olice and Immigration officials will be conducting more stop-andsearches in an effort to crack down on the number of persons living and working illegally in the Turks and Caicos Islands. This was indicated by Deputy Premier and Minister of Immigration, Hon. Sean Astwood in a statement in which he sought to “sensitize migrant communities on his government’s aims to regularize immigration in the Turks and Caicos Islands Hon. Astwood informed of his approach to Immigration from a border control standpoint, with the intent to ensure that all persons living in the country have valid statuses to do so. “Towards this end, the Immigration Task Force, in conjunction with the Royal Turks & Caicos Islands Police Force would perform stop and search operations, and persons found to not be in possession of a valid TCI status will be detained and processed. While some deportation is anticipated, the Department will be keen to look at each case on an individual basis to ensure that persons falling outside of the intended target objective are not disadvantaged by the operations, and that all others are either repatriated or charged and deported in which case they too will be added to the Immigration Stop List,” he stated. The Ministry of Border Control and Employment Services reminded all persons that are currently in the Turks and Caicos Islands on an expired visa that they are residing here unlawfully. Such persons are encouraged to leave the country voluntarily as any such person found to be in the country illegally will be prosecuted under the law. According to the statement, Hon. Astwood last week spent time engaging with leaders of the larger migrant communities as a lead up to his Ministry’s crack down on the illegal population residing in the Turks and Caicos Islands.
Catch from the opening of Lobster season in TCI The highly anticipated lobster season began on Tuesday August 15th and fishermen eagerly awaited the first catch of the season. This photograph shows some of the lobsters caught on the opening day of this year’s season. On Tuesday August 8th, Hon. Astwood met with Consul representatives of the Philippines, Jamaica and Haiti prior to his meeting of Thursday August 10th when he brought together pastors of the Haitian Community, to discuss the current Immigration and Border Control initiatives in the TCI that were recently announced on July 26th in the House of Assembly when it last convened. The Deputy Premier impressed upon his audience the need for persons to utilize the time given to either regularize themselves, or to leave the country voluntarily, as this would permit re-entry at a later date, through legal means once approved to do so. He stated: “Illegal migration
threatens the lives and livelihood of our people. My Ministry and this Government will continue to work diligently to enforce the laws of this land for the protection of our people and the preservation of our Country. Make no mistake, we welcome persons from all nationalities to legally enter and reside in TCI and while your main concern is your people, please know that these measures are not just towards some, but they apply to all persons and nationalities that choose to visit, work or live amongst us.” Astwood said this Immigration initiative is “just the beginning of a long term goal to restore balance and order in the Turks & Caicos Islands. Many of our laws are not being adhered to and
we intend to change that.” He said that new policies and frameworks are on the horizon and will be introduced to the public within coming months as it relates to work permits, border enforcement and improvements in processing and other operational policies and procedures. “The deadline to regularize expired on August 15th, which was Tuesday of this week and joint law enforcement operations commenced as planned. As such, activities are deemed sensitive, reports on the outcomes will be given on a need-to-know basis, as will be determined by the participatory agencies in the exercises, and only in the interest of maintaining national security,” he added. The Deputy Premier noted that since his announcement of tighter controls and improved enforcement of the Immigration law, there has been much speculation and mischief-making and the purpose those meetings were to provide factual information that the representatives could disseminate to persons in their respective communities. During the meetings which were hosted at the Office of the Premier in Providenciales, Hon. Astwood, who was also Acting Premier and Minister of Finance, Investment and Trade at the time, briefed the attendees on the aims of his ministry to regularize immigration in the Turks and Caicos Islands and further assured them that the intention of this ongoing initiative is to ensure that everyone in the country is here legally and that all laws of the country are being upheld. The Deputy Premier noted that it is important for us as a Government and as a country to do all within our power, guided by our legal frameworks, to
ensure the safety and security of all persons that live, work and visit here, and further provided information to the those present on what persons can expect after the deadline of August 14th, 2017. When asked for his views on the success of the meetings, Hon. Astwood stated: “I am confident that the meetings provided a platform to not only address the migrant communities concerns regarding my Ministry’s ongoing initiatives but it also gave opportunity to share this Government’s vision and expectations of the migrant population that remain amongst us with the hope that the Consuls and Pastors, as leaders within their own right, will provide clarity to persons in their communities and further encourage them to abide here following all of the laws of our country.” Hon. Astwood also, during the meetings, reiterated the need for all persons to work together to protect the borders and people of the Turks and Caicos Islands.
Updated 2017 Atlantic hurricane season forecast The National Oceanic and Atmospheric Agency (NOAA) has revised its original forecast and it is now predicting that the 2017 Atlantic Hurricane Season Outlook will be worse than previously forecasted. In their August update, released on Wednesday August 9, 2017, forecasters indicated that there is a 60 percent chance of an above-average Hurricane Season, with 14 to 19 named storms expected throughout the season.
This is an increase from 11 to 17 named storms. In light of the updated 2017 Atlantic Hurricane Season Forecast, Dr. Virginia Clerveaux, Director of the Department of Disaster Management and Emergencies (DDME), stated that ‘despite the predictions from the experts, we know that it only takes ONE storm to affect the development gains that the Turks and Caicos Islands have achieved over the years. Therefore, it is important
that Government departments, businesses and residents in the Turks and Caicos Islands ensure that they are prepared this Hurricane Season and continue to monitor information from DDME’s Website and Social Media Pages’. To date the following number of storms in the outlook have already occurred: Tropical Storms Arlene, Bret, Cindy, Don and Emily, Gert and Hurricane Franklin.

Beaches outlines reasons for objecting to new Fish Fry by Hayden Boyce Publisher & Editor-in-Chief Beaches Resort and Spa has outlined the reasons why it is objecting to the new Fish Fry complex being constructed near its property. New Financial Adviser to Governor takes office His Excellency the Governor, Dr John Freeman, has welcomed the arrival in TCI of Mr. Alex Mills who has been appointed as Financial Adviser to the Governor following the decision by the UK government to abolish the position of Chief Financial Officer at the end of March 2017. According to a press statement, Mills will work closely with the Ministry of Finance and other government departments and financial institutions to advise the Governor on economic developments in TCI. Before coming to TCI, Mr. Mills held the position of Chief Accountant in the UK House of Commons where he has worked in several financial roles since 2005. Unlike the Chief Financial Officer, the Financial Adviser to the Governor has no executive role in or powers over the TCI government’s financial decisions. It is a purely advisory position which is being funded by the UK Foreign and Commonwealth Office. Commenting on Mr. Mills’ appointment the Governor said “I am delighted to welcome Alex Mills to TCI to take up his appointment as my Financial Adviser. I regard this as a key position which I believe will be of benefit not only to me in the exercise
of my responsibilities as Governor but also to the TCI government as we work together to build on the economic success of the country.” The United Kingdom (UK) government has removed the controversial post of Chief Financial Officer (CFO) from the Turks and Caicos Islands (TCI) Constitution, but it has ordered the appointment of a Financial Advisor to provide assistance to the Governor in the exercise of his powers relating to Government finances. The Turks and Caicos Islands (Finance) Order 2017, came into force on April 1st, 2017, when the role of CFO (held by Stephen Turnbull) was abolished and section 7 of the Turks and Caicos Islands Constitution Order 2011 revoked and the CFO Ordinance repealed. The new Ordinance confers on the Governor, powers to ensure that “reasonable funding” is provided for specified matters, including those for which the Governor has a special responsibility under the Constitution, upholding the rule of law and judicial independence, and ensuring compliance with international obligations to which the Turks and Caicos Islands are subject. Under the new law, the Minister of Finance (Premier Hon.
Mr Alex Mills Sharlene Cartwright-Robinson) “must ensure that appropriate facilities are made available” to the Financial Adviser in order to enable the Financial Adviser to work within the Ministry of Finance, Investment and Trade. The power to remove or exercise disciplinary control over the Financial Adviser is vested in the
Governor. Earlier this year, a statement from the UK said that in recognition of the progress that the Turks and Caicos Islands has made to restore TCI’s public finances “from a point of near bankruptcy to a healthy surplus and delivery of strong economic growth”, the United Kingdom does not consider that there is a continuing need for the office of the Chief Financial Officer. “The United Kingdom does, however, consider it important to ensure that the Governor has the power to ensure that reasonable funding is provided for certain matters for which he or she has constitutional responsibility,” the document added. “In particular, this includes: ensuring the effective conduct of the business of the Government with respect to defence, external affairs, the regulation of international financial services, internal security and the public service; upholding the rule of law and judicial independence; securing compliance with an international obligation to which the Turks and Caicos Islands is subject; ensuring compliance with the Statement of Governance Principles; ensuring the effective operation of certain institutions protecting good governance; and giving effect to any Electoral District Boundary Commission recommendations.”

