SERIOUS PROBLEMS IN CABINET Premier says Governor, DG and AG frustrating efforts

By Todeline Defralien

T

here appears to be some serious tensions and rifts in the Turks and Caicos Islands Cabinet, as Premier Hon. Sharlene Cartwright-Robinson has indicated that the efforts of her elected People’s Democratic Movement (PDM) ministers are being frustrated by the Governor Dr. John Freeman, Deputy Governor Anya Williams and Attorney General Rhondalee Brathwaite. During a recent broadcast of radio call-in programme on the stateowned Radio Turks and Caicos with host Herbert Been, the Premier said her elected ministers often agreed on projects and would like them moved ahead, but they are often stalled because the Governor, Deputy Governor and Attorney General would object, therefore Cabinet cannot reach consensus. However, when contacted by The SUN, those three officials all declined comment. The Premier said, “It is one of the biggest surprises I’ve had on coming to office.

New Service Charge Ordinance will hurt TCI tourism, say hotel owners Owners of the top hotels in if approved in its current form it will the Turks and Caicos Islands said the severely damage the current TCI proposed service charge will seriously condo business model that delivers hurt their business and ultimately your pay and service charge, with the country’s tourism industry by potential impacts such as reduced hours, withdrawals of services offered, increasing costs. The hotel owners recently held unemployment, closures and will meetings with their staff members and discourage future developments. This informed them through a circular that is not shared to scare anyone or as a “it is highly unlikely that any of the threat; but to help you understand the major Condo Hotels could participate real business threat we are facing.” in the proposed Service Charge The hoteliers said they Ordinance and stay competitive in our “sincerely hope and believe that a market”. compromise should and can be sought The statement which was and we are prepared and ready to prepared by the Resort Economic continue to work with Government to Council, whose members own and achieve an equitable agreement for all operate the top properties in Grace parties”. competitive and the rates in TCI are some of the highest in the region because we pay Condo Owners 50% to 60% of room income combined with high operational costs and very high investment in our facilities and resorts. “We cannot increase our charges to our guests and believe that many will choose to go elsewhere- which will in turn reduce revenue and Service Charge. Any change to the current status quo damages the Management Company’s sustainability- meaning their ability to continue to run a successful business – and therefore impacts you, our employees. Resorts will need to cut costs to make up the lost revenue to survive- this will mean reduction of services, hours, and the jobs of some of our valued employees.” The hotelier stressed that the

impact of cutting costs and employment in resorts will be widespread to TCI resulting in less work for taxi drivers, restaurants, local businesses and contractors, less investment in the Resorts and therefore less import duties and reduction in tax revenue. “Collecting Service Charge is voluntary if you are not all-inclusive, so Condo Hotels can elect to stop collecting this Service Charge. Please know that you, our employees, are a very serious consideration in this process and that if we do have to opt out of the Service Charge collection, as good employers, we will seek to ensure that employees are not worse off whilst keeping the Management Company sustainable – we are focused on a Win/ Win for all. SERIOUS PROBLEMS IN CABINET

continued from page 1

I think that when you put your name on the line and you fight to get to a place where you want to bring change you think when you get to Cabinet and you have a majority of members and you are elected members that unless it is contrary to the law, that the Government will have its way in Cabinet, not so.” She added: “ Consensus is a word attached to the process for Cabinet. We do not have a vote so there is no majority vote. There are ten members for the first time since the new Constitution; The Attorney General and the Deputy Governor are full members of Cabinet and you would recall in time past it would be ex-officio members, per say, but they are full voting members and the Governor of course is President. There are ten (10) members of cabinet, not exofficio members, but full right members and if either one of the individuals elected or un-elected does not agree, that does not go forward.” The Premier stressed: “So if the Deputy Governor doesn’t agree it doesn’t go forward, if the Attorney General doesn’t agree it doesn’t go forward and if

the Governor doesn’t agree it doesn’t go forward.” She added: “As we do we have pre-Cabinet, all of our Ministers come together and we know what we are bringing to Cabinet and we thrash out what we have to thrash out and we go in as a unit as we should, because we have a manifesto that we have to follow and we have an agenda that we have committed to the people that must be followed. We can go in and we can be glued together but if we don’t get consensus from the other three members of Cabinet that decision will not go forward.” She said that as Minister of Finance there were occasions as Premier of this country where she took matters to Cabinet and didn’t get consensus. “So I think that it is important for people to understand that and how the country works. I’ve had the experience of talking to other Overseas Territories leaders (OT leaders) who don’t have this experience. I will confess that I have not looked to see exactly they do have consensus but to see if there’s some wording that is different.....”I

committed to do that work so that we could understand exactly how we can make sure that an elected government is able to get its agenda through without violating anything but to make sure that we get in our agenda through cabinet.” She added: “I came into office; I wouldn’t say I wouldn’t know that there’s not voting in Cabinet but I assumed that an elected government gets in there, persons will actually look and say well this is an agenda that is brought by persons who is elected and I should go forward but that’s not always the case.” She said, “The infrastructure account, on coming to office we immediately begun the conversation with Carnival and as of March the infrastructure account has $7million in it. It is managed by the Ministry of Finance, the position is that we contribute and Carnival contributes. People call it the Carnival fun but it is not a Carnival fund, it is jointly funded by Government and Carnival.” She added: “We agreed to projects that we would like to move ahead and we had the opportunity to have some works

done and I of course took it to Cabinet where I was unable to get consensus. In a position now from Cabinet is that we must complete or sign a memorandum of understanding which was never done in the eleven (11) years that Carnival has been here. We are currently waiting and having the Chambers deal with the lawyers of Carnival to execute a memorandum that is not as straight forward as we apparently understand it to be and that of course is now holding up the $7million that could be spent in Grand Turk.” When asked by Mr. Been about people are seeing it as radical, the Premier Robinson responded: “I don’t think that it is radical, I think that when you put your name on that dotted line and when you go through what you go through to run for office in Turk and Caicos, I think there are certain things that you ought to expect. People would have elected you on a manifesto, on campaign promises and I think that when we get to that place and they would have elected you there ought to be some sort of respect in that regard.”

New Service Charge Ordinance will hurt TCI tourism, say hotel owners We sincerely hope and believe that a compromise should and can be sought and we are prepared and ready to continue to work with Government to achieve and equitable arrangement for all parties so that we can all focus on keeping TCI a sought-after destination for luxury travelers.” Prior to 2003 Service Charge Ordinance the charge that is now referred to as Service Charge

was largely called a Facility Fee or a Resort Fee. This fee/charge was a direct contractual charge between the Management Company and the paying guest. From those proceeds, most Condo Resorts created a bonus plan for their employees. In Condo Resorts, which include the vast majority of properties in TCI, Management Companies must pay 50-60% of all room revenues to the Condo Owners.

Without a facility fee income (the 40% of Service Charge) we believe the Resorts are not sustainable to deliver their product to our luxury market. In 2003 the Government attempted to regularize a system, which they called Service Charge Ordinance 2003. After thorough research and understanding the critical importance of a facilities fee to the Management Company’s business

model and the Service Charge for employees, the current Service Charge Ordinance was created with a minimum 10% of revenue collected. The Fee was then split 60% to the staff as a bonus and 40% to the Management Company for operations. Service Charge was born with the understanding that it was a combination of Service Charge and Management Facility Fee.

Scholarships for U.S. schools were too expensive, says Education Minster By Todeline Defralien Scholarships which were granted over the years for students to study abroad in the United States were too expensive, according to Minster of Education Hon. Karen Malcolm. During the House of Assembly on Tuesday August 28th, Hon. Malcolm said most private institution students were attending schools that were too expensive and exceeded over $40,000 per year. “In the past, the complaints against the United States (US) Institutions was that most private institution students were attending schools that were too expensive and exceeded over $40,000 per annum,” she told the House of Assembly. In response to MP for South Caicos, Hon. Ruth Blackman’s question

about how the new system will be managed going forward, Malcolm said the system will be better managed based on the changes made to the 2017 National Scholarship. This policy, she said, outlines that the average course for yearly tuition fees for undergraduate programs must be no more than US $20,000 for the institutions to be included for the list approved institutions for full scholarships. Institutions with an average tuition fee above $20,000 will be included on the list of approved institutions for partial scholarships. She added: “Also there’s a new accreditation standard that was mentioned in our National Scholarship Policy, hence all students who are provided with scholarships whether US, Caribbean, the United Kingdom

Minster of Education, Hon. Karen Malcolm or elsewhere, on an annual basis their Grade Point Average (GPA) are provided to the Ministry. Of course, if they don’t keep up to the minimum of 2.5 for partial up to 2.9 or 3.0 % for full scholarship, then their scholarships

will be taken away from them.” Malcolm reminded students in the Turks and Caicos Islands that having a scholarship is a privilege. “We just want to encourage our students that having a scholarship is a privilege and we want to encourage them to do well and continue to study and continue to keep their GPA’s up to standards so that they can finish their degrees whether it’s Bachelors or Masters.” In addition, Elected Member for Leeward & Long Bay, Hon. Akierra Missick asked for clarification on whether those are scholarships or do they also include grant for $10,000. Responding, Hon. Malcolm made it clear that included in the 71 scholarships awarded are full scholarships, partial scholarships and grants.

Deputy Premier Hon. Sean Astwood responds to Former Premier Dr. Rufus Ewing I normally avoid referring to events of the past but since the failed former leader of the PNP, Hon. Rufus Ewing, accused the current PDM administration of either running scared or being incompetent, I will have to remind him of the PNP Government being both scared and incompetent under his leadership. 100% Service Charge In April 2016, the Peoples Democratic Movement, the official opposition at the time, successfully brought a Private Members Motion

to the House of Assembly asking for the reinstatement of 100% gratuity which was amended by the PNP Government in 2004 that allowed 40% of the gratuity paid by guest to be retained by the Hotel Resort. Members of the Rufus Ewing led PNP Government gave reason after reason why gratuity could not be reinstated. All Government Ministers abstained from voting for this motion and this included Hon. Rufus Ewing, Akierra Missick, Washington Misick, Portia Stubbs Smith, Norman Saunders, Ruth Blackman, and Hon. Donhue Gardiner.

