IT WASN’T ME, SAYS BISHOP Pastor Coleta Williams denies being in a cyber sex video by Hayden Boyce Publisher & Editor-in-Chief

ishop Coleta Williams, one of the most popular and influential church leaders in the Turks and Caicos Islands, has flatly denied that he’s the naked man who is seen having cyber sex in a shocking video that has gone viral world-wide. Although Williams, the head of the popular Abundant Life Ministries International, did not made any media statements up to Press time, The SUN can confirm that he told members of his church earlier this week, that he was being framed, that persons associated with the video wanted to extort money from him, and that the disturbing video was the end product of high-tech, sophisticated editing. The Royal Turks and Caicos Islands Police Force has launched a formal investigation into the video and detectives are expected to question Williams about it. During and after Bishop Williams’ meeting at the church on Wednesday, September 23rd, some of the members cried openly, while others left in shock, shame, disbelief and doubt. Despite the Bishop’s vehement denial, the man in the one-minute and 26 seconds-long video, has a striking resemblance to Williams, who is reportedly having a difficult time convincing many of his followers and fellow pastors that it isn’t him. In the video, which first surfaced on Saturday September 17th, the naked, hairy-chest man is seen glancing sideways as if to ensure no one is watching, then he blows a kiss, proceeds to flick his tongue and then plays with his private parts. The end of the video carries the names Coleta Williams and Catalina Perez, the name used by the person at the other end of the video and who may have been responsible for circulating it. While the video was spreading like wild fire, Bishop Williams took the pulpit on Sunday, September 18th, but made no reference whatsoever to it. He is not expected to preach at the church this Sunday. In the midst of the firestorm, Bishop Williams, who left the country a few days ago, has rejected calls for his resignation from the church which he
The man featured in the cyber sex video started more than a decade ago. The SUN understands that members of Global United Fellowship (GUF) of which Williams is the Provincial Leader, have called for his resignation and have notified Bishop Neil Ellis of The Bahamas, who is head of GUF, and who is expected to come to the Turks and Caicos Islands to formally address the matter. Known for his charisma, flamboyance and his fire-brand sermons, Bishop Williams has been a controversial, if not polarizing, figure in the Turks and Caicos Islands over the years. This was amply represented by the divergence of views expressed on social media about the video, with some persons, saying it was not Williams in the video and others stating that even if it was, there should be an element of forgiveness. This, however, is not the view of many ardent church-goers and spiritual leaders who believe
that Williams should resign from the church. The SUN understands that a number of other persons in the Turks and Caicos Islands have been featured in cyber sex videos and that some of them have paid significant sums of money to prevent the footage from being posted on social media. Police spokesman Kevin Clarke said police would like members of the public to be cautious not post or share any obscene images if comes into their possession. According to the Obscene Publications Ordinance: Any person who— (a) for purposes of or by way of trade or for distribution or public exhibition makes or produces or has in his possession any obscene writings, drawings, prints, paintings, printed matter, pictures, posters, emblems, photographs, cinematograph films, videotape, CD or other form of electronic storage of information or any other obscene

Court of Appeal ruling on 12 storeys in February 2017 The much-anticipated decision by the Court of Appeal in respect of Government’s decision to raise the building height and density in the Turks and Caicos Islands, is expected to be handed down in February next year. After hearing two full days of arguments last week, the Court of Appeal, which is headed by Elliott Mottley, QC, and includes Mr. Justice Ian Forte and Mr. Justice Humphrey Stollmeyer, did not give any oral or written decision on the matter. Mottley stated, however, that the court will next be sitting in February 2017. Two condominium hotels, The Venetian and The Tuscany, claim to be adversely affected by Government’s decision to change planning policy by increasing the allowable height of apartments, condominiums and hotel buildings from a maximum of seven floors (a maximum of 90 ft.) to a maximum of twelve floors (a maximum of 150 ft.) and increasing density from 24 bedrooms per acre to 40 bedrooms per acre for condos and from 25 bedrooms per acre to 50 bedrooms per acre for hotels. The owners of Tuscany and Venetian say that the increase in the permitted height and density allowed under the 2016 Amendment, will decrease the value of their properties and the value of rents and income from tourists and residential lettings provided by the Applicants. They filed a judicial review which was dismissed by Chief Justice Margaret Ramsay-Hale. They appealed. Although the two hotel developments are opposed to the 12-storey development in the Turks and Caicos Islands, they said they are still in favour of development in this country. A spokesperson for the Tuscany Strata Corp. and The Venetian Strata Corp. released a press statement on Thursday September 1st, 2016, saying: “The Tuscany and Venetian Resorts are IN FAVOR of continued development in the Turks and Caicos Islands. We SUPPORT thoughtful building,
consistent with the density and height guidelines which have contributed to the beauty and appeal of the islands for Islanders, tourists and investors alike.” The statement added: “We are OPPOSED to construction authorized under a law where there was so little opportunity for public debate and where no national development plan exists. We believe the recent changes fail to recognize the damage such high density development will do to the TCI infrastructure (fire protection, water and sewer, traffic, etc.), the country’s environment including its national parks and beaches. The peaceful, uncluttered image of Provo, carefully created over so many years, should be maintained to promote the Turks and Caicos Islands as being ‘Beautiful by Nature’ and to attract property investors and developers alike.” In a judgment handed down on Thursday July 21st, Chief Justice Margaret Ramsay-Hale, stated: “It is clear from the Premier’s evidence that TCIG has considered that the potential impact of the 12 storey developments on the environment can be mitigated by imposing particular planning standards and requiring rigorous environmental impact assessment before any development is permitted. Although Ms. (Kathleen) Wood states that she cannot see how an informed opinion on adverse environmental impacts could be reached without a strategic environmental assessment, I do not accept the proposition that because no such assessment was undertaken, that TCIG failed to discharge the duty imposed on it by section 18 of the Constitution. The test is not whether the TCIG or the Premier got it right when it determined that the question of the impact of such developments on the environment would be considered at the stage when planning approval is sought. The test is whether they understood the Constitutional objectives of fostering and protecting the environment and took those objectives into account and it is plain from the evidence that they

Chief Financial Officer must go, says Premier Ewing Premier Hon. Dr. Rufus Ewing has had enough of British-appointed Chief Financial Officer (CFO) Stephen Turnbull and he’s going to the House of Assembly to attempt passing a law to kick him out of the country. “It is my intention at the next eligible sitting of the House of Assembly to introduce in a CFO Repeal bill via Cabinet or Private Members Bill to forcefully demonstrate our will to remove the CFO. We will still be at the mercy of the UK Government to give assent to the repeal bill and the removal the CFO position from the constitution via an order in council, but this I am prepared to fight at every level,” the Premier said in an address to the Overseas Territories Attorneys General Conference, which was attended by UK Solicitor General, Robert Buckland QC MP, and held at Blue Haven Resort, Providenciales, on Tuesday September 20, 2016. The Premier said the CFO, under the provisions of the CFO Ordinance, has absolute authority over the Public Finance Management Ordinance and through his actions and by exercising his authority, has “unilaterally appropriated funds whose expenditure were not sanctioned by the duly elected members of Cabinet”. According to the Premier: “In several instances my Cabinet opposed these appropriations where they were deemed not to be in the best interest of the people of this country. In addition to authorizing the spending of millions of dollars to the benefit of a UK initiated legal trial and investigation team, for which there is no accountability, an undertaking with no end in sight, the CFO has denied and delayed major policy initiatives and decisions of the duly elected government with no regard as to the far reaching implications on the livelihood of our people and our businesses.” Ewing said that the position of Chief Financial Officer (CFO) was “imposed upon” the Turks and Caicos
Premier Hon. Dr. Rufus Ewing Islands under the new 2011 constitution and it was “sold to the people” that the position would remain until such time that the loan guarantee was lifted after repayment of the UK guaranteed bond. In March 2013, the Department for International Development (DFID) announced Turnbull as the TCI’s new CFO with effect from May of that year. The Premier added: “This Government upon assuming office, took the stance as communicated in my letter to the UK Secretary of State in February 2013, that the position of CFO was a violation of the principles of democracy. The responses received made it blatantly clear that we would be fighting an uphill battle against the UK’s position and this administration made the decision to focus efforts on governing this country and aggressively embarked upon one of the most successful economic recovery strategies seen in modern times. We deemed in essential to fortify ourselves to fight another day and relied on the guarantee of the UK Government that the position of CFO would be extinguished upon retirement of the UK Guarantee.” He continued: “This government has toiled arduously and our people have made tremendous

