Smaller discoveries may not be able to carry standalone developments, but can have good profitability when making use of existing and planned infrastructure. IFC Supports Vietnam Prosperity Bank to Boost Climate Financing, Reduce Greenhouse Gas Emissions

IFC, a member of the World Bank Group, is providing a financing package of $212.5 million to Vietnam Prosperity Joint Stock Commercial Bank. The funding will help VPBank expand its lending to small and medium enterprises (SMEs) and boost financing especially for climate-friendly projects. Concerning greenhouse-gas emissions, Vietnam’s is one of the most carbon intensive countries in the world, ranking only after China and Mongolia in the East Asia and Pacific region. While reducing greenhouse-gas emissions has been a national target to mitigate climate change impact, it presents a $753 billion climate
investment opportunity for Vietnam between 2016 and 2030, according to an IFC study. However, the current share of climate financing — as a percentage of total bank financing — in Vietnam is just about five percent or $10.3 billion, indicating a significant climate finance gap. Against this backdrop, about one third of the financing package will be earmarked for climate-friendly projects, creating new options for businesses to obtain green financing at a favorable interest rate. The five-year tenor loan comprises $50 million from IFC’s own account, $37.5 million from the multi-investor Managed Co-Lending Portfolio Program (MCPP) managed by IFC, and $125 million in syndicated loans from the
Chinese Bank of Communications Company Limited; Industrial and Commercial Bank of China Limited; Korean KEB Hana Bank; Thai Kiatnakin Bank Public Company Limited; German DEG — Deutsche Investitions- und Entwicklungesellschaft mbH; and multilateral International Investment Bank. “Our loan to VPBank addresses IFC´s strategic objective of increasing financing for climatesmart initiatives to boost environmentally sustainable development in emerging markets with high potential of greenhouse gas emissions reduction such as Vietnam,” said Rosy Khanna, IFC Financial Institutions Group Director for Asia Pacific. “Participation of regional and international lenders in this financing
package shows the high interest of institutional and private investors in climate finance in Vietnam, facilitating a new source of capital while helping the country tackle climate change at the same time.” This is IFC’s first green loan to a bank in Vietnam, where most of the near-term multimillion-dollar climate investment potential is in renewables and infrastructure. The loan will qualify as per the Green Loan Principles — a widely accepted set of voluntary guidelines that specify the use of proceeds, monitoring, and reporting. VPBank will also establish a management system to track, manage, and report on the use of proceeds of a loan for dedicated green projects through third party verification.

The Prime Minister, Treasurer and Minister Cash today met with small business groups, including a number of small business representatives from bushfire affected regions in the Cabinet room at Parliament House today to discuss the Federal Government’s assistance in the recovery from the devastating bushfires. The Government listened to the concerns and ideas raised from those on the ground in bushfire affected regions with more than 70 local and national representatives in Canberra and dialling into the meeting. Whilst the fires continue to burn in some areas and clean-up efforts continue in others, many of the local businesses are encouraging their fellow Australians to pay them a visit and spend time in their communities. Small business representatives agreed that cash flow is critical for small business during this period of recovery. There are currently a number of grants already available for small businesses through the Disaster Recovery Payments which can be found at www.disasterassist.gov.au

The start of the seasonal trial service between Shanghai and Perth marks the peak of the Chinese New Year season, with an average load factor of over 80 per cent on the flights across the five weeks. These flights look to be performing strongly, with a number of flights nearly at 100 per cent capacity. Flight MU265 will operate each Monday, Wednesday and Friday until February 17, 2020 on Airbus A330s offering 3,480 seats between Perth and Shanghai with economy airfares on offer from $698 return including tax. Mr Papalia was leading a delegation in Shanghai prior to the flight, where he met with travel agents and tourism officials to spread the word about what WA offered Chinese holiday makers. He also met with Shanghai Greenland Shenhua Football Club at their home ground, who play Perth Glory in an AFC Champions League match at HBF Park on February 11.
Initial $100 million bushfire emergency support for primary producers

