Vancouver bubble WILL burst
T
he Canadian housing market just keeps getting hotter. Home prices in the Greater Vancouver area have surged 30% year over year in May, up from 15% at the end of 2015, according to the bank’s June 2016 Financial System Review. Meanwhile, prices in the Greater Toronto area are growing by 15% YoY, up from 10% half a year earlier. A statement from the Bank of Canada even warned that folks who want to buy homes in Vancouver and/or Toronto should probably recognise that prices are unlikely to further increase dramatically, given economic fundamentals. “Prospective homebuyers and their lenders should not extrapolate recent real estate performance into the future when contemplating a transaction,” BoC governor Stephen Poloz said in the statement. And all of this getting analysts worried. “This is a bubble. A very big bubble. And it is going to end in tears,” wrote Capital Economics’ chief North America economist Paul Ashworth. “The Bank’s claim that the risk of a housing downturn is small because there is little risk of either a spike in the unemployment rate or a jump in longterm interest rate risk premiums is naïve in the extreme,” he added. Plus, he pointed out that the gains in housing prices in these regions now “far exceed” those in the US at the peak of its housing bubble. Of course, as with all bubbles, it’s quite difficult to predict when exactly this will happen. By Ashworth’s own admission, his team first warned about the bubble risk back in early 2011. Police charge suspect with assaulting Muslim woman in Supermarket
P
olice have arrested a 38-year-old woman in connection with an alleged attack on a Muslim woman in a supermarket in London, Ont., and charged her with assault. The Muslim woman was shopping with her fourmonth-old son when she was attacked, according to police. Muslim woman attacked in London, Ont., grocery store, police say. The woman was at the Superking Supermarket at 785 Wonderland Rd. S. at about 5 p.m. Monday when a woman she didn’t know began yelling at her for no apparent reason, police said. The stranger spat on the Muslim woman, punched her several times and then pulled at her hijab and hair, police said.
“We don’t have a motive for the assault right now,” London Police Service spokeswoman Sandasha Bough said. “We don’t have any information that this is a hate motivated offence. In what you’re seeing and what you’re hearing and what was provided through social media Tuesday it would lead people to believe that. Trudeau says Canada ‘well positioned’ to weather Brexit storm amid market jitters

rime Minister Justin Trudeau sought to reassure Canadians waking up to jittery markets Friday that Canada’s economy is in a good position to weather the storm in the wake of Britain’s vote to leave the European Union. “The country’s economy is strong, diversified and resilient. While last night’s vote will undoubtedly increase the global economic uncertainty, Canadians can be reassured that we are monitoring the situation closely and that we will work with our
partners across the world to maintain stability and create economic growth,” Trudeau said in French in Quebec City. The prime minister was in his home province to celebrate Quebec’s official holiday, known as Fête Nationale. Trudeau said he had spoken Friday morning with Finance Minister Bill Morneau and Bank of Canada Governor Stephen Poloz, who were in contact with their G7 counterparts. Continued on Page 6

Free speech is essential on our public university campuses
C
anada’s Charter of Rights and Freedoms does not protect university students’ right to free expression on campus, according to the B.C. Court of Appeal. It is a ruling that deserves to be challenged. The ruling was made in the case of the B.C. Civil Liberties Association and Cam Côté vs. the University of Victoria. The case arose in 2013, when the university withdrew its approval for a peaceful campus event requested by a campus anti-abortion club, Youth Protecting Youth (YPY). The university took its instructions from the University of Victoria Students’ Society, a student union with a long track record of active opposition toward YPY. At various times in the past decade, the student union has denied club status to YPY; withheld club funding (routinely given to other campus clubs); prevented YPY from advertising its events; and filed “harassment” complaints against YPY, based on disagreement with YPY’s beliefs and expression. The student union has not alleged that YPY members engage in disrespectful or offensive behaviour - the anti-abortion message itself constitutes “harassment.” The student union is obviously not familiar with - or chooses to ignore - court decisions that
unequivocally describe abortion as a subject which can be, and ought to be, debated. YPY proceeded to hold its event as previously approved by the university, by holding signs, handing out pamphlets and engaging other students in discussion. The university responded by imposing a one-year ban on YPY, which the university lifted only after YPY started court action. In their court action against the university, the B.C. Civil Liberties Association and YPY president Cam Côté asked what a university’s mission and purpose are. Should the university be a forum for the expression and debate of ideas, including controversial and unpopular ones? Or should the university determine the “truth” on behalf of everyone, and then coddle students’ minds by ensuring they are “safe” from seeing or hearing challenges to established opinion and orthodoxy? Walmart has no obligation to facilitate free expression on its premises. Stores rent space from malls to conduct business and earn profits, not to provide a forum for discussion and debate. Mosques, temples and churches are likewise private entities, which do not need to provide space for opposing views. The same goes
for thousands of social, cultural, ethnic, political and charitable groups. Private associations can advocate freely for their own beliefs, and also require agreement with those beliefs as a condition for membership. But as a public body exercising a public function, the University of Victoria is no Walmart. Canada’s public universities exercise power over the granting of almost all degrees. A student who is expelled from a public university for violating the university’s speech code will find it very difficult, if not impossible, to become a teacher, nurse, doctor, accountant or engineer. As a taxpayer-funded institution created by B.C.’s University Act to fulfil a public responsibility, the University of Victoria is legally obligated to honour free expression on campus as a fundamental Canadian value. Freedom of speech was recognized by the Supreme Court of Canada as a foundational value of our democracy long before the charter came into force. In 1957, the court described the free exchange of ideas as “little less vital to man’s mind and spirit than breathing is to his physical existence.” The Supreme Court has noted, quoting John Stuart Mill: “Ages are no more infallible than individuals; every age having held many opinions which subsequent ages have deemed not only false but absurd; and . . . many opinions now general will be rejected by future ages, as it is that many, once general, are rejected by the present.” Universities should be educating robust, thinking minds. The law should not allow universities to become a lesser and distorted version of themselves. The B.C. Court of Appeal made it clear that the charter does not protect the rights of students to express their opinions on campus at the University of Victoria and B.C.’s other public universities. However, the door is wide open for students to advance strong non-charter arguments in defence of their campus free speech rights. It will determine if the assault has elements of hate or bias, which could be used during sentencing, if charges are laid and the matter ends up in court. “We’re asking anybody who saw or heard anything to let us know,” Bough said. “We’re really, really hoping that the public can help. We’ve spoken to witnesses, but we’re still looking for more.” Bough said it’s unclear if the woman who carried out the attack was speaking English or another language. “Only the people that were there can let us know what exactly was said,” Bough said.
Police are looking into whether surveillance footage is available. The suspect was located after tips were called in to Crime Stoppers and London police headquarters. Police have not released the name of the woman arrested. “The Police Services Act gives us permission to release names of people who are charged with offences but it’s at the discretion of the chief or designate,” Bough said. “When we put photos out through social media … we routinely don’t publish names of the arrested persons. That’s because of some of the comments made through social media that would lead us to believe their safety is at risk.”

Baltej Singh Dhillon makes history again

he trailblazing Mountie who made history in 1990 as the first RCMP officer allowed to wear a turban is once again blazing new paths. But this time, Insp. Baltej Singh Dhillon’s focus is inward. The civil rights pioneer is the first RCMP officer to become a certified yoga instructor, offering mindfulness meditation courses to the force’s B.C. ‘E’ Division as part of its mental health strategy. “We’ve been at it now for a year,” Dhillon told Metro in a phone interview. “We’ve had about 500 members and staff come to the classes.” The 49-year-old force veteran — who oversaw B.C.’s intelligence unit until becoming Officer In Charge of Operational Readiness and Response in March — said the type of yoga he’s certified to teach, Kundalini Yoga, has a strong emphasis on meditation practices.
Child, 4, dies after fall from window of Langley home
A
four-year-old child has died after falling from the upper-storey window of a home in Langley, say RCMP. The incident occurred shortly after 3 p.m. in the city’s Willoughby neighbourhood. The B.C. Ambulance Service says the child was transported to hospital in critical condition. The child died shortly after 4 p.m. PT, according to police.Police say they are not treating the incident as suspicious, but the serious crime section will continue to investigate. Cpl. Holly Largy says the child was not home alone at the time. Ambulances and firetrucks raced to a home in Langley after a child fell from a window. The four-year-old later died.

We have no idea exactly how far prices will fall. But we would stress that the link between price declines and mortgage defaults is not a linear one like the Bank of Canada seems to believe. If prices fall by 20% in the most overvalued markets, pushing recent home buyers deep into negative equity then there is a danger that the price decline / foreclosure rise feedback loop becomes self-perpetuating.

