While Pakistan received vaccines from China, it has reported nearly a million infections, and about 20,000 deaths due to Covid. As the disengagement process between Indian and Chinese troops in Ladakh appears to have stalled, India will have to factor in not just a two-front war, but one with a possibility of use of biological weapons against it. The WHO in its investigative report ‘ Origins of SARS-CoV-2’ states that the seafood market in Wuhan City was the source of this Coronavirus outbreak or played a role in the initial amplification of the outbreak. Dr Tedros said, “The team has confirmed that there was widespread contamination with SARS-CoV-2 in the Huanan market in Wuhan but could not determine the source of this contamination.” Interestingly, in a research paper brought out in Feb 2020, two researchers at the South China University of Technology had a different opinion to the theory floated by the Chinese Government and WHO on the Huanan seafood market. According to these Chinese researchers, “The bats carrying CoV ZC45 were originally found in Yunnan or Zhejiang June 30, 2021

province, both more than 900-km away from the seafood market. Bats are normally found to live in caves and trees. But the seafood market is in a densely populated district of Wuhan, a city of over 15 million people. The probability was very low for the bats to fly to the market. According to municipal reports and the testimonies of 59 people, the bat was never a food source in the city, and no bat was traded in the market … We screened the area around the seafood market and identified two labs conducting research on bat coronavirus. Within 280 meters from the market, there was the Wuhan Center for Disease Control & Prevention (WHCDC). WHCDC hosted animals in labs for research purposes, one of which was specialized in pathogens collection and identification. In one of their studies, 155 bats … were captured in Hubei province, and the other 450 bats were captured in Zhejiang province. The expert in the collection was … broadcasted for collecting viruses on nationwide newspapers and websites in 2017 and 2019. He described that he was once attacked by bats … so he quarantined himself for 14 days. Surgery was performed on the caged animals and the tissue samples were collected for DNA and RNA extraction and sequencing. The tissue samples and contaminated trashes were sources of pathogens. They

were only 280 meters from the seafood market. The WHCDC was also adjacent to the Union Hospital where the first group of doctors was infected during this epidemic. It is plausible that the virus leaked and some of them contaminated the initial patients, though solid proofs are needed in a future study. The second lab was 12-km from the seafood market and belonged to WIV. This lab reported that the Chinese horseshoe bats were natural reservoirs for the SARS-CoV which caused the 20022003 pandemic. The principal investigator [Dr Zhengli] participated in a project which generated a chimeric virus using the SARSCoV reverse genetics system and reported the potential for human emergence. Direct speculation was that SARS-CoV or its derivative might leak from the lab. In summary, somebody was entangled with the evolution of the 2019-nCoV coronavirus … the killer coronavirus probably originated from a lab in Wuhan. Safety levels may need to be reinforced in high-risk biohazardous laboratories.” The Chinese government censored the research paper of the Chinese researchers Botao Xiao and Lei Xiao. In fact, the research paper has since disappeared from the international scholarly data base Research Gate, not the first such incident for texts from China. More robust global governance of biosafety and biosecurity is long overdue. Such a governance should include these three key areas:

1) a more effective ban on offensive BW programmes, 2) much improved prevention and preparation for bioterrorism, and 3) more transparent and routine surveillance of biological research labs (particularly P4 and P3 labs) in which scientists investigate the most dangerous pathogens such as the Ebola virus and the coronavirus.

All these criteria have been met by SARS-CoV-2. Its high rate of asymptomatic transmission makes the process of trying to control the virus extremely challenging. Its range and destructive power is unprecedented. SARS-CoV-2 not only meets but also surpasses the standards of a traditional bioweapon. Therefore, it should be defined as an Unrestricted Bioweapon. He escaped from all his troubles and came to Delhi, struggling and living with his sister. Gradually he became a dacoit but he was persuaded by his brother to join the Indian Army. His entire life has been summed up in his bio topic ‘Bhaag Milka Bhaag’ starring Farhan Akhtar and directed byRakeysh Omprakash Mehra. He did an enormously great job by personally meeting the star and taking the spirit of Milka Singh on-screen. As Milka Singh said he used to run six hours daily and fill a bucket with his sweat by squeezing it out from his vest. He would vomit and urinate blood, which is the reason why he is the champion of the nation. He would run every race as he is running the last race of his life. The actor took almost six to eight months to become like ‘The Legend Milka Singh’, to run, to get the body structure, to walk, to talk, to dance, to sit every single detail just like the mirror image of him. The turning point of his life – BIRO, made him leave being a dacoit, join the army and were the uniform. Alas he never found his first love back. Yet Biro has been shown in the film just like Milka experienced his dream. Biro’s Character was played be Sonam Kapoor and from