This is a matter of public record. All 8 members of the PDM opposition voted yes and the motion was carried. The PNP Government refused to implement it. This was a clear indication that the Rufus Ewing led PNP Government had no intention of ensuring that 100% service charge was received by the persons in tourism industry who rightfully deserved it. PDM was the only Party that ran on reinstating 100% gratuity and the only Government to bring the Bill to the House of Assembly to ensure that this happens. History shows

Deputy Premier Hon. Sean Astwood that the only party that was scared to restore the 100% to the hospitality workers was the Rufus Ewing led PNP Government.

Fortis applied directly to Governor for rate increase, says Hon. Goldray Ewing By Todeline Defralien Fortis TCI has taken their request for a rate increase directly to Governor Dr. John Freeman because the elected government was apparently taking too long too move forward the process. This was revealed by Minister for Infrastructure, Housing and Planning, Hon. Goldray Ewing who told the House of Assembly on Tuesday, August 28th, 2018, that once Fortis TCI goes in that direction, then it takes the rate increase matter directly out of his Ministry’s hands and now the (Electricity) “Ordinance is in play”. FortisTCI recently filed a rate variation application under Section 34 of the Electricity Ordinance. The application proposes an average rate increase of 6.8%. Responding to Opposition Leader, Hon. Washington Misick, Hon. Ewing stated: “I must say that there is two processes that are going on here. My Ministry was actually working with the regulatory framework that included all the guidelines to work with Fortis and the Government in cooperation to make sure that we have all of the framework initiatives in place so that we can better regulate that company. That was taking a little bit too long, simply because there was information that we do not have that we need and because it was dragging along at a very slow snail’s pace, Fortis decided to move in the next direction to approach the Governor directly, which the Ordinance give them the rights to do.”

MP for Grand Turk North, Hon. George Lightbourne

Opposition Leader, Hon. Washington Misick

Hon Goldray Ewing, Minister for Infrastructure, Housing and Planning

When Member of Parliament for Grand Turk North, Hon. George Lightbourne asked Hon. Ewing if the PDM government is so inclined to approve a rate increase for Fortis TCI, Ewing responded: “The notice was served on the Governor, the Governor has responded and Fortis also has responded to the Governor’s response letter. I cannot go further than that because it will be impeding ongoing matters.” Questioned further, by Lightbourne as to whether he (Hon. Ewing) the Minister for Infrastructure is so inclined to approve a rate increase for Fortis, Ewing said that before he can move to that point to say yes or no he have to have facts and evidence in front of him. “Basically what my Government was embarking on was a cost-of-service study to give us a better idea of what it cost to provide customers with electricity and from

there, I would be in a better position to actually make a decision. We haven’t reached there as yet, and if you recall in the (last) budget session, we had a consultancy fee for that specific project and that specific project is about to go to tender right now,” he explained. Ewing continued: “Mr. Speaker it seems like (Hon. Lightbourne) is trying to get at something. Time is of an essence for most companies around here. This member (Lightbourne) was dealing with this same problem for the last four years and never came to a decision and I was dealing with it. I picked up from where he left off, but I had to gather more information and that is exactly where we are at. But he never raised one finger to even deal with it. So for him to come now and try to pressure me to move this decision forward is really ridiculous.” When Opposition Leader, Hon. Washington Misick asked for further clarification on whether the application

by Fortis was made with the Governor in his capacity in Cabinet or it is at his discretion, Premier Hon. Sharlene Cartwright Robinson responded: “This would have been in the same process that took place following Hurricane Ike several years ago and the Governor was approached and that too is approach under the ordinance for the Commission of inquiry, that is critical and that is a stage that has to happen. Of course any decision than comes also through Cabinet.” Residential customers with an average monthly consumption of 500 kWh would see an increase of approximately $8 per month on their electricity bills. The rate variation application seeks to restore the company to a stable financial position following the impact of the 2017 hurricanes. The financial impact on FortisTCI of Hurricanes Irma and Maria is estimated at $42 million.

Former Deputy Premier Hon. Akierra Missick explains her recent serious illness By Todeline Defralien Former Deputy Premier Hon . Akierra Misick said she had “two feet in the grave” during her recent illness which led her to be away from the country and the House of Assembly for a prolonged period. During an emotional speech in the House of Assembly, the Member of Parliament for Leeward & Long Bay, described her recent health scare with thyroid disease and bone marrow issues and also explained how she was frustrated by the National Insurance Health Plan (NHIP). “Mr. Speaker I wouldn’t even say that I was one foot in the grave, I was two feet in there and just kept going because of the doctors at Cheshire Hall Medical Centre” she said in the House of Assembly meeting on August 28th. Missick who thought she picked up the flu from the Leader of the Opposition (Washington Misick) who was sick that day revealed that it was not the flu and she was in fact very ill. “It wasn’t the flu Mr. Speaker, I was admitted to the hospital in Provo for three days. I had my entire bone marrow suppressed. I was in an isolation ward and my family and friends were unable to come and see me due to having an autoimmune matter. I had a thyroid problem and the medication that they put me on to treat my thyroid decided that it was just going to wipe everything out and I was in that .0005% risk rate of having all my bone marrow suppressed and unable to fight any form of infection, unable to function and my organs were beginning to shut down,” she explained

in the House. Missick also revealed that she unable to be the beneficiary of assistance from the National Health Insurance Board (NHIB) and had to fund her own trip overseas. She continued: “Once I got stable enough on the IV’s and medications at Cheshire Hall Medical Centre, the decision was taken that it was an emergency for me to have my thyroid removed because there was no way to treat it in any way, shape or form, given that the reaction that I had to the medication. It was very nerve wracking to say the least. I’ve never experienced something like that before, but what made it even more difficult was that I was unable to be the beneficiary of assistance from the National Health Insurance Board (NHIB). They were unable to get me an appointment despite this matter being urgent and the report saying that it was urgent and so I had to fund my own trip overseas to have it dealt with.” In addition, Missick who was in tears, urged the current Government to fix the challenges of getting appointments for overseas care. “The reason that I am choked up about this, is that I was in a position to help myself. My family was in a position to help me. So I am urging the Government, and had I known that these sorts of scenarios with challenges of getting appointments for overseas cares existed, I know now and I experienced it but other people have come to me and said that they heard about what I went through and that we look at whatever it is that we need to do at NHIP to help save people.”

Missick who had a very successful surgery noted that she ended up spending four days in the hospital in Florida. “I am just grateful to those surgeons and the medical staff that were there,” she added: “They were able to address it very quickly. I am grateful to my family who rallied around me, supported me during that time and I am grateful to the staff at Misick and Stanbrook who was there checking on me and overseeing my work but I am most eternally grateful to my colleagues on this side of the House as well as those on that side of the House including you Mr. Speaker who reached out to me, sent me prayers and encouraged me during this difficult time.” Missick noted that she was grateful to those persons that visited her at Cheshire Hall Medical Centre and protected her privacy as best as they could and allowed her to rest and recover. Missick also emphasized heartfelt thank to Dr. Denise Braithwaite and Dr. Forbes at Cheshire Hall Medical Centre who saw her labs and tried their hardest not to scare her but told her it was really bad and she needed the urgent treatment. Missick stated that it is going to be a challenging twelve (12) months ahead but she is prepared for it. “I wear my thyroid scar with pride Mr. Speaker and will actually start having more dialogues with the Ministry of Health because after going through this, the amount of people who heard it was thyroid said I’ve had a similar situation but mine was treated with medication. There are more of us in

this country that probably suffering with some form of thyroid condition that we’re not sure about and so I am willing to use this platform, I am willing to work with the Ministry and I am willing to work with public health to get the information out there because I was at risk of having a heart attack one day, the next day it was a stroke. My pressure was through the roof and my pressure was none existent and it was the most difficult time I’ve ever experienced in my life Mr. Speaker but I am here today to say that I’m getting through,” she explained. Missick apologized to the people of Leeward and Long Bay and to the people of Turks and Caicos for missing such important session like the budget and the session on the gaming bill. “It wasn’t that I was off in Europe having a vacation; I was in a hospital bed trying to recover as best as possible,” she said She added: “I want to tell the people of Leeward and Long Bay as long as there is strength and breath in my body; I will continue to represent them. I want to thank God because it was all his timing. When you have the flu or those things you try not to bother the hospital, you try not to take up the space in the emergency room but I just knew I was sick and I didn’t know why and this was much more intense than a fever and flew like symptoms.” Missick note that there will be times where she may not be able to come in the Chamber because she unwell but nonetheless she is here to serve. “I am honored and privileged to be here to serve the people of this country.”

Mystery surrounds DPP Jillian Williams’ contract by Hayden Boyce Publisher & Editor-in-Chief Jillian Williams’ tenure as Director of Public Prosecutions (DPP) remains shrouded in mystery, with Governor Dr. John Freeman opting not to confirm or deny whether her contract has been renewed. Williams’ contract expires in November 2018 and it was widely expected in legal and government circles that it would not be renewed because of her medical condition following a severe stroke she suffered last year, within months of assuming office, and from which she is still recovering. The SUN understands that Williams, a native of Trinidad and Tobago, was supposed to have vacated her office in mid-August 2018, but up to the August 30th she was still there. When contacted about Williams contract, Dave Moore, Head of the Governor’s Office, told The SUN: “The Governor would not wish to comment on the contractual arrangements for the DPP or for other Crown Appointments.” However, high-level, impeccable sources have informed this journalist that “very serious concerns remain about the current DPP’s ability to function effectively in that capacity”. Meantime, speculation has been rife that British lawyer Andrew Mitchell, QC, who is presently lead prosecutor in the ongoing Special

Investigation and Prosecution Team (SIPT) corruption trial, could be a top candidate for the DPP position. However, there has been no official indication that Mitchell is interested in the post. The DPP is appointed by the Governor under Section 91 of the 2011 Constitution, in consultation with the Premier, the Leader of the Opposition, and the Judicial Service Commission. The Governor may remove the DPP only with the prior approval of the Secretary of State in two cases: for inability to discharge the functions of his or her office, or for misbehaviour. Within a few months of assuming office in November 2016, Williams suffered a massive stroke and was airlifted to Nassau, The Bahamas, where she spent around six months in very serious condition and undergoing medical treatment. During that time, the DPP continued to receive her full salary of $14,000 per month from TCIG which also paid for her medical care in The Bahamas. Since she returned to the Turks and Caicos Islands, Williams has been undergoing further and regular medical treatment. Williams is the Turks and Caicos Islands third DPP since the post was created. The first DPP was JoAnn Meloche from 2013 to 2015, followed by John Masters from 2015 to 2016. Both

DPP Jillian Williams Meloche and Masters left their posts in highly controversial circumstances. Prior to 2011, the powers now associated with the Director of Public Prosecutions were vested in the AttorneyGeneral. However, a report of the Turks and Caicos Islands Constitutional and Electoral Reform Project raised the concern about the “many hats” worn by the Attorney-General resulting in confusion over the proper functions of the role, and also pointed out that in other British Overseas Territories and Commonwealth countries these powers were typically vested in a separate Director of Public Prosecutions.