Report from National Security Council meeting His Excellency the Governor, Dr John Freeman, and the Hon. Premier, Mrs Sharlene CartwrightRobinson, co-chaired a meeting of the TCI National Security Council (NSC) on Monday, 14 August, at the Hon. Hilly Ewing Building in Providenciales. In attendance as members of the NSC were the Hon. Deputy Premier, Mr Sean Astwood; the Commissioner of Police, Mr James Smith; and the Hon. Acting AttorneyGeneral, Mr Michael Dillon. The Hon. Minister of Home Affairs, Mr Vaden Williams, attended the meeting to cover matters concerning his Ministry. The Superintendent of HM Prison, Mr Steve Barrett, also attended the meeting to up-date the NSC on the Strategic Development Plan 2017-2025 for HM Prison.
At this meeting the NSC: • Discussed further the recommendations in the Security Needs Assessment Report for TCI sponsored by the UK’s Foreign and Commonwealth Office following initial consideration of the report at its meeting on 28 July. The NSC discussed implementation of the recommendations and agreed to draw on the report in the context of formulating a National Security Strategy. Subject to security constraints, the NSC would provide a briefing on the report in due course; • Discussed in detail the key security issues facing the nation identified by the Commissioner of Police in the RTCIPF Strategic Plan together with proposed mitigations to address the challenges. The NSC
agreed that tackling crime and the causes of crime in TCI was a cross government responsibility which also needed to involve wider society. The NSC agreed that a Sub-Committee of the NSC should be formed to bring together relevant government departments and agencies to oversee work on the four pillars in the Strategic Plan of prevention, intervention, enforcement and rehabilitation. The Sub-Committee would report regularly to the NSC on progress; •Received a presentation by the Superintendent of HM Prison on the Strategic Development Plan for HM Prison for the period 2017-2025. The Superintendent explained the different phases of the plan and drew attention to works that needed to be undertaken in the short-term under Phase I of the plan to improve security and living
and working conditions at the prison. The NSC agreed that Public Works Department should be tasked to cost the proposed works under Phase I as a matter of priority. The NSC also noted and welcomed measures proposed in the plan to improve the rehabilitation of offenders which were in line with the government’s priorities; •Received an up-date by the Deputy Premier on the government’s enforcement drive to deal with illegal migrants in TCI which came into effect on 14 August including on engagement with the public, community groups and the media to explain the measures being implemented; •Received a briefing by the Deputy Premier on recent engagement with business leaders on contributory efforts with government to tackle crime in TCI.

Delano Williams reacts to exclusion from IAAF World Championships By Todeline Defralien Grand Turk native Delano Williams (TCI’S Golden Boy) was disappointed to learn on the day of the event that he was not chosen to represent team Great Britain in the 4x400m final at the IAAF World Championships last weekend. Supports in the TCI were disappointed to not see Williams in that 4x400m final for Team Great Britain on the final night of competition at the IAAF World Championships in London which took place from Friday August 4th- Sunday 13th. In an interview with Delano Williams he told the SUN, “Basically I wasn’t given an explanation as to why, but I felt it was due to my fitness coming into the championship. I was injured before the championship and it prevented me from fulfilling my true potential in training. Every athlete sustains injures in their career so it’s one of those things. I was shocked, to be honest but I was a team player. Nothing to do with the selectors of Great Britain but within myself I knew if I had done certain things differently in terms of my season I would be in a better place.” When asked if this was something he expected to happen, Williams stated not really because he always picked up shape at the major championship each year so he thought it would be the same but he guessed it
wasn’t meant to be. He added: “I think if I was getting the necessary support I need year in and out I wouldn’t be in this position today. I was promised countless times support but no one ever lives up to expectations like I thought. It’s all lip service I’ve been getting every year. I thank God for my sponsor’s Flow TCI for believing in me and my ability to be a world beater. That company is so good to me that words can’t explain, because if it wasn’t for them, to keep me connected to my family I wouldn’t be mentally strong at this stage in the game.” Williams noted that the future is bright for him and he believed that this situation was a wakeup call for him to push harder in his training. “I still think the future is bright for me. I want to start sprinting again. I think this is a wakeup call for me to push myself harder in training and be motivated to get the job done. I will rise again because I’m a fighter and a competitor so things should transition smoothly in the next year. I know I let down my thousands of fans back home but when you get a injury and you don’t have the necessary funds to take care of the injure things can quickly go left,” he ended. waiting for Delano to run because he was slated to run in the 4x400m. He did all the training, he went to the holding camp and it is not until the day of the run that he learnt that he wasn’t included in the 4x400. I could only say that maybe they understood that Delano had some problems this season in his time. He wasn’t running what he usually runs and I think Great Britain was contemplating and waiting to see what would happen and I guess it was really a hard decision for them to make and that’s why they waited so long.” Gardiner Continued: “Delano had some injuries and for them to win a medal they just wanted to ensure that nothing would go wrong, so they just threw their best men out there. There is nothing more to it than that and people are reading more into it but
there’s nothing more than that. Delano had a rough season because he was injured and he is going to go back to the drawing board, he’s going to rebrand and he will be bouncing back to the same old Delano that he was before. Gardiner asked the people of the Turks and Caicos Islands to support Delano Williams as much as possible and let him get back to being the number one athlete in the Turks and Caicos and do his best with team Great Britain. Team Great Britain featuring Matthew Hudson-Smith, Dwayne Cowan, Rabah Yousif and Martin Rooney received a bronze medal; a season’s best to end the Championships at home at the Queen Elizabeth Olympic Stadium.

