he Australian Border Force (ABF) has charged a 54-year-old Australian man with allegedly importing approximately six and a half kilograms of the border controlled drug pseudoephedrine in his suitcase. The man arrived into Sydney International Airport on a flight from Vietnam on Saturday 23 June and was selected for baggage examination by ABF officers. His suitcase contained a number of commercially packaged food items labelled as instant cereal, tea

revealed a white crystallized powder which returned positive results for pseudoephedrine. Pseudoephedrine is a border controlled drug and is used as a precursor agent in the manufacture of drugs of dependence, such as ice. The man was charged with section 307.11 of the Criminal Code Act 1995 (Cth), for the importation of a commercial quantity of a border controlled precursor, being pseudoephedrine. This charge carries a maximum penalty of life imprisonment. ABF Regional Commander NSW Danielle Yannopoulos said this seemingly innocent bag containing commercially packaged food items is an example of the extent criminals will go to in order to conceal illicit substances. “Attempts such as this to smuggle illicit substances across the border are no match to skilled officers who know things are not always what they appear to be. “We are committed to stopping importation of illicit substances into our community and catching those responsible for bringing them here,” Commander Yannopoulos said.

Preston drug dealer has today had his sentence increased after the Solicitor General, Robert Buckland QC MP, referred his sentence for being too low. Edward Marland, 46, was arrested after selling an undercover officer diamorphine or heroin on 3 separate occasions. This was part of an undercover operation in the Preston area which also led to the arrest of 18 others. Marland was originally sentenced

at Preston Crown Court in April, where he was given a sentence of 3 years 9 months’ imprisonment. Today, after the Solicitor General’s referral, the Court of Appeal increased his sentence to 5 years 7 months. Commenting on the sentence increase, the Solicitor General said: Drug-dealing offences have a devastating effect on the communities in which they occur. I am therefore glad that the serious impact of Marland’s crimes has now been reflected in his increased sentence.

What’s Hope to World after Meeting Trump and Kim

P

resident Donald Trump meet with North Korean Dictator Kim Jong Un on June 12 at a Singapore hotel for the first face-to-face meeting between sitting American and North Korean leaders. Everyone was scared that what next not even the prestigious personalities within that meeting but, even the whole world kept their eyes on them. You know why because the expectations were very worse as well, because last year the two leaders were openly threatening each other with possible nuclear war. And Now, they’ll be sitting down to discuss the possible dismantling of North Korea’s nuclear programme. I mean what is this going on. Even both leaders were unexpectedly behaved in a very professional humble and tolerable manner. Because North Korea expect that wants to talk with the US to lower tensions by minimising the risk to the mankind and humanity worldwide, But getting there wasn’t easy. Kim’s was very opposite to the idea of full denuclearization caused some rifts in the planning of the summit and on the other side, Trump called it off on May 24, then revived it eight days later. I mean what’s going on, one invited then other says yes and then when everyone planned about it, but one refuse to meet. So the circumstances became very harsh. Nobody expects that what next. To convince Kim to even consider giving up his weapons, the US will need to make some serious concessions as well because, it is not easy to tackle the leader who lonely became on the top of world with a nuclear button in his pocket. There are many reasons about the meeting, but however it plays out, it will well and mark the most dramatic diplomatic moment of one of the top superpower recognisable Donald Trump’s presidency so far. The summit starts with the two men shaking hands with taking a photo side-by-side, then moving to another room, where they sat and made brief release for media by saying, "We're going to have a great discussion and, I think, tremendous success. It will be tremendously successful. And it's my honor," Trump said. "We will have a terrific relationship — I have no doubt," the president added. Lot of commitments have been done in that meeting but if we take a review of international media then some opined that no one trusted one, because may be in their mind they all falsified in that meeting only to show or only scared from each other, but fear lies inside their mind and they will just met to show the world that yes we both won’t fear from each other and we can do anything. Yes, but I understand that, Immediately following the summit, Trump announced that the US would discontinue "provocative" joint military exercises with South Korea and would "eventually" withdraw troops stationed there. For your information our department would like to introduce the Kim’s he is the second child of Kim Jong-il and Ko Yonghui. The grandson of Kim Il-sung, the first leader of North Korea from 1948 to 1994, he is the first North Korean leader to have been born after the country's founding. So nothing special about politics but still having blood in politics. Kim was known to be the most powerful leader in the world, the reason behind it is his thought for feeling and thinking himself as one of the top and powerful keeping his one hand on the nuclear button. And as far as trump is concerned, you all know about him that he is a top class and rich businessman, who hold almost every problem’s solution. So the hope is there that trump will be successful in his Kim’s deal as well. So still the mystery that what happens after this Summit of Trump and Kim, but have our finger crossed that whatsoever will happen, should be good for the world and humanity. Parliamentary Committee Report on Foreign Influence Transparency Scheme

