l Paso’s economic outlook is looking bright as we head into 2022. After nearly two years of fluctuation and decline, lawmakers and experts are confident that the Borderland will see

continued economic growth in the new year. Over the course of the last year, local, state, and federal lawmakers from both sides of the aisle have worked to ensure El Paso is prepared to thrive in 2022 and beyond. The City of El Paso closed the fiscal year with a surplus of nearly $30 million, said Robert Cortinas, Chief Financial Officer; marking the seventh year in a row that El Paso reported a surplus. Additionally, the City reported that the budget stabilization fund, which was set up in early 2020, has increased to almost $41.8 million. The budget stabilization fund was established as an added financial reserve designed to minimize future tax rate increases, as well as to respond to emergencies. City Council unanimously voted to allocate almost $25 million from the surplus to the budget stabilization fund, while allocating the remainder to the City’s general fund. Other allocations include $7 million from the budget stabilization fund that will go toward: • $3.5 million for streets, infrastructure, and facility repairs pursuant to recent and future storm impacts • $3.5 million for a one-time lump sum payment for employees • $500 one-time lump sum payment for full-time employees • $250 one-time lump sum payment for part-time employees

December / January 2022 The Infrastructure Investment and Jobs Act is set to create millions of good-paying union jobs with investments in rebuilding infrastructure in Texas that include: • Roads • Bridges • Ports of entry • Clean drinking water and wastewater systems • Electric grid • High-speed broadband networks The Build Back Better Act will bring transformational

everyday costs that afflict families in El Paso from health care and education, childcare, paid leave, and more, says Escobar. “I am so incredibly proud of what is in that bill,” Escobar said. “It will help lower health care costs, it will help create jobs and get people back to work.” The two acts are slated to create an average of 2 million jobs per year over the next decade, while also addressing the climate crisis, on top of jobs created by local and state entities.

Bad weather doesn’t just affect your home, it affects your business, too.

“The plan ensures we emerge from the pandemic, but better than when we went in and paves a solid path for our workers, youth, and children to build in the years to come,” said Leila Melendez, CEO of Workforce Solutions Borderplex. Samaniego and Leeser agree the bills are an opportunity for leaders to continue to improve the community without adding financial burdens to residents. “It’s incredible,” El Paso Mayor Oscar Leeser said. “To help us not only move our community forward but also not put it on the back of the taxpayer.”

T

he life of a writer is a solitary one

that’s evolved through the digital -- and now

pandemic -- era we find ourselves in. From Shakespeare and Cervantes to Faulkner and Fitzgerald, a writer’s responsibility is to be both

a critic and creature in the dark, using our senses to craft a story while crawling towards the light.

Towards the truth. While many contemporary young adult authors experience influencer-like fame, longevity is seldom part of the algorithm and the discipline to persist is rare. It’s hard to be told “no” time after time after time, especially when the work is so personal. A rejection by an editor, a publisher, a colleague can lead to a complete crisis of identity: it’s never just an assignment and the role is not a clock-in/clockout kind of gig. The life of a writer is more like a relationship with a mercurial lover than a formal job with benefits, with security. And yet, we can’t resist the siren song that leads to unruly waters of words and rejections. “Mine was a slow burn,” says Benjamin Alire Saenz, El Paso author and poet. “My career’s been a slow burn. But I’m lucky enough to have survived it for 35 years.” Saenz’s latest novel, Aristotle and Dante Dive into the Waters of the World, recently made the New York Times Best Sellers List for young adult hardcover books, debuting at the top in its first week of sales. The novel is the sequel to Aristotle and Dante Discover the Secrets of the Universe, which tells the story of the two titular characters as they fall in love in El Paso during the late 1980s. “1987. El Paso, Texas. Latino boys fall in love,” Saenz recalls with a smile. “I wanted to tell a story that was tender and full of kindness and gentleness,” he adds. www.thecitymagazineelp.com

De La Torre also said that as a filmmaker the pandemic taught him a hugely important lesson: preparation and reinforcing safety are key when making films.

December / January 2022 “If we want to return safely to set, we have to be prepared for the risks and manage them beforehand as much as possible – at all costs. In a pandemic world, making sure that the safety of people you have chosen to surround yourself with should be a top priority at all times,” De La Torre said. In a world where a pandemic is still ongoing, safety is one of the main concerns that many film sets make sure to enforce and practice. Once theaters began opening their doors back to guests, the notion of safety was once again brought back to the centerfold. While there are some that are still hesitant to return to theaters, there are those who have found this return a welcome burst of joy -- albeit while making sure to follow the guidelines for everyone’s safety. De

enthusiast and advocate for the moviegoing experience, has found the experience of going back to the theaters one of pure immersion and appreciation for the craft that his favorite filmmakers and peers bring to their respective stories. “The palace of light and magic will always hold a special place in my heart, it’s a place where I hope people join to enjoy someone’s vision together. And when they walk out, openly discuss their thoughts on the picture. Probably my favorite part of the movie viewing experience: the conversation that comes after,” De La Torre said. While several services continue to embrace a hybrid release model, the experience of sitting down at a movie theater, with a warm bucket of popcorn and an ice-cold soda, is in the early stages of rebirth. With continued enforcement of safety protocols and a desire to take care of each other, then the filmgoing experience, although different than the one that everyone’s familiar with, is bound for a remake.

