Travel restrictions: Council reviews the list of countries for which member states should gradually lift travel restrictions at the external border

Following a review under the recommendation on the gradual lifting of the temporary restrictions on non-essential travel into the EU, the Council updated the list of
countries for which travel restrictions should be lifted. As stipulated in the Council recommendation, this list will continue to be reviewed regularly and, as the case may be, updated. Based on the criteria and conditions set out in the recommendation, as from 31 July
countries for which the current travel restriction should be lifted cover in particular the epidemiological situation and containment measures, including physical distancing, as well as economic and social considerations. They are applied cumulatively.

Australian PM Interview with Ben Fordham, 2GB

Fordham: Victoria recorded a record 723 coronavirus cases yesterday, nearly 1,000 cases linked to aged care. 57 people have died in nursing homes since the start of July. I believe you spoke to the Victorian Premier, Daniel Andrews, last night. He seems like a broken man, and I can understand why. Prime Minister: Well yesterday was a very disheartening day for all Australians and in particular Victorians with cases rising to those levels. There were 16 additional cases amongst residents in aged care facilities out of that more than 700 cases. There were about 50-odd cases of staff that work in aged care facilities. And that’s been one of the great challenges in managing the aged care centres in those that are most critical. But I’d stress there are over 430 aged care facilities across the Melbourne area and less than a half a dozen of those have been in a very serious situation, an acute situation. It’s only been a couple where we’ve had those very unacceptable and very distressing outcomes. And that’s why we’ve moved quickly working together with the sector, particularly also with the Victorian Government, to avoid those outcomes again. Fordham: There’s one in Victoria called Epping Gardens, and six people have died there. It’s reported today that some of the deceased were left in their beds for six hours before being collected. I suppose it’s overwhelming for people dealing with this in Victoria.c Prime Minister: It is overwhelming. And there are a couple of cases in Victoria where the centres themselves were overwhelmed. We had entire staffs that had to be stood, that were stood down as by the public health unit. And if you shut down any workplace like that, you’re going to expect there’s going to be some discontinuity. And there was some terrible events that followed from that. ADF officers and nurses went into those facilities. New workforces were dragged from all over the place to get them in there. And a lot of patients were then transferred to hospitals, private and public hospitals. That’s been another thing we’ve been doing this week. And those facilities have now stabilised my advice is, I mean, Epping Gardens was still a lot of work being done on that yesterday and overnight. I’ll get another update on that in about the next half an hour. But
we were heading to that stabilised position in Epping Gardens, the other things in Epping Gardens. And this is what we learnt from it. There’s a big difference between Newmarch, for your listeners, and what’s happening in Victoria. In Newmarch, the staff weren’t all stood down and there was a way of handling how the change over occurred so you kept some continuity of service to the residents. And so that was one of the big challenges we were dealing with there, But there wasn’t a community outbreak in, around Newmarch. The way that occurred was slightly different. When you’ve got that level of community outbreak that you’ve seen in Victoria, then it gets into every workplace. And whether you’re running a newsagent or, you, you’re running an aged care facility, or you’re running a hospital. And so the level of community outbreak and community transmission in Victoria is the, is the great challenge down there. And there’s still a lot of work to do and we’re not on top of it yet. And that, they were obviously the things that the Premier and I have been discussing very regularly. Fordham: Yeah, you’ve been having regular discussions and you’ve been helping, the Federal Government can’t just intervene in Victoria off its own bat, but states have the option of referring powers to Canberra, and that’s happened in the past. So if Daniel Andrews needed to do that with any element of what’s going on in Victoria, the Feds would be ready to do more? Prime Minister: Well, we’re always ready to support them with all the requests they’ve made and to be making further offers as we constantly do. But no those sorts of things haven’t been in contemplation. We’ve got, you know, 1,500 almost ADF personnel on the ground in Victoria supporting the effort there doing everything from door knocking, I mean, we have cases where, you know, people will doorknock and people should be at home because they’ve got COVID and we’ve found cases where people have gone to work. So that door knocking has been very important, getting directly in contact with people. That’s why we’ve expanded it in Melbourne and the ADF are doing a great job with that. But they’re also working in the ops centre. They’re assisting with tracing. They’re actually supporting the testing centres. There’s an enormous effort being put in by the ADF and up in New South Wales, they’re helping as well where, around the
