T

he Turks and Caicos Islands fishing and seafood industry which is a major source of local employment and a significant generator of income for the country, is a great danger because of over-fishing and exploitation. That was the finding of a scientific study that was recently published in Frontier in Marine Science, the most comprehensive interdisciplinary open-access journal that publishes research which advances understanding of all aspects of the environment, biology, ecosystem functioning and human interactions with the oceans. “Policy-driven, future increases in the TCI’s national population and its tourist numbers, with the increase

in local seafood consumption that will result, will be devastating to the health of TCI fisheries without legislation to curb catches and/or consumption,” the report warned. “Considering marine resources contribute over 10% of the GDP as of 2015, and benefit residents by providing readily available and potentially long-term sources of local protein and employment, there is an urgent need to act on the results of this study.” The study noted that Queen conch were found to contribute 87% to the total reconstructed catches for the TCI, emphasizing that this is an extremely important species, however, their “future looks bleak”. The TCI’s queen conch population is seen as one of the more abundant and thus, healthier

populations in the greater Caribbean, and their continued “health” is important to the sustainability of the species as a whole, the scientists observed. “Although the TCI marine resource managers have tried to limit conch catch, the results of this study show that the unaccounted for local and tourist consumption essentially accounts for what managers see as a sustainable catch (the maximum sustainable catch calculated for the 2013–2014 season was assumed to be 372 tonnes processed catch, with 145 tonnes reserved as domestic quota, which nearly equates to the estimated local and tourist consumption). The whole export quota may resultantly be unsustainable catch. It should be no surprise that a snapshot assessment by means of a visual survey conducted

toward the end of that season signaled a declining conch population, even with official landings inside the quota,” the report added. It was stated that the TCI government, advised by DEMA, has looked to act on some of the new data used in this reconstruction, and referencing the 2013 seafood consumption survey, as well as the underwater visual survey, they subsequently announced that the sustainable catch quota will be reduced to just 277 tonnes of processed conch for the following season. Knowing that over 90% of this quota would have been taken up by domestic consumption, DEMA then recommended an export cessation of up to five years. Continued on Page 2

However, the TCI government has delayed in actually implementing the export cessation, which may further impair the conch stocks. The full reconstruction, as presented here, adds further weight to the need to act as soon as possible to reduce conch landings. With the TCI only permitted to export conch to Convention on International Trade in Endangered Species (CITES) signatories if it demonstrates a welldeveloped management plan, any lack of further action could see CITES effectively implement an export ban with the TCI,” the report continued. However, it was noted that the TCI is not the only country where marine policy-makers need to take notice of fishery catch reconstructions. Although the TCI is the only country where artisanal and subsistence catches decreased from the mid-1980s to the mid-1990s, the increase in artisanal and subsistence catches over

time aligns with the results of other catch reconstructions. Overall catches in the TCI have noticeably declined, which fits the regional profile for the Western Central Atlantic of catches peaking around 1985 and declining thereafter. In the immediate neighboring region, the underreporting of fisheries catches has been a similar issue. Reconstructed catches for Haiti, the Dominican Republic and Jamaica were found to be over 3, 4 and 5 times (respectively). Findings in these studies also support calls for the more regular collection and estimation of local and tourist consumption, so that stock evaluations and catch quota estimation can be undertaken using the best available data. In the TCI, only exports were being accurately assessed in the calculation of quotas. Local consumption, a necessary and substantial addition, was omitted or underestimated, as data were not always available or up-to-date. With this issue brought to light, it is hoped future catch quotas will be calculated

based on total removals by all sectors. The lobster fishery is the most economically important fishery, becoming profitable in the late 1950s when snorkeling gear was introduced and the first processing plant was established. According to the study, further value was added with the advent of freezing technology in 1966. Profitability brought steep catch increases with the fishery growing until 1979, after which declines began due to overfishing. The average lobster taken by early trap fisheries was around 3 kg in weight, but this decreased to only 0.7 kg by the 1970s. Lobsters are landed whole, and weighed as such, although only tails are exported. Catch per unit effort (CPUE) reportedly declined, from approximately 65 kg•boat1•day1 in the early 1990s to around 20 kg•boat1•day1 by 2000. Some suggest that the CPUE has actually remained stable at around 58 kg•boat1•day1, however this likely does not account for increases in engine power and depth fished; thus