The unfathomable beauty of the canyon during the autumn makes you forget about the penetrating cold in your feet altogether.

Four hours after I left my car behind and set off into the wilderness, I finally arrived at Jordan Hot Springs. I was met by hikers from around the world: A vagabonding family who had been on the road for 20 years, an architect from Tahoe, and a writer who was working on releasing a book about backpacking. Though we were all from different walks of life, we shared a camaraderie from enduring the hike and being able to bask in the celestial beauty of the springs.

ou might not be able to teach a dog new tricks, but

you and your fur baby can most certainly implement

new habits to your routine that will lead to increased

1

happiness, wellness, and overall good boy or good girlness.

Check out the 5 pet-inspired resolutions that you can start today for a better year for you and your pets. •

Make new friends: Adopt, don’t shop! El Paso has many shelters and rescue organizations with plenty of dogs and cats in need of furever homes. Can’t commit just yet? A foster program might be right up your alley. You can contact local organizations about temporarily housing and caring for an animal in need while they transition to their furever homes (supplies like food included).

If you’re not ready to commit to adopting or fostering, volunteering

2

is a great alternative. Local shelters and rescues are always

looking for people willing to donate time to walk dogs, freshen up

the kennels, and help out with the fast-paced world of rescues. Doing so can help connect you to new friends of all species. •

Practice safe sun: SPF is just as important for certain dog breeds as it is for humans! Dogs and other species

are prone to sunburns, skin cancer, and other complications from the damaging impact of the sun that daily prevention can

work to avoid. Breeds that are predisposed to sunburns are

hairless breeds like Chinese Crested and American Hairless terriers. Dogs with thin or white coats, as well as dogs with

light-pigmented noses and eyelids, are also more susceptible to sunburn including Collies, Pit Bulls, Dalmations, Bulldogs, and Australian Sheepdogs.

Start a daily routine that begins with applying

sunscreen to you and your dog (make sure it’s

Don’t worry about how others see you:

• Take a no-shame nap: The Mayo Clinic reports that taking a nap is beneficial for the sleep-deprived, as well as those in need of a mental pick-me-up. The benefits of napping include reduced fatigue, increased alertness, improved mood, quicker reaction time, and better memory. Napping with your pet is a good (and free) way to bond that’ll leave each of you more rejuvenated.

project in the making is being brought to fruition through the hard work and dedication of individuals focused on the relationship between El Paso and its newest cultural center— The Children’s Museum and Science Center that is set to open in 2022. The master plan, created by Gyroscope, a design firm specializing in emerging museums and cultural organizations, will bring to life one-of-a-kind, state-of-the-art, interactive exhibits. In a live stream that took place in November 2020, The El Paso Community Foundation and Gyroscope revealed the exhibits that will inhabit the museum and took the community through a virtual walk-through. Located in the heart of the Downtown Art’s District, The Children’s Museum and Science Center will include immersive and experimental learning,

Beyond the museum’s immersive learning is its inclusivity that connects different cultures, languages, abilities, and ages. The venture has been initiated and broken ground. “Continuing our work with Gyroscope, this is exactly where we expect it to be. We’re on schedule and still working under the same budget.,” says Eric Pearson, CEO of The El Paso Community Foundation, on the forthcoming exhibits. The community can expect to see things really moving in the next couple of months. “We’re happy to have kind of jumped in on this, you know, we always thought this was the

Men in the

Moment Feeling 2022 with a

Fresh Start

T

| By: DANIEL HERNANDEZ |

he year is coming to an end and the one question that has been lingering since January is “why?” My year started with a trip to the emergency room, the COVID-19 ward with . My mother, whom I came back to El Paso from LA to spend the quarantine with, was in the COVID-19 ICU at this point, only to pass a week later. Just as I was about to return to California to start back at the job that had me on furlough, I was officially laid off. I was aghast as to what was happening in my life. I spent most of this year in a funk, with long-term COVID-19 effects, trying to make sense of it all. I believe there’s a lesson in all experiences, so what is this all about?

www.thecitymagazineelp.com

Men in the Moment

December / January 2022

My conclusion is simple: life’s what you make it. I’ve decided to stay in El Paso and enjoy the warmth of the people and land. With this decision, I want to celebrate in style and the new year is a special time to do it. I wouldn’t call myself high maintenance (although it could be debated) but prefer things that are unique and not the norm.