border control and border towns and supporting those services there. New South Wales is a very different situation to Victoria. We’ve got some challenges, but so they’re doing a terrific job. Fordham: Queensland is dealing with a problem there after two girls allegedly lied about being in Victoria and then went into Queensland. And the family members of one of these girls are saying the only reason they’re being named and shamed is because of race as opposed to what they’ve done wrong. Surely there’s a lesson for everyone to learn out of this. This is about responsibility, not race? Prime Minister: Well, of course it’s about responsibility. But, you know, and those actions are terribly regrettable and I hope that is a lesson to everyone else about the real dangers of how this virus transmits. I mean, sometimes I think, you know maybe people think there’s a golden ticket for Australia, that somehow we’re immune from it. Well, we’re not. And it does require everybody to work together and exercise responsibility, because where we see the most vulnerable in the community and they are not just elderly residents, they are people going under, other health issues, people going into chemotherapy, people who have suppressed immune systems. All of their lives depend on how all of us engage and do the responsible thing and support each other to do the responsible thing. Fordham: PM, have you got a report card for Sydney, because we’re watching these cases and clusters popping up all over the place and you can understand everyone’s worried. We’re looking at Melbourne and we’re thinking, is that where we’re headed or is New South Wales Health doing such a great job at contact tracing that we’re not headed down that path? Prime Minister: Well, they are, and they really did build their capacity to do this. And the key difference is, is that in New South Wales, based on the numbers we had from yesterday, I haven’t seen what they are in New South Wales for today. I mean, the New South Wales Government will make those announcements as normal, but there are no cases that have an unknown source, none. And whereas in Victoria, you’ve got around about 50 cases a day where there is an unknown source. And that is the real area of concern. And that’s why so much effort is being directed at trying to address these issues of unknown source. So that is one of the key reasons we feel much more
confident in New South Wales. I spoke to Gladys Berejiklian yesterday and she and I talk very regularly as well. And they are on that completely. But that can change. And that’s why, you know, I’ve known Gladys a long time and she’s very determined and she’s very careful. And those talents and natural instincts, I think, are playing very well to ensure that New South Wales is doing very well here. Fordham: When it comes to borders the health advice can be a bit confusing because Greg Hunt tells us, the Federal Health Minister, that the health advice is that borders can remain open. But in Queensland, they’re relying on health advice to keep other states out. In New South Wales, we’re relying on health advice to keep Victorians out. There are some mixed messages there? Prime Minister: Well, there is a difference with the New South Wales Victoria border, the New South Wales Victoria border, was shut after there was a discussion between both Premiers and myself and then a plan for how that border was to operate and the health advice that led to that was shared between all of those three jurisdictions, where states are making unilateral decisions about what they’re doing on their borders then they’re making statements about health advice it’s for those states to explain that to the public. And what that advice is and so I’m not making a judgement about that. All I’m simply saying is that there have been two ways in which borders have been set up. One has been just directly by states and the other has been, as was shown in New South Wales, and Victoria, together with the Commonwealth. Fordham: Have you got a phone hook up with the state leaders today? Prime Minister: We have a national security briefing to Premiers today. It’s not a normal meeting of the National Cabinet, that will be next week. So today’s focus is on another topic. Fordham: You’ve been focussed on not throwing anyone under the bus and making sure that they’ve all got support, even when there’s been criticism coming the way of the Commonwealth from Victoria. You’ve been really conscious, haven’t you, on saying, look, there’s nothing to be gained at the moment by giving people grief about things you just want problems solved? Prime Minister: Well, that’s exactly it Ben. And I’m just not interested in any of the politics. And there’ll be a lot of things thrown this way and that way. And, you know, there’s a lot of
reports that are out there, but my job is quite straightforward, and that is to work with everyone I possibly can to keep Australians safe, whether that’s in Western Australia, Queensland, Victoria, New South Wales, wherever it is. And that that’s what the National Cabinet has been focussed on. And those bonds there and that working relationship between all the Premiers and Chief Ministers is strong. I know there’s been a few stories out and about which has tried to exaggerate some tensions. I can tell you, everyone’s picking up the phone and everyone’s talking to each other. Everyone’s asking the questions they need to ask of each other. And where the resources are needed, we’re getting them there. A good example of that, the other day, when I knew we were having problems with the aged care workforce in Victoria, I rang Steven Marshall in in South Australia. I said, Steven, mate, can you, can we get some nurses? And he said, Yeah mate, sure. And they’re working in Victoria now. So people are working together, New South Wales is helping doing all the testing, sorry all the tracing now for the border towns on the New South Wales Victoria border. That really helps Victoria and it’ll help South Wales so that, you know, the examples of how everybody is just getting on with it made, I think, are fantastic. They don’t always get out there every time, and, you know, we might have a slight disagreement here and there that gets blown out of all proportions. But the truth is, people are just working together because that’s what we’re all elected to do. Fordham: I’m sure you won’t have too much time off over the weekend, but enjoy it anyway and we’ll talk soon. Prime Minister: Thanks a lot Ben, just one last thing, if you don’t mind. I know that the Eid festival is coming up over the next little while and today, and it’s just really important, like Jenny and I haven’t had the chance to be at our church since February. And I know faith is very important to people. And but even at times like this, it’s even more important that, you know, we don’t gather in those large groups that, as important as faith is that we really do think of the health issues here. And I just want to encourage everybody to make positive good decisions when it comes to how they choose to celebrate their faith over this important time for that community. Fordham: Noted. $23 million for Bay of Report of the Government Inquiry into Operation Plenty flood protection Burnham released