Treasury staff certified in international public sector accounting standards During the month of July 2017, six (6) officers in the Office of the Accountant General (Treasury) obtained certification in International Public Sector Accounting Standards (IPSAS). The officers are Deputy Accountant General, Sally-Jean Astwood and Finance Managers: Pamela Clarke, Jonelle Glinton, Kimberly SimmonsLewis, Letitia Williams and Shandera Hall. These Standards are designed to assist governments and other public sector entities in improving public sector financial reporting
and includes both cash and accrual-based accounting. The principles are intended to strengthen public financial management and knowledge globally through the enhancement of the quality and transparency of public sector financial reporting. Strong and transparent financial reporting has the potential to improve public sector decision making and make governments more accountable to their constituents. The Turks and Caicos Islands Government is moving from the cash basis of accounting to the accrual basis and this certification is an
important step in this regard. Mrs. Harvey-Basden, PS/Ministry of Finance stated that “The Ministry would like to congratulate all the Accountant General’s Office staff that obtained this certification. Through their hard work and dedication this success was achieved. It should be noted that this step is the first of many to ensure continued staff capacity building, as TCIG migrates to accrual accounting within the next few years.” We again congratulate the Officers on this Accountant Gerneral Staff - IPSAS Certification achievement.

Over 100 Students graduate from Beaches Turks & Caicos summer internship program Over 100 enthusiastic interns graduated from Beaches Turks and Caicos Resort and Spa last week after successfully completing the resort’s annual summer internship program. The students received certificates of completion and shining stars certificates for outstanding achievements in the internship program after their six week tenure. The interns included high school and college students who are interested in the diverse fields of hospitality as a long term career choice and those who are exploring their career opportunities. Interns were placed in various front of the house and back of the house departments including Concierge, Housekeeping, Spa, Purchasing, Public Relations, Photoshop and the Tour Desk to name a few. Assistant Human Resources Manager for Beaches TCI Deleria Simms said; “We allow them to have training with regards to customer service, grooming and etiquette, leadership and much more to ensure they have that exposure when they are ready and from experience we find that they are the better employees when they come into the hotel as full time employees.” Simms said the hotel’s HR department actively seeks persons for the program who have potential but may not be ready for the world of work as yet. “We make it a learning
experience from the onset, they have to submit their resumes just like a regular employee, they go through an interview process like a regular employee, they are rated on their interview skills and it doesn’t eliminate them but it helps us know where we can place them and they can make a meaningful contribution.” Simms continued. Simms said the six week program has helped to recruit some of the hotel’s finest employees in the past as the interns are groomed on all aspects of hospitality. “They developed real skills. Interns complete summer employment at FortisTCI
Members of the FortisTCI management team welcomed college and high school students to the Company’s Summer Student Employment and Summer Intern Programs Twenty-five high school students and three college interns completed summer employment at FortisTCI on Friday, 11th August, under the Company’s 2017 Student Intern Program (SIP) Summer Student Employment (SSEP) Program. Two groups of high school students worked for a two-week period to gain hands-on experience in their respective fields of interests within the Company. The first group of 12 students began working Monday, 17 July. These students were Travante Brown; Lexcianna Stubbs; Shanta Been; Gianna Roberts; Juan Williams; Christhofer Lugo; Roshawn Cox; Yana Alessandra Villanueva; Christina Tanis; Ira Carmela Ongjoco; Declan Beresford and Alysse Maynard. A second group of 13 students worked from 31 July through 11 August. They were DeAjah Smith; Melchisedek St. Fleurent; Briann Gardiner; Christnichard Louinie; Delekia Handfield; Lea-Biema Dorestin; Nathan Bernadine; Christella Jeangilles; Alexis Taylor; Mea Forbes; Rodneyson Jean; Micah Butterfield and Jessa Charles. These students represented several schools from across the islands. This year’s three college interns were Loren Hall, Ebeni Ingham and Zindzi Hamilton. Ms. Hall recently graduated from British West Indies Collegiate, where she distinguished herself as the best performing student in her area of interest in year 12, and was the Valedictorian. As of September, she expects to be at the University of Liverpool, where she will pursue a dual major in Marketing and Public Relations. Ms. Ingham is a graduate of H.J. Robinson High School and successfully completed her Associates of Applied Science degree in Accounting at Monroe College in June 2017. She will attend Tuskegee University this fall, where she will pursue a dual undergraduate degree in Accounting
and Business Information Systems. Ms. Hamilton is a graduate of British West Indies Collegiate and has an Associate of Arts degree from Broward Community College, Davie, Florida. She is currently pursuing a Bachelor of Science degree in Journalism at the College of Journalism and Communications, University of Florida. Ruth Forbes, FortisTCI Senior Vice President of Corporate Services and CFO, said, “FortisTCI is committed to providing work experience High school students at FortisTCI at the start of their two-week summer employment with the Company opportunities where students can utilize their talents and skills to help determine and advance their careers. We were delighted to host these students and were impressed with the energy and enthusiasm they brought to the various departments to which they were assigned.” FortisTCI’s SIP and SSEP programs serve to expose students to various professional careers within the electric utility industry. The SIP enables high school students to experience a highly developed workplace environment and understand the types of career paths available at electric utilities. Students must be in either fourth or fifth form and attend a TCI high school recognized by the Ministry of Education. They are required to present a recommendation letter from their principal or guidance counsellor and the application process includes submission of essay outlining why they should be hired as an intern. The SSEP recruits college students and provides an opportunity for them to apply theoretical knowledge to real-world situations under the supervision of FortisTCI professionals. Students enrolled in the SSEP work with the Company for a two-month period. College students must demonstrate a Grade Point Average of 3.0 or higher and are required to submit an official transcript, attendance record and two letters of recommendation, as part of a competitive application process.

TCI Dance Students Return from Philadelphia Stronger and Wiser By Barbara Pankhurst The five dance students who studied in Philadelphia from July 10 to August 4 have returned to Providenciales much stronger technically and more knowledgeable dance-wise. The Summer Dance Intensive in Philadelphia was funded by the Turks and Caicos Friends of the Arts Foundation (TCFAF) and Barbara and Mark Pankhurst in their Radnor home. Earltray Robinson (18), Caitlin Lewis (16), Zaria Thomas (17), Aaliyah Oudman (15), and Makhya Wignal (11) completed a 4-week, full day Summer Dance Intensive at the Gwendolyn Bye Dance Center, which culminated on August 4 with a Dance Showcase, where they performed all that they had learned. Highlights of the Showcase were a Modern Dance demonstration of the Martha Graham Technique from Gwendolyn Bye; “The Great Constitutional Musical – American Cheese,” an original musical written for them by David Lodge, where our own Makhya Wignal played several roles, including George Washington; “Red Riding Hood” – a classical ballet excerpt from their ballet teacher Elena Tiuriakulova; “Lovely Brain” – a Hip Hop number by their Hip Hop teacher Kingsley Ibeneche; “The Shim-Sham-Shimmy” – a Tap number from Tap teacher Robert Burden, Jr.; “Free” – a Horton-based choreography from their Horton teacher Freddie
Pratt; “Turks & Caicos” – a Jazz based number choreographed by their Jazz teacher Jim Bunting, inspired by his visiting students; “Nimba” – an African number by teacher Assata Hazell; and many more. The creativity, technique and diversity were overwhelming! The classes all week were incredibly demanding, but the sore muscles didn’t slow them down. They all rallied to the fun weekend activities that chaperone Barbara Pankhurst had scheduled. The first weekend, before classes started, they visited Motions Dance Shop, and got all the needed leotards, jazz pants, pointe shoes, tap shoes, dance sneakers, tights, etc. Then a trip to the King of Prussia Mall to do some more needed shopping, and, of course, “Spiderman” at the King of Prussia Regal IMAX Theater! The second weekend, they took a Trolley Tour through Philadelphia to view the Mural Arts painted by the graffiti artists, as part of the Pennsylvania Academy of Fine Arts program, followed by lunch and a tour through the historic Philadelphia Zoo. The third Saturday, they went to Shakespeare in the Park in Kimberton to see a community production of “Romeo and Juliet.” On their way to Kimberton, winding through Valley Forge Park, a blinding, torrential rainstorm made them pull over, and consider going back home. But within 20 minutes, the rain

