CRIME DOWN, ROBBERIES AND GUN CRIME INCREASE By Todeline Defralien
Air Force Reserve Command’s Hurricane Hunter visits TCI
C
ommissioner of Police James Smith says crime in the Turks and Caicos Islands is on the decline, but noted that aggravated burglaries, robberies and firearm offences are on the increase. Smith said that 111 guns were used during these aggravated burglaries between April 1st, 2016 and March 31st, 2017, noting that this was cause for concern. “There are some not so good news in the data but there are lots of what I think are really good news. To begin with all crime across all of the Islands is down by 14%. We recorded 2,626 crimes this year, last year all island, all crimes we recorded 3,068 and what that means for the public is that there were 442 less victims this year. Our detection rate remains at 23% but building on that good news, in the last two financial years’ crime has falling down by a total of 21% - all crimes, all country so that means that there are 704 less victims in two years, so I think it’s particularly good news,” Smith said during a press conference held by the Royal Turks and Caicos Islands Police force on Thursday April 27th, 2017 at their Police Headquarters on Old Airport Road, Providenciales. Smith, who was joined at the press conference by Assistant Commissioner Rodney Adams and Superintendent Kenny Grant, said the Turks and Caicos Islands Police Force recognizes that the fear of crime is what drives people perception that crime may be on the increase, adding that “burglary is a major is a major concern for everybody”. He added: “The good news is that a reduction of 159 burglaries and aggravated burglaries in the course of this year, a total from 703 this year, which is a decrease of 159 crimes or 18% less. The not good news in that is that there were 45 aggravated burglaries, which mean that we’re 19 more aggravated burglaries. So when people were at home, people broke in and often there was violence or threats of violence involved and that is what drives people’s fear.” Smith continued: “In terms of firearm offenses there were 126 firearm offenses this year and you

might be surprised to hear that that’s 26 less than in the same time for last year. In terms of robberies which are very impactive crimes on people there were 134 offenses this year and that’s an increase of 32 offenses from last year. 130 of that 134 offences took place here in Providenciales 96 of those offences involved the use of a firearm, sometimes they involve the presence of more than one offender and 111 firearms were seen during the commitment of these robberies.” Smith, who is from Scotland, in the United Kingdom, said there’s
Providenciales. Additionally, NOAA hurricane specialists, including the National Hurricane Center Director, Dr. Rick Knabb, provided information about hurricane preparedness and resilience. With the start of the 2017 Hurricane Season just weeks away, NOAA and the U.S, Air Force Reserve has embarked on its Caribbean Awareness Tour (CHAT). CHAT is an annual tour which aims to raise

no doubt that “over overall crime data continues to head in the right direction”. The Commissioner of Police noted that they suspect that there is a very small group of people committing multiple offences. “The fact that there are 111 fire arms that has been seen could mean that there are 10 firearms being seen in 10 crimes, but we don’t know that for sure. But our belief is that we have a very small number of very dangerous career criminals who would stop at nothing to steal or rob. If you yourself got to some of these more challenging
areas undocumented people living in unregulated and unlawful housing you will find that looks like a little shack is connected to another one that is connected to another one and another one sometimes with connecting doors sometimes with tunnels and in the dark they’re completely unlit. That doesn’t mean that we wouldn’t go there but it mean that it is very difficult to find people or to find firearms which is why we’ve invested in other technology and that’s why we’ve invested in dogs.” Continued on Page 2

CRIME DOWN, ROBBERIES AND GUN CRIME INCREASE
Continued from Page 1
He added: “However, the increasing propensity for criminals to use violence and firearms is, and has always been, a top priority and is a serious concern. It is a trend that my officers are working hard to reverse, and that is why we have invested in specialist equipment, new technology and seek to acquire further kit to assist us. The current budget settlement will allow us to recruit additional officers and promote others from within our existing numbers. We are using this opportunity to recruit experienced, specialist officers to fill the most critical skills gaps in our Criminal Investigations Department, Cyber Crime Team, Tactical Unit and Marine Branch Officers.” He added: “In terms of drug offenses we recorded a total of 97 cases of persons in possession of drugs an increase of 21 cases so more productivity from officers. In terms of possession of drugs with the intent to supply them we’ve detected 24 cases which is an increase of 4 from the same period last year. One of the most impactive crimes in the nation is when somebody’s life is taken unlawfully and this year we’ve had reports of 7 murders which is a decrease of 1 from the year before. On the positive side of that the detectives in this force have detected 6 of these murders, so our success rates has become very good in that sense. We detected 4 of the 8 murders reported the year before but that’s because of our increased focus on our detective’s capabilities, our forensic training and analytical capacity.” The Commissioner noted that during the year 521 persons were arrested from that number 371 have been charged and either have been put before the court or will go before the court in connection with the offences that are highlighted in the crime report. He stated that those arrested and charged, the largest majority remain what are classified as local males, or those persons who have the right to live in this country either by Birth, Belonger or via PRC. He said 150 persons of those 271 charged are local males. He added: “The remainders are alien males which mean those who are not entitled to be here as citizens but they have work permits or maybe illegal persons here and the remainder of course is with local alien females making up the remainder. We sometime have our focus on tourist
Commissioner of Police James Smith, Assistant Commissioner Rodney Adams and Superintendent Kenny Grant crime and we talk about the numbers of tourists who can be victims of crime. It’s important to say that they’re only two tourist arrested for crimes in the entire year. They are basically law abiding when they come here on their holiday which is what you would expect.” Commissioner Smith also stated that it is the root causes of these crimes that needs tackling, such as the large numbers of undocumented individuals living in illegal and unregulated housing, along with a need to strengthen our borders must remain a priority for all of us living and working the TCI. “We need to stem the flow of those intent on coming to our country to cause harm and restrict their ability to bring in illegal drugs and firearms. We must gain control of our road network through better regulation and the full implementation of a National CCTV network and deny the criminals the freedom to move around unchallenged in vehicles. We’re working with Government and partners to ensure that we get the best from our resources and by working together and in the future I will make a further arrangement about a new partnership initiative in the TCI,” Smith stressed. The Commissioner of Police also confirmed that crime in Providenciales is down more than the entire country. He said, “It’s down 16% bear in mind that when we’re talking percentages. We need to also think about the numbers because if we take the difference between the rate from last year to this rate this year there is
only one less but that looks like 13% so people will think that that is a big reduction but it’s not really. When we have crime categories with particularly small numbers sometimes it’s better to focus on the number rather than the percentage but for the overall crime stats it’s a big reduction.” He continued: “Not all serious crimes are up but aggravated burglaries are up and robberies are up and firearm offences. What you’ve got is a group of criminals who are prepared to use extreme violence to break into people’s homes and to hold them up at gun point and that has been and that remains our focus. I am not convinced that there is an influx of firearms but there have always been a major issue here not just in TCI but across the whole Caribbean and we’re on the door steps of the United States we have open borders so we need to make sure that the Police can do a part of this and we do proactive targeted deployments, raids on houses, stop checks, I think we’ve recovered 13 firearms this year we’ll continue that focus but we need to help and assist Customs Department and other involved with keeping our borders secured to make sure that they cannot come in here.” The Royal Turks and Caicos Police Force have invested in new marine assets which will arrive soon that will greatly enhance the TCI marine capacity. Smith added: “There must be people here who know where guns are being stored or stashed and they need to tell
us. We have invested this year in an additional two K9 units. These dogs are highly trained and I can guarantee you that if we get a point in the right direction these dogs will discover guns for us so we would appeal to the public to come forward and help us with that.” He said the police force relies on the active support and engagement of citizens and visitors to help them in their job and take responsibility for their part in reducing crime and identifying offenders. “There is a huge need for the public to take some responsibility here,” Smith added. “A lot of the crimes occur because people have been careless and make an opportunity for a criminal to take advantage of them so if you don’t secure your home properly, if you don’t remove valuables from the front of your seat, if you carry large sums of cash and don’t make any investment in protecting that, then you could become a victim. I want people to think about their behaviors and I want them to think about trusting the police and giving us information to tackle the violent people that live here, because there is not a huge number of people, there are not a huge number of violent criminals here and we have top targets that we’re tracking and tackling and putting in jail. On top of that, we need to look at the sentencing; we need to look at what happens when people come back out of prison and how you rehabilitate them, how we manage them, how we keep them from reoffending so this is an all Government and all people thing.”

