SERVICE CHARGE BY JULY
Premier Hon. Sharlene Cartwright Robinson
By Todeline Defralien
P
ersons working in the hotel and tourism industry will soon get their long-awaited service charge next month, says Premier Hon. Sharlene Cartwright-Robinson. In an exclusive interview with The SUN, Premier Robinson noted that she received the analysis of the survey a few weeks ago and is now moving to have this before Cabinet in June 2018. “People want their service charge,” the Premier said. “People want to see jobs. People want to see the fact that these resorts are saying that we have labor shortage and these people still are saying I am available to work, and they want to see the connection. We continue to reach out for persons to come in and register. Yes, we have some response in that area, but people do not register with the labour office for you to know that this is it. People don’t respond when people put it in the newspaper. They just divorce it and say that’s for work permit purposes. We’re trying to break some mindsets to connect people to these jobs that do exist.” Service charge has been an issue for years in the TCI for persons working in the hotel and tourism industry and many have spoke on this issue and the impact it had on their lives. “Service Charge” is defined in the Service Charges (Hotels and Restaurants) Ordinance as “any amount of money charged over and above the price of accommodation in a hotel, or the selling price of a meal or intoxicating liquor or beverage purchased by a customer, for service to a guest or customer in a hotel or restaurant, but does not include any tax required to be paid under any Ordinance.” While the Ordinance does not specify a rate, most establishments levy the service charge at 10%. Service charge has been a contentious issue in recent among hotel workers and also the two main political parties, the People’s Democratic Movement (PDM) and the Progressive National Party (PNP). Last year, PDM chairman Hon. Doug Parnell said an attempt by PNP chairman Hon. Royal Robinson to play

In a press release, the PDM said its Government is committed to getting the service charge in the pockets of workers across this country. “This is precisely why the Ministry of Finance has been conducting surveys of hotel workers to ensure that the Government gets the law right. The PDM added that in a TCI hotel and tourism association meeting the Minister of Tourism put the tourism industry’s main industry trade group on notice that it was the PDM Government’s intention to pass a service charge bill to provide 100 percent of the revenue into the pockets of workers. “The PDM government’s aggressive approach and movements to get the bill right before bringing it to Parliament caused the PNP

The current head office at ScotiaCentre, 88 Cherokee Rd Providenciales, which currently houses the retail branch, corporate and commercial banking and the managing director’s offices, will become the new home for the full suite of services. The is being done “in order to preserve the standard of service and multiplicity of specialized services offered in the region”, according to a press statement from Nakera Symonette, senior manager for marketing and public relations, who is based in Nassau, The Bahamas. The consolidation of the Grace Bay Branch will take effect on July 20th, 2018 with Grand Turk Branch following on September 28th, 2018. All banking operations will remain business as usual until this time, the statement said. Scotiabank officials have engaged Leaders of Government and Opposition to apprise them of the Banks’ plans. “We are confident that this move will support the overall objectives
of the Bank, and promote the longterm sustainability of Scotiabank in the Turks & Caicos Islands.” commented Curtis Knight, Acting Country Manager, Scotiabank (Turks & Caicos) Ltd. “We appreciate the loyalty of our customers and commit to working with them to ensure a smooth transition. We look forward to serving them at the ScotiaCentre.” Scotiabank has been in the Caribbean for over 129 years and in the Turks & Caicos Islands for over 35 years. The Caribbean arm of the company has seen hundreds of storms and continued to expand its reach throughout the region. Most recently, Hurricanes Irma & Maria devastated a number of the countries in which Scotiabank operates, including the Turks & Caicos Islands. The press statement said the impact of these hurricanes is still being felt on a personal level with both customers and staff, as well on a business level. “As Scotiabank remains committed to the communities in which we live and work, the Bank donated over US$500,000 in hurricane relief, including US$50,000 in the Turks & Caicos Islands to local charitable organizations,” the statement added. No blacklisting for Turks and Caicos Islands Premier Hon. Sharlene Cartwright-Robinson, along with several senior Government Officials with private sector partnership engaged the EU Code of Conduct Group in February 2018 in Brussels to start the dialogue and conversation of matters of mutual interest. The dialogue with the EU Code of Conduct Group responsible for the compilation of the Non-cooperate list continued with the Ministry of Finance, Exchange of Information Unit, Attorney General Chambers, Financial Services Commission and Private Sector Representative and led to a Commitment Letter to examine the impact of proposed changes to TCI business models, particularly in the Financial Services sector. Turks and Caicos Islands Government was able to demonstrate to the EU Code of Conduct Group
significant legal and operational reforms implemented in the area of tax transparency and reporting. The three main criteria identified by the Code of Conduct Group: Tax Transparency, Fair Taxation and Anti-BEPS measures saw TCI as participatory and compliant. The Chair of the Code of Conduct Group communicated with the Hon. Premier by email on June 7th, 2018 indicating that Turks and Caicos Islands will not be included in the 2018 List of Non-cooperative Jurisdictions. In a government press release, Premier Hon. Sharlene CartwrightRobinson said: “I want to thank and recognized the hard work of the Ministry of Finance, Exchange of Information Unit, Attorney General Chambers, Financial Services Commission and the Private Sector
Hon. Sharlene Cartwright-Robinson, Premier & Minister of Finance, Turks and Caicos Islands who partner with us to achieve this successful outcome. This is just the beginning and there is much more to come by way of monitoring, therefore you continued cooperation is welcome
and appreciated.” Turks and Caicos Islands is a small developing country with its many challenges but have to meet all the international transparency and compliancy standards in the area of international taxation and reporting in the same manner applicable to developed jurisdictions. Good governance, fiscal stability, tax transparency and effective legislations are matters of significant importance to assessing compliance with the global financial systems. The European Union is one of the many organizations on an annual basis publishing a list of Non-cooperative jurisdictions (Blacklist) that fails to meet their tax transparency rules and standards. Turks and Caicos Islands was one of the 8 jurisdictions placed on a gray list, partly as a result of the 2017 storms.

Greatest cost of corruption is impact on society, says Acting Governor By Todeline Defralien The greatest cost of corruption is the impact it has on societies around the world. This was stated by Her Excellency the Acting Governor, Anya Williams who addressed the 4th Annual Conference of the Commonwealth Caribbean Association of Integrity Commissions and AntiCorruption Bodies (CCAICACB) at Beaches Resort during the opening ceremony on Monday June 4th, 2018. Williams added “In addition to the monetary cost, I believe the greatest cost of corruption is the impact on our society. I believe we all in the region would have had our experiences with corruption and it is important for us not to look at what we’ve been through and the experiences that we’ve had, but what we learned from
those experiences and where we are today.” Williams said that as countries works to strengthen and build institutions for greater governance and to fight corruption, it is important that they assess where they are, what are their successes and also what have been their challenges. “It is important that we seek to engage everyone and helping persons to acknowledge and have a problem with corruption and come to define what corruption is and putting in place institutions, programs and processes in place to address them,” she said Additionally, William noted that corruption does not only exist at the political and senior level, but in every facet of society and it is important for everyone to get to the root of it and is also important for them to tackle this scourge.
She thanked the CCAICACB and the Commonwealth Secretary for facilitating this conference, adding that she was grateful that Turks and Caicos Islands had the opportunity. “I am grateful for the Commonwealth Secretariat for all the work that they do in the Turks and Caicos Islands because they partner with us on a number of programs, particularly with our House of Assembly and we’re grateful to the Government for seeing it fit as well to partner with this exercise. Yours are not easy jobs. You’re not always the most popular agencies, but I hope that you will be able to come together and then persons will be able to see value in the work that you do. We’ve seen it and we want the community to see it as well. Not only to see it but to join and be a part of the fight against Her Excellency Acting Governor, Anya Williams corruption,” she added.

National Trust receives conservation education donation The Turks and Caicos National Trust has received a donation of $5,000.00 towards bird conservation in the Turks and Caicos Islands. The donation was made by Mrs. Patricia Bradley, widow of former TCI Governor Michael Bradley who served as head of state from 1986 – 1993. The funds are earmarked to underwrite costs for production of informative materials that would promote bird conservation through the work of the National Trust. Mrs. Bradley is an avid
ornithologist and has authored articles and books on birding, one being the Official Bird Checklist of the Turks and Caicos Islands. Being part of the global conservation movement, the National Trust engages in various exercises along with international and national scientists to promote bird conservation education, such as species count and habitat monitoring. The Trust is very grateful for this gift from Mrs. Bradley and has identified the Bird Rock
Point Heritage Fields as the point of focus for the upcoming project. Bird Rock Point is habitat for nesting White-Tailed Tropic Birds and feeding grounds for many other species such as black-necked stilts, reddish egrets, white-cheeked pintails, green herons, lesser yellowlegs and much more. After visiting the TCI for the St. Monica’s Anglican Church annual Spring Affair, Sister Sister hosted The Honorable Cynthia “Mother” Pratt, at dinner at Mango Reef restaurant in Providenciales on Wednesday May 30th, 2018 where she made very strong comments on what she witnessed at the Spring Affair. The Former Deputy Prime Minister of The Bahamas noted that as the leader of the country, Premier Hon. Sharlene Cartwright-Robinson should be respected and protocol should be established at all times. “This is something that bothered me. When I was sitting in the car the Premier pulled in, I didn’t know who she was and she got out of the car and a young man walked with her to the building and someone said to me, that is the Premier. The driver parked the vehicle and the gentlemen indicated to me that we should come in. I am talking protocol here. You see right is right and wrong is wrong.” She added: “It bothered me, because number one, there should have been an officer who came ahead of her to say to the people that the Premier is en route here and she is five minutes away or 10 minutes away. I am talking
Hon. Cynthia “Mother” Pratt, former Deputy Prime Minister of The Bahamas with Turks and Caicos Islands Premier Hon. Sharlene CartwrightRobinson about protocol. She came in, and whether it was last minute or not, when the leader of a nation appears, everyone must respect it. Not the individual, but the chair; and it was wrong. She came in and she sat down. I then came in afterwards and what should have happened was I should have been seated before. I am visiting her country. She is the head of this country and it is wrong. The protocol is out of order.” “Mother” Pratt further said that whenever an event is hosted in the TCI and the Premier is in attendance she

or other places to which the application is to be submitted together with contact details, including telephone and fax numbers and an email address; c.sets out clearly the salary package relating to the position; d.invites prospective applicants who are islanders to send copies of their applications to the Board; and e.state whether the position is currently held by a work permit holder. should be included in the programme and allowed to address everyone. “It doesn’t matter who the Premier is, the protocol must be in place and whatever your programme is, you change that programme once the leader of your nation appears and when I say change, you must put her in there somewhere; even if it’s only got five minutes to say something. I was so hurt and I said, ‘God this is wrong’, because she represents a nation and when she left, she left without notice and that should never happen. It hurt me because that lack of respect for the leader of the nation, whether is a male or a female; it is the chair that they represent. I shared it with the priest because Mother Pratt is going to tell you what’s on my mind. You can curse me tomorrow or you can do what you want to do. It doesn’t matter, and I was this close to calling her because it should not happen that way,” she explained. “Mother” Pratt stressed that it should be announced that the Premier is entering the room and when she is leaving the room. “Protocol must be established. It should be announced that the Premier is now leaving and so, once she gets up, it should be announced that the Premier is now leaving kindly stand as she exists and goes out. That hurt me and I was very embarrassed for that. She is not an ordinary person. She is the head, even if she’s been there for five months, even if she’s been there for two years, it doesn’t matter. She is there now and respect should be shown to the head,” she concluded.

