Borders will reopen to visitors on July 22 BY DELANA ISLES THE TURKS and Caicos Islands will reopen its regional and international borders on July 22, allowing the tourist industry to reboot and begin to cater to pandemic era visitors. Premier Sharlene Cartwright Robinson made the announcement in her national address on Friday morning (May 29) at a meeting of the House of Assembly. During her speech, she said that the territory will move into phase two on June 5, and added that the local economy will completely reopen on July 6. The premier laid a slew of very significant changes to the TCI’s response to the Covid-19 pandemic, while hailing the many advances made over the past two months. She said that on June 1, the territory will see the extension of the night time curfew of 10pm to 5am until June 22. JUNE 5 The TCI will move on to phase two A of the reopening on June 5. Included in this phase is the extension of retail businesses that can open, with them strictly adhering to health protocols. Church services, weddings, funerals, burial grounds and social

gatherings will remain at only 10 attendees. Outdoor and drive-in options are encouraged, while ensuring that social distancing and face coverings are adhered to. Also allowed during this phase

are real estate property showings, non-contact sports, personal fitness training, operation of licensed day care centres and child care, barber shops and hair salons. Sunday business closures remain in place, however recreational activities will be permitted on this day. Visitations to Her Majesty’s Prison, the detention centre, children’s homes and wellness centres should remain restricted unless deemed absolutely necessary and any visitations should be undertaken with extreme caution. JUNE 22 Phase two B entails essential travel being allowed for residents ordinarily residing in the family islands outside of Providenciales with proper health protocols. Church services, weddings, funerals, burials grounds and social gatherings will be increased to 25 attendees, with outdoor and drive in options still encouraged. The extension of emergency powers and curfew will expire at 5am. There will be a continued phased reopening of the civil service to be managed by the deputy governor, as well as a continued phased reopening of statutory bodies managed by their respective boards and management teams. Sunday business closures remain in place with the allowance of

recreational activities. Restrictions remain in place for visits to the prison, children homes and the detention centre. JULY 6 Phase three will be the full reopening of the Turks and Caicos Islands’ economy with all businesses and activities adhering to the established protocols. This entails the opening of hotels, churches, sporting events and contact sports, dine-in restaurants, casinos, bars, discos, spas, fitness centres and domestic travel. Visitation to Her Majesty’s Prison, detention centre, wellness homes and children home are still restricted at this phase unless deemed necessary. JULY 22 Phase four will see the reopening of regional and international borders. Restrictions on visitation to Her Majesty’s Prison, detention centre, wellness homes and children home will remain in place until December 2020. This restriction will be kept under review by the Ministry of Health, but the premier said these measures will be required for the foreseeable future and will become the new normal. “Enforcement of these measures will require enforcement by the Environmental Health Department, along with relevant powers to do so under the Public and Environmental Ordinance,” she added.

OTHER ANNOUNCEMENTS The premier said assessments will be carried out at the end of each phase in order to determine if safe and adequate measures are in place before consideration or recommendation for the territory to move to the next phase. “We reserve the right to roll us back if there are indicators saying that it should be, guided by [Ministry of] Health’s advice.” Mandatory wearing of masks and face coverings remains in place, and employees should work remotely from home where possible. This is to remain in place until the last phase. All businesses should close by 8pm. The cruise port will remain closed until August 31 and its reopening remains subject to guidance from the Centre for Disease Control (CDC) and the Ministry of Health. Shelter in place is encouraged, and duty to provide information remains in place. Alcohol is still not allowed on the beach and restrictions of 10 people remain in place. Schools across the Turks and Caicos Islands will remain closed until June 26, and will break for the summer holidays on this date. Meanwhile, the premier updated that in-country testing has started, and that expected Cuban medical personnel will arrive in the territory in the next two weeks. Critical upgrades to the hospitals will commence next week.

Two injured in Blue Hills shooting TWO men, aged 19 and 20, are in hospital following a shooting near Miracle Close and Mary Jane Lane in Blue Hills on Saturday (May 23). Police were called to the area at about 8pm following reports of gunshots fired, according to the police press office, where they discovered that two people had been shot. The injured men were taken in private vehicles to Cheshire Hall Medical Centre just before

9pm. The 19-year-old, who sustained a gunshot wound to the forearm, received immediate care. “Diagnostic imaging was performed to assess the extent of the injury along with surgical interventions,” said TCI Hospital press officer Nikira John. “The patient was in stable condition and did not require hospital admission thereafter.” The 20-year-old, who had

a gunshot wound to the upper body, was treated immediately by the trauma team. “He was admitted to the High Dependency Unit for continuous care and monitoring and was transferred overseas for tertiary level care,” John said. AN ARSONIST set three cars alight in a fenced parking lot outside the Police Headquarters in Providenciales early on Friday morning (May 29). The vehicles - one of which was owned by a police officer and the others which were involved in an investigation - were completely destroyed. The police press office explained that a person was caught on camera entering the parking lot and setting fire to the cars at about 2.50am. Firefighters were called to the scene to extinguish the massive flames. Luckily no one was injured in the incident. Commissioner of Police Trevor Botting said: “Two of the three cars that were destroyed at the

Police Headquarters came into our possession recently and were involved in an investigation. “They were already processed and we had no further investigative requirements for them.” He said the third car was a personal vehicle of a police officer. A TWENTY-nine-year-old man is in critical condition in hospital after being injured in a shooting on Aviation Drive, Providenciales, on Thursday (May 28). Officers were called to the scene just after 6pm where they found one casualty with gunshot wounds to his upper body. He was quickly taken to Cheshire Hall Medical Centre in a private vehicle where the trauma team treated him. “The patient was admitted to the high dependency unit and is currently awaiting transfer overseas for tertiary level care,” TCI Hospital press officer Nikira John said. Murderer streams videos live from jail cell BY DELANA ISLES DURING the 24 hour lockdown, a prisoner at Her Majesty’s Prison in Grand Turk took to social media to air his frustrations with the prison system. While this is not an uncommon occurrence, particularly by inmate Christopher Forbes, it did spark some new concerns about lack of control at the territory’s only penitentiary. Forbes is serving two life sentences for the brutal murders of two female Dominican nationals. In the four videos he livestreamed on Facebook, the inmate was wearing street clothes, adorned with jewellery, and had a flat screen television in his jail cell. He stood against a backdrop of a wellstocked shelf of grocery supplies, all inside Her Majesty’s Prison. Forbes - like a lot of others on social media during the pandemic - provided exercise tips for people stuck in lockdown. PNP candidate for South Caicos, Reverend John Malcolm in a Facebook post questioned who is really running the prison. “The recent video of an inmate of the prison sporting street clothes and jewellery and the spat of other videos that were released, the constant riots and unrest that erupt there from time to time, are all indicators that this Government and the prison authorities have completely lost control of the facility,” Rev. Malcolm wrote. He said the neglect of the facility has caused it to become “a festering sore that

appears to be a malignant cancer in our society”. “Unless the proper treatment is implemented, this diseased institution will affect us all, as a matter of fact it has already.” According to the PNP candidate, his party has a comprehensive and a holistic plan to remedy the situation at the prison and has made several recommendations to the Government in this regard, to no avail. Rev. Malcolm also remarked on the plight of a former prisoner, Evanson Walkin, who was recently released from prison. “His cry and the sentiments he so vehemently expressed are echoes of the cries of not only the young men in prison, they echo the cries of the many marginalised and forgotten young men in our communities.” In a Facebook post earlier this month addressed to the governor, premier and the private sector, Walkin pleaded for gainful employment be afforded to him and other inmates when they leave prison. The young man was released some months ago after serving a jail term for possession of an imitation firearm with intent to cause fear. He said no one wants to hire him because of his criminal record. “Myself and a few other prisoners have been released from prison and are unemployed (not all of us want to go back to prison, not all of us want to go back into a life of crime, some of us only need a chance and I am one of them).

