voices Learning and Growing Dear Editor: In 2015, I was approached about being interviewed for an article that was intended to parallel the growth of a man with the growth of our city through 70 years of life. I agreed and gave an account of how I had grown as a human being from the ‘40s through six years ago. In recounting my life long ago, I used a very hurtful word. I grew up when this was OK; I know it is not now. The past six years and perhaps specifically the last year made me realize the way I thought and the way I spoke is so very wrong. I no longer use the word, nor do I think that way, and I am a better man today. I am so very sorry to my community. news Meet Cezar and Ghost: Gulfport Police Department Welcomes K-9s

“K-9 units tend to push crime out of the area, just on sight, and Gulfport is an area with a lot of crime of opportunity,” Janovich said. “Even just seeing the K-9 vehicles will deter people.”

Weighing in at 70 pounds each with a total price tag of $19,000, two police dogs will make up the new Gulfport Police Department K-9 Unit. Gulfport Police Officers David Janovich and Richard Bynum received their German Shepherds, Cezar, 19 months old and Ghost, 17 months old, in January. At the moment, these animals are a couple of family dogs. Starting February 15, however, both officers and dogs will attend Pinellas County Sheriff’s Office K-9 Compound for a four-month patrol school where the dogs will master the art of human scent detection and learn to respond to a series of commands. “The idea is, they want to work,” Bynum said. “We have to trust them and they trust us.” It’s been more than 30 years since a Gulfport Police Officer worked in a K-9 team, and with two experienced handlers, the city decided to give the unit a green light. “The main hang up that the chief had was that he wanted to make sure he had officers who knew how to work

with the dogs effectively,” Janovich said. Janovich, who is Cezar’s handler, was a police dog handler for the Pinellas Park Police Department. Bynum, Ghost’s handler, worked alongside bomb dogs in the Marine Corps during his deployment in Iraq and Afghanistan. “Dogs are responsive; they’re on the scene fast,” Bynum said. “You really learn how to read their body language quickly.” The Price Tag The cost of the Gulfport Police Department’s two-dog K-9 unit, equipped with two animal-outfitted vehicles, is $65,000 in start up fees. This includes the canines, ringing up at $9,500 each, veterinary needs and equipment, including used K-9 unit SUVs at $6,500 per vehicle. The SUVs are equipped with a “door popper” feature that allows the officers to let the canines out of the back of the car from a button on a remote they carry with them, inside or outside the vehicle. There are also cooling features to

allow for the dogs to be in the back of the SUV despite the Florida heat. “Our agency was due for new vehicles anyway,” Janovich said. “This is going to help us in the long run, with crime but also for community engagement.” Not every Gulfportian agrees. Ward I Councilmember April Thanos had concerns about this police addition when Gulfport City Council discussed it in August 2020. “It’s not that I’m opposed to having a K-9 unit, or dogs in general,” Thanos said. “It’s just that in the time of COVID-19 we should be conserving money.” Thanos voted “no” on the $65,000 K-9 unit during the 2020-2021 budget vote; council approved the unit, fourto-one. “This is just a PR thing,” Thanos said. “We could have spent the money on body cameras or a new roof for the fire department.” The two K-9 teams will be out in the field by June 10, following graduation from patrol school. “I know the public is going to love them,” Janovich said.

Council Talks Police in Schools, Race By Ryan McGahan

Gulfport Council continued the 30-year partnership between Pinellas County Schools and the Gulfport Police Department.

The first city council meeting of Black History month, whether intentional or not, carried a lot of discussion on race relations in Gulfport. The meeting took place February 2 at the Catherine Hickman Theater. After Vice Mayor Michael Fridovich began the meeting with a reading about Black historian Dr. Carter G. Woodson, the floor opened for public comment, and two men approached the dais to air their grievances with the city about what they feel is racial discrimination in Gulfport (see more in Overheards). After hearing their concerns council moved onto agenda items, passing ordinances and resolutions related to Duke Energy, sewer line improvement, school resource officers and new

fencing for the Gulfport Marina, all in quick succession, ending the meeting in about 45 minutes. Duke Energy Revenue for Gulfport Gulfport Council made its second and final vote to renew its agreement with Duke Energy allowing them to use the city’s right of way in exchange for 6% of their revenue, which amounted to $785,000 for Gulfport last year. The city applied for the $3 million loan last March, and will repay it at a rate of about $150,000 per year starting in 2023, after the upgrades are finished. “This is the crown to what we’ve been working on, and as we go through the annual budget, we’ll talk about how we’re repaying this,” said City Manager Jim O’Reilly, when introducing the resolution, which passed unanimously.

