‘RACISM’ IN TCI Opposition Leader says new TCI Status Bill should be repealed

Wa s h i n g o t n Misick says there is “overt and covert racism” in the Turks and Caicos Islands; and he argued that granting status to the approximately 200 persons who recently a p p l i e d , Hon. Washingotn Misick would place indigenous Belongers at a tremendous disadvantage. Speaking in the House of Assembly in Grand Turk on Wednesday, December 18th, 2019, the former Chief Minister said the public is “justifiably dismayed” by the recent publication of the list of nearly 200 persons to potentially be granted Islander Status “in a single swift act”. “I cannot see what the urgency is, and no one is at risk. I know that there are expatriate attorneys in Provo who are poised to bring legal action if this bill is repealed or if their status is not approved, but I think that we should stand up and say ‘bring it on’,” the Progressive National Party (PNP) leader said.

PREMIER ADDRESSES CRIME SITUATION Since being elected, the Police has benefited from millions of dollars in investment under my Government’s 12 Point Law Enforcement Plan which includes Policing. The Police saw unprecedented increase in investment in cars, boat, building, plane, CCTV and at the end of this upcoming Budget, the Force would have grown in manpower by 65 in the last two years. This tells us

something which we all knew, that even when we give the Police the resources it requests which is great, an essential component of people support cannot be left out or substituted in fighting crime. This is why the Police everywhere continues to ask for assistance from the Public and why I will continue to appeal to us as a people. This recent spree of crime or criminal acts by what the Commissioner

of Police has described as being carried out by a handful of “ex - cons”, can only be termed as acts of terrorism for which serious consequences must follow. This is a deliberate attack on my country’s peace and way of life. I encourage residents to assist the Police as the Police manage its resources to bring this era to an end, by first being even more vigilant in your movements but in sharing information that may help. We cannot

stress enough, the fact that Crime Stoppers is safe and you need not worry of your identity being revealed if you provide a tip through this network. I am aware that members of Hotel Association continue to engage the Governor on the issue of crime and continue to enjoy a close relationship with the Police Commissioner. I was however elated when a businessman reached out to my Government to

offer a Reward of $10,000 for any tip that will lead to the arrest of these perpetrators. Truth be told, there are always persons who are aware of who are committing crimes and together with a resourced force, a participative people and business men and women who understand that we are all in this together, we can successfully overcome this period in our history.

“I think we should stand up and say bring it on, because at the end of the day, I don’t want to live in a country where I have to face overt or covert racism and I am telling you today, Madame Premier and other colleagues that is the situation in Provo.” He added: “If we were to pass this bill, we are just adding grist to the mill and so I appeal to all of us to stand back, think carefully, look before we leap, do not pass this bill and in fact repeal and if you want me to do it I’ll do it, (I will) bring a motion that repeal the existing laws relating to status until we can have and cool headedly consider what is in the best interest of our people in these Turks and Caicos Islands.” Hon. Misick added, “Mr. Speaker we should not betray the trust of the people of these Islands by giving those who do not mean us well, sticks to beat our backs. Mr. Speaker, Sir Robin Auld was invited here to carry out a commission of inquiry into corruption in these islands. His report stated that there was a corruption that was endemic in the islands and there was an atmosphere of fear. Mr. Speaker, the same people who sold that ball of wax, are the same people today who are again saying that they must be given political authority and they must be given power. It is the same people who are agitating to determine what happens at the ballot box in this country. And may I submit that the atmosphere of fear has not gone away. It just has different masters and that is all that has happened, if in fact it existed in the first place.” The PNP leader continued: “I don’t want my children or my grandchildren to live in a country where we exist as a conduit for other people to make money and to live ‘la vida loca’, while they scratch, as we say in North Caicos, with the chickens to eat. The vision document goes on and it says that the intention to tilt the scales of development so that development is more beneficial to Turks and Caicos Islanders. As I said earlier, we recognise

We need foreign direct investment and we need skills that we do not have.” He added: “It is a known fact that a combination of capital, labour and materials in this case for Turks and Caicos, trade of tourism and all of these are needed to make the economy work, because tourism is a capital-intensive and a labour-intensive industry, we need a combination of both foreign capital and labour.” He said, “I would like to go on record in expressing or acknowledging the contribution of those people who’ve come here with the right intention and who contributed to these islands and who see these islands as their home and I believe there is provision in the law (for them). So I want to say that persons who come here to work and who are invited here, who are law-abiding and who respect the people of the Turks and Caicos Islands and who are welcome,

absolutely welcome.” Misick said the fact that the prevailing economic and social policies in the TCI have resulted in “dominance by non-indigenous residents is selfevident”. He added: “Indigenous islanders are demoralised, disgusted and distrustful of political leaders; Our people are frustrated and fearful for the future and their place and that of your children within the TCI society. They are demanding representation that will improve their quality of life. They are justifiably insisting that politicians ensure that the only real leverage they have is maintained by refusing to dilute their voting power. “ “They do not want to lose the little political empowerment that was not stripped away during the Interim Administration and never restored. They want to be participants in economic growth and not spectators. We on this side hear our public and believe that the Ordinance should be repealed and a comprehensive legal and social framework regarding the issue ought to be developed to reflect the findings of the anticipated Population Policy. In the meantime, there should be no meeting of the Commission, and we encourage all members of the Commission to resign. We believe the PNP and the PDM should stand together on this matter and invite the Premier and the PDM to join us in this endeavour. “ Misick said those persons who have applied for Islander status have nothing to fear. “You are aware that the status as a PRC holder and or a BOTC you have every right to be here and that will not change. The PNP believes that we cannot and should not bow to the pressure of special interest or accept the recommendations of external consultants when it comes to the issue of status in these islands– to do so will be to condemn us to shark infected red ocean where we will continue to be eaten. The Governor was emphatic

that he would care listen and serve. His priorities in coming here he says was disaster preparedness, national security and crime The reality on the ground belies that promise and clearly line up with the agenda of the UK to broaden the franchise and change the definition of the traditional family.” Quoting from Martin Luther King, he said that “the ultimate measure of a man is not where he stands in moments of comfort and convenience, but where he stands at times of challenge and controversy.” Misick continued: “Sometimes in life one has to summon the courage to practice his/her conviction and stand on principle – at this juncture in our history our collective consciousness as a people must be our guide. It should by now be clear to every red-blooded Turks and Caicos Islander that we are headed in the wrong direction: we have lost control of our heritage and yet we continue to buy into dependency theories that require us to exchange our rights for the phantom benefits of trickle-down economics.” Stressing that he cannot, under any circumstances support the TCI Status Bill, Misick said the consequences of the operationalisation of this bill contrast and contradicts the 2040 vision document that has had the input of both political parties and the public. “We should not betray the trust of the people of these islands. There has been a consistent and robust effort by His Excellency (Governor Nigel Dakin) to ensure that the franchise is enlarged in keeping with the 1999 White Paper Partnership for Progress and Prosperity Britain and the Overseas Territories which states that Britain’s mutual relationship with the Overseas Territories must be seen in this context: within the overall framework of modernisation and reform, and within Britain’s new international role. As participants in the new global order and the new global economy, the Overseas Territories themselves must embrace reform and modernisation.”

PREMIER ADDRESSES CRIME SITUATION continued from page 1 We are encouraged that the Commissioner of Police has publicly stated that a small group of “ex-cons” are responsible for the recent spree in crime. This can only mean that they are closer to nabbing them and we again will place faith in the judicial system to impose its harshest penalties. My Government’s tough stance on crime: gun crimes evidenced by our increase in the minimum sentence from five years to seven years puts among the countries in the region with zero tolerance for this behaviour. But while my Government remains strong in enforcement, we are

also strong in rehabilitation. We remain confident that our Chance for Change (C4C) Program will address many issues and whilst we have just concluded a critical management hire, a few former inmates have already been placed on jobs. We are not happy with the response from the business community in its response to help former inmates to successfully re-enter society. But we are happy for those who have come forward. As a Government we remain committed to finalising legislative changes so that Government itself can fully participate in the C4C Program.

The recent murder took our total number of homicides for the year to a record breaking 13. I take this time to offer condolences to the bereaved family. My Government has determined that while resourcing the Police is good, as leaders of Government business, we must bring changes too through laws. On Tuesday, my Government read for the first time, the Parole of Offenders Amendment Bill which sets life sentences at a minimum term of 30yrs. This bill is available publicly for consultation and we welcome comments. In the meantime, we continue to wait for presentation in the

House of Assembly critical legislation like Interception of Communications Bill, Private Investigators and Security Officers Bill and Public Order Bill. We are hopeful that we will turn the corner of this period with all stakeholders supporting the Police from the homes to the many institutions in our societies. I am confident that once we all see our role and play it seriously, we can achieve what we all so desperately long for: a sense of peace. May God bless us all and may God bless these Beautiful by Nature Turks and Caicos Islands.

