderman’s decisions showed a disregard for the proper use of taxpayers’ money and a woefully inadequate grasp of the importance of ‘Managing Public Money’, HM Treasury’s guidance document on the role of an Accounting Officer.

Turks & Caicos Civil Servants attend UNICEF Training in St. Lucia
Ms. Rikardia Pardo, Deputy Director, Department of Disaster Management & Emergencies and Ms. Ashley Adams, Deputy Director, Department of Social Development recently attended a three day “Train the Trainers” workshop, on a recovery management program, called “Return to Happiness” in Saint Lucia. The workshop was conducted by Saint Lucia’s, Ministry of Social Transformation Local Government and Community Empowerment in partnership with the United Nations Children’s Fund-UNICEF on 27th to 29th June, 2016.
The aim of the psychosocial program design was to equip the 26 participants from across the region with the necessary skills, to assist children to externalize their feelings after any traumatic event. Creating an opportunity for children between the ages of 5-12 years, who have experienced a natural or man-made disaster, to process their experiences through a series of guided play activities for the purpose of reducing their post disaster anxieties and begin to re-establish their sense of joy, happiness, security and confidence in adult protection.
The program uses various child friendly methodologies, such as drawings, songs of hope, games and puppets to facilitate children in expressing themselves. It also creates an opportunity for children who are adversely traumatized during the event, to receive further psychological examination and counseling. Ms. Adams stated; “Sometimes during and following traumatic events children are often forgotten. In the wake of a traumatic event, you may be filled with worry or sadness. Yet no matter how concerned or overwhelmed you may feel, as parents and teachers
you have the power to help children recover; guiding them through their fears and grief, and preventing them from suffering lasting psychological effects.” The UNICEF Return to Happiness Programme is not new to the Turks and Caicos Islands. Following the impacts of Hanna and Ike on the Turks and Caicos Islands in 2008 and the Ona Glinton Primary School fire in 2010, the Return to Happiness Programme proved very therapeutic for both teachers and students who were traumatized by the experienced.

Beaches & Sandals Foundation Host Annual Underwater Clean-up Beaches Resorts and its Charitable Arm, the Sandals Foundation continued its environmental commitment to Turks and Caicos this week by hosting their annual underwater clean-up campaign to commemorate World ocean Day environmental movement. World Ocean’s Day which was observed under the theme Healthy Oceans, Healthy Planet saw underwater clean-ups at 16 Sandals and Beaches Properties all aimed at promoting environmental awareness while preserving the shore line and the delicate coral reef systems. “The Turks and Caicos is Beautiful by Nature but in order to remain clean we must do our part.” said, Diver Instructor Gustavo SimonMartinez, who spear headed the project for the resort and the foundation, “Thanks to our wonderful team we were able to do this underwater cleanup which was a huge success and impressed with the conditions of the reefs as well as the sea floors because we have collected far less trash and debris than we have in previous years” This is the fifth underwater cleaning initiative the resort has taken on in recent time and participants were very impressed with the conditions of the Grace Beach which is home to thousands of visitors per year. One of the major issues that affect our oceans is ocean trash. According to National Geographic, in 2015 269,000 tons of garbage floated on the surface of our oceans. This year for World Oceans Day we would like to participate in underwater garbage cleanups with our Scuba diving guests. Sandals Foundation across the

Rufus Ewing hosted UK Overseas Territories (OTs) Heads of Government in the Turks and Caicos Islands on Wednesday July 20th -21st at The Palms, Turks and Caicos for a Pre Joint Ministerial Conference (Pre-JMC). The Premier and other OT Leaders held the press conference on Wednesday 20th July 2016, at the Messel Ballroom, The Palms Turks and Caicos and the meetings concluded at the Cabinet Room, Office of the Premier, Hon. NJS Francis Building, Pond Street Grand Turk on 21 July 2016. The Turks and Caicos Islands hosted the event for the first time, the Pre-JMC is a precursor to the Joint Ministerial Council that will be held in London 31 October – 4th November 2016 and hosted by the Foreign Commonwealth Office (FCO). Attending the meetings were the Premier of British Virgin Islands, Dr. the Hon. Orlando Smith OBE, Premier of Cayman Islands, the Hon. Alden McLaughlin MBE, Premier of Bermuda, the Hon. Michael Dunkley JP, Premier of Monserrat, the Hon. Donaldson Romeo, Chief Minister of Gibraltar, the Hon. Fabian Picardo, Representing the Government of Anguilla, Hon. PNP ‘falling down on the job’

