Three Correction Directions (CD) have been issued to a sponsored Facebook post by the Singapore Democratic Party (SDP) published on 2 December 2019, a post on the SDP Facebook page on 30 November 2019, and an article on the SDP website on 8 June 2019. The CDs will require SDP to carry a correction notice stating that its sponsored Facebook post, the post on its Facebook page, as well as the article on its website, contain a misleading graphic and false statement of facts. Corrections and clarifications regarding falsehoods posted by SDP On 2 December 2019, SDP published a sponsored Facebook post, which contains a graphical illustration depicting that plunging local PMET employment.

This is wrong. As reported in the Ministry of Manpower’s Comprehensive Labour Force Survey, local PMETs employment has risen steadily since 2015. The sponsored Facebook post, as well as the post on SDP’s Facebook page, contains links to an article on the SDP’s website titled, “SDP Population Policy: Hire S’poreans First, Retrench S’poreans last”. The article contains the statement: “The SDP’s proposal comes amidst a rising proportion of Singaporean PMETs getting retrenched”. This statement is also wrong. There is no rising trend of local PMET retrenchments. The number of local PMETs retrenched in 2018 was, in fact, the lowest since 2014. SDP’s statements seek to mislead Singaporeans The Singapore economy is continuing to create jobs despite the economic headwinds. Local PMET employment has increased consistently. At about 10.40am, a 57-year-old man parked a light goods vehicle (LGV) on an unnamed road near the junction of Kwu Tung Road and Ka Lung Road and got off the vehicle afterwards. The LGV was reportedly skidded forward in a sudden. The man was knocked down and rolled over by the LGV. The LGV continued to skid forward and hit a stationary LGV, and that stationary LGV rammed into another LGV parked nearby. Sustaining serious leg injuries, the man was sent to Prince of Wales Hospital in semi-conscious state and was certified dead at 5.38pm. Investigation will be conducted by the Special Investigation Team of Traffic, New Territories North. Police officers sped to the scene. The 65-year-old man, sustaining head injuries, was rushed to Queen Elizabeth Hospital in unconscious state for treatment. Initial investigations reveal that a restaurant at scene was suspected to be burgled of around $50,000 cash, during which the man was suspected of being assaulted. The projects will be located in Sabah, Johor, Selangor and Pulau Pinang. One of the approved projects was an investment worth RM2 billion by a multinational glass manufacturer to produce float glass and photovoltaic functional glass at the Kota Kinabalu Industrial Park. This investment is expected to create over 1,000 job opportunities, whereby 80% will be Malaysians.

For the first nine months of 2019, Malaysia recorded RM149 billion worth of approved investments in the services, manufacturing and primary sectors. New mandatory dairy code welcomed

The ACCC welcomes today’s announcement of the introduction of a mandatory dairy industry code by the Minister for Agriculture, Sen. The Hon. Bridget McKenzie. A mandatory dairy code of conduct was a key recommendation of the ACCC’s 2018 dairy inquiry, which found significant imbalances in bargaining power at each level of the dairy supply chain. “Our dairy inquiry identified that imbalances in bargaining power between processors and farmers has allowed processors to transfer much of their risk onto farmers,” ACCC Deputy Chair Mick Keogh said. “We also identified a lack of transparency in contract and

pricing practices, limiting the ability of farmers to compare offers from different processors and hence reducing competition.” “We concluded that a mandatory code was the best way to address these systemic industry problems, so we are pleased to see that this has become reality,” Mr Keogh said. “We look forward to working with dairy farmers and processors as the new code is implemented. We will also be working closely with the members of our new Dairy Consultative Committee, to help ensure a smooth implementation.” The ACCC will be responsible for enforcing the mandatory code, to come into effect from 1 January 2020. A review of the code’s role, impact and operation will take place after 12 months.

Indian Ministry of Coal to Establish Sustainable Development Cell for Environmental Mitigation Measures.