The fight for East Caicos
Dear Mr. Editor, In your newspaper publication, Turks & Caicos Sun, dated 15th – 22nd July, 2017, I extensively highlighted serious concerns in the Turks and Caicos Islands. Now Mr. Editor, I want to corroborate that article with this one to highlight that there are some ‘fishy’ and deceptive plans concerning the natural and built environment, that are afoot. I was astounded to have read in the 5th – 11th August, 2017 issue of the Turks and Caicos Weekly News, an article titled “Eco-haven plans for East Caicos gather pace”, which emanated from a recent workshop. The description of an eco-haven is given as a place for “kayaking tours, bone fishing, bird watching, and other things that offer an authentic experience”. Specially selected participants for this workshop were reported to be “local fishermen to environment chiefs and watersports operators”. I was not surprised that the organizers received funding for their study and presentations, since the name of the funding agency is selfexplanatory, the IUCN, International Union for Conservation of Nature. However, I am flabbergasted that the group would be conducting studies towards determination of our Islands’ future WITHOUT the sanctioning of the Turks and Caicos Islands Government, and WITHOUT consultation and participation of the public, preferably held at venues that would guarantee attendance of indigenous people: for example, the Downtown Community Centre. It is the anticipation of the organizers that they will get the Government’s official support, meaning
approvals in Cabinet and Parliament. Mr. Editor, of more concern and hypocrisy, is that they are conducting these studies and making such recommendations without being under the purview of a comprehensive Sustainable Development Plan. These are the same individuals who argued that changing the height of buildings along Grace Bay Beach must be carried out under a Sustainable Development Plan study. What a group of hypocrites! I think that both must be done under a Development Plan study, which it is anticipated would balance community needs, development potential and conservation. Without this Plan, how can they dare to believe that they can decide on the future of the entire Turks and Caicos Islands?? How can we accept their studies with predetermined objectives and rubber stamp them? Are they trying to prejudice the upcoming Development Plan process? Please don’t be fooled, this is not just about East Caicos, this is about the ENTIRE Turks and Caicos Islands. They have not assessed any of the following and/or carried out assessments and consultations nationwide on: 1.Whether we will need land for overspill population(s) and communities outside of developed Islands; 2.Land to be set aside for farming and agriculture on East Caicos to meet the needs of future generations of indigenous Turks and Caicos Islanders; 3.Economic development outside of the already developed Islands to meet the growing aspirations of future generations of indigenous Turks and Caicos Islanders; 4.Planning and design of a road linking South Caicos to the remainder of
the Caicos Islands and possibly spanning onto Providenciales. This has been the objective of successive Governments of the Islands from as early as the 1970s; 5.An economic assessment of the full development potential of East Caicos. Or simply put, a Development Plan analysis of East Caicos itself examining development potential as well as conservation/preservation possibilities; 6.What about a low impact seaside town, developed around a cruise port and international shipping?; 7.What if Microsoft wanted a getaway location for a high-tech research centre or a University or similar? All of the above can be properly planned by qualified and experienced consultants to harmonize with the natural environmental characteristics of East Caicos. These group of environmentalists are trying to prejudice other possibilities, other than pure nature conservation. To prove all that I’ve said: One of the organizers of the above-mentioned event wrote an article entitled “A Precious Treasure” published in the Times of The Islands (Fall 2015, No.112), in which she slammed the former Premier Hon. Rufus Ewing’s announcement made at a trade conference, about the possibility of his Government’s intentions of having a trans-shipping and cruise port on East Caicos. This like many very important things did not reach the headlines in the TCI. Again, a cruise port on East Caicos is also an idea that spans successive TCI Governments. The writer of that article, stated that in her opinion, “the entire Island of East Caicos can be set aside as a national park, ensuring that TCI’s remaining fragile fragments and
wonders of nature will always be free for everyone to enjoy and benefit from, rather than just the elite few with dollars to pay for them”. Mr. Editor, all that is nice and juicy, but what about the other side of the coin? Consider: •Businesses, jobs and entrepreneurial opportunities for indigenous Turks and Caicos Islanders; •Land for housing for our children and children’s children; •Would our children and children’s children want to have new prospects and possibilities like we have enjoyed from 1997-2009?; •Why should our future generations be faced with constraints on land, such as “National Parks” to be enjoyed by tourists while they are confined to the ever-deteriorating settlement areas?; •Can’t we sustainably plan for our own future as qualified professionals? Mr. Editor, I pray to God that we begin to observe, research, read and respond to what’s happening around us and within our community. We can no longer be on the sidelines and keep our opinions and ideas to ourselves. I hope that the TCI Government shelves these biased assessments and never implement any of their premature recommendations, unless they similarly arise out of the findings of the approved Development Plan. TCI agriculture minister hails Jamaica as leader in Caribbean
Turks and Caicos Islands’ Minister of Health, Agriculture and Human Services Edwin A Astwood has lauded Jamaica as the leader in agriculture in the Caribbean region, and has said he will be looking to the island to help improve his country’s sector. Astwood was speaking at the official opening ceremony for the 65th staging of the Denbigh Agricultural, Industrial and Food Show in Clarendon on Saturday afternoon. “I toured St Elizabeth yesterday (Friday) and what I saw is truly amazing; you are leading the Caribbean in agriculture. Do not stop now, we are watching you… You are who we are aspiring to be, so keep up the good work and keep being the leaders,” Astwood told patrons and stakeholders from the agricultural sector gathered at the show’s main pavilion — the venue for the opening ceremony. He stressed that Jamaica should continue on its path so other countries can emulate its best practices in order to move their own agriculture sectors forward. The minister, who was visiting the island with technocrats and several farmers, said he was impressed with what he had seen at the annual threeday show. “Nothing could prepare me for what I saw today. my director [of agriculture] told me Denbigh is big,
but she didn’t tell me it was this big… I want to say thank you very much; we have learned so much and we will be coming to you for expertise,” Astwood said. He thanked Karl Samuda, Jamaica’s minister of industry, commerce, agriculture and fisheries, for facilitating the team and again implored the island to continue to be a driving force when it comes to agricultural pursuits. However, the Turks and Caicos minister did not only praise Jamaica’s agriculture sector, but extended his commendations to areas such as music, culture and athletics as well. “I love your national anthem so much. Jamaica, you have something to be very proud of. as an outsider looking in, it is truly wonderful, and I must say the Jamaican national anthem is one of my most favourite national anthems in the world,” Astwood stated. The minister, who is also a graduate of the University of Technology, Jamaica, recalled his days on the island where, at midnight, the television would sign off with the national anthem, noting that he especially loved the words as they speak to the Jamaican people and the land. Commissioner of Police thanks members of the public The Commissioner of the Royal Turks and Caicos Islands Police Force Mr. James Smith would like to thank members of the public for their assistance in providing information which led to an arrest of a robbery suspect. “During the past few weeks, we received strong support from the public regarding a number of incidents we are investigating. As a result of information, my officers have arrested and charged a number of men with serious offences that have been committed,” he said. Two wanted males (21 and 28-year-olds) were arrested within the last two weeks, one of those males were arrested for Aggravated Burglary in connection with a report made on Friday 13th January 2017. The other was charged with 4 counts of Robbery all involving firearms and were committed on separate occasions. They are both remanded to prison.
Also, during the last few weeks Police arrested and charged a 21-year-old male with Robbery and Possession of Imitation Firearm in connection to a report made on Thursday 3rd August 2017. A number of persons are in Police custody pending investigations into other serious offences. As officers continue to work hard to identify other persons responsible for crime, members of the public are asked to remain vigilant and do not hesitate to report suspicious activity or persons. Police investigate attack on a 67-year-old male in Grand Turk Officers of the Royal Turks and Caicos Islands Police Force on Grand Turk are investigating an attack on a 67 year old male in relation to a report made on Wednesday 9th August 2017. Around 6:28 a.m., Police and Medical team responded to the vicinity of Fisherman’s Paradise Bar in Over Back where the victim was met with what appeared to be blood over his body. He told officers that while walking towards
his vehicle earlier he was attacked by a slim built male with locks or regular braids and a female dressed in a white jumpsuit. The culprits beat him about his head and body and stole his cell phone and wallet containing credit cards and drivers license before making off in his 2000 Lexus Jeep. The victim was transported to the Cockburn Town Medical Centre where he is said to be in stable condition.