Farm, fish and forestry businesses in fire-affected regions will get the help they need to rebuild with an initial $100 million in emergency bushfire funding, which will be made available following agreement with relevant state governments. Prime Minister Scott Morrison said the Government would provide up to $75,000 in grants for farming businesses in fire-affected regions, with the funding administered by each state government. “We will do whatever it takes to support those communities and businesses hit by these fires, and if we need to do more, we will,” the Prime Minister said. “I need to stress this is an uncapped program so if demand for support goes above $100 million, money will continue to flow. “As the scale of the damage becomes apparent, it is clear that our farm, our fish and forest businesses need support and along with communities who depend on them, we will help them rebuild and we will continue
to back them. “This funding will support primary producers to access essentials like fodder and water, while also help rebuild fencing or hire vital agricultural equipment like water pumps, irrigation systems, horticultural netting and generators.” This funding is in addition to the extensive work being undertaken by the Australian Defence Force, clearing roads and properties and helping communities rebuild. The Morrison Government will also provide $15 million to fund 60 additional rural financial counsellors and support workers. Already the Rural Financial Counselling Service is on the ground providing free financial counselling to our farmers in times of need with now approximately 180 counsellors located within key agricultural communities across Australia. Minister for Agriculture Bridget McKenzie said so many rural businesses had been hard hit by the bushfires and they were now looking at how they could rebuild.

He made this commitment during a bilateral meeting with the Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE, His Highness Sheik Mohammed Bin Zayed Al Nahyan, along the margins of the Abu Dhabi Sustainability Week Forum. He said he fully appreciated the vast potential and opportunities that Fiji and the UAE could offer. Prime Minister Bainimarama said the relationship between the two countries has resulted in the establishment of a new UAE Diplomatic Mission in Suva. At the meeting, Prime Minister Bainimarama highlighted that one of the government’s primary goals is exploring and securing as many opportunities from our development partners especially the UAE so that Fiji reaches its ambitious yet possible target of 100% renewable energy by 2030. With several native whitebait species in decline the Minister of Conservation Eugenie Sage has today released proposals to standardise and improve management of whitebait across New Zealand. “The need for action for a healthy whitebait fishery has never been greater,” Eugenie Sage said. “Four of the six whitebait species are threatened or at risk of extinction – giant kōkopu, shortjaw kōkopu, kōaro and īnanga. “ “Whitebait are a cherished part of Kiwi culture. They are taonga to iwi and for some New Zealanders, fishing for whitebait is an annual tradition. These proposals aim to ensure whitebait numbers flourish now, and for future generations. “Whitebait face significant pressures such as degraded habitats, poor water quality, obstacles to fish passage and heavy fishing pressure in some areas. These pressures must be addressed if we want thriving, healthy native fish and whitebait populations.” The discussion document sets out proposals to improve whitebait management across New Zealand that are based on feedback from the public, iwi
and whitebait experts. The proposals aim to: Standardise the rules for whitebaiting across New Zealand, including the timing of the fishing season and establishing upstream limits on whitebait fishing to ensure healthy whitebait stocks. (Many of these proposed changes are based on the more comprehensive controls on whitebaiting which currently apply on the South Island’s West Coast). Create refuges in some waterways or reaches of waterways (where whitebait fishing is excluded) to provide safe havens for the native fish species in the whitebait catch to help improve their populations. Increase the equity of whitebait catching opportunities. Phase out the export of whitebait. There are no plans to introduce a licensing system for recreational fishers or ban the commercial sale of whitebait within New Zealand. None of the proposed changes affect customary fishing rights. The proposals follow Parliament’s passing of the Conservation (Indigenous Freshwater Fish) Amendment Bill in October 2019 and nationwide engagement in 2018 where 90% of survey respondents said changes were needed to make New Zealand’s whitebait fishery sustainable.

Community safety and crime prevention in the East Coast community of Mahia has moved forward with the opening of a new Police station to serve the growing coastal settlement. Police Minister Stuart Nash has officially opened the new station, which was relocated almost 20 kilometres along the coast from the nearby community of Nuhaka late last year. “The changing trends in both demographics and demand for Police services in the Tairawhiti area mean the time is right to create a new Policing presence in Mahia,” Mr Nash said. “The population and the economy in the Mahia Peninsula are growing strongly. Police have been considering the move for some time and last year consulted locals in both communities about how to better serve the area. “I have personally holidayed many times in Mahia, which is in the Napier electorate. Its beaches and fishing spots, surfing, diving and tramping opportunities as well as its strong sense of community all make it an attractive place to visit. The population swells markedly over the warmer months and school holidays, which are busy times for Police. “The more permanent population
is also changing too, especially with the arrival of one of New Zealand’s most innovative companies, Rocket Lab. The company launches satellites into space from the Mahia Peninsula. “The move to Mahia has created a valuable hub for all three emergency services. Police will operate in partnership with Fire and Emergency New Zealand and St John Ambulance to stand alongside the community when it needs help. “The new station continues the strong government investment in people and resources for the Police, which now has the largest number of frontline officers ever in our history. “Alongside our promise to increase Police numbers, we have been investing in tools and resources to help Police do their job. This includes the new non-emergency phone number ten-five (105), the new Police App for communicating from mobile devices, a brand new call centre on the Kapiti Coast, new Eagle helicopters and new body armour. “Almost 1900 new cops have graduated since the Coalition Government took office. The Eastern Police District, which covers the Tairawhiti area, will see frontline Police numbers increase by 27 per cent, over and above those who leave the organisation,” Mr Nash said.

