The central Home Ministry on October 11, 2021 issued notification regarding the amendment in BSF Act to authorize the Border Security Force to undertake search, seizure and arrest within an extended area of 50 km stretch, instead of previous 15 km, from the international border in Punjab, West Bengal and Assam. This step of BJP led central government is being opposed tooth and nail by the opposition parties in Punjab and West Bengal and may create a conflict between union government and these states . The leaders of these two states state these new orders as an attempt to interfere with the federal structure of the country and think that these orders would not only demoralize the state police force but also give rise to unnecessary confrontation with BSF.

Allegation of Punjab Leaders

Punjab Pradesh Congress Committee president Navjot Singh Sidhu stated this step as an encroachment on constitutional rights of the states and disregarding the democratic powers of the people and alleged that the Centre is weakening country’s federal structure, by creating “a State within a State”. In his tweets on October 25 ,Sidhu said , “ Without obtaining consent of the state government, the notification amounts to encroachP-06

ment on constitutional rights of the states, disregarding the democratic powers of the people of Punjab vested in the state legislature and state executive.” Sidhu also alleged , “ Centre is weakening country’s federal structure, by creating “a State within a State” BSF means Border Security Force, What is definition of border ? 50 Kms ?? Public order, which connotes public peace & safety is primarily the responsibility of State Govt .” Deputy Chief Minister Punjab Sukhjinder Singh Randhawa, who holds the portfolio of Home ,highlighting about the ramifications of this unilateral decision of Central Government in an all party meeting , said , “The notification which has been thrusted upon the state would not only demoralize our police force but also give rise to unnecessary confrontation with BSF. The law and order is the state subject and Centre has not even bothered to consult us on this sensitive issue which amounts to encroachment upon the powers and roll of state by the Centre thus tinkering with the federal structure of the constitution.” Former Punjab state congress president Sunil Jakhar , stating that nearly half of total area of Punjab will come under control of BSF after this notification , has warned against the political usage of BSF . In a tweet on October 14 , he says , “We are proud of our security

forces which are meant to secure our borders and protect India from foreign aggressors. Using them to cover up the failures & to clean up the mess created by leaders &govts is very alarming. It not only denigrates our brave forces but also adversely affects their morale, discipline & preparedness. It’s this use of our forces as political tool which should be avoided .”

All Parties in Punjab, except BJP, denounced the notification

The All Party Meeting ,where BJP was absent , was convened by the Punjab Chief Minister Charanjit Singh Channi on Monday , October 25 , which resolved to strongly oppose the Centre Government’s decision to extend the jurisdiction of BSF from 15 to 50 KM areas along the International border in the state constitutionally, legally and politically in order to restore the status quo that existed before the notification of October 11, 2021. In a unanimously adopted resolution to oppose this issue tooth and nail by the representatives of all the political parties except the BJP which abstained from the meeting. The resolution reads, “Punjab is a land of martyrs and warriors. Punjabis have made unprecedented sacrifices in the country’s freedom struggle besides the wars of 1962, 1965, 1971 October 31, 2021

and 1999. The Punjabis have received the maximum gallantry awards in the country. Punjab police is the unparalleled patriotic force across the globe which has always immensely contributed to maintain the country’s integrity and sovereignty with its bravery and courage. To maintain the law and order is the responsibility of the State Government according to the Constitution and the Punjab government is fully competent for the same. The Central Government’s decision to enhance the jurisdiction of BSF from 15 to 50 kms speaks of distrust and humiliation of Punjab police and its people. The Centre should have discussed with the state government on this issue before taking this major decision. The Centre has not yet considered it necessary to inform the state government and its people about why it has taken such a big decision. This amounts to gross infringement of the spirit of Federalism. The Centre has earlier deprived the farmers from their legitimate rights by making three black farm laws and now by extending the jurisdiction of BSF amounts to petty politics. Therefore, all the political parties present in the meeting unanimously condemned this action of Union Government and demands immediate withdrawl of the notification issued by the Home Ministry on October 11, 2021.”