Known as the “yoga of awareness,” Kundalini was brought to North America by Sikh teacher Harbhajan Singh. Dhillon said increasing both officers’ and other RCMP staff members’ awareness boosts their mental resiliency. “We spend a lot of time working on our physical health, but oftentimes we neglect our mental health,” he explained. “There are a lot of studies done that show meditation and mindfulness are great tools towards being resilient in our mental health.” But teaching officers yoga and meditation
isn’t just about improving self-care in the force. By becoming “more in tune with yourself ” and “more present” in the unpredictable situations officers find themselves in, he said, mindfulness also improves officers’ abilities on duty, he said. “The most difficult thing we have to do as police officers is being present when there’s so much going on. When adrenaline kicks in, that immediately eliminates a number of our capacities mentally and physically … Meditation and mindfulness gives us that little extra awareness.” Of course, just as with Dhillon’s civil rights
fight in the 1990s to wear his Sikh turban, or dastaar, introducing yoga in a police force known for its tough, insular culture. He insisted he’s not the first teacher to bring yoga to the RCMP, but believes he may be the first police officer to do so. Even 10 years ago, when he started practising yoga off-duty to cope with “a variety of job-related stressors,” the idea of getting cops onto a yoga mat en masse was unimaginable. “You wouldn’t say the word yoga or meditation!” he said with a laugh. “There were all kinds of flags it would conjure up, and ties to religion or dogma. “But it’s really a practice to manage our mental health and let go of many of the stressors that can manifest as high blood pressure, disease, depression or post-traumatic stress disorder.”

he Central Association of Punjabi Writers of North America held a private gathering for the revered and notable ghazal writer, Gurbhajan Singh Gill, on June 20, 2016. The intimate meeting primarily consisted of Gill’s thoughts and commentary on the state of Punjabi literature, community, and politics. Gill

Gill has been extremely successful in his work and has garnered an enormous amount of respect from the Punjabi community for his constant and consistent dedication to keeping the Punjabi language strong. The Punjabi Sahit Academy has had the privilege of having Gurbhajan Gill serve as President for two terms. The majority of changes that have been made in legislation, regarding advancing the Punjabi language and literary work, have been done through the Punjabi Sahit Academy. Gill has utilized his position in the organization to create and stir real positive change that would allow for Punjabi culture and language to continue to thrive at various levels. Gill made it clear he was not taking this position in vain and would not let the voters down, and thus committed himself to being the best leader possible by actualizing his goals for the

The writing profession is not an easy one, but Gill was fortunate enough to have been strongly encouraged and supported by a number of his teachers during his formative years. It was this support and encouragement that reinforced Gill’s passion for the literary world. Gill went on to earn his graduate and postgraduate degrees from GGN Khalsa College and

Vancouver school closures about more than just the money

video of a brutal parking job has led Vancouver police to a teenager without a driver’s licence who appears to have panicked after striking a parked car with his mom’s “borrowed� Porsche Cayenne. The two-minute long video, taken by a neighbour, shows the motoring equivalent of putting a square peg in a round hole as the teen tries desperately to force the luxury vehicle past the walls of a narrow garage. It ends with part of the $60,000-plus car’s undercarriage lying on the ground.
“It was a bad decision to start with and then a decision made much worse by not taking responsibility,� said VPD Const. Brian Montague. “He’s lucky he’s not facing criminal charges.� Montague said police instead have charged the teenager with offences under the Motor Vehicle Act including driving without a licence and hit and run of a parked car. The incident occurred on June 16 at about 11 a.m on West 32nd Avenue between Oak and Granville streets.

Mike Duffy challenges Senate’s demand to repay $16,955 in expenses
enator Mike Duffy’s lawyer is appealing to the “good parliamentarians” in the Red Chamber to quash a demand his client repay $16,955 in ineligible expenses. The committee that oversees Senate spending and administration sent the Prince Edward Island senator a letter outlining the problematic expenses, despite Duffy being cleared of 31 charges of fraud, breach of trust and bribery related to his expenses last April. “He shouldn’t have to go through this. It’s absurd. The judgment is final,” Donald Bayne told Rosemary Barton, host of CBC News Networks’ Power & Politics, on Thursday. In the letter, Nicole Proulx, the clerk of the Senate’s internal economy committee, writes that despite the fact Duffy, a non-affiliated member, was cleared of criminal charges, “new information surfaced in the public domain” warranting an assessment of the senator’s
expenses. The flagged expenses, between the period of March 5, 2009, and Sept. 13, 2012, include personal photos, makeup and Duffy’s personal trainer, all raised during Duffy’s long court trial. But the demand isn’t unanimous. CBC News has learned a number of senators both on and off the Senate’s committee on internal economy, budgets and administration didn’t want to issue another bill to Duffy. A Senate source told CBC the chief financial officer of the Senate heard about the additional expenses during the trial and decided it was her duty to comb back through his expenses. The CFO alerted the internal board, which met on June 7 and found Duffy had broken
Senate administrative rules. Bayne said Duffy wasn’t given a chance to weigh in before he received the letter. The defence lawyer said he sent out a copy of his response to senators and members of the media hoping most senators will back down. “I don’t believe for a minute that this action represents the considered judgment of all or most senators — many or most of whom are good parliamentarians” Bayne said. “I’m hoping and trusting that senators will reflect on this and say, ‘Wait a minute we want a voice on this. This is inappropriate.’” Duffy became one of the faces of the Senate
expenses scandal in 2014 after he was charged with offences linked to his living claims. He was suspended, but was cleared in April by Justice Charles Vaillancourt. In his 15-page response letter to Proulx, Bayne reminded the committee that Vaillancourt reviewed the claims they are now seeking and still cleared Duffy. “This is double jeopardy,” Bayne said. “It’s frankly quite unwise.” Bayne points out Duffy remained under suspension until August 2015, suffering a net loss of over $155,000. “A very significant monetary and other penalty has, therefore, already and improperly been imposed by the Senate standing committee upon Senator Duffy,” said Bayne. “This unjust suspension and severe economic and reputational penalty was imposed on a man known to be confronting grave health issues exacerbated by stress.”
Collision with Surrey taxi sends man to hospital
A
man was taken to hospital with injuries after colliding with a taxi in Surrey early Thursday morning. A taxi collided with a white sedan at the intersection of 72nd Avenue and 144 Street around 1:22 a.m., causing the sedan to flip onto its side, landing on the curb. Chelsea Mesenchuk was walking home with a friend after watching a movie when she witnessed the accident. She said the two cars were both traveling in opposite directions on 72nd Avenue when the collision happened. “We were just walking down the street ... and

all of a sudden we just heard a big collision,” said Mesenchuk. “We were shaking like, really bad. It’s scary.” Surrey Fire and Rescue crews were able to extricate the man trapped in his vehicle through the windshield. He was taken to hospital in stable condition, but with serious injuries.The driver of the taxi stayed on scene and was cooperative with police. Surrey RCMP are reviewing traffic cameras around the intersection as part of the investigation.

Lead in Surrey school water has Fraser Health ‘concerned’ — but no action yet

he water at six Surrey schools has been tested for lead, and so far, all six have come back with unsafe readings. All six of the schools are elementary schools: Crescent Park, Sullivan, Port Kells, Hall’s Prairie, Prince Charles and Surrey Traditional. However, Dr. Shovita Padhi, medical health officer with the Fraser Health Authority, says it’s too early to tell how significant the results are for students’ health.
“It all depends on how many samples were taken, when they were taken,” she told On The Coast guest host Michelle Eliot. She said if tests were done first thing in the morning, standing water could result in an inflated amount of lead showing up on tests. “It’s not really reflective of what the levels
will be throughout the day.” Padhi said Fraser Health is “concerned” about the test results but any recommendations for action would come on a case-by-case basis. She said schools should flush water systems once a day each morning and students should let water fountains run for the amount of time it takes to sing Happy Birthday before they drink. “If [parents] are concerned about their child’s development, they’re worried about other sources of lead exposure, for example, through paint or toys, they should always go see their family physician,” she said. “I think continuing to monitor the situation is probably the best thing we can do at this point and provide support both to the school districts and education to the public in general.” Padhi says parents can be reassured that at the population level, there’s no evidence British Columbians’ blood-lead levels are affecting their health. She also says because of the Lower Mainland’s soft, acidic water, lead in drinking water can be a problem in any building built before 1989.
Burnaby upgrading lights after storm chaos

ore traffic lights will be equipped with back-up power to prevent outages that plagued Burnaby during last year’s windstorms. The city has about 240 traffic signals, but fewer than a third are equipped with back-up power, allowing them to operate for four hours — after that, they flash red for up to 20 hours to signal a fourway stop. The August 2015 windstorm knocked out power in some areas for up to three days. Mark Dalsanto, Burnaby supervisor for traffic engineering, said council tasked staff with finding solutions. “It was looking for options ... what’s the possibility of extending the life? You can get eight hours of life out of (some current) batteries. What would it take to get 24 hours? Or 72 hours out of it?” The current back-up power installed at the traffic lights are only up to six years old, and it could be prohibitively expensive — at about $20,000 per light — to upgrade them
to a longer-lasting system that can provide 24 hours of back-up full signal operation. Existing back-up systems cost about half that. “Last year, there was a windstorm. The year before that, there wasn’t. You have to look at the cost-benefit analysis there at the end of the day. At what point do you say, say there’s an earthquake that only happens once every how many years?” Dalsanto said. “In that case, there may be other infrastructure damage, a UPS (uninterruptible power supply) isn’t going to do it good anyways because the poles may be down or the road may be buckled.” What staff are recommending is the installation of more lights with back-up power along several arterials, with a focus on multiple intersections along Imperial Street and Kingsway, though upgrading battery power for arterial intersections remains an option. The 16 proposed locations are anticipated to cost $160,000, with another $9,600 in annual operating expenses.

