The PDM together with the country mourns the loss of Education Icon, Louise Garland Thomas who passed away earlier this month. As this we mourn and lay this giant of a lady to rest, we pause to recognize her national contribution to the area of education and national service generally. The Late Mrs Thomas had an education career that spanned over 40 years with teaching stints in several Islands, Principal stints of two Government High Schools, first female Education Officer for private schools, following that post, Education Officer for High Schools and also the CXC

National Awards Committee. Government reviewing service charge payment practices in tourism sector The TCIG has commissioned a Service Charge Review Committee comprising members from both the private and public sectors to examine and collate information received from owner, worker and employer groups operating within the hospitality industry on the management and distribution practices regarding service charges. The call for information will initially focus on the hospitality sector, a very important part of the economy, as the existing Service Charge Ordinance prescribes operational parameters solely for that sector. Currently there is a legal

requirement for any entity that levies a service charge to hold a register of such payments collected during the month and to distribute the amounts collected in equal shares or using a formula approved by the Minister for Finance to all employees. Most importantly, the legislation obtains that not less than 60% of the total service charges paid by customers or guests is payable to the employees of the collecting establishment. During the months of July and August 2016 a survey will be publicly distributed to obtain anonymous feedback on industry practices. The Service Charge Review

Committee also intends to conduct interviews of a representative sample of stakeholders in the industry to gather a wide range of openended, qualitative data. Information gathered will be held in the strictest confidence. It will be analysed, providing the Government with empirical findings on industry norms, and any necessary intervention that may be required to improve the management and transparency of these payments. “Service Charge” is defined in the Service Charges (Hotels and Restaurants) Ordinance as “any amount of money charged over and

above the price of accommodation in a hotel, or the selling price of a meal or intoxicating liquor or beverage purchased by a customer, for service to a guest or customer in a hotel or restaurant, but does not include any tax required to be paid under any Ordinance.” While the Ordinance does not specify a rate, most establishments levy the Service Charge at 10%. The Government is appealing to the public to participate in this fact finding exercise; moreover, to practitioners within the hospitality sector to whom the service charge directly relates.

Mother and daughter escape truck explosion

The red truck which exploded in flames on Leeward Highway By Todeline Defralien A mother and daughter were very lucky to walk away with no injuries from a truck explosion. This incident took place on Tuesday July 26th, on the Leeward Highway in Providenciales where a red truck

exploded in flames. The mother/driver of the red truck told The SUN, “As I approached the FirstCaribbean roundabout a red light came on that looked like a sort of warning. By the time I went up the hill and when I got up to the top of the hill I realised that the brakes were

tight and I couldn’t stop. I put it (the truck) in neutral and then I was able to stop and got out with my daughter.” She added, “By the time that I got out, I noticed it (the truck) started smoking heavily and there were sparks coming from the front of the hood. I

started flagging down persons and thankfully a tourist stopped and helped me and so I called 911 and by that time it was already engrossed in flames.” The mother and daughter were very thankful to have made it out of this incident without any injuries.

The funding was earmarked to purchase mosquito nets for our vulnerable Populations such as pregnant women, the elderly. In addition, the Government said it would bulk purchase mosquito repellents which would be distributed to the above mentioned vulnerable group’s households throughout the

islands. The Department of Environmental Health will also be purchasing additional fogging machines and several hand-held industrial fogging machines which would permit more effective fogging operations throughout the islands, particularly within communities and areas which are not easily accessible with vehicles. Many people infected with Zika virus won’t have symptoms or will only have mild symptoms. The most common symptoms of Zika are fever, rash, joint pain, conjunctivitis (red eyes), muscle pain and headache. Zika is usually mild, with symptoms lasting for several days to a week. People usually don’t get sick enough to go to the hospital, and they very rarely die of Zika. For this reason, many people might not realize they have been infected. Symptoms of Zika are similar to other viruses spread through mosquito bites, like dengue and chikungunya.

Statement on Armed Force Recruitment in TCI By Michael Misick The Turks and Caicos Islands is in need of Boarder Defense and all efforts should be on establishing a TCI Defense Force where our young men and women can serve with honor and defend the land that they love. The audacity of the British Armed Forces to attempt to recruit young Turks and Caicos Islanders is mind boggling. The recent registration drive is a stark reminder that we are still under the curtains of a colonial power whose ultimate goal is to drain every resource from us to bolster their failing nation. Britain is a colonial power and a colonial power that has to be

seen for what it is. The UK never supported our efforts to establish a Turks and Caicos Olympic team but they had no issues taking our best athlete to be a part of theirs. In times gone by the British took natural resources including cotton, sugarcane and coffee back to Mother England but now they have returned to take our people. This latest move by the UK is in my view an effort to trick our young men and young woman to shed their blood on the battlefields of Iraq and Afghanistan in a jihad while fighting for a country that does not love them and for a cause that will never be theirs. Racism in the British Army is serious and it is no secret. Just

This man, who served in the British army for seven and a half years, did two tours of duty in Afghanistan and lost his hearing on the battlefield, has a fractured spine and lost 11 of his colleagues in the war but he was mocked at the remembrance day ceremony simply because he stood to attention to pay respect to his fallen comrades. Imagine after all the years of service, after carrying the bodies of his friends and fighting to the death to defend Great Britain this man was mocked and ridiculed because of his skin colour and guess

what, he is not even a very dark skinned man. Parents do not allow your children to be sacrificed for a cause that is not your own. We have our own issue in the TCI and cannot afford to lose any more good people. In this small nation where everyone is family, we should never have to line the streets of the airport to see the bodies of our beloved hauled from the cargo hold of a British jet while the British Generals sit at home and enjoy Sunday tea. Collection and display of business licence certificates The Revenue Department (RD) hereby reminds the general public that Business Licence Certificates are available for collection at the various assigned Revenue Department Offices. Premier pleased with CJ’s ruling on 12-storey buildings