Further course of action

About taking the next step , the Chief Minister Punjab Charanjit Singh Channiin a press conference on October 27, 2021 said , “A Special Session of Punjab VidhanSabha will be convened on Nov. 8 to unanimously reject GOI's authoritarian notification extending BSF's jurisdiction and reject the three "black" farm Laws. My Govt. is determined to fight against Centre's direct onslaught on Punjab's federal autonomy & territorial dignity through all means - constitutionally, legally & politically.The central government is trying to undermine the spirit of federalism and disrupt the federal structure of the constitution. We will take every step that is necessary to protect the interests of Punjab.” Channi , in all party meeting, had also stated that Punjab government would also take a legal recourse by filing a petition in the Supreme Court against the unilateral decision taken by the Centre without taking the state’s consent which amounts to infringement of its constitutional rights and against the spirit of federalism. It was decided to seek appointment from October 31, 2021

the Prime Minister so as to enable the Chief Minister to lead a delegation of all political parties to urge him to relook the decision and subsequently withdraw this contentious notification for extending the jurisdiction of BSF forthwith. On the demand of the representatives of political parties, Channi also asked them to make use of their good offices to prevail upon the non-BJP governments and other regional parties especially in the states of West Bengal and Rajasthan adding the Chief Minister said he would also take up this issue with his counterparts to mount pressure on the Centre to roll back its decision which is a direct onslaught on the Centre-State relations. Showing his clear intention over the issue , Punjab Chief Minister Channi assured that the congenial atmosphere of peace, harmony and brotherhood of the state would not be allowed to vitiate at any cost. CM Channi roared , “You can cut my veins to ascertain my passion and love for Punjab, Punjabi and Punjabiyat and I care two hoots for the position of Chief Minister in the interest of my state and its people. Don’t consider my simplicity and humility as weakness and I assure that the congenial atmosphere of peace, harmony and brotherhood of my state would not be allowed to vitiate at any cost.”

Support of West Bengal Chief Minister

The West Bengal Chief Minister Mamata Banerjee on Monday , October 25, has also criticized the Centre government’s move to extend the jurisdiction of the BSF, alleging that it is an attempt to interfere with the federal structure of the country. "About the BSF matter, we have sent a letter protesting the move. Earlier, they had jurisdiction of 15 km, there were incidents of firing in Balurghat or Cooch Behar. Now, they extended it to 50 km. This is an attempt to interfere with the federal structure of the country," Ms. Banerjee said at an administrative review meeting. “We do not have problems in the border areas and share very cordial relations (with neighbouring countries). There is no need to create this confusion. Law and order is a state subject. BSF must look after what they are responsible for and we will have total support for that,” she said.

Hate Platforms Disintegrating the Nation BY LALIT GARG Nowadays, such content is being served on social platforms like Facebook, Twitter, YouTube, which is obnoxious, indecent, violent, misleading and anti-national, whose purpose is not to unite the nation, but to break it. Such people are active on these social forums, who believe in the policy of sabotage, they are ready to do petty acts like character assassinations, abuse and create a chaotic environment by adopting disorderly and destructive policy. Such violence, hatred and misinformation should have no place in a progressive, civilized and decent society, but the irony is that the government is not able to control these chaotic situations due to the Freedom of Expression Act. Conspiracies to break the country are spreading on Facebook, Twitter, YouTube and these conspiracies create a nuisance environment in society. There has been a competition to celebrate these anti-national subversive designs, hate speeches, distorted developments, violence and communalism and dissemination P-08

of misleading information. This fact has been revealed by Facebook itself and some American media organizations after their study. The researchers opened accounts on Facebook two years ago and continuously monitored what content was being served on the platform in India. They were surprised to see that they were full of misinformation and hate ideas. Although Facebook claims that it does not publish any objectionable content, it immediately sends warnings and blocks the content to those who do. The question is, why did this system of Facebook spread here? Is Facebook itself responsible for making such a storm of hatred ubiquitous? Twitter, YouTube, Facebook are said to be the platforms of social interaction, but the amount of political, religious and social hatred being spread on these platforms is worrying. Facebook is unable to stop misleading information, hate speech and celebratory content about violence in India, according to internal documents of Facebook, but the big question is why it is not able to stop? Is this a sign of a conspiracy against India? The question is also whose interest is being served by this kind of misleading, disorderly, destructive and hate-

