Chinese Visitor: Arab Reliance on Falcons Is Experience and Habit of Early Chinese TL Bureau, Riyadh A Chinese delegation paid today a visit to King Abdulaziz Falconry Festival in Mulham, north of Riyadh, and enjoyed the events and competitions of Al(Mellwah) 400-meter race. The Chinese visitors watched the last heats of the races that took place today, the 14th of the festival. On the occasion, they cited the similarity of the relationship between the Arab Bedouin man and his falcon, and their first grandparents, who relied on birds and animals of prey to hunt animals to collect the livelihood of their day, as well as the similarity of life between China and the Arabian Peninsula in ancient times. Members of the Chinese delegation said “Nature is reflected on the Chinese border in a region called Tibet, so that the temperatures are very low, as is the case in contrast to the high temperatures in the desert, as it is rare to obtain food because of the dormant animals, but the falcons, hawks and other birds of
prey, which are trained and prepared - as done by the first Arabs - helped a great deal in hunting birds, rabbits, and wild mountain goats, which abound in these places, as falcons hunt freshwater fish, which are formed from the streams of melted snow.” A member of the Chinese delegation seemed intent on attending the remaining days of the festival, to document this visit on his social media accounts, so that his family and friends in his country, China would see, expressing his eagerness to see the characteristics of birds, which bring beauty and strength in the form of a handsome. Purpose of the visit of Chinese delegation to King Abdulaziz Falconry Festival was to get acquainted with falcons, and to know the originality and heritage of these birds in the Kingdom and the Gulf, as this hobby is closely related to the history and civilization of the people of the Arabian Peninsula, as their falcons accompanied them from ancient times in their hunting, and sociability for their unity in the desert

aware risk of African swine fever spreading to Ireland TL Bureau, Dublin Today Minister Michael Creed took the opportunity to remind people again of the risk African Swine Fever (ASF) poses to the pig sector in Ireland and what those travelling over the Christmas period can do to prevent the introduction of this very serious disease into Ireland. The Minister commented that “Anyone coming back from ASF affected countries over the Christmas holidays should not bring back pork products such as hams or salami”. The Minister went on say that “the virus that causes ASF can survive for months in cooked or cured meats which if fed to pigs accidentally or otherwise can cause the disease.” The Minister reminded all those who keep pigs, even if only one or two pigs “not to feed
waste food to pigs. A simple ham sandwich, salami or meat product could bring this disease to our doorstep and it would be devastating”. African Swine Fever continues to spread across the world. The disease kills nearly all of the pigs it affects and has serious consequences for pig farmers, meat processors and exporters in affected countries. Ten EU member states are now affected by the disease as well as many other non EU countries, including China which is one of the largest producers of pig meat in the world. The Minister emphasised that there is no food safety of public health risk but an outbreak of the disease would have an enormous impact on our pig industry. Ireland has almost 1.7 million pigs and pig meat exports were worth €666 million in 2018.

New residential developments in Queensland will soon need to include more footpaths and trees, shorter blocks, and nearby parks and open spaces under changes being progressed by the Palaszczuk Government. Minister for Planning Cameron Dick said the changes followed extensive consultation with the community, industry and local government. “Earlier this year we released our proposed model code for neighbourhood design and asked Queenslanders which elements should be made mandatory,” Mr Dick said. “There was an overwhelming response to this, with more than 20,000 pieces of feedback received. “Residents, industry groups and councils all agreed we could do more to create
active and healthy neighbourhoods for Queenslanders. “So we’ve listened and acted, introducing five mandatory elements, while leaving cul-desacs in the hands of councils to determine standards best suited to their local areas.”
The five mandatory neighbourhood design elements being introduced are:
An average of one tree every 15 metres on both sides of all streets Footpaths on at least one side of residential streets and both sides of main streets Each lot is within a five-minute walk (approx. 400 metres) of a local, district or regional park or other open space area Maximum block lengths of 250 metres Connected street patterns that
respond to the landscape of local areas Heart Foundation Queensland CEO Stephen Vines said it was important new neighbourhoods were designed to get Queenslanders moving. “Good design is at the heart of healthy living, and the way our neighbourhoods are designed is connected to how much physical activity we do,” Mr Vines said. “With exercise levels low and obesity on the rise, we must create walking-friendly environments that encourage Queenslanders to be more active, more often. “Introducing minimum standards across the state will go a long way towards encouraging residents to be more active. “It will also help to reduce the risk of heart disease, our single biggest killer, and other chronic conditions.”

