O’Flynn wants all rickshaws banned By ALAN HEALY

A CITY councillor wants to see all rickshaws banned from the streets of Cork. Fianna FĂĄil councillor Kenneth O’Flynn, right, had proposed bylaws to regulate the use of the cycle carriages, which are popular amongst late-night revellers. However, council officials said the legal advice they received was that they could not regulate the industry. As result Cllr O’Flynn said rickshaws should be banned completely if they cannot be regulated. “I am not a killjoy but there are significant issues in relation to rickshaws such as insurance and identification of the drivers,â€? he said. “If there is an accident, who is responsible? If city council property is damaged, who pays?â€? Cllr O’Flynn asked. “If we cannot legally regulate the industry then we should not turn a blind eye. We should take the next step and ban them from the street. “These rickshaws are now even travelling beyond the city centre. I have heard of them being spotted on the Lower Glanmire Road and I saw one myself on the Cork to Mallow dual carriageway at 1am one morn-

ing taking the exit for Blarney — that’s just dangerous,� he said. Cllr O’Flynn’s motion was debated at the recent council roads meeting where officials stated that there was already significant regulation in respect of the use and operation of rickshaws, bicycles or pedal cycles and that additional regulation was possible by way of national legislation or regulations from the Minister. The motion will be discussed at tonight’s full council meeting.