Later he married Nirmal Saini, a former captain of the Indian women's volleyball team in Ceylon in 1955. They married in 1962. They have three daughters and a son. In 1999, they adopted a seven-year-old Havildar Bikram Singh who lost his life in the Battle of Tiger Hill. This year he passed away on Saturday June 19, 2021, due to post COVID complication. After testing positive at May 19, he was being treated at the Post Graduate Institute of Medical Education & Research. Yet he was in home isolation at his residence in Chandigarh after revealing that he was showing no symptoms. Few days later on May 24 he was admitted to ICU on Mohali’s Fortis hospital due to COVID pneumonia. He died after five days his wife died on 13 June 2021. The entire nation mourns for another great lose. In his twitter handle Farhan shared a picture of them together and wrote, "Dear Milkha ji, A part of me is still refusing to accept that you are no more. Maybe it's the stubborn side I inherited from you...the side that when it sets its mind on something, just never gives up." He went onto express how the legendary sprinter touched everyone's lives with his hard work. Farhan continued, "And the truth is that you will always be alive. Because you were more than a large hearted, loving, warm, down to earth man. You represented an idea. You represented a dream. You represented (to use your own words) how hard work, honesty and determination can lift a person off his knees and get him to touch the sky. You have touched all our lives. For those who know you as a father and a friend, it was a blessing. For those who didn't as a constant source of inspiration and a reminder of humility in success. I love you with all my heart." As soon as the news came out other Bollywood celebrities wrote about him pouring love and tribute. Also, our PM Narendra Modi shared a picture of them together and wrote in his twitter handle, “In the passing away of Shri Milkha Singh Ji, we have lost a colossal sportsperson, who captured the nation’s imagination and had a special place in the hearts of countless Indians. His inspiring personality endeared himself to millions. Anguished by his passing away.” Also, in another tweet he said, “I had spoken to Shri Milkha Singh Ji P-08

just a few days ago. Little did I know that it would be our last conversation. Several budding athletes will derive strength from his life journey. My condolences to his family and many admirers all over the world.” His son golfer Jeev Milkha Singh lit the funeral pyre. Punjab Governor and Chandigarh Administrator V P Singh Badnore, Punjab Finance Minister Manpreet Singh Badal, and Haryana's Sports Minister Sandeep Singh were present in his funeral ceremony which was performed with state honors in Chandigarh. The Flying Sikh was given a gun salute.

The police gathering called him the Flying Sikh with honour by reversing their arms. Gun shots in air and a salute to the legend by the gathering. Milka Singh was an extraordinary sportsperson with innumerable achievements and made India proud every time he participates in games, winning medals. He won four gold medals from the Asian Games. He also won a gold in 1958 Commonwealth Games in Cardiff. Also, Milka Singh finished the race in a time 45.73 seconds.

Lakshadweep: Island’s shifting Legal Jurisdiction By Nishica Choudhary

Administrator Praful Patel has effected sweeping legal changes that threaten the cultural and socioeconomic identities of the people.Protests have erupted on the Lakshadweep Islands, a small union territory off the coast of Kerala, after the administrator, former BJP minister Praful Khoda Patel, issued sweeping legal diktats that threaten the sociocultural and religious identities and practices of the people, the sensitive ecology, and economy. Praful Khoda Patel, who took additional charge as Administrator, Lakshadweep, in December last year, is in the news for having introduced a slew of draft legislation that will have a wide-ranging impact on the islands: June 30, 2021

1. The Lakshadweep Animal Preservation Regulation, 2021; 2. The Prevention of Anti-Social Activities Regulation (PASA); 3. The Lakshadweep Panchayat Regulation, 2021 and 4. Lakshadweep Development Authority Regulation 2021.

Addressing the media in the face of widespread criticism of these measures, Mr. Patel says he intends to develop Lakshadweep like neighbouring Maldives, “a renowned international tourist destination”. Adding to this, the Collector of Lakshadweep says, it was only in 2017 that the Centre constituted the Island Development Agency under the Home Minister for the development of the islands. P-09

About Lakshadweep Islands

India’s smallest Union Territory, Lakshadweep is an archipelago consisting of 36 islands with an area of 32 sq. km. It is directly under the control of the Centre through an administrator. The Capital is Kavaratti and it is also the principal town of the UT. Pitti island, which is uninhabited, has a bird sanctuary. There are three main group of islands: Amindivi Islands Laccadive Islands Minicoy Island.

Amindivi Islands are the northernmost while Minicoy island is the southernmost. All are tiny islands of coral origin (Atoll) and are surrounded by fringing reefs. Its 70,000-strong population is preP-10

dominantly Muslim and although the people have strong ties with Kerala, they have a distinct social and cultural identity. The archipelago’s administrator has traditionally been drawn from the bureaucracy. Patel is the first politician to be appointed to the post. Patel is also administrator of the union territories of Dadra & Nagar Haveli and Daman & Diu. The policies he adopted there, which are similar to the ones he has introduced in Lakshadweep, have allegedly benefited lobbies close to him while ignoring local residents. Locals fear this will be the case in Lakshadweep too.

Specifically rejecting the Maldives model, the plan for Lakshadweep required that the industry had to be peoplecentric and enrich the fragile coral ecology. However, PASA appears to be a sledgehammer to swat a fly given that Lakshadweep’s crime rate is the lowest in India. Locals fear that the motivation behind the preventive detention law is to choke off protests against the administration’s decisions.