A

ttorney-General, Christian Porter, welcomed of the Parliamentary Joint Committee on Intelligence and Security's (PJCIS's) report on the Government's Foreign Influence Transparency Scheme Bill 2017. "The Committee report is a critical step in securing the passage of this crucial legislation to help protect Australia's democratic systems and institutions," the Attorney-General said. "Most importantly, the Committee report recommends the Bill be passed, reflecting a continuation of the bipartisan approach to national security legislation. "The Turnbull Government's number one priority is to keep Australians safe and this Bill, along with the Espionage and Foreign Interference Bill which the PJCIS reported on two weeks ago and also recommended be passed, are critical elements of achieving that objective. "The Government intends to accept all of the Committee's recommendations for amendments to the Bill, with a view to debating and passing both Bills into Parliament this week. "The Foreign Influence Transparency Scheme Bill creates a register for individuals or entities which are undertaking activities on behalf of foreign principals. This will provide transparency for the Australian Government and the Australian community about foreign influence in Australia. "We don't seek to restrict those activities

through this Bill, rather to ensure such activity is undertaken in a lawful, open and transparent way." Two weeks ago the Government presented the Committee with a series of drafted amendments which addressed key issues of concern to stakeholders. The Committee has made 52 recommendations, the majority of which represent minor and technical drafting amendments. Of the significant amendments recommended by the PJCIS, more than 20 relate to the amendments previously drafted and submitted by

"The Government intends to accept all of the Committee's recommendations for amendments to the Bill, with a view to debating and passing both Bills into Parliament this week" the Attorney-General. The most significant remaining recommendations relate to the creation of new exemptions for charities and arts groups in limited circumstances and extending requirements on former Cabinet Ministers and public servants. The Attorney-General said the Government would consider those recommendations and was aiming to have any necessary amendments drafted ahead of introduction of the Bill this week. "I thank the PJCIS and the co-operative approach of the Opposition to bring this inquiry to a conclusion and the delivery of today's report," the Attorney-General said.

If we can build the International Space Station, Sudan: The Troika Condemns ‘we can do anything’ – UN Champion for Space Continued Clashes in Jebel Marra, Darfur TL Bureau

T

he sight of Earth, from hundreds of kilometers away in open space while you are tethered only to the International Space Station, is “absolutely amazing”, said Scott Kelly, the UN Champion for Space and former US astronaut, stressing that the world we live on “is our only planet.” “Through that single visor, you see how fragile the Earth’s atmosphere is … it’s almost like someone put this thin film over the surface of our planet and the first time you see it, you realize that is everything that protects us from space,” said Mr. Kelly, delivering a keynote address at the UNISPACE+50 gathering in Vienna; a United Nations forum on the peaceful uses of outer space. However, in spite of this breathtakingly beautiful sight, there are parts of the globe when viewed from space, that are almost always shrouded in pollution, he continued. Humankind may get to Mars someday or elsewhere in the Solar System, but if it is to survive, it “needs to survive on earth” added the former NASA astronaut who spent over a year orbiting the planet.

T In his address, Mr. Kelly described his life onboard the International Space Station, a structure measuring about 300 feet long and 200 feet wide and orbiting between 280-460 kilometers in space. This space station is the hardest thing we have ever done … if we can do this we can do anything – UN Champion for Space Scott Kelly Particularly poignant was his description of the time he left the station for his last time, onboard a Russian Soyuz spacecraft: “We built this space station … while flying around the Earth at 17,500 miles an hour, in a vacuum, in temperatures ranges of plus or minus 270 degrees”, he said, adding that they had connecting modules, “some of which had never touched each other

UN mobilizes in Rohingya camps to support babies born of rape; young mothers face stigma TL Bureau

espite challenges brought on by the arrival of the monsoon season this month, United Nations agencies in Bangladesh continue to support nearly one million Rohingya refugees, including thousands of victims of sexual violence. Members of the mainly-Muslim minority community began fleeing Myanmar’s Rakhine state last August following a military crackdown targeting extremists, during which homes were destroyed, men and boys killed, and countless women and girls raped. In early May, UN News published a special report highlighting the concerns being voiced by several leading UN officials over the legacy of what Andrew Gilmour, UN Assistant SecretaryGeneral for Human Rights, described as a “frenzy of sexual violence”.

On Tuesday, the world marks the International Day for the Elimination of Sexual Violence in Conflict, and we have been finding out how some of the survivors have been coping, now that dozens of children of rape have been born – and what UN agencies are doing to provide them with vital services and support. “Sameera” (not her real name) is among the Rohingya refugees now sheltering in the crowded camps of the Cox’s Bazar region in southeastern Bangladesh. The 17-year-old had only been married for a couple of months when her husband was killed. She was raped just days after his death, when three soldiers showed up at her door, together with two other Rohingya girls, who were also raped. “As I will give birth to the baby, he or she will be mine, no matter who the father is,” she told the UN Children’s Fund (UNICEF).

