NEW LICENCE PLATES By Todeline Defralien The Turks and Caicos Islands can soon look forward to a new system for licence plates for vehicles, according to Commissioner of Police James Smith. During a session before the Appropriations Committee in the House of Assembly on Wednesday June 27th, The Commissioner of Police said the police force made a suggestion that the number plate licence style in Turks and Caicos should be changed to reflect the United Kingdom (UK) style in which the front number plate would be white reflective and the rear number plate would be yellow reflective, both with black letters.” The Commissioner said the new licence plate system would be connected to the closed circuit television (CCTV) system and would also be of great assistance in fighting crime and identifying vehicles that are involved in accidents. In addition, Smith noted

that this new system can be implemented each time a person registers their vehicle, when that number plate would be changed and updated. “We could implement this by way of each time a person comes to register their car, that number plate would be changed and updated and that would mean that within a year every number plate in the country would be readable by the CCTV cameras but more importantly by the automatic number plate recognition software that will be purchased in due course,” he added. If a motor vehicle does not have affixed to it an identification

plate, this fact shall be regarded as prima facie evidence that the vehicle has not been registered and any police officer may detain that vehicle until enquiries have been made. Where a license or identification plate is lost, destroyed or rendered illegible, the owner of the motor vehicle shall obtain from the Director a replacement license or identification plate. The onus of proving that a motor vehicle has been licensed rests upon the owner of the vehicle.

In a past interview with The SUN, Police Public Relations Officer Takara Bain said Section 42, 50 (a) (b) (c) gives the Police powers to conduct traffic checks. “Section 42 is an arrestable offence. As such, there were cases where days were missing from the transcripts. We changed that now.

We are now monitoring them better and we’re also getting in new equipment from a capital project that we had two years ago to outfit all of the courts with proper recording equipment and training for the staff as well to go with it.” In addition she said that the last equipment that was installed was done through a third party locally and there wasn’t any training

for the staff and no follow up servicing. “I am trying to have this rectified by having a service legal agreement in place to make sure that the equipment is properly maintained and that there is proper training for the staff using it because we do realise that we did have a problem with court of appeal matters.”

Crown land very scarce in Provo By Todeline Defralien

Crown land is very scarce in Providenciales, according to Attorney General Rhondalee BrathwaiteKnowles and Director of Crown Land Leroy Charles. Appearing before the Appropriations Committee in the House of Assembly in Grand Turk, on Wednesday, June 27th, the Attorney General said those persons who have Crown land should do all they can to hold on to it. “(In) Providenciales for example, where the larger population of Turks and Caicos resides, there is I think some 27% of the land holdings, is Crown land and that 27% is not residential land. That is all of the land holdings which the Crown has, including commercial and land that the government currently occupies, including land which is national parks and including the land which will be available for this position.” She added: “By far large majority of land holdings are in the private sector and so in terms of the availability of land for sub-divisions

and so on, it is a very diminished resource, so effectively what this demand that the department has seen would require is a very large sub-division or several sub-divisions because the uptake has been tremendous.” The Attorney General noted that in the last Crown land raffle there were “more than 50-something” applications for the lots that were available and it was a “reasonably sized” sub-division. TCI receives 5th consecutive year of BBB+ financial grading Global ratings agency Standard & Poor’s (S&P) has maintained its BBB+ rating for the Turks and Caicos Islands. However, S & P has revised its outlook on the Turks and Caicos Islands (TCI) to stable from positive. This announcement was made on Thursday 28th June 2018. This is the fifth consecutive year the TCI has obtained a BBB+ rating. However, with TCI’s economy being subject to volatility, due to the heavy reliance on the tourism industry, which is extremely vulnerable to external shocks, the

outlook has been revised to stable. This comes as no surprise as TCI was hit with two major hurricanes during 2017 within a two-week period. A team from S&P made the annual visit to the islands in June and met with a range of officials, from the various sectors within TCI, as part of the review process. Turks & Caicos Islands Premier and Minister of Finance, Investment & Trade, Hon. Sharlene Cartwright-Robinson said: “TCI has once again retained its BBB+ rating which is welcomed news. Nevertheless, it is unfortunate

that the outlook has been revised. Government is cognizant that the revision in the outlook is a result of the damages, sustained due to the passage of the hurricanes that made landfall in 2017. Additionally, to this end your Government is putting in place the necessary policies and procedures to ensure that TCIG continues to assess the economy, strengthens its fiscal prudence and increase economic activity in TCI. This will ensure that TCI obtains a positive outlook or an upgrade in the credit rating in the future.”

