HELEN GARLICK MAY RETIRE FROM SIPT CORRUPTION CASE by Hayden Boyce Publisher & Editor-in-Chief
S
pecial Prosecutor Helen Garlick may soon retire from the ongoing high-profile corruption case in the Turks and Caicos Islands, according to reliable sources. The SUN understands that the 65-year-old Garlick has been unwell for quite some time and this is a major contributing factor to her imminent decision to retire. Sources stressed, however, that even if Garlick retires, the case against former Premier Michael Misick and others will still continue. When this newspaper contacted officials from the Special Investigations and Prosecution Team’s (SIPT) office in Providenciales, they declined to comment about Garlick’s possible retirement and directed queries to the office of Governor Dr. John Freeman. Damian Wilson, the Governor’s recently-appointed Media & Civil Society Liaison said: “The Governor will issue an appropriate comment once he has seen the content of the article which will be published.” Garlick has been noticeably absent since March 2017 when the trial resumed from a lengthy break. The SUN understands that although Garlick has not been in court, she has been managing the case via email and other electronic means. Last year, when The SUN published an article under the headline “Where is Special Prosecutor Helen Garlick”, SIPT responded by saying that the role of Special Prosecutor does not require Helen Garlick to be in court every day. The SIPT response stated then: “ In this respect the role is equivalent to that of a Case

Jade Clarke Shortlisted as Regional Finalist in CTO’s Caribbean Primary School Writing Competition 2017 The nation’s Top GSAT Student, Jade Clarke of Precious Treasures International Academy, has been shortlisted by the Caribbean Tourism Organization (CTO) as one of three regional finalists in this year’s Caribbean Primary School Tourism Writing Competition. The CTO’s Caribbean Primary School Tourism Writing Competition for 2017, the CTO Year of Adventure in the Caribbean, was launched by the Turks and Caicos Tourist Board at the end of March. Held in every CTO member country for children within two age groups – 8-10 years and 10-12 years, the competition sought to encourage both creative and formal writing submissions related to strengthening sustainable tourism development in the region.
The competition featured two distinct entry streams: the Formal Writing Stream included works that count as either essays or prose, while the Creative Writing Stream included works that count as poems or short stories. Participants were eligible to submit an entry for one stream only. The Turks and Caicos Tourist Board submitted all five entries received from primary schools in Grand Turk and Providenciales. Subsequently, CTO reviewed all the entries from its member countries and shortlisted Jade’s work as a regional finalist in the Formal Writing Stream for ages 10 – 12. Other regional finalists in this stream include Gabriella Lewis of Atwell’s Educational Institute in Trinidad & Tobago, and Royel Pemberton of Seventh Day Adventist Primary
School in St. Kitts & Nevis. “I am extremely proud that Jade has been named as one of CTO’s finalist in the Formal Writing Category and I must express thanks to the Primary Schools that participated in this Competition,” says Blythe Clare, Tourism Training Manager and Writing Competition Facilitator. “Special thanks to the teachers and parents who worked with the students and I look forward to their continued cooperation and support.” CTO will determine the eventual winners based on the following criteria: knowledge of tourism, originality of ideas, expression of self, organization of thoughts, and grammar. Winners will be presented with a special Certificate of Recognition from the

Hotel & Tourism taxation ordinance amended The Revenue Department within the Ministry of Finance would like to advise the general public that the House of Assembly has approved the Hotel, Restaurant and Tourism (Taxation) (Amendment) Ordinance 2017 (hereinafter “the Ordinance”). Immigration clampdown in TCI With immediate effect, all persons that have remained in the Turks and Caicos Islands on expired visas or permits are being given 14 days to voluntarily leave the country. This was one of the tough measures announced by Hon. Sean Astwood, Minister of Border Control, Immigration and Employment, during a ministerial statement in the House of Assembly on July 26th 2017. The minister said that failure to leave, will result in serious consequences. “Any person found illegally residing and/or working here after August 15th will be charged, deported and added to the Immigration Stop List,” he said. Astwood noted that in the seven short months that they have been in office, they have seen “an unprecedented rise in the level of threat from human smuggling that we have ever witnessed in this country’s history”. “In January alone, Mr. Speaker we had four boat arrivals and during the month of June, Mr. Speaker, we were spared the arrival of nine! Utilize divisional and departmental strategic plans to identify upcoming opportunities, conduct market research, to benchmark character entertainment and identify gaps and opportunities within our own offerings. •Gather all price quotes for construction, costumes, labor, and other