Hotel, restaurant and villa robbed in crime spree A popular local restaurant, at least one villa and a hotel were robbed last week as the crime wave continues its expanded sweep across the Turk and Caicos Islands. On the morning of Wednesday, December 18th alone there were four serious incidents at tourist facilities. According to police press relations officer Takara Bain, in the first incident, officers of the Royal Turks and Caicos Police Force responded to a Burglary at a villa on Stubbs Road, Providenciales. According to reports, she said, around 3:34 a.m., on that date, a male entered the villa through a glass sliding door and demanded money. A watch was stolen. It is unknown if the masked man was armed. There were no reports of injuries in this matter. In a second incident, Bain said at 3:40 a.m., Police responded to

the Lower Bight Road, Providenciales following reports of a burglary at a hotel. Reports are that an unknown male, dressed in dark clothing entered a room. Nothing was reported missing. No injuries were reported. In the third incident, at 4:40 a.m., calls to the Grace Bay Police Station were that a burglary had taken place on the Lower Bight Road, Providenciales where an unknown male entered a hotel room and left with a handbag towards the beach. No injuries were reported in this incident. In a fourth incident, a robbery was reported to 911 at 4:42 a.m., at the security Gate of a hotel on Princess Drive, Providenciales. According to the Police Control room, a male believed to be armed, entered the security booth and demanded money. Taken were a cellular phone and a pocket knife.

On December 16th, 2019 three armed men, entered a restaurant along Sibbone Road, Providenciales and robbed about a dozen people of cash, personal items and cellular phones. There were no reported injured or shots fired “We have increased our visibility over the last few months, and we will continue these operational activities throughout the Christmas Season to make sure that the Festive Season remains an enjoyable one for all,” said Bain. “We also wish to encourage visitors and residents alike to always remain vigilant when at public places. Your safety is always important to us.” She added: “Residents and visitors are reminded to practice all means of safety, for example, always ensure that your doors are locked at

all times and pay attention to your surroundings,” said Bain. “Detectives of The Royal Turks and Caicos Islands Police Force are appealing to members of the public who may have information that could assist with these and any other investigation, to contact 911, The Chalk Sound Police Station at 338-5901 or 941-8082 or anonymously call Crime Stoppers at 1-800-8477 (TIPS).” Meantime, on Tuesday, December 17th, 2019, around 4:00 a.m., officers on patrol in the Over Back District, observed smoke in the said area and upon further investigations, they saw the Public Christmas Tree – located near the N.J.S. Francis Park engulfed in flames. The fire was extinguished by members of the Over Back community. This matter is under investigation.

No large sloops since August, says Governor Dakin By Todeline Defralien No large sloops have gotten through Turks and Caicos Islands since August, according to His Excellency the Governor, Nigel Dakin. Although there was huge increase in the number of illegal sloops and illegal immigrants to these islands, Governor Dakin noted that since national security action has been taken, there was a decrease in the number of sloops getting through to Turks and Caicos Islands. “You would have seen that I am very public about failure and personal accountability when sloops getting through. The good news is, because we’re

collectively learning and permanently adjusting, we’re making progress. We’ve already made important technocratic changes to our own maritime and landbased capabilities and started to build serious international relationships with the United Stated (US) and the Bahamas. The result is that no large sloops have gotten through since August (2019),” Governor Dakin said during a final media briefing on Monday 16th December at the Governor’s Office. He added: “That could change tonight with 11million in Haiti and us being around 100miles away, the challenges both nightly and relentless and I thank our Maritime Police and Immigration Officers for the amazing

work they do, but while I don’t know I need to report occasional failure because we now enter the time of year where most attempts are made.” The Governor said persons need to recognize success, adding that the TCI is getting better at consistent interdiction and there are other investments in topping capability that are in the pipeline. “The biggest impact that we can have is dismantling the business model that sits beneath this trade in human cargo. The capabilities I’ve mentioned, we’re building a national security space will all help but the arrest of 29 Sri Lankans transiting the globe to get to North America via TCI give us an

Bottle Creek clinic hold up due to contractor, says Premier Premier Hon. Sharlene Robinson says the delay in opening the clinic is the fault of the contractor. The Premier was asked to respond to PNP Twin Islands’ nominated candidate’s criticism of her Government and its inability to open the Bottle Creek Clinic. Without mincing words Premier Robinsons stated that the PNP candidate Arlington “Chuck” Musgrove was correct. In a candid response, Premier Robinson stated that the people had a right to know. She stated: “The Bottle Creek was a fight from (the time) we got elected. The contract had been awarded to Arlington Musgrove through his company JACA TCI Ltd. However we had a difficult time to get his company to proceed and it was the intervention by Hon Derek Taylor that saw us eventually seeing the Company

not abandoning the Project which had not yet begun. Admittedly there were challenges as to mobilization but even after sorted, there was no real desire to proceed. That was the first fight. The next fight came when the Project was coming to an end, the contract was a Design Build Project with a Budget of about $1m. Nearing the end, the contractor sent in variations totaling some $900k nearly doubling the Budget cost.” She added: “The Ministry of Infrastructure’s Team, whom I commend, eventually worked the numbers down to about $500k which then represented a whopping 50% increase of the agreed initial price. We were on the floor of the House shuffling figures around to find these monies so that the contractor can complete the much needed Project. That was issue number two. We had every reason to

believe that the trouble was over. In responding to the cries of the people of Bottle Creek, we pressed for an opening and the Ministry of Health set a date. The Project Manager communicated this date well in advance to the contractor who at that time only had to dig a trench for Fortis to carry out its tasks to deliver permanent power to the Building.” The Premier said emails sent were ignored (Address used all along) and temporary power had to be sourced for the opening. “Even then we thought an effort would be made by the contractor to complete his works. Even after the Opening Event, another Email was sent and Mr Musgrove has refused to carry out the final part of his responsibility under the contract and he continues to not respond to the Project Manager’s email. He has not answered neither

has he dug the ditch. I am advised that should Government go ahead and carry out this task, it will impact the warranty on this $1.5m Project,” she continued. “Mr Musgrove is correct, we cannot get the Clinic in Bottle Creek open but what he has not said is that it is because he will not dig the ditch for permanent power to be connected. I am calling on Mr Musgrove to complete his obligations under the contract and do right by the people of North Caicos. They need you to complete what you were paid handsomely for.” Note The oversight of TCIG’s Capital Program lies with the Ministry of Finance and the Premier continues to hold Capital Board Meetings to assist in monitoring and ensuring that projects are progressing. The Clinics in North Caicos fell under her Government’s Capital Program.

Constitution Report laid and will be debated in January 2020 On Tuesday, 17 December 2019, the Premier Hon. Sharlene CartwrightRobinson laid the Constitution Committee’s Report on proposals for changes to the TCI Constitution on Table of the Honourable House of Assembly thereby making it a public document. In laying the report, the Premier stated, “The Committee as persons would know, was jointly appointed by the Premier

and the Leader of the Opposition. It was tasked with the responsibility to travel around the Islands and to present proposals for consideration and to invite fresh proposals. The Committee was chaired for the first time by the Hon Attorney General and the members were the Hon Deputy Premier, Hon. Sean Astwood and the Member for Cheshire Hall, Hon. Douglas Parnell; both

appointed by the Premier. The other two appointments made by the Leader of the Opposition were the member for Leeward and Long Bay, Hon. Akierra Missick and Hon. Ricardo Donhue Gardiner. The report was submitted on November 15th to both myself and the Leader of the Opposition. I wish to express thanks to this members.

It is my intention to debate this Report in January 2020.” The Premier expressed that while she intends to debate the report in January 2020, it is her intention to agree a course with the Leader of the Opposition. Once debated, a TCI delegation will travel to the UK to discuss the proposals which will be formally submitted to UK Government.

Premier Robinson’s national address on her government’s 3rd anniversary in office My fellow Turks and Caicos Islanders, Residents and Visitors, three years ago today, December 16th, the people of this country elected my party overwhelmingly. The past few years has been met with great challenges never before imagined but equally marked by accomplishments never before seen. Three years later, we must give God thanks despite the winds of encouragement to complain, we are a blessed nation and many more blessings are on the horizon. On being elected to office in December 2016, we were able to finalise financial priorities within three months and passed the country’s Budget by March 31st. Our focus in a supplementary in two months benefitted the vulnerable, prison management and other critical needs. We were able to purchase three buildings for purposed retrofitted Government Offices for the Police, Immigration, Customs and Road Safety. We were on our way to tackle all the big issues left unaddressed by the past 14 years. Hit by two hurricanes nine months later, my Government was put to the test like no other before. Though devastating and disruptive, with the help of God, and valuable partners locally, regionally and internationally, my Government rose to the challenge and made critical policy and executive decisions that saw an early recovery that earned us respect at home and abroad.