Police officer charged for driving under the influence By Todeline Defralien A police officer has been placed on suspension after being arrested and charged with driving under the influence of alcohol. Police public relations officer Takara Bain said in a press statement that the 50-year-old officer was granted $1,000 and is currently on suspension pending an internal review. Bain said that on Wednesday, July 4th, 2018 a vehicular accident took place shortly after 12:00 a.m. on Aviation Drive Providenciales. The SUN understands that the officer’s vehicle was involved in a hit-and-run and he called 911 to report the incident. When police arrived on the scene, the officer was arrested for

driving under the influence after his breath alcohol content was determined to be more than the legal driving limit. He was taken to the Chalk Sound Police Station where a positive sample was detected on the evidential breath test machine. A 42-year-old man was also arrested July 2nd, 2018 around 4 p.m., for driving under the influence of alcohol after the roadside device indicated that his breath alcohol content was more than three times the legal driving limit. The man who was stopped on the Airport Road was taken to the Chalk Sound Police Station where he provided a positive sample on the evidential breath test machine which was significantly above the legal limit of 35mgs.

He was charged and later released to appear in court. Persons who are found guilty of causing death by careless driving when under influence of drink or drugs will face a maximum fine of $5,000 or serve a term of imprisonment of 12 months or both, the new driving under the influence laws came into effect on Sunday July 1st, 2018. Sections 26 to 34 of the laws of the Turks and Caicos Islands expounds on the issue of driving when under the influence. Individuals who are found in contradiction to this piece of legislation will be asked to do a breathalyzer test by an officer in uniform. Such persons who fail this test will be subject to being arrested and charge for the offences of driving

or being in charge of a motor vehicle whilst under the influence of drink or drugs. A police officer may arrest without a warrant, if the proportion of alcohol in that person’s breath exceeds the prescribed limit; or if he fails to provide a specimen of breath for a breath test by a police officer. A police officer may require a person to provide a specimen of breath, in instances where he has reasonable cause to suspect, that the driver is involved in an accident resulting in injury to another person. In addition, the legal level of alcohol content is 35 micrograms of alcohol and 100 milliliter of breath. These new laws do not apply to locals only it applies to tourist as well.

Improved security at courts following threats Staff members at Providenciales courts are facing threats on a daily basis from disgruntled court users and scanners have been installed to provide better security. During a House of Assembly meeting in Grand Turk on June 27th, Court Administrator, Ms. Nalini Shiwram-Kulpa stated that they will soon hire a security firm for the court in Providenciales. She said, “In terms of other maintenance services, we are looking

to hire a security firm for the court. Provo is now becoming quite a busy area and busy island and our staff are now facing threats on a daily basis from the court users who are disgruntled.” She added: “We realise that we need to provide private security service to check people entering and leaving the building and there is a cost that is attached to that.” Commissioner of Police James Smith, who also appeared before the Committee, said he was

TCI removed from US State Department’s Report on Human Trafficking by Hayden Boyce Publisher & Editor-in-Chief For the first time in many years, the Turks and Caicos Islands is not mentioned in the US State Department’s Trafficking in Persons Report, despite a controversial raid in April 2018 called Operation Libertad that involved INTERPOL, targeted several local establishments and led to 27 persons being apprehended and 25 repatriated. However, the report which was released in Washington, USA, on Thursday, June 28, 2018, listed 12 Caribbean countries as destinations for such activity. The countries listed are Aruba, Antigua, Barbados, The Bahamas, Guyana, Curacao, Dominican Republic, Jamaica, St. Lucia, St. Vincent, Trinidad and Tobago and Haiti. As recent as the 2017, the US Statement said Turks and Caicos Islands are a destination for men, women, and children subjected to sex trafficking and forced labor and quoted “local experts” as saying that the large population of migrants from Haiti, the Dominican Republic, and Jamaica are vulnerable to sex trafficking and forced labor, with stateless children and adolescents especially at risk. Over the years, the report repeatedly stated that

local stakeholders, including law enforcement officials, have reported specific knowledge of sex trafficking occurring in bars and brothels and noted trafficking-related complicity by some local government officials was a problem. The Turks and Caicos Islands had previously been listed under the United Kingdom, but not this year. However, the report noted that the UK is a source, transit, and destination country for men, women, and children subjected to sex trafficking and forced labor and that the government estimates there are up to 13,000 trafficking victims in the UK, with one-fourth to one-third being children. “Children in the care system and unaccompanied migrant children are particularly vulnerable to trafficking, although victims also include UK children. Victims in 2017 came from 116 countries, the top three being Albania, the UK, and Vietnam. Most identified victims are subjected to labor trafficking, forced to work in agriculture, cannabis cultivation, construction, food processing, factories, domestic service, nail salons, food services, the hospitality industry, car washes, and on fishing boats. In Scotland, the largest numbers of victims are from Vietnam, many forced to work in nail bars. In Northern

