T
he Turks and Caicos Islands will be a hive of political activity over the next month, as the country prepares for what is widely expected to a highly competitive general election on Monday, December 5th, 2016. Premier Dr. Rufus Ewing dissolved the House of Assembly in Grand Turk on Thursday, October 27th, 2016, paving the way for the country’s 11th elections since 1976. Three political parties and eight independent candidates will be locked in battle over the next few weeks, in an effort to sway the majority of the (seven thousand) 7,000-plus voters in this country with a population of approximately 31, 000. Ewing’s Progressive National Party (PNP) currently holds an 8-7 majority over the opposition People’s Democratic Movement (PDM) which is led by Sharlene Cartwright-Robinson, who is seeking to become the country’s first female premier. A third party, the Progressive Democratic Alliance (PDA) headed by Oswald Skippings, is also contesting the elections. Officials from the Electoral Office have not yet announced Nomination Day, which is when the country will officially know exactly how many persons will be contesting the elections. Although no known scientific polls have been conducted, political analysts believe that this elections will be extremely close, as was the last one on November 12th, 2012. In the ten general elections since 1976, the PNP and PDM have each won five elections. After the by-election in 2003, the PNP was declared the winner, which technically gives them a 6-4 advantage. Mr. Speaker, from day one in office we worked to reclaim our position on the world stage in CARICOM, in OCTA, in UKOTA rubbing shoulders among giants such as the US and Canada on the world stage. It is because of these accomplishments by this good PNP Government, under this my leadership that we are now the world most sought after destination to visit, live in and to invest. It is because of these accomplishments under this leadership, that we as Turks and Caicos Islanders have the hope of a bright future. Cartwright-Robinson, Leader of the Opposition People’s Democratic Movement (PDM) strongly believes that her party is in its best position ever to win the general elections. She said the PDM has learnt from past mistakes, has been listening to the people of the Turks and Caicos Islands, energized its base and compiled a formidable slate of candidates that can take the government from the Progressive National Party (PNP) which has been in power since 2003. In an interview with The SUN before the elections were called, she said: “If elections were called today, I think that we would win, and I think that we would have
a convincing victory,” she said. “It would not be a 8-7. I wouldn’t say a number, but it would certainly not be a one seat majority. I believe that the people will convincingly votes for the Peoples Democratic Movement and I believe that we would maintain the popular vote as we have done in several elections.” Robinson, who hails from the island of South Caicos and who is again running as an At-Large candidate, added: “I know that the PDM has an excellent chance of winning. We’re going to run with a winning message. We have a winning team and our platform is going to be what propels us. We have real plans, realistic plans and we will run a social media campaign as well as a door-to-door campaign that persons have never before seen. We’ll be at the voters and we’re only going to ask them to receive us with open minds,
think about the next four years and not the moment. It is important that voters understand that they have to be a part of the change that they want to see. We know that they are hurting with this government and really want change. I am saying that the majority of persons are crying out for that change. They do not feel the achievements of this government, beyond turning the treasury around.” In the 2012 general elections, Cartwright-Robinson secured the most votes country-wide, amassing 3,400, some 120 more than her nearest competitor, Premier Hon. Dr. Rufus Ewing, who got 3,280 votes. “The PDM is learning,” she said. “We’ve started by listening to the people, by having them assist us in this selection process, because a lot of the times, some of the criticisms were that the PDM forces candidates on persons and the way people
respond to them is by saying, ‘I told you not to run this person’, and they vote against them. So I think we’ve got a great start. We continue to listen to the campaign and historically what we did, we always felt that you shouldn’t respond to certain things because people are going to know better. But you’re going to find a more aggressive response mechanism working. We are not going to leave out a lot, because we usually lose in the area of negative campaigning because we don’t fight back. While we are not going to engage in gutter politics, we are going to look at what is worthy of responding to, to make sure people are not just left up to their own mind but they are clear on the party’s position.” The PDM leader stressed that although there have been some defections, the party remains united.
Local churches taking a stand on the level of violence in TCI By Todeline Defralien Local Pastors in the Turks and Caicos Islands are more than concerned of the level of crime in the TCI and are now coming together to take a stand on this critical situation. On Friday November 4th 2016 at 7:30 pm under the leadership of Bishop Edwin James Lightbourne Jr, a prayer meeting will be hosted at the House of Prayer Ministry to pray on the crime situation before the lord. At a media press conference held on Thursday October 27th 2016, Bishop Bryant Cox told Media houses, “As a collective body of pastors, we have come together to address the crime situation. It is clear that crime has become a major problem at this time in the Turks and Caicos Island. Crime is everybody’s problem, and as the Clergy we are very concerned of the level of violence that is taking place in our community. We call on our elected

and their voices must be heard. “We as leaders of this country is dealing with the recent spikes of murders in this Turks and Caicos

All pastors and all leaders to meet us at the House of Prayer Ministry under the leadership of Bishop Edwin Lightbourn on Friday 4th November 2016 at 7:30 pm as we come together with a collective voice to pray and present the Turks and Caicos on this crime situation before the Lord.” “We saw it fit to call the church together so that we can have a collective voice instead of an independent voice. While all of us are praying and dealing with crime as an individual we saw it fit to come together collectively and view our voice as one instead of an independent voice,” Cox explained. All Pastors in the Turks and Caicos Islands are all invites and asked to be a part of this prayer meeting as it is a bid issue in the TCI.

Premier asks Commissioner of Police to step up on crime By Todeline Defralien
With all of the aggravated assaults and burglaries happening in the Turks and Caicos Islands over the few months, Premier of the Turks and Caicos Islands asked the Commissioner of Police James Smith to step up. On Sunday October 23rd, 2016 an armed robbery which took place in the Down Town are culminated in a shoot out with the police and the shooting of a Turks and Caicos Islander by the escaped robbers who attempted to escape in the vehicle of the victim. Due to this incident earlier this week the Premier convened a meeting that morning with the Commissioner and Assistant Commissioner of Police to discuss this most recent incident and the state of crime in the Turks and Caicos. During the one hour long meeting the Commissioner of Police updated him on several previous incidents including the most recent and what is being done by the police force. Ewing said, “In the discussion with the Commissioner of Police I’ve insisted on him to step up. To step up in a number of areas, I would like to

Haitian man gets life sentence for murdering girlfriend Jamesly Joseph was found guilty in the Supreme Court, on Wednesday 20th August 2016, for the murder of Dieula Jean of Dock Yard, Providenciales. On Monday 25th May 2015, as a result of a stabbing report, police and other emergency personnel responded to the Dock Yard area of Kew Town where the lifeless body of 44-year-old Jean was lying in a pool of blood on the ground. Officers were informed that 26-year-old Joseph who is
the boyfriend of Jean stabbed her and fled the scene. As a result, an investigation began. On that same date, Joseph was seen at the Down Town area where he was informed of the report. He was immediately arrested on suspicion of Murder. He was later formally charged and cautioned for the offence of Murder. After 8 days of trial, he was found guilty and sentenced to life imprisonment.

