“There’s no such thing as a free lunch”, we all have heard this multiple times but nowadays this is often interchanged with the term “welfare schemes for the commons”, and it is rightly said that, “Welfare schemes should be a safety net not a hammock”but we seldom treat them like the former and repeatedly like the latter. 11th July was globally observed as the World Population Day, shortly after that in India’s Uttar Pradesh ChiefMinister Yogi Adityanath announced the UP Population Control, Stabilization and Welfare Bill, 2021 under its UP Population Policy 2021-2030. The bill is intended to promote 2 child norms in Uttar Pradesh.Simultaneously, the bill is aimed at the so-called development of the minorities. Further, the objective of the bill is to curb the supposed population explosion and aiding to boost natural resources along with its equitable handling and dissemination. Similar to Cricket and,Snakes and Ladders which happen to be two of the most favorite pastimes of many in our country, the game of Draft and Decree has grown into a popular hobby amongst the lawmakers and legislators alike.With slightest of intentions and minimalistic prognosis bills are drafted and policies announced at the drop of a hat; case in point,UP Population Control, Stabilization and Welfare Bill, 2021.

However, once we start scratching the surface, the motive gets diluted and the interest no longer serves the public but the masters. The bill vehemently advocates population control without interpreting thepopulation momentum. The general concept of Population Momentum points out,a situation whereby a rapidly growing human population may be expected to grow for 50-60 years after replacement fertility (2.1 live births per female) is reached. Momentum is sustained because of increasing numbers of females entering reproductive age. At times when an increasing share of women enter the reproductive age bracket the population can keep growing even if the fertility rate is falling. This is what demographers refer to as 'population momentum' and it explains why the number of children in the world will not decline as rapidly as the fertility rate. Furthermore, Population projection is an estimate/prediction of a future population. However, Population momentum refersto population growth/decline which continues despite fertility rates falling/increasing. The bill aims at curtailing the current TFR (Total Fertility Rate) of 2.7 to 2.1 by 2026 and further to 1.9 by 2030. Hence, we can say that the greater part of the UP Population Control, Stabilization and Welfare Bill, 2021, relies on the projection component rather than balancing itself on the lines of population momentum as well.

The timing too is rather dubious considering the state elections are round the corner, and the ruling party have been enjoying the supremacy for more than 4 years. The platter seems to be thickly ladled with benefits however, heavy garnish of polarization along with pinch of forfeitures makes it a bit reeky. The Prime Minister Mr. Narendra Modi, since his path breaking speech at the Madison Square, USA, in September, 2014 till his recent sermon on July 1st, 2021 has very conveniently and profusely took advantage of the term Demographic Dividend, which suggests population is not an obstacle but an opportunity in disguise. On the contrary lies the course of action of his prodigy, Yogi Adityanath, ChiefMinister of Uttar Pradesh, and many of BJP’s cabinet of ministers, who defy and deny the dividend, as they view it as a snag in development. It seems like a thinly veiled attempt to blow a dog whistle for issues of community-wise fertility rate subtly Muslim fertility. The insistent clamoring of the many of the BJP stalwarts like SakshiMaharaj, Giriraj Singh, Suraj Pal Amu etc. urging the Hindu community to procreate more, in order to impede the plans of the Muslim community of turning India into an Islamic sovereign are more like hand me downs in the BJP clan. Despite empirical evidences which suggests that, barely 4% Private Member Bills were discussed; 96% lapsed without even a single debate in theLokSabha todate. Also, till date out of approximately 300 Private Member Bills, only 14 of them have been passed by the Parliament; and this bill was also introduced as a Private Member Bill.