US State Department critical of TCI’s role in drug smuggling by Hayden Boyce Publisher & Editor-in-Chief The US States Department says that in relation to drug smuggling, the Turks and Caicos Islands represent a “regional vulnerability due to a lack of sufficient law enforcement resources”. The criticism of TCI was contained in the just-released International Narcotics Control Strategy Report (INCSR) from the United States Department of State’s Bureau for International Narcotics and Law Enforcement Affairs. In an assessment that is similar to that of previous years, the State Department said their investigations also revealed that Bahamian drug trafficking organizations use the Turks and Caicos Islands as a transshipment point. “Strong familial connections between the Turks and Caicos Islands and the Bahamas, coupled with direct flights between Haiti and the Turks and Caicos Islands, result in many Bahamian smugglers traveling to Haiti via the Turks and Caicos Islands with large amounts of cash for future smuggling ventures. The Turks and Caicos Islands represent a regional vulnerability due to a lack of sufficient law enforcement resources,” the report said. It added: “Aviation routes are
a cause for concern. Small, privately organizations, networked between owned and operated planes ferry Haiti and the significant Haitian loads of cocaine from and between diaspora in the Bahamas, continue significant source countries in South to play a role in the movement of America into the Caribbean. a return to high levels recorded in 2014. OPBAT also identified and eradicated three marijuana fields and 3,175 marijuana plants on multiple sparsely-populated islands – an indication that marijuana cultivation remains steady. U.S. and local law enforcement investigations indicate that illicit trafficking through the Bahamas remains high. The State Department said The Bahamas is not a significant drug producing country, but remains a transit point for illegal drugs bound for the United States and other international markets. “The Bahamas’ close proximity to the coast of Florida, as well as its location on Caribbean transshipment routes, makes it a natural conduit for drug smuggling. The Bahamas’ 700 islands and cays, the vast majority of which are uninhabited, provide near-ideal conditions for smuggling. Smugglers readily blend in among numerous pleasure craft traveling throughout the Bahamian archipelago, which covers nearly 100,000 square nautical miles. Smuggling also occurs through commercial and private plane traffic; some smuggling continues by means of remote airfields and airdrops from South and Central America. Smuggling is enabled and accompanied by organized crime and gang activity,” the report revealed.

Police investigate assault at HMP A female prison officer was attacked by a male inmate at the Grand Turk Prison on Monday 24th April 2017. Around 2:30 p.m. that day, officers responded to the prison where the female prison warder told officers that she was grabbed by an inmate and punched on her month. She was assisted by other inmates who held down to the accused. She received an injury to her lip. Police spokesman Kevin Clarke said when officers arrived at the hospital, the accused who appeared to be unconscious was being transported to the Cheshire Hall Medical Centre by
EMT. It is understood that the inmate was beaten by other inmates. The victim was also taken to the hospital where she was treated for her injuries and later discharged. The Ministry of Home Affairs, in a press statement, said the officer involved has been given a leave of absence from work and has been offered medical assistance and counseling. “A full press statement will be released once the investigation has been completed but the Ministry is unable to provide any further comment at this time as the incident remains an ongoing police matter,” the statement said.
A family member of the prison officer said she very upset about the incident. “She was attacked by an inmate who also attempted to rape her. What is even more upsetting was the manner in which it was dealt with following the attack. The prisoner was immediately taken to the hospital and my niece taken to the police station where she was interviewed for hours without any medical attention at all,” the relative said. “Needless to say she is extremely traumatized with a swollen face, burst lip and feeling very violated from what she had to experience. She
was refused medical attention and was told that she could not be at the hospital the same time as the inmate, thus the reason she was taken to the police station instead. It took family members to go and get her from the station to seek medical attention, this after being at the station for hours under extreme duress,” the relative added. She continued: “This is unacceptable and what makes it worst was the fact that the day prior she was also attacked and seemingly no measures were put in place to protect her or other workers from similar attacks.”

Consultation on Daylight Saving Time about to end
Government’s consultation on the reinstatement on Daylight Savings Time in the Turks and Caicos Islands is about to end. The four-week consultation which started on April 6th and ends on May 6th 2017 is in response to an outreach of citizens expressing their concerns of public safety during the darker mornings following the adoption of Atlantic standard time. In 2014 the then Progressive National Party (PNP) Government took a decision to cease observing Daylight Saving Time as the standard time for the Turks and Caicos Islands and in 2015 declared Atlantic Standard Time (AST) as the standard time for the TCI. The decision of Cabinet was largely based on the benefits of extended daylight to the tourism sector, which would have extended the hour’s visitors could spend enjoying the excursions and thereby benefitting local businesses as well as their own quest for self-enjoyment. The Turks and Caicos Islands currently operates on Atlantic Standard Time (AST) year-round, making it one hour ahead of cities like New York and Toronto when the U.S. and Canada are on standard time. The implementation and observation of Atlantic Standard Time as the standard time for the Islands was delayed until 2015 to allow sufficient notice, before implementation, to be provided to key stakeholders in the aviation and tourism sectors.
The Office of the Premier Hon. Sharlene Cartwright-Robinson, in collaboration with the Ministry of Infrastructure, Housing and Planning, has since all stakeholders to participate in providing feedback regarding AST and how it affects you and your community. The daylight saving documentation and short questionnaire is accessible via the government website and further comments can be emailed to consultation@gov.tc. The Premier said Government is keen on hearing the views of all parties on the reinstatement of Daylight Saving Time as the standard time for the Islands. The Turks and Caicos Islands has historically observed Daylight Saving Time as the standard time, since the turn of 19th century. In August 2014, following consultation with stakeholders, the Government, through Cabinet, took the decision to cease the practice of observing Daylight Saving Time and to adopt the Atlantic Standard Time (AST) UTC-4 all year round, which is four hours behind the Coordinated Universal Time (UTC). Daylight savings is defined as “the practice of advancing standard time by one hour in the spring of each year and of setting it back by one hour in the fall in order to gain an extra period of daylight during the early evening” (Dictionary.com.2017). A statement from the Premier’s office noted that there is significant debate

When asked about widespread reports that police were afraid to visit certain areas in Dock Yard, Five Cays and Kew Town, where it is believed that dangerous criminals are hiding out and high-powered guns are stashed, Commissioner of Police James Smith said, “There are no “No Go” areas here (Providenciales) and in the sort of fairly bad weather we’ve seem to have had recently, I took my wife around in some of the areas that people would identify perhaps as “No Go” areas. I felt safe enough to take my wife in there and walk around and drive around so there are no “No Go” areas here. I know that we’ve had many operations in Dock Yard, in Five Cays and Kew Town and other places, and the outcomes I think have been very positive,” he stated. Sandals Foundation donates more than 1,000 reusable bags to TCI residents In celebration of the 2017 Earth Day, Beaches Resort and its philanthropic arm Sandals Foundation partnered with Quality Supermarket to donate over 1,000 reusable bags to the residents of Providenciales. The initiative which came on the heel of the Earth Day celebrations saw hundreds of residents educated and pledge to exercise good environmental practices. Public Relations Manager Elanor Krzanowski who spearheaded the environmental projects said that it is the foundation’s mandate to educate local residents on the importance of celebrating Earth Day as well the importance of good environmental practices. “We are committed to our environmental mandate to proactively promoting reusable shopping bags as a sustainable replacement to single use plastics,” she said. She continued, “Earth Day is the perfect platform to educate those who may not be aware of the dangers of using plastic bags and encourage them to pledge to become ambassadors for these islands.” The Sandals Foundation is committed to creating environmental awareness, developing effective conservation practices and teaching future generations how to care for their communities and preserve their surroundings. Supervisor of Quality Supermarket Paula Virgil said that the partnership for Earth Day is
Sandals Foundation donated more than 1,000 reusable bags to TCI residents mutually beneficial for both the supermarket and the foundation, “We are a beautiful by nature country and I am glad that Beaches and the Sandals Foundation contacted us to partner on this great initiative,” she said, “Our supermarket goes through hundreds of plastic bags and partnering to bring more awareness to the environmental cause will only enhance this island.” “Getting away from the plastic bags is a very good thing, we are in talks about banning plastic, it’s going to take some time to make the transition, but with the Sandals Foundation on board, it now gives us an extra boost to jump start the initiative.” she concluded. Throughout the Caribbean
the Sandals Foundation has donated over 10,000 reusable bags across the eight Caribbean countries in which a Beaches or Sandals Resort operates to communities and areas highly traversed by ‘shoppers’, the Foundation hopes to educate the public on how a simple decision to do away with nonbiodegradable plastics can make a huge impact on environmental preservation. Each recipient of a shopping bag was asked to sign a pledge, indicating their willingness to play their part to protect the environment they call home. Jonathan Hernould, Environmental Officer of Sandals Foundation commented on the drive behind the initiative, “Approximately 500 billion single use plastic bags are
used per year. That is 1 million every minute, these single use plastics are in the top 10 items collected every year on international coastal clean-up day! Humans have adopted a ‘throw away mentality’ which is devastating to our environment. Through our education campaign and by distributing reusable shopping bags in communities across the Caribbean we hope that we can start to reduce our dependency on single use bags thus reducing the amount of plastic in our waste stream and our oceans.” Over 30 countries worldwide have some form of regulation centered on single use plastic bags ranging from taxes to complete bans. Sandals Foundation’s 2017 Caribbean wide Earth Day initiative echoes their support of having this law instituted across the Caribbean region. Antigua, one of the islands in which Sandals operates, is one of the countries that the government has placed a ban on single use plastics since 2016. According to Plastic Oceans Foundation and Sea Turtle Conservancy every year 14 billion pounds of trashmost of it being plastic- is dumped into the world’s oceans. These plastics never go away and directly result in 100,000 marine animals dying each year from becoming entangled in or ingesting these non-biodegradable substances. Plastic pollution is equally harmful to people; as plastics debris float in seawater the water absorbs pollutants that are highly toxic and dangerous to human health.