We have already reached out to the Minister of Border Control and employment; have already reached out to the Haitian consulate and I myself likewise have already had discussions with His Excellency the Governor as to how the UK Government could help and assist especially with the threat of those persons who have escaped from the Prison in Haiti and coming to Turks and Caicos Islands and to see how they can step up their surveillance along on our coastal boundaries.”
Commissioner of Police James Smith Dr. John Freeman, the new Governor of the Turks and Caicos Islands has committed that he will communicate these particular concerns and needs to the U.K Government and will get back to the Premier as to what the U.K Government can or willing to do. The Premier told the general of the Turks and Caicos Islands that if they are aware of anyone within their community who may be a suspect or have any information to please relay that information to the police.
Man arrested and charged for carrying imitation firearm with intent to endanger life A 27-year-old male of Five Cays Providenciales was charged with carrying an imitation firearm with intent to endanger life, on Tuesday 25th October 2016,. The arrest which occurred on Thursday 20th October 2016, stemmed from a report of a fight and gunshots being fired in a parking lot on South Side Plaza on Aviation Drive that was made around 2:55 a.m. on Friday 23rd September 2016. Upon arrival at the scene, four shots were heard, and a number of persons were seen
running from the area. An unknown male wearing blue jeans and light blue shirt brandishing a silver handgun was seen, and as officers approached him, he ran into the nearby bushes and made good his escape. Police also responded to the Cheshire Hall Medical Centre where a 24-year-old man was seen with a gunshot wound to his leg. He informed officers that he received the wound while in the area of the shooting. The man was treated and later discharged.
Man arrested for unlicensed firearm On Saturday 22nd October 2016 around 4:30 a.m., a 21-year-old male of Grand Turk was arrested for being in possession of an unlicenced firearm. The arrest stemmed from a stop-and-
search that was conducted by members of the Royal Turks and Caicos Islands Police Force at a night club’s parking lot in Grand Turk. During the search, officers noticed the suspect reaching for something in the left side of his pants pocket.
As a result of this, a scuffle ensued and the officers retrieved a .44 revolver with one round of ammunition. The suspect escaped from police but later surrendered.

PDM leader concerned about crime spree

Over the past near four years, the issue of crime and border control has been one of those areas in national life that drew my, as well as my Party’s keen attention. It is unfortunate that I am again speaking to this issue after a criminal spree over the weekend that saw a series of serious offenses committed which included the physical attack on a young lady. The PDM continues to be concerned about crime and the recent spate over the past few days only heighten our concerns. Whilst persons will say we are out of control and others will say we must be guarded as we are a tourist destination. I say we are not at the place that we wish to live in nor one that tourists will like to see. The recent crimes continue to be out of character for us and at a level and of a sort that we must never before seen nor can we accept even at the expense of development.
My Party and I have already sought an audience with the Commissioner of Police and Governor Freeman to ensure that all is being done to minimize as much as possible the recent spike in crime. We will also begin a dialogue with Flow and Digicel to implement a free non - emergency number to contact Police. We continue to recognize the importance for stronger and better Police/People relations and will seek to initiate crime prevention programs between the Police and the People. Since last year we began our call for Neighbourhood Watch Groups and we will again renew these efforts. However, we will immediately embark on the establishment of a Citizens Advisory Board to advise Police which would foster a better relationship between Police and the People. We have over the years called for a Symposium, for a national dialogue, for stronger and innovative leadership of the Police and Border Control with new crime fighting tools

The beating and shooting of a young lady on Walter Cox Drive, the robbing of a man at gunpoint in Discovery Bay, the ripping out and attempted robbery of an ATM machine and yet another shootout with police all taking place in Providenciales and all within the past twenty four hours is becoming a frightening norm in our once peaceful and safe Turks and Caicos Islands. The absence of the necessary manpower, training, modern technology and equipment and last but not least, the absence of effective leadership in the police force, leave much to be desired and little realistic expectation of stemming the escalating tide of serious crime in our beautiful By Nature Turks and Caicos. Because of the deterioration of Law, order and safety in these Islands and the brazenness of serious uncontrollable criminals, the Turks and Caicos government and the British government collectively, can no longer sit hopelessly by and allow our country to continue to degenerate into the Wild, Wild West while fear and the justifiable feeling of insecurity are overwhelming residents and visitors alike and the threat of losing our tourist industry on which our fragile economy is built is becoming more real by the day. While all the measures previously recommended by others
that will outmatch today’s criminals. We have released a 12 Point Plan publicly for use by the authorities. We renew our call today again to take the fight to crime as crime has certainly taken its fight to our very own homes. We wish to reemphasize the need to never politicize crime or to use it as a political football and we remind all to continue to recognize that the powers, day to day operations and ultimate responsibility lies with the Governor and the Commissioner of Police. We must however see ourselves as critical stakeholders and partners in the fight. As we hear also of the recent Prison break from a Prison described by Haiti as “violent”, we are cognizant of the fact that it is highly possible that escapees can make their way here to our shores. To this end, whilst we acknowledge the Government’s call for heightened alert of our systems and for the UK to patrol our waters, we call for a high level dialogue with our partners in OPBAT, the Coast Guard and the Royal Navy. These are unusual times

We can ill afford to become a safe haven to any of these escapees. In the mean time we continue to ask our citizens and residents to form neighborhood watch groups, report suspicious behavior to Police, report any sloops that you may have knowledge of that may have TCI as its destination and do not harbor any illegal or criminals. This requires all hands on deck. A safer TCI depends on all of us. We remain eager to assist as citizens and to be a more active and meaningful partner with those who have the constitutional and financial authority to curb this tide.

