SLOW START TO LOBSTER SEASON T
he 2016 lobster season got off to a slow start, with fisherman reporting about 12, 000 pounds less lobsters than they did on opening day last year. Dr. John Claydon, Director of the Department of Environment & Coastal Resources (DECR) said when the season opened on Monday, August 15th, the opening catch landed at processing plants in South Caicos and Providenciales totaled 43,206 pounds (lb). This was approximately 80% of the landings recorded for the first day of the open season in 2015. “While the opening day was lower than last year, a number of boats brought back over 1000 lbs of lobster each which was good. However, it is too early to tell how the season will turn out this year, and there are mixed reports from fishermen about the quantity of lobsters out there and if the weather just before the start of the season has made it harder to catch them. This is something that will become clearer over the coming weeks” said Dr. John Claydon, Director of the Department of Environment & Coastal Resources (DECR) Last year the opening catch landed, for all islands, total to 55,607 pounds (lbs), which was 20,701 lbs more than the first day of the open season in 20914. Claydon said DECR Officers have been inspecting catch as fishermen come into the plant and while at sea, and boat patrols have been conducted to deter illegal activities. However, the DECR fleet has been on stand-by to assist rescuing fishermen when needed. Crawfish size restrictions are as follows: when whole, a length of 3.25 inches measured from the front of the groove between the horns directly above the eyes, along the middle of the back to the rear edge of the back shell; or when the tail has been separated, a tail weight of 5 ounces whether processed or not. Fishers are not to be in the possession of any egg-bearing
Some of the lobsters caught on the opening day of this year’s season. crawfish and they are not to remove eggs from egg-bearing crawfish; They are also not to take or be in possession of moulting / soft-shelled crawfish or crawfish in early stages of spawning (described as appearing ‘tar-spotted’); and they are to ensure that the crawfish are landed unharmed and whole after being taken and landed at processing plants or at home, unless processed at sea as per the terms of the processing license. A recent study reported that the number of fish caught in the Turks and Caicos Islands may be nearly three times as high as reported. Fisheries for queen conch, Caribbean spiny lobster and finfish are three of the main targets for seafood-related businesses in the islands, with up to 75 percent of local residents involved in the industry in some areas. International rules dictate how many fish can be removed from the waters, meant to protect marine life and prevent overfishing of individual
species, and require catches to be reported. Researchers say, however, that increasing tourism and demand for local seafood, which is not included in reports, threatens marine life. “Local seafood consumption surveys should continue to be completed once every three to five years to track changing patterns, especially with the ongoing growth of tourism,” Aylin Ulman, a researcher at the University of British Columbia, said in a press release. “Local consumption catches must be factored into the equation when calculating the total allowable catch limits, especially for key species of conch and lobster, to determine if it is even possible to continue the export business.” For the study, published in the journal Frontiers in Marine Science, researchers reviewed fish catches reported to the islands’ Department of Environment and Maritime Affairs in Turks and Caicos between 1950 and 2012, factoring in additional information from seafood consumption
surveys involving locals and tourists in 2013, combining the data to revise estimates from the previous 60 years. Using estimates of the number of tourists on the island, number of residents and estimates of consumption, the researchers found actual catches on the island are 2.8 times higher than reported by the Turks and Caicos to the FAO, and 86 percent higher than the exportadjusted national reported baseline. The researchers suggest these numbers require addition regulation and monitoring be put in place in order to properly monitor the number of fish actually removed from waters, or risk damaging not just the fishing business but marine life in the islands. “DEMA has done a great job of monitoring fish sold to the country’s fish plants,” Ulman said. “However, it seems they have not always had enough staff to monitor seafood being sold or given to locals and tourists, whether that be at the dock, in shops, or in restaurants.”