Breaking down cellulite
By Dr. Marsha Barnett Cellulite is extremely common especially in women, affecting up to 90% of adult females. The term cellulite describes the lumpy, dimpled flesh seen mainly on the thighs, hips and buttocks. Whilst it has no indications for your general health, some women are embarrassed by its appearance or would simply prefer to have smoother legs with firm appearing muscle and skin tone. What Causes Cellulite? To understand why cellulite appears we must have an appreciation of the anatomy or layout of fat under the skin. Beneath the skin, we have a layer of fat over our muscle. The fat however is found in globules and between these globules are fibrous chords of connective tissue. As fat cells enlarge, they push up against the skin. Tough, long connective cords pull however, down to the muscle. This creates an uneven surface or dimpling, often referred to as cellulite. Women tend to be more affected my cellulite because of a number of reasons. They tend to carry weight in the thighs, abdomen and buttocks which are the areas commonly affected by cellulite. Somewhere beyond the blue By Ranaldo Forbes “Somewhere beyond the blue there’s a mansion for me somewhere beyond the blue I am longing to be” serenading that hymn reflects great nostalgia as a little Boy growing up in Kew, North Caicos attending the Bethel Baptist Church. Simply reiterating that hymn as Nation will not get us beyond the blue neither will we see our savors face but by faith and action. A few economic measures like increasing taxes and shuffling government post around won’t cut it. Given our status as a developing country, I dare say that the majority of people will not be prosperous. The hallmark of a successful country is its ability to protect and care for the less fortunate who will never be prosperous. Prosperity for Turks and Caicos can only be facilitated by a governmental system that promotes discipline, education, good public health services, public safety, reduced crime, lessened corruption, self-reliance, friendly banking, and overall cooperation between all classes and social strata. The road for prosperity for Turks and Caicos is similar to road construction. There must be a good and reliable sub-base to withstand the sustained load that the road will have to bear. This sub-base may not be readily in place and, therefore, require excavation to get to suitable, solid
material. The same is true of our society. Fair to say we had a good sub-base during the exploding retro of our Economy around year 2003-2008 under the Former Premier Hon. Michael Misick administration. People were motivated to move back home, Foreign Direct Investment increase, there were nonetheless a high scale of Subprime loan, Education funding was adequate, and job creation was unrelenting. The sub-base of any society depends heavily on the discipline and motivation of its citizens and less on that country’s natural resources. The next layer of roads is the base. This is something that always has to be applied and it’s made from crushed rock. This may have various thicknesses and components, depending on the expected traffic and environment. Thicker bases are needed for heavy traffic and some bases must allow for very wet or very dry conditions. This layer provides stability and protection from dissipation and water damage. This is equivalent to a nation’s working infrastructure and the different ministries with varied responsibilities that should be working hard for the good of the individuals in our society and be focused on a single goal. The foundation of our society has been pervaded by politics and has become subject to political underhanded
motives and manipulation. The ministries are often used as tools for political gain. Policies and programs are installed and uninstalled, depending on the political agenda of the elected public officials. History has shown that this caused our nation to fail to progress as each administration seeks to promote itself to the detriment of its predecessor. As a society, we end up marking time or even regressing because of this. It is our democratic rights to vote for our desired party, on the other hand we must select the right candidates who initiatives are about serving the Turks and Caicos with pride and integrity, seeking from them the best way to improve or direct their performance to enhance efficiency through progressive policies. The uppermost layer of any road is the wearing, pavement surface or concrete or a mixture of both. This provides resistance from weather, cracking or raveling, moisture and permeability control, protection of the base, and allows for safe and smooth travel. The equivalent in society is our culture. This is where people interact with and react to one another. Our society has become crass and hostile, competitive and abrasive. Just look at how we treat one another on our roads. People rush to take cell phone pictures
Ranaldo Forbes of the injured, dying and dead. There is a pervasive aggression and horrid obsession overpowering kindness and gentleness. Roads should always have proper drainage. In our society, we need facilities for rainy days to weather our financial storms. However, we are so strapped for cash that we live from hand to mouth with little or no reserves to mitigate against the bad times. If we are to have any hope of any degree of national prosperity, it will take a lot more than just lyrics and political vengeance. We need to reconstruct our society from its deepest layer of discipline, values and attitudes to the uppermost layer of cooperation and peace.

Ryesha Higgs Head Honorable Delegate for the Republic of Singapore at the National Model UN conference 2017 By Todeline Defralien Ryesha Higgs continues to make Turks and Caicos Islands proud as she went into her first Model United Nations Conference as the Head Honorable Delegate of the High Level Political Forum on Sustainable Development for The Republic of Singapore. The National Model United Nations New York Conference was held from April 9th -April 13th, 2017. Higgs told the SUN, “Being a part of the National Model United Nations has been an incredible experience. Having the opportunity to represent the position of Singapore in discussing pressing global issues related to sustainable development has added significant depth to my understanding of international diplomacy.” She added: “I was chosen as the Head Honorable Delegate for my committee based on my published position paper and performance during preparatory cabinet sessions. Being Head Delegate has made my experience at Model UN that much better. In a room of over 140 countries, being Head Delegate definitely helped aid my discussions with other countries during Caucasus.
As the delegate for the High Level Political Forum on Sustainable Development, I was able to use my existing fondness of politics and international relations alongside my country’s position, to work with other countries in tackling the issues set forth this conference.” With this conference, the topics set forth for the High Level Political Forum were: Youth Leadership & Education for Sustainable Development, Decent Work for All and, The Role of Science, Technology and Innovation in Sustainable Development. “This conference has definitely given me insight into the global issues that impede international development. It has increased my understanding of the sustainable development goals set forth by the United Nations, and, how issues such as stagnant literacy and labor inequality must be tackled in both developed and developing nations, to work towards achieving them. It also offered me the opportunity of meeting students from all backgrounds and, the opportunity to speak publicly in front of both my fellow delegates and Honorable Chair,” Higgs stated. Higgs noted that she

Drake named world’s most popular recording artist in 2016 LONDON — Drake was the world’s most popular recording artist in 2016, as the growth of music streaming gave global music sales their biggest boost in 20 years. The International Federation of the Phonographic Industry said Tuesday that Drake had the years’ bestselling single, with “One Dance,” and the third best-selling album, “Views.” Also in the top five were David Bowie, Coldplay, Adele and Justin Bieber. The IFPI said revenue from recorded music rose 5.9 percent between 2015 and 2016, to $15.7 billion, the fastest rate of growth since the dawn of the digital age two decades ago. In 2016 sales of digital music, including streaming and downloads, accounted for half of the total for the first time. Streaming revenue rose 60.4 percent, while revenue from downloads Drake performs in concert as part of the Summer Sixteen Tour at Madison Square fell by 20.5 percent. Garden in New York

Aretha Franklin blasts Dionne Warwick
In this combination photo, singer Dionne Warwick arrives at the 56th annual GRAMMY Awards on Jan. 26, 2014, in Los Angeles, left, and Aretha Franklin attends the 39th Annual Kennedy Center Honors on Dec. 4, 2016 NEW YORK — The Queen of Soul is coming out swinging against fellow legend Dionne Warwick, accusing her of making up a story that she was Whitney Houston’s godmother, even though the alleged offense happened five years ago at Houston’s funeral. “She blatantly lied on me ... fully well knowing what she was doing,” Aretha Franklin said in a phone interview. Franklin called The Associated Press on Tuesday, after sending a lengthy fax the day before, to address what she claimed was a “libelous” statement against her made five years ago at Houston’s funeral. At the time, Warwick told funeralgoers that Franklin was there and introduced her, but then realized she wasn’t in attendance. “’Ree’s not here, but she is here,” Warwick said, referring to Franklin by a nickname. “She loves Whitney as if she were born to her. She is her godmother.” At the time, Franklin said she was suffering from swollen feet and had to skip the funeral so she could perform later that night at Radio City Music Hall in New York, which she said she was contractually obligated to do. Though Cissy Houston, Whitney Houston’s mother, said in the days afterward that Franklin wasn’t Houston’s godmother (it was Darlene Love), Franklin felt the comment was damaging to her and planned to address it at a later date. “There’s been so much going on around her (Houston), around the service, around the drugs, around her and Bobby (Brown) supposed to be fighting, I didn’t want to add anything to that and I didn’t want to be a part of that,” she said. Five years later, Franklin feels that time is now. While the story that Houston was Franklin’s goddaughter has been part of her story for decades, Franklin said she first met Houston when Houston was a child — and she was far too busy to be anyone’s godmother. Franklin saw Warwick last week at the Tribeca Film Festival’s premiere of mentor Clive Davis’ documentary, “Clive Davis: The Soundtrack of Our Lives,” and she also performed. Franklin said Warwick tried to talk to her backstage. “She said, ‘Give me a hug.’ I said, ‘Oh hell no. You couldn’t be serious,’” Franklin said. When asked if she wanted an apology from Warwick, she said: “I don’t care about her apology, at this point it isn’t about an apology, it’s about libel.” She added: “We’ve never been friends and I don’t think that Dionne has ever liked me.” Franklin once covered Warwick’s hit “Walk on By.” When asked for comment, Warwick’s representative Angelo Ellerbee said: “She will not dignify a response to the statement made by Aretha Franklin.”