In 2020 Fiji will embark on an historic mission to develop a National Action Plan to Prevent Violence Against Women and Girls (VAWG), making it the first Pacific Island Country, and one of the only two countries globally along with Australia, to have an evidencebased approach to preventing violence against women and girls. “The Government of Fiji recognises its obligation to prevent violence against women and girls. The Ministry of Women, Children and
Poverty Alleviation will lead the development of a five-year National Action to Prevent Violence against Women and Girls (2020-2025). Once developed, Fiji will be one of the only two countries in the world to have a whole of government, inclusive, evidence-based approach to prevent violence against women and girls. Fiji National Action Plan to Prevent Violence Against Women and Girls will focus on preventing domestic violence, intimate partner violence and sexual violence against women and girls with an emphasis on
stopping violence before it starts. Data and evidence from Fiji demonstrate that these are the most prevalent or widespread forms of violence against women and girls which urgently need to be addressed,” said Honourable Vuniwaqa. “Last year alone, ten women in Fiji were killed by their intimate partners. This is unacceptable. As a nation, we have a shared responsibility to recognise, challenge and prevent violent and disrespectful behaviour and attitudes towards women and girls.”
‘PGF funding for these two water projects is essential to help unlock opportunities for the Wairarapa, attract new industries to the region, create more jobs, and future-proof the local economy,” Fletcher Tabuteau said. “Water is a critical enabler for the Wairarapa economy and supply is becoming increasingly under threat due to increased demand caused by a growing population and economy in the region, as well as rising temperatures, declining rainfall and river flows, as a result of climate change.” “A $7 million PGF investment will fund procurement, consenting, planning, engagement and commercialisation of a communitybased water storage and distribution infrastructure. This follows on from the PGF-funded pre-feasibility study announced in May last year. “Once finished, this project will
provide a resilient fresh water supply for the area leading to many benefits such as providing support to sustainable agriculture and horticulture industries, and help fill domestic demand for fresh water during dry seasons,” Fletcher Tabuteau said. “The PGF is also supporting the ‘Wairarapa Water Resilience Strategy’, led by the Wairarapa Water Resilience Committee, with $110,000. This project will create a framework to approach future planning for water management, with a particular focus on mitigating the impact of climate change. “Significant work has been done on individual components of the supply, storage and use of water in Wairarapa but this work has not previously been brought together into a comprehensive plan through a broad resilience lens.

