Peninsula Says NO to Cruise Port! Will Belmopan Get the Message?

H

aving been rejected by Government in its bid to establish a cruise port on Crawl Caye, in the Southwater Caye Marine Reserve, Norwegian Cruise Line—with the encouragement of that same Government—has now set its sights on Harvest Caye, less than three miles from Placencia Village. And like the Crawl Caye proposal, the latest attempt to rob the Peninsula and southern Belize of its uniqueness is being vigorously resisted by residents throughout the area. The latest group to weigh in on the NCL proposal is the Placencia Tour Guides Association. At a packed meeting on June 19 the 40+ PGTA members in attendance voted with near unanimity to oppose the US$25 million project on a number of grounds, including NCL’s failure to commit to employment of Placencia guides, the environmental damage that would result from as many as 4,000 passengers per ship descending on pristine reefs, jungles and ancient Mayan sites, the change of character cruise tourism would bring to village life and the inevtable loss of loyal overnight visitors who have long been the mainstay of the Peninsula’s economy.

The tour guides have been joined in their efforts by the Placencia Chapter of the Belize Tourism Industry Association as well as the Toledo BTIA Chapter. Similarly, the Southern Environmental Association has condemned the NCL plan and has urged Government to reject it along with any future plans for Mass cruise tourism in the South. Newly Elected Village Councils Take Charge On May 19, less than 24 hours after Placencia swept the National Tourism Awards, people across the Peninsula participated in an important decision-making process that will play a big role in shaping the future of its respective communities over the next four years. Just under 1,000 people showed up to polling stations to cast their votes. In Seine Bight, of the total 390 votes polled, the people elected Peter Justo Augustine with 245 votes defeating opponent Eloise J. Lopez who gathered 145 votes.

In Placencia Village, a total 361 votes were polled in a hotly contested election. While previous PVC Councilor Ilsa Villanueva had initially announced that she had considered running for chairperson, but had decided to run for a councilor position instead, a change of heart came upon

the heels of the election, and Villanueva defeated incumbent Chairman Charles Leslie, Jr. with 261 votes to 91 votes. The Placencia Breeze recognizes the hard work and accomplishments of our previous village council leaders and wish the new members all the best as they take charge. ▪

Placencia Peninsula, Stann Creek, 18 June, 2013 (Placencia BTIA) – The Placencia Chapter of the Belize Tourism Industry Association condemns in the strongest terms Government’s willingness to accept mass cruise tourism in southern Belize. We find it inexplicable that Cabinet could reject Norwegian Cruise Line’s proposal for a cruise port at Crawl Caye yet simultaneously encourage the company to find an alternate site, in this case Harvest Caye.

We take great issue with claims that any particular segment of our community supports the kind of mass cruise tourism being proposed by NCL, be they tour guides, hoteliers or the population as a whole. Whether you cite the Seatone Report, National Sustainable Tourism Master Plan, Peninsula 2020 survey or the advice of virtually every independent expert asked to study the issue, the consensus is absolutely clear that Peninsula residents have no desire to see the unique authenticity of our community be destroyed by the introduction of mass cruise tourism.

Although Harvest Caye does not lie within a marine protected area, the same negative environmental impacts resulting from excessive visitor pressure remain. Likewise, despite the Prime Minister’s statements that traffic at the Belize City cruise port would not be diminished, the inevitable result of a southern alternative would be the eventual migration of ships away from the old capital. Most importantly, however, the development of a large cruise port in the south inexorably commits the area to an economic future based on mass cruise tourism. This type of mass tourism is 180 degrees opposite from the path of low impact overnight tourism that has brought the Placencia Peninsula so WE SAY “NO”! BTIA Toledo Chapter stands firmly against Norwegian Cruise Lines Proposal Toledo, 17 June, 2013 (Toledo BTIA) – Many organisations and individuals have already expressed their opposition to the development of Crawl Caye as a cruise port and the introduction of large-scale cruise ship tourism in southern Belize. The BTIA Toledo Chapter joins them in rejecting any introduction of large-scale cruise tourism in southern Belize, following the Government’s rejection of Crawl Caye on environmental grounds and their stated support of NCL’s request to seek an alternative site in southern waters. Tourists visit Belize to see our natural wonders – inland and offshore – and our tourism industry is dependent on conserving our natural resources. Toledo is a prime example of responsible tourism in action and we pride ourselves on employing responsible tourism practices – protecting the environment, preserving local culture, and benefitting the local communities.