The best exercise for aging muscles The toll that aging takes on a body extends all the way down to the cellular level. But the damage accrued by cells in older muscles is especially severe, because they do not regenerate easily and they become weaker as their mitochondria, which produce energy, diminish in vigor and number. A study published this month in Cell Metabolism, however, suggests that certain sorts of workouts may undo some of what the years can do to our mitochondria. Exercise is good for people, as everyone knows. But scientists have surprisingly little understanding of its cellular impacts and how those might vary by activity and the age of the exerciser. So researchers at the Mayo Clinic in Rochester, Minn., recently conducted an experiment on the cells of 72 healthy but sedentary men and women who were 30 or younger or older than 64. After baseline measures were established for their aerobic fitness, their blood-sugar levels and the gene activity and mitochondrial health in their muscle cells, the volunteers were randomly assigned to a particular exercise regimen. Some of them did vigorous weight training several times a week;
some did brief interval training three times a week on stationary bicycles (pedaling hard for four minutes, resting for three and then repeating that sequence three more times); some rode stationary bikes at a moderate pace for 30 minutes a few times a week and lifted weights lightly on other days. A fourth group, the control, did not exercise. After 12 weeks, the lab tests were repeated. In general, everyone
experienced improvements in fitness and an ability to regulate blood sugar. There were some unsurprising differences: The gains in muscle mass and strength were greater for those who exercised only with weights, while interval training had the strongest influence on endurance. But more unexpected results were found in the biopsied muscle cells. Among the younger subjects who went through interval training, the activity
levels had changed in 274 genes, compared with 170 genes for those who exercised more moderately and 74 for the weight lifters. Among the older cohort, almost 400 genes were working differently now, compared with 33 for the weight lifters and only 19 for the moderate exercisers. Many of these affected genes, especially in the cells of the interval trainers, are believed to influence the ability of mitochondria to produce energy for muscle cells; the subjects who did the interval workouts showed increases in the number and health of their mitochondria — an impact that was particularly pronounced among the older cyclists. It seems as if the decline in the cellular health of muscles associated with aging was “corrected” with exercise, especially if it was intense, says Dr. Sreekumaran Nair, a professor of medicine and an endocrinologist at the Mayo Clinic and the study’s senior author. In fact, older people’s cells responded in some ways more robustly to intense exercise than the cells of the young did — suggesting, he says, that it is never too late to benefit from exercise. (From New York Times)
Taking the stairs may boost energy more than drinking a soda For young women running on little sleep, 10 minutes of stair walking increased energy more than the amount of caffeine in a soda or half a cup of coffee, according to a small study. This energy boost is relatively short, and overtired workers may need to do a few bouts of exercise throughout the day to keep up energy long term, the researchers write in the journal Physiology and Behavior. “There are many people who are sleep deprived and report low energy. We focused on women because they more frequently report low energy compared to men,” said study coauthor Patrick O’Connor, a professor of kinesiology at the University of Georgia in Athens. To compare the effects of caffeine and exercise on energy level, the study team recruited 18 female college students with average caffeine intake and physical activity levels. The women in the study were
also relatively sleep-deprived, with all reporting sleeping 6.5 hours or less per night. Before starting the experiment, the women answered questions assessing their feelings of energy or vigor and their motivation levels. The women also completed cognitive tests measuring their attention, short-term memory and reaction times. Participants then received either a flour-filled placebo pill, a caffeine pill containing 50 mg of caffeine (about equivalent to a soda or half a cup of coffee), or completed a 10-minute stair-walking exercise. After receiving a pill or doing the exercise, the women completed the cognitive tests and questionnaires two more times, 30 minutes and 50 minutes later. The women also rated their feelings of energy a third time, about an hour and 15 minutes after the experiment. The experiment was repeated
two more times over three days, to ensure that each woman experienced each experimental condition. The researchers found that women who did 10 minutes of stairwalking reported significantly higher levels of energy than women who took the caffeine equivalent of a can of soda. This effect lessened over time, though, and the caffeine and exercise groups had similar energy levels an hour after the experiment. The interventions did not significantly affect attention, memory, or reaction time. The effect of exercise in this study was fairly short-lived, O’Connor noted, but other studies suggest that multiple short bouts of exercise spread throughout the workday can offer more long-lasting energy, he said. A person’s level of fitness may influence what intensity exercise may be helpful for them, said Namrita Kumar, a researcher who studies exercise and attention at the Georgia Institute of
Technology in Atlanta. A person with low fitness may be fatigued by intense exercise, which could work against the positive effects they might get from it, noted Kumar, who was not involved in the study. “For individuals who cannot have or prefer to abstain from caffeine, physical activity throughout the day is sufficient and recommended,” Kumar said by email. Everyday ways to boost exercise and energy include, “Take the stairs versus the elevator, park in a further parking spot to increase your walking distance, walk or cycle to work or school instead of driving, and take walking breaks,” Kumar said. “For sleep deprived office workers, especially during inclement weather, taking a 10-minute walk up the stairs can help office workers feel more energetic,” O’Connor said. “Take a break from sitting in your chair and walk up the stairs for a temporary boost in feelings of energy.”
UK plain cigarette pack law seen cutting number of smokers by 300,000 The introduction of plain packaging for tobacco cigarettes sold in Britain from next month could cut the number of smokers in the country by another 300,000 within a year, researchers said on Thursday. The Nassau Tribune reported that according to the disclosures, Mr Symonette, the Free National Movement’s candidate for St Anne’s, listed his total assets as $159million with an income of just over $6.2m a year. Caribbean Tourism Organisation seeks to strengthen relationship with Emirates Holidays The Caribbean Tourism Organization (CTO), the region’s tourism development agency, is seeking to strengthen its relationship with Emirates Holidays, the largest airline tour operator in the Middle East, as it seeks to broaden the Caribbean’s appeal in the Arabian Market. Meetings with the tour operator have been scheduled this week during Arabian Travel Market (ATM) from 24-27 April, to build on the relationship which began last year when the CTO conducted an inhouse training programme in Dubai, United Arab Emirates (UAE) for 40 Emirates Holidays reservations, sales and operation staff to familiarize them with the Caribbean product. This after Emirates airlines had announced fights from Dubai to Fort Lauderdale, Florida, with a code share agreement with Jet Blue, that opened up numerous Caribbean destinations to the United Arab Emirates. Joining the CTO UK team at this year’s event - which will include meetings with Royal Caribbean International and other tour operators and social media influencers from
the UAE, India and Norther Europe, as well as Caribbean destination briefings with key travel agents within the market – are Jamaica’s minister of tourism Ed Bartlett and officials of the Bahamas ministry of tourism. “Arabian Travel Market presents a great opportunity for the Caribbean to take our product and services to a wider market. There is a great deal of interest in the Caribbean, and our sporting and cricketing legends have really helped to peak interest in the Caribbean throughout the Middle East and Asia,” said Carol Hay, the CTO’s director of marketing for the UK and Europe. “We are particularly excited about the opportunity to host two destination briefings for the travel agents, as we know that product knowledge and networking is key to expanding our reach in these markets. It’s also important to have a sustained presence at international tourism events; tourism is an international business, and it is import to be in the arena where important decisions and contacts are made.” Following ATM the CTO will
Warner files US$40M countersuit against CONCACAF FORMER CONCACAF and FIFA vice-president Jack Warner has launched a US$40M countersuit against the regional football governing body and United States Soccer Federation (USSF) president Sunil Gulati. The response comes just days after the announcement that the body had taken legal action in the form of a US$20M lawsuit against Warner and former CONCACAF general secretary Chuck Blazer. In a statement released on Tuesday Warner, who resigned from FIFA in 2011 amidst the fallout of the infamous cash-forvotes scandal, accused the body of “persistent defamation” and claimed enough was enough. “I have left the CONCACAF since 2011. Why the CONCACAF will not leave my family and me alone is simply mind-boggling. CONCACAF football is at its lowest today and the current threat to sue Warner and Blazer for US$20M is nothing more than a distraction
to shift its pathetic current state away from the management of this Confederation,” the release said. Warner, who is also the target of an extradition request by the United States to answer charges of corruption and moneylaundering, accused CONCACAF of “vindictiveness” and claims the actions against him stem in part from the inability of the USA to acquire the hosting rights for the 2022 World Cup. “All these false allegations filed in an American court simply because the USA did not obtain the votes to host a FIFA World Cup will fall to nought,” Warner said. “I have my name to protect and my family to defend and that I will do to the very end. I have been slaughtered for the past six years and have remained silent ignoring my legal options to respond to the atrocities that have been perpetrated against me by men of the lower ilk. And so the time has come for me to respond.”
Bermuda judges get part-time posts in Cayman Islands HAMILTON, Bermuda – Three Bermuda Supreme Court judges are now able to sit part-time in the Grand Court of the Cayman Islands. Chief Justice Ian Kawaley, a Bermudian, has been appointed as a judge of the Grand Court Financial Services Division, while puisne judges Carlisle Greaves, a Barbadian, and Stephen Hellman, who is British, have been appointed to the Grand Court General Division Panel of Acting Judges. “I am honoured to have been afforded the opportunity to assist
the Financial Services Division of the Cayman Islands Grand Court in an acting capacity from time to time and insofar as my other judicial commitments permit. The legal system in the Cayman Islands has much in common with Bermuda’s legal system,” said Kawaley “It is not inconceivable that we may in the future need to supplement our own judicial ranks and may in turn seek assistance from the Caymanian bench,” he added. The Cayman Islands and Bermuda are both British Overseas Territories.