Right now I’m in need of some self-care to look good and feel good for New Year’s Eve parties now that they are back. When thinking of where to start I decided to look up something I have heard of called “Bro-tox”, which is just actually just Botox with a macho prefix. I checked around town to inquire about this procedure. I found out that more and more men are getting cosmetic work done without the stigma, and Botox is very common for guys. I was told it’s good for wrinkles in the forehead, crow’s feet, and the glabella (that spot in between your eyebrows) -- something I can definitely use. Since I’m already in the realm of self-improvement for the new year, I decided I wanted to find a place in El Paso for some sprucing up.

in the New Year | By: ZOË GEMOETS |

December / January 2022

In hopes of not sounding cliché, we all have been through it these past couple of years, and any sense of style went straight out the window as soon as our world became mostly virtual. Now that we’re reemerging back into spaces where we’re taking meetings face-to-face or hanging out with our friends on a regular basis, we’re having to re-learn -- or maybe even rediscover -- our personal style. Without a doubt, we can never go back to who we were before the pandemic because we all discovered how superior elastic waistbands are compared to the confines of denim -- even the stretchiest denim. Luckily, I have my 5 tried-and-true tips to get you out of your style rut and prepare you to enjoy getting ready in the morning this new year.

www.thecitymagazineelp.com

119

December / January 2022

First things first, plan your outfits for the week on Sundays. This might sound a little too Type-A but this tip is a game-changer, especially if you find yourself rushing every morning to get dressed. You’re definitely not making thought-out style decisions when you’re hurrying to get the kids and yourself out the door. More than likely you’re throwing on what you know works and not exploring something different. Clothes are fun, play with them! Planning ahead of time will make your morning stress-free once all the complicated sartorial decisions have been made. You might need to adjust here and there depending on your mood and unexpected weather changes, but the foundation of your outfit should already be ready for your day.

Grab your inspiration from your favorite leading ladies. Instagram and Pinterest are good places to start searching for inspiration but don’t let those be your only resources. Get as specific as you can. Ask yourself these questions to get started: Who are the people in my industry that I aspire to be? How are they dressing? Maybe take a few cues from them and make it your own. Right now I’m loving Huma Abedi’s, former deputy Chief-of-Staff to Hillary Clinton, personal take on business chic. Using movies or any other popular culture references is another good place to start. Cher Horowitz’s iconic role in Clueless switched up the 1990’s grunge trend into a preppy style that would carry on into the early aughts. Take your favorite elements and make them your own.

Ok, hear me out: Find a tailor that’s your perfect match. I know spending more money on a garment alteration isn’t ideal but trust me. The garment will look more expensive than it actually is, therefore, you’ll look more refined for a better price. You’ll never find a piece of clothing that fits you the way you want it to because of the way garments are manufactured, which is why a tailor is your new best friend. Yes, it’s a small investment but an investment that will always have you looking elevated and polished with minimal effort. 120

December / January 2022

Ditch the urge to follow trends. Not enough people are investing in classic wardrobe staples that you can wear over and over again. Yes, a plain white button-up may seem boring to you now, but it’s only the canvas for you to embellish with your personal style and flair. Dress it up for work or other professional events, and then dress it down for the weekends. It’s all about exploring the different ways you can make your pieces work double-duty. Reflect on which pieces are your perfect staples and invest in the best quality of that garment so it’ll last you for years to come.

visualize visualize your your goals goals

Lastly, visualize your goals in detail. I know this doesn’t sound like style advice but your personal style is an important visual expression of who you are. When you’re achieving your ultimate goals in 3, 5, or 10 years, what will you be wearing while you’re doing it? Start filling your closet with clothes that align with those goals and dreams, and start showing up every day as the person that has already achieved those goals. You’ll start to notice a shift in your presence.

I know these might not be average style tips that you’re used to reading in magazines or blogs, but I truly believe that each of these is the foundation for stepping into a style that better serves the new you in the New Year. To me, fashion and style are more than pretty clothes to buy during my next retail therapy session. They’re tools to utilize to set me apart in any room or boost my confidence when I’m feeling down. I believe in the power that looking good makes you feel good. After everything we’ve been through we deserve to make ourselves feel good and reach our fullest potential. 122

New Year

Astrology Forecast A

| By: SABRINA BUSTILLOS |

s we celebrate another cycle around the sun, let me be the first to say: welcome to the next chapter! For many, the New Year traditionally signals a new beginning. Astrologically speaking,

this couldn’t be more accurate. The Sun and Moon’s union in Capricorn at

the start of the new year is intentional. It reminds us that where we invest our time and energy matters more than we think. Decisions made in the next month have the potential to advance our deepest hopes but require our cooperation. If we want to make meaningful change, we need to commit to setting long-term intentions. Resolutions are out. Revolutions are in. For your monthly astrological forecast, check your Sun and Rising sign.

These transits promise fortune in the year ahead. Tarot Card of the Month: The Fool. Do not be afraid to take a leap of faith!