The Delivery

This so-called good length delivery boasts of 12 months of maternity/paternity leave for state government employees; 2 additional increments during entire service/tenure; 3% increase in the employee contribution fund under National Pension Scheme. In addition, this bill restricts violators to contest local body elections (Panchahyat elections); availing government welfare schemes and further restraining perpetrators to apply for government jobs as well. The Hook and Pull Shot

The entire run-up for this encased delivery called, UP Population Control, Stabilization and Welfare Bill, 2021 is an arduous undertaking. A lot is hanging in the balance for the ruling government in Uttar Pradesh. The recent humiliation due to the mismanagement of the COVID-19 pandemic, was brazenly concealed by praises from none other than, the Indian Prime Minister Mr. Narendra Modi himself for the ChiefMinister of the state, Yogi Adityanath. For starters, the bill is betting its last dollar only on population projection via TFR (Total Fertility Rate) of the state, rather than taking in account the population momentum as well. Secondly, the communal camouflage gets severed by the data from NFHS 4 2015-2016 (National Family Health Survey 4), as Muslim TFR in UP too is declining and almost flat-lining. Additionally, at state level TFR since 1950’s till 2017 has dropped considerably from 5.6 to 2.14 respectively. The Match Summary

The principle behind conducting a comprehensive and intensive survey and census in a democracy is to reveal statistics and testimonies to the populace and to their elected leaders, so that transparency leads the way to rationality to reach a common goal of creating a welfare state. TheUP Population Control, Stabilization and Welfare Bill, 2021 upon its release was open for suggestions only for a week, clearly undermining and limiting the essence of an astute debate. Despite sharing few common outlook points, BJP received selective opposition from the VHP(Vishwa Hindu Parishad); specifically section 5, 6(2)and 7 which talk about incentivizing public servants who plan familyin accordance with the new bill. Few other defended the carrot and stick approach of the UP government by citing China’s one child norm; conveniently obliterating the fact that Indian republic is a democ-

racy unlike the Republic of China. Furthermore, the evident and the few of the most talked about perks cloaks a decisive disclaimer viz. Sterilization; the welfare scheme benefits couples who undergo sterilization or vasectomy; since, a certificate needs to be produced in order to avail the above mentioned perks. Additionally, the bill without trouble loses sight of the plight of women and women healthcare in the state. A nation with a preference for male child, will end up augmenting female foeticide, unsafe abortions and further rise in sex-selective abortions as well. The bill clearly contradicts Article 21 of the Indian Constitution, which safeguards Right to Life and personal liberty; as women might end up losing agency over their own bodies and may only be treated as child rearing mills. In Conclusion, population control is agreeably the need of the hour not just domestically but globally but coercive or punitive measures won’t fix the problem. Over-population or under planning of a family arises mainly due to socio-economic conditions, poverty, lack of education, paucity of healthcare facilities in terms of contraceptives, safe-abortions etc. This draft may result in furthering the imbalance as the Indian psyche in terms of child rearing prefers male child; hence, in the already disproportionate Indian society this may worsen the effects. Parliamentarians and media have a symbolic relationship. MPs and the institution of parliament rely upon the media to deliver their message and opinions to the general public. On the other hand, the media plays an important role in monitoring the work of the MPs and parliament that can result in a critical analysis of their work. This relationship is unavoidable in a multiparty system in which the media is ensured of freedom of expression. A parliament should be aware of the duality of its relationship with the media but should not allow this reality to affect its ability to work with the media. To start, a parliament should support the media's role in observing the parliament. Journalists should be provided with enhanced access to MPs and facilities through the use of press badges or passes, thus ensuring they can move relatively freely within the institution. Space should be allocated for journalists and media outlets so they have the facilities P-08

to produce and write stories. Many national parliaments have special rooms in which press conferences are held and questions can be asked of MPs. Parliaments should have dedicated communications staff that work with media outlets. These staff, or units in which they work, can provide official communiqués to the media about the work of parliament (all parliamentary groups will likely have their own communications staff to do the same on behalf of their parties). The more sophisticated parliaments may produce materials such as film footage, informational material and radio broadcasts to be used by the media that provide information about parliaments and its role in government. Communications departments will often be in charge of maintaining the website for the parliament and any other social media sites. As unpleasant as it might be for MPs, parliaments must accept that the media have a role to play in observing and, sometimes, critizising the MPs and the institution of parliament. But such work must be done within the norms of good journalism. To ensure journalists are meeting such standards, parliaments can promote the regula-

tion of journalists and/or provide capacity building. Many parliaments across the globe have established codes of ethics for journalists. In some countries this is done through selfregulated press galleries in which the journalists and media outlets ensure all journalists that work at parliament are accredited and ensure minimum standards are met in their work. Other parliaments produce their own systems of accreditation and codes of ethics to which journalists must comply. In countries in which freedom of the press is a new concept, there is a growing trend to provide capacity building for journalists who work with parliament. This may in the form of workshops and training that educate the journalists about the role of parliament and minimum standards for journalism in a democracy. This can be critical in countries transitioning from conflict or fragility as the new powers of the media can be a driver of conflict if citizens rely on those journalists to report on the work of their government institutions, including parliament.