Fortis partners with TCI on National CCTV project
FortisTCI has announced a formal partnership with the Turks and Caicos Islands Government (TCIG) for the installation of closed circuit television (CCTV) camera equipment on utility poles in Providenciales. As a part of the joint agreement signed on Tuesday, June 5, TCIG will pay for the energy usage of the cameras and FortisTCI will waive all pole attachment fees over the next three years. The Royal Turks and Caicos Islands Commissioner of Police James Smith announced in a press conference on May 1stthat approximately 120 high definition and high resolution cameras will be installed across Providenciales in the project’s first phase. The project includes a monitoring control room that will be manned 24-7 by a police inspector and 911 support staff. The Commissioner also stated that in phase two, cameras will be installed on Grand Turk and other islands. The implementation of CCTV to help curb criminal activity has been under discussion for some time in the TCI. Signing on behalf of the Royal Turks and Caicos Islands Police Force, the Acting Governor Her Excellency Anya Williams said, “I am pleased to see this project come to fruition, which will help the police actively monitor various areas throughout the country and assist in identifying criminal offenders. I’m sure these efforts will help our citizens, residents and visitors alike, to feel safer, knowing that surveillance cameras are a further aid

TCI Hospital announce winners of ‘The Diamond Challenge’
Eight teams of health care professionals showcased their best quality initiatives in a unique competition held on Wednesday May 30th inside the main foyer at Cheshire Hall Medical Centre for a prize pool of US$3,000 sponsored by InterHealth Canada Corporate, the private health care management company. ‘The Diamond Challenge’ spanned five months of team preparation, and last week’s finale featured a poster and oral presentation by each team leader before a panel of external judges. Each initiative submitted must have been implemented between the years 2015 – 2018 and reflect measurable impact or evidence of improvement in the practice environment. The judges were Dr. Hamlet Nation - Acting Chief Executive Officer of the National Health Insurance Board, Mrs. Ruth Forbes – Senior Vice President of Fortis TCI and Dr. Marcella Malcolm of Carolina Private Clinic. The Best Quality Improvement Initiative for building a Culture of Safety recorded a tie between the Baby Friendly Initiative and the Competency Mandatory Training Initiative. The first initiative was led by Dr. Dawn Perry – Head of

The latter Initiative was led by Jacqueline Moe-Cox and Lurline Barnett of the Hospital’s Education Department. by the Medication Reconciliation Project, which secured a double win. The project comprised of Dr. Sani Amatti – Head of Pediatrics, Dr. Ravindra Gajendragadkar – General Internist, Detorrie Tennant – Hospital Information Systems Manager and Tony Wilton – Pharmacy Manager. The title of the overall competition was derived from the
hospital’s quest to receive diamond status once again. Turks and Caicos Islands Hospital will undergo a third accreditation assessment next week June 11th – 15th 2018. A full-site survey is carried out every three years by independent overseas assessors. The acute-secondary health care facility has been accredited at the Diamond level since March 2012, which is the highest level achievable under the ACI Qmentum International Accreditation Program. Accreditation is an independent assessment of a health care organization’s performance against internationally recognized standards of best practice. TCI Hospital Chief Executive Officer, Gaston Levac commented on the internal competition. Levac said: “The excellent work presented by Diamond Challenge team members is a reflection of the quality work delivered by all hospital personnel. It bodes well for the TCI Hospital receiving an unprecedented third straight Diamond Accreditation award. To obtain a Diamond Award from Accreditation Canada International demonstrates that the hospital is in compliance with the world’s most rigorous standards of care, service and performance.”

our Administration. We have accepted that corruption cost more than we can afford or are willing to pay. We have accepted and believe that the Government is critical in this fight and must lead the way. We have seen how corruption cost financially as well as reputationally and as the guardians and stewards of our country’s name and resources, we are resolute in our stance. It is important that we educate even the smallest child on the importance of integrity and make connections in the simplest form as to how it adversely affects systems, governments and countries. We recognize that because of corruption, we can be made to pay more than value for goods and services thereby robbing critical areas of much needed resources; it of course can attract unsavory characters while discouraging the entry of good wholesome investors; it can cost in loss of critical experience and manpower when persons are recruited corruptly and certainly it can cost us in reputation all around. According to an article that was recently published in the Caribbean News Now, it noted that the Cayman Islands is not the most popular jurisdiction for Russian billionaires, they have been involved in deals related to the Russian Oil Industry. It is a well-known fact that Russian cash is flooding Britain and these tax havens (BOT’s) as well as Crown Dependencies. They have become the subject of scrutiny by the British Government. Britain believes that these Russian oligarchs are using the territories as tax havens to funnel monies into the UK. In response to this, Britain has also set up two parliamentary committees to examine the extent to which their territories and Crown Dependencies are involved in aiding the Russians in their ill-gotten money gains but more so, the Overseas Territories. Britain is prepared to freeze all Russian state assets where it threatens British people or their interests. In order to enforce this initiative, the Upper Chamber of the British Parliament passed the amended Sanctions and Anti-Money Laundering Bill which included the imposition of public registers on the British Overseas Territories. Despite this action by the British Parliament, the Minister with responsibility for the BOT’s, said it was not what he had hoped would happened. His position is one where he believes such action by the British Government would disenfranchised the local democratically elected governments in the BOT’s. The other issue has to do with the British Government jumping the gun. They are putting this regulation in place before it becomes a global standard. The Minister is also of the view that this action will have serious implications for the economies of the BOT’s in particular those that were hard hit by the recent devastating hurricanes in 2017 and are still recovering. The British Government is therefore legislating for the BOT’s without their consent rather than working with them to progress issues on beneficial ownership. The Minister further warned that such action before it becomes
international standards can result in the flight of business to more less regulated jurisdictions. He also noted that these territories have complied and cooperated on transparency and regulations as they are important financial centers to the world economy. There are others who share similar perspectives as the Minister. They also warned of a catastrophe for the financial services in the BOT’s with the imposition of registers before they are the common standard. One such vocalist is Lord Nasby who set down an amendment which was withdrawn. He pointed to the Cayman Islands in particular noting that West Minister, telling them what to legislate was a constitutional problem. It seems to suggest that Britain is imposing direct rule without consultation on her BOT’s. This is in direct contravention of the White Paper (1999), which speaks to a formation of partnership through progress – respecting the views and opinions on matters related to the growth and development of the BOT’s. This decision by the British Government, is believed to be in direct contravention of the articles of the White Paper. The British Government sees the BOT’s as tax havens which allow such persons who want to hide their ill-gotten gains, to do so at will. In response to this action, the Cayman Islands Government in collaboration with the Opposition Party in that country, is entering into dialogue with the UK to change parts of their constitution relating to the territory’s relationship with Britain. The Premier in a recent visit to the UK, held meetings with Prime Minister May clarifying their position on this matter. In a bold step, the Premier is proposing to remove the current section that deals with the powers the UK has to legislate for the territories and replace them with a much stiffer clause that will only allow Britain to make domestic legislation for the Cayman Islands in very serious circumstances such as a breakdown of law and order. The Cayman Islands Financial Services Minister has already met with the EU Officials in Brussels to deal with the pressure regarding the lack of substantive presence of offshore companies domiciled in the Cayman Islands. During this visit, the Minister met with two panels that included OECD and EU participants and the Code of Conduct Group of the European Council as well as other EU Officials. These efforts by the Caymanian Government are continuous as they attempt to ensure their efforts to cooperate are recognized. Through these collaborative efforts, The Minister presented Cayman’s story in a light that many EU Leaders may not be aware of which is expected to result in reshaping EU policy towards
Dr. Carlton Mills them. Prior to the Minister’s meeting with EU Officials, she met with members of the financial services industry in her country about the way forward to get their take on the matter so that she while on these visits to Europe, could speak from an informed position. Such steps are necessary as these are the key players in the industry and the need to keep them informed each step of the way of her Government’s actions. The BVI on the other hand, has also reacted to this initiative by the British Government. The BVI Diplomat Benito Wheatley, at a recent meeting at Number 10 Downing Street, told the British government that such actions would undermine the partnership between the UK and the BVI. He further pointed to the fact that the BVI is experiencing some critical times since the passage of the two hurricanes in 2017 putting the islands in a very vulnerable position. They are still in such a position as they have not yet recovered from the devastation. He further reiterated that the financial sector accounts for 60% of his government’s revenue particularly since the British Government is well aware of the devastation of their tourism sector caused by these same hurricanes. Although the British Government is providing financial assistance to the BVI to rebuild climate resilient infrastructure, their Government still has to take out commercial loans to support their financial sector. He also noted that with the imposition of the public registers of beneficial ownership and the current economic hardships currently being experienced, this will impede their ability to secure loans and undermine their financial industry. He also expressed similar sentiments to that of the Cayman Islands
where the UK Parliament is legislating for the Overseas Territories in areas where powers have been devolved to the territory’s governments and where there is no international legal obligation upon the UK to intervene in the territories to dispense its sovereign obligations. There is also support for the BOT’s. Several persons have warned of a catastrophe for the territories financial industry. Lord Nasby further noted that the regulatory standards in the territories were much better than those in the UK. He further pointed out the inequality in British Legislation where Britain is imposing the public registers on the BOT’s but not on the Crown Dependencies. Several lawyers among the Lords in the UK also suggested that they will offer their legal services to represent the BOT’s in a judicial review. If the regulatory standards in the BOT’s are much better than those in the UK (as stated by Lord Nasby), what gives the UK the moral consciousness to legislate on their behalf? Clearly as the “Mother Country”, the UK is not setting a good example. It goes with saying: “what is good for the geese, is not good for the gander”. The UK has certainly not changed. The burning questions for the Turks and Caicos Islands is, what impact will such action by the British Government have on our financial services sector? We have seen where both the Cayman Islands and the BVI have openly expressed their concerns about this action by the British Government. What are we doing in the TCI? There seems to be no collaborative efforts by the BOT’s to address this issue as they all basically depend on the financial sector as one of the primary revenue earners. Some of the territories seem to be going on it on their own rather than collectively. The Turks and Caicos also has the offer of legal advice from some of the Lords. Will we take them up on this offer or will we remain with our hands tied and say as we did about the influx of Haitian Sloops into our shores, “I can’t stop the British Government’. The Sanctions and Anti-Money Laundering Act 2018 received Royal Assent on May 24th, 2018 which contains provision that the BOT’s must adopt public registers of beneficial ownership by December 31st, 2020. We have seen the responses from some of the BOT’s. What is the position of the TCIG on this? What will be our government’s position as Leaders of the BOT’s gather this month in London at the Pre-Overseas Territories Joint Ministerial Council Meeting. The Premier of the Cayman Islands has already indicated that he will press the issue further at this upcoming meeting. Will the TCI follow suit? We need to hear form our Leader on this critical matter.

