The degree will enter into force 15 November 2021. Restrictions on food and beverage service businesses will be introduced to the new regions on 17 November 2021. Last week, the Government decided that areas are no longer classified into different phases based on their epidemiological situation. Instead, a system of epidemiological characteristics for community transmission areas has been created that is better suited to the current situation. The Finnish Institute for Health and Welfare will publish information on the areas that meet these epidemiological characteristics on its website starting

on 15 November.

UK support for this work has already helped avert 25 million child marriages over the last decade.

A £3 million boost to organisations on the frontline of tackling violence against women and girls. This will help survivors access health and counselling, as well as helping to prevent violence, including by educating men and boys. This funding will also support work with governments to improve policies and legislation. £1.4 million of new funding for the Global Survivors Fund, which help support survivors of sexual violence, including through financial support and education.

The Prime Minister, Justin Trudeau, and the Premier of Alberta, Jason Kenney, today announced that both governments have reached an agreement that will support an average of $10‑a‑day care in the

province, significantly reducing the price of child care for families. The agreement includes creating 42,500 new regulated early learning and child care spaces by the end of March 2026. With federal funding of almost $3.8 billion over the next five years, Alberta will also see a 50 per cent reduction in average parent fees for children under the age of six in regulated child care by the end of 2022.

This agreement will fund critical services, and grow a strong and skilled workforce of early childhood educators, including through greater opportunities for professional development. The agreement will also support a child care system that is fully inclusive of children with disabilities and children needing enhanced or individual supports, and ensures all families have equitable access to high-quality, affordable child care. The agreement also includes a clear commitment to continue to work collaboratively with Indigenous organizations in Alberta to develop an approach that will support Indigenous children in the province in having access to culturally-appropriate, quality, and affordable child care.

He has been refused bail and is expected to appear before Gosford Local Court tomorrow (18 November 2021). \ A whole- of- government investigation – led by the AFP and comprising the Australian Border Force (ABF), AUSTRAC, the Australian Taxation Office and Department of Home Affairs – found evidence of an alleged scheme intended to defraud legitimate visa programs. It was triggered by an ABF investigation into allegations of significant visa and migration fraud, dating to August 2019.

The man allegedly facilitated more than 130 fraudulent visa applications – focusing on the food service and regional farm worker industries – over four years, resulting in more than $2 million being gained from this activity.

A total of nine search warrants were executed by AFP and ABF officers in relation to this investigation on 21 July 2021, at premises in Wamberal, Terrigal and Copacabana on the NSW Central Coast, in the Sydney suburbs of Revesby (two locations)

and Rockdale (two locations), and at East Maitland, NSW, and Bundaberg West, Queensland.

Additional search warrants were executed today on the man’s Terrigal residence today, and at a Tuggerah premises.

The 57-year-old man was charged with multiple fraud related offences.

Maximum penalty two years’ imprisonment; Two counts of obtaining a financial advantage by deception, contrary to Section 134.2 of the Criminal Code Act 1995 (Cth). Maximum penalty 10 years’ imprisonment; One count of dealing with proceeds of crime, contrary to Section 400.5(1) of the Criminal Code Act 1995 (Cth). Maximum penalty 15 years’ imprisonment; and One count of dealing with proceeds of crime, contrary to Section 400.4(1) of the Criminal Code Act 1995 (Cth). Maximum penalty 20 years’ imprisonment.

Investigations are continuing into other potential criminal offences and further arrests have not been ruled out. AFP a/Commander Investigations, Eastern Command, Craig Bellis said the charges laid in this matter involved a serious breach of public trust.

“The alleged offences in this matter involved the exploitation of Federal Government programs designed to assist Australian businesses, and it is incumbent on the AFP to investigate and prosecute instances of largescale fraud against Australian taxpayers,” he said.

Gold Coast man faces court over alleged $115m cocaine import in 2018

A 35-year-old Gold Coast man faced Southport Magistrates Court today (16 November 2021) charged in connection to a 115 kilogram cocaine importation from South Africa to Sydney in 2018. The Australian Federal Police-led Gold Coast Joint Organised Crime Taskforce (JOCTF) arrested the man at his residence in Surfers Paradise late yesterday (15 November 2021).

