Hurricane Ike Hits Texas Disaster Assistance Gears Up Hurricane Ike came ashore September 13, 2008, and the Category 2 storm left $27 billion in damages to U.S. coastal areas. Homeowners and businesses in many Texas counties are trying to recover from the third costliest U.S. hurricane of all time. The American Dental Association Foundation (ADAF) provides a small measure of immediate financial assistance to needy eligible beneficiaries who are victims of a disaster (a sudden occurrence which inflicts widespread catastrophic damage to a large geographic area and/or which generally affects a large number of individuals). Disasters can be both natural and caused by human conduct. Examples include civil disorders, explosions, fires, tornadoes, earthquakes, floods, tidal waves, forest fires, and hurricanes. Your TDA disaster team staff provides application forms, affirms that the person applying is a dentist, and forwards the completed application to the ADAF for consideration. Once approved, an ADAF check is mailed directly to the applicant. If you need and have not yet applied for disaster grant assistance, please call your TDA at (512) 443-3675, and ask to speak to a TDA disaster team member.

TDA’s lead legislative consultant David Sibley, former Texas senator and an oral surgeon, presented an overview of the state’s political landscape and the November elections. TDA’s other legislative consultants, Ms. Nora Del Bosque and Ms. Susan Ross, provided additional comments. Dr. Black briefly described TDA’s legislative agenda and initiated a discussion of the Association’s proposed workforce legislation, which would implement a mandate from the 2008 TDA House of Delegates to clarify and modestly expand the authority of Texas dentists to delegate certain procedures to dental assistants. TDA is working with the Texas Academy of Pediatric Dentistry on the proposed legislation, which would also clarify continuing education requirements for dental assistants who hold certificates issued by the Texas State Board of Dental Examiners to perform certain procedures. During a roundtable discussion, participants outlined their entity’s activities, programs, and concerns, and identified opportunities to work together.

TDA Hosts Legislative Summit for Organized Dentistry On September 26, the Texas Dental Association’s Council on Legislative and Regulatory Affairs (CLRA) hosted representatives of dental specialty organizations and other dental stakeholders at a legislative summit to discuss next year’s Regular Session of the 81st Texas Legislature. The legislative session begins on January 13, 2009, and ends on June 1, 2009. Dental Health Care Projects: Dallas For the third year, the Alliance of Dallas County Dental Society was a $1,000 sponsor of the Children’s Oral Health Center’s 5K Smilewalk at White Rock Lake. There were seven members of the Alliance among the several hundred who walked the walk. In addition to the sponsorship, the total raised by the Alliance was $1,945. Cindy Ellis, president of the Alliance, and her husband Dr. Mike Ellis together raised $900. This center is merging with the Community Dental Care Clinics system and together will take care of many children in need of care. Other local contributions that the Alliance makes are to the Pediatric Clinic at Baylor, Community Dental Care, Dallas Heritage Village Dental Office, and nationally to the Smile Train that changes children’s lives by correcting their cleft palates. The Alliance also contributes to the Texas Mission of Mercy fund, the Memorial Fund, and the Silver Lining Fund. The Dental Health outreach has expanded to include dental health care kits for the elderly as well as toothbrushes to first through third graders in the Dallas area when they take the dental health puppet shows to the area schools.

TMOM Williamson County in Leander Great Success! Thank you to all of our volunteers at the TMOM Williamson County in Leander last month! More than 100 dentists and other dental professionals, plus more than 650 volunteers from the community helped make this multi-day TMOM a success! Almost 900 adults and children benefitted from the donated care, bringing the total to $4.7 million in charitable care through TDA Smiles Foundation (TDASF) TMOM events.

The patients who received the donated care were more than thankful. “When I smile, it (cracked tooth) shows and I was so selfconscious about that…I don’t have any insurance — I self pay. If I was to go to the dentist, it would cost a bunch. This helps me out a lot,” said Melissa Herrin. Another patient, Barbara Wyatt said the TMOM allows her to get help she wouldn’t be able to otherwise. “You have to find a place that will take Medicare or Medicaid — or just be willing to help you out … I don’t know when I’d be able to go to the dentist if it weren’t for this (event).” For more information on volunteering at a TMOM event, log on to tdasmiles.org.

Governor Appoints New TSBDE Member

On September 29, Governor Rick Perry announced the appointment of Mr. Jerry Romero of El Paso to serve as a public member of the Texas State Board of Dental Examiners (TSBDE). Mr. Romero is community development director for Wells Fargo Bank. He replaces Ms. Phyllis Stine of Abilene.

The weekend of Hurricane Ike, a 5-year old girl named Izzy Chartier and her family went shopping in Mansfield to stock up on groceries and movies for an “indoor camp-out.” Izzy tripped and went face first into a shopping cart wheel. She was briefly knocked out as blood came quickly from her nose and mouth. The doctors at the Methodist Medical Center emergency room recommended that she see a dentist because her gums and several teeth were badly damaged.

Gov. Perry previously announced the appointment of four other TSBDE members, including Dr. Maxwell D. Finn, an oral surgeon from Cedar Hill; Dr. Steven J. Austin, a general dentist from Amarillo; Ms. Alicia Grant, RDH, a dental hygienist from Richardson; and Mr. Arthur Trolio III, an attorney from Austin. Excerpt: Letter to the Editor Mansfield News-Mirror, September 19, 2008

The Chartiers called their pediatric dentist, TDA member Dr. Deborah Sullivan of Mansfield, who up until this time had delivered only routine cleanings for Izzy and her siblings. Even though it was after 10 p.m. on a Friday night, Dr. Sullivan met the family at her office. Mom says Dr. Sullivan’s kindness soothed Izzy immediately. She took several X-rays and prescribed pain meds and antibiotics. The family’s letter praised both Dr. Sullivan and the Methodist Mansfield Medical Center.