Premier Robinson updates on Salt Cay airport Since the suspension of Caicos Express flights into Salt Cay Airport, the Airports Authority and the Civil Aviation Authority have been working to address the outstanding issues in an effort to resume flights into Salt Cay, said Premier Hon. Sharlene Cartwright-Robinson. In a press statement, she said the Civil Aviation has requested a risk assessment and the Government has facilitated the urgent treatment of contracting these services under the Procurement Ordinance. The contracted Company has completed the risk assessment and has
presented a preliminary draft Report which has been reviewed and assessed internally by the Airports Authority. A final Report (expected this week) would be shared and submitted to Civil Aviation Authority. “Notwithstanding this, the Airports Authority has, working with Civil Aviation, put in place mitigating solutions to facilitate the possible lifting of the restriction placed on Caicos Express schedule flights,” the Premier said. “Further assessments are being carried out today in Salt Cay by the Airports Authority’s Executive
Aerodrome and Engineering and Maintenance Managers ahead of the final Report and the inspections by the Civil Aviation Authority. It is important to note that these works have not yet been costed and engineers will have to prepare the scope of works to be carried out. Once the cost is determined, steps will be made to secure a contractor to carry out the works,” the Premier added. She said her Government wishes to assure the residents of Salt Cay that it recognizes the inconvenience to the people of Salt Cay and the Ministry of Infrastructure has

Three arrested for corruption in police records The command team of the Royal Turks and Caicos Islands Police Force are aware of numerous complaints in relation to obtaining Police records from the office at Police Headquarters on the Old Airport Road, Providenciales. Following an internal investigation there is a prima facie evidence of corrupt practices.
Early this afternoon three (3) staff members were arrested and their homes searched under appropriate warrants. Police spokesman Kevin Clarke said as a consequence of this police action, the Police Records Office has been immediately closed to allow a comprehensive collection of evidence and it will remain closed
until at least Monday 31st July 2017. “We are aware that there will be some members of the public who require to obtain an urgent Police record and persons who genuinely require an urgent record should attend at Police Headquarters between 9am and 12pm on Thursday 27th and Friday
28th July where every effort will be made to facilitate requests,” Clarke said. “We understand this will cause disruption but ask that only genuine urgent requests are made at this time until we put in place alternative arrangements. A further media statement will be made as soon as regular service is in place.”

Everybody brings a little home to work and a little work to home,” Ketter explained. Gloria Thomas, general manager of The Alexandra Resort added, “The training has been amazing. The energy in the room, the participation of all the staff members and managers has been incredible, but what I’ve really enjoyed is being together as a team/group. Unfortunately, sometimes we work such long hours it’s very hard to see each other and to really get trained with each other, so being together in a training like this has really made us feel like we’re more together as a team. What I have gained and I wanted to really gain from this was really being able to understand our team members better. One of the things that come up a lot is that we have so many different cultures in our organization that at times we tend to forget the background of each team member and we assume that they know things because we know it not just because we’re managers but any level. We need to start learning how to listen more and really pay attention to the differences and the cultures so we’re able to get along better.”

Miss Eliza Basden celebrates 104th birthday
The milestone achieved by Miss Eliza Basden is one that will not be achieved by many. The Soroptimist International of South Caicos and other members of the community of South Caicos celebrated the birthday of the oldest living Turks and Caicos Islander in the person of Miss Eliza’s Basden, who turned 104 on Thursday July 27, 2017. This auspicious occasion saw ‘Ma Lyla’ (as she is so fondly called)

