IS FORMER GOVERNOR PETER BECKINGHAM WORKING FOR BEACHES? by Hayden Boyce Publisher & Editor-in-Chief

I

s it true that former Governor Peter Beckingham is working as a consultant for Beaches Turks and Caicos? That’s the milliondollar question swirling around government and tourism circles, after Beckingham showed up at a high-level meeting with a certain Government department to discuss financial matters regarding the Gordon “Butch” Stewart-owned Beaches. When contacted, officials from Beaches denied that the 69-yearold Beckingham was working for the hotel, but confirmed that he was staying there on “vacation”. When this newspaper called Beaches on several occasions and asked for Beckingham by name, the calls were put through by the receptionist, but there was no answer from the room. The SUN understands that there was a lavish reception for Beckingham at the hotel on Wednesday, October 3rd, 2018. Officials said that under Foreign and Commonwealth Office (FCO) guidelines, after a period of two years, former governors can work in countries they served. However, legal and political analysts highlighted the awkward and unsettling optics of a former governor working for a major hotel chain which would have been the subject of significant decisions during the three-year period while he was chairman of Cabinet. It is felt that if Beckingham is in fact working for Beaches, even as a consultant, then all of the Cabinet decisions he would have made involving Beaches would now be open to intense scrutiny and possible investigation. Will the Premier be challenged at PDM convention? All eyes and ears will be on the People’s Democratic Movement (PDM) convention next weekend. That’s because in recent times there have been reports that the party’s president, Premier Hon. Sharlene CartwrightRobinson may be faced with a challenge to her leadership. The names of a few Government MPs have been floating around as possible challengers. The Premier, who said the convention will be more of a “review of work”, told The SUN she also heard reports that she will be

challenged. “As long as I have been leader, there have always been rumors and no challenge has ever come,” she said. “(At) each convention all posts from Leader down is open for elections in accordance with our constitution. I will, of course, not know officially of any challenges until on the floor of convention.” The PDM government was elected in December 2016, with Cartwright-Robinson as the country’s first premier. Department of culture hosts ripsaw music workshop

The Department of Culture continues to prepare for National Heritage Month celebrations which begin on September 30, 2018. The Department proudly announces that they hosted a Ripsaw Music Workshop on Friday, August 31st, 2018 at the H.J Robinson High School. This workshop was attended by music teachers from all government schools. The teachers learnt the

history behind the Ripsaw Music and techniques used with various musical instruments such as the handsaw, goat skin drums, cowbells and other percussion instruments. This was a very productive workshop and it was enjoyed by all in attendance. The teachers ensured that the information would be taught to their students and that they were eager to form their ripsaw band within

their respective schools. Students will be ready to perform at the “Ripsaw in the Park” which will be held on October 31, 2018 in Providenciales at 5:00 pm. This will be the final event in the lineup of activities marking National Heritage Month 2018. Hon. Governor refuses Fortis rate increase, company wants an inquiry Turks and Caicos Islands Governor Dr. John Freeman has refused Fortis TCI’s application for a rate increase, so the company is now requesting the appointment of a person to hold an inquiry into the “reasonableness of the rate variation application”. A Government press release on Wednesday October 3rd, 2018, said the Governor’s refusal was based on the following reasons: 1. There is a lack of impartial and neutral information and assessments regarding the efficiency of investments as well as benchmarking with comparators regarding the real costs of providing electricity services in the Turks and Caicos Islands, as well as the allocation of those costs to customer groups to ensure fair and equitable pricing. 2. A cost of service study and prudency assessment will need to be conducted to enable an informed and reasonable decision to be made on the request for rate variation. The statement said the Governor, having regard to these established procedures, responded to Fortis TCI request on the 25th of September, 2018, agreeing to appoint

an independent expert to hold an inquiry into the reasonableness of the Rate Variation Application. “The details regarding the appointment of the independent expert inclusive of the date, time and venue for the holding of an inquiry will be published in the Gazette and announced using the various media outlets,” the press release stated. “The procedures will be guided by the Commission of Inquiries Ordinance and is designed to ensure the person appointed to hold the inquiry, has the same powers to summon witnesses to give evidence or produce documents, to take evidence on oath and to administer oaths or require the making of declarations.” On July 11, 2018 FortisTCI Limited served on His Excellency, the Governor Dr. John Freeman a Rate Variation Application under section 34 of the Electricity Ordinance. The application requested an increase to the tariff of rates as a result of losses sustained after Hurricanes Irma and Maria in 2017 and increased expenditure required for rapid rebuilding and recovery efforts. The request was for the making of Regulations to increase the tariff of rates to customers by an average of 6.8% with immediate effect. The proposed rate increase was broken