Premier Dr. Rufus Ewing is pleased with Chief Justice Margaret Ramsay-Hale’s recent ruling in favour of allowing 12-storey buildings to be constructed in Turks and Caicos Islands, but he’s unhappy with how much it costs government to fight the case. On receiving the judgment, the Premier said: “While this is a victorious day for the Government and indeed the people of these islands, who have waited long enough and are deserving of the many opportunities that development brings, I must also register my displeasure with the amount of resources that have been usurped to fight a review that was undertaken against the wishes of the masses of the people.” He added: “My government, from coming to office, has continuously been faced with having to flush much needed resources fighting these types of vain attempts to thwart the progress of a people. These resources could have assisted the government with other critical programs for social services, education and policing and that is a great disservice to this country.” The nearly year-long dispute arose amidst the announcement by Cabinet that it had made amendments to the planning policy to increase the permissible height of apartments, condominiums and hotel buildings and increasing the density of the number of bedrooms per acre and based on the

be formed as soon as possible, chaired by the Director of the Premier’s Office, to take forward proposals, including considering possible private sector collaboration. They noted that it would be necessary for the AG to consider the need for some data protection legislation. Members of the Council also discussed the radar detection centre, and the need to collaborate with the RTCI Police Force, especially after the acquisition of new high-speed vessels, and

possibly drones, for the protection of TCI’s borders. The Council agreed to recommend to Cabinet that, to ensure as effective a detection unit as possible, members of the existing team should be transferred to become members of the Police staff under the direction of the Commissioner once the appropriate administrative steps have been taken. The Council will invite members of the wider NSC Advisory Group to a meeting soon in Providenciales.

Kendall Dean Sentenced to three years

On Tuesday 27th July 2016, 20-year-old Kendall Dean of Blue Hills Providenciales was sentenced to three (3) years imprisonment by the Supreme Court after he pleaded guilty to two (2) counts of Handling Stolen goods. It was on the evening of Thursday 31st December 2015, a complainant reported to 911 that

she was robbed at gunpoint by an unknown male in the area of Dako Yard in Blue Hills. Police were dispatched and investigation began. Taken from the victim was a handbag containing her cellular phone and other items. On Saturday 2nd January 2016, during a stop and search on Mr. Dean, a cellular phone

matching the exact description given by the victim was found in his possession. He told officers that he had just bought the phone from an unknown Haitian man. As a result, he was arrested and was formally charged and cautioned on Wednesday 18th January 2016 for Robbery and Handling Stolen Goods. The charge of Robbery was withdrawn.

Jitney Driver arrested for wounding

On Friday 29th July 2016 Investigators of the Royal Turks and Caicos Police have arrested a 40-yearold male for wounding Investigators of the Royal Turks and Caicos Police are investigating the report of a stabbing that occurred on Tuesday July 26th,

2016. The complainant reported that around 6:13 p.m. on that date, he caught a jitney from Gracebay to Down-Town, Providenciales. He offered to pay the driver $2 (two dollars) for his service but the driver

refused it and requested to be paid $3 (three dollars) instead. After the complainant explained to the driver that is all the money he has, an argument ensued which resulted in a fight. During the fight, the driver stabbed the complainant in the throat

and fled the scene. As a result, police officers visited the scene where the victim was met and taken to the Cheshire Hall Medical Centre where he was treated for non-life threatening injuries and later discharged.

Major investments were recently made on North Caicos and Grand Turk. Upcoming planned investments in utility-scale solar energy by way of a recently signed MOU with the Rocky Mountain Institute - Carbon War Room will also serve as a support for the development of renewable energy projects across several islands including Salt Cay and South Caicos. On Grand Turk, $3.2 million dollars has been invested in necessary infrastructure upgrades at the energy plant in South Base. The project awarded through tender to local contractor Rolle Construction includes the demolition of an old building that formally served as a part of a U.S. Military Base. At the time, the demolition created at least 12 jobs that included training provided by a U.S. Company headquartered in Florida named EE&G Environmental Services, LLC. The training imparted knowledge

and new skill sets on the handling and disposal of hazardous material to all persons assigned to the project. Phase two includes the construction of a new multipurpose building to house a workshop, personnel offices, and storage space, and is expected to employ up to approximately 20 persons during construction. Work will begin on August 1, 2016. Investments on North Caicos totalling nearly $1 Million for a substation, generation, and related infrastructure project, will help to increase reliability to customers in North and Middle Caicos. The project was completed in July 2016 by local contractors Charlie’s Construction responsible for the civil works, and TC Industrial responsible for all Mechanical Electrical and Plumbing (MEP) work. Other upcoming projects include the relocation of the submarine transmission cable at Heaving Down Rock in Providenciales and the introduction of 1 Mega Watt (MW) worth of utility-scale solar energy installed across the FortisTCI service territory. President and CEO of FortisTCI Eddinton Powell

said, “Investments such as these are critical to the development of a world-class electricity service across the Turks and Caicos Islands. The North Caicos substation and generation project, together with the relocation and upgrade of the submarine transmission cable [which is currently susceptible to frequent damage by passing boats] are a part of the Company’s long-term plan to produce significant renewable energy in North Caicos and will eventually connect all the way to South Caicos.” FortisTCI Limited (FTCI) is a wholly owned subsidiary of Fortis Inc., and is the sole provider of electricity in Providenciales, North Caicos, Middle Caicos, South Caicos, East Caicos and adjacent Cays. In August 2012, Turks and Caicos Utility Limited (TCU), which is the sole provider of electricity on the Islands of Grand Turk and Salt Cay, was acquired by FTCI. Together the two companies serve more than 14,100 electricity customers in the Turks & Caicos Islands archipelago. Premier Ewing signs historic agreement with PAHO The Premier and Minister of Health, Agriculture and Human Services, Dr. The Hon. Rufus W. Ewing will be leading a delegation to Washington DC this week to participate in two important meetings. Premier Ewing will meet with his other Caribbean UK Overseas Territories Ministers of Health at the Pan American Health Organization/ World Health Organization (PAHO/ WHO) Headquarters in Washington DC for an intense two days of meetings to advance the Multi-Country Strategy for the advancement of health care that was endorsed by the UKOT Ministers of Health in July 2014. This is the first time that a multi-country strategy for technical cooperation has been developed to the benefit of the six Caribbean UKOTs of Anguilla, Bermuda, British Virgin Islands, Cayman Islands, Montserrat and the Turks and Caicos Islands. The strategy will focus on three priority areas addressing health and the social determinants of health in alignment with the national health plans of the UKOTs and Sustainable Development Goal (SDG) #3 – “Ensure healthy lives and promote well-being for all at all ages”. Premier Ewing will address the delegates on Thursday July 28th by giving an overview of the PAHO/WHO strategy for technical cooperation. A key discussion will also