“Please can someone in Government help me or someone in the private sector?” Walkin said. Responding to Walkin’s pleas, Rev. Malcolm stated that the PNP has pledged to work towards transforming the experiences of prisoners like Walkin, in and out of prison. “Evanson’s plea is a cry for help, it is a challenge to the Government to

look seriously at his situation and the circumstances of many others with the resolve to make a positive difference in their lives.” He said that one of the main reasons that crime keeps perpetuating is failure to provide meaningful employment and other opportunities for former inmates, as well as a failure to rehabilitate youths who find themselves behind bars.

Masked men burgle Leeward Highway home TWO armed men stole cash and five cell phones from a home near Thomas Stubbs roundabout on Leeward Highway last week. The masked burglars entered the Providenciales apartment unit at about 8.40pm on Thursday, May 21, and demanded money. After stealing the cash and phones they tried to enter a second apartment unit but were unable to gain entry. Two days later on Saturday (May 23) two armed men burgled a home on

Hanco Close in Blue Hills. They entered the house not long before 12pm and demanded money. The men made away with two televisions, a laptop computer and cell phones. The police press office did not report any injuries resulting from either aggravated burglary. Kevino ‘Bah’ Smith’s accused killers walk free BY DELANA ISLES CONRAD Thomas Junior and Lamar Griffith are now free men, as a result of murder charges being dropped by the Office of the Director of Public Prosecutions. The men were formally charged with the murder of Grand Turk native Kevino ‘Bah’ Smith in 2017 and are yet to stand trial. On Tuesday (May 26), Queen’s

Counsel Eugene Otuonye formally dropped the charges by way of a ‘nolle prosequi’. This means a formal notice of abandonment by a plaintiff or prosecutor of all or part of a suit or action. The DPP told the press that the discontinuation of the prosecution against the men at this time does not negate charges being brought in the future.

Otuonye said this is a real possibility, adding: “It would not be in the public interest nor serve justice to continue prosecution at this time.” In 2018, the men were granted bail by the Judge Shiraz Aziz and ordered to leave Grand Turk for Providenciales for the duration of their trial. They were last scheduled for trial in September 2019, with the case set to be tried by Trinidadian attorney Evans Welch in a judge only trial.

In March 2015, 25-year-old Smith went missing after a reported heated confrontation with several people. In April, following an aggressive police search, dismembered remains were found in Breezy Brae, Grand Turk. The remains were later confirmed to be that of Smith. For several years Smith’s mother, Patty Smith had pleaded for justice, taking grievances to the public. Patty was always very critical of the handling of the investigation

Curfew breaches land 14 in court FOURTEEN people will face the stiff fines and possible imprisonment for breaches of the coronavirus curfew. Chief Magistrate Jolyon Hatmin is set to preside over these criminal matters in the coming days. Those accused are Gabelito Pyrrus, Evens Dubois, Chaveze Gray, Jean Valcin, Eriveau Valcin, Cecil Bailey, Falinx Francois, Gino Bernadin, Jean Marie Carius, Wisel Lume, Erod Chaute, Joselene Bellues-

Astwood, Jose Miguel Martinez and Akeem Lightbourne. Lightbourne is also charged with possession of a controlled drug. Vehicles of the accused have also been confiscated, and will be released pending payment of a $250 towing fee, $25 for each day, a storage fee, production of an updated driver’s licence, vehicle registration and insurance. Upon conviction, the accused are also subject to a fine of $1,000 or time in prison or both.

Premier Sharlene Cartwright Robinson said 11,400 applications were submitted

2,300 hospitality workers receive stimulus grant Others complain of mystery over declined applications BY OLIVIA ROSE A WHOPPING 2,300 tourism and hospitality workers have received their $1,200 economic stimulus grants from the Government, the premier revealed this week. Meanwhile, hundreds of others say they remain in the dark over applications that have been declined without specific reasons being given. Premier Sharlene Cartwright Robinson revealed the latest grant pay-out figures during a national address on Wednesday, May 20. She said that on May 8, the first batch of hospitality workers who were impacted by the Covid-19 pandemic and subsequent lockdown received $1,200 into their bank accounts. The monetary assistance is aimed at mitigating the effects of the economic downturn in the Islands due to restrictions imposed to minimise the spread of the coronavirus. During her address, the premier explained that despite setbacks some 9,000 applications were vetted. “In all 11,400 have been submitted to the database for the employee stimulus package; of that, there have been over 2,500 duplications which have now been cleared. “The initial vetting of all the submissions have been completed and we have found that

approximately 3,000 were approved on the frontend to be paid. “Of the remaining 6,000 applications some 2,700 have been declined and another 3,300 have had to be further reviewed by the compliance team.” Some residents who are yet to receive their payments took to the premier’s official Facebook page to voice their frustration with the process. Providenciales resident Katherine Burchill said: “Can you please give us an idea of when we can expect a compliance officer to contact us? “At the very least you should be able to say before (end June) everyone will have been contacted.” Burchill said life is becoming increasingly difficult for many people who have been unemployed since the lockdown. “People can’t just keep on waiting in limbo not knowing. It’s been two months, many people have had zero income at all. It’s increasingly stressful having information drip fed to us.” Commenter George Luneas said: “It would be way easier if the Government prepares the cheques and people can pick them up with their identifications.” Meanwhile an outraged KD Delancy said: “This is unacceptable for all this run around for a onetime payment. “As locals have to qualify to the

moon and back for this government assistance, I almost don’t want it anymore.” In her address, the premier said scores of applications were submitted by applicants who are not employed in the tourism or hospitality sector and those applications were denied. In other cases, the required documents needed for validation purposes was not submitted. A significant number of applicants provided information that was erroneous or incomplete, resulting in extensive vetting, she added. “In this case, the majority of the applicants stem from conditions of work permit or permanent residence certificate (PRC) where the right to work requirements were not met. “Or that complete copies of work permit, PRC, residence permit spousal could not be seen. “When an application is sent to compliance, it is done so for one or more of the following reasons: a copy of one of the required documents have not been submitted or payment of NIB contributions could not be verified by the one of various means.” In addition to these hiccups encountered, the vetting process revealed that duplications numbered in the thousands. One person submitted an application close to 20 times. “Persons submitted expired work permits. Of those who would

have provided work permits that expired, some did not even supply a copy of a paid receipt for renewal. “We’ve had to ensure that persons found to be working, who are endorsed on a PRC, had a work permit to work legally in the TCI.” Hundreds of employees did not have a recent contribution history with the National Insurance Board, she added. “It is important to mention that although it is not the intention to withhold an employee’s benefit because NIB contributions were not paid on their behalf, because of the absence of a record, these are the things that took up a lot of the processors’ time in trying to pay the benefits expeditiously. “An overwhelming number of applicants filled in the application without the name of the company that employs them, using/ referencing only a supervisor’s name. “Except for enhanced due diligence conducted by calling the applicant directly or referring to NIB records, these applications cannot be processed to the payment stage.” Despite these constraints, the premier said the Government is closer to paying all eligible applicants. There are more than 20 people actively processing benefits, she said, and told applicants they will be contacted by compliance officers who will assist with

processing their applications. “This week, the compliance team is sending out notices for additional information. “You will be allowed to load any missing documentation by responding in the database with your unique identifier and date of birth. “For those applications that have been declined in the database, you will be subsequently advised of the reasons. “The processors will eventually get back to responding to those persons; but a declined application, generally means that the applicant was not eligible for benefits and for many reasons. “Due to the volume of declined applications, an inordinate amount of time has already been spent mulling through applications to find eligible persons, had it not been the case, eligible applicants could have been paid.” She said that applicants with applications with compliance or declined status will not need to initiate contact with the Ministry of Finance. “Applicants who made submissions already, are encouraged to wait for the contact from the compliance officer.” Cartwright Robinson cautioned those who have already submitted applications against submitting a new one since it will be considered a duplication and be placed at the back of the processing line. “All processing is being conducted through the database. Therefore, if an applicant submits required documentation by any other means, it will not progress.”