down by customer class as follows: * 5.5% to 5.7% increase in tariff of rates for residential customers * 7.9% increase in tariff of rates for all other customer categories Regarding the Rate Variation Application submitted by FortisTCI, Section 34(3) of the Electricity Ordinance states: (3) The Governor shall, within six weeks next following the date of service of a notice under subsection (1) by a public supplier, serve a notice on the public supplier giving his decision on the request made by the public supplier under that subsection. On August 21st, 2018, Fortis TCI Limited, not being satisfied by the Governor’s response, served on His Excellency the Governor a notice requesting the appointment of a person to hold an inquiry into the reasonableness of the rate Variation Application. This notice by Fortis TCI Limited, is in accordance with section 34(4) of the Electricity Ordinance, which states; “Where a public supplier on whom a notice under sub¬section (3) has been served is not satisfied with the decision given by the Governor in that notice he may, within the twenty-one days next following the date of service of that notice, by a further notice

Provo’s ‘fourth-class’ airport urgently needs a major upgrade By Todeline Defralien The Providenciales International Airport desperately needs a major upgrade that will bring it in line with the Turks and Caicos Islands’ world-renowned brand as a high-end tourist destination. That’s the view of Chief Executive Officer of interCaribbean Airways, Lyndon Gardiner, who said the airport, which is the main gateway to the Turks and Caicos Islands, is in dire need of a parallel taxi way, a modern radar system and enhanced air traffic management. “For a country that promotes itself as being first class, we certainly have a fourth class airport infrastructure,” Gardiner said in an exclusive interview with The SUN. Gardiner said the millions of dollars spent on the Providenciales airport in recent years, including the runway extension, was “a complete waste of money”. He added: “Around $103 million was spent to expand the runway and they said they would have rehabilitated the runway but they didn’t rehabilitate it. All they did was re-lay it. It was a complete waste of money.” He added: “I’ve been a voice in the wilderness for a number of years and what the airport really needs is

a parallel taxi way, radar system and they need some enhanced air traffic management and I think that it needs some better equipped trained staff. No one paid attention to it. The government compulsory acquired the land (near the airport) from people and gave it away to private hands and I think we’ve boxed ourselves in as to what we can have in terms of a parallel taxi way.” He continued: “Airplanes are just flying around burning fuel and that’s because (a) we don’t have a parallel taxi way and (b) we don’t have a radar system going where we can manage the traffic coming in and (c) we don’t have the other air traffic infrastructure that is necessary to manage efficiently the volume of traffic that the airport is seeing.” Gardiner said this combination of faults will definitely affect TCI’s tourism product. “It will continue to make it harder to get here because obviously if airlines come here and they have to fly around 30 or 40 minutes extra, they are going to pass that cost onto the customers,” he said. However, Gardiner said he doesn’t believe there is any realistic possibility of having a parallel taxi way. “I don’t see it,” he stressed. “They can have a sham or a partial

Acquiring an economic cost letter to attend UWI The Ministry of Education, Youth, Culture and Library Services continues its quest to encourage and facilitate all Turks and Caicos Islanders to further their education and enroll into Tertiary studies. As part of this mandate, the Turks and Caicos Islands Government in recent years attained full membership to the University of the West Indies. This therefore enables Turks and Caicos Islanders who are not beneficiaries of a scholarship to be able to attend any of the University of the West Indies three campuses in Jamaica, Barbados or Trinidad & Tobago and pay a reduced tuition fee. To benefit from this reduced tuition fee, students who are not on a Government Scholarship (non-sponsored student) would have to contact the Ministry of Education requiring an

627 persons living with HIV cases in TCI

There are approximately 627 persons currently living with HIV in the Turks and Caicos Islands, said Head of the National AIDS Programme, Aldora Robinson. The first case of HIV was diagnosed in 1984. Since that time until the end of 2017 a total of 627 persons have tested positive in the Turks and Caicos Islands. “Of these 309 (49.6%) were male and 318 (50.4%) were female,” Robinson told The SUN. Robinson stated that for the year 2018 there has been a small decrease in admission, which is 8. She added: “Additionally, there were a total of 113 deaths among HIV positive persons, with 7 deaths thus far in 2018 making the total 120 52.2% male and 47.8% female. Females were more likely to be diagnosed; however, there were more deaths among HIV

She said, “The Health Promotion and Advocacy Unit is using multiple programs on the radio in churches, school

and communities to promote testing. This department is helping persons who are living with HIV/AIDS by making sure that persons who test positive have care and treatment and remain on their treatment, also supported with food and referred to other department as needed,” Robinson further noted that the main cause of HIV infection is unprotected sex. World AIDS Day takes place on the 1st December each year. It’s an opportunity for people worldwide to unite in the fight against HIV, to show support for people living with HIV, and to commemorate those who have died from an AIDS-related illness. Founded in 1988, World AIDS Day was the first ever global health day. World AIDS Day is also an opportunity to show solidarity with the millions of people living with HIV worldwide. Most people do this by wearing an HIV awareness red ribbon on the day.