Inside Kylie Jenner’s $50M Turks and Caicos vacation rental Kylie Jenner had a better 19th birthday than you did. The youngest member of the Jenner clan spent an extravagant week in a $50 million, 6-acre compound comprised of three separate villas. A total of 23 bedrooms are on the luxurious property. Airbnb confirms that Kylie and older sister Kendall each had a villa to herself. The birthday girl, accompanied by on-off boyfriend Tyga, stayed in the massive “Pearl East,” which is loaded with eight bedrooms, eight-and-a-half baths, two private pools, a tennis court, a Turkish steam bath and a sauna. Kendall’s villa was nothing to
sneeze at either, featuring 10 bedrooms, eight bathrooms, an Olympic-sized pool and a Jacuzzi. We’re told Kylie, Kendall and their group — which included friends Hailey Baldwin and Bella Hadid — spent some time jet-skiing and also kicked back with massages at the onsite sauna pavilion. They chowed down on dinners prepared by the estate’s private chef. Two Police Officers charged with corruption Two members of the Royal Turks and Caicos Islands Police Force have been arrested and charged on Wednesday 17th August 2016. Police spokesman Kevin Clarke said that the two who were on administrative leave since 8th October 2014, were charged with Acts
of Corruption and Theft. The charges stemmed from an internal investigation into a report of corrupt practices by both officers in respect of the handling of seized exhibits made sometime in October 2014. The investigation was conducted by senior investigators of the force, Clarke said.
Both officers were taken to the Magistrate’s Court and are presently on bail until 7th October 2016 for a sufficiency hearing in the Supreme Court. Clarke said both officers will be suspended.

Prince mansion in Provo to be sold
Administrators of Prince’s estate have promised they won’t sell beloved Paisley Park but they’re ready to unload the late icon’s multi-milliondollar villa in the Caribbean. For how much? No one is saying. But it won’t be cheap — maybe $12 million, maybe more. According to an order signed by probate Judge Kevin Eide Thursday in Carver County, Minn., outside Minneapolis, the Turks and Caicos villa is one of seven properties the estate administrator, Bremer Trust, is planning to sell this month. Another six parcels of land are located at various addresses in Chanhassen, Minn., nearby to Prince’s Paisley Park compound. These are all part of a total of 16 parcels the estate seeks to sell, although not all right away because some of Prince’s potential heirs have filed objections. Such objections, including from Prince’s sister, Tyka Nelson, on her Facebook page, led Bremer Trust to last week issue a public statement denying media reports that Paisley Park and the house nearby where Purple Rain was filmed would be sold.

On Friday representatives of the PDM continued on to Middle and North Caicos and had a busy weekend on the Twin Isles with a Town Hall on Middle Caicos on Friday, August 12, 2016 and a Prayer Breakfast on Saturday morning, August 13, 2016. The Town Hall Meeting was well attended by residents from Middle Caicos and North Caicos and quickly changed to rally status, a mood set by the attendees. The Party delegation included Party Leader, Hon Sharlene Cartwright Robinson, National Chairman, Douglas Parnell, National Campaign Chair, All Island hopefuls Karen Malcolm
and Robert Been and the PDM’s standard bearer for ED 4, Ralph Higgs. Mr Ralph Higgs informed the members of his vision for these Islands and invited their questions, comments and suggestions. Party Leader, Hon Robinson gave an account of her Party’s stewardship on issues affecting the people of Middle Caicos. All members of the delegation greeted the attendees. The delegation was cautioned not to disappoint the people as did the current Government and they enthusiastically shared ideas and concerns. On Saturday, August 13, 2016, members of the PDM attended the Funeral Service for the Late Charles Glinton and witnessed the public announcement of the renaming of the Post Office after

Prince was found alone in an elevator at Paisley Park on April 21, dead from painkiller overdose. Bremer Trust is authorized to sell Prince’s property for at least 90% of their appraised market value, but did not specify what that villa’s value might be now. At the time of Prince’s death, his former villa in Spain, a 7,500-square-foot property west of Marbella called El Paraiso, had been on the market for two years at an asking price of just short of $6 million. Bloomberg reported Prince bought the six-bedroom mansion in 1998 as a wedding gift for his wife at the time, Mayte Garcia, and sold in 2006.