Airports Authority unveils major changes to travel But still no new date for airports reopening BY DELANA ISLES THE TCI Airports Authority has instituted new protocols to ensure the health and safety of its staff and the travelling public when the airports are reopened. Among the measures will be floor markers, mandatory masks, hand hygiene stations, guard shields, regular deep cleans and blocked seats. No new date has been confirmed as to when the airports will open to the public, but work is moving to get the facilities ready. The announcement of the new protocols was shared on Friday, May 22, on the authority’s website and social media accounts. It said it is working with the Ministry of Health to put the new measures in place, beginning already with disinfecting common areas and encouraging all users to adopt proper hand hygiene. In a press statement, chief executive officer of the TCIAA, John Smith said: “We appreciate all efforts being made by the Government, health officials and all of our partners that are doing their best to keep travel safe for everyone. “These measures have been instituted in order to curb the spread of Covid-19.”

The suspension of flight operations in the TCI is set to expire on June 1 at 6am, but it is expected that the Government will institute a new date for reopening of airports before this happens. When the airports are reopened, everyone will be required to wear face masks in order to receive services. Staff members will be equipped with masks and shields to safely interact with passengers. Officers of the Ministry of Health will continue to have a presence at the facility to monitor operations as well as monitor arriving passengers. New positioning to ensure social distancing has been set out at all immigration booths in addition to guard shields. New hand sanitiser stations have been added to the facilities in order to better facilitate hand hygiene. All stakeholders will be reminded to wash their hands for at least 20 seconds several times a day (every 30 to 45 minutes) with announcements over the loudspeaker. Already, airport staff have increased cleaning frequencies at rest rooms and hot spots. All airlines flying into the TCI have been encouraged to practice social distancing while in flight on route to the territory.

Upon entering the facility, patrons will see social distancing reminders and signs throughout the building. These signs will include six feet floor markers inside and outside of the terminal, so as to lessen confusion and ensure compliance. Seating decals will also be placed throughout the departure lounges to block out seats that do not fit social distancing standards. All retailers and airlines have been encouraged to institute proper disinfecting protocols for their immediate areas and crafts. The TCIAA said it will be making moves to stagger flights

so as to minimise clusters in the arrival and departure areas. Security officers will be cleaning bins after each use and sanitising everyone upon entry into security areas. These officers will also insist that passengers remove all items from their pockets and body in order to expedite movement through the walk-through metal detector. Meanwhile, passengers will be allowed to carry up to 12 ounces or 350 millilitres of alcoholbased sanitiser through security checkpoints. Consequently, travellers will

have to arrive at the airport earlier than usual to navigate through these new measures. Passengers that feel ill are asked to avoid travel and alert their healthcare professional. The TCIAA reminded that these new protocols are being adopted to reduce the risk of coronavirus infection to travellers and employees when airport operations resume. Air travel all around the world has been disrupted by the coronavirus pandemic which saw the closure of airports and grounding of vast numbers of aircraft since March.

Caribbean set to bear the brunt of global tourism fallout “I am hopeful we will eventually see some semblance of normality - but perhaps not like we knew it” – Director of Tourism Pamela Ewing

BY GEMMA HANDY “SUN, sea and sand-focussed island economies” in the Caribbean will be among the worst affected by a slowdown in global tourism, according to a new report. Tourism across the region is set to plummet by 60 to 70 percent from April to December this year compared to last year, figures released by international ratings agency Standard and Poor’s indicate. Caribbean nations make up five of the top 10 countries in the world set for the biggest deterioration in GDP growth in 2020 due to the Covid-19 pandemic. Aruba tops the list, with Belize third, Bahamas fifth, and Barbados and Jamaica in seventh and ninth position respectively. The TCI is not included in the list but Hotel and Tourism Association (TCHTA) president Todd Foss has previously described the Islands’ economy as “the second most dependent on tourism in the world” after Macau. And as many airlines remain grounded and hotels shuttered, the impact is keenly felt. “With over 15,000 employees in hospitality-related sectors, the private sector economy has been devastated by several weeks of zero revenues with no end in sight,” Foss told the Weekly News. The TCHTA boss praised the prompt actions of the territory’s leaders who leapt to attention to implement emergency measures to protect residents from the potentially deadly virus. This, he said, had seen TCI become one of few countries globally to have no active Covid-19 cases. But he said further fiscal stimulus measures were urgently needed to stave off the massive job losses and bankruptcies predicted in a recent KPMG report. The old and the young generations T

HERE is a growing divide between the old and the young. Some of the young people feel they are being overlooked and nothing is in place to train them for them to progress and so they feel now is the time for them to be at the forefront. On the other hand, some of the mature and older generations believe that the young people have a lot to learn. As a result of this, there are intergenerational conflicts. Personally, I believe we need each other and can mentor and learn from one another and there should be no major conflicts between the generations. You see in the Bible, God used the young and the old to lead and they were all successful in their own way. The prophet Jeremiah was 17-years-old when God appointed him. David became King at age 30

mature and older is that you have a wealth of experience. This experience can help you to mentor the younger generation. Of course, some young people have a lot of experience too as some of them were working from a very young age. For example, it is believed that David was 22-years-old when he fought Goliath. No one believed that David could have defeated Goliath. In 1 Samuel 17:33: “You are not

able to gout against this philistine and fight him; you are only a young man and he has been a warrior from his youth.” Even though David had faith in God, he also had experience as a shepherd killing lions and bears. Faith alone is not the answer for faith without works is dead. The same way education alone is not the answer to be good leader. Too many of us have our degrees and we think we know everything but when we get into the workforce, we realise there is so much more we must learn that our degrees did not teach us. You will find in the workforce that some of your colleagues know more than you even though they do not have a degree. There is nothing new under the sun and with the experience one has, young people can learn from the older people not to make the mistakes the older folks made in

the past. TECHNOLOGY

The world today is not the same as the world of yesteryear and one of the reasons for this is due to the advancement and impact of technology. While some of our mature and older folks are in tune with the technological changes, there are some that are not. However, virtually every young person is proficient in technology and with modern technology it is a great tool to engage with the masses of the people. The mature and older people can learn from the younger generation about the innovations in technology. This will allow them as leaders and individuals to connect and engage with the community and CONTINUED 

Are there viral lessons to be learned? IN MY long life I have never experienced conditions similar to what we are now going through. The closest thing I remember as a young boy was World War II. Everything was rationed. Automobiles and major appliances were not being produced. Gasoline, tyres and other key elements of cars and other machinery were directed to the war effort. Woman who previously filled their roles in life as wives and mothers became Rosie the riveter building military planes, ships and all things needed by our army,

navy and air force. Has that turned out well? This major war lasted seven years. Compare that to the long Vietnam and Afghanistan wars. How long will this viral conflict last? Will there be winners? Here is a question I have not seen or heard asked - was this started by mistake or on purpose? Sure China, the obvious source, claims it was a mistake. Why then were they fooling around with contaminated bats? What good could come out of that? If Turks and Caicos Islands’ medical personnel were fooling around with the bats in our cave and we infected the world as

China has done we would be asked what we were doing, what good was expected to come from the experimentation? A worldwide bomb has been let off. Someone needs to explain what they were up to. Will the questions be asked? Who will do the asking? It is the job of the United Nations but I have zero faith is that group. The World Health Organisation, which is a division of the UN, has demonstrated its incompetence. No preparation! Soon the lockdowns will open up and we will have some of the pieces of the answer. and Stalin proved that. When this is over will there be lessons learned? The terrible pain medically, life wise and economically to the whole world was never anticipated by the free world. When WWII was over, UK prime minister Churchill gave a speech where he coined the words ‘Iron Curtain’. It took US president Ronald Reagan to bring down that Soviet Union wall. Who can and will bring down this mess and save the world? Who will speak the lessons learned or is it already too late?