Ministry of Health to enact health professions & health appeals tribunal ordinance The government of the Turks & Caicos Islands is promoting good governance of the health care system. It has instituted a Health Secretariat, headed by a Health Registrar, Dr. Derrick Aarons MD, PhD, which will provide administrative support to three (3) professional Councils: 1) The Medicine and Dentistry Professions Council 2) The Nursing and Midwifery Professions Council 3) The Allied Health Professions and Pharmacy Professions Council This will be the first time such councils would have been established in the TCI. The establishment of the 3 health professions councils will ensure that all health professions are well represented

and empowered to register, license, and regulate their respective health professions. The Health Professions Ordinance also: · Grants power to a council to establish and enforce standards of professional conduct and national guidelines for the provision of quality health services · Grants power to a council to establish and promote high standards of education and training requirements of registered practitioners. Meetings were held with doctors and dentists on September 4, nurses and midwives on September 5, and pharmacists and allied health professionals on September 6, 2018 at TCI Hospital to sensitize them regarding the introduction of the Health Professions

Ordinance 2016, and the Health Appeals Tribunal Ordinance 2016. The professionals were also provided details regarding the functioning of the three (3) professional Councils. A code of ethics was also introduced which was developed specifically for the Health Professionals working in the TCI. Each session was well attended and interactive with representatives from the Hospital, Ministry of Health and private sector. The Minster of Health, Hon. Edwin Astwood, Permanent Secretary of Health, Mrs. Desiree Lewis, Deputy Secretary Mrs. Tamera Howell Robinson and Dr. Nadia Astwood – Director of Health Services were in attendance to lend their support to this initiative. The International School TCI It has been a whirlwind few months for ISTCIs Middle School. Their first year ended on a high note with Yr. 7 students traveling abroad to Western Canada, experiencing a number of action-packed adventures, such as world-class white water rafting and flying along miles of ziplines. In addition, students visited local indigenous archeological sites and fishing grounds, an old growth temperate rainforest, as well as a large scale copper mine - all enhancing their learning of curriculum objectives with a hands-on approach. A warm thank you goes out to all that supported their fundraising efforts, which ensured that all individuals were able to participate. A big shout goes out to The Somerset for their fantastic staff-coordinated movie night on the lawn!

Department of Statistics accepting applications for enumerators for its upcoming surveys The Department of Statistics is now accepting applications from suitably qualified and experienced persons to work as temporary enumerators on its upcoming surveys. The department is urging residents from all islands across the Turks and Caicos Islands to offer themselves, as Surveys are essential for effective development planning and is an important statistical endeavor that any country undertakes. Prospective Enumerators must be at least 18 years of age and; must have a clean police record; must be able to write legibly, possess good numerical and reading skills; must possess strong interpersonal and communication skills; be available to work on evenings and weekends as and when required; and be available to attend two days of training on a full time basis in preparation for the

survey. Applicants must be available to work during the period November 2018 and January 2019. If selected, the incumbent will be expected to: Locate and visit personally the selected dwellings in the enumeration district (s) to which he/she may be assigned; Complete survey forms accurately for each person and each dwelling according to instructions; Assist any other enumerator in the performance of his/her duties in any other enumeration district if so directed by the survey supervisor; and assist the survey supervisor in the performance of such other duties as the Survey Supervisor may determine. Selection will be based on successful completion of: Training and Evaluation Test and Mock Interviews.

Exclusions: Those persons employed with professional obligations that may conflict with the confidentiality provision within the Statistics Ordinance 2012. Grace Bay Resort Foundation 9th annual school giveback

The Grace Bay Resort Foundation recently held its annual school giveback on the island of North Caicos. Commenting on the event, Johnna Messam, Director of the foundation said: “This is our 9th year supporting our schools. Since inception we have adopted six schools, three in North/Middle Caicos, two in South Caicos and one in Providenciales. We usually provide back packs containing books and supplies for the students and

office supplies for the teachers. This year, we had the privilege of joining forces with Business Solutions who donated the office supplies.” She added: “It is always such a heartwarming experience to see the smiles on the kids’ faces and to know that we’ve eased some of the burden for the administrative team. Although this was my first official initiative, I think enjoyed myself more than the students and I look forward to continued collaboration with the schools and out partners.”

Deep Venous Thrombosis, DVT and heart failure.

By Dr. Marsha Barnett Deep vein thrombosis or DVT is a serious condition that occurs when a blood clot forms in a deep vein. They typically form in the thigh or lower leg. It can cause pain and discomfort to the area but more importantly, can lead to life threatening complications.