40 Economies Make 62 Legal Reforms to Advance Women’s Economic Participation

The regulatory environment for women’s economic participation has improved over the past two years, with 40 economies enacting 62 reforms that will help women – half the world’s population – realize their potential and contribute to economic growth and development, says a new World Bank study. Still, the results are uneven — women in many countries have only a fraction of the legal rights of men, holding back their economic and social development. The study, Women, Business and the Law 2020, measures 190 economies, tracking how laws affect women at different stages in their working lives and focusing on those laws applicable in the main business city. It covers reforms in eight areas that are associated with women’s economic empowerment, conducted from June 2017 to September 2019. “Legal rights for women are both the right thing to do and good from an economic perspective. When women can move more freely, work outside the home and manage assets, they are more likely to join the workforce and help strengthen their country’s economies,” said World Bank Group President David Malpass. “We stand ready to help until every woman can move through her life without facing legal barriers to her success.” The areas of Workplace and Marriage saw many reforms, especially in the enactment of laws that protect women from violence. In the last two years, eight economies enacted legislation on domestic violence for the first time. Seven economies now have new legal protections against sexual harassment in
employment. Twelve economies improved their laws in the area of Pay, removing restrictions on the industries, jobs and hours that women can work. Globally, the most frequent reforms were in areas related to Parenthood, with 16 economies enacting positive changes. Reforms included expansion of the amount of paid maternity leave available to mothers, introduction of paid paternity leave and prohibition of dismissal of pregnant employees. Achieving legal gender equality requires strong political will and a concerted effort by governments, civil society, and international organizations, among others. But legal and regulatory reforms can serve as an important catalyst to improve the lives of women as well as their families and communities. “This study helps us understand where laws facilitate or hinder women’s economic participation. It has incentivized countries to undertake reforms that can eliminate gender imbalances,” said World Bank Group Chief Economist Pinelopi Koujianou Goldberg. “Achieving equality will take time, but it is encouraging that all regions have improved. We hope that this research will continue to serve as an important tool to inform policy making and level the playing field for women.” The WBL index measures only formal laws and the regulations which govern a woman’s ability to work or own businesses– a country’s actual norms and practices are not captured. The global average score was 75.2, which improved slightly from 73.9 two years ago. Clearly, much more work remains as women in many countries have only a fraction of the legal rights of men,
holding them back from opportunities for employment and entrepreneurship. The eight areas covered by the index are structured around women’s interactions with the law through their careers: Mobility, Workplace, Pay, Marriage, Parenthood, Entrepreneurship, Assets, and Pension. Reforms are urgently needed in the area of Parenthood, which scored just 53.9 on average. In almost half of economies that provide any form of paid maternity leave, the burden falls on the employer, making it more costly to hire women. But paid maternity leave can help to retain female employees, reducing turnover cost and improving productivity. These longer-term benefits often outweigh the short-term costs to employers, according to the study. Of the ten economies that improved the most, six are in the Middle East and North Africa, three are in Sub-Saharan Africa and one is in South Asia. While there was considerable progress, the Middle East and North Africa remains the region with the most room for improvement. Eight countries now have a score of 100, with Canada joining Belgium, Denmark, France, Iceland, Latvia, Luxembourg and Sweden due to a recent reform in parental leave. Regional Highlights Advanced Economies: Advanced economies continue to make progress on the indicators. Of the 40 economies with scores above 90, 27 are OECD high-income economies. The Czech Republic and the United States reformed laws related to paternity and parental leave, giving parents more opportunity to share childcare responsibilities, while Italy and Slovenia equalized pension benefits between men and women.
Myanmar’s Growth Resilient Despite Global Slowdown TL Bureau, YANGON
Myanmar’s economy continues to show resilience despite the ongoing global slowdown and domestic uncertainties, according to a new World Bank report released today. The Myanmar Economic Monitor for December 2019 estimates that Myanmar’s economy grew at 6.3 percent in 2018-19, marginally higher than 6.2 percent in 2017-18. Economic growth is expected to reach 6.4 percent in 2019-20, helped by growing investment in the transport and telecommunications sector and planned infrastructure spending by the government before the 2020 elections. The service sector is the main driver of growth in Myanmar and is expected to grow by 8.4 percent in 2018-19. A slow recovery in tourism related services is offset by robust growth in wholesale and retail trade. The industrial sector is expected to grow by 6.4 percent, on the back of strong manufacturing growth offsetting slower growth in construction.
Despite seasonal floods and volatile demand, agriculture output growth is projected to be stable at 1.6 percent, with greater diversification in production and export destinations, but remains below potential. At the same time, it remains important to monitor domestic macroeconomic volatility. Since the June 2019 Myanmar Economic Monitor, headline inflation reached 10.4 percent in August 2019 as the important and carefully planned increase in electricity came on top of rising food prices. The report also points to continued insecurity and violence in border areas and the aftermath of the Rakhine crisis as factors that affect investors’ sentiment. The report sees external downside risks to Myanmar’s economic outlook from slowing global and regional growth, along with trade tensions. Global growth is expected to slow to 2.4 percent in 2019 from 3.0 percent in 2018. Growth in the East Asia and Pacific region is projected to slow from 6.3 percent in 2018 to 5.8 percent on average over the two years 2019-20, and to ease further to
5.6 percent by 2021. “Myanmar continues to experience robust growth but as the global economic environment deteriorates, the importance of domestic factors such as prevalent conflict, low private sector productivity, and institutional constraints challenge investor sentiment and hamper the country’s long-term prospects,” said Gevorg Sargsyan, Acting World Bank Country Director for Myanmar. “Urgent actions are needed to address sources of conflict, improve social inclusion, and foster a diversified and responsible private sector to sustain economic performance and set the foundation for Myanmar’s future prosperity.” The report special topic looks at Myanmar’s rapidly growing private sector. According to the report, reforms have lifted Myanmar quickly in the recent World Bank Group Doing Business Index. But firms in Myanmar need greater access to inputs such as finance, land, and skills, better connectivity, and an enabling business environment to support a responsible private sector.
East Asia and the Pacific: Four economies conducted four reforms in three areas. Thailand introduced a reform in the area of getting paid, and Timor-Leste in the area of getting a pension. Fiji increased the duration of paid maternity leave and introduced paid leave for fathers for the first time. Europe and Central Asia: Four economies enacted five reforms in five areas, and two economies changed laws to reduce opportunities. Armenia enacted legislation protecting women from domestic violence. Cyprus introduced paid paternity leave. Georgia adopted legislation to provide for civil remedies in the case of the unfair dismissal of a victim of sexual harassment. Moldova lifted some restrictions on women’s employment by limiting them to pregnant, nursing, and postpartum women. Latin America and the Caribbean: Four economies made four reforms in four areas. Barbados enacted legislation on sexual harassment in the workplace. Peru and Paraguay received high scores in the 90s. Economies in this region made important strides toward lifting restrictions placed on women in the 1980s and 1990s, but the pace of reforms slowed over the past decade. Middle East and North Africa: Seven economies enacted 20 reforms in seven areas, although one economy implemented a negative reform. Saudi Arabia made the biggest improvement globally, enacting reforms in six out of eight areas measured including in women’s mobility, sexual harassment, retirement age and economic activity. The United Arab Emirates also reformed in five areas. Djibouti, Bahrain, Jordan, Morocco and Tunisia implemented an additional nine reforms.
World Bank Approves Additional Credit to Support 86,000 New Households for Earthquake Housing Reconstruction in Nepal
TL Bureau, WASHINGTON D.C. The World Bank has approved an additional credit of US$ 200 million to the Earthquake Housing Reconstruction Project (EHRP) in Nepal. The EHRP and the second additional financing contribute to the Government of Nepal’s umbrella Housing Reconstruction Program (HRP) which aims to rebuild earthquakeresistant core housing units by providing housing grants to eligible beneficiaries who have enrolled in the program. The second additional financing will scale up EHRP’s support to the Government’s HRP by
financing reconstruction of an additional 86,680 houses in the 32 districts affected by the 2015 earthquakes. The impact of the earthquakes is estimated at 35 percent of Nepal’s Gross Domestic Product (GDP) with recovery needs of about US$ 7 billion. “It is our aim to ensure that no one is left behind as Nepal builds back better from the devastating earthquakes of 2015,” stated Idah Z. PswarayiRiddihough, World Bank Country Director for Nepal, Sri Lanka and Maldives. “We support the Government of Nepal’s efforts in reconstruction to help Nepalis rebuild not just homes but also lives.”