Victims of modern slavery are exploited in every region of the world, compelled into service for labor or commercial sex in the real world of industry and on the pages of the internet. ANTIGUA Meantime, the report said that in Antigua, legal and undocumented immigrants from the Caribbean region, notably from Jamaica, Guyana, and the Dominican Republic are most vulnerable to trafficking. Authorities reported an increased number of trafficking victims engaged in multiple-destination trafficking, arriving in Antigua and Barbuda for a few months before moving on to other Caribbean countries such as St. Kitts and Nevis and Barbados. Sex trafficking has been reported in bars, taverns, and brothels. There are anecdotal reports of children subjected to sex trafficking, including by parents and caregivers. Forced labor occurs in domestic service and the retail sector. There have been concerns about trafficking-related complicity by police officers. THE BAHAMAS As reported over the past five years, the report said The Bahamas is a source, transit, and destination country for men, women, and children

subjected to sex trafficking and forced labor. Migrant workers, especially those from Haiti, Jamaica, the Dominican Republic, Costa Rica, Cuba, Colombia, Venezuela, and the Philippines, are recruited through false offers of employment, such as through advertisements in foreign newspapers; upon arrival, traffickers subject them to sex trafficking and forced labor, including domestic servitude and in sectors with low-skilled labor. Children born in The Bahamas to foreign-born parents who do not automatically receive Bahamian citizenship, and individuals involved in prostitution and exotic dancing are vulnerable to trafficking. Traffickers previously confiscated victims’ passports with greater regularity, but more recently they have victims retain their documents in case they are questioned by law enforcement. BARBADOS Barbados is a source and destination country for women and children subjected to sex trafficking. The State Department said its contacts report foreign women have been forced into prostitution in Barbados. Legal and undocumented immigrants from Jamaica and Guyana are especially vulnerable to trafficking, although individuals from additional countries in the Caribbean and South America are increasingly vulnerable. There are anecdotal reports by contacts that children are subjected to sex trafficking, including by parents and caregivers. Previously, traffickers operated as part of an organization; more recently, they appear to operate individually. Authorities have noted an increased use of social media as a means of recruiting victims.

CCTV’s going live July in Providenciales By Todeline Defralien Closed Circuit Televisions (CCTV’s) are going live in Turks and Caicos Islands this month, according to Commissioner of Police James Smith. The long-awaited Closed Circuit Television (CCTV) should be operational with more than 100 hightech cameras. During a session before the Appropriations Committee in the House of Assembly on Wednesday June 27th, the Commissioner of Police stated that there was a shift plans from using the old Customs building on Airport Road because it needs $1million in repairs following the hurricane. “Unfortunately that building was substantially affected by the Hurricane and there is no funding as

I understand it yet for that building to be refurbished. There is a longer term plan for that building to become a Police facility that will also be a National Emergency Operations Center that requires more than $1 Million to invest in that and that money is not available at this time.” He added: “We’ve secured a building adjacent to the Digicel facility on Leeward High Way and infect the lease was authorized on that building just yesterday (Tuesday June 26th) by Cabinet and we expect for the CCTV system to go live next month. That’s live for some cameras in Providenciales but not the entire system; it will be a gradual for a period of two-three months.” In addition, the Commissioner of Police noted that until they can find a suitable alternative, the CCTV’s will be stationed adjacent to the

Digicel facility on Leeward High Way, Providenciales. For the past few weeks major works have been going on the sides on the roads which will enable the laying of the fiber optics that will support the National CCTV project. Speaking at a police press conference on Tuesday May 1st, Commissioner Smith said the cameras will be spreading throughout Providenciales in its first phase, using fiber optic technology through Digicel TCI, the successful winner of the project bid. From having the ability to zoom, pivot and capture images even at night; the Commissioner explained that the surveillance video will be crystal clear and ideal to support criminal and traffic cases at trial. “You will see them very clearly. They’re going to be mounted