Attorney General’s evidence in corruption trial should be restricted, say defence lawyers
Ralph Thorne, QC Defence lawyers in the corruption trial in Turks and Caicos Islands said Attorney General Rhondalee Brathwaite-Knowles should not be allowed to give evidence or produce documents containing any legal advice which she gave to former Cabinet ministers who are currently on trial. In arguments spearheaded by Queen’s Counsel Ralph Thorne and his junior Adrian Kayne who are representing former Premier Michael Misick, the defence lawyers said such legal advice must be subject to legal professional privilege and this privilege has not been waived. They accepted, however, that Brathwaite-Knowles may give evidence of such factual and background matters pertaining to various development agreements as may be necessary so long as in so doing, it does not involve a violation of the privilege.
Brathwaithe-Knowles had already started to give her evidence but her testimony was suspended after the objection was raised. Judge Harrison said the issue should have been anticipated and dealt with before she started to give her evidence. Thorne told Mr. Justice Paul Harrison, who is judge and jury in this trial, that communications between a professional legal adviser, acting as such, and his client are subject to legal professional privilege. He added that the common law right to consult legal advisers without fear of the communication being revealed is a fundamental condition on which the administration of justice rests; and that once established, no exception should be allowed to its absolute nature. He added: “The privilege is that of the client, not the lawyer advising. All confidential communications between a lawyer and his client relating to a transaction in which the lawyer has been instructed for the purpose of obtaining legal advice will be privileged, provided that they are directly related to the performance by the lawyer of his professional duty as legal adviser of his client.” During the period with which the Court is concerned, BrathwaiteKnowles was Crown Counsel (Commercial) and principal Crown Counsel (Commercial) in the Attorney General’s Chambers. legal adviser to the Government of the Turks and Caicos Islands. “As such, her client was the Government and the Ministers thereof,” Thorne said. “Communications between her (and indeed, any lawyers within the Attorney General’s Chambers) acting as such and her client, the Government, may be subject to legal professional privilege. Where it arises, it is only the Government of the Turks and Caicos Islands that can waive this privilege so as to permit Ms. Braithwaite-Knowles to give evidence of advice given and/ or any lawyer / client communications which took place and in which legal advice privilege arises.” The Barbadian Queen’s Counsel argued that in her numerous witness statements, Brathwaite-Knowles describes her role as being “required to advise Government departments to ensure that agreements reflect the long-term interests of the Islands and conform to all proper legal standards.” Part of her responsibilities in that role, they said, involved “taking instructions from the Turks and Caicos Investment Agency (TCInvest and advising them with regard to Development Agreements. According to Thorne, some of the United Kingdom legal authorities go so far as to suggest that the admission of privileged material obtained pursuant to a statutory derogation to the right may constitute a breach of a defendant’s Article 6 right to a fair trial. He added: “Legal professional privilege applies equally to lawyers employed by their client, as to lawyers in independent practice.

Whether the lawyer was aware of the illicit purpose is immaterial, as such matters are otherwise than in the ordinary course of professional communications. Before this principle can be relied upon, however, there must be some prima facie evidence that it was the client’s intention to obtain advice in furtherance of the criminal purpose. A document or communication is “once privileged, always privileged.” The privilege may be expressly or impliedly waived by the client or, after death, by his personal representatives or heirs.”