Surrey to host its first pride parade on Sunday

urrey will be making history this weekend as it hosts its first pride parade. Beginning at 11 a.m. on June 26 at Surrey City Hall Plaza, the Surrey Pride Parade will begin, winding its way along University Boulevard to the Surrey Pride Festival at Holland Park. Senior attacked by vicious dog
65-year-old woman has suffered serious injuries to her arm after being attacked by a a dog described as a pit bull in Whalley. On Monday, at about 10:20 a.m., the woman was walking by a convenience store at 91 Avenue and 120 Street when she was attacked by a grey and white pit bull, police say. She suffered serious but non-life-threatening injuries to her forearm. She was taken to hospital, where she underwent surgery. Surrey Mounties are working with the City of Surrey’s Animal
Control Office to locate the dog and owner. Officers are investigating reports the dog’s owner was in the area at the time and fled after the attack. He is described as a Caucasian male in his late 30s to early 40s, with a heavier build, wearing a black tank top, black sweat pants and a black baseball hat. Molson Coors looking to open new brewery in Chilliwack
P
lans for a new Molson Coors plant are brewing in Chilliwack, B.C.
The company has been searching for a new site since November when it announced it had sold the land at the south end of Burrard Street in Vancouver where its brewery has stood for over 50 years. At the time the company said it would be
looking for a different location to build a new, state-of-the-art brewery. Company spokesperson Alex McMillan says they believe they have found one in the Fraser Valley east of Vancouver. “I can tell you Molson Coors Canada is working through the application phases on a preferred proposed location out in Chilliwack as the location for a new brewery out here in British Columbia,” said McMillan McMillan wouldn’t say where the proposed Chilliwack site is located. Real estate development giant Concord Pacific bought the Molson Coors brewery near downtown Vancouver for $185 million, with the aim of transforming one of the last industrial sites in False Creek into a mixeduse high tech hub.
Judge allows B.C. mom to keep kids she wrongfully brought to Canada
T
he father, identified only by the initials S.M.B. in a court ruling, argued that his two children should be returned to Spain, despite the fact they had resided in Canada for more than 30 months. “The date of the wrongful retention is relevant because, if it is over one year before the petition is filed, the court can consider other factors, including whether the children are now settled in Canada,” said B.C. Supreme Court Justice Barbara Young in her ruling. “If it has been less than a year between the wrongful retention and the filing of the petition, the court has no discretion but must return the children.” Court heard that S.M.B., an Israeli citizen, and the mom, a Canadian citizen only identified by the initials A.J.M., began their relationship in Spain in 2000, where the dad was working and the mom was vacationing. The couple’s first child, S.B., was born in 2002 in Amsterdam and they were married shortly thereafter. Their second child, Y.B., was born in 2007. In 2005, the family moved to Spain and were living in the country, when the mom removed the children in June 2013 and came to Canada. In November 2012, the dad had been arrested and charged with trafficking in cannabis and incarcerated for 3 1/2 years in Denmark, leaving the children and the mom with no means of support. Before the dad’s arrest, the mom’s permanent residency in Spain had expired, meaning she was not able
to work in Spain legally, and she decided it was in the family’s best interests to move to a B.C. community only identified by the initials N.D., where they could be with her parents. With some reluctance, the dad agreed to allow his kids to come to Canada and remain here attending school during his incarceration. After he was released from prison, in August 2014, the kids were not returned to Spain and the dad lodged a complaint with police, eventually filing the B.C. petition in November 2015. The judge determined that the date of wrongful retention was August 2014 and the suit filed in November 2015, meaning more than one year had passed between the date of the retention and the commencement of the lawsuit, allowing a consideration of whether the children were settled in a new environment. The children are “fairly settled,” though it has not been an easy path considering the impact on them of their father’s arrest and incarceration, said the judge, adding that she did not think the kids should be returned to Spain. “A forced return would undo all of the hard work they have done to recover from the trauma. They have struggled to settle in and have achieved success with the support of their family, community, schools and a number of professionals. They do not adapt to change easily and it could be harmful to force them into another major life change at this point.”

‘Trauma-sensitive’ yoga classes for women fleeing violence launch at transition houses
A
pilot project launching at women’s shelters across B.C. aims to help victims of domestic violence through the use of specialized “trauma-sensitive” yoga classes. The B.C. Society of Transition Houses has partnered with Yoga Outreach to provide the classes, which are starting this year in Burnaby, Revelstoke, Kitimat and Ucluelet, with plans to expand to an additional 21 sites next year. Renee Turner, research coordinator with the B.C. Society of Transition Houses, said the specialized classes are meant to give women — who may have anxieties around being controlled — more “agency” while accessing the physical and mental benefits
yoga provides. “Sometimes as we enter traditional yoga classes it can feel really overstimulating for people, it can be really challenging physically for people, and this trauma-sensitive yoga really simplifies movement,” Turner told host Stephen Quinn on The Early Edition. “It brings the choice back to the person. newly formed political party would like to see Vancouver Island become Canada’s 11th province. The Vancouver Island Party has launched a petition to put pressure on the provincial government to hold a 2021 referendum asking Islanders to vote on the issue. “We would be much better off as an independent province,” said party leader Robin Richardson. “This year in 1866 there was a forced merger of the colony of Vancouver Island and the colony of British Columbia. It wasn’t the popular wish of either side of the water.” Richardson, a former Conservative MP in 1979-80, is not the first to suggest an independent Vancouver Island. The most recent attempt, a 2013 petition, failed to gain mass support. This movement still has a number of hurdles to clear. The first is for the party to get candidates signed up and vetted to run in the May 9, 2017 provincial election. The Vancouver Island Party has committed to running candidates in all 14 Vancouver Island ridings. Richardson’s goal is to “elect 3 or 4” MLAs and use that balance of power to convince the government to announce a referendum. “Our motto is ‘Island first and proud of it.’ In return for our support we would ask them [the province] to have a referendum on 2021 just on the island asking the question, ‘are you in favour of Vancouver Island becoming a province of Canada: yes or no?” said Richardson.

Possible mail disruption triggers warning about paying property taxes early

looming strike or lockout at Canada Post has prompted a warning to homeowners to get their property tax cheques in the mail early, or risk a possible late fine. Property taxes for most of B.C. are due in early July. That’s why the City of Victoria is warning people who plan to mail payments that they should have those payments posted no later than tomorrow, June 23. And in Surrey the city is rolling out a special ad campaign in local papers aimed at making people aware of the issue. City of Surrey spokesman Oliver Lum says mailed
cheques will be considered on time “as long as the actual postmark is dated before July 4.” Late property tax payments are assessed a five percent penalty in Surrey. In Victoria the penalty is ten percent. Canada Post and the Canadian Union of Postal Workers have been in contract negotiations since late 2015 and a legal strike or a lockout could happen as early as July 2. “Any payment posted after this date may not be received in time and would therefore be subject to a 10 per cent penalty,” a statement on the city of Victoria’s website warns.

Jason Kenney to leave federal politics to help unite right wing in Alberta
onservative MP Jason Kenney is poised to announce this summer that he will leave federal politics, fuelling expectations that he intends to run a campaign to unite the right in his home province of Alberta. Sources tell CBC News that Kenney made his decision following a series of weekend meetings with key friends and advisers in Ottawa and Calgary. The group includes former MP Monte Solberg, former Conservative campaign guru Tom Flanagan as well as a number of key figures in the former Harper government: Howard Anglin, Mark Cameron and Ian Brodie. Kenney’s decision will be huge, not only in Alberta where the fractured right-of-centre vote contributed to the NDP’s stunning majority win last year, but in federal politics. He’s considered a leading contender to replace Stephen Harper, and there’s been intense pressure on him to run to replace the former prime minister. “I feel that if I decide to run I would have very broad and very deep support in the party,” he said in a May 28 interview with CBC Radio’s The House. “But this still doesn’t make it an automatic decision for me. There’s a lot to reflect on and that’s what I’m taking time to do.” Kenney was first elected as an MP in 1997 when he was just 29. He held a number of senior cabinet posts in Harper’s government, including National Defence, Citizenship and Immigration and minister responsible for multiculturalism. He is considered the architect of the Conservatives’ highly successful inroads among immigrants and ethnic voters that contributed to Conservatives three straight election election wins. He’s also been a money-raising machine for the federal party. In 2015, his Calgary Midnapore riding association doled out $183,000 to 44 Conservative candidates according to returns filed with Elections Canada. But insiders say Kenney is focused on returning to Alberta — and his belief that the
government of NDP Premier Rachel Notley is charting the wrong course for the province. Kenney, himself, seemed to confirm that last month during a panel discussion at the Conservatives’ convention in Vancouver. “To my Alberta colleagues here let’s make Alberta again the free-enterprise capital
of Canada by working together to defeat the socialists in 2019.” Kenney’s supporters say he’s also attracted by the challenge of uniting the Progressive Conservative and Wildrose parties. They also believe the path and time frame for a return to power in the province is shorter than rebuilding the federal party
as an alternative to Justin Trudeau’s Liberals. The PC leadership has been vacant since May 2015 when then-leader Jim Prentice resigned after leading the party to its first defeat in four decades. Prentice quit despite winning his own riding, leaving the PCs with just nine seats and in third place behind Wildrose. No other candidates have declared for the leadership race, which must be held before April 30, 2017.