Premier says interviews for CEOs at NIB, InvestTCI will be done “over the next few weeks” By Skeri-Kae McLeod Interviews and short-listing for Chief Executive Officer of the National Insurance Board (NIB) and InvestTCI will be done “over the next few weeks”, says Premier Sharlene Cartwright-Robinson. The update was given in the House of Assembly meeting on August 28, 2018, when the Premier was asked by Opposition Leader, Honorable Washington Misick as to when the country can expect appointments of CEOs to the island’s statutory boards, specifically, The National Health Insurance Board (NHIB), National Insurance Board (NIB) and Invest TCI. “With regards to the NHIB, the interim CEO has been appointed for a period of one year, as of July 1, 2018. The recruitment will resume a few months before the term of

office is up for the interim CEO.”, she explained. “There should be a scheduling of interviews shortly for both NIB and Invest TCI. Shortlisting and interviews should be done over the next few weeks. “ When questioned further, by Member of Parliament for Grand Turk North, Hon. George Lightbourne, as to a specific timeframe, he Premier stated that she was assured that the process of recruitment will be completed soon. “At the end of the day, I can only say what the team is saying and I’m assured that it is within the next few weeks. A few weeks is very specific.” For some time now, the Premier explained that she has faced challenges in the recruitment of CEOs for the statutory boards. “NHIB has been a challenge to identify a head here in the Turks and Caicos. We identified an individual and

we could not get consensus in Cabinet for that individual. But we have, over and over, three or four times, put out advertisements for NHIB, likewise with Invest TCI.” Dr. Teresse Maitland has been appointed as interim chief executive officer of the National Health Insurance Board (NHIB) for one year, effective July 1st, 2018. Prior to her appointment at NHIB, Dr. Maitland was the Chief Epidemiologist in the TCI’ Ministry of Health. In 2017, Mr. Floyd Seymour, a local businessman and former leader of the People’s Democratic Movement (PDM), flatly rejected the post of CEO of Invest TCI, because its board of directors and Cabinet refused to pay him at the same level of former CEO John Rutherford, who was an expatriate. In an exclusive interview with

The SUN, Seymour who is a certified accountant, said he didn’t accept the position of CEO of Invest TC because he did not believe that the contract subscribed to the principals of Equal Pay. Seymour said he observed that in many settings throughout the country, both in Government and in private industry Turks and Caicos Islanders are paid less than their expatriate counterparts to do the same job and he believes that to be a form of discrimination and have for years championed the need to have Equal Pay Legislation to outlaw any discriminatory pay packages. The position of a CEO at Invest TCI is in the range of $100,000 to $120,000, negotiable based on qualifications and experience. A standard set of benefits and allowances are additional.

Road works begins in Grand Turk September 3rd

By Todeline Defralien

Minister of Health and Human Services, Honorable Edwin Astwood announced that road works will begin in the Nation’s Capital starting September 3rd, 2018. According to the Minister, most to focus will be on North Back Salina which has the worst roads in Grand Turk. Astwood further noted that the long wait was because of the execution of getting the contract out. “I am happy to say that after running through all of those road blocks, the contracts have been signed and the work is scheduled to start September 3rd or September 5th here in Grand Turk. We’re going to do one or two roads in South Back Salina but this was mostly to focus on North Back Salina which has some of the worst roads here on the island. For the first time ever these roads will be getting done, this is what I am hearing from the professionals in the office that it is stated for September 3rd and with

no delays September the 5th the latest they should start works,” Astwood said on the Expressions call-in programme on Radio Turks and Caicos on August 22nd. He added: “This long process has been so frustrating to me. Of course, you know when you reach to a certain point in getting a project approved and the monies available... you would think that the hardest part is getting that money available, but we realise that isn’t the hardest part. It is the execution of getting that contract out. I want the listeners to know that for the last couple of months this government has been jumping through hoops and one hurdle after the next. I always tell people that this government will never say our hands are tied. It’s just that road blocks are constantly put in our way that we have to bust through all over and over again.” Hoping that there are no surprises, Astwood gave a better idea of which areas roads will be fixed in Grand Turk. “Those roads supposed to be

just about every road in North Back Salina will have black top (asphalt). We’re talking about passing cross from the Parade Ball, passing across Miss Bay shop going straight out to the Skippings salon, from my good friend Janet Adams going straight up to the Catholic church etc and a lot of roads in between.” Also commenting on the exciting news for the island of Grand Turk, Premier Hon. Sharlene Cartwright Robinson added: “I think that we really need to let people understand the process (and people are going to get tired of me saying this) but it is important for us to know. The truth is there is no shortage of political will. There is no shortage of funds. These monies were approved from March, the first budget we came in 2017/2-18 so from last year March they were approved.” She continued: “We noted the contract in March this year which means that it took about a year-plus to get to the contract stage and the Minster have said that we have some

Hon. Edwin Astwood Minister of Health, Agriculture, Sports and Human Services surprises along the way. We had the roads quoted at the beginning and then we had to put them back out to tender, so there has been some challenges in getting us to the contract stage but I am grateful that we have reached as far as we have.” The Premier made mention that these are the same monies from March 2017 when they had the budget address and approved these roads. “These are the same roads and these are the same monies,” she concluded.

A tricky rash - pityriasis rosea By Dr. Marsha Barnett

Imagine seeing a patch on your body that looks like a ring worm and then days later you seem to be covered by this rash as more lesions keep erupting day after day! Scary as it may be, in many cases this is a condition that is selflimiting and not life threatening. It is called pityriasis rosea. Pityriasis rosea is a rash which is thought to be caused by a virus, which although it can affect all age groups is most frequently seen in teenagers and young adults. WHAT CAUSES PITYRIASIS ROSEA? Pityriasis rosea is thought to be a viral rash. Though viral in nature, the rash is not contagious. In most cases, it associated with reactivation of herpes viruses 6 and 7, which cause the primary rash called roseola in infants. This form of herpes is not the same as sexually transmitted infection and it is thought that almost everyone has been exposed to this virus during childhood. Influenza viruses have also triggered pityriasis rosea in some patients. Sometimes an allergic reaction to a drug can cause a rash that looks like pityriasis rosea. WHAT ARE THE CLINICAL FEATURES OF PITYRIASIS ROSEA? The initial rash is called a herald patch is a single plaque that appears a few days before the

HOW LONG WILL IT LAST AND WHAT CAN I EXPECT?

Pityriasis-Rosea generalized rash occurs. The patch is usually oval and can be lighter or darker than your skin tone. It tends to have a margin of scaling and is sometimes itchy. A few days after the appearance of the herald patch, more scaly patches appear on the chest and back. A few lesions may also come up on the thighs, upper arms and neck. It is usually described as a T shirt and shorts distribution as it tends to come up on the areas covered when wearing shorts and a shirt. It therefore uncommonly affects the face, hands and feet. Sometimes the rash isn’t as typical as described and the diagnosis can be difficult for instance when the skin lesions aren’t scaly plaques but have a different appearance such as small bumps, blisters or wheals. In a few cases, the rash may even be in the opposite areas, affecting the limbs more than the trunk!

KITCHEN HELPER

Pityriasis rosea has a natural history of 6 to 8 weeks. This means that regardless of whether or not it is treated, new lesions can come out on the skin over that period and for the most part, it resolves completely at the end of two months. It may be itchy and cause a lot of distress because of its appearance but it does not cause overall ill health. In some patients, especially darkskinned individuals, the rash may heal but leave dark spots which can last for months. Of course, creams and procedures such as chemical peels can be used to speed up the resolution of the marks. Only a few persons have the rash for a prolonged period of months and in 97% of cases, once you have had pityriasis rosea, you don’t usually get a recurrence. TREATING PITYRIASIS ROSEA The diagnosis of pityriasis rosea can be tricky especially if you see your doctor when you only have the initial patch, if your doctor isn’t very familiar with the condition, or the lesions are atypical and therefore do not have the scaly appearance expected. In fact, most patients start treated themselves for a fungus by the time they see a doctor. If unsure, a skin biopsy can be done to confirm the diagnosis. Some doctors may opt not to treat the condition as you may have

Dr. Marsha Barnett no symptoms and whether treated or not, the rash will clear. Using a moisturizing soap or body wash and good lotion may be enough to give relief if symptoms are mild. Also, phototherapy, or getting some time in the sun may help the rash clear faster. However, when the rash is extensive or the patient is having discomfort such as itching or burning of the skin, treatment is usually initiated. This consists of oral antihistamines for the itching and a steroid cream to soothe the area, stop the itching and also help the lesions clear more quickly. In a few severe cases, oral or injection steroids may even be used to help quiet the condition and hasten resolution. *Dr. Marsha Barnett is a general practitioner who also specialises in dermatology. See more crime prevention initiatives - 12 + 1 By Drexwell Seymour The resolution to our crime situation should be the collaborative efforts of our community including the Governor, the Government, the Police Department and our residents. The crime situation in TCI is out of hand and must be seriously addressed. It will require a significant increase in our government’s budget as well as our personal budget to combat this. I am aware that the government has to meet certain financial criteria in order to get a good credit rating, but if we do not invest more money in crime initiatives and prevention, then everything that we are trying to maintain can be taken away from us in the blink of an eye. Before I proceed any further, let me take this opportunity to offer condolences to all family members that had to face the loss of a loved one as a result of crime. 1.THE ROLE OF THE CHURCH The Church plays a very significant role in the prevention of crime in any society. One of the roles of the church is to teach the word of God to individuals. In this way, they will be grounded in the word of God and do as the word of God says. Unfortunately, nowadays many people are questioning the existence of God. We find a lot of us spend so much time focusing on the pastors rather than the word of God. We also observe that there is a decline in the number of individuals coming to church. Because they are

not going to church, parents and their children are not being feed the word of God and as a result they are committing crimes which are contrary to the word of God. There is no fear of God. If there was fear of God, these heinous crimes would not take place. We need to encourage and promote the attendance of church and bible study. One way to do so is through witnessing. Once individuals realize the importance of the church, I believe that the importance of honesty, love and great values will be instilled in families.