How does it present? Symptoms of DVT only occur in about half of the people who have a clot in the leg! Common symptoms include: •swelling in your foot, ankle, or leg, usually on one side •cramping pain in your affected leg that usually begins in your calf •an area of skin that feels warmer than the skin on the surrounding areas and is tender to touch which may also look red or blue in color

Who is at risk? Whilst a DVT is more common when over the age of 50, it can happen in young persons as well. Any condition that alters or slows how your blood moves through your veins can raise your risk of developing clots. These include: •Smoking •Being on hormone therapy or hormonal contraceptives such as the pill or injection. •Obesity •Pregnancy •Being immobile for long periods such as during a long flight or being on bed rest due to injury or after surgery. •Having an injury that damages your veins such as a fracture of the leg •Having a family history of blood clots or a hereditary blood clotting disorder •Having certain medical conditions such as systemic lupus, cancer,

To confirm the diagnosis, an ultrasound of the vessels is usually done to assess blood flow and evaluate the presence and extent of any clots in the legs. In almost 50% of persons who have a DVT, there are no symptoms and they present to the emergency room with clots in the lungs which is a life-threatening complication. This is called a pulmonary embolism. Bits of the clot in the leg can travel to the vessels in the lungs and block its blood flow which then causes difficulty breathing and chest pain. If not treated quickly, death is a very common result! What are the treatment options?

On admission into hospital, drugs can be injected into the veins that break up the clots. Most commonly, patients are treated with medications that inhibit the blood’s ability to clot. This is usually started as a drug given in the veins but patients are switched over to oral medications especially as they are usually required to continue on them for months after being discharged from hospital in an attempt to reduce the risk of a recurrence. If there is an underline medical reason for developing the clot such as a cancer or systemic lupus, these conditions must be managed as well. In patients who have had clots in the legs on a number of occasions or are at an increased risk of developing clots, they may have a filter put inside the large abdominal vein. This form of treatment helps prevent pulmonary embolisms by stopping clots from entering your lungs, if you develop a clot in the legs. How do I prevent it? You can lower your risk of having DVT by making a few lifestyle changes. These include quitting smoking, staying physically active and losing weight if you are overweight.

Moving your legs around when you’ve been sitting for a while also helps keep your blood flowing. Walking around after being on bed rest or when on long flights can prevent clots from forming. Let Us Get Back to The Basics. Serve with a smile. Always greet with manners.

By Drexwell Seymour The 2018 Service Charge Bill was recently passed in the House of Assembly. I have already written an article on the bill when it was in draft form, so I have very little to add about the bill. I will say this, however; since everyone in the industry will be getting equal portions of the service charge, then everyone has a part to play in providing exceptional service to the residents and guests of TCI. Therefore, it is incumbent upon all of us including the Government and the Opposition to promote the provision of good service by all residents in the Turks and Caicos Islands. This is a major campaign that is needed for the critical success of our country. I have visited many countries, but The Bahamas is one country that really left a lasting impression on me in terms of the politeness and courteousness I received. No matter who you are or where you are, the Bahamians greet with you with excellent manners. As a little boy growing up on the island of South Caicos, I know it was part of our culture to greet everyone with a smile that that we came in contact with, and to also greet them with appropriate and relevant manners. Today in TCI while some of this service continues to take place, it is not consistent. Our tourism industry

continues to soar, but we cannot take this industry lightly. Sometimes, the simple things in life can make you or break you. This article is to encourage all of us to get back to the basics by serving with a smile and greeting each other at all times with proper manners. Treat everyone the same Sometimes, it depends on how you look, what you do and where you are from that determine the type of service you get. Everyone should be treated the same. This is something we must instill in our children at home, school and at church. Let us practice treating everyone the same so it becomes a part of us and it will be a natural thing to do going forward. Even though we have been voted #1 beach and island for many consecutive years, many other islands in the Caribbean are very similar to TCI with the same type of beach. Do not take tourism lightly. It is a fragile industry. We must maintain or exceed what we have, and one way to do so is to improve on our service. Smile when someone enters your restaurants. Smile when customers enter the grocery store. Smile always. Please do not fake the smile as people will know the difference between a fake smile and a sincere smile. A sincere consistent smile can distinguish us from the rest of the Caribbean. People will want to come back because the impressions you left on them. I know many of us complain about the level of service that we receive when we arrive at some of the airports in the USA. However, we cannot compare the USA to TCI. We need the USA tourists more than the USA needs us. Let us set the bar by serving with a smile. Always greet with appropriate manners Whenever you pass someone, a simple good morning, good afternoon or good evening should come out of our mouths. Not just to tourists but anyone that we come in contact with. Many times, we pass individuals without even saying good morning. We promote TCI as a high destination, so let us provide premium services. Do regular checks up When customers are in a restaurant, check on them after you serve them. When a guest checks in a hotel or condo, check on them to make sure everything is ok. When you have not seen or heard from your friends or family members, check on them. Do not harass individuals Do not harass individuals for your business or pleasure. Some of us even get upset if someone refuses to buy something from you. Some of us even go as far as verbally attacking the customer and telling them we do not need them. The truth is we do need them. Do you know if you just smile and welcome someone to your business rather than harassing them, they may just end up getting something from you because of the service you provided? Think about your actions. The only harassment you should do is to harass people with a smile and appropriate greetings. Tourism studies and proper etiquette should be part of the curriculum in the schools Introduce tourism and proper etiquette in our schools. I know it should also be the responsibility of parents but if we can get this in our school system, it will be a great start as some parents perhaps also need to be reminded. Therefore, if our children can get this back to basic message from young, then can practice it and share it with their parents and then

