WeHo Council Approves Free Fentanyl Test Strips

With the rise of opioid overdoes on the rise both nationally and locally, West Hollywood City Council approved Monday a proposal to distribute free fentanyl testing strips throughout the city. “These strips and this intervention are a targeted effort to help make sure that people do not overdose accidentally,” newly appointed Mayor John D’Amico said in an interview with the Pride L.A. “People at risk of overdose include regular users and infrequent or once a year partiers; it would be best if folks didn’t use at all, but until then providing additional knowledge is a way to protect the entire community from experiencing another unnecessary overdose tragedy.” Opioids are a class of drugs that include the illegal drug heroin, synthetic opioids such as fentanyl, and pain relievers available legally by prescription, such as OxyContin, codeine, morphine, etc. “People use cocaine, crystal meth and other substances,” Councilmember John Duran said via Facebook. “Some are addicts. Some are casual users. But no one expects to die from cocaine or meth use.”

According to the National Institute on Drug Abuse, in 2016, synthetic opioids were involved in nearly 50 percent of opioid-related deaths, up from 14 percent in 2010. The number continues to increase annually, with roughly 28,400 deaths from overdoses involving synthetic opioids in 2017, an almost 47 percent increase from the previous year. “The smallest amounts of fentanyl can be deadly. But users do not know that their drugs are laced with it,” Duran said via Facebook. “So, there are fentanyl testing strips that can be used to determine if the cocaine or meth has any fentanyl in it. And the casual user or addict can avoid those drugs that are laced with fentanyl.” The dramatic rise in synthetic opioid overdose deaths has been driven primarily by a rise in deaths involving fentanyl, which is manufactured legally for medical use, but can also be produced illicitly and sold on the illegal drug market. The drug is 50 to 100 times more potent than morphine and the intervention period for a fentanyl overdose can be as short as 45 seconds. Illegal fentanyl can be sold as a powder, in @ROMANCEATTACKRH

eye droppers or nasal sprays, or made into pills that look like real prescription opioids. “Our city has a higher than average overdose rate and along with that an emergency services call rate that is also high,” D’Amico said. “For every person that overdoses 10-15 others have called for emergency services because of a fear of overdose. We need to be sure that we are reaching those people before they need rescue services.” Fentanyl test strips are a form of inexpensive drug testing technology that has been shown to be effective at detecting the presence of fentanyl and fentanyl-analogs in drug samples prior to ingestion. In order to use the test strips, testers dissolve a small amount of substance in water, and then dip the test strip into the liquid for 15 seconds. The test strip is then set on a flat surface until results appear, usually within five minutes. One line indicates fentanyl is present in the sample; two lines indicate a negative result. The use of fentanyl test strips may reduce the likelihood of fentanyl-related overdoses. Fentanyl test strips are a reliable, common-sense means of providing people at risk of fentanyl exposure with

more information that may increase their safety. The goal of the fentanyl test strips is to prevent deaths due to overdose and help engage people who inject drugs in care. The City, through its Social Services Division, provides resources and programming to community members facing addiction issues. The City contracts with agencies to provide a variety of programs to address substance use, including residential treatment, transitional housing, outpatient substance abuse treatment, and street outreach. The City's HIV and Substance Abuse Providers meetings occur bi-monthly and usually draw 20-30 agency representatives who serve West Hollywood and the surrounding communities. The goal of these meetings is to learn about programs and services, share information, and discuss timely topics related to HIV and substance abuse. D’Amico said that fentanyl testing strips will distributed by the LALGBT center and APLA Health through their outreach and prevention programs and at city sponsored community events.