TCI Hospital unveils state-ofthe-art ventilator equipment InterHealth Canada – Turks and Caicos Islands Hospital has acquired four (4) new state-of-the-art ventilators that will provide critical patients with enhanced respiratory care. The Puritan Bennett™ 840 ventilators are also equipped with optional advanced technology upgrades, which can be customized to meet a variety of future clinical needs. Unlike conventional mechanical ventilators that are specific to a patient type, the new equipment can meet the needs of practically every patient type —from neonatal patients weighing as little as 300 grams to adult patients weighing as much as 150 kg. The ventilator improves the patient’s ease of breathing and has additional safety features. Representatives from Medtronic, the global manufacturer and only authorized training provider of the ventilator systems along with Medical Link, conducted training exercises on July 2 – July 6, 2018 at Cheshire Hall Medical Centre. Biomedical engineers were trained on the installation components, while physicians and nurses were trained on how to use the ventilators and troubleshoot. Soroptimist International brings Iris Stubbs Primary School 6th graders to Sailrock Resort Soroptimist International Organization, a global volunteer organization that economically empowers women and girls by providing access to education – the single most effective anti-poverty intervention – recently brought sixth graders from South Caicos’ Iris Stubbs Primary School to the Turks and Caicos Islands’ newest luxury resort, Sailrock Resort, as part of their Personal Development Program. Traditionally, much of the local population of South Caicos moves to Providenciales after completing their education, and the South Caicos subsidiary of Soroptimist International Organization seeks to change the narrative. Club Secretary of Soroptimist International of South Caicos and Former President of Soroptimist International of the Caribbean Network, Madeline Mills said, “After finishing their schooling, many people from South Caicos are moving to Provo in order to look for jobs. As more and more people leave South Caicos, it results in a brain drain. We want to ensure that the youth here are aware of all of the opportunities available in South Caicos and understand that working in Provo is not their only option.” The sixth graders received the full Sailrock experience. WHO WILL MONITOR THE CREDIT UNION? The Financial Services Commission will monitor the functions of the Credit Union. The Commission will also maintain a level of protection for members’ deposits and shares. The Regulations will also prescribe guidelines for the Ordinance. IS YOUR MONEY SAFE IN A CREDIT UNION? TCIG can address this by requesting all financial institutions to have depositors’ insurance. A deposit insurance protects the depositors’ funds in the event the Credit Union Fails. We currently do not have any legislation covering depositors’ insurance and so we are encouraging TCIG to put this on their priority list so that customers can feel safe about their money. ARE THE CREDIT UNIONS FINANCIAL STATEMENTS REQUIRED TO BE AUDITED? Yes WHAT IS THE MINIMUM NUMBER OF MEMBERS AND CAPITAL NEEDED TO START A CREDIT UNION? I note however, in the recent Throne’ speech that the regulations for the Credit Union will be progressed in this fiscal year. It is crucial that the Government make this a priority. Based on the Ordinance, the Regulations are expected to address depositors’ insurance which will provide some sort of relief to customers who are concerned whether their money will be safe or not. William Henry Mills – An Extraordinary Man By Dr. Carlton Mills

He also attended a second Prayer Breakfast in 1984. On this occasion, he had the good fortunate of meeting the late Barbara Jordan who was one of the guest speakers at the breakfast. He was also fortunate to meet with Prime Ministers, Speakers and Parliamentarians from the Caribbean during this auspicious occasion. One of the things that was most notable about him primarily by Parliamentarians and the public at large, was his acquaintance with the Standing Orders. When any member wanted to bring a motion or a point of order to the attention of the House, he/ she had to know exactly what Standing Order he /she was referring to before chiding in. As a result, he earned the respect of all Parliamentarians. He did not hesitate to request that a member of the House take his/her seat if he felt that such a member was referring to matters unrelated to the debate at the time. On October 15th, 2015, Hon Mills was honoured posthumously by the Government of the TCI when he was awarded the prestigious award of The Order of the Turks and Caicos Islands. As a result of being a recipient of this prestigious award, he is now being referred to as The Most Honourable W.H. Mills ((OTCD). He was also recognized by Her Majesty, The Queen and awarded the Order of the British Empire (OBE). Hon William Mills served his family, church and country with great pride and dignity until his death on July 4th, 2002. He has certainly left an indelible mark on the history of the Turks and Caicos Islands.