Drexwell Seymour hopefully it will become apart of the home. Tourism is our main industry and so this should be a priority in our homes and educational systems. We can do all the marketing in the world to attract people to our shores but when they can get here, we must be able to also take care of them very well while they are here because they will go back and talk about the treatment they received. Sometimes guests receive some bad services but with the proper welcome during their stay, they may overlook the bad treatment and will forgo giving us a bad review. Training program I know that many hotels and other organizations such as the Tourist Board conduct customer service training. In fact, companies spend thousands and thousands of dollars on training but some of us still remain the same. While I believe we should never discontinue training, but many times, it is our attitude that needs adjustment. Some of us really do not care or do not see the need to improve on the way we treat others. Treating people right should be a part of our personality. Some organizations may a mistake by recruiting the wrong staff. There is a particular restaurant I went to recently. The waitress did not welcome me. Her face was very sour. I had to raise my hand to get her attention to come to my table for my order. Appraisals system Customers should not have to pay a service charge for any bad service they receive. Therefore, I encourage the hoteliers, restaurants, grocery stores and other establishments to implement a vigorous system on measuring the performance of the employees in the provision of services to guests. Based on the service charge bill, all guests will be charged a service charge and it will be shared equally among the staff. Employees must work to receive this. They should not treat guests or their employers anyway and automatically get a service charge at the end of the month. Service charge should be an incentive, not an entitlement. Conclusion All of us have a role to play in improving the service in our country. Let us start at home and make it become a part of our everyday life. We must be consistent and lead by example. We cannot be bragging about we are the friendliest people in the Caribbean but we are not living it. We cannot be telling people to smile when we ourselves are not doing it or we are only smiling with people we know. TCI, this message is for all of us that reside here, locals, expats, black and white. If we go back to the basics, oh what a difference our community will be!

These had to do with sensitization to the AIDS epidemic and the increasing use of drugs on our school campuses. I strongly advocated for this as a result of the classroom interventions that I had carried out in schools across the country, which revealed back then the movement to wards gang formation. Had we taken note of the signs back then and had we equipped our peer counselors with mediation training, we would have been able to ‘nip’ the formation of gangs in the ‘bud’. Even now it is not too late to make the effort to implement a mediation training program at the secondary school level. The group of young people who operate Rapport would be a good organization to launch such a program for our schools. Rapport would be ideal for this because they already have the respect of students, and are seen as persons who genuinely care about the things that concern them. Prison Mediation Training When I did anger management, and group counseling in the prison, I took note of something that spoke volumes to me. What I saw was that there were certain inmates and certain officers commanded the respect of the prison population at large. These persons already act as intercessors, conciliator and meditators, when there are fights, disputes and disagreements. I am suggesting that if such inmates and officers in the prison are equipped with the specialized, and focused training in mediation, that such an intervention will impact the lives of the inmates in a very positive way and I guarantee that the result will be a reduction in fights in prison and an elimination of the riots that we have seen emanating from there from time to time. Community Mediation Training Pastors, youth leaders and other community leaders, because they are mostly trusted and command the respect, in most instance, of persons in the community, would be persons who would be ideally suited for mediation training. I will share a story here that will help you, the reader to understand what I am trying to get across. In 1998, while at seminary, I was selected to serve as student Pastor to the Phillippo Baptist Church circuit of churches, in Spanish Town, Jamaica. The pastor at the time was elected as President of the Jamaica Baptist Union., and was not able to give full pastoral oversight to the three churches. So I was brought in to provide this oversight. It was an essential part of my training and preparation for ministry. Because of the nature of the community of Spanish Town, counseling was full time ministry there. Some days I saw clients from 8 o’clock in the morning until 8 o’clock at night. One morning I saw a woman whose son was a part of a group of seven young men who had escaped from prison. She had spoken to him by cell phone and he indicated to her that he wanted to turn himself in to the police because he feared for his life on the run. He stipulated to her that he would only do so if a pastor would accompany him. Because Phillippo