Heartbreak as Women and Children Perish in Migrant Shipwreck

“I saw some light of hope in people’s eyes hoping that their children or wives were alive but I had to give them the terrible news that some of their family members had died. Then I saw the deepest level of helplessness and desperation in their eyes. I had to inform a recently wed man that his wife and baby had died. I cannot find words to express how he hugged his deceased wife and child as a last farewell.’’ The words of Mehmet Emin Ayhan, a member of the IOM Turkey Mediterranean Response Team describing the scenes as survivors and the dead came ashore in Çeşme, Western Turkey at the weekend. Eleven people including eight children lost their lives in the shipwreck on Saturday (11/01) when their small boat carrying 19 migrants capsized 250 metres after launching, on the short journey to the nearby Greek islands. The eleven deceased - all Syrian nationals - were recovered by the Turkish coast guard at around 20:30 Turkish time. Among the eight survivors are four men, three women and one child. IOM Turkey’s Mediterranean Response Team was called to the disembarkation point and provided assistance in the form of blankets, hot drinks, first aid and comfort to the shocked survivors. This latest tragedy comes during an apparent spike in departures from the western coast of Turkey. In the past two weeks a boat carrying 15
migrants capsized and eight people died in the locality. A few days after that a vessel carrying 56 migrants capsized nearby leaving four migrants dead and one still missing. In a separate incident on Saturday, 20 people were rescued and twelve died when their boat capsized on an unusual route in the Ionian Sea near the Greek island of Paxos. Seventeen people are reported missing. The latest tragedy brings the total number of deaths recorded in the Mediterranean in the first ten days of 2020 to 35. According to figures provided by Turkish Ministry of Interior Directorate General of Migration Management (DGMM) 60,000 migrants and refugees were
intercepted trying to cross the Mediterranean to Europe in 2019. In December alone more than 3,000 migrants were intercepted by the Turkish Coast Guard. “More and more people are being driven by desperation to take these journeys of abject desperation”, said Lado Gvilava, IOM Chief of Mission in Turkey. “This latest tragedy breaks my heart, not only as we join the grief of the migrants and their families, but also as I hear, once again, that my staff have acted as heroes. Their hearts are forever marked with what they see every day, and I cannot praise them highly enough as they carry out their grim work with true dedication.”