n the middle of the Muslim holy month of Ramadan, a regular at a Quebec City mosque finished a prayer in the early hours of Sunday only to find a pig’s head at the doorstep as he was leaving. The package, found in front of one of the doors of the Islamic cultural centre of Quebec City around 2:30 a.m., was accompanied by a note: “Bon appétit.” A well-known restriction in the Islamic faith, the consumption of pork is prohibited in the Qur’an. “It is a waste of time, money and energy. We have high-definition cameras. We will certainly find the person who did this,” said the president of the centre, Mohamed Yangui. “We love everyone. Housing crash in Canada could cost mortgage lenders almost $12 billion
T
here are “systemic vulnerabilities” in the Canadian mortgage market that would be exposed if the country were hit by a U.S.-style housing meltdown, according to a report from Moody’s Investors Service. A crisis on that scale could result in combined losses of more than $17 billion for the Canadian banks and mortgage insurers, with house prices falling by as much as 35
per cent, the ratings agency said in the report, published Monday. Among the vulnerabilities cited in the analysis is the potential for downward pressure on prices emanating from a sub-group of lightly regulated mortgage lenders that have slipped through the regulatory cracks and do not face the tighter underwriting standards imposed on deposittaking banks and some credit unions.
Feds won’t fight Quebec’s ‘sweetheart’ immigration program despite BC fallout
T
he Trudeau government says it has no interest in challenging Quebec’s “sweetheart” immigration system, even though West Coast critics say two components of that province’s system effectively hurt B.C. “I’m quite happy with the relationship that we currently enjoy with Quebec,” Immigration Minister John McCallum said in an interview after confirming that he won’t pursue changes. Jason Kenney, considered a leading challenger for the Conservative Party leadership if he remains in federal politics, fumed when he was immigration minister about “fraud” in Quebec’s Immigrant Investor program. That program lets wealthy foreigners effectively buy permanent residence status in Canada, but research has indicated that most settle outside Quebec and especially in B.C. As a result, Quebec gets the financial benefits from the cash-for-visa program while, say critics, B.C. has to deal with both the positives and negatives associated with the arrival of wealthy migrants. Benefits for B.C. include the stimulation of the economy with luxury purchases. But new arrivals — including the spouses and children of “astronauts” who work and pay taxes overseas — also use public education and health care services, plus they play a role in driving up real estate prices. The federal government shut down its own investor program in 2014 due to public criticism
and the widespread perception that the cost outweighed the benefits. Kenney, who also complained about a “sweetheart” 1991 deal that gave Quebec a hugely disproportionate share of federal immigrant settlement dollars, was never able to convince cabinet colleagues and the bureaucracy to take on Quebec. McCallum said he also has no interest in shutting down the investor program or taking steps that would require Quebec to keep rich immigrants in the province longer. “It’s not something we can control even if we wanted to, because once you are a permanent resident the Constitution allows you to live wherever you want to live in Canada.” He also said he will not try to renegotiate the 1991 Canada-Quebec immigration accord, agreed to at a time when the sovereignty movement was at its strongest. It granted Quebec an annual grant starting at $75 million a year in immigrant and refugee resettlement money. That $75 million would be worth about $117 million in today’s dollars. However, the generous escalator clause included in the 1991 deal has resulted in Quebec getting almost triple that post-inflation amount, or $345.1 million, in the 2015-16 fiscal year. The formula, based on past immigrant intake as well as Canada’s economic growth figures, results in steady and sometimes dramatic increases.
Alta. couple sues over purchase of $3m Langley home with medicinal grow-op
A
n Alberta couple have filed a lawsuit after buying a Langley home for $3 million and discovering there was a marijuana grow-op on the property. Yuling Fu and Hongxing Jiang say that it was only after they bought the threebedroom home on an acreage in May that they learned of the grow-op. They say that mortgagees on the property at 2768 208 St., as well as the realtor who had conduct of the sale, were aware of the grow-op and took steps to conceal that fact from them. “In the circumstances, the act of concealment of the illegal marijuana grow operation and the steps taken by the defendants constituted misrepresentation,” says the couple’s suit filed in B.C. Supreme Court in Vancouver. “The misrepresentation was made to induce prospective purchasers, including the plaintiffs, to purchase the property.” The mortgagees, identified as Terry Lessard and Cindy Lessard of Coquitlam, are named as defendants in the suit along with realtor Paul Quinn and his employer, Re/Max Colonial Pacific Realty Ltd. In February, following foreclosure
proceedings on the property, the Lessards were granted exclusive conduct of the sale of the home, subject to the approval of the B.C. Supreme Court. On May 9, the plaintiffs entered into a contract of purchase and sale for the property with the Lessards and made a down payment of $100,000 with their real estate agent, Bay Realty Ltd. The sale was approved by the court. They say that the defendants denied access to their agent to certain areas of the property and knew access had been denied to an appraiser of the property. They’re seeking to have the court declare that the contract is void and to have their $100,000 deposit returned. No response has been filed to the suit, which contains allegations that have not been tested in court. Reached by phone, Cindy Lessard had no immediate comment. In an interview, Quinn denied the allegations, calling them “preposterous.” Quinn, who has been in the real estate business for 35 years, said that all of the prospective buyers of the home were made aware that there had been a legal medicinalmarijuana grow-op on the property, which had a listing price of $1,495,000.

What the CPP boost means for the average Canadian worker
he Canada Pension Plan will soon start collecting more of your money to provide support later in retirement, after the federal government and most of the provinces hashed out an enhancement plan Monday. Depending on whom you ask, the hike is either a much-needed shot in the arm for middle-income retirees or another blow to the bottom line for businesses. The federal government hopes to finalize the agreement by July 15 of this year and then begin collecting more premiums from workers and employers alike starting in January 2019. What exactly does this deal mean for the average Canadian worker? Here is a look at what the changes mean. 1. What happens to my premiums? Under the enhanced plan, CPP will replace fully one-third of a person’s pre-retirement income (up from the current 25 per cent replacement rate) up to a maximum amount of earnings that will also rise dramatically. Currently, a worker and his or her employer each contributes 4.95 per cent of the worker’s income annually — on earnings between $3,500 and $54,900 a year — to the plan. That is set to change with a one percentage point hike to premiums (up to 5.95 per cent each) phased in over five years, starting in 2019. By the time the higher premium is fully phased in, in 2024, a worker earning $50,000 annually will pay roughly $25 a month more in premiums — or $296 more a year. That will be followed by an increase in the maximum pensionable earnings level to $82,700 from $54,900, phased in over two years, meaning higher-income earners will pay further premiums — but will stand to receive even higher retirement benefits. The CPP premium on income between $54,900 and the new maximum, $82,700, will be lower — it is expected to be 4.0 per cent rather than 5.95 — a spokesperson for Finance Minister Bill Morneau said in an e-mail to CBC News. 2. What happens to my benefits? In plain terms, a middle-income Canadian entering the workforce now who earns an average of $50,000 a year would receive a pension of $16,000 a year (in today’s dollars)
in retirement, instead of the $12,000 allocated under the current regime, according to Finance Canada. But current retirees will receive no additional money. It is younger workers, who will contribute the higher rate for longer, who stand to gain the most when they eventually reach retirement age. And with the significant increase to maximum pensionable earnings after 2025, higher-income Canadians will receive even higher benefits in the future. 3. How does the deal affect lower-income Canadians? There was concern in some circles that a premium increase would hurt lower-income Canadians by taking more of their disposable income during their working years for a relatively small increase in retirement. To offset any financial pain, the federal government has agreed to expand an existing refundable tax credit known as the working income tax benefit (WITB) to offset the higher premiums. The maximum payout for that program is currently $1,800 for a family earning less than $28,000 a year. For higher-income earners, the premium on the income above $54,900 will be tax deductible (taxpayers will be able to “write them off ” come tax time). 4. No ‘made in Ontario’ plan Ontario Premier Kathleen Wynne campaigned on launching a provincial program in the face of opposition from the previous Conservative government, which was reluctant to levy higher premiums on businesses. Former prime minister Stephen Harper threw up a number of roadblocks, at one time saying he was “delighted” to forbid the Canada Revenue Agency from working alongside Ontario to ease the implementation of its plan. Ontario’s pension plan, which was all but finalized and set to roll out in 2018, will now be scrapped. While Wynne pushed hard for a national solution to address slumping retirement savings — she called herself the “thorn in the side” of her colleagues on the issue — she was forced to lower her expectations in the end.