Rev. Dr. John Malcolm was one of the leading churches in Spanish Town, the woman appeared in my office with this request. With much fear and great trepidation I agreed to the woman’s request. She was to get back to me with the place and the time for me to meet the young. Unfortunately before she could get back to me all of the young men were cornered by the police and killed that night. The point I am trying to make is that the young prisoner on the run saw a pastor as someone who had the respect of the community and the police in particular to entrust his safety to me to turn himself in. In another instance, mother came to my office who had a mentally challenged son, who was destroying the furniture and breaking up everything in their home. She wanted to turn him in to the police to be taken to Bellevue, the mental health hospital, but she was afraid that they were going to kill him. Again with much fear and great trepidation I agreed to accompany him as the police came to take him into custody. The young man went along without incident. But it was a surreal experience for me to find myself in downtown Spanish Town, where buses and taxis converge to carry people to their various destination, the busiest part town, to find myself among police officers with M-16 rifles and a mentally ill young man, waiting for transport to Bellevue. Again this demonstrated to me the respect that pastors and other community leaders have, and that such persons are ideal candidates for mediation in intervention at the community level. There are some communities across our country where the evidence of crime and violence are more prevalent than in other communities. The specialized and focused training that is involved in mediation will equip community leaders to be able to effectively provide interventions that will result in the diffusion of conflicts and disputes thereby bring about a reduction in crime and violence in those communities. We need this kind of training in our prison, we need this kind of training in our police force, we need this kind of training in our schools and in our communities at large. I am certain that the result will be a better managed prison, safer schools for our children and safer communities for us to live in. I conclude with this thought: Mediation increases the control the parties have over the resolution that is being worked out, and thus it is more likely to produce a result that is mutually agreeable for all the parties involved. We need this now, not tomorrow, we need this now. Once again I challenge the government to take a serious look at the possibility of implementing mediation training in our institutions that are responsible for the education and rehabilitation of our youth. I guarantee that the results will be a positive reduction in crime and violence across these Turks and Caicos Islands.

Government says Sandals hotel project will spur economic growth on Tobago

The Trinidad and Tobago government says the construction of the 750 room Sandals and Beaches Resort represents a major turningpoint for the economy of Tobago. Finance Minister Colm Imbert, delivering the TT$51.7 billion national budget to Parliament on Monday said that the hotel will be owned by Trinidad and Tobago and equity partners and is in keeping with the objectives of the newly established Tobago Tourism Agency that is already developing and marketing the Tobago tourism product as a leisure-based location. “Within this framework, the Sandals Golden Grove Tobago Project represents a major turning-point for the economy of Tobago. The Sandals and Beaches Resort will be built at Buccoo/ Golden Grove,” Imbert said, adding that it will be managed and operated by Sandals Resorts International. He said the resort will have approximately 500-750 rooms and up to 2,000 permanent employees with significant linkages to the local economy. “The economic impact of Sandals will be substantial, including estimated income to the Government of US$80 million per year in taxes and other payments. The project will add significant value to the tourism industry as we continue our drive towards sustainable economic development and diversification away from oil and gas,” Imbert told legislators. He said the Keith Rowley government was also at an advanced stage of securing an internationally-recognized brand operator for the Tobago-based 198 room Magdalena Grand Beach and Golf Resort, in the context of the December 31, 2018 expiry of the lease of the existing operator. “We are targeting operations and brands which would manage the hotel under a model which will deliver a combination of a European plan with the guests having the freedom to explore local restaurants, shops and excursions and an all-inclusive plan.” Imbert said they are being assisted by the Canadian-based company, CBRE Hotels, and last month three investors conducted site visits in Tobago and submitted proposals. “With the contract expiry date of December 31, 2018 for the existing operator, we are making tremendous efforts to have in place on January 1, 2019 an internationally recognized brand manager for the Magdalena Grand Beach and Golf Resort,” Imbert said. The Finance Minister said that induced demand from the two hotels will attract a higher level of airlift and that the construction of a new terminal at the ANR Robinson International Airport is being undertaken utilizing a build-own lease-transfer model. He said the construction would involve all airside infrastructure works, inclusive of apron taxi way and aircraft parking, a new car park, a new access road and modernization and upgrade of the existing terminal. “The new terminal building will support much higher levels of airlift and international demand and bring tremendous benefits for the Tobago economy. This project is expected to be completed by the end of 2020,” Imbert said, adding that the government was also engaged in improving the sea bridge situation between the two islands. He said plans are for the acquisition of two new state of the art fast ferries scheduled to arrive in mid-2020 in addition to the existing fast ferry, the TT Spirit, and the Galleons Passage. Imbert said Caribbean Airlines Limited (CAL) has been strengthening the air bridge. The new ferries are being procured from the Australian-based companies, Austal and Incat.