FLOW TCI country manager makes history at the Caribbean’s leading ICT conference in Punta Cana Last Wednesday saw a vibrant and far reaching conversation on Women in ICT, this as the 33rd Annual Conference and Trade Exhibition continued at the Hard Rock Hotel & Casino in Punta Cana Dominican Republic. The panel entertained questions from the audience and as such was able to address a wide range of issues. The panel included: Karen Bevans, Director, Belize Tourism Bureau; Janice Sutherland, CEO, Antigua and Barbuda and Montserrat, Digicel; Delleriece Hall, Country Manager, FLOW - Turks and Caicos; Anuskha Sonia, CEO, Spang Makandra; and was chaired by the Secretary General of CANTO - Teresa Wankin. Karen Bevans led the panel with a presentation which looked at the relevance and functionality of ICTs to everyday life as they improve business performance - productivity, profitability; access to services from any location, allow real-time communication, and provide more opportunities for everyone, especially for girls/women. She noted this against the background that ICT was still very male dominated. Ms. Bevans used her presentation to highlight practical examples in Belize of the positive effects of ICTs in Belize in creating opportunities for women inclusive of tourism, trade, entrepreneurship and
online services. She cautioned that the use of ICT can also have negative impacts and that young girls should be careful of what they upload as it can make them vulnerable. In concluding, she stated that: “Women in ICT are still battling gender inequality”. Delleriece Hall made the timely and potent statement that “Once you put your mind to it, go for it. Sky is the limit! I didn’t have a background in engineering despite managing others who did. We’re all super stars in the Turks and Caicos. I’m the first female CEO of T&C and CWC is 120 years old in T&C.” Anuskha Sonai also offered words of wisdom stating “It’s not automatic. You have to speak up for the roles you want in the organization. Support of my family was integral in my nontraditional choice”. Questions which engaged the forum included what are the top three qualities that made you right for the CEO role? Do you see women at the fore of Caribbean ICT or a long way still? Women leading with empathy is seen as chaotic. Thoughts? And Female mentorship is lacking. What are you prepared to do about it? To the last question, the Secretary General excitedly responded: “This forum speaks for itself. Vaginal yeast infections By Dr. Marsha Barnett At least 3 out of 4 women will experience a vaginal yeast infection at some point in their lives and most women get it more than once. Though seen in a few men, yeast infection is a condition that tends to affect women in their reproductive years and is not reserved for only the sexually active. Though it can’t be completely avoided by someone who is prone to developing them, an understanding of the conditions and ways to avert recurrences can be life altering for some. What causes yeast infections? Vaginal yeast infections, also known as candidiasis, are a common female condition. A healthy vagina has bacteria and some yeast cells. But when the balance of bacteria, lactobacillus in particular, and yeast changes, the yeast cells can multiply. Vaginal yeast infections aren’t considered a sexually transmitted infection (STI). Sexual contact can spread it, but women who aren’t sexually active can also get them. Once you get a yeast infection, you’re also more likely to get another one. Several factors can cause a yeast infection or increase your likelihood of developing one. These include: •antibiotics (they lower the amount of Lactobacillus, or good bacteria, in
the vagina) •pregnancy •uncontrolled diabetes •weakened immune system •poor eating habits, including a lot of sugary foods •hormonal imbalance near your menstrual cycle or being on a hormonal such as the oral contraceptive pill. What are the symptoms? Vaginal yeast infections have a common set of symptoms, such as vaginal itching, swelling around the vagina, burning during urination or sex, pain during sex, redness and rash. A whitish gray and clumpy vaginal discharge is typically seen with some people describing this discharge as looking like cottage cheese. Sometimes, especially if mixed with a bacterium, the discharge may also be watery.
How is it treated? Not all yeast infections are treated in the same way so your doctor will suggest a treatment that’s best for you. Treatments are generally determined based on the severity of your symptoms and how often you get the infections. They range from creams and pessaries, some of which can be gotten without a prescription, to oral medications. The medication your doctor choses and the length of time you are treated for can vary. In persons who have recurrent or recalcitrant yeast infections, your physician may opt to prescribe oral medications that you take at intervals to reduce the likelihood of a recurrence.
How is it diagnosed? Yeast infections are usually simple to diagnose. Your doctor will ask about your medical history to understand what your signs and symptoms have been. Of course, a pelvic examination is usually done to ascertain signs of the abnormal discharge and associated irritation to the genitalia or surrounding skin. Although the diagnosis is usually pretty straightforward, your doctor may want to swab the area and sent

Crawfish season to commence on August 15th Fishing interests, restaurants and the general public are reminded of the opening of Crawfish Season next month. As has been the case for the past five seasons, the Crawfish Season will open on 15th August. This has proven successful in reducing the quantity of egg-bearing lobsters landed, and is believed to have contributed to increased abundance and landings of crawfish. The last day of the Crawfish season will be 31th March, 2018. “The past few seasons have seen an increase in the catch per unit of effort, a reassuring statistic suggesting a healthy and rebuilding crawfish stock. This will provide social, economic and environmental benefits to the Turks and Caicos Islands. Sailrock Resort says farewell to first set of summer interns
The first set of Sailrock student interns completed their internships on July 29th, each having an opportunity to earn salaries while gaining relevant work experience through applying their academic knowledge to real industry situations. The inaugural Sailrock Summer Internship Program commenced on July 10th with four student interns joining the Front Desk, Food and Beverage, and Housekeeping departments for three weeks. The Sailrock Summer Internship Program was created exclusively for students of the Marjorie Basden High School in South Caicos. Fourth former, Alteema Johnson, as well as recent graduates, Rashaunda Cooke, Gregory Williams and Lashanna Goldman were selected as the first interns of the program. Alteema Johnson, a 16-yearold who worked as a Food and Beverage intern said, “My favourite part of being a Sailrock intern was being taught many new things every day because I love learning. I also enjoyed working with the Sailrock staff. They are all very caring and pushed me to do my job to the best of my abilities, which allowed me to really build my communication skills. Rashaunda Cooke is a 17-year-

