In the Stockholm Declaration, Sweden has pledged to strengthen its efforts to promote remembrance, education and research about the Holocaust. In October, the Government will host an international forum on Holocaust remembrance and combating antisemitism in Malmö. In connection with this, the Government has allocated SEK 10 million in the Budget Bill for 2020 for a national initiative. It is now clear which four assignments will be included in the initiative: The Living History Forum will receive SEK 6 million to implement a national initiative to enhance educational initiatives about the Holocaust,
antisemitism, antiziganism and other forms of racism, to particularly target audiences that are rarely reached by the Forum’s activities. Various parts of the school and liberal adult education systems are to be the focus of the efforts. Civic orientation for newly arrived immigrants is also covered by the assignment. TWO MEN ARRESTED FOR LOANSHARK HARASSMENT

The Police have arrested two men, aged 29 and 30, for their suspected involvement in a case of loanshark harassment. On 25 February 2020, the Police were alerted to a case of loanshark harassment at a residential unit along Aljunied Crescent where the gate of the unit was splashed with paint and secured with a bicycle lock. Through investigations and with the aid of images from police cameras, officers from Bedok Police Division established the identity of the two men and arrested them on 26 February 2020. Two mobile phone were seized. Preliminary investigations revealed that the two men are believed to be involved in similar cases reported in Boon Lay, Yishun and Choa Chu Kang housing estates. The 30-year-old man will be charged in court on 28 February 2020 under the Moneylenders
Act (Revised Edition 2010). Investigation against the 29-yearold man is ongoing. First time offenders found guilty of loanshark harassment shall be fined not less than $5,000 and not more than $50,000 with mandatory imprisonment of up to 5 years, and mandatory caning of up to 6 strokes. The Police have zero tolerance against loanshark harassment activities. Those who deliberately vandalise properties, cause annoyance and disruptions to public sense of safety, peace and security will be arrested and dealt with severely in accordance with the law. Members of the public are advised to stay away from loansharks and not work with or assist the loansharks in any way. SPH REIT commits to provide tenants’ assistance scheme to help them tide through COVID-19

SPH REIT will be rolling out a tenants’ assistance scheme to help mitigate the impact of COVID-19 on the performance of its tenants in its Singapore assets. SPH REIT will engage its tenants to assess the impact of COVID-19 on each of their businesses and provide a holistic relief package to mitigate their situations. This is in addition to the 15% property tax rebate announced in Singapore Budget 2020, which SPH REIT will pass on the full savings to qualifying tenants. Other initiatives to encourage visitations to its assets will also be introduced in March 2020. At selected malls, more complimentary parking will be offered and preferential rates or full waiver for use of atriums and/or common areas will be granted for collaborative events with tenants
to drive footfall and sales. SPH REIT’s malls will continue their standard trading hours, but tenants have the option of operating shorter trading hours to alleviate staff cost and manpower planning. The DC rates for Use Group B2 {Residential, (non-landed)} have decreased by 0.2% on average. 5 out of the 118 sectors have reduction in DC rates ranging from 3% to 7%. If the income of these commission agents
has been pre-filled under the Prefilling Scheme, the 25% deemed expense will be automatically shown in their electronic tax returns. Where their income has not been pre-filled, they still have the option to claim the 25% deemed expense during e-Filing. The deduction will be automatically computed once they indicate their nature of business in their electronic tax returns. Alternatively, self-employed commission agents with an annual gross commission income of up to $50,000 may choose to claim tax deductions based on the actual amount of allowable business expenses incurred. They can do so by amending the computed information in their electronic tax returns. They will have to retain their expense records for 5 years and provide IRAS with the relevant supporting documents upon request.