He is the fourth man charged as part of Operation Razorclaw, an Eastern Command investigation which began in 2018, targeting the activities of a Sydney-based crime syndicate allegedly importing illicit drugs into Australia.

Police will allege in court that a business allegedly linked to the 35-year-old Gold Coast man was used to import the 115 kilograms of cocaine, which was hidden inside a large generator.

The cocaine had a street value of $115 million. The generator was delivered to a Gold Coast business premises in late 2018.

Investigators executed search warrants at the man’s home and business premises in October 2018, where they seized several mobile phones and laptops.

Police will allege that new evidence identified on the man’s phone has revealed his

involvement in the cocaine importation.

JOCTF investigators charged the man yesterday with one count of unlawfully importing a border controlled drug, namely cocaine, contrary to section 307(1) of the Criminal Code (Cth). The maximum penalty for the offence is life imprisonment.

He has been bailed to next appear in Southport Magistrates Court in February 2022.

AFP Detective Acting Superintendent Jeremy Staunton said there are no passengers when it comes to the importation of illicit drugs into Australia.

“The AFP and its partner agencies work collaboratively to identify criminal syndicates and alleged offenders involved in importing commercial quantities of drugs into the country ,”’ Detective Acting Superintendent Staunton said.“There is no doubt that if someone is involved in importing harmful drugs into Australia then they will be on our radar and, sooner or later, they will face the full extent of the law.”

The JOCTF is a multi-agency taskforce comprised of members of the Australian Federal Police (AFP), Queensland Police Service (QPS), ACIC, Department of Home Affairs (DHA), Australian Border Force (ABF), Australian Transaction Reports and Analysis Centre (AUSTRAC) and the Australian Taxation Office (ATO).

Booster vaccine available from end of November

Booster doses of the Pfizer vaccine will start being administered from 29 November, COVID-19 Response Minister Chris Hipkins said today.

“Medsafe has already approved use of Pfizer as a booster for people who are 18 years or older,” Chris Hipkins said.

“Following further advice to Cabinet from the vaccine technical advisory group, today I’m announcing that the vaccination programme will start administering booster doses from 29 November.

“Vaccination is the best protection against COVID-19. Booster doses will be available free for anyone in New Zealand aged 18 or older who has completed their two dose course more than six months ago.

“And, people will be able to access boosters in New Zealand, whether they received their earlier doses here or overseas. “I’m also confirming that the Pfizer vaccine will be used for boosters, regardless of which vaccine was used for earlier doses. It’s the same Pfizer vaccine used for the first two doses in the vaccination rollout.

“While most other countries are rationing boosters to certain groups, we have made the decision to make boosters available to everyone. That ensures simplicity and equity.

“People are eligible to take up the offer of a booster once six months have passed since their second dose, but there’s no need to rush to get the booster. The science shows fully

vaccinated people remain really well protected from infection, and from being seriously ill if they do get COVID-19.

“Our healthcare and border workers are a priority group for booster vaccine doses because they’re on the front line against COVID-19 and because large numbers of them completed their vaccine course six months or longer ago. We will also be making sure older people including people in residential care have good access to booster doses when they become eligible.

“We’re particularly keen to make sure those groups are aware that the booster programme is about to kick off, and that they’re eligible.

“There are currently 144,000 people in New Zealand who have been vaccinated for six months and 455,847 who will be by the end of the year.” Chris Hipkins added that New Zealanders topping up their personal armour against COVID-19 with one of the most highly effective vaccines available has another benefit. It will also support the Protection Framework when this replaces the Alert Level system. “Combining the Protection Framework with the booster programme will reduce the risk of severe disease caused

by COVID-19, reduce the burden on hospitals and other healthcare providers, and protect those at high occupational risk of exposure.

“And it will give us even greater confidence that, as we transition to a world where we’re freer to move,

Interim review of 2019 amendments to the Misuse of Drugs Act 1975

An interim review of changes to the Misuse of Drugs Act 1975 (MoDA) shows more people found with illegal drugs are being diverted from the Court system and into health and other social supports, Health Minister Andrew Little says.

The 2019 amendments affirmed Police discretion over whether to prosecute for personal possession of drugs by taking a health-based approach.

They also enabled temporary classification drug orders to be issued, and classified two synthetic cannabinoids as Class A substances.