New Governor chairs first Cabinet meeting His Excellency the Governor, Dr John Freeman, chaired the 27th meeting of the Cabinet on Wednesday, 26 October 2016, at the N J S Francis Building on Grand Turk. All Ministers were present except the Hon. Minister of Home Affairs, Transportation and Communication. AT THIS MEETING CABINET: • Advised His Excellency the Governor to grant approval to Cable and Wireless (TCI) Limited for an easement over Crown Land Parcel 60000/649 situated at Malcolm Beach, North West and North Central, Providenciales, to construct a concrete cap to encase and protect from damage the company’s telecommunication cable connection between Providenciales and North Caicos subject to an environmental impact assessment being carried out and other conditions being met; • Agreed, in principle, a policy decision to reintroduce a gratuity scheme for civil servants, including the Royal Turks and Caicos Islands Police Force (RTCIPF), subject to further work being undertaken on the proposed policy including an actuarial assessment on affordability and other related issues; • Advised His Excellency the Governor to approve the appointment of Mr Delton Jones as Chairman of the National Health Insurance Board (NHIB) for a period of two years with effect from 1 November 2016;
• Noted the financial performance of the TCI Statutory Bodies for the period April-June 2016 and approved the publication of the 1st Quarter Financial Report as required by Section 147 of the Public Finance Management Regulation 2014; • Noted the report and recommendations of a consultancy study on a national water and sewerage policy for TCI and requested the Ministry of Infrastructure, Housing and Planning to assess the recommendations in terms of financial, legislative and regulatory implications; • Considered a draft Instrument of Appointment in accordance with Section 22 of the Water and Sewerage Ordinance to permit Ambergris Cay Facilities Limited to undertake water and sewerage operations on Ambergris Cay, subject to the draft instrument being reviewed and amended as necessary by the Attorney General’s Chambers and returned to Cabinet for approval; • Approved the recommendations of the Department of Environment and Coastal Resources aimed at restoring and preserving conch stocks to set a minimum size for individual conch fillets of four ounces (0.25 lbs); to set quotas for the export of conch at 500,000lbs of landed meat, 1 million shells and 6,000lbs of dried operculum; and to redefine the conch “digestive gland” under the Fisheries Protection Regulations 3(1); • Noted the recommendation
of the TCI Airports Authority Board on the award of a contract for the aerodrome refurbishment and terminal development programme at South Caicos Airport. • Noted the recommendations of the Procurement Board to award contracts in line with the Public Procurement Ordinance 2012 as follows – TR 16/21 Police boats for the Marine Division; TR16/26 Road Development Phase II, Scholar’s Way; TR16/27 Upgrading of schools, repairs to Clement Howell High School; • Advised His Excellency the Governor to approve a schedule of fees for pelagic fishing and trap fishing vessel licences and to develop further the Access Agreement for Caicos Pride Products Ltd to conduct pelagic fishing in TCI waters from four foreign owned and flagged vessels; • Approved a ban on the importation of plastic bags into TCI from 1 January 2017 and for the distribution of plastic bags in TCI from 1 April 2017; and called for consideration to be given to reduce the customs duty on alternative carrier bags; • Approved the signing of a Memorandum of Understanding (MOU) between TCI, the Overseas Territories and the UK on child safeguarding; • Approved a 2.5% increase in the pensions of former TCIG employees back-dated to 1 April 2016 and an exgratia payment capped at one-third of final annual salary to former employees who were put on retirement in 2010.

TCI on heightened alert after massive jail break in Haiti Immigration and border control officials in the Turks and Caicos Islands are on “heightened alert” after 174 inmates escaped from a prison in northern Haiti on Saturday, October 22nd. Immigration Minister Donhue Gardiner announced Sunday that he instructed his Permanent Secretary, the Director of Immigration and the Supervisor of the Coastal Radar Department (CRD) to “heighten our alert systems in the Immigration Intelligence Unit, and be more diligent especially as it relates to persons coming out of Haiti”. During the Haiti prison break, inmates killed a guard and stole at least five rifles and other weapons, according to reports. Haitian criminals have long been known to head to The Bahamas and the Turks and Caicos Islands, mingling with the several hundreds of others from their impoverished country who routinely risk life and limb, fleeing on sloops in pursuit of a better living. “The CRD have also been put on the highest alert” Gardiner said in a press statement, “and officers at our ports of entry and all of our permitting agencies, including the Visa Section in the Immigration Department have been asked to heighten their scrutiny of passengers travelling from Haiti and applications for persons from that area, even if it may mean greater delays.” The U.S. embassy in Haiti also issued a security message about “a violent prison break” and advised its citizens to avoid the area. Gardiner said he has spoken to officials from the local airlines that
fly the route to Haiti and parts of the route to other destinations locally and abroad, to assist with air surveillance of the route during their scheduled flights in the area. He said he also spoke with Premier Dr. Rufus Ewing and the Haitian Consular here, as part of an effort to ensure that the Turks and Caicos Islands are “not negatively impacted by this still fluid incident”. Gardiner’s statement on the Haitian jailbreak came minutes after Premier Ewing issued a press release calling for a “zero tolerance approach to crime”, after armed bandits tried to steal a Scotiabank automatic teller machine (ATM), located in a MoneyGram outlet in Downtown, Providenciales. Police spokesman Kevin Clarke said that before the attempted ATM theft, around 10:44 p.m. on Saturday 22nd October 2016, three masked men robbed a man at gunpoint in the Discovery Bay area before making off with his black F150 Ford truck, his phone and a small amount of cash. Police responded to the scene and a search began for the stolen vehicle, Clarke said. Around 3:59 a.m. on Sunday morning, police noticed two bandits ripping the ATM out of its position with a chain connected to the same truck that was reported stolen earlier. “Upon approaching the bandits, they opened fire at the officers. An exchange of gunshots ensued before the culprits made good their escape on foot in the nearby bushes in the direction of Kew Town,” Clarke said. He added that at 4:20 a.m., a
woman approached officers while on scene and reported that she had just reached home on Walter Cox Drive when she heard a loud noise and was immediately approached by two masked men, one wearing all black and the other wearing a black and red shirt, long black pants with a black cloth over his face and a black rifle in his possession. Clarke said the woman reported that they threw her to the ground and kicked her about the body before attempting to get away in her vehicle. “They were unsuccessful,” he said. “But the lady then realized that she received a gunshot to the thigh. She was taken to the hospital where she is being treated.” Following the robbery attempt, the Premier said he convened a meeting on Sunday morning with Commissioner of Police James Smith and an Assistant Commissioner of Police to discuss the incident and the state of crime in the Turks and Caicos. “During the one hour long meeting the Commissioner of Police updated me on several previous incidents including the most recent and what is being done by the police force,” the Premier said. “I impressed upon the Commissioner that a zero tolerance approach to crime has to be taken and criminals flushed out and brought to justice. We also discussed the recent jail break in Haiti and the need for the police force and Immigration to be placed on high alert.” Last week, there were reports that at least eight burglaries took place in the Juba Sound area in one night.
According to Clarke, recently, it has been evident that most burglaries occurred while occupants were at home sleeping. “During these burglaries, homeowners were either awaken by the movements of the culprits in their home and had to come face to face with them, or when they awakened the following morning, they would notice that property from their homes missing,” he said. On Tuesday, October 18, one of those burglaries occurred at a home in the Turtle Creek area of Providenciales. Clarke said that around 4:26 a.m. that morning, a complainant contacted 911 and reported that three men wearing dark clothes and mask entered her home while she and her husband were asleep. Upon waking up and confronting the culprits, one of them put a gun to her husband’s head and demanded cash. The men then took a number of items from the home including keys of a Nissan Fuga car. Clarke said the Culprits fired shots at the building before leaving the property, but no serious injuries received during the incident. The police spokesman advised homeowners to make burglary difficult for criminals by installing jams on windows and patio doors and deadbolts on all entry doors. “Install CCTV on your property, Be sure to have all of your vegetation trimmed, so it’s not easy for a burglar to hide in. (CIT) course in Orlando Florida. Constable Nichola Kennedy, Constable Georgio Chambers and Clinical Psychologist Dr. Anya Malcolm were among 35 participants represented at the training. CIT is an effective law
enforcement response program designed for police and first responders who handle crisis calls involving people with mental illness including those with co-occurring substance use disorders. CIT also emphasizes a partnership between law enforcement, the mental health and substance abuse treatment system and consumers of mental health services and their families. As part of the training various topics were discussed by the presenter including: Overview of Mental Illness, Psychotropic medication Made Simple, Developmental Disabilities, Autism and Law Enforcement, Assessment of Behavioural Disorders with Dementia and many more. “The primary goal behind this training is to have the attendees train other officers and first responders in order to provide them with an enhanced understanding of mental disorders and their symptoms and to help to improve basic crisis communication skills in a