Summer Dance Intensive set for July 15th – August 4th By Kililah Bromley The 3rd annual Ryesha Higgs Summer Dance Intensive will be held in Providenciales from July 15th to July 28th and in Grand Turk from July 30th to August 4th. The age ranges for this event are 5-17 forming two groups of 5—8 year olds and 9-17 year olds. In an interview with The SUN, Ms. Ryesha Higgs stated, “This year I’m aiming towards, not only fostering greater education within the students, but also developing an even greater performance showcase which not only features the dancers but also other artists within the Turks and Caicos.” She added, “The purpose of the Ryesha Higgs Summer Dance Intensive is to help to increase an awareness and appreciation for the performing arts in

the Turks and Caicos. It’s also aimed at teaching a large amount of students within our country who are not usually exposed to travelling abroad to pursue dance or even enrolling in dance here.” This year, the Summer Dance Intensive event will not only be for young children but also for adults. Ms Higgs pointed out that for the past two years she has had older individuals inquire about adult classes and so this year she has decided to include two classes just for them. She has decided to add the beginner’s ballet class and the beginner’s heels class for the adults. North Caicos teen making a difference By Marguerite Anderson If you have a dream about the world you want to live in, then you must be bold enough to create that world! This is what a sixteen year old North Caicos teen, Jessica Corvil seems to be doing. Corvil who is a forth form student at Raymond Gardiner High School has been charting her own course for a brighter future for female teens like herself. On Saturday June 2, she hosted a second Girls’ Empowerment Seminar on North Caicos, under the theme, “Becoming the Unapologetic me” - the first having been held on Providenciales in May. Corvil shares that what led to the idea of having these Girls Empowerment Seminarsis her own discovery that so many female teens are going through greatchallenges dealing with life-situations and gaging their emotions as they respond to these crises. She lists low self-esteem, mental abuse and other such dilemmas among the list of life-issues. Corvil notes that some persons have the notion that these situations are only met by teens in broken homes or by teens with no parental figures in the home. Unfortunately, there are teens struggling with these even in some instances when parents are present in the home. Too often these young ladies end up feeling lost, unloved and broken and more so because they don’t feel comfortable seeking help or they cannot find the words to explain their situations.

Jessica Corvil Eventually, teens allow these situations to depict who they become in life and this dilemma should never be, Corvil continued. “Living in a world where, as females, we literally have to fight for equality, where society paints ugly images of us, where older men see us as prey towards their own sexual desires, and where we are forced to believe we are inferior to men, I believe it is indeed time that a difference be made”, she added. It is this concern that led to her idea of an empowerment programme for female teens and pre-teens. The empowerment seminar is her way of letting other girls know that they are not alone. Jessica Corvil endorses that there is nothing more powerful than a group of empowered, smart, beautiful and aspiring young women. The girls

Empowerment Semi who come to these events are given the opportunity to speak out freely and to interact in a relaxing environment which they usually enjoy. They get to listen to older successful women tell their stories, play games, eat, ask questions and to just be themselves. Corvil noted that the girls who attend usually leave the seminar feeling like they can conquer the world, rejuvenated and happy. The event on North Caicos was held at the Kew Community Centre. Guest speakers at the event hosted on June 2ndwere Miss Samantha Bowman, Science teacher from Raymond Gardiner School and Mrs. Kacy Higgs, a psychologist. The teens engage in rap sessions after listening tolifeexperiences of the speakers, themselves and engaging in edifying lessons via

the showing of slideshows and games that served not only as enjoyment, but to teach valuable moral lessonsas well. Corvil says she is grateful for the support from notable individuals such as North Caicos’ District Commissioner, Ms. Cynclair Musgrove, Kiesha Delancy, Pastor Rupert Gibson whose artistry created the atmosphere for the warm and relaxing venue where participants could feel unrestricted to express, and from her my classmates Deshanti Forbes, Aiyana Been and Pandel Lightbourne who were instrumental in the planning process. She added that through God’s blessing, she expects to continue hosting other seminars throughout the up-coming school year as it is the start of something great for every young girl on North Caicosisland and in the entire Turks & Caicos islands.