Eight cases of Zika reported in the Turks and Caicos Islands As of Friday, 12th of August, 2016, the Ministry of Health, Agriculture and Human Services (MoHAHS) has received confirmation of 3 additional cases of Zika from the Caribbean Public Health Agency (CARPHA). To date, there have been a total of 8 cases of Zika reported in the Turks and Caicos Islands. Among the cases reported, all were adults that reside in Providenciales; six (6) were females and two (2) were males; three (3) had recently travelled to areas where cases of Zika were reported; and five (5) are under investigation and their source of transmission has not been determined. Measures have been taken to ensure that these individuals are managed and contained, and all affected persons are recovering. The Turks and Caicos Government in partnership with the Pan American Health Organization/World Health Organization (PAHO), Airport Authority, Tourist Board, Turks and Caicos Hotel and Tourism Association, TCI Hospital and other local and regional stakeholders has taken actions to protect our residents and visitors from the threat of mosquito borne diseases including Zika. These actions include: •Stakeholder meetings with local and regional partners to ensure strategic use of all available resources to implement Zika virus preparedness and response action steps; •Increased community clean up campaigns in collaboration with the Red Cross, fogging exercises and premises inspections; •Expanded surveillance efforts; •Additional training sessions and situational updates for health professionals and other stakeholders; •Bill boards with prevention and protection messages will be replace CARPHA bill boards;
•Airing of commercials regarding elimination of mosquito breeding sites and protection from mosquito bites; •Posters and other materials produced and distributed; and •Public awareness messages aired on radio stations and other sources of media. In a press conference held on Tuesday August 16th at the Premier Office Director of Environmental Health Kenrick Neely said the Environmental Health Department put together a mosquito plan since last year May 2015 and has been following that plan already fogged a number of area throughout the Turk sand Caicos Islands. Neely added: “Our ZIKA plan consist of prevention and control measures, we’ve also spoken to persons who have traveled abroad and when they return if they have symptoms to seek medical attention. The Government along with the Environmental Health Department and The Ministry of Health has employed four additional vector control officers over the last six month period this was a part of the ZIKA fund that was allocated to the Ministry of Health and Environmental Health. Out of those funds we’ve purchased additional chemicals for fogging activities as well as for lava siding, also purchased additional fog machines, additional vehicles, we’ve conducted educational campaigns just to name a few.” Dr. Nadia Astwood Director of Health Services added: “This is a worldwide problem but we want to encourage people to still come and visit our beautiful shores but ensure that they take the necessary proportions to avoid mosquito bites and I know certainly working with the Tourism sector that they are taking every precaution along with the Ministry of Health to protect our Tourism industry.” The Environmental Health Department encourages the public to play their role in ensuring

Zika is a viral illness, which is spread by the bite of an infected Aedes aegypti mosquito. This mosquito is found throughout the Americas, including the TCI. Most persons who contract Zika are often not aware that they have the illness as they may not have any symptoms. Symptoms of Zika are relatively mild compared to Dengue and Chikungunya and appear between four to seven days after someone has been bitten by an infected mosquito. These symptoms include mild fever, skin rash, conjunctivitis (also known as pink eye), muscle or joint pain, and general malaise. In some cases, no fever is present. The concern with Zika is a growing body of evidence regarding the connection between infection with Zika during pregnancy and possible birth defects. In addition, there has been an association with Zika and rare neurological complications such as GuillainBarre syndrome. There is no specific medication to treat Zika and there are currently no vaccines to prevent the illness. However, symptoms of Zika can be managed by:

CIBC has positive outlook for TCI economy The steady economic recovery in the USA bodes well for economic prospects in the Turks and Caicos Islands (TCI) in 2016. That’s according to CIBC’s Caribbean Market Outlook for the second quarter of 2016. “Stronger tourism and real estate performances will likely increase real GDP by 4.4% in 2016. However, the IMF suggests that significant downside risks to the global economic outlook exist and this could limit robust economic growth in the TCI should demand for tourism and international business slow,” the recently released report noted. The document noted that commercial bank credit continues to contract, and rising deposits have driven liquidity higher. For the 12-months ended September 2015, total commercial bank loans declined 3.5%. Loans to businesses and the public sector declined 4.7% and 14.3%, while mortgages and consumer loans fell 0.4% and 6.4%. Total deposits advanced 10.2% y/y as at September 2015. Retail, corporate, and nonresident deposits increased 2.5%, 17.9%, and 0.3%. Loan delinquency declined year to date to September 2015. The nonperforming loans to total loans ratio declined from 18.3% at the end of 2014