The fact is that the campaign to inflict mass cruise tourism on southern Belize does not have its origins in any part of the South; it is simply part of a long running effort by one government official and a small group of associates whose motives have nothing to do with developing our community and everything to do with enriching themselves. We note with increasing disappointment the failure of the Ministry of Tourism to come forward with its position on this issue. Having spent hundreds of thousands of taxpayers dollars on independent studwith the mainstream cruise industry. Our sites have limited capacity and our infrastructure in general is completely unequipped to deal with the volume of visitors that cruise ships would bring. Our way of life and traditional values would be threatened. Toledo has worked long and hard to establish its reputation as a prime ecotourism destination and mass tourism would jeopardise our overnight tourism industry. There are many studies and statistics available which suggest that cruise lines do not provide the long-term economic benefits that overnight tourism does, many reports regarding pollution from cruise ships and the negative impacts on local communities. The disadvantages of large-scale cruise tourism led the BTB to reject any such proposition for southern Belize in their Sustainable Master Tourism Plan, specifically stating that“pocket cruise tourism [less than 300 passengers]" is the only acceptable form of cruise tourism in South Eastern Coast Belize and only in areas of new development in the northern portion of this section of the Belize coast.”

The fact is that overnight eco-tourism has been the traditional economic mainstay of this area and is growing quite nicely. This type of tourism is dependent on the maintenance of a healthy resource base. The introduction of large numbers of single day cruise tourists – no matter how carefully managed – cannot help but degrade our world class natural attractions, and eventually diminish both our environment and its attractiveness to overnight visitors. In short, we believe that the introduction of large scale cruise tourism to the south is not sustainable and would lead the death of the “goose that lays the golden eggs.” As a reminder, the Southern Environmental Association (SEA) is a Belizean non-governmental organization with a strong track record of effective marine conservation in southern Belize. Mr. Heredia and Mrs. Panton, your silence is deafening. The Placencia BTIA remains steadfastly opposed to the introduction of mass cruise tourism to southern Belize and will continue to be at the forefront of broad based opposition to what would amount to nothing less than a national disaster. Moreover, we urge Government to bring all segments of the tourism industry together to articulate a sensible policy toward cruise tourism and at the same time bring all elements of southern Belize together to develop policies and programs that will promote the economic, social and environmental well being of this richly endowed area of our country. Minister of Tourism Manuel Heredia Jr., one of six members of the ministerial subcommittee examining the proposal, has yet to make a public statement on the issue and his CEO, Tracy Panton, has been equally tongue-tied. It is reported that these public officials strongly support the NCL cruise port, saying that it will provide badly needed jobs and increase Government revenue…and however misguided, to hold that opinion is their right. But what is not their right is to hide from the people who will be most affected by their decisions. Speak Mr. Heredia and Mrs. Panton. Come and explain the reasoning behind your decision. To do otherwise is to disrespect the South and disrespect the very industry whose welfare you purport to promote. ▪

PLACENCIA FOOTBALL STARS JOIN BELIZE NATIONAL TEAM EN ROUTE TO GOLD CUP It’s one thing to have your country making a milestone in football with the Belize National Team making its debut in the Confederation of North, Central American and Caribbean Association Football (CONCACAF) Gold Cup, but to have four of those players representing your village football team is a whole other ball game. Placencia Assassins football fans have been very proud of their football stars Dalton “Pachos” Eiley, Jr., Ashley “Tosa” Torres, Luis “Baca” Torres and Bernard Linares for making the cut in the Belize National Team also known as the Jaguars. The Jaguars recently shined in Costa Rica during their outstanding performance in the Nation’s Cup where the Belize National Team qualified over rivals Guatemala and Nicaragua and roars of applause burst out of almost every bar and home in Placencia Village. “We made history and made our nation proud. We returned home as heroes,” said Dalton, who is the Placencia Assassins team captain and a Jaguars defense player. The four young men have been playing football together since they were children competing against each other in primary school tournaments. Older players like Dalton and Ashley also played together with the Placencia Pirates, Sagitun and Texmar, successfully competing in regional and national tournaments. How could four cousins from the PlacenciaIndependence area all make it to this high point in their football careers? Dalton believes there is something special about the football spirit in the rural south. “Most of the players on the national team are from the southern districts and when it comes to Placencia – we seem to offer the most support to football compared to other rural villages. When you’re at a Placencia Assassins game, for example, there’s always a big crowd. Football has always been the biggest sport for us.” The cousins have been training hard along with other members of the Jaguars to take on the United States, Cuba and Costa Rica in three games to be played in three U.S. cities: Portland, Oregon; Salt Lake City, Utah and Hartford, Connecticut. It’s been a long road to this success in Belize Football history and while other countries with more established football federations can easily provide football as a money- making career to players, in Belize much sacrifice must be made to enjoy this sporting passion. Midfield player, Ashley Torres, who is a teacher at the primary school in Independence Village and the father of four-old-girl and an 11-month-old boy says reaching this point in his football career definitely came with its challenges, but the support and love from his family has served as a big push for him. And while Ashley’s mother might be his biggest supporter, he also has his full family support on the team. “Most players don’t have that kind of support, so we definitely take advantage of our relationship as cousins.” Dalton, who works as the purchasing manager at Wallen’s Hardware and is also a father, expressed the need for funding assistance for the Gold Cup in a letter addressed to the local business community. “I need to get all the proper football gears. This is the biggest game of my career and I would like to do well and bring my experience back to my beautiful village and share with our upcoming super stars.”