mandatory that everyone that resides in TCI must have their fingerprints taken. Of course, there will be a challenge with the illegal immigrants but when we get them, we need to fingerprint them as well. 4.COMMUNITY NEIGHBOURHOOD WATCH

Neighbourhood watches should be implemented in every community in TCI. I find it very useful in the community that my family and I live. We are all on a group chat and we keep each other abreast of any 2.MORE POLICE OFFICERS, MORE suspicious individuals or cars in our VEHICLES AND PATROL THE community. I would also suggest that all COMMUNITIES the Heads of the Neighbourhood Watches collaborate and share ideas. I wish this We need to recruit additional can be mandatory but not sure how we experienced police officers to help resolve can do that. the crime situation in TCI. The Police Force in my opinion is understaffed. Once we are able to get 5.STIFFER PENALTIES FOR these additional officers, we will also CRIMES AND ILLEGAL GUNS need additional vehicles. With these resources, we should be able to patrol the Perhaps we are too lenient on communities throughout TCI on a daily crimes and illegal guns in our country. consistent basis. Maybe we can deter persons from The police officers’ presence committing these crimes by making the should be visible and should be at penalties stiffer and harsher especially if different times throughout the day so they are found with illegal weapons and the criminals will not be able to predict drugs. when the police will be around. The police presence should deter criminals. 6.UNDERCOVER COPS I believe that a lot of persons even the police may know who are committing these crimes but it is challenge in proving it. Therefore, the best way to get around It appears that one of the this is to recruit undercover cops and challenges in resolving crime is the lack have them infiltrate the gangs and the of evidence. Then we need to make it communities where these crimes are being done. 3.MANDATORY ELECTRONIC FINGERPRINTS

Applicants to drop CV to Unit 300 Graceway Plaza, Leeward Highway

7.AFTER-SCHOOL INTERVENTION PROGRAMS Many people believe that our young people are idle. Some are also joining gangs for various reasons. We cannot lose our next generation and so this requires significant intervention programs. We can have programs after school to cater to our young people. I know we have a youth center that is very active in the community but I think we need more intervention programs. We need to identify those persons in the gangs and provide help. We also need to ensure we reach out to those young people who have not join a gang so we can prevent them from joining. 8.RANDOM CHECKS OF HOMES AND VEHICLES FOR ILLEGAL GUNS I am not sure how effective random checks are because as soon as the word spreads that the police are checking homes and vehicles, people will hide their weapons. However, I still think we need to do random checks on homes and vehicles if this is legal. These random checks need to be done simultaneously in different communities. 9.REHABILITATION PROGRAMMES FOR OFFENDERS It appears many times the crimes are committed by repeated offenders. They are placed in prison and then release and then commit another crime again. I know I mentioned that we should make the penalties stiffer but we must also at the same time institute a rehabilitation program for these offenders. Perhaps there are rehabilitation programs already in place but I cannot confirm.

Drexwell Seymour Even if there are, we need to strengthen the programs. 10.ROTATE POLICE OFFICERS FREQUENTLY For obvious reasons, I believe the Police Officers need to be rotated frequently. They should not be on the same island or in the same position very long. We have a number of police officers who are expatriates. If we bring them in for 2 years, do not let them exceed their 2-year contract. Keep rotating them. Familiarity breeds contempt. I am not against expatriate police officers as local police officers also are familiar with everyone but the local police officers have no where else to go unless we do an exchange program with other countries. 11.CAMERAS IN HOMES AND BUSINESSES As residents, we will also have to invest some of our personal funds in equipping our homes and businesses with surveillance cameras. As I recall, the TCIG has either waived or reduce the duty rate on surveillance cameras for the home and business. 12.PATROL THE WATERS Many believe that illegal guns are infiltration our community through the illegal sloops that enter our country. I know that we have a radar system but TCIG need to invest in more boats and drones so that illegal sloops can be detected early. These boats must be checked for illegal weapons and the individuals should get a heavy fine. I know that the TCIG is seeking to get the assistance of the Bahamas which will be great help as well. 13.SAFETY NET SAFE CITY E. Jay Saunders, a proud Turks and Caicos Islander has designed a technology software that will help solve crimes and save lives. The name of this is Saftey Net City. SafetyNet Safe City’s Facial Search tool is designed to enable law enforcement to identify “multiple persons-of-interest against a collection of millions of facial images from our evergrowing high-risk database in near realtime”. E J ‘s company DSS is willing to absorb the installation costs and waive the 1st year fees if the Government is interested in it. CONCLUSION I sincerely believe that crime can be reduced in our country. It will require all of us to play our part. However, the Government will have to be very serious and increase the budget to address some of the initiatives above. In addition, it will require them to change legislation to make it undesirable for someone to commit a crime. I also want to take this opportunity again to congratulate E J Saunders on the design and development of Safety Net Safe City software, a Turks and Caicos product.

urks and Caicos Collection, a hotel chain which comprises The Alexandra Resort, Beach House and Blue Haven Resort, hosted its first back-to-school fun day in order to give back to their staff and help prepare their children for the first day of school. Hosted on Wednesday August 29th at The Alexandra Resort, the company invited staff members and their kids for a fun-filled day with food, drinks, bouncing castles, entertainment and giveaways. The Turks and Caicos Collection pre-packed over 120 book bags with school supplies such as, pens, pencils, markers, crayons, calculators, staplers, books and erasers to distribute amongst all the kids. Human Resource Manager Diane Kennedy told The SUN, “Turks and Caicos Collection believes that we cannot exist without our employees. We understand that without them the

HEALTHY

LIFESTYLE Few heavy drinkers get drugs to help curb alcohol use

A pint of beer stands on a bar in a pub in Liverpool northern England November 19 , 2014 Less than one in 10 people with alcohol use disorders get prescribed medications that help people drink less and avoid binges, a U.S. study suggests. One in four American adults binges on alcohol at least once a month, and one in 15 binges five or more times a month, researchers report in JAMA. For males, binging means consuming at least five standard drinks on a single occasion; for females; it means consuming four standard drinks on one occasion. Even though there are three medications approved to treat alcohol use disorders in the U.S., most people only get treated with counseling. Because alcohol use disorder is stigmatized, people generally don’t tell doctors that they drink heavily, and physicians tend not to ask, said study coauthor Dr. Henry Kranzler, director of the Center for Studies of Addiction at the University of Pennsylvania Perelman School of Medicine in Philadelphia. Even when patients do get diagnosed with a drinking problem, treatment is often fragmented and inaccessible, Kranzler said by email. Only about 8 percent of people with serious drinking problems get care in an alcohol treatment facility. And less than 9 percent receive prescriptions for drugs that might help them cut back or stop drinking. Available medications for alcohol use disorder work in different ways. The oldest, disulfiram, stops an enzyme from breaking down a toxic byproduct of alcohol. As a result, people who drink experience symptoms like nausea, headaches and weakness - which may discourage some people from drinking. Naltrexone, which blocks some of the naturally occurring opioids in the brain’s pleasure center, is available as a short-acting pill or a longacting injection. By dulling the pleasure of drinking, this drug may help some people avoid binges. A third drug, acamprosate, appears to help abstinent patients maintain their avoidance of alcohol by attacking pathways in the brain that may make people more prone to alcoholism. To get prescriptions to more patients who might benefit from these drugs, primary care providers will need to make a concerted effort to screen patients, researchers note. Screening is relatively simple and can be done with a few questions. Then patients with a diagnosis of alcohol use disorder can be given counseling and prescribed medications. Failing to do this takes a heavy toll: alcohol is associated with 88,000 deaths in the U.S. every year, researchers note. But while routine screening for heavy alcohol use has been recommended, only one in six U.S. adults reports ever having been asked by a health professional about their drinking behavior, the study authors point out. “It is clear that there are medicines doctors can prescribe and health professionals . . . like psychologists and social workers who can counsel patients with evidence-based therapies,” said Dr. Richard Saitz, an associate editor for JAMA and a professor at the Boston University School of Public Health.

Depression in pregnancy may alter babies’ brains

Women with depression and anxiety during pregnancy may be more likely to have babies with altered brain development that might be linked to behavior problems later in childhood, a small study suggests. Researchers asked 101 women to complete questionnaires about depression and anxiety symptoms during their third trimester of pregnancy. Overall, six mothers had symptoms of major depressive disorder, five met criteria for moderate depression, and 42 met criteria for mild depression. Then, researchers took MRIs of infants’ brains when they were about one month old. They found more alterations in brain structure among the babies born to women who experienced at least moderate levels of depression during pregnancy. “Our study suggests that moderate levels of maternal depression and anxiety symptoms during pregnancy were associated with variations in the brain’s white matter microstructure or ‘wiring’ at one month of age,” said lead study author Douglas Dean III of the University of WisconsinMadison. The patterns were different in boys and girls, “which may be related to boys and girls having different developmental trajectories and being differentially impacted by certain early life experiences,” Dean said by email. Up to one in five pregnant women experience depression and anxiety, and mounting evidence links these conditions with poorer emotional and behavioral outcomes in children, researchers note in JAMA Pediatrics. That’s true even when mothers’ symptoms aren’t severe, they say. In the current study, researchers found maternal depression and anxiety linked

London fans pay tribute to Michael Jackson on 60th birthday

Fans Dancing LONDON - Fans of Michael Jackson honored the “King of Pop” on what would have been his 60th birthday on Wednesday by gathering at a temporary monument in the shape of a crown erected in his honor in London. Braving the rain, fans imitated his famed dance and moonwalk moves around the 13-foot (4 meter) white, sparkling crown erected by record label Sony Music on the south bank of the River Thames. “The first time I saw him in person, I was 18 years old, he came to London and it was just manic,” said fan Mayah Thomas, now 31. “(Jackson was) really shy, but also really really personable. He would always try and make the fans comfortable.” Jackson, famed for hits like “Bad” and “Beat It”, had been rehearsing for a series of comeback concerts scheduled in London before his sudden death in 2009 at the age of 50. The crown monument will stand for just one day.