Decisions on review of goods clearance fees TL Bureau, Wellington
Acting Comptroller of Customs Bill Perry says changes to Customs fees for clearing imported and exported goods will come into effect on 1 June 2020. “The new fees are the result of a recent review of goods clearance fees, which Customs consulted on extensively in August this year.” ”New and updated fees will reflect where the cost of identifying risks in sea and air cargo lie and are shared more fairly.” “Since fees were last reviewed in 2006 the type and volume of goods crossing the border has changed significantly, with considerable growth in the volume of lower value goods imported and exported by air.”
“The new fees will support Customs capability to protect New Zealanders from the risks arising from this growth, and new ways of smuggling drugs,” Mr Perry says. “The key principle underpinning the fees is equity - those who generate need for and/or benefit from Customs activities should pay for them. “The level of fees for importers and their agents will increase, while exporters will see significant decreases in four of the six export-related fees.” “The costs to consumers will be minimal should freight forwarders choose to pass fee increases on because the proportion of the fee attributable to any one consignment is very small.”

NZ to help fund fight against measles in the Pacific region
TL Bureau, Wellington
Foreign Minister Winston Peters has announced New Zealand will contribute NZ$1 million of funding towards the joint United Nations Fund for Children (UNICEF) and World Health Organisation (WHO) Pacific Regional Action Plan for Measles. “Prevention through vaccination is the most effective way of avoiding illness and a costly health emergency. New Zealand has collaborated with UNICEF and WHO to identify regional vulnerabilities and opportunities for early interventions to prevent further outbreaks,” Minister Peters said. “This plan offers immediate preventative action. It allows for the flexibility to respond to additional requests from other Pacific nations and offers an efficient way of working regionally.”
Activities under the plan include targeted vaccination for children up to the age of 5 years of age, supplementary vaccine doses for new mothers and their families to protect babies too young to be vaccinated and increased measles surveillance, public health and epidemiology support to those countries most at risk. New Zealand’s support to the regional action plan is complementary to funding 200,000 vaccines for Fiji’s current mass vaccination campaign, provision of medical supplies and emergency funding to support the mobilisation of health workers to undertake vaccinations in Tonga and the extensive package of financial, material and personnel support in response to Samoa’s measles outbreak. Mr Peters is currently in Samoa with Minister of Pacific Peoples, Hon Aupito William Sio.

Record export highs picked for primary sector TL Bureau, Wellington
Sustained high growth in primary industry exports looks set to continue over the next two years with strong prices predicted for farmers, fishers, growers and rural communities. Minister of Agriculture and Minister of State for Trade and Export Growth Damien O’Connor today released the latest Situation and Outlook report for the Primary Industries. “This latest report shows record results, with revenue up 3.3 per cent on the previous year, forecast to reach a record $47. 9 billion for the year to June 2020. “Our horticulture sector is set to become the third largest primary sector industry by value, overtaking forestry. Kiwifruit exports alone are expected to rise by 8.6 per cent to $2.5 billon,’’ he said. The news is good for other sectors: Meat and wool exports are forecast to reach $10.4b for the year ending June 2020 – 2.5 per cent higher than the previous year. Dairy export revenue forecast
to rise 8.4 per cent to $19.6b. A faster recovery in log export prices than expected last quarter has resulted in the forestry forecast being revised upwards of $190m. Fisheries Minister Stuart Nash says a significant milestone has been reached for the seafood sector. “It’s a fantastic vote of confidence to see that annual seafood export earnings are expected to pass $2 billion for the first time. The growth in this industry is underpinned by an increase in export prices and rising aquaculture production. “It’s really encouraging to see sustained growth within the seafood sector, with squid and salmon helping lead the way.” During a time of change in the primary sectors, Mr O’Connor said the positive outlook was a testament to each and every person working in the sector. “Our nation’s farmers and growers produce some of the highest quality food and fibre in the world – and the world knows it. They are bringing home record export returns and that’s something for them to be really proud of.”

