RIME Minister Hun Sen claimed yesterday to have ample evidence showing that opposition leader Kem Sokha, along with other party members, has had multiple extramarital affairs, and averred that he had personally intervened after police allegedly discovered one lawmaker trying to purchase sex with an underage girl in 2011. The salacious accusations were delivered during a speech at the inauguration of the new National Olympic Committee building, and offered almost concurrently with a press conference being held at Calmette hospital across town – where one of the supposed mistresses and her mother were recuperating after, they said, having been beaten up by bodyguards working for Sokha. Cambodia National Rescue Party members yesterday slammed the accusations as the latest in a series of baseless and below-the-belt attempts by the ruling party to character assassinate Sokha ahead of the July 28 election. For nearly a week, rumours about Sokha’s alleged mistress have spread across social media and local newspapers. Hun Sen yesterday called on Sokha to meet with the woman and settle the situation amicably. But he also threatened to release information should Sokha deny involvement. “If you [Sokha] were really strong, you would have filed a complaint against that woman to the court to defend your reputation, but if you dare not complain it means you really had a love affair with her,” Hun Sen said. “I believe that the court will find justice for you if you file a complaint.” Forestalling the inevitable counterattack that the incident had been staged by the ruling party, Hun Sen insisted

WHEN a bridge and kiosk collapsed into a pond at a Phnom Penh garment factory last month, injuring more than 20 workers, the Prime Minister’s Bodyguard Unit and police rushed to scour the murky water for survivors. Some hours later, those forces

remained unsure whether any workers from the Top World garment factory remained unaccounted for. The reason, Phnom Penh municipal police chief Choun Sovann said at the time, was that hundreds of garment workers had defied police orders to return to their stations for a headcount. “Our request was ignored and

workers just panicked and gathered right near us,” he said. Members of the bodyguard unit watched as workers wandered onto part of the sheltered bridge that balanced on the pond’s bank. Other workers stepped over debris that protruded from the water or walked in the way of a crane that was lifting concrete out of the pond, caus-

ing the operator to stop his machine and order them back. “I thought the crane could drop it on the crowd; the number of injured would have risen,” said Cambodian Labour Confederation president Ath Thorn. “The crowd should have been kept away.” No further injuries occurred and no one remained missing, but the bridge

PRIME Minister Hun Sen yesterday urged S-21 survivor Chum Mey to cease protesting against opposition leader Kem Sokha so the country can get back to focusing on the upcoming National Election. Speaking at the opening of the new National Olympic Committee of Cambodia headquarters in Phnom Penh, the premier also again denied that the ruling Cambodian People’s Party had orchestrated protests against Sokha, saying that if it had then the Cambodia National Rescue Party legislator would have been sent running for refuge. “Don’t say the government or the ruling CPP is behind this,” he said. “Do you want to taste what a protest led by the CPP would be like? “If leaders of the CPP, especially Hun Sen or [National Assembly president] Heng Samrin, led a strike . . . Kem Sokha would not be able to stand it. He would be running to hide in foreign embassies.” On Sunday, Mey passionately addressed a rally of about 10,000 people in Phnom Penh who had gathered to demand Sokha apologise for allegedly saying the Khmer Rouge’s S-21

interrogation facility had been faked by the Vietnamese. Sokha has denied the allegation, saying a tape purporting to contain the comments was doctored and other remarks he made taken out of context, but has since been confronted by protesters wherever he has gone. Hun Sen said those outraged by Sokha’s alleged comments wanted to continue protesting, but it would be in the best interests of all parties if they stopped – at least until after July 28’s ballot. “I would like to appeal to uncle Chum Mey as well as other demonstrators to please postpone strikes,” he said. “I cannot deny their right to strike but, at the moment, I ask them to postpone their protests temporarily at least until the election is complete.” Hun Sen, however, said he did not want to ask protesters to stop exercising their right to demonstrate altogether, but encouraged them to do it in ways that would not affect political activity. Chum Mey said he would honour Hun Sen’s request to desist protesting – but he said he was considering legal action against Sokha as an alternative.

“Of course, we have to respect Hun Sen because he is like a parent to us. We will not protest from now,” he said. “However, I will discuss with other victims about a plan to file a lawsuit with the court. The court can take it from there and hear the case according to the law.” The CNRP issued a statement a few hours after Hun Sen’s speech welcoming his appeal for protesters to postpone their public demonstrations against Sokha. “The CNRP believes that keeping the situation calm

before the election will improve the atmosphere and will be a factor that encourages political stability and national reconciliation,” a statement said. The prime minister also said opposition politicians should stop making insulting comments about the CPP during its rallies as a way of inciting ill-will against it. “I would like to appeal to the opposition party not to use tricks or say the government has to take responsibility for everything you’ve said. You create these bad situations yourself,” he said.

DEMINER was killed near the Cambodian-Thai border on Wednesday when a piece of unexploded ordnance (UXO), believed to be an anti-tank mine, went off during a demining operation. Mol Pisith, 34, from Takeo province’s Samrong district, died in the explosion in Koh Kong province. Two of his co-workers, Yuth Yuoy, 38 – who was seriously injured – and Kong Vibol, 43, were taken to Calmette Hospital in Phnom Penh for treatment. All three men were carrying out work as part of an explosive ordnance disposal team for demining group Halo Trust, which has removed more than 400 UXO from Cham Yeam village, about 30 kilometres northwest of the capital of Koh Kong province, where the accident took place. “On the day of the incident, the officers lifted the anti-tank mines to take them to safety,” a provincial staff member, who declined to be named, said.