The Scotiabank saga By Jamell Robinson
By the time the ink dries on this article, all persons within the Turks and Caicos Islands (TCI) would have heard about the pending Scotia Bank consolidation of its operations to the main Cherokee Road Branch in Providenciales, resulting in the forthcoming closures of the Grace Bay Branch and more significantly the Grand Turk Branch. On getting confirmation of the news that had been rumored most of the afternoon, I experience a range of emotions from shock, to anger, to outrage. My first inclination was to call for and lead an all-out nationwide
boycott of Scotia Bank, encouraging persons to move their accounts elsewhere. But it quickly dawned on me, where exactly would we be moving our accounts? To FCIB? Well they closed their banking services in South Caicos some time ago with no return date in sight. RBC? They too have gone through their own restructuring and are not a nationwide bank either. The only solution is to do it ourselves. Be it through a credit union or a full fledged locally owned and operated banking institution, which I favor of the two. While this solution can’t happen overnight, we must progress towards it in all honesty because to
continue to be subjected to foreign controlled entities that make decisions outside of the TCI based solely on profit/loss margins is unacceptable. To those that say but we tried TCI Bank already and it failed, I say every failure in life is a learning opportunity. Plus, banks fail or are allowed to fail (the actually case of TCI Bank) every day and new banks or financial institutions open daily as well. We have the brainpower in country to figure out which financial model is best for us to have a sustainable banking option on all inhabited islands in the Turks and Caicos chain of islands. Simply, if the Bank of Nova
Jamell Robinson Scotia can operate successfully within the region for 129 years and in the TCI for 35 years, so can we. Still Blessed TCI.

Employers/Leaders do the right thing towards your employees - LEAD THEM By Drexwell Seymour Lead by Example. Empower Your Employees Appraise Your Employees Honestly. Delegate Some of Your Responsibilities. Lead by Example Employers want their employees to come to work on time, be confidential and do not use their phones and internet while on the job but some employers are doing the same thing. Perhaps if employers do what they want their employees to do, just maybe the employees will follow. However, even if some of employees do not follow suit, continue to lead by example. Otherwise, your employees will have no trust respect and confidence in you. Empower Them - Stop giving employees fancy major titles with no major responsibilities There are some employers who have given their employees fancy titles such as Director of XY Department but they have no authority as Director to make certain decisions. In fact, some companies have another position over the Director of XY Department who in turns makes the real decisions. I do not understand the rationale for this but I certainly have my own reasons why I think it is like this. However, at the end of the day, employees should be empowered to make decisions in the roles they have. Do not put them in the roles if they are not entrusted with the responsibilities. Empower Your Employees. Appraise Your Employees Honestly About Their Performance Sometimes, in a small society like TCI and due to familiarity (everybody knows everybody), we find it hard to provide an honest feedback to our employees and so employers are stuck with employees that are not performing well. Furthermore, the employees think they are doing a great job because their appraisals each year reflects a favourable rating. Employers be honest with your employers. If they perform poorly, tell them they perform poorly and assist them with a development plan to improve. In the end, not only will they fail, as an employer you will also fail. When they leave your organization and go to another, the employee’s work pattern may not change and it could be a
reflection on your leadership skills. Delegate some of responsibilities Employers ensure that you delegate some of your responsibilities to your employees through aggressive training and teaching them exactly what you do. This in turn can be a basis for developing succession plans for all of your employees. This is also a means of empowering your employees and also relieving you as an employer of some of your duties thus giving you the needed break you deserve. Listen Leaders listen to your employees. Not because you may have a degree or you are in a position of authority means you know everything. The employees are the ones that interact mostly with the customers and other employees and so they know their pressing issues. Consider some of their suggestions and implement them. Show them that you value their opinions. Make the work environment suitable Make the environment comfortable for your employees. For instance, I see employees in some stores standing up all day serving customers. I don’t understand why employers do not provide their employees with a chair or a stool. Employers provide your employees with the necessary tools and equipment so that they can get look forward to coming to work and perform effectively on their jobs. Do not reprimand employees in the presence of other employees I recalled an instance where I saw an employer reprimanded an employee not only in the presence of other employees but also in the midst of customers. Employees if you need to reprimand an employee, find a closed office to do so. Furthermore, please do not speak to employees in a condescending manner as you do not want anyone to do the same to you. Give All Employees the Right and Fair Compensation There are too many situations where there is a major gap in compensation packages among

employees who are doing the same role and the job performance is similar. This is particularly in cases where some expatriate workers are getting significantly a higher pay then the local workers. Some employers say that it is difficult to attract a high caliber of persons to the islands and so they have to increase the compensation package (including the provision of gratuities) to incentivize individuals to come to TCI. Employers should also do their best to retain locals on the jobs especially if they are high performance. To do so would also require a package for locals that is similar to that for an expatriate worker. If it is good for one then it should be good for all. Respect Employees and do not practice preferential treatment or favouritism Employers do not treat employees differently because of the position or role the employee occupies or even because of their performance. Every employee in a company from the janitor to the CEO is important and should be feel important by the employer and other colleagues. There should be no preferential treatment or favouritism on the job. Do not engage in discussions with employees about other employees One position that employers may find themselves in is that they may be closer with some employees than the others and sooner or later may find themselves in discussions with employees about other employees. Employers should never engage in discussion with employees
Drexwell Seymour about other employees. If such discussions take place, eventually it will get out and the employees will feel betrayed. Communication Communicate effectively with your employees. Ensure they understand exactly what you require from them. Do not make any assumptions. Communicate exactly what you are thinking as employees cannot read your mind. Conclusion Of course, there are other issues that are not addressed in this article but I believe if employers addressed the above issues and do the right thing, then the company will have favourable outputs. Employees may in turn perform better which in turn means the company will also perform better. Customers may also have better experiences as employees hopefully will be excited to serve them. Employers do the right thing.

In Missouri, J&J faces biggest trial yet alleging talc caused cancer
NEW YORK - A lawsuit by 22 ovarian cancer patients against Johnson & Johnson went to trial on Wednesday in Missouri state court, marking the largest case the company has faced over allegations its talcbased products contain cancer-causing asbestos. The women and their families suing in the Circuit Court of the City of St. Louis say decades-long use of J&J’s Baby Powder and other cosmetic talc products caused their disease. They allege the company knew its talc was contaminated with asbestos since at least the 1970s but failed to warn consumers about the risks. J&J denies both that its talc products cause cancer and that they ever contained asbestos. J&J is battling some 9,000 cases brought by users of its Baby Powder and Shower to Shower talc products, the latter of which was sold to Valeant Pharmaceuticals [VAPI. UL] in 2012. The majority of those lawsuits claim talc caused ovarian

Bicks added that testing done by independent laboratories, universities, government agencies, talc suppliers and J&J itself has shown that there is no asbestos in the company’s talc. But plaintiff’s lawyer Mark Lanier said asbestos and talc, which are closely linked minerals, are intermingled in the mining process, making it impossible to remove the carcinogenic substance. Lanier said there was “no doubt” that talc caused his clients’ ovarian cancer. “This case is as simple as asbestos breathed in or put inside of you,” Lanier told the jury. J&J has lost two talc mesothelioma jury trials in the past weeks. Those cases are currently under appeal. Juries in California and Missouri have also issued verdicts in ovarian cancer cases totaling more than $720 million in damages. Those decisions have either been tossed out or are still under appeal.
Many women with early-stage breast cancer can skip chemotherapy CHICAGO - Some 70 percent early-stage breast cancer that of women with early-stage breast responds to hormone therapy. cancer and an intermediate risk of Women were deemed to have cancer recurrence can safely skip a medium level risk of the cancer chemotherapy after their tumors coming back based on a 21-gene have been removed, U.S. researchers panel known as Oncotype DX from Genomic Health (GHDX.O). The said on Sunday. “This is a major finding,” said test predicts the likelihood of cancer Dr. Larry Norton, a breast cancer recurrence within 10 years. Those expert at Memorial Sloan Kettering who score low on the test - from Cancer Center in New York, who zero to 10 - are already told to skip helped organize the government- chemotherapy after their tumors are funded study more than a decade ago. removed and they receive hormone “It means that maybe therapy. Those who score high - 26 to 100,000 women in the United States 100 - receive both hormone therapy alone do not require chemotherapy,” and chemotherapy. The study, dubbed TAILORx, Norton said. The research, presented was also published in the New at the American Society of Clinical England Journal of Medicine. It Oncology (ASCO) meeting in Chicago, involved more than 10,000 women studied how to treat women with with breast cancer that had not
spread to nearby lymph nodes and whose tumors respond to hormone therapy and test negative for the HER2 gene. Of those, 6,711 scored in the intermediate range of 11-25, and were randomly assigned hormone therapy alone or hormone therapy plus chemotherapy. The study found that all women over 50 with this type of breast cancer could skip chemotherapy, a group that represented 85 percent of the study’s population. In addition, women 50 and younger who scored between zero and 15 could be spared chemotherapy and its toxic side effects. However, chemotherapy did offer some benefit to women aged 50 and younger who had a cancer
recurrence score of 16-25, researchers found. Dr. Steven Shak, chief scientific officer at Genomic Health, said about four in 10 women in the United States with early stage breast cancers are not tested for recurrence risk. He expects the study’s results will change that practice. “This is going to provide the highest level of evidence now for our test being indispensable in clinical practice,” Shak said. The company currently provides tests to more than 900,000 patients in more than 90 countries, Shak said. In the United States, the test costs $4,000 and is covered by Medicare and all major private insurers.
Physically demanding jobs may shorten men’s lives Despite much evidence that getting lots of physical activity bodes well for long-term health, when it’s physical labor on the job, the opposite might be true. Researchers found that men whose jobs involve a lot of physical labor are 18 percent more likely to die prematurely than workers who sit at desks most of the day. The analysis looked at data from 17 previous studies examining the link between longevity and activity levels at work, including a total of 193,696 adults followed for an average of almost 20 years. Overall, 29,639 people, or 19 percent, died during the study period. “We’ve known for a while already that physically demanding work can be bad for you,” said lead study author Pieter Coenen, an
occupational health researcher at VU University Medical Center in Amsterdam. But the idea that it might drive people to an early grave is relatively new, Coenen said by email. While the study wasn’t a controlled experiment designed to prove how activity levels at work might directly affect longevity, the results suggest there’s something inherently different about manual labor and leisure-time exercise, Coenen added. During leisure time, for example, people might jog for a half hour or so, enough time to increase their heart rate and build stronger bones and muscles. But in some jobs, physical activity can be nonstop for eight hours straight with few breaks, and this can
take a toll on health over time, leading to chronic issues like back pain and straining the cardiovascular system, Coenen said. “We think that physical activity at work and during leisure time are two really different kind of exercises with different physiological responses and health outcomes as a result,” Coenen said. “On top of that, we know that people who are physically active at work, typically aren’t so active during leisure time, so these people are exposed to the negative health consequences of occupational physical activity and also benefit only to a limited extent from the positive health effects of leisure-time physical activity.” But the study found different results for women. Women who did manual labor appeared to live longer
than women who didn’t, although the difference was too small to rule out the possibility that it was due to chance. One limitation of the analysis is that most of the smaller studies relied on participants to accurately recall the amount and intensity of any physical activity on the job, researchers note in the British Journal of Sports Medicine. The study team also lacked data on other forms of exercise like commuting on foot or by bike. Certain factors that make people more likely to have physically demanding jobs may also make them more apt to die young, said Silvia Stringhini, a researcher at the Institute of Social and Preventive Medicine and Lausanne University Hospital in Switzerland.