Attack on TCI’s education system is without merit
Dear Editor, Please allow me a space in your publication to register a response to the verbose and scathing diatribe published in the most recent issue of the Weekly News and written by Mr. Lorne Rowe in relation to the TCI Education system. First and foremost I must make it clear that I am a product of the TCI public school system, having completed both Primary and Secondary School in the Government system. My mother is a lifelong educator who has now retired and who still holds her profession sacred and dear. I am among the first to argue that the centuries old education system of the western world needs constant transformation, but in my view your attack on the system as we know it is without merit. Our current education
system whilst not being perfect has served the Turks and Caicos and the region well. The CXC syllabus has produced industry leaders in every conceivable discipline in this country, this region and the world. The fact that the world’s fastest man was educated in the same curriculum and that the CXC curriculum has produced from multi-platinum Pop stars to world renown doctors, lawyers, teachers, aeronautical engineers and more, has no bearing on my response. Mr. Rowe, it is apparent that you have no full understanding of the TCI education system. It also appears that you have not taken the time to grasp the context of the very deficiencies that you highlighted (with quotation) in your letter. The common grammatical errors highlighted in your contribution stem from deep rooted colloquial dialect where English was handed down in broken form from
masters to slaves who never fully commanded the language. The very purpose of formal education in the region is to correct these errors and allow our people to communicate internationally and to do so effectively. The TCI, is very late in the education game in comparison to many of our neighbors, without the natural resources of exportable spices, sugar cane, rum, coffee or natural materials, we were pretty much left on our own to fend for survival. But, low and behold we made it and we are making it in fine fashion. We also very proud of our colloquial dialect, we are even able to decipher island of origin by hearing only a few words spoken. We have come a long way and we have proudly produced many great persons who stand on world stages, boldly and proudly. Persons educated in our system can hold their heads high with their flag in
their hands and a special pride in their hearts. Teachers from all over the region and all around the world have contributed to the growth and development of the TCI and for you to discredit the work that they have all done and continue to do is unacceptable. Time spent weathering the storms of education in a changing world must be respected and I hereby invite you to offer an apology to the MInister of Education and her able staff of administrators, principals, and teachers. As a product of the Education System, I am sure that your constructive criticism would be welcome, but your sear invective satire does little to improve or build our education system. Hurricane Season... Are You Prepared?
Here are some reminders to help you get your hurricane preparedness plan updated for the 2017 season. Fill your vehicle up with gasoline a day or two before a hurricane and remember to fill up the gas can for your generator too.
Trim the trees and shrubbery near your building and remove any weakened sections of trees that could break and cause damage.
Purchase enough bottled water to last your family for 3 to 5 days. Plan for at least a gallon a day per person.
In case of flooding, know the location of the nearest hurricane shelter. If called to evacuate, do so immediately.
Store at least a 3 to 5 day supply of nonperishable food such as peanut butter, tuna, canned beans, cereals, protein bars, etc.
Make sure you have a flashlight for each person and enough batteries to power your devices for at least 3 days.
After a Hurricane Do not venture outside or attempt to travel until the ‘All Clear’ is given. This announcement will come from the Turks and Caicos Islands Government (TCIG).
If you come across downed power lines stay at least 30 feet away and always assume a downed line is still live.
If using a generator, ensure that it has no connection whatsoever with the electricity supply system as this can pose serious safety issues for you and our crews.