TCIG receives new fleet of vehicles
The Ministry of Infrastructure, Housing and Planning, in collaboration the Mechanical Services Division, within the Department of Public Works, is pleased to announce the arrival of eight brand new vehicles for placement within the government fleet. Twelve confirmed cases of Zika

To date, there have been a total of twelve confirmed cases of Zika reported in the Turks and Caicos Islands. The Ministry of Health, Agriculture and Human Services (MHAHS), wishes to inform the general public that there have been no new cases of Zika Virus infection since 20th September 2016. Among the cases reported, all persons resides in Providenciales; Ten (10) were females and two (2) were males; the majority of persons are in the 11-44 age group, there were only two persons in the 6-19 age group. The initial positive cases were imported cases from other counties within the region but there have been cases that haven’t had a travel history and were contracted locally within the Turks and Caicos. Measures have been taken to ensure that these individuals are managed and contained, and all affected persons are recovering. In a press conference held on Monday October 24th, 2016 at the Premier’s Office, Premier Hon. Dr. Rufus Ewing said, “Since Zika came into the Caribbean and came to Turks and Caicos we are happy to state that to date we’ve only registered twelve cases of zika. This twelve stretches throughout the period in question since zika first entered the Turks and Caicos Islands which showed that the number of cases has not been
increasing as they have been in some of the countries in the Caribbean.” He added: “We can safely say that our Ministry of Health, Agriculture and Human Services with our partners in Tourism have been stepping up to the plate in trying to put in place the various strategies and measures so as to reduce the transition/transmission of zika virus in our communities. However, we do not take that for granted that we are out of the woods. We know that the threat is real. We still have a number of suspected cases that we need to get results back for and we as the Ministry of Health and Human Services have been working with our regional partner so that we can keep on top of this epidemic.” Ewing stated that even though TCI isn’t Zika free, they will continue to work to make sure that it is under control for both citizen and tourist visiting these shores. He continued: “We here in the Turks and Caicos Islands feel proud that the rate of transmission of the Zika virus in our communities in terms of it remaining steady or almost decreasing is well for our future and our future in tourism and our future in health and when it’s the tourist season we can safely welcome tourist to our beautiful by nature shores because they know that they will be safe here on our beautiful by nature islands.” Director of Environmental Health
Kenrick Neely said that the Environmental Health Department has stepped up their premises inspections. The Government along with the Environmental Health Department and The Ministry of Health has employed three additional vector control officers for the next six months which was a part of the ZIKA fund that was allocated to the Ministry of Health and Environmental Health. Out of those funds they’ve purchased additional chemicals for fogging activities as well as for lava siding, also purchased additional fog machines, additional vehicles and also conducted educational campaigns. The Environmental Health Department encourages the public to play their role in ensuring that the TCI prevents the spread of mosquito born diseases and other vector born diseases. Zika is a viral illness, which is spread by the bite of an infected Aedes aegypti mosquito. This mosquito is found in the TCI. Most persons with Zika are not aware that they have the illness and may not have any symptoms. Symptoms of Zika are similar to Dengue and Chikungunya and appear between four to seven days after someone has been bitten by an infected mosquito. These symptoms include mild fever, skin rash, conjunctivitis (also known as pink eye), muscle or joint pain, and general malaise. There is no specific
medication to treat Zika and there are currently no vaccines to prevent the illness. Zika virus can cause Microcephaly in the unborn fetus of a pregnant woman. If you feel sick and think that you may have Zika consult a healthcare professional, especially if you have a fever. If you have travelled, make sure to tell your health provider about your travel. Use acetaminophen or paracetamol to treat fever and pain, get lots of rest and drink plenty of liquids. It is important to note that the Zika virus will be in a person’s blood who is infected with Zika for the first week of infection. The virus can be passed on to other mosquitoes if they bite you while you are carrying the virus. Therefore, be especially careful to prevent mosquito bites during the first week to avoid spreading the disease. There is no specific medication to treat Zika and there are currently no vaccines to prevent the illness.

Important tips about breast cancer

There has been a significant increase in the number of cancer cases within the Turks and Caicos since 2014. The three (3) most prevalent cancers are breast, prostate and colorectal (colon). We begin a three part series with breast cancer. The first sign of breast cancer often is a breast lump or an abnormal mammogram. Breast cancer stages range from early, curable breast cancer to metastatic breast cancer, with a variety of breast cancer treatments. Male breast cancer is not uncommon and must be taken seriously. In its early stages, breast cancer usually has no symptoms. As a tumor develops, you may note the following signs: •A lump in the breast or underarm that persists after your menstrual cycle. This is often the first apparent symptom of breast cancer. Lumps associated with breast cancer are usually painless, although some may cause a prickly sensation. Lumps are usually visible on a mammogram long before they can be seen or felt. •Swelling in the armpit. •Pain or tenderness in the breast. Although lumps are usually painless, pain or tenderness can be a sign of breast cancer. •A noticeable flattening or indentation on the breast, which may indicate a tumor that cannot be seen or felt. •Any change in the size, contour, texture, or temperature of the breast. A reddish, pitted surface like the skin of an orange could be a sign of
advanced breast cancer. •A change in the nipple, such as a nipple retraction, dimpling, itching, a burning sensation, or ulceration. A scaly rash of the nipple is symptomatic of Paget's disease, which may be associated with an underlying breast cancer. •Unusual discharge from the nipple that may be clear, bloody, or another color. It's usually caused by benign conditions but could be due to cancer in some cases. •A marble-like area under the skin. •An area that is distinctly different from any other area on either breast. If you have a cancer diagnosis, it is normal to feel frightened, sad and worried. People who have had cancer often talk about experiencing three feelings: loss of control, unwanted aloneness and loss of hope. The first few weeks will be a busy time, as you face decisions about your treatment and care. Half Way house breaks ground in TCI