Jamaica makes first legal export of marijuana extracted oil to Canada KINGSTON – Agriculture Minister Audley Shaw announced that Jamaican has made its legal export of medical marijuana extracted oil to Canada, marking the first step in positioning Jamaica as the world’s medical marijuana hub. According to Shaw, the shipment was authorised through an import permit issued by the Government of Canada through Health Canada for Jamaica and an export permit issued by the Ministry of Health in Jamaica. “Jamaica is uniquely

positioned to be a global player and we are committed to providing the leadership and resources required for opening the international markets including Canada and Europe for our licensed and regulated Jamaican companies”, Shaw said in a statement. According to the CEO of the Cannabis Licensing Authority (CLA), Lincoln Allen, who endorsed Shaw’s statement, he has also identified international export opportunities as a major target for the CLA.

He added that the Licensing Authority is fulfilling its mandate as well as a commitment to enabling the timely development of a regulatory framework to position Jamaica as a global leader for the export of cannabis for medical and scientific purposes. The import permit from Health Canada was obtained on behalf of Jamaican-based licensed producer Timeless Herbal Care who was then granted an export permit by the Ministry of Health in Jamaica.

Barbados receives first US$49 million from $290M IMF loan The nod of approval from the Executive Board of the International Monetary Fund has given Barbados access to US $49 million, which will be put into an account at the Central Bank. This disclosure came from Economic Advisor to the Barbados Government, Dr. Kevin Greendige, in a press release from the Barbados Government. He said seven other disbursements would be given to the country over the next four years and explained that some funds would be used to shore up the country’s reserves. He pointed out that the money to be given would be a loan, at a very low interest rate. The Executive Board of the IMF approved the staff-level agreement on an Extended Fund Facility on Monday, which would give Barbados access to about US $290 million, over the next four years. Antiguan cop accused of kidnapping, having sex with teen, walks A police prosecutor accused of kidnapping a 13 year old girl and having sex with her on two occasions in 2016, walked free after the child said she did not want to proceed with the case and or to relive the incidents. Crown Counsel Shannon Jones-Gittens called the teen to court to explain herself before Justice Keith Thom and, the girl indicated that she came to the decision after she spoke with her mother, counselor and guardian. She further stated that she has forgiven the accused, and had she been in his shoes, she would have wanted to be forgiven as well. The child, who is now a ward of the state, having been removed from her parents’ care, said she understood the seriousness of the allegations before the court which include one count of kidnapping and two counts of unlawful sexual intercourse – the latter is an offence which carries a maximum sentence of life in prison. Jones-Gittens told the court that the teen, who is now 15, also spoke with her about the matter several times and, the Director of Public Prosecutions, Anthony Armstrong had asked for the Directorate of Gender Affairs to be involved and to offer counseling to the teen. All this was done to ensure the child got professional help and advice throughout the entire process. The prosecutor also indicated to the court that during one of the interactions with the teen as she prepared to prosecute the case, the child sat through the entire process, crying, without uttering one word. As a result of the request from the teen not to proceed with the trial, the prosecution withdrew the charges, and the cop of over a decade service, walked out the court, free of all the allegations The allegations made against the officer were that around July 26, 2016, in the height of Carnival activities, the child was working with a woman who was operating a Barbecue stall in St. John’s, and the woman sent her to a shop nearby. While on the way, the officer allegedly approached the teen, whom he knew, and told her to join him in his vehicle and when she did not, he forced her inside and took her to his home. There, he allegedly engaged her in sex even though she was 13 and the age of consent is 16. The following day, he allegedly reached out to her and she went to his home where he again, allegedly had sex with her contrary to the Sexual Offences Act which sets out the age of consent. As the police began investigating the matter, the junior ranking policeman had left Antigua and Barbuda and weeks passed before he returned to the state, after providing medical records indicating he could not fly. On his return, he was charged and briefly remanded, then released on bail. However, Justice Keith Thom revoked the bail based on evidence from a witness who said the officer went to the child’s school on November 25, 2016 enquiring about her and a cellular phone which was confiscated from her some time ago. The court heard that the corporal of police identified himself to the witness and said he was not at the school in his capacity as a police officer, but as an accused acting on legal advice to gather evidence to build his defence. Earlier this year, the officer was again granted bail but was only released two months ago after he met the conditions. The officer’s name has been withheld since the Sexual Offences Act bars publication unless the individual is convicted. The next issue to be addressed is his employment with the Royal Police Force of Antigua and Barbuda, from which he was suspended pending the outcome of the case.

