SUPPORT OUR FIRE DEPARTMENT! By David Ford
The Peninsula Fire Department is a classic hybrid organization with government cooperating with the private sector. The National Fire Service runs the department, pays the salaries of the three firemen and officer in charge (no women yet as firefighters), and costs like gasoline, and trains the staff and volunteers. And the Placencia Volunteer Fire Department is the private non-profit that raises money and volunteers to supplement what the government can’t provide, and provides community input to the operation of the department in Placencia. There are three paid firefighters, plus an officer in charge, and two relief firefighters who are brought in when needed. There is an awake firefighter on duty 24 hours a day! That’s comforting. Officer Tyrone Bood is the Officer in Charge and Kathy Anglin is Chief of Peninsula Volunteer Fire Department. Kathy founded the Volunteer Fire Department after attending a fire in the area and seeing guys inexperienced at starting the water pump! She knew it needed priming! You can hear her tell them. Thus, the Department was born.
to eight new volunteers. All you need is spirit and commitment, and good health. Men and women are welcomed, of course. Generally, volunteers are on the low side of 55 years old. Of course, SAFETY is paramount and there is training for volunteers. The National Fire Service provides the training, which will be held in Placencia on two evenings/week for 9 months. This is serious business, folks. But it’s a wonderful business and there can be nothing more rewarding, plus in the old days, volunteer fire departments were called “clubs,” so you’ll be a member of a very distinguished club.
Benjamin Franklin developed the first volunteer fire department which served anyone with a fire, not just members who had already paid a fee, in Philadelphia in 1736. Volunteers have been the bedrock of firefighting ever since. A distinguished history. Join the club and help your neighbours when they are in great need! Long-term volunteers have many stories to tell, including saving the Goss Chocolate factory from a major bush fire before there even was a fire truck, with a dozen volunteers. And then there was the night that three fires were intentionally set at D’Tatch, Sunrise and Serenade, when all the available volunteers were well used indeed. One doesn’t want nights like that ever, but they can happen and the community survives by being prepared.
There’s no doubt that cash contributions are most welcome, as well (to Scotia Bank account # 8832255, if you are so inclined). The main fundraiser for the year is the Flaming Heart Ball (get it, FLAMING heart?!), held in March. It is hoped that the Ball raises about $20,000. But another $20,000 is needed in the next few months to finish the new fire station, at the air strip, hopefully by the end of 2016. A raffle is planned for the near future. The new station will have much better accommodations for the truck and the humans who actually did happen. Ms. Eloise spend their nights there. Lopez’ house burned to the ground. The Added Touch Can Brighten your Home or Business for the Holidays and Year Round By Robyn McCutcheon
What began as a business to supply Belizean made crafts to gift shops and hotels all around Belize, has certainly morphed into something else. After a stint at Go Graphics filling in for a departed friend, I thought I had the perfect niche that needed filling. I would be able to travel around Belize with Mayan crafts, pot pourri made from jungle ingredients, rainforest remedies, and the map of Belize (printed in Canada), wooden carvings and so on. But that brilliant idea was great adventure but not very sustaining. The Hummingbird nor the Placencia Road, nor the road to Gallon Jug were paved. The 1981 Subaru hung in there though.
became a bit more formal, no more working at the dining table. Nancy was a super accountant and put a polish on the business. All the time we were adjusting to the different tax protocols…VAT and so on. Internet had entered the picture. We bought a vehicle! Big time but we did hang onto the Subaru.
Its 25 years later and we have a warehouse in addition to the Belize City showroom. We also added a mini showroom on the peninsula at the ICB office in Seine Bight. And there are now four more talented people at TAT, who excel at customer service. These ladies can rhyme off the different wine glasses
And here is when it got interesting. Corol and George Bevier invited me to a Caribbean Hotel meeting in Cancun to assist at the Rum Point booth. That was 1991. And that is when the Placencia connection began. Both these folks, and others like Kitty Fox, Bruce Forrester, Ian Anderson, Judy Duplooy , all encouraged me to branch out into hotel supplies. They said they had a heck of a time getting good quality linen and amenities. That trend of listening to hoteliers and restauranteurs has continued right to this day. I’ve been known to dump catalogues on friends and say “hey just make your dream list for a perfect kitchen”.