masking a decline by not accounting for technological creep. There is no quota on the amount of lobster caught, but a seasonal closure does exist. The majority of lobster is landed when the fishery opens from August 15-March 31, with over 1/3 landed immediately following the fishery opening during the “Big Grab”. The reported DEMA data only include lobster sent for processing, destined for export. Thus, reported data lack information on domestic and tourist consumption. It was stated that in the late 1800s, the TCI’s largest conch export markets were Haiti and the Dominican Republic. Catches increased substantially from 1937– 1945 as local labor switched from salt production to fishing. The export industry rapidly developed again in the mid-1970s, when the USA began importing frozen conch to supply newly settled Caribbean immigrants accustomed to this traditional food. Processing peaked in the late 1970s as processors reached capacity at 20,000 conch day.

Cabinet denies funds for SIPT trial

Cabinet has denied a request made by the Judiciary for more money to pay lawyers representing defendants in the Special Investigation and Prosecution Team (SIPT) corruption trial. This was confirmed in an official report from the August 3rd, 2016 Cabinet meeting which was chaired by His Excellency Governor, Peter Beckingham, at the Hon. N J S Francis Building on Grand Turk. The SUN submitted a request to Government’s press officer Zhavgo Jolly to ascertain how much money was requested and why the funds were refused, but up to Press time he did not provide the information. The money that was requested is not for paying Special Prosecutor Helen Garlick, lead Prosecutor Andrew Mitchell, QC, and his team of lawyers. They have their own multi-million budget. In August 2015, Premier Hon. Dr. Rufus Ewing has rejected a request from the Special Investigations and Prosecutions Team (SIPT) to be given $4.3million

of Government funds to provide security for Special Prosecutor Helen Garlick, her investigators and lawyers. In a press statement, Skippings said that Premier Hon. Statement from August 3rd Cabinet meeting

His Excellency the Governor, Peter Beckingham, chaired the 22nd meeting of the Cabinet on Wednesday, 3 August 2016, at the Hon. N J S Francis Building on Grand Turk. All Ministers were present except the Hon. George Lightborne, Minister of Home Affairs, Transportation and Communication AT THIS MEETING CABINET: •Advised His Excellency the Governor to approve amending the Hotel and Tourism (Taxation) (Designated Restaurant) Order 2016 which lays out the criteria for an establishment to be considered as a designated restaurant for the purposes of the collection of tourism related taxes. The amendments would commence on September 1, 2016. •Cabinet agreed to support in principle an application for a license to construct a rock breakwater seaward in the Juba Salina in Providenciales subject to conditions as set out by the Departments of Planning and Environment and Maritime Affairs. •Cabinet agreed to support in principle an application for a license to construct and operate a beach restaurant and deck business in Grace Bay Providenciales subject to the conditions as set out by the Crown Land Unit and the Departments of Planning and Environment and Maritime Affairs. •Cabinet agreed to support in principle an application for a long-term lease over two parcels of commercial land for the development of a car detailing service center in Grand Turk. Governor Beckingham praises TCI tourism brand

Governor Peter Beckingham In a message to the forthcoming Invest TCI Enhancing National Competitiveness seminar on September 1st, Governor Peter Beckingham praised the tourism sector in Turks and Caicos for its great strides recently, making the country one of the top tourism brands in the Caribbean. “I have had plenty of opportunities during my three years in TCI to meet the leaders and drivers of the economy here and overseas. At the moment these remain overwhelmingly in the tourism space, and everyone involved in that sector should take a bow for the enormous strides they have helped TCI to achieve. We are one of the top Caribbean brands, regarded as a high class resort destination offering quality beaches, sea, security and resorts. No-one needs me to remind them that it is essential that everyone in TCI works to keep that reputation. The risks include degradation of our environment, which on occasions does look fragile, an unacceptable increase in crime, and political instability,” the Governor said.