take place on mental health and the incorporation of mental health care in primary health services. The Premier is joined by Acting Permanent Secretary in the Ministry Health, Agriculture and Human Services, Mrs. Tamera Robinson and the Director of Health Services, Dr. Nadia Astwood. On Friday July 29th Premier Ewing will meet with representatives of the U.S. Department of State for Energy to engage in high level discussions on renewable energy and opportunities for pilot projects being launched in the Turks and Caicos Islands. This is in keeping with the Government’s commitment to pursue initiatives for climate change adaptation and mitigation which is being led by the Cabinet appointed Climate Change Committee. Discussions will be held under the umbrella of the Caribbean Energy Security Initiative that was launched by US Vice President Joe Biden in June 2014 and the commitments made by stakeholders at the January 2015 Caribbean Energy Security Summit that was hosted by Biden at the Department of State. These commitments included improved support for policy reform, improved donor coordination and increased access to investment towards the overall goal of comprehensive energy diversification to facilitate the

introduction of cleaner forms of energy in the Caribbean. The specific support areas provided to the Caribbean are through improvement in governance, facilitation of development of cleaner energy sources, development of collaborative networks on clean energy, financial support for clean energy projects, increasing energy efficiency and expansion of access to electricity, information and technology. Among other initiatives, the US Department of State is currently supporting technical assistance in St. Kitts and Nevis for the development

of their geothermal resources and the U. S. Department of Interior, along with State is assisting Jamaica with the development of commercial renewable energy on public lands. The Premier will be joined by the Director of the Office of the Premier and Chair of the Climate Change Committee, Ms. Althea Been and the Energy and Utilities Commissioner in the Energy and Utilities Department of the Ministry of Infrastructure, Housing and Planning, Mr. Malike Cummings. Ministerial statement by Premier Hon. Dr. Rufus Ewing Mr. Speaker I would like to take this opportunity to congratulate The Rt. Excellent Theresa May on her appointment as the new Prime Minister of the United Kingdom and Territories and likewise The Rt. Hon. Boris Johnson as the new Foreign Secretary for Foreign and Commonwealth Affairs and Baroness Anelay as the Minister with responsibility for the Overseas Territories. Mr. Speaker as Premier I had the pleasure of hosting the Premiers of Bermuda, the British Virgin Islands, the Cayman Islands and Montserrat; the Chief Minister of Gibraltar, the elected representative of the Falkland Islands and the Minister for Social Development of Anguilla, for a PreJMC Meeting last week in the Turks and Caicos Islands. Our discussions were wide ranging and fruitful and we reached consensus on our priority issues to be discussed at the Joint Ministerial Council Meeting at the end of October this year. Mr. Speaker one of the main items on the Pre-JMC agenda was that of the Challenges and opportunities for the Overseas Territories following the UK’s referendum result to leave the EU. We have agreed that we would engage collectively with the Secretary of State for Exiting the European Union, David Davis MP and the Secretary of State for International Trade, Dr. Liam Fox MP and the Constitutional Group in the Cabinet Office and Leaders would also schedule bilaterally meetings with the relevant Secretaries of State. Mr. Speaker the Leaders also discussed the various infrastructural and development needs of their respective territories under the umbrella of Sustainable Economic Development. We discussed how HMG can assist the Overseas

Territories in attracting investment for infrastructure development, such as airports and seaports. Mr. Speaker the various health challenges that exist in our territories were discussed especially in relation to access to the UK NHS for tertiary level care, mental health, procurement of drugs and medicine and the Zika epidemic that is plaguing our region and ways in which HMG can support the territories. Mr. Speaker all of the Leaders felt that given the circumstances following Brexit, now is an appropriate time to re visit the Overseas Territories White Paper 2012 and our future partnership, and in that vein among some Territories there is a wish to undertake a Constitutional Review. Mr. Speaker given the importance of child welfare to all territories, the Leaders of the Overseas Territories present at the Pre JMC agreed to seek approval from their Governments to sign, at the JMC, the Memorandum of Understanding and Roadmap, for the purpose of more effective safeguarding of children, as proposed by the Falkland Islands. This Memorandum clearly demonstrates our commitment to the highest standards and systems for the protection of our children. Mr. Speaker, this memorandum of understanding will be presented to our Cabinet next week for positive consideration so that the TCI can be among those territories signing the MOU in October. Mr. Speaker these issues among others would be the subject of discussion when the OT leaders meet in London in October at the JMC with the new UK Ministers. Mr. Speaker and fellow Turks and Caicos Islanders, as stated in the Ministry of Health Press Release on Saturday and my press statement yesterday, on July 24th my Public

The Ministry of Health is working with the Caribbean Public Health Agency (CARPHA), PAHO and UK IHR on the investigation of these cases. The Environmental Health Department and Public Health Disease Surveillance Team of the Ministry of Health has stepped up its surveillance activities and has been working with the persons infected with the Zika virus to ensure that the risk of in-country transmission is reduced. Mr. Speaker, while we all know that this event was inevitable I

am urging all residents of the Turks and Caicos Islands and visitors to these islands to remain calm. We are focusing our efforts on reducing the possibility of or the impact of incountry transmission of the virus. The most significant health impact is related to the microcephalic birth defect and the neurological Guillain Barre’ syndrome that is sometimes associated with the infection. Mr. Speaker, this is why the Ministry of Health and IHC has from the onset of the regional epidemic been encouraging pregnant mothers to take the necessary precautions such as use of mosquito nets (which are being provided by the health department), use of mosquito repellents, wearing of long sleeve shirts and minimizing exposed body areas as ways to reduce mosquito bites, and also encouraging persons to help reduce the mosquito population in and around their homes by cleaning up their yards and removing all catchment containers and derelict vehicles that can hold water as methods of reducing mosquito breeding. Mr. Speaker the infected female Aedes aegypti mosquito is the only one that bites and can transmit the zika virus and others such as the dengue virus, yellow fever and Chikungunya fever and it does so nocturnally. Mr. Speaker it is with this knowledge in mind that much debate is now ongoing about the introduction of genetically modified Ades Aegypti mosquito as a means to control these diseases. Mr. Speaker this may be a viable option for the TCI as other OTs are also considering such methods, but until such time that these methods are approved the Environmental Health Department will continue its fogging activities where necessary and country-wide cleanup campaigns will also continue.