A statement by the Cambodian Mine Action Authority said the organisation will provide support to Piseth’s wife and father. It will also provide assistance to the two injured workers until they fully recover. “It is a reminder to us all as to the continued requirement for this critical humanitarian work, and also that we should never forget the dangers posed by such ordnance.” According to information provided by the database manager for the Cambodia Mine Victims Information System, Nguon Monoketya, four people were killed by unexploded ordnance between January 1 and April. Of those four, one was a demining professional. Injuries caused by UXOs during the same period totalled 28. One quarter of those who were injured were demining professionals. In January, four American demining instructors were injured at a training site in Kampong Chhnang province. The men were attempting to dismantle a UXO to use it as a teaching aid when it went off, causing them severe facial and arm injuries. Suddenly, he snatched his hand away and his two guards rushed in and kicked my mother in her chest and stomach and hit her several times on her body, causing blood to come from her mouth,” Sophanary said, adding that she too had been hit “lightly”. Neither had any visible injuries and doctors and nurses refused to speak with reporters about their condition. According to Sophanary, Sokha spotted his guards beating her mother but walked away to speak to his followers who, she claimed, surrounded and shouted obscenities at her. “I suffered greatly when he pretended to ignore us, especially as I have been his second wife for more than 19 years. We just ask him to recognise the truth and ask for some money to treat my illnesses,” she said. “I will sue him and his guards through the court as soon as possible with accusations of violence against women.” Sophanary said her woes began months earlier when, after hurting her hand, Sokha refused her $50, leading her to file a court complaint seeking compensation. Speaking with reporters yesterday for more than two hours,

her story appeared increasingly full of holes. At one point, she claimed the problem with her hand was the catalyst for seeking money from Sokha in February, but later said she hadn’t injured her hand until around Khmer New Year. A municipal court clerk, Heng Bophea, meanwhile, said he hadn’t heard of any case being filed by Sophanary. Multiple calls to Kem Sokha went unanswered yesterday, but party spokespeople insisted the story was fabrication and Hun Sen’s comments were little more than the work of a scared politician. Kem Monovithya, CNRP spokeswoman and Sokha’s daughter, said thousands of supporters had attended the Prey Veng event and none bore witness to any violence. “I think what she is saying is inaccurate and said in order to cause chaos for Kem Sokha and his guards,” he said. The party had no intention to file a complaint against her despite Hun Sen’s suggestions. “We don’t know her background and we think she was hired to disturb,” she said. After offering advice on how best to address the mistress situation, Hun Sen in his speech claimed he had saved an opposition leader and lawmaker from arrest and scandal after he

was caught attempting to buy a 15-year-old virgin in 2011. “Your political career would have been finished two years ago when my phone rang because [police] requested to arrest an MP and opposition leader after he deposited $500 to take a 15-year-old girl,” Hun Sen said. “It was not staged . . . if you want to know, I will post it [on Facebook] and it will be serious if I leak out this embarrassing love affair photo of you.” The premier said the information came not from military police or spies but directly from an opposition party insider who leaked the information. Touch Naruth, who at the time of the alleged intervention served as Municipal Police chief, declined to comment last night. CNRP spokesman Yim Sovann urged the CPP to focus their attention on the people, rather than engaging in mud-slinging with political opponents. Whether the strategy will pay off is difficult to assess. While Sophanary was vague about the damages she’d seek, there is a chance she could ask for him to be charged under the Adultery Law. If it were to happen, it would make Sokha the first politician to face the charge since Prince Norodom Ranariddh in late 2006. The charge against Rana-

riddh, which was filed by his estranged wife, came shortly after the adultery law was passed. The law was rammed through by the CPP and Funcinpec, and popularly believed to have been enacted to bring down Ranariddh, whose newly formed eponymous party had been steadily gaining power. If violence charges were filed, meanwhile, Sokha could be swiftly arrested, pointed out political analyst Lao Mong Hay. Having lost immunity with all other opposition lawmakers last week, Sokha could serve a lengthy pre-trial detention whether or not evidence could stand up in trial, he said. Even without an arrest, the claims could easily “be used to exploit and discredit Kem Sokha. This is part of a series of continuous actions to kill his personality”. There was a chance the move could misfire, gaining more sympathy for Sokha, he said, with an equal chance the public simply might not care. “There were such allegations against the PM some years ago with regards to Piseth Pilika’s murder,” Mong Hay said, referring to widespread rumours that the singer had been having an affair with Hun Sen. “That issue has died down and no one revived it.” ADDITIONAL REPORTING BY ABBY SEIFF

N THE second day of hearings trying Chhouk Bandith, one witness testified that the former Bavet town governor was responsible for shooting three female garment workers at a demonstration last year, while another said he helped the suspect escape. Despite the absence of both Bandith and his lawyer, 10 witnesses took to the stand yesterday. Long Phorn, deputy Prasat commune police chief, told the court he was metres away from his former boss when the shootings occurred. “When I heard two to three shots, I rushed to take a look and saw Chhouk Bandith shooting workers. I also saw a girl vomiting blood who then collapsed, with a young man running to help her,” he said. After that, Bandith shot four more times into the crowd until his gun stopped working and could have killed many

workers, he added. “If Chhouk had not run away after shooting [the workers], he would have been beaten to a pulp. Deputy Bavet town military police commander Reach Chomnith said that, upon hearing gunshots, he rushed to the scene and saw Bandith shoot into the air, though he did not see him hit anyone. “Then he shot a second time [before] his gun stopped working,” he said, adding he then helped Bandith escape through a back road. Chea Sina, deputy Bavet town police chief, told the court that he repaired Bandith’s gun after Chomnith failed to do so. “The gun belongs to the Bavet town governor. I am the person who repaired his gun and the person who [helped] him to climb a fence,” he said. Despite the claim, some witnesses in court yesterday maintained Bandith’s innocence. Bandith could not be reached yesterday and again did not appear at court.

FTU asks for benefits for fired staff

HE Free Trade Union on Wednesday wrote to the Ministry of Labour asking the Labour Dispute Department to compel the Sabrina Garment factory to pay compensation and severance benefits to the nearly 300 workers the factory fired on Saturday. FTU president Chea Mony said the Kampong Speu factory’s officials had forced workers to thumbprint resignation documents without receiving the benefits they were guaranteed under the Labour Law. “The company is famous for five-star standards, but in fact, the company put pressure on the workers to resign. So we ask the Ministry of Labour to intervene,” he wrote in the letter. The workers were fired after protesting the arrest of eight of their colleagues, who are accused of using violence at a demonstration that left at least 23 people injured. The Sabrina Garment factory, a Nike supplier, could not be reached yesterday.