to 15.3% by September 2015. Data from the Turks and Caicos Financial Services Commission illustrates that the government fiscal surplus fell US$4.5 million y/y to US$39.4 million during the 6-months ended September 2015, but remained US$28.2 million above budget. Total revenue increased US$1.8 million to US$130.1 million as a US$7.6 million increase in recurrent revenue eclipsed a US$5.7 million fall in nonrecurrent revenue. Receipts from imports duties, taxes on hotels and restaurants, stamp duties on land transactions, and work permits and residency fees expanded US$4.3 million, US$5.1 million, US$3.0 million, and US$0.2 million, but the government collected less revenue from the customs processing fee (down US$0.5 million), fuel taxes (down US$2.0 million), and other revenues (down US$2.5 million). FortisTCI Maintains ‘BBB’ Outlook: Stable Credit Rating President and CEO of Fortis TCI, Eddinton Powell The international independent credit rating agency Standard & Poor’s (S&P), recently commenced an annual review of the FortisTCI (the “Company”) ‘BBB’ corporate rating. This rating was initially achieved by the Company in 2014 and reconfirmed in 2015. The S&P 2016 review results were announced on Thursday, August 11, 2016, concluding that FortisTCI has maintained it’s ‘BBB’ (Outlook: Stable) global corporate credit rating. According to S&P standards, “an obligor rated ‘BBB’ has adequate capacity to meet its financial commitments. However, adverse economic conditions or changing circumstances are more likely to lead to a weakened capacity of the obligor to meet its financial commitments.” The report highlighted as it has in previous years, that “simple contract, cost-of-service style regulation, and the expectation that there will be no material changes to
the licensing agreement and tariff structure” were positives in the rationale. The FortisTCI strategic relationship with parent company Fortis Inc. was also highlighted as a positive. S&P also stated in their report that, “Although we do not expect a downgrade during the outlook horizon, any material adverse regulatory decision, unfavourable changes to the regulatory structure or operating license or weakening in the Turks and Caicos Islands’ economy could all lead to a downgrade.” President and CEO Eddinton Powell, said, “There is great value in having an investment-grade corporate credit rating, particularly in the electric utility industry which is one of the most capital-intensive industries there is. Since achieving the S&P credit rating, FortisTCI has gained access to competitive capital markets in New York, as well as the domestic market through the National Insurance Board (NIB), helping to fund much-needed investment in energy infrastructure projects benefiting the Turks and Caicos Islands. A superintendent is generally a senior manager responsible for setting strategy, standards and day-to-day operational policy across a single department or a range of policing responsibilities. They are within the top 1% of officers in terms of rank and seniority. Working under the direction of, and assisting the Commissioner of Police, the post-holder will be responsible for the efficient day-to-day operations of the SPECIAL OPERATIONS UNIT. Over 100 Students Graduate Beaches Summer Internship Program Over 100 local students graduated from the Beaches Resort’s highly acclaimed internship program during ceremony held at the resort’s grand ball room last week. Hosted by Beaches’ Entertainment Director David Ellis, the afternoon event saw a large crowd of graduates and well-wishers. Among those in attendance were Honorable Akierra Missick Deputy Premier and Minister of Education, Leader of the Opposition, Honorable Charlene Cartwright-Robinson, Director of Education Edgar Howell and Tourism Training Director Blythe Clare. “We are excited and very proud to graduate 104 students from our summer Internship program,” said Monique McClean-Vaughn, Human Resource Manager, “It afforded students the opportunity to gain work experience in departments which included the traditional e.g. Front Office and the non-traditional e.g. Grounds.” “At the end of the program some of the students returned to school, while some graduates applied for the Apprentice Program a joint venture with the Ministry of Education and Beaches; and a few transitioned to full staff.” She concluded. Progressive National Party (PNP) Candidate for North and Middle Caicos, Mark Fulford held his Business Breakfast, on Thursday, August 18, 2016 at Miss B’s Restaurant in North Caicos. Fulford laid out aspects of his manifesto to an overflowing room of attendees who were present to hear from the candidate as well as speakers, Premier Rufus Ewing, Former Premier Galmo Williams, Minister of Finance Washington Misick and Minister of Immigration and Labour, Hon Donhue Gardiner. Areas covered included the growth and sustainability of the tourism product within the Twin Islands, the need for a Resort facility on the islands, getting both airports operational, and the need for a banking institution on the Twin Islands.