we have without blinking. They roll with the uneven playing field that is doing business in Belize. They deal with the folks who want to learn about thread count and smile nicely at the folks who know it all and don’t want assistance. We learned a mandolin is a kitchen tool not a musical instrument. During the fall we often recognize a familiar voice, but calling from their new job. When Antolina goes to drop boxes at Tropic Air, the guys jump to help unload. And when I go, they wonder where she is! Even the traffic guys in the city watch out for her. The car has a black plate and yes she has the correct license, but they do love stopping her to check. Lydia does 90 percent of the phone duty and has nearly perfect recall of voices. She can answer the phone, do some task on the calculator and type all at the same time. In the past, she has had a bit of trouble distinguishing between a manatee and a dolphin. Lucy and Lily are the ones who know where everything is and contribute all the special touches that keep things running smoothly. And Lily makes great birthday cakes. So The Added Touch is a team business. And all ladies! It just happened that way, not on purpose. But we do have a great support crew in the business community; fabulous custom broker, the girls at Caribbean Shipping, the guys at Hyde, the truckers at Port that help us unload (we’re not feeble but help sure is nice). And a 24 hour security detail of eight legs and enormous appetites and two tails.
Eventually what had been a one person operation needed some help. On a fluke, I jokingly asked a manager of an off shore resort if she was ready for some solid land time. That was a huge step. The office

The Placencia Breeze December 2016
Know Your Liquor License By Harald Wallen
This is the time of year when all business places that sell alcohol start the process of renewing their “Liquor License”. There are many different types of licenses, but they ALL have at least two things in common. The first and foremost, is that they are all governed by the “The Intoxicating Liquor Licensing Act” Chapter 150-- “Revised Edition 2000”, which is the law. The second being that all liquor licenses expire on January 31st of any given year, thus the influx of newspaper adds, and the general scramble to get together all the necessary documents in order for renewal. In order to obtain, or renew an existing license, a person must first submit an application to the following; a)Stann Creek Liquor License Board (along with your newspaper advertisement), b)the Police, c)the Public Health Inspector, and d), the Fire Department. In the case of new applicants, a letter of approval from the Placencia or Seine Bight Village Council is also necessary. Before any license can be approved, or renewed, the business premises must be inspected by all the parties mentioned above. Here on the peninsula, we are very lucky to have the “Placencia Tourism Center” to act as our “facilitator”, and making the process much more convenient for all. The Stann Creek Liquor License Board holds scheduled quarterly meetings, traditionally scheduled for the second Monday of January, April, July, and October, with the January meeting being the primary one. To avoid any unnecessary expense and hassle, it’s always a good idea to check ahead of time, as meeting dates can change. To meet with the “Board” on any other occasion, will labeled as a “Special Meeting”, and will incur a cost of $100.00. Now, let’s take a look at the various types of liquor licenses that we have on the peninsula. I will start with the more common ones. 1. Publican Special: This is basically a “bar” license. It allows the holder to sell beer, wine, and intoxicating liquors, “To be consumed on the Premise”. Their hours are from 10:00am, to 12:00 midnight. Most restaurants prefer this type of license, in order to cater to a larger clientele. The annual fee for this license in the rural areas is $1,000.00.
2. Restaurant: This license is quite a bit more restrictive than the publican special, because it only allows alcohol to be served with the purchase of a meal. This license holder is allowed to be open from 6:00am until 12:00 midnight, and the annual fee is $500.00 in rural areas. 3. Shop: This license allows primarily grocery stores to sell “retail” alcoholic beverages “NOT to be consumed on the premises”. This license holder is allowed to have its premises open for business daily from 7:00am to 9:00pm. However, the establishment must remain closed on Good Friday, and Christmas Day, and the annual rural fee is $500.00.
be Consumed on the Premises”. They are allowed to be open daily from 6:00am to12 midnight, and the annual fee is $1,200.00. 9. Night Club: Because these types of bars are required to be sound proof, they are allowed to sell retail drinks “To be Consumed ON the Premises”, and to remain open for longer hours on the weekends. On Thursdays, Fridays, and Saturdays, their hours are from 10:00am until 2:00am the following morning. The rest of the week, they need to close at midnight. The annual fee for this license is the highest of all, being $3,000.00. 10. Vessel License: This one is fairly new to the Peninsula, And allows a vessel to serve alcohol to its passengers, “While Under Way”. The annual fee is $300.00.
4. Publican General: This license is basically the same as the “shop” liquor license, with one major difference. This is the only license where an establishment is allowed to sell alcohol “Wholesale” (by case). The annual fee for this license is quite a bit higher, at $2,500.00, and has caused much controversy primarily in Dangriga, where shop owners are selling by case, while dodging the high priced license allowing them to do so.
These are the types of “annual” liquor licenses that we see on the peninsula. In addition to these, there are two other types that are issued only on a “per event” basis.