Yet another go fast boat loaded with illegal immigrants and possibly guns, ammunition and drugs, has successfully evaded the coastal radar system and safely landed in Providenciales. It is little wonder that we know not who and how many are in our country and what they are doing here. The fact that our premier and his defunct
administration is not only too passive in this matter but rather seemingly compliant is an indictment on the ability of this PNP administration to govern. This government needs to wake up to the realities and responsibilities of real twenty first century governance While the Premier has found it necessary to hold talks with the Haitian authorities about tourism between the two countries, the real conversation should have been about immigration.
We have been the greatest neighbor and the best friend to the Haitian government and its people and we continue to welcome them, embrace them, make them a part of us and we continue to offer them thousands of jobs annually by issuance of work permits. Moreover, we look forward to a strengthening of relationship with those who have become Turks and Caicos Islanders in an effort to unify this country as one people. The time has come when the Haitian authorities should recognize our outstretched hand of assistance in providing jobs for thousands of their people and facilitating the remittances of tens of millions of dollars annually from the Turks and Caicos to the Haitian economy. In recognition and appreciation, the Haitian government has an obligation to protect those gestures
made by the Turks and Caicos government and its people and takes steps to stem the outflow of illegal immigrants to our shores. There needs to be formal talks between both governments and a Memorandum of Understanding (MOU) needs to be drawn up signed and honored by both governments in the interest of both governments and their peoples. The PNP government has fallen down on the job on both fronts. There should have already been new boats provided for the marine branch, which were already budgeted for and should have been here from the first quarter of the financial year. Drones should have already been in place to provide better and more flexible surveillance of our coast, stiffer fines should have already been legislated
for human traffickers and those who harbor illegals and our security forces should have been involved in the management of the detention center to avoid the frequent escapes into our communities where there is already too many illegals, not to mention the fact that the British government should be made to honor its constitutional obligations of providing internal and external security for these islands. The money spent on repatriation of illegals could be better spent on much needed jobs and scholarships for our youths. It is high time that the Turks and Caicos people elect a government that is prepared to and capable of operating like mature, authoritative, respected statesmen, protecting our country’s interest and commanding the deserving respect. The PDA is that government in waiting.
Anguillan education authorities conduct two day visit with TCI The Ministry of Education, Youth, Sport and Library Services, hosted Mrs. Chanelle E Petty Barrett, Permanent Secretary for Ministry of Education, Sports, Culture, Health and Social Development and Mr. Daren E. Webster, Facilities Manager with the Ministry responsible for Infrastructure in Anguilla during the week of June 20th 2016. This visit was part of a continued initiative to develop a closer relationship with other overseas territories, as they continue to exchange information and ideas between ministries. The Minister responsible for Education, Youth, Sport and Library Services, Hon. Akierra Missick and Permanent Secretary Mrs. Cherylann Jones made a two day visit to Anguilla at the invitation of Anguillan officials. The purpose of the visit was a review of their progress regarding library services, special needs education and the developments associated with their Community College and its expansion. In turn, the Hon. Missick was happy to reciprocate and hosted officials from Anguilla who expressed interest in visiting the newly built Long Bay
High School, alongside other new builds including the proposed Early Childhood Education classrooms at the Ona Glinton Primary School. The Anguillan officials were pleased with the reception from local education officials and members of the Public Works team who accompanied them, as they discussed issues related to the planning and development of the new schools. The Honorable Akierra Missick said: ‘I am committed to building partnerships among and between our colleagues from the other overseas territories. PSAnguilla and other officials Both the Permanent Secretary and I were happy to participate in the exchange with Anguillan officials.” She noted further that; ‘The experience allowed for the sharing of information and opened the doorway for further collaboration between areas such as the Community College. TCI Boxing Federation Summer Rumble Highlights T
he Turks and Caicos Islands Boxing Federation hosted another successful boxing exhibition on Saturday July 16th, 2016, at the Gustavus Lightbourne Sports Complex. The fight featured six impressive matches between 10 male and 2 female, students of the Clement Howell High School in the debut amateur boxing event. The fighters comprised of students between the ages of 14 and17 years old who have been a part of the TCIBF’s weekly boxing program at the Edward Gartland Youth Center, with the most exciting match of the night being between Jimkelly Joseph (649) and Davian Smith of (242) of the Bahamas, where Davian Smith defeated Jimkelly and taking the championship belt. Cynthia Joseph President of TCIBF told The SUN, “What we’re trying to do is since last year September we launched this program called ‘Gloves Up’ program and we do all of our training at the Edward Gartland Youth
Center and we’re a none profit organization so everything we do if through funding because it’s a positive thing that we’re doing in the community so we try to encourage the public to come out and we showcase the talent. They’ve been doing a really great job we’re proud of them and we will continue to push.” Joseph said that this is the second event for the year and organizers would like to host it cordially every year. There will also be another event in November which is promised to be a big event because countries will being going head to head with different countries including professional fighters present at the event. The exhibition has been dubbed a success by the organization which said it was overwhelmed by the level of support received from the community. The following are photo highlights of the event.

