It is worth noting here that the then ruling Congress party faced a dramatic and eye-opening defeat in 1977 general elections in which the harsh and heavy-handed implementation of forced sterilization programme during the Emergency (over 8 million people were sterilized in a span of 2 years) not only became a huge issue but also played a considerable role in deciding the outcome.

Public discourse in India once again occupied by the debate on population control rather than focusing on the economy. On the World Population Day, July 11, 2021 UP CM Yogi Adityanath unveiled a new policy on population control with an aim to bring state’s birthrate from 2.7 per 1000 to 2.1 by 2026 and 1.9 by 2030. The policy promotes two-child norms, violation which would mean people will be debarred from contesting local body’s elections, applying for government jobs or receiving benefits of the government welfare schemes. Assam, too, proposed a similar population control policy when state CM Mr. Himanta Biswa Sarma announced that his government will gradually incorporate the twochild norm for people to avail government benefits. As a result, the country is debating about rising population and its effects on resources and development. came a huge issue but also played a considerable role in deciding the outcome. Ever since those times, the population control seemed to have become a taboo subject in national discourse. The renewed focus on population debate brings us face-to-face with many questions that demand fresh answers. Are UP and Assam only states have taken or proposed coercive measures to control the population growth? Is India still experiencing population explosion? Does India require an aggressive population control policy? Are there alternative viewpoints to look at the entire issue? Let’s look into some of the questions.

Population Explosion?

m In 2019, the UN Dept. of Economic and Social Affairs revised its World Population Prospects and said that at the current growth rate, India’s population will surpass China’s by 2027 to become the world’s populous country. It further said that India’s population would peak in 2059 and thereafter begin declining. However, the figures show that the country is already moving towards population

stabilization.

m The 2018-19 Economic Survey of India states that population growth rate has been slowing down in recent decades. It mentions that the population growth rate of 2.5% annually during 1971-81 has come down to 1.6% during 2011-16. m More significantly, states such Bihar, UP, Rajasthan and Haryana that were infamous for their large population at one point, are now experiencing deceleration in population growth.

m According to the census, the country has witnessed a significant decline in the TFR from 3.6 to 2.4 between 1991 and 2016. (A fertility rate of 2.1 is approx. figure indicating population stabilisation)

m 28 out of 36 states/UTs have already achieved the replacement level fertility of 2.1 or less.

Therefore, one can say that now India’s population is not exploding. However, huge disparity in terms of population growth rate and TFR among states needs to November 15, 2021

be taken care of. Six states, UP, Bihar, Chhattisgarh, Jharkhand, Rajasthan and MP, which account for roughly 40% of India’s population, require special attention to slow down their population growth.

Coercive Methods

State-sponsored population control has a long and contentious history in India. In 1951, India became the first developing nation to introduce the National Family Planning Programme with the aim of controlling the country’s population growth rate. However, a punitive approach to population control has always been cross-examined. Limiting the number of children often leads to rapid increase in sex-specific abortions and divorce. This is the reason why experts warn against a coercive two-child policy which can increase female foeticide and further destabilize sex ratio. Men divorce their wives to run for local body polls and families give up their children for adoption to avoid disqualification.

China’s Example

China’s example, too, could be an eyeopener for India. During economic reforms, China brought in and rigorously followed a strict one-child policy. The studies have revealed that it resulted in undesirable consequences such as sex-selective abortions, depressed fertility levels, irreversible ageing of population, labour shortage and economic slowdown. China has to abandon its one-child policy in 2016 and to encourage a three-child norm now. But the fact remains that without the one-child policy, China’s economic progress would certainly have been less shining. After taking all the advantages of the one-child policy, it is only now that China is revising it according to present requirements.

The Way Ahead

We don’t have a population explosion. But we still need to bring down our TFR to a universal 2.1. Coercive methods of population control are neither advisable nor fruitful. Moreover, forced and disproportionate suppression of population growth may put India at risk of losing its demographic dividend. So what is the way

ahead? Experts suggest that promoting education and awareness about family planning is a better way forward. Experiences illustrate that education, particularly of women, is the most important factor contributing to the reduction in fertility. Role of the government at the Centre and state is to promote education and awareness about family planning. Late marriages and childbirths must be promoted and incentivized. Contraception must be made easy and available. Participation of women in work and labour force must be encouraged. India must focus on educating and skilling its young population in order to take full advantage of the demographic dividend before it begins to decline. In postpandemic world, India has a unique opportunity. The world is looking for alternative sources of supplies amidst a booming demand. India must prepare and position itself accordingly. Time has come to capitalize the demography, not to filter away through unnecessary obsession with population control.