Fresh discord, older clashes arise at KRT Stuart White

The Khmer Rouge tribunal held what Trial Chamber President Nil Nonn called its final trial management meeting yesterday, prompting fresh disagreements over new issues, and renewing older clashes that had long lain dormant. At the fore was a series of concerns raised by Khieu Samphan’s defence counsel Arthur Vercken, who took issue with what he described as a seeming bait-and-switch. The court initially asserted that the three prior readings of key documents were solely “for educational purposes” for the public and haven’t addressed the prominent role those documents are likely to play in closing arguments. “As we approach the close of the proceedings, we have had three document hearings, and we have had no adversarial proceedings and dialogue, and the parties could not react,” Vercken said, highlighting the fact that defence teams were not allowed to challenge the documents being read at the time.

Prosecutor William Smith, however, said all teams had had a chance to challenge documents’ admissibility long before the key document hearings were even held, and painted the Samphan defence team’s objections as indicative of an overall strategy of procedural nitpicking. “When Khieu Samphan’s counsel states that [their] fair trial rights are being violated because they haven’t had ample opportunity to challenge those documents, they . . . have completely got it wrong.” In the afternoon, the court returned to matters of trial management, with the Nuon Chea defender Victor Koppe asking why the trial chamber hadn’t yet decided on whether to call his client’s “one and only character witness”, who was also prepared to testify that the Democratic Kampuchea regime had no policy of targeting former Lon Nol officials and soldiers. The day’s session concluded with the trial chamber announcing that decisions would be made on the various issues in due course.

Work-related deaths, injuries rose in 2012 Sen David

HE number of officially recorded workplace deaths in Cambodia increased by more than 25 per cent from 2011 to 2012, while the vast majority of those injured at work were women, National Social Security Fund figures released yesterday reveal. A total of 59 people were reported to have died as a result of work-related accidents last year, while more than 10,000 of the 14,233 injured were women – mostly from the garment and footwear sector – according to the figures. Most of those who died were construction workers or garment employees travelling to or from their factory. Recorded deaths overall increased from 47 in 2011, while injuries rose from 12,571. “These figures are from all sectors and include faintings and accidents on the way to work,” said Leng Tong, director of the occupational health and safety department at the Ministry of Labour. relied on employers lodging official reports for compensation and the actual number of injuries could be higher, particularly in the poorly monitored mining sector, Tong added. American Center for International Labor Solidarity country manager Dave Welsh said the number of workplace deaths was likely higher. “I’m not saying they’re deliberately whitewashing figures, but they may not be including workers in the informal sector,” he said.

Tuk-tuk drivers and motodops are among the many workers across the country that fall into this category. Last November, the government announced it would introduce four prakases designed at improving safety in the construction industry by tightening on-site regulations. Huy Han Song, secretary of state at the Ministry of Labour, said at the time that reform was needed to bring Cambodia up to the standards of its ASEAN neighbours. But eight months on, not one of these prakases has been implemented. “We are still preparing some of these,” Han Song said yesterday. The government last month announced plans to introduce a mine safety law to hold companies accountable for working conditions. Highlighting the dangers workers face, five men and one woman were seriously injured at a quarry in Kampot’s Angkor Chey district on Wednesday night and sent to Calmette Hospital in Phnom Penh for treatment. Kampong Speu province was also chaotic. Dozens of officers from the bodyguard unit stood by as cameramen, photographers and onlookers walked over rubble, even as a final search for survivors continued. And in a separate incident days later, police responded haphazardly to an accident at Dreamland amusement park in which a 33-year-old mother of two died after falling from a highspeed ride. One police officer, stationed nearby, told the Post he was unable to investigate until he received permission from his superiors to do so. Another arrived in civilian clothes, only for security guards to turn him away, despite the fact he produced police identification, he claimed. Dreamland staff said police investigated for a short time after the accident and again the next morning. In between the inspections – and within two hours of the death – the ride was operating again with people in it. John Muller, managing director of Cambodian-based Global Security Solutions, said police and other authorities are hamstrung by a lack of funding, which prevents staff from being properly trained and developing the know-how and technical skills needed to respond appropriately to emergencies. “Unfortunately, the people in charge of protecting lives are under-trained and underpaid,” he said. Ideally, Muller said, police and other officials should treat factory collapses and amusement park deaths as a crime scene – at least until it is determined that they aren’t. “Either way, evidence has to be protected,” he said. “They must completely shut down the area within a couple of hundred metres and wall it off. The biggest mistake is allowing people to trample around, potentially sabotaging evidence.” According to Muller, safety has improved markedly in the 22 years he has been doing business in Cambodia, but more money and training is needed to bring “related agen-

cies” up to global standards.

Underpaid, undertrained Complaints of police officers being underpaid are hardly new. Indeed, commentators have said that low pay is a major contributor to corruption in police ranks. The Cambodia National Rescue Party has vowed to introduce a public servant minimum wage of $150 per month – more than double what many officers get now – if it wins July’s national election. CNRP lawmaker Son Chhay said the government must pour more money into increasing salaries and focus on stamping out “corruption” that enables unqualified people to be put in charge of forces. Training is another element of the job that desperately needs to be better funded, Chhay said. “You need resources to do the job properly and provide services.” Steve Morrish, a former seniordetective in Australia and founder and executive director of NGO SISHA, said new police recruits were only getting about 20 to 25 weeks academy training before being sent out to work. The only training many of them received after that, he added, came from NGOs and private security companies like Muller’s. “Police have to understand how to deal with an emergency situation,” he said. “That can be difficult even for developed police forces.” Since 2009, Morrish has been running a criminal-investigation training program which teaches police officers how to approach crime scenes. He is now trying to establish an intensive eight-week detective training program that, once funded, will teach the best and brightest from the CI course more advanced skills. Morrish said that in his eight years in Cambodia, an increase in police training has sent officers’ capabilities “through the roof”, but there is still a long way to go. But while officers remained inadequately trained in how to control crime scenes, uncertainty prevailed about the extent of the police’s powers to control a situation, and the force struggled for respect from

the community, Morrish said. “If a major disaster hit, it probably wouldn’t be handled to a standard people and the police themselves would want,” he said.