The CTO recently returned from hosting six Caribbean roadshows in France, visiting the cities of Rouen, Caen, Rennes, Nantes, Angers and Tours, and was joined by AMResorts, Barceló Hotels Group, the British Virgin Islands Tourist Board & Film Commission, Discover Dominica Authority and the Jamaica Tourist Board. The Bahamas ministry of tourism also supplied brochures and a small presentation. These partners had the opportunity to network and present their destinations and products to over 100 travel agents and tour operators at the events, which attracted key industry professionals from the French market, all interested in learning more about the Caribbean region. The Caribbean Tourism Organization (CTO), with
headquarters in Barbados and offices in New York and London, is the Caribbean’s tourism development agency comprising membership of the region’s finest countries and territories including Dutch, English, French and Spanish, as well as a myriad of private sector allied members. The CTO’s vision is to position the Caribbean as the most desirable, year round, warm weather destination, and its purpose is Leading Sustainable Tourism - One Sea, One Voice, One Caribbean. Haiti PM’s motorcade hits 2, killing 1, near flooded zone PORT-AU-PRINCE, Haiti — A motorcade carrying Haiti’s prime minister struck two teenage boys, killing one, as officials drove into the country’s third largest city on Monday to see flood damage left by heavy rains. Serge Daniel, a government delegate who was traveling in Prime Minister Jack Guy Lafontant’s motorcade, said one of the vehicles accidentally struck two adolescents who darted into the road on a motorbike. The motorcade continued to its destination as the badly injured teenagers lay on the road, sparking a tire-burning protest by furious locals in the southwest city of Les Cayes. Les Cayes police spokeswoman Guerline Dimanche said officers rushed the boys to a public hospital, where one was declared dead on arrival. Mayor Jean Gabriel Fortune said Lafontant, a physician who was approved last month as Haiti’s No. 2 official, agreed to put the survivor on a government helicopter for treatment in the capital of Port-au-Prince. It was not clear if the motorcade was speeding or if the boys were driving recklessly. Late in the afternoon, Lafontant’s office issued a statement saying he was grieved by the accident and sent his condolences to the relatives of the boys. Monday’s trip was meant to show government solidarity with victims of downpours that have saturated much of Haiti, triggering flooding in low-lying areas and causing at least two deaths in the struggling southwest region that was slammed by Hurricane Matthew last year. Interior Ministry spokesman Guillaume Albert Moleon said that a 19-year-old man in Camp Perrin was swept away when he tried to cross a rising river with his motorbike. The other death was an elderly resident of Port Salut whose shack was destroyed by a torrent of water. Even moderate rain in Haiti can lead to flash floods carrying mud and debris and authorities have urged people near surging rivers to be vigilant.

Russian intelligence ship sinks off Turkey’s Black Sea coast A Russian naval intelligence ship sank off Turkey’s Black Sea coast on Thursday after colliding with a vessel carrying livestock and all 78 personnel on board the navy ship were evacuated, Turkish officials said. The rescued crew members of the Russian ship Liman were in good health after the collision with the Togo-flagged Youzarsif H, Turkey’s Transport Minister Ahmed Arslan said. The incident took place in fog and low visibility 18 miles (29 km) from Kilyos village on the Black Sea coast just north of Istanbul. Turkish authorities dispatched a tugboat and three fast rescue vessels, the coastal safety authority said. Advisers to Turkish
Prime Minister Binali Yildirim conveyed his sadness over the incident to Russian counterparts, according to sources in his office. Relations between the two countries have suffered from political disputes over the civil war in Syria, where Moscow and Ankara support different factions. Russian warships frequently pass through the narrow Bophorus Strait, which cuts through Istanbul, on their way from the Black Sea to Syria’s Mediterranean coast. A spokesman for Hammami Livestock which owns the Youzarsif H said there had been no loss of life on board the vessel. “It is considered a slight hit, for us,” he told Reuters in Lebanon, adding he had no information about the cause of the collision.
“We don’t know our losses yet, but thank God there is no loss of life - neither from our side nor from the other ship,” he said, adding the livestock carrier was heading to Jordan’s Red Sea port of Aqaba from Romania. The Youzarsif H was built in 1977 and has a capacity of 2,418 tonnes, according to Thomson Reuters shipping data. The Bosphorus, which cuts through Istanbul, is one of the world’s most important waterways for transit of oil and grains. The 17-mile waterway connects the Black Sea to the Mediterranean. When the collision took place, at 11.45 am (0845 GMT), the Bosphorus had already been closed to shipping because of the poor visibility, shipping agency GAC said.
Number of Ethiopians needing food aid surges to 7.7 million due to drought The number of Ethiopians who need food aid owing to drought has surged by more than two million from 5.6 million at the beginning of the year, an official said on Thursday. In January, the United Nations appealed for more than $900 million in aid for the Horn of Africa country, which has been hit by repeated droughts. Some areas of Ethiopia’s Oromiya, Amhara, and SNNP regions are now facing severe water shortages, in addition to areas where the main harvests had failed this year, said Debebe Zewdie, head of public relations at the National Disaster Risk Management Commission. “The number has risen to more than 7.7 million people. 432,000 tonnes of food is needed until the end of the year,” he told state-owned Ethiopian News Agency. Although it has one of the highest growth rates in Africa, Ethiopia’s economy still depends heavily on farming, which employs three-quarters of the workforce in the nation of over 90 million people. Last year, failed spring and summer rains worsened by the El Nino weather phenomenon affected 10.2 million people. Altogether, almost 13 million people across the Horn of Africa region currently require aid, including 2.7 million in Kenya, 2.9 million in Somalia and 1.6 million in Uganda, according to the U.N. Office for the Coordination of Humanitarian Affairs (OCHA). In Somalia, the U.N. has warned that the country risks a repeat of the 2011 famine that killed around 260,000 people.

Obama makes no mention of Trump in first major post-presidential appearance Obama has largely stayed out of the public eye since leaving office in January despite efforts by Trump and the Republican-led Congress to undo much of his legacy, including on healthcare and the environment. Trump, a Republican, has said he “inherited a mess” and accused Obama in March, without providing evidence, of wiretapping his 2016 presidential campaign. Obama has denied the charge and FBI Director James Comey told a congressional hearing he had seen no evidence to support the allegation. Obama was not asked about Trump by the students and he took no questions from reporters. Saying it had long been his goal to bridge the country’s deep political divide, Obama said: “It’s harder and harder to find common
ground because of the money in politics.” “Special interests dominate the debates in Washington in ways that don’t match up with what the broad majority of Americans feel,” he said. Obama added that changes in

Pope heads to Egypt with Christians in retreat across Middle East
Pope Francis flew to Cairo on Friday, less than a month after church bombings killed 45 people in two Egyptian cities as part of a concerted campaign by Islamist militants to rid the Middle East of Christians. Home to some of the faith’s earliest churches, the region’s Christian communities have been in decline for decades, but wars this century in Iraq and Syria, and the emergence of Islamic Stat have put their future in doubt. Francis said on Tuesday he hoped his visit could be a “consolation and ... encouragement to all Christians in the Middle East”. He also wants to improve dialogue with Islam. “The pope is very Pope Francis conscious of the fact that the appear highly reluctant to return Middle East may lose its entire to their old homes even as Iraqi Christian presence,” said Nina forces gradually retake lost Shea, the head of the Center territory, including large swathes for Religious Freedom at the of the city of Mosul. While Saudi Arabia officially has no Christian nationals, up to 40 percent of Lebanon’s population is Christian, according to the U.S. Central Intelligence Agency. Lower birth rates among Christians by comparison with Muslims has helped lower the overall ratio. Economic emigration has also played a part, with Western countries traditionally more willing to welcome in Christians than Muslims. There are more Christians from Jerusalem living in Australia than there are Christians left in the Holy City, according to Palestinian data, with the Palestinians saying Israeli occupation has convinced many local Christians to move abroad. Cash-strapped Venezuela a major funder of Trump inauguration CARACAS, Venezuela — President Nicolas Maduro may be struggling to feed Venezuela but his socialist administration still managed to make a $500,000 donation to Donald Trump’s inauguration, records released Wednesday show. Inaugural committee records filed with the Federal Election Commission show Citgo Petroleum, a U.S. affiliate of Venezuela’s state oil company PDVSA, was one of the biggest corporate donors to events surrounding the swearing-in ceremony. The donation topped that of some U.S. corporate giants including Pepsi ($250,000), Walmart ($150,000) and Verizon ($100,000) and was on par with the likes of JP Morgan Chase and Exxon, which each donated $500,000. It came in under Bank of America’s $1 million contribution. Even while accusing the U.S. of trying to overthrow him, Maduro has been careful not to antagonize the new U.S. president. But the Trump administration has recently stepped up criticism of Venezuela’s government. In February, Trump met with the wife of a jailed opposition leader at the White House and on Tuesday the U.S. State Department issued a statement decrying violence against protesters. “Those responsible for the criminal repression of peaceful democratic activity ... will be held individually accountable for their actions by the Venezuelan people and their institutions, as well as the international community,” the statement read. Tens of thousands of Venezuelans took the street Wednesday to protest Maduro and demand new elections, denouncing what they deem a steady slide toward authoritarianism coupled with pressing economic woes that include triple-digit inflation, vast food shortages and a rise in violence. The South American nation has the world’s largest oil reserves and once commanded a booming economy, but those days are a distant memory to Venezuelans who accuse Maduro of pilfering the nation’s oil wealth. PDVSA recently put up a nearly 50 percent stake in Citgo as collateral for a $1.5 billion loan from the Russian company Rosneft, drawing criticism from U.S. legislators who worry a default by Citgo would allow Russian leader Vladimir Putin to get a foothold in the American oil industry. “We are extremely concerned that Rosneft’s control of a major U.S. energy supplier could pose a grave threat to American energy security,” six senators wrote in an April 4 letter to the U.S. Treasury secretary.