He linked this incredible feat of human ingenuity and perseverance with addressing the challenges confronting the vert survival of planet Earth. If we want to fix the problems with the environment we can do that, expressed Mr. Kelly. “After spending a year in space, I was absolutely inspired that if we can dream it we can do it … and most importantly, if we work as a team because teamwork makes the dream work. The sky is not the limit.”

he Troika (Norway, the United Kingdom and the United States) condemns the ongoing clashes between the Sudan Liberation Army-Abdul Wahid (SLA-AW) and Government of Sudan forces as well as inter-tribal violence in the Jebel Marra region of Darfur. The civilian population continues to bear the brunt of this unnecessary violence, which has led to the burning down of villages, causing high numbers of civilian injury and death, and the displacement of nearly 9,000 people. It is unacceptable that the Government of Sudan has repeatedly prevented the African Union/United Nations Mission in Darfur (UNAMID) and humanitarian actors from accessing the areas of conflict and displaced populations. The Troika strongly urges the Government of Sudan to immediately provide unfettered access to both UNAMID and humanitarian actors. The SLA-AW leadership’s refusal to engage with the peace process obstructs the achievement

of sustainable peace in Darfur and unnecessarily prolongs civilian suffering. The Government’s actions in military operations and its inaction in stopping the violence undermine efforts to achieve a peaceful solution to the conflict. There can be no military solution to the conflict in Darfur and the international community should consider imposing sanctions against those who continue to act as spoilers. The Troika calls on all parties to the conflict to immediately cease all military engagement and hostilities, allow unfettered humanitarian access, and to meaningfully engage with the African Union High Level Implementation Panel (AUHIP) led peace process in order to reach a permanent ceasefire.

UK Government introduces new Offensive Weapons Bill to tackle serious violence

TL Bureau

T

he Offensive Weapons Bill will make it harder for young people to buy knives and acid online with sellers requiring rigorous age verification to prove those purchasing knives or corrosives are over 18. Failure to do so will leave them liable for prosecution. The Bill will also ban possession of weapons such as zombie knives, knuckle dusters and death stars both in public and private. Those who do will be forced to hand them in. As part of the new legislation the Home Secretary, Sajid Javid, has been clear in his support to police officers, with measures in the Bill ensuring that the police have the powers to seize illegal weapons whenever they are found. Home Secretary Sajid Javid said: It is totally wrong that young people are able to get their hands on dangerous weapons such as knives

and harmful acids. That is why we are making the

laws around this even tighter. Earlier this week I saw the great

work our front line officers do to keep our communities safe – and I am

determined to do everything I can to help them keep weapons off our streets. The Bill forms part of the government’s response to the recent rise in serious violence, set out in the £40 million Serious Violence Strategy, which places a new focus on early intervention alongside robust law enforcement. As such, existing offences of possessing a bladed article or offensive weapon on school premises has been extended to cover further education premises in England, Wales and Northern Ireland. We are making it a criminal offence for a knife bought online to be sent to a residential address. Anyone buying knives online must also prove they are over 18 and retailers must ensure they make sufficient checks. In addition, anyone who has weapons such as zombie knives, knuckledusters and death stars will be required to surrender them to the police.

WADA, Australia and Sri Lanka FIFA World Cup 2018: advice for fans partner in fight for clean sport Travel travelling through Poland TL Correspondent

I

n an effort to strengthen the global fight for clean sport, the Australian Sports AntiDoping Authority (ASADA) and Sri Lankan Anti-Doping Agency (SLADA) have this month entered into a new international agreement supported by the World Anti-Doping Agency (WADA). A formal Memorandum of Understanding (MOU) was signed in Colombo, Sri Lanka yesterday by ASADA CEO David Sharpe and SLADA Director General Dr Seevali Jayawickrame. Under the MOU, the national anti-doping organisations will work together to bolster the strength of their anti-doping programs by

sharing information, resources and experiences. The MOU applies to all areas of anti-doping operations including investigations, intelligence, education and testing. The MOU will be supported by a tripartite agreement between ASADA, SLADA and WADA – the latter that will oversee the partnership. ASADA CEO David Sharpe said “SLADA and ASADA share a deep commitment to the right of clean athletes to fair competition, no matter where they compete in the world, and no matter who they compete against. “To ensure a strong antidoping program across all sports and all nations, cooperation is key. It is critical that we develop our capacities together, we learn from each other and we join forces in

the fight against doping. In this context, I am very pleased to have this formal arrangement in place with our dedicated Sri Lankan counterparts.” SLADA Director General Dr Jayawickrame said “It is an honour and privilege for SLADA to partner with ASADA. The Australian sports system is well-advanced and a model to look forward to. We hope to gain from ASADA’s rich experience, knowledge and technological advancements in the field of antidoping. This will no doubt contribute in our march in anti-doping not just in keeping our athletes clean but to educate and prepare all our stakeholders to continuously strive to reach this goal.”

Major reduction in numbers of people diagnosed EU and Australia launch talks with HIV in New Zealand for a broad trade agreement TL Bureau

ssociate Health Minister Julie Anne Genter is pleased that new results show a significant drop in the number of people diagnosed with HIV after increases for the previous five years. Results out today from the AIDS Epidemiology Group, which is based at the University of Otago and funded by the Ministry of Health, showed the number diagnosed last year with HIV was 197, nearly 50 fewer people than the previous year and the fewest since 2013 in New Zealand. “A major reduction in numbers of people diagnosed with HIV in New Zealand this year is great news,” Minister Genter said. “While it’s too soon to say if this is the start of a downward trend, I want to congratulate the hard work by the New Zealand AIDS Foundation for its community prevention work in this important area of public health.