‘First Man’ shows Armstrong’s view after Moon landing, sitting in ‘tin can’ VENICE, Italy - Everyone knows what Neil Armstrong said as he stepped onto the Moon, and when Ryan Gosling delivers the line in “First Man”, which opened the Venice Film Festival on Wednesday, it sounds like dialogue as familiar as “To be or not to be”. Hurricane’s death toll in Puerto Rico put at nearly 3,000 SAN JUAN, Puerto Rico — Puerto Rico’s governor raised the U.S. territory’s official death toll from Hurricane Maria from 64 to 2,975 on Tuesday after an independent study found that the number of people who succumbed in the desperate, sweltering aftermath had been severely undercounted. The new estimate of nearly 3,000 dead in the six months after Maria devastated the island in September 2017 and knocked out the entire electrical grid was made by researchers with the Milken Institute School of Public Health at George Washington University. “We never anticipated a scenario of zero communication, zero energy, zero highway access,” Gov. Ricardo Rossello told reporters. “I think the lesson is to anticipate the worst. ... Yes, I made mistakes. Yes, in hindsight, things could’ve been handled differently.” He said he is creating a commission to study the hurricane response, and a registry of people vulnerable to the next hurricane, such as the elderly, the bedridden and kidney dialysis patients. Rossello acknowledged Puerto Rico remains vulnerable to another major storm. He said the government has improved its communication systems and established a network to distribute food and medicine, but he noted that there are still 60,000 homes without a proper roof and that the power grid is still unstable. “A lesson from this is that efforts for assistance and recovery need to focus as much as possible on lowerincome areas, on people who are older,

That does not include indirect deaths of the sort the George Washington researchers counted in Puerto Rico. Rep. Caribbean Nationals Among 19 Indicted For Illegally Voting In 2016

A debilitating stomach virus has spread like wildfire through the Sandals Royal Bahamian resort in Nassau, blitzing guests and staff members alike with severe vomiting, abdominal pains and diarrhea, in what some have described as the worst viral outbreak to occur on cruise ship or resort facility in The Bahamas to date. According to the ministry of health, some 100 guests and visitors were admitted to hospital, experiencing gastrointestinal symptoms of nausea, vomiting and diarrhea. The ministry of health and

the Department of Environmental Health were dispatched to the property in an attempt to determine the exact cause of the illness and how to contain the spread to others guests and staff members. The BHMAWU said it is working overtime to assist staff and visitors alike during the outbreak. “The union is willing to assist with anything the management at Sandals wishes them to help coordinate during this crisis to ensure that the workers are safe, visitors are happy and that we can mitigate against issues like this in the future,” Ferguson said.

CTO Reveals Caribbean Visitor Numbers in 2017

Last year’s numbers in terms of Caribbean foreign visits were achieved despite hurricanes Irma and Maria that wiped out the fourth quarter for several island destinations, some of which are still struggling to regain their footing. At the time that the Caribbean Tourism Organization (CTO) released its forecast for 2018, Hugh Riley, secretary general, said that global economic conditions were expected to be favorable for 2018, citing low oil prices and higher hourly wages in the U.S. However, he also warned that unpredictable factors could suppress tourism: political tension, threats of terrorist attacks and extreme weather events. But through, or to, June of this year (not every country reports its visitor stats on the same schedule), the numbers were looking strong for several destinations in terms of stayover arrivals and cruise passengers. Of the 19 destinations reporting international stayover arrival data for 2018 so far, growth was recorded in 12 while declines were reported in seven. Cruise passenger arrivals increased in 13 out of 21 destinations and decreased in eight. GRENADA Halfway through 2018, Grenada was outpacing its record

tourism numbers from last year, according to the Grenada Tourism Authority. Cruise visitors, stayover nights and yacht arrivals through June increased 21.2%, to 314,216. Stayovers jumped 10.7%, to 79,371 visitors. The U.S., the largest market, increased 18.11%, to 37,281. In June alone, U.S. market share topped 50%, led by those from New York, New Jersey and Florida, followed by Canada, the Caribbean region and the U.K. News from the cruise industry was equally positive. Overall, through June the sector grew by 26.5% and passenger count increased from 174,000, to more than 220,000. The CTO ranked Grenada fourth for positive growth in cruise passenger arrivals thus far in 2018 behind Bermuda, Curacao and Martinique. ANTIGUA AND BARBUDA

Last year, the two-island nation welcomed more than one million sea and air arrivals, a record, although numbers to Barbuda, which were never very high, severely contracted after Hurricane Irma. Tourism to Antigua jumped 7%, to more than 148,000 visitors through June. This was the strongest overall increase in 15 years for that time period, according to Charles Fernandez, its minister of tourism

and investment. Key source markets, including the U.S., Canada and the U.K., fueled the increases. This growth is set to continue with significant increased airlift from North America this fall, as well as a full cruise schedule. CUBA

While numbers through June are not available, the Cuban Ministry of Tourism reported one million tourists had visited the country through March, according to Janet Ayala, the director of communication for the Cuban Ministry of Tourism. The country welcomed more than 4.5 million visitors in 2017, of whom approximately 620,000 were Americans, but U.S. tourism dipped following confusion regarding the Trump administration’s restrictions on travel to the country announced in June 2017 and later with mistaken concerns about damage from Hurricane Irma. Tourism began to bounce back in June after a slump of several months, bolstered by increased visits from cruise ships. DOMINICAN REPUBLIC In the first five months of 2018, the DR’s tourism industry registered a 5.9% increase and welcomed more than 2.9 million visitors, according to

Trinidad’s state-run Petrotrin to cease oil refining operations Trinidad and Tobago’s Petrotrin beginning in October will halt refining operations due to recurring losses from costly crude imports over the last five years, the state-run oil firm said on Tuesday. Many of the Caribbean region’s state-owned refineries have struggled in recent years as rising crude prices and high operating expenses cannot be fully recouped

from fuel sales to consumers. Petrotrin currently produces 40,000 barrels per day (bpd) of crude, while its refinery operates at a capacity of 140,000 bpd, which requires the crude supplies to be imported. “We have to go to the market to buy about 100,000 barrels of oil (per day) to make up the shortfall. This results in a net loss in foreign exchange,” Petrotrin Chairman

Wilfred Espinet said in a statement. Petrotrin requires a cash injection of nearly $4 billion to remain in operation, upgrade its infrastructure and repay its debt. The firm has lost over $1 billion in the last five years and racked up nearly $2 billion in debt. It also owes the government about $500 million in taxes and royalties.

Shutting the refinery is expected to affect 2,600 permanent jobs, including 1,700 direct jobs at the facility, Petrotrin said. To provide for the Caribbean archipelago’s gasoline, diesel and aviation fuels needs, Petrotrin plans to import 25,000 barrels of oil equivalent per day. Any crude produced will be exported, it said.

Liberal Democrat and Trump-backed Republican to face off for Florida governor

Liberal mayor Andrew Gillum pulled off a stunning upset in the Democratic primary for Florida governor on Tuesday, beating several better-funded rivals to set up a November showdown against a Republican aligned with President Donald Trump. The Tallahassee mayor would be the state’s first black governor if he wins. He beat moderate Gwen Graham, a former U.S. representative and daughter of a prominent Florida politician, after running as an unabashed progressive who backed “Medicare for all,” impeaching Trump and standing up to the National Rifle Association. Gillum, 39, will square off in November against Republican U.S. Representative Ron DeSantis, a conservative who won his primary by touting his closeness to Trump, in one of the country’s top governor’s races. The November battle between progressives and conservative Trump Republicans will be closely watched by both parties for clues about the mood of voters and messaging ahead of

2020, when Trump could be seeking reelection against a liberal Democrat. It also represents a change in direction for Florida Democrats, who have been out of the governor’s office in the state for 20 years; two more moderate candidates fell short against Rick Scott in 2010 and 2014. Scott, now term-limited, won a primary contest to face incumbent Democrat Bill Nelson in a key Senate race in November. The Florida contest came on the last big day of state nominating contests before the Nov. 6 elections, when Democrats will try to pick up 23 seats in the U.S. House of Representatives and two seats in the Senate to gain majorities and slam the brakes on Trump’s legislative agenda. Gillum’s win was a surprise, as he trailed Graham in the polls for much of the race but surged in the final stages with the backing of liberal U.S. Senator Bernie Sanders and highprofile liberal donors like George Soros and Tom Steyer. Several other candidates were also competing for the nomination,

Bolivian woman might be world’s oldest at nearly 118 SACABA, Bolivia — Julia Flores Colque still sings with joy in her indigenous Quechua tongue and strums the five strings of a tiny Andean guitar known as the charango, despite a recorded age of almost 118 years. In her long life, she has witnessed two world wars, revolutions in her native Bolivia and the transformation of her rural town of Sacaba from 3,000 people to a bustling city of more than 175,000 in five decades. Her national identity card says Flores Colque was born on Oct. 26, 1900, in a mining camp in the Bolivian mountains. At 117 and just over 10 months, she would be the oldest woman in the Andean nation and perhaps the oldest living person in the world. But a spokeswoman for Guinness World Records says she’s not aware of receiving any application for her and Flores Colque doesn’t seem to care that her record hasn’t been confirmed. She hasn’t even heard of the reference book. These days, she enjoys the company of her dogs, cats and rooster. She is lucid and full of life, and she loves a good cake and singing folkloric songs in Quechua to anyone who comes to visit the dirtfloor adobe home she shares with her 65-year-old grandniece. “If you would have told me you were coming, I’d have remembered all the songs,” she said jokingly while playing the diminutive guitar. She then dipped a finger into a cake, and smiled while she licked the frosting. “She’s always been active, easygoing and fun,” said the grandniece, Agustina Berna. Growing up, the now-centenarian herded sheep and llamas in the Bolivian highlands until she moved in her teenage years to a valley, where she began selling fruits and vegetables. The produce became her main source of sustenance, and she still maintains a healthy diet though she does indulge in the occasional cake and glass of soda. She never married and has no children. The previously world’s oldest person, a 117-year-old Japanese woman, died earlier this year. Nabi Tajima was born on Aug. 4, 1900. Her passing apparently leaves Flores Colque as the world’s oldest living person.

