eed help navigating the alphabet soup of terms and phrases related to mortgage lending? We’ve put together a primer on some terms you’ll need to know as you work through the mortgage process.

underwriter. The commitment remains as long as the borrower still meets the qualification requirements at the time of purchase. This does not guaranty a loan until the property has passed inspections underwriting guidelines.

Appraisal: A document from a professional that gives an estimate of a property’s fair market value based on the sales of comparable homes in the area and the features of a property. An appraisal is generally required by a lender before loan approval to ensure the mortgage loan amount is not more than the value of the property.

Prequalify: A lender informally determines the maximum amount an individual is eligible to borrow. This is not a guaranty of a loan.

Debt-to-income ratio: A comparison or ratio of gross income to housing and nonhousing expenses. With the FHA, the monthly mortgage payment should be no more than 29 percent of monthly gross income (before taxes) and the mortgage payment combined with nonhousing debts should not exceed 41 percent of income. Loan origination fee: A charge by the lender to cover the administrative costs of making the mortgage. This charge is paid at the closing and varies with the lender and type of loan. A loan origination fee of 1 to 2 percent of the mortgage amount is common.

Private mortgage insurance (PMI): Insurance purchased by a buyer to protect the lender in the event of default. The cost of mortgage insurance is usually added to the monthly payment. Mortgage insurance is generally maintained until more than 20 percent of the outstanding amount of the loan is paid or for a set period of time (seven years is normal). Mortgage insurance may be available through a government agency, such as the Federal Housing Administration (FHA) or the Veterans Administration (VA), or through private mortgage insurance companies. Title: A legal document establishing the right of ownership and is recorded to make it part of the public record. Also known as a deed. Title insurance: Insurance that protects the lender against any claims that arise from arguments about ownership of the property; also available for homebuyers. This insurance policy guarantees the accuracy of a title search protecting against errors. Most lenders require the buyer to purchase title insurance protecting the lender against loss in the event of a title defect. This charge is included in the closing costs. A policy that protects the buyer from title defects is known as an owner’s policy and requires an additional charge.

Net income: Your take-home pay, the amount of money that you receive in your paycheck after taxes and deductions. Points: A point is equal to 1 percent of the principal amount of your mortgage. For example, if you get a mortgage for $95,000, 1 point means you pay $950 to the lender. Lenders frequently charge points on both fixed-rate and adjustablerate mortgages in order to increase the yield on the mortgage and to cover loan closing costs. These points usually are collected at closing and may be paid by the borrower, by the home seller or may be split between them. Title search: A check of public records to be sure the seller is the recognized owner of the real estate and that ensure that there are no unsettled liens or other claims against the property.

Pack a first-day box Have each child pack a box of things (favorite toys, books or stuffed animals) that they will want the first day you move into your new home. Have the movers pack these boxes last so that you can easily access them when you arrive and begin unloading boxes. If you are moving a long distance, have each child pack some items in a bag to keep them entertained during the trip.

Help them feel at home Show your kids around parks and other attractions in your new community to help them feel excited about their new home. Plan ahead to get them enrolled in activities with other children so they can quickly make new friends. Explain to them that making new friends takes time and they shouldn’t feel discouraged if it doesn’t happen for them right away. Communicate with their teachers to see if there’s anything special you can do to help your children feel more comfortable at school. By doing the little things to help your children cope with the tough parts of moving, you’ll put them in a position to acclimate to their new home more quickly. f you’ve been waiting for the perfect time to buy a house, don’t wait any longer. For the last few years, we’ve been in a buyers market — a period marked by lower prices and plenty of home inventory. While conditions are still favorable for buyers, the market is starting to turn. According to Brian Laster, president of InfoSource, (a market research firm located in Franklin), last year was the most active period for new home starts since the beginning of the economic downturn. In fact, statistics from the National Association of Realtors show that total home sales in 2012 reached the highest level we’ve seen since 2007. Laster says new-home starts for the 10-county region in Middle Tennessee reached a record low of 5,420 in 2010, but housing starts are on the increase, with the same region reporting 7,179 starts in 2012. “That’s a 32% increase from the bottom,” says Laster. “Thirty-two percent is a positive sign of renewed demand.” That renewed demand means a smaller inventory of available homes. What does that mean for you? “This means more home buyers are competing for new homes thereby creating a moderate sellers market,” says Laster. And that means, if you’ve been waiting, it’s time to make a move. “Now is the time to buy,” says Laster. According to Lawrence Yun, chief economist for the National Association of Realtors, both home sales and home prices will continue to increase in 2013. And right now, even though inventory is down and prices are creeping up, mortgage rates are still at historic lows. According to mortgage lender Freddie Mac, the rate for a conventional 30-year fixed-rate mortgage reached a record low of 3.35 percent last December. And Laster says 15-year fixed-rate loans can be had for less than 3 percent. “I would counsel new-home buyers to purchase sooner rather than later. Do your homework regarding location and market availability and take advantage of the extremely low mortgage interest rates. Interest rates will eventually rise,” advises Laster. “Buy what you can afford. Remember you are looking for a home and quality of living more than an investment.”