We have retired our debt in February of this year and discussions had commenced with the Overseas Territories Minister and FCO from December last year as we demanded that the U.K. Government uphold its end of the agreement with the people of these islands. It was agreed in our discussions that there would be a six month transitional period following the repayment of the bond. This period has expired at the end of August of this year and yet the UK government has failed to honour their guarantee to the people of this nation as they have failed to remove the CFO.” Premier Ewing said that as the leader of this government, duly elected by the people of these islands and tasked with operating in the best interest of all Turks and Caicos islanders, he has a responsibility to “speak out and stand up when a vow made to my people goes unfulfilled” especially when we have “adhered to the principles and the rules and well surpassed the bar that was set for us to attain”. He continued: “Six months ago a promise was made to the government of Turks and Caicos and to Turks and
Caicos Islanders. A vow agreed upon in the manner that all honourable men and women and integrity understand. From a people and from a nation who have proudly, ably and more than capably fought their way back from economic dependency under the scrutiny and spotlight of the world at large, under the institutions and standards of good governance, we have the undeniable right to expect no less than honourable actions by the FCO whom I now advise to in turn beware of the scrutiny and spotlight of the world at large, should they continue to treat this nation in a dishonorable manner. Six months ago the Her Majesty’s representative of the United Kingdom vowed that upon the payment of our debt, a debt of $170M that the CFO would be removed by an Order in Council and that we, the duly and lawfully elected representatives of the people, would resume the rightful authority to manage the financial affairs of our people.” The Premier said that in his meetings with all three of the successive Overseas Territories Ministers who held office since the Progressive National Party (PNP) was elected to office in 2012, the Secretaries of State and DFID Ministers, he discussed the following the issues of concern: the UK Funding of the endless SIPT Trial, Constitutional Amendments and the role of the CFO and to date the UK government has continued to disregard the well-being of the people of this nation and has continued to abuse its responsibilities as a sovereign state. “The Turks and Caicos has the right to its autonomy. In spite of the obstacles. In spite of the impediments. In spite of the sacrifices made by our countrymen our right to manage our own affairs continue to be trampled by the UK government. And despite our successes, Her Majesty’s Government has willfully and dishonorably failed to hold up their end of this agreement,” he added.
Members of public prosecutions office attend international symposium During 4th to the 11th September 2016 representatives of the Office of the Director of Public Prosecutions attended the 34th Cambridge International Symposium on Economic Crime held in Cambridge, United Kingdom. Director of Public Prosecutions (Acting) Angela Brooks and Senior Public Prosecutor, Latisha Williams were amongst over 1600 participants representing some 600 different countries. The theme of this year symposium was, “Economic CrimeWhere Does the Buck Stop?”. “The Symposium was a most rewarding experience as it allowed us as participants to gain some knowledge and insight into other jurisdictions and their approach to economic crime. Economic crime happens in almost every country in the world and the global effect is staggering,” stated Mrs. Brooks.
“The Turks and Caicos Islands are no exception, we must do all that is within our power to pass legislations, educate, cooperate and bring awareness in our communities to prevent such crimes. Crimes such as money Laundering, cybercrimes, drug trafficking, human trafficking, terrorism. Such crimes encourage criminals to continue their illicit schemes because they get to spend profits with no repercussions, more fraud on the streets, more drug related crime.” Various strategies were discussed by the presenting countries in order to detect what works and what doesn’t work, new techniques and enlightening ideas were shared. One of the key components in combating economic crime that was stressed throughout the sessions, was the cooperation between the various agencies, Director of Public Prosecutions (Acting) Angela Brooks and Senior Public Prosecutor, legislators and countries. Premier wants inquiry into cost of SIPT trial
Premier Hon. Dr. Rufus Ewing is calling for an inquiry into the Helen Garlick-led Special Investigation and Prosecution Team (SIPT) corruption trial. "There comes a time when words are insufficient and action must be taken, and I am prepared to call for an inquiry into the unaccountable and endless expenditure of the SIPT trial and seek to recover every cent of monies spent," the Premier said in an address to the Overseas Territories Attorneys General Conference, which was attended by UK Solicitor General, Robert Buckland QC MP, and held at Blue Haven Resort, Providenciales, on Tuesday September 20, 2016. Premier Ewing did not elaborate on the inquiry but he essentially echoed the sentiments of Finance Minister Hon. Washington Missick, who was quoted in May 2016 as saying: "The finance minister said: "My view is that those costs should be borne by Her Majesty’s UK Government. We have a lot of things that we could be spending that money on, but at the end of the day, it says justice must not only be done, it must be seen to be done, and sometimes
the wheel of justice turns very slowly. My opinion and the opinion of the government and I believe the majority of the people of the Turks and Caicos is that if whatever purported wrong was done, it was done while we had a British Governor here and they were sleep walking. If they can indeed prove that there has been wrongdoing they should pay for it. That is unfortunate and unfair to the people of the Turks and Caicos who have to foot that bill.” The cost of the SIPT trial has been an estimated $12million per year, but Cabinet ministers have complained about not knowing the true costs because certain aspects of SIPT's expenditure are being hidden from them until the completion of the trial, which observers forecast will run into 2018. In 2014, in response to a request made under the Freedom of Information Act (FOIA) in the United Kingdom, officials from the Foreign and Commonwealth Office (FCO) refused to divulge the full costs of the investigation, saying: "In any case, at this stage of the investigation it would be inappropriate for detailed information to be provided. To do so
would necessarily involve disclosing and publicizing information about the conduct of the investigation and other operational matters, and the preparation of the prosecution case. This would result in an unnecessary and unacceptable risk of prejudice to the judicial process which must be allowed to take its course without hindrance. The SIPT expects to be held fully accountable for its expenditure and to be required to give detailed information on how the costs of the investigation and prosecution have been incurred, once the criminal proceedings are over." On June 30th, 2011, in response to a question about the cost of the investigation in the House of Commons, FCO Minister, Jeremy Browne, revealed that in the financial year 2010-11 the Foreign and Commonwealth Office made a discretionary grant of £6.6 million to reimburse the Turks and Caicos Islands Government for some of the exceptional costs of the criminal investigation, including the work of the Special Investigation and Prosecution Team, and related civil recovery and police work.
He added that in the financial year 2011-12 the Turks and Caicos Islands Government reported that expenditure for the Special Investigation and Prosecution Team was US$7.6 million. This, he said, represented over 4% of expenditure and was "a significant funding challenge" for the Turks and Caicos Islands Government. He stated that a further grant of £3.8 million in the financial year 2011-12 was made to reimburse the Turks and Caicos Islands Government for a proportion of the costs associated with the continuing criminal investigation and associated prosecutions, adding that the Secretary of State also approved an additional £745,000 contribution to the cost of setting up a suitable courtroom for the trials which will be held as a result of the investigation. In addition to these grants, the British Government spent approximately £86,000 on costs in the UK relating to the Special Investigation and Prosecution Team in the financial year 201112.

Integrity Commission warns public officials who are not filing The Integrity Commission is urging all public officials who are required by the Integrity Commission Ordinance to file their declarations with the Commission but have not, to do so without further delay. A press statement from the Commission noted that these public officials fall into two main categories. The first are those who were required to file their declarations for the period 2014 to 2016 by the deadline which expired on 30 June, 2016. The second category are the public officials who were required to file their declarations within 90 days

of their appointment but have not done so to date. Director of the Integrity Commission, Eugene Otuonye, QC, said the Commission desires that these public officials comply with the law, rather than face the serious consequences of non-compliance. He stated: "So, in addition to previous written and oral reminders to these public officials, the Commission has also granted a general extension of time until September, 2016 to enable these officials to file their declarations as required. This extension of time has also been communicated to these officials individually."
Otuonye said this press release serves as "the final notice" to all public officials concerned, that after 30 September, 2016, the Commission shall, without further notice, publish in a newspaper and the Government Gazette, the names of all public officials who have failed to file their declarations as required by the Integrity Commission Ordinance. "The Commission reminds all public officials concerned, that under section 51 of the Integrity Commission Ordinance, failure, without reasonable cause, to file declaration as required under the Ordinance

WIHL Coastal Clean Up The WIHL Family joined with DECR on Saturday September, 17 2016 in support of the annual Coastal Clean Up. A team of over 30 employees from Alexandra Resort, Beach House Turks & Caicos, Blue Haven Resort, Blue Haven Marina, The International
School and Imperial Laundry and Dry Cleaners split up to pick up litter from the Coral Gardens beach access/beach and Leeward Palms area. Parents and students from the International School volunteered as well. Team members from Blue
Haven Marina did a dive cleanup and recovered litter from the Marina sea bottom. WIHL is committed to the environmental aspects of our communities and is dedicated to helping keep the Turks & Caicos Beautiful by
Nature. We encourage all residents and visitors to keep our environment free from trash by not littering. We all have an important role to play. We can make the difference. Let’s keep Turks & Caicos pristine!
International School Beach Clean Up Exciting events have taken place at The International School of the Turks and Caicos Islands! On Saturday, September 17th, ISTCI joined the Department of Environment and Coastal Resources’ efforts in keeping our beaches clean for International Coastal Clean-up Day. A team of ISTCI staff members,
staff from Alexandra and Beach House resorts and several parents and students collected plastic and other garbage from a stretch of Grace Bay Beach and the surrounding area. The clean up started at 7:30 a.m. and was completed by 9 a.m. A total of over 15 bags of garbage and litter were collected.
Our students understand the importance of removing garbage from the beach, especially the plastics, as they are poisonous to sea life and remain in the ocean forever. We hope to have more beach cleanups this year! After hearing of a fire in Blue Hills that left several families homeless, The International School of
the Turks and Caicos Islands held a clothing and toy drive. We collected several boxes of donations from the community as well as all WIHL companies. Our Student Council sorted and boxed these items for the victims of this devastating event. We hope our donations will give some relief to those in true need.