CBA LAUNCHES ‘COMMBANK REWARDS’ WITH PERSONALISED CASHBACK OFFERS ON EVERYDAY SPENDING The new in-app feature is set to reward customers ahead of Christmas TL Bureau, Parramatta To mark the launch of Commonwealth Bank’s app feature for eligible* customers, new research has lifted the lid on our shopping habits and revealed that we are a nation on the hunt for a bargain, with more than 9 out of 10 (94 per cent) of Aussies surveyed using shopping hacks to reduce spending. Aussies surveyed are most intent on saving money on everyday expenses, with food and fuel topping the list; groceries (65 per cent), fuel (55 per cent), and takeaway food (29 per cent), CBA research reveals. With 17 million Australians (89 per cent) already belonging to a loyalty program, nearly one third (31 percent) are deterred by restrictions on where and when they can use their points. In response, CommBank Rewards will see eligible customers receive cash-back when they spend using their CBA credit or debit Mastercard at brands, including Coles, Caltex, Myer, JB Hi-Fi and Menulog – to reward customers for their spending on everyday purchases. Kate Crous, Executive General Manager of Everyday Banking, CBA, said: “We’re excited to launch CommBank Rewards for our customers ahead of
Christmas. Accessed through our number one banking app, and leveraging the Customer Engagement Engine (CEE) – combining advanced analytics, AI and machine learning – CommBank Rewards is designed to give customers relevant and personalised offers for what they regularly spend their money on. It also has a simple redemption process – it’s as easy as activate, spend money and receive cash-back,” she said. “The majority of Australians subscribe to some kind of loyalty program, which shows consumers are on the lookout for deals year-round. With the launch of the CommBank Rewards, it’s a way to say thank you to our customers by giving them something tangible back for banking with the Commonwealth Bank in a way that benefits them financially,” Crous said.
New mandatory dairy code welcomed
TL Bureau, Canberra
The ACCC welcomes today’s announcement of the introduction of a mandatory dairy industry code by the Minister for Agriculture, Sen. The Hon. Bridget McKenzie. A mandatory dairy code of conduct was a key recommendation of the ACCC’s 2018 dairy inquiry, which found significant imbalances in bargaining power at each level of the dairy supply chain. “Our dairy inquiry identified that imbalances in bargaining power between processors and farmers has allowed processors to transfer much of their risk onto farmers,” ACCC Deputy Chair Mick Keogh said. “We also identified a lack of transparency in contract and
pricing practices, limiting the ability of farmers to compare offers from different processors and hence reducing competition.” “We concluded that a mandatory code was the best way to address these systemic industry problems, so we are pleased to see that this has become reality,” Mr Keogh said. “We look forward to working with dairy farmers and processors as the new code is implemented. We will also be working closely with the members of our new Dairy Consultative Committee, to help ensure a smooth implementation.” The ACCC will be responsible for enforcing the mandatory code, to come into effect from 1 January 2020. A review of the code’s role, impact and operation will take place after 12 months.
The research also uncovers the different shopper personas that make up the modern Australian consumer: The Savvy Shopper: More than half (60 per cent) of Australians surveyed call themselves Savvy Shoppers, making the most of discounts, sales, online deals or marketplaces. They are the most likely to research online before going to the shops (45%) and use shopper dockets to receive discounts on petrol and other items (31%). The Experience Shopper: Instead of purchasing goods, Experience Shoppers are more likely to enjoy shopping for a place to eat (49 per cent) and travel and holidays (44 per cent). Price is a major incentive for this group, and if given a choice between an environmentally friendly product and a similar item at a discounted price they would
choose the discounted item (37 per cent). The Sustainable Shopper: One in 10 respondents (12 per cent) identify as a Sustainable Shopper –conscious of the environmental and ethical practices of the brands they purchase from. A third of Sustainable shoppers (32 per cent) try to reduce the cost of spending by buying second hand. The Serial Shopper: Serial Shoppers form the smallest group of Aussies surveyed (6 per cent), who admit they enjoy the experience of shopping. As seasoned shoppers, Serial Shoppers are also keen to reduce the cost of spending by using phone apps to get the best price (27 per cent). Crous said the findings reveal that a fair price point continues to be a major factor among Australian consumers.“We may have our unique preferences on how and where to spend, however no matter the shopping habits, all Australians want their money to go the distance. This is especially true of the everyday spending that can usually hit consumers the hardest.” Richard Wormald, President, Mastercard Australasia said: “We’re delighted to continue growing our partnership with CommBank, supporting their strategy to be best in digital
and deliver better outcomes for customers. Leveraging Mastercard’s Personalised Card Linked Offers Platform, we have worked with our larger merchant partners to develop a range of compelling and relevant everyday spend offers for CommBank Rewards.” For more information about CommBank Rewards visit www.commbank.com.au/ commbankrewards or customers can view their rewards in the CommBank app today. Ombudsman recommends sweeping changes to R&D Tax Incentive administration TL Bureau Canberra The Australian Small Business and Family Enterprise Ombudsman Kate Carnell is recommending a suite of reforms to the administration of the Research and Development Tax Incentive (R&DTI), as part of a comprehensive report released today. The report makes 24 detailed recommendations in relation to the following key themes: where compliance examinations or audits are necessary, they should take place as close as possible to the first year of registration of a project guidance material needs to be comprehensive, clearer and up-to-date and developed in consultation with small business agency record keeping requirements be simplified and
take into account commercial practicality for a small business small business must be assisted to help identify and retain professional and responsible R&D consultants. “It is clear from our investigation that many small and family businesses rely on the R&DTI to help fund innovation,” Ms Carnell says. “That’s why it is vital to have a transparent and predictable system that works for those businesses conducting research and development. “We found many small and family businesses were subjected to examination and audit by the two agencies responsible for the delivery of the program – the Department of Industry, Innovation and Science (AusIndustry) and the Australian Taxation Office (ATO).