Senators frustrated with secretive decision to drop ‘independent’ titles
he Senate’s administrative committee quietly decided last month to rename “independent” senators as “non-affiliated” in a move that has upset some legislators in the Red Chamber who say they were not consulted about the change. The move was made by the Senate’s Internal Economy, Budget and Administration Committee last month, at a public meeting. To outsiders, the change may seem insignificant, but for some senators, the move is seen as an insult, and is even being described as an “abuse of power” by some. Senator Pierrette Ringuette has asked the
Senate Speaker to look into the issue, and wants her “independent” status returned as quickly as possible. “Nobody contacted us, nobody asked us. This is my privilege to designate how I want to stand in the Senate. I’m an independent,” Ringuette said. The senator from New Brunswick explained that she only discovered the change when searching the Senate’s website earlier this week. Some of her colleagues were also caught off guard, including Senator John Wallace. “It’s a serious concern of all the
independent senators I’ve talked to,” Wallace told CBC News. “I think it’s entirely wrong, and I want that designation changed.”
Conservative Senator Leo Housakos On Thursday, the committee chair, Conservative Senator Leo Housakos, defended the committee’s actions. Speaking on the floor of the Red Chamber, Housakos apologized, saying “I want to make it clear that the changes have in no way, shape, or form been designed to offend anybody.” A statement from Housakos’s office and Deputy Chair Jane Cordy further explains the decision was partly based on a need
to make filling out paperwork easier when the committee adopted a new model of disclosure for senators and senators’ attendance “for clarity and uniformity across all of our online platforms.” But Ringuette believes political pushback against changes made by the new government is a key factor in the word play. “There’s a core group of Tory senators, and a few Liberals...that maybe feel threatened by the fact that we are independent senators.” she said. “The current process put in place by Prime Minister (Justin) Trudeau, appointing independent senators, maybe they feel threatened by that. But that’s not an excuse to abuse their power.” Wallace, who left the Conservative caucus last November, described apparent hostility toward himself and his fellow independent senators. “We’ve been running into these issues, where the political partisan caucuses are creating issues, let’s put it that way, for the independent senators.” In March, Trudeau appointed seven new senators, who are now sitting as independents.

he federal government plans to work with British Columbia and Ontario and the cities of Toronto and Vancouver to keep a close eye on housing markets in those two cities and across the country., Finance Minister Bill Morneau said Thursday. “The working group will review the broad range of policy levers that affect both supply and demand for housing, the issue of affordability, and the stability of the housing market,” Morneau said in a speech to the Economic Club in Toronto on Thursday. Morneau said that while he worked with his provincial counterparts on Canada Pension Plan issues, the housing market was also a major topic of conversation in Vancouver at their meeting Monday evening. “Housing prices have surged by 15 per cent in Toronto, and 17 per cent in Vancouver in the last year alone,” Morneau said. “People want to know what’s going on.” Managing the housing market to ensure new buyers can still get in without harming existing owners is an “extremely complex problem,” Morneau said, made even more
so by the fact that no level of government has complete control over the issue. “We want to make sure housing stays
affordable for Canadian families but we also want to make sure the market stays stable, that it’s not vulnerable to economic shocks,” he told. “It’s important to understand that while the federal government has some levers it can pull, we don’t have all of them,” Morneau said. China must get better on human rights before Canada will sign a trade deal

rime Minister Justin Trudeau wants to establish closer relations with China but, citing human rights and governance concerns, won’t rush into a free trade agreement with the superpower. Trudeau, in an exclusive interview in Vancouver, struck a cautious tone when asked how he will proceed with one of his most delicate foreign policy challenges. “I don’t think an FTA is something to rush,” Trudeau said when asked if he hopes to strike a trade deal prior to the end of his first term in 2019. Trudeau made clear that Canada will need to see improvements in human rights, as well as assurances that Canadian companies operating in China will be treated fairly. “I think it’s certainly a goal to look towards, but there’s an awful lot of work to do to get towards that, whether it’s on human rights and governance issues, whether it’s on respect for the rule of law around Canadian investments” in China. “Canada and China have a long and storied relationship that goes back decades, and I certainly hope we’re going to be able to benefit from that friendship.” He said he has constantly raised human rights issues in meetings with his Chinese counterparts, as well as express concerns about consular cases such as the detention of
Canadian Kevin Garratt for allegedly spying while in China. Trudeau said Canada can advance those issues while still seeking to improve trade and investment activity. “We certainly hope to create a relationship” that generates more Canadian jobs through exports to China’s massive and growing middle class, he said during a two-day visit to Vancouver to announce transit funding and meet experts to discuss the affordable housing crisis. “As every country around the world is realizing, this is a challenge. This is a country with a massive amount of weight but also a lot of work still to do on a number of issues that are important to us.” Top Chinese officials, pointing to Pierre Trudeau’s bold decision in 1970 to recognize the Chinese Communist regime, have made glowing comments about the prospects of Canada-China relations after Pierre Trudeau’s eldest son replaced Stephen Harper as prime minister in 2015. Govt mulls dope test for college-goers
he Punjab government is keen on starting a state-level drive in all government colleges of the state to tackle the drug menace. The Higher Education Department has planned to start the substance abuse test for all students seeking admission or re-admission in government colleges. Sources confirmed that the moot proposal was ready with the department which wanted to take the Health Department on board before go ahead with the implementation. The idea is to clear the “myth” that 70 per cent of the state youth are addicted to drugs and also to
identify those who are taking drugs, if any, they added.
Punjab has a total of 48 government colleges with a total strength of 80,739 students --
38,695 boys and 42,044 girls. There are 136 private aided colleges in the state having a total of around 1.88 lakh students. These colleges will be covered in the second phase. “Getting a dope test done for this number will actually be a mammoth task, but it will surely help the authorities to get to the problem at an early stage,” claimed a senior police officer, adding that the addicts at that level could be treated effectively. A Division Bench also set aside an order passed by a Single Judge holding that it was mandatory for the NRI students to appear in the PMET or the common entrance test. The Division Bench added its order would not result in the dislodging of other students already admitted. The ruling came on an appeal by Jagraj Singh Dosanjh and five other students through senior advocate Anand Chhibbar. The appellants had not cleared the common entrance test but became eligible for selection under the NRI category seats on the basis of the 12th class exam. The Bench of Justice SS Saron and Justice Amol Rattan Singh observed the State of Punjab too supported the appellants’ plea that it was not necessary for NRI students to appear in the common entrance test. Their requirement to appear in the PMET
was only because of a circular dated January 16 last year, which was invalidated by the Karnataka High Court and subsequently withdrawn by the MCI in September 2015. “In the circumstances, it was not necessary for the NRI students to appear in the PMET or common entrance test unless there was legislation to that effect by the Central Government or the Medical Council of India as the case may be”. The Bench added private respondents or the general category students admitted against NRI quota seats were higher on merit. The first professional course of MBBS 2015 session was mid-way. “Therefore, it would be improper at this stage to disturb or dislodge the students who are private respondents herein from pursing their academic course”. The Single Judge had earlier quashed a public notice for filling vacant seats in MBBS and BDS courses under the NRI category on basis of qualifying class XII examination marks. Challenging the order, Chhibbar had contended that the appellants fulfilled necessary eligibility requirements. Referring to the Punjab Private Health Sciences Educational Institutes (Regulations of Admission, Fixation of Fees and Making of Reservation) Act, Chhibbar stated admission to all categories of seats in private health sciences institutes, except in case of foreign Indian students, was to be made on the basis of inter-se merit of the candidates appearing in the common entrance test.

India overhauls foreign ownership rules

ndia has announced a radical overhaul of its foreign ownership rules to attract more overseas investment. Airlines and some defence industries may now be 100% foreign owned - up from 49% and 74% respectively. And for overseas retailers there’s respite from a rule that required 30% of what they sold to be Indian sourced.
The move will be welcomed by brands like IKEA and Apple which see India as the next big market, he added Investment rules in pharmaceuticals and food production have also been relaxed. The new rules were introduced “with the objective of providing major impetus to employment and job creation in India,” the government said in a statement. “With these changes, India is now the most open economy in the world for FDI [foreign direct investment].”

A relaxation of arduous sourcing rules, which require foreign retailers to source 30% of what they sell from India, will appeal to companies like Apple. Its boss Tim Cook was here recently and he sees India as the next big market. Notably there are no steps to let the likes of Walmart and Carrefour come and operate supermarkets here without a local partner. Those firms would love access to India’s growing middle class. But the cries of protest from the millions running small stores would likely be too much for politicians to bear. So even if it created jobs and infrastructure, some industries remain just too sensitive when it comes to FDI. A least for now.
BJP’s ‘Hindu mass exodus’ list sparks anger

ndia’s ruling BJP has denied that its decision to release two lists alleging the “mass exodus” of Hindus from two towns in northern Uttar Pradesh was intended to create religious divisions in the state, which goes to polls in 2017. Parliamentarian Hukum Singh, who last week alleged that 346 Hindu families had fled the town of Kairana after facing threats from “Muslim criminal gangs”, told the BBC that he was only trying to highlight the prevailing “lawlessness” in the state and denied that he was playing on religious tensions. Soon after the publication of the list however, BJP president Amit Shah took up the matter at a public rally in the state on Monday, imploring the crowds to not take the “shocking events of Kairana lightly”. But soon, some media outlets questioned Mr Singh’s statements after they found that several families mentioned in his list were still living in Kairana, forcing the BJP to take the stand that they were focusing on law and order, and not the “exodus of Hindus” in particular. Faced with extensive criticism from opposition parties, the Uttar Pradesh state
government and the media, the party on Thursday sent a fact-finding team to the town, which, according to reports has reiterated this stand. ‘Seek the truth’ Mr Singh told the BBC however, that he “stands by his lists”. “The families left the two districts due to the poor law and order situation. The state government should take notice of this instead of criticising us,” he said. The parliamentarian, however, added that “one can’t deny the fact the families who had to flee were Hindus” and urged people to “seek the truth”. Meanwhile, controversial BJP legislator Sangeet Som, who was previously charged with stoking tensions during Hindu-Muslim violence in the state’s Muzzafarnagar district in 2013, was stopped by police from taking out a “peace procession” in Kairana. He warned the state government however, that he would not hesitate to take to the streets again, if the families who fled are not “rehabilitated”.
93 people dead in lightning strikes

t least 93 people have been killed and more than 20 injured by lightning strikes in the Indian states of Bihar, Jharkhand, Uttar Pradesh and Madhya Pradesh, officials say. Most of the people who died were working on farms during torrential rains on Tuesday, reports said. Lightning strikes are common in India during heavy monsoon rains. Fifty-six people died in Bihar while 37 people were killed across Uttar Pradesh, Jharkand and Madhya Pradesh. “Many of the victims are children and women,” Anirudh Kumar, a senior official at Bihar’s disaster management agency, told AFP news agency.