The Israeli spyware, revealed to have been used to target hundreds of phones in India, has grown less reliant on clicks. Pegasus can infect a device without the target’s engagement or knowledge. July 31, 2021

As per reports of some national and international news agencies there appeared on a leaked list of “potential” or actual targets for spying by the Israeli company NSO’s Pegasus spyware. Recently, it has been reported that Pegasus, the malicious software, has allegedly been used to secretly monitor and spy on an extensive host of public figures in India. As per claims, at least a 1,000 Indian phone numbers are in a list of potential targets of surveillance using the Pegasus spyware sold by Israeli company the NSO Group to “vetted governments” with the approval of the Israeli government.

What is Pegasus?

Built and marketed by Israeli company NSO, Pegasus is a spyware that infects device and spies on the victim by transP-09

Lack of awareness and specialists in digital security makes this a vulnerable sector. Terrorists and other anti-social elements have started using more of cyberspace which provides them with more getaways.

Cyber Security Framework in India

Pegasus works by sending an exploit link, and if the target user clicks on the link, the malware or the code that allows the surveillance is installed on the user’s phone. A presumably newer version of the malware does not even require a target user to click a link. Once Pegasus is installed, the attacker has complete access to the target user’s phone. Pegasus can “send back the target’s private data, including passwords, contact lists, calendar events, text messages, and live voice calls from popular mobile messaging apps”. The target’s phone camera and microphone can be turned on to capture all activity in the phone’s vicinity, expanding the scope of the surveillance.

What information can be compromised?

Once infected, a phone becomes a digital spy under the attacker’s complete control. Upon installation, Pegasus contacts the attacker’s command and control (C&C) servers to receive and execute instructions and send P-10

back the target’s private data, including passwords, contact lists, calendar events, text messages, and live voice calls (even those via end-to-end-encrypted messaging apps). The attacker can control the phone’s camera and microphone, and use the GPS function to track a target. To avoid extensive bandwidth consumption that may alert a target, Pegasus sends only scheduled updates to a C&C server. The spyware is designed to evade forensic analysis, avoid detection by anti-virus software, and can be deactivated and removed by the attacker, when and if necessary.

Is Surveillance having legal backing?

There are legal provisions for intercepting communication and accessing digitally stored information in the interests of national security and public safety. The capture of a handheld machine by Pegasus turns that into a real-time spy on the target who can be watched over and followed every step. This surveillance is total, into their private and intimate lives, which have no bearing on any public interest. Information obtained illegally may have been used to compromise institutions, to steal

Cyber security has become an integral aspect of national security. Moreover, its area of influence extends far beyond military domains to cover all aspects of a nation’s governance, economy and welfare. With countries resorting to digital warfare and hackers targeting business organisations and government processes, India has to create awareness that not a single person or institution is immune to it. While the government and the corporate world are better placed perhaps to create their own programs, it is the civil society who needs to bring into this ambit. Educational institutions including central universities, private universities, industry associations, Industrial Training Institutes (ITIs) must incorporate courses on cybersecurity. Given the future of technology under Industrial Revolution 4.0, India requires a strong cybersecurity framework based on the 4D principles i.e. Deter, Detect, Destroy and Document, so that it can sub verse all attempts towards any cyber challenges. Given increasing dominance of mobile and telecommunication, both National cyber security policy and National Telecom Policy will have to effectively coalesce to make a comprehensive policy for 2030.