“The Government is committed to reducing HIV rates in New Zealand, and to reduce the stigma associated with HIV. HIV-infected individuals are now able to start treatment immediately on diagnosis. “This March, PHARMAC started funding HIV Pre-Exposure Prophylaxis (PrEP), a daily medication taken to reduce the risk of becoming infected with HIV, for people who are at high risk of contracting HIV infection. It’s expected that approximately 4000

people will meet the criteria for this treatment annually. “Hopefully, these new measures, in addition to existing prevention methods, will help to ensure the numbers of people diagnosed with HIV in New Zealand continues to drop in coming years. “However, other serious sexuallytransmitted infections, such as syphilis and gonorrhoea, have continued to rise and the presence of any STI increases the risk of HIV transmission. “Therefore, it’s vital that other measures, such as condom use, regular and early HIV and other STI testing, and screening and treating other sexually-transmitted infections, continue to ensure this decline in HIV is sustained in the long term, and that other STIs also continue to be managed effectively. “I want to encourage all New Zealanders to continue to practice safe sex and to continue to encourage New Zealanders to get tested if they have been at risk,” Minister Genter said.

It follows the conclusion of negotiations with Japan last year and Mexico this past spring, as well the entry into force of the EU-Canada trade agreement in September of last year. The future agreement between the EU and Australia will further

an a small water sample tell you what sort of fish, krill, or even penguins and seals, are living in different parts of the Southern Ocean? That’s what scientists from the Australian Antarctic Division are hoping to find out, using environmental DNA, or e-DNA. Molecular ecologist, Dr Bruce Deagle, said e-DNA technology can identify hundreds of species in an environmental sample – such as water or soil – by sequencing DNA in the sample. “Being able to characterise organisms in small water samples, by the traces of DNA they leave behind, could be a very useful technique for monitoring who or what is in the

Southern Ocean,” Dr Deagle said. “We can already monitor phytoplankton and bacteria using this method, but we want to see if we can identify larger zooplankton, like copepods and krill, as well as different fish species, and potentially even penguins and seals. The approach relies on ‘barcodes’, which are segments of DNA unique to different species. These genetic markers are targeted in the sample, and then compared to a reference database to identify the organisms. “e-DNA has been used in lakes and ponds, where the inhabitants don’t move much and the water doesn’t move in large volumes, but we don’t know yet whether it will be useful for open ocean samples,” Dr Deagle said.

Abc TV and Screen Australia Announce Five Indigenous Shock Treatment Shorts

TL Correspondent

S

creen Australia and the ABC have announced five horror short-film projects from the Shock Treatment initiative will go into production. The joint initiative between the Indigenous departments at Screen Australia and the ABC, with in-kind support from the Indigenous unit at the Australian Film Television and Radio School (AFTRS) was developed to find emerging Indigenous storytellers with a passion for the horror genre. The call-out received 38 applications, from which seven projects were selected to participate in an intensive workshop in May 2017 led by experts in the horror genre Colin and Cameron Cairnes (100 Bloody Acres, Scare Campaign). Following the workshop, the filmmakers wrote their full scripts – with five scripts then selected to go into production and start pre-

production today. The Cairnes brothers will continue to work on the projects as directing mentors

and Executive Producers. The five x 15 minute short-film projects will be produced by Majhid Heath at

Noble Savage Pictures (Brown Lips, A Chance Affair) and will be released on ABC iview in October 2019 in

time for Halloween. They go into production in the 25th anniversary year of Screen Australia’s Indigenous Department. “Yet again we are going to break new ground with this series of horror shorts. The ABC really wanted to push the envelope with this initiative and it’s fantastic to see five original short-films led by emerging Indigenous creatives from around the country,” said Penny Smallacombe, Head of Indigenous at Screen Australia. “This shows how our partners, in this case the ABC and AFTRS, are key to allowing Indigenous creators take charge of their careers.” “This initiative presents a brilliant opportunity to support and provide a platform for emerging filmmakers to tell Indigenous stories for a younger audience. The Producer, Majhid Heath, is a star on the rise and I look forward to seeing him bring these concepts to life on screen.”

Qantas and Air New Zealand announce codeshare deal to make travel easier

Air New Zealand and Qantas have announces plans for a reciprocal codeshare agreement that leverages the strengths of each carrier’s domestic networks, making travel within Australia and New Zealand easier. TL Bureau

odeshare agreement on 115 domestic routes in New Zealand and Australia signed by airlines for Faster connections between flights to reduce total journey time by up to two hours. Other potential areas of cooperation include ground handling, freight and biofuel. Under the codeshare Qantas intends to add its code on up to 30 routes on Air New Zealand’s domestic network and Air New Zealand intends to add its code on up to 85 routes on Qantas’ domestic network. Coordination of check-in and handling at airports will mean shorter connection times, opening up more onward flights for customers on each carrier’s domestic networks and faster journey times overall. Eligible customers will have access to a combined total of 36 domestic lounges on both sides of the Tasman when flying on routes covered by the codeshare agreement.

Qantas Group CEO Alan Joyce said the two national carriers had a lot of shared history as well as a shared goal of making travel easier. “Our relationship with Air New Zealand goes back almost 80 years. We’ve been partners at various stages over that time and we have a lot of respect for them as a competitor. “A codeshare deal on our domestic

networks makes sense for customers because it leverages the strengths we each have in our home markets.” Air New Zealand Chief Executive Officer Christopher Luxon said the codeshare will see two of the world’s best airlines offer their customers a full service experience when they make domestic connections within New Zealand or Australia.