“We recognise that some people who use drugs need help,” Health Minister Andrew Little said.

“These changes aimed to interrupt drug supply chains, and reduce drug-related harm to people, their whānau and communities – including additional harm from being involved in the criminal justice

system.

“We can see that overall, fewer people are being prosecuted for personal possession and use of illegal drugs, particularly cannabis. This is despite availability of illegal drugs remaining steady.”

Health-based referrals to services like the Alcohol Drug Helpline were made during almost two thirds of all drugrelated diversions, the review shows.

In 2018, 221 people were referred to addiction services through Alternative Pathways for Help Intervention (AWHI), a partnership between Police and local health and social supports.

In 2020, that number had increased to 433, and AWHI is currently under development for a national rollout.

“The interim review allowed us to see progress so far, but there is still work to do, particularly to ensure that outcomes are fairer for everyone,” Andrew Little said.

For people who are immunosuppressed and receiving a third dose of Pfizer as part of their primary vaccinations, they will need to wait at least six months after the third dose.

Second round of funding opens for local initiatives to overcome homelessness TL Bureau, Wellington The second round of funding for local initiatives that help overcome homelessness across Aotearoa New Zealand opens on 16 November.

Some $6 million is available in round two of the Local Innovation and Partnership Fund, to support the development and implementation of local initiatives that respond to and prevent homelessness.

Funding is available to community groups and councils of up to $100,000 per initiative for small projects and up to $1 million per initiative for medium to large projects.

“This fund allows the Government to partner with organisations looking at locally driven, placebased solutions to homelessness in their rohe or region,” says Associate Housing Minister Marama Davidson. “Addressing homelessness is a key priority for this Government and it is a challenge that requires the collective mahi of many stakeholders.”

The latest funding round follows strong interest in round one in 2020, when about $4 million in grants were distributed to help community groups work together on initiatives to address homelessness. Round one grant recipients included Te Taumata o Ngati Whakaue Iho Ake Trust (Rotorua), whose project aims to provide services, positive relationships and connection with tikanga Māori for people who have experienced long-term homelessness. Another successful applicant,155 Whare Awhina,

used the grant to bring several organisations across Whangārei together to develop a taitamariki youth housing plan, co-designed with taitamariki young people facing housing deprivation.

“The Government wants to hear from more organisations like 155 Whare Awhina and Te Taumata o Ngati Whakaue Iho Ake Trust who were round one Grant recipients,” Minister Davidson says. “They’re making a difference in their communities in many ways.”

“All of the initiatives are being delivered through partnerships that include at least one community organisation with experience working with people experiencing homelessness and this will be the case again for round two,” Minister Davidson says.

The Local Innovation and Partnership Fund was set up in 2020. It was one of 18 actions set out in the Aotearoa Homelessness Action Plan to support local initiatives to reduce and prevent homelessness. It was designed to support Māori providers, hapū, iwi, community organisations, not for profit organisations and wider community partners to work together on innovative solutions to homelessness in their area.

The Action Plan made $16.6 million available through the fund over a three-year period.

Foreign Affairs Minister concludes visit to Indonesia

Foreign Affairs Minister Nanaia Mahuta has ended a three day visit to Indonesia reaffirming Aotearoa New Zealand’s engagement in the Indo-Pacific region and meeting with key Indonesian and ASEAN partners.

“Our bilateral partnership with Indonesia is an important one underpinned by more than 60 years of diplomatic relations.

We are committed to a shared approach that ensures an IndoPacific region that is stable, open and prosperous,” Nanaia Mahuta said.

During her visit, the Foreign Minister held formal meetings with President Joko Widodo, Indonesian Foreign Minister Retno Marsudi, and ASEAN Secretary-General Dato Lim Jock Hoi. “President Widodo’s support and participation during APEC 2021 has been extremely valuable and I conveyed best wishes to him

for Indonesia’s G20 host year,” Nanaia Mahuta said.

“Minister Marsudi and I also had highly productive discussions on a range of issues, including the response to COVID-19 and economic recovery, climate change, building resilience in the Pacific and the importance of a rules-based multilateral system.

“As part of this partnership, I was pleased to inform Minister Marsudi yesterday that New Zealand will provide the Global Green Growth Institute with NZ$6 million, to support Indonesia’s transition to renewable energy,” Nanaia Mahuta said.