But the Governor also cautioned that TCI was lagging behind others, including for food production and financial services. “The competitiveness conference will also focus on developing new businesses. I’m sure there are opportunities,” the Governor said. “We are far too dependent on food imports, and our financial services sector is a shadow of our Overseas Territory partners and rivals in Bermuda, BVI and Cayman Islands. I will have a particular interest in hearing what the financial services group recommend TCI look to develop. With the international focus on Overseas Territories and other countries with perceived tax benefits for investors, we are going to have to peddle very fast to catch our rivals, or over-take them.” The Governor also welcomed the focus by Invest TCI on co-operation between business and the public sector. “I am pleased that the conference will also be looking at the contribution of the public sector to growing our economy,” he continued. “Too often the public service is viewed as a drag on economic development rather than a provider, and again we need to work hard to gain and maintain the confidence of business and the public. Biometric enrolment for UK citizenship now available in TCI The Governor’s Office in Grand Turk is pleased to announce that biometric enrolment services for those applying for British citizenship are now available in the Turks and Caicos Islands. Biometric enrolment, which consists of a facial photograph, fingerprint and electronic signature, is the final step for those seeking registration as a British Citizen. Before now, local residents applying for registration as a British

Citizen had to travel to Barbados or Jamaica to fulfil the biometric enrolment requirement needed to complete their application. The difficulty and expense of travelling off-island for biometric enrolment was challenging for most citizenship applicants, and, following appeals from the Governor’s Office in Turks and Caicos Islands, as well as by other Overseas Territories, the UK Home Office agreed to set up a biometric enrolment facility in the

Governor’s Office, Grand Turk. Commenting on this development a spokesman for Governor’s Office said, “Our hope is that this new facility will make it easier and cheaper for residents of Turks and Caicos to secure registration as UK citizens, rather than having to arrange travel to Barbados or Jamaica. This brings TCI in line with the options available to potential British citizens in many other countries and is a welcome

development.” Applicants will be contacted by the Governor’s Office once they have been informed by the UK Home Office that biometric enrolment is required and a date for enrolment agreed. Price Club workers severed without pay

After working at Price Club for as many as 18 years, several employees have been left empty-handed, without being paid severance or any benefits. The workers staged a protest outside Price Club on Leeward Highway, on Monday, August 8th, before making their way to the Labour Department in Downtown Providenciales where they continued the demonstration. Price Club, a wholesale grocery story which is owned and operated by Gus Karagianis and his local partner Wainwright Missick, decided to close its operations on Sunday, August 7th, and lease the property to another wholesaler. In a letter dated July 17th, Price Club's management told staff that sales have been declining over the past year, and that the store has been losing money. The owners said that in this very competitive market it does not look like they will rebound. The letter admitted to staff that the closure will create great hardship on them and their families. During the protest, the disgruntled workers who are mainly of Haitian nationality carried several placards that highlighted their plight. The SUN spoke with one of the workers who gave us his side of the story he said, “Some people you see here today, some working 18 years, 17 years, 16 years, 9 years and five years. Woman fined $1,500 for wasting police time Sharonna Walkin of Blue Hills Providenciales who was arrested on Wednesday August 3rd 2016 for wasteful employment of police, pleaded guilty in the Magistrate’s Court. The charge stem from a report that she made around 8am on Saturday 25th June 2016, stating that a man known to her, beat her

about the body, pointed a gun at her and made threats to shoot her. After arresting and charging the man, the woman told officers that the report she made was false. She was then charged and taken before the Magistrate. After her guilty plea, she gave the Magistrate a lengthy reason why she made such false report on the man.

Her mitigation was taken into consideration before sentencing and was fined $1500 by the 10th September 2016 or 90 days imprisonment if she fails to pay the penalty. According to sections 6 (2) of the Criminal Law Ordinance Chapter 3.01, “ Where a person causes any wasteful employment of any police officer, knowingly making to any

person a false report tending to show that an offence has been committed, or to give rise to the apprehension for the safety of any person or property, or tending to show that he has information material to any police inquiry, he or she shall be liable on summary conviction to imprisonment for six (6) months or to a fine of $2,000 or both imprisonment and fine.