In 2010 Gulfport added a second officer, and in 2018 stationed a third officer at Gulfport Elementary after passage of the School Safety Act of 2018, after 17 children and adults were killed in the school shooting at Marjory Stoneman Douglas High in Parkland, Florida. This version of the agreement renews the program for three years instead of one, and also includes changes requiring that the police department notify the school board if an officer stationed at a school uses a weapon or has body camera

footage that is about to be made public. Finishing the Marina Fence Council approved a resolution to allow the city manager to sign off on a $27,765 contract with Smith Fence, Inc. to replace fencing on the south side of the Municipal Marina, as part of an ongoing marina maintenance. The council approved fencing on the north side in 2018 and on the west side in 2019, and now will finish the fence with this contract.

Overheard at the February 2 Gulfport City Council Meeting “You gonna be a problem tonight Mr. Lee?” – Mayor Sam Henderson, before the meeting began; Jesse Lee had already begun arguing with an audience member about racial discrimination in Gulfport. “Why don’t you look at Boca Ciega Yacht Club and the number of human rights violations that have been addressed against them? There was an investigation done by the Pinellas County Office of Human Rights, and they determined that Boca Ciega Yacht Club is both anti-semitic and retaliatory.” – Ray Rodriguez, who also claimed the Gulfport Police Department and several members of the city council have refused to provide him with any of the documents he has asked for related to BCYC. Gulfport City Manager Jim O’Reilly, who also serves as the city’s human rights officer, told the Gabber that he has not received any official racerelated complaints under the HRO about BCYC. The Pinellas County Office of Human Rights did perform an investigation on behalf of Rodriguez in 2019, but found “insufficient evidence to substantiate the allegations of unlawful discrimination.” “It’s clear that you guys are allowing this racial discrimination to happen here in town, seeing how any single time it’s a white person, you don’t see them. I’m a little confused as to how we’ve managed to have God knows how many ice cream trucks here in town, for how many years and not one of you has ever seen it? Not one ticket, not one citation, absolutely nothing!” – Jesse Lee, who had police called on him last October after setting up an ice cream cart during the Tuesday Morning Fresh Market without getting approval from the Gulfport Merchants Chamber of Commerce, which holds the permit for the event. Lee claims racial discrimination by the city because he is Latin American. “Chief Vincent and his staff have been investigating it, and we have no additional information for you at this time.” – City Manager Jim O’Reilly on the incident Monday afternoon, February 3, when shots were fired near the Gulfport Senior Center.

I’m really disappointed that people would take advantage of an opportunity like that…and create all kinds of brouhaha about it without getting all the facts.” – Margaret Tober on the reaction to the aforementioned shooting incident. “We had our booth set up… and it was really amazing because [Officer Mike Sigsbee] sat right next to us, and the kids just flocked to the table, they just loved the guy. I thought that was the PR that we really need for our officers; it was just great that these kids were growing up, they’re real young children in our elementary school, and their exposure to an officer was going to be a very positive one. And I thought that that was worth it in my mind.” – Councilmember Paul Ray on his support for continuing to place police officers in Gulfport schools. “A gentleman...posted something extremely negative about an article that was written about Christine Brown and her family several years ago… When I see people using race to push their personal agenda and to get ground for their personal gripes, that’s really second only to engagement in discriminatory racism yourself, and I’d really like to see that go away.” – Mayor Sam Henderson, calling out a private citizen for a post on Facebook. “You got to pay a lot of attention to the way that people campaign to get a job. If you’re willing to throw mud, if you’re willing to cause harm, if you’re willing to disseminate misinformation – if you do that kind of thing trying to get a job, that’s likely the kind of job you’re going to do when you get it.” – Henderson continuing his comments on the Facebook post. “It sounds to me that you’re implying that her opponent is the one who had anything to do with this, and that’s not true.” – Councilmember April Thanos in response to Henderson’s comments.

Gulfport Votes: An Introductory Q&A

On March 9, Gulfport voters will decide on two council seats, Ward 2 and Ward 4. In addition to the February 11 candidate debates, the Gabber will highlight each candidate with Q&A coverage. In this issue, we asked each of the five candidates the same introductory questions – from their plans for Gulfport to their hobbies and pets.

What do you believe Gulfport Council does well? It maintains a presence in the city. If you need something, everyone knows where to go and who to contact. Phone numbers, emails and a website provide adequate information, and residents and businesses know where the government offices are located.

Gulfport City Council elections are city-wide – all eligible voters vote for each council seat. Council terms last two years.