TL Bureau, New Delhi The Ministry of Coal has decided to establish a ‘Sustainable Development Cell’ in order to promote environmentally sustainable coal mining in the country and address environmental concerns during the decommissioning or closure of mines. This move gains significance as the new private entities are now going to form a significant part of the future, a set of guidelines for proper rehabilitation of mines need to be evolved in tune with global best practices. Role of Sustainable Development Cell: The Sustainable Development cell (SDC) will advise, mentor , plan and monitor the mitigation measures taken by the coal companies for maximising the utilisation of available resources in a sustainable way, minimising the adverse impact of mining and mitigating it for further ecosystem services and will act as nodal point at Ministry of Coal level in this matter. This cell will also formulate the future policy framework for the environmental mitigation measures including the Mine closure Fund. Tasks of the Cell: The SDC will adopt a systemic approach, starting from collection of data, analysis of data, presentation of information, planning based on information; by domain experts, adoption of best practices, consultations, innovative thinking, site-specific approaches, knowledge sharing and dissemination and finally end with an aim to ease the lives of people and communities in general. All of the above will be done by executing following tasks on a planned way: 1. Land amelioration and afforestation: In India approximately 2,550 sq Km areas is under different coal mines and there are also plans to bring more areas under it. These land masses required both extensive and intensive amelioration measures and will be carried out as per following procedure: Collection of all the baseline data/ maps related to different coal mines like total mines/ block areas, OB dumps areas, water filled voids, reclaimed areas, unutilized areas, plantations etc., from various Coal

companies. All the data/maps will be collated and analysed on a GIS based platform and different thematic information and maps will be prepared. These will be updated at regular intervals. All GIS based activities will be carried out with active participation of CMPDIL. To help Coal companies to identify areas where plantation projects could be taken up immediately, along with identification of various species of plants, suitable for specific regions to create large carbon sinks for climate change management. To Identify the activities to be taken up for creation of additional land suitable for plantation, stabilization of slope, soil treatment, creation of levelled land, de-watering etc., as per time line under MCP. It also checks the possibility and plan for productive reuse of these lands for rehabilitation, integrated modern township, agriculture, horticulture, FCA compensatory land, renewable energy farms etc. 2. Air quality, emission and noise

management: To advice coal companies for effective implementation of environmental mitigation measures (water sprinkling, dust suppression methods, noise barriers etc.) related to air and noise pollution generated due mine activities, heavy earth moving machines (HEMMs), transport of coal etc. It also works towards energy efficiency in the mining operation, noise and emission reduction in case of HEMMs. Analysis of Environment Management Plans (EMP) of different companies and will advise coal companies to making it more effective. 3. Mine water management: Collection of data regarding present quantity, quality, surface runoff, drainage of mine water, future availability of water collected in UG or OC coal mines etc., and to analyse it on a GIS based platform to prepare model Coal Mine Water Management Plans (CMWMP). The plan will suggest ways and also have innovative planning to

storage, treatment and re-use of such water for drinking, irrigation, fisheries, tourism, industrial or any other sustainable purpose. 4. Sustainable Overburden Management: The cell will also check feasibility and suggest measures to reuse, recycle and rehabilitation of over burdened dumps in a sustainable manner. Will examine and plan out use of overburdened material for use in different infrastructure projects, earthen bunds etc. 5. Sustainable Mine Tourism: To explore and conceptualise a plan for the beautification & creation of eco parks in the reclaimed areas and which will also include water bodies etc., for re-creation activities and tourism purpose. It will also explore tourism potential and plan it out in few underground mines. 6: Planning and Monitoring: Analysis of Mine Closure Plans (MCP) of different companies and advise to make it more effective. To help Coal companies to finalize time- line for execution of different mitigation activities / projects in all mines in phased manner. Will also monitor effective utilization of Mine Closure Fund and Environment Budgets of Different Coal Companies. To formulate future guidelines for the mine closure plan, mine closure fund etc. 7: Policy, Research, Education, and Dissemination: Will hire experts/ institutions/ organisations to conduct specific studies for establishing a robust knowledge base. Will organise consultative meetings, workshops, field visits, exposure study tours etc., to enrich the knowledge base, known best global and ideas for environmental mitigation planning and monitoring. Will conduct regular workshop and seminar for the company level officials to educate them in new methods, technologies, approaches and also global practices. Thus the Sustainable Development Cell envisages to address the environment mitigation measures in a systemic manner and to provide a better environment to people working and residing in the vicinity of Mines.