Government investment of $23 million for Bay of Plenty flood protection will allow local communities to address long-standing flood risks and provide jobs, Deputy Prime Minister Winston Peters and Under-Secretary for Regional Economic Development Fletcher Tabuteau announced in Rotorua today. These projects are being funded by the Infrastructure Reference Group’s (IRG) shovel ready projects. “Floods have devastating effects. They destroy property, critical infrastructure, the environment, homes and livelihoods. The disruption to peoples’ lives can be long-lasting,” Winston Peters said. ‘This funding will take care of some long-standing flood risk related issues in these communities and also create much needed jobs in areas recovering from the economic impact of COVID-19.” Fletcher Tabuteau said over 130 local jobs will be created

• The Rangitāiki Floodway project – Funding supports the final stage of the project, which has been underway for the past seven years. It includes increasing the capacity of the floodway and construction of a Lower Fixed Crest Spillway to manage the flows entering the floodway from the Rangitāiki River above Edgecumbe. • Implementing Ngongotahā Stream Independent Review Recommendations – Delivering flood mitigation options to address the cause of flooding suffered by the Ngongotahā township in April 2018, which resulted in 38 houses being declared insanitary and requiring extensive repair work. • Whakatāne River flood defence upgrade – Flood defences on the lower Whakatāne River need to be upgraded to protect the community from flooding in the coming decades. • Waioeka Estuary Restoration and Floodway Enhancement Project – a large wetland to be created on the left side of the Waioeka River to relieve the flood pressure from Ōpōtiki township stopbanks. • Kaituna mole upgrade and surrounding amenity enhancements – this work upgrades a Kaituna river scheme structure at Maketū, which provides significant flood management and recreational value in the lower Kaituna catchment area. • Rangitāiki floodwall resilience mitigation – addresses the integrity of three flood wall structures on the Rangitāiki River. in the Bay of Plenty through these projects and the works
will be underway within the next 6-12 months.

Defence Minister Ron Mark today welcomed the release of the Report of the Government Inquiry into Operation Burnham and related matters, and the Government response. “I thank the Inquiry for their thorough and detailed report, on a highly complex issue. I accept the recommendations of the report, and fully support the Government response. “At the time of the commissioning of the Inquiry, I had full confidence in the women and men of the Defence Force who serve on the frontline, often in highly dangerous and complex situations, and in places where no other member of New Zealand society would find themselves in. “I am pleased to say that this remains the case.
“However, the findings of the report make it clear that the women and men on the frontline of our Defence Force were let down by their senior commanders, whose post operation performance showed serious deficiencies. “The New Zealand Defence Force have acknowledged and accepted responsibility for these failings. I continue to have confidence in the Chief of Defence Force and his leadership team, and their commitment to transparency and accountability. “As Minister of Defence, I will oversee and drive the Government response where it relates to the Defence portfolio. This work is critically important, and urgent, to maintain public confidence in the Defence Force, and to ensure that lessons are applied, and that the relevant structures and institutions are fit for purpose,” said Ron Mark.
Permits to be required for exporting hard-to-recycle plastic waste