New York reports first female-to-male Zika transmission via sex
New York City’s health department on Friday reported the first documented case of sexual transmission of Zika from a woman to her male partner, raising new concerns about the spread of the virus, which is typically contracted through mosquito bites. Scientists say it may take years to fully understand how long individuals who are infected with Zika are capable of transmitting the virus, the first mosquito-borne disease ever shown to cause birth defects after a pregnant woman becomes infected. U.S. researchers have begun studying how long the virus can survive in semen to gauge the risk. All previously reported cases of sexual transmission were spread from men who had traveled to a Zika outbreak area to a female or male sex partner who had not. Such cases have been reported in at least 11 countries, including the United States and France. The ability of Zika to spread through sex could help it gain a foothold outside of the tropical climates that are home to the Aedes aegypti mosquito, which carries Zika as well as dengue, chikungunya and Yellow Fever. The current Zika outbreak was first detected in Brazil last year

In the New York case, transmission of the virus occurred on the day that a woman in her 20s returned to the city from an area with active Zika transmission and had a single encounter of unprotected sex with a male partner, according to a report published by the U.S. Centers for Disease Control and Prevention. The man had not traveled outside of the United States in the prior year. The woman developed fever,
fatigue, a rash and body aches the next day, and sought treatment. Health department officials then confirmed her infection. When her male partner developed symptoms seven days later and sought treatment from the same caregiver, he, too, was diagnosed with Zika. New York and CDC health officials reported the case in the CDC’s weekly report on death and disease. They said the circumstances support the idea that Zika can pass from women to men through unprotected vaginal sex. PREVENTING RISK U.S. health officials have concluded that Zika infections in pregnant women can cause microcephaly, a rare birth defect marked by small head size that can lead to severe developmental problems in babies. Brazil, which has been hit hardest by the outbreak so far, has confirmed more than 1,600 cases of microcephaly linked to Zika. The virus also has been shown to cause fetal abnormalities affecting limbs, eyes and ears, and can increase the risk of stillbirth. So far, there have not been any
documented cases of local, mosquitoborne transmission of Zika in the United States. However, in a Senate hearing on Wednesday, CDC Director Dr. Thomas Frieden said it is plausible that such transmissions have already occurred and not been detected. Frieden urged U.S. lawmakers to approve extra money to fight the Zika outbreak, but yesterday Congress adjourned for a seven-week recess without approving any of the $1.9 billion requested by the Obama administration to fund the effort. The CDC recommends that all pregnant women who have a sex partner who has traveled to or resides in an area with Zika use protective measures such as condoms or abstain from sex during the pregnancy. The agency will update its guidelines for couples who may be planning to become pregnant. Although no cases of womanto-woman Zika transmission have been reported, these recommendations now also apply to female sex partners of pregnant women, CDC said. It was not clear from the New York report whether Zika was spread to the male sex partner through vaginal or other fluids. Previous studies in monkeys and people have shown the presence of the virus in vaginal fluid.

Constable Brian Pacquette was on June 23rd shot in the leg in the line of duty, and after spending four days at the JNF Hospital, was flown to Trinidad, where doctors were left with no alternative but to amputate the injured leg. Pacquette, a native of Dominica, perished on Monday due to complications from his injury. He was 34 years old. Timoy Henry, the victim of a July 27th officer involved shooting on the Frigate Bay Strip, had to undergo two surgeries. The bullet went through his neck and lodged
in his right shoulder, temporarily paralyzing his right arm. Local doctors have indicated that Henry requires specialized medical care overseas to repair the bone and nerve damage in order to prevent the paralysis of his arm from being permanent. But Police Commissioner Ian Queeley tells WINN FM that there is good reason why the High Command has not come to the public with much detail about either shooting. According to the Commissioner, in the case of the shooting of the late Constable Pacquette, the matter is under judicial consideration and therefore prohibited from discussion in the public domain. “…It is being investigated as an officer involved shooting. The reason the police have not come to the fore to say much more than that is because the incident is still under investigation and there are some critical points that had to be addressed and it is for that reason why the

Driver to be charged with six counts of manslaughter KINGSTON, Jamaica – Jamaica police say they will lay manslaughter charges against the driver of a vehicle that plunged into the Bog Walk Gorge in the central parish of St. Catherine over the weekend, killing six people. “A statement has been collected from him, where he admitted to being the driver of the vehicle and so, he will be charged for six counts of manslaughter. In fact, our deeper investigation
revealed he is not the holder of a driver’s licence and so that will be another charge that will be proffered against him,” said Senior Superintendent Calvin Allen, head of the Highway and Traffic Division. The driver, El Fargo Slew, who police had initially thought was among those killed, turned himself over to the police on the weekend.
The police has earlier reported Saturday
that shortly after midnight (local time), the driver of the vehicle, attempted to beat the traffic light, located on the Flat Bridge in the gorge. According to eyewitness reports, the driver lost control of the vehicle which then overturned into the Rio Cobre. The police say all seven were trapped in the vehicle, however one of the occupants managed to climb onto the roof of the vehicle and was rescued.