Working within constraints Even police spokesman Kirt Chantarith admitted police were hampered by budget constraints. But the government has improved training to better respond to emergency situations like the stampede at Koh Pich in 2010, in which more than 300 people were killed, he added. “Since what happened at Koh Pich, we have focused on intervention and what is required to respond [to emergencies],” he said. Officers, including tourist and traffic police, had recently been trained by the Ministry of Health in how to respond to such situations. But Chantarith said police were working from a “limited” budget and did not have a lot of heavy machinery to call on in the event of something like a factory collapse. This was evident to reporters after the Wing Star tragedy, when the factory’s excavator was used to clean up what could have been considered a crime scene. “We’re also trying to install cameras – but the budget is limited,” Chantarith said. “When we get [more] CCTV, we can know how to move crowds and keep control.” Chantarith said that since the Koh Pich stampede, the police had focused on better managing large crowds – a staple of the annual Water Festival. “We have more experience . . . We have to prepare more intervention units to spot and respond . . . so when something happens, we can get in there,” he said. HIEU Samphan’s lawyers have asked that 14 US cables made accessible in April by whistleblower website WikiLeaks be considered by the Khmer Rouge tribunal, according to a recent prosecutors’ filing objecting to two of these cables that “relate to alleged political interference and corruption at the ECCC”. The first of these cables, sent to Washington from then US ambassador Joseph Mussomeli in 2006, states that new staff in the Cambodian prosecutor’s office “are considered politically biased and easily influenced by the government”. The second, from Mussomeli in 2007, raises questions about Cambodia’s commitment to the tribunal after a series of “Cambodian missteps and mis-statements”,

such as the appointment of co-investigating judge You Bunleng to presidency of the domestic Appeal Court, which threatened to conflict with his position at the tribunal. The prosecutors say these cables are “irrelevant, repetitious, unsuitable to prove the facts they intend to prove, and/or frivolous”. “This Chamber has previously held that outside opinions ‘regarding the fairness of proceedings at the ECCC... have no evidential value’,” they add. Samphan’s lawyers argue that the 12 other cables they seek to admit, dated 1973-1976, show their client’s good character and limited power, the filing says. THE Cambodia National Rescue Party in Pursat has filed a complaint with the National Election Committee asking that the heads of the provincial election committee (PEC) be reshuffled after it was discovered that the wife of one member and sister of another is standing as a ruling party lawmaker candidate. In the letter dated yesterday and obtained by the Post, five Pursat CNRP candidates call for the replacement of committee chairman Phan Vansith and vice chairman Em Phouriboth who are the husband and brother, respectively, of Cambodian People’s Party candidate Em Ponna. “We want the NEC to change them [Vansith and Phouriboth] to avoid the conflict of interest,” writes CNRP candidate Ngim Nheng. “We are competing against each other and her husband is a referee.”

Contacted yesterday, Vansith acknowledged that his wife was standing as a lawmaker for the ruling party but said there was no problem as she had been a CPP lawmaker since the last mandate and he had served in his position without complaint for years. “They [the CNRP] should have complained at the beginning of when the NEC made its announcements,” he said, adding that he never puts family affairs ahead of his PEC duties. NEC secretary-general Tep Nytha said he had not received the petition but would review it, adding that Vansith’s appointment was made based on his capacity and that NEC had not realised Phouriboth was his brother-in-law. “We have to inspect the procedure of the election rules and the internal regulation of the NEC,” he said. “However, I don’t have the right to make decision and will forward this to NEC [members] to make the decision.”

The lavish show marked the kick-off yesterday of the 5th International Gems and Jewellery Fair in Phnom Penh. Lighting up the otherwise drab halls of the Diamond Hall Convention and Exhibition Centre, the flash and fashion were both part of Cambodia’s image of itself as an emerging player in the global precious stones trade. “The gems and jewellery industry, apart from being one of the key trade promotional areas in Cambodia, is playing an important role in attracting tourists and complementing tourist activity,” Minister of Commerce Cham Prasidh said in his opening remarks. “We believe that going forward, with the many tax preferential or tax-free treatments extended to Cambodia as one of the least developed countries by many developed nations including the United States, gems and jewellery traders around the region might move their base to Cambodia to take advantage of the reduced tariffs on imports.” Whether that will happen is uncertain, but recent developments indicate that Cambodia is at least going in the right directions. Prasidh described the fair as the most important stage for industry leaders to position themselves as major suppliers. The Cambodian vendors at the expo, who accounted for the majority of sellers, were eager to broadcast the same message, saying that the the raw materials are in place for the sector to develop. THE Telecommunication Regulator of Cambodia (TRC) is considering lowering minimum mobile phone costs in the country to ward off price wars that could send operators into bankruptcy. This past March, construction began on a diamond-polishing factory and training centre for luxury jewellery brand Tiffany & Co in the the Phnom Penh Special Economic Zone. Intertek’s laboratory manager, Kabir Grover, said the industry needs four or five years to make it and be recognised on the international market. He called the lab an accelerator for exports, since it will increase trust and confidence in the Kingdom’s gem and jewellery products. “The market is still slow and it will take time for the industry to grow,” Kabir said, “We are trying to educate local venders to know the benefit of getting certification which plays a key role to build confidence for buyers.”

Despite the fanfare about the industry’s potential and its shiny prospects, Cambodian traders and local venders, who accounted for the lion’s share of the 78 stands at the event, were not able to provide any figures relating to the level of demand. Dy Ly, owner of Pailin Dy Ly Gem shop, said most gemstones in Cambodia are traded within tight-knit family businesses, and the level of production is not that high. “Many of Cambodia’s jewellery and gems are sent across the border for processing in Thailand, or if it is locally produced, for instance, gem cutting, polishing and designs are commonly done by hand,” Ly said Grover said that because of the traditional production practices, jewellery and gems are seen as unreliable, scaring away international traders.