While reported measles cases have fallen compared to previous years, progress toward measles elimination continues to decline and the risk of outbreaks is mounting, according to a new report from the World Health Organization (WHO) and U.S. Centers for Disease Control and Prevention (CDC). During 2020, more than 22 million infants missed their first dose of measles vaccine - 3 million more than in 2019, marking the largest increase in two decades and creating dangerous conditions for outbreaks to occur. Compared with the previous year, reported measles cases decreased by more than 80 percent in 2020. However, measles surveillance also deteriorated with the lowest number of specimens sent for laboratory testing in over a decade. Routine immunization must be protected and strengthened; otherwise, we risk trading one deadly disease for another.” Immunization and surveillance systems must be strengthened to reduce growing measles risks The COVID-19 pandemic caused significant disruptions to immunization services and changes in health-seeking behaviors in many parts of the world. While the measures used to mitigate COVID-19 – masking, handwashing, distancing - also reduce the spread of the measles virus, countries and global health partners must prioritize finding and vaccinating children against measles to reduce the risk of explosive outbreaks and preventable deaths from this disease. Measles is one of the world’s most contagious human viruses but is almost entirely preventable through vaccination. In the last 20 years, the measles vaccine is estimated to have averted more than 30 million deaths globally. Estimated deaths from measles dropped from around 1,070,000 in

2000 to 60,700 in 2020. The estimated number of measles cases in 2020 was 7.5 million globally. Measles transmission within communities is not only a clear indicator of poor measles vaccination coverage, but also a known marker, or ‘tracer,’ that vital health services are not reaching populations most at risk.

The Measles & Rubella Initiative (M&RI) is a partnership among the American Red Cross, the United Nations Foundation, the U.S. CDC, UNICEF and WHO. Working with Gavi, the Vaccine Alliance and other stakeholders, the Initiative is committed to achieving and maintaining a world without measles, rubella and congenital rubella syndrome. Since 2000, M&RI has helped deliver measles vaccine to children worldwide and saved over 31.7 million lives globally by increasing vaccination coverage, responding to outbreaks, monitoring and evaluation, and supporting confidence and demand for vaccination. By the end of 2020, 81 countries (42 percent) had succeeded in sustaining their measles elimination status despite the pandemic, but no new countries were verified as having achieved measles elimination. There are still 15 countries that have not introduced the measles second dose into their national immunization schedules, leaving children and adolescents in these countries especially vulnerable to measles outbreaks. The vital role of food

Taittirya Upanishad says, ‘You are born from food, subsists because of it and pass away into it (matter).’ It is important to note that Ayurveda and Yoga have different aims. Ayurveda is about health, freedom from diseases and longevity. Yoga upholds spiritual ascent as its highest endeavour and prohibits eating of flesh as it is against the fundamental principle of ahimsa(non-violence). According to Babeeta Chhabra, mentor at Sri Sri Ravishankar’s ‘The Art of Living’, “Yoga of Eating spans beyond just eating when you are hungry for sustenance, but hinges upon the codes of ethics that govern a healthy, balanced mind, body and spirit. For me, it is simply an act of love, and in love, we cannot help but nourish the Self.”

m In Yogic texts, the stomach is roughly divided into 4 sections- 2 are to be filled with food, one with liquid (buttermilk, or soup) and the last has to be kept empty. m Sattivika foods- fresh seasonal fruits and vegetables, whole local grains, cereals (unprocessed), pulses and lentils should form the staples. Cow’s milk and its products are recommended, especially desi ghee. m Shun the refined sugar and opt for natural unrefined sugars- jaggery, Stevia or molasses. While consuming honey, its authenticity has to be confirmed. m Spices such as turmeric, coriander, cumin and ajwain, cardamom and pepper are essential in small quantities. Onion and garlic have medicinal properties and are considered Rajasika foods. m Rely on local produce and ditch the expensive exotic food items. There has been an increasing craze to consume Quinoa, but it should be remembered that Rajagra(Amarnath) eaten on fortnightly fasts is an apt substitute. This way we not only feed our health but also our farmers.