16th century Christian symbols found in Caribbean cave
Archaeologists have made a fascinating discovery in a remote Caribbean island cave: 16thcentury Christian symbols left by European explorers alongside ancient indigenous art, offering a glimpse into the colonization of the Americas. The small island of Mona, which sits between the Dominican Republic and Puerto Rico, is filled with caves; caverns on the island were sources of freshwater, and marks made by indigenous people commonly appear near the water sources. (Christopher Columbus visited the island in 1494.) But it’s cave number 18 that has caught scientists’ eyes. Inside the cave, which is over half a mile long, researchers have found about 250 indigenous markings in the walls and ceilings, according to a new study. These were made by what archaeologists call “finger fluting,” in which indigenous people used one or several fingers to draw on the cave. What makes the cave even more interesting for the researchers is that

Haitian ambassador welcomes extension to migrants in DR PORT AU PRINCE, Haiti – Haiti’s Ambassador to the Dominican Republic, Idalbert Pierre Jean, has welcomed the recent decision made by the Dominican government to extend for one year, the temporary migrant regularization card for over 140,000 Haitians. According to Jean, the authorities in the neighbouring country, took into account the difficulties being experienced by Haitians to complete the required documents – this included obtaining passports. “This is very good news, honestly, we’re going to work, both the Government of Haiti and the Embassy for all Haitian immigrants, included in this group of 143,000 to complete their documentation. Concerning the delay in the delivery of passports, the Ambassador said the document is not produced in Haiti. “The difficulty is t hat we do not produce the passports in Haiti, the production of booklets and forms are imported.” He admitted that Haiti often neglects the Diaspora in the neighbouring Republic but said steps are being taken to resolve the issue. Haiti has been struggling to meet the demand of passports, however, earlier this year Minister of Interior and Territorial Communities; François Anick Joseph said that in order to cope with the explosion in the application of passports, production was increased from 800 per day to 1,500. Last week Interior and Police Minister Jose Ramon Fadul in the Dominican Republic said a proposal from the Immigration Agency was presented to president Danilo Medina, who agreed to the extension. He said the measure saves the government additional expense while continuing to regularize foreigners, mostly of Haitian nationality. The announcement follows a recent demonstration in which a group of Haitians protested in front of the Haitian embassy in the Dominican Republic, stating that they were unable to complete papers needed for provisional permits due to the lack of passports from Haiti. Last year, the government issued residency permits to 184,000 Haitians who could prove they had been living in the country before October 2011. Officials have warned that anyone without legal residency could face deportation.