TCI now has 11 cases of Zika
The Turks and Caicos now has 11 confirmed cases of Zika and Government recently approved funding in the sum of $500,000 from the Contingency Fund towards the management of Zika in the country. According to a Government statements, approximately $80,000 will be used for promotion and awareness initiative by Health Promotion and Advocacy Unit while approximately $250,000 will be used for street cleaning by Public Works Department. The balance will be used by Environmental Health Department for staff support and other resource needs. The Ministry of Health, Agriculture and Human Services said they have just received the results from the CARPHA Laboratories of an additional three confirmed cases of Zika virus infection found in TCI, bringing the total to eleven cases. “The Ministry wishes to inform the public that every precautionary measure is being taken, as we continue to enhance prevention and control measures,” the release stated. The Minister of Health, Agriculture and Human Services and Premier of the Turks and Caicos Islands Hon. Dr. Rufus Ewing wish to advise residence and tourist alike to use approved repellents when outdoors. To minimize the risk and further spread of the Zika virus, the TCI communities are asked to take immediate steps to stop Zika by eliminating all breeding and potential breeding sites. Zika is a viral illness, which is spread by the bite of an infected Aedes aegypti mosquito. This mosquito is found in the TCI. Most persons with Zika are not aware that they have the illness and may not have any symptoms. Symptoms of Zika are similar to Dengue and Chikungunya and appear between four to seven days after someone has been bitten
by an infected mosquito. These symptoms include mild fever, skin rash, conjunctivitis (also known as pink eye), muscle or joint pain, and general malaise. There is no specific medication to treat Zika and there are currently no vaccines to prevent the illness. If you feel sick and think that you may have Zika consult a healthcare professional, especially if you have a fever. If you have travelled, make sure to tell your health provider about your travel. Use acetaminophen or paracetamol to treat fever and pain, get lots of rest and drink plenty of liquids. It is important to note that the Zika virus will be in a person’s blood who is infected with Zika for the first week of infection. The virus can be passed on to other mosquitoes if they bite you while you are carrying the virus. Therefore, be especially careful to prevent mosquito bites during the first week to avoid spreading the disease.
Local Cortrina Cooper Clarke takes crocheting to another level By Todeline Defralien Cortrina Collina Cooper –Clarke is showing off her talent, taking crocheting to another level, with some exclusive handmade pieces. Clarke who was inspired to crochet by her grandmother is now creating spectacular handmade pieces of her own. She told The SUN, “My grandmother inspired me to crochet. When I was younger I would sit and watch her crochet blankets and hats and I became fascinated by it. I asked her to teach me, but it was a difficult process for the both of us because I am left-handed and she is righthanded, so we crochet in opposite directions. I was so determined
to learn the art of crocheting that I ended up teaching myself. I started researching and watching videos on the internet and later on thought myself how to read the patterns.” Clarke whose first crocheting piece was a teddy bear, has now been crocheting for four years. Clarke made a number of pieces including, plush toys such as mermaids, jellyfishes, seahorses, dolls, turtles, flamingos, pigs, bunnies,beach bags and hand bags, house booties, baby outfits, blankets, baby hats and shoes, coasters, dish towels, hair accessories, swimsuits, crop tops and also tams and beanies. “I just saw crocheting as a hobby until I realize how
much people loved my work and suggested that I should sell them. I decided to take the advice and turn my hobby into a business. I came up with the name Croche`Place at first but later change it to Collina’s Creations. Collina is my middle name and I don’t use at all, so I said “why not give it a purpose and use it as my business name” and that’s what I did,” she explained. She added: “In ten years I see myself with a well established gallery selling my creations. If you can’t handle the heat get out of the kitchen
by Doug Parnell PDM Chairman It is obvious to everyone except The Premier of the Turks and Caicos Islands that he has all but given up. His approach of blaming the Leader of the Opposition Honourable Sharlene CartwrightRobinson for every short fall of his government demonstrates that what is required to lead our country is over and beyond his political and diplomatic capabilities. The unassuming listener of the show on
Tropical Vibes hosted by Shaun Malcolm may have been perplexed when Hon. Ewing suggested that Hon. Cartwright-Robinson’s presence on the Consultative Forum during the period of interim administration was the PDM in corroboration with TCIG’s budgetary cuts. Yet at the same time, he dissolves himself of reckless behavior as Civil Service president when he led them for purely political purposes causing the blocking of the airport road, acts of vandalism causing electricity outages, the cancellation of flights and the turning away
of arriving passengers to the Turks and Caicos Islands in 2011 when the country could hardly afford it due to the global financial crisis and the suspension of the constitution. But, now that his time is running out after he has had political power and could have offered more help to those dedicated civil servants on whose backs he rose to the Premiership his explanation to the service is that now he has a duty to the entire country and he is wearing a different hat. He abandoned them after his bid for elected office! Dr. Rufus Ewing did well to camouflage his way through the institutions of the Turks and Caicos Islands Government appearing as though he cared when all along the goal was a political end, these institutions are meant to protect the people and he has gotten away scotfree from his heavy-handed influence during the MisickPNP and the British-interim
government. Go figure why his government has not been able to attract any meaningful investment to the Islands? Still he blames the British and the PDM government for his ineptitude when it is really his inability to properly set government policy that attracts investment. He speaks the talk of a warrior standing up to the British, albeit unconvincingly. The tough talk about the many hurdles he claims only his government could overcome in the history of the Turks and Caicos Islands is undone and seems weak when he blames the Leader of the Opposition for not helping him negotiate better terms for his party’s headquarters. His government’s financial accomplishments were at the expense of the hardworking Turks and Caicos Islander families who have had to suffer the burden of paying for his tough talk but his pockets are full from
high salaries, higher than Michael Misick’s with his desire to even make it higher God forbids if he were to be reelected. As far as the Premier’s claim about the Leader of the Opposition’s position on the CFO we remind him that he and his Minister of Finance have taken credit for all the financial decisions up to this point! His interview highlights how poorly he has represented the people of the Turks and Caicos Islands and revealed his Machiavellian mind trip, his duplicity and double-dealing nature, which will live in the hearts and the minds of the people until election day. And for the record the PDM will not be used by the PNP in their election campaign of blame, gimmickry and misguidance in an attempt to pollute the airwaves with half-truths. The Premier’s attempt at tough talk came across as tacky and desperate.

Celebrating TCI’s successes: Governor’s farewell praise for the islands The British Ambassador to Japan, Tim Hitchens, noted recently that leaving a Post can be both sad and challenging. Jill and I have experienced that with all our postings, and Turks and Caicos Islands is certainly no exception. I have been wondering how to “sign off”, and a radio interview I was asked to give this month may have provided an answer. The co-anchor, Drexwell Seymour, of the Radio Turks and Caicos programme, “Financially Speaking”, invited me to join his programme for a farewell talk. I haven’t got a transcript, but a summary of his questions and my responses may be of wider interest. What Has Been Your Role as Governor? First, as TCI remains from choice a monarchy, the Governor represents Her Majesty The Queen. One of the best examples of how this works is the annual opening of the House of Assembly when I am invited to give a “throne speech” setting out the priorities of the elected Government - although, as I explained to Drexwell, that speech is not mine, but the Government’s. In addition it is important for the Governor to be seen supporting important community events, like the opening of the High School on Long Bay, special church services for events like Heritage Month, Law Keepers, or Remembrance Sunday, and events for the less well–off, sick or elderly. I was delighted to have one of Grand Turk’s oldest residents, Billy Fulford, round for tea to mark the Queen’s 90th birthday, and to send a personal message to centenarian Alfred Stubbs on 17 September. The Governor also has a responsibility to look after UK and international interests, for example ensuring that TCI abides by its commitments under law, and sharing with the Government a responsibility for our relations with regional neighbours like the Bahamas, Haiti and the Dominican Republic. In addition I try to ensure that domestic legislation and practice, for example in prisons and mental health, confirms as far as possible with accepted UK and international norms, as well as having an overall responsibility for security. Finally the Governor chairs the fortnightly sessions of Cabinet. Here decisions are normally reached by consensus, and only rarely is there a requirement, normally on financial grounds, to refer decisions to London. The Governor also has a responsibility, often shared with government, for appointments to a wide range of bodies like the Integrity and Human Rights Commissions, as well as their work. What is the Aim of the New National Security Council, and How Do you View Security in TCI? The Police Commissioner proposed recently a National Security Council which the Premier and I cochair. The aim is to discuss in a small group the country’s strategy towards security, including both domestic crime and illegal migration. An ordinance for the Council has just been agreed by Cabinet, and it also includes an Advisory Group including the opposition, business and community leaders. I hope there may be an opportunity to have a further meeting before I leave. Compared to some of our neighbours we are in a better place on overall
crime figures - I was told recently that Trinidad has had over 300 murders so far this year – but there is no room for complacency, and there are still too many murders and burglaries on island. I also remain unhappy that there are unsolved murders, including in Grand Turk as well as Provo, although the recent arrest in connection with the death of two women from the DR is a boost to police morale and public confidence. The more the public take the police into their confidence the better. We are never going to reduce crime, and arrest wrongdoers, if there is a reluctance to pass on information. How Do the Country’s Finances Compare to Three Years Ago, When You Arrived? This is a great success story, owing to a lot of work by many, and as Drexwell remarked, not one that we pay enough attention to. To turn around the country from a UK guaranteed loan of $260 million when TCI was bankrupt to consecutive budget surpluses of over $40 million a year on average is phenomenal. It’s not just me saying this – one of the world’s biggest ratings agency gave TCI a top notch rating which many countries crave. We should all celebrate this more than we do. What Have been the Highlights of Your and Your Wife’s Time in TCI? Jill has become attached to seeing every week the juvenile prisoners. As a teacher of special needs, hopefully her time with them will help, at least at the margin, in their eventual rehabilitation into the community: and I believe they enjoy the cakes she brings, and the twice yearly visit to our home! Along with her other work with TCI charities, Jill’s annual Footseps4Good charity walk across TCI has been a fabulous way of meeting a cross section of the community in all the family islands as well as Grand Turk and Provo, especially from so many schools. It has generated well over $70,000 in the past two years for schools and local NGOs, and I hope there will be a big turnout for all the walks which begin in Grand Turk on 23 September, ending in Blue Haven, Provo, on 1 October. We are delighted that Waterloo Holdings have committed to keeping the walk going next year. From a professional point of view the highlight has been the turnaround in the economy, which was my number one goal when I came here. Another target was reaching out to business, and although not many major new developments have yet appeared, many are getting closer to fruition. And we ignore at our peril our existing developers like Parrot Cay, Amanyara, Grace Bay Club and the Hartling Group, whose principal owners I’ve spent a good deal of time with over the last three years. I’m delighted to say they have all committed to significant new investments over the last two years, which is a major boost to our economy. I’m also optimistic that with the greater involvement of business with the public sector – for example with the ex-Finance Director of one of the UK’s top companies supporting our negotiations with Fortis and pushing the alternative energy agenda - Gilly Williams offering guidance to streamline work permits and Ken Adams our infrastructure planning – we will eventually see a more business and customer-friendly public sector.
I have also been happy to watch the success of a number of new appointments during my term . The first female Chief Justice and Attorney General have made a big mark since they started, I’ve praised the energy and commitment of the Police Commissioner and Prison Superintendent, and businesspeople have described our new Financial Services Commissioner as a breath of fresh air. NHIP staff upset TCI’s New Tourist Police Recruits get incentive drill off with management Staff of the National Health Insurance Plan (NHIP) office in Grace Bay staged a sick-out on Wednesday September 21st. They are protesting the management style of CEO Zaneta Burton, who insiders allege, has refused to carry out instructions from the NHIP board of directors to grant salary increases and other benefits to staff. Staffers are reportedly signing a petition for Mrs. Burton to be removed from the post. It is understood that her $10, 000 per month contract was recently renewed, against the wishes of the board. There has been an unusually high turnover of staff at NHIP in recent times, as well as a groundswell of criticism from the public about how NHIP treats subscribers. The board of directors, chaired by attorney Mark Fulford, scheduled an emergency meeting to deal with the crisis. Mrs. Burton was on vacation in China and was been made aware of the sick-out. The Operations department which deals with overseas treatment
and all other medical emergencies remained available as an on-call team was in place to handle all emergencies, which will not affect the service to our customers. All payment operations remained available online to business owners.