Aucklanders in the Eastern Suburbs will soon have more ways to get around, with Transport Minister Phil Twyford and Associate Transport Minister Julie Anne Genter kicking off construction on Section 2 of Te Ara Ki Uta Ki Tai, the Glen Innes to Tāmaki Drive Shared Path today. The Glen Innes to Tāmaki Drive Shared Path will be a direct link from the eastern suburbs to the Tāmaki Drive Cycle Route, which is one of the busiest cycle routes to the city with an average of over 1,500 cycle trips on the route every day. Phil Twyford said the project will create approximately 85 jobs and help with Auckland’s economic recovery.
From 2021 permits will be required for New Zealanders wanting to export hard-to-recycle plastic waste. The Associate Minister for the Environment, Eugenie Sage, today announced the requirements as part of New Zealand’s commitments to the Basel Convention, an international agreement of more than 180 countries which was amended in May 2019 to better regulate the global trade in plastic waste. “The Government is committed to tackling our mounting waste problem, and to New Zealand helping global efforts to minimise the impact of waste in the environment. “New international requirements for the trade in plastic waste under the Basel Convention are due to take effect on 1 January 2021. Parties to the Convention are now implementing the decision domestically. “This will not prevent the trade of plastic waste but will incentivise trade in high-quality, sorted plastic waste and help ensure that materials are being shipped for the purposes of recycling,” Eugenie Sage said. Requiring permits for the trade in
most mixed plastic waste forms part of the Government’s wider resource efficiency work programme. It will enable New Zealand to meet its international commitments to the Basel Convention. The agreement to amend the Basel Convention means exporters of hard-to-recycle, mixed plastic waste will require prior consent from the governments of receiving countries before shipping. In New Zealand, a permit from the Environmental Protection Authority will also be needed. Single stream plastic waste, and mixtures of higher value PET, PE and PP (such as plastic types 1, 2 and 5), that will be recycled or reprocessed in an environmentallysound manner can be exported without prior consent or a permit. This includes plastic items such as soft-drink containers (PET), milk bottles (HDPE) and icecream containers (PP). “When we improve our resource recovery system in New Zealand, we can process our waste here. When we do ship plastic overseas, it needs to be the higher value types of plastic which is ready to be recycled by the importing country; rather than ending up in landfill or worse still being burnt somewhere else.”

IFC and TEB Expand Partnership to Support Kosovo’s Women-Owned and Agribusiness SMEs

IFC, a member of the World Bank Group, has established a €10 million risk-sharing facility with TEB Sh.A., one of Kosovo’s largest banks, to support small and medium enterprises (SMEs), in particular women-owned SMEs and those operating in agribusiness sector. The facility has been provided under IFC’s Small Loan Guarantee Program (SLGP), a programmatic approach to risk-sharing that aims to strengthen the capacity of financial institutions to finance SMEs in low-income countries. SLGP uses a pooled first-loss structure provided by International Development Association’s (IDA) Private Sector Window Blended Finance Facility. In addition, the Women Entrepreneurs Finance Initiative (We-Fi) is providing performance-based
incentives up to $281,000 to support lending by TEB Sh.A. to women-owned SMEs. While SMEs dominate the economic landscape in Kosovo, over 50 percent of firms in Kosovo cited access to finance as a major or severe constraint to growth, according to the World Bank Enterprise Survey. An IFC study indicates that 42 percent of women SMEs are financially constrained, and the gender gap is significantly higher than the average gender gap in other IDA-eligible countries. “TEB will continue to offer solutions and finance to SMEs, aimed at encouraging their dynamism and new ideas,” said Dren Krypa, TEB’s deputy managing director. “This partnership with IFC in risk-sharing is a valuable tool to support the growing SME sector in Kosovo, especially for women entrepreneurs.” According to the World Bank,
only 5.3 percent of SMEs in Kosovo are majority-owned by women and another 4.8 percent have some female ownership. TEB is the only bank in Kosovo that offers tailored financing to womenowned SMEs. “We are glad to expand our partnership with TEB Sh.A. and support the bank’s lending to SMEs, enabling entrepreneurs to sustain and grow operations. This is especially important in the current extraordinary times as the businesses have been disrupted by the global outbreak of the COVID-19 pandemic,” said Vittorio Di Bello, Regional Industry Head in Europe and Central Asia for IFC’s Financial Institutions Group. “IFC expects that this risk-sharing facility will help preserve and create new jobs and demonstrate to the market that lending to womenowned SMEs and agri-SMEs is commercially viable.”

