This year, the TDA annual session featured more than 250 booths representing over 300 companies. The new and improved exhibit hall layout provided attendees with an opportunity for fast and easy shopping. The hall also featured an exclusive aisle for TDA Perks Partners and an exclusive aisle for the 3 Texas dental schools. Attendees had access to more than 95 clinicians and 200 sessions that provided educational opportunities for the entire dental team. Continuing education verification documents are available at texasmeeting.com. Non-member dentists from Texas had the opportunity to attend the TEXAS Meeting at a discounted registration fee, and 59 TDA non-members attended. The TDA Board of Directors and Council on Annual Session continue to support activities to increase TDA membership and to promote the value of the TEXAS Meeting each year. The support of the TDA leadership and President Dr David A. Duncan is invaluable to the work of the Council on Annual Session and the many volunteers. The 2014 host society, District 10, was a very important member of the planning and on-site facilitation team. Dr Matthew Steinberg and his team’s organizational skills and commitment were very much appreciated. Near year’s TEXAS Meeting is scheduled May 7-10, in San Antonio. Program information will be available in late summer and housing information will be available December 1 on texasmeeting.com.

TDA Election Results The House of Delegates convened at the 144th annual session of the Texas Dental Association in early May in San Antonio. The Texas Health and Human Services Commission (HHSC) administrative rules that govern parental accompaniment of children who receive Medicaid screenings, treatments, and Medical Transportation Program rides were fully implemented starting April 15, 2014. The new rules require a parent, guardian or another adult selected by the parent to accompany a child age 15 or younger while the child is getting a Medicaid service, including transportation services. “Another adult” may be a person who is enumerated in §32.001(a), Family Code, as a person who is authorized to make medical decisions for a child in the absence of a parent or guardian, but “another adult” cannot be a provider of Medicaid services or be employed by or affiliated with a provider of Medicaid services for which reimbursement is sought. As it pertains to medical transportation, •

The parent must tell HHSC the name of the adult who will go with the child to the medical/dental visit. The authorized adult cannot be the doctor or specialist providing the child’s Medicaid services, an employee of that Medicaid provider, or someone paid by that provider. The parent also can choose a backup adult in case the first adult chosen cannot go with the child.

Alliance of the TDA Attends Conference In New Mexico
The parent must fill out a Parent Authorization Form and send it in so HHSC will know which adult is authorized to go with the child. Parents and guardians may continue to use the Parent Authorization Form provided by HHSC to designate up to 2 adults who can go with their child to Medicaid visits. •
The adult who goes with the child must be present when the child is picked up, show a photo ID to the driver, and sign the driver log.
The Medical Transportation Form is available on the TDA’s Medicaid and CHIP Webpage under “Program Updates.” Dental offices will likely need to create their own form for authorized adults accompanying the child if the child is not utilizing the Medical Transportation Program. The form may be created by the office and must follow rule 1 Texas Administrative Code §354.1133 Parental Accompaniment Requirement. Keep a signed form in the patient’s chart. Crowns and Onlay As a reminder, effective for dates of service on or after January 1, 2014, all crowns and onlay restorations require prior authorization. The April 2014 release of the Texas Medicaid Provider Procedures Manual, Children’s Services Handbook, Subsection 4.2.16, “Restorative Services” has been updated to include this information. Note: This article applies to claims submitted to the Texas Medicaid and Healthcare Partnership (TMHP) for processing. For claims processed by a Medicaid managed care organization (MCO), providers must refer to the MCO for information about benefits, limitations, prior authorization, and reimbursement. For more information, call the TMHP Contact Center at 1-800925-9126. This is a follow up to an article titled “THSteps Dental Therapeutic Benefits to Change Effective January 1, 2014,” which was posted on the TMHP website at www.tmhp.com on December 20, 2013.
Medicaid: Informed Consent Required for Dental Check-Ups Although the Texas State Board of Dental Examiners rule governing informed consent — 22 Texas Administrative Code (TAC) §108.7 Minimum Standard of Care, General — requires a dentist to maintain written informed consent for all treatment plans and procedures where a reasonable possibility of complications from the planned treatment or procedure exists, Medicaid regulations go a step further. In addition to informed consent required prior to Medicaid treatment, Medicaid providers, including dentists, are mandated to obtain legally effective, written informed consent prior to the provision of a Texas Health Steps (ie, Medicaid) check-up or Texas Health Steps treatment (25 TAC §33.6 (b)). Alliance of the TDA (ATDA) members attended the Alliance of the ADA (AADA) Conference in Albuquerque, New Mexico, on April 3-5, 2014. Alliance members are dental spouses who actively participate in local, state, and national events that directly support or impact dentistry. The annual AADA conference helps members collaborate on dental health education projects, strengthen legislative relations with dentistry, and focus on the well-being of the dental family. Each year during the conference, AADA recognizes members with the Beulah K. Spencer Awards for their outstanding service to the organization, to their community, and to dentistry. This year, AADA honored Diane Bogan of Houston (wife of Dr Doug Bogan) with this prestigious honor. Mrs Bogan represented the ATDA as the liaison to the TDA Smiles Foundation for 6 years, served as ATDA president, volunteered for more than 23 Texas Mission of Mercy (TMOM) events, and she continues to work tirelessly as an office manager in her husband’s practice. President’s Post David McCarley, DDS, TDA President Congratulations to the TDA Council on Annual Session and the TDA staff for another successful meeting. I found the quality of the speakers and the exhibits to be exceptional and the meeting seemed to run seamlessly. This, by the way, is not an accident. Our annual session team works year round to provide our members with a Top-10 dental meeting. I had the opportunity, as many of you did, to meet with ADA President Dr Charles Norman. He was impressed by the quality and depth of our meeting. “What did he mean by depth?” I thought. Dr Norman felt that there was a real commitment to our profession and the public found deep within this meeting. He attended our House of Delegates and complimented the topics tackled and the in-depth discussions both in the House and Reference Committees that influence the path dentistry will take in Texas and the nation. It is no wonder why Texas sends so many leaders to the ADA and how well they are prepared to take on their leadership roles. I would like to thank TDA Speaker of the House Dr John Baucum for a well-run House. I always impressed the level of commitment in both the time and effort of our delegates, alternate delegates, officers, and past presidents as they not only carry out the duties of the House, but initiate new ideas that will guide us into the future. To this I say, “Thank you and good job!” I would also like to thank our TDA Perks Program. From insurance programs to dental supplies, TDA Perks is there for our members. These benefits make being a TDA member essential to be competitive in this new dental world. This is my first TDA Today post. SPOTLIGHT Jodi Danna, DDS Plano Jodi Danna, DDS, starts her day at 4:30 AM. She works from 6:30 AM until 6:00 PM some days as a general dentist, and then she goes home to another similarly challenging, if not more important, job as a mother. Dr Danna and her husband Pate Denton have 2 daughters, 18-year-old Mallory and 16-year-old McKenna. So much so, that between the Dr Danna and her daughters volunteer together 3 Danna-Denton girls, they have logged through the National Charity League. on average of 75 hours in charitable and community service through the National Charity League (NCL) per year. “It’s a good bonding time for us,” explains Dr Danna. “I work all day, so the time I spend with them is important. We get to do it together.” Mallory and McKenna joined NCL when they were in 7th grade. Mallory graduates high school this month and will attend the University of Alabama. She alone has performed 270 hours in community service since she became a member of NCL, which operates off of a blind draw of applicants from different schools and backgrounds. Dr Danna says the involvement gives her daughters an opportunity to meet people. “At first they don’t know anyone, and for a 7th grader, that can be hard. But this allows them to meet girls from other schools, private and public.” In addition to logging community and event hours each month, the girls meet monthly with a speaker on a topic of importance for young women like internet safety or self-defense. Dr Danna says it makes an impact, beginning at an early age. “It lets them know that community service is not what they have to do, it’s what they need to do. And, they get something out of it.”