UK OT Minister bypasses BVI in regional visit | Bad timing, says Premier As the British Overseas Territories continue to voice their objection to the United Kingdom’s ‘public registers’ controversy, Britain’s minister responsible for Overseas Territories, Lord Tariq Ahmad visited a number of those territories to hold discussions with the respective leaders last week. Lord Ahmad visited with Overseas Territories such as the Cayman Islands, Montserrat, and Anguilla. However, other territories such as the British Virgin Islands received no such visit and residents have called for an explanation. In what can be described as a facile explanation in a social media post, Premier Dr D Orlando Smith on Monday said Lord Ahmad’s rounds in the region were ill-timed. Dr Smith said: “Lord Ahmad intended to visit the BVI and Anguilla.
However, the timing was wrong for the BVI, which he understood perfectly and he decided to visit Cayman Islands instead.” The Premier did not specify what made Lord Ahmad’s would-be visit to the BVI ill-timed. He also did not clarify whether it was Lord Ahmad who opted not to visit the BVI or whether local government requested the UK Minister not to come ‘at this time’. Meanwhile, the Premier’s explanation did not sit well with some social media users. “This is what pi**es off the masses. Mr Premier will tell you 25 percent of the story and then leave the people to wonder what is so wrong in Premier Dr. D Orlando Smith saying why the timing was not right. “Something subversive happening and You really making it worse, smh,” one the visit by the British Lord would user said while replying to Dr Smith’s have been inconvenient and perhaps caused uncomfortable questions post yesterday (May 4). PWA calls for investigation into police force and interference by Police Chief Chairman of the Police Welfare Association (PWA) Jefferson Drigo is calling for an investigation into the Police Force for what he called interference by the Police Chief. Drigo, a corporal of police and stationed in St. Joseph, received news that he was transferred to Delices effective June 15, 2018 after he got involved into complaints made to him as PWA Chairman by a female police officer about a senior police officer. The PWA executive met with the Minister of National Security Rayburn Blackmore and according to them, the discussion was ‘fruitful”. They refused to give full details of the discussion. After the meeting with the Minister of National Security the PWA met the press and stated that as police officers, they believe that it is their duty to serve “our communities with integrity”. “On or about May 10, 2018 a female subordinate police officer came to the station of the Chairman of the Police Welfare Association (PWA) and there she verbally made to the Chairman of the PWA an adverse complaint against a senior in the police service.” Drigo stated. According to Drigo, he advised the female complaining police officer that the complaint is “one that requires the professional service of at attorney at law.” On June 2, 2018 by Force Order, the Chairman of the PWA was informed that the Chief of Police had directed his transfer from St. Joseph to Delices Police station. The Chairman of the PWA said he was “shocked to be so informed and is still puzzled by the development.” “Our research has revealed,
that there is no legitimate and lawful need for the transfer of the Chairman of the PWA and all information tend to indicate, that it’s directly related to his involvement and that of the PWA executive and advise in the adverse complaint made to him,” he said. “In the circumstances, the PWA considers the decision of the Chief of Police as interference of the statutory and constitutional rights of the Chairman and other members of the PWA in seeking to bring to the notice of the Chief of Police and the Minister matters affecting the general welfare and efficiency of Police Officers. The PWA has been advised that if the decision of the Chief of Police to transfer the PWA chairman is to interfere with the lawful activities of the PWA is unfair and arbitrary.” Drigo added, “The executive of the PWA is now calling for an intervention by way of an official investigation regarding actions adverse to the health, safety, general welfare and efficiency of police officers including adverse complaints, if any, made against senior police officers in the police service as we believe that such actions and complaints if allowed to develop are more likely than not to compromise the principles of integrity and service in the police force. We firmly believe that the relevant authorities including the Minister of National Security and the Director of Public Prosecutions (DPP) ought to be concerned about those unfair and arbitrary actions respecting the administration of the police force that not only seeks to compromise the principles of integrity and service in the police force but also create an unsafe and unhealthy work environment.”
Of course, that is only a guess as no answers have been forthcoming … But, with luck, they are being formulated in the ‘creative department’.” The BVI has been at odds with the UK since the British parliament passed a Bill that is forcing the BVI and other Overseas Territories to implement what are known as public registers of company beneficial ownership. These registers mean the BVI is required to publicise the names of beneficial owners of offshore companies registered in the territory. Effectively, beneficial ownership is a legal term where specific property rights belong to a person even though the legal title of the property is in another person’s name. Publicising the names of these beneficial owners could discourage them from doing business with the BVI as it relates to financial services.
Chief Justice rules gay couples can again marry in Bermuda HAMILTON, Bermuda — Chief Justice Ian Kawaley Wednesday ruled that gay couples can once again marry in Bermuda, after he upheld a constitutional challenge against the Domestic Partnership Act 2018 (DPA). Delivering his judgment before a packed courtroom, Justice Kawaley, who steps down as Chief Justice later this year, said the sections of the act that revoked the right to same-sex marriage were invalid because they were inconsistent with provisions in Bermuda’s constitution, which give the right to freedom of conscience and creed. His ruling came five days after the DPA came into effect, banning same-sex marriage in Bermuda but
giving gay and straight couples the chance to enter into civil unions. The latest civil proceedings in Supreme Court were brought against Attorney-General Kathy Lynn Simmons by gay Bermudians Rod Ferguson and Maryellen Jackson and the charity OutBermuda. The plaintiffs claimed the part of the DPA that reaffirmed that a marriage is void unless the parties are male and female was unconstitutional. The DPA was approved by this British Overseas Territory’s parliament last December, sparking criticism from human rights activists and UK MPs, including Prime Minister Theresa May, who said she was “seriously disappointed”.
Bankers want tougher penalties for ATM fraud The Bankers Association of Trinidad & Tobago (BATT) has expressed disappointment at the “comparatively lenient penalties” imposed on several people here who sought to defraud the several banks using the automated teller machines (ATM). While it praised law enforcement authorities for their quick action in recent bank ATM frauds, the BATT said that it “is however disappointed in the comparatively lenient penalties imposed on those convicted of fraud, which we understand is largely attributable to the inadequacy of the governing legislation under which charges can be laid and enforced”. At least four people were charged with ATM fraud in which an empty envelope was deposited following which monies were
withdrawn. Media reports said that since May 18, an estimated 4,000 empty envelopes were deposited in a commercial bank’s ATMs across the country. It is a scheme which takes advantage of a glitch in that bank’s system which allows customers to withdraw money from cheques immediately after they make deposits. But the BATT said it wanted to remind the public security measures are in place to track all banking transactions, where persons can and will be identified, if any acts of fraud are committed. “Our member banks have always given high priority to safeguarding customers’ deposits and will continue to invest in systems and technology to provide a secure banking infrastructure.”

Bodies recovered as search continues for missing people swept out to sea KINGSTOWN, St. Vincent– The bodies of two people were recovered on Monday, but the search is continuing for two others, who were swept out to sea while on a beach in south east of the island on Sunday, nearly one year after six people in a speedboat travelling from Canouan to Mustique disappeared without a trace. Neither the boat nor its occupants have ever been found and in Sunday’s mishap Curtley Daniel, 29, his 10-year-old nephew, Jevorn Junior Phillip, along with 13-year-old Jonathan Welcome, and 10-year-old Isaiah Shallow, were swept out to
sea while bathing at Breakers, which is notorious for its unpredictable and dangerous currents. Civilian divers, who turned out to support the efforts of the St. Vincent and the Grenadines Coast Guard, recovered the bodies of Welcome and Daniel. The Coast Guard said that visibility is poor and there is a swift current going in the direction of the open sea as well as a three foot deposit of seaweed on the seabed. Jevorn Phillip, father of the missing boy told the Caribbean Media Corporation (CMC) that the four were
playing in the water when a waves came suddenly and “wrapped them up”. The younger of Phillip’s sons and at least one other child were saved, reportedly when an adult instructed them to swim towards her, then snatched them from the water. Phillip said he was not at home on Sunday when his brother took the children to the beach. Meanwhile, David Cupid, father of Welcome, said he wasn’t aware that Daniel had taken the child to the beach. “I never knew he took them
Airport upgrade cost will not be made public until 2019 Though officials have confirmed that the price of the Owen Roberts International Airport upgrade will exceed its original $55 million estimate, the project’s final cost will not be made public until 2019. Ombudsman and Cayman Islands Airports Authority officials told this to the Compass in response to a freedom of information request to ascertain exactly how much the cost and the scope of the airport upgrade has increased since its inception. Airports Authority officials have admitted that the project will cost more than $55 million due to changes in the project, but have declined to provide specifics. “Given that the CIAA has not finalized this process (Owen Roberts Airport Redevelopment Project), I believe it would be premature and not in the public interest to release those records at this time,” Ombudsman Senior Appeals and Policy Analyst Charlene Roberts told the Compass.