I have personally been invited regionally and internationally to speak of our accomplishments as a people including conferences in London, St Maarten, New York on two separate occasions and here in our region on multiple occasions. We remain grateful to God and while our agenda became more recovery focused, my Government has been able to deliver on and advance most of our key Manifesto promises contained in The Change Document. We intend to fulfill our contract with the people and will give our annual account of our work on January 7, 2020. We remain proud of the major changes made and the critical work ongoing in national security, border protection and immigration. We are proud of our achievements and critical work ongoing in repairing and rebuilding the crumbling infrastructure we inherited (and worsened after the Storm); in advancing constitutional work and crown land changes; for ground breaking changes in health, special needs, education including our Trade School, culture, the delivery of social services, tourism, maritime, disaster management, environment, housing, delivery of public utilities services, safe reliable public service transportation, agriculture, youth and sporting programs, critical studies relating to our economy, economic stimulants, airport and port redevelopment, reviews of social safety

net programs, progressive changes for the civil service and police, critical policies and laws that will empower our people in our economy including 100% service charge for hospitality workers, improvements, trade, business support, international obligations in the financial services sector and many other critical areas. On January 7, 2020, we will set out, as you have become accustomed, our record of work across Government. Hold us into account. Much has been done but there is much more to do. Through stable, visionary leadership and with government and people uniting around our Vision 2040 National Plan, I am confident that we can achieve a united Turks and Caicos Islands. Working together, we can become a global leader in levels of prosperity and human development and our people can be positioned to be fully responsible for our collective future as a nation; we can have a more resilient country that balances economic, social and environmental development for the greater benefit of all our people and our posterity. This is in our reach: together we can; together we must. We remain grateful for your trust and continued support, but more importantly, your prayers. My Government has been tested and scrutinised like no other and we know our record will stand the test of times. We are a working Government and

OFFICE MANAGER Grand Turk Office Position Summary: The National Health Insurance Board with responsibility for the coordination of local and international financing of health care services in the Turks and Caicos Islands, is seeking a dynamic and transformational leader to fill the position of Office Manager in Grand Turk. THE CARIBBEAN PRIMARY EXIT ASSESSMENT – IS IT NECESSARY FOR THE TCI? By Dr. Carlton Mills The Turks and Caicos Islands Ministry of Education has indicated that 2019 will be the last year for the sitting of the Grade Six Achievement Test (GSAT). GSAT will be replaced by the Caribbean Primary Exit Assessment (CPEA) in 2020. The CPEA is an examination designed by the Caribbean Examinations Council (CXC) for primary schools in the region. It is an assessment of literacies that focuses on Maths, Language, Civic and Scientific. CXC also argues that these literacies are grounded in the learning theories espoused by Piaget, Bruner and Vygotsky among others. They further noted that the focus is on literacies and not traditional subjects. The TCI has had GSAT in operation for several years. GSAT was the exit examination that students leaving primary schools wrote in order to gain entry in a government high school. One key education official argued that the reason for the change from GSAT to CPEA was that GSAT is a one- dimensional examination while CPEA is a multi-dimensional examination with ongoing assessment (school base assessment). This being the case, could we not have made a similar adjustment to GSAT rather than import an examination to assess our primary school students? Couldn’t we have invited retired educators like Mrs. Georgina Been, Mrs. Sadie Jean Williams, Dr Linda Williams, Rev Julia Williams, Dr. Beatrice Fulford and Mrs. Lillian Misick for example, to be the panel that design, administer and monitor the changes to our GSAT in the best interest of our primary school students?

Why do we have to use the services of an external body to set, mark and administer an examination for students who are eleven plus years to transfer from primary to high school? It tells me that those in authority still lack confidence in the abilities of our people. We have a highly group of talented and well experienced professionals who can easily aid and provide direction for such an examination. Others will argue that our students need an examination of this type to determine whether they are on par with students in the region. If this is the case, how many territories are engaged in writing this examination? Why is it necessary to see if our students are on par with students in the region? Isn’t it more important for us to be gearing our children to be on par with students globally instead? Most of our students are now studying at Universities in the developed world (the UK, USA and Canada). Most of the businesses in the TCI are Canadian, UK or USA. So why restrict our students to being exposed to only those in the region? Some teachers also argue that the Civic curriculum is geared more towards information related to the region rather than the TCI. In this case, it is felt that students will leave primary school having attained more knowledge about the region than the TCI. In this case, it is likely that our students will not develop that true sense of national pride and patriotism for their own country since they will be lacking the appropriate knowledge that will be necessary to facilitate such an appreciation.

There is also concern that many of the so called “Big Boys” in the region are not on board with CPEA. CXC currently has offices in Jamaica and Barbados. These countries are not on board with this examination. If these territories where CXC has their base are not on board, then why is the TCI doing it? What is also of note in the TCI is that several of the private high schools where several of our students seek entry, have their own entrance examinations. They select students based on their performances in their inhouse examinations and not what the government proposes. There is also concern about the lack of information being dispersed about CPEA. Some people are of the view that those responsible for the administration of the CPEA, lack the knowledge and the personality to adequately deal with the information. Some of these individuals have been involved in GSAT and while under their watch, we have witness numerous discrepancies which are yet to be seriously addressed. Yet, the Department of Education has seen it fit to turn over the administration of the CPEA to these same people. There are teachers who feel that those responsible cannot provide the kind of guidance that is required. They are sometimes told to go and read the manuals. This should not be the case particularly as this is a new initiative and if it is to be successful, some people need to be guided accordingly. I am hereby suggesting that the TCI discard CPEA and in turn bring together local educators who will be

assigned the task of modifying GSAT and putting a more appropriate structure in place in respect to the examination. This panel will also be responsible for the moderation of the examination. They will ensure that the marking of the scripts is done properly and that results are properly scrutinized before being released. There is no need for CPEA. We can formulate our own examination. This is just an examination for primary school students to gain entrance into a government high school. Nothing more. The question than is, why CPEA? And why is it that the TCI is one of the first to jump on board of this ship when the major territories in the Caribbean are not.

Close season for Nassau Grouper The Department of Environment and Coastal Resources (DECR) is reminding the public that the 2019 Nassau Grouper Season has been closed as of Friday, November 30th, 2019. The Fisheries Protection Ordinance (Amendment) Regulation 12(1A) states: “The close season in relation to Nassau grouper shall be from the first day of December to the twenty-eight day of February (inclusive) in each year or such other dates as may, from time to time, be appointed by the Governor in the Gazette”. During the closed season, any person who fishes for, purchases or is in possession of a Nassau grouper will be committing an offence that is punishable by a fine of $5,000 or six months imprisonment or both. The DECR is urging all fishers, restaurant owners, private residents and plant owners to ensure the compliance of the above-stated regulation. Please report any contravention of the Fisheries Protection Ordinance Regulations to the DECR at 338.4170 or email to environment@gov.tc. Old Years Night brings time for reflection on what’s occurred and ‘hope’ for what’s ahead. It’s a time for giving, and sharing, and laughing and I hope just a little more time on things that give you pleasure. It’s also a time when you realise there are people who are not present – who you wish could be. Perhaps because they are overseas, or estranged in some way, or perhaps because they passed this year. North Caicos Channel dredging tender to be released this week, says Premier Robinson Premier Hon. Sharlene CartwrightRobinson explaining the delay to the start of improvement and maintenance works to the North Caicos Channel, said those works had to be paused to allow a review of the impact on the surrounding environment. Premier Robinson commenting on the matter said, “Shortly after coming to Office, the matter of dredging the North Caicos Channel was brought to my attention. This matter, through the Ports Authority was expressed to the Planning Department; however, the Department of Environment and Coastal Resources (DECR) stipulated that an Environmental Impact Assessment (EIA) had to be carried out prior to any dredging works.

It is important to note that though maintenance dredging had been allowed over the years prior, this new condition to carry out an EIA was imposed and the Ports Authority/Government were required to meet it for dredging works to be done.” Premier Robinson further added, “I am pleased to report that the environmental study has been completed and all paperwork was submitted for passage through the Procurement system in October this year. We are advised that the tender for this important dredging work will be issued this week. I wish to invite persons to bid for this critical job. I am informed that once completed, the dredging works will allow for maintenance dredging over the life of the EIA.”