mongering policy? It is strange that such trends have increased rapidly in India. The fact is that only five out of twenty-two languages in India have been screened and analysed by Facebook through artificial intelligence. Even in big languages like Hindi and Bangla, it has no way of analysing the content served. Obviously, this has given an open ground to the rowdy and narrow minded people, who want to break the conditions of peace and harmony of the country or give shape to their narrow interests. There has also been a conspiracy to influence elections through this misleading information. Mark Zuckerberg, the founder-CEO of Facebook, said that "India is of great importance in the history of Facebook. When the company was going through a bad phase and was on the verge of closure, my mentor Steve Jobs (founder of Apple) advised me to visit a temple in India. After returning from there, I gained self-confidence and the company became successful. That's why India is at the top of their 'list'. Just a year ago, again during his visit to India, Zuckerberg indicated that he intended to bring the Internet to the poor. Facebook has set a new example of popularity in October 31, 2021

India. But India that gave new life to Facebook, would it like to be responsible for breaking the integrity of that country? Social platforms like Twitter, YouTube, Facebook were developed with the aim of helping people to communicate with each other, express healthy and free thoughts and establish mutual harmony. Powers and political parties envious of India's progress made it the medium of their propaganda and the fulfillment of so-called narrow interests. There is hardly any political party in India which does not have official accounts on Facebook. There is no error in having official accounts, but when his supporters, activists started expressing their party's aggressive views by creating accounts in fake names, the atmosphere became polluted and violent. Then not only did party differences start to emerge there, political interests started coming to the fore. It has become common for one party to oppose the other party, to degrade it, to hinder its progress and to demoralize the parties which set new records of success. If this artificial, misleading and false information of theirs is exposed, then not a single issue is found which touches the factual, theoretical and practical aspect. This is deliberately becoming a means of spreading anarchy and workers of different political parties were seen getting confused in this, rather they started taking pride in spreading excitement by spreading misinformation and hate ideas. Many times its bad results have also been seen, when people under the influence of such thoughts were found committing violence in the form of a mob. People who understand how heinous and anti-national is such an attempt made only with the aim of character assassination and anarchy. Governments are creating new chapters for the unity and integrity of the nation, communal harmony and progress - this country has a culture, a heritage; it cannot be defeated by such tricks. It is surprising that despite the intensity and length of opposition, the existence of institutions, political parties, ideologies, and leaders could not come under any threat and those who wrote and presented opposing dialogues could not succeed in their objective. Sometimes it seems that opposition is the destiny of these so-called anti-national elements and political parties. It is strange that no political party gives any explanation on such rumors, information, ideas spread by its workers and no one has taken any measures to discipline and restrain them. Platforms like Facebook are seamless, where anyone is free to open their account without paying any fees. Nowadays, the Smartphone has come in every hand, due to which many people have become addicted to using this platform unbridled. But this addiction causes harm to the nation. The central government had tried to discipline these social forums in the past, but the constitutional system of freedom of expression is a major obstacle in this. However, these platforms of

social media have also been seen playing a positive role for a healthy democracy. They also run the risk of severely undermining the rights of many people who express their views in a healthy manner and bring attention to many pressing issues. But the way in which a large number of unruly, violent, disruptive elements of national and social harmony have become active there, it is natural to be worried. Hinjra Community in India By Akshinta Das India’s Trans women community, or Hijra, has been a part of the subcontinent for about as long as civilization has. With a recorded history of over 4,000 years and being mentioned in ancient texts, the Hijra community is a testament to the sexual diversity that is integral yet often forgotten in Indian culture. While Indian law recognizes transgender people, including Hijras, as a third gender, other South Asian countries, such as Bangladesh and Pakistan, have recognized only Hijras as the third gender. This is even when the larger LGBT community faces severe legal disadvantages and when samesex sexual relations is illegal in the country. P-10

The Hijra community has been mentioned in ancient literature, the most known of which is the Kama Sutra, a Hindu text on human sexual behavior written sometime between 400 BCE and 200 CE. Hijra characters hold significant roles in some of the most important texts of Hinduism, including the Mahabharata and the Ramayana. One of the many forms of Shiva, a principal Hindu deity, involves him merging with his wife, Parvati, to become the androgynous Ardhanari, who holds special significance too many in the Hijra community. Hijras held important positions in court and various facets of administration during the Mughal-era India, from the 16th to 19th century. They were also considered to hold religious authority and were sought out for blessings, particularly during religious ceremonies.