After welcoming twenty new faces to the Department, The Royal Turks and Caicos Islands Police Force recently put the twenty recruits through an incentive drilloff. The men and women started initial training on Monday, August 1st 2016, beginning a three-month journey to become officers and recently completed seven weeks of training. Over the training period, the new recruits underwent both classroom and situational training which includes basic police procedures and duties, swimming and lifesaving, customer service, firearm, selfdefence, drill and physical training. The officers are all sworn constables with full police powers but will be based in Providenciales, and patrol, main tourist areas once their training is completed. Assistant Superintendent responsible for community policing Hilton Duncan told The SUN, “We are giving them what we call an incentive drill off. It is something that we are doing to prepare them for what we call the best drill competition. There will be a
competition at the end of the course which they will be awarded a trophy for the best person at drill. We decided to do one at this stage not for a trophy but as an incentive to prepare them and let them feel what it’s like to be in a competition in terms of drilling for something.” Duncan stated after seven weeks they are not where they want them to be but hopefully at the end of the next five weeks they should bring them up to a higher standard. When asked how many recruits are needed at the end of the training Duncan said, “Last man standing. The aim is for you to perform at maximum standard in order to remain. We have two senior police officers who are acting as our judges and as soon as they find fault with the participants and the sergeant stops the parade, they would indicate and those whose names are called are eliminated. They will just have to sit out and watch.” Duncan stressed that they are working with the recruits from this stage so that they can be brought up to a standard where they can even represent the Police Force in drills.

Food for Thought rolls out their breakfast programme By Todeline Defralien Newly formed charity, Food for Thought, recently rolled out their breakfast programme touring the government schools on the different islands. Food for Thought was founded by Karen and Jeanne Savory in order to provide free breakfast to all children in the government schools. The initiative has currently begun providing a healthy breakfast to 300 children at Hubert James (North Caicos), Adelaide Oemler (North Caicos), Doris Robinson (Middle Caicos), Iris Stubbs (South Caicos) and Mary Robinson (Salt Cay). Co-Founder Karen Savory told The SUN, “I have been on a tour

of the islands this week for the roll out of the Food for Thought breakfast programme and I have visited all of the schools. The breakfast programme is fully up and running at most schools. All of the teachers and volunteers have been so helpful. Everyone has passed on their thanks to Jeanne and I and to all of those who have kindly donated.” She added: “The kids seem really excited about getting their breakfast, especially the fruit and milk, and the teachers are already seeing an improvement in class, which we loved to hear since this is the purpose of the programme. My sister and I just saw a need for this programme and when we spoke to the principals and teacher we found out that many children were not eating breakfast before school (which means they were unable to concentrate
and were more disruptive in class). We just want to make sure the children of TCI can learn and prosper.” Food for Thought is an initiative that was launched on Tuesday April 5th, 2016 where they hosted a charity event at The Palms. This program was launched to provide a healthy breakfast on every school day to the government primary schools in North, Middle and South Caicos and Salt Cay. The charity is partnered with Caicos Express Airways, Lew 1 Shipping and Quality Food Center to bring the food items in and transportation. TCHTA Hosts European Union Funded Workshop The Turks and Caicos Hotel and Tourism Association (TCHTA) recently hosted a three day Certified ServSafe Training and Certification Workshop funded by the European Union. The Workshop which took placed from September 12 – 14 at the Regent Village Conference Room was attended by twenty-six food service providers from the private sector and one public health officer involved with food inspections. The Workshop was part of a regional programme for the Caribbean Overseas Countries and Territories (COSME) aimed mainly at improving the knowledge base of personnel in the food service industry about the factors which contribute to safe food, along with increasing the understanding of food providers of their role to keep food safe. Giving the opening remarks on the first day was TCHTA’s Executive Director Stacy Cox who noted that, “We are committed to partnering with the European Union and The Steinbeis on such Workshops because we know they will improve safe food handling practices among food providers and allow for international certification of OCT residents working in the food
service industry. This “How-to-Workshop” which supports entrepreneurs will guide participants on growing and improving their businesses and as they become certified at the end will without a doubt improve the business environment for micro, small to medium businesses in the TCI.” Trainers Julie-Ann Laudat and Lionel Michael conducted the three day workshop. Julie-Ann holds a BSc Deree in Agriculture, a MSc Degree in Food Science, is a Certified ServSafe Instructor and Proctor and owns and manages JAL Training and Consultancy Services. Trainer Michael Lionel has a Certificate in International Health Regulations, a BSc Degree in Industrial and Environmental Health Management and a Masters in Public Health. He is a also a Certified ServSafe Instruction and Proctor and both trainers each have eight years of experience in food safely training, including eight ServSafe. At the end of the training, participants sat the ServSafe Food Protection Manager Certification exam. The certification is based on the latest United States Food and Drug Administration (FDA) Food Code, and