How much to eat?

Yogi and mystic Sadhguru shares his two cents on this question and says- “You shouldn’t keep eating through the day. If you are below thirty years of age, three meals a day will fit well into your life. If you are over thirty, it is best to reduce it to two meals a day. Our body and brain work at their best only when the stomach is empty.” Science has found that when the stomach is empty, a hormone called Ghrelin is produced which stimulates and increases the performance of Hippocampus, the region in the brain that is responsible for analytical thinking, spatial analysis, memory and keeping us alert, agile and active. It does not imply that we do not eat, but that we should eat consciously. Yoga helps us understand the spiritual dimension of food. It is based on the conflict region at Bastar, Chattisgarh and is the tale of a paramilitary officer present there and is indulged in the criss cross of existence. COP26: A watered-down deal as Delhi chokes

India is accused of watering down a COP26 climate deal to cut coal consumption even as toxic air chokes its national capital, Delhi. Air quality in the city has been hovering between "severe" and "hazardous" for several days now. The Delhi government on Sunday announced that schools would close for week and said it was mulling over a "lockdown" to improve air quality. Burning of crop stubble, industrial and vehicular pollution, and weather patterns turn the city's air noxious every winter. But the air in the capital - and large parts of northern India - remains poor most of the year. Pollutants from coal-fired power plants are among the culprits. Despite pressure on India and China, two of the world's top carbon emitters, to sign a deal to end coal use, the two big consumers of coal proposed a last-minute change in wording - countries have now agreed to "phase down" rather than "phase out" coal. The news of the change made big headlines around the world with many heaping scorn and disappointment on India for desperately clinging to coal. But in a growing country which still derives around 70% of its energy from coal, the decision was seen as pragmatic and assertive. India's Environment Minister Bhupender Yadav, who was at the Glasgow summit, said India had achieved "remarkable results", but it's all about striking a balance. He said he had articulated the concerns and ideas of other developing nations, who also rely on fossil fuels to power growth. The narrative in many parts of the media was that India stood up to the world and came home with what it wanted. "India has maintained that the current climate crisis has been precipitated by unsustainable lifestyles and wasteful consumption patterns mainly in the developed countries. But many are quick to point out that the average Indian consumes far less energy than the average Briton or American - and that Western countries haven't done all that they have promised either, including providing muchneeded climate finance to help poorer countries meet their targets. "It's very hard for India or any developing country to trust the developed nations now," Mr Chaturvedi argues. "The West has not delivered when it comes to cutting their emissions, that's the reality of it."

Countries have begun to prioritize health in their efforts to protect people from the impact of climate change, but only about a quarter of those recently surveyed by the World Health Organization have been able to fully implement their national health and climate change plans or strategies. Countries report that a lack of funding; the impact of COVID-19; and insufficient human resource capacity are major barriers to progress. The 2021 WHO health and climate change global survey report finds, however, that over three quarters of surveyed countries have developed or are currently developing national health and climate change plans or strategies. Some 85% of countries now have a designated focal point responsible for health and climate change in their ministries of health, while in 54% of countries, the ministry of health has established a stakeholder mechanism (such as a task force or committee) on health and climate change. About two-thirds of surveyed countries have conducted a climate change and health vulnerability and adaptation assessment or are currently undertaking one, while virtually all (94%) countries incorporate health considerations in their nationally determined contribuP-20

For example, almost 80% of deaths caused by air pollution could be avoided if current air pollution levels were reduced to the WHO Air Quality guidelines,” said Dr Neira. The WHO survey finds that insufficient finance continues to be the top stumbling block to fully implementing national health and climate change plans, cited by 70% of countries (up from 56% in 2019). Human resource constraints are the second biggest barrier, whilst about one third of countries identified a lack

of intersectoral collaboration as a key barrier. About half of the countries report that the COVID-19 emergency has slowed progress on addressing climate change by diverting health personnel and resources, and continues to threaten national health authorities’ abilities to plan and prepare for climate-related health stresses and shocks. The report also notes a potential missed opportunity to identify and optimize the health benefits of adaptation and mitigation efforts in other sectors, which could have fed into a clean, healthy recovery from COVID-19: structural and social determinants of health, such as education, equity, gender, urban planning, housing, energy and transportation systems was represented in fewer than half of the established multisectoral mechanisms. Crop Compensation increased from Rs. 12K to 15K