Guyana records lower cases of malaria but increase numbers of HIV and TB cases GEORGETOWN, Guyana– Guyana could eliminate the mosquito born malaria disease, a senior official of the Pan American/ World Health Organisation (PAHO/WHO) official said here Monday. “We see Guyanese cases falling from 45,000 (infected) every year to a mere 11,000 so it gives me hope that we can actually eliminate malaria with time. Barbados has done it so we should be able to,” PAHO/WHO country representative Dr. William Adu-Krow told reporters. He made reference to the mosquitoborne disease as part of the continued push by the PAHO/WHO to tackle the big three major communicable diseases in Guyana- the other two being Human Immunodeficiency Virus (HIV) that can lead to AIDS, and tuberculosis. But while the country is reporting a decline in malaria cases, the situation is less encouraging for HIV. While its prevalence had been decreasing to a low of 1900 people taking anti-retroviral therapy in 2006, recent data shows an increase in new cases. “All of a sudden, new cases are rising which means people are just tired about hearing of HIV and they think it is no longer an issue but it is still an issue and we have to do something about it,” Dr. Adu-Krow said. Statistics provided by Global Fund indicate that the number of people placed on anti-retroviral treatment for HIV increased from 3,800 in 2012 to 4,800 in 2016. Meanwhile, new tuberculosis cases are also on the increase, moving from 270 cases in 2007 to 2,210 in 2016. The PAHO/WHO official this is also the most expensive of all the diseases since the advent of multi-drug resistant strains. “We are getting more and more people getting to what we call resistant TB. Those cases are very difficult to treat and not only that, it cost about ten times more to treat those cases.” Multi-drug resistant TB cases develop when the bacteria that cause tuberculosis (TB) can withstand the effect of the drugs. This has become about due to infected people not taking the full complement of medication.
Saint Lucia to host major regional building standards forum & exhibition Caribbean countries are still recovering and rebuilding from the ravages of the 2017 hurricane season underscoring the urgent need for disaster resilience to be a top priority in the region. The building sector is of critical concern and this is being addressed in an upcoming Caribbean Building Standards Forum and Exhibition slated for Wednesday, June 13 to Friday, June 15 in Saint Lucia. Hosted at the Bay Gardens Hotel, the activity is a collaboration between the OECS Commission and the Caribbean
Development Bank (CDB) under the theme ‘(Re)building for a Resilient and Robust Response to Disasters’. It will bring together local and regional stakeholders in the construction and finance industries as well as development partners. The exhibition component will feature building products, technologies and services that enhance disaster resilience and preparedness. This should be of particular interest to the general public as they prepare for this year’s hurricane season which starts officially this month.
The aim of this regional building forum is two-fold. Firstly, the OECS Commission, under the EU-funded iLAND Resilience Project, is seeking to review and discuss the 2015/2016 OECS Building Code and Guidelines to update and improve their provisions and implementation. Secondly, the CDB is leading the effort to harmonize a regional approach to disaster resilience and regulation of the building sector. The CARICOM Regional Organization for Standards and Quality (CROSQ) is also a collaborating partner
on this effort and will be participating in the forum. Member States of the OECS and the wider CARICOM region are expected to benefit from this joint appraisal and engagement of the construction sector in respect of resilience. Presentations will be delivered by regional and international technical experts from various fields in the industry to be followed by working groups and closed sessions. Members of the public are welcome to participate in the dialogue and the exhibition. Further information may be obtained on www.oecs.org.

Government says surveys show Bahamians indulge in smoking from early age Global Youth Survey conducted among Bahamians teenagers has found that 13 per cent of them smoked tobacco. But health Minister Dr. Duane Sands said the findings from the 2017 National Household Drug Survey revealed that 25 per cent of Bahamians between the ages of 12 and 65 years have at some point smoked, with males smoking about a four times higher rate than females. He said that the Global Youth Survey was conducted among Bahamians teenagers between the ages of 13 and 15 years. Dr. Sands said there is a link between tobacco use and cardiovascular diseases including stroke, which when combined are the world’s leading causes of death. He said the recent “World No Tobacco Day hits at the core of my
Ministry’s mandate to ensure that the highest quality of services for health promotion, health protection and health care are accessible to all people of The Bahamas. “Further, it coincides with a range of initiatives by my government aimed at not just treating the health ailments of the Bahamian people but also aggressively moving the paradigm more towards preventive medicine.” The Health Minister said that the government is revising the Tobacco Bill that will allow for the monitoring of tobacco use in the country, better facilitate prevention policies; protecting citizens from exposure to second-hand tobacco smoke by creating and increasing completely smoke-free indoor public spaces and workplaces. He said it is also intended to
strengthen partnerships for smoking cessation programs and other interventions as well as implement effective anti-tobacco media campaigns that inform the public, especially the youth, about the harms of tobacco use and second-hand smoke exposure and create a mechanism for the enforcement and levying of fines and penalties for infractions. “My Ministry led a review process involving multiple health and non-health partners from October 2017 to January 2018, which informed recommendations and guidance to the Attorney General’s Office, who was given charge of reviewing the draft Bill. I look forward to submitting this to Cabinet and starting the process in the Honourable House of Assembly of passing this Bill,” Dr. Sands said. Cigarettes
Judges angry over Archie’s extra leave Judges of both the Supreme and Appeal Courts are said to be upset over the decision by Chief Justice Ivor Archie to proceed on an additional six-week vacation and are demanding answers about the “type’ of leave he has proceeded on. Archie left the country last weekend. In his absence, Justice Allan Mendonca will act as Chief Justice from May 19t-June 7, when Mendonca himself will be out of the country. Appeal Court Judge Alice Yorke Soo Hon will act from June 8-17 and Mendonca will act again from June 18-29-. Archie is due to return to office on June 30. In an email to judges, Archie’s administrative secretary Shabiki Cazabon said the CJ would be out of the jurisdiction from May 19-June 30 to continue his vacation leave cut short by the death of his mother. The T&T Guardian was told members of the Judiciary and “even those in the Court of Appeal,” are “very angry” at the leave. By their calculation, Archie is only entitled to a further two weeks. “We are very upset, nobody
Chief Justice Ivor Archie understands the leave,” the judges said. One angry member of the Judiciary told the T&T Guardian, “It is time for members of the Court of Appeal to stand up for what is right and bring an end to this. The Court of Appeal has to say the Judiciary cannot take this.” Last November, Archie
Guyana man jailed after claiming wife committed suicide A High Court judge has sentenced Vindira Siriram Persaud to 22 years in jail — four years after his wife was found dead in a bucket of water. Persaud had maintained his innocence during the sentencing phase after claiming during the trial that his wife had committed suicide. However, the court heard that Shelly-Ann Persaud was badly beaten prior to being submerged into the bucket of water. The prosecution alleged that he killed his wife between June 9-10, 2014 and he was found guilty of manslaughter by a 12-member mixed jury. In handing down the sentence, Justice James Bovell-Drakes, said he considered the amount of time the man spent in jail awaiting trial and that fact that he was a well behaved prisoner. But the judge also warned the convicted man that he should his time in jail to change his conduct.

CDB signs grant agreement with the University of Guyana towards construction of library ST. GEORGE’S, Grenada – The Caribbean Development Bank (CDB), the Government of Guyana and the University of Guyana have signed a USD150,000 agreement to support the institution’s efforts towards the construction of a new library. The agreement was signed on May 29, on the margins of the 48th Annual Meeting of CDB’s Board of Governors, which took place in Grenada. “We are optimistic that this process will place the University of Guyana further along the path to having new facilities that are environmentally resilient, socially inclusive and a place of study and lifelong learning for the men and women who attend this institution,” said Dr. Wm.
Warren Smith, President, CDB. “This project is small but very poignant and very important; is going towards the advancement of the library facilities and we hope that with this other donors and other development partners can come on board, just like CDB […] to help with the reshaping of the university,” said Hon. Winston Jordan, Minister of Finance, Guyana. “We know that the library of any university is the intellectual centerpiece of what it does by way of what it does in education and instruction, by way of what it does in research for public policy and social benefit, and we at the University of Guyana have been without that critical infrastructure value for a long time. And so
as we move along the project of rebuilding our university this is a demonstration of ‘putting your money where your mouth is’, and we are delighted to be able to have that,” said ViceChancellor of the University of Guyana, Ivelaw Lloyd Griffith. The seven-month technical assistance project for which the agreement was signed will allow the University to undertake a comprehensive assessment of its current library infrastructure, and prepare designs and cost estimates for construction of a new library. The designs will be supported by an Environmental and Social Management Framework to ensure a socially inclusive, environmentally sensitive and hazard- and climate-resilient new facility.

Free yourselves from mafia, pope says in crime-infested suburb ROME - Pope Francis on Sunday visited a once-tranquil seaside community outside Rome that has become a power center of mafia violence and political corruption and urged residents to break away from the “moorings of fear”. For decades popes have held the traditional Corpus Christi feast Mass and subsequent procession in the center of Rome, walking between two magnificent basilicas. This year Francis chose to move the event to two workingclass parishes in Ostia, a district about 30 km (17 miles) from the center with a population of about 230,000 people, to show solidarity with anguished and frightened residents. In his homily during a Mass from the steps of the first church, he used the word “omerta”, which refers to the code of silence organized crime groups impose on their members and the fear they use as a tool to keep others from talking to police. “Jesus wants the walls of indifference and ‘omerta’ to be breached, iron bars of oppression
Pope Francis arrives to lead the Wednesday general audience in Saint Peter’s square at the Vatican, May 23, 2018 and arrogance torn asunder, and paths cleared for justice, civility and legality,” he said. Using nautical language and speaking near the seaport of ancient Rome, he encouraged residents to break free from “the moorings of fear and depression,” telling them “you have experienced painful situations”. Last January, police
arrested dozens of alleged members of the Spada family, the clan authorities say runs extortion rackets controlling lucrative beach concessions, restaurants and gaming arcades as well as drug trafficking. Ostia was put under control of a government commissioner for more than two years because of alleged mafia infiltration of the local administration as part of a wideranging investigation dubbed “Mafia Capital” in 2014. The spotlight returned to Ostia in last year when Roberto Spada, gym owner and brother of a convicted mobster, was filmed headbutting an investigative journalist ahead of the March 4 national elections. Roberto Spada and his older brother Carmine were among those arrested in January. Police said at the time the brothers had ordered the murder in 2011 of Francesco “Little Moustache” Antonini and Giovanni “Black Rat” Galleoni, who were gunned down in front of bars and restaurants on a busy street just meters from the beach.