U.S. teens may smoke hookah because `everyone else is doing it’

More than half of U.S. teens overestimate how often their peers smoke hookah, and a new study suggests this makes them more than nine times more likely to try it themselves. “Adolescence is a critical developmental stage when youth are under pressure to fit in socially,” said lead study author Dr. Israel Agaku, a scientist at the Office on Smoking and Health at the U.S. Centers for Disease Control and Prevention (CDC) in Atlanta. “Peer pressure, along with frequent exposure to pro-tobacco advertising, may lead youth to believe that hookah smoking is far more common than it actually is,” Agaku said by email. “The likelihood of youth smoking hookah may increase if they believe that `everyone else is doing it’ even if that perception is inaccurate.” The vast majority of American teens have never tried hookah, a water pipe used to smoke flavored or sweetened tobacco. Although many users think it is less harmful, hookah smoking has many of the same health risks as cigarette smoking, according to the CDC. Overall, only about 11 percent of students in sixth through 12th grade have tried it, Agaku’s team found. But three in five teens overestimate how many of their

classmates smoke hookah, they report in Pediatrics. Youths’ perception of hookah popularity among their peers was higher than actual usage rates by as much as 10-fold in ninth grade and by at least five-fold in twelfth grade. For the study, researchers examined survey data on tobacco use collected in 2016 from a nationally representative sample of 20,675 teens. Among the minority of participants who had tried hookah at least once, 66 percent were former users. Another 26 percent said they currently used hookah on occasion, and about 8 percent said they currently smoked hookah on a regular basis. The biggest predictor of hookah use was living with a hookah smoker, the study found. Students in this situation were more than 20 times more like to use hookah than youth without a hookah smoker at home. Menthol cigarette use was a very close second. Teens who currently smoked menthol cigarettes were more than 19 times more likely to use hookah than adolescents who didn’t. The increased risk of hookah use was also more than 17 times greater for youth who used other types of flavored tobacco products. LeBron James recently rented a $75,000-a-week luxury beachfront villa in Anguilla

His team lost to the Golden State Warriors in the NBA Finals. But Cleveland Cavaliers star LeBron James isn’t crying over spilt milk. Instead the basketball great, 33, was recdently living it up in the British West Indies in a stunning luxury abode right on the sand. James rented the Anguilla Beach House on Meads Bay that costs $75,000 a week this time of year, according to the property’s website. The villa sits on one acre and boasts eight master bedrooms, a movie theatre and full gym, an infinity pool and a full staff to ensure every whim is catered to. Anguilla is the most northern island in the Leeward Island chain, in the eastern Caribbean, about ten miles north of St. Martin and 200 miles east of Puerto Rico. Guests at the villa have direct access to the white sandy beach of Meads Bay. The many floor-to-ceiling windows and doors offer gorgeous views and since the residence is

situated on the western side of the island, it looks out onto the tropical sunsets. The property features more than a dozen dedicated outdoor deck and lounge areas and some of the 10 bathrooms offer both indoor and outdoor showers. The decor is airy and bright with white walls and floors paired with colorful accents and furnishings. The kitchen has top of the range stainless steel appliances

although with chefs offering five star cuisine on staff, guests hardly need to do their own cooking. There’s also a butler, housekeepers, front-of-house manager and security guards to make sure all runs smoothly. The screening room seats 12 and there’s also a games room and an outdoor tennis court. BVI national jailed for trafficking marijuana A 21-year-old man from the British Virgin Islands (BVI), will spend the next six months at her Majesty’s Prison in St. Vincent for attempting to export marijuana. Kemiah Nichols, whose parents are Vincentians, was returning to Tortola in the British Virgin Islands, when police nabbed him with 16 grammes of marijuana at Argyle International Airport. He was charged with drug possession with intent to supply, as well as drug transportation, and trafficking. Nichols initially pleaded not guilty to the charge when he was arraigned before Senior Magistrate Rickie Burnett at the Kingstown Magistrate’s Court . The prosecution did not object to bail but asked that Nichols be ordered to surrender his travel documents and that the matter be adjourned and transferred to the Serious Offences Court. However, the defendant told the court that he wanted to change his plea to guilty. The court heard that about 6:45 a.m. (local time), on June 26, a police constable was on duty at the departure security checkpoint at the airport. While there, he observed the security officers searching the defendant’s luggage in the presence of the defendant. A police officer on conducting a search, found the drug in one of Nichols’ pants pockets. When cautioned, Nichols said, “I forgot those in my pocket”. Nichols told the court that he had come to St. Vincent for a relative’s funeral. In court, the magistrate said that based on the law of St. Vincent and the Grenadines, possession of more than 16 grammes of marijuana would attract charges of possession with intent to supply for drug trafficking.