And although the poverty line in terms of GDP is only slightly higher than the World Bank’s poverty threshold, Lakshadweep today has no poor people; they have a high calorific consumption from plentiful foods harvested from the lagoons and islands. Now imagine this on a much larger scale, to be more accurate, “the drainage system of the entire nation”. When getting clogged, a scavenger needs to go inside a manhole in a street, risking his life among the foul smell and poisonous gases to get it functioning again and he does this with his bare hands and a metal bucket. It's a heart-wrenching sight. Manual scavenging is defined as “the removal of human excrement from public streets and dry latrines, cleaning septic tanks, gutters and sewers using the most basic of tools such as buckets, brooms, and baskets”. Indian society’s deeply unequal social structure based on caste hierarchy and patriarchy forms the primitive reason. Moreover, the moral responsibility equally lies with the rich, middle and other influential classes who have been so immersed in their own lives that they do not care about the issue or question the authority, yet practice it themselves. A large number of manual scavengers die while cleaning sewers due to the inhalation of toxic gases and lethal fumes inside sewers, thus leading to asphyxiation. Often, there is no effective provision for injury or death as most of these workers are employed on a contract basis. Even when their lives are at stake, they are forced to continue working. Data reveals that 80 percent of manual scavengers don’t survive till the age of 60, and at least three sanitation workers die every five days in the country. They are also riddled with various health problems like respiratory illnesses, and skin diseases, besides being socially disadvantaged in society. Sanitation workers across the nation are working on the frontlines during the pandemic and are highly exposed to all kinds of domestic, fatal and hazardous waste. Not every one of them receives the ‘luxury’ of wearing protective gear and their working conditions are a serious cause of alarm. This inhuman practice still continues despite laws such as The Employment of Manual Scavenging and Construction of Dry Latrines (Prohibition) Act, 1993; the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013 (MS Act, 2013) and a Supreme Court direction in 2014 to all the States to abolish manual scavenging and take steps for the rehabilitation of such workers. In a 2019 Supreme Court hearing on manual scavenging, the Court said: “No country sends its people to gas chambers to die.” According to Safai Karmachari Andolan, a movement aimed at eliminating manual scavenging, “It is largely prevalent across the country and over 98 percent of the people employed in manual scavenging jobs comprise either women or people from Dalit communities”. Nearly 370 deaths have been recorded as a result of manually cleaning sewers in the five years leading up to 2019. The Socio-Economic Caste Census of 2011 recorded over 1.82 lakh families that had at least one member employed as a manual scavenger. There have been discrepancies in formal enumeration, but some studies suggest that numbers could be as high as 50 lakh sanitation workers. In today’s tech-savvy world, why are we still sticking to the age-old practice of sending people inside manholes? Why can’t we make use of modern technology to clean them? Well, the good news is, it’s happening and this is welcome news to our ears and could mean an end to manual scavenging woes in the future. This has helped sanitation workers especially during the pandemic, where reports have found a 70 % increase in waste owing to the usage of masks, gloves, used paper roles and other bio - hazardous waste in an attempt to contain the spread of the Covid – 19 Virus. This hazardous waste has posed dangerous threats to the lives of manual scavengers in more ways than one. During these troubled times, sanitation workers don’t have to climb into the sewers, they can wear a mask and protective gear, while easily getting the work done from a distance. Founded in 2015, a Kerala-based start-up company, Genrobotics Innovations Private Limited has invented a machine called Bandicoot 2.0 to clean up the sewers. The company's founders Rashid Bin Abdulla Khan, Vimal Govind MK, Arun George and Nikhil NP developed the first version of the robot in 2017. The company is providing the upgraded and second version to local bodies across the country and abroad. Genrobotics also won the national award for the "best campus initiated startup" from 'Startup India' for its invention in 2019. The company is determined to fight the evil of manual scavenging and stop deaths associated with it, while also helping manual scavengers lead dignified lives. According to Genrobotics, “the 50-kg device mimics all the man acP-13

tivities such as, lifting the heavy manhole cover, scooping the solid waste from the bottom of the sewer with its robotic spider-like limbs and emptying it into a bucket attached to it, thus allowing for zero human-intervention in cleaning. The robot removes clogs and positions itself with a jet pressurized with water to clean the pipes and can clean and unclog both manholes and septic tanks having multiple openings. The arms can enter deep into the manholes irrespective of their width and depth. Bandicoot 2.0 also uses infrared and waterproof night vision cameras, advanced technology, sensors and other control panels to project the inside of the manhole on the monitor fixed on the external stand. The interface is easy, userfriendly and can clean up to 10 manholes a day. A team from Genrobotics, trains sanitation workers to operate the robot thus helping them retain their jobs with dignity and proceed working with safety. Each robot costs up to ₹32 lakh factoring in overhead expenses, training and maintenance. Requiring minimal maintenance, it comes with a one-year warranty. Having implemented the technology in more than 10 States and around 20 municipal corporations since the launch of the latest version of Bandicoot 2.0 in 2018, Genrobotics has collaborated with States like Maharashtra, Gujarat, Tamil Nadu, Punjab, Haryana, and Uttar Pradesh for the greater good of the people and helping them lead safe lives. The group of friends after completing their degree had no alternative but to take up jobs in the corporate sector. The Kerala IT Secretary then helped the team establish themselves and the Kerala Start- up Mission followed by the Kerala Finance Corporation contributed. The Kerala Water Authority was the first public body that collaborated with Genrobotics to successfully deploy Bandicoot in Thiruvananthapuram and from that point on, there was no turning back. Keeping the government involvement aside, what can we as the "Common people" do,in order to help restrict this problem? Cleanliness begins at home. One step at a time, can go a long way towards curbing this inhumanity. Do your research to get the sewers in your area cleaned without actually sending people in. Get the corporation to send in suction machines instead. Raise awareness on this issue. Talk to your family, friends, colleagues and make full use of your social media to raise your voice. Let’s make it a point to not call scavengers to clean up our homes.We can do it ourselves because it’s our home and cleaning our drainage does not strip us off our dignity. Proper maintenance of the drainage system in your house could go a long

