he Société des Téléphériques de la Grande Motte (STGM) at the ski resort of Tignes, in the Rhône-Alpes region of France, has replaced its existing analogue system with Sepura STP8000 hand-portable radios and SRG3900 vehicle-mounted terminals. The contract was secured by Sysoco, Sepura’s partner in France.

LTE PILOT IN JORDAN Thales is to implement a LTE pilot in Jordan for the Jordan Armed Forces public security and safety agencies. Integrated with the existing TETRA technology, the pilot aims to be in operation by the end of the year. The programme is designed to demonstrate the capability of NEXIUM Wireless, Thales’s mission-critical LTE solution. The agencies in Jordan will be equipped with TeSquad,

Thales’s new LTE Push-To-Talk smartphone designed to deliver mission-critical voice over LTE and high-speed data group services. Using existing sites and investments that the Jordan Armed Forces and Public Security Agencies have put in place, Thales is looking to transform the existing TETRA network into a broadband network covering the security forces’ existing and future needs. n

Peter has been involved in the TETRA industry since 1996. iciorgros is launching its TTS-2000 complete TETRA Site Survey test device that measures the RSSI field strength of the main TETRA carrier and all reported neighbour cells. The data is stored as a –dBm value together with the location coordinates, Bit Error rate, antenna gain or attenuation value, and the RSSI

values from the neighbour cells. As main control graphical user interface, an Apple Mini iPad that can be installed on the car windshield is used for measuring, configuration, parameter setting and device calibration. Once the measuring process is completed, the csv-based data can be sent over a WiFi or GSM

network. The Google Maps-based PC application viewer can show the data as a graphical coverage overview, or the user can process it within Excel. Conditions such as inactive base station can be simulated, and –dBm level set, to check a network in extreme conditions. Test out the claims on Stand D409. n

ohill and Huawei have announced a partnership aimed at combining their individual strengths in LTE and TETRA. The companies are undertaking a joint development programme to provide mobile broadband solutions for the mission and business critical communications market. With the growing number of public and private LTE networks globally, Rohill and Huawei see an increasing customer demand for mobile broadband networks that integrate with existing TETRA networks in order to provide TETRA functionalities on top of LTE. The LTE/TETRA

solution demonstrated at Critical Communications World is first step in executing a longer term strategy of LTE/TETRA integration and standardisation to enable end users to make full use of data capabilities offered by LTE. Rohill and Huawei have said they will develop solutions that can be deployed on generic 3GPP defined frequency bands, but also in other low and high frequency bands to satisfy specific coverage and capacity requirements. aunched at last year’s Critical Communications World, TRACES from Motorola Solutions allows public safety network operators to collect, visualise and evaluate real-time data from mission-critical TETRA networks allowing them to view usage patterns and quickly identify and react to coverage black spots, thereby maintaining a stable network at all times for users in the field. John Adams, Head of Radio Services for London’s Metropolitan Police Service, was the key driver behind the development of the concept. John presented at this year’s Critical Communications World on how to reduce the cost of ownership of TETRA radios. “TRACES was the result of a piece of collaborative working,” said John. “We had a requirement, and by working together with our suppliers, we arrived at a solution.” The requirement was triggered by having to send an engineer to sort out reported coverage issues, but when the engineer arrived the problem could not be replicated.

“WE HAD A REQUIREMENT, AND BY WORKING TOGETHER WITH OUR SUPPLIERS, WE ARRIVED AT A SOLUTION.” London is a continually changing environment, with buildings being erected and taken down, so the network needs to be continually optimised. What was needed was a way to see what the radio was experiencing at the time of the issue, and that’s what TRACES was developed to achieve. “With the TRACES software, no engineering survey is required. We have loaded TRACES on to 46,000 terminals, which is the majority of those in use. We can see the problem, see the corrective actions required, and address the issue remotely. TRACES has saved me more than 20,000 man hours over the last year.” n

12 MONTHS TO SECURE HARMONISED SPECTRUM FOR PPDR IN EUROPE?

T

oday there is dedicated spectrum for PPDR use, but as the critical communications world moves towards a broadband future, what news of dedicated spectrum for LTE-based data services in Europe? Around the world, decisions are being made. 700 MHz is already used for LTE broadband services by the PPDR sector in the United States. At Motorola’s round table this week on the future of public safety in EMEA, Todd Early from the Public Safety Communications Service for the Texas Department of Public Safety gave a presentation on how the US is deploying LTE for public safety. On Wednesday the UAE Telecommunications Regulatory Authority (TRA) announced its band plan for 700MHz, with the possibility for additional 2 x 10MHz for more spectral efficiency and for PPDR applications. 5MHz has also been considered for direct mode operation to cater for the same purpose.