Evanson Walkin pleads guilty in the Supreme Court After a two-day trial, Evanson Walkin, who was arrested and charged with two counts of carrying imitation firearm to cause fear and aggravated burglary, changed his not guilty plea to guilty on all counts. According to police spokesman Kevin Clarke, it was around 12 a.m. on Saturday 26th September 2015, when a nine yearold male child and his 25-year-old sister were walking home from a

store in Five Cays Providenciales when Walkin began following them. Upon reaching home, Walkin who appeared to be under the influence of alcohol, started behaving aggressively by making use of indecent language, and forced himself into the home of the complainant. While inside, the complainant’s sister asked him to leave, but he refused to do so. Instead, he grabbed her by the arm, dragged her to the floor and placed a

curtain over her head. Clarke said that when the 9-year-old tried to assist his sister by asking Evanson to stop, he (Evanson) took what appeared to be an orange flare gun from his waist and placed it on the right eye of the child and threaten to push him outside and kill him. The child got frightened and started screaming as he ran outside crying and shaking with fear. Walkin followed him and began beating him.

While doing so, a neighbor saw what was happening asked him to leave the little boy alone. He then pointed the flare gun at the neighbor and told her he would kill her as well. He then fled the scene. As a result of this, around 12 PM the next day, the accused was seen at his home in Five Cays and was arrested and later Charged. Walkin was remanded until sentencing on the 11th October 2016 at 9:30 am.

Ralph Higgs open letter responding to Stephen Walkin… Dear Mr. Walkin, I have read with dismay your attempts to slander my character in your open letter published in the TCI Sun. I find it absolutely incredible how some people would allow politics to blur their vision, conveniently bringing on amnesia and strain friendships unnecessarily. I guess silly season is officially upon us. While I wouldn’t ordinarily engage in tick for tat, when my trust and honor is called into question unfairly, I am left with no choice. The truth is, your late dad and my late grand father were the best of friends and political colleagues; they stood up for fairness and opportunities for the people of the TCI, especially the people of Bottle Creek. Whilst their contributions have gone largely unnoticed, these were great men. Our mothers were the best of friends. They shared everything and helped each other to raise their respective families. As little boys growing up in High Rock, we literally did everything together with love and mutual respect for our families’ name. This mutual love and respect carried over into our adult lives and I was of the view that it still existed. That is why I find your public statement in

The Sun dated 6th, August 2016 so troubling. The record will show that on several occasions, over the pass 3-4 years, I spoke to you and your brother Lewis about our plans to do a major project in the community including opening a road (Promenade) to expose that beauty of the Creek. In fact, Lewis recalls it quite vividly, and mentioned our many conversations, on the subject during his remarks at the unveiling of the Silver Bay Hotel and Promenade project. I find it very strange that you do not recall these conversations. Be that as it may, you would recall no doubt, that a few weeks before the unveiling, on at least 4 occasions, when we ran into each other, I advised you that I wanted to share with you details of a project that we were working on for the community. On each occasion you promised that you would make time for us to meet but you never made time for us to do so. Perhaps, you would recall that more than a week (18th July at about 8:30pm) before the unveiling, and before we sent out invitations, I got your phone number from your brother Lewis; I called you and shared with you our plans to build a 12 room hotel in our community. TCI and Cayman Islands launch new Civil Service partnership As a part of the Office of the Deputy Governor's vision to improve service delivery across government, Deputy Governor Anya Williams accompanied by the Director of her office Mr. Tito Lightbourne and Human Resources Director Mr. Mark Greenway visited the Cayman Islands during the week commencing August 8th, 2016 to launch a new partnership for training, professional development and performance management with the sister UK overseas territory. During the course of the visit the Deputy Governor and her team had the opportunity to engage with Deputy Governor Franz Manderson and his team including Chief Operating Officer Gloria McField-Nixon on possible areas of mutual interest and how both territories could work to improve the services that their agencies provide to the general public. Commenting on the visit Deputy Governor Manderson said; "It was a privilege and pleasure to welcome the Deputy Governor of the Turks and Caicos Islands to the Cayman Islands. We are working together to improve the performance of our respective civil services so that we can deliver high quality services to our customers and look forward to great successes." Director of TCI Red Cross receives 2016 UK Chevening Scholarship The Governor’s Office is pleased to announce that Mrs Lormeka Williams, the Director of the TCI Red Cross, has been awarded a prestigious Chevening Scholarship for the 2016/17 academic year to study a Masters degree in Conservation Biology at the University of Kent in the UK starting in September. The award was presented to Mrs Williams by His Excellency the Governor, Peter Beckingham, at Waterloo on 10 August. Chevening Scholarships to study in the UK are awarded globally each year to outstanding individuals with leadership potential who are committed to contribute to the future development of their home countries, in Mrs Williams case the Turks and Caicos Islands. Mrs Williams previously worked closely with international organisations such as Joint Nature Conservation Committee, Darwin Project and the United Kingdom Overseas Territories Conservation Forum on various conservation projects and initiatives. During her tenure as Director of the TCI Red Cross she assisted in the implementation of the Disaster Risk Reduction Programme which reaches