The Minister’s visit also focused on New Zealand’s partnership with ASEAN in the Indo-Pacific region and included an address to the Foreign Policy Community of Indonesia highlighting the importance of a peaceful, prosperous and stable region.

“Since its establishment, ASEAN has played a central role in maintaining our region’s peace

and stability. As the Indo-Pacific region continues to grapple with a range of geopolitical, health and economic challenges, our partnership with ASEAN matters more than ever,” Nanaia Mahuta said.“We are also pleased to be supporting the establishment of the new ASEAN Centre for Climate Change. We will be following with interest the Centre’s progress over the years ahead, and look forward to engaging with the Centre on regional climate change action as we consider investments in the region over the next four years from New Zealand’s new $1.3 billion global resource for climate finance,” Nanaia Mahuta said.

Additional funding of NZ$3.6 million has also been announced for the ASEAN Humanitarian Assistance Centre to strengthen pan-ASEAN professional development programmes, and support to train ASEAN officials on transnational crime and maritime security, and trade.

Private Sector is Key to Jordan’s Economic Future: New IFC/World Bank Report

By encouraging private investments and easing the constraints facing the business community, Jordan could reduce unemployment and break free from a half-decade of slow growth, says a new report from IFC and the World Bank.

The Jordan Country Private Sector Diagnostic suggests that bolstering private investments across the country – including in tourism, logistics, and information and communication technology – would support job creation, spur innovation, and help Jordan recover from the economic fallout of COVID-19. The report is part of a series of landmark studies from IFC and the World Bank.

“The release of this report coincides with the launch of the government’s Priorities Program 2021 – 2023, a fast track program to stimulate private sector development and create jobs for Jordanian youth.

The report is aligned with the government’s program in assessing the challenges hindering Jordan’s growth and offering a roadmap for reforms to unleash the potential of businesses, spur foreign investment, and highlight how the private sector can be a key engine of growth, propelling Jordan into the future,” said Nasser Shraideh, Jordan’s Minister of Planning and International Cooperation.

The report lauded Jordan for its remarkable ability to spur private investments in infrastructure, especially in renewable energy. For the past five years, the equivalent of about 2 percent of GDP has gone into infrastructure-related publicprivate partnerships annually.

But the report found that several factors are holding back the growth of Jordan’s private sector at large. Those include expensive

electricity, unevenly enforced competition laws, high shipping costs, and sometimes vague foreign investment regulations.

“With a skilled labor force, historic sites, and a burgeoning renewable energy industry, Jordan has the building blocks of a vibrant economy,” said Hela Cheikhrouhou, IFC’s regional Vice President for the Middle East, Central Asia, Turkey, Afghanistan, and Pakistan. “But, as the report indicates, to realize its promise, the country needs to spur competition, strengthen the business environment, increase the predictability of regulations, strengthen the digital economy, and further liberalize the foreign investment regime. This would foster a private sector capable of creating jobs and competing on the international stage.”

The Jordan Private Sector Diagnostic makes specific recommendations, including: enforcing antitrust laws to stoke competition; limiting price controls, which distort the market for important services, like electricity; reducing red tape, making it easier for entrepreneurs to start and run a business;

expanding childcare services, which would allow more women to enter the workforce; systematically consulting the private sector on major policy changes expected to affect businesses; and simplifying the rules around foreign investment, which today discourage many firms from entering Jordan.

“Jordan has made real progress in improving its business climate,” said Abdullah Jefri, IFC’s Country Manager for the Levant region.

“But deeper reforms are needed to tackle long-standing issues and to bring about a green, resilient, and inclusive recovery from COVID-19.”

The report argues that Jordan, with a combination of ancient attractions and balmy temperatures, has the potential to become a major tourism destination. Its technology sector, which includes a mix of homegrown startups and technology giants, like Microsoft and Amazon, is also primed for growth. The same holds true for the logistics industry, where a surplus of techsavvy young people could help develop the connected transport and logistics systems of tomorrow.

“There’s no doubt that the tourism, logistics, and information

technology sectors are brimming with promise,” said Saroj Kumar Jha, Mashreq Regional Director, World Bank Group. “In the years to come, the key will be to create a level playing field in these industries. That would allow innovative, well-run companies to succeed, which, in turn, would help create jobs and drive the growth Jordan so acutely needs.”