RESIDENTIAL SENTIMENT PICK-UP SUPPORTS PROPERTY INDUSTRY OUTLOOK
TL Bureau, Canberra Strong house price expectations over the next 12 months have offset modest confidence in the economy to deliver an improved outlook for the property industry according to the ANZ/Property Council Survey for the March 2020 quarter. National property industry confidence levels have increased by five index points from the previous survey to 123. This is slightly above the average for 2019 of 121 index points, and three index points below the survey historical average. A score above 100 index points indicates net positive sentiment among survey respondents. Ken Morrison, Chief Executive of the Property Council of Australia said: “Housing construction is one of the big engines of the Australian economy, so it’s encouraging news that industry sentiment has strengthened, but it also heralds a renewed challenge for policy-makers on housing affordability. “Strong house prices help underpin confidence and activity, but without matching housing supply, this can lead to runaway price increases and real housing affordability pressure. “Coming off the back off a sustained drop in new housing approvals and construction starts, we must be vigilant to ensure housing supply keeps up with demand, including population growth, as the residential market reboots. “Governments must be on the front foot in keeping the housing supply lines open and support affordability through better planning and infrastructure delivery. “It will be important for all levels of
government to keep their focus on these challenges in the months ahead, on top of the huge job of helping our bushfire-affected communities recover and rebuild,” Mr Morrison said. The ANZ/Property Council has proven to be an accurate indicator of housing prices since its inception, as reflected in the chart below which compares the outlook tracked in the ANZ/Property Council and ABS dwelling prices since 2011. ANZ Senior Economist, Felicity Emmett, commented: “Signs of recovery in the residential property market have been emerging for some time, with sentiment turning around convincingly in May. Since then, auction clearance rates have picked up sharply, prices have been rising strongly in Sydney and Melbourne and housing finance is starting to pick up. “The improvement in the residential property market seems set to continue. The results of the latest survey show that the strong improvement in sentiment about residential property has extended into the current quarter. The continued improvement in credit availability suggests that the outlook for construction activity, not just prices, should begin to pick up in coming months – initially though a stabilisation and then up-tick in building approvals. Prices are benefitting from a combination of pent-up demand and low stock levels, but we think that the current strong monthly price gains will moderate in 2020 as more supply comes on stream and credit policies stay relatively constrained.