Eiley’s effort to seek assistance from the business community while the Football Federation of Belize have embarked on fundraising campaigns for the Jaguars demonstrates the high cost of reaching the desired level for Belize to excel in the Gold Cup. Three hundred thousand dollars is needed for the team’s Gold Cup preparations expenses. Following a telethon held on June 15 at the Princess Hotel in Belize City, only one hundred and thirty thousand dollars was pledged. The cousins remain optimistic, however. “I know we’ll do well,” said Dalton. “I feel like this is my last big chance.” Jaguars play their first Gold Cup match against the USA in Portland, Oregon on July 9. The team is led by Head Coach Ian Mork who been a familiar face with the player for sometime since their Placencia Pirates days in 2005. Lionfish: The Solution to Sustainable Seafood Sorrows! By Jennifer K. Chapman

Lionfish have a delicious, firm, white meat, frequently compared at tasting events to grouper, hogfish, snapper, and cod. It is rich in omega-3, and, better yet, with each mouthful you have helped to save countless juvenile reef fish.

Country Coordinator, Blue Ventures, jen@blueventures.org There are aliens in Belize, and they come in the form of lionfish. We do not want them. They threaten the health of our reef and our native fish populations. Unfortunately, invasive lionfish reproduce every four days; a sexually mature female will release two million eggs into the water every year. It is now recognised that it is impossible to completely eradicate lionfish from Belize’s reefs. However, it is possible to slow down or even stop the growth of their population, by fishing them. This is a valuable activity, as lionfish are known to feed on juvenile parrotfish and grouper.

However, despite the fact that lionfish have been heralded as a tasty alternative to native fish, it is still difficult to obtain to have an lionfish in restaurants and fish markets.

“For people impact on lionfish population growth, our efforts to remove them from the reefs need to dramatically increase.”

This is the driving factor behind a partnership struck between Blue Ventures and the Placencia Cooperative.

If that wasn’t enough, as a consumer, it is becoming increasingly difficult to find seafood that you can eat entirely ‘guilt-free’. With so many species and populations now listed as vulnerable, endangered or over-exploited, it is unsurprising that reef-savvy restaurant-goers simply don’t know what they ‘should’ or ‘shouldn’t’ order. The answer has arrived, and it is lionfish.

Originally from the Indo-Pacific, lionfish were accidentally released into the Atlantic Ocean in the 1980s. Their spread was initially slow, only reaching Belize in 2008. However, since their arrival, their population has exploded. Due to their voracious appetites for juvenile reef fish and shrimp, in the Caribbean lionfish are now considered to be one of the greatest threats to reef health, and importantly, maintaining and regaining healthy fish populations.

Lionfish venom is only found in the spines, and only affects you if it is injected into your bloodstream. The meat is not poisonous.

For people to have an impact on lionfish population growth, our efforts to remove them from the reefs need to dramatically increase. At the same time, it is widely recognised that many of Belize’s fisheries are fully exploited. The conch fishing season has closed early two years in a row, as maximum quotas for sustainable extraction were reached. Fishers around the country are in need of an alternative target species; one with no seasonal closures, no quotas, and no size limits.