Civil Service Professional Development Fund continues to invest in Civil Servants F
ollowing on from its second year in existence a total of 28 programs, grants and scholarship was awarded through the Office of the Deputy Governor Professional Development Fund at a total cost of $239,392 in 2016/2017. As a part of the Pay and Grading Review in 2015/2016 which established new pay structures and requirements for job across government, the Professional Development Fund was in addition to the programs offered by the in house Training Unit, developed to provide civil servants with: funding for full scholarships to the Turks and Caicos Islands Community College to pursue Associate and Bachelor Degree programs; Grant funding for online or overseas certification programs and specialized on the job and secondment training both on island and elsewhere. Commenting on the success of the program Deputy Governor Anya Williams said; “I am pleased to see that this program in its second year of existence has been able to directly impact over 150 civil servants. As we cannot underestimate the value that training imparts not only on the organization, but on the person itself I cannot stress how important it is that all civil servants seek to actively participate in this program, most especially the opportunity to pursue studies at the Turks and Caicos Community College which will not only better equip you for the roles that you currently have, but will also provide you with the skills necessary for future upward mobility. 2nd annual Ryesha Higgs Summer Dance Intensive a huge success T
he Ryesha Higgs Summer Dance Intensive 2017 was again greatly supported by the community of Turks and Caicos Islands. Events were hosted on both Providenciales and Grand Turk. The events displayed TCI young talented dance stars. During classes the students learnt Ballet, Pointe, Horton, Jazz, Hip Hop, Body Conditioning, Stretching and more which they showcased gracefully. Scores of parents and family members came out to support the event which was one to not miss.
Ryesha Higgs told the SUN, “The second year of the Ryesha Higgs Summer Dance Intensive was an incredible success with over 50 students on the island of Providenciales and over 60 on the island of Grand Turk. The response I received from parents, students and the wider community on both islands was phenomenal and has fueled me to further develop the program to be even better in its third year. The talent showcased by students was inspiring to many, including myself and I look
to investing my dance education into the community even more in upcoming years. As with last year, I promised that the second year of the RHSDI would be even bigger and better. I now promise once again to offer an even greater intensive next year, with the possibility of extending the duration of the program and taking on more students. Job Summary: The Aftercare Executive is a key member of the Agency team with the responsibility of providing support and assistance to current domestic and foreign investors. Florida authorities release former Cayman Islands premier’s arrest report
A Florida casino waitress told Seminole Police during an interview that she wanted to press charges against Cayman Islands Speaker of the House McKeeva Bush because Mr. Bush “touched [her] body against her will,” records obtained by the Cayman Compass reveal. The Broward County Court Clerk’s office has released a probable cause affidavit filed by the police officer who arrested Mr. Bush on July 17 at the casino in Coconut Creek. The legal document serves as the initial report of what occurred and explains why the officer arrested Mr. Bush. Mr. Bush, 62, told the Cayman Compass last week that he was “wrongfully arrested” by Seminole Police at the South Florida casino and that he expected to be exonerated once all the facts were known. According to the affidavit, the arresting officer was contacted
by Coconut Creek casino security late Monday, July 17, concerning “an incident that occurred between a casino waitress and a guest.” The officer reported: “I made contact with H/F [police abbreviation for Hispanic female – the woman’s name is redacted from the report] who advised that William Bush … touched her lower back and buttocks while she was attempting to take his order. “[The waitress] completed a sworn statement stating she desires to press charges against William. Casino surveillance video also shows William touching [the waitress’s] lower back with his right arm. “William was placed under arrest at 11:02 p.m. due to the fact that William intentionally touched [the waitress’s] body against her will,” the probable cause affidavit concluded. Both Mr. Bush and his Florida attorney Keith Seltzer have argued publicly that Mr. Bush was
mistakenly arrested by Seminole Police. Mr. Seltzer has emphasized that to date, Mr. Bush has not been formally charged in Broward County with any offenses, nor has he appeared before any court of law. Mr. Bush returned to Cayman last week after posting US$1,000 bond following the arrest. The state attorneys office has up to 21 days after the arrest to decide whether to bring charges and pursue a case of misdemeanor battery. CDB approves funding to support education reforms in British Virgin Islands The Board of Directors of the Caribbean Development Bank (CDB) have approved a USD9.28 million loan to support the Government of the British Virgin Islands (BVI) in improving the quality, equity and effectiveness of the education system in the Islands. The Education Sector Support Project is part of the first phase of a comprehensive reform of BVI’s education system. The project’s overall goals include: •improving the teaching and learning environment; •improving the quality and effectiveness of the education system; and
•strengthening the leadership capacity of the education sector. Deidre Clarendon, Division Chief, Social Sector Division, CDB notes, “Quality education is critical for addressing poverty, vulnerability and achieving sustainable human development. Through this Project, CDB is pleased to be making an investment in improving the quality of education for all students, and in supporting improvements in planning, leadership and delivery of education services, including Special Education Needs programmes.” The intervention also aims to provide more, gender-responsive psycho-social support to vulnerable and at-risk
students. Planned activities under the Project include the construction of a multi-purpose complex, classrooms, and other minor works at the Elmore Stoutt High School; and the upgrade of science and technical and vocational education and training labs/workshops at the School. In addition, Elmore Stoutt High School and the Virgin Island School of Technical Studies will both receive equipment, tools and learning materials, as well as learning resources and assistive devices for students with special education needs. Josefina Vidal HAVANA — The public face of Cuba’s diplomatic opening with the United States is leaving her post to become ambassador to Canada, officials said Sunday. Josefina Vidal was sworn in to her new role at a ceremony presided over by President Raul Castro, according to Cuban media. Officials said Vidal’s deputy Gustavo Machin would also leave the division of U.S. affairs to become ambassador to Spain. In a government renowned for its opacity, Vidal and Machin were given unusual rein to talk publicly about Cuba’s relations with Washington. They offered regular briefings to journalists about the state of diplomatic ties, which were reestablished two years ago. Under their watch, the Cuban government often spoke more openly than the U.S. administration about the state of bilateral relations. Vidal took the reins of the U.S. affairs division in 2006, helped negotiate the reestablishment of diplomatic relations and stayed through the announcement of President Donald Trump’s new Cuba policy last month. The Cuban government appears to have decided to bring in new faces to deal with the Trump administration, although it did not immediately say who would take their places. Trump retained most elements of the Obama policy, although he will re-impose limits on individual Americans’ ability to travel to Cuba. Vidal’s counterpart in many aspects of the negotiations was the top U.S. diplomat in Havana, Ambassador Jeffrey DeLaurentis, who left his post this month to return to the United States. Canada and Spain are both vital economic partners for Cuba and the embassies there are two of the country’s most important diplomatic outposts. A high-ranking Communist Party official, Vidal studied in Moscow and speaks French and Russian in addition to fluent English, according to her official biography. Machin’s father, an aide to revolutionary founder Ernesto “Che” Guevara, died fighting government forces in Bolivia in 1967. Machin and Vidal both served at the Cuban Interests Section in Washington before they were expelled in 2003 along with roughly a dozen other Cuban officials amid accusations of involvement in espionage. Vidal was not directly expelled but left along with her husband, who was declared persona non grata.