The Jordan Country Private Sector Diagnostic was produced in consultation with businesses across Jordan, offering unique and rarely accounted perspectives of the private sector. It is a key part of IFC’s efforts to combat poverty and create economic opportunities in Jordan.

During IEW, schools and universities across the United States and around the world will focus on the importance of international education in fostering security and economic growth and highlight the importance of ensuring that

more students and scholars have access to international educational experiences. The Departments of State and Education are strongly committed to international education as evidenced in the recent release of the Joint Statement of Principles in Support of International Education .

To kick off IEW, the Department of State, in collaboration with the Institute of International Education, released the annual Open Doors Report, a seminal resource for the United States, U.S. partner governments overseas, and the global higher education community that sets the standard for data and trend analysis on student and scholar mobility. The report has been an important benchmark for international educational exchange to the United States for more than 70 years.

The United States remained open to international students throughout the COVID-19 pandemic and was once again the top destination for

international study in academic year 2020/21, welcoming 914,095 international students to U.S. colleges and universities. More than 710,000 international students enrolled at the undergraduate, graduate and non-degree levels from more than 200 places of origin. In addition, more than 200,000 international students pursued Optional Practical Training (OPT) experiences.

Global leaders call for cervical cancer elimination on Day of Action

Today the World Health Organization (WHO) joins advocates around the world to commemorate a landmark Day of Action for Cervical Cancer Elimination and welcome groundbreaking new initiatives to end this devastating disease, which claims the lives of over 300,000 women each year.

As with COVID-19, access to lifesaving tools is constrained, with women and adolescent girls in the poorest countries deprived of clinical screening facilities, human papillomavirus (HPV) vaccines and treatments which those in affluent places take for granted.

The disparity between deaths from cervical cancer in high-income compared with lowincome countries tells a stark story, similar to that we have seen during the pandemic, with 9 in 10 deaths from cervical cancer happening in low and middle-income countries.

Over the last decade, manufacturers have tilted supply toward wealthier locations.

In 2020, just 13% of girls aged 9-14 years globally were vaccinated against HPV the virus that causes almost all cases of cervical cancer. Around 80 countries – home to nearly two thirds of the global cervical cancer burden - are yet to introduce this lifesaving vaccine.

During this special day, WHO’s DirectorGeneral Dr Tedros Adhanom Ghebreyesus, together with celebrities, First Ladies, cancer survivors and health and community organizations, will help raise awareness and mobilize action - one year after WHO launched its landmark global initiative to

WHO is also highlighting important new breakthroughs to prevent and treat the disease, including the prequalification of a fourth vaccine (Cecolin from a third manufacturer, Innovax) for HPV, which is expected to increase and diversify vital vaccination supply. “Cervical cancer causes immense suffering, but it’s almost completely preventable and, if diagnosed early enough, one of the most successfully treatable cancers,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “We have the tools to make cervical cancer history, but only if we make those tools available to everyone who needs them.

Together with our partners in the WHO cervical cancer elimination initiative, that’s what we aim to do.” The risk of cervical cancer increases six-fold for women living with HIV, but many have not had access to vaccination or screenings.

Tackling cervical cancer during the COVID-19 pandemic Dr Tedros applauded countries that have adopted innovative ways to increase access to technologies and services that can stop cervical cancer during the

COVID-19 pandemic. In the past year, the HPV vaccine was introduced in seven countries - Cameroon, Cape Verde, El Salvador, Mauritania, Qatar, Sao Tome and Principe, and Tuvalu – bringing the total to 115. Some countries trained healthcare workers with newer, portable devices to thermally ablate precancers.

Others expanded the use of self-sampling for cervical abnormalities – endorsed in recently published WHO guidelines -- to allow women to collect their own swab.

This option can reduce stigma for women, provides access to those living far from health facilities, and helps congested health centres maintain safe services while respecting COVID-19 safety measures. The self-collected sample can be run on the same laboratory platforms that countries have been investing in to support PCR testing for COVID-19.

But setbacks have occurred. Access to screening services has fallen for many women and in a recent survey, 43% of countries reported disruption to cancer treatment. Meanwhile HPV vaccination rates globally fell from 15% in 2019 to 13% in 2020, amidst health service disruptions

and school closures.