The focus is to give a boost to the economy of the twin islands through job opportunities, new construction projects and the revitalization of key areas of North and Middle such as Agriculture. Fulford emphasized that he is looking forward to providing BIG representation that changes lives for the better and bringing progress to the twin islands. He made mention of some of the pillars of the business community who have held the islands together by providing essential goods and services such as Clifford Gardiner, who is the only local hotel owner in the country and many others. He is committed to working with his PNP government to bring sustainable wealth and development to the people of his Home islands. Premier Ewing, in his remarks noted that the role of his government has been two fold, namely
that of Recovery and Rebuilding. Annual fundraiser raises $7,500 for the Edward Garland Youth Centre

Hilton to open in partnership with Baptist Health Hilton Worldwide and Baptist Health South Florida today announced the signing of a franchise license agreement to open Hilton Miami/ Dadeland, a full service, 184-room hotel, on the Baptist Hospital campus in Miami, Florida. From Hope to Hopelessness (1976 -1986) By Jas Walkin TCI Patriot
The political journey of this country began in 1976 full of hope and promise. We had just elected for the first time a Legislative Council providing us with a new system of government known as Ministerial Government. The country’s first Chief Minister Hon. JAGS McCartney was sworn in and was ready to go to work. The excitement of a new PDM government gave rise to the nation’s first public broadcasting radio station RTC, new scholarships awarded for belongers, new projects, introduction foreign investment policy development of a Tourism product and the first elected government to formulate national policies. Moreover, the first four years was climaxing with talks of Independence and self-determination. As the first term of ministerial government was drawing to an end, the hope of this country was about to experience its first encounter with a feeling of hopelessness. For the year 1980, the country lost its leader in a tragic plane crash with little to no explanation of what caused
it. The pain was heavy, the lost was great. What started out as a country destined for greatness and full of hope quickly simmered into a heartbroken nation in search of the next leader. Subsequently, after a short term of the deputy Chief Minister assuming the role of Chief, the country for the first time changed government and elected the PNO and later the PNP as the government in 1980. The new Chief Minister Norman Saunders gained national appeal very quickly as he was young, handsome and full of energy and innovation. His government expanded on the foundation laid by JAGS McCartney and the PDM administration. Tourism began to grow and the model for economic development began to take form. The majority of country was hopeful and they began to dream again. With this new found enthusiasm, the PNP was able to secure a second consecutive term as the government. Unfortunately, the country would live to regret this decision as the Chief Minister Norman Saunders and two other high ranking ministers of government were caught, charged and imprisoned for drug related offenses in

1985. This brought shame, disgrace, heartbreak and another major setback to this country’s development. Moreover, despite the efforts of Nathaniel Francis to assume leadership of the country in the wake of Mr. Saunders legal issues, several fires, a number of questionable events, and a stagnant economy; he would be unsuccessful in providing a stable government. To his credit, Mr. Francis and his government did try to reassure the country that they could hold things together, and could somehow give a glimmer of hope in the aftermath of the Cabinet Ministers arrests. Nevertheless, his government which he described as “Solid as a Rock” was removed from office while he and several other members of parliament were deemed ‘unfit for public office’. Subsequently, in 1986, the constitution that we had fought so hard to obtain was suspended, followed by the introduction of a British Interim Administration. This decade in our country’s history started with hope and promise of a newly elected government and legislature but ended in 1986 with frustration and hopelessness of a
Jas Walkin British Interim Administration. From hope to hopelessness is the story of our first decade of ministerial government in the Turks & Caicos Islands.