Art Robinson’s credibility shattered in SIPT trial by Hayden Boyce Publisher & Editor-in-Chief The credibility of former Parliamentarian Arthur “Art” Robinson was severely shattered when he recently gave evidence in the Special Investigation and Prosecution Team’s (SIPT) corruption trial. The self-inflicted wounds to his trutfulness came while the former People’s Democratic Movement (PDM) Appointed Member in the House of Assembly was being questioned in relation to a development at North West Point in Providenciales, in which he was a major player, although he was never charged. The credibility issues emerged first in relation to a $15,000 payment which Robinson received, and secondly in relation to obvious differences in what he said in court compared to what he told SIPT in a taped interview and in a statement. In direct examination, Prosecutor Andrew Mitchell, QC, showed Robinson a June 27th, 2005 letter which he wrote to former Minister of Lands Galmo “Gilley” Williams advising that approval was granted by Temple Finance Group for $6million in relation to four parcels of land at North West Point. He then said that in May 2006, he was given a number of cheques to countersign; including one for Tim Smith for $500,000, another for $1million to Stanfield Greene; $1.8million to Alliance Realty; $1million to Samuel Been; $1million to Earlson Robinson and $1million to Quinton Hall. Robinson told the court that when he signed the cheques it was “a surprise” to him because he thought the property at North West Point was to be developed. He went on to say that he recognised the names before he signed the cheques, but noted that initially he could not relate all of the cheques to the various individuals until clarification was provided to him by Melbourne Wilson. He said there were normally due diligence instructions from a law firm or the holder of the account before cheques were signed, but that on this occasion he had no idea who was the client. After the cheques were signed, he added, he had a conversation with Melbourne Wilson and they discussed what happened and Wilson told him that the participants in the development wanted to sell their interests. “I wanted to know what happened in regards to the sale as opposed to the development,” Robinson added. He told the court that the only person who did not sell their interest and remained in the deal was Lynn Campbell, former Permanent Secretary in the Ministry of Natural Resources. Robinson testified that on May 24th, 2008, a $15,000 cheque from Alliance Realty was paid to him after he spoke with Melbourne Wilson. He added that initially, McClean Robinson Realty was going to be the agents for the development at North West Point and be responsible for the sales and marketing, but after the sale of the land occurred, Melbourne Wilson told him that Jeffrey Hall appreciated their efforts and wanted to

show his (Hall’s) appreciation by giving him the $15,000 cheque. Robinson said he told Wilson that the cheque should not have been paid to him personally, but Wilson told him that Hall wanted Robinson to benefit personally. Robinson said he nevertheless accepted the cheque and kept 75 percent of the money and gave his company the other 25 percent by way of a cash deposit. He noted that agency fees are normally 6 percent on developments and 10 percent on land. In response to the final question from the prosecutor, Robinson said that if he was party to the sale of the completed condominium development at North West Point, he would have made “several million dollars”. Under cross-examination by Queen’s Counsel Earl Witter, the lead lawyer for Floyd Hall, Robinson said his memory was never faulty. He said that the interview that he gave to SIPT and the separate statement he gave them could not be remembered wordfor-word. In relation to the oral exchanges he had with Wilson, Robinson said he was relying on his memory. “I never anticipated that I would be where I am (in court) today, so there was no need to record the casual exchanges,” he told the judge. “But everything that I said in my statement (to SIPT) and in my evidence is what transpired.” Robinson said he was approached by SIPT investigators and asked questions and he answered as best as he could. He said the officers came to his office and asked him about an interview and he told him he had to contact his lawyer Conrad Griffiths, QC. Robinson added: “Initially I had fears and apprehensions because accusations were made against me by SIPT and I had to defend myself because I did nothing wrong to be charged.” Robinson explained that suspicion was being cast that he “orchestrated whatever transpired”, so he had to defend himself and gave SIPT an interview about a week after they came to see him at his office. He said he went to SIPT’s office alone and gave them a recorded interview which lasted for about 45 minutes, instead of a written statement. Witter asked Robinson several times if he was a suspect in the case and he denied it on each occasion. He said he doesn’t remember being cautioned on May 9th, 2011 by Inspector Earl Brown or Constable Allan Siddall (now deceased). However, Witter stated that since the interview was done in accordance with the Judges’ Rules, Robinson was a suspect. Witter also asked Robinson if the evidence he gave the court was “tainted by political bias” and he said no. Robinson said he was asked by SIPT if he benefitted financially from the cheques he signed and he told them no, and “it’s true to this day”.

The Ryesha Higgs Summer Dance Intensive gains great local support The Ryesha Higgs Summer Dance Intensive gained great support from the community of Turks and Caicos Islands. The event was hosted for a week through Sunday July 24th – Sunday July 31st with kids ranging from ages 6-8 and age 9-16 at The Stargazer Villa Studios in Providenciales. The dance classes includes: Ballet, Pointe, Horton, Jazz, Hip Hop, Body Conditioning, Stretching and more. In an interview with The SUN, Higgs said, “I wanted to give the young girls and boys of the Turks and Caicos Islands the experiences that I’ve had as a young dancer who has studied abroad at summer intensives as well as professional year programs. I felt that it was going to be a very enriching process for them to be able to dance different techniques throughout an entire day, to learn different steps, and different movements. A lot of the students are beginners so for them this is a

first time experience which I think that they’re going to take a lot from.” She said it feels great to be back home and she always wanted to find a way to give back her artistic education to the young people of the Turks and Caicos Islands and also the community at large. She added, “A lot of the kids are really enjoying the classes. Itt’s different but they’re having a lot of fun. I think it’s really a different experience for them and it’s also great that for many of them. It’s not like they’re part of something that has advance dancers and beginners. For the majority of them this is their first time dancing and so they’re able to experience together and learn together, build together and I think it’s developing friendships and it’s allowing people to meet each other which I personally enjoy.” Higgs has plans of opening a performing art school here in the Turks and Caicos Islands; not only for dancers but for musicians as well as well as actors and

individuals that wants to get involved with theatrics, musical theater, videography and everyone that has an artistic inclination to develop the skills that they have. Higgs is very satisfied and grateful for the turn out and support from the community and it shows her that a lot of the young people in TCI do want to develop new skills and explore their talents if they are given the chance to do so. Ryesha Higgs grew up in the Turks and Caicos Islands and moved to New York City at the age of sixteen to live on her own and pursue dancing professionally. She danced for a year at the Alvin Ailey American Dance Theater, The Ailey School of professional division, from there she moved on to enroll in University and just completed her first year at University as an Honours Biology major which a potential interest in pursuing medicine and also is in the Professional upper school division program at the dance university of Hallam.