Is Covid-19 the end time pestilence?

PREVIOUSLY we discussed the economic realm of the novel coronavirus and its global impact, and futuristic measures leaders must adopt to counter eventual crises. But, isn’t there a biblical perspective to this pandemic? Christ warns about the end time tribulations, alluded to pestilence, diseases and famine, hence the holy question - is Covid-19 the end time pestilence? The bad news is the coronavirus has its side effects, and make no mistake this can certainly cause famine in the TCI and anywhere in the world. Imagine all ports are closed to trade and transhipments of foods, and agriculture is scourged by droughts and increasing global temperatures. While I cannot confirm that Covid-19 is the pestilence mentioned in the Gospel of Luke,

it certainly is causing worldwide fears and fearful events. Nonetheless, what it looks like though is a wakeup call from God. Figure this, God is the only being who sees in the future and if he warns us about these phenomena as signs of his second coming ask yourselves, what is God trying to

In life if you keep doing the same thing, more than likely you will get the same results. Therefore, in order to bring about a change, we need to change the way we do things which will require a change in our mind sets, and this sometimes requires challenging the status quo. It is believed that some older people are so set in their ways and continue to do things the way they have always been, while some young people are open to changes and are willing to challenge the status quo. Having young people can bring a great perspective to the older folks even though there

are some young people also who are not open to change. They got into organisations and became very comfortable with the status quo and didn’t change it. I don’t think any organisation should be focusing on one group of people, for the old and the young are interconnected and no matter how we try to separate them into groups, it will not work. The old should be happy to groom the young people to assume their positions. Likewise, the young should be happy for older people to mentor them based on their experience. It is unfortunate that there are some old and young people who are very selfish and thinking only about themselves and as a result we continue to face intergenerational conflicts.

blueprints. What is not hypothesised, however, is the way to deal with the inevitable famine these crises will cause. The Book of Genesis chapter 41: 30 to 53, Acts 7:11, 2 Kings 8:1 and Psalms 105:16, referred Joseph who interpreted King Pharaoh’s dream and prophesied that the nations will experience seven years of economic abundance, followed by seven years of famine. Joseph heeded the vision God had given him and he stored foods in barns, and when famine had come upon the people all Joseph did was to open up the storehouses and sell grains. Joseph’s principles had flourished during ancient times and it is a great lesson for world leaders today and would prevent an entire nation from perishing. The reason Joseph was

placed in charge of Egypt was subsequent to exceptional wisdom he demonstrated and I would like to think the same way about our present leaders. Now, I implore all leaders to start to prepare for the great famine because trade will be cut off, be it as a result of wars, pestilence, plagues, and not withholding the current coronavirus pandemic. Leaders must institute food security initiatives enabling farmers to plant diverse crops and acquire water catchments for drought periods, while administrators strategise and forecast economic activities, communicate, build, legislate, negotiate, design transportation routes and safe and efficient methods of food storage. As our nations prosper be prepared and follow God’s directions, as during troubled times.

TCI population hits nearly 43,000 in 2019 THE POPULATION of the Turks and Caicos Islands in 2019 is estimated to have been 42,953, according to a recently released report from the Department of Statistics. The Vital Statistics Report 2019, also showed that births were up seven percent from 455 in 2018 to 487 and marriages were down from 464 in 2018 to 415. The report is just one of three that were made public on Wednesday (May 27), along with the Births Bulletin 2020 (First Quarter) and the Trade Bulletin 2020 (First Quarter). The Vital Statistics Report highlights the estimated population and other vital indicators, such as births, deaths, marriages and divorces for the period 2001 to 2019. It shows that the mid-year population of the TCI was estimated at 41,360 and 42,953 in 2018 and 2019, respectively. The analysis also highlights

that the TCI recorded 487 live births in 2019, which was 7.0 percent higher than the 455 births recorded in 2018. The number of deaths fluctuated over the period 2001 to 2019, with the highest number of deaths of 125 being recorded in 2017. “It must be pointed out, that included in these deaths for the period under consideration are Haitian nationals who drowned in TCI waters as well as other visitors who would have died while in the TCI,” a statement from the department said. A total of 415 marriages were registered in 2019 compared to 464 marriages in 2018. The Births Bulletin highlights that the TCI recorded 104 births during the first quarter of 2020 52.9 percent of live births were male and 47.1 percent were female. A comparison of births by nationality of the mother revealed that 29.8 percent were

to TCI nationals, 52.9 percent were to Haitian nationals and the remaining 17.3 percent were to other nationalities. The majority of births for the first quarter of 2020 were from mothers in the 30 to 34 age group. The Trade Bulletin 2020 showed that the TCI’s merchandise imports totalled about $120.6 million for the first quarter of 2020. This represents an increase of 3.4 percent when compared to the same period in 2019. Exports from the TCI during this period were valued at $1.3 million when compared to $2.8 million during the first quarter of 2019. This resulted in an overall merchandise trade balance of approximately ($119.3) million during the first quarter of 2020. Britain, Brexit and an impending crisis A MOMENT will come at the end of June when the European Union and Britain will hold a virtual highlevel meeting to decide whether enough progress has been made to meet their agreed deadline for a post-Brexit trade relationship. Under the UK withdrawal agreement, both sides currently have until December 31 this year to negotiate a deal and establish new rules governing future cooperation. However, the signs, are not good, and if Britain cannot obtain what it wants, it may decide to walk away. In recent months, it has become clear that the UK and EU have adopted quite different and so far hard to reconcile approaches to the negotiations, with both sides disagreeing fundamentally about what they are trying to achieve. Britain’s government is seeking a zero-tariff relationship without obligations, based on its vision of regulatory autonomy. The EU27 say, however, that while they are prepared to offer the UK as a third country the

best possible comprehensive arrangement, the UK cannot expect to dictate the terms. To date the UK’s negotiating strategy has focussed principally on achieving a trade agreement, aviation access, and a few other core issues. In contrast, the EU27 wish to see comprehensive parallel progress on other matters they regard as essential. These include achieving agreement on the rules governing competition and fisheries, both issues which are hugely controversial. Britain, however, says these can be the subject of a framework agreement that can be concluded

later, along with the final judicial arrangements on how any deal might be enforced and other technical matters. This fundamental difference in approach is best illustrated by the EU requirement that the final text should contain binding language on emissions reductions and the Paris agreement on climate change. Despite the UK’s absolute commitment to meeting the terms of the 2016 accord, the EU is seeking legal guarantees in any Brexit trade agreement on shared climate change ambition. This is because it does not wish to see the EU27’s industries disadvantaged at a later date by a change in the UK position.