Charlie Gard to be moved to a hospice to die, British judge rules LONDON - Charlie Gard will spend his final hours in a hospice before the ventilator that keeps him alive is turned off, a judge ruled on Thursday, after a harrowing legal battle that prompted a debate over who has the moral right to decide the fate of a sick child. Charlie’s distraught parents had been trying to find a medical team that could look after him in a hospice for several days so that they could bid farewell to him just days before his first birthday, which is due on Aug. 4. A judge had given the parents until noon to reach an agreement with Great Ormond Street Hospital about spending more time in a hospice, but no compromise was reached so a judge ruled that Charlie’s artificial ventilation should be turned off. “It is not in Charlie’s best interests for artificial ventilation to continue to be provided to him, and it is therefore lawful and in his best interests for it to be withdrawn,” High Court judge Nicholas Francis said in an order. Francis ruled that Charlie be transferred to a hospice and that his ventilation be withdrawn, according to a copy of the order seen by Reuters. The tragedy for Charlie and his family has snowballed into a global debate, partly fueled by social media, about the ethical dilemma of whether parents, doctors or the state should decide Charlie’s fate. The case even drew comment from U.S. President Donald Trump and Pope Francis and involved months of legal wrangling about whether Charlie should be taken to the United States for experimental treatment. Charlie suffers from an extremely rare genetic condition causing progressive brain damage and muscle weakness. A ventilator keeps him alive, he cannot move his arms or legs, and he cannot see, hear or swallow. After reluctantly accepting that there was no hope for Charlie, his
parents, Connie Yates and Chris Gard, had sought to take their son home to die. But Great Ormond Street Hospital, where Charlie is being treated, said that would not be possible due to the invasive ventilation equipment needed to keep Charlie alive. His parents then tried to find an intensive care doctor to oversee a plan that would allow Charlie to be ventilated in a hospice for several days. A lawyer for Charlie’s courtappointed guardian had told the High Court that no hospice could provide care for intensively ventilated children for a long time, so the parents’ wish to spend several days with him could not be fulfilled. The judge ruled that the name of the hospice and details about the arrangements for Charlie’s death should not be published. Charlie’s parents fundamentally believed only they had the right to decide what medical treatment Charlie received, prompting a legal battle with Great Ormond Street Hospital, one of the world’s most prestigious children’s hospitals. At one point on Wednesday, Yates shouted in court, apparently at Charlie’s guardian: “What if it was your child? I hope you are happy with yourself.” She then left the courtroom in tears. The guardian was appointed to represent Charlie’s interests as relations between his parents and Great Ormond Street Hospital, a pioneering pediatric center, soured. “We deeply regret that profound and heartfelt differences between Charlie’s doctors and his parents have had to be played out in court over such a protracted period,” the hospital said. “We will arrange for Charlie to be transferred to a specialist children’s hospice, whose remarkable and compassionate staff will support his family at this impossible time.”

that he had suffered irreversible brain damage by early this year. His parents insisted he could have made a significant recovery if he had been treated differently. Britain’s courts, backed by the European Court of Human Rights, refused permission for him to travel to the United States, saying it would prolong his suffering without any realistic prospect of helping him. “Put simply, this is about a sweet, gorgeous, innocent little boy who was born with a rare disease, who had a real, genuine chance at life and a family who love him so very dearly and that’s why we fought so hard for him,” his parents said in a statement earlier this week.

LOS ANGELES - A Los Angeles man was arrested on Tuesday after federal prosecutors said he arranged to smuggle into the United States three live, highly venomous king cobra snakes hidden in potato chip canisters. Rodrigo Franco, 34, was charged with illegally importing merchandise into the country in connection with a parcel from Hong Kong that was intercepted by U.S. Customs and Border Protection agents on March 2 containing the 2-foot (0.61 meter)-long snakes concealed inside the canisters. Three albino Chinese softshelled turtles were also found in the package, prosecutors said, adding that Franco on that same day mailed a box to Hong Kong with six protected turtles inside. According to a criminal complaint filed in the case, Franco admitted during an interview with authorities that he had previously received a total of 20 king cobras in two prior shipments but that all of