American Health Organization (PAHO) and Caribbean Public Health Agency (CARPHA) hosted a workshop on Monitoring and Evaluation (M&E) for Heads of Departments and related staff. The Training was held from September 12 – 14, 2016 at the DECR building in the Lower Bight Providenciales. The strategic objectives of the workshop were to develop M&E plans for the following:-
1.National Health Sector Strategic Plan 2.Primary Health Care Renewal Strategy 3.Action Plan for the Prevention and Control of NonCommunicable Diseases M&E capacity building is central to the development of an efficient, effective Health Agriculture and
Secretary to the Ministry of Health, Agriculture and Human Services; “These plans aim to carry out objectives that will enable residents of the TCI to access high quality health and agricultural programmes and services that encourage healthy living throughout the life cycle.” The facilitators of the workshop were PAHO Adviser and Specialist in Health Systems Strengthening, Dr. Donald Simeon and CARPHA M&E specialist Ms. Elizabeth Lloyd. This is the first of a series of training and development sessions to take place over the course of the next few weeks. Is teasing really just bullying? by Jamell Robinson TCI Patriot Growing up in the TCI, teasing is considered a national pass time for both kids and adults alike. Some call it making game of someone or cracking jokes on them. However you define teasing, as a child you were either teased, did the teasing or been a part of both. It wasn’t until a few months ago that I had to confront this question: Is teasing really just bullying? Several weeks ago, my wife and I attended the Junior Achievers banquet at which she was bringing remarks. The banquet was organized in part by a longtime friend of mine Mrs. Cathrice James-
Williams aka Tresee. Tresee and I go way back. We are talking about doing Primary and all of High School together kind of way back. After the dinner and engaging in some small talk with Tresee , she proceeded to tell my wife how I used to make game of the shape of her head back in High School and that she had only finally gotten over that in recent years and now loves the shape of her head. Looking on in shocked silence, I thought, “that can’t be me she’s talking bout because that was not my style then or now, as I never liked to be teased, so I avoided doing it to others”. Dumbfounded, I said, “Tresee, you sure you’re not thinking about Jarrett
(Forbes) the king of teasing in high school?” She shook her head, “Nope, it was you!! For my part I remembered only the one time I made a remark about her head in Primary school but only after she had turned me down to be her boyfriend on a Christmas Eve. I was mad, so I was mean. What I likely was on those other occasions was a bystander when the teasing by Jarrett took place as he was also a friend. So in the end, I was no better than him anyway. For his part Jarrett has changed a great deal over the years and work tirelessly with kids today, but he says he teased because he was also teased. So why did I go into great detail to recount that story? A certain amount of teasing may happen with classmates and family members, but we need to know where to draw
the line. It is important for us to know, that teasing can in fact be bullying. When teasing happens repeatedly and when there is some kind of imbalance in power, our radars should go up. As parents, aunts, uncles, Godparents, in this day and age, we need to all have this radar. We need to know how to recognize it and how to help our children and teens through it. We need to take time to address the bullied, the bullies and the bystanders. I used my little story to show that what may seem like a quick laugh can have a lasting effect on someone years later. If someone had told me that Tresee had been carrying the self-conscience issue about her head all those years later, I wouldn’t have believed it. The words we say to each other today can and will have long term
effects on us long after the person saying them would have moved on. I also wanted to highlight how important the role of the bystander is. Sometimes we may feel by not doing the teasing or getting involved, that we are not an active participant. However, in reality, the bystander holds much of the power, because they are often the audience that the bully is teasing for. This was written with the blessing of all those named. Teasing may seem to be part of our culture, a sort of rite of passage of many. However, as we strive to create a nation of confident and self-assured young people, it is our hope that we will take a serious look at the very real instances of physical, social and emotional bullying occurring in our country and strive towards change. TCI’s International Coastal Clean-up Day, a great Success! On Saturday, 17 September, a 237 people collected a total of 455 bags of trash country wide! The well attended clean-up, hosted by the Department of Environment & Coastal Resources (DECR), was in aid of International Coastal Clean-up Day and saw countries around the world working together to fight for trash-free seas. The event was open to all, and participants from all spheres of the community signed up to keep the TCI beautiful by nature! A total of 23 organisations, took to beach accesses, bushes, roads and of course the beach for a few hours, tidying up any litter and other debris they found. “Litter is still a big problem faced by the TCI’s environment, but the DECR is encouraged by both the growth of this initiative, compared to last year’s efforts, as well as the increase in communities who have decided to take matters into their own hands by arranging their own community clean-ups. We hope to see International Coastal Clean-up Day continue to grow to be one of the largest annual, environmental calendar events in the TCI.” Said Amy Avenant, the DECR’s Environmental Outreach Coordinator. This year the DECR partnered with the Triple Double Basketball Program as they sought to raise funds for their organization and teach their players
about taking care of the country they call home. The group saw a total of 23 persons comprised of its players, coaches, parents, and volunteers come out to collect nearly 70 bags of trash across Providenciales from 5 Cays to Long Bay. They even had help from some of the country’s larger corporate entities such as FortisTCI and Beaches Turks and Caicos who not only aided with volunteers, but also provided supplies and donations toward their fundraiser. All together the donations totalled to just under $1000 and the monies collected will go toward ensuring that the program is able to continue providing these types of experiences to the youth of these “Beautiful by Nature” islands. Too little sleep, or too much, linked to risk of heart disease Sleep irregularities may be tied to a variety of health problems, such as diabetes and obesity, that can increase the risk of cardiovascular disease, a leading U.S. doctors group says. The risk may go up when people get too little sleep, or too much, according to a statement from the American Heart Association (AHA). “We do not know the optimal amount of sleep needed to minimize the risk of heart disease,” but people who get less than seven hours a night or more than nine hours may be more at risk than their peers who fall somewhere in the middle of that range, said lead statement author Dr. Marie St-Onge of Columbia University in New York City, in an email. Previous research suggests that sleep irregularities can increase people’s risks for a variety of cardiovascular disorders, such as clogged or hardened arteries, high blood pressure, irregular heartbeat, and stroke, as well as metabolic problems such as high cholesterol, obesity and diabetes that all contribute to cardiovascular disease. There is certainly a vicious cycle that may be going on with sleep and chronic diseases,” St-Onge added. “Bad sleep can increase the risk of obesity which then increases the risk of sleep disorders.” Much of the scientific research about sleep and heart health focuses on insomnia or sleep apnea. People are diagnosed with insomnia when they have difficulty falling or staying asleep for at least three nights a week for three or more months. Sleep apnea is diagnosed when someone has an average of five or more pauses in breathing, which can last seconds to minutes, per hour of sleep. These pauses are most commonly due to a narrowed airway. Often, these sleep issues are tied to two other health problems: diabetes and obesity. Some studies have found sleep can influence what people eat and impact their risk of obesity, for example. But more research is needed to see how sleep influences weight over long periods of time, according to the AHA statement.
Longer studies might also help explain how sleep variations influence cholesterol levels, diabetes, blood pressure or other risk factors for cardiovascular disease. It’s also unclear whether treating sleep disorders could lower the risk of cardiovascular disease. The problem is that chronic diseases, like cardiovascular disease, develop gradually,” said Kristen Knutson, a researcher at the University of Chicago who wasn’t involved in the AHA statement. “So it’s possible that someone could be on the path toward hypertension or heart disease and not know it because it’s early in the process,” Knutson added by email. Still, if poor sleep can speed the development of risk factors for cardiovascular disease, it makes sense for people to seek help for sleep irregularities sooner rather than later. “My suggestion for patients is if they don’t feel they are sleeping well, they should raise the issue with their doctor themselves; don’t wait for your doctor to ask you about your sleep,” Knutson said. About 50 to 70 million U.S. adults regularly don’t get enough sleep or suffer from a sleep disorder, the National Heart, Lung, and Blood Institute estimates. It’s a problem that’s been getting worse over time. For example, in 2009, about 29 percent of adults reported getting not enough sleep, compared with about 22 percent in 1977. The American Academy of Sleep Medicine and Sleep Research Society recently advised that adults get at least seven hours of sleep nightly to promote overall health. “Heart disease is only one way things can go wrong, and poor or too short sleep can send people into a spiral,” said Till Roenneberg, of Ludwig-Maximilian-University, Munich, Germany.“Sleeping too short and even more important - sleeping outside the time provided by the body clock - can support metabolic diseases and weight gain, which can lead to more creating difficulties, which lead to bad sleep sending you back into the loop,” Roenneberg, who wasn’t involved in the AHA statement, added by email.
Giving babies eggs and nuts early may avert allergies Infants who get a taste of eggs and peanuts starting when they’re as young as 4 months old may have a lower risk of developing allergies to those foods than babies who try them later, a research review suggests. With eggs, giving babies that first spoonful between 4 and 6 months was associated with 46 percent lower odds of egg allergies than waiting to introduce this food later. For peanuts, offering infants a sample between 4 and 11 months was associated with 71 percent lower odds of peanut allergies than waiting longer. These findings suggest that for most babies, eggs and peanuts should be among their first foods, said senior study author Dr. Robert Boyle, a pediatric allergy researcher at Imperial College London. But that’s not what many doctors recommend, he said. Feeding guidelines have moved away from telling parents to avoid introducing some foods that can cause allergies until kids are 2 or 3 years old, but most recommendations still stop short of urging parents to give babies eggs and peanuts early in life. “Infant feeding advice may need to change,” Boyle said by email. To see how the timing of babies’ introduction to certain allergenic foods influences their risk of allergies, Boyle and colleagues reviewed data from 146 studies published over the past 70 years. When 5.4 percent of the population has egg allergies, early introduction could avoid 24 cases for every 1,000 people, a review of data from five of those studies with 1,915 participants found. For peanuts, when about 2.5 percent of the population has allergies, early introduction could avoid 18 cases for every 1,000 people, a review of data 1,550 participants found. Researchers didn’t find enough evidence to determine whether early introduction of fish might reduce the likelihood of allergies in general and nasal allergies in particular. They also looked at whether giving babies gluten, a protein in wheat, rye and barley, early might increase the risk of celiac disease, an autoimmune disorder that damages
the small intestine and interferes with the absorption of nutrients from food. But the timing of gluten introduction didn’t have any impact on whether kids developed celiac disease. In addition, researchers found no evidence that the timing of introduction of allergenic foods like eggs, peanuts and fish influenced the odds of developing other autoimmune disorders such as type 1 diabetes. One limitation of the analysis is that individual studies had different designs and populations, making it hard to draw broad conclusions that could apply to all children, the authors note in JAMA. Most infant feeding guidelines consider exclusive breastfeeding for the first six months to be ideal, but few women meet that goal, and many who do breastfeed their babies for six full months still introduce solids starting around age 4 months. Early introduction of potentially allergenic foods may not be a panacea in preventing allergies, Dr. Matthew Greenhawt, a researcher at the University of Colorado School of Medicine in Aurora writes in an accompanying editorial. Still, for most children, parents probably don’t need to consult a doctor before introducing these foods, Greenhawt said by email. “Most children are not at risk for developing food allergy and thus, they wouldn’t need any specific intervention or supervision,” Greenhawt said. The picture is different for kids who have a high risk of developing food allergies, which can include children with severe eczema, an existing food allergy or a sibling with a peanut allergy. Parents of at-risk kids should consult a doctor or allergy specialist before introducing foods that can trigger an allergic reaction, Greenhawt added. The current research review doesn’t address how much egg or peanut to give kids, or how often, for optimal allergy prevention, Boyle noted. And of course, a 4-month-old can choke on whole peanuts, and should get this food in peanut butter form.
Exercise may reduce alcohol-related cancer risk Getting regular moderate or vigorous exercise may offset some of the potentially lethal health effects of regular alcohol consumption, a new study suggests. Researchers confirmed an increased risk of death from alcoholrelated cancers as well as death from all causes among those who drank more than just occasionally, compared to people who never imbibed. But the elevated risk diminished or disappeared if drinkers exercised regularly. “Alcohol is the most commonly consumed psychotropic drug that, in contrast to most other drugs, is socially and culturally acceptable,” said senior author Emmanuel Stamatakis, an associate professor of exercise, health and physical activity at the University of Sydney in Australia. “ A l c o h o l consumption is high, and there are no
signs that this will change,” he told Reuters Health by email. “We need to find ways to reduce some of the health risks associated with drinking.” Nearly 90 percent of Americans report drinking alcohol during their lifetimes, and more than half of adults say they have consumed alcohol in the past month, according to the Centers for Disease Control and Prevention (CDC). More than half of American adults also get no exercise, according to CDC. Previous studies have linked alcohol use with increased risk for certain cancers, as well as heart disease, liver disease and several mental health conditions, the study team writes in the British Journal of Sports Medicine. However, there is little research investigating whether positive health behaviors, such as physical activity or
diet, might offset the long-term risks of alcohol use. The researchers analyzed data on 36,000 men and women over age 40 who took part in the annual Health Survey for England or the Scottish Health Survey in the 1990s and 2000s. Participants were grouped into six categories: Never consumed alcohol, ex-drinker, occasional drinker, or drinks more than occasionally but within current guidelines (less than 14 standard UK drink units - equivalent to 8 standard U.S. drinks - per week for women and less than 21 UK units or 12 U.S. standard drinks for men). The final two categories were “hazardous” drinking (14 to 35 UK units per week for women or 21 to 49 units for men) and “harmful” drinking (any more than "hazardous"). Researchers also categorized weekly exercise in terms of
metabolic equivalents of task (METs), a measure of energy expended. An average of 7.5 MET-hours per week, for example, translates roughly to a little over two hours of brisk walking at 3 miles per hour.After adjusting for other factors including age, race, sex, weight, social class, smoking and other diseases, researchers found that people drinking within guidelines and getting little or no exercise were 16 percent more likely than people who never drank to die of any cause during the course of the study, and 47 percent more likely to die of cancer. “Hazardous” drinkers had similar risks as those within guidelines, and “harmful” drinking carried a 58 percent higher risk of death from all causes and an 87 percent higher risk of death from cancer.