The defendants had sought a discharge without conviction, but the Judge, Stephen O’Driscoll, said such a step would not protect migrants or deter employers from using inappropriate workers. “The defendant’s actions have undermined the foundation and integrity of New Zealand’s immigration system,” Judge O’Driscoll wrote in his reserved judgement. “I do regard this offending as serious.” Immigration New Zealand (INZ) Assistant General Manager Peter Devoy says New Zealand businesses

have a legal responsibility to ensure that their employees are legally entitled to work for them. “Singh had a history with Immigration New Zealand of sponsoring other migrant workers for visas. He was well aware of his obligations as an employer, yet had this person working for him illegally for a prolonged period of time. We hope this sentence sends a strong signal that we will take action against employers who are implicated in such behaviour.” The worker has subsequently left New Zealand.

usinessNZ has welcomed an announcement that the National Party has taken a significant step toward a bipartisan approach to climate change policy. Leader of the Opposition Hon Simon Bridges has written to the Prime Minister and Minister for Climate Change, offering to work with them on climate change issues. “Climate change is an intergenerational issue like no other. It will require long-term stable and durable policy settings to unlock the change needed,” says John Carnegie, Executive Director, Energy & Infrastructure.

“We have consistently called for a bipartisan approach as a necessary condition for effective change. Business needs a clear direction and predictable policy settings in order to invest and create jobs with confidence as we reach towards increasingly stringent climate change targets. “The key question that both parties need to address with business as the primary solution provider is how effort can best be harnessed across the economy to achieve the necessary transformation, while balancing risks such as investment and carbon leakage. “We urge the parties to work together in good faith, and offer the support and assistance of BusinessNZ should that be sought.”

Housing Authority of Fiji has partially written off the home loan accounts TL Bureau

T

he Housing Authority of Fiji has partially written off the home loan accounts of 4 Village Housing Schemes this month worth $370,000. Housing Authority Chairperson, Colonel Mosese Tikoitoga said, “The partial write-off of these accounts is being funded jointly through Government grant and Housing Authority provision to those village housing schemes that have paid over one and half times the principal loan amount and are facing financial difficulties in repaying the debt”. This partial write off brings the total to 14 of the Village Housing Schemes being assisted under the social housing policy by Housing Authority. Last year, 10 village housing scheme accounts were written off in the Western and Northern division amounting to $505,000. The villages which benefitted from the partial write offs were Saunaka village in Nadi, Korovou village in Ba, Nakorodamu village in Yasawa as well as Namotomoto and Novoci villages in Nadi.

“The move to partially write off these village housing schemes alongside individual home owners’ loan accounts nationwide is to assist homeowners who are facing genuine financial difficulties. Housing Authority is reducing the remaining debt so that they can make more affordable repayments as well as pay off their home loan account sooner.”, said Colonel Tikoitoga. As a condition, once a scheme is written off no further loans will be issued by Housing Authority to the Village Housing Scheme unless the total amount assisted is repaid in full. Colonel Tikoitoga concluded, “To ensure that more communities benefit from these housing programmes, Housing Authority will be evaluating other village housing schemes nationwide to determine if they qualify for assistance under the approved policy”. The village housing scheme was introduced in 1980 to provide a mechanism for adequate and decent housing for those that resided in the peri-urban and rural areas and has a current total loan portfolio of $8.6 million.

The loan will enable the provision of water supply and sanitation to six million people in the country, through promoting access to safe water, and improving the performance of water service providers in under-served urban areas. Indonesia has set a national target of universal access to water supply and sanitation by 2019,

ahead of the 2030 deadline for SDG 6.1 on drinking water and SDG 6.2 on sanitation and hygiene. The project will support the central government in channeling water-related investments to at least 40 local governments and their local government-owned water supply enterprises. World Bank officials stated that the project will address health issues among the population, such as stunting and malnutrition (SDG 3), reduce inequalities (SDG 10), and provide basic public services that will enable people to gain the full benefits of urbanization (SDG 11). Other benefits will include improvements in human resource capacity at local water utilities, and promotion of Indonesia’s resilience in the face of climate change. Almost half of all Indonesians currently lack access to safe water, and more than 70% rely on potentially contaminated sources.

Helping regions be ready for Inland Rail Aus Resident Bureau

T

he Liberal and Nationals Government has announced the development of a strategic planning tool to support the Melbourne to Brisbane Inland Rail, led by the Regional Australia Institute (RAI). Deputy Prime Minister and Minister for Infrastructure and Transport Michael McCormack said the ‘Are you Ready for Inland Rail?’ tool will help regional Australians maximise the benefits of Inland Rail. “This tool will outline the information regional communities need to consider to best prepare and take advantage of the long term benefits of this corridor of commerce,” Mr McCormack said. “The RAI has a great track record in developing strategic regional planning tools, to help regions across Australia maximise their growth and development.” Minister for Finance Mathias

Cormann said the $9.3 billion commitment by the Australian Government to deliver the Inland Rail will ensure a fast, reliable and modern rail link between Melbourne and Brisbane, adding more than $16 billion to the Australian economy. “The Inland Rail delivers the infrastructure required to ensure that Australia’s supply chain remains competitive into the future,” Senator Cormann said. “Not only does this provide a long-term solution for national freight task, it provides infrastructure that will help to grow economic opportunity throughout regional