Conclusion

The whole incident brought forward the issue of digital security and the ways to achieve it with minimum loopholes. It is necessary to be self-aware about digital security because compromise in that could lead to a situation of total surveillance. Setting stringent cybersecurity standards to protect individuals and institutions of national importance, to make sure that the unity of the nation and the integrity of the individuals stay safe and secure. The largest democracy in the world cannot be at the mercy of a shady, private company.

Those who are in power commit heinous crimes like rape, it seems as if a thief has been made to guard the safe. Our understanding is in dire need of a society with strict laws. But divorce, on the other hand, is something that isn’t still acceptable in some regions and in fact most of the families. Well, as an individual I believe divorce or maybe broken marriages are not a good sign as it hampers the personal lives of individuals and of the people connected with them in any manner, not because it has anything to do with the reputation of the family and so it is a norm against the society. In our Indian society the major sufferers of broken marriages are the offspring of the couple getting divorced or maybe separated in the end. Children at their sensitive age get too muddled up in their life if they find their parents breaking their marriage. According to a research report, around 1.36 million people in India are divorced which is equivalent to 0.24% of the married population. Be it rural India or urban areas, broken marriages are prevalent everywhere. It’s just that there is a very little gap between divorce taking place in villages and cities in the country. It was found through a report that more than 30% of divorce rate is accounted for from the metro cities such as Delhi, Mumbai and Bangalore. In fact, the maximum population of the metro cities accounts for both working parents. Ultimately, less communication and broken marriages play a havoc role in the lives of children and bring distress too. Most of the time psychological illnesses make a home in the lives of children because of the stress that they carry all time due to their parents' fights, emotional disturbances and choice of living apart. From physical to psychological, the well being of a child is severely affected due to divorce experiences as well as violence between their parents. Increasing numbers of young video gamers view esports (i.e., competitive video gaming) as a career opportunity, rather than just a recreational activity. Previous studies have explored the motivational differences between esport and recreational gamers and the motivational changes through career journey to become a professional esport player. The present study explored the predictors of career plans to become a professional esport player, with a specific focus on gaming motivations. Gaming time, gaming motivations, and esport-related playing experience were also examined among Hungarian gamers with competitive gaming experience such as years spent in esports, medium and frequency of participating in esport tournaments, the effort put into training before the tournaments, and the plans to become a professional esport player. Binary logistic regressions were carried out and results showed that the gaming motivations of competition, skill development, and social motivations predicted career planning as a professional esport player. Additionally, results showed that younger players were more likely to seek career opportunity as professional esport players than older players. Future studies should focus on novice esport players’ psychological exposure to the hypercompetitive scene of esports, such as high expectations or the risk of becoming problematic videogame users due to their motivational changes. C Elina Sangtam hails from a small village called Kisetong located in the Kiphire District of Nagaland. She lost her father at the tender age of four and grew up along with her cousins at her uncle’s and aunt’s home because her mother could not afford to raise her independently. Haryana strengthening FPOs through Value Chain and Market Linkage

Haryana has taken major strides in horticulture development through handholding support of Farmer Producer Organizations (FPO) by collectivization of farmers, through Crop Cluster-Based approach. Haryana Government has engaged M/s Ernst and Young LLP (EY) to conduct value chain studies for important horticulture crops of the state. Value chain studies have been completed on six important crops in the state that is Kinnow, tomato, potato, strawberry, capsicum and ginger. This report was presented in the General Body meeting of Small Farmer Agri-Business Consortium Haryana (SFACH) chaired by Additional Chief Secretary, Agriculture and Farmers' Welfare department, Dr. Sumita Misra. During the study various gaps were noticed at production, harvest, post-harvest and marketing stage. EY in collaboration with Horticulture Department and Small Farmer Agri-Business Consortium Haryana (SFACH) is addressing these gaps at every stage of the value chain and handholding the FPOs in quality management and marketing of the produce. By way of the market linkages of FPOs with modern retailers and processing industries, significant increase in the income of FPOs has been observed.