Portia Simpson Miller KINGSTON, Jamaica – The main opposition People’s National Party (PNP), on Saturday returned Portia Simpson-Miller as leader of the 78-year-old political party. However when the ballots were counted after Saturday’s internal election, Simpson Miller won in a landslide, capturing 2,471 votes to Blythe’s 198. In the vice presidential race, the victorious candidates were the three incumbents, Dr. Fenton Ferguson, Dr. Angella Brown-Burke, Noel Arscott, as well as first time candidate Dr. Wykeham McNeil. Lisa Hanna, the member of parliament for the constituency of St. Ann South East lost in her bid to become one of the four vice presidents.
However, Hanna said she is not disheartened by the defeat. “I think for my supporters this is a defeat and they are hurt by it…. But it has revived me to go forward. So I’m not giving up. It has actually re-positioned and recalibrated how I feel in my belly about what is necessary about the PNP in the current political contest and construct of Jamaica. Following his victory, the new vice president, Dr Wykeham McNeil said the party remains united. “What we saw today, was the PNP coming together. We voted for different people but we were all one family. At the end of the day we move forward with unity to rebuilding our party and to ensure that we can do all the things we must do, to uplift our party and the people of Jamaica,” McNeil said. The last time PNP delegates voted for vice presidents was in 2008. At that time there were eight candidates.

Chief Justice of the Eastern Caribbean Supreme Court, Dame Janice M Pereira delivers remarks in St Lucia at the opening of the law year A statement by Chief Justice of the Eastern Caribbean Supreme Court (ECSC) regarding growing interference in the justice system, is being used to bolster the case of residents who think it is “not yet” time to adopt the Caribbean Court of Justice (CCJ) as the final appellate court. Yesterday, Dame Janice Pereria said in a widely broadcast address to mark the opening of the new law year that “attempts at judicial interference are on the rise”. She did not give specifics, but indicated that “these attempts emanate from places and persons and by methods which you would least expect”. The sub-region’s top
judicial officer told colleagues to remain “resolute and focused in their mandate to ensure equal access to justice and equal justice”. “They must fiercely, unhesitatingly, and without fear or favour, guard and defend their role as protectors and enforcers of the rule of law; the guardians of our constitutions,” she said. It is the first time since taking up the position of Chief Justice that Dame Janice has so boldly spoken to matters relating to interference which has, for a long time, been a cause for fear among members of the public. She said that it was time to stop pretending that the problem did not exist but stressed that there had only been “attempts”.

Ruling party in Bermuda clings to lead in new poll HAMILTON, Bermuda – The ruling One Bermuda Alliance’s (OBA) lead over the opposition party has been trimmed to a single point, according to a new public opinion poll. In the poll, commissioned by the Royal Gazette newspaper, the OBA’s advantage over the Progressive Labour Party (PLP) is 38-37 compared to its 38-36 lead in the previous poll in June. With 25 per cent of people polled refusing to back either party, the OBA and the PLP found voters were much more likely to say they disapproved of their performance, the Gazette said. Just 25 per cent of people said they approved of the ruling OBA’s performance, with 44 per cent saying they disapproved, while 23 per cent of people approved of the PLP’s performance, with 46 per cent disapproving. However, the leaders
and deputies of both parties all saw their own performance approval ratings improve, with Premier Michael Dunkley still in front with 42 per cent — up two points from June. Finance Minister and the OBA’s deputy leader, Bob Richards, has a performance rating of 25 per cent, up from 23 per cent. Opposition Leader Marc Bean, who went on medical leave in March, has a performance approval rating of 23 per cent, up from 22 per cent three months ago. David Burt, the Shadow Minister of Finance who has been Acting Leader of the Opposition in Bean’s absence, has a performance approval rating of 37 per cent, up from 32 per cent. A breakdown by race shows that both parties are continuing to rely on their traditional bases. Among whites,
78 per cent said they would vote OBA, down from 87 per cent three months ago. Four per cent said they would vote PLP, up from two per cent. Among majority blacks, 14 per cent said they would vote OBA, up from 13 per cent; and 63 per cent would vote PLP, up from 53 per cent. The OBA still has the male vote and the PLP has the female vote. Among men, 41 per cent picked OBA and 31 per cent said PLP. Among women 35 per cent voted OBA, with 43 per cent picking PLP. The OBA has been in power since toppling the PLP in the December 2012 general election. The PLP had been in power for 14 years. The telephone survey of 402 registered voters by Global Research took place between September 6 and September 12 and has a margin of error of plus or minus five per cent.
Deputy Prime Minister robbery suspect shot dead by police A man awaiting trial for the robbery of Deputy Prime Minister Philip Brave Davis was shot dead by police in Yellow Elder Gardens after 5pm on Monday. According to a police source, the dead man is Jeffrey “Bongo” King, one of three men facing trial for a robbery at Mr Davis’ home in 2013. He was on bail at the time. Police said that officers were on routine patrol when, shortly after 5pm, they received information of a group of men gathered on Majors Road, in Yellow Elder Gardens, armed with firearms. When police arrived, they discovered a group of men standing near some bushes. On seeing the police, the men reportedly opened fire on officers immediately. A police spokesman said: “The officers, in fear of their lives, returned fire, fatally shooting one of the men.” The other suspects
fled on foot. The suspect shot by police was pronounced dead at the scene. Police also said they recovered a handgun from the suspect and, after a search of the immediate area, found a magazine with a quantity of ammunition. Officers also confirmed that he was being electronically monitored while on bail for a number of serious offences. The coroner, Andrew Forbes, visited the scene and is now investigating the circumstances that led to the man’s death. King, Tyrone Knowles, both 25, and 21-year-old Marc McCartney were due to return to court on September 26 for a status hearing concerning the case. King and the other two accused men had previously denied any involvement in the 2013 robbery. They were accused of robbing Mr Davis of jewellery worth $93,000, a jewellery box worth $200, Baraka gold
jewellery worth $700, an opal top wallet worth $450, a Royal Bank of Canada credit card and a driver’s license worth $15. The three were also accused of robbing Mr Davis’ wife, Ann Marie Davis, of $2,953, and Wilberforce Seymour of $10. Mr Davis was acting prime minister at the time of the incident as Prime Minister Perry Christie was out of the country. On September 10, an armed robbery suspect who was shot by police during an exchange of gunfire shortly after allegedly committing an armed robbery on August 16, 2015, died in hospital, police said. Two other suspects were shot and killed during this encounter with police. All three suspects were shot after they led police on a high-speed chase in a vehicle taken during an armed robbery, police said, adding that two illegal handguns were recovered from the suspects during this incident.
Men killed execution style as Trinidad murder toll rises PORT OF SPAIN, Trinidad – The murder toll climbed past 325 so far this year on Friday after police said the bodies of two men riddled with bullets had been found in Valencia, north-east of here. The authorities said that the men were found face down and their hands tied behind their backs. They said an employee of the Water and Sewage Authority (WASA) made the discovery and police believe the two men were killed at the scene. Their identities have not yet been disclosed. The murder toll so far this year is 328 and crime has emerged as a major problem for the Keith Rowley administration that came to power last September 7. On Sunday night in a radio and television broadcast, Prime Minister Dr. Keith Rowley said that millions of dollars would be made available to law enforcement authorities in order to deal with the crime situation. On Thursday, two people were murdered and a missing woman was found dead in separate incidents across the country. Carla Achalal, an autistic woman, suffocated during an invasion of her home at Gasparillo, south of here. Hours later, multiple murder suspect Indiana La Borde was gunned down in a driveby shooting in Diego Martin, west of here Police said also that the body of the missing sales representative Lisa Matagoolam was found at the bottom of a precipice in Brasso. Police suspect that Matagoolam was the victim of a love triangle. Last year 410 people were murdered a slight increase over the 2014 figure of 403.