Second race, second podium for the BMW Motorrad World Endurance Team in the FIM Endurance World Championship (FIM EWC): Ilya Mikhalchik (UKR) and Markus Reiterberger (GER) secured third place at the “Sepang 8 Hours” (MAS) with the #37 BMW S 1000 RR. Heavy rain forced Saturday’s race at the “Sepang International Circuit” to be reduced from eight to three hours. The newly established BMW Motorrad World Endurance Team is in second place in the overall standings of the World Championship after two races of the season. Team manager Werner Daemen’s (BEL) team qualified in fifth for the second round of the 2019/20 season of the FIM EWC. Mikhalchik and Reiterberger took it in turns on the saddle of the #37 RR. Their team-mate Kenny Foray (FRA) injured himself when he fell during a practice session on Wednesday, and was unable to take part in the remainder of the race weekend. The race in Sepang turned into a test of patience for everyone involved. The race was scheduled to start at 13:00 local time, but hours of heavy rain made it impossible to stick to the published schedule. The race started later than planned and behind the safety car, but was red-flagged after just a few laps. The conditions only improved at around 18:00 local time, enabling the race to be completed with a reduced duration of around three hours. Mikhalchik and Reiterberger initially rode in fifth place, but a flawless performance saw them move up into third place during the course of the race. The

BMW Motorrad World Endurance Team maintained this podium position down to the finish line. Privateer team BMW Sepang Racing finished in eighth place. Azlan Shah Kamarazuman (MAS), Adam Norrodin (MAS) and Julien Da Costa (FRA) took it in turns on the saddle of the #48 BMW S 1000 RR. Two BMW teams secured spots on the podium in the Superstock class. Former State Attorneys General Call on U.S. Territorial Political Leaders To Signal That the Rule of Law Must Be Obeyed

Former attorneys general from the last states to outlaw cockfighting – Louisiana, New Mexico, and Oklahoma – called on political leaders in the five U.S. territories and the U.S. Attorneys who enforce federal laws in those jurisdictions to stand together and signal to the animal fighting community that it must adhere to our federal animal welfare statutes. As of December 20th, an amendment to the Animal Welfare Act takes effect that eliminates any ambiguity that dogfighting and cockfighting and related activities are strictly forbidden in all U.S. territories. Congress gave the territories one year to wind down animal fighting and the new provision of law takes effect before the end of this year. All of these attorneys general witnessed the wind down of legal animal fighting in their states and they heard plenty of arguments that cockfighting was a cultural right. “Cockfighting is settled matter, as a question of moral conduct and law,” said Drew Edmondson, who served as Oklahoma Attorney General for 16 years. During Edmondson’s third term, voters outlawed animal fighting, making it the 48th state to ban the practice.

Edmondson defended the law in the courts, and the Oklahoma Supreme Court unanimously affirmed that, as written, the law was constitutional and a proper exercise of state authority. “Cockfighting is not a feature of Latino culture, despite the arguments brandished by animal fighters in my state,” noted former Attorney General Patricia Madrid, a Latina politician who served two terms before the New Mexico legislature barred cockfighting in 2007 and made it the 49th to do so. Ministry report: Virtually no changes in the coverage of collective agreements TL Bureau, Helsinki A study published today as part of the Ministry’s publication series on the coverage of collective agreements between 2017 and 2018 indicates that two thirds of private sector employees in Finland work for employers belonging to employer organisations. Collective agreements cover 269,000 employees on the basis of general applicability. General applicability means that the scope of application of collective agreements also extends to those employed by non-organised employers in the participating sector. Altogether 89% of all employees are covered by collective agreements. This means the coverage of collective agreements in Finland has decreased only marginally from 2014. The coverage of collective agreements refers to the ratio of those employed by organised employers to the total number of employees in the participating sector. In Finland, this ratio is a key determinant in decisions on general applicability. If 50% or more employees work for organised employers, the applicable collective agreement is considered generally applicable