If elected, what will be your first priority on council? The city needs to start planning now for sea level rise. This would mean working closely with the Tampa Bay Regional Resiliency Coalition and using the science developed by the Tampa Bay Climate Science Advisory Panel to do a city vulnerability assessment and then develop a resiliency plan. What do you believe Gulfport Council can improve upon? Communication. I would like to increase community involvement in decisions that affect residents and businesses. I want to provide more access to city council with more office hours and a continuation of Zoom council

Affordable housing for service industry employees is being addressed.

If elected, what will be your priority on council? I will work to find funding for the continued investment in the 49th Street corridor to include a new Public Safety Complex. Within my ward, I intend to see through the completion of the upcoming $2.6 million sanitary sewer bypass project along the waterfront and the marina. Properly functioning sewers are critical components in protecting our residents and our environment. I am committed to ensuring that funding for this program continues into the future. What do you believe Gulfport Council can improve upon? It is important for us to continually improve the way we, as a city, balance old with new as it relates to community expectation. We have new folks choosing to move to

For the benefit of our residents, businesses and community organizations, Gulfport works diligently to maintain our high quality of life by investing in our parks, infrastructure, roadways and facilities. This is best exemplified by the new people moving here and their level of investment. I believe that Gulfport’s future is bright. If elected, what are your goals to be completed by the end of your term? By the end of my two-year team, I will work to keep our city financially solvent, complete the sanitary sewer bypass project, safeguard Gulfport’s unique identity for all who call Gulfport their home, build on our legacy as a full-service city in a fiscally responsible manner and maintain our low millage rate.

What do you believe Gulfport Council does well? Tamping down public dissent in the council chamber during free and public meetings. Maintaining the budget resources verses what is in the best interest of the public, and public services. Generally, when the current council sees a need, it is addressed.

Open and public debate on issues before council between councilmembers as well as wading into the waters of regional and national issues and how they relate to the daily lives of Gulfportians. I believe the path to healing is recognizing accountability and our collective responsibility. We need to have a national conversation on institutionalized racism, beginning in our local communities. If elected, what are your goals to be completed by the end of your term? I will complete a lateral line replacement code enforcement policy. This will be accomplished by making mandatory inspection of the lateral lines when buying or selling of homes/property within Gulfport city limits. The result of this action is informational; this will probably result in a negotiation between buyer and seller. I will also place into code a solar component for new builds, both commercial and residential.

If elected, what will be your first priority on council? My first priority is to examine the current state of local codes and regulations, and determine if more concise, straightforward improvements can be made that enable both individuals and businesses to achieve their goals as efficiently as possible. We must retain control over the character of our town while clarifying the processes for those wishing to participate in the expansion and/or improvement of Gulfport’s infrastructure.

Taso Loves Claire A staple of Beach Boulevard, Taso Papargiriou works day in and day out at his Gulfport convenience store, TLC Foodmart. The candy cane-colored building has sold cigarettes and milk since 2010, but Papargiriou lost some of the light in his eyes when his wife of 50 years, Claire, passed away last year. “I thank destiny everyday for sending her to me,” Papargiriou said.

Boatbound Letters Born into poverty, Papargiriou left his hometown of Kavala, Greece following his mother’s death at the age of 14. “Greece wasn’t big enough for me anymore – I just had to leave, I had to run, I had to go,” Papargiriou said. “But I always had my first girl at my side, destiny.” The Greek native became a merchant marine and joined a United States cargo ship that shipped supplies into Vietnam during the late 1960s. In the aftermath of a tumultuous storm, Papargiriou’s ship crawled into Boston for repairs. It was at a 1967 Boston party that Papargiriou first met his wife, Claire. They were both still teenagers. “In a room full of people I looked across the room toward a couch and there was an angel sitting there, all alone,” Papargiriou said. “I went back to sea, and we started writing letters back and forth.” In 1969, she asked, via letter, if he was going to marry her. “I went to my captain and told him I needed to go back to Boston, that my sweetheart wants to get married,” Papargiriou said. “He says to me,

“She was an angel, inside and out.” Papargiriou said. “I couldn’t get enough of this woman.”