“There has been important progress towards cervical cancer elimination even over this unprecedented year,” said Dr Princess Nono Simelela, Special Advisor to the Director-General on Strategic Priorities, including Cervical Cancer Elimination.

“While we have seen major advances in new technologies and research, the critical next step is to ensure these are designed for and accessible in low- and middle-income countries, and that the health and rights of women and girls everywhere are prioritized in the recovery from COVID-19.” New technologies, investments and research to aid the fight against cervical cancer Adding to important milestones achieved over the course of the past year, today WHO is releasing new recommendations to guide research into artificial intelligence (AI)based screening technologies. This firstof-its-kind guidance supports developers to bring cervical cancer screening into the future, and ensure pre-cancers are detected as early as possible. The first designated “WHO Collaborating Centre for Cervical Cancer Elimination” was also announced at the University of Miami, which will be an important centre of research and technical assistance to help countries achieve targets for cervical cancer prevention and control.

The Day of Action will encompass a major global event and press availability, organized from WHO headquarters in Geneva. It will feature performances and remarks from cancer survivors and renowned artists such as Angelique Kidjo, as well as community efforts to promote vaccinations and screenings.

A new WHO Global Investment Case for Tobacco Cessation, highlights that investing US$ 1.68 per capita each year in evidencebased cessation interventions such as brief advice, national toll-free quit lines, and SMS-based cessation support, could help 152 million tobacco users successfully quit by 2030, saving millions of lives and contributing to countries’ long-term economic growth.

To facilitate this process, WHO has established a tobacco cessation consortium, which will bring together partners to support countries in scaling up tobacco cessation.

The report and the investment case are released right after of the ninth session of the Conference of the Parties (COP9) and during the second session of the Meeting of the Parties (MOP2) to the Protocol to Eliminate Illicit Trade in Tobacco Products.

Delegates meet to counter the ambitions of the tobacco industry to keep millions hooked on its products, as recent evidence also show that the tobacco industry used

the COVID-19 pandemic to build influence with governments in 80 countries.

Key findings of the WHO global report on trends in prevalence of tobacco use 2000–2025: In 2020, 22.3% of the global population used tobacco, 36.7% of all men and 7.8% of the world’s women.

Target: Currently, 60 countries are on track to achieve the tobacco use reduction target by 2025. Since the last report two years ago, two other regions – the African and South-East Asian regions - have now joined the Americas region ontrack to achieve a 30% reduction.

Children: Approximately 38 million children (aged 13-15) currently use tobacco (13 million girls and 25 million boys). In most countries it is illegal for minors to purchase tobacco products. The goal is to achieve zero child tobacco users.

Women: The number of women using tobacco in 2020 was 231 million. The age group with the highest prevalence rate among women for tobacco use is 55-64.

Regional trends: Trends in the Americas: Of all WHO regions, the steepest decline in prevalence rates over time is seen in the Americas Region. The average rate of tobacco use has gone from 21% in 2010 down to 16% in 2020.

WHO’s African Region trend: this region has the lowest average rate of tobacco use at 10% in 2020, down from 15% in 2010.

WHO’s European Region trend: in Europe 18% of women still use tobacco – substantially more

than in any other region. Women in Europe are the slowest in the world to cut tobacco use. All other WHO regions are on track to reduce tobacco use rates among women by at least 30% by 2025.

WHO’s Eastern-Mediterranean Region trend: Pakistan is the only country in this region that’s on track to reach the tobacco reduction target. Four of the six countries in the world where tobacco use is increasing are in this region.

2020, which together asked 97% of the world’s population about their tobacco use. Article 20 of the WHO FCTC underlines the importance of running surveys to obtain evidence of the tobacco epidemic, and now 190 countries have run at least one national survey - up from 140 in 2004 when the treaty was not yet in force. WHO and partners have made a large contribution to filling the data gaps in low- and middleincome countries via the Global Tobacco Surveillance System surveys, the STEPS survey and the World Health Survey.

Highlights from the Global Investment Case for Tobacco Cessation To meet global targets in reducing tobacco use, cessation services need to be scaled up, along with strengthening tobacco control measures. Offering cessation services can accelerate the downward trend in tobacco use prevalence, saving more lives and protecting the health of more people.