way in increasing the lifetime of pipes.

Make sure to refer manual scavengers to alternate jobs or grant them jobs which don't take a toll on their health. We could also help their children apply for scholarships to have a good schooling. Remember: all major changes can't happen in a single day. It takes time, patience and commitment from every one of us. Let's work towards saving their lives and make it worth living by making sure that laws are strictly followed because it's our responsibility. Take a pledge to stop this monstrous practice. Last month I had to travel from one state to another. In the morning I had to catch my train and so I booked a cab in order to reach the railway station. The cab arrived and the journey started. The driver told me that he will be taking the shortest route which we Indian call 'shortcut'. Now, he just drove towards an area that wasn't much populated and had only green fields around. It almost looked like a 'kutcha' road. My heart started pumping faster and I was feeling scared because I wasn't familiar with that route. But after a few minutes, he reached the main road and within a short span of time, we reached the destination.

In India, around every woman feels unsafe whether they are at home or outside i.e. workplace or during travelling. A report suggests that 68% of women have faced violence while travelling in public transport. Comprehensive study for Gender Inequality during COVID-19 in India, hints at rise in poverty and food insecurity concluding in short-term malnutrition. India has one of lowest female labor forces, mostly in informal sectors, predominantly underpaid, which if excluded will have to face out of pocket medical expenses. (The Diplomat). A study by Lancet revealed, “when restrictions were imposed globally, some governments did not heed to WHO’s advisories and restricted and even forced closed reproductive and sexual health services as they were not deemed essential”. Marie Stopes International (MSI), provider of one of the largest family planning services outside if the public sector in India had to face forced shut downs of their clinics due to country wide lockdown. Such disruptions in reproductive and sexual health services in a country like India could leave around 26 million couples unable to access contraception, leading to 2.3 million unintended pregnancies and around 800,000 abortions viz. the 3rd leading cause of deaths in India. (The Foundation of Reproductive Health Services in India, an Affiliate to MSI) Another jolt to women’s health in India are

abortions, as about 3/4th of them are medical abortions in the 7th week or the 2nd trimester, if given a chance there are number of women who would want to opt for the same in their 2nd trimester. But it is easier said than done, as India is not good at providing abortions even though it is legal. Though India has loads of welfare schemes like the Pradhan Mantri Jan-Dhan Yojna, Atal Pension Yojna etc. but lack of proper financial backing along with no-transparency has either drowned these kittens in the river or left them to fend for themselves. The need of the hour is for centralized schemes, providing minimum cash support directly to families.Education too is paramount, but prolonged school closures have increased dropouts in schools and colleges, especially girls. The domestic labor market needs to view work from home (WFH)as discharging of duties rather than dereliction; appeals for flexible work timings should be also addressed. On global parameters Education and Fertility are among major contributors for an economy’s growth, India’s education rate may have risen, fertility too seems curtailed and yet the indisputable gender gap is quite shameful. Hence, the need of the hour is to not only take lessons from catastrophes like Ebola, HIV and SARS etc. but to apply reason and exercise prudence. Shutting down or rattling basic health services which comprises of reproductive and sexual health should not be looked upon as quick fix. Rather moving it out of hospitals, enabling door to door assistance; increasing the role of community health-workers like ASHA, ANM etc. should take precedence; Tele-health consultation services can become a viable solution as it removes the fear of out of pocket expenses on medical care. Taking cue from developed countries like the UK and Australia where home abortions are allowed and made available. In short, infrastructure is the key. In conclusion we may concur, for the likes of Tata(s) and Tendulkar(s) it’s imperative that India secures seats for Kalpana Chawla(s) and P.V. Sindhu(s). Health is a capital in own rights for everyone. As Michelle Obama has rightly said, “Communities and countries and ultimately the world are only strong as the health of their women”. (reminder: we don’t “write” to each other anymore, we merely text) – as we scramble for this phantom called “aesthetic” in the pursuit of achieving a look, desperate to add a certain semblance to our life that is innately missing from the actual experience: does it not make you wonder that something is out of place? In nostalgia for the bygone and our lives hijacked by social media, have we abandoned the experiences of our lives to sheer posts and stories? Has social media propelled us to immerse ourselves more in the experience or has it detached us altogether from it? There are no easy answers but it feels relieving to, at least, ask the questions. Susan Sontag’s essay 'In Plato’s Cave' in her book 'On Photography' jolted me to consider the implications of our online world, and more desperately so at this conflicting time, when social media has become the most popular respite. She writes: “A way of certifying experience, taking photographs is also a way of refusing it." Written in the 1970s, her words still resonate with our present-day reality on social media. Only, we aren’t just trying to certify a single experience but our entire lives, and in doing so, might be refusing it. How many times do we do something – or in Burnham words, “perform” it – not P-20