“In all cases, this compliance activity was retrospective and commenced several years after the relevant R&D was undertaken and the R&DTI refund received and spent. “Often these affected businesses were required by the ATO to repay the R&DTI in full, with a severe penalty applied. “This has had a devastating impact on the businesses involved, with some saying they face financial ruin. “Others have discontinued or scaled down their R&D efforts in Australia and reduced their R&D staff. “Most of these small and family businesses were genuine in their belief they were undertaking R&D; their claims were totally justified and they had already invested the money back into the business.

Role of Sustainable Development Cell: The Sustainable Development cell (SDC) will advise, mentor , plan and monitor the mitigation measures taken by the coal companies for maximising the utilisation of available resources in a sustainable way, minimising the adverse impact of mining and mitigating it for further ecosystem services and will act as nodal point at Ministry of Coal level in this matter. This cell will also formulate the future policy framework for the environmental mitigation measures including the Mine closure Fund. Tasks of the Cell: The SDC will adopt a systemic approach, starting from collection of data, analysis of data, presentation of information, planning based on information; by domain experts, adoption of best practices, consultations, innovative thinking, site-specific approaches, knowledge sharing and dissemination and finally end with an aim to ease the lives of people and communities in general. All of the above will be done by executing following tasks on a planned way: 1. Land amelioration and afforestation: In India approximately 2,550 sq Km areas is under different coal mines and there are also plans to bring more areas under it. These land masses required both extensive and intensive amelioration measures and will be carried out as per following procedure: Collection of all the baseline data/ maps related to different coal mines like total mines/ block areas, OB dumps areas, water filled voids, reclaimed areas, unutilized areas, plantations etc., from various Coal
companies. All the data/maps will be collated and analysed on a GIS based platform and different thematic information and maps will be prepared. These will be updated at regular intervals. All GIS based activities will be carried out with active participation of CMPDIL. To help Coal companies to identify areas where plantation projects could be taken up immediately, along with identification of various species of plants, suitable for specific regions to create large carbon sinks for climate change management. To Identify the activities to be taken up for creation of additional land suitable for plantation, stabilization of slope, soil treatment, creation of levelled land, de-watering etc., as per time line under MCP. It also checks the possibility and plan for productive reuse of these lands for rehabilitation, integrated modern township, agriculture, horticulture, FCA compensatory land, renewable energy farms etc. 2. Air quality, emission and noise
management: To advice coal companies for effective implementation of environmental mitigation measures (water sprinkling, dust suppression methods, noise barriers etc.) related to air and noise pollution generated due mine activities, heavy earth moving machines (HEMMs), transport of coal etc. It also works towards energy efficiency in the mining operation, noise and emission reduction in case of HEMMs. Analysis of Environment Management Plans (EMP) of different companies and will advise coal companies to making it more effective. 3. Mine water management: Collection of data regarding present quantity, quality, surface runoff, drainage of mine water, future availability of water collected in UG or OC coal mines etc., and to analyse it on a GIS based platform to prepare model Coal Mine Water Management Plans (CMWMP). The plan will suggest ways and also have innovative planning to
storage, treatment and re-use of such water for drinking, irrigation, fisheries, tourism, industrial or any other sustainable purpose. 4. Sustainable Overburden Management: The cell will also check feasibility and suggest measures to reuse, recycle and rehabilitation of over burdened dumps in a sustainable manner. Will examine and plan out use of overburdened material for use in different infrastructure projects, earthen bunds etc. 5. Sustainable Mine Tourism: To explore and conceptualise a plan for the beautification & creation of eco parks in the reclaimed areas and which will also include water bodies etc., for re-creation activities and tourism purpose. It will also explore tourism potential and plan it out in few underground mines. 6: Planning and Monitoring: Analysis of Mine Closure Plans (MCP) of different companies and advise to make it more effective. To help Coal companies to finalize time- line for execution of different mitigation activities / projects in all mines in phased manner. Will also monitor effective utilization of Mine Closure Fund and Environment Budgets of Different Coal Companies. To formulate future guidelines for the mine closure plan, mine closure fund etc. 7: Policy, Research, Education, and Dissemination: Will hire experts/ institutions/ organisations to conduct specific studies for establishing a robust knowledge base. Salah strikes twice as Liverpool Russian “Medvedev” Is Champion of 1st Edition of sink struggling Watford Al-Dira’ayah Tennis Cup