Population-level cessation interventions include brief advice, national toll-free quit lines, and mCessation (support through mobile phone text messaging).

These interventions cost very little yet deliver significant returns on investment within 10 years.

Pharmacologic interventions including nicotine replacement therapy (NRT), Bupropion, and Varenicline are more expensive but are proving effective.

Data from 124 low- and middleincome countries are used to generate the analysis.

Tobacco use falling: WHO urges countries to invest in helping more people to quit tobacco

The fourth WHO global tobacco trends report released today, shows that there are 1.30 billion tobacco users globally compared to 1.32 billion in 2015. This number is expected to drop to 1.27 billion by 2025.

Sixty countries are now on track to achieving the voluntary global target of a 30% reduction in tobacco use between 2010 and 2025: two years ago only 32 countries were on track.

Millions of lives have been saved by effective and comprehensive tobacco control policies under the WHO Framework Convention on Tobacco Control (WHO FCTC) and MPOWER – a great achievement in the fight against the tobacco epidemic “It is very encouraging to see fewer people using tobacco each year, and more countries on track to meet global targets,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “We still have a long way to go, and tobacco companies will continue to use every trick in the book to defend the gigantic profits they make from peddling their deadly wares. We encourage all countries to make better use of the many effective tools available for helping people to quit, and saving lives.”

The report also urges countries to accelerate implementation of the measures outlined in the WHO FCTC in an effort to further reduce the number of people at risk of becoming ill and dying from a tobacco-related disease.

WHO’s South East Asian Region trend: The region currently has the highest rates of tobacco use, with around 432 million users, or 29% of its population. But this is also the region where tobacco use is declining fastest. The region is likely to reach tobacco use rates similar to the European Region and the Western Pacific Region by 2025.

WHO’s Western Pacific Region trend: This is projected to become the region with the highest tobacco use rate among men, with more than 45% of men still using tobacco in 2025.

Policy action: One in three countries are likely to achieve the 30% reduction target, and low-income countries are currently achieving the most progress against tobacco.

Upper middle-income countries are, on average, making the slowest progress in reducing tobacco use.

In some 29 countries, data quality is low or insufficient to know the trend, so more monitoring is needed.

The data behind these estimates are from 1728 national surveys run by countries between 1990 and

FIBA boosts basketball’s presence in Canada by signing deal with market leader Sportsnet

Through this new partnership, Sportsnet becomes the exclusive broadcast rights holder for FIBA’s major events through to 2025.

Canada has a passionate basketball fan base that is rapidly growing. YOG Education Programme accessible to youth sports event organisers with a single click

The International Olympic Committee (IOC) has made the educational content offered to young athletes during the Youth Olympic Games (YOG) available to the Olympic Movement.

TL Bureau, Beijing The “YOG Education Programme @ Youth Sporting Events” can now be freely accessed from the IOC website by International Federations (IFs), National Olympic Committees (NOCs) and organisers of sports events and championships. The toolkit is free and easy to download for these organisers, who can make use of the whole programme during sports events. The content has been designed specifically for elite young athletes between the ages of 15 and 18 who are eager to

learn how to become champions on the field of play and in life.

According to the Olympic Charter, “Olympism is a philosophy of life (…) blending sport with culture and education.” More than a century after the Charter was first published, education remains one of the fundamental pillars of Olympism and the YOG. Since the YOG Singapore 2010, nearly 10,000 young athletes, plus local young people during the various Games editions, have had access to educational programmes delivered in parallel with the sports competitions.

“With this programme, all sports event organisers can now offer their young athletes a fun, educational and engaging programme that covers the most important topics for this age group: athlete safeguarding, improving performance, and assistance outside sport and with career transition,” said Christophe Dubi, the IOC Olympic Games Executive Director. “This is precisely what makes the Youth Olympic Games so successful.

The content is now accessible digitally and is easy to use on site.” A programme to coach,

support and safeguard athletes The content of the YOG Education Programme @ Youth Sporting Events has been put together under the leadership of the IOC. It contains three areas of focus: athlete protection, performance, and assisting athletes outside sport.

The activities are self-explanatory and just need to be downloaded onto a computer or tablet by event organisers. The content is varied and can be tailored to all situations and formats. Athletes can watch videos, download apps with immersive scenarios, take quizzes, play computer games,

access online learning platforms, learn about exercises to prevent injuries and even explore various opportunities for a smooth transition from competitive sport into the workplace.