Answer by Mr Ong Ye Kung, Minister for Education, on behalf of Mr Tharman Shanmugaratnam, Senior Minister and Minister in charge of MAS: Online scams and crimes are on the rise. Every one of us can be targeted, but the elderly are especially vulnerable. Such scams and crimes typically trick individuals into handing over their monies, through fake investment schemes or by using their personal information to access their bank accounts. The criminals reach out to their victims through telephone calls, messages and emails, even cyber attacks. The Monetary Authority of Singapore (MAS), the Singapore Police Force (SPF), the National Crime Prevention Council (NCPC) and our banks, have been working together to protect Singaporeans against these online crimes. Our efforts have focused on four main areas: First, raising public awareness. Public agencies have stepped up educational initiatives through media campaigns, roadshows and community outreach programmes. MoneySense, our national financial education programme, regularly puts out public messages to caution the public against online crimes and scams. Banks have also regularly remind their customers not to disclose account details, User IDs, passwords or SMS OTPs to anyone, no matter who they claim to be. Bank customers have also
been encouraged to maintain strong cyber hygiene by installing anti-virus software and regularly updating it. Second, MAS has issued various regulations and guidelines related to the security of online transactions. For example, banks must implement multi-factor authentication so that scammers cannot perform online transactions using only the User IDs and passwords of their victims. Fraud monitoring and detection systems are another prerequisite to facilitate timely detection and blocking of suspicious transactions. On a real-time basis, transaction alerts are sent to customers to allow them to quickly notify their banks of any unauthorised payment transactions. These security measures to curb unauthorised transactions, are now the industry norm in Singapore. Third, we freeze accounts suspected of receiving the proceeds from online scams. Where specific bank accounts have been identified to be associated with scams, the SPF’s Anti-Scam Centre will freeze the relevant bank accounts as soon as possible. Doing so disrupts the scam operation and increases the chances of recovering victims’ monies. Fourth, where the scam is cross border in nature, SPF will seek the co-operation of their foreign counterparts. The Transnational Commercial Crime Task Force (TCTF) was set up in October 2017 to investigate transnational scams such as China Officials Impersonation Scams, Internet Love Scams and Creditfor-Sex scams. It actively shares information with foreign law enforcement agencies, and where possible, works with them to mount joint operations.

Only wood that passes SVLK can be purchased by EU countries from Indonesia. Thanks to this cooperation, timber
exports from Indonesia to the EU enjoy “green lane”, or facilities without physical inspection. The Secretary General of the WCO, Kunio Mikuriya, views this cooperation as an important example to be shared with law enforcement officers (especially from the excise field) from all over the world that have gathered in Brussels for an annual meeting from the 24th to the 28th February 2020. For this reason, Secretary General Mikuriya has invited the Ambassador of Indonesia to Belgium, EU, and Luxembourg, Yuri O. Thamrin to share Indonesia’s experiences and capacities in developing cooperation with the EU through FLEGT. In addition
to the presentation by Ambassador Thamrin, the FLEGT issue was also discussed by 4 other speakers namely CITES representatives, EU official (DG Environment), customs official from India and excise official from Indonesia. Ambassador Yuri also took this opportunity to stressed that there is still a need for the EU to address various deficiencies and loopholes so that products that already meet EU criteria such as Indonesia’s timber are not disadvantaged. Blood donation precautionary measures in response to COVID-19

The BTS regularly reviews the blood donation arrangements for prospective donors who have returned from areas with potential risks of infectious diseases. In response to the latest developments in COVID-19, the spokesperson for the BTS today (February 29) announced the following precautionary measure to be implemented
with immediate effect: Members of the public who have recently visited a place with active community transmission of COVID-19 should defer blood donation for 28 days from the date of departure. Currently, areas with active community transmission include the Mainland, Korea, Iran and three regions of Italy (Lombardia, Veneto and EmiliaRomagna). The report estimates that it may be responsible for China losing two per cent of its domestic growth rate for the first quarter 2020. TL Bureau, Edirne The International Organization for Migration (IOM) is monitoring reports of an increase in the movement of migrants in Turkey and assessing their emerging humanitarian needs. IOM staff in Edirne reported Friday afternoon that groups of migrants are traveling towards border crossings in the western coastal province of Izmir and the northwestern province of Edirne.
“The journey to Europe poses significant safety risks for migrants and their families who often fall victim to smugglers, adverse weather conditions, and lack of access to food and water,” said IOM Turkey Chief of Mission Lado Gvilava. IOM mobile response teams in both Izmir and Edirne are distributing thermal blankets, food, water, and providing essential humanitarian relief to the vulnerable.

Two girls aged just seven and five are among the latest victims of sexual exploitation in Belarus. Their mothers were paid to allow men to film their daughters being abused. This reallife horror story concerns two girls recently assisted by IOM Belarus. Sadly, the phenomenon is on the rise, and being luridly reported in the press. Overall, the Ministry of Interior of Belarus reports an increase in child victims of trafficking: 21 per cent of all victims of trafficking in 2018, compared to just 11 per cent in 2015. “Child sexual abuse, including online abuse, is a serious problem in Belarus,” says Dmitry Tsayun of the Ministry for Information. “Seven years ago, we began to focus on countering sexual exploitation and abuse towards children. Since then the number of identified crimes has doubled. It’s a hidden problem requiring greater attention and a comprehensive approach.” In response, IOM last year launched a nation-wide awareness campaign: ‘Teach Children To See Lies’, targeting parents. It also set out to provide
specialized training to those involved in identification and reintegration of victims of trafficking, including child victims of sexual exploitation. IOM brought the best expertise from regional and international levels to support the authorities in shaping a better way of identification and referral of children suffering from sexual exploitation, including online cases. Helliana Berner, Child Protection Officer from IOM, was part of two intensive training events for 60 government and civil society partners which finished in the Belarusian capital Minsk this
week. “I am really impressed with the expertise from the Government and NGOs gathered in one room. They are all trying to come up with nationally recognized standards to fight this shocking crime which wrecks innocent lives.” With the focus on prevention of sexual exploitation online, IOM enlisted the help of EPAM Systems, the leading software company in Central and Eastern Europe. The IT giant has previously worked with IOM in the area of prevention and was brought in to explain Internet safety principles and specifics to the partners.