Blue Ventures is a marine conservation organisation that works with coastal communities in developing countries to help them build the skills and knowledge they need to protect the marine environments on which their livelihoods depend. The Placencia Cooperative was formed in 1962, and currently processes fin fish, lobster, conch and seaweed. Blue Ventures has been promoting and studying the potential for local and export markets for invasive lionfish since July 2011. Committed is an understatement. Blue Ventures and the Placencia Cooperative first learned of each other’s interest in lionfish market development in February 2013, and arranged to meet immediately. Things have moved quickly and in less than six months, a new processing facility has been built and certified, logistics and paperwork have been completed, and a buyer in the USA is ready and waiting: with the first shipmenplanned for July 1 st, 2013. The volume for export has been temporarily capped at 200 lbs per week, whilst the Cooperative undergoes a quality-assurance period. Once completed, the weekly target will be increased five-fold. Together, Blue Ventures and the Placencia Cooperative hope to supply the seemingly inexhaustible international market. Sport Fishing Guide Calls for the Protection of the Tarpon Good Day Fellow Sports Fishers: Tarpon are a migratory fish. They migrate from extreme ranges as far north as Nova Scotia, Canada to as far South as Argentina. From our observations over the years, tarpons begin migrating North in March. The migration goes on thru to August. They slow down in September and October and start migration back South around the first week in November. While migrating thru Belize waters, there are several locations they stop in Belize and join resident tarpons. Belize River, Ambergris Caye and Tarpon Caye lagoon are the main three areas. In our area, the main reasons they stop at Tarpon Caye are: 1. 2.

The island sitting in the middle of the Victoria channel, thru which the tarpons naturally navigate. Tarpon love to feed on glass minnows. Tarpon Caye has a deep dark lagoon that is

home to a large quantity of these minnows, which feed on the algae that grows in the lagoon. Even the pelicans play a part in this feeding cycle. When they dive down to scoop up a mouth full of minnows, some are always injured in the process, and the tarpons find it easy to prey on the injured minnows. It is quite a beautiful natural process to watch. On September 26th, 2009 the Government of Belize enacted, into law, Statutory Instrument #144 to restrict the taking of Permit, Bonefish and Tarpon to catch and release only. This act requires all the above species to be returned alive to the water. It is now illegal for any restaurant, fisherman market trader etc. to be in possession of these species. With sports fishing bringing approximately $50 million BZ per annum into the Belizean economy, it was one of the best moves the Government of Belize could have done, to make sure this niche sector of the tourism industry remain sustainable.

Now, one of our major concerns at Tarpon Caye, is the fact that in the federal waters of the Gulf of Mexico, tarpons are being purposely (and legally) speared in the hundreds! This may very well pose a detriment to the tarpon stock in Belize, due to the fact, as explained above, these fish are migratory, and since they are being killed in such large quantities in the Gulf of Mexico, it may eventually lead to the depletion of the tarpon stock in Belize. This may also pose a detriment to the future of the sports fishing industry in Belize, and those of us who make a living from this very sustainable niche tourism service. We are asking all stakeholders to lets join together to help lobby the US Fisheries Management Commissions to enact regulations that would protect, enhance and preserve these migratory fish in the Gulf of Mexico, from which so many people, from North to South America, make a living. Belize Olympics Star Kaina Martinez Prepares for Second Seine Bight Track and Field Kids Camp Belize 2012 Olympics Star Kaina Martinez is holding her second Summer Break Track and Field Games for children ages four through 15 in Seine Bight on July 20, 2013. Her first camp saw the participation of 120 children and this year she is expecting 200 participants. “I had many kids come back saying how much fun they had and how much they had learn,” said Martinez. Hoping for another successful year and another great experience for the children, Martinez is seeking the support of the community to assist her with: school supplies, certificates of participation, t-shirts bearing the designed

logo of the camp, a day’s meal and hydration drinks. Kaina said that she was very pleased to see the turnout of 120 to her first camp last July. “This showed me that these kids were eager to do something and that opportunities like this don’t come along all the time in Seine Bight.” Martinez’ camp is aimed to encourage children in Seine Bight to pursue their dreams, no matter their limitations.

2013 Battle Cancer Program Engages More Men in the Conversation As Raquel Battle reaches her seventh year organizing the Battle Cancer Run/Walk and other activities annually held during the Lobsterfest weekend, she is doing more this year to raise funds for the Edlin Leslie, Sr. Hospice and Home Care and to increase cancer awareness among men. “Since we’ve started doing screenings, we have observed a greater participation of women compared to men,” said Battle. Her efforts to strengthen the prostate screening initiative won her the assistance of American film and television actor Richard Gant who is headlining the “Keeping It Real Talk” to be held at the Tipsy Tuna on Friday afternoon at 2:30 p.m. Belizeans may be familiar with Gant’s character as “George Washington Duke” in Rocky V or with his roles in Daddy Day Camp starring Cuba Gooding, Jr. and in the acclaimed television series, Men of a Certain Age where Gant acted alongside Emmy Winners Ray Romano and Andre Braugher. “I was very interested in Raquel’s cause and offered to lend her my support and come to Belize,” said Gant who resides in Los Angeles, California. While the 69-year-old actor is healthy, he says any man over the age of 50 should have a great interest in the topic of prostate cancer. “It’s easy to get checked; men need to know this.”