The first section includes content created and produced by the IOC, the World Anti-Doping Agency (WADA) and the International Testing Agency (ITA). The “Play True” quiz teaches young athletes how to protect themselves. The Athlete365 videos raise awareness about the importance of athletes taking care of their mental health to be at their very best in sport.

TL Bureau, Brussels The Council today approved conclusions welcoming the upcoming tenth review conference of the parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), that will take place in New York on 4 - 28 January 2022.

The conclusions reaffirm the EU’s unequivocal support for the NPT as the cornerstone of the global nuclear non-proliferation regime, the essential foundation for the pursuit of nuclear disarmament, and an important element in the development of nuclear energy

applications for peaceful purposes.

The conclusions also stress the importance of universalising the NPT, and call on all states that have not yet done so to join the treaty as non-nuclear-weapon states and, pending their accession, to adhere to its terms.

The Council strongly supports all three pillars of the NPT and will continue to promote comprehensive, balanced and substantive full implementation of the 2010 Review Conference Action Plan. The Council underlines the importance of securing a positive and substantive outcomefrom the Tenth NPT Review Conference.

CTA Welcomes J. David Grossman as Vice President of Regulatory Affairs

Today, the Consumer Technology Association (CTA)® announced that J. David Grossman, former executive director of the GPS Innovation Alliance, will join the organization as vice president of regulatory affairs.

Previously, Grossman served as chief of staff to FCC Commissioner Mignon Clyburn, and legislative director and senior advisor for technology policy to Rep. Anna Eshoo (D-CA). He also served as technology counsel to the House Small Business Committee.

He received his bachelor’s in political communication from The George Washington University and his master’s in public policy from George Mason University.

The Ministry of Health (MoH) announced the registration of 37 confirmed COVID-19 cases and 44 recoveries in the Kingdom of Saudi Arabia during the past 24 hours.

The ministry added that the number of critical cases reached 50.

The statistics showed that the total number of infections in the country reached 549,297 while the recovery tally reached 538,373.

The MoH reported two new deaths, bringing fatalities tally in the Kingdom to 8,818.

The Ministry of Health advised everyone to contact the toll free (937) for consultations and inquiries around the clock, and to obtain health information and services.

Additional 10 million euros of EU funds for dredging Klaipėda Seaport

In order to increase the capacity of Klaipėda Seaport and the security of maritime transport, the Ministry of Transport and Communications intends to allocate an additional 10 million euros from the investments of the European Union (EU) fund for dredging the Port’s external and internal navigation channel.

Once the project is implemented, the depth of the external channel of Klaipėda Seaport will be 16 m (currently 15.5 m), while the depth of the internal navigation channel will be 15.5 m.

“In the context of the current geopolitical challenges, it is extremely important to increase the competitiveness of Klaipėda Seaport and continue its expansion.

Our main priorities in the Port: dredging the Port’s navigation channel, expanding its territory in the southern part, developing a smart and environmentally friendly seaport. The dredging project of the Port’s channel is focused on the future, and in order to increase the Port’s competitiveness, we must be ready to receive vessels of the highest tonnage in Klaipėda,”

The larger part of the Port’s channel will soon reach the depth of 15 m.

Afterwards, dredging up to 15.5 m will begin.

Dredging the navigation channel up to 15.5–16 m is essential in order to increase the capacities of Klaipėda Seaport and enhance the security of maritime transport for larger vessels, as well as to increase the efficiency of the transport chain.

Once the depth of the navigation channel increases, the Port will be able to receive more fully loaded vessels, which will reduce cargo transportation time and air pollution.

According to the Minister, the

changing global tendencies establish that maritime business efficiency is ensured by building and operating larger vessels. Currently, if there are unfavourable weather conditions or higher waves, to ensure safety, acceptance to the Port is restricted, especially for larger vessels. Our aim is to make Klaipėda Seaport ready to receive vessels of the highest tonnage.

The total value of this project is 46.8 million euros. Financing from the EU structural funds constitutes around 28 million euros, while the rest of the funds are provided by the Seaport Authority. The maritime channel dredging works should be completed in the spring of 2023.