‘Do you know you’re in the middle of war?’” America and Vietnam may have been at war, but Papargiriou wasn’t. With his captain’s approval and a two-week release, Papargiriou and Claire got married in the Poconos in July of 1969. Boston Creations, Florida Dreams The newlyweds saved $1,000 for a down payment on their first home in Boston. “As my wife would tell you, we ate lentil soup for a year,” Papargiriou. Papargiriou suffered an injury at work, and house-bound, he began working on a wooden windmill for their front yard. With extra time and lumber on his side, one yard fixture turned into four, and he began selling his creations at $75 a pop. “My wife says to me, ‘We have

to create a name for our woodcraft creations,’” Papargiriou said. “I already had it. I told her, TLC – Taso Loves Claire.” Long Boston winters became too much, and in 1994, the Papargirious, with their son and daughter, two dogs and a bird, set out for sunny Florida. Papargiriou blindly bought a convenience store on St. Pete Beach, coined TLC Convenience Store. After owning and selling the first food mart location as well as a St. Pete Beach hotel, the couple purchased the current TLC at 2822 Beach Blvd. S. and stayed in Gulfport. Hospital Rooms Claire was a chain smoker who picked up the habit at 10 years old. The cigarettes eventually created a domino effect of health issues. “We got in a lot of arguments because she could not stop smoking,” Papargiriou said. “I knew why she wanted to take the dogs out at night, but the woman was trying.” On February 10, 2019 Claire was admitted into the hospital with four clogged arteries, and underwent open-heart surgery. “I said doctor, ‘It’s my wife. I need you to do everything you can better than you can,’” Papargiriou said. “I was in the little chapel on my knees begging God to let me keep her.” Two years, numerous hospital changes and multiple resuscitations later, Claire was back in the Papargiriou’s home.

She was frail, but she was home. In the midst of coronavirus, Papargiriou would change his clothing and hose off outside in the couple’s backyard after working at TLC in an effort to protect Claire’s weakened immune system. She would leave a set of clean garments outside, and welcome him when he finished his nightly ritual. One afternoon in June of 2020 there were no clothes hanging in the backyard. The back door was locked, and Papargiriou knew something was wrong. “I saw her oxygen line leading into the bathroom,” Papargiriou said. “I called out to her, no answer.” On June 23, 2020, Claire passed away from pre-existing health complications. “I did everything in the yard she ever wanted me to do after she passed,” Papargiriou said. “I planted roses, I planted palm trees. I cut roses for her urn almost everyday.”

TLC (Tasso Loves Claire) Foodmart stands in homage to Papargiriou’s deceased wife. “I miss her everyday,” Papargiriou said.

“I never wanted to go home, because I didn’t want to be alone.” When night hit, Papargiriou sat in front of his computer and wrote to Claire: letters, stories, memories and poems. By the end of February, Papargiriou

will have his first book, “Living with an Earth Angel: Loving an Angel” out on Amazon. “I took all my memories and put it into paper,” Papargiriou said. “I want the world to know what an amazing lady she was.”

Two Dads, Great Food The idea formed when Ryan Bernat and Wade Parrish struck up a conversation at the preschool that both their 5-year-old sons attended. It was a kickaround thought, but on Thursday, January 21, Two Dads Takeout became reality. The tiny blue takeout restaurant, at 5133 Gulfport Blvd. S., is dedicated to the homestyle cooking that Bernant and Parrish create in their home kitchens. Bernant, who handles the operational side, owns the building and property, which was formerly Gulfport Produce. Parrish is a long-time chef, ready to plunge into the ownership side of the kitchen. “I’ve been cooking for Gulfport for a long time, and when I left O’Maddy’s I thought I was done cooking for good,” said Parrish, former O’Maddy’s Bar & Grille chef. “But this is just fun. Each dish has specific flavors, and I have a lot of creative freedom.”

Coastal Creative Creates a Safe Space for Artists In 2018, Zach Moore threw a dart on the map and made the move from Jackson, Mississippi to St. Petersburg, Florida. There, he dabbled in videography, attending the St. Petersburg College digital media program. Three years later, a video camera in tow, Coastal Creative was born. Moore runs his digital media agency with two other St. Petersburg creatives, Koji Sumalde and Dwight Mathis. “I sunk every penny I had into this,” Moore said. “We had no revenue, no clients, but we made it, and I think people are really impressed.” The media company is sprawled throughout a warehouse, at 2201 1st Ave S.; a floral mural sets it apart from the already eccentric downtown St. Petersburg area.

Their family-owned shop, nestled in a shopping center at 6801 Gulfport Blvd S., is filled with local artwork, repurposed vintage furniture, and hand-crafted jewelry, all with a quirky edge and polished finish. “We were poor growing up,” Harbaugh said. “Our mother was handy with the hammer as well as the needle, so we learned to give new life to things.” The canvases and hand-painted furniture in the boutique are partially created by the sisters, who usually work individually. The shop also has several local vendors who contribute to the vibrant inventory. “Every time we have a sale, we rejoice,” Lockett said. “That’s the thing about supporting small businesses.” Find One Unique Shop on Facebook for more.