In June, The Tribune reported that the party was struggling to find the hundreds of thousands of dollars required to host the convention. It came as debate was sparked over who was responsible for finding the funds. Former FNM Cabinet minister Tennyson Wells was among those who sided with Dr Minnis, saying the people who fought for an early convention should find the funds to host it. Others, like former Deputy Prime Minister Brent Symonette, said that the responsibility lies with the party’s leader. The Tribune has been told by sources that the party’s payment of utility bills such as light and cable, as well as real property taxes and staff salaries has been inconsistent in recent years as the party struggles to raise money. Sources told this newspaper that the FNM’s big financial backers refrained from providing money because of discontent with Dr Minnis. It is not unusual for opposition parties to have financial problems. After the Progressive Liberal Party lost the 2007 election, it owed the Broadcasting Corporation of the Bahamas nearly a quarter of a million dollars. In late 2011, the government-run broadcaster secured a Supreme Court judgment against the PLP, then leader of the opposition Perry Christie, and PLP Chairman Bradley Roberts for the payment of $247,974.16. Earlier this month, former Deputy Prime Minister Brent Symonette said the party had got over the financial hurdle in relation to the convention, as supporters were amenable to donating money to the party.
Company in Guyana produces 75,000 ounces of gold so far this year GEORGETOWN, Guyana – Prime Minister Moses Nagamootoo has commended the Canadian-owned Guyana Goldfields Inc, which has produced an estimated 75,000 ounces of gold for the first half of this year. “Aurora Gold Mines is a very bright spot in the entire scheme of things in relation to how the economy will grow and be able to produce not only employment and growth, but social benefits to our people,” Prime Minister Nagamootoo as he led a highlevel team of ministers to the company’s mining operations in the Cuyuni-Mazaruni. He said the gold production this year “is good news for Guyana,” adding “I believe that anywhere you go and receive a report of production of 75,000 ounces of gold for the half year I think that’s excellent. “I am very impressed
with this visit of this mine. Aurora Gold Mines is doing well for the country,” the Prime Minister said, praising the company for its safety and environmental measures. “This is an example of a good investment, the rewards are showing now and they are encouraging for new investors… there are plans in terms of expanding of production areas, in terms of producing alternative energy, accommodating the workforce in an environment that is more permanent, in terms of health considerations, security, and the supply of food,” Nagamootoo said noting that the company employed more than 500 workers. He said that gold, diamond and other minerals must be linked to the development of communities and sustainable livelihood and government would welcome any company that wanted to come here with the
same objective. Natural Resources Minister Raphael Trotman, who was part of the delegation, said that the government is pleased with the operation and production of the Canadian company, adding “it is surpassing even our targets because at the beginning we anticipated just about 100,000 ounces (of gold). “It would appear that we will go beyond that for this mine alone because at the end of June they had already done close to 76,000 ounces so we are doing very well…the returns are good and this company is leading the way,” Trotman said. Jamaica close to multi-destination arrangement with Cuba, Mexico and Dominican Republic OCHO RIOS, Jamaica -- Minister of tourism, Edmund Bartlett, says Jamaica is close to finalising a multi-destination marketing arrangement with Cuba, Mexico and the Dominican Republic. Speaking in a recent interview, the minister said that an agreement has already been signed with Cuba and he expects to conclude a deal with Mexico before the end of July. Discussions are under way with the Dominican Republic. “We have talked about this at length, but I can safely tell you that the multi-destination marketing and tourism strategy is picking up steam in the region,” Bartlett said. “The moment this happens, it would mean that the four major tourism destinations of the Caribbean would have signed multi-destination agreements, certainly by December (2016), which will bring a new opportunity into the region for collaboration,” he pointed out. He said the collaboration “will be at a level that has never been seen before” and will include joint marketing and joint airlift arrangements. “We will also be looking at the critical implications in terms of harmonising key policies to enable greater access to the region and greater access to each other’s destinations,” he informed further. “The whole issue of visa arrangements will also have to be examined. Trump speechwriter takes blame for Melania Trump’s speech
CLEVELAND — With Donald Trump’s campaign reeling from charges of plagiarism, a speechwriter for his company took the blame and offered to resign over nearly identical passages from Melania Trump’s Republican convention speech and Michelle Obama’s remarks eight years ago. The speechwriter, however, made it clear that Melania Trump knew that the passages she read to an enthralled convention Monday night had come from Michelle Obama. “A person she has always liked is Michelle Obama,” the speechwriter, Meredith McIver, said of Mrs. Trump in a statement Wednesday from the campaign. “Over the phone, she read me some passages from Mrs. Obama’s speech as examples. I wrote them down and later included some of the phrasing in the draft that ultimately became the final speech.” The controversy hung over the opening days of the GOP convention, overshadowing Mrs. Trump’s performance, which was warmly received by those in the convention hall. It also distracted from an event designed to unify Republicans behind the billionaire businessman, while introducing his family to the nation. For two days, the Trump campaign tried to brush aside any talk of plagiarism, calling the criticism absurd. The pushback from the Trump campaign was hard. At one point, campaign co-chairman Paul
Manafort blamed Hillary Clinton for the controversy, though he offered no coherent theory on how she could have orchestrated it. The controversy erupted on social media Monday night after her speech as sharp-eyed viewers expressed outrage over the speech’s similarities to the one Mrs. Obama delivered at the 2008 Democratic convention. It continued Tuesday as the Trump campaign’s explanation failed to mollify critics. McIver, co-author of some of Donald Trump’s books, said she offered to resign but the Republican nominee for president refused to accept her resignation. Facebook’s Messenger hits 1 billion users, after two years as standalone app
Facebook Inc’s Messenger has more than 1 billion users, the social media company said on Wednesday, making it one the world’s top three apps just two years after it was split off from Facebook’s main app, which is by far and away the most popular. Facebook now owns three apps with more than 1 billion users, underlining its global dominance in the mobile app arena, where it uses its vast user base to make money from advertisers. Its main Facebook app is the most popular, with 1.5 billion monthly active users, followed by Messenger and WhatsApp, the messaging service it bought in 2014. The closest rivals in
app charts are Google Maps and YouTube, both owned by Alphabet Inc’s Google, according to independent data. Those services do not disclose monthly user numbers for their apps. Facebook’s photo-sharing service Instagram is also quickly gaining users, reporting last month that it had more than 500 million app users. Facebook made Messenger a standalone app in 2014, forcing people to download a separate app rather than allowing them to continue using the private message feature on the main Facebook app. The move initially irked many users, but the app has quickly grown in popularity as the company has added myriad features to the app,
such as games. Facebook has aggressively moved to make Messenger an integral part of its business, by building chatbots - computer programs designed to simulate an intelligent conversation - inside the app, allowing business customers to message users directly. It has also launched a digital assistant, M, to some users in the San Francisco Bay Area that can help with tasks such as sending flowers and making restaurant reservations. Facebook said more than 1 billion messages are sent between people and businesses each month on Messenger, a number that has more than doubled over the past year, and that 18,000 chatbots have launched on Messenger.
Florida man brags about burglary on Facebook, lands him in jail A Florida burglar who posted a Facebook video bragging about a $500,000 jewelry haul has landed himself and one of his accomplices in jail, police said on Thursday. Officers from Pinecrest, Florida said they arrested Raderius Glenn Collins, 18, after he uploaded the video to Facebook on May 27. His friend, Marcus Terrell Parker, 27, was arrested after another burglary on June 9, police said. They are still searching for a third suspect, who is seen in the video in the passenger seat of the car flashing $100 bills to the camera. The video, which runs more than seven minutes long and has over 3,000 views, showed
the men bragging about their illegal earnings, exclaiming: “We got a safe” and “Can someone say check please?” The man in the driver’s seat makes sure the traffic light is still red and proceeds to proudly reveal his bag of cash to the camera while the other two men cheer. The burglars stole a safe from a home with jewelry valued at more than $500,000. Police say Collins and Parker later burglarized a second home and stole jewelry valued at more than $10,000 and a screwdriver that would later tie one of the arrested men to the burglary. One of the arrested subjects told police that he and the other two subjects sold the
stolen jewelry to a jewelry and watch shop and received $1,300 each in return. Michelle Hammontree, communications director for Pinecrest, told Reuters that the Facebook video helped police establish a link between the burglary and the jewelry store, where the suspects pawned their ill-gotten goods. The bag featured in the video is the same one given to the suspects at the store. “It was just one dumb decision after another,” Hammontree said. Police said that while they are seeking a third suspect in the May 27 burglary, it is unclear whether he had involvement in the second break-in.
Luxury home sales plunge in Long Island’s tony Hamptons Overall sales plunged by about half and home prices fell sharply in the second quarter in the toniest enclaves of the Hamptons, New York’s weekend haunt for the wealthy, as stock market jitters earlier in the year damped the appetite to buy. Total sales volume in East Hampton fell 53 percent from a year ago to $44.7 million as the median sale price fell 54 percent to $2.38 million, according to realtor Town & Country Real Estate. In Southampton, total sales fell 48 percent from the second quarter of 2015 to $45.3
million, with the median sale price falling 21 percent to $1.65 million, data showed. Only 12 homes were sold in East Hampton and 17 in larger Southampton, due to a lack of inventory and because sales typically lag when the stock market underperforms, said Judi Desiderio, chief executive at Town & Country. “This is just a shift of the needle that I expected because 2014 was a high cycle for the high end,” said Desiderio, who says luxury home sales in the Hamptons run in seven-year cycles. The stock market
surged 30 percent in 2013, with record sales in excess of $100 million set the following year. In the 12 submarkets that make up the Hamptons, sales volume slipped 18 percent from a year ago, with the median price falling to $999,000 from $1.1 million, Town & Country data showed. Sales in the Hampton submarkets of Shelter Island and Sag Harbor surged after several years of poor performance. The median sale price in Sag Harbor jumped 37 percent to $1.43 million, and 27 percent to $950,000 in Shelter Island.