Husband kills baby, self on Facebook Live BANGKOK — A man in Thailand upset with his wife hanged their 11-month-old daughter on Facebook Live and then killed himself, police said. Police Col. Jirasak Siemsak said officers found the bodies of 20-year-old Wuttisan Wongtalay and the baby in an abandoned hotel in Phuket province after receiving reports of the video. “He felt neglected by his wife because they had been fighting so he took his 11-month-old daughter

It is a personal dispute and they were still very young.” The incident came less than

A series of other offensive broadcasts, including sexual assaults, has caused Facebook to seek ways to block such videos as quickly as possible. Facebook founder Mark Zuckerberg said last week that his company has “a lot of work” to do on the problem. The chief investigator in the Phuket case, Lt. Jula-at Suwannin, said police have yet to question
Wuttisan’s 20-year-old widow because they are giving her time to grieve. In Thailand, the potential for problems with Facebook Live became an issue last May when local media used the platform to broadcast live video of a university lecturer who was locked in a six-hour standoff with police who were seeking him in the shooting deaths of two colleagues. After negotiations for his surrender failed, he fatally shot himself with a handgun, a moment that was shown live.

The time between the first injection and the pronouncement of death was 17 minutes, officials said. The twin executions followed a flurry of unsuccessful appeals earlier on Monday to the U.S. Supreme Court and the Arkansas Supreme Court. Both Jones and Williams had argued that their obesity put them at heightened risk of pain due to the controversial midazolam, which was previously used in botched executions in Oklahoma and Arizona. The U.S. Supreme Court denied those claims without comment. States with the death penalty have struggled to obtain enough lethal injection drugs, including midazolam, as manufacturers and distributors have increasingly refused to provide supplies for capital punishment. Jones was the second inmate executed in Arkansas since 2005, after the state put Ledell Lee to death last week. Arkansas has scheduled another execution on Thursday.

Major U.S. airports say current rulesprevent incidents like United
At least 10 major U.S. airports say their rules prevent security officers from physically removing passengers from airplanes unless a crime is committed, meaning they would normally avoid incidents such as the one involving the passenger dragged off a United Airlines flight in Chicago. The April 9 incident sparked global outrage when images of a Vietnamese-American doctor being dragged through the aisle with blood on his face flooded social media and threw United into a public relations crisis. Officials at 10 of the busiest U.S. airports - in Atlanta, Los Angeles, Dallas, New York, Denver, San Francisco, Las Vegas and Miami - said airport police would not physically remove a passenger from a plane over a seat dispute. “In a case like this, if it’s not a criminal matter, we don’t involve ourselves,” said Michael Rodriguez, a spokesman with the Las Vegas Metro Police Department, which is responsible for security at McCarran International Airport. The passenger, David Dao, flying home to Louisville, refused to surrender his seat to make room for United crew members and was forcibly removed by aviation police at O’Hare International Airport.
His attorney said he ended up with a concussion, missing teeth and broken nose. United Airlines initially blamed Dao but later apologized for its handling of the incident. United Chief Executive Oscar Munoz said the company would no longer use law enforcement officers to remove passengers from overbooked flights. United on Thursday said after reviewing the incident that using law enforcement when there was no safety or security issue was a failure and called the incident a “defining moment.” Security officials at other major airports said they had reviewed their rules and found them sufficient, with no need to amend them to avoid similar situations. Others said they had sent reminders to officers to avoid getting involved in such cases. New York’s Port Authority Police, which patrol LaGuardia, JFK International and Newark Liberty International airports, reminded officers that in cases of overbooking they “will not assist in the physical removal of the passenger from the flight to accommodate the airline’s request,” said Joe Pentangelo, Port Authority police spokesman. Atlanta airport officers also would not have boarded the plane as O’Hare’s police did, said Lane
Yakel, spokesman at San Francisco International Airport. Chicago Department of Aviation officials have said the incident is under investigation and declined to comment. They have not discussed the incident in detail, citing pending litigation. According to a report released on Monday by the city, which is in charge of airport security, the three officers involved said Dao became combative after they unsuccessfully tried to persuade him to leave. However, at a Chicago City Council committee meeting this month, Deputy Commissioner of Security Jeff Redding said department policy calls for its officers not to board planes to handle customer service issues. Brazil police arrest 12 men suspected of stealing millions SAO PAULO — Twelve men suspected of taking part in a dramatic, multimillion-dollar theft from an armored car company in a Paraguayan border city have been arrested in Brazil, officials in the Brazilian Federal Police said Tuesday. The men are thought to be among roughly 50 men who used explosives to blast into the vault of the Prosegur company in Ciudad del Este, then escaped into Brazil, Federal Police Inspector Fabiano Bordignon said. Paraguay’s Interior Ministry later said three presumed members of the gang had been killed in a shootout with Brazilian federal agents in Brazil, about 70 kilometers (45 miles) north of Ciudad del Este. It did not provide more details. Juan Cocci, Prosegur’s president for Latin America, told Radio Mitre in Argentina, that in the multi-stage attack, gunmen with assault rifles attacked a police station at 2 a.m. Monday, killing one officer
Guards and police inspect a vault that the assailants blew up early morning in Ciudad del Este, Paraguay, Monday, April 24, 2017. Dozens of attackers armed with assault rifles used explosives to blast open the vault of an armored car company early Monday and apparently escaped by boat into Brazil with a haul of cash and wounding four people. The gang also torched about 16 vehicles and set off grenades in three locations near the company’s headquarters, in what Cocci said was
part of a plan “to distract” authorities before attacking the building and blasting into the vault. Cocci said about $8 million was missing from the vault, which
he said held $49 million before the assault. Brazil’s Federal Police Department said law enforcement agents had so far recovered the equivalent of nearly $1.5 million in Brazilian reals, Paraguayan guaranis and American dollars. Anibal Lima, police spokesman for Paraguay’s Alto Parana Department, where Ciudad del Este is located, said the attackers are believed to belong to Brazilian organized crime groups like Sao Paulo’s First Capital Command or Rio de Janeiro’s Red Command. Paraguay’s national police said it had relieved Ciudad del Este’s four top police commanders “to optimize police services in the region.” Ciudad del Este sits in the “Triple Border” region, where Paraguay, Brazil and Argentina meet and where contraband electronics, drugs and arms flow across porous borders.

Galaxy S8- More screen and elegance, but a hefty price tag
NEW YORK — Samsung’s new Galaxy S8 phone is stunning. But its $100 price hike is hard to swallow. That’s how much extra you’ll shell out for the S8, which starts shipping Friday for about $750 — $100 more than the iPhone 7 and last year’s Galaxy S7 when it launched. A larger sibling, the S8 Plus, goes for about $850. True, the S8 phones come with several refinements that, totaled up, are indeed worth more than $100. But it’s hard to recommend an all-frills phone when many cheaper phones do just fine. The S8 is for those who want elegance — and are willing to pay for it.