No rollback on taxes to the travel sector in Barbados, says minister Barbados’ Minister of Tourism Kerrie Symmonds has said an emphatic “no” to the International Air Transport Association’s (IATA) demand that Government reconsiders the suite of taxes imposed on the travel sector. Without making direct reference to the global trade association that represents 290 carriers, or other critics of the taxes such as the Caribbean Hotel and Tourism Association (CHTA), who have warned of severe consequences if the levies remain, Symmonds today said the Mia Mottley-led administration had no choice but to impose these taxes to help drag the economy from the brink. The minister acknowledged that there would be some price increases as a result of the measures announced in the $1.2 billion austerity Budget, but he assured that Government was not being “financially hostile” to visitors. “Yes, there will be an increase in price points because of the very difficult circumstances that we find ourselves in as a country. That is not done by this Government in an effort to be financially hostile to those people who come to our shores [and] that is not

done in order to [skim the] cream off of the top. That is done because we have no choice but to do everything possible to rescue brand Barbados and to rebuild brand Barbados,” Symmonds told the official opening ceremony of a new and improved welcome booth just outside the arrivals halls at Grantley Adams International Airport. “Though we wish there were people who were constantly minding the shop and not allowing us to come to this stage, we have come to this stage, but we got to fix it. And we have to face it and get it right. And yes, there will be some increases in price points,” he stressed. Chief Executive Officer Frank Comito, who participated in Friday’s aviation conference, did not name Barbados in his press release, but left no doubt that he was referring to the Mottley administration. “We recognize the challenges facing countries, but it is our duty to point out that taxing for additional revenue may have a reverse effect as tourists may choose not to travel to or within the Caribbean and instead select other destinations because of the high costs of our destinations,” Comito warned, while stressing that as a result of high aviation taxes governments would take in less in tax revenues and local businesses would likely suffer.

He noted that a reduction in these costs could lead to an increase in travel. “Intra-regional fares have risen steadily to the point where it is often cheaper to fly to the Eastern Seaboard of the United States than it is to fly to neighbouring Caribbean islands. […] Studies commissioned by CDB, confirm that air travel is price elastic, so that reductions in these imposts should lead to increased travel, which in turn, should lead to additional tax revenue flow to replace some of the revenues foregone. Additionally, one should expect secondary benefits to government revenue arising from the in-country spend associated with the

larger number of visitors,” said Dr. Smith. The feasibility study was carried out by Edgewater Resources, LLC, a United States-based consultancy company with offices in Michigan and Florida, on behalf of the Government of Anguilla. Yachts don’t have many places to go and we initially focused on eleven sites around Anguilla and then we reduced those to five. These seem to be the prime locations that properly address the engineering concerns. These concerns are obviously the coastal dynamics, the winds, waves, currents, storms and hurricanes and how to properly protect the marina; also the seagrass, corals, the bird population and the basin flushing so that we will have

The Scrub Island and Rendezvous properties are owned privately. We

know a marina can be built there but the investment and business side would be between the property owners and a future investor. Little Harbour is also a Government property – I think the Social Security Board owns [part of] that property and some of the property is owned by the Government of Anguilla. That is a mixed-use property as well. Blowing Point is also a very much mixed-use property because it would not only be a marina with a waterfront development, but it also meets the service and improved access for passenger ferry operations.” In terms of estimated costs for the marina projects, Mr. Schults explained: “Each project ranges in cost from 26 million at Little Harbour up to 81 million at Scrub Island. The Scrub Island project would be a smaller marina but it would be very expensive as it is an offshore island and there is also a lot of rock. Rendezvous would be a 65 million dollar project; and Blowing Point around 78 million. That is just the cost to build the harbour, do the dredging, the seawalls, break waters and so forth, but it does not include the value of the vertical development – which would be the residential buildings – boutique hotels, restaurants, shops and so forth. The value of each project is a multiple of the marine investment.”

Australian archbishop to appeal sex abuse cover-up conviction

SYDNEY - An Australian archbishop, the most senior Catholic cleric in the world found guilty of concealing child sex abuse in the church, said on Wednesday he would appeal his conviction and resist pressure to resign. K-Health and Fitness Hosts First Youth Sports Day By Kililah Bromley K-Health and Fitness held its first Youth Sports Day on Saturday, June 23, hosted by Ms. Kayla Mills at the National Stadium. This event aimed to bring together young athletes to compete and have fun while giving the coaches an opportunity to see the young athletes’ progress. The schools who participated were: Oseta Jolly Primary, Ianthe Pratt Primary, Enid Capron Primary, Community Christian, B.E.S.T Institute, Clement Howell High and Holy Family. Individual athletes, from the Kingston College in Jamaica and St. Jage High School, who were trained outside of the Turks and Caicos also participated in a few of the sports events. K-Health and Fitness is owned by Ms. Kayla Mills and is a new health and fitness company that includes coaching and personal fitness training for children and adults. It not