Looking beyond the Covid-19 pandemic Open letter to the premier Dear premier, I am writing to you out of concern for the health and wellbeing of the residents, and for the survival of employment entities in the Turks and Caicos Islands for the duration of the Covid-19 pandemic and its economic impact on livelihood thereafter. I recognise that from a health and safety standpoint the Islands have fared relatively well, and that is in large part due to the wise decision

to close the border at the end of March and put in place lockdown measures and procedures. As well in recent weeks it appears that some progress is being made to beef-up healthcare capacity for the care of Covid-19 patients. However, there has not been an update on plans to reopen the border. It appears that provided there is not a major spike in infection

TCI may emerge on the other side in fairly good shape from a health perspective. This is of course all of our wish, and we in the Opposition remain optimistically cautious and will support any common-sense decision making action to protect frontline workers and the general public, but also to restart the economy and open up our border. The issue with the economic effect of Covid-19 is that, unlike other recessions, this is not simply a case of the actions of the private CONTINUED 

In response the UK is saying that preferential trade access should not be dependent on making legal commitments of this kind. Britain is adamant that if such issues cannot be resolved and the EU27 seek a negotiating extension in June it will not agree to this or seek one itself; implying that from the start of next year its goods and services exports to its nearest and most significant trade partner will take place on much less favourable trade and regulatory terms. If this were to happen, it will have much broader, even severe economic implications for the UK. According to the Bank of England, Britain will, because of Covid-19, see its economy shrink by 14 percent this year, experience a recession of uncertain duration, and see unemployment grow substantially. This suggests that any significant UK economic recovery is unlikely before late 2021 or early 2022, and that failing to achieve a comprehensive post Brexit free trade agreement, or a negotiating extension could see renewed growth occur much later than hoped. Some trade policy analysts suggest that influential voices within Britain’s Conservative Party believe the UK can face down the EU though negotiating brinkmanship, while others suggest that the additional economic damage can be hidden within the economic fallout from the pandemic. Both seem unlikely explanations, not least because UK public opinion is subtly changing, becoming more cautious and fearful about the impact of a lengthy recession. The outcome of the Brexit negotiations has additionally been made less certain by the start of negotiations for a post-Brexit USUK free trade agreement. This is expected to cover trade in goods and services, digital trade and investment, with the US and UK seeking lower tariffs for goods entering each other’s markets. Washington is also hoping for the relaxation of standards on items from foodstuffs to automobiles and access for its companies to Britain’s so far sacrosanct National Health Service. In recent weeks, negotiators in

both London and Washington have indicated that they are hoping to work at a fast pace and are seeking outline deliverables, probably involving improved access for US agricultural exports, before the US presidential elections take place in November. The overall effect in Brussels has been to heighten concern that the UK and the US may be trying to use the negotiations to leverage a more positive Brexit outcome for the UK, and for the US, a stronger position in its separate trade negotiations with the EU. What is happening will not directly affect Caribbean trade with the UK as Britain already has in place an agreement with Cariforum that in almost every respect mirrors the region’s continuing duty-free quota-free trade in goods and services arrangements with the EU. Indirectly, however, a weaker UK economy and any broader decision that it might make to stand alone without the immediate prospect of an easily accessible nearby markets will at least in the short term touch the region. This is because Britain is still the principal European importer of Caribbean commodities, an important source of visitors, the facilitator of offshore financial services, the home to one-million members of the Caribbean diaspora, and remains supportive of the region, albeit in future less influentially. The success or failure of the EUUK trade negotiations also matter because they coincide with other significant changes taking place, including the lack of adherence in some member states to EU rules and values, a deterioration in EUUS trade and security relations, growing transatlantic tensions over US unilateralism, a more aggressive Russian posture in Europe and globally, and the likelihood of a US confrontation with China. As Caricom foreign ministers recently observed, developments in Europe require particular attention as they are “having a profound impact on the nature of existing relationships”. As they noted following a recent virtual meeting, there is a consequent need to focus “on relations with the UK in its new dispensation and the European Union”.

Beauty salons, tattoo parlours and barbershops to stay closed BY OLIVIA ROSE WEEKS after the TCI’s lockdown orders were partially lifted, barbershops, beauty salons, tattoo parlours and spas remain closed. In response to the Covid-19 pandemic, the Government implemented some restrictions on schools, businesses and public gatherings. And although policymakers are gradually rolling back these restrictions and resuming more typical government, business and social activities, personal grooming businesses which employ many local and expat workers are still on the side lines. Premier Sharlene Cartwright Robinson, speaking at a press conference on May 20, said since these services require intimate interaction they will remain closed for now. She explained that in order for the Government to give the green light to these businesses to resume activities, strict monitoring and policing measures will have to be implemented. “We understand how critical those businesses are and we’re working to include that in a much earlier phase than other countries have but with very strict protocols,” she said. In acknowledging the plight of those who work in this sector, the premier said: “Personal services like barber, beauty shops and spa services, we take them on board.” She underscored that while the Government is working with a phased reopening plan, preserving the gains made

The premier said one of the major challenges to reopening salons and barbershops is ensuring businesses and customers continue to follow social distancing and other health regulations. “I’ve declared my conflict over and over that barbershops and beauty salons must be essential services, but let me be realistic, they are in some of the later phases around the region simply because they are so personal.

“You cannot practice social distancing with personal services. You really can’t cut a person’s hair six meters away unless you’re using really long shears,” she joked. On May 22, the Ministry of Health, Agriculture, Sports and Human Services stressed that limited businesses are permitted to be open during phase one of the reopening of the TCI. “The health, safety and security of the population remains our utmost priority. We

would like to remind the general public that all businesses unless specified, should remain closed.” From March 17 the list of businesses which must remain closed until further advised includes hair salons, barber shops, casinos, spas, dining in restaurants, gyms, discotheques and bars. Looking beyond the Covid-19 pandemic sector. The steps that the private sector will take and is taking to protect their businesses are inextricably bound to the decisions that Government make to protect the health of residents. I believe that it is vitally important that a road map is available to the private sector and the country as to what is the Government’s intention in regards to the opening of the borders, the protocols and safety measures that will be imposed. Such a road map will provide the private sector with the information to make informed decisions about staffing and the preparation needed for reopening their businesses. Events move fast in a crisis and it was clear from the KPMG report that in the hospitality industry, without any clear direction as to when the business will return, their instinct/practical requirement is to reduce costs.

This has already led to job losses and more will likely follow. The preparation of a road map will not be easy and especially as the time frame to produce such a map is incredibly short. The beginning of June is only two weeks away. So, there is much work to be done and we must start now by convening a high-level virtual conference of major stakeholder groups moderated by an independent world class facilitator. The stakeholders are financially and emotionally invested in the economic future of these Islands. They would bring ideas and shed light on the practical difficulties of the reopening of the borders. Marrying up the medical concerns with the economic concerns will be no easy task, but it is a task that must be faced. What we hope would emerge is a consensus as to how we get the TCI back to work and a realistic timetable.

I cannot stress enough the need for speed in addressing these issues. I am aware from my time in office of the pace of most government initiatives. This stakeholder engagement cannot

afford to be delayed; time is of the essence. I believe we should have the conference this week. I will promise you my party’s complete support and engagement of your effort to fashion a strategy to get this country back to work. It is true that to some extent Government and Opposition have a habit of painting themselves into corners. But we are at a juncture where the ends justify the means and must now be sufficiently flexible to consider new ideas and suggestions as the emerging conditions mandate. And since ‘politics is the art of compromise’ it is time for us to put the political sabre rattling aside and cooperate to do what is in the best interest of the Turks and Caicos Islands. ‘A pioneer and legend’ Former deputy chief minister Hilly Ewing dies aged 90 BY OLIVIA ROSE POLITICAL stalwart and pioneer Hon. Hilly Arthur Ewing peacefully passed away earlier this week aged 90. According to family members the former People’s Democratic Movement (PDM) deputy chief minister was unwell for a prolonged period and died in hospital on Tuesday (May 26). Ewing, father of the territory’s second elected premier Rufus Ewing and current government minister Goldray Ewing, was hailed as a true son of the soil. The beloved statesman was often credited for his role in ushering in an era of development in the Turks and Caicos Islands. In fact, the government building currently housing the National Insurance Board and Premier’s Office in Providenciales was named in his honour in 2013. After news of the late Ewing’s passing circulated on social media, tributes and condolences poured in from politicians, admirers and residents across the territory. Premier Sharlene Cartwright

Robinson on Wednesday lowered the national flag in honour of his memory. In a brief social media post, she said: “Today the people of the Turks and Caicos Islands mourn the passing of former deputy chief minister Honourable Hilly Ewing. “The Government of the Turks and Caicos Islands today wishes to honour his memory. “The country’s flag has been lowered at half-mast and will again be lowered on the day he is laid to rest.” Justin Missick said: “RIP Hon. Hilly Ewing, a pioneer and a legend. Thank you for your legacy and service. “My sympathy goes out to the entire Ewing clan, my heart and prayers are with you today.” Melanie Smith called the late politician “a giant of a man”. “You have served our country with distinction and great pride,” she said. “May Hon. Hilly Ewing’s soul rest in peace. Goodbye Barber Hilly.” His daughter Althea Ewing said it was a sad day for her and the rest of the family.