While the architectural works are in progress for the hospice thanks to two Belizean volunteers based in North Carolina, Battle says more funds need to be raised to build the hurricane-proof, Dangriga-based hospice and make it a reality. The goals of the Blissful Sage Foundation, founded by Battle, are also to increase the number of in-home patients across the entire southern region of Belize, hire a part-time nurse, maintain the foundation’s office in Placencia, recruit more volunteers and increase educational efforts on the hospice program. To recognize partners of the Blissful Sage Foundation, Battle will be holding a special signing session at 3 p.m. on Friday afternoon at the Tipsy Tuna following the “Keeping it Real Talk” with Richard Gant. Participating in the Partnership Signing are: Belize Natural Energy, Ltd. who are donating $10,000.00 towards the construction of the hospice; the Anglican Diocese of Belize who will be offering spiritual support to patients and volunteer recruitment assistance; the Belize Cancer Center of Dangriga, the Rotary Club and others. ▪

Gant, who has never visited Belize or any country in Central America or even South America, is excited about his trip to Belize. Having a poignant interest in the cultures of the African Diaspora, Gant says he is looking forward to learning about the Garifuna and Creole people of Belize. Gant is also the co-founder of the My Mandela Moment, a Social Networking campaign that celebrates and reaffirms Dr. Nelson Mandela’s principles of leadership and community service. Men are encouraged to take advantage of the free prostate cancer screenings, which will be facilitated at the Athelo Cabral Health Center (Placencia Medical Clinic) on Friday, June 28 and Saturday June 29 from 10 a.m. to 12 p.m. and 1 p.m. to 4 p.m. (Cervical Cancer screenings for women will also be conducted at the Placencia Medical clinic at this time while the skin cancer screenings will be done at the Blissful Sage Foundation Office located along the main sidewalk near Tipsy Tuna on Friday, June 28 at 9:30 a.m. to 12:00 p.m. and 1:30 p.m. to 4:30 p.m.) Joining Gant on Friday afternoon for the “Real Talk” session on cancer at the Tipsy Tuna are Dermatologist Dr. Jorge Lopez Granja and other medical professionals. In addition to her cancer awareness initiatives, which have been successfully integrated into the Lobsterfest weekend program, Battle has also expanded her fundraising activities for the Edlin Leslie, Sr. Hospice with a silent auction held on Wednesday, June 26. Since her first Battle Cancer Walk/Run, Battle says the Blissful Sage Foundation has only raised enough money to cover the cost of screenings and to provide in-home care for terminally ill patients treated in Gales Point, Independence, Placencia and Dangriga.

Jack Shares Old Friends’ Contributions with New Residents By Jack Linker The 10 years I have lived on the Peninsula is only a short piece of Placencia’s history. But seeing all the new faces at our recent village council election caused me to reflect back on two of our missing friends who were important to all of us. Many others could be mentioned who lived here during this 10-year-period, but these two are especially missed because of their part in enriching the cultural life of our community. New residents may never have read or heard the humor of John Watler, but while he was here we all had the chance to appreciate his talent as one of the best comedians in the Caribbean and Belize. And new residents many not be aware of how many village kids benefited from the time and talent of Blanche "Bianca" Barkan Felsher who helped them become dancers and participate in our Christmas

pageants. New residents might also be unaware of the important roles both friends played in helping us start our world famous Placencia Sidewalk Arts Festival held every year during the weekend closest to Valentine’s Day and scheduled for Feb. 15 and 16, 2013.

The idea of an arts festival sprang from this discussion as a good way to attract tourists and artists to the Peninsula and to help our youth develop skills.

I’ll never forget one expat telling John we were wasting our time with a festival because we had no artists in Belize. At the first festival with Miss Bianca as president, we had over 60 artists displayed on the sidewalk and raised several thousand dollars in scholarship funds for the children. Thanks to the Placencia Chapter of the Belize Tourism Industry Association, the festival is still going 10 years later.

While many love our area because of the beautiful beaches and clean waters, it is the colorful and friendly people that make Placencia the place we love and enjoy to call home. And it was this spirit that came forth over 10 years ago, just after Hurri-