According to a report by KPMG, global jewellery sales will grow at 4.6 per cent year-on-year. The global jewellery market could reach $280 billion in 2015, up from $185 billion in 2010. While the US remains at the top of the table with 30 per cent of the total market share, the report found that India and China are gaining ground. By 2015, China is expected to see about 22 per cent of the daimond processing market. “I have been selling gems to many ASEAN countries, and the Chinese market is the largest orderer of my product,” said Tay Heab, a local gem trader. He said that the price of gems has slightly increased compared to prices last year, and orders for products from from his shop are also on the rise.

CAMBODIA and Thailand agreed on Tuesday to boost bilateral trade and investment by establishing two special economic zones along their shared border and to push for the construction of a 1,800 megawatt coal-fired power plant in Koh Kong province. The moves will “promote the livelihoods of people from the two neighbours”, Cambodia’s Minister of Foreign Affairs Hor Namhong said after a closed-door border meeting between Cambodia and Thailand in Phnom Penh.

WTO extends waiver, again, on copyright enforcement

Business Markets Thai central bankers make moves on baht The Bank of Thailand (BOT) intervened in the foreign exchange market after the baht declined 0.5 per cent to 31.08 to the US dollar yesterday morning, as the Thai stock market plunged for the third consecutive day. Central Bank governor Prasarn Trairatvorakul said the baht’s recent depreciation was not worrying because other currencies in Southeast Asia had also weakened. The level of fluctuation of the baht was low when compared to other regional currencies. “In this case, the BoT has already sold some US dollars to prevent further fluctuation, but we won’t move against the market trend,” Prasarn said. Finance Minister Kittiratt Na-Ranong said the weakening baht would benefit Thai exporters, who have long complained the baht was over valued, but admitted it would probably hurt the import sector. “I would like the central bank to help stabilise the baht by using our large international reserves as a buffer

to ease the impact (on importers) and keep the currency stable and in line with our trading partners and competitors, and not just rely on the US dollar,” Kittiratt said. The Thai currency traded 0.4 per cent off a nine-month low yesterday and government bonds dropped as overseas investors reduced holdings of the country’s assets amid a worsening global economic outlook, according to Bloomberg News. pple Inc is exploring launching iPhones with bigger screens, as well as cheaper models in a range of colors, over the next year, said four people with knowledge of the matter, as it takes a cue from rival Samsung Electronics. The moves, which are still under discussion, underscore how the California-based firm that once ruled the smartphone market is increasingly under threat from its aggressive South Korean competitor. Samsung has overtaken Apple in market share through the popularity of its biggerscreen Galaxy “phablets” and by flooding the market with a range of products at different prices. Apple is looking at introducing at least two bigger iPhones next year - one with a 4.7-inch screen and one with a 5.7inch screen - said the sources, including those in the supply chain in Asia. The iPhone 5 launched last September was the first to veer away from the Apple phone’s 3.5-inch screen, which Jobs famously deemed “the perfect size for consumers” and had been used in every iPhone since the iconic device was unveiled in 2007. The current iPhone 5 has one of the smaller screens among the bestselling smartphones, where consumers spend more time browsing the web and streaming content. Samsung’s Galaxy S4 and Galaxy Note 2 have 5-inch and 5.5-inch screens, respectively.

For this year, Apple is expected to launch two new models, widely referred to as the iPhone 5S, with new fingerprint technology and a cheaper version in plastic casing, supply chain sources have said. Apple plans to dress up the cheaper phone in a range of five or six colours to differentiate it from the more expensive model that has traditionally come only in black or white. The US firm has discussed a price of $99 for the cheaper phone, the timing of which could be next year, one of the people said. It’s not yet clear what the final price would be. Apple – whose revenue growth has decelerated from the heady days of 2010 when it introduced the iPad and when the iPhone was the world’s top selling smartphone – has sought ways to re-energise its flagship line. Analysts say the company needs a cheaper gadget to push on in growth markets in China and India, and to counter Samsung’s edge in having phones priced up and down the spectrum. Myanmar on EU trade scheme THE European Union on Wednesday readmitted Myanmar to its trade preference scheme, saying it wanted to support reform in the once pariah state through economic development. Myanmar’s membership of the scheme was withdrawn in 1997 due to concerns over the use of forced labour under the then military junta. But the EU said the International Labour Organisation had last year reported “necessary improvements” to labour practices in Myanmar, which was formerly known as Burma. The Irish presidency of the EU and the

president of the European parliament signed legislation on Wednesday confirming Myanmar’s readmission to the trade scheme. “Given the positive developments in Myanmar/Burma in the recent past, it is important that the EU supports this by facilitating economic growth and development opportunities,” Ireland’s jobs and enterprise minister Richard Bruton said. The EU scheme grants developing nations preferential access to the 27-nation bloc for several products in the form of lower tariffs.

