Controversial plans for more than 500 new homes will be approved if councillors accept the advice of a top oficer. Rod Brown, head of planning and environmental services, is recommending Horsham district councillors support Berkeley’s scheme for up to 550 houses west of Worthing Road, Southwater. Planning permission should be granted subject to a legal agreement being inalised within six months, Mr Brown says in a 131-page report to councillors before a meeting on Tuesday next week. Councillors are not obliged to follow his advice, but it is unusual for them to overrule oficers on planning issues. As well as the houses, Berkeley’s application includes a site for a secondary school, a replacement community building, a new and larger sports pavilion, a multi-use games area, play areas, an extended cemetery and open areas. Mr Brown says in his report: “The proposal is in accordance with the housing objectives of the district, to enable the provision of a suficient number of dwellings to meet the requirements of regional planning policy. “The development is in a sustainable location adjacent to the settlement’s centre, with access to transport links and services and with suficient mitigation and controls.