Pokemon Go seen making billions for Apple Apple Inc stands to rake in $3 billion in revenue from the Pokemon Go craze in the next one to two years as gamers buy “PokeCoins” from its app store, brokerage Needham & Co said. Pokemon Go, the augmented reality game from Japan’s Nintendo Co Ltd, can be downloaded for free but iPhone users can use PokeCoins to buy additional features. A pack of 100 PokeCoins costs 99 cents in Apple’s app store, but the price can go up as much as $99.99 for a pack of 14,500. “We believe Apple keeps 30 percent of Pokemon Go’s revenue spent on iOS devices, suggesting upside to earnings,” Needham analyst Laura Martin wrote in a client note on Wednesday. Pokemon Go had 21 million active users in the United States alone as of July 18 less than two weeks after going live. The game, which has been rolled out in 35 countries, is also available on Android devices. Martin said Pokemon Go’s ratio of paid users to total users was 10 times that of Candy Crush, the hit game from King Digital that generated more than $1 billion of revenue in both 2013 and 2014. Uber reaches 2 billion rides six months after hitting its first billion

Uber [UBER.UL] hit 2 billion rides on June 18, CEO Travis Kalanick said in a Facebook post, six months after marking its first billion rides. The company, then, completed the same number of rides in six months as it did in the prior six years - due in part to its heavy spending to recruit drivers and passengers, which is made possible by more than $13 billion in funding from investors. Kalanick said that 147 Uber rides started at the exact same second in 16 countries to tie for the two billionth trip. The largest portion of those rides - 54 - happened in China, an indication of the company’s growth in that country, where Kalanick has also said Uber is losing more than $1 billion a year as it competes for riders. Uber is in 450 cities globally, up from 311 a year ago. Last month it raised $3.5 billion from Saudi Arabia’s sovereign wealth fund, part of a funding round that valued the company at $62.5 billion. Earlier this month, Uber secured a $1.15 billion leveraged loan, allowing the company to take advantage of historically low interest rates while keeping venture-capital backers happy by not further diluting their equity.
Southwest Airlines halts flights after technical outage Southwest Airlines Co has halted all flight departures temporarily as it works to resolve issues impacting multiple technology systems, a spokesman said in a statement Wednesday. Customers tweeted that they could not check in to flights on the No.4 U.S. airline by passenger traffic. Its reservations website, www. southwest.com, appeared to not allow booking or check-in and had a notice saying, “We’re working hard to get you where you want to be... Thank you for your patience.” Southwest spokesman Dan Landson said a team is working to resolve the issues that began Wednesday afternoon following an outage. It will take time before the budget airline resumes a normal operation, he said. Flight tracking website FlightAware.com showed that Southwest had delayed 157 flights so far on Wednesday, or about 3 percent of its operation. Systems were gradually coming back online, Landson said. The airline tweeted at 4:55 p.m. Eastern (20:55 GMT) that “flight status and check-in are functional in our site waiting room.” No further details were available.
Brazil’s top judge overrules suspension of WhatsApp service RIO DE JANEIRO — The chief justice of Brazil’s Supreme Court quickly struck down a lower court decision that had blocked the WhatsApp messaging service nationwide for several hours Tuesday, affecting almost 100 million users. Chief Justice Ricardo Lewandowski ruled on a motion filed by a political party seeking to have the Rio de Janeiro judge’s order thrown out. Early in the day, Judge Daniela Barbosa ordered the suspension because Facebook, WhatsApp’s parent company, would not help a police investigation. The app was suspended at 2 p.m. local time. Lewandowski ruled after the service had been blacked out almost four hours. Telecom operators said they were waiting to be notified formally so they could put the messaging system online in Brazil. In her decision, Barbosa said Facebook showed “total disrespect for Brazilian laws.”