As a joint effort between the Drug Prevention Foundation and the Turks and Caicos Islands Government, a half-way house, broke ground in the island of Providenciales last week Friday October 21th, 2016 on South Dock Road. Many persons were present to witness this historic occasion, including Premier Dr. Rufus Ewing, President of the Premier’s Cup Committee Mark Fulford, Leader of the Opposition Sharlene Cartwright- Robinson and Minister of Tourism, Porsha StubbsSmith. This project is designed to assist in the re-integration of drug offenders placed on parole by the courts and to serve as an aftercare program for substance abuse clients who have completed inpatient services but need additional support. It is also intended that this facility will serve as a custodial program for alternative sentencing of first time non-violent drug offenders. According to the president of the Drug Prevention Foundation, Dierin Longmire, this program will increase the participant’s ability to function in a socially acceptable manner and reduce their reliance on criminal behaviour as well as drugs/ alcohol and ultimately make the community at large a safer place. The Skype sex scam: How Arab men get seduced online and are made to pay for it
One night a young Palestinian man living abroad fell victim to an online scam, involving a web camera and a beautiful woman. Here Samir (not his real name) tells the story of how he was trapped - and below the BBC’s Reda el Mawy visits the Moroccan boomtown where many of the scammers are based. It happened when I was home alone. This girl added me on Facebook. I didn’t think it was anything strange - I often get friend requests from old school friends who I don’t know well. The next day she sends me a message: “Hi, how are you? I saw your profile and I liked you.” So I looked at her profile and, I mean, she was really hot. That night she starts messaging me via Skype. She says she’s 23, her parents are dead, and she lives with her older sister in Sidon, Lebanon. She says she’s bored because she doesn’t study or work and that her sister is very strict. I ask her about her hobbies and she says she likes sex. She loves it, she says. “Hmm,” I thought, “this is interesting.” At this point I am curious but unsure, because it’s strange how easily she’s talking about sex with a stranger. But I was bored, my girlfriend was out of town, and didn’t have anything to do. So I figured, “What the hell, I’ll chat with this girl and see where it goes.” Eventually she asks if I have a webcam. So I turn on my video and say, “Can I see you too?” She turns on her video and when I see her, you know, she is a really beautiful girl. With a girl like this, you lose your head. We continue chatting, but only in messages, not actually speaking. She says she’s afraid her sister will hear her. As we’re chatting she tells me that talking with me is turning her on. I’m thinking because she lives with her strict sister, in the south of Lebanon rather than in a more open place like Beirut, maybe she’s frustrated and looks for sexual encounters online. Then she asks me to show her my penis. So I show her my penis. Then I say, “OK, your turn.” She lies on the bed, undresses, and starts masturbating. I’d never seen anything like it. It was so easy. Too good to be true. So I start masturbating too. She tells me to put the camera on my face because it excites her, so I move the camera back and forth between my face and my penis. After a few minutes she pretends to have an orgasm. Still naked, she comes back to the keyboard to chat with me. She asks me what I do, and I tell her I work in marketing in Milan. “Oh, so you must be rich!” she says. “Well, I get by,” I say. Then she says she hears her sister coming, so she gets dressed and signs off. A half hour later I get a message on Facebook. “Listen,” it says, “I’m a man, and I recorded a video of you masturbating. Do you want to see it?” He sends me the video. It’s about five minutes of me masturbating. “I have a list of your friends and family from Facebook - your mum, your sister, your cousins,” he says. “You have one week to send me to send me 5,000 euros (£4,450), or I’ll send them the video.” I was in shock. My first thought was to send him the money
immediately. But I cancel her, or him, as a Skype contact and right away I get a message on WhatsApp. “I’m here,” it says. So I plead with him. I tell him I don’t have 5,000 euros. He says, “Of course you do, you have a good job in Europe.” “No,” I tell him, “that was a lie, just to impress the girl, I’m just a pizza delivery guy.” Then I remember a photo I had sent her of me tiling my bathroom and I say, “Look, do you think if I were some rich guy I’d tile my own bathroom?” He’s sort of convinced by this and says, “That may be true, but I don’t care. You have one week to send me 2,000 euros. Otherwise, I’m sending the video to your family.” I try to calm down and think rationally. The manager of one of these offices told me that he took in about $8,500 (£7,000) every day, and that the vast majority of that was blackmail money. There are German cars and Japanese motorbikes in the streets, and fancy café-restaurants that provide a front for families that need an explanation for their newfound wealth. In the UK, Wayne May runs an online community, Scam Survivors, that offers advice and support to victims of the webcam masturbation racket. Since 2012 he has received more than 14,000 requests for help from victims all over the world, including the UK and the US. Many are young Arab men, he says, and about a third of all the scams originate in Morocco. Before the advent of social media, Oued Zem was largely reliant on remittances from people working in Europe. But with the economic crash of 2008, remittances dropped - and this was exactly the moment that Facebook and webcams were becoming everyday tools of communication. Salaheddin El-Kennan, a labour activist, does not blame the town’s young men for making money from extortion. He points the finger at the state-owned company that mines phosphate in the surrounding countryside but employs very few local people. “I chose not to go down the route of scamming because I consider it incompatible with our Moroccan and Islamic values,” he says. “But unemployment rates in our town are higher than in the rest of Morocco. Nationally, unemployment is at 8.7%, while in our town we estimate that it’s as high as 60%. With the lack of employment, and no apprenticeship schemes in the city, many people look for other ways to make money.” Omar said he was not proud of what he does, and that he wanted to stop scamming. Intelligent, articulate, and technologically adept, it is hard to avoid the conclusion that in a place with more opportunities a young man of Omar’s talents could find a legitimate way to earn his $500 a day.