Investing in nature management is crucial to TCI’s DECR staff and representatives from the Ministry of Finance, the Ministry of Tourism, Environment, Heritage, Culture and Gaming, and the civil society are meeting in Providenciales with research consultants from Wolfs Company to discuss the preliminary findings of the AGRRA reef assessment conducted in May, and discuss the importance of nature for TCI’s economy and opportunities to increase financing for nature management and monitoring in TCI. During the meetings, representatives from Wolfs Company presented the key findings from the sustainable finance project conducted in 2015-2016 with the support from the partnerships of the Gulf and Caribbean Fisheries Institute and the US National Oceanic and Atmospheric Administration (NOAA). “The meetings provided valuable information to the participants on the importance for nature to TCI’s economy. This will support DECR and other nature management organizations in building a fact-based business case to increase financing for nature management”, said Viviana Luján Gallegos, partner at Wolfs Company. Wolfs Company is a research company on environmental economics based in Bonaire and Amsterdam. The project estimated that the
natural resources of TCI contributed an economic value of USD 45.5 million per year to the tourism industry. This analysis did not quantify other ecosystem services provided by nature, such as coastal protection, fisheries and local recreation. Based on a financial plan that calculated the budget needs for DECR to improve their management of marine protected areas, an incremental investment needed to effectively manage and protect TCI’s natural resources could be covered by, for example, earmarking only 1.8% of the tourism-related revenues (around USD 1.1 million from USD 61.5 million). “The economy of the Turks & Caicos Islands (TCI) depends in large part on tourism, and tourism in turn is heavily dependent on TCI’s natural resources – especially its beaches, natural landscapes, clean coastal waterways and vibrant coral reefs. However, there is a large disconnect between the revenues that are generated from, amongst others, tourism and the investment that has been made in the management of the natural capital that underpins these revenues. A relatively small incremental investment in the financing of the organizations responsible for the natural resources of TCI would contribute significantly to improve the management and protection of essential natural capital.
DECR would encourage further use of Natural capital valuation by TCIG to further demonstrate the value of nature to TCI’s economy in planning and development strategies for TCI” said Mr. Ethan Griesbach, acting Director of the Department of Environment and Coastal Resources (DECR). The meetings also served to present the preliminary findings and suggestions of the ongoing BEST 2.0 project financed by the BEST 2.0 initiative with funding from the European Commission. The preliminary results of the assessments conducted during the AGRRA training, held in May in Providenciales, in the framework of this project, show that in the two sites surveyed (one inside and one outside the Princess Alexandra Park) the coral cover has decreased in comparison to the findings of a baseline monitoring survey conducted in TCI in 1999. Other reef health indicators show improvement, which could be attributed to effective conservation policies, like the fishing ban on parrot fish. To assess whether in general the health of the coral reefs in TCI is declining, a new baseline survey of all the sites assessed in 1999 will need to be conducted. In addition, suggestions were presented for other management and socio-economic indicators that
could be applied by DECR to track and report the benefits of more investments in nature management. Finally, discussions were held on suggestions to improve the long-term financing for monitoring and nature management in TCI, including potential sources of revenue and legal mechanisms that will guarantee that these funds will be only used for nature management. “I am convinced about the importance of our natural resources to the health of our economy. These types of initiatives are important to provide fact-based information to decision makers to support policy that will enhance our capabilities to manage and conserve our valuable natural resources. I will support the consideration by our government of options to achieve this, including mechanisms that could be similar to the Conservation Fund we had in the past” said Honorable Minister Higgs, Minister of Tourism, Environment, Heritage, Culture and Gaming. The Conservation Fund that provided additional financing for nature management organizations in TCI was abolished in 2009. Over 40 countries are represented through the resort’s 1,900 plus staff and many of those persons were on hand to celebrate culture and diversity. The Culture Fest featured a parade of nations where team members got to wave their flags and dance as they represented their country of origin. The event continued with a Cuisine challenge where the various countries were judged on their presentation, display, taste and relevance. Caribbean STEM students graduate from summer science programme in Barbados On Friday August 11, the annual Student Programme for Innovation in Science and Engineering (SPISE) came to a close, with students from across the Caribbean demonstrating their newly acquired skills in areas such as robotics, renewable energy and computer programming. This year, 24 scholars graduated from the four-week programme, which aims to groom the Region’s next generation of leaders in science, technology, engineering and mathematics (STEM). This year, the Caribbean Development Bank (CDB), provided funding for two students to attend SPISE 2017: Tracey Moyston, from Saint Lucia, and Desmond Edwards from Jamaica. The four-week residential programme ran from July 15 to August 11 at the Cave Hill Campus of the University of the West Indies. “At CDB, one of our corporate priorities is to improve quality of, and access to, education and training in the Caribbean. SPISE is an initiative that we are very happy to support, as it allows gifted STEM students to develop their skills in related fields and pursue career options in those areas. During the programme, students complete university-level courses in calculus, physics, biochemistry, and entrepreneurship, as well as hands-on projects in computer programming, robotics and engineering. The participants are challenged to build and programme a robot that can move underwater, create a wind turbine using PVC pipes, and develop their own computer programme. The CDB-sponsored students noted that while SPISE 2017 was challenging, they learnt a lot. “It’s been an interesting experience, getting to connect with people from across the Caribbean, experiencing new cultures, being exposed to more advanced work than you would have been at the CAPE level. So even though it has been intense, it has been a good experience,” said Edwards. “My SPISE experience
has been one that was quite different to me…it took some time to adjust but I learnt new skills, like how to work in teams, how to manage my time, and of course I gained more knowledge in sciences and other areas like business,” said Moyston. SPISE is led by Professor Cardinal Warde of the Massachusetts Institute of Technology (MIT), and is modeled after the well-known and highly successful Minority Introduction to Engineering and Science (MITES) programme at MIT. All SPISE alumni also have the opportunity to be assisted with their college applications, and to participate in research internships in the Caribbean and abroad. This year, the class of 24 students were from 13 countries – Antigua and Barbuda; Barbados; Belize; Dominica; Grenada; Guyana; Jamaica; Martinique; Montserrat; St. Kitts and Nevis; Saint Lucia; St. Vincent and the Grenadines, and Trinidad and Tobago.
St. Lucia considers ending visa-free entry for Venezuelans CASTRIES, St. Lucia - The prime minister of the small Caribbean country of St. Lucia has asked the immigration ministry to weigh imposing visa requirements on visitors from Venezuela, in a show of protest against an ally that has been its key energy benefactor. Allen Chastanet said earlier this week that he was “deeply concerned” by the situation in Venezuela, where months of protests against unpopular President Nicolas Maduro have led some regional allies to turn their backs on one of the world’s top petroleum producers. “I have asked the Ministry of Immigration to look at imposing a visa restriction on Venezuelans coming to St. Lucia,” he said at a press conference on Monday. Currently Venezuelan nationals are free to travel to the island without visas. St. Lucia joined the Venezuelabacked regional integration ALBA and Petrocaribe organizations in 2013, and has enjoyed a close-knit relationship with Caracas. St. Lucia’s links with Petrocaribe have provided it with a regular, discounted supply of petroleum products from Venezuela, but it has not received any crude this year, according to Venezuelan state-owned oil company PDVSA’s internal trade reports. Chastanet also criticized the Maduro government for not respecting the rule of law, adding that the chaotic situation in Venezuela poses a security threat for the region. Anti-government protests have rocked Venezuela for four months, leaving more than 120 people dead. Cuba struggling to keep professionals from leaving
PINAR DEL RIO, Cuba — Calle Marti is a modest half-mile boulevard split by a simple winding flagstone path that’s bracketed by green grass, pine trees and curving blue cement benches. But the project is part of a fragile experiment whose success or failure might help determine if Cuba is able to pull itself out of years of economic stagnation and brain drain. The central avenue in the western city of Pinar del Rio, population 150,000, was redesigned over the last three years by a private firm of three 20- and 30-something architects hired by the communist provincial government — a contract that would have been unimaginable in Cuba just a few years ago. Over the last decade, Cubans making state salaries of less than $25 a month have moved by the hundreds of thousands into the private sector — opening stores, restaurants and bedand-breakfasts that have been among the few sources of growth for the island’s moribund centrally planned economy. Graduates of Cuba’s renowned free universities have been mostly left out of private jobs in their fields, because the state sees the privatization of professions like architecture and accounting as unacceptable in Cuba’s socialist system. The government has argued that individuals shouldn’t profit, feeding inequality, from society’s costly investment in free education. Professionals looking for better lives have emigrated by the tens of thousands or turned to unskilled but higher-paying work like waiting tables or driving taxis. The experience of Agora, the three-year-old boutique design firm in Pinar del Rio, offers a glimpse at an alternative future. The three architects began Agora, a Greek word meaning public space, thinking they would work largely for private citizens renovating their homes as bed-and-breakfasts in Pinar and the town of Vinales, a major tourist attraction 30 miles away. Pavel Vidal, a Cuban economist who emigrated to work as a professer at Javeriana University in Cali, Colombia, said he believes private sector employment grew 7 percent in 2016 even as the national economy shrank 0.9 percent, throwing the country into recession. Vidal said Cuba’s reluctance to legalize skilled private labor is driving a brain drain to other countries and pushes professionals from low-paying state job to higher-paying unskilled labor. “It doesn’t make sense to invest billions in education and then send its graduates to a sector of low added-value.” Irina Garcia graduated from the University of Havana’s law school in 2009 and left a job with the state prosecutor’s office to be a lawyer for a group that works with the Catholic Church to train entrepreneurs. She said the state was mistakenly focusing on limiting private-sector work instead of making government jobs more appealing. “When professionals really feel motivated, not all of them are going to leave for the private sector,” she said. `“Not all of them have the inclination, the capital, or the daring. They prefer stability.” While some in her field are hopeful that the state will accelerate its opening to more private professional business, she said she wasn’t optimistic. “It’s been working a certain way for years and these transitions are slow,” she said. “I don’t see it in the immediate future, but I hope I’m wrong.”