The UK Government is pressing for international marine protections to be trebled Environment Minster Rebecca Pow has called for governments around the world to join the UK-led 30by30 initiative to protect at least 30% of the planet’s ocean by 2030. 2020 is a critical year for ocean protection, with the UK Government pressing for higher marine protection targets, currently set at 10%, to be agreed as part of a new global biodiversity framework in October 2020. Speaking at the Greenpeace launch later today (15 January) of an animated film depicting endangered marine life, the Minister is expected to say: Climate change is ocean change. The blue lungs that cover our planet underpin all health and wealth worldwide – yet we’re on track to lose the coral reefs that support over a quarter of marine species. In my lifetime we’ve lost a shocking half the population of our marine species, half our coastal wetlands, and half our Arctic ice, imperilling hundreds of millions of people living less than 10 meters above current sea levels. So those of us who can help must step up to support the ocean to adapt to climate change. Our government is already rolling out nature-based solutions to tackle it, for example our work to maintain and enhance 20,000 hectares of mighty mangroves in Madagascar, Indonesia, Latin America, and the Caribbean. But change requires collective effort. That’s why we’re calling for at least 30% of the world’s ocean to be safeguarded by Marine Protected Areas in the course of this decade. Supporting the Minister to raise awareness of the vital importance of increased global marine protection is Sting. The musician and ocean campaigner is the narrator of a
new video launched today on the pressing need for global action on ocean protection, created in partnership with the International Union for Conservation of Nature, and screened at the Greenpeace event. #30by30: for the protection of 30% of the ocean by 2030. the pressures our wonderful and vulnerable ocean is under. The UK is at the forefront of marine protection and now has more than 50% of UK waters, including that of our Overseas Territories, set to be within Marine Protected Areas by 2020. We have recently designated 41 new Marine Conservation Zones (MCZs), spanning 12,000 square kilometres – an area almost eight times the size of Greater London – for a total of 91 MCZs. This means that over 40% of English waters designated as marine protection areas. At the United Nations General Assembly in September 2019, the UK Prime Minister announced a Global Ocean Alliance of countries in initial support of the 30by30 target. They include: Belgium, Belize, Costa Rica, Finland, Gabon, Kenya, Palau, Portugal, Seychelles, Vanuatu and Nigeria. This year, The UK Government invites all countries to sign up to this ambition, with the hope that 30by30 marine protection target will be agreed as part of a new global biodiversity framework at the Convention on Biological Diversity Conference of Parties in October 2020. Netball Australia has today announced a bushfire relief fundraising showcase match between the Australian Diamonds and a Suncorp Super Netball All Stars team at Qudos Bank Arena in Sydney on Sunday 1 March. The Australian Diamonds will come together outside of official scheduled duties to take on the Suncorp Super Netball All Stars and raise funds to support those affected by the Australian bushfires. Further information on this match including match time, how to purchase tickets and how the All Stars team will be selected will be made available in the coming weeks. In addition to the match, and in partnership with its state and territorybased member organisations, the Suncorp Super Netball league and clubs, the Australian Netball Players Association, corporate partners and NetFit, Netball Australia will utilise a range of initiatives to support fundraising for bushfire relief and recovery including: The Suncorp Super Netball preseason competition, the Suncorp Team Girls Cup, will be dedicated to raising funds to support the rebuilding efforts. More details on this event will be announced in coming days. Netball’s elite athletes will donate a “volunteer day” outside of their contracted requirements to work with Netball Australia, member
organisations and/or Suncorp Super Netball clubs on relief and recovery initiatives. Netball Australia staff will also donate two days. The annual Give for a Goal initiative, coordinated by the Confident Girls Foundation, will run throughout 2020 and will raise funds through a range of netball events and competitions including Suncorp Super Netball and this year’s International Test Series. Netball Australia’s member organisations will continue to work closely with communities to understand the full impact of the disaster and how Netball Australia can support recovery efforts. Netball Australia CEO Marne Fechner has acknowledged that the entire Australian netball community has rallied to support those in need. “The bushfires that have ravaged large parts of Australia over the past few months have been truly devastating, and netball is committed to providing both immediate and sustained relief for bushfire-affected communities,” she said. “The Australian netball community has a wonderful resilience and determination. We’ll do everything we can to assist both the broader Australian community and also grassroots netball-specific recovery efforts around the country.” Australian Diamonds captain Caitlin Bassett has been moved by the devastating events and is excited to be bringing her team together for such a good cause.

The 2019 winners are athletics coach Malcolm Arnold from Great Britain and artistic gymnastic coach Ulla Koch from Germany. They will receive the award this Friday, 17 January 2020, during a ceremony to be held at The Olympic Museum in Lausanne, in the presence of IOC President Thomas Bach and members of the IOC Athletes’ and Athletes’ Entourage Commissions. The IOC Coaches Lifetime Achievement Awards is an annual event honouring and recognising the work of coaches who have gone above and beyond to develop and nurture athletes in the spirit of Olympism. The award is being
delivered by the IOC Athletes’ Entourage Commission to celebrate one male and one female coach, active or retired, who harbour the qualities of a great coach, have participated in at least one edition of the Olympic Games and supported athletes on the road to their sporting dreams. “Congratulations to the two winners on this prestigious award,” said IOC President
Thomas Bach, Olympic champion in fencing, 1976, commenting on the announcement. “This is a recognition of the fundamental role that these coaches had on generations of athletes, inspiring them with the Olympic values and helping them realise their dreams. I know from my own experience the fundamental role coaches play in a career of an athlete.” Malcolm Arnold trained athletes from all around the world over a career that spanned almost 60 years, until he retired in 2016. He trained three Olympic champions, from Uganda, Canada and Great Britain, and his athletes held world records in the 60m hurdles, the 110m hurdles, the 200m hurdles and the 400m hurdles.

The Global Association of International Sports Federations (GAISF) has extended International Rugby League’s (IRL) observer status for a further two years in a sign of rugby league’s continuing growth within the international sporting community. IRL Global Operations Manager, Danny Kazandjian, has welcomed the extension and commented: “Our membership of GAISF is really important, an integral part of the organisation’s conversion into a high capacity international federation. “During the first twoyear observer period the number
of government recognised members increased by one third, the IRL undertook significant governance reform, modernised the organisation’s brand, agreed the first pillars of a ten-year international calendar and began assuming core international federation competencies for the first time, such as anti-doping and technical development. “We recognise the importance of GAISF membership for the sport of rugby league and for the wider IRL membership. It also allows other sports and agencies to interact with rugby league in a way that previously wouldn’t have happened, given the recognition of
our standards that GAISF provides. “We are working closely with GAISF and our members to achieve full membership. This involves managing the different and often complex government requirements in place in every one of our member nations, as well as in those nations aspiring to become members. “The process requires each member nation to satisfy the criteria of their own government and whilst that is sometimes arduous for some members, it is certainly a good discipline and is strengthening both their individual governance and access to resources, including all-important facilities to play and grow rugby league.”