Dr Danna performs all of her philanthropy with her daughters, and she says that they love to volunteer at the Susan G. Komen Race for the Cure and local nursing homes. Decorating the Christmas trees at Children’s Medical Center of Plano ranks at the top of their list as a favorite philanthropic event because the children are just so enchanted. “You should see the lights in their eyes. It’s worth every hour you’ve spent putting it together. It makes it all worth it.” Dr Danna graduated from Texas A&M University Baylor College of Dentistry in 1996. She has a private practice in general dentistry in Plano. Earlier this month, she served as a delegate at the TDA House of Delegates, and she is the current chair of the Council on Membership. Where did you grow up? I was born in New York and lived in New Jersey until I was 5. But I’ve lived in Austin ever since. What is one thing about you that might surprise people? I have a film and music publishing company, Mist & Nimbus, for my personal projects. A short narrative film, “In this Wood,” is almost complete; and my first single is available on iTunes and Amazon. I also like communicating information that’s helpful to TDA members in ways that can bring it to life like podcasts and videos. What is your educational background? I have a Bachelor of Arts in Journalism and Bachelor of Arts in Government from The University of Texas at Austin. Hook ‘em! Why did you decide to come to the Texas Dental Association? Back in 1998, I was working as an administrative assistant at UT Austin. I saw an opening at TDA for a Program Coordinator. It required just the skills set I had — and wanted to further develop.

Question: Do I need to take a patient’s blood pressure or pulse measurement every time the patient has an appointment at my dental office?
A
Answer: The initial limited physical examination should include, but shall not necessarily be limited to, blood pressure, and pulse/heart rate as may be indicated for each patient. The Texas State Board of Dental Examiners has determined that the minimum standard of care requires the recording of at least an initial baseline blood pressure/pulse reading during the initial limited physical examination of a dental patient. The dental practitioner should also record blood pressure and pulse heart rate as indicated for invasive procedures and as required by Board rules regarding procedures involving sedation and anesthesia. If the dental practitioner is unable to obtain a patient’s vital signs, the dental practitioner must document in the patient’s record an acceptable reason why the attempt to obtain vital signs was unsuccessful. Also, please note that blood pressure and pulse measurement need not be taken on a patient that is twelve (12) years of age or younger unless there is a specific medical need.