In London, Justine Greening, the international development secretary, welcomed the news. “We have been calling for the EU to recognise that Burma’s standards are improving and this is great news,” Greening said. “Boosting trade and exports is vital if Burma is to develop its economy and escape years of poverty.” The EU in April agreed to lift the last of the bloc’s trade, economic and individual sanctions against Myanmar in response to the military’s progressive ceding of power to civilians. ONG KONG is bracing itself for what could become a protracted legal battle after the NSA whistleblower Edward Snowden revealed to a local newspaper that he had no plans to leave the territory. “I am not here to hide from justice, I am here to reveal criminality,” Snowden told the South China Morning Post, adding that he had evidence of US-led cyberespionage in both Hong Kong and mainland China, and that Washington had been “trying to bully” the territory into extraditing him. Regina Ip, a member of Hong Kong’s legislature who was once the city’s top security official, said: “It’s not a question of bullying or not bullying. World Australian military in sex scandal THE Australian military was embroiled in another sex scandal yesterday with 17 serving personnel, including officers, under investigation after “explicit and repugnant” emails and images demeaning women were uncovered. Army chief Lieutenant-General David Morrison said he was appalled at the revelations, which follow a government report last year detailing more than 1,000 claims of sexual or other abuse in the forces from the 1950s to the present day. That report was sparked by the so-called Skype scandal in 2011, when footage of a young male recruit having sex with a female classmate was streamed online to cadets in another room without her knowledge. “I’d say it’s worse than the Skype matter,” Morrison told a media conference. “I view the allegations that are being made in the gravest light.” He said they involve the alleged production and distribution of “highly inappropriate” material across both defence computer systems and the public internet over the last three years. TAFF at a Danish supermarket found a massive stash of 100 kilograms of cocaine in what was meant to be a shipment of bananas from Colombia, the second haul in a week, their employer said on Wednesday. Danish police said they were inquiring into the discovery of a “large amount of powder in a batch of bananas delivered to the Coop in Brondby,� adding that analyses were needed to prove that it was cocaine. Coop supermarkets spokesman Jens Juul Nielsen told the Jyllands-Posten daily that there was little doubt about the nature of the powder, as 80 kilograms of cocaine had already been found the week before in Aarhus. “Like last week we have alerted our supplier in Colombia on this matter,� Nielsen said. “He was a bit perplexed about how this could have happened and he is working on tightening controls,� the spokesman said as quoted on the paper’s website. He also told DR public television that there was no danger for purchasers of bananas as both the fruit and the cocaine were “very well wrapped�. AFP

ILEAD Sciences’ Viread pill reduced the risk of injecteddrug users contracting the AIDS virus by half in a study in Thailand, a finding that may give public health officials a new weapon to fight HIV’s spread. In a trial involving 2,413 HIV-negative drug users in Bangkok over five years, those who received Viread daily were 49 per cent less likely to get infected with HIV than those who got a placebo, researchers from the Thai Ministry of Public Health and the US Centers for Disease Control and Prevention reported Thursday in The Lancet. The findings confirm the results of earlier studies that show Foster City, Californiabased Gilead’s Viread and Truvada can prevent infections among people at risk of catching the virus, an approach called pre-exposure prophylaxis, or PrEP. Health officials are planning pilot programs to turn the promising study into a real-world

World Faces of Lego figures have become angrier, say researchers in NZ LEGO hasn’t just become astronomically expensive in the past 35 years. According to a new study from researchers in New Zealand, the popular kids’ toys have also developed a bit of an attitude problem. Lego characters released since the early ’90s are proportionately more angry, the study found. Authors of the study hypothesised that the spike in negativity could be related to the release of more thematic Lego sets – such as pirates or Harry Potter – that include weapons, along with mini figurines representing “good guys” and “bad guys”. “It is our impression that the themes have been increasingly based on conflicts,” wrote researchers Christoph Bartneck, Mohammad Obaid and Karolina Zawieska. Two of the authors work for the University of Canterbury; the third is from the Industrial Research Institute for Automation and Measurements. Researchers arrived at this conclusion through a scientific process that can read as almost comical, given the subject matter: After cataloguing and photographing the 3,655 Lego characters released between 1975 and 2010, the researchers asked 264 American adults to characterize the figures’ expressions as angry, happy, sad, disgusted, surprised or fearful. The researchers found a proportional growth of angry faces since the early ’90s. Variables such as skin colour and whether the figure’s head is attached to a body didn’t substantially

throw off their conclusions. That’s pretty alarming in a world in which chewing a PopTart into a gun shape is grounds for school suspension – as a Maryland boy learned in the spring – and the psychological effect of violent video games remains hotly debated. One would predict that conflict-oriented figurines are the last thing parents want in their kids’ toy chests. In fact, the researchers themselves sounded concerned about the implications for child psychology, saying: “We cannot help but wonder how the move from only positive faces to an increasing number of negative faces impacts how children play . . . The children that grow up with Lego today will remember not only smileys, but also anger and fear in the Minifigures’ faces.” But before you confiscate your kids’ Lego, consider the good that even angry Legos can do. The study’s authors said that a range of emotional expressions connect “to the complex interaction scenarios of today’s users”. And some child psychologists have suggested that conflict-driven games, even those with toy weapons, help kids grapple with issues like “the struggle between good and evil”, a point made by George Washington University’s Jonathan Turley in a controversial 2011 op-ed in USA Today. Lego does still sell boring old building blocks. They may lack flashy movie tie-ins – Hobbit Lego, anyone? – but experts agree they’re still great for kids. THE WASHINGTON POST

IGHT of the world’s most powerful leaders will shut themselves away in splendid isolation for the G8 summit from Monday in a resort in a picturesque area of Northern Ireland that was once a bastion of the Irish Republican Army. US President Barack Obama and German Chancellor Angela Merkel are among the leaders holding two days of talks at the exclusive Lough Erne golf and spa resort, surrounded by freshwater lakes and located eight kilometres from the town of Enniskillen. British Prime Minister David Cameron, the summit host, has chosen the secluded location for security reasons and to stave off protests from anti-capitalism demonstrators who have haunted recent G8 summits. Despite its remote location, the meeting will be surrounded by the biggest police operation in Northern Ireland’s history, involving 8,000 officers, although many will be deployed 80 miles away in the capital, Belfast, where demonstrations are expected. Police also fear that dissident republican extremists

opposed to the peace process in Northern Ireland might seek to launch a headlinegrabbing attack in Belfast. A forbidding security fence has been erected around the perimeter of the summit venue and an 11-kilometre stretch of the lough, or lake, has been shut. Yet the choice of the venue is also highly symbolic, designed to highlight the progress made by the British province in the 15 years since the end of three decades of