However, when the Indian subcontinent came under colonial rule during the 19th century, British authorities sought to eradicate and criminalize the Hijra community through various laws. These laws were later repealed after India attained independence. In the Indian subcontinent, Hijra are eunuchs, intersex people, asexual or transgender people. Also known as Aravani, Aruvani, Jogappa, the hijra community in India prefer to call themselves Kinnar or Kinner, referring to the mythological beings that excel at song and dance. In Pakistan, they are also called Khawaja Sira, the equivalent of transgender in the Urdu language. Hijras are officially recognized as third gender in the Indian subcontinent, being considered neither completely male nor female. Hijras have a recorded history in the Indian subcontinent since antiquity, as suggested by the Kama Sutra. Many live in well-defined and organised all-hijra communities, led by a guru. These communities have consisted over generations of those who are in abject poverty or who have been rejected by or fled their family of origin. Many work as sex workers for survival. The word "hijra" is a Hindustani word. It has traditionally been translated into English as "eunuch" or "hermaphrodite", where "the irregularity of the male genitalia is central to the definition". However, in general hijras have been assigned male at birth, with only a few having been born with intersex variations. Some Hijras undergo an initiation rite into the hijra community called nirvaan, which involves the removal of the penis, scrotum and testicles. Since the late 20th century, some hijra activists and non-government organizations (NGOs) have lobbied for official recognition of the hijra as a kind of "third sex" or "third gender", as neither man nor woman. Hijras have successfully gained this recognition in Bangladesh and are eligible for priority in education and certain kinds of low paid jobs. In India, the Supreme Court in April 2014 recognized hijras, transgender people, eunuchs, and intersex people as a 'third gender' in law. Nepal, Pakistan, India and Bangladesh have all legally accepted the existence of a third gender, with India, Pakistan and Nepal including an option for them on passports and certain official documents. Well over half the world’s population already lives in towns and cities. By 2050, that proportion is expected to increase to almost 70%. On World Cities Day 2021, we see how this rapid urban growth presents both challenges and opportunities. The climate and COVID-19 crises have exacerbated existing social injustices and vulnerabilities in our communities and our health systems, especially in cities. Inadequate housing and transport, poor sanitation and waste management, and air quality that fails to meet WHO guidelines are still big issues in many cities. The lack of space for safe walking, cycling and active living also make cities epicentres of the non communicable diseases epidemic and drivers of climate change. But WHO has seen cities react rapidly and innovatively to address the challenges raised by COVID-19 and keep citizens safe from the virus, including by adapting the October 31, 2021

way people travel, maintaining food security and safety, and protecting older people and marginalized populations. During the pandemic, many cities have strengthened existing networks and partnerships with communities to best respond to people’s needs, while strengthening multi sectoral collaboration and strong leadership from the health sector. WHO has been supporting cities in building and shaping these policies and actions. The Organization wants to ensure that this progress continues so that cities are better prepared to face future health emergencies. Cities with a strong focus on public transport, access to blue and green spaces, and where it is easy for people to walk around will be more accessible, provide more equal access to goods and services, and provide a healthier living environment. Urban farmers’ markets – connecting consumers with local producers of fresh fruits and vegetables – have been seen to prevent diseases and promote health, im-

prove social well-being, while also addressing climate change and environmental degradation. They have also helped residents cope with the effects of public health measures, such as COVID-19 lockdowns.

What does building urban resilience look like?