CA Legislature to Make PrEP More Accessible

HIV preventative medication could become more easily accessible thanks to Senate Bill 159 – a piece of legislature that authorize pharmacists to provide pre-exposure prophylaxis (PrEP) and post-exposure prophylaxis (PEP) to patients without a prescription. Last week, the bill who was authored by Senator Scott Wiener (D-San Francisco) and Assemblymember Todd Gloria’s (D-San Diego), passed out of the Senate Business and Professions Committee by a vote of 6-0. It will now head to the Senate Health Committee for a vote. The legislation also prohibits insurance companies from requiring patients to obtain prior authorization before using their insurance benefits to obtain PrEP or PEP. “While many still do not know about PrEP, its ability to prevent HIV transmission has been well proven,” Gloria said. “It is imperative we reduce barriers and increase accessibility to this live-saving medication. Not only can we save lives with PrEP, but we also have a real chance to end new cases of HIV for good.” PrEP is a once-daily pill for HIV-negative people that almost entirely eliminates the risk of contracting HIV. PEP, on the other hand, is medication that a person takes after being exposed to HIV, in order to prevent the virus from taking hold. PEP is a 28-day course of drugs that, if started within 72 hours after exposure to HIV, significantly reduces risk of infection. Both PrEP and PEP are critical strategies to prevent new HIV infections and to ultimately end the epidemic. In 2014, Wiener said that he takes PrEP as an HIV prevention strategy. “We must do more to increase access to revolutionary medicines that help keep people HIV negative, and that’s exactly what SB 159 does,” Wiener said, according to a press release. “By allowing pharmacists to furnish PrEP and PEP, we will help more people, especially low-income people and people of color, stay negative. California has some of the highest disparities between communities of color and white communities around HIV infections. SB 159 will help close that disparity by increasing access for everyone.” For years, medical and public health professionals, as well as HIV advocates, have demonstrated the efficacy of PrEP and PEP in dramatically reducing the transmission of HIV. A 2011 study of gay men and transgender women, found that drug levels corresponding to daily use of PrEP are associated with 99% protection against HIV. The more individuals who are able to access these medicines, the fewer new HIV infections we will see throughout California. The Califor-

nia Department of Public Health, Office of AIDS (OA) estimates there are 220,000 to 240,000 Californians with an indication for PrEP, but data suggest that only 9,000 people were taking PrEP in late 2016. Additionally, a recent report found that while new HIV infections have decreased, we still see a large disparity between black and Latino gay men and their white counterparts. Latino men were almost twice as likely to contract HIV as white men, and black men were over 3 times as likely. Increasing access to PrEP and PEP is particularly important to reduce new HIV infections in all communities. Despite their effectiveness, several barriers limit access to PrEP and PEP. These barriers include stigma, medical mistrust and judgment by some healthcare professionals, high costs for patients, scarcity of facilities, challenges getting appointments with physicians, burdensome prior authorization requirements, and an insufficient number of providers who are comfortable prescribing PrEP and PEP. Although some local health departments have implemented programs to increase access to PrEP and PEP, many parts of the state do not have sufficient resources to effectively reach all those who could benefit from these interventions. Further, several California health plans now require documentation to request prior authorization every three months for PrEP. The three-month cycle for prior authorizations puts patients at risk of delays and medication interruptions thus increasing the risk of HIV infection - and creates unnecessary burden to providers. "While the Trump-Pence Administration cuts funding for HIV/AIDS research and treatment, California is once again leading the way by working to increase access to life-saving HIV prevention medication,” said Equality California Executive Director Rick Zbur. “We are grateful to Senator Wiener, Assemblymember Gloria and those who voted yes today for helping us take another critical step toward zero new HIV transmissions, zero HIV-related deaths and zero stigma for those living with HIV."