Spanish police shoot five suspects dead after van rampage kills 13 in Barcelona
BARCELONA Spanish police shot dead five would-be attackers after confronting them early on Friday in a town south of Barcelona where hours earlier a suspected Islamist militant drove a van into crowds, killing 13 people and wounding scores of others. Islamic State said the perpetrators had been responding to its call for action by carrying out Thursday’s rampage along Barcelona’s most famous avenue, which was thronged with tourists enjoying an afternoon stroll at the peak of the summer season. Bodies, many motionless, were left strewn across the avenue and authorities said the toll of dead, which included several
children, could rise, with more than 100 injured. Hours later in the early hours of Friday, as security forces hunted for the van’s driver, police said they killed five suspects in Cambrils, 120 km (75 miles) south along the coast from Barcelona, to thwart a separate attack. The five men attempted to drive into tourists on the Cambrils seafront, police said. Their car overturned and some of them began stabbing people. Four were shot dead at the scene and the fifth was killed a few hundred meters away, police said. Police said they had arrested a Moroccan and a man from Spain’s north
African enclave of Melilla, though neither was the driver of the van. He was seen escaping on foot and was still at large. A third man was arrested in the town of Ripoll on Friday. Police said later they had made a fourth arrest in connection with the attacks but gave no details. A Spanish woman was killed in the Cambrils incident while several other civilians and a police officer were injured. Police destroyed explosive belts the men had been wearing, though they turned out to be fake. Of the 130 people injured in both attacks, 17 were in a critical condition and 30 were serious, an emergency services spokesman said.

Trump’s attacks could leave him friendless if impeachment comes WASHINGTON - President Donald Trump has stepped up his attacks on Republican senators, an approach he may regret if he is someday impeached and the Senate has to weigh charges against him stemming from an investigation into Russian meddling in the 2016 U.S. election. More than half of the 11 Republicans on the Senate Judiciary Committee, which would be central to any proceeding to remove Trump from office, have tangled with the Republican president, including on Thursday when he fired off earlymorning tweets. In one Twitter series, Trump called Senator Lindsey Graham “publicity seeking” and said he “just can’t forget his election trouncing” in the 2016 presidential race. Trump also assailed Senator Jeff Flake, another Republican critic, as “a non-factor in the Senate,” adding, “He’s toxic.” Flake and Graham are members of the Judiciary Committee, whose Chairman Chuck Grassley has urged Trump to tone it down. “He should be 100 percent sticking to ideas and forget about personalities,” Grassley said on Friday when pressed on whether Trump might find himself without the friends in Congress he would need to defend himself in an impeachment proceeding.