U.S. lawmakers reach deal for Senate Russia sanctions vote WASHINGTON/MOSCOW/BRUSSELS - U.S. lawmakers reached an agreement on Wednesday paving the way for the U.S. Senate to pass a bill as soon as this week to impose new sanctions on Russia and bar President Donald Trump from easing sanctions on Moscow without Congress’ approval. Earlier on Wednesday, Russia warned it was edging closer to retaliation against Washington after the House of Representatives backed new U.S. sanctions on Moscow, while the European Union said the move might affect its energy security and it stood ready to act too. “I am glad to announce that we have reached an agreement that will allow us to send sanctions legislation to the president’s desk,” Senator Bob Corker, the Republican chairman of the U.S. Senate Foreign Relations Committee, said in a statement on Wednesday evening. He said the Senate would move to approve sanctions on Russia and Iran that it originally passed in mid-June, as well as sanctions on North Korea developed by the House of Representatives and included in a bill the House passed overwhelmingly on Wednesday. Before the latest agreement, some senators had objected to the North Korea measures and it had looked like the sanctions bill, already delayed since mid-June, could languish into September. If the bill passes the Senate as expected, it would be sent to the White House for Trump to sign into law or veto. It is, however, expected to garner enough support to override a Trump veto. The House voted 419-3 on Tuesday to impose new sanctions on Moscow and force Trump to obtain lawmakers’ approval before easing any punitive measures on Russia. “This is rather sad news from the point of view of Russia-U.S. ties,” said Dmitry Peskov, a Kremlin spokesman. “We are talking about an extremely unfriendly act.” He said President Vladimir Putin would decide if and how Moscow would retaliate once the sanctions became law. Russia’s deputy foreign minister warned the move was taking bilateral relations into uncharted waters, killing off hopes of improving them in the near future. Dogged by Russia Allegations Trump, whose presidency has been embroiled in a distracting dispute over his associates’ alleged ties to Moscow, is on the defensive over accusations Russia helped elect him last year. He has said he wants to mend relations with Russia that are languishing at a post-Cold War low. Trump had denied that there was any collusion between his campaign and Russia. Most White House watchers believe Trump will reluctantly sign off on the new sanctions, given deep support for them among U.S. lawmakers and his desire to avoid being accused of being soft on Moscow. Representative Ed Royce, the Republican chairman of the House Foreign Affairs Committee, said Trump would have little choice. The Senate passed a version of the legislation, without the North Korea sanctions, on June 15 by 98-2. “I think the president will sign it,” Royce said on NBC’s Meet the Press Daily on Wednesday. The issue has rattled Russia, which fears that its economy, weakened by 2014 Western sanctions imposed over its role in the Ukraine crisis, will now find it harder to recover and grow. Prosecutors have said that the four men engaged in a multi-year scheme to launder proceeds of narcotics trafficking and bribery offenses through accounts located in the United States. The other three defendants have not pleaded guilty or been convicted. Jaime Rosenthal remains in Honduras, though U.S. authorities are seeking to have him extradited. As part of his plea, Yani Rosenthal also agreed to forfeit $500,000 and pay a fine of $2.5 million. He is scheduled to be sentenced on Oct. 13 by U.S. District Judge John Koeltl. The money laundering charge carries a maximum sentence of 10 years, though prosecutors and Rosenthal agreed as part of the plea that federal guidelines call for a sentence of between four years three months, and five years three months. U.S. home sales stumble as prices hit record high WASHINGTON - U.S. home resales fell more than expected in June as a dearth of properties amid strong demand pushed prices to a record high, keeping first-time buyers on the sidelines. The housing market has experienced an acute shortage of homes for sale for about two years. As the labor market churns out more jobs and builders struggle to secure land, building materials and skilled labor, the situation could worsen. “The fact that demand is so high is actually a good sign of economic health,” said Svenja Gudell, chief economist at Zillow. “But that’s probably small comfort to buyers, especially firsttime buyers that are having an especially difficult time finding entry-level homes for sale.”The National Association of Realtors said on Monday existing home sales dropped 1.8 percent to a seasonally adjusted annual rate of 5.52 million units last month. Economists had forecast sales falling 1.0 percent to a 5.58 million-unit rate. Sales were up 0.7 percent from June 2016. The shortage of properties has led to bidding wars, culminating in house price increases outpacing wage gains. There were 1.96 million houses on the market last month, down 7.1 percent from a year ago. Housing inventory has dropped for 25 straight months on a yearon-year basis.

Supply Squeeze Homebuilders are struggling to plug the inventory gap amid rising lumber costs. Homebuilding is also being hampered by shortages of labor and land. A report last week showed housing starts rebounding 8.3 percent to a 1.22 million-unit pace in June, but still below their historic average of 1.5 million units, a rate realtors say would eliminate the housing shortage. Housing likely subtracted from gross domestic product in the second quarter after contributing almost half a percentage point to the economy’s annualized 1.4 percent growth pace in the first three months of the year. EU increases pressure on Facebook, Google and Twitter over user terms BRUSSELS - European Union authorities have increased pressure on Facebook, Twitter and Google to amend their user terms to bring them in line with EU law after proposals submitted by the tech giants were considered insufficient. The European Commission and consumer protection authorities in the bloc wrote to the three companies in June, asking them to improve their proposed changes to user terms by the end of September, according to letters sent to the companies and seen by Reuters on Monday. The authorities have the power to issue fines if the companies fail to comply. Twitter did not respond immediately to an emailed request for comment and a Google spokesman declined to make immediate comment. Facebook said it believes that
the company is compliant with EU law but recognised that its terms could be made easier to understand and would work to meet the authorities’ concerns. The concerns centre mainly on procedures the social media companies proposed to set up for the removal of illegal content on their websites, terms limiting their liability and terms allowing them unilaterally to remove content posted by users. The U.S. trio were given until July 20 to submit new proposals, which need to be implemented by the end of September, the letters said. A person familiar with the matter said that two of the companies had submitted amended proposals, while a third had asked for more time, declining to specify which one. The companies had first proposed changes to their terms and conditions in March to assuage the