TL Bureau, Liverpool
Liverpool forward Mohamed Salah kept up his scoring streak against Watford with a brace as the Premier League leaders sealed a 2-0 victory over the bottom club at Anfield on Saturday, Reuters reported. The win restored Liverpool’s 11-point advantage over second-placed Leicester City, who host Norwich City later in the day, while Watford’s fourth defeat in five games left new manager Nigel Pearson’s side rooted to the bottom of the table. Liverpool took the lead with a typically lethal counter-attack in the 38th minute as Sadio Mane collected the ball on the left and released Salah, who sprinted towards goal before cutting in and curling a shot home with his right foot. Mane thought that he had
doubled the lead five minutes after the break but the Video Assistant Referee (VAR) showed he was marginally offside when nodding the ball in from Xherdan Shaqiri’s whipped cross. Salah then scored his eighth league goal against Watford in five matches with a brilliant back-heeled flick in added time with his weaker right foot again to secure three points for Juergen Klopp’s side. The visitors had earlier missed the chance to go ahead when Abdoulaye Doucoure mishit his shot after Etienne Capoue escaped the offside trap to set him up. Watford had scored only nine goals in the league coming into this match, and the reason for that became evident when poor finishing cost them yet again as an unchallenged Ismaila Sarr scuffed his shot after goalkeeper Alisson
Becker parried away Gerard Deulofeu’s cross. There were some positives for Pearson, Watford’s third manager of the season following the sacking of Quique Sanchez Flores this month and Javi Gracia earlier in the campaign, as the Hornets created a number of chances in the second half. The lively Deulofeu found himself one-on-one with Alisson but the Brazilian stopped the Spaniard’s shot in the 54th minute and also denied Sarr the opportunity to equalise. Watford also hit the post from the corner after a poor back pass from Dutchman Virgil van Dijk nearly beat his own keeper. Left back James Milner, who switched to a midfield role after Georginio Wijnaldum was substituted, said the blustery conditions made life tough

FIM EWC: BMW Motorrad World Endurance Team finishes on the podium in Sepang.
TL Bureau, Sepang
Second race, second podium for the BMW Motorrad World Endurance Team in the FIM Endurance World Championship (FIM EWC): Ilya Mikhalchik (UKR) and Markus Reiterberger (GER) secured third place at the “Sepang 8 Hours” (MAS) with the #37 BMW S 1000 RR. Heavy rain forced Saturday’s race at the “Sepang International Circuit” to be reduced from eight to three hours. The newly established BMW Motorrad World Endurance Team is in second place in the overall standings of the World Championship after two races of the season. Team manager Werner Daemen’s (BEL) team qualified in fifth for the second round of the 2019/20 season of the FIM EWC. Mikhalchik and Reiterberger took it in turns on the saddle of the #37 RR. Their team-mate Kenny Foray (FRA) injured himself when he fell during a practice session on Wednesday, and was unable to take part in the remainder of the race weekend. The race in Sepang turned into a test of patience for everyone involved. The race was scheduled to start at 13:00 local time, but hours of heavy rain made it impossible to stick to the published schedule. The race started later than planned and behind the safety car, but was red-flagged after just a few laps. The conditions only improved at around 18:00 local time, enabling the race to be completed with a reduced duration of around three hours. Mikhalchik and Reiterberger initially rode in fifth place, but a flawless performance saw them move up into third place during the course of the race. The
BMW Motorrad World Endurance Team maintained this podium position down to the finish line. Privateer team BMW Sepang Racing finished in eighth place. Azlan Shah Kamarazuman (MAS), Adam Norrodin (MAS) and Julien Da Costa (FRA) took it in turns on the saddle of the #48 BMW S 1000 RR. Two BMW teams secured spots on the podium in the Superstock class. Second place went to GERT56 by GS YUASA with Stefan Kerschbaumer (AUT), Lucy Glöckner (GER) and Pepijn Bijsterbosch (NED). The #56 RR finished in 14th place in the overall rankings. Quotes after the “Sepang 8 Hours”.