7. Malt and Cider: This license holder is allowed to sell beer, stout, and wine “To be Consumed on the Premises”. No hard liquor such as rum is to be sold. Hours are daily from 9:00am to 12 midnight, and closed on Christmas and Good Friday. The annual rural fee for this license is only $300.00.
employees of any establishment, weather they be waitresses, cashiers, shop clerks, etc. are required to always have a current “Food Handlers Certificate”. Once again, the Placencia Tourism Center comes to the rescue by organizing group sessions with the Ministry of Health, whereby stakeholders can conveniently get all their employees certified.
The “SPECIAL” license is for individuals or groups that want to sell alcohol for a special occasion, such as sporting events, fundraisers, etc. This license is issued for certain hours only, costs $50.00, and requires the holder to have present two uniformed security (police). “When I got back to the police station, David was already there. What a gentle man! He spoke to Rex in a soft voice, and touched him with such care! Rex had some not too deep bite marks, but he just wasn’t himself. David told me PHS would make arrangements the next day with Tropic Air to fly Rex up to Animal Medical Centre in Belize City.”
Sarge admits that he watches movies about dogs. No wonder, then, that he and Rex have a very special bond.

Sargent Pedro Ical, seasoned 22 year police officer By Patricia Celenza Sargent Ical has served Placencia for two years. He had heard of Placencia Humane Society. He also knew PHS had a building near the airstrip. But his contact with PHS only became very personal when his seven month old dog, Rex, needed emergency care. Walking Rex on a leash in Placencia, an off-leash dog attacked him. The normally frisky Rex would no longer eat or walk. Sargent Ical did not know what to do, but immediately asked around for help with his dog. “I did not know the work of PHS, but the community sure did, and they knew who I needed to contact.” One of his friends had two dogs treated in PHS’ Seine Bight Outreach Program; she provided Sarge a couple of names of PHS board members. Sarge and Rex showed up at Patricia Celenza’s gate well after dark. As they examined Rex for injuries, Sarge received a call from David Kafka; David would meet him immediately at the police station. Word had indeed gotten out about
(Tropic Air handles PHS emergencies with generous professionalism, transporting pets and supplies around Belize at no charge. Unfortunately, though, there were no flights from Placencia to Municipal.)
“It’s true that dogs are man’s best friend. Rex greets me with affection when he hears my footsteps. He sends me signals with his bark. I am his master, and he takes me as God. That makes my responsibility to him that much greater. I was not happy that another dog attacked my dog, but I did not blaze up at the owner. We talked it out, and hope a lesson has been learned. There are laws in Belize where irresponsible owners can be charged; it is a serious court charge, with possible monetary compensation to the victim. Hopefully, things can be worked out, but if the police need to be called, that is what you must do. You may call me at 632-7800.”
Judy Roberts, a retired nurse and current PHS board member, and her husband, Sam, were driving to Dangriga the next day, and offered to drive Sarge and Rex to Dr. Mia PHS gratefully works hand in hand Canton. with you, Sargent Ical. “They picked Rex and me up at the police station at 8 am, just like they had promised. Sam put a towel down on the back seat of his vehicle, and Rex rested comfortably on it. I was so moved by that, someone, some stranger would be that kind and thoughtful about my dog. Dr. Mia felt Rex had some broken ribs, treated him and gave him some shots. The owner of the dog who attacked Rex covered the vet charges, but with PHS, there were no charges! Art Bar at The Pickled Parrot By Rebecca Walton
Art Bar combines arts, crafts, comradery, and wine (of course!) to create a fun and relaxed afternoon. Ladies are invited to do projects involving various mediums in a setting that is casual and lighthearted; not in a strict artist's studio. Don't worry if you've never been the artsy type; it's a great way to meet new people and try your hand at something different!
Recent projects have included: an acrylic painting of a sunset, pine needle baskets, chakra bracelets, water color parrots, colored pencil hibiscus drawing, Halloween wreaths and Christmas “snow men” made of sand! The most recent Art Bar was held on November 21st and each lady painted their own individual wine glass with tropical motifs.
at The Pickled Parrot on the third Monday at 3pm. The next one will be held on December 19th and the project will be handcrafted holiday ornaments. The cost for every Art Bar is 30 BZE and includes all materials and first glass of wine. Advance sign up is required (as space is limited) and can be done either at The Pickled Parrot or on Facebook at Placencia Village Art Bar is a monthly event held News.

After the meeting concluded, there was time for relaxing with community members from Placencia and Seine Bight and all the way from Belmopan, Belize City and Cayo while enjoying great BBQ lunch from Radiance Williams and snorkeling time around the caye. Fragments of Hope is registered as a not-for-profit in Belize since 2013, and recently registered in the US as a non-profit with 501c3 status.