to all employment relationships in the participating sector. The coverage of collective agreements in the private sector totalled 65% (66% in 2014). In other words, this was the percentage of private sector employees working for organised employers in 2017, which equates to nearly 945,000 employees (922,000 in 2014). Another 269,000 employees were covered by collective agreements under general applicability (306,000 in 2014), bringing the total number of private sector employees covered by collective agreements to almost 1,215,000 in 2017 (1,229,000 in 2014). According to the employment statistics of Statistics Finland, the total number of private sector employees was approximately 1,449,000 in 2017. This means that 235,000 of them were not covered by universally binding collective agreements. Those covered by such agreements accounted for 84% of all private sector employees. In the public sector, collective agreements cover all employees. When both the public and the private sector employees are taken into account, 89% of all employees were covered by collective agreements in 2017. In 2014, this figure was 92%.

people from every region and every heritage considered animal fighting to be inhumane and unacceptable.” As with federal lawmakers, Louisiana senators and representatives allowed for a oneyear phase out of cockfighting before the law went into effect. As with the territories, Louisiana, New Mexico, and Oklahoma each had dozens of fighting pits and hundreds of “cockfighting farms” that bred birds for fighting. Some state officials said there had been 2.5 million fighting birds in Oklahoma. Cockfighting is both openly and clandestinely conducted in American Samoa, Guam, the Northern Marianas Islands, Puerto Rico, and the U.S. Virgin Islands, and, according to sources, these jurisdictions are receiving fighting birds via the U.S. Postal Service, which is already a violation of federal law. The Congress has upgraded the federal law five times in the last two decades (2002, 2007, 2008, 2013, and 2018), and made animal fighting; possessing animals for fighting; transporting fighting animals or fighting implements across national, state, or territorial lines; or bringing a minor to a fight a federal felony. It is a federal misdemeanor to attend an animal fight.

The UK could secure an EU trade deal in 2020 if it learns lessons of Brexit talks

In a new report for the Institute for Government, former prime ministerial adviser Raoul Ruparel says it is possible for the UK to negotiate a narrow and shallow Free Trade Agreement with the EU – and have it ratified and in place – by the end of 2020. However, Ruparel, who spent a year as Theresa May’s special adviser on Europe and before that worked as an adviser to then Brexit secretary David Davis, warns that Whitehall is yet not set up to run complex Brexit negotiations or implement the result. He says the Department for Exiting the European Union should now be wound down, and the government should set up a new unit for negotiations and delivery run from the Cabinet Office or move DExEU’s work into the Department for International Trade (DIT).

Writing a guest report for the IfG, Ruparel argues that lessons must be learned from the first round of Brexit negotiations if future talks are to succeed, and warns that departmental preparations made under Theresa May’s government lacked direction and “may not have much bearing on [the current] reality”. Ruparel says there “urgently needs to be central political direction and decisions on the detail of the future relationship and the overarching strategy for the next phase – this should all then be turned into legal text as soon as possible (to help the UK get on the front foot).” Ruparel also warns that the desire for a deal to be in force by the end of 2020 may end up limiting the ambition of the negotiations. He argues that the government may face a choice as to whether the deal on offer is worth the EU’s demands in areas such

as ‘level playing field’ and fisheries. This choice suggests that the risk of the UK falling to reach an agreement by the end of 2020 is still real. Raoul Ruparel said: “The government and civil service have a lot of work to do if they are to prepare to leave with a deal – especially given Boris Johnson’s deadline of the end of 2020. As it stands, the UK does not yet appear ‘match-fit’ for the next phase of negotiations.