Ekikrit Sainik Sadans would be setup for soldiers’ welfare

Haryana Minister of State for Sainik, Ardh Sainik Welfare & Social Justice and Empowerment, OP Yadav said that 'Ekikrit Sainik Sadans' would be set up in 8 districts of the state for the welfare of soldiers. An amount of about Rs 100 crore will be spent on their construction. While presiding over the review meeting of officers of Sainik, Ardh Sainik Welfare Department today, Yadav said that Sainik Sadans would be constructed in a phased manner in Narnaul, Palwal, Panipat, Jhajjar, Jind, Nuh, Fatehabad and Rewari districts. The work of construction of houses in some of these districts will be started soon. He said that about 80 percent construction work of Kosli and Dadri Sainik Rest House has been done, which he directed to be completed soon. The Minister said that an amount of about Rs 12 crore would be spent on the construction of each Sainik Sadan. Arrangements, including Sainik Rest House, District Sainik & Ardh Sainik Welfare Office, Community Hall, Polyclinics, CSD Canteen, Stilt Parking will be made in these Sadans. There will also be provision for lift and ramp. He said that the data of retired and serving soldiers would be prepared by the department, which would be uploaded on the website of the department. Along with this, an IT cell will be formed in the department, which will keep the entire activities updated. While directing the officers, Yadav said that they should engage officers and employees at the state level and district level to strengthen the infrastructural system of the department. Along with this, he was apprised of information related to the construction of the building of Sainik School and ECH Hospital in Rewari and ordered to get them ready soon. Apart from this, he was also apprised about the status of other rest houses in the state including Panchkula Rest House and instructed to take prompt action in this regard.

Dr. Dinesh Shastri said that so far 29 Acharyas and Gurukul managers have been awarded with Acharya Sammans. He said that the awards for the year 2017 and 2018 have already been announced by the Academy and it will be presented soon to the scholars. He said that Haryana Sanskrit Academy has started the facility of YouTube Channel for Sanskrit scholars. Shortly, an app for Sanskrit scholars is also being launched. Apart from this, Hariprabha, a magazine published by Haryana Sanskrit Academy will also be made available online.

Kamlesh Dhanda said that the Government has invited applications for State Level Award for Women to give recognition to those women who have worked towards women empowerment by doing outstanding work in different fields and proving to be exemplary role models. Dhanda said that the awards for which applications have been invited include Indira Gandhi Mahila Shakti Puraskar, Kalpana Chawla Shaurya Award, Behen Shanno Devi Panchayati Raj Award, Lifetime Achievers' Award and ANM/Nurse/Women MPW (two awards) and female players. Similarly, applications have also been invited for Sakshar Mahila Samooh members (two awards), government employees (two awards), social worker (two awards) and women entrepreneur (two awards). She said that cash amount ranging from Rs 21,000 to Rs 1.5 lakh would be given as a citation. For this, women can apply till October 18, 2021. The eligibility and conditions for applications are available on the department's website http://www.wcdhry.gov.in/. She said that along with complete bio-data, applications can be sent through the concerned District Programme Officer, Woman and Child Development Office along with detailed information about the contribution made by outstanding women in the society. BSEH reduce 12th syllabus by 30% for 2021-22

Board of School Education, Haryana has decided to reduce 30 percent syllabus for secondary and senior secondary classes for the academic session 2021-22. The new syllabus is available on the official website of the board i.e. www.bseh.org.in . Giving this information, Board President, Prof. Jagbir Singh said that this year also the syllabus of both the above classes has been reduced by 30 percent. He said that this decision has been taken as the schools could not open due to the corona pandemic and school education has been disrupted. Notably, like the CBSE Board last year, the Board of School Education, Haryana has also reduced the syllabus of Secondary and Senior Secondary classes by 30 percent due to the P-29


haryana Covid-19 pandemic. He said that all the school principals and students can download the new uploaded syllabus and ensure to prepare for the examinations according to the reduced syllabus.