Nashville: A modern-day boom town Nashville has long been known for its country music scene, but these days the city is getting national attention for more than just its tunes. National publications are taking note of everything Nashville, from food and fashion to music and more. Forbes magazine ranks Nashville third on its list of “Next Big Boom Towns.” The music scene was one factor that led to the city’s inclusion on the list; other criteria included job growth (both past and projected for the future), quality of life, fewer traffic tie-ups compared with other cities its size, affordable housing prices, a “pro-business environment” and a growing infrastructure. Forbes. com calls Nashville one of the “Best Places for Business and Careers,” and the city ranks 27th among “Cities on the Edge” (by Sperling’s Best Places) for its scores in categories such as sports, art, music, culture and cosmopolitan factors (like LEED certifications and population growth). While some may think of Nashville as a meat-and-three kind of town, the venerable New York Times knows that Nashville has so much more up its culinary sleeve. A recent NYT article shined a spotlight on East Nashville cuisine. From the Farmer’s Market to food trucks to gourmet popsicles at Las Paletas, Nashville’s hip food scene is evidence of a diverse culture, which in turn attracts residents from all walks of life and supports an eclectic mix of businesses. Readers of Travel + Leisure have also noticed Nashville’s taste for good food, voting the city #16 among the “Best U.S. Cities for Foodies.” The city also earned a nod recently from GQ magazine, with an eight-page spread touting Music City’s influence in music, small business, food and fashion. Nashville’s vibrant music scene is still a trait that earns notice, but these days it’s not just country music that’s thriving in Nashville; Music City’s burgeoning pop scene recently led The Atlantic to dub Nashville the “Silicon Valley of the music business.” The publication cited Nashville’s transformation from “country music outpost” to a major player in the world of commercial music. And with venues like The Bluebird Cafe, 3rd and Lindsley and The Station Inn, it’s not surprising that last year Rolling Stone magazine declared that Music City has the “Best Music Scene” in the country. But Nashville is so much more than the media darling of the moment; many thriving industries have a long history here. Bridgestone, HCA, BMI, Thomas Nelson Publishing, LP (Louisiana-Pacific) and Dollar General all have corporate offices in Nashville — a testament to the strong business foundations and economic growth here. Measured growth, eye toward the future are part of Sumner’s appeal With one of the best high schools in the state, a new mass transit plan in the works, a growing health-care infrastructure and a wealth of recreational opportunities, Sumner County has plenty to brag about. This area just northeast of Nashville offers a quality of life that many new-home buyers find attractive. Hours are 7 a.m.-5 p.m. Wednesday-Friday, 7 a.m.-6 p.m. Monday-Tuesday and 8 a.m.-1 p.m. Saturday. Driver’s License The Williamson County Driver’s License Station is located at 3830 Carothers Parkway in Franklin. Hours are 7 a.m.-5:30 p.m. Tuesday-Friday, with the exception of the second Wednesday of each month, when the station opens at 8 a.m. For information, call 790-5515. Williamson County residents do not have to apply for or renew their driver’s licenses at this station. Tennessee residents may apply for a driver’s license at any driver’s license testing station, not just the one in the county in which they live.

Vehicle Registration, Emissions Testing Before a vehicle can be registered in Williamson County, it must first pass an emissions test. Residents are required to bring their vehicles, a current registration or title and a $10 testing fee (cash only, no bills larger than $20) to the Williamson County Emissions Testing Center, located at 1005 Merylinger Court in Franklin. The center is open 7 a.m.-6 p.m. Monday-Tuesday, 7 a.m.-5 p.m. Wednesday-Friday and 8 a.m.-1 p.m. Saturdays. Registration and Tags Williamson County residents are required to register their vehicles through the Williamson County Clerk of Court. Applicants must present the following: a valid emissions test certificate, current registration or car title or the name and address of the lien holder; funds to pay for the tag and the county wheel tax. Renewal notices are mailed by the Tennessee Department of Safety and can be processed by mail.