A judge in the northeastern state of Alagoas blocked the app over a separate investigation in February, and WhatsApp was blocked in Sao Paulo for 12 hours in December by a judge in that region. After Barbosa’s ruling took effect, the website of the court where she sits went offline. The activist group Anonymous Brasil claimed it knocked out the site as a “protest against WhatsApp being blocked.”
Walmart Canada stops taking Visa at some stores in fee dispute Some of Wal-Mart Stores Inc’s (WMT.N) Canadian locations stopped accepting Visa Inc (V.N) credit cards on Monday, the retailer said, after it failed to reach a deal over what it called “unacceptably high” fees. In a rare example of negotiations between a major retailer and credit card company spilling out in public, Walmart said last month it had been unable to agree with Visa on an “acceptable fee” and would no longer accept the company’s credit cards unless it got a better deal. The decision to stop taking Visa in three stores in Thunder Bay, Ontario, will eventually be mirrored across the more than 370 outlets in the country, Walmart Canada said in a statement on Monday, though it did not give details. The decision will not affect stores outside Canada, the company said. A spokesman added that Walmart was “optimistic that we will reach an agreement with Visa.”

The island of Grand Turk became a buzz of activity on Saturday evening as scores of persons assembled at the Pond Street Clock Tower in preparation for the motorcade and ceremony hosted by the Delano Williams Foundation. Although, Delano was absent on instructions from his coaches and medical team who warned against the long travel from the United Kingdom which no doubt would have played havoc on his body, it was a celebration fit for a star, and rightfully so, as the community of Grand Turk believes that Delano deserves every bit of the accolades showered upon him. Delano William’s Turks and Caicos Golden Boy, First Olympian, A Trailblazer, A Mentor, A Role Model, Game Changer; these were just some of the names that speakers described this young man who has gone where no other person in The Turks and Caicos has ever been. Every time the Mistress of Ceremonies, Ms. Lynette Thomas said the name Olympian, she beamed with pride and blushed as she said she couldn’t believe she actually was saying the word in the context of a Turks and Caicos Islander. She said “I
have to get used to saying it”. The evening kicked off with a moving and electrifying prayer for Delano by Apostle Dr. Ruth Ariza, who had the crowd on their feet and all fired up. She ended by saying that she is going to do all in her power to attend these championship to witness history in person. The motorcade travelled throughout the streets of Grand Turk with bystanders coming out every corner waving their flags in jubilation. You could see the pride on so many face from the adults to the children, who were all in awe of the excitement and the honour that was bestowed on this man who is nothing but a true Ambassador for the Turks and Caicos
Islands and one who has opened the door for them to just follow him. At the Parade Grounds there was a number of speakers included the Acting Governor, Her Excellency, Anya Williams, Hon. George Lightbourne, Hon. Sharlene Cartwright-Robinson, Mrs. Rita Gardiner, Chairman Delano Williams Foundation and Ruth Barton, Delano’s Mother. It was evident they were all in agreement that Mrs. Gardiner played a very vital role in Delano’s journey and they all showered praise on her for staying the test of time. Delano spoke
via Voice note to the crowd, and he too credit Mrs. Gardiner for staying with him from the part she played in getting him to the last Olympic Trials in 2012 and she never gave up, she was right there with him through it all. The night ended with Rev. Montel Archibold and Pastor Sharon Plasmond along with the crowd in an electrifying prayer before family members, friends, athletes and wellwishers joined in an exhibition Relay in honor of Delano’s Race. Persons were heard echoing the sentiments “What a celebration! What an honor!”
Ifeanyi Otuonye wins gold
Ifeanyi Otouonye recently won a gold medal at the NACAC U.23 Championships in El Salvador. The TCAAA is much appreciative of this young man who has shown determination with his hard work and zest to win.
Earlier this month Ifeanyi also participated in the British Olympic Trials but wasn’t successful in meeting the qualifying mark , although coming in 2nd. “The TCAAA sends much love to this humble young man who continues to make the