Former top Vatican official says pope should resign over abuse crisis ABOARD THE PAPAL PLANE - Pope Francis said on Sunday he would not respond to a former top Vatican official who accused him of having known for years of allegations of sex abuse by a prominent U.S. cardinal, calling on the pontiff to resign in an unprecedented broadside against the pope by a Church insider. Francis, speaking to reporters on the plane returning from a trip to Dublin, said dismissively that a statement containing the accusations “speaks for itself”. In a detailed 11-page bombshell statement given to conservative Roman Catholic media outlets during the pope’s visit to Ireland, Archbishop Carlo Maria Vigano accused a long list of current and past Vatican and U.S. Church officials of covering up the case of Cardinal Theodore McCarrick, who resigned last month in disgrace. In remarkably blunt language, Vigano said alleged cover-ups in the Church were making it look like “a conspiracy of silence not so dissimilar from the one that prevails in the mafia”. “Pope Francis has repeatedly asked for total transparency in the Church,” wrote Vigano, who has criticized the pope before. “In this extremely dramatic moment for the universal Church, his extremely dramatic moment for the universal Church, he must acknowledge his mistakes and, in keeping with the proclaimed principle of zero tolerance, Pope Francis must

to resign his position in the Church leadership after a review concluded that claims he had sexually abused a 16-year-old boy were credible. He was one of the highestranking Church officials accused of sex abuse in a scandal that has rocked the 1.2 billion-member faith since reports of priests abusing children and bishops covering up for them were reported by the Boston Globe in 2002. Since then, patterns of widespread abuse of children have been reported across the United States and Europe, in Chile and Australia, undercutting the Church’s moral authority and taking a toll on its membership and coffers McCarrick, 88, has said he had no recollection of alleged abuse of the minor, but has not commented on widespread media reports that he would force adult men studying for the priesthood to sleep with him at a beach house in New Jersey. Vigano’s statement railed against “homosexual networks present in the Church” - the word “homosexual” appears 18 times, while the word “child” appears only twice, in both cases in the titles of Church documents Vigano cites. Francis asked for forgiveness on Sunday during his highly charged visit to Ireland for the “scandal and betrayal” felt by victims of sexual exploitation by Catholic clergy. On Saturday, he said the corruption and cover-up of abuse amounted to human excrement, according to victims.

Trump unblocks more Twitter users after U.S. court ruling WASHINGTON U.S. President Donald Trump on Tuesday unblocked some additional Twitter users after a federal judge in May said preventing people from following him violated individuals constitutional rights. U.S. District Judge Naomi Reice Buchwald in Manhattan ruled on May 23 that comments on the president’s account, and those of other government officials, were public forums and that blocking Twitter Inc users for their views violated their right to free speech under the First Amendment of the U.S. Constitution. The Knight First Amendment Institute at Columbia University on August 10 sent the Justice Department a list of 41 accounts that had remained blocked from Trump’s @ RealDonaldTrump account. The seven users who filed suit had their accounts unblocked in June. The 41 blocked users include a film producer, screenwriter, photographer and author who had criticized President Trump or his

The U.S. Justice Department said the ruling was “fundamentally misconceived” arguing Trump’s account “belongs to Donald Trump in his personal capacity and is subject to his personal control, not the control of the government.” Buchwald rejected the argument that Trump’s First Amendment rights allowed him to block people with whom he did not wish to interact. Trump could “mute” users, meaning he would not see their tweets while they could still respond to his, she said, without violating their free speech rights. Brazil’s top court to rule in September on Lula plea for freedom BRASILIA - Brazil’s Supreme Court will weigh in September an appeal by jailed former president Luiz Inacio Lula da Silva to be set free so he can join the presidential campaign already under way, a court spokesperson said on Monday. Lula was jailed in April to start serving a 12-year sentence on a corruption conviction that will almost certainly disqualify him from

running in the October election. He has appealed an earlier decision by a Supreme Court justice who rejected a habeas corpus writ his lawyers had filed seeking his release. The full 11-member court will now rule on the appeal by electronic vote between Sept. 7 and 13, the spokesperson said. Lula is leading polls by a long stretch ahead of the Oct. 7 vote despite

not being able to campaign or take part in presidential debates. Even if Lula is freed while awaiting appeals of his conviction, Brazilian electoral law bans candidates whose guilty verdicts have been upheld on a first appeal, as is Lula’s case. His Workers Party registered his candidacy even though Brazil’s electoral court is expected to bar him from running before the Sept. 17

deadline for altering tickets. Lula has denied receiving bribes from government contractors during his two terms in office and says the corruption case against him is a pretext to keep him from returning to power. A Datafolha poll last week gave him 39 percent of voter support, almost twice that of his nearest rival, far-right candidate Jair Bolsonaro.

Colorado man charged with murder says wife killed daughters DENVER — A Colorado man told police that he killed his pregnant wife in “a rage” when he discovered she had strangled their two daughters after he sought a separation, according to an arrest affidavit released on Monday. Colorado prosecutors, though, filed formal charges earlier in the day, accusing the former oil and gas worker of murdering his entire family days before he was interviewed by local television stations and pleaded for his missing family’s safe return home. Christopher Watts, who is being held without bail, is due back in court on Tuesday morning to be advised of the charges filed against him. District Attorney Michael Rourke declined to answer most questions about the case Monday but said his office has three prosecutors assigned to it. Rourke also said it was too early to discuss whether he will seek the death penalty. Under state law, the top punishment for homicide is the death penalty or life in prison. The arrest affidavit was sealed at prosecutors’ request until Monday, a frequent request in Colorado as prosecutors determine what charges to file after someone has been arrested. Prosecutors have charged a Colorado man with murder in the deaths of his pregnant wife and their two young daughters. (Aug. 20) After filing charges, prosecutors asked a judge on Monday to unseal it — revealing Watts’ confession that he had killed his wife and his accusation that she was responsible for the deaths of 4-year-old Bella and 3-year-old Celeste. The document also says police confirmed that Christopher Watts was having an affair with a co-worker, something he denied in earlier conversations with investigators. According to the affidavit, early on the morning of Aug. 13 Christopher Watts told his wife that he wanted to separate. She

Christopher Watts had returned from a business trip a few hours before their conversation. Watts told police that he walked downstairs, leaving his wife in their bedroom. When he returned, Watts said he checked a baby monitor on Shanann’s nightstand and saw his wife strangling their youngest daughter. He said the monitor also showed their oldest daughter sprawled on her bed, looking blue. Watts, 33, said he then “went into a rage” and strangled his wife. He told police that he loaded all three bodies into his work truck, and then he buried his wife at an oil work site and dumped the bodies of Bella and Celeste inside oil tanks. Autopsies have been completed but not released. A judge on Friday denied a request by defense lawyer James Merson to require the coroner to collect DNA from the necks of the children. Watts faces three firstdegree murder charges, two counts of murdering a child, one count of unlawful termination of a pregnancy and three counts of tampering with a deceased human body. The charges come a week after a friend reported Shanann Watts, 34, and the girls missing. Before his arrest last

week, Christopher Watts lamented in interviews with local television stations about missing his wife and daughters. He spoke in front of their home in Frederick, a small town on the grassy plains north of Denver where fastgrowing subdivisions intermingle with drilling rigs and oil wells. Police spoke with Watts several times before he was arrested late on Wednesday, according to the affidavit. It says Watts initially told police that his conversation with Shanann about a separation was civil but emotional. Watts later told police that both he and his wife were “upset and crying” and Shanann told him she was going to a friend’s house that day. The bodies were found on property owned by Anadarko Petroleum, one of Colorado’s largest oil and gas drillers, where Watts had worked as an operator. He was fired on Wednesday. Court documents filed by Merson said the girls had been submerged in crude oil for four days. The affidavit says Watts gave police an aerial photograph of the area and identified three areas where he placed the bodies. Investigators used a drone to search the area and spotted a bed sheet that matched other linens found in the family home, along with fresh dirt. Family and friends have said they were shocked by the slayings, saying the family seemed happy and Christopher Watts appeared to be a good father. The social media accounts for Shanann Watts, who was from North Carolina, are filled with photos of the family smiling and playing and posts praising her husband and expressing excitement about the couple expecting their third child. A June 2015 bankruptcy filing showed that the family was dealing with financial strain, including tens of thousands of dollars in credit card debt, student loans and medical bills totaling $70,000 in unsecured claims along with a sizable mortgage.

Russia’s Putin takes Siberian hiking break with top security chiefs

Russian President Vladimir Putin MOSCOW - The Kremlin released several official photographs on Monday showing Russian President Vladimir Putin taking a hiking holiday in Siberia with his defense minister and the head of the Federal Security Service, the FSB. The photographs show the 65-year-old Putin in a khaki outfit and hat, carrying binoculars and trekking poles, hiking in forested mountains and enjoying a boat ride on the Yenisei river in the Tuva region of southern Siberia. Previous outdoor snapshots of Putin on holiday, including images of him fishing and sunbathing shirtless, appear intended to demonstrate his robust physical health and vigor as he wrestles with the affairs of state. In one image shown of his Siberian trip, Putin and Defence Minister Sergei Shoigu are studying a coniferous sapling, ready for planting. In another, Putin and FSB chief Alexander Bortnikov stand in a forest clearing against a backdrop of forested mountains. Other pictures show Putin at the summit of a mountain, taking a boat ride, and talking to the head of the Sayano-Shushenski Nature Reserve. Putin took the break on his way to the Siberian city of Kemerovo, a coal mining hub, where he attended a meeting with government officials and top managers of energy companies on Monday. “The president, on his way to Kemerovo, decided to fly out earlier and spend Saturday and Sunday in Tuva, on the Yenisei River. He walked in the mountains, admired the beautiful views,” Kremlin spokesman Dmitry Peskov said.

Brazil sends army to border as Venezuelans flee crisis at home LIMA - Brazil said it was sending armed forces to keep order near the Venezuelan border area, while Peru declared a health emergency, as a regional crisis sparked by thousands of Venezuelans fleeing economic collapse escalated on Tuesday. In Brazil, where residents rioted and attacked Venezuelan immigrants in a border town earlier this month, President Michel Temer signed a decree to deploy the armed forces to the border state of Roraima. He said the move was aimed at keeping order and ensuring the safety of immigrants. Peru, meanwhile, declared a 60-day health emergency in two provinces on its northern border, citing “imminent danger” to health and sanitation. The decree, published in the government’s official gazette, did not give more details on the risks, but health authorities have previously expressed concerns about the spread of diseases such as measles and malaria

from migrants. The exodus of Venezuelans to other South American countries is building toward a “crisis moment” comparable to events involving refugees in the Mediterranean, the United Nations said this week. Temer blamed the socialist Venezuelan government of President Nicolas Maduro for the migration crisis. “The problem of Venezuela is no longer one of internal politics. It is a threat to the harmony of the whole continent,” Temer said in a televised address. On Tuesday, Venezuela said it had repatriated 89 citizens who had migrated to Peru but sought to return after suffering “cruel treatment.” “They listened to the siren call from abroad ... and all they found in Lima was racism, disdain, and persecution,” Maduro told a news conference. He said Venezuelans should stop leaving the country to clean toilets and return to the “country of opportunity.” Oscar Perez, an activist who works with Venezuelan migrants in Peru, said the repatriation was a publicity stunt by the Venezuelan government. An official at Peru’s Foreign Ministry declined to comment on the repatriation, saying the country was focused on regional solutions to address the situation.