IFC, a member of the World Bank Group, is supporting the Ministry of Transport of Bulgaria with a public-private partnership (PPP) agreement to improve Sofia Airport’s operations and services to passengers and finance significant upgrades to its infrastructure, including building a new terminal under a concession model. The concession agreement between the Ministry of Transport and SOF Connect, a project company established by Meridiam Eastern Europe Investment, which includes Munich Airport and Strabag, was signed on July 22, 2020. This is the first major airport-sector transaction to close amidst the global pandemic that has grounded many of the world´s commercial planes. IFC was the lead transaction advisor, helping the government of Bulgaria to competitively tender the first major PPP project in Bulgaria over the last decade in accordance with best international practice. The project was implemented in cooperation with the European Bank for Reconstruction and Development (EBRD) with funding from the Global Infrastructure Facility, a multi-donor fund created to support public-private partnerships.
The public-private partnership model is expected to contribute to Bulgaria’s economic development by stimulating tourism growth and increasing international trade. This will enable a higher quality of service for passengers and improve the efficiency and quality of cargo handling services. The increased passenger and cargo traffic are projected to have positive spillover effects on the entire economy. Under the PPP model, the private sector is responsible for improving the airport’s operations and quality of service and financing upgrades of the airport’s infrastructure over 35 years before transferring it back to the government. “This landmark project marks the first major airport-sector transaction to close since the Covid-19 pandemic hit the region,” said Wiebke Schloemer, IFC’s Regional Director for Europe and Central Asia. “It is also the first PPP project under the new Concession Law that is expected to further support the development of the private sector in Bulgaria.” IFC has helped governments around the world to competitively tender five airport concessions that benefit over 20 million passengers and attract over $5 billion in private investment to those countries.

IFC To Provide $4 Billion To Boost Healthcare Supplies to Developing Countries Amid COVID-19