America’s poor becoming more destitute under Trump: U.N. expert
Philip Alston, the U.N.’s special rapporteur on extreme poverty and human rights, attends a news conference in Beijing, China, August 23, 2016 Poverty in the United States is extensive and deepening under the Trump administration whose policies seem aimed at removing the safety net from millions of poor people, while rewarding the rich, a U.N. human rights investigator has found. Philip Alston, U.N. special rapporteur on extreme poverty, called on U.S. authorities to provide solid social protection and address underlying problems, rather than “punishing and imprisoning the poor”. In a report, Alston said that as welfare benefits and access to health insurance were being slashed, President Donald Trump’s tax reform awarded “financial windfalls” to the mega-rich and large companies, further increasing inequality. Extreme poverty in the United States, however, is not new. Alston said U.S. policies since President Lyndon Johnson’s war on poverty in the 1960s have been “neglectful at best”. “But the policies pursued over the past year seem deliberately designed to remove basic protections from the poorest, punish those who are not in employment and make even basic health care into a privilege to be earned rather than a right of citizenship,” Alston said. The White House did not immediately respond to a request for comment. A U.S. official in Geneva, asked for comment, told Reuters: “The Trump Administration has made it a priority to provide economic opportunity for all Americans.” Almost 41 million people or 12.7 percent live in poverty, 18.5 million in extreme poverty, and children account for one in three poor, Alston said. The United States has the highest youth poverty rate among industrialized countries, he added. However, the data from the U.S. Census Bureau he cited covers only the period through 2016, and he gave no comparative figures for before and after Trump came into office in January 2017. Alston, a veteran U.N. rights expert and New York University law professor, will present his report to the United Nations Human Rights Council later this month. It is based on a mission by the Australian in December to several U.S. states, including rural Alabama, a slum in downtown Los Angeles, California, and the U.S. territory of Puerto Rico. Alston said that a tax overhaul that passed the Republican-controlled U.S. Congress in December will ensure the United States remains the most unequal society in the developed world. Trump has said tax cuts will lead to more take-home pay for workers and has touted bonuses some workers received from their employers as evidence the law is working. The tax code also includes a measure to support locally-directed efforts to fight unemployment and poverty.

U.S. Supreme Court backs Christian Philippines’ Duterte baker who rebuffed gay couple stirs controversy by kissing woman on lips
WASHINGTON - The U.S. Supreme Court on Monday handed a victory on narrow grounds to a Colorado baker who refused based on his Christian beliefs to make a wedding cake for a gay couple, stopping short of setting a major precedent allowing people to claim religious exemptions from antidiscrimination laws. Philippine President Rodrigo Duterte addresses an event with Filipino community in Hong Kong, China April 12, 2018 MANILA - A kiss by Philippine President Rodrigo Duterte on a Filipino woman’s lips while on an official visit in South Korea sparked anger and jokes on Monday, as feminists denounced what they called his “perverted way” of taunting his female critics. Many Filipinos, however, thought it was a harmless kiss intended to be fun. The 73-year-old Duterte, whose critics have labeled him a misogynist and say his comments are derogatory and demeaning towards women, dismissed the kiss as just a “gimmick” to entertain supporters at a meet-and-greet event in Seoul. Social media was abuzz with photos and videos of Duterte on stage before a crowd of Filipinos on Sunday night, when he asked an unidentified audience member to kiss him in exchange for a book he was handing out. The woman, who admitted she is married and appeared excited to see Duterte in person, agreed. Duterte then told the cheering crowd of about 3,000: “Don’t take it seriously. It’s just for fun, a gimmick.” State-run Philippine News Agency identified the woman as Bea Kim and posted a brief video interview with her on its Facebook page. “There wasn’t malice in it,” she said. “For me, for him, it didn’t mean anything.” Duterte’s controversial remarks about women include numerous jokes about rape and have incensed activists and foreigners, most notably, Chelsea Clinton, the daughter of former U.S. President Bill Clinton. But none have dented the hugely popular leader’s domestic support. Women’s rights advocates in the Philippines recently launched an online #BabaeAko (I Am A Woman) campaign to send a message that they were not taking Duterte’s “sexist” statements sitting down. “You don’t have to kiss that woman if you want to entertain people,” said Joms Salvador, secretary-general of Gabriela Women’s Party. “The fact that you thought that kissing the woman would entertain people...that’s something really sick.” Opposition Senator Risa Hontiveros said that even though the kiss was consensual, it was a “grave abuse of authority”. Anna Pinili, a churchgoer who considers herself a devout catholic, said Duterte had good intentions, but could have handled it better. “He should have kissed her on the cheeks instead,” she said. Father of two Raymond Pascual said people were making too much of a deal of it, and he thought it was just a “simple kiss”. Making the rounds also on social media was a spoof photo of the same kiss, but with the woman replaced by superimposed image of China’s President Xi Jinping, in an attempt to poke fun at Duterte’s high regard for his Chinese counterpart.

Property losses mount on Hawaii’s Big Island as lava flow spreads PAHOA, Hawaii - A river of lava spewing from the foot of Hawaii’s Kilauea Volcano swallowed about three dozen more homes on the Big Island during a weekend of destruction that brought to nearly 120 the number of dwellings devoured since last month, officials said on Monday. Mounting property losses were reported a day after five or six people who initially chose to stay in the newly evacuated Kapoho area after road access was cut off were rescued by helicopter, according to the Hawaii County Civil Defense agency. All but a few of the estimated 500 inhabitants of Kapoho and adjacent Vacationland development are now believed to have fled their homes, an agency spokesman said. The area lies near the site of a seaside village buried in lava from a 1960 eruption. The latest damage came from a large lava flow that crept several miles (km) before severing a key highway junction at Kapoho on Saturday and then obliterating about a half dozen blocks of the subdivision over the weekend, the spokesman said. One finger of the lava poured into a small freshwater lake, boiling away all its water late on Saturday, while another finger spilled into Kapoho Bay on Sunday night, officials said.

No early elections in Spain, aide to new PM says MADRID - Elections would not fix Spain’s problems, a top aide to new Prime Minister Pedro Sanchez said on Monday, rejecting opposition calls for a snap vote as the minority government prepares to tackle a budget vote and the Catalonia crisis. Sanchez, whose Socialist party holds just 84 of 350 parliamentary seats, was propelled into office on Friday after an unlikely alliance of antiausterity and nationalist parties backed his bid to oust Mariano Rajoy’s conservatives over a corruption scandal. “It’s clearly unusual to govern with 84 lawmakers but the political situation remains very fragmented and everything suggests a new election wouldn’t fix that,” Jose Luis Abalos, often described as Sanchez’s righthand man, told COPE radio. The current legislature is due to end in mid-2020. But the lack of anything approaching a majority as well as a series of tricky political hurdles - including the Catalan crisis, a still to-be-approved 2018 budget and expectations of stiff opposition from Rajoy’s People’s Party (PP) and the center-right Ciudadanos - make it unclear how long his administration can last. “The new government is going to be very weak,” analysts from French investment bank Natixis said. “(Its) life expectancy (...) might be very short.” A Socialist lawmaker acknowledged that situation, saying that while Sanchez was now working on putting together

Seaside residents and boaters also have been warned to avoid noxious clouds of laze — a term combining the words “lava” and “haze” — formed when lava reacts with seawater to form a mix of acid fumes, steam and glass-like specks. Lava flows have knocked out telephone and power lines, causing widespread communication outages, and forced the shutdown of a geothermal energy plant that normally provides about a quarter of the island’s electricity. At the same time, most of the Hawaii Volcanoes National Park, one of the island’s biggest tourist attractions, remains closed indefinitely due to hazards from ash and volcanic rock ejected from the summit crater, and accompanying earthquakes that have damaged park facilities. Kilauea’s current upheaval comes on the heels of an eruption cycle that began in 1983 and had continued nearly nonstop for 35 years, destroying more than 200 homes. Scientists say they are unsure whether the latest activity is part of the same eruption phase or a new one, and how long it may last.

Only 13 of the dead have been identified so far, Mirna Zeledon, a spokeswoman for Guatemala’s National Institute of Forensic Sciences told Reuters. The eruption of Fuego - Spanish for “fire” - on Sunday was the biggest in more than four decades, forcing the closure of Guatemala’s main international airport and dumping ash on thousands of acres (hectares) of coffee farms on the volcano’s slopes.