25th Annual Fools Regatta
June 18th 2016 saw one of the oldest running events in Providenciales kick off for their silver anniversary! From its humble beginnings 25 years ago on Sapodilla Bay, the Fools Regatta has grown into the Summer Festival of the year. And the name suits their light-hearted approach to racing, for the most part! The Regatta features two divisions sailing on two separate race-courses for the big boats & traditional sloops. This year saw a really good attendance from big boats and traditional sloops from all over the island. Big thanks to you guys as the sight of larger boats weaving in and out of the smaller dinghies is one to make even the hardiest landlubber say “Wow” with a great big smile! There are many different races & prizes are up for grabs in the ever expanding small boat divisions of Hobie Cat, laser Pico & now the
Olympic Class Laser Trophy, med after the Wine Cellar, in honour of the huge contribution that Gilley’s Enterprises made to the sailing association in 2016. The smaller boats race right off of Regatta Central in the Bight Park, and the bigger boats race a course than runs down the length of Grace Bay. A great day was had by all & some new winners (young and old) were added to the existing trophies as well as our brand new Conch Themed Laser regatta Trophy, this year won by Tarick Germeil. Notable victories by our up and coming youth sailors were by jay Scott who took home a few medals & Grace Bay Mdical Trophy winner Grace Reaston brown! Keep your eyes peeled for these two names & many more including 2015 Green Fleet National Champion may Wilson in the months to come, with the arrival of a totally new & refreshing class of boats
to add to our fleet. We decided to name the Laser Trophy after the Wine Cellar, who have played such a crucial part in our fund raising & support in 2016. We cannot honestly thank Gilley, Desmond, Tony and their whole team enough for the huge contribution they made just weeks ago to the sailing association. This year, the first name on the trophy goes to Tarick gerbil, who has also made his mark internationally, along with a team of other youth sailors who made some trips to the Bahamas earlier in the year for their National & Youth olympic Regattas, and scored some impressive results! A special mention must go for the Raft race as 2016 & our 25th anniversary saw well over 15 entries to this years race. A record, certainly for the last number of years & it was largely down to our official raft race sponsor, the “Do-It Centre” and Sailing Association President David Douglas, who worked tirelessly to get all of the raft race kits ready on the beach, to make it easier for people to enter. David recognised that in recent years, it has proved more & more difficult to get groups to commit to building a raft from scratch in the lead up to the event : Everyone is busy & running their own shows, so we decided to provide the kits this year... And what a success! The race saw so much colour, smiles & community participation, it was a genuine pleasure to watch!
Congratulations and thank you to all teams who took part, especially to Big Blue Unlimited who were the ultimate victors. The Tug “O” War was also a cracker this year, as there was a good ole showdown between Bahamas, who sent a strong team of 15 visitors to Provo for the event! Joined by many friendly T.I’s, residents & tourists alike, we had at one stage about 20+ “athletes” on each side of the rope! What fun it was & if I say so myself it was Turks & Caicos, after an initial spanking by team Bahamas, who came off victors by 2 wins to 1! The Fools Regatta is such a fantastic island event & it really sees all sides of the community come together for one big fun day in the sun. None of it would have been possible without all of the many volunteers and sponsors who helped make the day such a great success. Prosecutors to appeal Pistorius’ 6-year jail sentence JOHANNESBURG — The South African prosecutors’ office said Thursday it will appeal against Oscar Pistorius’ six-year jail sentence and seek a longer prison term for the double-amputee athlete, who was convicted of murder for shooting girlfriend Reeva Steenkamp. Calling the sentence given to Pistorius by a judge on July 6 “shockingly too lenient,” the National Prosecuting Authority announced it would file appeal papers on Thursday — the day of the deadline to appeal. Pistorius was convicted of murder for shooting Steenkamp in his home in 2013, but only after an appeal by prosecutors. He was initially acquitted of the charge and found guilty of the lesser offense of manslaughter, and served one year in prison. The latest decision to appeal by prosecutors prolongs the threeand-a-half legal case of Pistorius, a multiple Paralympic world champion and the first amputee athlete to run at the Olympics. He shot Steenkamp multiple times through a toilet cubicle door in his home in the pre-dawn hours
of Valentine’s Day 2013. Pistorius testified that he killed Steenkamp by mistake, thinking she was an intruder hiding in the bathroom. Prosecutors said he shot her intentionally after an argument. “We respectfully submit that the sentence of six years imprisonment, in all the circumstances, is disproportionate to the crime of murder committed,” the prosecuting authority said in Thursday’s statement announcing its intention to appeal. “That is to say, shockingly too lenient, and has accordingly resulted in an injustice and has the potential to bring the administration of justice into disrepute.” Prosecutors had sought 15 years in prison for the double-amputee Olympic athlete, the prescribed minimum sentence for murder in South Africa, but a judge said there were compelling circumstances in Pistorius’ case to give him a lesser sentence.