Haiti to fund $55-million new try at elections after results scrapped
Haiti said on Wednesday it would spend $55 million on a new election after the results of the last vote were scrapped, with most of the money to be drawn from the poor Caribbean nation’s own coffers as foreign donors are reluctant to pay again. The United States, which contributed $33 million to the last election, strongly opposed aborting the results and said in July that no aid would be forthcoming for the repeat. Washington also asked Haiti to return nearly $2 million. Jamaican caught smuggling coke in roll-on deodorant – court hears A Jamaican national is scheduled to be sentenced on Monday after he pleaded guilty to a charge of trafficking narcotics. In providing the court with an explanation, Stapleton claimed that he went to the GPOC on instruction to ship the box containing the items via the postal service. When he arrived there, he was informed that he needed a local address to do so. Stapleton said that he left the post office abruptly and
tossed the items in a nearby garbage container since he did not have a local address. The man claimed, however, that he did not get far from the post office as a CANU officer pursued him. Stapleton said that he was questioned and he cooperated with the ranks. The drugs were later discovered. After listening to Stapleton’s explanation, Magistrate Daly was also informed that the investigations in the matter are still ongoing. Bahamian MP backs resort and tells union to ‘carry their ass’ TALL Pines MP Leslie Miller yesterday railed against the tactics of the Bahamas Maintenance and Allied Workers Union, saying the BHMAWU “held a gun to the head” of Sandals Royal Bahamian Resort executives and is now reaping what it has sown with the “unfortunate” job losses of more than 600 resort employees. During an impassioned interview, Mr Miller said despite the calls for the Christie administration to intervene on behalf of the redundant workers, there is “not one damn thing” the government can do as the resort is privately owned. In a word of advice to the union and those who believe they are free to do as they please under private ownership, the former Cabinet minister said they should all “carry their ass” and work someplace else if they are not pleased with the way resort owner Gordon “Butch” Stewart runs his business. PM says he is HIV negative, urges citizens to see after their health
Prime Minister Dr. Ralph Gonsalves KINGSTOWN, St. Vincent – Prime Minister Dr. Ralph Gonsalves says he is HIV negative. Speaking on a tradio programme here, Gonsalves, who turned 70 on Monday, said that his latest medical examination on June 5 showed that he is in good health and that he is also HIV negative. He told radio listeners however that it is important not to discriminate against persons who have tested positive for the virus that causes AIDS. He said that his father, who died at age 85 from a prostrate problem, could have lived longer had he gone to his doctors more often. “I do medical every year. In fact, I tend to do one here with …and then as soon as I get an opportunity immediately thereafter, when I go on a business trip to Cuba, I would also have it done. In fact … just two months ago, on the 5th of June, I did my medicals,” Gonsalves said, noting that apart from being HIV negative, he was also free of Hepatitis B and Hepatitis C. “I could have answered you and told you that it is none of your business,” he told the radio announcer who responded that his health is also the business of the public. “No. What I am saying is this: I could have told you that but I don’t mind answering it. I’m not answering it from the standpoint of your right to know, I am just saying you ask me…,” Gonsalves said, asking the host why he did not want answers to his othjer tests such as haemoglobin, cholesterol or his creatine, and prostate problem. “My PSA (Prostate Spefici Antigen test), which is the test of the prostate, is quite good,” Gonsalves volunteered, adding that he also does the physical prostate examination. Guyana reduces trade deficit by nearly 100 per cent GEORGETOWN, Guyana – Guyana has recorded a significant decline in its balance of trade deficit for the first six months of this year as compared to the same period last year, according to figures released by the Ministry of Finance.. According to the figures, the deficit had been reduced by 92 per cent and stood at US$19.1 million as against US$250,.6 million The Ministry notes that Guyana exported merchandise valued at US$666.4 million in the first half of 2016, an increase of US$147.2M compared to that of US$519.2 million for a similar period last year. The increase in merchandise export is credited to the performance of the extractive sector. Gold exports more than doubled with declared exports of US$390.7 million for the first six months of the year, compared to US$188.3 million for the corresponding period last year. Merchandise imports for the first half of 2016 showed a reduction of 10.1 per cent over that of 2015. Imports for 2016 stood at US$699.5 million compared to US $777.8 million with the importation of consumption goods increasing by 4.7 per cent from US$188.4 million in 2015 to US$197.3 million during the same period this year. Despite exporting more
bauxite, foreign exchange earned from this sector fell from US $53.3 million to US $46.3 million, a direct result of world market prices for the commodity. Similarly, Guyana’s diamond exports attracted lower income despite a higher volume of export for the first six months of 2016 compared to that of 2015. Decline in export quantities were recorded in the agricultural sector. Income from sugar fell from US$30.4 million to US$20.8 million for the first half of this year, a decline of 31.4 per cent. The authorities said the reduction in income from sugar export is directly attributable to a reduced quantity of export since higher prices were paid. The reduced amount of sugar exported is attributed to the lower production which resulted from El Nino weather conditions in the first half of 2016. Conversely, rice also experienced reduced export earnings, from US$125.7 million to US$88.3 million for the corresponding period in 2016. The reduction in income from rice export was a direct result of the loss of the Venezuelan rice market, which paid substantially higher prices than that of the world market prices, the authorities noted.