Marc Bongers, BMW Motorrad Motorsport Director: “The second podium in our second race in the FIM EWC – this is a fantastic result for our new BMW Motorrad World Endurance Team. We couldn’t have necessarily expected this as newcomers in this highly competitive World Championship. The team and our riders Ilya and Markus weren’t distracted by the adverse conditions. They did yet another fantastic, flawless job on the track and in the pit. On this occasion, I also want to send a get well soon message to Kenny, who surely will be back with us soon. Of course, we would have liked to get more riding in to gain more experience in race conditions with our RR, but it wasn’t possible in this weather. Now we will keep focussing on preparing for the 24 Hours of Le Mans. Congratulations go to our BMW customer teams as well, who also got strong results with their RR.” erner Daemen, Team Manager BMW Motorrad World Endurance Team: “I’m a very proud team manager today. It’s a shame that Kenny wasn’t able to take part, but Ilya and Markus did a really great job as a duo. The conditions on the wet track were very treacherous, and the day wasn’t easy overall. But the whole team did a really great job. And the pit stops were world class. Now we’re hoping for a similarly strong result in the next race in Le Mans.” Ilya Mikhalchik: “First of all I want to say get well soon to our third rider Kenny, who unfortunately got injured in practice, and I hope that we will be back together soon, because it’s a team sport and it’s important to have the entire team together. Overall I’m, of course, really happy with the race. We have been strong in all conditions. At the beginning of the race, there was a lot of water on the track and I think that everyone was a bit scared of that.

Christmas tree TL Bureau, Stuttgart
The Mercedes-Benz brand has always stood for fine design that puts everyday life in the shade. Especially at Christmas the products from the Collection by the Stuttgart automotive manufacturer offer an exciting selection of gift ideas which express special appreciation for the recipient. Whether it is fine leather, sensuous room fragrances, practical technology, an exclusive picnic basket or a red speedster for a joyful occasion - the possibilities are virtually limitless and each product stands for unique, tangible quality. Individually or as a set: the Leather jacket, the Gloves and the Cap in brown calfskin are the ideal gift for discerning gentlemen with a sense of style. Produced by Heinz Bauer Manufaktur for Mercedes-Benz, they impress with their unique quality, thoughtful details and high-quality workmanship. The classic, slightly tailored cut of the Leather jacket is given masculine sportiness by shoulder and sleeve pads as well as smocked inserts on the cuffs and seam. Perforated inserts on the front and back plus a removable collar accentuate the biker style. The jacket’s lining is 51% cotton and 49% viscose and has an antibacterial silver finish. The high-quality lining is also printed with the historic star in a vintage look. The sleeve features the co-branding logo with the historic star. This jacket is a true favourite which will become even finer every time it is worn, thanks to the especially soft calfskin, which will develop a patina all its own over time. The colour-coordinating Gloves in silky-soft nappa leather have a special look thanks to the historic Mercedes star and the embossed Heinz Bauer Manufaktur logo on the back of the hand. Thanks to the elaborate workmanship they offer maximum comfort and can be individually adjusted to suit the wearer with the widthadaptable leather strap on the wrist. The icing on the cake of this exclusive leather series is the Cap, manufactured from the same calfskin and with the same lining as the jacket. A timeless accessory which combines comfort and coolness. Highquality details include decorative quilting on the front and the perforated leather beneath the peak. The Cap also has a fold-out draught-stop for the ears on windy days, ensuring
optimum air circulation thanks to the incorporated eyelets. The embossed co-branding rounds off the design perfectly. A fine gift idea for globetrotters comes in the form of the black Rucksack from the MercedesBenz Collection. With its many well-thought-out details it will make travelling a wellorganised pleasure. Beneath the two-way zipper of the main compartment there are practical inside compartments such as a laptop compartment, pockets and a pen holder. In the zipped compartment on the front there is room for travel documents and other items which it is useful to have to hand. Comfort is ensured even on longer journeys thanks to the back section with its upholstered car seat quilting, adjustable straps with their Jacquard Laurel pattern and an additional carrying strap. If there is more luggage being taken on the journey, the rucksack can also be placed on a trolley suitcase. Thanks to the waterrepellent polyester lamination with a matt finish, this pleasant companion also defies bad weather conditions. And the contents always stay dry. A useful gadget for all those