Hilly Ewing. “We are deeply saddened by the loss that you and your family have encountered. “I have known Hon. Ewing since I came to Providenciales in 1990 and from that day we became friends. “Losing someone we love is nothing easy. We can realise that we are blessed to have been able to share in his life. “May his kind face remain

He has a place in our hearts forever, condolences to the family.” Hon. Ewing was born on December 11, 1930, in Blue Hills, Providenciales and was well known for his involvement in enhancing the Blue Hills community.

He grew up to become one of the Turks and Caicos Islands’ original political leaders. In 1977 Ewing was employed by the Government as the country’s first building inspector. In 1995 he took up a ministerial post where he ran the gamut of influential positions in public office for 15 years. He spent eight of those years as the deputy chief minister. Ewing retired from the political arena in 2003. He is survived by his wife Jane Ewing, six sons, seven daughters, grandchildren and great grandchildren.

possible to prepare for the reopening of the destination safely and responsibly” with a slew of plans in the pipeline. “From contact tracing technology, pre-testing of all travellers, a dedicated beachfront resort set aside for isolating guests in a five-star manner should they show symptoms, air ambulance insurance programmes for visitors, and a TCI Safe programme to ensure Covid-19 safety best practices are followed by all our members, the private sector is ready to welcome our first visitor,” Foss added. Director of Tourism Pamela Ewing said the sector represents around 70 percent of gross domestic product (GDP). “It’s the largest industry we have and vital to the TCI economy. With places being closed, things are just not comfortable right now,” she told the Weekly News. The badly-hit hospitality sector will have a domino effect on other businesses as people will not be able to afford to patronise them, she said. “The premier is due to give guidelines on the reopening of borders in early June. I am hopeful we will be open by the beginning of July,” Ewing continued. She said the Tourist Board would be striving to boost “local tourism” through promotion of the sister islands, encouraging residents to explore Grand Turk, North and Middle Caicos, to keep money flowing in the local economy. “I am hopeful we will eventually see some semblance of normality but perhaps not like we knew it,” Ewing added. ‘NO CLEAR PATH AHEAD’ The TCI has been slowly easing lockdown restrictions with construction workers, office-based small businesses and restaurants for takeaway service among those recently allowed to resume operations. With air and sea ports still closed to travellers, tour operators – whose income is reliant on visitors to the Islands – are among those feeling the pinch. “It’s really tough,” conceded Jay Stubbs of Sail Provo. “We’re trying to stay upbeat but the mood is very dull. “Watersports’ main drive is the hotels so if they don’t open - and there’s no clear path ahead for them - it puts us in an even worse situation,” he said. “There was very little heads up about the lockdown; we went from being out on the water to locked up in our homes.” The impact is being felt in other ways too. “A boat is like a car; when

it’s sitting unused in the water it deteriorates,” he explained. “My 52 foot catamaran was last on the water on March 13.” Stubbs is hoping that if borders reopen in the next couple of months, the TCI will see some long-term repeat guests from the US, hardy enough to be undeterred by hurricane season. Still, he is acutely aware it will not be business as usual. “I usually have large groups on my boat. I may have to drop numbers from 50 to 30 to allow social distancing.” Stubbs added that companies

would have to adopt new “common sense” procedures, such as urging passengers to bring their own snorkels and facemasks to avoid coronavirus cross-contamination. Tim Ainley of Sail Beluga said it was crucial to determine how the TCI gets back to business. “Our little sailing charter company is almost entirely touristdriven so we are dead in the water,” he said. “It’s the waiting and the uncertainty that’s the worst. If we knew when to expect the tourists back we could plan accordingly, but no one knows where this is

going or how long it will take. “Shutting down was easy; opening back up will be very complicated. The minute we allow the tourists back into Provo some of them will bring the virus with them and then we’re back to square one.” Ainley added: “A lot of tenuous businesses will fail and there will be a lot of people out of work and that always spells trouble. “We’re going to have to think outside the box to get through this and the world will never be the same again.” Philip Shearer, of Big Blue Collective, shared similar

sentiments. “Simply put we’re getting nervous, trying to stay optimistic,” he said. “The longer international travel is banned, the worse this will get and the likelihood increases that, along with losing the peak season, we will also lose the summer. And that will essentially mean nine months.” With the Atlantic hurricane season just days away, “it doesn’t take much imagination” to consider the long-term impact, he said, adding: “Bottom line: We need to get back to work asap.”

Antibiotic treatment is working on diseased corals BY DELANA ISLES TWO months after the first application of treatment to reefs affected with the deadly stony coral disease, the TCI Reef Fund environmental organisation has reported some success. Earlier in May, volunteers from the fund were able to visit the sites to gauge the progress of the treatments that were applied in March this year. Don Stark, director of the TCI Reef Fund, reported that the corals in those locations have not succumbed to the disease and show no new lesions. “We’re thankful to say that we were able to go out on Monday and Tuesday this week and re-visit our first treatment transect as well as set up and treat a second one,” he said. “After seven plus weeks out of the water it is very clear that this disease has continued to spread along our reefs.” As such, he and his volunteers have applied treatment to more affected corals. Back in March, treatments were applied to corals in the North West Point area. The treatments being carried out by the Reef Fund and the Department of Environment and Coastal Resources (DECR), are both experimental. The Reef Fund’s experiment is making use of antibiotic paste, initially in three sites around the TCI. These are the ones that have shown progress. Earlier this week, media

reported on how the reef fund had mixed and applied the treatment. Stark said: “We are using an ointment which was specifically developed for use on corals. “Amoxicillin is incorporated into the ointment which creates a time release formulation of amoxicillin that is applied to the edge of the disease lesion just like you’d put triple antibiotic ointment on a cut on your hand. “This work is being done under the direct supervision of the DECR.” Stark also stated that there is still no data that shows any negative effect on overall water quality. He added that the amounts being used are incredibly low, and the base used to administer it was designed specifically with the intention to put the treatment directly onto the coral for absorption. In addition, amoxicillin has an unstable structure and will break down very quickly should any leach out of the ointment. The DECR has carried out chlorine treatments in other affected sites. To date there has been no indication as to how successful these experiments have been. Coral reefs occupy less than two percent of the ocean floor, but they play a crucial role in the ecosystem, sustaining an estimated quarter of marine species. The stony coral disease - the cause of which is unknown spreads quickly, completely destroying the soft tissue of many species of stony coral, killing them within weeks or months of becoming infected.