Chief Minister, Manohar Lal, while giving a bonanza to the farmers of the State, increased the crop compensation amount in case of damage from Rs.12,000 to Rs.15,000 and increased the amount of Rs. 10,000 to Rs.12,500. Besides this, it has also been announced to increase the compensation slab below this by 25 per cent. The Chief Minister made this announcement during the launch of a modern Cooperative Sugar Mill in Karnal on Monday built at a cost of Rs. 263 crore. CM said that the Haryana Government is giving the highest crop compensation across the country, however, as there was no increase in this amount since few years, so it has been enhanced further. The Chief Minister called upon the farmers to get their crop insured. He said that two days ago the government had announced that the farmer possessing 2 acres of land will not have to pay crop insurance premium, while for the farmers possessing 5 acres of land, the government has decided to pay half the premium. The farmers having land more than 5 acres will have to get the crop insured themselves. He said that the capacity of Karnal Sugar

Apart from this work is being done on 40 railway bridges. This will reduce accidents at unmanned crossings.

Roads should be opened in the interest of the general public The Chief Minister, Sh. Manohar Lal said that the common people are facing problems due to the blocked roads on Singhu and Tikri borders. He said that there is a 5-foot road open at the Tikri border and there is problem in the passage of big vehicles. While talks are on, however, if some people (protesting farmers) will stop being stubborn and start communicating then the matter can be resolved quickly.

Union Ministry of Home Affairs (MHA) has recognized the Bhattu Kalan Police station of Fatehabad district amongst the top-three Police Stations in India for the year 2021. Chief Minister said that there are 11 Cooperative Sugar Mills in the State. The government is constantly making efforts to reduce the losses being faced by these Sugar Mills. Power generation plants and ethanol plants are being set up in these mills. He said that the country would get the benefit of foreign exchange by setting up ethanol plants. The government is investing Rs. 660 crore in expanding the Sugar Mills. Gradually, power generation plants and ethanol plants will be set up in all cooperative sugar mills. This will increase the income of sugar mills and reduce losses.

Chief Minister, Manohar Lal said that doubling the income of farmers is the main goal of the government. The government is constantly encouraging progressive farmers. Along with this, other farmers are also being encouraged to start fruit and vegetable farming instead of traditional farming.

200 bedded hospital for Faridabad

Haryana Government has decided to construct a 200-bedded Maternal and Child Health (MCH) Block at Civil Hospital, Faridabad. While giving this information , an official spokesperson said that the Chief Minister, Sh. Manohar Lal has given in-principle approval to a proposal in this regard. The spokesperson said that approval has been given to establish MCH wings and blocks in six districts of the state under the National Health Mission. He informed that one MCH block each in the District Civil Hospitals of Panchkula, Sonipat and Palwal and one MCH block at Medical College, Nalhad is under construction. He said that in-principle approval for the construction of 100 bedded MCH block at Civil Hospital, Faridabad had also been given. It may be mentioned here that in a meeting held under the Chairmanship of Director General Health Services, it was decided to construct a 200bedded Maternal and Child Health (MCH) Block in Faridabad keeping in view the increasing inflow of patients. He said that keeping in view the population of district Faridabad, institutional delivery rate, more than 70 percent occupancy of beds and availability of space, 200-bedded Maternal and Child Health (MCH) block would be set up in Civil Hospital Faridabad. Deputy Chief Minister, Dushyant Chautala said that in case of death of a person registered with 'Employees State Insurance Corporation' (ESIC) due to Covid-19, the dependent family will get monthly financial assistance under 'ESIC Covid-19 Relief Scheme'. This financial assistance will be given in order to ease the financial burden on victim's family. The Deputy Chief Minister, who also holds the portfolio of Labour and Employment Department, distributed benefit letters to the dependent families of workers registered with ESIC who died after March 24, 2020 due to COVID-19. Minister of State for Labour and Employment, Sh. Anoop Dhanak, Additional Chief Secretary, Labour Department, Sh. Raja Sekhar Vundru were also present during the occasion. Sh. Dushyant Chautala said that the dependent families of ESIC registered insured workers who have died untimely due to COVID-19 will get a lot of relief from the 'ESIC COVID-19 Relief Scheme'. He said that this scheme would be of special benefit to the families of the victims who have no source of earning after the death of the main earning member. It was informed in the presence of Deputy Chief Minister that this scheme was started on March 24, 2020 which will be applicable for 2 years. Under this scheme, 90 percent of the average daily wage of the insured person who died due to COVID-19 disease, which will be called the full rate of relief, will be paid every month to their dependents. In this, according to the 'ESIC Covid-19 Relief Scheme', the prescribed share will be given to the wife of the deceased for life or till the second marriage, the son till the age of 25 and the daughter till the marriage. Not only this, a minimum relief of Rs. 1,800 per month will be given under the payment.