for the sake of the experience but to post it later? Or how often, in the midst of an experience, it occurs to us that we must post about this? Does unadulterated experience exist any more or how we feel about ourselves has become too contingent upon our digital persona? Like Dorian Gray sold his soul in return for eternal beauty, only his portrait deteriorating over time - have we, too, bartered our experiences for validation, our actual life stagnating? Has social media – that commenced as a way to share our lives – ended up being a medium to create an appearance of it? Sontag, in the conclusion of her essay, while talking about photography, unknowingly and harrowingly foreshadowed what its excessively democratic successor - Instagram - has done to us: “Needing to have reality confirmed and experience enhanced by photographs is an aesthetic consumerism to which everyone is now addicted. Industrial societies turn their citizens into image-junkies; it is the most irresistible form of mental pollution.” As the appearance of our reality, in what she called “an image-chocked world”, starts preceding reality itself, we have untethered our lives from ourselves in order to display it, turning it into 'content'. On our profiles, something remains of us that is

distinct from ourselves. A kind of pseudoreality has started blurring the line between authentic and inauthentic experiences. We are now conditioned to experience something by posting about it – "the experience enhanced". This is driving us towards a mass anxiety of how we live and exhibit our lives. Therefore, the most personal and urgent question that should be in the foreground of our concern about social media should be of our own being. Are we leading our lives with sincerity, as we want to, freed from self-consciousness and from any expectations of exhibiting it or are we fabricating it due to that voracity for a pseudo-reality with which social media has abundantly fed us? The only anodyne to this plight is to take a step back and introspect: are we using this medium or is it using us? By viewing this through the lens of our personal freedoms, we just might chance upon a sincere dialogue with our experiences. I’ll sign off with something that Bo continued with in the aforementioned excerpt and that immensely resonated with me: "I know very little about anything, but what I do know is that if you can live your life without an audience, you should do it."

Music is a universal language capable of awakening emotions and unique sensations. Music is like chocolate, almost everyone likes it. Ever since different cultures started to form, there has always been a place for rhythmic sounds that can communicate our feelings. In every age and civilization this particular form of expression has existed, and in so many varied styles. Sometimes, even though we hear someone singing in an unknown language, we’re still able to feel what they’re trying to convey, even if we don’t know what the lyrics mean. What we do know is that they are expressing something cheerful, sad, or dramatic, etc. The influence of music on our soul is so far ranging. “Whenever I feel afraid I hold my head erect, and whistle a happy tune, so no one will suspect I’m afraid. And every single time the happiness in the tune convinces me that I’m not afraid.” Beautifully quoted byRogers and Hammerstein. Without realizing it, we often look to music to express feelings that are overwhelming us. In music we find a place where these emotions can overflow freely without harming anyone. Experimenting with music

The Psychology Faculty of the BUAP University in Mexico carried out an interesting experiment, led by Professor Roberto Valderrama Hernández. His purpose was to find out the effect of “heavy” music on anxiety. By “heavy” music we are referring to music with an irregular, fast, distinct rhythm, played at a very high volume. Basically, what we are talking about here is heavy metal. The study included 137 subjects. Among them were 31 men and 106 women. The average age was 20, and they were all psychology students. First, they had a test to measure their state of anxiety. They then had to listen to fragments of heavy metal for 5 minutes at a time. In total they listened to 47-minutes of music. The researcher observed that during these listening periods, the participants became more and more restless. They expressed this by constantly changing their position and by erratic hand and feet movements. Valderrama concluded that this type of

stimulating music increased the level of anxiety. The explanation for this is that these kinds of rhythms intensely stimulate the sympathetic nervous system, which in turn increases physical and psychological tension. If this is not released through movements such as dancing or jumping, the energy accumulates and gives rise to anxiety type symptoms.