My ears weren’t good enough to discern a difference, but it’s nice to get headphones when many phone makers have stopped including them. The phone also comes with 64 gigabytes of storage, which frequently jacks up the price of other phones by $100. Those curved edges? Those also previously cost an extra $100. The S8 seems like a bargain for only $100 over the S7 at launch. But do you really need these goodies? The main camera on the S8 is about the same as last year’s, so you can still get amazing photos with the S7 . (You can pick one up these days for as little as $576.) There’s speculation that Apple will come out with a pricier, featurerich iPhone for its 10th anniversary this year — but it’s expected to update the existing iPhone 7 line as well. Those who can’t live with yesterday’s technology won’t be disappointed with the S8. But for everyone else, Samsung could have also offered a lower-priced alternative with fewer goodies.
Hyundai app exposed vehicles to high-tech thieves Software vulnerabilities in The U.S. Deparment of a Hyundai Motor Co app that lets a Homeland Security issued an advisory car be started remotely made the about the vulnerability on Tuesday. company’s vehicles susceptible to “No known public exploits specifically theft from high-tech thieves for three target these vulnerabilities,” the months before the company fixed the advisory read. “High skill level is bug in March, a cyber security firm needed to exploit.” Both the company and said on Tuesday. Hyundai introduced a flaw in Beardsley said they did not know of a Dec. 8, 2016 update to the mobile any cases of car thieves exploiting the app for its Blue Link connected car vulnerability before Hyundai pushed software that made it possible for car out the fix to Android and iPhone thieves to locate vulnerable vehicles, users in early March. “The issue did not have a unlock and start the vehicles, said Tod Beardsley, research director with direct impact on vehicle safety,” said cyber security firm Rapid7 Inc. Jim Trainor, a spokesman for Hyundai Hyundai confirmed the bug’s Motor America. “Hyundai is not aware existence and said it moved quickly to of any customers being impacted by this potential vulnerability.” fix the problem.
The bug surfaced as the auto industry bolsters efforts to secure vehicles from cyber attacks, following a high-profile recall of Fiat Chrysler vehicles in 2015 and government warnings about the potential for car hacks. Risks have multiplied in recent years as vehicles have grown more complex, adding features like mobile apps that can locate, unlock and start them. “What’s changed is not just the presence of all that hackable software, but the volume and variety of remote attack surfaces added to more recent vehicles,” said Josh Corman, director of the Atlantic Council’s Cyber Statecraft Initiative.
Fiat Chrysler recalled 1.4 million U.S. vehicles in 2015 after two security researchers demonstrated that they could get remote control of a Jeep traveling at high speeds. The Blue Link bug is not as frightening as the ones uncovered in the Fiat Chrysler vehicles. Moving vehicles are not vulnerable to attacks using the Blue Link app, and a hacker would have to be near the owner of a targeted vehicle who is using the mobile app via an insecure WiFi connection, Beardsley said. General Motors Co patched a similar bug in its OnStar vehicle communication system in 2015 that had the potential to let hackers break into cars.
Uber looks to soar with flying taxis by 2020 After upending the taxi market with its ride-hailing service, Uber Technologies Inc is now aiming for the skies with its flying taxis. The company expects to deploy its flying taxis in Dallas-Fort Worth, Texas, and Dubai by 2020, Chief Product Officer Jeff Holden said at the Uber Elevate Summit in Dallas on Tuesday. Uber’s flying taxis will be small, electric aircraft that take off and land vertically, or VTOLs, with zero emissions and quiet enough to operate in cities. Flying taxis would cut down
travel time between San Francisco’s Marina to downtown San Jose to 15 minutes, compared with the more than two hours it takes by road, Uber estimates. In an early scale operation, the company can get to $1.32 per passenger mile, a little higher than taking an UberX for a similar distance, Holden said. In the longer term, Uber expects the cost of taking flying taxis to fall below car ownership. The company is working with Hillwood Properties to make four
vertiports - VTOL hubs with multiple takeoff and landing pads, and charging infrastructure - in Dallas starting next year, Holden said. Uber, valued at $68 billion, has also teamed up with companies such as Bell Helicopter, Aurora, Pipistrel, Mooney and Embraer to make the flying taxis. The company has also partnered with U.S. electric vehicle charging station maker ChargePoint Inc. WORLD NEWS BUSINESS & TECHNOLOGY
Facebook says it will act against ‘information operations’ using false accounts Facebook Inc acknowledged on Thursday that it has become a battleground for governments seeking to manipulate public opinion in other countries and outlined new measures it is taking to combat what it calls “information operations” that go well beyond the phenomenon known as fake news. In a report and summary of response plans on its website on Thursday, Facebook describes well-funded and subtle efforts by nations and other organizations to spread misleading information and falsehoods for geopolitical goals. These initiatives go much further than posting fake news stories to include amplification essentially widening the circulation of posts through a variety of means - carried out by government employees or paid professionals, often using fake accounts. Reuters reviewed an advance copy of the 13-page report, which was written by two veteran security analysts who joined Facebook from cyber security firms FireEye Inc and Dell SecureWorks, along with Facebook’s chief security officer. Facebook said its security team would now fight information operations, which it regards as a more complex problem than traditional hackers and scammers, by suspending or deleting false accounts after identifying them with a combination of machine learning and intelligence agency-level analysis. The new efforts build on the company’s recently expanded campaigns to identify fake news and crack down on automated profile pages that post commercial or political spam. Facebook suspended 30,000 accounts in France ahead of last Sunday’s first-round presidential
Fackbook Logo election. In addressing the U.S. presidential election as a “case study,” the Facebook team said fake Facebook personas had spread stolen emails and other documents as part of a coordinated effort, which U.S. intelligence agencies have attributed to Russia. Other false personas pushed stories that expanded on that material. “From there, organic proliferation of the messaging and data through authentic peer groups and networks was inevitable,” Facebook said. It said its data “does not contradict” the U.S. director of national intelligence’s conclusion that Russia was behind efforts to interfere with the U.S. election. The report does not name any other countries. ‘FALSE AMPLIFICATION’ Facebook has faced pressure to clamp down on fake news, and has begun warning about suspected hoax stories. In its latest report, Facebook focused on how it will fight “false amplification” and targeted data collection, carried out through methods such as imposter accounts and password-collection schemes. Facebook employees said the information operations it had
seen included techniques such as carefully crafted friend requests sent under the appropriated names of real people. If those requests are accepted, the false friends can glean more information about the target. That information in turn can be used to send convincing web links leading to malicious software or to map the social networks of the targets for further spying. Facebook said it would go after amplifier accounts based on behavioral analysis that shows signs of inauthenticity, such as sudden bursts of activity or repeated posting of the same material, without regard to the politics of the content. Facebook said that other amplification techniques it had discovered include coordinated “likes” to boost the prominence of key postings, the creation of groups that camouflage propaganda by including legitimate items, and the spread of inflammatory and racist material. Most of the false amplification is driven by people with local language skills and a basic knowledge of the relevant political situation, the study said. Though the goals may often be to promote one cause or candidate or to denigrate another, another objective appears to be sowing distrust and confusion in general, the authors wrote. In some cases, they said, the same fake accounts engaged with both sides of an issue “with the apparent intent of increasing tensions between supporters.” Facebook’s new crackdown reflects a striking change in perspective from November, when Chief Executive Mark Zuckerberg dismissed the argument that fake stories on Facebook could have influenced the U.S. presidential election “in any way” as “a pretty crazy idea.”
United Airlines reaches settlement with passenger dragged from plane United Airlines and the passenger who was dragged from a Chicago flight earlier this month have reached a settlement for an undisclosed sum, they said on Thursday, in the carrier’s latest step to contain damage from an incident which has sparked international outrage. Viral videos of Dr. David Dao being dragged down the aisle of a United jet and Chief Executive Oscar Munoz’s handling of the incident touched off a public outcry, prompted calls for new regulation of the airline industry by congressmen, and led United’s board of directors to reverse an agreement to make Munoz the company’s chairman
in 2018. United said earlier on Thursday that it would offer passengers who give up their seats up to $10,000, reduce overbooking of flights and no longer call on law enforcement officers to deny ticketed passengers their seats. Southwest Airlines also said on Thursday it would end overbooking of flights. Dao, a 69-year-old Vietnamese-American doctor, was injured and hospitalized after Chicago aviation police dragged him from the plane to make space for four crew members on the flight from the city’s O’Hare International Airport to Louisville, Kentucky.
United has taken “full responsibility for what happened on Flight 3411, without attempting to blame others, including the City of Chicago,” Thomas Demetrio, an attorney for Dao, said in a statement. “We are pleased to report that United and Dr. Dao have reached an amicable resolution of the unfortunate incident that occurred aboard flight 3411,” United said in a separate statement. “We look forward to implementing the improvements we have announced, which will put our customers at the center of everything we do.”
Trump says U.S. will renegotiate trade pact with Canada, Mexico President Donald Trump said on Thursday he was ready to kill the 23-year-old trade agreement with Canada and Mexico but agreed to renegotiate it after pleas from their leaders, expressing optimism about extracting better terms for the United States. Trump, during a White House appearance with visiting Argentine President Mauricio Macri, said terminating the North American Free Trade Agreement, a pact he has long condemned, “would be a pretty big shock to the system,” though he was planning to do so within two or three days. Hours after White House officials disclosed on Wednesday that Trump and his advisers had been considering an executive order to withdraw from NAFTA, he said he received telephone calls from Mexican President Enrique Pena Nieto and Canadian Prime Minister Justin Trudeau. “They asked me to renegotiate. I will,” Trump said. “And I think we’ll be successful in the renegotiation, which frankly would be good because it would be simpler” than killing NAFTA. Mexico, Canada and the United States form one of the world’s biggest trading blocs, and trade disruptions among them could cause havoc in automotive, agricultural, energy and other sectors. Trump had repeatedly threatened to pull out of NAFTA, which erased most tariffs between the three neighbors, if he could not renegotiate better terms for the United States, which went from running a small goods trade surplus with Mexico in the early 1990s to a $63-billion deficit in 2016. On Thursday he said NAFTA had been “horrible” to the United States but very good for Canada and Mexico. There had been a split among Trump’s top advisers over whether to move to terminate the trade pact. “Now, if I’m unable to make a fair deal ... for the United States, meaning a fair deal for our workers and our companies, I will terminate NAFTA. But we’re going to give renegotiation a good strong show,” Trump added. Trump said the renegotiation “will start very soon. It’s actually starting today.” Trudeau, speaking at a news conference in Saskatchewan, said during the call Trump “was very much thinking about canceling and I highlighted quite frankly ... that a disruption like canceling NAFTA, even if it theoretically eventually might lead to better outcomes, would cause a lot of short- and medium-term pain.” “That’s not something that either one of us would want,” Trudeau added, “so we agreed that we could sit down and get to work on looking at ways to improve NAFTA.” ECONOMIC DAMAGE Any move to break up NAFTA would cause great economic damage to Canada, which sends 75 percent of all its exports to the United States. Canadian officials have so far taken a largely restrained attitude to Trump’s harsh language on NAFTA, describing it as a negotiating tactic ahead of the talks. In Mexico City, Mexican Foreign Minister Luis Videgaray said Wednesday’s call, initiated by Pena Nieto and lasting about 20 minutes, focused exclusively on the looming talks over NAFTA’s “renegotiation and modernization.” Videgaray said Trump wanted to see the talks accelerated. “I believe that all the conditions to reach a good negotiation exist, that will suit Mexico ... and that is also good for the region, for both Canada and the United States,” Videgaray told local broadcaster Televisa, adding that relations between the United States and Mexico have experienced “enormous progress” during Trump’s presidency. Trump’s scorn toward international trade deals, part of his nationalist political message, appeals to Americans who feel such pacts have cost Americans jobs, and he has said businesses that choose to move plants outside the country would pay a price.