Kate McClure and Johnny Bobbitt was bought with the money from GoFundMe. McClure and D’Amico also bought Bobbitt a truck, which they drove. The truck ended up breaking down. CNN has reached out to both McClure and D’Amico, but has not received a response. Fallon said Bobbitt has an addiction problem, and that’s possibly a reason McClure didn’t want to give him any more money. “It’s not heroin or opioids but another drug problem,” Fallon said. In an interview with The Philadelphia Inquirer, McClure said she and D’Amico did what they could to help Bobbitt. The couple told the paper they gave Bobbitt more than half the money but are withholding the rest until he gets a job and is drug-free. D’Amico told the Inquirer that he controls the money but thinks neither he nor his girlfriend did

anything wrong. He said giving such a large amount of money to an addict is like giving someone a loaded gun. The Inquirer also said Bobbitt wondered how McClure paid for a new BMW and went on vacations to California, Florida and Las Vegas. McClure said the couple used their own money for the BMW and vacations. D’Amico told the Inquirer he spent $500 of the GoFundMe money to gamble, but he paid the money back to the campaign. Promislo told CNN she can’t speak to the claims made in the Inquirer. Promislo said Bobbitt is currently living on the streets of Philadelphia “in harm’s way.” He was very successful at a methadone clinic before, she said. He had detoxed himself, but she said he is not physically in detox now.

Facebook pulls security app from Apple store over privacy

Facebook has pulled one of its own products from Apple’s app store because it didn’t want to stop tracking what people were doing on their iPhones. Facebook also banned a quiz app from its social network for possible privacy intrusions on about 4 million users. The twin developments come as Facebook is under intense scrutiny over privacy following the Cambridge Analytica scandal earlier this year. Allegations that the political consultancy used personal information harvested from 87 million Facebook accounts have dented Facebook’s reputation. Since the scandal broke, Facebook has investigated thousands of apps and suspended more than 400 of them over data-sharing concerns. The social media company said late Wednesday that it took action against the myPersonality quiz app, saying that its creators refused an inspection. But even as Facebook did that, it found its own Onavo Protect security app at odds with Apple’s tighter rules for applications. Onavo Protect is a virtual-

private network service aimed at helping users secure their personal information over public Wi-Fi networks. The app also alerts users when other apps use too much data. Since acquiring Onavo in 2013, Facebook has used it to track what apps people were using on phones. This surveillance helped Facebook detect trendy services, tipping off the company to startups it might want to buy and areas it might want to work on for upcoming features. Facebook said in a statement that it has “always been clear when people download Onavo about the information that is collected and how it is used.” But Onavo fell out of compliance with Apple’s app-store guidelines after they were tightened two months ago to protect the reservoir of personal information that people keep on their iPhones and iPads. Apple’s revised guidelines require apps to get users’ express consent before recording and logging their activity on a device. According to Apple, the new rules also “made it explicitly clear that apps should

Facebook fugitive fights U.S. request to extradite him from Ecuador: lawyer A New York man charged with trying to defraud Facebook Inc (FB.O) founder Mark Zuckerberg is fighting extradition from Ecuador where he was arrested after fleeing before his trial in the United States more than three years ago. Paul Ceglia, 45, a wood pellet salesman, faced charges of mail fraud and wire fraud over his alleged forging of documents to extort Facebook and Zuckerberg. In March 2015, he removed his ankle bracelet and disappeared with his wife, two kids and dog. His arrest in Ecuador was announced on Thursday. Ceglia in a court hearing on Saturday said he did not want to be extradited, arguing his life was at risk. “The judge’s resolution indicates that the extradition

process continues and that he his still detained,” said Ceglia’s lawyer Roberto Calderon by telephone. “I think the process will last 45 days.” He said the extradition treaty between the United States and Ecuador does not cover the crimes of which Ceglia is accused. The criminal case arose from Ceglia’s conduct related to a2010 civil lawsuit he had filed against Zuckerberg. Ceglia claimed that Zuckerberg had, while a student at Harvard University, signed a 2003 contract giving him half of a planned social networking website that later became Facebook. U.S. District Judge Richard Arcara in Buffalo dismissed Ceglia’s lawsuit after another judge said the contract was doctored.

Instagram says users can now evaluate authenticity of accounts

Silhouettes of mobile users are seen next to a screen projection of Instagram logo in this picture illustration taken March 28, 2018 Photo-sharing app Instagram’s more than 1 billion users will now be able to evaluate the authenticity of accounts, weeks after parent Facebook Inc (FB.O) rolled out similar measures in a bid to weed out fake accounts on its social media platform. Instagram said on Tuesday it will launch the “About This Account” feature that will allow users to see the advertisements an account is running, the country where the account is located, username changes in the past year as well as other details. “Keeping people with bad intentions off our platform is incredibly important ... that means trying to make sure the people you follow and the accounts you interact with are who they say they are, and stopping bad actors before they cause harm,” Instagram cofounder and Chief Technology Officer Mike Krieger said. Instagram also said it

will allow the use of third-party apps such as DUO Mobile and Google Authenticator for twofactor authentication to help users securely log in to their accounts. Two-factor authentication adds an extra layer of security on top of usernames and passwords by prompting users for information they have access to. Earlier this month, Facebook introduced this feature for users who managed pages with a large U.S. following, seeking to make it harder to administer a page using a fake or compromised account. These features will be broadly available in the coming weeks, the photo-sharing app said in a blog post. Starting Tuesday, Instagram will allow accounts with a large reach to request verification through a feature within the app, it said.

U.S. goes to WTO to challenge Russian response to Trump’s steel tariffs GENEVA - The United States launched a complaint against Russia at the World Trade Organisation (WTO) on Wednesday, challenging measures introduced by Russia in response to recent U.S. tariffs on global steel and aluminum exports. Imposed in July, the measures in question featuring extra duties on a limited range of U.S. goods were a limited response to the U.S. tariffs, aimed at compensating for just $87.6 million of the $537.6 million Russia expects the hike to cost its companies. The United States said Russia’s measures broke WTO rules by applying only to U.S. imports, and not to goods from any other country, and because the rates of duty were higher than the maximum allowed under its WTO membership terms. Russia now has 60 days to settle the dispute, after which the United States could ask the WTO to set up a panel to adjudicate. “The United States has

Apple Suppliers Poised for Highest Shipments Ever With Apple Inc. (AAPL) gearing up to roll out new iPhones this fall, suppliers of the parts that go into the smartphones are expected to have their strongest fourth quarter ever in terms of orders. That’s according to DigiTimes, which, citing unnamed sources, reported that shipments of new iPhone models are expected to be between 70 million and 75 million by the end of this year, which if true would be the best performance since Apple launched the iPhone 6 in September 2014. The strong shipments are expected to bode well for Taiwan Semiconductor (TSM) and Foxconn, both of which supply components or assemble the devices for Apple. While the Cupertino, Californiabased smartphone maker hasn’t actually said when it will roll out new iPhones, it usually launches new models in September.

It is widely rumored that Apple will launch three new iPhones, two of which will have the bendable OLED screen and one LCD screen based model. The OLED phones are expected to come in a 5.8 inch and 6.5 inch models while the new LCD version is expected to be 6.1 inches, reported DigiTimes. The 6.1 inch LCD is rumored to be reasonably priced and that, coupled with new design and functionality in the OLED models is seen driving a replacement cycle for Apple, and thus the strong supply orders. The iPhone X was the first Apple device to include an OLED screen, but the $999 starting price has shut out lots of potential buyers. The report noted that most of Apple’s supply partners are expecting to see sales increase significantly, peaking in the fourth quarter of 2018. Taiwan Semiconductor, which

handles foundry orders for the A12 processor chips for the new iPhones, has seen revenue start to increase beginning in July, offsetting a steep decline in demand from crypto mining companies. DigiTimes noted that TSM is expected to have revenue of between $8.28 billion and $8.38 billion during the current third quarter and for that to rise to between $10.4 billion to $10.5 billion in the last three months of the year. As for Foxconn and Pegatron, the two companies that assemble the new iPhone, sources told the paper that Pegatron is handling the majority of the OLED screen assembly and 30% of the assembly of LCD models. Meanwhile, the report noted that Foxconn’s profitability in the last six months of this year is projected to be higher than the first half of the year, thanks to the iPhone.

Nikon’s New D3500 is its Lightest and ‘Friendliest’ DSLR Ever

The new Nikon D3500 Nikon has announced the new D3500, the lightest and “friendliest” DSLR ever made by the company. The entry-level camera replaces the D3400 and is nearly identical internally. Outwardly, however, the D3500 is noticeably more portable. Like the D3400, the D3500 features a 24.2-megapixel DX-format CMOS sensor, an EXPEED image processor, 5fps continuous shooting, a native ISO range of 100-25600, an 11-point autofocus system, an in-camera Guide Mode for beginners, Effects Modes for creative styles, a pop-up flash, Full HD 1080p 60fps video recording, SnapBridge Bluetooth connectivity, and a 3-inch 921K-dot LCD screen. The main thing that’s different between D3500 and D3400 is the smallest size and redesigned user interface. The D3500 features a body design that’s extremely similar to the D5600 except for a few button placement differences and the lack of a Vari-Angle touchscreen. The playback button is larger, and the most frequently-used controls are all found on the right side of the LCD screen now. These physical changes have made the D3500 about 0.24in (5.5mm) thinner (2.76in/70mm vs 3in/75.5mm) and 1.06oz (30g) lighter (12.87oz/365g vs 13.93oz/395g). And while the D3400 is rated for 1,200 shots per charge, the increased battery life of the D3500 gives it a 29% boost to 1,550 shots per charge. “The Nikon D3500 is ideal for consumers who are looking to easily capture the kinds of images that their smartphone simply cannot match, and share them seamlessly with family and friends,” says Nikon EVP Jay Vannatter. “The D3500 reaffirms our commitment to releasing convenient DX-format DSLR options for those just discovering photography.” The Nikon D3500 will be available with an 18-55mm f/3.5-5.6G VR kit lens for $500 or with the 18-55mm and an additional 70-300mm f/4.56.3G ED lens for $850. Both bundles will hit store shelves in September 2018.