out to vulnerable communities helping them to prepare and become more resilient and able to respond to disasters. Risk of diabetes and heart disease may spike before menopause

Women may be at greater risk for developing diabetes, heart disease and stroke in the years before menopause, rather than afterward, a U.S. study suggests. “This may mean that the higher cardiovascular risk seen among post-menopausal women could be related to changes in that time before menopause and less so to the changes after menopause has occurred,” said lead study author Dr. Mark DeBoer, a researcher at University of Virginia School of Medicine in Charlottesville. While the reasons for this are unclear, the findings suggest that women may need to pay especially close attention to cardiovascular risk factors in the

years leading up to menopause and consider lifestyle changes like improved diet and exercise habits that can make problems like diabetes and heart disease less likely, DeBoer added by email. Menopause typically happens between ages 45 and 55. As the ovaries curb production of estrogen and progesterone, menstruation stops, and women can experience symptoms such as hot flashes, night sweats and vaginal dryness. Certain treatments for menopause symptoms that contain man-made versions of the hormones estrogen and progestin have also been linked to an increase risk of heart

attack and stroke. Previous research has also linked menopause to an increased risk of what’s known as metabolic syndrome, a constellation of conditions that increase the risk of heart disease, diabetes and stroke. Obesity, inactivity and a history of smoking appear to make these problems more likely. For the current study, researchers examined data on 1,470 white and African-American women participating in a national study of the causes and health effects of hardening of the arteries. All of the women went through menopause during the ten-year study period. Researchers focused on five things that contribute to metabolic syndrome: expanding waist circumference, elevated fats in the flood, declines in so-called “good” HDL cholesterol, spikes in blood pressure and increased levels of sugar in the blood. After taking into account whether women used hormone-replacement therapy, researchers still found bigger changes in triglycerides (fats in the blood), cholesterol and glucose (blood sugar) before menopause than afterwards. For white women, waist size spiked more after menopause, however. African-American women experienced

larger increases in blood pressure after menopause than before, the researchers report in the Journal of the American Heart Association. One limitation of the study is that researchers defined the timing of menopause based on whether women said they had a menstrual period in the previous two years, the authors note. Menopause is commonly diagnosed after women cease menstruation for one year, which means the study may have categorized some women as going through this transition who had already completed it. Researchers also lacked data on hormone levels for individual women, even though these can fluctuate and influence the risk for metabolic problems, said Dr. Robert Eckel, of the University of Colorado Anschutz Medical Campus in Aurora. Not all types of hormone-replacement therapy carry the same risks, and the study also didn’t account for the way hormones were administered, Eckel, who wasn’t involved in the study, said by email. “Cardiovascular disease screening remains important for all adults including men and women,” Eckel said. “Perhaps the frequency of evaluation should be more emphasized in this important peri-menopausal interval (between ages 45-55) in women - more science needed here.”