The EIA was done by the consultant (EDS Limited) simultaneous to carrying out the EIA for South Caicos Port rehabilitation project. The dredging is crucial to maintaining a deep enough channel for vessels to safely pass through the North Caicos Channel; especially during periods of low tide. The SUN was informed that earlier this week, a Parrot Cay boat carrying staff and a few other vessels were stuck in the channel. The SUN understands that the scope of the EIA is very comprehensive and captures all dredge approaches to North Caicos to the north and south of Parrot Cay. As a result of this EIA Planning

Approval is in place to dredge all navigation channels on North Caicos. The volume of materials to be dredged and indicative cost of dredging is in place and designs of channels to support dredging is in place. The consultants completed the detailed designs, bills of quantities and estimate of dredge volumes and submitted an application for Detail Development Planning Permission and Building Permit, which considered and approved by the Planning Board on October 13, 2019. Both assessments were carried with consultation from stakeholders and in consultation with the Department of Environment and Coastal Resources.

Gabriel Saunders and team win University -Wide Social Entrepreneurship Competition Gabriel Saunders, a 23-year-old Turks and Caicos Islander, recently won the University of Waterloo’s Hult Prize Finals, as part of Team “Decomp”. On Tuesday, December 3rd, the University of Waterloo Hult Prize Finals was hosted at the Conrad School of Entrepreneurship and Business. Eight teams pitched their ventures that aligned with this year’s social challenge – “Building Start-ups That Have A Positive Impact On Our Planet With Every Dollar Earned.” The judges heard pitches on ideas, such as leatherless “leather” created through using bacteria, artificial intelligence sorting bins, as well as reuseable and antimicrobial menstrual pads. Decomp, which is comprised of four members who have specialized in different areas – Gabriel Saunders (Marketing), Alison Purdon (Global Development), Caleb Turpin-Quaye (Finance), and Samuel Abdelshahid (Engineering) – pitched their solution to combat global plastic pollution. Since 1950, humans have

produced 8.3 billion metric tonnes of plastic – of which most becomes waste. Plastic waste takes 400-1,000 years to degrade and while sitting in landfills, it emits harmful greenhouse gases. Decomp identified microbes – both fungi and bacteria – that are able to consume different types of plastics in 6-8 weeks. The group will be utilizing bioreactor technology to control temperature, pH, and humidity levels to optimize the growing conditions of the microbes. Plastics will be sorted, shredded, and placed into the bioreactors to be degraded by the microbes. Decomp was awarded the first place prize – winning $3,000 for research and development, as well as having their travel expenses to the regional round covered. “We’re extremely proud to have won the Hult Prize at University of Waterloo Finals, but this is just the beginning,” said Saunders. “Teams from University of Waterloo have done extremely well at this competition. In the past three years, two teams from our university have made

it to the finals. We want to be the first University of Waterloo team to win it all,” added Saunders. As a result of winning their OnCampus Hult Prize Finals, Decomp has a guaranteed spot at the Regional Summit of their choice. The Top 50 teams from the Regional Summits will spend six weeks at the Hult Prize Accelerator in Boston to learn from a global ecosystem of business leaders, mentors, investors, and corporate partners. Following this, six teams will be chosen to pitch their social ventures at the Hult Prize Finals, which will be hosted at the United Nations’ Headquarters in New York City. The Hult Prize is the largest student entrepreneurship competition in the world. Each September, Former President Bill Clinton announces a social challenge topic. Thousands of postsecondary students from universities around the world form teams and create social enterprises to tackle the challenge and compete for the grand prize of $1 million USD in start-up funding.

Gabriel Saunders is a Master of Business, Entrepreneurship, and Technology (MBET) student at the University of Waterloo, as well as a Student Entrepreneurship Coach for Concept – the university’s pre-incubator program. I think all of us have desires but some of us are not doing anything with them. In fact, some of us die without pursuing our passion. One close step of successfully achieving your goals is to write down your vision and make it plain. Put it in a visible place so that you can see it which will remind you constantly and hopefully will push you to the point of implementing a plan of action. My wife has her vision goals written and posted in the bathroom and of course we go to the bathroom every day and so it is in our face. At the end of her vision goals, she posted the scripture Philippians 4:13 “I can do all things through Christ that strengthens me.” This is a reminder that you can achieve the vision especially if it was given by God. At our church, the vision and mission statements are visibly erected in the foyer so as you enter, you will see

Many of us are waking up each month without a plan in place for your life. It is like hoping in your car and driving to an unknown destination. However, I believe when most of us get in a car, we have an idea where we are going whether it is to work, church, school or home. Unfortunately, though when we get to our destination, we do not know what to do due to an unwritten plan. Therefore, write your vision down on a large piece of paper. Tick off each point as you achieve it. Some of you may question as to why write it down when you have everything in your head. Writing down will provide you, your family and employees with reminders of the tasks ahead, they also serve as motivation. Furthermore, you may forget and a written document is a great way to communicate and share with the relevant individuals.

Make it plain There is no right or wrong way about your vision. Your vision is your vision. However, make your written vision plain that is easily understood. The simplest thing to do is make a bucket list of goals under different categories and under each list, have some possible steps along with timelines in achieving your vision. Wait for it. Achieving your vision will require patience and faith as it may take a while to achieve. However, do not give up on achieving your vision. If your vision came from God, you can achieve it. The word of the Lord says in Habakkuk 2:3 for the revelation awaits an appointed time, it speaks of the end, and will not prove false. Though it linger, wait for it, it will certainly come and will not delay. Conclusion Some of you may say what does a written vision have to do with success?

It has a lot to do with success. It is like using the GPS tracker to get directions to your final destination. Without, the GPS tracker, you may get lost as you don’t know where you are going. Your vision may look impossible to achieve but with faith you can do it. Therefore, write down your vision which will be a great measurement tool of your success. Finally, the word of the Lord says without vision, the people perish. This statement alone corroborates the fact that vision is a key element for success.

Heads Must Roll!!

Imagine for a moment if the Turks and Caicos Islands were a company and the main goal of the National Security Leadership Team, that is, the Governor, the Premier, and the Commissioner of Police, was to keep us safe. They all would be fired by now!! And if not all, at least somebody’s head would have rolled by now. Imagine your CEO, CFO, and COO failing at this level and still keeping their jobs and having no pressure to perform placed on them, such a thing is unfathomable anywhere in the world. Yet here we are, with neither having the decency to resign and allow someone else to take up the mantle and effect meaningful change in

regard to crime. The Governor, as the Queen’s representative, is charged with strategic oversight of Internal and External Security, that is, the CEO. The Premier is primarily responsible for funding all operations related to policing and border control, that is, the CFO. The Commissioner of Police (CoP) is responsible for all operational aspects of national security, that is, the COO. In our heart of hearts, do we believe that this grouping as currently constituted is doing enough? No they are not, as all avenues for help have not been exhausted. Our patience as a people for this new National Security Strategy is wearing very thin. Single mothers in this country can hardly get a good night sleep not knowing if tonight will be their night. Fathers working the late night shift as a security guards fear the

thought of an armed gunman coming to rob the establishment which they are to protect with a flashlight. Let’s examine the last seven (7) days. We recorded the record breaking 13th murder of the year when Kino Williams was gunned down. We had 3 masked gunmen rob an entire restaurant with over 30 patrons in the middle of the evening. We had at least three hotels being robbed. All that was left to happen was for another sloop to land to top it off. Do we fully understand the mental damage that is being done to our people, forced to live in a constant state of fear? What about the unforeseen economic consequences that may only show up in our bottom line months or year from now. Will the United States put out a travel advisory against us, as done in the past? In sports, if the team is not performing the coach is fired. So whoever is

the coach in this National Security Leadership should be fired immediately. The Governor has the ability to fire the Commissioner of Police. We the People have the ability to fire the Premier once elections are called. The Premier has the ability to petition the FCO for the removal of the Governor. Somebody needs to go and needs to go right now. The sense of urgency of this matter is clearly not there and it’s evident this Leadership team needs shaking up! Stay Safe TCI.

The Good, the Bad and the Governance By Dameko C. Dean December 15th, 2019, marked the 3rd anniversary victory for the People’s Democratic Movement under the leadership of Hon. Sharlene Cartwright-Robinson. Yesterday also marked the 3rd year anniversary of my crushing defeat at the polls for electoral district 10 – Wheeland. The People’s Democratic Movement (PDM) on the campaign trail promised us a change, (I don’t want to be bias), but I am yet to see the change and to be honest, I don’t see that change anywhere in sight. As a matter of fact, the only change I see to date is as follows: 1: More and more Turks and Caicos Islanders being marginalized and oppressed. 2: No Equal rights; no justice – there is no level playing field for Turks and Caicos residents.