While a number of doctors continue to perform these irreversible procedures in infancy based on the theory that they will help intersex people feel more “normal,” no research definitively proves that claim, or the assumption that conformity is more important than autonomy over their bodies. All major groups led by affected adults condemn the practice when performed without the consent of the individual involved. Three former Surgeons General, who were appointed by Presidents of both parties, oppose medically unnecessary genital surgery on intersex babies stating, “When an individual is born with atypical genitalia that pose no physical risk, treatment should focus not on surgical intervention but on psychosocial and educational support... [I]ntersex persons routinely face forced medical surgeries that are conducted at a young age without free or informed consent. the fundamental principle underlying those protections has been respect for an individual’s own sexual orientation, gender identity and autonomy over their body.The bill’s delay today means that thousands more Californians will be subjected to medically unnecessary and often irreversible procedures aimed at ‘normalizing’ their bodies—without their consent and before they have any sense of their gender Identity.” “We are proud that SB 201 has brought awareness of this marginalized population of children to the legislature. California already prohibits certain other practices with high risks of irreversible harm from taking place during childhood. SB 201 is in line with this approach and will help ensure that care is centered on the needs of patients themselves, not the ‘normalization’ of their bodies," said Becca Cramer-Mowder, Legislative Coordinator and Advocate for the ACLU of California. SB 201 builds on Senator Wiener’s Senate Concurrent Resolution 110, passed in 2018, which called on the medical community to delay performing medically unnecessary sex-assignment and genital “normalization” procedures until an individual can provide informed consent. The resolution was the first of its kind in the nation, and called on the medical community to create clear guidelines to protect this population of vulnerable children. Unfortunately, the California medical community failed to act, and it became clear that SB 201 was needed to drive this next step. The bill was opposed by the California Medical Association, the American Association of Clinical Urologists, the American Urological Association, the California Society of Plastic Surgeons, the California Urological Association, the Pediatric Endocrine Society, and the Societies for Pediatric Urology.

And while every day is burrito day on the Westside of Los Angeles, there has never been a better excuse to grab a burrito for breakfast, lunch or dinner (or a breakfast burrito for dinner). While most burritos look the same, not all burritos are created or enjoyed equally. In honor of this very special day – here are four burritos that can be found on the Westside and Santa Monica that stand out from the pack. 1. Tacos Por Favor 826 Hampton Dr, Venice With three locations on the Westside (Santa Monica, Venice, West LA), Tacos Por Favor has become a favorite for countless Angelenos, Venetians and Santa Monicans. FOOD REVIEW: Eat it Again, Sam Casablanca Restaurant 220 Lincoln Boulevard Venice 310-392-5751 By Grace Hiney Casablanca is a fascinating restaurant with an amazing selection of Mexican cuisine along with a wonderful tequila bar and music in the background to enjoy as you dine. A restaurant that was created about 50 years ago it not only has a fascinating menu, but delicious food. They even have homemade tortillas which are thoroughly enticing. These come in a warm napkin with specially made

salsa shortly after you are seated so you have something to nibble as you study the extensive menu. This is one restaurant filled with pictures of movie stars such as the “Casablanca” movie star Humphrey Bogart. While seated in a comfy booth in the bar my friend Barbara and I enjoyed studying the four page menu of various dishes each of which sounds delicious and very special. There are chicken dishes, steaks, even pastas, along with a variety of their famous burritos, Mexican specialties and a selection of tacos, that is all on the first two pages. The next two pages feature eleven of their World Famous Calamari offerings and Brasero Specials while the last page is all dedicated to seafood. I didn’t mention that we each enjoyed a glass of wine rather than a Margarita made with one of the restaurant’s special tequilas. This is one bar where you can find over 375 Tequilas. Here, the bartender makes your Margarita tableside so that you can be part of the scene. After chatting and studying the menu, Barbara decided on the Sam and Chicken combo ($19.50). It turned out to be superbly flavorful with a broiled chicken breast topped with a Dos XX beer and mushroom sauce. With it came two shrimp cooked in a garlic sauce. A very nice small flavorful salad of Mandarin oranges and jicama came with the combo. Generously portioned, Barbara, as usual, took some home for lunch the next day.

I, on the other hand, decided on the Calamari Acapulco after enjoying a cup of the fresh soup made with a few fresh vegetables. It had a pleasing healthy taste and made a fine beginning to the Calamari or sautéed Squid which came on rice with a crab, bay shrimp and garlic sauce along with a variety of beautiful fresh vegetables. This was also generously portioned and so tasty that I, too, took some home for the next day. For dessert, we shared a delicious flan. The calamari comes cooked in so many ways that it is hard to make a choice. One, for example, comes sautéed and topped with baby scallops, with a cognac, capers and garlic sauce. Seafood selections range from seven varieties of Pacific Rockfish, to a quartet of salmon dishes, and a trio of trout offerings as well as a quartet of shrimp dishes. All of these selections come with soup or salad, rice and vegetables and are priced under $20. Many of the Mexican specialties such as the Burritos are only $14.99. Free parking is available in the restaurant lot, if you arrive before the crowd that is! We dined on a Monday night which was quite busy, and we heard that later in the week it was considerably more crowded. Casablanca is open Sunday through Thursday from 11 a.m to 10 p.m. Friday and Saturday open until 11 p.m. Brunch is from 11 a.m. to 2 p.m. on Sunday.