only gives health and fitness tips to interested individuals but also hosts summer camps and sells essential health and fitness products. Ms. Mills says, “K-Health and Fitness is working on more events like this in the near future. K-Health and Fitness’ goal is to get athletes and other kids involved in something positive and at the same time keeping fit or encourage our athletes to train hard to reach their goals.” There were 26 sports events in total that occurred on Saturday. Ianthe Pratt Primary dominated the 11 and under 200m dash (girls) event and all the winners were trained by K-Health and Fitness. Roneisha Johnson came in first place, Ashley Gardiner came in second and Judjena Sidelus placed third. For the 9 and under 150m dash (girls) Sarah Forbes from Ianthe Pratt came in first place and was trained by K-Health and Fitness while Jeniah Jean who is also from Ianthe Pratt and trained by K-Health and Fitness

placed 3rd. Benchina Charles from Oseta Jolly placed second. In the 200m open (boys), Emmanuel Agenor from St. Jage High won first place, Makio Simpson from Kingston College placed second and Darren Pierret from Clement Howell High came in third place. In the 100m dash High School Juniors (girls), Arianna Balbuena from Raymond Gardiner High won first place, Garnika Brown from Holy Family came in second place and Daisey McIntosh came in third. For the

Stekunda Henry from Holy Family came in third. Commenting on the overall event, Ms. Mills says, “I would like to thank all the coaches and schools who participated because if it weren’t for them, this event would not be possible.” She also mentioned that although this event is the first of its kind, she is hoping that it will be annual.

SURFside Swim Team Returns withPBs and Podium Finishes

TCI’s local SURFside Swim team recently flew up to Fort Lauderdale, FL to attend the “Swim Fort Lauderdale International Classic Swim Meet” on July 22-24. The Team had to first make minimum qualifying times in order to compete in this very large meet,made up of 22 teams and top swimmers from mostly the U.S.A. Personal best times were recorded in 29 races over the weekend for the Team. Eight athletes, 1 team coach, 1 team manager and 1 parent chaperone representedSURFside Ocean Academy in this meet. The Team was made up of Team Coach Jessica Soderquist, Team Manager Morgan Luker, Team Chaperone Janine Taylor, and athletes Thais Burgess, 12, Caylen Castillo, 12, Selin Kilic, 11, Angelina Lindenhahn, 11, Alex Maclaren, 15, Jack Parlee, 16, Lillian Taylor, 12, Sophie Taylor, 10. 4 of the 8 athletes also represented

Team TCI at this year’s CARIFTA Games in Jamaica earlier this year. The swimmers all shaved off time from at least one of their previous personal best times with one swimmer, Sophie Taylor, making 4 finals. At finals Taylor then finished with 3rd place in her 50 m back dropping 6.15 seconds from her previous best time, and a 4th place in her 50 meter butterfly, qualifying for a total of 4 finals over the weekend. Taylor dropped a whopping 42.17 seconds off her previous fastest time in the 200 IM as well. All swimmers trained extremely hard for this meet with practices in the early mornings and ocean training sessions, with sometimes 2 practicesa day. All should be recognized and commended for their efforts, dedication and outstanding achievements at this large swim meet.

LeBron in it for the long haul with Lakers

LOS ANGELES LeBron James’s eye-watering $154 million contract with the Los Angeles Lakers is perhaps most surprising because of its length - a four-year deal that indicates King James will be in L.A. for the long haul as he tries to revive the struggling franchise. The bombshell announcement, made by his agent Rich Paul’s Klutch Sports Group on Sunday, marks a seismic shift in the basketball landscape, instantly returning the Lakers to relevance after missing the playoffs the last five seasons. The deal for the threetimes NBA champion gives the Lakers a stability that his former team, the Cleveland Cavaliers, did not enjoy in recent years as James opted for shorter-term contacts when he returned to the Cavs in 2014 after four seasons in Miami. The Lakers deal, which reportedly includes a player option for the fourth year, will give the young team the ability to grow gradually as the storied franchise attempts to assemble a squad to challenge the dominant Golden State Warriors. The Warriors have defeated James’s Cavs in three of the last four NBA Finals including a 4-0 sweep last month.