Charles ruled on Tuesday morning that Marathon MP Jerome Fitzgerald breached the constitutional right to privacy of members of the environmental group Save The Bays (STB) when he disclosed their private emails and financial details in Parliament. The judge ordered Fitzgerald to pay $150,000 in damages. She granted a permanent injunction prohibiting the MP from disclosing or publishing any private information belonging to STB. Public health officials in the Cayman Islands have confirmed a fourth case of imported zika virus contracted by a returning resident. Acting medical officer of health Dr Samuel Williams-Rodriguez said the female patient travelled from 4 to 8 July to a country where there is an outbreak of zika. She reported onset of symptoms beginning 14 July when she visited the Health Services Authority on 16 July. Williams-Rodriguez added that there is no evidence of local transmission of zika in the Cayman Islands to date. “There has been a slight increase in the number of countries globally that have reported evidence of mosquito-borne zika virus transmission,” he said. As of 27 July, 67 countries and territories had reported evidence of mosquito- borne zika virus transmission since 2007 (64 of these countries and territories reported evidence of the mosquito borne zika virus transmission since 2015). This figure includes the following countries and territories in the Americas, which have newly reported local transmission: Antigua and Barbuda, Turks and Caicos, and in Florida, USA, where 15 non travel-related zika infections are currently being investigated according to media reports. Investigations also continue into a possible case of transmission following close contact with a confirmed case with a very high viral load in Utah, USA. “We are aware of this fourth case of zika and are taking all the necessary precautions to stop the local transmission of the virus,” said MRCU director Dr Bill Petrie. “This includes traditional insecticide spraying and now we also have the additional public health programme in West Bay using genetically modified mosquitoes to bring down the population of Aedes aegypti, which is the mosquito that transmits zika, dengue and chikungunya.” Petrie also reminded the public to help eliminate Aedes aegypti breeding sites such as buckets, old tyres and other objects which can hold water.

Police seize cocaine in fish due to be exported to United States G E O R G E T O W N , Guyana – Police have detained one person and searching for another after seizing more than 175 pounds of cocaine in a large container of fish and shrimp at the Cheddi Jagan International Airport. The Police Narcotics Branch Tuesday evening carried out the raid at the airport just as the drugs were being processed through a local

air cargo service for shipment to the United States. The Guyana based New Source on line publication said that several long pellet like shaped packets of the cocaine were discovered in a number of the frozen fish. It said the packets were tightly wrapped in white tape and plastic and placed just above the backbone of the fish. Police have not released the name of the man

detained. He was arrested at the airport as he overlooked the preparation of the drug cargo for shipment. Two months ago, law enforcement authorities arrested three people after seizing a shipment of cocaine frozen fish at the airport. The three are now before the courts on charges related to the 40 pounds of cocaine that had been seized.

Robin Hayes, JetBlue’s chief executive officer, speaking at the Caribbean Tourism Organisation’s state of the industry conference in Curaçao last October, highlighted the impact that high airport taxes and charges can have in dissuading passengers and airlines from flying to certain destinations. “Regulation factors into our route planning decisions, and so does the tax burden our customers face when buying aeroplane tickets,” said Mr Hayes. “There is a wide range of passenger tax regimes across the region. I would encourage those of you who have influence in this sphere to carefully consider how taxes are levied and to use this option sparingly. At JetBlue we are very much thinking about the relative tax burden on our customers as we allocate capacity. Man who scaled Trump Tower in New York facing criminal charges

The man who scaled Trump Tower in New York on Wednesday in a failed effort to meet the building’s famous namesake will instead have a different sort of appointment: an arraignment in criminal court. Stephen Rogata, 19, was formally charged with reckless endangerment and criminal trespass, New York City police said on Thursday, a day after he used suction cups to ascend the 68-story glass building in midtown Manhattan. The campaign headquarters for Donald Trump, the Republican presidential nominee, are inside the tower, along with the penthouse condominium he calls home. Wearing a backpack, shorts and climbing equipment, Rogata spent two hours steadily moving up the glass facade as the New York Police Department’s special operations division made repeated attempts to coax him into the building. The stunt drew hundreds of onlookers onto the sidewalks below and countless more to computer screens, where they watched as officers finally grabbed him and pulled him through a 21st-story window after removing the glass panel. In a video uploaded to YouTube a day earlier, Rogata, who lives in Great Falls, Virginia, addressed Trump, saying he was an “independent researcher” who needed a private audience with the billionaire to discuss an unspecified important matter.