Then in the middle, when I regained consciousness, I realised that I had been hit by something.” Indian Prime Minister Narendra Modi said he was “deeply anguished” by the loss of life. At least 2,000 people have died in lightning strikes in India every year since 2005, according to the National Crime Records Bureau. India receives 80% of its annual rainfall during the monsoon season, which runs between June and September.
India food watchdog bans ‘toxic’ bread chemical
ndia’s food watchdog has banned the use of a cancer-causing chemical in bakery products, a senior official said. The Food Safety Standards Authority of India (FSSAI) took the decision after a study found residues of potassium bromate in 84% of bakery product samples collected in Delhi. The study said the chemical “can cause cancer”. The FSSAI said a notification announcing the ban has been issued. “FSSAI has banned potassium bromate,” PTI news agency quoted the watchdog chief Pawan Kumar Agarwal as saying. Delhi-based environmental think-tank Centre for Science and Environment (CSE), which conducted the study, has said it was expecting the government to also ban potassium iodate, another toxic chemical, in bakery products. “As far as potassium iodate is concerned,
it has been referred to a scientific panel,” Mr Agarwal said on Monday. Both the chemicals are banned in many countries, but India continues to allow their use in bakeries.
The CSE had collected 38 bread and other baked food samples from retail stores, bakeries and fast-food shops in Delhi for its study. “More than 84% of samples tested were found to contain potassium bromate and/or iodate,” the study said.

India-China financial dialogue postponed

ndia-China financial dialogue at the level of Secretaries, which was due to be held next week, has been postponed to July. The postponement has been necessitated because of inability of India’s Economic Affairs Secretary Shaktikanta Das to travel to Beijing for the meeting which was scheduled for June 27. Das was asked to stay back in Delhi in view of the voting on Brexit which is taking place today to decide whether Britain should stay in the European Union or not which will have implications
for India. However, India’s Finance Minister Arun Jaitley, who is embarking on a five-day visit to China today, will meet his counterpart Lou Jiwei as scheduled on June 27. Fresh dates for the financial dialogue at the level of Secretaries in July are being worked out. The two countries have so far had seven rounds of financial dialogue at the level of Finance Secretaries, the last being in New Delhi in 2014.
India launches 20 satellites in a single mission

ndia has successfully launched 20 satellites in a single mission, the most in the history of the country’s ambitious space programme. They include satellites belonging to the United States, Canada, Germany and Indonesia. The launch took place from the Sriharikota space centre off India’s east coast. Observers say it is a sign that India is emerging as a major player in the multi-billion dollar space market. The record for the most number of satellites launched in a single mission belongs to Russia, which sent up 37 satellites in 2014. The US space agency Nasa launched 29. As Indian scientists and government ministers kept a close watch, the
rocket carrying 20 satellites blasted off from the launch facility in Andhra Pradesh state. The payload included devices ranging in weight from more than 700kg to as little as 1.5kg. They include an Indian cartographic satellite as well as those belonging to the country’s universities and international customers - 13 satellites are from the US, including one made by a Googleowned company. Launching several satellites in a single mission reduces cost and India has been positioning itself as a key player in the lucrative international commercial space market as an effective but low cost operator, our correspondent says.

Opposition from multiple nations as Modi pushes case with China

ndia made the final push for its entry into the Nuclear Suppliers Group (NSG) as Prime Minister Narendra Modi met Chinese President Xi Jinping in Tashkent today. While Modi asked Jinping to “make a fair and objective assessment of India’s application”, the news coming from Seoul, where a special session of the NSG is being held to discuss India’s membership, was not that positive. Apart from China, which has been vocal about its opposition, Brazil, New Zealand, Ireland and Turkey were also not welcoming about India’s induction into the elite nuclear club. Most of these nations have expressed reservations about India not being a signatory to the Non-Proliferation Treaty (NPT). The special session of the NSG, which began post-dinner in Seoul, concluded without reaching any decision on India’s membership. The discussions will continue tomorrow when a final call on India’s candidature can be expected. Meanwhile, Pakistan made sure that it was not left behind in the game for the NSG membership and its President Mamnoon Hussain also met Jinping in Tashkent today. According to a press note issued by the Pakistan foreign ministry, both leaders discussed the issue of Pakistan’s entry into the NSG. Pakistan has been consistently saying if an exception can be made for India, it should also be allowed to join the NSG. Both India and Pakistan have not signed the NPT. Hussain told Jinping that “any exception given for NSG membership could disturb strategic stability in South Asia”. The meeting between Modi and Jinping lasted for about 45 minutes. The Ministry of External Affairs said most of the meeting was devoted to this issue and Modi told Jinping that “China should contribute to the emerging consensus in Seoul”. The Chinese side did not come out with any details of the meeting and made no comments on what had been the response of Jinping to the Modi’s request. Meanwhile, Foreign Secretary S Jaishankar led a team of officials in Seoul, lobbying for India’s candidature. Despite the US, the UK, France and Switzerland backing the India’s bid, the going has been tough for India. While China’s opposition was always known, what
might come as a shock to many here is the resistance being put up by smaller countries. India, in a bid to woo many of these nations, had sent senior diplomats of the foreign ministry to these countries so as to address their concerns. For now, the suspense continues as discussion will resume in Seoul tomorrow morning on India’s bid for the NSG membership. The final outcome will then seal the deal for India—one way or the other.

aj Mahal and Vaishno Devi shrine are among the 10 iconic places with high footfall identified by the Centre to undergo cleaning on a par with international standards for which foreign experts will be involved. Top government officials today said World Bank would provide technical assistance. The Centre is also in the process of drafting standard operating procedures to ensure cleanliness at 10 popular sanctuaries and tiger reserves, they said. “We have taken an initiative at 10 iconic places. The idea is to ensure cleanliness of international excellence level here. We
have invited international experts for help,” Parmeswaran Iyer, Secretary (Ministry of Drinking Water and Sanitation), said. Iyer said the government plans to do bench-marking to ascertain what would be the standard of cleanliness both inside and outside these places. He said the ministry would organise a two-day workshop next month, when consultations would be held with the experts, who, he said, would help chalk out a roadmap to implement the “site-specific” programme, fix indicators of international standards and decide on timeframe and financial resources.

$3.6b budget presented
HE Attorney-General and Minister for Finance, Aiyaz Sayed-Khaiyum, has presented a $3.6 billion budget for the remainder of this year and up to June 30, 2017. It’s about $200m more than last year largely attributed to the post TC Winston recovery works. At least $2.1b has been budgeted for the running of the Government while $1.4b will be spent on capital projects. The Government’s revenue will be sourced from taxes and other means is estimated to be $3.1b. The Fiji Revenue and Customs Authority will need to collect $2.9b. The shortfall in revenue or the gross deficit of $620m is expected to be funded through domestic and
overseas loans. The $290m expected to be sourced locally will be through treasury bills, Mr Sayed Khaiyum said. Our overseas borrowing of $329m is expected to include loans from the World Bank, Asian Development Bank. The World Bank and ADB are providing an emergency recovery loan totalling $US100m ($F212m) for post TC Winston efforts. We will also loan $69.5m from the ADB and $30m from the World Bank for the transport sector. The ADB will also lend $5m for the water and sewerage projects. Government is expected to spend at least $152m in servicing or repaying its debts.