who travel a lot comes in the form of the Mercedes-Benz Power bank, which can be used to charge smartphones, tablets and laptops wherever no socket is available. It has a capacity of 5000 mAh and is fitted with a high-quality lithium-polymer battery and two USB ports. In its activated state the charging progress and current charging capacity are displayed via four LEDs. The elegantly minimalist design of the power bank in black plastic is given a fine finish by the silver-coloured Mercedes star on the front. The USB 3.0 stick in the form of an original vehicle key goes well with it. With its capacity of 32 GB it effortlessly takes larger quantities of documents, presentations or images and ensures that everything is always ready to be called up. A break from everyday life and an atmosphere of soothing harmony - this is what you can give with the scented candles from Mercedes-Benz. “Cherry Blossom”, the more feminine scent, exudes fruity and floral aromas. Beneath the top note of the cherry there is a heart of rose and the base consists of sandalwood and iris. Meanwhile
wood and leather dominate the “Leather Woods” fragrance with its more masculine character. A tobacco/leather chord shapes the top note here, while the heart note is comprised of cedar wood and tonka bean, with ambergris and sandalwood forming the base note. Not only are the scented candles little olfactory masterpieces, they also radiate pure elegance visually. The round glass containers are double-lacquered in black. Square frames in metallic colours emphasise the fragrance and the Mercedes-Benz lettering, with pink selected for “Cherry Blossom” and copper for “Leather Woods”. The scented candles feature a silver-coloured lid embossed with the star. The MercedesBenz Picnic basket conjures up a taste of next summer under the Christmas tree. It is made of fine yet robust dark brown polyrattan and contains everything two people could wish for at an al fresco lunch: two four-piece cutlery sets, porcelain plates, coffee cups, juice glasses, a salt cellar and pepper pot plus two napkins and a tablecloth. All the pieces are secured with ties and hook-and-
loop fasteners so that nothing can slip or fall out en route. A permanently integrated cooling bag ensures that food and beverages stay fresh and cold for a long time. The fasteners and handles on both sides are real leather. The carry straps in canvas with shoulder pads also ensure easy transportation. On one side of the basket there are lugs for a Picnic blanket which is available separately. The 140 x 200 cm blanket in soft polyester fleece with a beige herringbone pattern is the perfect base for relaxing on in the great outdoors. With its underside in water-repellent polyamide fabric the blanket always stays dry, even on a slightly damp meadow. When not in use it can be rolled up to a compact size with a strap and transported via a carry handle made of imitation leather. If there is a happy event in the offing, the “Dessin” baby carriage Avantgarde in the new trendy colour hyacinth red is the perfect gift idea for parents-tobe. Manufactured by the German pram specialist Hartan, the Mercedes-Benz baby carriage offers everything the baby and parents could wish for.

Former State Attorneys General Call on U.S. Territorial Political Leaders To Signal That the Rule of Law Must Be Obeyed
Courtesy- EIN Presswire.com, WASHINGTON, D.C.
Former attorneys general from the last states to outlaw cockfighting – Louisiana, New Mexico, and Oklahoma – called on political leaders in the five U.S. territories and the U.S. Attorneys who enforce federal laws in those jurisdictions to stand together and signal to the animal fighting community that it must adhere to our federal animal welfare statutes. As of December 20th, an amendment to the Animal Welfare Act takes effect that eliminates any ambiguity that dogfighting and cockfighting and related activities are strictly forbidden in all U.S. territories. Congress gave the territories one year to wind down animal fighting and the new provision of law takes effect before the end of this year. All of these attorneys general witnessed the wind down of legal animal fighting in their states and they heard plenty of arguments that cockfighting was a cultural right. “Cockfighting is settled matter, as a question of moral conduct and law,” said Drew Edmondson, who served as Oklahoma Attorney General for 16 years. During Edmondson’s third term, voters outlawed animal fighting, making it the 48th state to ban the practice.
