Average price: The cost of a home as determined by totaling the cost of all houses sold in one area and dividing by the number of homes sold. Back-end ratio (debt ratio): A ratio that compares the total of all monthly debt payments (mortgage, real estate taxes, insurance, car loans and other consumer loans) to gross monthly income. Buy down: The seller pays an amount to the lender so the lender provides a lower rate and lower payments, many times for an ARM. The seller may increase the sales price to cover the cost of the buy down. Comparative market analysis (COMPS): A property evaluation that determines property value by comparing similar properties sold within the last year. Convertible ARM: An adjustable-rate mortgage that gives the borrower the ability to convert to a fixed-rate within a specified time. Escrow account: A separate account into which the lender puts a portion of each monthly mortgage payment. The account provides the funds needed for expenses like property taxes, homeowners insurance, mortgage insurance, etc.

Mortgage score: A score based on a combination of information about the borrower that is obtained from the loan application, the credit report and property value information. Negative amortization: Amortization means that monthly payments are large enough to pay the interest and reduce the principal on your mortgage. Negative amortization occurs when the monthly payments do not cover all of the interest cost. The interest cost that isn’t covered is added to the unpaid principal balance. This means that even after making many payments, you could owe more than you did at the beginning of the loan. Negative amortization can occur when an ARM has a payment cap that results in monthly payments not high enough to cover the interest due. Payment cap: A limit on how much an ARM’s payment may increase, regardless of how much the interest rate increases. Punch list: A list of items that have not been completed at the time of the final walk-through of a newly constructed home. Walk-through: The final inspection of a property being sold by the buyer to confirm that any contingencies specified in the purchase agreement — such as repairs — have been completed, that fixture and nonfixture property is in place, and that confirm electrical, mechanical and plumbing systems are in working order.

Front-end ratio: A percentage comparing a borrower’s total monthly cost to buy a house (mortgage principal and interest, insurance and real estate taxes) to monthly income before deductions. HVAC: Heating, ventilation and air conditioning; a home’s heating and cooling system. Liability insurance: Insurance coverage that protects against claims alleging a property owner’s negligence or action resulted in bodily injury or damage to another person. It is normally included in homeowners insurance policies. Mortgage qualifying ratio: Used to calculate the maximum

DAVIDSON Nashville: A modern-day boom town N

ashville has long been known for its country music scene, but these days the city is getting national attention for more than just its tunes. National publications are taking note of everything Nashville, from food and fashion to music and more. Forbes magazine ranks Nashville third on its list of “Next Big Boom Towns.” The music scene was one factor that led to the city’s inclusion on the list; other criteria included job growth (both past and projected for the future), quality of life, fewer traffic tie-ups compared with other cities its size, affordable housing prices, a “pro-business environment” and a growing infrastructure. Forbes.com calls Nashville one of the “Best Places for Business and Careers,” and the city ranks 27th among “Cities on the Edge” (by Sperling’s Best Places) for its scores in categories such as sports, art, music, culture and cosmopolitan factors (like LEED certifications and population growth). While some may think of Nashville as a meat-and-three kind of town, the venerable New York Times knows that Nashville has so much more up its culinary sleeve. A recent NYT article shined a spotlight on East Nashville cuisine. From the Farmer’s Market to food trucks to gourmet popsicles at Las Paletas, Nashville’s hip food scene is evidence of a diverse culture, which in turn attracts residents from all walks of life and supports an eclectic mix of businesses. Readers of Travel + Leisure have also noticed Nashville’s taste for good food, voting the city #16 among the “Best U.S. Cities for Foodies.” The city also earned a nod recently from