“Florida is so warm and bright, my work reflects that,” says artist Paula Roy.

This weekend, discover seasoned favorites and spring chickens at the Gulfport Fine Arts Festival. Though this year’s event in Veteran’s Park is scaled back, the featured artwork is as original as ever. More than 40 artists will grace the Gulfport Fine Arts Festival on Saturday, February 13 and Sunday, February 14; here are three must-see artists. Paula Roy Early mornings and sun-cast evenings you will find Paula Roy in Gulfport’s Marina District working on her newest oil-on-canvas landscape. Roy uses the French phrase, “en plein air,” when discussing her approach to painting the Gulfport coastline, but she credits the warm Florida climate for making that happen. Roy, a New Hampshire native, retired and relocated to Gulfport in 2018. “It’s funny, when I moved to Florida, I had to change my color palette,” Roy said. “In New Hampshire I could paint lobster claws or sailboats; here there’s more color.” An emerging artist, Roy received the Gulfport Merchants Chamber Rise and Shine artist grant in 2020. She worked with oil painter Jack Providenti and received grant funds and booth space to further her artistic career. “I am really looking forward to the festival,” Roy said. “I stayed home and painted during lockdown, and it was my way to move forward, I can’t wait to share that.” Find “P Roy Fine Arts” on Facebook for more. “It’s not the goal to shock or scare people,” Knight said. “I do dark art, but that’s just the aesthetic I’m comfortable with.” Upon moving to the Sunshine State, he transformed his living room into an art studio and began experimenting with a pouring style of painting. “After I pour, I try to deter from the original creation as little as possible,” Knight said. “It’s like looking at clouds – you see what you want to.” A 2021 Rise and Shine grant winner, Knight creates with mixed media as well as graphic design and sculpture work. He used almost every bit of his grant winnings to purchase booth resources so that he can continue publicly showing his work. “I know the festival may have a limited audience for my work,” Knight said. “I’d like to see more of this style of art in Gulfport.” Find more at zacharyknight.com. Goodbye to the Big Red Boat By Abby Baker

The City of Gulfport hired Divecom Marine to remove the 40,000 pound vessel that washed up on Gulfport’s Municipal Beach during Tropical Storm Eta.

In November of 2020, Tropical Storm Eta stranded at least six boats on Gulfport’s Municipal Beach and waterfront. By early December, owners or the city managed to remove all but one of those boats – the sixth and largest vessel removal process began on Wednesday, February 3, according to Gulfport’s Harbor Master Denis Frain. However, the complete process could take up to a week. Divecom Marine, an established diving contractor, worked to lighten the boat, removing hazardous fluids and then taking the vessel apart

before the final cut and removal. According to a Divecom Marine worker, the crew will safely dispose of the materials at their scrapyard. “They are removing any hazardous waste or oil that could be left behind,” Frain said. “Once they feel comfortable, then they’ll move forward and begin cutting the hull.” The big red boat that has been stranded on Gulfport’s shore for the last three months was originally 40,000 pounds, hence the week-long removal process. There were also issues involving the ownership of the vessel, which

dragged on longer than expected. “We tried to get a hold of the owner, but he currently lives in South America,” Frain clarified. The owner, unnamed for legal reasons, claims he previously sold the boat. “There was no documentation to prove that, and we have since lost contact with him,” Frain said. According to Frain, the boat will be fully removed by the end of this week. The removal costs totaled $10,000, according to the city. Watch the process live at mygulfport.us/pc.

Citizens Say Enough is Enough on Gun Violence Participants waved signs and chanted to end gun violence at the second End the Violence demonstration on Saturday, February 6. Around 40 citizens gathered on the corners of 49th St. S and 15th Ave S. from 11 a.m. to noon. St. Petersburg Councilmember Lisa Wheeler-Bowman got the idea to start these demonstrations when her cousin, 23-year-old Arnieceia Milton, was shot and killed in November, 2020 while in the parking lot of Dread Pros and More salon. Saturday’s demonstration took place near the Quick Stop Beer and Wine store where the suspect who allegedly shot Milton was seen on camera. “The store has a history of letting people hang and hide their drugs in the store,” Wheeler-Bowman said. This year’s theme is “Lesbian Voices Persist and Prevail.” ReadOut 2021 will be a hybrid of live streaming, prerecorded readings, entertainment and chat opportunities between sessions.