Dr. O. Z. Helmer Receives Humanitarian Award

Dr. O. Z. Helmer of Fort Worth recently received the Academy of General Dentistry’s “Humanitarian Award.”

Established in 1982, the award recognizes an individual for contributions of voluntary service in conjunction with a consistent commitment to enhance the image of general dentistry through continuous delivery of quality dental care and through consistent leadership in areas of civic involvement. He has volunteered his services for many of his own patients as well as for those in programs such as Texas Missions of Mercy, Dentists Who Care, and others. In December this year, he will provide dental care in Israel, and in March 2009, he plans to work in a Mayan village.

Question: What is the TDA Doing to Help with the Crisis Created by Hurricane Ike? Since the initial evacuations out of the affected areas, the TDA has worked around the clock and with authorities at every level to help displaced dentists and other dental professionals. We want to serve as a clearinghouse of information for our members and others from around the country who want to help in Texas. Thus far, our efforts have included: • •

Working closely with the ADA on federal issues and a unified effort through the ADA Foundation’s Disaster Response Fund, designated to ”assisting dentists and their families in need of food, clothing and shelter”; Coordinating with our local component societies to back-up their excellent, on-the-ground efforts- especially in the designated disaster areas which includes 20 counties surrounding the cities Houston, Galveston, and Beaumont; Developing an online system to help local efforts; and Updating our website (tda.org) and cataloging efforts across the state to keep TDA members informed.

We remain very cognizant that the rebuilding from Hurricane Ike will last several months and it is important for us to be able to help not only today but over the long term. For this reason, the TDA is working with all the dentists and component societies who are on the ‘front lines’ to ensure that the right assistance is being delivered in the right place and at the right time. We continue to welcome any thoughts on how else we can be of assistance in this critical time.

15th District Delegation Prepares for ADA Annual Session Many important issues affecting the future of dentistry will be front and center at the 149th Annual Session of the American Dental Association (ADA) when the 2008 House of Delegates convenes in San Antonio on October 16-19, 2008. To that end, the 15th District (Texas) Delegation to the ADA met in Dallas on Sunday, September 21 to study the emerging issues and prepare for the proposed resolutions that will be debated in this year’s House. We are all very excited for San Antonio and Texas to host the ADA, and most fittingly, install our own Dr. John S. Findley as ADA president! At our meeting in Dallas, I briefed our delegation on the national search for the new ADA Executive Director, in which the goal is to have several candidates presented to the ADA Board by the end of the year. After assuming his position as president of the Association, Dr. Findley will serve as interim/acting ADA executive director and ADA president until at least January 2009. In addition, the following appointments were announced: •

A second installment of our 2008 strategic planning process was held, as well as discussions of logistics issues for the ADA Annual Session, and the key topics on the House of Delegates agenda, including the Community Dental Health Coordinator (CDHC) pilot program and the Academy of General Dentistry’s (AGD) “white paper” outlining the AGD’s opposition to the CDHC. The delegation also heard reports from the various members who serve on ADA Councils and Committees and discussed the various resolutions to be considered at the 2008 ADA House of Delegates. I’m confident the 15th District delegation will again provide distinguished and effective leadership in representing the best interests of the citizens and dentists of Texas at the 2008 Annual Session. We look forward to seeing all of you in San Antonio as we host our colleagues from around the country.

TDA Member Works on Cancer Detection Device From “Tribute to National Institutes of Health” Hon. Michael K. Simpson of Idaho in U.S. House of Representatives Researchers at The University of Texas Health Science Center at Houston can identify and quantify specific protein markers in human saliva to provide an early, non-invasive diagnosis of breast cancer. Lead researcher Dr. Charles Streckfus, a University of Texas Dental Branch at Houston professor of diagnostic sciences with an expertise in salivary function, collaborated with other researchers on a groundbreaking study showing how the onset of breast cancer produces a change in the normal type and amount of proteins in glandular secretions from the salivary glands. The protein profile in a healthy person is altered by the presence of cancer. The study is being applied to a “lab-on-a-chip” technology platform developed by biochemists at The University of Texas at Austin. The ultimate goal is to bring this type of diagnostic test, which is capable of detecting the presence of cancer before a tumor forms, into the dental office or other health care facilities. Dr. Streckfus is attempting to design a diagnostic device which may make it easier for a dentist to evaluate a patient’s saliva sample in a routine office visit without having to wait for laboratory work. His research and clinical trials have resulted in a method for pinpointing breast cancer with a simple saliva sample. The test, not yet approved by the Food and Drug Administration for marketing, would mean early treatment for women when the disease is most curable, he believes, and quickly would determine if the disease had returned after treatment. TSBDE Rule Update This recurring section is designed to help TDA members keep up with important Texas State Board of Dental Examiners (TSBDE) rules, other regulations, and state law aecting their practices. CLARIFICATION In the September 2008 “Rule Updateâ€? column, we told readers that dentists, dental hygienists, and dental assistants are not permitted to use “Occupational Health and Safety Administration (OSHA) coursesâ€? to fulďŹ ll part of their annual continuing education (CE) requirements. After a reader contacted TDA and questioned the accuracy of that statement, we raised the issue with sta at the Texas State Board of Dental Examiners (TSBDE). We learned that, EXCEPT for the annual OSHA update course, which is federally mandated for dental oďŹƒce employers or their designated agents, TSBDE will accept OSHA-related courses for CE purposes. To be eligible for credit, all CE courses must be endorsed by one of the approved providers listed under TSBDE Rule 104.2. Courses in cardiopulmonary resuscitation (CPR) and practice ďŹ nance may not be considered for CE requirements.