GQ magazine, with an eight-page spread touting Music City’s influence in music, small business, food and fashion. Nashville’s vibrant music scene is still a trait that earns notice, but these days it’s not just country music that’s thriving in Nashville; Music City’s burgeoning pop scene recently led The Atlantic to dub Nashville the “Silicon Valley of the music business.” The publication cited Nashville’s transformation from “country music outpost” to a major player in the world of commercial music. And with venues like The Bluebird Cafe, 3rd and Lindsley and The Station Inn, it’s not surprising that last year Rolling Stone magazine declared that Music City has the “Best Music Scene” in the country. But Nashville is so much more than the media darling of the moment; many thriving industries have a long history here. Bridgestone, HCA, BMI, Thomas Nelson Publishing, LP (Louisiana-Pacific) and Dollar General all have corporate offices in Nashville — a testament to the strong business foundations and economic growth here. R = Reward schools. Reward schools are made up of the top 5 percent of schools in the state for performance—as measured by overall student achievement levels—and the top 5 percent for year-over-year progress—as measured by gains in student achievement. These 10 percent of schools receive recognition for their success under the accountability system. P = Priority schools. Priority schools are in the bottom 5 percent of overall performance across tested grades and subjects. These schools will receive one of four types of supports: • Placement in the state-run Achievement School District • Turnaround under the governance of a district-led Innovation Zone • Turnaround through one of the federal School Improvement Grant plans, subject to state approval • District-led school improvement planning processes, subject to direct ASD intervention in the absence of improved results. F = Focus schools. Focus schools are the 10 percent of schools across the state with the largest achievement gaps between groups of students. This designation does not indicate low achievement levels. Homes for the Holidays tour offers holiday decorating inspiration

o you need some ideas and inspiration to get your home decked out for the holidays? The Homes for the Holidays tour in Brentwood, set for Dec. 6-8, is the perfect way to find stunning decorating ideas to make your home a holiday wonderland. The second annual event, which benefits the work of the Literacy Council of Williamson County, will feature four Brentwood homes decorated by some of the area’s premier designers. “Last year’s inaugural event surpassed all of our initial expectations with over 1,500 people touring the homes,” says Barbara Nowak, co-chair of the tour. “We are eager to see what the designers have in store for us this year.” Designers Rhonda Perry, owner of RDP Design, and Gail Adkins, owner of Change Magic Interior Redesign (with a little help from assistant Casey Johnson) are working together on

decorations for the home of Michael and Stayce Clark in Windstone. Perry says she approaches a holiday design the same as any other decorating project. “I visit the home and get the feel of what the client likes,” says Perry. “I take photos and inventory their holiday décor, then study the photos I’ve taken. The décor ideas just start coming.” According to Adkins, a big part of any holiday decorating project is listening to the homeowners to discuss their likes and dislikes, as well as their general needs during the season. “We discuss holiday entertainment plans, the possibility of stay-over houseguests, holiday traditions and anything else that will help me understand her holiday needs,” says Adkins. “We inventory the existing décor together, take photos and discuss options.” > > TOUR, PAGE 53

Measured growth, eye toward the SUMNER future are part of Sumner’s appeal

ith one of the best high schools in the state, a new mass transit plan in the works, a growing health-care infrastructure and a wealth of recreational opportunities, Sumner County has plenty to brag about. This area just northeast of Nashville offers a quality of life that many new-home buyers find attractive. Residents here enjoy the hometown feel of cities like Gallatin and Hendersonville but appreciate the nearby big-city perks of Nashville. EDUCATION

The county’s largest city, Hendersonville, is home to Merrol Hyde Magnet School, named the third best high school in Tennessee in U.S. News & World Report’s most recent ranking of America’s Best High Schools. Gallatin (the county seat) is home to Volunteer State Community College, a public two-year college that offers associate degrees, certificates and continuing education opportunities. With more than 70 academic programs and classes offered on site and online, Vol State is an educational and economic asset to Sumner County and the entire region. HEALTH CARE Sumner County is home to three medical facilities: Hendersonville Medical Center, Sumner Regional Medical Center in Gallatin and Northcrest Medical Center in Springfield. Sumner Regional opened a new dedicated pediatric unit in late

2011, and Hendersonville Medical Center recently kicked off a $32-million expansion that includes a neonatal ICU. HMC is also accredited to assess and treat chest pain and joint problems. RECREATION The Gallatin area is a sportsman’s paradise; fishing and boating opportunities abound along the county’s many miles of shoreline on Old Hickory Lake, as do lakefront homes. The Gallatin Civic Center has a double gym, indoor pool and racquetball courts. Dog owners can let their pets run free at Triple Creek Park in Gallatin. Hendersonville has an extensive system of greenway biking and walking trails with plans to expand its bike trail system. Several golf courses dot the county, including Country Hills Golf Course and Bluegrass Yacht & Country Club (both in Hendersonville), and The Club at Fairvue Plantation and Long Hollow Golf Course (both in Gallatin). GROWTH The Gallatin City Council has given the green light to a first-of-its-kind community in the area: a transit-ready development. Greensboro North will be a mixed-use community built to offer ready access to Metro Nashville’s regional transportation system, which includes plans for a northeast corridor transit line stretching from Gallatin to East Nashville. Initial plans for the community include a bus rapid transit system with a later transition to light rail. Through careful planning and sustained economic growth, Sumner County continues to build on its existing assets, which helps it attract more workers, more residents and more business. It’s easy to see why home buyers and builders find this an appealing place to live, work, play and do business.

