Gov. Skinner & The Ohio State University entered an agreement to “train teachers” for Guam’s public elementary schools. April 22, 1952

Under the direction of the Director of Education, Dr. Jose R. Palomo. The Territorial College of Guam opened its doors to 192 fulltime students. The program, two-year teacher training for elementary educators. June 30, 1952