FOOD REVIEW: El Cholo El CHOLO 1025 Wilshire Boulevard Santa Monica (310) 899-1106 By Grace Hiney El Cholo has a long history of restaurants in Los Angeles which began on Western Avenue in 1923 and opened in Santa Monica in 1997. The interior setting is delightful with its array of pictures decorating the walls along with various Mexican features. The interior is large with many tables for group seating as well as booths and large private dining rooms for private parties. My friend and I enjoyed a booth and the thoroughly professional service by our waiter. We decided not to order a classic margarita (which are always superb here) but just a glass of wine while we studied the extensive menu and learned about the nightly specialties from our waiter. Meanwhile of course, we nibbled on the crisp tortilla chips after dipping them into the tasty salsa. Here there are many choices to make featuring intriguing selections from different periods such as crabmeat enchiladas (1971) composed with Jalapeno-Cilantro pesto sauce, sour cream and avocado for $15.75,

My friend, Barbara decided that the Fish Tacos (2001) from the octet of Special Dishes was perfect for her. Composed of grilled Mahi Mahi, with corn tortillas, tasty cabbage and escabeche of poached or fried fish covered with a spicy marinade, with pico de Gallo relish and a zesty chipotle aioli. This was a dish of of very tasty bites for $17.95. I, on the other hand, selected the Cochinita Pibil composed of delicious flavorful pork along with guacamole, thin slices of Spanish onion, black beans in a small crisp tortilla, Spanish rice, all generously portioned giving this dish a very a special look – all for $23.95. Fajitas (1984) is a dish sautéed with fresh vegetables served on sizzling skillet along with marinated tender strips of steak ($18.25), delicate chunks of chicken ($17.55), to the House Specialty of Shrimp ($18.95), or to a vegetarian medley of fresh vegetables ($14.55). Here you will find anything that pleases your palate. At the end of our dinner, we shared a delicious flan custard with caramel sauce, whipped cream and fresh strawberries. POETRY MONTH

The Language That Connects Us

The City of West Hollywood has a strong support for the arts, particularly poetry. One of the few cities in California to hold a poet laureate position, WeHo is ready for National Poetry Month, culminating in a 2-for-1 event on Tuesday, April 30. WeHo Reads will host a poetry reading entitled “Lingua Franca.” Inspired by Adrienne Rich’s Dream of a Common Language, Poet Laureate Charles Flowers has curated a reading of international poetry by poets from Belgium, India, Iran, and Poland, among other countries. The event features poets Kazim Ali, Laure-Anne Bosselaar, Elena Karina Byrne, Blas Falconer, Piotr Florczyck, and Vandana Khanna. That same night, Lambda Lit Book Club will read and discuss Midnight in a Perfect World by Collin Kelley. The Pride L.A. spoke with Flowers about the event and the importance of poetry. Check it out: Tell me a little bit about “Lingua Franca”... What can attendees expect?