The Ministry of Infrastructure, Housing & Planning host FIDIC training The Ministry of Infrastructure, Housing & Planning through the Human Resource Directorate & the Deputy Governor’s Office hosted an International Federation of Consulting Engineers (FIDIC) Contracts Workshop for TCIG Staff, Statutory Bodies, as well as Contractors and Consultants. The Training was held from July 14 – 21, 2016 at the LIFE Center in Grand Turk and facilitated by the Joint Consultative Council (JCC - a full member of FIDIC) from Trinidad and Tobago in collaboration with FIDIC and ECV an accredited by FIDIC Tutors, Winston Riley Fapett, Civil Engineer (with almost 50 years experience in T&T in the fields of hydraulic structures, highways and roads) and John Dowse, a Chartered Civil Engineer. The JCC is currently the only organization authorized by FIDIC to facilitate and present FIDIC Contract training in the Caribbean Region. Participants of the Workshop were attendees from MIHP, Department of Planning, Department of Public Works, Department of Energy & Utilities, Estates Management, A. G. Chambers, Airports Authority, Internal Audit, SPPD, Procurement and Contracts, Olympic Construction and BCQS. The interactive course covered the FIDIC Short Form of Contract

(green book), the Conditions of Contract for Construction (red book) and Conditions of Contract for DesignBuild (yellow book). The training included: risk analysis, selection of the appropriate contacts, responsibilities of the employer, engineer and contractor. Commencement of procedure, extension of time, suspension, taking over certificate, defects period & performance certificate, variations, evaluation, measurement, termination of employer and or contractor, risks and responsibilities, insurance, force majeure, contractor claims, workmanship contractor claims, disputes, amicable settlement, were also discussed in depth. Trainees delved into an in-depth view of contract and administrative management of these FIDIC contracts and the management of claims, in particular, FIDIC risk allocation, project risk management, causes of claims, employer’s claims, contractor’s claims, engineer’s claims, engineer’s determination, employer’s entitlement, justification of time claims, prolongation and disruption of claims and the establishment of the dispute adjudication board (DAB) etc. and much more. The Workshop Graduates learned much and were commended by the facilitators as being their

most interactive group to date and were encouraged to put what they have learned into practice to improve, execute and promote TCIG’s sustainable development of The Turks and Caicos. The TCIG determined that

24 hours of democracy in action and its impact on TCI and other overseas territories The Governor, Peter Beckingham, welcomed leaders from seven of the UK’s Overseas Territories for lunch at Waterloo on 21 July. Commenting on the visit of Territory leaders to TCI, the Governor said, “I was delighted and honoured to have the opportunity to welcome to the Turks and Caicos Islands on 20 and 21 July the Premiers, Chief Ministers and Ministers from no less than seven Overseas Territories: Anguilla, Bermuda, BVI, Cayman Islands, Falkland Islands, Gibraltar and Montserrat. This is also a big honour for TCI, and a tribute to the work of many people here. The Territory leaders were in TCI to prepare for their annual meeting with the FCO’s Minister for the Overseas Territories and her ministerial colleagues at the Joint Ministerial Council which will be held in London in October.

“I was able to forward to Premier Ewing on the first day of the meeting a letter from the new Minister for the Overseas Territories at the Foreign Office, Baroness Anelay. In addition to her existing responsibilities as Minister of State for relations with a range of international organisations, the Minister has taken on this additional role for working with the Territories and will chair the Joint Ministerial Council meeting in London. “I was able to talk informally with the Territory leaders about the wider changes which have taken place in the UK recently. The biggest development has been the vote in the referendum in favour of leaving the European Union, closely followed by the appointment of a new Prime Minister, Theresa May. The Prime Minister has in turn made a number of major changes to our Cabinet,

including a new Foreign Secretary (who I had the privilege of working with in India on two visits he made as Mayor of London) and Chancellor of the Exchequer. “It is too early to predict what these changes signify for Turks and Caicos and the other Territories, but Baroness Anelay was at pains in her letter to Premier Ewing to underline the continued commitment of the UK Government to the Overseas Territories, as well as to involve them in the preparations for negotiations for the UK to leave the EU. “I was in London in July to attend meetings with other Governors and Ambassadors in the Foreign Office shortly after the referendum. It is clearly going to be a major task for UK Ministers and officials to prepare the groundwork for the UK’s exit from the EU. But Cabinet Ministers, the

Cabinet Secretary and officials all left no doubt that this was a challenge which can be met, and provides opportunities to raise the profile of the UK globally. They were also equally clear that the Territories and Crown Dependencies like Jersey and the Isle of Man will continue to be a part of the new structures of trade and services which emerge from international negotiations. “As I said to the visiting Territory leaders, the big changes in the governing party in the UK also demonstrated how efficiently and smoothly the democratic systems of government work in the UK, with one Prime Minister departing and another taking over in the space of less than 24 hours. It was, on any reckoning, an extraordinarily dramatic day in British politics, but accomplished in style and dignity.”

Appointed Member in the House of Assembly

By Jamell Robinson TCI Patriot Now that the “silly season” is about to kick into high gear, my mind has drifted on the topic of Appointed Membership (AM) of the House of Assembly (HOA) and, most importantly - how it has been used over the years. Before I dive into the meat of the matter, let me quickly outline a belief about appointed membership. Personally, I believe that there is no room for them in what is effectively our Lower House, which was why I was so surprised that when the constitutional amendments were debated in the HOA, there was not a push at all to create a bicameral system in which these appointed members could reside. Whether appointed based on the popular vote or the Governor continuing to have two members, whatever the makeup, the People’s House should only be made up of persons elected by the people. This is a matter of importance because currently the Governor effectively has four (4) appointed members in our HOA. Even though he has to ‘consult’ the Premier and the Leader of the Opposition, he need not act on their advice as in the past. Now to the meat. Traditionally,

appointed members in the past have been appointed owing to three things: 1. It’s used as pay back for loyalty and hard work by party members after a hard fought election campaign, though in the case of Governors’ appointments it’s loyalty to the UK agenda; 2. It’s used as a way to help out persons financially, as a good paying gig for four years. I suspect this category will be hotly looked at going forward given the increase in salaries for Members of Parliament (MP) compared to the past; 3. And lastly, the AM is used for prospective candidates in the next General Election. This is because as an MP, you have the opportunity to learn the HOA standing orders, processes and procedures, plus demonstrate to prospective voters that you are electable. Additionally, with the secured salary and meeting every six weeks or so, you have the financial ability to work within the constituency that you are aiming to eventually represent in the HOA. Out of the three (3), it’s clear that the last is the best use of the AM as Party Leaders, Ministers and others have all gotten their parliamentary start as Appointed Members. A few notable examples are as follows: Hon. C. Washington