Residents are required to bring their vehicles, a current registration or title and a $10 testing fee (cash only, no bills larger than $20) to the Sumner County testing station, located just off Highway 31E/Nashville Pike at 951 Grassland Place. Along with its healthy business climate, Williamson County can also boast about its healthy residents. Based on the area’s health behaviors, social and economic factors, and other criteria, the Robert Wood Johnson Foundation named Williamson the healthiest county in Tennessee for 2012. The county also scores big in education. In addition to having the highest graduation rate in the state, Williamson County also has four schools listed among the top high schools in the country, according to Newsweek magazine’s annual report. Brentwood, Ravenwood, Franklin and Page high schools were named to the publication’s 2012 list of America’s Best High Schools. Small-town charm, a healthy economic climate and a solid education system — if you’re looking for good country living in a growing and thriving community, Williamson County could be just the place.

t’s hard not to love Williamson County. Franklin, the county seat, is the quintessential Southern town set among scenic rolling hills, and the city has a thriving downtown district and quaint city square — traits that no doubt played a part in the city earning the Great American Main Street Award. Driver’s License The Williamson County Driver’s License Station is located at 3830 Carothers Parkway in Franklin. Hours are 7 a.m.-5:30 p.m. Tuesday-Friday, with the exception of the second Wednesday of each month, when the station opens at 8 a.m. For information, call 790-5515. Williamson County residents do not have to apply for or renew their driver’s licenses at this station. Tennessee residents may apply for a driver’s license at any driver’s license testing station, not just the one in the county in which they live.

Vehicle Registration, Emissions Testing Before a vehicle can be registered in Williamson County, it must first pass an emissions test. Residents are required to bring their vehicles, a current registration or title and a $10 testing fee (cash only, no bills larger than $20) to the Williamson County Emissions Testing Center, located at 1005 Merylinger Court in Franklin. The center is open 7 a.m.-6 p.m. Monday-Tuesday, 7 a.m.-5 p.m. Wednesday-Friday and 8 a.m.-1 p.m. Saturdays. Registration and Tags Williamson County residents are required to register their vehicles through the Williamson County Clerk of Court. Applicants must present the following: a valid emissions test certificate, current registration or car title or the name and address of the lien holder; funds to pay for the tag and the county wheel tax. Renewal notices are mailed by the Tennessee Department of Safety and can be processed by mail. Light rail system, new schools attract WILSON business leaders, residents, visitors

ight rail, support for schools and a well-trained workforce are all factors that equal growth in a community. And that growth is good for the businesses and residents who call Wilson County home. Located just east of Nashville, the county also has numerous parks, job opportunities, recreational pursuits and a thriving health-care infrastructure.

EDUCATION A good educational system is a desirable trait in any community, and Wilson County has been making strides in building and upgrading the county’s schools. The county commission approved a $63-million school building plan that includes a new high school in Watertown and expansions at West Wilson Middle School and West and Rutland elementary schools. The brand-new Winfree Bryant Middle School is now open, as is the all-new 300,000-square-foot Lebanon High School. Add to that the new Mt. Juliet High School that opened in 2008, and it’s clear county leaders are focused on supporting education. That solid educational system provides county businesses with a well-trained workforce, which in turn attracts more business leaders and amenities to the community. Lebanon is also home to Cumberland University, a private fouryear liberal arts university established in 1842. HEALTH CARE Wilson County is an up-andcoming leader in the health-care arena. University Medical Center, a 245-bed hospital set on two campuses, completed a $26-million expansion in 2009 that included a four-story patient tower with 60 private rooms. UMC has also expanded to Mt.