EU court may decide before Christmas if UK can unilaterally reverse Brexit

May’s Brexit is ‘wilful economic vandalism’, says Sturgeon

EDINBURGH - Prime Minister Theresa May’s plans to leave the European Union are damaging and inviable, Scotland’s First Minister Nicola Sturgeon said. Britain is due to leave the European Union in March next year, but May has said that talks with the European Union are at an impasse insisting that “no deal” is better than a bad deal. But Sturgeon said that even if May achieved her “Chequers” plan for Brexit, the policy of taking Britain out of the single market would hurt the economy. “The prime minister’s current position – that we must leave the single market regardless of the

consequences – is an act of wilful economic vandalism,” Sturgeon told the Europa Institute in Edinburgh. Scots voted to stay in the European Union in 2016 by a large margin, but Britain as a whole voted to leave. The Brexit process has since put Scotland’s devolved nationalist government increasingly at loggerheads with the UK’s Conservative leadership. Hellmuth Kolb was arrested on Saturday after a woman claimed he approached her while she was sitting on a bench inside the Port Orange Walmart with her daughter, according to WKMG TV. The woman, Tracy Nigh, told police the 81-yearold Kolb asked her if she was married before changing the subject to her daughter. “It seemed like a friendly conversation. He didn’t seem like a threat at first,” Nigh told the station. That is, until Kolb

allegedly started badgering Nigh if she would sell her daughter to him. “The first amount was $100,000, the second amount was $150,000 and then the final amount was $200,000,” Nigh said. “I then said ‘No, we have to go.’” Nigh said when she and her daughter got up to leave, Kolb allegedly grabbed the girl’s wrist and kissed it, according to WJAX TV. Nigh then alerted store security, who confirmed the incident was caught on camera. Kolb was later identified through a credit card transaction. He was charged with simple battery and false imprisonment and booked into the Volusia

County Jail and later released. Police said they’ve had at least one other report of a similar incident a month ago involving a man who fit Kolb’s description. Officers said when they interviewed Kolb at his residence, he said remembered sitting next to a mother and her daughter at the Walmart. He admitted complimenting the woman, but said he did not remember grabbing her daughter, according to WNDB radio. The victim later picked Kolb from a photo lineup. We will continue to monitor the situation. Walk for a cause – take back our streets, take back our future

The Turks and Caicos Commonwealth Games in collaboration with its affiliate organization, TAFISA, (the international organization for Sports for All), TCI Department of Youthand the Ministry of Health came together to celebrate World Walking Dayunder the theme: Walk for a Cause - Take back our streets,Take back our future. More than 1,000 participants joined in the World Walking Day events in Grand Turk on Friday 28 September and In Providenciales on Saturday 29 September. Participants came from every strata of society, carrying banners, placards and downing their ‘walk for a cause’ t-shirts. No matter the age persons were eager to get out and participate in this much anticipated event that was highly publicized for weeks via national print and voice media, talk shows, banners, flyers and of course social media. Participants came by every mode of transport imaginable, from mothers pushing their babies in prams, cyclist on bicycles, special needs persons came in wheelchairs assisted by their caregivers, and the

elderly came by means of the Island Tram that was provided by the Commonwealth Games Association. The event was attended by Minister of Education, Youth, Culture and Library Services, Hon. KarenMalcolm, Minister of Health and Sports, Hon. Edwin Astwood, Assistant Commissioner of Police, Mr. Rodney Adams, government and NGO’s, primary and high school children, teachers, medical personnel, churches, private sector, civic organizations, youth groups, sporting groups, media personnel. The events were well organized and spurred strong media coverage. The organizers focused on the following causes: •Youth Empowerment •Sports Advancement •Holistic Wellnessspiritual and mental •Community Building •End to Violence

Following the walk, participants came together in Grand Turk and Providenciales for an evening of inspiration and hope, where they heard inspiring and motivational speeches from various community leaders, pastors, police, but the most inspiring speech came from Kendrick Walters who moved the crowd by giving a most passionate speech on crime and violence having lost a brother to violence 4 years ago, he spoke on how this affected his and his family’s life. He wondered what would have been with his brother a most talented young man 19 years of age, a gifted basketball player and was accepted by 3 Universities. He spoke to the youth and to the people of the Turks and Caicos Islands, stop hiding, watching the news on social media, talk about it for a while, then going back to business as usual just because

it’s not your child or family. He called on persons to speak up, if you see something say something. He called on the Police to do more but need the public to work hand in hand with the police, only then will real change come about.The crowd was moved and could see people visiblyshaken and shedding tears. Following the speeches and remarks the crowd was entertained by the popular Caribbean Play, “Light in the Dark’ by the famous Honeybee production which brought to light the various means of abuse and depression and the way young people deal with it if not given the support and help needed by family and community members. The organizers of the first Walk for a Cause deemed the events a great success and would like to thank all those persons who played a part in its success. The event took place in Providenciales on the 29th September with less fanfare, but the messages Were equally as passionate but more intense especially with one family member whose family suffered from losing a brother to violence.