One of my ideas around being Poet Laureate is to inspire folks to think beyond their borders - with all the national talk about closed borders, I wanted to consider open borders, and to suggest that Weho has open borders. True, there are economic borders that make Weho not possible for some people, but generally, our idea of acceptance and tolerance suggest that all are welcome, we have a mix of international residents and that we do not exclude people. So I thought of Adrienne Rich, one of the America's best poets who is also a lesbian, who wrote about the "dream of a common language" - that somehow, we can be united through language. So I wanted to create an event that unifies through common language, so I thought of poetry as a language that unites (see definition of Lingua Franca) that the subjects of poetry - love, grief, humanity -- can unify people who speak different languages. How did you select what poetry to include in the evening? So I chose poets who can bring an awareness of different languages and cultures to

an event that seeks to display our difference (languages, culture) but also our connection/ sameness. I haven't selected the poetry per se, but the poets who can bring that to the table. I expect to be surprised by the poems, and I have encourage the poets to read poems in other languages, not just English. Is this a “queer poetry” event, or just a celebration of Poetry Month? This isn't a queer event in the sense of sexually different, but it is queer in the sense that we are "curious" and "different." But it's not about explicitly gay/lesbian/bi/ trans relationships. Are the poets queer? Yes, in a broad sense of being intellectually curious and questioning of culture and offering a viewpoint/ perspective that may not be traditional/mainstream. What is the importance of LGBT poets/poetry in the art/literary world? LGBT poets represent a significant portion of American Poetry - from Dickinson and Whitman (who probably wouldn't identify as

LGBT, but whose lives and language would suggest they were) to contemporary poets who contribute to the richness of our poetry (Mark Doty, Adrienne Rich, Carl Phillips, D.A. Powell, Elizabeth Bishop, etc.). What does it mean to to you to be the Poet Laureate? Being Poet Laureate enables me to promote poetry on a public platform that I do not usually have access to - to remind residents of Weho that poetry matters, that it speaks to them, that it is valuable to us as a city, as a residents, etc. What is the importance of National Poetry Month? The importance of National Poetry Month (NPM) is that everybody gets to celebrate poetry - poets celebrate poetry all year round, as do many readers, but NPM really brings the public's awareness and allows poets to occupy some of the national cultural stage that they may not otherwise get to. Who Is Rick Castro? A great ‘80s fetish artist gets his dues.

If you’re like me, you spend a lot of time pondering the question, “who has truly picked up the Mapplethorpe gauntlet in the past thirty years?” It might sound silly and reductive, but finding someone to actually continue the brilliant queer artist’s legacy is quite important. It’s not just about queer artists pushing the envelope,

allowing their bodies to delight, disturb, and confuse audiences, or pissing off the government through art – though, to be clear, those are all very important things. It’s about finding ways to document the way we live our lives sexually without leaning on shock value, kitsch, or the eyes of exploitative straight photographers. Enter Rick Castro, someone who has been working tirelessly since the 1980s. A year before Robert Mapplethorpe met his tragic end, Castro began freelancing for LGBT outlets like the dearly departed Frontiers and The Advocate. He showed his work all over Los Angeles, documenting the city’s kinky queer community without embarrassment or preciousness. Today, his L.A.-centric work is being celebrated in a nearly month-long exhibition at the Tom of Finland Foundation. The exhibit, curated by Queer Biennial founder and artist Rubén Esparza, showcases some of the artist’s most distinctive pieces, such as 1992’s “Caught Smoking,” showing a muscular man strategically bound, a gigantic cigar between his lips. What’s stunning about Castro’s work isn’t just the composition or the beauty of the textures on display in each photograph. It’s how the sense of place and time shines through despite any real context. We might not be know who we’re looking at in the images of men bound, gagged, and otherwise obscured, but we see their power.The powerlessness of each model is a choice, and the sense of community, intimacy, and playfulness shines through despite what many might consider a distinctly serious attitude toward fetish culture in the work. Castro’s work feels lived-in because it is. In

DEAR AIDAN: Am I Too Materialistic? Dear Aidan, I've always been a truly girly girl! Ever since I was three years old, I have always been into beauty products, newest clothes and I LOVE my fancy brand purses! I love the feeling I get from taking care of myself looking good, but lately my sister (who is my polar opposite... the studious type) has been calling me out for being too vain and materialistic! She says things like "aren't you a little embarrassed to be flaunting your wealth in this way? There are starving children in Africa!" Although I act outwardly as if I am annoyed with her, I am actually starting to wonder if she has a point... "Beauty Fades" afterall... Do you think I ought to try to be a bit more... "substantive?" Should I feel guilty?