Hernandez’s brain to be returned to family
Former NFL player Aaron Hernandez and defense attorney Charles Rankin wait in the courtroom during the jury deliberation in his murder trial Massachusetts officials on Thursday were preparing to release the brain of New England Patriots player Aaron Hernandez to his family for scientific study the day after he was found hanged in his prison cell, a death investigators formally ruled a suicide. It remains unclear why the 27-year-old former National Football League player hanged himself early on Wednesday in the cell where he was serving a life sentence for the 2013 murder of an acquaintance. He did so less than a week after he was cleared of a separate double-murder charge. The district attorney investigating the death said Hernandez had been alone in his cell for seven hours by the time guards found his body at 3 a.m. (0700 GMT) on Wednesday, and noted that three handwritten notes were found near a Bible in his room. Hernandez’s family wants to donate his brain to Boston University’s CTE center, his attorney Jose Baez said. The center studies chronic traumatic encephalopathy, a condition linked to the sort of repeated head hits common in football that can lead to aggression and dementia. Baez earlier on Thursday accused the state of reneging on a deal to hand Hernandez’s brain over along with his body. “The family should be able to have the dignity of a proper service in the proper possession of Aaron’s remains,” Baez told reporters. Baez is conducting his own investigation into the death and said he was not yet satisfied that it was clearly a suicide. Hernandez had a $41 million NFL contract when he was arrested at his home in June 2013 and charged with murder. Prosecution witnesses at his two trials painted a picture of a troubled man with a history of drug use and paranoid tendencies. The District Attorney for Worcester County, the site of the prison where Hernandez died, on Thursday said Hernandez’s official cause of death was asphyxia by hanging. “There were no signs of a struggle, and investigators determined that Mr. Hernandez was alone at the time of the hanging,” Joseph Early said. Baez declined to answer questions on Hernandez’s mental state prior to his suicide and dismissed as “ridiculous” local media reports citing unnamed law enforcement sources that Hernandez was found with a reference to a Bible verse written on his forehead. Hernandez was heavily tattooed and during his most recent trial jurors saw photos of two designs that depicted guns and one that read “God forgives” when viewed with a mirror.

James scores 33 as Cavaliers sweep Pacers
When the Cleveland Cavaliers limped into the NBA playoffs with a four-game losing streak to finish the regular season, some wondered if the reigning champions were vulnerable. LeBron James, at least for one series, removed all doubts. James scored 33 points, including the go-ahead 3-pointer with 1:08 remaining, and Cleveland defeated the Indiana Pacers 106-102 on Sunday afternoon, completing a fourgame sweep in the opening-round series. “Once again, we just had to weather the storm,” said James, who made 13 of 25 fieldgoal attempts and added 10 rebounds, four assists, four steals and two blocks. “We beat a very good team. We had to make plays at the end, and we did.” Cleveland’s four victories came by an average of four points, tying the smallest average margin of victory in a four-game series sweep, also set in the 1975 NBA Finals when the Golden State Warriors defeated the thenWashington Bullets. The Cavaliers also finished -- regular season and playoffs -- 7-1 against Indiana, winning the last seven in a row, although this one certainly wasn’t easy. “Offensively, we were

But defensively, I thought we were really good. We did a great job on Paul George. We kept him to 15 points.” Indiana, which never had been swept in a best-of-seven series, took a 102-100 lead on a Thaddeus Young tip-in with 1:31 to play, but the Cavaliers scored the game’s final six points to advance to the second round of the Eastern Conference. For James, it was his 21st consecutive first-round playoff game victory, breaking
Magic Johnson’s record of 20 set in the mid-1980s. “It’s really frustrating to continue losing to the same team or the same person (James),” George said. “It’s what I work hard for in the summers to try to help lead a team along and ultimately, it’s who I am always going to see and face. But again, we just came up short and didn’t do enough.” When asked if he hopes to remain with the Pacers, George, whose future has been discussed frequently in Indiana, said: “I ain’t even at that point yet. Next question.”

Serena says accidentally spilled news of her pregnancy Serena Williams had no intention of sharing her pregnancy with the world last week but spilled the beans when she accidentally uploaded the “20 weeks” photo of herself on Snapchat, the world number one said on Tuesday. Williams, who was wearing a yellow swimsuit in the ‘selfie’, quickly deleted the post but later confirmed her pregnancy via her publicist after frenzied speculation. She told the TED conference in Vancouver that the photo was intended only for her personal records. “I have this thing where I’ve been checking my status and taking pictures every week to see how far along I’m getting,” the 35-year-old said in an on-stage chat with journalist Gayle King. “I was just saving them (for myself)” said Williams. “I’ve been so good about it, but this was the one time it slipped.” Williams said she had found out she was pregnant only two days before the Australian Open in January, which she went on to win for her 23rd
grand slam title. “It wasn’t very easy. You hear all these stories about people when they’re pregnant — they get sick, they get really tired, really stressed out,” she said. “I had to really take all that energy and put it in a paper bag, so to say, and throw it away. “Pregnant or not, no one knew and I was supposed to win that tournament. Every time I play, I’m expected to win. If I don’t win, it’s actually much bigger news.” Williams, who is taking maternity leave for the rest of the 2017 season, said there was no change to her plan to return to the tour as a mother next year. “I definitely plan on coming back. I’m not done yet,” said Williams, who credited her 36-year-old sister Venus, a seven-times grand slam champion, for inspiration. “If she’s still playing, I know I can play. “This (motherhood) is just a new part of my life. My baby’s going to be in the stands and hopefully

Tiger undergoes back surgery, U.S. romps to victory at World could be out six months Relays in Nassau
Former world number one Tiger Woods said on Thursday he has undergone further surgery to help alleviate pain in his back and leg and could be away from competitive golf for another six months. Woods, who has not played a tournament since pulling out of a European Tour event in February because of back spasms, has now undergone surgery on his ailing back four times since early 2014. “The surgery went well, and I’m optimistic this will relieve my back spasms and pain,” Woods, 41, said in a statement on his website. “When healed, I look forward to getting back to a normal life, playing with my kids, competing in professional golf and living without the pain I have been battling so long.” According to the statement the 14-times major winner will rest for several weeks before beginning therapy and treatment and, while each procedure and case is unique, patients typically return to full activity in about six months. Due to previous herniations and three operations, Woods’ bottom lower-back disc severely narrowed, causing sciatica and severe back and leg pain, according to the statement. The statement said that conservative therapy, which included rehabilitation, medication, limiting activity and injections, had failed as a permanent solution, and Woods opted to have surgery. His latest operation was

Fallen FIFA boss Blatter says met U.S. lawyers, but is not a suspect Disgraced former FIFA president Sepp Blatter said he had met lawyers from the U.S. Justice Department but was not a suspect in their soccer-related corruption investigations. The 81-year-old, banned for six years by FIFA’s own ethics committee at the height of a scandal engulfing world soccer’s governing body, told journalists he had met the U.S. lawyers in October or November, without going into further details. Several dozen soccer officials, including some from FIFA, were indicted in the United States in 2015
on corruption-related chances. Blatter was not among them, although he subsequently said his lawyer had advised him not to travel abroad. “I have had very little contact from my American lawyers because I was never a person of interest under scrutiny by the American justice,” he told a group of international reporters on Friday. “I have been investigated in two or three matters ... but there is no wrongdoing.” There was no immediate comment from the U.S. Justice Department.
Justin Gatlin and the United States roared to victory in the men’s 4x100m relay as rivals Canada and Jamaica dropped batons at the IAAF World Relays in the Bahamas on Saturday. Run down by Canadian Olympic medalist Andre De Grasse in the earlier heats, Gatlin romped home in the final, leading the U.S. team of Leshon Collins, Mike Rodgers and Ronnie Baker to victory in 38.43 seconds. “It’s all about execution, not about superior speed,” the 35year old Olympic 100 meters silver medalist told reporters. “Britain and Canada didn’t get the stick off (in the final) so I am running with 20 meters to the finish line wondering ‘Hey, where is everybody at.” Barbados claimed the silver and China surprised by taking the bronze. Australia finished fourth ahead of France as both joined the medalists in qualifying for the IAAF world championships in August. DeGrasse, who many have labeled as retiring Jamaican record holder Usain Bolt’s likely successor, never had a chance to replicate his first-round showing.
Team mate Aaron Brown briefly got the baton to Brendan Rodney on the second exchange before the stick slipped away. Britain, who ran well until problems on the last exchange, and the Netherlands also failed to finish the race. Olympic champions Jamaica were not even in the final. A botched baton exchange in the heats sent packing the Jamaicans, who were running without both Bolt and former 100m world record holder Asafa Powell. Only once before since 2008 had Jamaica failed to claim gold in a global 4x100m race. Their women made up some of the disappointment in the women’s 4x200m with double Olympic champion Elaine Thompson leading them home in a championship record 1:29.04. Germany beat out the United States for second. The Americans were first in the women’s 4x800m, dominating in 8:16.36. That was more than three seconds ahead of Belarus with Australia third. In qualifying, Trinidad and Tobago’s men (3:02.51) and the U.S. women (3:29.27) led advancers in the 4x400m.