St Kitts and Nevis : Criminals involved in the Caribbean Drug Trade are increasingly using marijuana to buy weapons. This is according to Juan Gonzalez, Deputy Assistant Secretary for Western Hemisphere Affairs in the US State Department during a recent press briefing to give updates on the sixth Caribbean Basin Security Initiatives Dialogue. Gonzalez said quote, “We’re also seeing an increase in incidences of trading marijuana for weapons, and so one of the areas where we are also cooperating with the Caribbean, is to making sure that we’re actually expanding the proliferation of the automated fingerprint identification systems, which allows law enforcement to share information on fingerprints for criminals, but also ballistics information. So that if somebody commits a crime in another island, the databases on other islands can actually catch that individual and also trying to share information on illegal firearms that are coming from the United States.” Gonzalez went on to note that

Barbados economy shows signs of improvement BRIDGETOWN, Barbados – The Barbados economy grew by 1.3 per cent during the first nine of the year and the Central Bank is predicting that the island will record economic growth of 1.4 per cent for 2016. It said that the improved economic situation was due to improvements in the tourism, construction, business and other sectors where growth was an average three per cent. The Central Bank of Barbados (CBB) also noted that the average unemployment rate fell to 10.2 per cent for the nine months ending June and that inflation remained in negative territory, with the price index declining by 1.2 per cent. It said Barbados ranks at number seven in the Americas in the competitiveness of the tourism sector with the United States, Canada, Brazil, Mexico, Panama, and Costa Rica ahead of the island. “A strength of the tourism industry is the fact that Barbados does not have an overreliance on any one market. Long stay arrivals increased by 5.7 per cent, with arrivals from the US up 11 per cent and the UK up three per cent,” the CBB added. It said the economic foundations of Barbados’ international business and financial services sector remain strong, but the sector faces a challenge because of the sentiment against globalization in advanced economies. Data up to July indicates that the number of licenses granted to International Business Companies (IBC) declined by 7.5 per cent. In addition, a total of BDS$67 billion (One Barbados dollar =US$0.50 cents) in assets were held by international banks in June 2016, representing a 16 per cent decrease over a 12-month period. “Maintaining the value of our
currency hinges on crafting fiscal policies that aid in dampening the demand for foreign currency. Government’s fiscal consolidation has assisted in the maintenance of a level of reserves that are above the 12 week benchmark.” The CBB said that the stock of foreign reserves at end-September stood at BDS$900 million or 14 weeks of import cover and in an effort to augment this stock of foreign reserves, fiscal policy was tightened in August, by means of a combination of additional revenue measures and further cuts in expenditure. There has been a significant improvement in the current account of the balance of payments, but the financial account inflows have been very weak. The current account deficit was lower by 3.6 percentage points of GDP, almost entirely because of tourism. Fuel imports were down by 1.9 percentage points of GDP, with a fall in both prices and the amount imported. The CBB noted that the fiscal deficit for the April to September period is estimated to be BDS$145 million on the current account and that accrued tax revenues are anticipated to increase by BDS$13 million, with corporate taxes, property taxes, and excises increasing by six million, BDS$14 million and BDS$10 million respectively. The Central Bank is forecasting that economic growth of 1.4 per cent for 2016, indicating that growth for the next five years is expected to be in the region of two per cent per year, “driven by our competitive, diversified, and highly regarded tourism sector”. The CBB said an 11 per cent increase in airline capacity is expected from the US and Canada for the coming tourist season and that a pickup in construction activity is also anticipated, much of it tourism-related.

Prince Harry’s Caribbean itinerary released Britain’s Prince Harry is set to head for the Caribbean, visiting seven countries during a two-week trip on official duty. The prince will represent his grandmother Queen Elizabeth during the royal tour from Nov. 20 to Dec. 4, his office at Kensington Palace said Tuesday. Harry will begin his tour with a visit to the Realms of Antigua and Barbuda — celebrating their 35th anniversary of independence. The prince will also undertake a number of day trips to other nearby countries including St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, and Grenada. On behalf of the Foreign Office, he will also visit Guyana, and will be present in the country, as well as in Barbados, for both the nations’ celebration of their 50th year of independence from the British. A spokesman for the prince reportedly said in a statement: “Prince Harry is honored to be representing The Queen, in the year of her 90th birthday, particularly as Antigua and Barbuda, Barbados and Guyana mark their own important anniversaries of independence.” As a part of the Queen’s diamond jubilee of her reign, Harry previously toured the Caribbean in 2012. He had also visited the region as a young boy with his late mother Princess Diana. “Prince Harry holds special memories of his last visit to the Caribbean, and of the warmth, friendliness and sense of fun that comes so naturally to this region,” the statement read. “His

Jamaican jailed for 15 years on drug charge HAMILTON, Bermuda – A High Court Judge has sentenced a Jamaican national, who tried to smuggle cocaine into Bermuda earlier this year, to 15 years in jail after he was found guilty of the offence. Tyrone Brown, a 31-year-old Kingston electrician, who appeared “nervous and fidgety” saying he had come to Bermuda on holiday when speaking to customs officials at the L.F. Wade International Airport, had denied importing 894.6 grams of the drug worth up to US$132,000 into the island in April. The jury heard that Brown arrived in Bermuda on a flight from Miami, Florida. He had started his journey in Jamaica earlier the same day. Director of Public Prosecutions Larry Mussenden told jurors that Brown’s luggage did not arrive on his flight. And when it did the following day, it was searched by customs officers. “Inside the checked baggage was a black leather bag. Concealed inside that bag were two packages, the contents of which were taken out, seized and analysed, and found to be 894 grams of cocaine. “That ranged in value from US$95,000 up to US$132,000 on the streets of Bermuda,” Mussenden added. Brown was arrested at a holiday rental unit in Hamilton Parish two days after he arrived and at the end of the seven day trial, he was unanimously convicted of the charge. When Brown appeared for sentencing on Tuesday, Mussenden called for a custodial term in the range of 15 to 18 years, arguing that the quantity of drugs recovered could have had an impact on many in the community if it had reached the streets. However, defence lawyer Arion Mapp said Brown was a hardworking father with no previous convictions, calling the sentence proposed by the Crown as “unfounded and inconsistent.
St. Lucia PM seeking to turn around ailing economy CASTRIES, St. Lucia – The St. Lucia government will next week provide a glimpse of its revised tax policies as it seeks to offset growing financial misfortune, a consequence of low growth and high growing indebtedness. Prime Minister Allen Chastanet is expected to address the nation at month end where he is expected to announce sweeping changes to his administration tax policies that will include a revised rate for the Value Added Tax (VAT), which currently stands at 15 per cent. Chastanet, speaking to the Caribbean Media Corporation (CMC) ahead of his planned address revealed that the quantum of taxes collected here as a percentage of gross domestic product (GDP) versus other countries, suggests that the island was being seriously overtaxed, and there was not enough money in circulation. What’s more, he said, when money went into the government’s coffers it did a poor job of spending it
resulting in poor economic returns. “We think that the private sector will do a substantially better job at deciding how to spend money. So we are going to reduce the Value Added Tax, that’s a fact and we will make an announcement at the end of the month. “We will make a second announcement in the New Year of a complete overhaul of our tax system as we think there are less burdensome ways in which the tax system can be less strenuous on the more impoverished people in the country, ensuring that it would not act as a disincentive to growing business or those making investments,” he said. Prime Minister Chastanet said that with very few sectors to invest in government would be granting some relief to the corporate sector which at the same time would need to pay a fair share to help sustain the economy. He said that with unemployment figures estimated at 23 per cent, providing employment remains a top priority and emphasis will be placed on seeking to attract investors to the island. “We have seen that investment has dried up, the only new investment the former government was bringing to the table was through the Citizen Investment Programme (CIP) and not based on the economics or the brand of