Australia.” Minister for Regional Development John McVeigh said the Inland Rail Regional Liaison Offices will work with communities utilising the tool to take advantage of long term benefits for regions. “Staff from the Department of Infrastructure, Regional Development and Cities will be working with businesses and communities along the alignment to understand how they can make the most of this major investment in freight infrastructure,” Dr McVeigh said. “The long term benefits of Inland

Rail for regional Australia will be most effectively led by regional communities, and this tool will help regional communities to achieve this. “The Regional Australia Institute, tasked with developing this tool, is an important advocate for regional communities and I am pleased we have been able to provide additional support for the RAI in this year’s Federal Budget.” Regional Australia Institute CEO Jack Archer said for those regions along the Inland Rail route, being able to capitalise on the benefits it will bring is dependent on having a well planned and executed strategic plan. “The planning tool, which every region will be able to access and benefit from, regardless of their size or resource constraints, will help communities prepare for this once in a generation opportunity,” Jack Archer said. The ‘Are You Ready for Inland Rail’ strategic planning tool will be available from September 2018.

ormer financial adviser, Gabriel Nakhl, was convicted in the District Court of New South Wales on 8 June 2018 on 8 charges brought by ASIC of engaging in dishonest conduct with investor funds. Mr Nakhl, of Illawong, NSW pleaded guilty to being knowingly engaged in dishonest conduct in relation to twelve investors. The conduct occurred between March 2009 and March 2011 while Mr Nakhl was an authorised representative of Australian Financial Services Limited

(in liquidation) and from about March 2011 to about September 2013 while he was the sole director of

SydFA Pty Ltd (in liquidation). Mr Nakhl pleaded guilty to 8 counts under section 1041G of the

Corporations Act 2001 (Cth). The matter has been listed for a 3 day sentence hearing commencing on 11 March 2019. The charges were brought against Mr Nakhl following an ASIC investigation. The Commonwealth Director of Public Prosecutions is prosecuting the matter. In February 2013, ASIC obtained court orders against Mr Nakhl preventing him from disposing of, dealing with or otherwise diminishing certain assets. See 13023MR for more details. In September 2013, Mr Nakhl became a bankrupt and placed SydFA Pty Ltd into liquidation.

In November 2013, ASIC accepted an enforceable undertaking from Mr Nakhl that permanently restricts him from providing financial services and restricts him from managing a corporation for 15 years. Merely celebrations of World Environment Day is not enough

E

Ajay Malik

Environment is common to all, everyone knows that very well, but no one wants to contribute to the environment so that we all, who have human right to live in clean environment

veryone celebrated the world environment day worldwide including the major and renown countries like United States, United Kingdom, Australia and obviously India as well, because environmental concerns is one of the major concern in India too. You know, that these kind of days were made to celebrate and commemorate the relationship of mankind and related activities so that we’ll pledge ourselves on that day and commit on relation so that these related if bad any then would not happen again, if good any then will repeat again and again, if threat to community then will try to stop the actions who help to create threat to our community. So we will do and celebrate these days accordingly. Environment is common to all, everyone knows that very well, but no one wants to contribute to the environment so that we all, who have human right to live in clean environment. The greed has reached on the verged. From India’s perspective, I have seen

and heard lot of news in newspapers, news portals and news channels about the celebrations of world environment day, but no one took it seriously as the tradition shows. See, Environment is very simple as it’s name shows in nature, but when we have to improve the air quality level, noise pollution level, waste management in sustained manner, chemical waste management, air pollution level, ocean pollution and bla bla then we have to think it seriously. Because As the famous story reminds us that Rome was not built in one day so same lies to environment too that the environment cannot be cleaner in a day or so, in a year or so, but we can do one thing, if we start to work on it from the day we commit, then I am pretty sure that we can do it day by day and will clean the environment within no time to very reasonable time limits. Now the question arises that how? See I am not professional in that manner, I am not the right person

to get the right answer, I am not the Government or governing body to apply the changes for it. we have lot of exceptions and exceptional qu e st i ons like this into our mind, but one answer I have about it that if we set our mind then we are the

government, we are the right answerable and we are the professionals. Because all the answers are within questions, se we

don’t need anyone to help us to start with whom. So start now to take action, like for air quality check all who creates substance for air in all ways, for noise check all honks, speakers, engines of automotives and if possible don’t use until and unless required in…., for waste use the right bins for right things and use the recycling materials, ban the plastics and other waste like e-waste which grounded our world everywhere and try to use all waste so that management problem won’t arises, use the minimum chemical in all necessities so that won’t affect all humanity, check the creators who create the air pollution like industry, automotive, and try to create the moreover carbon credits and use the green energy related things which creates zero emissions and many other ways. So don’t use the days only for celebrations or entertainment but to start an action.

iPhone & iPad misrepresentations cost Apple Inc $9 million in penalties Aus Resident Bureau