‘I have forgiven those who wronged me’ — Al Miller
Jamaica – Reverend Merrick “Al” Miller believes his conviction was destined in order to advance his efforts to transform Jamaica. “The closing of the case of attempting to pervert the course of justice is the beginning of the cause to fight for justice in this nation, because justice is the pillar on which the new Jamaica which we desire must be built… as it was echoed in the vision of our founding fathers, embedded in our national anthem – justice, truth be ours forever, Jamaica land we love,” Miller told congregants yesterday during a service at the Fellowship Tabernacle in St Andrew. Last Thursday, the clergyman was sentenced to pay $1 million in fine or serve 12 months in jail for perverting the court of justice – a sentence which brought to close a sixyear-long case. Miller’s ordeal began when the police held him on July 10, 2010, transporting then fugitive Christopher “Dudus” Coke. Yesterday, in his message, Miller told congregants that his conviction had to happen to allow him to experience the Jamaican justice system first-hand, which would equip him in his efforts to transform the nation. “So the events of the last six years were the hand of God, to pave the way for justice to reign in our nation. Ours is the task and responsibility to now work towards bringing about justice in our nation, as it is the cry of our people everyday: ‘We want justice, we want justice, we want justice,’” he stated. “We must tackle and challenge injustice wherever and whenever it raises its ugly head in our nation. We must pull down the systems and structures of injustice; we must be a voice against the acts of injustice, whether done to our people or by our people,” he argued. Added Miller: “The number one problem in our nation is not crime,

After he was captured with Miller, Coke was extradited to the US where he was convicted and sentenced to 23 years in prison. Reiterating that the occurrences were destined, Miller said: “Purpose has been in the last six years. There are those who meant it for evil, but they were simply pawns in the hand of God because he meant it for good. “God allowed the events of the last six years to position me to be able with you to deal with the issue of justice. In addition, the states found there is a difference of 41 percentage points in Internet penetration between urban and rural areas in the country that has the reatest gap in the region. In terms of income, the report says the expansion of access has been concentrated “in the richest quintiles, widening the gap with the poorest quintiles.”

Female Oklahoma police officer charged with killing unarmed black man
TULSA, Okla. — Prosecutors charged a white Oklahoma police officer with first-degree manslaughter Thursday, less than a week after she killed an unarmed black man on a city street and just days after police released graphic videos, saying in court documents the officer “reacted unreasonably.” Tulsa officer Betty Shelby fatally shot 40-year-old Terence Crutcher on Sept. 16. The affidavit filed with the charge says Shelby “reacted unreasonably by escalating the situation from a confrontation with Mr. Crutcher, who was not responding to verbal commands and was walking away from her with his hands held up, becoming emotionally involved to the point that she over reacted.” Tulsa County District Attorney Steve Kunzweiler said arrangements were being made for Shelby’s surrender. The swift action in Tulsa stood in contrast to Charlotte, North Carolina, where police refused under mounting pressure Thursday to release video of the shooting of another black man this week and the National Guard was called in to try to a head off a third night of violence. Demonstrations in Tulsa since Crutcher’s death have been consistently peaceful. Dashcam and aerial footage of the shooting and its aftermath showed Crutcher walking away from Shelby with his arms in the air. The footage does not offer a clear view of
when Shelby fired the single shot that killed Crutcher. Her attorney has said Crutcher was not following police commands and that Shelby opened fire when the man began to reach into his SUV window. But Crutcher’s family immediately discounted that claim, saying the father of four posed no threat to the officers. They also pointed to an enlarged photo from police footage that appears to show Crutcher’s window was rolled up. And police said Crutcher did not have a gun on him or in his vehicle. The affidavit filed Thursday also indicates that Shelby “cleared the driver’s side front” of Crutcher’s vehicle before she began interacting with Crutcher, suggesting she may have known there was no gun on the driver’s side of the vehicle. The affidavit says Shelby told police homicide investigators that “she was in fear for her life and thought Mr. Crutcher was going to kill her. When she began following Mr. Crutcher to the vehicle with her duty weapon drawn, she was yelling for him to stop and get on his knees repeatedly.” Crutcher was wearing “baggy clothes” but Shelby “was not able to see any weapons or bulges indicating a weapon was present,” the affidavit states. Prosecutors offer two possible theories in charging documents: that Shelby killed Crutcher impulsively in a fit of anger or that she wrongly

If convicted, Shelby faces between four years and life in prison. Crutcher’s twin sister, Tiffany Crutcher, said the family was pleased the criminal charge was filed and
urged a vigorous prosecution that leads to a conviction. “Our goal now is to ensure that this never happens to another innocent citizen,” Tiffany Crutcher said. “We’re going to break the chains of injustice. We’re going to break the chains of police brutality.” Shelby, who joined the Tulsa Police Department in December 2011, was en route to a domestic violence call when she encountered Crutcher’s vehicle abandoned on a city street, straddling the center line. Shelby did not activate her patrol car’s dashboard camera, so no footage exists of what first happened between the two before other officers arrived. The police footage shows Crutcher approaching the driver’s side of the SUV, then more officers walk up and Crutcher appears to lower his hands and place them on the vehicle. A man inside a police helicopter overhead says: “That looks like a bad dude, too. Probably on something.” Police Sgt. Dave Walker has said investigators found a vial of the drug PCP in Crutcher’s vehicle. Shelby’s attorney, Scott Wood, has said that Shelby completed drugrecognition expert training and thought Crutcher was acting like he might be under the influence of PCP. Ware, who represents Brown’s estate. Gordon can appeal the judge’s ruling, Ware said by email. If Gordon loses, a jury will decide how much he owes in damages, Ware said. “We look forward to having a Fulton County jury determine how much Mr. Gordon will have to pay,” Ware said in a statement. A spokesman for Gordon did not immediately respond to requests for comment. A medical examiner has classified Brown’s manner of death as undetermined with the circumstances under which she entered the tub unknown. Her autopsy showed evidence of recent cocaine use, as well as other drugs and alcohol in her system. Her death came three years after Houston drowned in a bathtub in a Beverly Hills hotel at age 48. Authorities said cocaine abuse and heart disease contributed to Houston’s Feb. 11, 2012, death.

South Korea orders battery safety measures for Samsung Note 7
South Korea said on Thursday it ordered Samsung Electronics Co Ltd to take additional measures to ensure that batteries used in Galaxy Note 7 handsets are safe, as the firm prepares to resume sales of the smartphone in South Korea. The world’s top smartphone maker announced earlier this month a recall of at least 2.5 million Note 7s across the globe due to faulty batteries causing some of the phones to catch fire. The firm is already issuing replacement devices using what it says are safe batteries in several markets including South Korea and the United States. The Korean Agency for Technology and Standards, in a statement, formally approved the recall plan and said the new batteries being used are safe.
The agency ordered Samsung to have its supplier conduct x-ray tests on the batteries prior to shipment. It also ordered Samsung to carry out inspections on its own as an additional safeguard and to extend the refund deadline to Sept. 30 from Sept. 19 previously. Samsung declined to comment on how many phones are being recalled in South Korea, but the firm’s report to the agency dated Sept. 2 seen by Reuters showed that 429,000 Note 7 phones had been sold prior to the recall. The firm said it is in talks with domestic carriers to offer a 30,000 won ($27.21) mobile tariff credit to affected customers for their October bill. The South Korean firm is pushing to get its recall completed as quickly as possible in order to limit
damage to its reputation and earnings, and resume sales. Some analysts said the recall could cost Samsung nearly $5 billion in lost revenue. Samsung, which halted Note 7 sales in countries affected by the recall, plans to resume new sales of the Note 7 in South Korea on Sept. 28. NEW YORK — Chipotle is making another push to convince people that its food won’t make them sick, with plans to run more newspaper and digital ads outlining the safety steps it has taken since last year’s E. coli outbreak. The ads beginning Wednesday will be an open letter from co-CEO Steve Ells, who also recorded a video that will be promoted online. The move underscores the Denver-based company’s struggle to rebound from a series of food scares and extinguish any doubts that its burritos and bowls are safe to eat. “There are definitely folks out there who aren’t entirely sure,” said Mark Crumpacker, who heads Chipotle’s marketing. Crumpacker said those with lingering worries are preventing other sales too, since they can “veto” going to Chipotle in group outings. Even more challenging will be winning back people who know the food is safe, but have started going to “places like McDonald’s” or what Crumpacker called “knockoff” Chipotles. To boost sales, the company has so far tried giving away coupons for millions of free entrees, introduced chorizo as a topping, started a summer loyalty program and offered free drinks to students in September. Chipotle’s latest efforts may run into the larger restaurant environment. Bernstein analyst Sara Senatore noted that a Chipotle sales recovery in the rest of this year could be hindered by broader industry weakness. Several companies including McDonald’s, Dunkin’ Donuts and Starbucks reported disappointing sales figures in the most recent quarter, with executives citing reasons like cheaper groceries and political uncertainty. In the meantime, Chipotle is trying to adjust. Central Banks tell regulators banks must tighten SWIFT security The world’s biggest central banks have told regulators that banks must tighten security around their SWIFT messaging systems following the theft of $81 million from Bangladesh’s central bank in February. The SWIFT Oversight Forum, a group of 10 of the biggest central banks, led by the National Bank of Belgium (NBB), has sent an update to bank regulators urging them to scrutinize banks’ procedures, according to an undated document recently published on the NBB website. Financial institutions use SWIFT messages to send instructions for transfers worth trillions of dollars each day. Thieves hacked into Bangladesh Bank’s SWIFT system in February and sent fraudulent payment instructions to the New York Federal Reserve in an attempt to steal $1 billion. The New York Fed rejected most of instructions but $81 million was paid and has not been recovered. The SWIFT Oversight Forum, which also includes the U.S. Federal Reserve and the Bank of England, said that in response to “the escalating cyber threat environment” it would consider new security measures that financial regulators could require banks to fulfill. In the meantime, it said banks should follow SWIFT’s recommended operating guidance closely and look at new ways to reduce security risks. The NBB declined comment.