Colombia is just the latest government to crack down on Cubans who legally visit the region and then illegally, often with the help of human smugglers, pass through their territory on the way to the Mexican border. A Pew Research Center report released on Sunday said that during the first 10 months of fiscal 2016 more than 46,500 Cubans had arrived and been admitted to the United States without visas, compared with more than 43,000 in 2015 and just over 24,000 in 2014. Europe’s migrant crisis still simmers A year after hundreds of thousands of refugees snaked their way across southeastern Europe and onto global television screens, the roads through the Balkans are now clear, depriving an arguably worsening tragedy of poignant visibility. Europe’s migrant crisis is at the very least numerically worse than it was last year. More people are arriving and more are dying. But the twist is that, compared with last year, a lot of it is out of sight. Take the border between Greece and Macedonia. Summer crops have replaced the city of tents at the border outpost of Idomeni, even if some locals are convinced there is an unseen population hiding in the surrounding forests, waiting for smugglers to assist them on their onward journey. The tiny Greek village was a focal point of the migrant flow north toward Germany and other wealthy countries, with thousands of refugees squatting for months waiting for sealed borders with Macedonia to open Elsewhere in the Balkans, a Reuters photographer, revisiting the people-packed locations where he and his colleagues captured last year’s diaspora, found empty roads, unencumbered railway tracks and bucolic countryside. The comparison is stark. So for months, Trump flirted with the idea of being president. He pursued his new passion with a vengeance, trampling over 16 other suitors who got in his way. He teased potential supporters with merciless vigor, bringing them to the point of complete surrender, convinced America could not survive without him at the helm. They fell in love with his brash demeanor, his uncensored voice and his irreverent behavior. But for Trump, the feelings never ran as deep. For him, it was merely a crush. Days after the engagement party in Cleveland, where he secured his party’s nomination, the thrill of winning had all but subsided. The pursuit, perhaps, was more exciting than the prize. Since the Republican National Convention, he has made blunder after blunder. He seems to be doing everything possible to show that he wants out. Republican Party leaders are getting

the message. They’re in a panic, we’re told, and have begun looking into options for replacing Trump if he were to make the unprecedented decision to drop out. We’ve never seen this sort of thing in the history of presidential politics. Then again, we’ve never seen a candidate quite like Trump. And the GOP has good reason to be wary that their nominee’s heart is no longer in the right place. Let’s take, for example, the rally last week in Virginia. Trump committed the cardinal sin of presidential campaigning. Even the most inexperienced politicians know that babies are an essential prop in conveying a candidate’s tenderheartedness and humanity. But instead of kissing a baby, Trump told an antsy mother to get her bawling child out of there. That alone might not have been enough to draw a conclusion, but couple it with his fierce attack on a Gold Star family who lost their son in a heroic act of valor in Iraq. No one who really wants to be commander in chief would disparage the parents of a fallen soldier, no matter how many times they pulled their worn copy of the Constitution from their pocket and challenged you to read it. And when they accused you of having sacrificed nothing, savvy politicians would have maintained a dignified silence in public while working underhandedly to deflect it onto their opponent. No one would

come back at a grieving family with the ridiculous defense that you have sacrificed by employing “thousands and thousands of people.” Clearly, being in a position to hire people is not a sacrifice. If someone is working for you, then you are reaping the benefits. And if you aren’t getting anything out of it, you must be a lousy manager. And what about that Purple Heart? A wounded veteran certainly has the right to give his medal to anyone he chooses, but someone who really wants to be president wouldn’t accept it and thank him with an insult. After the decorated veteran expressed his confidence in Trump and handed over his Purple Heart at a rally in Virginia, Trump quipped the unthinkable: “I always wanted to get the Purple Heart. This was much easier.” There aren’t many things that would be more disrespectful to our troops who have been wounded or killed while protecting their country. The political blunders have been constant. He practically committed treason by suggesting that Russia hack former Secretary of State Hillary Clinton’s emails and release them publicly. Then he took his time giving GOP House Majority Leader Paul Ryan and Arizona Sen. John McCain lukewarm endorsements in their re-election bids, though they had held their noses and thrown their support behind his nomination for the party’s sake.