The upcoming Acer Predator Triton 900 laptop has a display that flips Although it wasn’t included in Acer’s product announcements during the IFA 2018 show in Berlin, the company provided a sneak peek for a gaming laptop called the Predator Triton 900. We don’t know any hardware specifics just yet, only that it sports a unique display frame that enables you to “flip” the screen 180 degrees. Technically, the Predator Triton 900 isn’t a 2-in-1 device, but rather a laptop with a unique display hinge. For instance, you’re not going to use this device in Tent and Stand modes, and given the laptop’s cooling design, you likely won’t use it in Tablet mode either. If anything, the hinged screen brings the visuals closer to your face, or flip the screen, turn the laptop around and grab a controller for up-close-and-personal action in a Drive-In Theater-like mode. According to Acer, the

CNC-machined hinge will support a G-SYNC display at a 3,840 x 2,160 resolution, powered by a discrete GeForce graphics chip and an Intel processor. Given this is a “sneak peek,” we’re going to presume this mobile gaming monster could rely on Nvidia’s new GeForce RTX 20 Series although Nvidia has yet to announce its new GPUs for laptops. What’s inside will depend on when Acer actually launches this laptop. Other tidbits provided in Acer’s tease include a new fourthgeneration AeroBlade 3D fan design. The CPU and GPU will reside in the area between the screen and the keyboard underneath an intake vent. A fan will reside on each side of the CPU/GPU pair, pulling in air from the keyboard area rather than through the bottom. Hot air is then jettisoned out the back and sides as usual. This is a great design given that your legs

Predator Triton 900 won’t block the air intake, but not ideal for a Tablet mode scenario. The tease also shows that the Predator Triton 900 will include a low-profile RGB backlit mechanical keyboard, and a switchable trackpad located on the right side of the keyboard. With one touch, it transforms into an LED-illuminated number pad. Meanwhile, dedicated

media keys appear above the top-left corner of the keyboard, and there also appears to be a front-facing speaker mounted on each side of the keyboard as well. Port-wise there appears to be plenty although we currently don’t have a definitive list. You can clearly see USB-C and USB-A ports, an Ethernet port, an SD card reader and more along both edges while a few others reside at the back. A glowing power button seemingly sits on the right edge, possibly including a fingerprint scanner. Unfortunately, we couldn’t get Acer to cough up any additional information. A representative said more details will be specified when each region announces the laptop. That said, all we can do for now is drool and read hands-on views stemming from the IFA 2018 show in Berlin.

Micron Technology plans $3 billion expansion of Virginia plant Chipmaker Micron Technology Inc said Wednesday it plans to spend $3 billion over the next 12 years to expand a plant in Virginia about 40 miles (64 km) west of Washington, D.C. Chief Executive Sanjay Mehrotra told Reuters in an interview the expansion aims to meet increasing demand for chips in automobiles, which are gaining more computer power for features such as collision avoidance systems or lane departure warning systems. The company expects that market to double to $6 billion by 2021. “Think of the automobiles of the future as data centers on wheels,” he told Reuters. The money will be spent to build about 100,000 square feet of additional “clean room” space for making memory chips at Micron’s existing Manassas, Virginia factory, which employs about 1,500 people. Micron expects the expansion to create 1,100 permanent jobs for engineers and technicians once complete.

Boise, Idaho-based Micron, the world’s fourth largest semiconductor firm by revenue according to research firm Gartner, differs from much of the chip industry in that it still makes its own chips rather than farming the work to contract factories and that it still makes many of its chips in the United States. It also makes chips in Singapore, Japan and Taiwan, but only performs assembly and test work in China. The company has become a prominent point in trade relations between China and the United States. Micron in 2015 rejected a takeover bid made by a state-backed Chinese company as China was trying to build out its chip industry, a development that the U.S. Trade Representative Robert Lighthizer highlighted in a report in March about China’s trade practices. Micron later alleged in a U.S. lawsuit that a different Chinese firm stole its trade secrets. That firm in

U.S. President Donald Trump WASHINGTON - U.S. President Donald Trump warned Google, Facebook and Twitter to tread carefully on Tuesday after recently accusing internet and social media firms of political bias and censorship, without providing evidence. “I think what Google and what others are doing, if you look at what’s going on with Twitter, if you look at what’s going on with Facebook, they better be careful because you can’t do that to people,” he said in remarks at the White House. “So I think that Google, and Twitter and Facebook, they are really treading on very, very troubled territory and they have to be careful. SPORTS Celtics’ Irving, Hayward ready for camp Boston Celtics guard Kyrie Irving and forward Gordon Hayward are both healthy enough to be full participants when training camp opens next month, according to general manager Danny Ainge. “I don’t want to hype it up too much, but I’m saying that if our training camp were starting today, that they would be here today going full speed,” Ainge told ESPN on Monday. “It’s not like they need an extra month. I think that they know they have an extra month, so they are sort of pacing themselves. They’re playing as if to build up to that opening day of training camp (Sept. 26).” The timeline fits what head coach Brad Stevens anticipated in June, when he said both players would be going “if not full tilt, then pretty close to full tilt” by the end of July or early August. Ainge said he expects both players to report to the team’s facility in the first week of September and quickly work up to full team drills. “I think it’s just a matter of, if they’re not playing five-on-five now, then it’s only because they want it more of a controlled environment, I guess,” Ainge told ESPN. “They’re doing everything — dunking the basketball off both legs and playing oneon-one live and jumping and cutting and defending. I’m excited for them.” Irving is returning from knee surgery that ended his season in March, while Hayward is coming back from a dislocated left ankle and tibia fracture he sustained just five minutes into his debut with the Celtics. Hayward experienced pain in the back of the ankle during his recovery, but Stevens said that discomfort went away with the removal of a platethat was inserted in the initial surgery. Ainge also said the Celtics will lean on their deep roster — which helped them reach Game 7 of the Eastern Conference finals last year — to work Irving and Hayward in slowly as they return. With the two All-Stars back in the fold, he has big hopes for the team this year but also is trying to manage expectations. “I’m really excited about the upcoming season with (Irving and Hayward),” Ainge said. “Obviously, there’s a transition from rehabbing to playing one-on-one to playing three-on-three to five-on-five and then playing NBA basketball, so I don’t want to build up expectations too high. I think there will be a little bit of an adjustment once that last phase is made. “But physically, they look great, and I think they’re very excited about the upcoming year.” Hayward, 28, averaged career highs of 21.9 points and 5.4 rebounds per game during his last full season, when he was a first-time All-Star with the Utah Jazz in 2016-17. He joined the Celtics — and Stevens, his college coach while at Butler — via free agency last summer. Irving, 26, is entering his second full season with the Celtics after arriving via trade from the Cleveland Cavaliers last August. He averaged 24.4 points, 5.1 assists and a career-high 3.8 rebounds in 60 games before his surgery last season. The five-time All-Star could become a free agent next summer if he opts out of his current deal. He said this offseason that he has no plans to sign an extension before next summer.

Spurs’ Ginobili retires after 16 years in league San Antonio Spurs basketball star Manu Ginobili is retiring after 16 years in the National Basketball Association, the Argentine guard said on Monday. “Today, with a wide range of feelings, I’m announcing my retirement from basketball,” the future Hall of Famer said on Twitter. “It’s been a fabulous journey. Way beyond my wildest dreams.” A second round draft pick of the Spurs in 1999, he played in 1,057 games, averaging 13.3 points and 3.8 assists. Ginobili helped the Spurs win NBA titles in 2003, 2005, 2007 and 2014. He also was a gold

medalist with Argentina in 2004 and won EuroLeague Finals most valuable player honors in 2001. The swingman, a fan favorite in San Antonio, was under contract for 2018-19, but he said in April that he was weighing what’s next in his career. “As I’ve done it the last two or three seasons, I’ll sit back, relax and, after two or three months, see if I feel retired or not,” Ginobili said. “I like to let it season a little bit, to see how I feel. “I’m not the type of guy who makes decisions on the fly, and when you are upset, hurt or whatever.” Ginobili averaged 8.9 points, 2.2 rebounds and 2.5 assists per game in 20 minutes

Ginobili helped the Spurs win NBA titles in 2003, 2005, 2007 and 2014 per game last season for the Spurs, who were eliminated in the playoffs by the champion Golden State Warriors.

Olympic champ Bolt expects nerves for Mariners debut MELBOURNE - Olympic sprint champion Usain Bolt expects an onset of nerves when he makes his debut for Australia’s Central Coast Mariners against an amateur side on Friday and says he is still short of fitness and struggling with the speed of the game. Mariners coach Mike Mulvey confirmed the eight-times Olympic gold medalist would play in a pre-season match that will be televised live by a local broadcaster and is tipped to draw a crowd of over 10,000 to Central Coast stadium. “There will be nerves, definitely there will be nerves, it’s not like it’s a charity game any more,” Bolt told reporters after training on Tuesday. “This is a career that I’m pursuing so there will be a bit of nerves. “I expect to make mistakes but I also expect to go in, make myself proud and to push myself. It’s just one of those things, I know I’m not going to have a perfect game,” added the 32-yearold Jamaican. Bolt’s attempt to transform himself from global athletics superstar to professional football player has generated huge publicity for the struggling Mariners, who finished bottom of the 10-team A-league last season. It has also drawn plenty of scepticism, with Adelaide United coach Marco Kurz questioning Bolt’s open-ended trial and saying the A-League should recruit proven talents and “improve young Australian players”. Although repeatedly voicing his determination to win a Mariners contract, Bolt was measured about his progress and admitted to still struggling with his movement. “Coming this Friday I get to play a little bit so I’ve got to get up to pace,” he said. “For me, it’s the stop and go’s. The ticktacks. Because I’m not used to picking up speed, going back down, up and down, up and down, back and forth, that’s the most challenging. “The season doesn’t start until the end of October so I have time.” Bolt said he had been practicing as a left winger at training and hoped to get on the field for the last 15 or 20 minutes against the select side of top local amateurs at the Gosford stadium an hour north of Sydney.