URKEY’S economy has been booming for a decade, earning praise not only from financial markets, but also from development economists like Jeffrey Sachs. ceful demonstrations that began in Istanbul’s landmark Taksim Square turned into a nationwide protest movement, with hundreds of thousands of people taking to the streets in opposition to Prime Minister Recep Tayyip Erdoğan’s government? Sachs, and others, have rightly acknowledged and praised the Erdoğan government for its economic policies, which have led to a higher growth rate. But the question is whether a developing country like Turkey can sustain rapid economic growth if the same government is undermining basic liberties and impeding the advance of key institutions needed for long-term success. The Erdoğan government’s brutal response to the protests highlights this dilemma. Initially, fewer than 200 peaceful demonstrators gathered in an effort to protect Taksim Square – the last green space left in central Istanbul – against the construction of yet another shopping mall. As the government cracked down, with Erdoğan adopting an uncompromising position in defiant speeches, the protests grew – and continue to grow, despite (or per-

haps because of ) the use of excessive police force. Unofficial figures indicate that more than 1,000 people have been injured so far, and more than 1,000 have been arrested. True, Turkey’s annual GDP growth has averaged 5 per cent over the last decade of rule by Erdoğan’s Justice and Development Party (AKP). But this should not lead anyone to conclude that Turkey is a development success story. If we have learned anything from the extensive research on growth and development that now exists, the key to sustainable progress lies in a country’s institutional design. Institutions embody and reinforce a society’s rules. They consist of both informal constraints (traditions and cultural norms) and formal rules (constitutions, laws and regulations). They shape the structure of an economy. There is an important distinction between policies and institutions. Policies reflect choices that are made within a political and social structure – that is, within a set of institutions. It is the institutions within which policies are framed that ultimately affect economic performance. Property rights, for example, influence investment decisions by protecting entrepreneurs against the risk of expropriation, and an independent judiciary is necessary to ensure credible enforcement of such rights.

Turkey still lacks the institutions that are critical for long-term progress. Its International Country Risk Guide score (a commonly used index that measures the overall quality of a country’s institutions) is one of the lowest in the OECD. Turkey also ranks last in the OECD’s Better Life Index. Only 31 per cent of adults aged 25-64 have completed secondary school; inequality is dangerously high; and, according to the Committee to Protect Journalists, more journalists are imprisoned in Turkey than in any other country, including China and Iran. The 2013 report by the democracy watchdog Freedom House indicates that civil liberties in Turkey are increasingly threatened. In recent years, much research has investigated the complex relationship between culture and institutions, with the former creating a set of informal constraints on the latter. Can Turkey lead the way among Muslim-majority countries in showing that a rather conservative culture is not a constraint on the type of institutions that are needed for sustainable growth and development? Turkey’s success, as measured in terms of economic growth, is impressive indeed. Prudent monetary and fiscal policies, a clean-up of the banking system after the 20002001 crisis and investment in infrastructure surely played a part.

These policies set in motion a process of transitional/catch-up growth, with Turkey steadily closing the income gap vis-à-vis rich countries. But we should not mistake transitional growth with long-term success, which requires strong institutions, including protection of property rights and civil liberties. This, in turn, will help to realise investments in education (especially for women) and technology, together with structural reforms, all of which have been highlighted as areas of concern in several studies of Turkey in recent years. It is far too early to ask “how did Turkey do it?” and declare an answer based on policies that will boost short-run growth but that will run out of steam if not properly augmented. Whether or not Turkey is a longrun development success remains to be seen. The indicators so far are not very favourable. The recent events in Taksim Square and in other Turkish cities are a stark reminder of the country’s still-weak institutional infrastructure. People are still in the streets – and they seem in no hurry to go home. ‘Free’ city tours gain popularity Vicky Baker

W

HEN is a free tour not a free tour? When it is, more accurately speaking, a pay-what-youwant tour. The concept of a city tour where there is no set charge and tourists show their appreciation by leaving a tip is becoming increasingly popular across Europe and beyond. An increase in budget-conscious travel, a growth of savvy operators, and the ease of wordof-mouth internet marketing is helping drive the trend. For the tourist, the approach is simple: you check the tour’s website to find the daily meeting place; take the tour alongside anyone else who happens to turn up; and then leave a tip at the end (knowing full well that “free” is loosely employed as a marketing tactic and you are expected to part company with more than a handshake). For the operator, it can be surprisingly lucrative on a good day and favourable reviews are pushing the best ones up the ranks on peerto-peer review sites. (On Tripadvisor, Bowl of Chalk’s paywhat-you-like tours of London are currently rated number 15 out of the 431 activities listed in the capital.) Europe is firmly at the centre of this growing trend, with research by Bulgaria’s 365 Association (which runs free tours in Sofia, Plovdiv and Varna) showing that there are now 67 “free” tours across the continent, with the largest number in recession-hit Spain. The tours are akin to Berlin’s long-established “honesty” bars and restaurants, where patrons pay what they think the meal is worth. Many of the new tours are set up by lone entrepreneurs, but a handful have found success as multicity businesses. The nature of the tour brings no hard and fast rules; some operators are more up front than others. Some avoid

the word “free” or state that tips are not obligatory; some are run by certified guides as a business; others are just a weekend hobby. Jonnie Fielding from Bowl of Chalk, who offers three different tours of London, says he set up his tours as a more alternative to another “free tour” he took, which ended with “a sob story, guilt-tripping people into handing over cash”. Fielding, who initially advertised the tours by putting posters up around east London, says the model has worked well from him. “If people have paid up front for something, they tend to complain about stuff: the weather [one woman demanded her money back because it rained], the fact they thought it was a bus tour, it was not quite what was billed on the website, if others in the group are slow et cetera.” For tourists, the other advantage is that it allows for spontaneous travel: if you oversleep or the weather is bad, you just try again next time. Jonathan Evans – a British expat who runs the similarly principled Buenos Aires Local Tours and who, like Fielding, took to outdoor guiding to escape an office job – says he doesn’t suggest how much his tourists should tip. “I would feel very uncomfortable suggesting how much people tip because I advertise it as free. If I get to the end and tell you how much to give then it’s not free.” Evans also says attempts to deviate from this approach or lay down rules can backfire: “I went on a free tour in another city and I had an amount in my head that I was going to leave, but at the end he gave us a suggested amount, which was actually half the tip I was going to give.” The UK-based Guild of Registered Tour Guides says they do not support the model. “Being a tour guide is a professional job,” says spokesperson Maggie Barnes. the guardian