There is little serious talk being heard in Congress about removing Trump from office. But Republicans control the House, as well as the Senate, and the article of impeachment has gained little traction. Under the U.S. Constitution, the House of Representatives can vote to approve an impeachment measure. If that happens, it goes to the Senate, which acts as a jury and weighs the charges in the House measure. A two-thirds Senate vote is needed for conviction. Approval leads to removal from office. Two presidents have been impeached by the House: Andrew Johnson in 1868 and Bill Clinton in 1998. Neither was convicted by the Senate. President Richard Nixon, facing almost certain impeachment over the Watergate scandal, resigned in 1974. In the Clinton impeachment fight, the committee was a resource for the full Senate and could play a similar role in any future trial. The White House did not

UK parliament’s “Big Ben” bell to fall silent for four years LONDON - The “Big Ben” bell in the British parliament’s famous clock tower will cease its regular bongs at noon on Aug. 21, falling silent for most of the next four years while renovation works are carried out, the House of Commons said on Monday. The hammers which have struck the 13.7 tonne bell every hour for most of the last 157 years will be locked and disconnected from the clock, although the bongs will still sound for important events such as New Year’s Eve celebrations. “This essential program of works will safeguard the clock on a long term basis, as well as
protecting and preserving its home, the Elizabeth Tower,” said Steve Jaggs, Keeper of the Great Clock. The Palace of Westminster on the bank of the River Thames, home to parliament, is a world heritage site and major tourist attraction, and Jaggs encouraged members of the public to gather in nearby Parliament Square to hear the final bongs next Monday. The 96-metre-tall Elizabeth Tower, believed to be the most photographed building in the United Kingdom, is already half enveloped in scaffolding as part of a major renovation project. As part of the works the

The clock’s four dials will be cleaned and repaired, their cast iron framework renewed and the hands removed and refurbished. All the other bells which chime every 15 minutes will be silent as well during the works that are due to be completed in 2021 when Big Bell’s familiar tolls will begin again.

Can drinking a little bit help you live longer? Having a little wine or beer to unwind most days may help lower the odds of a premature death as long as that drink or two doesn’t routinely turn into more, a new study confirms. Researchers examined health survey data on more than 333,000 U.S. adults, following them for an average of about eight years to see how their drinking habits influenced their survival odds. Compared with people who never had a drop of alcohol, light to moderate drinkers were more than 20 percent less likely to die early of any cause, or of heart disease in particular, the study found. Heavy drinkers and binge drinkers, however, were at least 10 percent more likely to die from any cause during the study, and they had at least 20 percent higher odds of an early death from cancer in particular. “If alcohol is consumed, it should be consumed in moderation,” said lead study author Dr. Bo Xi of the School of Public Health at Shandong University in China. Heavy drinking has long been linked to a variety of medical problems including liver disease, heart disease and certain cancers. But previous research has offered an inconclusive picture of the survival odds associated with light or moderate drinking. The current analysis attempts to tackle two issues that have contributed to inconsistent results in much of the earlier research: `abstainer bias’ and `sick quitter bias.’ Many other studies compared moderate drinkers to people who currently didn’t drink, making it impossible to separate people who stopped drinking due to addiction or other health reasons from people who were lifelong abstainers. To exclude `sick quitters,’ the current study left out people who died in the first two years of follow-up. To avoid `abstainer bias,’ researchers created separate categories for adults who never drank at all and for ex-drinkers. They sorted adults into six categories for the current study: lifetime abstainers; people who have always had alcohol on rare occasions; exdrinkers; current light drinkers who have fewer than three drinks a week; moderate drinkers (more than three drinks a week but fewer than 14 for men or 7 for women); or heavy drinkers (more than 14 for men or 7 for women). During the study period, 34,754 people died, including 8,947 fatalities from cardiovascular diseases and 8,427 from cancer, researchers report in the Journal of the American College of Cardiology. Male heavy drinkers had a 25 percent increased risk of death during the study and 67 percent higher odds of deaths from cancer than men who never drank. These differences weren’t statistically meaningful for women, however. The study wasn’t a controlled experiment designed to prove whether or how heavy drinking might hasten death or light to moderate alcohol consumption might help people live longer. Researchers also relied on survey participants to accurately recall and report how much they drank. Scientists aren’t sure why light or moderate drinking might have a protective effect, said Dr. Eugene Yang of the University of Washington School of Medicine. “It may improve the health of your blood vessels by reducing inflammation and your ability to form blood clots, increase levels of good cholesterol, and promote antioxidant pathways,” Yang, who wasn’t involved in the study, said by email. Even if it doesn’t explain why drinking a little might lead to a longer life, the study does confirm that the risk of death tied to alcohol use increases sharply when people regularly drink more than they should, Dr. Giovanni de Gaetano, author of an accompanying editorial and a researcher at Istituto Neurologico Mediterraneo Neuromed in Pozzilli, Italy, said by email.