The participants of the event discussed the problems of television broadcasting, which arose after the beginning of the coding by four media groups of the satellite signal of their TV channels from January 29 this year pursuant to the decision of 2017. TL Bureau, Munich The seventh BMW Motorrad International GS Trophy, the 2020 Oceania edition, came to a close on February 16. After eight grueling days, and over 2500km travelled over both the North and South islands of New Zealand, Team South Africa emerged victorious in this most iconic of adventure motorcycling competitions – for the third consecutive occasion. Some 22 international teams, with participants from over 40 countries, took on the challenge of the latest edition of this unique competition. Riding in the Southern Hemisphere summer, the riders mostly enjoyed comfortable temperate conditions, but more than once they also experienced the unique Kiwi phenomenon of ‘four seasons in one day’ as overnight temperatures plummeted and the riders found rain and winds as they tackled the
trails. The GS riders also found themselves everywhere from sea level – on the North Island beaches – to thousands of feet up alpine passes in the South Island. The days were typically long with breakfast calls at 5:30 and up to 12-hours of riding. On the occasion of crossing the Cook Strait to reach the South Island the start was an even earlier 3:30; in all the riders became very familiar with eating breakfast by the light of their head torches. Once on the trails, the riders experienced every terrain New Zealand could offer, from sandy beaches, to gravel tracks, to rocky passes and a good number of river crossings. Their adventure riding skills and their endurance were most certainly tested. This year’s Int. GS Trophy motorcycle was the new F 850 GS, which more than proved itself as being up to the rugged task. It was also a delight to ride, with
so many of the riders expressing satisfaction in the bike’s versatility and performance, while proving fun to ride both on highway and on the trails. Team South Africa’s ‘threepeat’ The Oceania 2020 edition will be recorded in Int. GS Trophy history as one of the closest competitions (although it’s hard to go past the one-point win the UK recorded over the South Africans in 2010). Going into the eighth and final day there were three teams in close contention for the win, with less than 10 points splitting them: South Africa, Italy and France. And after the first test of the day – when the South Africans suffered an uncharacteristic fall – the competition hung on the outcome of the final parcour test. Only then Team South Africa rallied impressively, putting in three almost immaculate rides, while the need to attack saw Team France and Team Italy made some mistakes.

An independent judiciary is a vital component of any well-functioning democracy and is essential for safeguarding fundamental human rights. The Ministry of Foreign Affairs has also been made aware that the Norwegian Courts Administration has decided to withdraw from its planned cooperation with Poland under the justice programme. ‘In the light of recent developments in Poland and the decision of the Norwegian Courts Administration, the Norwegian authorities are not prepared to sign the agreement with Poland on cooperation in the justice sector under the EEA and Norway Grants scheme in its current form. The fact that we are now reconsidering this cooperation is a clear signal to the Polish authorities that the Norwegian Government is concerned about developments regarding the rule of law and the independence of the judiciary in Poland,’ said State Secretary Audun Halvorsen. Poland is the largest beneficiary of funding under the EEA and Norway Grants scheme, with an allocation of approximately NOK 8 billion for the current
funding period (2014-2021), divided between a number of different programmes. The justice programme (approx. NOK 700 million) is still under development. The planned programme has three main elements: cooperation on the work of the correctional services (approximately NOK 480 million), cooperation aimed at combating domestic violence (approx. NOK 60 million) and judicial cooperation (approx. NOK 110 million). In addition to the Norwegian Courts Administration, the Norwegian Ministry of Justice and Public Security and the Norwegian Correctional Service are also involved as partners in the programme. he parties will now review the plans for the justice programme in Poland. The Council today reached agreement (partial general approach) on the future Strategic Innovation Agenda (SIA) of the European Institute of Innovation and Technology (EIT). Together with the EIT regulation, which provides the legal basis for the EIT, the SIA complements the legislative framework for the functioning of the EIT for the years 2021 to 2027. It sets out the priority fields and strategy of the EIT for the period 2021-2027 by defining the EIT’s objectives, key actions, mode of operation, expected results and resources needed. The SIA also ensures the coherence of the EIT with Horizon Europe, the future EU framework programme for research and innovation for the period 2021-2027 and is expected to foster synergies with other EU programmes. “Today’s agreement paves the way for more open and more efficient Knowledge and Innovation Communities across the EU.