British priest wanted on child sex charges should not be extradited-Kosovo court A former priest wanted on child sex abuse charges from the 1970s and 1980s should not be extradited to Britain because the crimes were committed too long ago, a court in Kosovo ruled on Monday. Lawrence Soper was detained in the western town of Peja, where he had lived for 4-5 years under the name Andrew Charles Kingston, in May on an international arrest warrant. He is accused of sex offences while he was a teacher in Britain. British media said the former abbot from Ealing, west London, now in his 70s, had jumped bail in 2011 and a European arrest warrant was issued. “British citizen Andrew Charles Kingston Soper should not be extradited because offences he has been charged with exceeded the statute of limitations,” a spokeswoman at the Basic Court, the first instance court in Peja, said. Soper will remain in custody and the prosecutor has three days to appeal the ruling, she said. This is the second time authorities in Kosovo have rejected the extradition request. In June, a court in Pristina rejected the request, seeking more documents from British authorities.

Macy’s to shut 100 stores, invest in online

Macy’s Inc (M.N) said it would close about 100 stores and boost investment in its online operations as it seeks to turn around its business after six quarters of falling sales. Shares of the company, which also reported a smallerthan-expected drop in quarterly sales at established stores, were up 11 percent at $37.79 in premarket trading on Thursday. Total sales fell nearly 4 percent to $5.87 billion in the second quarter after falling 7.4 percent in the first quarter. `Department stores have been struggling with stiff competition from online and off-price retailers. They are also under pressure due to a shift in spending patterns, with shoppers increasingly preferring to spend on big-ticket items such as electronics and cars than on clothes. Macy’s said the annual net sales volume of the locations it plans to close was expected to be about $1 billion. The company also said it was in talks to sell its Men’s Store on Union Square in San Francisco for redevelopment. Macy’s, under pressure from activist investor Starboard Value LP, is working on partnerships to monetize its huge real estate portfolio, which

A former senior intelligence official with knowledge of the plan said it reflects the growing role that cyber operations play in modern warfare, and the different missions of the Cyber Command and the NSA. Established in 2010, Cyber Command is now subordinate to the U.S. Strategic Command, which oversees military space operations, nuclear weapons and missile defense. U.S. officials cautioned that details of the plan, including some aspects of Cyber Command’s new status, are still being debated. It was unclear when the matter will be presented to President Barack Obama for final approval, but the former senior intelligence official said it was unlikely anyone would stand in the way. A senior official, speaking on condition of anonymity, said the administration was “constantly reviewing if we have the appropriate organizational structures in place to counter evolving threats, in cyber space or elsewhere.” “While we have no changes to this structure to announce, the relationship between NSA and Cyber Command is critical to safeguarding our nation’s security,” the official said. The Pentagon acknowledged earlier this year that it has conducted cyber attacks against Islamic State, although the details are highly classified. “We are dropping cyberbombs. Second bullet found in equestrian center A second bullet inside the Olympic equestrian center was found close to the stable area on Wednesday, the second time a stray shot has been picked up at the venue over the past week, police said. No one was injured and the first day of the dressage competition finished as normal. On Saturday, a stray bullet tore through the roof of the equestrian press center, passing over the head of the New Zealand press attache and landing at the feet of a photographer. The defense minister said it may have been fired by a gang member trying to shoot down a police blimp. The police blimp, which carries cameras to monitor the surrounding area, was flying on Tuesday during the final day of the eventing competition. Police arrested on Wednesday a man accused of firing the shot on Saturday in a community about two kilometers away from the venue, General Luis Ramos told reporters. During the arrest more shots were fired, possibly explaining the second bullet. A representative for the German equestrian team said they took the incident quite seriously but had been assured security forces would do whatever possible to protect horses and humans. The Deodoro equestrian area is next to a military complex and riders and fans have heard gun shots periodically since competition began on Aug. 6. Ramos confirmed the army had been conducting training exercises but promised to stop them so as not to spook the horses. He said 5,500 soldiers more were made available to provide additional security for the area in western Rio. The city had already pledged 85,000 police and military troops for the Games, more than double the figure employed in London in 2012. In recent days, three Swedish tourists were briefly abducted when they visited a slum, Portugal's visiting education minister was robbed at knifepoint, soldiers came under fire near the international airport and a Games bus was attacked with stones.