Misick (Governors’ Appointed Member 1988), Hon. Sharlene CartwrightRobinson (Government’s Appointed Member 1999), and Hon. Ricardo Donhue Gardiner (Government’s Appointed Member 2007). If you have seen the results over the years, why not maximize the AM? How you ask? Simply split the four (4) year term into four (4) segments and identify four (4) promising individuals in areas of greatest electoral weakness during the previous election, or in areas of pending parliamentary retirement then groom them to be viable candidates. Allow them to sit on House committees or even chair them if constitutionally possible; as each person will have an opportunity to participate in approximate nine (9) meetings of the house each year which is enough time to get a good understanding of how the HOA works. The only catch would be that the four (4) individuals chosen would have to be focused on service to country, and not the salary attached. This is because the first person and each subsequent person would have to voluntarily vacate the appointment at the end of their allotted time, as once a person becomes as MP there are limited ways in which to have them removed under the TCI Constitution. In the past, we have seen

TCI makeup artist’s depiction of police brutality featured in Essence magazine By Todeline Defralien Turks and Caicos Islands very own Simone Johnson continues to make a name for herself landing a feature of her makeup work in the very popular Essence Magazine for 2016 for her amazing depiction of police brutality that is happening in America. Essence Magazine featured Johnson’s work to help raise awareness to police brutality and gun violence. Due to the numerous instances of police brutality that have been occurring over the past few months, following the death of Alton Sterling and Philando Castile, Black America was once again thrust back into a state of protest. The heart wrenching incidents have affected many people worldwide where many celebrities since then have made appearances, written statements and voiced their concerns about the state of the justice system in America and the issue of police brutality, particularly as it pertains to people of color. To express herself in the best way she good Makeup Artist Simone J posted via social media a photo depicting her face with six bullet wounds and tears of blood streaming from her eyes. Essence Magazine wrote, “In the midst of protests and rallies, town halls and vigils, makeup artist, Simone J turned to what she knew best, her makeup kit. She posted a

photo depicting her face with six bullet wounds and tears of blood streaming from her eyes that has since gone viral. Gory though it may be, it is a powerful depiction of Black life in America. The magazine spoke to the makeup artists, Simone J to get her take on the look and she said, “The development of that art piece came about after vigorously following the news of the recent events that took place. I also saw the videos online which were absolutely tragic and heart-breaking to watch. To see that, nowadays, you can actually watch someone take their last breath on Instagram blows my mind. The next morning I woke up to yet another black man (Philando Castile) being gunned down. I don’t think there were words to describe how I felt mentally, emotionally nor physically at that time. Even though I am not a citizen of the USA, I wanted to show my support for the Black Lives Matter movement and to help raise awareness using my platform which is through art, as this situation affects the world. Sometimes when tragedy strikes there are no words to describe what you feel inside.” She explained that the 6 shots to the face represent, “The six shots to the face represents the type of violence that led to the death of these men involved and to also raise awareness that gun violence is a major issue. The “tears of blood” represents bloodshed, pain, hurt, anger and despair, the hands being place

It also means quietness/silence and peace and the highlight in the corner of my eyes (as unnoticeable as it might be) means that eventually, as small as it might be, there is hope. Hope for peace, unity and love. Johnson told The SUN that she realise that this image can be seen as controversial but the officers who lost their lives at what started as a peaceful protest died by the hands of guns also. Her heart goes out to all of the families who have lost loved ones due to gun related violence. She personally believes that, the people who are responsible for committing these careless acts should be held accountable and the mind-set toward certain stereotypes must change. Then and only then there can be hope for a better future and there wouldn’t be a need to specify which life matters. “I was truly humbled and grateful that Essence choose my work to be a part of their magazine. The fact that one of the largest black owned magazine wanted to feature my work to help raise awareness to police brutality and gun violence was truly an honor. I’m new to this industry; however, given the opportunity to be a part of such a prestigious magazine has boosted my confidence in pushing my career further within the beauty industry. Most likely, only six to 80 people visiting Brazil for the Olympics would be infected with Zika virus, and between one and 16 would feel any symptoms, researchers suggest. The Olympic and Paralympic games, scheduled for August and September, are expected to bring 350,000 to 500,000 people to Brazil. The new results support the recommendation of the World Health Organization (WHO) that “postponing or relocating the Olympics is not going to meaningfully impact the international spread of Zika,” said lead

author Joseph Lewnard, of the Yale School of Public Health in New Haven, Connecticut. U.S. health officials have concluded that Zika infections in pregnant women can cause microcephaly, a birth defect marked by small head size that can lead to severe developmental problems in babies. The WHO has said there is strong scientific consensus that Zika can also cause Guillain-Barre, a rare neurological syndrome that causes temporary paralysis in adults. The connection between Zika and microcephaly first came to light last fall in Brazil, which has now confirmed more than 1,600 cases of microcephaly that it considers to

be related to Zika infections in the mothers Some academics suggested moving or canceling the games over concerns that travelers would become infected and bring the disease with them when they returned home. “We thought it was important to crunch the numbers and see whether the threat warranted the calls being made,” Lewnard told Reuters Health. Since most people with Zika do not feel any symptoms, they estimate that between one and 16 people would feel physically ill. Between three and 37 people would likely take the virus to their home country, since the average time the virus remains in the body is about 10 days (although it persists longer in some cases). “The majority of people will clear shortly after arriving home or before arriving home,” said Lewnard. Many visitors will return to countries where it’s unlikely the virus will be spread by mosquitoes. In those countries, the main concern is

sexual transmission of Zika virus, the researchers write. Lewnard also said these estimates are based on a worst case scenario that assumes visitors will be as vulnerable to Zika as residents of Brazil. In reality, he said, visitors will likely stay in hotels with air conditioning and will take other precautions, such as using window screens and bug spray. The risk of spread of Zika from the Olympics is relatively low when compared to the spread from normal tourism, he added. The researchers also expect that few pregnant women will travel to Brazil, due to travel warnings. In a separate study in the same journal, researchers from Yale and Brazil’s ministry of health suggest that women in future Zika outbreaks should be told to delay pregnancy for more than six months at the start of the outbreak to minimize children’s exposures to Zika. The team, led by Yale’s Martial Ndeffo-Mbah, used data from Zika’s spread in Columbia. Hubert Ingraham will not run for FNM leadership