Prime Minister Chastanet said St. Lucia stands to benefit if more creative approaches are made at attracting the right kind and quantum of investment. “One billion dollars can’t cut it,” he said in reference to the annual budgetary allocations. “We are not creating enough economies of scale to be able to compete against other nations, so we believe that doubling the GDP is only the beginning,” he added.

Plane carrying VP candidate Pence skids off NY runway, no injuries
A plane carrying U.S. Republican vice presidential nominee Mike Pence skidded off the runway after landing in the rain at New York City’s LaGuardia Airport on Thursday, halting flights for at least an hour, officials said. No one was injured in the incident which occurred less than two weeks before the U.S. presidential election, crucial campaign days for Pence and running mate Donald Trump. Pence pledged to hit the campaign trail again on Friday. “So thankful everyone on our plane is safe,” the Indiana governor said on Twitter after the incident. “Grateful for our first responders & the concern & prayers of so many.” The Boeing 737 was coming in for a landing and went off the runway at about 7:40 p.m. local time (2340 GMT). The plane was stopped by a crushable type of concrete runway that arrested the aircraft’s movement, Federal Aviation Administration spokesman Jim Peters said. The FAA and National Transportation Safety Board said they will investigate the cause of the

The plane was coming from Fort Dodge, Iowa, where Pence had participated in a campaign event. The takeoff from Iowa was delayed for about two hours because of bad weather in New York. Pence had earlier posted on Twitter a picture of himself playing football in the bright sun on grass near his plane in Iowa, citing the delay in leaving for New York. More Republicans expect Clinton, rather than Trump, to win U.S. election More Republicans now think Democrat Hillary Clinton, rather than Donald Trump, will win the presidency, as their party’s candidate struggles with difficulties including allegations of sexual misconduct and his suggestion he may not honor the outcome of the election. A Reuters/Ipsos poll released on Wednesday and conducted from Oct. 20 to Oct. 24 found that 41 percent of Republicans expected Clinton to win the Nov. 8 election, versus 40 percent who picked Trump. Experiments on monkeys could lead to cure for HIV
Scientists may be on the verge of a cure for HIV thanks to new experiments done on monkeys. Researchers at the National Institutes of Health and Emory University achieved long-term remission of the virus in monkeys with an alternative form of antiretroviral therapy, according to a press release by the National Institute of Health. “The experimental treatment regimen appears to have given the immune systems of the monkeys the necessary boost to put the virus into sustained remission,” said Dr. Anthony Fauci, co-leader of the
study and chief of the Laboratory of Immunoregulation at the National Institute of Allergy and Infectious Diseases. The treatment also replenished most of the immune cells destroyed by the virus, something that can’t be done with current antiretroviral treatments alone. The experimental treatment combined 90 days of antiretroviral therapy with 23 weeks of a laboratory derived monkey antibody similar to the human drug vedolizumab, which is used to treat Crohn’s disease. Current antiretroviral therapy alone suppresses HIV to undetectable
levels, but the virus will bounce back as soon as treatment ends. That means a patient has to take antiretroviral treatments every single day, forever. “The new findings suggest an alternative form of HIV therapy that may eliminate a requirement for lifelong daily antiretroviral therapy, potentially improving the quality of life for people living with the virus and reducing the staggering, unmet cost of antiretroviral therapy for the 37 million people worldwide who need it,” said Aftab Ansari, co-leader of the study.
A trial using a similar treatment on HIV-infected humans is now underway at the National Institute of Health Clinical Research Center in Bethesda, Maryland. Preliminary results are expected by the end of 2017. “At this point, it’s also unclear whether the findings of the newly reported animal study will translate to a clinical benefit for HIV-infected people,” said Fauci. In 2014, an estimated 44,073 people in the U.S. were diagnosed with HIV, according to the Centers for Disease Control and Prevention.
Canadian woman killed eight nursing home patients in her care, police say For seven years, Elizabeth Tracey Mae Wettlaufer worked as a nurse in southwestern Ontario, moving between long-term care facilities to tend to the elderly and vulnerable. At two different nursing homes, she was responsible for creating patient care plans, talking with families and, according to her LinkedIn profile, administering medications. She’d studied health care and counseling in college, reported the Canadian Press news agency, and told neighbors how much she loved her work. It’s a job that sees death often, one that ushers ailing minds and failing bodies through their final months. Which could explain why nobody noticed when at least eight residents in Wettlaufer’s care died during that seven year period. They were all in their later years, between ages 75 and 96. The son of one elderly man told the National Post that until this month, he just assumed his Dad’s death was natural. Now, authorities say it was murder. Wettlaufer, 49, was arrested Monday and charged with killing that man’s father and seven other patients for whom she cared between the years 2007 and 2014, Canadian law enforcement announced at a news conference Tuesday. She appeared in court that morning, authorities said. It’s unclear what may have motivated Wettlaufer to allegedly kill those eight men and women in her care. Authorities refused to release a motive during the news conference, citing the ongoing investigation and impending court case. They did, however, tell reporters that the victims were “administered a drug.” They declined to comment further on what kind of drug, or whether the deadly dose came from medication already prescribed to the patients. The investigation began on Sept. 29, when police received