2016-2017 Budget is just ‘more politics’

PPOSITION spokesperson for Finance and National Federation Party leader Professor Biman Prasad has labelled the 2016-2017 National Budget as “more politics, less economics”. Prof Prasad said the budget had nothing much in terms of addressing the rising cost of living which Government brought upon the people of Fiji as a result of 9 per cent VAT on basic food items. “And there is little discussion on building confidence. The talk of broad-based economic growth, the incentives remain as they were before,” he said. Prof Prasad said the budget did not talk much about investment after the devastation brought about by Severe Tropical Cyclone Winston. “We see that we are continuing to pile more debt, it is now close to $5 billion and as I said before, it’s the people who will pay in the future and in the present time as well. “All the excitement of the change in financial year which we said was unnecessary, all the changes that we see in the 2016-2017 National Budget could have been done quite easily in a revised budget and that would have been better, that would have given a better sense of the change in government expenditure and revenue. “While there are some good, there are many bad as well as many unknowns that we have to entangle, scrutinise and analyse in this budget.” Visit our Website

Amjad Sabri, renowned Pakistani qawwali singer, shot dead in Karachi

ne of the best known qawwali singers Amjad Sabri was shot dead by unknown assailants in the Pakistani port city of Karachi on Wednesday, the country’s media reported. According to the reports, Sabri, 45, was travelling in a car with an associate in a car when unknown gunmen on motorbikes opened fire at his vehicle in the city’s Liaquatabad area. His driver has also been reportedly shot and is stated to be in a critical state. The two were rushed to Abbasi Shaheed hospital, where Sabri succumbed to his injuries. “Three people including Amjad Sabri

Sabri was the son of renowned qawwal Ghulam Farid Sabri whose family is famous in the subcontinent for their contribution to this sufi art and mystic poetry. Known for his soul-stirring renditions of mystic poetry, he was one of the finest Pakistani qawwali singers.
Pakistan is selling nuclear materials to North Korea
akistan is continuing to sell nuclear materials to North Korea, even as its urging the international community to accept its membership to the Nuclear Suppliers Group (NSG), said highly placed US sources who track nuclear commerce. These sources said the Pakistan Energy Commission (PAEC) has been continuing to supply restricted items like ‘Monel’ and ‘Inconel’ material to North Korea in violation of UN sanctions. They added that that nuclear materials supplied to the PAEC by Chinese entities have also found their way to North Korea, and that the China Atomic Energy Authority (CAEA)
recently received a written complaint that supplies of a Chinese company, Beijing Suntech Technology Co. Ltd, were being diverted to North Korea by the Pakistani authorities. The Chinese government hushed up the matter as it could have consequences for Beijing’s bid to support Pakistan at the NSG. But this information leaked out of North Korea and came to the knowledge Of Western governments who are members of the NSG. In another alarming revelation, informed sources said Pakistan has been giving North Korea equipment which has a direct bearing on producing nuclear weapons.

Five Nepalese injured in Kabul attack

ive Nepalese guards, injured in a suicide attack in Kabul two days ago, are under treatment at
the city-based Indraprastha Apollo Hospital, hospital authorities confirmed on Wednesday. “We have received five Nepalese patients who were
working as private security guards in Kabul. They are being treated for blast related injuries,” a senior authority of Apollo told IANS. The injured Nepalese worked for private security company Sabre International to guard the Canadian embassy in Kabul. On Monday, 12 Nepalese security guards were killed in a suicide blast targeting their minibus in Kabul. Nine other people were wounded, including five Nepalese and four Afghans.

Bangladesh police shoot militant behind killing of bloggers, gay rights activists

olice in Bangladesh on Sunday shot dead an Islamist militant wanted for the killings of several liberal bloggers and gay rights activists, a senior official said. The militant, identified as Sharif, one of the leaders of the banned group Ansar Ullah Bangla Team, took part in the killing of blogger Avijit Roy, a US citizen of Bangladeshi origin, in Dhaka last year, police official Abdul Baten said. Sharif was also behind the killing of two gay rights activists in April, as well as four other bloggers and a publisher, the police officer told a news conference. Bangladesh, a deeply religious but moderate Muslim-majority country of 160 million people, is struggling to control attacks by Islamist groups on
bloggers critical of extremism, atheists and religious minorities. This month the government, facing growing pressure from an
international community alarmed by the spate of attacks, launched a crackdown across the country under which more than 11,000 people have been arrested.
A 19-year-old suspected Islamist militant was killed in a shootout on Saturday, days after he critically wounded a Hindu college teacher, police said. Police officer Baten said Sharif was killed in a gunbattle that erupted following a raid on a militant hideout on the outskirts of Dhaka. “During the pre-dawn raid, our personnel had to open fire after three suspected militants on a motorbike started firing at them,” he said, adding that Sharif died in the gunfight while two others fled. Rights groups and opposition parties say hundreds of innocent people have been taken into police custody as part of the crackdown.
Two Indians among 25 killed in Afghan blasts

wo Indians are among 25 people killed in a string of bombings across Afghanistan on Monday. In the first attack, a Taliban suicide bomber hit a minibus carrying foreign security guards in Kabul along the main road to the eastern city of Jalalabad. The Taliban also claimed a second smaller blast in south Kabul. The third blast took place in a market in the remote northeastern province of Badakhshan. External Affairs Ministry Spokesperson Vikas Swarup in New Delhi said, “We have learnt that 2 Indian nationals, Ganesh Thapa and Govind Singh from Dehradun died tragically in the blast in Kabul today morning.” “Government is in touch with the families of Indian nationals and is working with the Afghan government to repatriate their mortal remains at the earliest,” he said. Fourteen Nepali security guards working for the Canadian Embassy in Kabul were also killed in the first blast. The attacks come days after the US announced an expansion of the US military’s authority to conduct air strikes against the Taliban, a significant boost for Afghan forces which have limited close air-support capacities. I have always been unlucky in this matter, but the public impression about me in this regard is all wrong,” Salman said, as per a statement issued by the TV show. “I am actually dying to get married and had always been waiting for the other party to agree. Big B’s ‘102 Not Out’ to roll in 2016 end

ational Award winning director Umesh Shukla, who will be collaborating with megastar Amitabh Bachchan and veteran actor and BJP MP Paresh Rawal for “102 Not Out”, says the shooting of the upcoming film will begin towards year-end, and the makers are planning to release the film in April next year. “The shooting of ‘102 Not Out’ will begin in November or December. The first draft of the story has been made. ‘102 Not Out’ will be a family drama. It will be a satire, and will mainly be shot in Mumbai only,” Shukla told IANS on the sidelines of the launch of his new TV show “Khidki”. “Amitabh sir has a TV commitment in between. First he will finish shooting for that. Then we will start shooting for ‘102 Not Out’. There is no release date for the film as of now, but we are looking to release it in April next year during the vacations,”
added the “OMG: Oh My God!” fame director. Further sharing details about the story of the film, Shukla said: “It’s a very different film. Amitabh sir will be playing a 102-yearold man, who wants to break the record of world’s oldest man living on earth. Paresh will be seen as Amitabh’s son in the film. “One of them has a positive attitude towards life, but the other one doesn’t want to live. The film is a humorous take on their lives.” “Khidki”, which will be aired on SAB TV starting from June 28, will feature actors Sarita Joshi, Rajeev Mehta, Aishwarya Sakhuja among others The show will feature stories sent to the makers by common people. The stories will be adapted into a mini-series. The makers of the show had asked viewers to share their real life stories in March after which they shortlisted the entries and wove them into episodes designed to last for a minimum of three to eight episodes, depending on the length of each story. Talking about it, Shukla said: “TV is a medium through which you can reach to people’s houses. There are no theatres in small town, but most houses have a TV. These days we get to hear a lot of beautiful stories, which we feel that these can’t be made into a film but we can show them on TV.

'Raman Raghav 2.0' Movie Review
T
he title of this film comes with uncomfortable memories of the stories that one has heard of this ruthless, unhinged serial killer in the 60’s who went about smashing heads of the homeless and slum dwellers, just because he felt like it. This serial killer, who is said to have eliminated 41 lives, had spread so much terror that the city would have no soul roaming out on the street after dark, till he was arrested. Ramanna is Nawazuddin. Nawazuddin is Ramanna. A man born with a dark heart, and outwardly with no desire than to coolly go about killing people. Partly thanks to the vivid character sketch and partly thanks to Nawaz’s brilliance, every moment spent with Raman is spine chilling. It’s not his actions, but his casual attitude after the killings that aims straight at your gut. One particular scene which involves Ramanna paying a visit to his sister Lakshmi (Amruta Subhash) and destroying all that she’s built over the years with one casual stroke, is unforgettable. Ramanna wants to surrender to the police, not with any sense of guilt but because in his head his actions are justified, and also there is a bigger reason, which is revealed later in the film. Ramanna has already killed 9 by the time he surrenders but then the cop Raghav (Vicky Kaushal) is convinced he’s fibbing. Raghav himself is rapidly spiralling towards the bottom of a black pit because

So, Kashyap’s film talks of not one but two psychopaths, one daring to do it blatantly on his own, and the other doing it under the disguise of his ‘respectable’ position. Only Ramanna stalks and recognises his ‘soulmate’. Nawazuddin breathes and lives Ramanna so effortlessly, when he in a nonchalant manner goes about dragging an iron rod in the dead of the night looking for his victims or coolly jots down the number of people he killed, in his small book. Vicky Kaushal is a green horn compared to Nawazuddin, but he does a pretty good job. What works against Kaushal is also the shallow character sketch that he gets as Raghav. Amruta Subhash is fantastic. We know that Kashyap likes the women in his films badass and thus ultracool, but Sobhita Dhulipala (who plays the girl who Raghav picks up from a bar) seemed to be stuck in one expression of indifference throughout, making one wonder if she was still figuring out what she’s supposed to do in the whole scheme of things. Also, at two and half hours and with no respite from the relentless gloom, it is a tad too long. It is dark, very dark and deprived of even a shred of dignity. It makes you feel nauseated at the shocking spread of depravity served to you. But then again, it is unique storytelling. Go for it, if you have the suitable palate.