3: Increased changed in gun related crimes, home invasions and burglaries. Residents are afraid to even open their windows at nights for cool breeze because they’re afraid of being targeted. 4: (Speaking about opening windows), The landfill in Wheeland. No solutions and no attention given by this government and so the residents are suffering every day. 2012-2016 the landfill was managed properly under TCEM commissioned by your then PNP Government. 5: Local contractors cannot find work/ opportunities, but we are experiencing one of the biggest construction booms since Michael Misick Administration (2003-2009). 6: Increased change in the Turks and Caicos resident unemployment. 7: Increased change in the Turks and Caicos resident underemployment. 8: Increased change of activities in human trafficking and our borders being

invaded by illegal immigrants. Who can remember, I cannot stop the sloops? 9: Government members enriching themselves, involving themselves in tender processes and assisting in corrupt practices, abusing their authorities; and taking away opportunities from small business owners. 10: Increased change in Government employees feeling demotivated. Air traffic controllers, Immigration officers, firefighters etc. Aren’t your employees your greatest asset? Or Is it different for this incompetent PDM administration! Residents the change you were given a 6 for a 9 for in 2016 is here. But we need to have real change. We can not continue along this path of destruction. For us, good news is not so far away. 2nd Annual Humanitarian of the Year Awards Highlights O

n Saturday the 14th of December 2019, the Human Rights Commission, under the patronage of Galmo Williams and Mrs. Althea Williams hosted the 2nd Annual Humanitarian of the Year Awards. The 2nd annual Humanitarian of the Year Awards recognized the outstanding contributions of several individuals within the Turks and Caicos Islands during a gala ceremony at the Shore Club Resort. The gala was held on the backdrop of the Human Rights Commission’s 11th anniversary within the Turks and Caicos Islands, in an effort to highlight humanitarianism within these islands. The two award categories, Junior and Senior, captured a wide age range of individuals who have made a difference and gone above and beyond within the community. The years Humanitarian of the Year Award went to Noreen Williams-McCoy and Darron Hilaire, Junior Humanitarian of the Year.

United Way Turks and Caicos hosts 1st year Anniversary Gala U

nited Way Turks and Caicos wrapped up 2019 with two signature events, a Reading Fair on Tuesday, December 4th, 2019 and a Gala Fundraiser on Thursday December 5th, 2019. The Gala featured remarks by Founder of United Way Turks and Caicos Mr. Rick Waugh, Jose Ferrao, United Way International President, Hon. C. Washington Misick, Leader of the Opposition, Hon. Karen Malcolm, Minister of Education, Youth and Library Services, Premier Hon. Sharlene Cartwright-Robinson and His Excellency Governor Nigel Dakin. A number of awards were presented to include the Volunteer of the Year Award – Mrs. Marjorie Bassett, Philanthropist Awards – Nina Siegenthaler, Mark Durliat, Stan Hartling and Galmo Williams who pledged $10,000 every year to United Way TCI for the next

three years from the Gilley’s Generation Foundation. United Way Turks and Caicos Executive Ms. Claudine Ewing said, “It is our mission to empower and inspire our little girls and boys at an early age to reach their potential through reading. It has been an active 2019 for the United Way Turks and Caicos and we are looking forward to continuing our efforts to touch every child. We have had great commitment from volunteers and financials sponsors since the Gala event and we are encouraging others to be a part of this amazing journey. I am also grateful to have amazing support from all of our partners and sponsors and volunteers; we credit our success to each of you” The total funds raised at the Gala was $20,000 inclusive of the raffle and monetary pledges.

CDB to provide $50 million loan to The Bahamas for recovery and reform after Hurricane Dorian The Board of Directors of the Caribbean Development Bank (CDB) approved an Exogenous Shock Response Policy-Based Loan of $50 million to support The Bahamas after Hurricane Dorian. “The loss of life and massive destruction caused by Hurricane Dorian has placed a heavy burden on The Bahamas. The loan will support the people and the country during the recovery and maintain the momentum of the ongoing reform programme to foster fiscal discipline and build

resilience against natural disasters,” said CDB President Dr. Wm Warren Smith. As at October 2019, there were 67 confirmed deaths and 282 people still missing. Some 29,500 inhabitants, equivalent to over 40% of the combined population of the two islands – Abaco and Grand Bahama – hit by the hurricane in September, suffered severe damage to homes and assets. According to the United Nations, the total value of the damage and loss is equivalent to 25% of gross domestic product (GDP), which exceeds by far the damage and

loss – equivalent to 4.9% – incurred from Hurricane Mathew in 2016. The Exogenous Shock Response Policy-Based Loan is an instrument to provide resources for financing needs that arise from external and natural hazards shocks that have a significant economic and social impact. In addition to providing finance for the ongoing recovery, the loan will support the implementation of the comprehensive reform programme of The Bahamas that aims to achieve fiscal sustainability and enhance economic

CDB Staff have estimated the impact of Hurricane Dorian on economic growth in The Bahamas over the short and medium term. Economic growth is expected to return to its long-term average of approximately 1.8% by 2021.

Out-of-control £57million super yacht smashes into cabin at Caribbean port This is the moment a luxury yacht destroys a bridge control room, coming just inches away from a member of staff. Tourists at a harbour-side bar filmed the 282-foot long boat named Ecstasea as it smashed into the port at Simpson Bay Lagoon on the Caribbean island of Sint Maarten. It is thought strong winds and currents on Sunday forced the $75 million (£57 million) vessel to veer to the right and knock practically all of the

control booth into the water below. Captain Tim Jones was enjoying a quiet lunch at the St Maarten yacht club when the gigantic ship hurtled into the port. He said: ‘The yacht was struggling to get a straight line through the bridge and the bow door took out the bridge operators booth. ‘I was watching the yacht come in and I could see the bow moving from side to side far too much, I got my camera out because I

In five years, it has wreaked devastation on the fragile coral ecosystems that are at risk of extinction from the effects of climate change. The disease has ravaged the entire Atlantic reef off Florida, spread across parts of the Caribbean and has recently been reported near Belize in Central America. “It is a huge disaster that’s going on underneath the waves,” says Karen Neely, a coral ecologist at Nova Southeastern University in Florida. “This is on the level of the Amazon burning. It is on the level of a disease that’s wiping out all of America’s forests.” Stony coral tissue loss disease attacks the tissue of coral, transforming healthy, vibrant marine ecosystems into drab, dead worlds within weeks. Little is known about what causes the disease. Scientists are working together to try to find solutions. A disease advisory panel has been set up to help coordinate efforts. Scientists are performing fieldwork to bolster each others’ research. They are like first responders at the scene of a disaster, they say. Neely’s group has been laboriously applying a paste combined with amoxicillin to the coral, which they say has been effective in treating the disease. Scientists also are ripping out the diseased coral to stop it from spreading.

The Bahamas Opposition Leader says fear of crime increasing Progressive Liberal Party (PLP) Leader Philip Brave Davis said that the fear of crime is increasing in The Bahamas. “The statistic of crime is not a true measurement of crime’s impact on society,” Davis said in the Nassau Guardian. “I think the fear of crime – that indicator – is more important to me than whether we have 10 murders in one year or 50 in the year… It is when you are afraid to walk your street, you are afraid when leaving work what’s going to be happening to you. “That is what we need to be attempting, that’s the indices that you want to have reduced. I dare say it’s continuing to increase because the uptick in crime that they’re not speaking to is the number of

enforcement, that changed also, and we had to make some changes to our plan in order to accommodate something that nobody could have foreseen. During the period, there will always be evil people in the world. We met them here and we will leave them here.” However, Davis shot that down yesterday. “Who are the victims?” he asked. “Who are the perpetrators? Are they displaced victims of Dorian? They’re not. No one has said that. “Dorian is taking the blame for everything now. You’ll never hear the end of Dorian. Dorian is going to be here with us for years to come.”