The financing will be offered to both existing and new IFC clients, mostly in developing countries. To ensure the platform benefits developing countries, companies based in developed countries that receive funding must commit a share of their supply to developing countries. More than $60 billion would be required to expand supply to meet the surge in demand around the world triggered by the pandemic, including for personal protective equipment and medical equipment, as well as therapeutics, diagnostics and vaccines being developed, based on data from the World Health Organization. IFC will work
with multilateral development banks, development finance institutions and other partners to mobilize additional financing. The health platform builds on the $8-billion fast-track financing facility that IFC has rolled out to help keep companies in business and preserve jobs in developing countries. In four months, IFC has committed $3.7 billion of the facility to help shore up private sector activity, especially among micro-, small- and medium-sized enterprises. IFC has fully utilized the $2 billion under the trade-finance envelope of the facility to support client financial institutions to keep liquidity flowing to businesses
that depend on trade. IFC has now committed projects in every region in which the institution operates. IFC’s response is part of the World Bank Group’s effort to take broad, fast action to help developing countries strengthen their pandemic response, increase disease surveillance and improve public-health interventions. IOM was implementing counter-trafficking interventions in accordance with human rights principles long before the Palermo Protocol gave us the clearly defined parameters that we know today. And likewise, our interventions have evolved over time as new forms of trafficking have emerged. We have learned, as have governments, that it is imperative to partner with the private sector, trade unions, supply chain auditors, and recruitment agencies to put in place practices to reduce the risks of trafficking and exploitation. As we embark upon a new decade, the world is now confronted with perhaps our biggest challenge to counter-
The theme of World Breastfeeding Week 2020 is “Support breastfeeding for a healthier planet”. In line with this theme, WHO and UNICEF are calling on governments to protect and promote women’s access to skilled breastfeeding counselling, a critical component of breastfeeding support. Breastfeeding provides every child with the best possible start in life. It delivers health, nutritional and emotional benefits to both children and mothers. And it forms part of a sustainable food system. But while breastfeeding is a natural process, it is not always easy. Mothers need support – both to get started and to sustain breastfeeding. Skilled counselling services can ensure that mothers and families receive this support, along with the information, the advice, and the reassurance they need to nourish their babies optimally. Breastfeeding counselling can help mothers to build confidence while respecting their individual circumstances and choices. Counselling can empower women to overcome challenges and prevent feeding and care practices that may interfere
with optimal breastfeeding, such as the provision of unnecessary liquids, foods, and breastmilk substitutes to infants and young children. Improving access to skilled counselling for breastfeeding can extend the duration of breastfeeding and promote exclusive breastfeeding, with benefits for babies, families and economies. Indeed, analysis indicates that increasing rates of exclusive breastfeeding could save the lives of 820,000 children every year, generating US $302 billion in additional income. Skilled breastfeeding counselling can be provided by different actors including health care professionals, lactation counsellors and peer support providers, and in a variety of settings– in health facilities or clinics, through home visits or community programmes, in person or remotely. During the COVID-19 pandemic, it is even more important to find innovative solutions to ensure that access to these essential services is not disrupted and that families continue to receive the breastfeeding counselling they need. This is why UNICEF and WHO, in line with the policy actions advocated by the UNICEF-WHO-led Global Breastfeeding Collective, are
calling on governments to: • INVEST to make skilled breastfeeding counselling available to every woman. Ensuring availability of skilled breastfeeding counselling to every woman will require increased financing for breastfeeding programmes and improved monitoring and implementation of policies, programmes and services. • TRAIN health care workers, including midwives and nurses, to deliver skilled breastfeeding counselling to mothers and families. • ENSURE that counselling is made available as part of routine health and nutrition services that are easily accessible. • PARTNER and collaborate with civil society and health professional associations, building strong collaborative systems for provision of appropriate counselling. • PROTECT health care workers from the influence of the baby food industry. Together, through commitment, concerted action and collaboration, we can ensure that every mother has access to skilled breastfeeding counselling, empowering her to give her baby the best possible start in life.
In an effort to help developing countries fight the coronavirus pandemic with more masks, ventilators, test kits, and potential vaccines, IFC launched today a financing platform to increase the access of those countries to healthcare supplies. The $4-billion Global Health Platform will help address the severe shortage of medical supplies in developing countries. The platform will provide financing to manufacturers of healthcare products, suppliers of critical raw materials, and healthcare service providers so they can expand capacity for products
and services to be delivered to developing countries. IFC, the largest global development institution focused on the private sector in emerging markets, will contribute $2 billion from its own account while mobilizing an additional $2 billion from private-sector partners. “As the pandemic surges in developing countries, access to critical healthcare supplies and services is becoming increasingly constrained,” said Stephanie von Friedeburg, Chief Operating Officer of IFC. “IFC’s new platform will provide a lifeline to these countries while helping them build the foundations for more resilient healthcare systems.”

The United Nations specialized agency for tourism has been monitoring global responses to the pandemic from the start of the crisis. This latest outlook, recorded on 19 July, is up from 22% of destinations that had eased restrictions on travel by 15 June and the 3% previously observed by 15 May. It confirms the trend of a slow but continuous adaptation and responsible restart of international tourism. At the same time, however, of the 87 destinations that have now eased travel restrictions, just four have completely lifted all restrictions, while 83 have eased them while keeping some measures such as the partial closure of borders in place. This latest edition of the UNWTO Travel Restrictions Report in addition shows that 115 destinations (53% of all destinations worldwide) continue to keep their borders completely closed for tourism. The data shows that by already by the end of May, the pandemic had led to US$320 billion in lost revenues, already three times the cost of the 2009 Global Economic Crisis.

EU Mobility Package introduces North Korea: EU new rules on road transport confirms autonomous sanctions for a year