The positive influence of music

The fact that musical notes generate energy is not a problem in itself. The problem comes when this energy can’t be released by carrying out some sort of physical activity. Heavy or loud music is great in situations that demand energetic or competitive behavior. On the other hand, musical notes also have the ability to relax us. This is achieved by genres that have more regular, slower rhythms and with a lower volume. Some pieces of classical or instrumental music, and even light can help to reassure us. They are even used in places where radiotherapy or aggressive medical treatments are being carried out. Science has been able to establish that musical rhythms stimulate different areas of the brain. In fact, research from the University of Florida suggests that musical rhythms offer more brain activation than any other known P-21

Govt. focusing on boosting Small, Micro and Medium scale industries

Haryana Chief Minister, Manohar Lal said that the State Government is focusing on boosting Small, Micro and Medium scale industries and is steadily working towards developing the State into a hub of Pharmaceutical Industry. To materialize this, special incentives will be given for setting up pharma industries in Haryana, he added. The Chief Minister was presiding over a meeting with the Confederation of Indian Industry (CII) held digitally here. The Chief Minister elaborated that a major area of the state falls under the NCR-region, in fact, it has sound parameters and is all set to compete with other states. He said that Haryana stood third in Ease of Doing Business. Besides this, the state has put 18 Departments under one umbrella where it is made mandatory to give clearance in 45 days. Thus, the State Government has formulated the Haryana Entrepreneur and Employment Enterprises Policy and under its ambit several facilities are being provided to the industry. The Chief Minister said that local investors can also be considered as Small, Micro and Medium Scale industries. He then called upon the entrepreneurs to lay emphasis on national interest and urged them to step forward to set up enterprises in Haryana. He stated that due to the MSME policy the entrepreneurs will perform well and will also be promoted as National Investor. The Chief Minister said that land has been reserved for Pharma Cluster at Barwala in Panchkula by e-marking it. This land is adjoining Nahan in Himachal Pradesh and has good connectivity with Chandigarh Airport as well. Besides this, a Bulk Drug Pharma is being built in Hisar and Medical Device Park in Panipat. The Chief Minister said that the State Government aims to set up a large number of such clusters at the district level under MSMEs so as to provide maximum employment opportunities to the youth of the State. With this Scheme, more marketing can be done at less cost. On this occasion, Managing Director, Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), Anurag Agarwal gave a comprehensive presentation highlighting various aspects of the MSMEs. He said that the State Government is steadfast to develop the pharmaceutical industry. He said that an Integrated Aviation Hub is also being set up in Hisar by the State Government. While inviting industrialists to invest, he said that this conference can play a pivotal role in boosting investment.

Law to curb increasing school fees

Haryana Education and Forest and Environment Minister, Kanwarpal said that a law will be brought in the state to monitor the continuous fee hike by private schools so that schools do not overcharge fees. He added that fee hike of more than 8-10 % in a year cannot be justified in any way. Kanwarpal said this while interacting with the mediapersons after the meeting of the District Grievance Redressal Committee in Karnal. Responding to a question asked by a mediapersons, the Education Minister said that a law will also be brought by the Government on P-27

Police is working on 'proactive' approach to weed out drug abuse and illicit trafficking: DGP

While accentuating on a united fight against the drug menace, the Director General of Police (DGP), Haryana, Manoj Yadava said that Haryana Police is working on a 'proactive' approach to weed-out drug abuse and illicit trafficking across the state. In a message issued on the eve of ‘International Day Against Drug Abuse and Illicit Trafficking’ here, the DGP said that the day is observed annually on June 26 to raise awareness about the major problem that illicit drugs poses to society as well as strengthen global action and cooperation to achieve the goal of drug free society. He also thanked the Chief Minister, Manohar Lal, who played a lead role in bringing the country’s northern states on a single platform to fight the drug menace in a bid to take society forward. With the better and real-time sharing of intelligence, police have been successful in curbing drug-peddling to a great extent. Our field units including the Special Task Force (STF) have dismantled the potential supply of almost all types of narcotics into the state with the seizure of whopping 22.5 tonnes of drugs including 225 kg opium, 250 kg charas/sulpha, over 12828 kg poppy husk, 8 kg 253 gram smack, over 9223 kg ganja, and 33 kg 198-gram heroin in 2020. Over 3000 drug peddlers and carriers were also arrested during this period. Sharing some major crackdowns in 2021, the DGP informed that police has seized over 22.33 quintals of ganja from Gurugram district, 527 kg 800-gram Doda post from Hisas, over 325 ganja patti from Panipat, 17.12 quintals of ganja patti from Mahendergarh, 21 kg opium from Kaithal, 1.28 quintal doda post and 7.5 kg opium from Karnal district. Police have been working relentlessly to curb the drug menace. It is because of our team's efforts as well as increased inter-state cooperation for the exchange of information that we have foiled almost all attempts to push drug consignments into the state. At the same time, we have also emphasized awareness generation about the ill effects of drug addiction, focus on schools and colleges, and community outreach programmes across the State, he added. Drugs have no place in a civilized society. We will continue to speed up our operations against drug traffickers and drug cartels to save people, especially youth from the drug menace.