An announcement is expected to be made as early as Friday. Local mosquito populations could pick up the virus from a person returning from another area where Zika is active. He said it is important to alert people as soon as possible if local transmission is occurring so that pregnant women can protect themselves and get tested for the virus. U.S. Republican presidential candidate Donald Trump overhauled his troubled campaign on Wednesday, hiring the combative head of a conservative news website as chief executive officer and promoting a seasoned political operative to a senior role. Two people were arrested overnight in Serbia’s south as they tried to slip 30 migrants across the border. After entering Serbia, most migrants become stranded as EU member Hungary to its north cut the maximum number of daily entries to 30 in June, creating a bottleneck. According to Serbia’s commissariat for refugees, about 4,000 migrants were in the country on Thursday, with about three quarters of them in government-run refugee centers. The remainder either sought shelter in parks in the capital Belgrade or were awaiting entry into the EU in camps at the Horgos and Kelebija border crossings with Hungary. More than 100,000 people have entered Serbia en route to sought-after destinations in the EU so far this year. More than 650,000 people passed through Serbia last year. More than one million people fleeing war and poverty in the Middle East, Africa and elsewhere arrived in the EU last year, the vast majority asking for asylum in Germany. An EU deal with Turkey in March halted a huge migrant influx by sea from that country but an inward flow has continued by other means, mainly by sea into Italy from Libya. Declaring he was tired of talking about Donald Trump, President Barack Obama urged Democrats on Monday not to grow too confident about their prospects in the 2016 election despite Hillary Clinton’s strong position in the race for the White House. Federal police also want to question U.S. gold medalist swimmer Ryan Lochte, one of swimming’s most decorated Olympians, but he had already flown home to the United States on Monday, a police spokesman said. The four swimmers have said they were robbed by gunmen while returning to the Athletes’ Village in a taxi in the early hours of Sunday after a party - an incident that stoked fears for the safety of athletes and visitors at South America’s first Games. The Rio Olympics have been dogged by a series of security scares, including the robbery of two visiting government ministers, a mugger being shot dead outside the opening ceremony and stray bullets being fired into the equestrian center. On Wednesday, The Guardian newspaper reported that a British team member had been held up at gunpoint while enjoying a night out in Rio in the early hours of Tuesday. The person was not seriously hurt, the newspaper added. However, in the case of the four swimmers, police sources have said investigators have not found any evidence so far to back up their accounts. Johnson's mark was considered one of the almost untouchable records in track. "I was running blind all the way," Van Niekerk said. "I thought someone was going to catch me -- what's going on, what's going on -- and it gave me motivation to keep on pushing." Van Niekerk, 24, became the first South African since
1928 to win an Olympic gold medal on the track, according to ESPN Stats & Information. He leaned at the finish line, which he really didn't need to do, as Kirani James (43.76) of Grenada and LaShawn Merritt (43.85) of the United States weren't even in the picture. James, the defending Olympic champion, finished with the silver, and Merritt, who won gold eight years ago in Beijing, hung on for bronze as he staggered across the line. Van Niekerk drove a wedge in the rivalry between James and Merritt at the world championships last August, when he beat both with such a lung-searing performance that he left the track on a stretcher.