T

he Federal Court ordered Apple Inc (Apple US) to pay $9 million in penalties for making false or misleading representations to customers with faulty iPhones and iPads about their rights under the Australian Consumer Law (ACL). The ACCC took action against Apple US and Apple Pty Ltd (Apple Australia) following an investigation of complaints relating to ‘error 53’. This error disabled some iPhones and iPads after owners downloaded an update to Apple’s ‘iOS’ operating

system. Apple US admitted it had represented to at least 275 Australian customers affected by error 53 that they were no longer eligible for a remedy if their device had been repaired by a third party. These representations were made from February 2015 to February 2016 on Apple US’ website, by Apple Australia’s staff in-store and on its customer service phone calls. “If a product is faulty, customers are legally entitled to a repair or a replacement under the Australian Consumer Law, and sometimes even a refund. Apple’s representations led customers to believe they’d be denied a remedy for their faulty

device because they used a third party repairer,” ACCC Commissioner Sarah Court said. “The Court declared the mere fact that an iPhone or iPad had been repaired by someone other than Apple did not, and could not, result in the consumer guarantees ceasing to apply, or the consumer’s right to a remedy being extinguished.” “The Court’s declarations hold Apple US, a multinational parent company, responsible for the conduct of its Australian subsidiary. Global companies must ensure their returns policies are compliant with the Australian Consumer Law, or they will face ACCC action,” Ms Court said.

New advice on methamphetamine contamination for real estate agents and home buyers in NZ TL Bureau

R

eal estate agents in New Zealand (NZ) must tell prospective house buyers if a property has methamphetamine contamination of 15 micrograms per 100cm2 or above, says the Real Estate Authority (REA) in New Zealand. The new advice follows the May 2018 report from the office of the prime minister’s chief science advisor, Professor Sir Peter Gluckman. The report found there was no evidence of adverse health effects from third-hand exposure to methamphetamine smoke residue on household surfaces. REA chief executive Kevin Lampen-Smith says methamphetamine contamination of 15 micrograms per 100cm2 or above

will now be considered a property defect that must be disclosed to potential buyers. Real estate agents are not obligated to disclose confirmed results below 15 micrograms per 100cm2 unless they are asked. Lampen-Smith says this position reflects the findings in the Gluckman report, which also said that methamphetamine testing was only necessary if there was a strong suspicion or advice from police that a property had been used for heavy methamphetamine use or production using solvents or highly toxic chemicals. “The REA welcomes the report, which brings much-needed clarity to an extremely fraught area. The chance of buying a house with risky levels of methamphetamine contamination is very low. ”

FIFA files criminal complaint against viagogo TL Bureau

A

s part of its efforts to protect the fans and prevent unauthorised ticket resales for the 2018 FIFA World Cup™ in Russia, FIFA filed a criminal complaint on 4 June 2018 based on a breach of the law on unfair competition against viagogo AG with the public prosecutor’s office in Geneva. Over the past months, FIFA has received numerous complaints from individuals, consumer protection bodies and other market players over the opaque and deceptive business conduct of viagogo AG. FIFA took action after aligning with other stakeholders that have already filed criminal complaints against viagogo in Switzerland due to the company’s unfair business practices. FIFA’s ultimate objective in the

fight against the secondary ticket market is to prioritise the safety and security of fans and enforce a fair 2018 FIFA World Cup ticketing pricing scheme. Recently, FIFA has held fruitful talks with UEFA in order to coordinate action against unauthorised platforms and established cooperation with the Fédération romande des consommateurs (FRC), the consumer protection association for Frenchspeaking Switzerland, which is a strong advocate against ticket sales conducted through unauthorised sources. FIFA reminds all fans that FIFA.com/tickets is the only official and legitimate website on which to buy 2018 FIFA World Cup tickets. FIFA regards the illicit sale and distribution of tickets as a serious issue and views the security implications of the unauthorised transfer and/or resale of tickets as being of paramount importance.

Woolworths gets jump on plastic bag ban AUS bureau

W

oolworths stores across Western Australia will be plastic bag free from today. Shoppers urged to remember their reusable bags when they go to the supermarket. Woolworths stores have banned lightweight plastic bags from June 20 - a week and a half out from the State ban which begins on July 1, 2018. Shoppers will have to remember their reusable bags and online shoppers can opt to have their groceries delivered in crates. Environment Minister Stephen Dawson congratulated the big supermarket chain for its commitment to remove lightweight plastic bags on June 20 from its Western Australian stores and online shopping services. The Environmental Protection (Plastic Bags) Regulations 2018 come into effect on July 1, banning the supply of lightweight plastic bags with handles - with a thickness of

35 microns or less. These bags are commonly provided by supermarkets, restaurants and other retail stores. The ban includes degradable, biodegradable and compostable plastic bags because these bags also persist in the environment and pose a threat to wildlife. The State-wide ban will bring Western Australia into line with South Australia, Tasmania, the Northern Territory and Australian Capital Territory which already have similar bans in place. Queensland's ban also starts on July 1 and Victoria has announced its intention to ban plastic bags. Plastic bags make up a relatively small portion of solid waste and litter but can have significant impacts on marine wildlife and birds, which can inadvertently eat or become entangled in plastic bag waste. Western Australians use 670 million lightweight plastic shopping bags every year and, while most end up in landfill, more than seven million are littered.