50 Lakh per dist. for atrocities against SC P-28

To provide timely financial assistance in cases of atrocities against people belonging to Schedule Castes, Haryana Chief Minister, Manohar Lal has directed the officers concerned to release Rs 50 lakh to every district. The Chief Minister was presiding over a meeting of State-Level Vigilance and Monitoring Committee constituted under the Scheduled Castes/Scheduled Tribes (Prevention of Atrocities) Rules, 1995, here. Haryana Welfare of Scheduled Castes and Backward Classes Minister, Dr. Banwari Lal, Minister of State for Labour and Employment, Anoop Dhanak, MP Smt. Sunita Duggal, MLA Varun Chaudhary, Satyaprakash Jarawat and Ramkaran Kala were also present in the meeting. Manohar Lal directed the officers that 20 per cent reservation should be ensured for candidates belonging to Schedule Caste in the recruitment to be done under outsourcing policy in various departments and it should be monitored at regular intervals. The Chief Minister also instructed the officers that the meeting of the State Level Vigilance and Monitoring Committee should be held in every six months. He said that the amount of legal aid given in cases of atrocities against people belonging to Schedule Caste should also be released without any delay. Besides this, hoardings or banners should be put up in areas with high density of Schedule Caste people and at prime locations to make people aware of their rights. Apart from this, information should also be given through various other methods of publicity. The Chief Minister said that every MP and MLA should organise seminars at regular intervals in their respective constituencies with a view to educate the people belonging to Schedule Caste about their rights. He specified that the reason behind atrocities against people belonging to Schedule Caste in certain areas of the state should also be ascertained.

Haryana Police Authority did a great job in passport verification - Anil Vij

Haryana Home Minister, Anil Vij has said that Haryana Police will be awarded with a letter of appreciation by the Central Government for its excellent performance in passport verification. Vij said that Haryana Police has performed well with regard to passport verification last year. Vij said that this information was given by the Union External Affairs Minister, S. Jaishankar on the occasion of Passport Day. While quoting the External Affairs Minister, Vij said that "It is hoped that in future also Haryana Police will continue to perform with perseverance". He said that four states namely Andhra Pradesh, Haryana, Himachal Pradesh and Telangana have done excellent work with regard to passport verification, for which a certificate of recognition would be given to the police authorities of these states as well.

He elaborated that the Department has ensured complete enlisting of the districts and detailed microplanning for 100 per cent coverage of these areas. He shared that the Polio High-Risk areas are those with high concentration of vulnerable populations residing in HRAs like urban slums, nomadic sites, construction sites, brick kilns, poultry farms, factories, sugarcane crushers, stone crushing zones, etc. Besides this, areas with low RI coverage, VPD outbreaks, Vaccine hesitancy, etc are also identified as high-risk areas. He said that the Polio High-Risk areas are Ambala, Faridabad, Gurugram, Jhajjar, Karnal, Kurukshetra, Mewat, Palwal, Panchkula, Panipat, Rohtak, Sonipat, and Yamunanagar. Prabhjot said that training of all the vaccinators will be done with focus on conducting safe campaign adopting COVID appropriate guidelines.

475 kutcha roads will be pakka by 202324: Dushyant Chautala

Haryana Deputy Chief Minister, Dushyant Chautala informed that by the year 2023-24, 1,225 km long 475 kutcha roads spread in rural areas will be made pakka (paved) at a cost of Rs. 490/- crore. The Deputy Chief Minister, who also holds the portfolio of Rural Development and Panchayat Department, gave this information when some villagers visited his Chandigarh residence office with the request for paving the unpaved roads in their area. Dushyant Chautala said that the state government has decided that all the five karam kutcha roads connecting one village to another would be made pakka so that farmers do not face any inconvenience in commuting and transporting their crops to their fields. He added that Haryana is an agricultural state where rural development is essential. He said that national development is not possible without the development of rural areas. He said that Mahatma Gandhi had observed 'Gram-Swaraj' as the focal-point of the economic development of the independent India. Despite paced urbanization, a large part of our population is still living in villages. The Deputy Chief Minister said that the state government wants to connect every village of the state with internet so that the villagers can be digitally connected to the global world. He said that at present optical fiber cables have been laid in 6,188 villages, out of which cables have been made operational in 4,334 villages.

Numberdari will not be abolished Dushyant Chautala

He invited the numberdars to give constructive feedback and suggestions so that they can be included during the social-audits at village, town, block, tehsil, district level etc. He said that numberdars would also be included in the committee which would be constituted to monitor the development works being done by Panchayati Raj Institutions. The Deputy Chief Minister said that many welfare schemes are being run by the State Government. He appealed to the numberdars and invited suggestions on what role can they can play in these schemes, so that their maximum participation in the development of the society can be ensured. Haryana Government will observe 'International Day Against Drug Abuse and Illicit Trafficking on June 26, 2021. On this day youth will be made aware of drug misuse through online platform. Sharing more information regarding the same, an official spokesman said that the International Day against Drug Abuse and Illicit Trafficking is observed every year on June 26, across the world. On this day, awareness is spread regarding drug misuse, especially among the youth. He said that in view of the current COVID-19 Pandemic situation the government has banned organizing of crowd gathering programmes, therefore directions have been given to the Education, Health and Family Welfare Department to send messages to the people through social media, banner-hoarding etc to make the society aware of the misuse of drug abuse and illegal smuggling. The aim of organizing this virtual awareness programme is to spread awareness among people about the illicit smuggling of drugs and the harm caused by their consumption and the dangers associated with it.