Employers cannot force staff to take leave Ministry reminds bosses of their obligations A LIST of employer obligations has been released to remind business owners and managers of their duty to look after the security and wellbeing of their staff during the pandemic. It includes not forcing them to take leave, communicating changes efficiently, and remaining responsible for former work permit holders until they can safely leave the TCI. The Ministry of Immigration, Citizenship, Labour and Employment Services released a statement on Wednesday (May 27) with the update. “We are conscious of the economic strain that the Covid-19 pandemic has placed on the business community in the Turks and Caicos Islands and the world at large,” it read. “However, employers are hereby reminded that any change to salary and benefits must be communicated to staff.” Failing to communicate or come to an agreement means that the current contract takes precedence. Some people are being laid-off or work hours being decreased, the ministry said, but employers are not allowed to force staff to take leave. That is unless it is in line with the Employment Order, which states: “An employee who fails to take vacation with pay within six weeks after it becomes due shall lose his entitlement to such vacation.” According to the Immigration Ordinance 2018 Revised, it is an offence to remain within the Islands beyond the time permitted by an Immigration Officer. A person who commits the offence is liable on summary conviction to a fine of $10,000 or to imprisonment for a term of two years, or to both. If the offence is a continuing one, a further fine not exceeding $100 for every day or part of a day on which the offence has continued can be charged. However, if an employee

terminates a work permit holder while the airport is closed, they are responsible for them until it is reasonably possible for them to leave the territory. Employers must also ensure that they are in full compliance with the Employment Ordinance, by ensuring that their employee is still in housing until they depart the TCI. Employers do not have the authority to release a work permit holder to take up employment with another employer. This is an offence. A permit status can only be changed by the director of immigration, the Work Permit Board or the commissioner of labour and employment services. These permits are also issued with conditions or restrictions, as set out in the permit. Self-employed and employed persons must adhere to the conditions of their work permits as imposed by the Immigration Board, the ministry’s statement said. Anyone who fails to comply with the conditions contained within their work permits commits an offence and is subject to prosecution. Anyone with questions on their employment rights or status in the Turks and Caicos Islands, can call 348-2372 in Grand Turk, South Caicos, Salt Cay and Ambergris Cay, or 348-3085 in North and Middle Caicos, Parrot Cay, Pine Cay and Providenciales. NGOs team up to help hungry families EIGHT non-governmental organisations have teamed up to provide food and other necessities for vulnerable families and people across the TCI affected by the Covid-19 pandemic. The organisations involved are Food For Thought, The Salvation Army, TCI Human Rights Commission, the Edward Gartland Youth Centre, United Way Turks and Caicos, Turks and Caicos Red Cross, TCI Aids Awareness Foundation and Soroptimist International of Providenciales. In a post on Facebook, director of the Edward Gartland Youth Centre, Roxann Wake-Forbes appealed for aid. “We are asking for your help to assist us with our first group initiative in helping those in need,” she said. “Please pick up a few essential items the next time you shop and drop into the allocated bin/cart at the store entrance.” These bins are prominently placed at the entrance of Sunny Foods supermarkets and the Graceway food stores. The food drive kicked off last week with the intention to put together staple boxes for families, food vouchers and more, WakeForbes wrote. Some essential items include canned food, milk, four, sugar, salt, oil, cereal granola bars, oats, grits, rice, reusable masks, toiletries, baby products and laundry detergent. A FEW days ago, as I went for my first walk of the day I met a local acquaintance. He was busy scraping paint off one of Salt Cay’s old community water reservoirs. “How old do you think this building is,” I asked him, and after he came up with a guesstimate of at least 200 years I proceeded to ask him how he was. “Much better now,” he answered. “At least I have some work now and I can put food in the table. I mean there’s obviously no money to party, but then again, this is no time to party.” He went on to tell me that initially, after work dried up and the tourists and most winter residents had left Salt Cay, he was, as he put it, “in a state of shock”, but now it was time to just get on with it. I liked and respected the openness and honesty with which he had answered and couldn’t help but think that he had articulated how lots of people feel right now. Getting on with it. Life in Salt Cay, although always much quieter than Grand Turk and Provo in pre-Covid-19 times, has changed over the past three months, so much is certain. As tourists stopped coming and winter residents returned to their home countries, those of us who live here fulltime are back in ‘off season mode’. What’s different this time around is that the season ended more abruptly and of course no one can tell for sure how soon we will welcome back the tourists. In the meantime, people make the best of the

situation as properties are fixed up, ideas for new business ventures are pondered and day to day operations of existing businesses adjust to the new reality. Case in point: The Salt Cay Ferry. While still making its three weekly trips to Grand Turk, residents must now make reservations with the district commissioner to ensure that no more than eight passengers go on any given day. Additionally, passengers must practice social distancing while aboard the ferry and yes, wear masks.

Masked, we advance. No sooner had it become blatantly obvious to all Salt Cay residents that (despite the assumption that this island is Covid-19 free) masks were mandatory in public places and shops, a cottage industry of creative masks manufacturers sprang into action. Within no time masks ‘made in Salt Cay’ were distributed to anyone who needed one - free of charge. Once again, Salt Cay had demonstrated its ability to adjust to tough times and just get on with it. Therein lies the undeniable strength of this little island, time and time again. Finally: This is the 40th Salt Cay Note. I have to admit that when I first thought about doing a Salt Cay themed column, I really didn’t quite know what to expect. I clearly wondered whether I’d have enough material to write about and whether anyone would bother to read it. While I receive regular feedback (mostly via WhatsApp) from roughly a dozen readers, I must confess that their feedback alone is encouraging enough to keep going and this column is dedicated to them and their constructive criticism, inspiration and encouragement. George Floyd: Protesters set Minneapolis police station ablaze A POLICE station in Minneapolis has been set alight during a third night of protests over the death of an unarmed black man in custody on Monday. A police officer was filmed kneeling on the neck of George Floyd, 46, despite him saying he could not breathe. President Donald Trump said “thugs” were dishonouring his memory and called on the National Guard to restore order. Twitter accused Mr Trump of glorifying violence in a post that said: “When the looting starts, the shooting starts.” Mr Floyd’s family have demanded that the four police officers implicated in his death face murder charges. Prosecutors have said they are still gathering evidence. The incident has added to longstanding anger over the police killings of black Americans, including the recent case of Breonna Taylor in Kentucky. A CNN journalist, Omar Jimenez, and his camera crew were arrested by Minnesota state police officers on Friday morning, reportedly because they did not move on when instructed. There have also been demonstrations in other US cities, including New

York, Los Angeles, Chicago, Denver, Phoenix and Memphis. The last few days have seen buildings in Minneapolis burned to the ground or looted. On Thursday, protesters gathered outside the police department’s 3rd Precinct, which is near where Mr Floyd died and has been the epicentre of the unrest. Officers fired tear gas and rubber bullets in an attempt to disperse the crowd. But the cordon around the police station was eventually breached by protesters, who set fire to it and two other nearby buildings as the officers withdrew. The police department said the 3rd Precinct was evacuated shortly after 22:00 “in the interest of the safety of our personnel”. Later, the city government tweeted that it had heard “unconfirmed reports that gas lines to the 3rd Precinct have been cut and other explosives materials are in the building”. It urged people near the building to retreat for their own safety. Minneapolis Mayor Jacob Frey said there had been no choice but to evacuate the police station, adding: “The symbolism of a building cannot outweigh the importance of life, of our officers or the public.”