British woman found murdered in Caribbean ‘was strangled and wrapped in plastic’ A British woman who moved to the Caribbean to follow her dream has been found murdered. The body of author Lindsay de Feliz was discovered buried in woods near her home. Early reports indicate that she was strangled and buried 2ft deep. Mrs de Feliz, 60, who relocated to the Dominican Republic to pursue her passion for scuba diving, was reported missing on Tuesday after getting off a bus. She was married to a Dominican, Danilo de Feliz, who is among “several people” that local detectives confirmed had been arrested. Sources said one of his three sons, Dani Alberto Feliz Martinez, 29, and a third man, Aquilino Rosario Sanchez, 37, had also been detained. The former marketing director, originally from Cambridgeshire, quit her £500,000-a-year job and left the UK seeking fulfilment as a dive

Rise in Caribbean children displaced by storms shows climate crisis is a child rights issue: UNICEF Catastrophic tropical cyclones and hurricanes uprooted an estimated 761,000 children in the region between 2014 and 2018, which also was the hottest five-year period on record. The preceding fiveyear period, 2009 to 2013, saw some 175,000 Caribbean youngsters displaced. “This report is a stark reminder that the climate crisis is a child rights crisis,” said UNICEF Executive Director Henrietta Fore. “Children in storm and flood-prone nations around the world are among the most vulnerable to having their lives and rights upended. They are already feeling the impacts of climate change, so governments and the international community should act now to mitigate its most devastating consequences.” UNICEF recalled that the Caribbean was slammed by a series of catastrophic tropical

robberies, theft that’s occurring.” There were daily armed robberies between early-October and early-November, according to The Nassau Guardian’s records. So far this year, there have been 95 murders. The murder tally in 2018 was 91, the lowest count in nine years. Last week, Police Commissioner Anthony Ferguson said the increase in murders toward the end of the year was a result of police force resources being stretched thin in the aftermath of Hurricane Dorian. “Once that devastation took place, it simply meant that the whole policing strategy, the whole country, changed,” Ferguson told The Guardian on December 9. “Specifically in law

The agency has been providing lifesaving assistance for children and families across the Caribbean affected by the 2017 Atlantic hurricane season. More than 400,000 children were displaced that year alone. The report, Children Uprooted in the Caribbean: How stronger hurricanes linked to a changing climate are driving child displacement, warns that without urgent climate action, displacement levels are likely to remain high in the coming decades. UNICEF is calling on Governments to put children at the heart of climate change strategies and response plans, and to protect them from its impacts. Authorities also are urged to provide displaced children with protection and access to education, healthcare and other essential services, among other recommendations.

She said: “Following that my husband ran for local mayor and we were involved in all sorts of political corruption and shenanigans. “We ended up fleeing for our lives and we now live on a mountain 1,500ft up in the northwest where we keep goats and chickens and dogs and life is very calm.”

Resorts on the rise throughout the Caribbean The pace of hotel and resort construction in the Caribbean for properties slated to launch in 2020 and beyond is quite robust these days. The region is welcoming a diverse collection of resorts from boutiques to behemoths, from all-inclusives to condo/ hotels and villas, and from independent properties to luxury chains. Coupled with the comeback of properties damaged by Hurricanes Irma and Maria in 2017, the lodging inventory appears to be on a growth spurt. Hotel rooms in the Caribbean region currently number approximately 255,000, according to Frank Comito, CEO and director general of the Caribbean Hotel and Tourism Association (CHTA). “RevPar has increased slightly in the past two years, in part due to the addition of more than 20,000 new hotel rooms and a steady increase in investment upgrades by many existing hotels,” Comito said. He anticipated that although 2019 will end up with hotel occupancies down slightly for the year, the average daily rate should increase between 6% and 8% and RevPar should rise around 5% to 6%. Looking at the upcoming peak winter season, Comito forecast “a similar performance as we’ve seen in the last half of 2019, with occupancy rates remaining the same or slightly declining while ADR and RevPar hold steady or increase slightly.” Here’s a look ahead to the pipeline for the remainder of 2019 and into 2020 and beyond. Antigua The Waldorf Astoria Antigua on the island’s southeast coast will have 95 rooms, 25 villas, a spa and waterside dining venues. Opening is winter of 2022.

Club Med Miches Playa Esmeralda on the northeastern coast is the company’s first new Caribbean resort in 25 years. The 335-room property will feature four boutique villages with themes of romance, adventure and wellness. It opens in December. The 228-room Margaritaville Island Reserve by Karisma Cap Cana will the introduction of the Margaritaville brand to the DR and the second Karisma property in the destination. will include a 150-room resort and 150 oceanfront residences as well as a marina, private beach, water park, spa, movie theater and kids’ club. It plans a June 1 opening. The all-inclusive 269-suite Royalton Grenada Resort and Spa will be Royalton’s first in the destination and is a renovation and expansion of the Starfish Resort, formerly the Grenadian by Rex Resorts. The opening date is March 1. Six Senses La Sagresse will debut in southeastern Grenada in 2022.

The 600-room Secrets Baby Beach will be the first Secrets Resorts & Spas-branded property on the island. Opening is slated for the fourth quarter of 2021. The 208-suite Radisson Blu Hotel and Residence Aruba will open next spring, marking the debut of the brand on the island. The 351-room Grand Hyatt Grand Cayman Hotel & Residencies along Seven Mile Beach is also slated for 2021. The 80-room beachfront property on the edge of George Town that will be part of Hilton’s Curio Collection. It plans to open in 2021, too.

Jamaica H10 Hotels’ 500-room, allinclusive Ocean Coral Spring in Trelawny will open on Dec. 1. The adults-only Ocean Eden Bay, also a 500-room, all-inclusive H10 property, has a June opening date. Puerto Rico El Conquistador, a Waldorf Astoria Resort, will reopen in the fall of 2020 as will the adjacent Las Casitas Villas. St. Barts. Three new fourbedroom villas will debut at The Christopher next month. Turks and Caicos Andaz, a hotel and residence development, will be located on five acres at the western end of Grace Bay Beach. as the first Andaz Residences in the Caribbean. The resort will have two buildings, one with a 59-room hotel and the other with 74 residences, as well as four restaurants and bars, a wellness facility, a garden yoga studio and a spa. Opening is scheduled for 2021. Rock House is a Grace Bay Resorts’ residential resort development on the north coast of Providenciales, featuring 41 cottages and four hillside homes with a 100-foot-long pool set on a 25-foot-high limestone cliff. It is opening in 2021.

UWP going to court to contest election result The main opposition United Workers Party (UWP), which was swept aside in last Friday’s general election by the ruling Dominica Labour Party (DLP) has announced its intention to challenge the outcome of the results in the High Court. UWP leader, Lennox Linton, one of three party members to win seats in the elections that the DLP won by an 18-3 margin, said the party will also be going to the International Court of Justice (ICJ) as it condemned the use of teargas by law enforcement authorities to clear the main road that had been blocked by protesters in the western village of Salisbury on the eve of the general election. Addressing a thank you rally of the UWP here on Thursday night, Linton said lawyers had already been engaged in putting the party’s position to be used to challenge the results of the elections that four regional and international election observer teams including those from the Organisation of American States (OAS) and the Commonwealth said reflected the will of the people and had been free and fair.

“We are going to court with this matter. We have not had much success in the courts over the years but that is neither here nor there. It is a tool that we have that we will continue to use because our contention is that things went wrong and those things that went wrong must be set right. “One of the plans on which we are moving forward is a court challenge and we are in the process now of assembling the evidence working with our legal team, but our struggle, our protest action for rights in Dominica must continue,” Linton told supporters. “The protest is very simple, electoral reform and fresh elections,” he said, insisting nonetheless that the three seats won by the party in the elections were done so free and fair and within the constitutional laws of the island. He said the three elected UWP candidates would take their seats in the 21-member Parliament when it convenes following the general election. “And so we don’t recognise the government of Dominica, but we contested the elections within the requirements of the Constitution of the

laws of Dominica and those of us who were returned successfully will exercise the option of taking our seats in the Parliament of Dominica because we not going to stay out of the Parliament of Dominica which is why we need electoral reform and fresh elections so we have legitimate members of the Parliament on both sides. “So we are going to Parliament and we are hoping that our protest and our fight will continue on all fronts and one of the fronts will be the Parliament of Dominica,” he added. The UWP had been calling for electoral reform including the use of identification cards and the cleansing of the electoral list prior to the election. Party activists had failed in their attempt to postpone the elections to February 5 next year after the Court of Appeal upheld a High Court ruling that it had no jurisdiction to hear the matter. Linton said that the UWP would also be going to the Hague-based ICJ to challenge a decision by the Barbadosbased Regional Security System (RSS) to send law enforcement officials here prior to the elections and their involvement