Soldier steals armored vehicle, takes it on two-hour ride in Virginia
An armoured personnel carrier (APC), which was purpotedly stolen, drives along a street in Richmond, Virginia, U.S. June 5, 2018, in this still image taken from a video obtained from social media A soldier stole an armored personnel carrier from a National Guard base in Virginia on Tuesday and took the vehicle on a two-hour drive that ended in a police chase through downtown Richmond, the state capital, state police said. The unidentified man took the vehicle at about 7:50 p.m. from Fort Pickett, a Army National Guard base in Blackstone, Virginia, state police spokeswoman Corinne Geller said in an email to Reuters. The suspect then drove the military vehicle, which was not equipped with any weaponry, east on Route 460 and then north into Richmond on Interstate 95 at about 40 miles (65 km) per hour, Geller said. Once in Richmond, several police squads followed the armored personnel carrier, which travels on tracks similar to a tank, through downtown as it headed toward the Capitol building, the Richmond Times-Dispatch reported. Capitol police officers with combat-style rifles guarded the entrance to Capitol Square as a police helicopter shined a spotlight on the vehicle and police worked to stop traffic, the newspaper reported. “This is INSANE! Someone has hijacked a ‘Tank-like’ vehicle from Fort Pickett and just drove it by our apartment!,” Parker Slaybaugh, the communications director for the Virginia Speaker of the House, said on Twitter. At about 9:40 p.m. local time, the driver drove the armored vehicle onto a median and was surrounded by police, ending the 60-mile (95 km) pursuit, the Richmond Times-Dispatch reported. Police tased the suspect, who was identified as a military soldier, Virginia State Police spokeswoman Keeli Hill said during a news conference. No crashes or injuries occurred during the incident, Geller said. Charges are pending against the man, who was in state police custody, she said.
Pressuring May, UK’s Labour tries to force new single market deal
LONDON - The opposition Labour Party has thrown down the gauntlet to Prime Minister Theresa May on Brexit, urging lawmakers to defeat her in parliament by backing a proposal for Britain to stay in the EU’s single market after leaving the bloc. Ten months before Britain is due to leave the European Union, May is struggling to unite her party and government over a Brexit strategy. She also faces a parliament where some lawmakers want to force her to go back on promises to leave the bloc’s single market and customs union. By tabling a new amendment to May’s Brexit blueprint, the EU withdrawal bill, Labour puts the single market back at the center of a debate that could shape Britain’s trading relationships for years to come. It also challenges many of its own lawmakers who want Britain to have an even stronger relationship with the EU and stay in its European Economic Area. The move further muddies the water over a vote next week on the EU withdrawal bill, which May needs to pass to sever ties with the bloc and “copy and paste” its laws into British legislation so the country can function after March next year. It first hangs on whether the amendment will even be accepted and debated in parliament on June 12. Then it comes down to whether it can get the numbers to defeat the government. The amendment calls on the government to negotiate full access to the EU’s single market, to keep common minimum standards, rights and protections, to share joint institutions and regulations, and ensure there are no new impediments to trade, while retaining control over immigration. That combination could potentially break with one of the EU’s “four freedoms” — movement

Jury says Samsung must pay $539M for copying parts of iPhone
SAN JOSE, Calif. — A jury has decided Samsung must pay Apple $539 million in damages for illegally copying some of the iPhone’s features to lure people into buying its competing products. The verdict reached Thursday is the latest twist in a legal battle that began in 2011. Apple contends Samsung wouldn’t have emerged as the world’s leading seller of smartphones if it hadn’t ripped off the technology powering the pioneering iPhone in developing a line of similar devices running on Google’s Android software. Previous rulings had already determined that Samsung infringed on some of Apple’s patents, but the amount of damages owed has been hanging in legal limbo. Another jury convened for a 2012 trial had determined Samsung should pay Apple $1.05 billion, but U.S. District Judge Lucy Koh reduced that amount to $548 million. The issue escalated to the U.S. Supreme Court , which determined in 2016 that a lower court needed to re-examine $399 million of the $548 million. That ruling was based on the concept that the damages shouldn’t be based on all the profits that the South Korean electronics giant rung up from products
that copied the iPhone because its infringement may only have violated a few patents. Apple had argued it was owed more than $1 billon while Samsung contended the $399 million should be slashed to $28 million. The revised damages figure represents a victory for Apple, even though it isn’t as much as the Cupertino, California, company had sought. “Today’s decision flies in the face of a unanimous Supreme Court ruling in favor of Samsung on the scope of design patent damages,” Samsung said in a statement. “We will consider all options to obtain an outcome that
does not hinder creativity and fair competition for all companies and consumers.” An eight-person jury came up with the new amount following a one-week trial and four days of deliberation in a San Jose, California, federal courthouse. Apple expressed gratitude to the jury for agreeing “that Samsung should pay for copying our products.” “This case has always been about more than money,” a company statement said. “Apple ignited the smartphone revolution with iPhone and it is a fact that Samsung blatantly copied our design.”
U.S. adds 15,000 visas for seasonal non-farm workers WASHINGTON The Trump administration will make available an additional 15,000 H-2B visas, meant for temporary non-agricultural workers, this fiscal year, the U.S. Department of Homeland Security said on Friday. The increase would help relieve U.S. businesses that depend on seasonal labor during the busy summer tourist season. Many of them had complained that a visa shortage was pushing them toward economic ruin. The U.S. government had issued 66,000 such visas this year, through a lottery for the first time, versus the usual first-come, firstserved basis. Businesses which usually receive enough visas for temporary workers reported this year that many of their applications had been denied. “The limitations on H-2B visas were originally meant to protect American workers, but when we enter a situation where the program unintentionally harms American businesses it needs to be reformed,” DHS Secretary Kirstjen Nielsen said in a statement. Last year the Trump administration increased the number of H-2B visas by 15,000 for fiscal 2017. U.S. law caps the number of H-2B visas at 66,000 per year, divided into the summer and winter seasons, but in this year’s omnibus spending bill, Congress allowed for an increase.

Software and stealth: how carmakers hike spare parts prices LONDON/PARIS Carmakers including Renault, Jaguar Land Rover and Peugeot have boosted revenues by over $1 billion in the past decade by using sophisticated pricing software, according to sales presentations prepared by the software vendor, Accenture, and other documents filed in a court case. The software works, Accenture told prospective clients, by identifying which spare parts in a manufacturer’s range customers would be content to pay more for, how much to raise prices by and which prices should not be hiked. The latter would include, for example, radiators and body parts that may feature in French automotive insurer group SRA’s basket of parts that measures them for inflation, according to a court filing by the software creator, Laurent Boutboul. Documents relating to the case were obtained by French news site Mediapart and shared with Reuters and
EIC, a network of European investigative news outlets. The client presentations and court complaints seen by Reuters cover the period 2009 to 2015. Jaguar Land Rover (JLR) acknowledged still using the Partneo software but Reuters was unable to determine which other car makers, if any, currently use it. Accenture denied its software was unfair to motorists and said its focus was on increasing clients’ efficiency. “Solutions of this type, which enable companies to assess and manage their products, are commonplace across industries. They help companies analyze spare part visibility and availability,” it said in a statement. Boutboul is claiming 33 million euros from Accenture over what he says is damage to his reputation because Accenture broke European competition rules. He says it did this by using non-public information taken from
Vehicles are seen at a Dongfeng Peugeot Citroen factory before it starts up production in Chengdu, Sichuan province, China, September 6, 2016 Renault to help configure the pricing systems it set up for PSA and potentially other manufacturers. His lawsuit did not specify the exact information. Boutboul’s lawyer said Boutboul could not comment on the details of an ongoing legal action. Accenture said it rejected his claims. Renault, Jaguar Land Rover (JLR) and Peugeot said their pricing strategies for
spare parts were legal, did not take advantage of car owners and were focused on efficiency and ensuring availability for motorists. Peugeot said in a statement its replacement parts strategy “consists in offering ranges of spare parts that meet the needs of all customers, regardless of their budget, at the highest level of reliability and safety.” Renault said it “strives to provide its
customers with a wide variety of quality spare parts, the price of which is calculated based on parameters that Renault considers fair and equitable”. JLR said it used Partneo to “deliver consistency in pricing across our spare parts range to ensure that we are appropriately priced against our competition”. France’s competition regulator said it had examined the software and did not see a reason to open a full antitrust investigation, without explaining its thinking. Renault said it was unaware of any of its non-public pricing information being shared with other carmakers. PSA said it rejected Boutboul’s accusations, but did not answer detailed questions about how its software was configured. Accenture said its pricing software, called Partneo “does not share confidential or sensitive data between clients”.

Should you reboot your router like the FBI says?
Last week, the FBI recommended rebooting home and small office routers that could have been infected with disruptive malware, allegedly by sophisticated state-backed Russian hackers . An estimated half million routers and networkattached storage devices have been infected. But even the FBI acknowledges this step will only “temporarily disrupt” the malware. Here are some questions and answers about the situation: Q: How can I tell if my router is infected? A: Short answer: You probably can’t. Routers aren’t very consumer-friendly, and most people lack the ability to get deep enough inside the device to tell if it’s infected. Q: If my router was infected and I reboot, is it safe? A: No. Turning an infected router off and on again only removes some of the malware — such as elements that could snoop on your internet activity or even overwrite the basic code on your router, thus “bricking” it (that is, turning it into an inoperable brick). The core infection persists on reboot and there’s no simple way to delete it. The good news is that last week, the FBI seized of the command-and-control server that sends instructions to the infected routers, disrupting the zombie network that could be used to mount a crippling internet-based attack. The bad news is that the persistent malware is in listening mode, awaiting instructions. “So all the cards are still on the table,” said Craig Williams of Cisco’s Talos cyberthreat intelligence team, which identified the operation it calls VPNFilter. Q: Why can’t I completely remove the malware from my router? A: For starters, routers are difficult for ordinary users to fiddle with. They have publicly known vulnerabilities that aren’t easy for average users to patch and typically aren’t equipped with antivirus software packages or intrusion protection systems. That said, if you can update your router’s “firmware” to the latest version — something you can often do via the router’s phone app or web interface — you should. It may not fix the problem, but it won’t hurt and may help. Q: Which devices are affected and where can I learn more? A: Cisco identified these companies as makers of affected devices: Linksys, Mikrotik, Netgear, TPLink and QNAP. It said most of the infected routers are in Ukraine. You can find more details from Talos and the United States Computer Emergency Readiness Team . The FBI says it has nothing new to report beyond the announcement it put out Friday.
Plane tickets are about to get more expensive Flying to the beach may be more expensive this summer. Rising fuel prices are pressuring airline profits. That means airlines will charge higher airfare. It’s difficult to predict how much more expensive seats will become or the timing of fare increases, but the message is the unanimous from the major carriers. “Consumers will pay more to travel because of higher fuel costs,” said Henry Harteveldt, a travel analyst and the founder of Atmosphere Research Group. “I think it will affect summer travel for people who have not already booked their flights.” Airlines have a few ways to build in higher fuel expenses, he explained. Some might raise base fares by up to $10, especially on long distance flights or business class seats. Others might add fuel surcharges or sell fewer seats at the cheapest prices.