Challenges remain in DPRK despite 'slight' improvements in health, wellbeing: UNICEF TL Bureau

nalysing information gathered from more than 8,500 households across the country, known officially as the Democratic People’s Republic of Korea, on everything from child labour, to the kind of fuel that families use to stay warm, the agency says that it has built up a “snapshot” of the lives of ordinary citizens in DPRK. According to the DPRK survey, nearly 40,000 severely malnourished children received treatment in 2017 and more than 700,000 youngsters and mothers took nutritional supplements last year. The survey, which was carried out with UNICEF’s support on the ground, also shows that one in five children was stunted in 2017, compared with more than one in four in 2012. The growth indicator – which is used to highlight chronic or recurrent malnutrition – highlights significant

differences between urban and rural areas. In the capital Pyongyang, 10 per cent of children are affected by stunting, while in Ryanggang Province more than three times that percentage suffer, UNICEF Regional Director for East Asia and the Pacific, Karin Hulshof, told journalists in Geneva. Youngsters in certain rural areas “urgently require much more

support”, she cautioned, adding that there is “a big difference between the capital city and the countryside: an urban-rural divide”. Among the other findings of the 2017 DPR Korea MICS Survey Findings Report are indicators showing that one in 10 children suffers from diarrhoea - a leading contributor to malnutrition and death.

ecological systems. He is a worldrenowned ecologist who has published more than 160 scientific papers and contributed to a number of books. A total of 1290 nominations for the prize from around the world were received and 130 candidates were recommended from 34 countries. Congratulating Professor Walker on the award, Minister for Jobs and Innovation, Michaelia Cash said it is pleasing to see Australian researchers gaining the global recognition they deserve. “Australia has elite researchers working at the cutting-edge of their respective fields. This is another example of their work being recognised,” Minister Cash said.

ASA’s remotely-piloted Ikhana aircraft, based at the agency’s Armstrong Flight Research Center in Edwards, California, successfully flew its first mission in the National Airspace System without a safety chase aircraft in June. This historic flight moves the United States one step closer to normalizing unmanned aircraft operations in the airspace used by commercial and private pilots. Flying these large remotelypiloted aircraft over the United States opens the doors to all types of services, from monitoring and fighting forest fires, to providing new emergency search and rescue operations. The technology in this aircraft could, at

some point, be scaled down for use in other general aviation aircraft. “This is a huge milestone for our Unmanned Aircraft Systems Integration in the National Airspace System project team,” said Ed Waggoner, NASA’s Integrated Aviation Systems Program director. “We worked closely with our Federal Aviation Administration colleagues for several months to ensure we met all their requirements to make this

initial flight happen.” Flights of large craft like Ikhana, have traditionally required a safety chase aircraft to follow the unmanned aircraft as it travels through the same airspace used by commercial aircraft. The Ikhana flew in accordance with the Federal Aviation Administration’s (FAA) Technical Standard Order 211 -- Detect and Avoid Systems -- and Technical Standard Order 212 -- Airto-Air Radar for Traffic Surveillance. The FAA granted NASA special permission to conduct this flight under the authority of a Certificate of Waiver or Authorization on March 30. The certificate permitted Ikhana’s pilot to rely on the latest Detect and Avoid technology, enabling the remote pilot on the ground to see and avoid other aircraft during the flight.

he United States strongly condemns the recent attacks by forces under the direction of Ibrahim Jadhran on the oil ports of Ras Lanuf and Al Sidra, and the ongoing violence that has damaged Libya’s vital oil infrastructure and disrupted oil exports. We call for all armed actors to cease hostilities and withdraw immediately from oil installations before further damage occurs. Oil facilities, production, and revenues belong to the Libyan people. The United States believes these vital Libyan resources must remain under the exclusive control of the National Oil Corporation and the sole oversight of the Government of National Accord, as outlined in UN Security Council Resolutions 2259, 2278, and 2362.

fficial notice has been received that nurses, midwives and healthcare assistants who are members of the New Zealand Nurses Organisation (NZNO) will undertake strike action in July. The strike action will be in the form of a complete withdrawal of labour, from all DHBs around the country, for 24 hours from 7am on 5 July. Notice for a second 24hour strike from 7am on 12 July is expected next week. “Patient safety and wellbeing remains our highest priority and focus during this time,” said Hospital & Healthcare Services general manager Chris Lowry. “However – like all DHBs – we will experience staffing gaps and will need to prioritise essential and acute services over others. We will also be assessing our inpatients to see whether it is clinically appropriate to discharge them. If not, they will remain in hospital.” Non-essential services – including outpatient appointments, and elective and non-urgent surgery – will be deferred. Patients can expect

to hear from CCDHB by 27 June about whether they are affected. “The Emergency Department (ED) at Wellington Regional Hospital will remain open during the strike, and people can rest assured that anyone who requires urgent and lifesaving care will receive it.” People are, however, asked to

remember that ED is for emergencies only. People with non-urgent injuries or illnesses should see their GP or after-hours service in the first instance. Wellington Regional Hospital’s delivery suite and maternity ward will remain open. “If you are booked for birth at Kenepuru Community Hospital

or the Kapiti Health Centre, or are in labour on a strike day, contact your midwife early as you will need to travel to Wellington. “Your lead maternity carer has been informed of what services are available, and we also have a number of midwives who are not NZNO members and will be working during the strike action.”