President Donald Trump impeached by US House, 3rd in history

WASHINGTON — President Donald Trump was impeached by the U.S. House of Representatives on Wednesday, December 18th, 2019, becoming only the third American chief executive to be formally charged under the Constitution’s ultimate remedy for high crimes and misdemeanors. The historic vote split along party lines, much the way it has divided the nation, over a charge that the 45th president abused the power of his office by enlisting a foreign government to investigate a political rival ahead of the 2020 election. The House then approved a second charge, that he obstructed Congress in its investigation. The articles of impeachment, the political equivalent of an indictment, now go to the Senate for trial. If Trump is acquitted by the Republican-led chamber, as expected, he still would have to run for reelection carrying the enduring stain of impeachment on his purposely disruptive presidency. “The president is impeached,” Pelosi declared after the vote. She called it “great day for the Constitution of the United States, a sad one for America that the president’s reckless activities necessitated us having to introduce articles of impeachment.” Trump, who began Wednesday tweeting his anger at the proceedings, pumped his fist before an evening campaign rally in Battle Creek, Michigan, boasting of “tremendous support” in the Republican Party “By the way,” he told the crowd, “it doesn’t feel like I’m being impeached.” The mood in the House chamber shifted throughout the day as the lawmakers pushed toward the vote. Democrats spun

lofty speeches, framing impeachment as what many said was their duty to protect the Constitution and uphold the nation’s system of checks and balances. Republicans mocked and jeered the proceedings, as t hey stood by their party’s leader, who has frequently tested the bounds of civic norms. The start of Trump’s Michigan rally was delayed as the voting was underway in Washington but once he took the stage he boasted of accomplishments and complained bitterly about his foes for two hours, defiant rather than contrite. He called Pelosi names and warned the impeachment would be politically disastrous for Democrats. He has called the whole affair a “witch hunt,” a “hoax” and a “sham,” and sometimes all three. Pelosi, once reluctant to lead Democrats into a partisan impeachment, gaveled both votes closed, seeing the effort to its House conclusion, even at risk to her majority and her speakership. No Republicans voted for impeachment, and Democrats had only slight defections on their side. The votes for impeachment were 230-197-1 on the first charge, 229-198-1 on the second. To mark the moment, voting was conducted manually with ballots. While Democrats had the majority in the House to impeach Trump, a vote of two-thirds is necessary for conviction in the Republican-controlled Senate. The trial is expected to begin in January, but Pelosi was noncommittal about sending the House articles over, leaving the start date uncertain. Senate leaders are expecting to negotiate details of the trial, but Democrats are criticizing Senate Majority Leader Mitch McConnell for saying he won’t be an impartial juror

and already knows the outcome. What Pelosi called a sad and solemn moment for the country, coming in the first year after Democrats swept control of the House, unfolded in a caustic daylong session that showcased the nation’s divisions. The House impeachment resolution laid out in stark terms the articles of impeachment against Trump stemming from his July phone call when he asked the Ukrainian president for a “favor” — to announce he was investigating Democrats including potential 2020 rival Joe Biden. At the time, Zelenskiy, new to politics and government, was seeking a coveted White House visit to show backing from the U.S. as he confronted a hostile Russia at his border. He was also counting on $391 million in military aid already approved by Congress. The White House delayed the funds, but Trump eventually released the money once Congress intervened. Narrow in scope but broad in its charges, the impeachment resolution said the president “betrayed the nation by abusing his high office to enlist a foreign power in corrupting democratic elections,” and then obstructing Congress’ oversight like “no president” in U.S. history. “President Trump, by such conduct, has demonstrated that he will remain a threat to national security and the Constitution if allowed to remain in office,” it said. Republicans argued that Democrats were impeaching Trump because they can’t beat him in 2020. But Democrats warned the country cannot wait for the next election

Rep. Lou Correa of California delivered his comments in English and Spanish asking God to unite the nation. “In America,” said Hakeem Jeffries of New York, “no one is above the law.”

Ecstasy on the barbie: Australia seizes more than half a tonne of drugs smuggled in barbecues Australian police have arrested two men for allegedly smuggling 645 kilograms (1,422 pounds) of ecstasy hidden inside hundreds of aluminum barbecues, the culmination of a sixmonth investigation spanning three countries. In a statement on Tuesday, the Australian Border Force (ABF) said it had charged a 30-year-old man from Queensland and a 33-year-old Canadian national over their involvement in the criminal enterprise. At well over half a tonne, the haul of MDMA, commonly known as ecstasy, is the biggest shipment by weight seized in Australia this year. The investigation remains ongoing and is expected to lead to further arrests, the ABF said. Police didn’t disclose the names of the two men held, who each face a maximum penalty of life imprisonment if convicted. The case began in July when police in the Cyprus Drug Law Enforcement Unit tipped off ABF

The Australian suspect was also arrested on Monday, while about A$300,000 ($204,000) in cash and 3.5 kg of cocaine were also seized. The arrests come as the ABF invests heavily in new technologies allowing officers to see further into shipping containers than ever before, ABF Regional Commander for New South Wales, Danielle Yannopoulos, said in the statement. “Just this year we’ve found illicit substances in professionally manufactured car parts, fridges, furniture, and even an excavator,” she said.

Biden, 77, is healthy and fit to serve as president, his doctor says Former Vice President Joe Biden is healthy enough to undertake the duties of the U.S. presidency, his doctor said on Tuesday in a health report released by the Democrat’s campaign. Biden, 77, is one of 15 Democrats seeking their party’s nomination to run against Republican U.S. President Donald Trump next year in a battle in which the incumbent and the top three of his wouldbe opponents are all septuagenarians. Biden, who suffered a brain aneurysm in 1988, has no symptoms of similar problems, and while his heart beats irregularly, he is “completely

The former vice president is taking anticoagulant medication for his heart and Crestor for high cholesterol, O’Connor said. He has had no cancer other than “localized, non-melanoma skin cancers,” due to extended exposure to the sun as a younger man, nor any history of diabetes, thyroid disease, hypertension, angina or any neurologic disorder, the doctor’s report said.

“Vice President Biden is a healthy, vigorous, 77-year-old male, who is fit to successfully execute the duties of the presidency, to include those as Chief Executive, Head of State and Commander in Chief,” O’Connor wrote. O’Connor has been Biden’s physician since 2009, when he was assigned as physician to the vice president, the report said. How Trump’s impeachment trial would differ from a criminal one U.S. President Donald Trump is expected to be impeached on Wednesday when the Democraticled House of Representatives votes on charges stemming from his effort to pressure Ukraine to investigate political rival Joe Biden. In attacking the House impeachment probe as illegitimate, Trump and his Republican allies have referred to concepts like “due process” and “hearsay” that are commonly associated with criminal cases. Trump has said he is hoping to get a “fair trial” in the Republican-controlled Senate if the House votes to impeach him. While U.S. senators will serve as jurors, legal experts say an impeachment trial will look fundamentally different from a U.S. criminal proceeding. Here are the reasons why. HOW DOES AN IMPEACHMENT TRIAL WORK? In an impeachment probe, the House functions like a prosecutor’s office. If the chamber charges a president with committing impeachable offenses, a group of House members presents evidence of wrongdoing during a trial before the Senate, which acts as a jury in deciding whether the president should be removed from office. Historically, presidents facing impeachment trials have been granted some protections like what defendants receive in criminal cases, such as the right to have a lawyer present and request witness testimony. But legal experts say impeachment proceedings were never intended to be conducted like criminal cases. In a 1974 report, the House Judiciary Committee said impeachment was a remedial process, rather than punitive one. “Impeachment and the criminal law serve fundamentally different purposes,” the report stated. “The purpose of impeachment is not personal punishment; its function is

Everybody would be moving to disqualify everybody, and then the question would be what body decides such a motion,” Bowman said. IS HEARSAY EVIDENCE ALLOWED? U.S. law restricts what evidence is admissible in a criminal case. The complex rules limit the use of “hearsay,” or secondhand information. Such evidentiary rules do not apply to impeachment. Republican lawmakers have criticized the House’s impeachment probe as a political exercise based on hearsay. They say witnesses like former U.S. Ambassador to Ukraine Marie Yovanovitch never spoke directly to Trump and therefore lack credibility. U.S. Chief Justice John Roberts could conceivably block evidence from being used in the Senate trial on the grounds that it is irrelevant or hearsay, but such a determination could be overturned by a majority vote of the Senate, legal experts said. Roberts does not want to be seen as partisan, so he will

There is no formal standard of proof in impeachment proceedings, said Jessica Levinson, a professor at Loyola Law School in Los Angeles. “One would think there is an answer to this basic procedural question, but there is not,” Levinson said. Johnson says the question of Scottish independence was settled in 2014 when voters rejected independence by 55% to 45% in what was described as a once-in-ageneration referendum. Nationalists disagree. Below are some of the paths to Scottish independence: PLAYING POLITICS