AMID intense speculation about his future, former Prime Minister Hubert Ingraham seemed to permanently close the door to any possible return to frontline politics yesterday, writing in a letter that he will not accept a nomination for a position at the FNM convention later this week even if he is nominated. His statement, sent to Free National Movement (FNM) Chairman Sidney Collie, was a move to definitively dismiss rumours of his return and to discourage attempts underway from some in the party to nominate him for leader at the convention this week. His statement brings clarity to the leadership race, especially for party Leader Dr Hubert Minnis and his challenger Loretta Butler-Turner, as the camps for both had kept a keen and sometimes wary eye for signs of Mr Ingraham’s possible return. Mr Collie read Mr Ingraham’s letter during an appearance on the talk show “Hard Copy” with host Steve McKinney. In the letter, Mr Ingraham said: “Today I advise you as chairman of the Free National Movement, that I will not accept a nomination for any office of the party at the national convention this week. I remain retired. To be clear, should my name be proposed as a nominee to any position at the convention, you should accept this letter as the authority to declare that I have declined the nomination. “Please, therefore, make this letter available to the convention chairman, the rules committee chairman, the

convention session chairman at the time of nominations and to all and any other persons who would wish a copy of same. “Further, I will make no exception if you choose to make this letter available to the public as soon as possible.” Mr Ingraham, 68, served as Leader of the FNM for 19 nonconsecutive years and resigned effectively on August 31, 2012, after the Progressive Liberal Party was elected to government in a landslide defeat of the FNM in the May 7 general election. He served three terms as Prime Minister, from 1992 to 2002 and 2007 to 2012.#Mr Ingraham added that the party he led for 19 years has been a bastion of democracy in the Bahamas. “Various personalities have often clashed during our 45 year history but when the dust settles we remained a party whose leaders aspire the best vision for a free and democratic Bahamas committed to the economic and social empowerment of all Bahamians. The Free National Movement is a noble organisation, a huge tent with many talented and dedicated individuals who are capable, committed and ready to lead the FNM and once again make us the majority party of the Bahamas. I pledge my full support for my party and for the leadership team which will emerge from our convention this week.” In the lead-up to the convention, Mr Ingraham often failed to definitively say whether or not he would enter the leadership race, raising speculation that he might make a surprise move on the convention floor like he did in 2005 after a

short period of retirement. At the same time, he displayed no obvious sign of mounting a comeback, and the fact that such speculation became a huge narrative in the lead-up to the race highlights how large his presence continues to loom over his party’s politics. In earlier interviews with The Tribune, some FNM delegates expressed a desire to see him return while others had an opposing view, often blaming him for the fractured state in which the party currently finds itself. Some insiders in the campaigns of Dr Minnis and Mrs Butler-Turner said they thought Mr Ingraham would wait to see if he could mount a successful comeback before officially ruling one out. Nonetheless, there was concern that his potential comeback would derail the efforts of their preferred candidate to win the race. Questions will likely remain about Mr Ingraham’s decision thus far not to endorse either candidate in the leadership race. His letter to Mr Collie highlights the way his public life continues to diverge from that of his former law firm partner, Sir Lynden Pindling’s protégé and colleague, Prime Minister Perry Christie. As Mr Ingraham, 68, chooses to remain retired, Mr Christie, 72, has stirred controversy after saying recently that he will continue to lead the PLP in the foreseeable future, citing the support of young members of his government and a desire to ensure party stability.

ECLAC forecasts economic contraction for the Caribbean SANTIAGO, Chile — The United Nations’ Economic Commission for Latin America and the Caribbean (ELAC) has forecast economic contraction for the region this year. ECLAC said that economic activity in the region will contract -0.8 per cent this year, marking a steeper decline than in 2015 when the decline was -0.5 per cent. ECLAC said there is an urgent need to mobilize investment – both public and private – to promote the region’s economic recovery and meet the challenges imposed by the 2030 Agenda for Sustainable Development. Central America, the commission said, will grow 3.8 per cent, “thanks to the boost coming from its improved terms of trade, resulting from lower hydrocarbons prices; the recovery of its external and domestic demand; and increased income from remittances. The Caribbean, meanwhile, will suffer a -0.3 per cent contraction in its Gross Domestic Product (GDP), ECLAC said.

According to the ECLAC’s report, six countries are expected to show an economic contraction in 2016, namely Venezuela (-8.0 per cent), Suriname (-4.0 per cent), Brazil (-3.5 per cent), Trinidad and Tobago (-2.5 per cent), Ecuador (-2.5 per cent) and Argentina (-1.5per cent). On the other hand, ECLAC said regional growth will be led by the Dominican Republic (6.0 per cent), Panama (5.9 per cent), Nicaragua and Bolivia (4.5 per cent), and Costa Rica (4.3per cent). “Faced with an economic contraction, the region needs progressive structural change with a big environmental push that promotes development based on equality and sustainability, as we have proposed in our institutional document Horizons 2030: Equality at the Centre of Sustainable Development, which we presented in Mexico last May,” said ECLACs Executive Secretary, Alicia Bárcena. She said “the capacity of