Edmondson defended the law in the courts, and the Oklahoma Supreme Court unanimously affirmed that, as written, the law was constitutional and a proper exercise of state authority. “Cockfighting is not a feature of Latino culture, despite the arguments brandished by animal fighters in my state,” noted former Attorney General Patricia Madrid, a Latina politician who served two terms before the New Mexico legislature barred cockfighting in 2007 and made it the 49th to do so. Ministry report: Virtually no changes in the coverage of collective agreements TL Bureau, Helsinki A study published today as part of the Ministry’s publication series on the coverage of collective agreements between 2017 and 2018 indicates that two thirds of private sector employees in Finland work for employers belonging to employer organisations. Collective agreements cover 269,000 employees on the basis of general applicability. General applicability means that the scope of application of collective agreements also extends to those employed by non-organised employers in the participating sector. Altogether 89% of all employees are covered by collective agreements. This means the coverage of collective agreements in Finland has decreased only marginally from 2014. The coverage of collective agreements refers to the ratio of those employed by organised employers to the total number of employees in the participating sector. In Finland, this ratio is a key determinant in decisions on general applicability. If 50% or more employees work for organised employers, the applicable collective agreement is considered generally applicable
to all employment relationships in the participating sector. The coverage of collective agreements in the private sector totalled 65% (66% in 2014). In other words, this was the percentage of private sector employees working for organised employers in 2017, which equates to nearly 945,000 employees (922,000 in 2014). Another 269,000 employees were covered by collective agreements under general applicability (306,000 in 2014), bringing the total number of private sector employees covered by collective agreements to almost 1,215,000 in 2017 (1,229,000 in 2014). According to the employment statistics of Statistics Finland, the total number of private sector employees was approximately 1,449,000 in 2017. This means that 235,000 of them were not covered by universally binding collective agreements. Those covered by such agreements accounted for 84% of all private sector employees. In the public sector, collective agreements cover all employees. When both the public and the private sector employees are taken into account, 89% of all employees were covered by collective agreements in 2017. In 2014, this figure was 92%.
Governor Bill Richardson, one of the most prominent Hispanic politicians in America, signed the legislation into law. “A majority of our citizens are of Latino descent,” added Madrid, “and they fiercely resist the idea that cruelty to animals is a cultural prerogative.” “For many years, I heard from cockfighters that citizens of Cajun descent had a cultural right to cockfight,” said former Louisiana Attorney General Richard Ieyoub, who served three terms. “Polling data in our state showed that
people from every region and every heritage considered animal fighting to be inhumane and unacceptable.” As with federal lawmakers, Louisiana senators and representatives allowed for a oneyear phase out of cockfighting before the law went into effect. As with the territories, Louisiana, New Mexico, and Oklahoma each had dozens of fighting pits and hundreds of “cockfighting farms” that bred birds for fighting. Some state officials said there had been 2.5 million fighting birds in Oklahoma. Cockfighting is both openly and clandestinely conducted in American Samoa, Guam, the Northern Marianas Islands, Puerto Rico, and the U.S. Virgin Islands, and, according to sources, these jurisdictions are receiving fighting birds via the U.S. Postal Service, which is already a violation of federal law. The Congress has upgraded the federal law five times in the last two decades (2002, 2007, 2008, 2013, and 2018), and made animal fighting; possessing animals for fighting; transporting fighting animals or fighting implements across national, state, or territorial lines; or bringing a minor to a fight a federal felony. It is a federal misdemeanor to attend an animal fight.
The UK could secure an EU trade deal in 2020 if it learns lessons of Brexit talks
TL Bureau, London
In a new report for the Institute for Government, former prime ministerial adviser Raoul Ruparel says it is possible for the UK to negotiate a narrow and shallow Free Trade Agreement with the EU – and have it ratified and in place – by the end of 2020. However, Ruparel, who spent a year as Theresa May’s special adviser on Europe and before that worked as an adviser to then Brexit secretary David Davis, warns that Whitehall is yet not set up to run complex Brexit negotiations or implement the result. He says the Department for Exiting the European Union should now be wound down, and the government should set up a new unit for negotiations and delivery run from the Cabinet Office or move DExEU’s work into the Department for International Trade (DIT).
Writing a guest report for the IfG, Ruparel argues that lessons must be learned from the first round of Brexit negotiations if future talks are to succeed, and warns that departmental preparations made under Theresa May’s government lacked direction and “may not have much bearing on [the current] reality”. Ruparel says there “urgently needs to be central political direction and decisions on the detail of the future relationship and the overarching strategy for the next phase – this should all then be turned into legal text as soon as possible (to help the UK get on the front foot).” Ruparel also warns that the desire for a deal to be in force by the end of 2020 may end up limiting the ambition of the negotiations. He argues that the government may face a choice as to whether the deal on offer is worth the EU’s demands in areas such
as ‘level playing field’ and fisheries. This choice suggests that the risk of the UK falling to reach an agreement by the end of 2020 is still real. Raoul Ruparel said: “The government and civil service have a lot of work to do if they are to prepare to leave with a deal – especially given Boris Johnson’s deadline of the end of 2020. As it stands, the UK does not yet appear ‘match-fit’ for the next phase of negotiations. There is a huge amount of work to be done to flesh out the detail of what the UK wants from its future relationship with the EU, and Whitehall is not yet ready to negotiate such a complex and wide-ranging agreement, nor implement it. But contrary to what many say, it is possible to negotiate a Free Trade Agreement with the EU by the end of next year.”