Spanish MotoGP trio target victory at Catalonia circuit

eigning MotoGP world champion Jorge Lorenzo is looking to build on his impressive victory at the Italian Grand Prix a fortnight ago when attention switches to the Catalan Grand Prix this weekend. Lorenzo, who has won twice at the Montmelo track in 2010 and 2012, still trails compatriot Dani Pedrosa by 12 points in this season’s championship after five races, but brought himself right back into contention with a dominant ride in Italy after a disappointing seventh placed finish at the French Grand Prix last month. “I’m quite satisfied after our great result at Mugello that completed an almost perfect weekend,” he told Yahama Team Racing’s website. “Compared to Mugello, Montmelo is a little bit slower but at least there are no first gear corners and hopefully that will help us a lot. This is a good track for us and we have to profit from it and try to repeat the victory. It could be great for the Championship.” Pedrosa though is hoping home advantage can spur him onto a third victory of the season. The 27-year-old Honda rider hails from Sabadell barely a half an hour drive from the circuit in Montmelo and believes it is difficult to say who will have the advantage as Yamaha and Honda go headto-head once more.

Billy Twelvetrees called up by Lions for Australia tour Billy Twelvetrees has become the fourth replacement called up by the British and Lions inside six days as injury concerns continue to disrupt the touring team’s preparations for next week’s first Test against Australia. The Gloucester centre has been summoned as cover amid continuing uncertainty over the current fitness of Jonathan Sexton, Owen Farrell and Manu Tuilagi. The 24-year-old Twelvetrees can play at centre or fly-half and was within an ace of being selected in the original party. After a fine game for England in their win over Argentina last weekend, he is now due to arrive in Sydney today, barely 24 hours before the Lions face the NSW Waratahs in their penultimate match prior to the Test series. ooking solid and seemingly unbeatable less than a month ago in domestic competition, defending Metfone C-League champions Boeung Ket have suffered a baffling dip in form, highlighted by Wednesday’s 7-5 beating at the hands of Kirivong Sok Sen Chey. If good things happened to Boeung Ket during the first phase of the season, with 10 wins on the trot, trouble has come of late. Nothing has gone right for Boeung Ket after their narrow defeat by Palestine champs Hilal Al-Quds in the AFC President’s Cup group phase last month. Local side Tanjong Pagar United cut them down to size in the Singapore Cup two weeks back. Upon their return to the second half of the MCL campaign, there has been one setback after another. The first to rub Boeung Ket on the wrong side was Asia Europe University, who forced a fighting draw. Then the Kampong Cham side were done in by an own goal against Build Bright United. To add insult to injury, Boeung Ket blew a 5-3 lead and saw Kirivong produce a four-goal blitz in the dash home. Messi accused of tax fraud Brazil will be ready for Barcelona forward Lionel Messi and his father denied wrongdoing on Wednesday after the Spanish tax authorities accused them of defrauding the state of more than €4 million ($5.3 million). The World Player of the Year and his father Jorge allegedly filed fraudulent tax returns for the years 2006 to 2009, according to Jose Miguel Company, a spokesman for the prosecutor’s office for tax crimes in Catalonia. “We learned about the action begun by the Spanish prosecutor through the media,” Rosario, Argentina-born Messi, who has been resident in Barcelona since 2000 and gained Spanish citizenship in 2005, wrote in a statement on his official Facebook page. “It is something that surprises us because we have never committed any offence,” the statement added. “We have always fulfilled all our tax obligations following

the Spanish authorities, the prosecutor’s office said in a statement. The pair could face up to four years in jail if found guilty, according to Spanish law. Messi, who will be 26 this month, is one of the world’s highest-paid athletes with a salary of just over $20 million a season, according to Forbes magazine. On top of his Barca wages, he pulls in about $21 million in endorsements from sponsors including Adidas, PepsiCo and P&G, and is 10th on Forbes’s latest list of top-earning athletes. As well as income he received from the three companies mentioned above, Messi also avoided paying tax on earnings from selling his image rights to the Aspire Academy in Qatar and from a trip he made with Barca teammates to Uzbekistan in 2008, the prosecutor’s office said. World Cup, says FIFA Three days before the start of the Confederations Cup and exactly a year before the World Cup kickoff, FIFA secretary-general Jerome Valcke dismissed concerns that Brazil will not be ready for the bigger tournament. Flanked by soccer great Pele, who urged Brazilian fans to stand unified behind their still evolving national team, Valcke unveiled a clock in Rio de Janeiro on Wednesday counting down the days until the World Cup starts. Valcke said that 12 months is enough time to finish work at airport terminals and the 12 stadiums that will play host to the event. Aldo Rebelo, Brazil’s sports minister, has said repeatedly that the stadiums will be completed by a December deadline. “That is going to happen,” Valcke said, echoing the com-

ments by Rebelo, who was also at the unveiling of the clock. “There is no Plan B. There is no solution other than having those 12 stadiums,” Valcke said. Six of the stadiums, including in Rio, Brasilia, Belo Horizonte and three cities in Brazil’s northeast, are mostly completed and are gearing up for the two-week Confederations Cup. Warner suspended until Ashes D

avid Warner has been suspended until the first match of the Ashes and fined A$11,500 (US$11,000) after a disciplinary hearing yesterday morning over allegations he launched an “unprovoked physical attack” on England’s Joe Root. Warner pleaded guilty to breaching Cricket Australia’s code of behaviour during the incident, which occurred in Birmingham’s Walkabout Australia theme pub in the early hours of Sunday morning following England’s 48-run win over their old rivals at Edgbaston. Warner had faced the possibility of being sent home and missing the remainder of the English summer but, despite being banned from the remainder of the Champions Trophy and both Ashes warm-up matches, he will be available for the series opener at Trent Bridge next month.