Google finally launches its Allo messaging app Google promised it would release both Allo and Duo, its new chat and video calling apps, this summer. Duo landed more than a month ago, but Allo is just barely squeaking under the wire before it’s technically autumn. The Allo site is now live, and it gives you a rundown of the most important features of Google’s new messaging app. The app itself is still rolling out worldwide, and may or may not yet be available for you by the time you read this. As with Duo, Allo is available for both Android and iOS. Android users who just can’t wait can sideload the APK from APKMirror. Google has been criticized for its fragmented approach to messaging. Android phones often
ship with Messenger, an SMS/MMS only client. Then there’s Hangouts, which is included as part of Google’s work offerings. We’ve seen Google Wave, then Buzz, and Google+ has backed off from its early ambitions as a “compete with Facebook” social network. Google launched a new group-centric communication app this summer: Spaces. In some ways, Allo seems like the most “Google-y” of the bunch. You attach Allo to a phone number (as with Duo), but it has deep ties into Google services. It has all the expected features of messaging apps these days: stickers, quick access to images (and, on Android, the ability to draw over them), the ability to adjust the font size to shout or whisper... but these days, Google is
all about machine learning, and Allo is chock full of it. Smart Reply learns how you respond to common messages and lets you send text or emoji responses that suit the way you normally communicate. The more you use Allo, the smarter its suggestions become. That’s a nice touch, but it’s the Google Assistant that will make or break Allo. The next evolution of Google Now, the Assistant is a conversational helper. Just message @google (even in the middle of another conversation) to have Google search for that funny cat photo you took last week, or the latest score from your favorite team, or flight info, or the answer to a simple math problem... just about anything you could ask Google Now, you could probably ask
the Assistant, and more. Allo does not encrypt messages end-to-end by default, as Google’s Assistant can’t use all that web-based machine learning stuff to help you if it doesn’t know what you’re talking about. If you want to have a private conversation, you can invoke Incognito Mode to enable endto-end encryption and control how long messages stick around before they expire. Google’s latest messaging app is also mobile-only. There’s no PC or Mac client, and no web client. It’s kind of an un-Google thing to do, really. Even WhatsApp, which is similarly tied to your phone number, is available on Windows, Mac, and the web.

The feature requires you to start editing a photograph before you save it as a draft, so you can’t save large quantities of raw, unedited photos. To see posts saved as drafts, tap the camera icon in the bottom center of the screen and then tap “Library.” Posts will appear at the bottom of the screen
below the drafts section. Drafts are now available for all users after undergoing beta testing earlier this month, according to Engadget. It’s a server-side update, which means you don’t have to update the app for the drafts option to appear. called GlobalBeacon, will make the location data from the space-based receivers available to airlines so they can track their planes in near realtime on a web-based tool. The International Civil Aviation Organization (ICAO) plans to impose a 15-minute standard

Nike's self-lacing sneakers finally go on sale November 28th
Nike has finally announced when it will begin selling its self-lacing sneakers inspired by the shoes worn by Michael J. Fox in Back to The Future II. According to a tweet from the company's Heidi Burgett, the HyperAdapt 1.0 will be available for "experience & purchase" from the 28th of November, but only in select Nike locations in the US. Pricing is still unknown, but expect a "high price tag," according to a Wired feature on the shoe's development. You can check out the full story from Wired for a more detailed look at how the sneakers were made, but here are the key points. Each shoe has an internal cable system made from fishing line and a pressure sensor in the sole. When you put your foot in, the cables tighten based on "an algorithmic pressure equation," and this fit can be adjusted throughout the day with a pair of buttons near the tongue. LEDs in the heel light up when the shoes
are tightening and when it's on low battery, and all the internal electronics mean that yes, you do have to charge these shoes. It takes three hours for a full charge and each charge last about two weeks, with Nike providing a magnetic clip-on charger similar to that used by Apple for the Apple Watch. It's also worth noting that the thick nylon laces you see on the top of the sneaker are just "visual aids" — they tighten, but they're not what's keeping the shoe hugged to your foot. Nike has been teasing these shoes for years now, first auctioning off a non-functional pair that were replicas of the Back to The Future props in 2011. (Side-note: these props were placed on a platform with crewmembers underneath that pulled on wires to tighten the laces by hand.) Then, last October, Nike designer Tinker Hatfield sent a working prototype to Fox himself. In March this year,

"I have played so much tennis in the last few months, I need a break and I need it now," Murray was quoted as saying by the Times. "I knew I was going to be in some pain this weekend and I spoke to my team about that it was going to be really hard. But my expectations were less than what I'm feeling now." Murray is scheduled to next play in the China Open, beginning on Oct. 3, followed by the Shanghai Masters. He had a thigh injury worry during his straight-sets win against Guido Pella in the reverse singles. "I've never really had any muscle injuries before. That was worrying for me and thankfully I managed to get it done in straight sets," Murray said.

TCIFA’SANNUAL AWARD CEREMONY On Saturday, September 17th, 2016 the Turks and Caicos Football Association (TCIFA) hosted its annual award ceremony in accordance with the Provo Premier League, the Master’s League as well as the Women’s Football League at Chopsticks Restaurant on Gracebay Road, Providenciales with maximum attendance of its members. The events that took place during the course of this year created intense competition amongst players, coaches as well as spectators feeling the heat of the games as the leagues drew closer and closer to their individual finals. Head of Women’s Football Candace Hanchell stated that “This season’s running were very close as a team that found itself last in line managed to climb its way to the top to win both the League as well as the Cup for the Women’s League 2016.” The winner of this year’s WFL was AFC Hurricanes followed by AFC Warriors in 2nd place with AFC Strikers following shortly behind in 3rd place. The attitudes of the players were commended as all teams took the initiative to use their knowledge of the sport to organize themselves before every game. Various awards were distributed to congratulate players on their performances. The awardees of the Women’s Football League are as follows. The Youngest Player of the season was awarded to Anika Harry from AFC Warriors who was commended for both her skills as well as the maturity that she displays when playing with experienced players. Isabella Handfield was awarded with the Most Improved Junior Player whilst Sydney Campbell won this award for the senior category. Despite her age, Sydney Campbell continues
to show improvement as well as commitment to football. Fair Play Awards went to both Willandra Elliott and Patrice Senior for their ability to adhere to the laws of the game whilst still showing good sportsmanship both on and off the field. The Best Defender trophy was awarded to Enie Jean-Louis of AFC Warriors for both her aggression on the pitch and her dedication towards her teammates in giving 100% in every game that was played. Her performance during the league placed her as the Junior MVP for 2016 whilst Joan Whent of AFC Hurricanes captured the title as this year’s Senior MVP. Magreny Louis has well proven herself to capture the title as the best Goal Keeper this season with excellent saves for the AFC Warriors. Recognition was also given to Referee Paul Nevers, for his dedication and commitment to women’s football as it was noted that Nevers referred the majority of the women’s games for 2016. Presentation for the Masters League were conducted by Michael Robertson, who is responsible for the organization and running of the league. Robertson congratulated players and thanked them for their continuous participation in the Masters League. The presentation for the Provo Premier League (PPL) League were filled with prizes, awards and both laughter and disappointment which clearly displayed the competitive nature of the league. Head and organizer of the Provo Premier League (PPL) Steve Kendrew stated that “The standards of the league improved on last year with more organized teams, a few more players and some good, committed coaching. The competition was also very close, unlike last year and there were some very exciting
games. In addition we had a team from another island for the first time ever joining the league, in the form of Grand Turk United. The season began with seven teams (Sharks FC, Teachers FC, AFC Academy, Cheshire Hall FC, Full Physic FC, Beaches FC and Grand Turk United). After several months of battling, AFC Academy rose on top with a total of 28 points followed closely by Full Physic FC with 27 points with Beaches FC in 3rd place with 24 points. Mr. Kendrew believes that “the new young Academy players showed a lot of skill proven that they are capable of winning the league and no doubt this will continue. Full Physic was impressive having taken many of the “aged out” Academy players and James Rene did a good job in coaching them, particularly as a Player Coach.” The league has attracted a large number of spectators cheering on their favorite teams. The turning point of the league which raised interest and curiosity was Academy FC; who made an impressive start with their first wins of the season against Full Physic; losing a and drawing a couple of games halfway through brought four or five teams back together at the top all with the chance to win the league. However, Academy FC did prove their capability through their energetic spirit winning both the Provo Premier League as well as the Turks Head Cup 2016. Other awards were also given as follows: the award for Best Coach went to Oliver Smith; the MVP award went to Raymond Burey of AFC Academy. Apart from this, Raymond Burey also won the Golden Boot with the title of Top Goal Scorer with a total of 23 goals with Samuel Nacius of Full Physic falling short by one less
point with 22 goals up his sleeves. In 3rd place was Barrington Somers of Beaches FC with a total of 15 goals. The Youngest Player award went to Mackenson Cadet of AFC Academy. The Fair Play Award went to Sharks FC as the team that adhered to the laws of the games the most effectively. Recognition was also given to the referees for their professionalism and their ability to maintain order during these competitive games. Dane Ritchie was voted as the Best Referee and Joan Whent was voted as the best Assistant Referee. Also newly added to the referee squad of the Association, Paul Nevers was voted as the Most Improved Referee. Captain of the AFC Academy Jeff Beljour declared that “We will be fighting again next year to defend our title as the PPL Champions 2016.” Head of the PPL Steve Kendrew gave some insight of what will be taking place next season to create more opportunities to invite more players to take part in the league. He stated “We are considering changing the format slightly to provide more interest to the less competitive teams.” Complimented with refreshments, music and food, the night could not have been any better for the footballers. Oliver Smith, Second Vice President of TCIFA commended and thanked everyone for their participation in the various 2016 leagues. Smith expressed gratitude and thanks to General Secretary, Candia Ewing and FIFA’s coaching instructor, Antoine Etienne Siliee for making presentations during the award ceremony. Smith also stated that the TCIFA looks forward to seeing new and familiar faces as the new season kicks off for both men and the women.