The price for lunch with Warren Buffett: $3.3million An anonymous bidder has agreed to pay $3.3million at auction to have a private lunch with Warren Buffett, the billionaire chairman of Berkshire Hathaway Inc. The winning bid came near the end of a five-day online auction on eBay to benefit the Glide Foundation, a San Francisco charity that serves people who are poor, homeless or battling substance abuse. It was the third highest price in the 19 years Buffett has offered lunch, near the record $3,456,789 bid in both the 2012 and 2016 auctions. This year’s auction drew 136 bids from just six bidders before ending on Friday night. The auction helps cover Glide’s $20 million annual budget, which goes toward providing roughly 750,000 free meals, shelter, HIV and Hepatitis C tests, job training, and children’s day care and afterschool programs. “Glide really takes people who have hit rock bottom
and helps bring them back,” Buffett said in a statement. Buffett, 87, has raised $29.6 million for Glide through the 19 auctions. His first wife Susan, who died in 2004, introduced him to Glide after volunteering there. The Reverend Cecil Williams, 88, Glide’s charismatic cofounder, remains a minister at its affiliated church. “The $3.3 million is an extraordinary gift, not just the money but the fact that Warren Buffett lends his name and reputation and shines a light on the work Glide does,” Glide’s president, Karen Hanrahan, said by phone. “Demand for our services is skyrocketing, in this city of innovation and wealth.” The winning bidder and up to seven friends can dine with Buffett at the Smith & Wollensky steak house in Manhattan. Buffett will discuss anything apart from what he might invest in next. Ted Weschler, a hedge fund manager, paid a combined
Warren Buffett $5.25 million to win the 2010 and 2011 auctions, and later joined Berkshire as one of Buffett’s investment managers. Berkshire has more than 90 businesses in the insurance, energy, food and retail, industrial, railroad, real estate and other sectors, and also invests in companies such as Apple Inc, Wells Fargo & Co and Coca-Cola Co.

For the very first time young players from all 211 FIFA Member Association countries will meet on the same field. Over 5,700 miles away from home, 12-year old South Caicos native, Irener Moline, gears up for a fun filled week of educational and football activities. Moline, who dreams of one day becoming a professional football player, will engage with hundreds of other 12 year olds from across the globe, in promoting the key human values - friendship, equality, peace, and respect for different cultures and nationalities. “This is like a dream. I would like to thank TCIFA for believing that I could represent our country on such a huge stage. I am nervous as it is a long way from home, and I’ve never travelled that far. But, I’m excited to meet the other participants, who are my age, and from so many different backgrounds. I am also excited about all the new things I’ll learn, from this exposure,” expressed the Turks & Caicos ambassador.
Football For Friendship (F4F), implemented by Gazprom, is the international children’s social programme supported by FIFA and the 2018 FIFA World Cup. The programme commenced in February, with an Open Draw for the F4F World Championship. A number of educational and social celebrations were held throughout the world leading up to the key events being hosted in Moscow Russia from June 8-15. The 8-day stretch will unfold 3 days of an International Friendship Camp where 14-16 year old coaches, supervised by famous football players, will guide the young players (ambassadors); followed by the F4F World Championship. The 32 teams of young players competing in the championship were formed using the F4F principles; i.e. athletes of different nationalities, genders and physical abilities will play on one team; each team named after an endangered animal found on the continents of the world. Concluding the events are the
Irener Moline International F4F Children’s Forum, and the most anticipated visit to the 2018 FIFA World Cup Opening Ceremony and Football Match. Accompanying Moline to Moscow are Thais Burgess (young journalist), Candia Ewing (adult journalist) and Drani Saunders (TCIFA Executive Member responsible for youth football). Burgess will join the F4F International Children’s Press Center to follow Moline’s journey, amongst 5,000 other media representatives covering the events. The F4F International Children’s Press Center will also see young journalists, 12 years old, from all 211 FIFA Member Association Countries. “I will be exposed to so much more than I can describe. I am thrilled that I will get to experience new cultures as well as meet new people and make new friends. It is important to hear the voice of the youth and promote the values of equality and sportsmanship. I know that this experience will change
Drani Saunders my life. The experience is sure to be surreal,” said Burgess. Commenting on this wonderful initiative, TCIFA’s President was effusive on the opportunities being given to young children involved in Football in the Turks and Caicos Islands. “Both Irener and Thais are players within our programs and we are elated that they are being provided with this opportunity. It is not only an avenue to spread the word about our island and the talent we produce, but it is an initiative that will go miles in developing these players on the field but more importantly, develop and assist in their growth as high achieving young ladies off the field. We wish the entire traveling delegation safe travels and we are confident that they will all make us proud” For more information, please contact TCIFA Marketing and Communications Coordinator, Candia Ewing, at 946-5532 or cewingtcifa@ gmail.com

‘Solo: A Star Wars Story’ plummets to $29 million second weekend
LOS ANGELES - “Solo: A Star Wars Story” continues to falter at the box office. Disney and Lucasfilm’s latest brought in $29.3 million from 4,381 locations over the three-day period. With a 65 percent decline from its $84 million three-day launch, “Solo’s” second weekend fell short of its predecessors. The first “Star Wars” anthology film, “Rogue One,” made $64 million in its second weekend in 2016, while 2017’s “The Last Jedi” earned $71 million in its sophomore weekend. Its second-weekend total brings “Solo’s” domestic tally to $149.5 million. “Solo” made $60 million this weekend, including $30.3 million overseas. Its cumulative total is now $264 million. The Han Solo origin story earned a disappointing $103 million in North America over its four-day holiday opening weekend and stalled out with $68.2 million overseas. While that was enough to win “Solo” the weekend, the third frame of “Deadpool 2” didn’t fall too far behind. The 20th Century Fox tentpole continued to fend off the competition, landing in second place with $23.8 million from 4,161 screens. To date, the Ryan Reynolds-led sequel has made $255 million in North America. Meanwhile, “Adrift” was able to narrowly edge out “Avengers: Infinity War” for third place. Gospel choir leader says royal wedding song marked cultural shift LONDON - It was one of the highlights of the royal wedding. A gospel version of “Stand By Me” changed the life of choir leader Karen Gibson and, she believes, marked a cultural shift in Britain. With her luxuriant silver curls pinned to the top of her head, the Londoner is instantly recognizable for anyone who watched Prince Harry and Meghan Markle’s wedding, and she is getting used to the attention. “I have had people screaming at me from the car window,” Gibson told Reuters during a break in rehearsals with the Kingdom Choir. “I do get stopped every time I go down the road - photos being taken sometimes they’re trying to pap you (take paparazzi photos) on the sly when they
think you’re not looking. It’s beautiful!” The performance at Windsor Castle has been a massive boost for the choir: “I physically cannot even keep up with the emails and the messages - requests for interview and tours and weddings.” But it was also part of a cultural shift as a woman of color married into the very top of British society - showcasing a part of black culture in what was once a very white establishment. “Maybe it’s a big ask for one song from one choir,” Gibson said. “What you have seen from the wedding is the coming together of two different cultures. I feel like there’s been a shift, I do.” After the wedding, a mother told her that her four-year-old daughter watching
the choir had said: “Look mummy - there’s people like me.” “I didn’t realize that was still a thing for children that young in 2018,” Gibson said. For many viewers, the choir, and an impassioned sermon by Episcopal Bishop Michael Curry, countered the stiff decorum expected of such a formal occasion. But Gibson says she and her singers had to rein in their usual exuberance. “Normally with that kind of message, we would be joining in (with the sermon). As black, Pentecostal folk there will be the amens and hallelujahs. I could see them twitching,” she said of the choir members. “They were wanting to move and we couldn’t. We just had to hold it all down.”

Sharapova hits back at Serena in book row PARIS - Former world number one Maria Sharapova hit back at Serena Williams’ criticism of her autobiography on Wednesday — two days after their much-anticipated showdown at the French Open was scuppered by an injury to her American rival. Williams had described Sharapova’s book “Unstoppable”, in which the Russian claimed the American hated her for beating her in the 2004 Wimbledon final and reducing her to “guttural sobs” as “100 percent hearsay”. The 23-times Grand Slam champion also expressed her surprise that so much of Sharapova’s book revolved around her. “I didn’t expect to be reading a book about me, that wasn’t necessarily true,” Williams said earlier this week. Sharapova, 31, had her chance to reply on Wednesday after her chastening quarterfinal defeat by Spain’s Garbine Muguruza in which she won only three games. “Well, I think it would be strange for me not to include someone that I have competed against for so many years,” a glum Sharapova, who has lost 19 of her 21 matches against Williams, told reporters. “I think there is a lot of autobiographies out in the world, especially in the sporting world, that don’t necessarily speak about whether they were rivals or someone they competed against. “And I think we played many matches. Some of those matches were very defining for me. It would be very strange if I didn’t write anything about her. I think everyone would ask me
Sharapova also said she had been surprised by Williams’s withdrawal with a pectoral injury shortly before they had been due on court questions, as well. “So I’m not entirely sure how to go about that answer. When you’re writing an autobiography, I don’t think there is any reason to write anything that’s not true.” PECTORAL INJURY Sharapova also said she had been surprised by Williams’s withdrawal with a pectoral injury shortly before they had been due on court on Monday. “I hadn’t had a withdrawal (against me) in — I don’t know how long. It’s probably been maybe like six years or something. “So I didn’t really know what to do. Is there a Lucky Loser coming? I mean, I think she made everyone wait a little bit.” Sharapova was back at the French Open this year, scene of two of her five Grand Slam titles, for the first time since 2015. She was banned in 2016 following

a failed doping test and last year, shortly after she returned to the Tour, organizers declined to offer her a wildcard. Her return has not been entirely smooth and she has won only one title since making her comeback. But after a solid claycourt season in which she reached the quarter-finals in Madrid and semis in Rome, Sharapova appears to be heading in the right direction and she will be close to the top 20 again when the rankings are published on Monday. “Coming into this part of the year, I was losing a few firstround matches, matches that I wanted to be winning, of course,” she said. “But to have had the victories that I have had, to have the results that I have, obviously moving a step in the right direction. But today was certainly not one of those steps.”
Former NBA player Rasual Butler had drugs and alcohol in his system when he and his wife died in a one-car accident in January in California. Butler had alcohol, marijuana, methamphetamine and oxycodone in his system at the time of the crash, according to the Los Angeles County coroner’s office. According to Los Angeles police, Butler was speeding before jumping a curb, and his vehicle hit three parking meters and a concrete wall before flipping over twice and coming to rest in a shopping mall parking lot. Butler, 38, and his wife, Leah LaBelle Vladowski, 31, were pronounced dead at the scene.. The coroner’s report says both died from “multiple traumatic injuries” in the crash. Butler played 13 seasons in the NBA with eight different franchises as a swingman after being drafted out of La Salle by the Miami Heat in 2002. Butler’s wife was an R&B singer who appeared on “American Idol” in 2004. Butler played his final NBA games with the San Antonio Spurs in the 2015-16 season and attended training camp with the Minnesota Timberwolves in 2016. He played in Ice Cube’s BIG3 basketball league last summer. He averaged 7.5 points and 2.4 rebounds in 809 career NBA games. Butler appeared in all 82 games for the 2009-10 Los Angeles Clippers and averaged a career-best 11.9 points per game.