Scottish nationalists argue that the politics of England and Scotland are diverging and that Brexit fundamentally changes its constitutional arrangements. Every region of Scotland voted to stay in the EU in 2016, while the United Kingdom as a whole voted to leave. Any economic damage from Brexit could fuel Scottish discontent. As the law stands, to hold another referendum legally, Scotland needs the permission of the British parliament. Sturgeon plans to submit a formal request to demand those powers, under Section 30 of the Scotland Act, to ensure any vote was legal. However, the government has said it will reject any request. A similar demand was turned down after Scotland’s parliament in 2017 approved plans to demand a new referendum. The nationalists’ best chance for a quick referendum rested on a hung parliament in the general election, where the SNP could have demanded a new referendum in return for supporting a minority Labour government. In the impeachment context, abuse of power is generally defined as using the vast powers of the presidency for personal benefit. Abuse of power is not specifically referred to as an impeachable offense in the U.S. Constitution, which states that a president can be removed from office for “Treason, Bribery, or other high Crimes and Misdemeanors.” But the founders of the United States intended the phrase “other high Crimes and Misdemeanors” to broadly encompass abuses of power, legal scholars said. Alexander Hamilton, a famed American statesman, wrote in1788 that impeachment proceedings were for “those offenses which proceed from the misconduct of public men, or, in other words, from the abuse or violation of some public trust.” Louis Michael Seidman, a professor at Georgetown Law, said the core allegation against Trump - that he withheld security aid to Ukraine to pressure it to announce investigations that would benefit him politically - was the sort of conduct the founders considered impeachable. “The U.S. has a national security interest in Ukraine and it does appear that what the president was doing was putting that national security interest at risk in exchange for political benefits,” said Seidman. “If that is what happened, that is the core of what impeachment is about.” Abuse of power was one of the articles of impeachment advanced against President Richard Nixon, who resigned before a full House vote on the charges. In approving the charge of abuse of power against Nixon, a House committee accused of him of authorizing tax audits of political opponents on his “enemies list.” Abuse of power was advanced as an article of impeachment against former President Bill Clinton relating to his affair with a White House intern, but a majority of House members voted against including that charge. Clinton was eventually impeached on two other charges - perjury and obstruction of justice - but was not convicted by the Senate. OBSTRUCTION OF CONGRESS Democrats have also charged Trump with obstruction of Congress based on his stonewalling of the House’s impeachment inquiry. The White House has refused to provide documents to congressional investigators and has instructed top advisers and government officials to defy subpoenas and refuse to testify. A similar charge, contempt of Congress, was one of the articles of impeachment against Nixon, who had defied subpoenas for incriminating tape recordings. Contempt of Congress is a misdemeanor crime under U.S. law, which defines the offense as willfully failing to provide testimony or documents to Congress. A different crime, obstruction of justice, more broadly prohibits “interference with the orderly administration of law and justice.” The White House has argued that the Constitution does not require senior presidential advisers to appear for compelled testimony before Congress. A judge rejected that argument onNov. 25 in a dispute over a subpoena issued to former White House counsel Don McGahn. LIFESTYLE Sustained weight loss in middle-age may lower breast cancer risk In women over age 50, losing just four pounds and keeping the weight off can lower breast cancer risk, a new study suggests. Researchers who reviewed data from 180,000 women found the more weight a woman lost - and kept off - the lower her risk of breast cancer, according to the report published in the Journal of the National Cancer Institute. “We’ve known for some time that excess body weight (raises the risk) of breast cancer,” said lead author Lauren Teras, scientific director of epidemiology research at the American Cancer Society. “In this study we found that losing weight and keeping it off is associated with a lower risk of breast cancer in women aged 50 and older who are not taking hormone replacement therapy. This is particularly important for women who are overweight and in the U.S. about twothirds of women are overweight or obese.” Women with the most sustained weight loss - 20 pounds or more - had a 26% lower risk compared to women whose weight remained stable. Those with sustained weight loss of 4.4 to 10 pounds saw a 13% reduction in risk and those who lost 10 to 20 pounds had a 16% reduction in risk. Even among those who lost 20 pounds or more and gained some of it back, there was still a lower risk of breast cancer compared to those whose weight remained stable. “Perhaps just as important, it wasn’t too late if a woman gained weight after 50,” Teras said. “If she then lost it she had the same risk as someone who remained stable.” While the strongest impact was in women who started out overweight or obese, “we did see the same association in normal weight women, just weaker,” Teras said. Data for the new study came from the Pooling Project of Prospective Studies of Diet and Cancer, an international consortium which contains information on 10 cohorts of women and is designed to look at the impact of diet on cancer risk. The researchers focused on 180,885 women with three or more weight reports either from a survey or an actual measurement - prior to breast cancer follow-up. Weight loss was cataloged after the first 5.2 years of the study. Then, 4.6 years later, another measurement was made and researchers determined who had kept the weight off. The women were then followed for an average of 8.3 years to check for breast cancer. Teras hopes the association between weight loss and a lowered risk of breast cancer “will be a motivator for the two-thirds of women who are overweight or obese.” While the new study finds an association between weight loss and lowered breast cancer risk, it doesn’t prove cause and effect, said Dr. Stephanie Bernik, chief of breast surgery at Mount Sinai West in New York. “People who lose weight are generally doing other things,” Bernik said. “They’re usually exercising more and eating better. It could be lifestyle modifications that are reducing the risk of breast cancer.” Still, Bernik said, “fat cells are known to produce inflammatory factors that are thought to contribute to an environment that allows cancer to develop and propagate. This study adds to the body of evidence that supports living a healthy lifestyle to help reduce the risk of cancer.”

Provo Sailing Academy Puts the Fun back into Fundraising

This year’s Christmas fundraiser for Provo Sailing Academy was a huge success and Provo Sailing Academy (PSA) would like to thank its many sponsors and donors. Local businesses and individuals each played their part in contributing to what is the biggest fundraiser of the year for this relatively new not-for-profit organisation now in its second year. The spectacular venue was hosted by Beach Enclave at Stargazer Villa with a team of wonderful staff. With

few Christmas parties open to the public, the evening brought people together to enjoy a great party and to truly appreciate the beautiful surroundings. Christmas spirits were high, as guests arrived elegantly dressed to celebrate the season together, proving that Christmas is surely not one day, but a state of mind. The evening began with Raj The Entertainer performing during the champagne and canapés reception sponsored by The Wine Cellar and The Source. Entertainment continued

with Prime DJs having people dancing to fun tunes, followed but a fabulous fire dancer who wowed the onlookers and got everyone a little hot under the collar, before the dancing and partying continued into the early hours. During the evening there was a fantastic silent auction with many local businesses providing great donations. Miami Dolphins wide receiver DeVante Parker has signed a four-year contract extension, the team announced Friday. The deal is worth $40 million, NFL Network reported, citing a source. According to NFL Network’s Ian Rapoport, it includes $21.5 million in guarantees with an $8 million signing bonus. Parker has career highs in receiving yards (882) and touchdown catches (six) this season while catching 55 passes and playing in all 13 games (11 starts) this season. Original Olympic manifesto set to fetch as much as $1 million at auction As athletes around the globe prepare to go for gold in Tokyo next year, a 127-yearold artifact that outlines the very foundation of the modern Olympic Games is set to claim a hefty purse. The original Olympic Games manifesto is expected to pull in as much as $1 million when it hits the auction block next week, according to auctioneer Sotheby’s. The document, penned by International Olympic Committee founder Pierre de Coubertin in 1892, outlines the rationale for resurrecting the ancient Greek Games and advocates for athletic pursuit outside the parameters of military training. “There’s no international organization that has existed relatively unchanged for 125 years and one that really promotes peace,” Richard Austin, head of Sotheby’s Books & Manuscripts Department in New York, told Reuters. “One of the great fundamentals of the Olympic Games is that nations can compete against one another

One of the most memorable segments of the documentary comes in Bogota when large scale demonstrations and riots led to a curfew imposed by the government, shortly before Federer and Zverev were supposed to start their match. With a huge crowd already present, Federer reluctantly decided the situation was not safe. Footage shows Federer walking back to his locker room where he broke down in tears and was hugged by Zverev. “We went to warm up and were having a blast on the court, but then everything started to get a bit crazy,” Federer said. “I was thinking is this the best scenario? Because people need to get home and be safe and this was honestly when I knew we shouldn’t play, it was too much stress and pressure for everybody. “I had a bit of a breakdown. It was not going to be the dream match it was supposed to have been and I could feel it all falling apart at the end. When I came back (to the locker room) I was emotionally wasted.” Throughout Federer’s illustrious career, visits to South America have been rare with few big tournaments held there. His tour took in Chile, Argentina, Colombia, Ecuador and Mexico. “It was an unbelievable and amazing trip, each step along the way as the fans expressed their love of the sport and appreciation for the experience,” the Swiss great said. “There were so many highlights, it was truly a magical adventure and a blast as well.” ESPN’s Tom Rinaldi, who hosts the halfhour show, said the documentary offers rare insight into Federer’s personality. “Before this trip, I’d interviewed Federer dozens of times, but on this trip, in planes, locker rooms and hotel suites, and through police motorcades, my understanding of him was almost completely recast,” he said. “The reach of his fame, the reserves of his energy, the connection he has with fans — all were unlike anything I’d ever witnessed.