Tense days for business owners without legal status in US
MIAMI — Maribel Resendiz and her husband came to the U.S. from Mexico, sold cool drinks to workers in the tomato fields of South Florida and eventually opened a bustling shop in a strip mall offering fruit smoothies and tacos. Now she is preparing for the possibility she’ll have to leave it all behind. Resendiz, who is not a legal U.S. resident, recently turned over control of the business in Florida City to her daughter, a citizen. The once-proud shop owner is so afraid of deportation these days that on a recent morning she was keeping out of sight of customers while her husband was not there at all. “I am afraid the police will stop me, call immigration, and they will take me away to Mexico,” Resendiz said while cutting fruit for smoothies. The couple, who came to the United States in 1992 and have not become legal residents, are among a growing number of business owners with the same status who are scrambling to get their affairs in order amid a crackdown on illegal immigration under President Donald Trump. As many as 10 percent of the 11 million or so immigrants in the United States without legal residency own businesses in the country by some estimates, and many are selling their enterprises, transferring them to relatives or closing altogether to avoid a total loss if they are abruptly deported. Mugabe’s wife whipped my daughter with electric cable, mother says JOHANNESBURG Zimbabwean President Robert Mugabe’s wife Grace whipped two South African women in a Johannesburg hotel room with an electric cable, the mother of one victim said, adding that the attack must be punished. Debbie Engels told Reuters her daughter Gabriella, a 20-year-old model, suffered a gash on her forehead that required eight stitches and another on the back of her head that needed six. Engels did not witness the attack and Reuters has not been able to verify key aspects of the allegations independently. South African media published pictures of Gabriella with a gash in her forehead. South African police confirmed on Wednesday that Mugabe, 52, remained in the country and had applied for diplomatic immunity. They also confirmed that she had failed to appear at a court hearing on Tuesday relating to the accusations. Mugabe’s spokesman, George Charamba, and Zimbabwe’s Information Minister, Chris Mushowe, did not respond to multiple requests for comment. South Africa’s main police spokesman said officers were “still investigating” the case, which related to assault with intent to cause grievous bodily harm. Before they could do so, an irate woman burst in brandishing an electric extension cable in her hand. “The next minute this woman comes in screaming, calling them names and whatnot and demanding to know where her sons were,” Engels said. “They kept telling her ‘They’re not here,’” she said. Gabriella said that Mugabe’s security guards, who had followed her into the room, stood by and watched throughout, Engels said. Mugabe’s spokesman did not respond to Reuters requests for comment. “She had an electric cord wrapped around her hand and she started attacking them. She hit my daughter with a plug socket,” Engels said. Gabriella told her that she eventually escaped and got help from one of the hotel security guards. It was only when she asked who her attacker was, so that she could file a complaint, that she discovered it was Grace Mugabe. HELSINKI - HMD Global, the Finnish start-up looking to reinvigorate the Nokia phone brand, unveiled the Nokia 8 on Wednesday, hoping to cash in on rising consumer demand for highquality audio and video features. The Android device, due out in September, will potentially beat rivals on price but will still face fierce competition, with Apple’s highly anticipated 10th anniversary iPhone also expected next month and Samsung’s Galaxy Note 8 set to hit the market next week. With a suggested price tag of around 599 euros ($703), the Nokia 8 undercuts Apple, which typically offers a stripped down version of its latest phones for a similar price but charges hundreds of euros more for memory and key features. The new top-of-the-line Nokia sports a dualsight video feature which enables simultaneous live-streaming on social media networks from both front and rear cameras on a split screen. It has licensed lens technology from camera maker Zeiss. It is the most high-end phone so far from HMD, which was set up late last year and made a splash in May when it revived Nokia’s classic 3310 feature handset in new brightly colored versions. Let’s remember Usain Bolt, not this other Bolt we saw at worlds
LONDON -- Injured or not, he would have lost. The man we once cheered was already gone. Usain Bolt would have won. The Usain Bolt we carry in our hearts would have roared back from third place Saturday in the final race of his career, won gold in the 4x100-meter relay and engraved his legacy with one last thrilling victory. Usain Bolt was not in London for the 2017 world championships. Someone else showed up in his place -- this Other Bolt who finished third in the 100 last week, then caught a cramp in the 4x100 and could not finish the race. Usain Bolt is the man with three world records, nine Olympic triumphs and countless come-frombehind victories. He’s the man who said in Rio last summer, “There was no one on that track that could outrun me to the finish.” The Other Bolt was outrun to the finish three times in London -- and that was just in the 100. So, when the Other Bolt got the baton in third place on the 4x100 anchor leg, it was clear he was not going to win. It was the worst possible ending for an athlete whose performances and personality kept his struggling sport afloat. Despite this disastrous final meet, Usain Bolt remains the greatest sprinter of all time and one of the most thrilling and popular athletes ever. The memories of the Other Bolt will fade, just as they did of so many other greats who chose not to leave at their peak. Which is their right -- to compete as long as their sport gives them joy, not as long as they show us what we want to see. “No one wants to see Usain go out like that, with an injury on the track in that way,” said Justin Gatlin,

I won’t be one of those people who come back,” Bolt said firmly. Twenty four hours earlier, the 30-year-old Jamaican’s matchless sprint career had ended painfully on the last leg of the 4 x 100 meters relay final as he crumpled to the ground in the London Stadium with a hamstring

Bolt, who admitted that it had been a terrible end of a “stressful” championship for him after also losing his 100 meters crown, said he had felt consoled on Sunday when someone told him “Muhammad Ali lost his last fight too -- so don’t be too stressed about it”. Already he was looking forward to an exciting future, he said, with his management camp talking to IAAF President Sebastian Coe, about what he might be able to do for the sport in an ambassadorial capacity. What I’m about to say would be inconceivable for Usain Bolt, but ... since his reign began at the 2008 Olympics, he had never been injured in a major race. Could the Other Bolt have chosen to succumb to a twinge in his own body rather than lose to another man? Blasphemy, I know. Bolt is 31, with a history of nagging back and hamstring injuries. Is there any graceful way to age? On Saturday, the runners were kept waiting longer than scheduled before their race as the temperature dipped toward 60 degrees. His heart has never been questioned. Enough of that. It did seem like his heart was elsewhere this final season, though -maybe with his close friend Germaine Mason, whose fatal motorcycle accident in April left Bolt despondent, or skipping ahead to a life that doesn’t require a Spartan existence and vomit-inducing workouts. Bolt made more than $60 million in 2016. The good life beckons. “He’s a living legend and we look up to him respectfully,” said Sashalee Forbes, a Jamaican sprinter who won bronze in the women’s 4x100. “He shows us, whether you’re down or not, you still can get across that finish line.” The Other Bolt limped across the finish line, through the tunnel and disappeared. Let him go. Let’s hold on to the memory of Usain Bolt, in first place.
Trinidad deny U.S. seventh successive 4x400 world title LONDON - Trinidad and Tobago denied United States a seventh successive world 4x400 meters relay title when Lalonde Gordon overhauled Fred Kerley on the final straight to win a breathtaking final at the World Athletics Championships on Sunday. The U.S led for most of the race and appeared to be on course for another win after Michael Cherry ran a strong third lap to extend their lead before handing the baton to Kerley. But Gordon gave chase and ran a superb final lap for the Caribbean islands, catching the American on the home straight to give Trinidad their first world title in this event and add to the list of upsets at the championships. It was just reward for Lalonde who was part of the Trinidad team which took bronze on the same track at the London Olympics five years ago and won silver at the Beijing World Championships in 2015. Jereem Richards, bronze
medalist in the 200 meters, and Machel Cedenio also kept them in contention in the second and third legs as Trinidad claimed their first and only gold of the championships. Martyn Rooney put up a brave chase for Britain but was unable to haul in the leading pair and the hosts took bronze. Trinidad’s time of 2:58.12 was the fastest this year. “We knew the U.S. team are always strong and we were prepared for that,” Cedenio said. “I think it was the best experience of all my career....We came third in 2012 in the national record. Now it is gold and I cannot ask for more.” Jamaica and Bahamas, Olympic silver and bronze medalists respectively in Rio de Janeiro last year, both failed to qualify for the final as did Botswana, another of the favorites, after they dropped the baton in the semi-finals.

Roger Federer has pulled out of the Cincinnati Open with a back injury, meaning Rafa Nadal will return next week as the world number one for the first time since 2014. I remain grateful for the amazing support that I continue to receive and for the family and friends that are assisting me.” Police found Woods stopped on the side of a Palm Beach-area road in his Mercedes-Benz at about 3 a.m. (0700 GMT) on May 29.
He had “extremely slow and slurred speech” after being awakened by a police officer but was cooperative and told officers he takes several prescriptions, including Xanax, according to a police report. Woods, who had been heading away from his home, could not remember where he was going and told police he was returning from Los Angeles. A blood test showed he had the painkiller Vicodin and the antidepressant Xanax in his system but no alcohol. He was charged with driving under the influence and improperly stopping his vehicle. In a statement after his arrest, Woods apologized to fans and blamed the incident on prescription medication he was taking to manage pain from a recent back surgery.