Juliet with Providence West Medical Center, located just off Interstate 40 across from Providence MarketPlace. The facility has one tenant space remaining. In addition to the services provided by UMC, Wilson County is also home to a pair of heart clinics (one operated by Vanderbilt Medical Center and the other by Saint Thomas Hospital) and Summit Convenient Care & Imaging (operated by TriStar’s Summit Medical Center). RIDING THE RAILS Wilson County is also attractive because of its connection to downtown Nashville via the rail service of the Music City Star. Opportunities for mass transit are at a premium in Middle Tennessee, so the convenience of rail transportation for commuters is a big plus. The line stretches from downtown Lebanon to Riverfront Park in Nashville, with stops in between at Martha, Mt. Juliet, Hermitage and Donelson. In a bold move toward supporting mass transit, builders recently broke ground in Lebanon on Middle Tennessee’s first transit-oriented housing development, Hamilton Springs. Ready to plant your first garden?

New-home buyers, relax. Figuring out what to put in your first garden may be as easy as peering over your neighbor’s fence.

here are few milestones in life as satisfying as buying your first home. Owning property creates a feeling of accomplishment, and decorating it with one’s personal style is exhilarating. Yet the same buyer who wouldn’t blink at painting their home in bold colors is often hesitant to fiddle with a yard. “If there’s a tree in the garden that they can’t stand, they totally freeze up,” notes Katherine Whiteside, author of several gardening books and a gardening columnist for House Beautiful magazine. “People make changes on the inside all the time, but if it’s outside it feels a little more daunting.” Don’t panic if your new home comes with a garden that is mysterious and strange. And if the house doesn’t have a garden, don’t be too intimidated to start one. Either way, there are plenty of strategies for getting up to speed. “You learn so much by looking at other people’s gardens and public gardens around you, which saves a lot of heartache in the long run,” says Nicola Ferguson, author of Right Plant, Right Place (Fireside/Simon & Schuster, 2005). “Take lots of notes. Take photos, too.” Those who acquire an existing garden when they purchase a home should wait a full cycle of seasons before making changes, Ferguson adds. “Take it slowly, because novice gardeners really don’t know what they like and what they don’t, and you don’t want to have to replace those mature specimens that take years to grow because you ripped them out thinking they were boring.” Also, if something’s thriving, resist the urge to pull it up even if it doesn’t initially knock your socks off, Ferguson cautions. “If it’s doing well, it’s doing well for a reason, and whatever you’re thinking of replacing it with may not thrive as well under the same conditions,” she says. Find out, too, what chemicals have been used on the lawn and garden, says Gayla Trail, author of You Grow Girl, (Fire-

side, 2005). That’s useful whether or not you plan to continue using those chemicals. Even organic gardeners need to know what’s been applied in the past. It’s also a good idea to try to find out the history of the land, Trail says. “Ask if the soil’s been tested for pollutants, because you don’t know what the land was used for before there was a house there, and especially in the city, lots turn over quite a bit,” she says. If something comes up and you don’t know what it is, look it up in a book or ask a neighbor, Trail suggests. “Neighbors will probably have the same sorts of weeds you do and can tell you if it’s just a weed or something you want to keep,” she says. Barring that, you can always take a sample to a garden center, says Stacey Leon, a certified nursery professional and sales associate in the perennial department at Hicks Nurseries in Long Island, N.Y. A certified professional ought to be able to identify the mystery plant, she says. They also should be able to tell you how to maintain it, such as the best time to prune, and which fertilizers to use. If you’re starting a garden from scratch, your first order of business is to find out what kind of soil you have. Once you know whether your soil is acidic or alkaline, or has, say, lots of clay, you can choose plants that do well in that kind of soil. Trail prefers to arrange plants in various configurations while they’re still in the pots. That’s a good way to get a reasonable preview of how they’ll look in the ground. One caveat, though: Newly purchased plants usually aren’t mature, so leave plenty of room to make way for additional spread and height. It’s hard work, but it’s worth it. Once you get comfortable with it, gardening is very rewarding, Trail says. Even veteran gardeners are always discovering something new. “It’s a lifelong learning process,” she says. “It never stops.”

Hours are 7 a.m.-5:30 p.m.Tuesday-Friday, with the exception of the second Wednesday of each month, when the station opens at 8 a.m. For information, call 898-8036. Vehicle Registration Emissions Testing Before a vehicle can be registered in Rutherford County, it must first pass an emissions test. Residents are required to bring their vehicles, a current registration or title and a $10 testing fee (cash only, no bills larger than $20) to one of two Rutherford County inspection stations: Murfreesboro: 1211 Salem Park Court Hours: 7 a.m.-6 p.m. Monday andTuesday, 7 a.m.-5 p.m. Wednesday - Friday and 8 a.m.-1 p.m. Saturday.