Sophia Afflick JAMAICA STAR – Sophia Afflick once lived in a chicken coop in St Thomas with her children. She had moved from her house in Commodore, Portland after she was diagnosed with hyperthyroidism in 2010. “I fell in a serious case of depression. I wanted to lay down everyday and I felt like committing suicide and I never wanted to be around my children. I was diagnosed with hyperthyroidism at Princess Margaret Hospital in St Thomas, and my sister was living in that parish, so I decided that it was best to move there for treatment,” Afflick said. Having journeyed to St Thomas to stay in a two-bedroom house with one of her sisters, Afflick said she became very uncomfortable. “Sometimes, I sleep on di sofa so that mi two daughters could share a bed with my sister’s children. It was really stressing for us. We needed our own space,” she further stated. After a while, Afflick said she and her sister started experiencing conflicts, so she left. “There was an abandoned fowl coop in the yard and things became so desperate that I decided to fix it up as best as I could and live in it. DARWIN, Australia -- An Australian family woke up to a bizarre discovery -- someone had entered their home and left a 5-1/2-foot crocodile in their bathroom. Homeowner Becky Myers said she and her family members often spot crocodiles near their home in the Bees Creek area of Darwin, but the saltwater croc her tenant discovered in their home recently was the first they had ever found inside the house. The tenant sent a photo of the croc via Snapchat to Myers’ daughter, Coralie, 16. “I woke up like ‘what the hell? Am I dreaming? This can’t be real,’” Coralie Myers told NT News. “I went into bathroom and there’s a croc sitting there on my floor. I didn’t know if it was alive or not -- its eyes were open but it wasn’t moving.” The 5-1/2-foot crocodile was indeed alive, but in poor health. Her mouth had been taped shut before being abandoned in the bathroom by an unknown prankster. “[The tenant] thought my mum put it there because she went fishing the other day,” Coralie Myers said. “But we don’t know who it was.” “The croc didn’t creep me out, the fact someone came in to our house freaked me out,” she said. Crocodile ranger Tom Nichols said the croc put up a bit of a fight despite her poor health and taped mouth. He said she was taken to a nearby farm for medical attention. He has garbage truck toys. He’s had a garbage truck birthday party. Now, thanks to the Make-A-Wish Foundation, he’s going to experience what it’s like to be a garbage truck driver. The boy who has cystic fibrosis will ride in a real garbage truck through downtown Sacramento, collecting trash and recyclables, just like he’s always wanted. When Ethan visited the Make-A-Wish Foundation in February, he was asked a series of questions: What do you want to be? Who do you want to meet? What do you want to have? Where do you want to go? Almost all of his answers were garbage truck-related, said Jennifer Stolo, CEO of the local chapter of the Make-A-Wish Foundation. He really, really wants to be a garbage man when he grows up. It meant the wish he’d be granted wasn’t too mysterious. “We pretty much knew it was going to be about garbage trucks,” said Ethan’s dad, Ken Dean, laughing. He’s been watching them come down the street since he first learned how to crawl, his dad said. Stolo and her team of “fairies” knew just what he wanted. Tuesday morning at an outdoor assembly at his elementary school in Rancho Cordova, Ethan will discover his garbage man surprise. Then he and his partner will take off, stopping in five locations for garbage and recyclables, before ending at the Capitol for a press conference and VIP lunch. Ethan was diagnosed with cystic fibrosis as an infant and began treatment at eight weeks old. The genetic disorder is characterized by a buildup of thick mucus and frequent lung infections, and the median life expectancy is about 40 years old.

Paba Re-Launches Youth Development League As Triple Double Basketball Program The Provo Amateur Basketball Association (PABA) officially opened the 2016 season for their rebranded youth development league, the Triple Double Basketball Program, this past Saturday, July 16th. The recent re-launch and rebranding by the PABA is in an effort to build stronger basketball programs at the grassroots level. President of the PABA Sydwell Glasgow said he is excited to usher in an improved approach to developing basketball here in Providenciales for the association and hopes to get more local young players prepared to play at the next level. While improving the

fundamentals of the youth playing the country’s most popular sport is certainly a focal point, it is definitely not the only point of focus for this youth program. With a Mantra of Basketball…Education…Life Skills, the Triple Double Basketball Program aims to also build character by making personal development a priority through its mentorship program, tutoring, and a strong code of conduct. “The ultimate goal is for the players to gain the skills and values necessary to be successful in life. Team sports can teach so much about recognizing your strengths and weaknesses and about working together

with other people, about how to lead and how to follow someone else’s lead. While we’re increasing their basketball skill, we’re also teaching them all these skills that will help them throughout their life; in school and later in their chosen careers. We want them to understand personal accountability and how to handle a certain level of responsibility,” stated Triple Double co-director Dwyane Krzanowski. Both Krzanowski and his co-director Jon Wynn boast experience when it comes to developing young men and women. Krzanowski during his time as a mentor with the US Army National Guard and Wynn during his time with basketball

programs in Dayton Ohio and Atlanta Georgia. It is this type of experience that contributes to a stellar program that focuses on developing the whole person and not just the player and gets them prepared to take advantage of potential scholarship opportunities by building their resolve both on and off the court. Russell’s lawyer disputes anti-doping charge Andre Russell’s lawyer has disputed the Jamaican Anti-doping Commission’s (JADCO) claim that the West Indies allrounder had missed three dope tests in a 12-month period, resulting in a violation of the whereabouts clause. According to The Jamaica Gleaner , Russell’s lawyer Patrick Forster claimed at the hearing of an independent panel on July 20 that his client had received correspondence from JADCO for only twice - January to March, 2015 and July to September, 2015 - for allegedly missing the out-of-competition doping tests. Forster requested JADCO’s lawyer to make available the Commission’s third correspondence which notified Russell of his transgression. The tribunal panel chairman Hugh Faulkner then asked JADCO to provide documentary evidence of Russell’s third filing failure, following which it was agreed that JADCO would provide details on Monday. JADCO has until August 10 to serve their files, while the deadline for Russell’s team is September 7. The hearing is set for September 19 and 20. In March this year, JADCO said Russell had reportedly missed three dope tests in a 12-month period, which equated to a failed test under doping laws. Athletes are required make their whereabouts known to local anti-doping agencies to facilitate testing under the WADA code and face a ban of up to two years if found guilty of repeatedly missing them. Russell, 28, has been a leading player in the T20 format in recent times. He played a crucial role in West Indies winning the 2016 World T20 title in March and April, and is a key performer in domestic leagues around the world. Warriors’ Draymond Green avoids jail in slapping incident

Golden State Warriors Draymond Green will avoid jail time over a slapping incident in a deal with the district attorney

Golden State Warriors standout Draymond Green reached a plea agreement to avoid jail time in the case in which he was charged for slapping a Michigan State football player. Officials in East Lansing, Mich., announced the agreement on Friday. Green will be fined $500 and pay $60 in restitution to Jermaine Edmondson, who police said was slapped by Green on July 10. Green didn’t have to amid guilt or enter a nocontest plea, according to assistant city prosecutor

Edmondson is no longer part of Michigan State’s football program. School officials previously said his departure was not related to the incident with Green. Edmondson saw him again the next night he told Green “last night wasn’t cool.” Soon after, Green slapped him so hard police nearby said they could hear it. Green said his legal team is taking care of the situation but he plans to “learn from” his arrest. Green is prohibited from contact with Edmondson for one year as part of the plea deal. The original charge will be reinstated if he contacts Edmondson or is convicted of a new criminal charge.