The simple pleasures of life are sipping on chilled beverages and mango desserts during the hot summer season. Preparing juices, shakes, smoothies are high on the priority list during the summer

So do yourself a favor and make yourself this intense yellow colored, sinfully delicious mango mastani before the mango season ends. :) Mango mastani recipe • Prep time: 10 min • Cook time: 15 min • Serves: 4 Ingredients • Mango puree - 4 cups, chilled for few mins • Sugar - 3 tbsps or honey • Milk - 1 1/4 cups • Mango ice cream - 4 scoops • Almond - 4, sliced a few for garnish • Pistachio - 6, chopped • Cashewnut – 3, finely chopped • Mango - few mango cubes for garnish • Glazed cherries – 3 • Tutti frutti - a heaped tbsp for garnish (optional) • Whipped cream for garnish (optional) Method • Bring milk to a boil in a vessel and simmer on low-medium heat for 10-12 mins. Add sugar and allow to dissolve. Turn off heat, bring to room temperature and chill for few minutes. • Set aside 1/2 cup of mango puree. Blend the remaining 3 1/2 cups of the chilled mango puree and chilled milk to a smooth thick consistency. • Pour 2 tbsps of mango puree in the bottom of each glass. Next, pour the blended thick mango milkshake into the chilled serving glasses to almost three-fourths of the glass. Place a scoop of mango ice cream or vanilla ice cream on top. • Garnish with chopped nuts, chopped mango pieces, tutti frutti, and glazed cherries. Serve cold. Elon Musk sees $1 trillion Tesla as shares drop over SolarCity deal

ome of Tesla Motor Inc’s biggest investors have signalled support for CEO Elon Musk’s plan to buy solar power company SolarCity Corp, although
the electric car maker’s stock cratered on Wednesday, lopping more than the $2.8 billion US value of the proposed deal off Tesla’s market capitalization. “It’s a natural evolution of their mission to transform transportation into a sustainable business,” said Joe Dennison, a portfolio manager of Zevenbergen Capital Investments, which has about 600,000 Tesla shares, or about 0.4 per cent of shares outstanding. It is still early in the process, he said, but “We expect it to go through and believe that most investors who actually own the stock understand management’s long-term vision for the company.” That was not the market’s broad reaction, sending Tesla’s shares down more than 10 per cent, and taking more than $3 billion US off
its market value, which now stands around $28.7 billion US. That was a blow to Musk, who is chief executive of Tesla, chair of SolarCity and the biggest shareholder in both companies. He is also the CEO of rocket-maker SpaceX. He and Tesla management risk being distracted from rolling out the new Model 3 sedan, a massmarket electric vehicle key to the success of the young firm, analysts said, questioning whether merging two companies which both need substantial cash was a good idea. The audacious entrepreneur envisions a one-stop shop for clean-energy fans, who could buy an electric car, home solar system and battery backup in a single visit. Some argued the two firms cater to different groups of customers, with little crossover. Shares of the much smaller SolarCity rose more than three per cent, valuing the U.S. market leader in residential rooftop solar panels at $2.15 billion US. In a hastily arranged call with investors and Wall Street analysts early on Wednesday, where Tesla executives defended the deal, Musk said institutional shareholders had some idea of the plan. He had not disclosed the deal, he said, but over the years, “this idea has been bandied about with some of our largest shareholders, institutional shareholders. Yeah, there have been discussions.”

ousing affordability in Canada has continued to erode in the first three months of the year, with Toronto and Vancouver featuring prominently in that decline, according to a new report from RBC. The two housing hot spots have grown substantially less affordable, although the change was not as pronounced in most other parts of the country, the bank said in its latest quarterly look at the housing market. Rising house prices were the main cause for the decline in affordability, especially in
the single-detached home segment. However, in Calgary and Edmonton, which have been affected by the decline in oil prices, slipping income was the main factor behind reduced affordability in those markets. Meanwhile, Winnipeg, Regina and Saskatoon actually went against the trend and became more affordable for some or all housing categories in the January-March quarter. For the Vancouver area, RBC said owning a single-detached home at market prices has “become out of reach for all but just a

minority of higher-income households.” RBC’s affordability measure shows the proportion of median pre-tax household income required to pay for mortgage payments, property taxes and utilities based on the average market price for a dwelling. The bank said that the affordability measure for the single-detached category in Vancouver rose by 9.9 percentage points to 119.5 per cent, making it the worst ever recorded anywhere in Canada. In Toronto, by comparison, it would take 71.7 per cent of a typical household income to cover ownership costs at market prices in the first quarter. RBC characterized affordability in the Toronto’s single-detached home segment as “significantly stretched,” but said conditions in the condominium market were “much less severe.” The hot housing markets in Vancouver and Toronto prompted warnings from some quarters. No timeline was given for when the group would make recommendations, but Morneau stressed that any issues that are found can’t be fixed without a “co-ordinated” approach

Thursday’s announcement comes as the price surge in two of Canada’s hottest markets shows no sign of slowing. Prices in Vancouver are now increasing at an averaging annual rate of 25 per cent, while Toronto is seeing gains of roughly 12 per cent a year. Toronto-Dominion Bank said in a report earlier this month that both markets appear ripe for a correction, while the Bank of Canada has warned that the recent gains are unsustainable. Morneau declined to speculate Thursday about what policy measures might be considered as part of the working group, but economists have suggested several approaches, including tougher qualifying rates on borrowers, introducing a flipping tax on speculators and imposing restrictions on foreign buyers. Benjamin Tal, the deputy chief economist at CIBC World Markets, said that provincial governments will have to tackle the supply crunch that has been created in both markets. ore than 90 per cent of all detached homes in Vancouver are now worth more than $1 million, up from just 19 per cent a decade ago, a new study by a local urban planner has found, showing how rapidly housing prices have escalated in the Canadian city.
The biggest jump came in the last two years, with the proportion of million-dollar homes in the city climbing to 91 per cent in 2016 from just 59 per cent in 2014, according to the study by Andy Yan, acting director of Simon Fraser University’s City Program. “This shows how what used to be the earnest product of a lifetime of local work is perhaps quickly becoming a leveraged and luxurious global commodity,” said Yan. The median household income in Vancouver, meanwhile, rose just 8.6 per cent between 2009 to 2013, according to the most recent data from Statistics Canada. Adjusted for inflation, it would be about $77,000 a year in 2016. That puts typical incomes well below the threshold needed to purchase million-dollar
homes, said Yan, noting other factors must be driving the sharp increase in home values in Vancouver. “It’s global cash, meeting cheap money, meeting limited supply,” he said, adding that all three factors are working to “magnify each other” and drive further speculation. Foreign investment has long been blamed for soaring housing prices in Vancouver, with the most recent wave of offshore cash coming mostly from mainland China. A widespread corruption crackdown launched by Chinese president Xi Jinping in late 2012 has led to massive currency outflows, which have coincided with a sharp jump in housing prices in Vancouver’s prime neighborhoods. The new data comes as Canadian Prime Minister Justin Trudeau is in Vancouver for a two-day visit. Trudeau on Thursday said that his government needs to take measures to ensure residents of cities like Vancouver and Toronto can afford housing. Yan’s study looked at provincial assessment data, which lags sales data by several months, and was focused exclusively on the roughly 67,000 detached homes in the City of Vancouver. All values were adjusted for inflation. Region-wide, the price of a detached home soared 130 per cent over the last 10 years to hit $1.5 million in May, according to the local real estate board. Adding in apartments and townhomes, the typical home in Greater Vancouver now costs $889,100.

here might be an end in sight for some of Canada’s red-hot housing markets. The Ottawa-based Canadian Real Estate Association said existing homes sales were down 2.8 per cent in May from April on a seasonally adjusted basis and CREA, which represents about 115,000 realtors across the country, predicts 2017 will see a major levelling off in the market. “The long-awaited cooling of Canada’s housing market may be finally at hand,” said Robert Hogue, senior economist with the Royal Bank of Canada. “Only time will tell. When you look at market conditions in Canada’s two hot markets, it is still very, very tight.” Pressure has been building on the federal government to intervene in the housing market — even a couple of bank chief executives have expressed concerns about market conditions that saw Vancouver and Toronto resale home prices increase about 30 per cent and 16 per cent, respectively, in May from a year ago. Finance Minister Bill Morneau has promised a “deep dive” into the housing market data, including a look at whether those two markets are being heavily influenced by foreign buyers. Even with the May drop in seasonally adjusted sales, on a year-over-year basis activity rose 9.6 per cent. The imbalance that
drove prices up 13.2 per cent on a national basis in May, compared to a year earlier, has been tied to a massive drop in inventory. Hogue said one of the unexpected events he’s witnessed is people being reluctant to list their homes for sale because they can’t afford a more expensive house as prices keep going up. On the price front, the average home is now forecast to sell for $490,700 in 2016, a 10.8 per cent annual increase. By next year, prices will be relatively flat, with the average sale price $491,100. British Columbia will see a decline in sales and prices by 2017. Ontario will see modest price growth of 1.5 per cent in 2017, with sales relatively flat. The moderation in B.C. and Ontario is expected to impact national prices on the way down, just as it did on the way up. “In these two provinces, luxury sales activity is anticipated to recede from current levels, resulting in a decline in their share of total sales activity,” CREA said. Gregory Klump, chief economist with CREA, said housing markets in B.C. and Ontario are slowing down now because inventory has fallen to all-time lows. “This suggests a lack of supply may be starting to rein in sales amid a continuation of strong housing demand,” he said. He added that those provinces are running out of homes to sell in the $3 million and up price range.