Facebook shares hit record high as mobile ad sales soar Facebook Inc’s mobile advertising business grew by more than 50 percent in the second quarter, the company said in its earnings report on Wednesday, as the social network continued to establish itself as the venue of choice for an ever-growing array of online advertisers. Alphabet on Monday reported a 21 percent increase in quarterly revenue, although it started the quarter from a larger base than Facebook did. Facebook has not said how much of its revenue is attributable to its Instagram unit, although the photo-sharing app has become a greater focus of its business. “Clearly, the biggest driver of growth is, overall, Facebook News Feed,” Wehner said. “Instagram
is making a contribution and an increasing contribution.” But investors want Facebook to find additional revenue streams because the company has warned it is hitting maximum ad load in the News Feed, potentially slowing its overall growth. So far that has not happened. “They kept warning about ad load, but the ad load continues to be strong,” said Ivan Feinseth, research director at Tigress Financial Partners. “I still think ad revenue will grow, because more advertisers are adapting to this platform because there are so many people out there.” The popularity of Instagram also has put pressure on Snapchat, the app owned by Snap Inc. Instagram has added features similar to Snapchat’s and Snap’s stock on Wednesday closed at an all-time low of $13.40. Facebook said about 2.01 billion people were using its service monthly as of June 30, up 17 percent from a year earlier. For the second quarter, net income attributable to shareholders rose to $3.89 billion, or $1.32 per share, from $2.28 billion, or 78 cents per share, a year earlier. Senior FIFA VP Villar resigns amid another corruption case GENEVA — The corruption crisis in world soccer has removed another top FIFA official. Jailed in Spain on suspicion of financial wrongdoing as head of the Spanish football federation, Angel Maria Villar has resigned his top positions at FIFA and European governing body UEFA. FIFA confirmed Thursday that Villar resigned as its senior vice president. That followed UEFA’s announcement he had left its executive committee after 25 years. He was suspended as Spanish federation president on Tuesday amid a criminal investigation into allegations of corruption. Villar exits international soccer in disgrace after rising to the No. 2 elected position at FIFA, the most senior of eight vice presidents behind president Gianni Infantino. Despite Infantino’s claim last year of the crisis ending for scandal-scarred FIFA, two colleagues on the ruling Council have resigned within three months under a cloud of suspicion. “FIFA is back on track. So I can officially inform you here, the crisis is over,” Infantino told FIFA member federations in May 2016 in Mexico City at his first congress since replacing Sepp Blatter. However, Villar follows Sheikh Ahmad alFahad al-Sabah, who resigned in April. The Kuwait royal left FIFA three days after he was identified in a federal court case in Brooklyn as the source of bribes paid to Asian soccer officials. He denies wrongdoing. Villar left the week after he was arrested in his native Spain, one of four football officials detained on charges of improper management, misappropriation of funds, corruption and falsifying documents. Villar’s influence had weakened since American and Swiss federal investigations of FIFAlinked corruption were revealed in 2015. Once seen as a potential UEFA presidential candidate, he could not gather support to launch a bid for the European soccer leadership one year ago. Still, the arrest of a one-time international player turned lawyer, and former chairman of FIFA’s legal and referee committees, is another blow to the battered image of international soccer bodies. Villar was arrested in Madrid along with his son Gorka Villar, also a lawyer and former director general of South American soccer body CONMEBOL, and two other senior Spanish federation officials. Spain’s government suspended the 67-yearold Angel Maria Villar from the national federation presidency for one year on Tuesday. An interim replacement was appointed Wednesday. In a statement on Thursday, UEFA said Villar had offered his resignation a day earlier “as vice president of UEFA and member of the UEFA Executive Committee with immediate effect.” UEFA said its president Aleksander Ceferin accepted Villar’s letter of resignation and “thanked him for his many years of service to European football.” “In view of the on-going court proceedings in Spain, we have no further comments to make on this matter,” UEFA said in a brief statement. Villar was elected to the executive panel in 1992, and was UEFA’s top official for nearly a year in 2015-16 while then-president Michael Platini was suspended from duty by FIFA. Like France great Platini, Villar played for his country, then rose in soccer politics and fell due to allegations of financial wrongdoing. UEFA said member federations can elect an executive committee replacement for Villar at its next 2018 congress, to be held Feb. 28 in Bratislava, Slovakia. At that same meeting, European officials can also elect a new FIFA vice president. All candidates must pass an integrity check.

Ireland announced this month that it had charged two players from first division side Athlone Town FC in connection with match-fixing, and a third in relation to betting. The London-based Tennis Integrity Unit announced last week that it was investigating alerts over unusual betting patterns involving one match at the French Open and three at Wimbledon, one of them being in the main draw at the All England Club. “The findings show the extent of the phenomenon of manipulated games and highlight the need for immediate treatment through