HRTSC issued notice to Estate Officers

The Haryana Right to Service Commission (HRTSC) has issued notices to Estate Officers of Gurugram 1, II, Panchkula, and Faridabad to appear and produce documents before the Commission pertaining to cases of failure to deliver timely services. Giving further information, Secretary to the Commission Ms. Meenaxee Raj said that Chief Commissioner, HRTSC, TC Gupta has passed orders for issuance of these notices to four officers of three districts in exercise of powers as Civil Court under Section 17 of the Haryana Right to Service Act 2014 to appear in front of the CommisP-29

Haryana Police takes lead in Covid vaccination drive

Taking a lead in anti covid shots, Haryana Police have vaccinated 90 per cent of the force for the first dose and 65 per cent for the second dose since the launch of inoculation drive for front line workers in the state. It is worth mentioning that the vaccination drive for police personnel - who have been put in the frontline workers category - started on February 4, 2021. DGP Haryana, Manoj Yadava encouraged the police officers and jawans by volunteering to get vaccinated first among the force. As a result, so far 53924 officers and jawans have got the first anti covid shot and more than 38988 were given both doses. Appreciating all the police personnel, voluntarily coming forward to get themselves vaccinated, the DGP said that the number of policemen who have received both doses is around 65 per cent, as a gap of 8-12 weeks is mandatory between two jabs as per the guidelines of the Ministry of Health. These personnel are waiting for the mandatory gap between the two doses to end. However, few police personnel may not have been vaccinated for medical reasons, he added. The way these 'karmaveer' stood in solidarity in protecting the citizens against COVID-19, in the same manner, their response to the vaccination drive is heartening. At present the number of police personnel working in Haryana is close to 60,000. It also includes Home Guards and Special Police Officers (SPOs). While working on the frontline, policemen have to protect themselves from infection along with the safety of others. With a good pace of vaccination, we are striving to achieve the target of 100% vaccination soon. The DGP said that our police are helping the people by staying in the front line continuously during the pandemic. Besides maintaining law and order, each of our officers and jawans fearlessly ensured food to the poor and needy persons, safe home return of migrant workers and labourers and also took care of the elderly. After noticing the shortage of ambulances in the deadly second wave, more than 460 Innova vehicles were provided to all the districts to transport infected patients free of cost to hospitals and back home. Besides this, police have alos helped the home isolated patients by ensuring home delivery of oxygen cylinders. Police efforts in serving mankind were also recognized at the national level. Today, as a result of collective efforts, the Covid death rate in the state has come down and the recovery rate is quite high. The infected police personnel have also joined their duty again after the recovery. Out of 6547 personnel working in the front line tested positive, 6480 have recovered and rejoined duties while 67 are still infected. It is regrettable that 45 personnel including 3 SPOs have succumbed to the virus. Despite all this, our men and women in ‘khaki’ are working very hard and performing their duty. The DGP emphasized that the protective shield of the vaccine is very important to prevent the infection. In addition, all precautions and safety guidelines must also be followed. P-30

Haryana Animal Husbandry, Dairying, and Fisheries Minister, Sh J.P Dalal said that about 203160.11 metric tons of fish rearing has been done on 18207.56 hectares of land in the state which will be developed on a large scale. He shared this information while presiding over a review meeting of the officials of Fisheries Department here. He said that the average fish productivity in the state is about 9.6 metric ton (MT) per hectare per year as compared to national average fish productivity of 3 to 5 MT. He said that in order to double fish production and income of fish farmers, about 34 RAS units have been established in the State. He said that in 15 Government Fish Seed Farms in the state, about 1828 lakh genetically improved and quality fish seeds have been produced and two large Pelleted Feed Mills have been set up at Charkhi Dadri and Karnal. He directed the officers to prepare and forward the proposal for new schemes of Fisheries Department to the Union Minister so that the fish rearing farmers of the state can avail the benefits of the schemes. In the meeting, the Fisheries Minister directed the officers to prepare the last 5 year data of the Department including the functioning of the working and closed fishery units. He also directed the officers to search out and review the reasons due to which the units were closed. Dalal directed the officers that more and more farmers should be made aware about fish farming so that they can adopt fish rearing and get more profit with less investment. He said that fisheries would be promoted by improving 58,000 hectares of saline area and constructing ponds on this land in the state. He directed the officers to set up Shrimp Centres for fisheries in the State. Besides this, he also directed to maintain fish tanks and to develop the fish market in the state.

Haryana Health Minister, Anil Vij said that it is a historic day for the people of Haryana in the efforts made to contain the spread of COVID19. Elaborating on it he said that under the Mega Vaccination-Day Campaign today, 6,27,136 beneficiaries were administered vaccine at about 3,700 Vaccination Centres in the state in one day, which is the highest figure so far in one day. Besides this, the maximum number of 10,32,652 beneficiaries have been administered vaccine in Gurugram till date. He tweeted that 6.27 lakh beneficiaries were administered vaccine in Haryana on Mega Vaccination Day of which more than one lakh people were vaccinated in Gurugram itself. He said this has been possible due to the diligent efforts made by the team of Haryana Health Department. Vij said that so far a total of 76,59,624 beneficiaries have been vaccinated in the state. He also shared that so far 5,56,030 beneficiaries have been vaccinated in Ambala while 2,76,061 beneficiaries have been vaccinated in Bhiwani so far. m June 30, 2021