Applications invited for State Teacher Award 2021

Online applications have been invited by the Education Department from the eligible teachers of the state for the State Teacher Award 2021. Eligible teachers can apply online by July 31, 2021by clicking on the link available on the department's website. The eligibility and conditions prescribed for State Teacher Award 2021 can be found in Annexure-1, the number of awards in Annexure-2 and the criteria prescribed for different categories of teachers in Annexure -3 have been made available on the departmental site. Under the scheme, 20 male and 20 female teachers in secondary education at the state level and 25 male and 25 female teachers under primary education will be honored with this award on the occasion of Teacher's Day. An official spokesperson said that the selection of teachers for the State Level Teacher Award in Haryana would be done with more uniformity and transparency than before. The government has now abolished the district level committees to recommend the names of teachers. The recommendations of the names of teachers for these awards will now be done by the committees constituted by the Directorate of School Education at the headquarters level. Financial assistance will be given by the Government for taking care of such children till 18 years of age- Anil Vij

With a view to provide secure future to the children who lost their parents due to COVID-19 pandemic in the state, Haryana Home and Health Minister, Anil Vij said that State Government has launched ‘Mukhya Mantri Bal Seva Yojna’. Under this Scheme, financial assistance will be provided for the upbringing and education of such children. He said that under this Scheme, the State Government will provide a financial assistance of Rs 2,500 per child per month to the families looking after such children till 18 years of age whose parents have passed away due to COVID. Besides this, an amount of Rs 12,000 per annum will also be given to such children till they attain the age of 18 years. Vij further said that the children, who do not have any family members to look after them, will be nursed by ‘Child Care Institutions’. For such children, Rs. 1,500 per child per month will be provided by the State Government to the ‘Child Care Institute’ as financial assistance till the child attains the age of 18 years. This amount will be deposited in the bank account in the form of recurring deposit and the maturity amount will be given to the child on attaining the age of 21 years and all other expenses will be borne by the ‘Child Care Institution’.

will be increased by 60 MLD in Faridabad city from August 1. For this, the Municipal Corporation have already set up six rainy wells which have been started by FMDA. With this, the number of rainy wells in the city will increase to 22 and the drinking water supply will reach 180 MLD and the city will get 30 per cent additional water. The Chief Minister was interacting with mediapersons after the second meeting of the Faridabad Metropolitan Development Authority (FMDA) in Faridabad. The Chief Minister said that the city bus service has received excellent response in the city of Faridabad and now the officers have been directed to find new routes in the busy areas of the city and increase its frequency. Along with this, intercity bus service will also be started between Faridabad and Gurugram under this service. This will benefit thousands of people commuting between the two industrial cities. He said that the water problem has always been there in the three underpasses built under the railway lines of the city. To solve this problem, FMDA has increased the number of motors here. Along with this, instructions have also been given to dispose off the water here in one of the main drains. Manohar Lal said that a large number of tankers supply water to the city. These include the industrial sector as well. He said that for this, instructions have been given to FMDA that separate feeder stations should be prepared for filling water in tankers. The Chief Minister said that both the National Highways connect the city from north to south. Now, a proposal has been prepared to build two roads to connect the city. One of these will connect Ankhir to Manjhawali via Sector-28 and the other will connect Greater Faridabad via Sohna Road. The Chief Minister said that in order to improve the financial condition of FMDA, instructions were given to give one percent stamp duty and now a notification has also been issued by the Town and Country Planning Department in this regard. Along with this, capital will be raised for FMDA from many other sources including EDC, license fee and CLU.

Haryana New and Renewable Energy Department will provide Solar Street Lights and Solar High Mast Lights at an estimated cost of Rs.21 crore in the current financial year to reduce the dependence on conventional electricity for street lighting in rural areas of Haryana. Along with this to enhance security and prevent untoward incidents in villages, the department will also provide solar CCTVs with high mast lights. Giving information in this regard. Additional Chief Secretary, New and Renewable Energy Department, PK Das said that under its demand based SPV Street Lighting Programme, New and Renewable Energy Department has made a provision of state financial assistance (subsidy) of Rs. 4 crore in the annual plan of the current financial year for providing 5,000 LED Based Solar Street lighting systems of 12 Watt at the rate of Rs. 4,000 per system and 1,000 LED based Solar High Mast lighting systems of aggregate 88 watt LED with CCTV at the rate of Rs. 20,000 per system. He said that the tentative cost of each Solar Street Light is Rs.14,000 and cost for Solar High Mast Light is Rs.1,40,000 per system.