Governments should integrate health, emergency preparedness, equity, and nature considerations into urban and regional planning policies and interventions, including in economic impact and cost-benefit assessments. They should promote land-use policies and interventions that deliver diverse, compact, green, and well-connected cities, and secure sustained funding and resources for delivering on healthy urban environments for both humans and nature. As a priority they should also prepare – at the highest level of government in all Member States – for health emergencies in cities and urban settings. P-11

Karnataka emerging as hub of datacentres in India

Bengaluru, 06th October 2021: With support from the state government and the Centre, Karnataka and its capital city Bengaluru are emerging as major stakeholders in growth of datacentres in India, Dr C.N. Ashwathnarayan, Minister for Higher Education; IT & BT, Science & Technology; Skill Development, Entrepreneurship & Livelihood, Government of Karnataka said at an ASSOCHAM virtual event “We welcome feedbacks and suggestions especially from industry bodies such as ASSOCHAM to make Karnataka the datacentre hub of the country. The Government of India has taken-up localization of data keeping in mind the safety, security, privacy concerns and the accelerated pace of digitalization due to the impact of Covid-19 will trigger a strong demand for datacentres,” said Dr Ashwathnarayan addressing the 2nd Edition of “India Smart Datacentres & Cloud Infrastructure Summit 2021 organized by ASSOCHAM. Earlier delivering her inaugural address at the ASSOCHAM conference, Ms Anupriya Patel, Union Minister of State for Commerce & Industry highlighted the initiatives being undertaken by the Government to address the emerging opportunities for datacentres in the country. In her address, Ms Patel said that the Hyperscale datacentre scheme is likely to attract INR 3 lakh crore investment in the next 5 years. “Digital India is a priority for the government. An incentive scheme worth 12,000 crores in the works to facilitate installation of datacentres in the country. The government also aims to attract 3 lakh crores investment in the next 5 years as part of the Hyperscale datacentre scheme and intends to provide 34% of capital investment as incentive along with faster approvals.” She added, “The Datacentre Policy 2020 is an important step towards driving the necessary regulatory and structural reforms in the industry. The policy will drive ease-of-doing business in the sector, attract more investments and facilitate capacity building.

MEITY’s draft policy for datacentres will also provide infrastructure status to the sector.” In his address, Mr Vineet Agarwal, ASSOCHAM President said, “A new wave of revolution and transformation characterised by digitalisation has emerged. India is among the frontrunner in digital economy and datacentres are the backbone of any digital activity. The Government of India has been quite proactive in making sure that the datacentre industry is moving in the right directions. The Indian datacentre market is expected to attract investment of $5 billion by 2026. With the right investments and policies ASSOCHAM strongly believes that industry will achieve Government of India’s dream of making India a Global Data Hub.” Sharing his views, Mr Deepak Sood, Secretary General, ASSOCHAM said, “With an average 14.6 GB per month, India has the second highest mobile data consumption in the world. The size of the digital population and growth of digital economy necessitates a strong growth in datacentres. With the digital economy estimated to grow to $1 trillion by October 31, 2021

2025 there is a huge potential for investments in datacentres in India. The Datacentre and Cloud council at ASSOCHAM has been working towards achieving government of India’s vison of Making India a Global Datacentre hub, promote investment in the sector, propel digital economy growth, enable provisioning of trusted hosting infrastructure to fulfil the growing demand of the country and facilitate state of the art service delivery to citizens.” Leading experts and industry captains attending the summit also engaged in a positive exchange of views and ideas. “Being one of the largest and fastest growing economies in AsiaPacific and the world, India presents numerous opportunities in the digital age. Datacentres offering Interconnected Digital Infrastructure with a global footprint and dense ecosystem of Telecom Service Provides, ISPs, Cloud Service Providers, Internet Exchanges and Businesses across verticals are well-positioned to be a critical part as well as a driving force of the digital revolution in India, helping businesses to leverage the digital infrastructure to grow their business domestically and globally,” Mr Manoj Paul, Managing Director- EquinixIndia. “India is currently undergoing a digital revolution. This evolution needs datacentres. With the right environment - India has the ability to be the green data processing capital of the world,” Mr Darshan Hiranandani, Chairman, ASSOCHAM National Council on Datacentres. “India’s datacentre needs are growing exponentially because of increasing data consumption and creation by both enterprises and individuals. The onset of 5G and access to cheaper mobile phones and data plans have accelerated this trend leading to the rapid adoption of OTT platforms, e-commerce, and social media. The festival of Bhai Dooj is celebrated on the fifth day of the festival. Bhai Dooj is also known as Yama Dwitiya. The festival of Bhai Dooj is a festival based on brother-sister relationship, which is celebrated with great reverence and mutual love. After Rakshabandhan, Bhai Dooj is the second festival dedicated to the love between brothers and sisters.