South America has committed to 400MHz in advance of the major events planned there, including the 2016 Olympic Games. Australia has 800MHz, China is looking at 1.4GHz. In Europe, the need for at least 2x10MHz of LTE spectrum from within the 700MHz band has been identified. The ITU-R, under the UN, invites nations every three to four years to the World Radiocommunication Conferences (WRC). It is the aim of the WRC to review and revise the Radio Regulations (RR), an international treaty laying out the use of the radio-frequency spectrum for terrestrial, orbital and maritime services. Revisions are made on the basis of an agenda agreed at the previous WRC. The change of status of the 700MHz band in ITU-R Region 1 (Europe, Middle East and Africa) from Broadcasting to Mobile was taken at the WRC12. The next WRC is in November 2015 – so the Emergency Services and their

users effectively have a 12 month window of opportunity to make themselves and their broadband requirements heard, to influence the politicians, the national regulators and economists, so that the new mobile status of this band will result in national plans to allocate sufficient spectrum for broadband PPDR use. The TCCA is leading this lobbying activity through its Critical Communications Broadband Group (CCBG). Specific responsibility for spectrum activities lies with Jeppe Jepsen, the TCCA’s Director of Broadband Spectrum. n

REPORT GIVES ALTERNATIVE TO ESTIMATED €5 BILLION COST OF PPDR SPECTRUM IN EUROPE

A

report commissioned from LS telcom by Solaris Mobile that compares the performance of 700MHz and 2GHz networks for PPDR services concludes that an integrated terrestrial-satellite network, using 2 GHz S-Band spectrum for mobile broadband represents

a cost effective solution for the PPDR sector across Europe. The report makes a direct comparison between the performance of an expanded 700MHz network and that of a 2GHz terrestrial-satellite hybrid network operating in Greater London.

Northamptonshire Police in the UK have chosen Sepura’s SRH3900 terminals to replace all 2,000 of their existing handsets, along with associated accessories, in a two-phase implementation programme that will conclude in September 2013.

LS telcom found that “the Solaris 2GHz network [is] able to deliver and exceed the stated PPDR community data requirements and provide good indoor coverage at a cost per bit that is substantially lower than the use of a 700 MHz network in the same area.” A 700MHz network covering Greater London was estimated to cost €3.5 million NPV/Mbps compared to €1.9 million NPV/ Mbps for a terrestrial-satellite network operating in S-Band. The report also raises concerns about the practicality of expanding 700MHz spectrum

for the exclusive use of critical communications users. The conclusions noted that 700MHz spectrum is unlikely to become available for mobile usage until at least 2018 and more likely 2020; there is no guarantee that, once 700MHz spectrum is released, it would automatically be made available for PPDR services; and the opportunity cost to Europe of providing 2 x10 MHz for PPDR services in the 700 MHz band is estimated to be €5 billion. report from the Swedish Transport Administration (Trafikverket), TRV 2013/13976 states that there is a need for a solution to prevent unwanted emission from the 3G and 4G public network along

railway tracks. The rollout of GSM-R in Europe is finalised in the Nordic countries, Germany, Belgium, The Netherlands and Italy. The Swedish Transport Administration is currently

evaluating two suppliers. The requirement on the filter is extremely high, and requires ceramic filters. It is also stated that a decision must be taken very soon either to install switchable filters or

MS Research now part of IHS Inc. (NYSE:IHS) has been tracking the market for a number of mobile radio infrastructure components for a number of years, but has published its first report dedicated to examining the infrastructure and system industry as a whole. The study examined the all the major LMR technologies including TETRA, P25 and DMR and found that the market for LMR equipment, installation and integration services was worth $2.6 billion in 2012 and is forecast to grow significantly over the coming years. With the migration to digital gathering pace, this is an interesting time in the LMR industry especially for those providing infrastructure equipment and services. More users are looking for new digital LMR systems and with an increasing range of digital LMR technologies available at

a variety of price points, end users now have more choice than ever before. Additionally as more than 80% of the worldwide LMR installed base are still using analogue and this represents a significant opportunity for suppliers of digital LMR technologies. Suppliers of TETRA infrastructure are well positioned to take advantage of the analogue user base wishing to migrate to digital. As TETRA is a mature technology and has been tried and tested around the world by a wide variety of user groups, users feel confident in selecting it for their critical communications. Although the nationwide public safety networks are now mostly complete in Europe, there is some residual activity forecast for the completion of the German and Norwegian networks in the next couple of years and TETRA has been seeing increased acceptance in vertical markets

In the next five years it is predicted that it will be smaller networks for sectors such as transportation and utilities, will be the most prevalent and drive TETRA’s continued growth.