The proceeds from the acquisition of the environmental certificates will be used to expand the Peralta wind farm in Uruguay. There, 25 turbines will cover the electricity needs of around 50,000 households. The wind farm has been recognized as a pioneering project by the Zofnass Program for Sustainable Infrastructure at Harvard University. It helps to further increase the share of renewable energy in Uruguay’s electricity mix and thus supports the country’s plan to achieve complete climate neutrality by
2030. In addition, a project for the use of wind energy in the south of Argentina is being supported. In the Patagonia region, the country’s largest plant of its kind, covering an area of around 1500 hectares and using 43 wind turbines, supplies climate-neutral electricity to the national grid. The new MINI Cooper SE is powered by a 135 kW/184 hp electric motor that accelerates it from zero to 60 km/h in 3.9 seconds and from zero to 100 km/h in 7.3 seconds. Its spacesaving high-voltage lithiumion battery, which is located in the vehicle floor, enables a range of 235 to 270 kilometres. A conventional household socket outlet is sufficient for charging, alternatively the MINI ELECTRIC Wallbox is available. To make charging up really quick, rapid charging stations with a capacity of up to 50 kW can be used.

Nearly 1,000 Migrants Returned to Libya in the First Two Weeks of 2020: IOM

At least 953 migrants, among them 136 women and 85 children, have been returned to Libyan shores in the first two weeks of 2020. Most were disembarked in Tripoli and all were taken to detention centres. NGO search and rescue vessels reported having rescued 237 others. These returned migrants are among the more than 1,000 who have left Libya by sea since 1 January, driven in part by the heaviest clashes Tripoli has seen since hostilities began nine months ago. Migrants who spoke to International Organization for Migration (IOM) staff at disembarkation points in Libya said that the escalation in hostilities in and around the capital, and the deteriorating humanitarian situation are the main reasons behind this increase in departures. During the same period last year, 23 bodies were recovered by the coast guard and no migrants were returned to Libya. The current sudden increase in departures is especially alarming given the very limited search and rescue capacity in the Mediterranean. EU renews its terrorist list of persons and organisations subject to sanctions TL Bureau, Brussels The Council today renewed the socalled EU terrorist list, which sets out persons, groups and entities subject to restrictive measures with a view to combating terrorism. Persons, groups and entities on the list are subject to the freezing of their funds and other financial assets in the EU. It is also prohibited for EU operators to make funds and economic resources available to them. The Council is empowered to establish a EU list and impose related restrictive measures under Council Common Position 2001/931/ CFSP, and Council Regulation (EC) No 2580/2001. The Council first set up the list as implementation of UNSC Resolution 1373/2001 that followed the terrorist attacks of 11 September 2001. It reviews the list at regular intervals, and at least every six months, on the basis of a regular exchange of information between member states on any new facts and developments relating to the listings. This sanctions regime is separate from the EU regime implementing UN Security Council resolutions 1267 (2011), 1989 (2011) and 2253 (2015 and targeting Al-Qaida and ISIL/ Da’esh. The EU also has its own sanction regime which allows the EU to apply sanctions autonomously to ISIL/Da’esh and Al-Qaida and persons and entities.

Justin Trudeau asked for Volodymyr Zelenskyy’s assistance in dialogue with the Iranian authorities as regards the identification of the bodies of the victims, including Canadian citizens. The Head of State commended the involvement of Canada’s representatives in the investigation. “Ukrainian experts and diplomats are ready to fully assist Canadian counterparts in Tehran,” Volodymyr Zelenskyy stressed and reiterated willingness to provide logistical assistance in returning the remnants of the bodies of Canadian citizens to Canada after the completion of the necessary formal procedures in Iran. Whether it is counterfeit watches or handbags, it should soon be easier for the Federal Customs Administration (FCA) to destroy fake products in small consignments. A new procedure aims to reduce the administrative effort by giving the authorities more leeway for their checks. These checks are essential – the importation of small consignments from Asia into Switzerland increased sixfold between 2014 and 2018. Swiss companies are particularly affected by counterfeiting. The Federal Council opened the consultation on the introduction of the simplified procedure on 15 January 2020. The consultation procedure will run until 30 April 2020.