He was a regular dementia patient,” he said of his father, who went by Art. “It’s just tragic.” The decision to move the elder Horvath into a nursing home was not
easy on his family, his son told the Free Press, but the man’s dementia had progressed. “You don’t want to do that to your own father, but age takes over,” Horvath said of the decision to put his father in a nursing home. “He had been still living with my mom. It was tough for her. It was tough for everybody.” Horvath told the Free Press he visited his father daily, to watch the World Cup and movies and decorate for Christmas. Then one morning in 2014, staff found him “unresponsive.” Art Horvath’s daughter, Susan, told radio station AM980 she was suspicious from the start. Her father seemed scared, she said, and something seemed off. “I just had a feeling and I told mom,” Horvath told AM980. “And then when he passed on — and how he passed on — that’s when I knew: This is not right.” Losing their father was difficult enough, the siblings said, but having to relive it all over again has made it that much worse.
“He was my best friend,” Arpad Horwath told the Free Press. “For me, because we were so close, it’s always tough . . . But then this comes up and you dig up all the old memories and go through the whole thing over again, it’s just devastating.” At the news conference Tuesday, police said the investigation is ongoing and that further evidence could lead to additional charges being brought against Wettlaufer. When asked why it took the nursing homes so long to recognize Wettlaufer alleged lethal behavioral patterns, authorities declined to comment but said that once they had the information in hand, appropriate actions were taken to keep the public safe from harm. Wettlaufer handed over her nursing license the day after police received the tip, reported the Toronto Star. She first registered as a nurse in Aug. 1995, according to the newspaper, and is being investigated by the College of Nurses of Ontario, the regulatory body for nurses in that province. According to a LinkedIn profile matching the information police shared about Wettlauger, the former nurse worked at Caressant Care Nursing Home in Woodstock from June 2007 to March 2014 and at Meadow Park Nursing home in London for less than a year in 2014. At both facilities, she was a charge nurse. She studied nursing at Connestoga College in the early 90s, according to the profile, and before that received a bachelor’s degree in counseling from London Baptist Bible College. Friends and neighbors this week were shocked by the accusation levied against Wettlaufer. AT&T to pay $85 billion for Time Warner, create telecom-media giant
AT&T Inc (T.N) said on Saturday it agreed to buy Time Warner Inc (TWX.N) for $85.4 billion, the boldest move yet by a telecommunications company to acquire content to stream over its network to attract a growing number of online viewers. The biggest deal in the world this year will, if approved by regulators, give AT&T control of cable TV channels HBO and CNN, film studio Warner Bros and other coveted media assets. The tie-up will likely face intense scrutiny by U.S. antitrust enforcers worried that AT&T might try to limit distribution of Time Warner material. AT&T will pay $107.50 per Time Warner share, half in cash and half in stock, worth $85.4 billion overall, according to a company statement. AT&T said it expected to close the deal by the end of 2017. Dallas-based AT&T said the U.S. Department of Justice would review the deal and that the companies were determining which Federal Communications Commission licenses, if any, would be transferred to AT&T in the deal. U.S. lawmakers were already worried about cable company Comcast Corp’s (CMCSA.O) $30 billion acquisition of NBCUniversal, and several argued for close regulatory scrutiny of the AT&T deal. “Such a massive consolidation in this industry requires rigorous evaluation and serious scrutiny,” said U.S. Senator Richard Blumenthal, Senate Judiciary Committee member and former attorney general of Connecticut. “I will be looking closely at what this merger means for consumers and their pocketbooks.” U.S. Republican presidential nominee Donald Trump said at a rally

According to a report from the Resolution Foundation, the deteriorating economic outlook, increased spending and lower tax receipts in the aftermath of Brexit could leave the government facing a shortfall until 2020-21. The think-tank warned the Treasury would face a £23bn deficit at the end of the parliament, meaning the government would have to find a combined £84bn to balance the books over the next five years. However, the Foundation added, the only way to do so would be by implementing cuts or allow for extra borrowing. George Osborne’s pledge to achieve a budget surplus by 2020 has already been abandoned by the government, which by then could be confronted with an economy £60bn smaller than it was expected to be before the referendum.
“Despite the long-term impact of Brexit remaining very uncertain at this stage, there is a strong consensus among economists that post-referendum uncertainty will lead to deterioration in the public finances, which were coming in below expectation even before the referendum,” said Matt Whittaker, chief economist at the Resolution Foundation. Hammond, who will deliver the Autumn Statement on 23 November, could opt for a softer target, by switching to a current budget balance in 2019-20, Whittaker added. iOS 10.1 Plugs JPEG, PDF Based Leak Making Devices Accessible To Hackers With the release of iOS 10.1, Apple has finally plugged a leak that made iOS devices accessible to hackers. The flaw would allow hackers to plant a malicious code in the user’s system by having them view a malicious PDF or JPEG. The company has rolled out a security patch that will stop accessing iPhones remotely and taking control of the devices. Users running older devices will still be vulnerable to the flaw though, so it is advisable to update to iOS 10.1. iOS 10.1 also addresses 11 other security flaws, including local code vulnerabilities, a remote execution bug in the webkit and an address book flaw that would allow hackers to access the user’s contacts, despite restricted access to make the software more secure. Apple has also released security updates for Mac devices, Apple Watch and Apple TV in MacOS Sierra (10.12.1), which include security updates for 16 vulnerabilities, including an image handling bug, a Denial of Service (DoS) error in the Nvidia graphics cards and drivers that could be triggered by malicious files. Apple Watch users are recommended to update their devices to WatchOS 3.1, while Apple TV users are recommended to update to TVOS 10.0.1, both of which include security patches for the devices.

Rugby League World Cup 2021: England chosen as hosts ahead of US & Canada England will host the 2021 Rugby League World Cup after being selected ahead of a rival bid from the United States and Canada. It will be the biggest edition since 2000, with 16 teams and 31 matches. England last hosted the competition in 2013, when Australia beat New Zealand 34-2 in the final at Old Trafford. The Rugby Football League received ÂŁ25m from central government to support its bid and plans to stage 80% of games in Lancashire and Yorkshire. It also proposed "showpiece fixtures" in London, the Midlands and the north east of the country. A mixture of 12 rugby league and other sporting venues, including Manchester's Old Trafford and Wembley in the capital, are in line to host matches at
the 2021 event. The Rugby League International Federation (RLIF) has recommended that the 2025 tournament be staged in North America as it attempts to increase the global appeal of the sport. The American-Canadian joint bid aims to stage the competition outside Australasia and Europe for the first time since it began in 1954. While praising their "extremely compelling" proposal, the RLIF said that England were preferred "primarily based on the current rugby league participation numbers in North America." A spontaneous makeshift shrine also quickly adorned the gates of Thomond Park in Limerick, where
flags are flying at half-mast and a book of condolence was opened earlier this morning. Foley, who was born in Limerick but grew up in Killaloe and later attended St Munchin's College, was a colossal figure in Munster folklore, making 201 total appearances between 1995-2008 and captaining the province as they finally ended their long, agonising wait for European success with an exciting 23-19 Heineken Cup final win over Biarritz in 2006. After hanging up his boots two years later, he joined the backroom staff as technical adviser and assistant for defence before also overseeing the Under 20s and British and Irish Cup squad.