The social and market aspects of the EU Mobility Package for road transport have been published in the Official Journal of the European Union on 31 July 2020, in line with the agreement reached earlier in the negotiations. The Mobility Package clarifies previously ambiguous regulations in the sector and harmonises their application in different Member States. Uniform rules also promote road safety for all road users. \The application of the Mobility Package will begin on 20 August 2020 when the provisions on driving and rest periods enter into force. The rules in the market access regulation and the posting directive will
become applicable 18 months after the entry into force of the legislation, with the exception of special deadlines for tachographs. The Mobility Package aims to harmonise the regulation of the EU’s internal market in road transport, improve the working conditions of drivers and make enforcement more efficient. The package consists of a regulation governing access to the road haulage market and to the profession of road haulage operator or road passenger transport operator; a regulation on maximum work and minimum rest times for drivers and positioning by means of tachographs; and a directive revising enforcement requirements and laying down
rules on posting of drivers. The new rules will introduce special posting rules for drivers in international transport. The aim is to improve the working and social conditions of drivers in international transport and to ensure that road haulage operators have equal freedom to provide their services in the EU’s internal market. Special rules will apply on cabotage and international transport. Cabotage means transport operations within the borders of one state using a vehicle registered in another country. However, transit operations, bilateral transport operations and bilateral transport operations involving two additional activities of loading or unloading are excluded from the scope of application.

The Council today confirmed the list of individuals and entities subject to the EU’s autonomous sanctions against the Democratic People’s Republic of Korea (DPRK).As a consequence, the existing restrictive measures - travel ban and asset freeze - imposed on the listed persons and entities will continue to apply for one year, until the next annual review. The 57 listed individuals and 9 listed entities are subject to the above sanctions for contributing to the DPRK’s nuclear-related, ballistic-missile-related or other weapons of mass destructionrelated programmes or for sanctions evasion. he EU’s sanctions against the DPRK are
the toughest against any country. They were adopted in response to the country’s nuclear weapon and ballistic missile development activities, which are in breach of numerous UNSC resolutions. The EU has transposed all relevant UN Security Council resolutions and has in place its own autonomous sanctions regime with regard to the DPRK, which complements and reinforces the sanctions adopted by the UN. The UN has imposed sanctions on 80 persons and 75 entities.The EU has repeatedly expressed its strong conviction that lasting peace and denuclearisation of the Korean Peninsula must be achieved by peaceful means,and that the diplomatic process must be continued as the only way towards realising that goal.

designated Chen Quanguo, the current First Party Secretary of the Xinjiang Production and Construction Corps (XPCC), a paramilitary organization subordinate to the CCP, for his connection to serious human rights abuse in Xinjiang. Following his arrival in the region, Chen Quanguo began implementing a comprehensive surveillance, detention, and indoctrination program in Xinjiang, targeting Uyghurs and members of other ethnic minorities. The XPCC has been directly involved in implementing these measures. Today, the U.S. has imposed sanctions on the XPCC.

The Grand Finale of the software edition this year is being organized online by connecting all the participants throughout the nation together over a speciallybuilt advanced platform. More than 10,000 students will be competing to solve 243 problem statements from 37 central government departments, 17 state governments and 20 industries.

Now, as we take steps to ease restrictions and safely restart our economy, we need to continue to work together to contain the virus and keep Canadians safe and healthy. The Prime Minister, Justin Trudeau, and the Premier of Ontario, Doug Ford, today announced that COVID Alert, a new national mobile app, is now available to Canadians for free download. The app, first developed in Ontario, helps notify users if they may have been exposed to someone who has tested positive for COVID-19. Use of COVID Alert is voluntary, and serves as another tool to help limit the spread of COVID-19. Once the app is fully functioning in their province or territory, users
who test positive for COVID-19 will receive a one-time key from their health authority that they can enter into the app. When the key is entered, COVID Alert will notify other users who may have come in close contact with that person for at least 15 minutes in the past 14 days, so they can contact their local public health authority for guidance. To safeguard the confidentiality and privacy of all Canadians, the app uses strong measures to protect any data it collects, and does not track a user’s location or collect personally identifiable information. The Privacy Commissioners of Canada and Ontario were consulted on the development of COVID Alert, to ensure the highest level of privacy for Canadians using the app. The Government of Canada has been working in close partnership with the Province of Ontario to launch the COVID Alert app.

The Ministry of Health said in a statement today that 1,686 new confirmed cases of Novel Coronavirus (COVID-19) have been reported in the Kingdom of Saudi Arabia, bringing the total number to 275,905 cases, including 37,381 active cases receiving necessary medical care. Of these, there are 2033 critical cases, while the health condition of the rest is stable. As many as 4,460 cases have recovered, bringing the total recoveries to 235,658, the Ministry of Health said, adding that 24 new deaths have been reported, bringing the total deaths to 2,866