Coronavirus: Cyprus to pay holiday costs of infected tourists CYPRUS has pledged to cover the holiday costs of anyone who tests positive for the virus after travelling there. In a letter made public on Wednesday, the government said it would pay for accommodation, medicine and food for patients and their families. Tourists “will only need to bear the cost of their airport transfer and repatriation flight”. It is part of a package of measures aimed at drawing visitors back to the island, which has reported few cases. According to Johns Hopkins University data, the country has confirmed 939 infections and 17 deaths. Tourism accounted for about 15% of the country’s GDP last year, and so the government is straining to bring back travellers as soon as possible. “The hit is massive, and we are trying to do our best now and do what we can for the remainder of the season,” deputy tourism minister Savvas Perdios reportedly said. “We have worked extremely hard to keep the virus in check here.” Officials also said a 100bed hospital would be set aside specifically for tourists who test positive, as well as several so-called “quarantine hotels” for the patients’ families. Cyprus plans to reopen its airports on 9 June to a number of countries that are seen to be low risk, including Germany, Greece, Israel and Malta. Floyd’s family says officers involved in his death should be charged with murder THE family of George Floyd -- who died after pleading that he couldn’t breathe while a police officer held him down with a knee on his neck -- say they want the four Minneapolis officers involved charged with murder. “They were supposed to be there to serve and to protect and I didn’t see a single one of them lift a finger to do anything to help while he was begging for his life. Not one of them tried to do anything to help him,” Tera Brown, Floyd’s cousin, told CNN’s Don Lemon. In an emotional interview Tuesday night, Brown and Floyd’s two brothers held up his picture and spoke of a man who “didn’t hurt anybody” and who they described as a “gentle giant.” “Knowing my brother is to love my brother,” Philonise Floyd said. “They could have tased him; they could have maced him. Instead,

they put their knee in his neck and just sat on him and then carried on.” “They treated him worse than they treat animals,” he said. Four officers involved were fired Tuesday, the police department said, and state and federal authorities are investigating the case. That includes Officer Derek Chauvin, the man seen on video restraining Floyd with his knee, Chauvin’s attorney Tom Kelly said. Kelly said he wouldn’t yet release a statement on Chauvin’s behalf. No charges have been filed. The Police Officers Federation of Minneapolis said in a statement the officers were cooperating in the investigation and urged “now is not the time to rush to (judgment)” while the officers’ actions are examined. THE Bahamas government’s debt is projected to top 10 billion dollars by the end of the 2021/2022 fiscal year as the Minnis administration commits to deficit spending in response to the COVID-19 crisis. The deficit is projected to explode to an unprecedented $1.3 billion for the upcoming fiscal year and is forecast to be as high as $813.4 million in the fiscal period that follows. By the end of the 2021/2022 period, government debt is forecast to be 85.6 percent of GDP, according to the annual budget forecast released in the House of Assembly yesterday. Debt is projected to be $10.6 billion by the end of the 2022/2023 fiscal year. Deputy Prime Minister and Minister of Finance Peter Turnquest declared that “unprecedented times call for an unprecedented budget” as he outlined a plan for the next fiscal year that will involve some tax reductions, increased spending for certain services like social services, health and education and no increases in taxes or public sector job losses. The administration, which has often prioritised deficit reductions, will not decrease spending substantially though it plans cuts to discretionary spending and state owned enterprise (SOE) subsidies. Mr Turnquest said: “The government will not be increasing taxes or introducing new taxes in this budget. Despite the projected weak

arrivals declined by 14.7 percent in the first quarter of 2020 because of COVID. Mr Turnquest announced a number of increases in allocations. He said the administration will increase public health allocations for COVID-19 response by $20 million and that the budget for the Department of Social Services will increase from $29 million to over $60 million. He said $120 million has been allocated for the government’s tax credit/ tax deferral programme which is intended to help businesses keep employees employed. Mr Turnquest said $48 million has been allocated for unemployment assistance and $17 million for expanded food assistance through the government’s food voucher initiative. Allocations for scholarships to the University of the Bahamas have been increased by $1.5 million and scholarship allocations for the Bahamas Technical & Vocational Institute have been increased by $500,000. A temporary incremental monthly increase of $50 in old age pension has been allocated and will be administered by the National Insurance Board to help elderly people who may be “depending on other family members that are now jobless because of the pandemic,” Mr Turnquest said. Thirty million dollars has been allocated to expand business support and a continuity loan programme for Bahamian entrepreneurs and small businesses. The National Health Insurance initiative will also receive an additional $18 million. Regarding revenue enhancement, Mr Turnquest said vanity licence plates at the Road Traffic Department would be introduced at a fee of $200. As for the impact of COVID-19 on government expenditure, Mr Turnquest said that as of mid-May, the National Insurance Board paid out some $6.2 million through the government unemployment assistance programme. He said $28.9 million in unemployment benefits were paid out to over 26,000 people since the end of March while 284 small businesses were approved for loan financing at a cost of $19.4 million.

Local basketball coaches benefitting from high level online coaching THE lockdown might keep basketball players off the court, but local coaches are sharpening their skills with the help of world class coaching via Zoom. The online courses are interactive and a plus for the Turks and Caicos Basketball Federation. President of the local body Sydwell Glasgow is confident that it would help the

game going forward. He noted that the courses are being conducted through the assistance of international body FIBA. “FIBA America has embarked on a twelve weeks virtual coach’s clinic in English and Spanish. The Turks and Caicos Islands Basketball Federation is pleased

to announce that our local coaches will benefit from the instructions of world-class coaches who will conduct the courses.” According to Sydwell, each week approximately four coaches will participate in the clinics. “It is hoped that by the end of this period both male and female coaches from all islands will

benefit from this training.” The federation is hoping to attract some 25 local coaches, during the sessions, which are already underway. “Coaches education is a part of one of the strategic plans of the federation. The virtual clinic comes in the heels of the historic level one FIBA Course which

was held in the Turks and Caicos last October which saw eight coaches qualified for their World Association of Basketball Coaches level 1 licensee.” The basketball head added that the federation is using this period to equip the coaches with the more knowledge and skills to enhance their coaching abilities.

Haiti football federation head temporarily suspended THE president of the Haitian Football Federation, Yves JeanBart, has been suspended from his post for 90 days. The governing body of world football, FIFA, took the step after allegations emerged that he coerced teenage female players into having

sex with him. He allegedly threatened the girls with losing their spot at the national training centre if they did not comply. Mr Jean-Bart categorically denies the claims. Police are investigating the allegations.

FIFA said the suspension would come into force immediately and apply to “all football-related activities at both national and international level”. Mr Jean-Bart, 73, has been in charge of Haiti’s football federation for the past two decades.

Sonia Fulford noted that football along with many other team sports would face uncharted territories as players balance the physical aspect of their games and the implications

of the novel Covid-19 virus. Due to this, the TCIFA president indicated that her FA intends to adhere to guidelines, which would benefit the sport in the long run. “We await further updates from the Ministry of Health with regards to the continuation of group sporting activities before we can move forward in that respect…. There are definitely health and prevention measures in

place for all stakeholders in line with the Ministry of Health. Those are posted on our social media platforms from time to time. As we move forward, they will be more tailored to specific areas.” Fulford and her team had suspended programmes and leagues on March 12, before the national lockdown. Although no football was played for over two months, officials were busy.

“Admin staff were conducting their duties from home as well as updating all of our stakeholders via our website and media platforms of important information with regards to all activities etc. The technical department has been conducting virtual coaching courses for all coaching staff, as well as participating in coaching education sessions via Concacaf and our partner the Swedish FA.

The referees department also conducted virtual sessions for its officials.” Despite the uncertainties going forward, the FA is preparing for a re-start to activities. Fulford pointed out that the maintenance staff had returned to work, and they are currently working shifts and reduced hours to upkeep and maintenance the facility. Meanwhile, the admin staff returns to the office on reduced hours for the time being on Monday, June 1. JOB SECURITY Once training and practice sessions re-start, Fulford is hoping to have her full complement of coaches back on the field. She noted that she would do all in her power to keep her staff together. “Whilst it is a bit premature to say there will be no cuts, because obviously we do not know what uncertainties lies ahead, our funding from our parent bodies have not been affected so far. So, even though our programmes have been suspended since March, staff has been on full pay since then. As long as our financial position does not change, I will try my best to keep all of my staff, as these are very challenging times and it is important for all of us to do our part in trying to help each other survive this tough economic period.” Meanwhile, the FA’s AGM that was originally scheduled for May 18 has been rescheduled to June 15.