The programme was inaugurated by Mr. Justice Augustine George Masih, Judge, Punjab & Haryana High Court and Executive Chairman, Haryana State Legal Services Authority. Sh. Parmod Goyal, District & Sessions Judge and Member Secretary, HALSA and Dr. Kavita Kamboj, Joint Member Secretary, HALSA were also there. Today’s event was planned and organized to celebrate the Legal Services Day on 9th November. HALSA has been persistently working for strengthening the legal services by ensuring rights of each and every person including children and women. The core purpose of the programme was to create awareness amongst different functionaries about various laws and legislations meant for welfare and betterment of women. Through this programme, HALSA has provided a common platform to all the stakeholders including teachers, Asha workers, police officials, Sarpanches and Self Help Group workers to share and discuss various difficulties and challenges coming across in dispensing timely justice to women and to develop a sense of security and protection amongst women in society. CM offers prayers on Chhath Puja at a programme organized in Gurugram P-22

CM, Manohar Lal today offered prayers and Arghya during the Chhath Puja programme organized at Sector-10 A, Gurugram. After this, the Chief Minister announced a restricted Holiday in Haryana from next year on Chhath Puja. Besides this, he also announced the construction of a ghat to offer prayers. Addressing the devotees, the Chief Minister said that the festival highlights unity in diversity of our country. Our country with a population of about 130 crore, despite different castes, religions, communities, are all one. The spirit of this unity is visible in our festivals, he said. Manohar Lal said that a large number of people from Bihar, Uttar Pradesh, Jharkhand and Purvanchal along with local people have participated in this Chhath Puja programme today. In 2014, when the BJP government was formed in the state for the first time, we had given the slogan 'Haryana Ek Haryanavi Ek'. I don't see any difference between you and Haryanvis, he added. The State Government makes domiciles of people who are living in Haryana, from any part of the country, and are working or running their business, and the people who have lived here for five years or more are also given domiciles, said the Chief Minister. While interacting with the people of the Purvanchal community, the Chief Minister said that if they have any problem then they can share the same with local MLA or party officials and their problem will be resolved at the earliest. Manohar Lal said that the festival of Chhath Puja comes twice a year, so the people of Purvanchal should choose a place having a source of water, a ghat for Chhath Puja would be constructed there. He further informed that a similar ghat has been built on the banks of the canal in Karnal in about an area of 2700 feet, which has been recently inaugurated by him.

Following the principle of Antyodaya, Haryana Chief Minister, Sh. Manohar Lal has started the CM Window and Twitter handle since 2016 aiming to address every single grievance of the general public directly from his Office. The working of both CM Window and its Twitter handle is completely based on utmost dedication. Bhupeshwar Dayal, OSD to Chief Minister, who is monitoring these arrangements from the Chandigarh headquarters, believes that it is only because of commitment and dedication shown by the Chief Minister that so far more than 9 lakh complaints have been resolved. He said that as soon as the complaint is uploaded on the CM window or on the Twitter handle, simultaneously the complainant is informed that their complaint has been received and has been further marked to the concerned department by the CMO and they will be given regular updates about the settlement proceedings. After taking written opinion from the learned persons of the society, only after their satisfaction, the report of action taken on the complaint will be filed. According to Bhupeshwar Dayal, the rating is marked in three colour category namely in Red, Orange and Green according to the nature of the complaint. More serious complaints are categorized as Red and prompt action is initiated. The Chief Minister personally takes strict cognizance of the complaints marked in the Red category and takes feedback from time to time after reviewing these complaints. In a case from Safidon, Jind, the Chief Minister himself sought clarification from the Additional Deputy Commissioner and in this case, due to the suspicious role of an employee working on the CM window, the said employee been relieved immediately, which clearly shows that he dedication and passionate working style of this system.
